ARLINGTON, Va. (NNS) -- A technological breakthrough will allow any unmanned surface vehicle (USV) to not only protect Navy ships, but also, for the first time, autonomously "swarm" offensively on hostile vessels, officals at the Office of Naval Research (ONR) announced Oct. 5.

The first-of-its-kind technology, successfully demonstrated over two weeks in August on the James River in Virginia, allows unmanned Navy vessels to overwhelm an adversary. Its sensors and software enable swarming capability, giving naval warfighters a decisive edge.

"This networking unmanned platforms demonstration was a cost-effective way to integrate many small, cheap and autonomous capabilities that can significantly improve our warfighting advantage," said Adm. Jonathan Greenert, chief of naval operations.

The technology, called CARACaS (Control Architecture for Robotic Agent Command and Sensing), is under development by ONR and can be put into a transportable kit and installed on almost any boat. It allows boats to operate autonomously, without a Sailor physically needing to be at the controls including operating in sync with other unmanned vessels, choosing their own routes, swarming to interdict enemy vessels and escorting/protecting naval assets.

"Our Sailors and Marines can't fight tomorrow's battles using yesterday's technology," said Chief of Naval Research Rear Adm. Matthew Klunder. "This kind of breakthrough is the result of the Navy's long-term support for innovative research in science and technology."

In the demonstrations, as many as 13 Navy boats operated using either autonomous or remote control. First they escorted a high-value Navy ship, and when a simulated enemy vessel was detected, the boats sped into action, swarming around the threat.

In the future, the capability could scale to include even greater numbers of USVs and even to other platforms, including unmanned aerial vehicles (UAVs).

"This multiplies combat power by allowing CARACaS-enabled boats to do some of the dangerous work," said Dr. Robert Brizzolara, program manager at ONR. "It will remove our Sailors and Marines from many dangerous situations -- for instance, when they need to approach hostile or suspicious vessels. If an adversary were to fire on the USVs, no humans would be at risk."

The new technology will allow the USVs to detect, deter or destroy attacking adversaries. Any weapons fire from the USVs would need to be initiated by a Sailor supervising the mission.

Naval leadership has emphasized a blended force of manned and unmanned systems in recent years. Not only can USVs take on dangerous missions, thus protecting the warfighter, but even multiple USVs are a fraction of the cost of a single large manned ship.

The swarm demo announcement comes near the somber anniversary of the terrorist attack on USS Cole (DDG-67) off the coast of Yemen. In that October 2000 attack, a small boat laden with explosives was able to get near a guided-missile destroyer and detonate, killing 17 Sailors and injuring 39 others.

Autonomous swarmboat capabilities could play a vital role in protecting people, ports and commerce.

"While the attack on Cole was not the only motivation for developing autonomous swarm capability, it certainly is front and center in our minds and hearts," said Klunder. "If Cole had been supported by autonomous USVs, they could have stopped that attack long before it got close to our brave men and women on board."

La Marine américaine annonce pouvoir s'équiper prochainement de vedettes rapides robotisées qui navigueront sans équipage et seront télécommandées à partir d'un poste de contrôle situé à distance, rapportent dimanche les médias américains.

La technologie pour ces vedettes CARACaS (Control Architecture for Robotic Agent Command and Sensing) a été empruntée aux robots martiens de la NASA.

Dimanche, le Pentagone a publié un compte-rendu des exercices lors lesquels 13 vedettes rapides robotisées ont patrouillé les côtes américaines, assuré la protection d'un navire et intercepté une embarcation "suspecte".

"Dorénavant, nous avons toutes les raisons de nous servir de ces systèmes robotisés télécommandés", a déclaré Matthew Klunder, amiral de la Marine US. Selon lui, le trait particulier de cette technologie est qu'elle est plus autonome et ne demande pas une surveillance permanente de l'homme, à la différence de drones. Il suffit de programmer le cap et la vedette le suivra automatiquement, en contournant tous les obstacles.

Lors de la première journée de la Rencontre des représentants pontificaux au Moyen-Orient, le pape François a mis l’accent « sur la question du trafic d'armes qui est à la base de tant de problèmes, et sur le drame humanitaire de tant de personnes ».

Les nonces apostoliques en poste en Égypte, en Terre sainte (Israël, Jérusalem et Palestine), en Jordanie, en Irak, en Iran, au Liban, en Syrie et en Turquie sont en effet convoqués au Vatican, avec la curie romaine et le pape François du 2 au 4 octobre (cf. Zenit du 30 septembre 2014).

La rencontre, qui se déroule à la Secrétairerie d’État, a pour thème principal : « La présence des chrétiens au Moyen-Orient », précise une note du P. Federico Lombardi, directeur de la salle de presse du Saint-Siège.

Son objectif est de réfléchir « aux actions possibles face à la situation dramatique que vivent les chrétiens du Moyen-Orient et les autres minorités religieuses et ethniques qui souffrent à cause de la violence qui envahit toute la région ».

Cette réunion, voulue par le pape François, est « une expression de sa proximité et de sa sollicitude » devant « la gravité de la situation ». C'est d'ailleurs le pape qui a introduit lui-même les travaux de la réunion ce matin, en remerciant les participants.

« Avec des mots très sincères, le pape a manifesté sa préoccupation pour les situations de guerre et pour le phénomène du terrorisme, pour lequel la vie de la personne n’a aucune valeur », rapporte le P. Lombardi.

« Il a mis l’accent sur la question du trafic des armes qui est à la base de tant de problèmes, et sur le drame humanitaire que vivent tant de personnes contraintes à quitter leur pays », ajoute-t-il.

Redisant l’importance de la prière, le pape François a souhaité aussi « des initiatives et des actions à plusieurs niveaux, afin de manifester la solidarité de toute l’Église envers les chrétiens du Moyen-Orient et d'impliquer la communauté internationale et tous les hommes de bonne volonté ».

Parmi les intervenants, le cardinal secrétaire d’État Pietro Parolin a présenté la réunion ; le cardinal Leonardo Sandri, préfet de la Congrégation pour les Églises orientales, a exposé la situation générale des chrétiens au Moyen-Orient, ouvrant un moment de dialogue avec les participants.

Les représentants pontificaux en Syrie et en Irak ont informé sur la situation de leurs pays, le cardinal Robert Sarah, président du Conseil pontifical "Cor Unum" est intervenu sur le rôle de l’Église face à cette crise humanitaire et le cardinal Jean-Louis-Tauran, président du Conseil pontifical pour le dialogue interreligieux, a informé sur les perspectives du dialogue avec l’islam.

Enfin, le cardinal Fernando Filoni a parlé de sa récente visite en Irak comme envoyé personnel du pape François, avant la prière des vêpres qui a conclu la journée.

Parmi les participants : les responsables de la Secrétairerie d’État et des dicastères de la curie romaine directement concernés par la question, ainsi que les observateurs permanents du Saint-Siège auprès des Nations Unies à New York et à Genève et le nonce apostolique auprès de l’Union européenne.

Obama backing indirect talks with Moscow aimed at cutting U.S. non-strategic nukes in Europe

Russia is moving tactical nuclear weapons systems into recently-annexed Crimea while the Obama administration is backing informal talks aimed at cutting U.S. tactical nuclear deployments in Europe.

Three senior House Republican leaders wrote to President Obama two weeks ago warning that Moscow will deploy nuclear missiles and bombers armed with long-range air launched cruise missiles into occupied Ukrainian territory.

“Locating nuclear weapons on the sovereign territory of another state without its permission is a devious and cynical action,” states the letter signed by House Armed Services Committee Chairman Howard P. “Buck” McKeon (R., Calif.) and two subcommittee chairmen.

“It further positions Russian nuclear weapons closer to the heart of NATO, and it allows Russia to gain a military benefit from its seizure of Crimea, allowing Russia to profit from its action.”

Russian President Vladimir Putin in recent months “has escalated his use of nuclear threats to a level not seen since the Cold War,” they wrote.

In a related development, the Obama administration is funding non-official arms control talks with Russia through a Washington think-tank that are aimed at curbing U.S. tactical nuclear arms in Europe.

The first round of talks was held in Vienna Monday and Tuesday.

Critics say Obama administration arms control officials at the State Department and Pentagon are using the informal nuclear talks as groundwork for future tactical nuclear arms cuts.

Such cuts are likely to be opposed by NATO allies, especially in Eastern Europe, worried by growing Russian military threats to the continent.

Regarding the nuclear deployments to Crimea, Senate Armed Services Committee ranking member James Inhofe (R., Okla.) first disclosed last month that Putin had announced in August his approval of deploying nuclear-capable Iskander-M short-range missiles along with Tu-22 nuclear-capable bombers in Crimea, located on the Black Sea.

“The stationing of new nuclear forces on the Crimean peninsula, Ukrainian territory Russia annexed in March, is both a new and menacing threat to the security of Europe and also a clear message from Putin that he intends to continue to violate the territorial integrity of his neighbors,” Inhofe stated in a Sept. 8 op-ed in Foreign Policy.

In their Sept. 23 letter to the president, McKeon, Rep. Mike Rogers (R., Ala.), chairman of the subcommittee on strategic forces, and Rep. Michael Turner (R., Ohio), chairman of the subcommittee on tactical air and land forces, noted Russia’s violation of the 1987 Intermediate-range Nuclear Forces Treaty by building a banned cruise missile. The missile has been identified by U.S. officials as the R-500.

The lawmakers said the Russian nuclear deployment in Crimea represents the “clear, and perhaps irrevocable tearing” of the 1997 agreement between NATO and Russia that allowed Russia to maintain a military presence within the alliance.

The Russian nuclear deployment plans and treaty violation should have been discussed during the recent NATO summit in Wales but were not, they said.

As a result, the congressmen urged the president to brief Congress on the threatening Russian nuclear deployments in Crimea. They also called on the president to suspend the NATO-Russia accord and demand the removal of all Russian military personnel from NATO facilities.

Additionally, they asked that the United States and its allies halt all arms control surveillance flights by Russia carried out under the Open Skies Treaty.

Significantly, the three House leaders called on the administration to begin research and development on deployment sites for new U.S. intermediate-range ground-launched cruise and ballistic missiles, if Russian refuses to return to compliance with the INF accord.

Putin “must be made to understand that his actions will accomplish nothing more than the alienation [of] Russia from the West, its economy and its security architecture,” the lawmakers said.

“Until we have a strategy that convinces Mr. Putin he cannot achieve his dream of a ‘New Russia’ through illegal annexations, covert invasions, and nuclear saber-rattling, statements and sanctions along cannot be expected to have an effect on his actions,” the letter warns.

“Too much is at stake to continue to allow Russia’s dictator to continue to proceed on his current path toward regional destabilization without serous opposition.”

The action “further undermines Russian credibility in terms of the Budapest Memorandum that the Russian Federation signed in 1994,” the congressmen said.

The memorandum promised Ukraine would have security assurances against threats or use of force in exchange for Kiev giving up its Soviet-era nuclear weapons – at the time the third largest arsenal in the world.

On the Track 2 talks between Russian experts and a group hosted by the Washington-based Center for Strategic and International Studies (CSIS), the program leader was identified as anti-nuclear arms advocate Sharon Squassoni.

Squassoni took part in a study three years ago sponsored by the leftist, anti-nuclear weapons group Ploughshares Fund that called for removing all U.S. tactical nuclear arms from Europe.

Thomas Moore, a former senior professional staff member on the Senate Foreign Relations Committee who quit CSIS over concerns about Squassoni’s anti-nuclear slant, said he felt the Track 2 program, which was to cost $215,000 in federal funding, was unwise after Russia’s military takeover of Crimea which began last February.

Moore said in an interview that the administration could be using the CSIS Track 2 talks as a way of conducting direct negotiations to further reduce U.S. nuclear arms in Europe.

“Now is the wrong time to entertain any such ideas with any Russians, whether they are official or unofficial Russians, because they all support Vladimir Putin’s war in Ukraine and violation of the INF treaty,” Moore said, noting that verifying any tactical nuclear arms reductions is nearly impossible.

“My goal was to verify and keep our nukes in Europe,” he said, noting that Squassoni knows little about nuclear arms and has been “a partisan for Obama and his anti-nuclear agenda in Europe.”

CSIS spokesman Andrew Schwartz confirmed that the Track 2 talks involving U.S., Russian and European experts are aimed at “limiting non-strategic nuclear weapons.” He declined to identify the U.S. or foreign members of the project and said a report on the program would be published in summer or fall of next year. He said the notion that the project has not been adjusted to account for the Crimea crisis is wrong.

Squassoni confirmed her participation in the Ploughshares study but said in an email that the recommendations of that project were not discussed during the first Track 2 meeting this week.

“I can assure you that my personal views do not interfere with my ability to facilitate balanced, analytically sound dialogues,” she said.

The CSIS-Russia Track 2 nuclear talks also are being supported by Rose Gottemoeller, undersecretary of state for arms control and international security; and Andrew Weber, who recently resigned as assistant secretary of defense for nuclear, chemical and biological defenses amid allegations of insubordination and improper personnel activities.

A Pentagon spokeswoman declined to provide details surrounding Weber’s resignation but said he would be taking a lesser position at the State Department.

A U.S. official close to the Pentagon said Weber ran afoul of his superiors as a result of his anti-nuclear arms positions, and practices related to hiring and the use of personnel within his office.

Alexandra Bell, a spokeswoman for Gottemoeller said: “The administration is supportive of the domestic and international non-governmental community’s right to conduct research, scholarship, advocacy and Track 2 dialogues as they see fit.”

Both the Pentagon and State Department spokeswomen would not address the question of whether holding informal nuclear talks on cutting nuclear weapons in Europe with the Russians will undermine NATO security in the aftermath of the Crimean crisis.

Former Pentagon official Mark Schneider, a strategic nuclear arms specialist, said the Track 2 and any formal arms talks on tactical nuclear arms would fail.

“They can have as many tracks as they want but the Russians will not agree to limits on tactical nuclear weapons,” Schneider said. “Their advantage is too great.”

The United States is believed to have around 200 nuclear weapons in Europe. Russia’s tactical nuclear arsenal is at least 2,000.

“NATO politics will prevent any cuts in U.S. tactical nuclear weapons in Europe,” he said. “This is obviously about the worst possible time to talk about something like this.”

Schneider said nuclear policymakers should focus on deterrence now instead of disarmament.

A Russian Defense Ministry spokesman told state-run Interfax March 26 that a “missile-carrying regiment” of Tu-22 Backfire nuclear bombers will be deployed to the Crimean airbase at Gvardeyskoye within two years.

IHS Jane’s Defence Weekly described the nuclear-capable Tu-22s to be based in Crimea as “the backbone of Soviet naval strike units during the Cold War.”

Rogers, the strategic forces subcommittee chairman, said Sept. 18 that the Russians have discussed “plans to station tactical nuclear weapons in Crimea.”

NAVAL STATION ROTA, Spain (NNS) -- Sailors from Explosive Ordnance Disposable Mobile Unit (EODMU) 8 Detachment Europe, the Italian navy's 1st Regiment San Marco, and Spanish Marines Brimar took part in the first trilateral Cadizex exercise held in simulated urban terrain compound Hogan's Alley, Oct. 7.

Over the course of four days, the NATO allies worked together in a military-to-military engagement developing bonds as well as using robots, X-rays and rigging set-ups that can all be used in real-world situations.

"This training is all about partnership building, and within that, we want to build capabilities for both the Spanish and the Italians, who are both NATO allies," said Lt. Aaron Holdren, EODMU 8 Detachment Europe officer-in-charge. "What it all comes down to is developing a common vocabulary, a common language we all speak so we can break down language barriers."

EODMU 8 has conducted this exercise with the Spanish military multiple times in the past, but this is the first time the Italian navy was invited to take part in the exercise. Holdren said he hopes this exercise can become an annual or bi-annual event in the coming years.

"The Italians are a fairly new team," said Holdren. "So by getting out here, they've gotten a chance to try out a lot of different equipment and see what works for them. We're helping them develop their tactics, technics and procedures."

"It's most important to meet with other countries and work with them," said Italian navy Lt. Gianfranco Tommasi, explosives ordnance disposable staff officer, 1st Regiment San Marco. "We can find ways to solve problems about ordnance."

NATO allies work and train together in a variety of places. In this case, Naval Station Rota was chosen because of the capacity of the base to host.

"The main reason we use Rota is because we have fantastic training areas," said Holdren. "Capt. Greg Pekari and his crew have really worked hard with Commander, Naval Expeditionary Task Force Europe and Africa (CTF) 68 to develop these training areas. We're hoping this will grow. At the end of the day, we all work together and we find ourselves in a multi-national joint environment. It's important that we do these tactical type training exercises and they have a big impact at the strategic level."

The U.S. 6th Fleet, headquartered in Naples, Italy, conducts a full spectrum of joint and naval operations, often in concert with joint, allies and interagency partners, in order to advance U.S. national interests and SECURITY and STABILITY in Europe and Africa.

DEVESELU, Romania (NNS) -- Commander, Navy Region Europe, Africa, Southwest Asia (CNREURAFSWA) established Naval Support Facility (NSF) Deveselu Friday, Oct. 10, during an establishment and assumption of command ceremony on base.

NSF Deveselu, formerly a disused Romanian airfield, is the first Navy base to be established since Naval Station (NS) Everett in Washington, whose official groundbreaking ceremony was held Nov. 9, 1987.

The installation, scheduled to be operational in 2015, will be part of a NATO's overall ballistic missile defense (BMD) system.

Rear Adm. John Scorby, commander, Navy Region Europe, Africa, Southwest Asia, hosted the ceremony.

"This is a historic occasion because ballistic missile threats to the U.S. and our allies are real and growing," Scorby said. "Fortunately, NATO's capabilities and defenses against these threats are also real and growing."

Originally proposed in 2000 by then President George W. Bush, this BDM system, or shield, named the "Aegis Ashore System," is a response by the NATO military alliance to increasing threats posed by the amalgamation of intercontinental ballistic missiles in the Middle East.

Today the Aegis BMD system is the key component in the Obama administration's plan for a phased deployment of a missile defense umbrella in Europe, which is intended to protect U.S. forces and NATO allies from regional threats.

"Naval Support Facility Deveselu will be a crucial component in expanding the effectiveness of NATO's overall ballistic missile defense system," Scorby said. "It will also address the threat posed by short and intermediate range ballistic missiles to U.S., European and Allied personnel and assets throughout the region."

The first of two proposed newly established bases, NSF Deveselu will utilize both a SM-3 missile interceptor battery platform and an Aegis SPY-1 radar platform. The U.S. government said the SM-3 missiles will have no offensive capability and only target incoming ballistic missiles launched by hostile countries.

Capt. Bill Garren assumed duties as the first commanding officer of NSF Deveselu.

"It's an honor to be here and have the opportunity to work with this international team of dedicated professional who are building the future of ballistic missile defense in Europe," said Garren. "We have a lot of work ahead of us but our future success rests on the shoulders of this outstanding United States/Romania team. So, we have all we need to excel."

The land-based ballistic missile defense system in Romania will be almost identical to that used on Navy Aegis-capable guided-missile destroyers and cruisers. It's designed to detect, track, engage and destroy ballistic missiles in flight.

Also contributing to the BMD system, are the Forward Deployed Naval Forces in Rota, Spain. The forward deployed Arleigh Burke-class guided-missile destroyers USS Donald Cook (DDG 75) and USS Ross (DDG 71) are the first of four Aegis BMD warships scheduled to be based in Spain to bolster the defense system.

To further the scope and reach of protection of the region's defense, a Navy base, nearly identical to NSF Deveselu, will be established in Poland.

"No single nation can combat global threats alone," Scorby said. "We must collectively share information, share experiences and work together for regional stability. U.S., NATO, and European allies stand united in maintaining a Europe that is safe, secure and prosperous."

NSF Deveselu sits on about 430 acres. The site will consist of a fire-control radar deckhouse with an associated Aegis command, control and communications suite. Separately, it will house several launch modules containing SM-3 missiles and be manned by about 200 U.S. military personnel, government civilians and support contractors.

Members of a massive Dutch motorcycle gang, armed with Kalashnikov rifles, recently joined Kurdish forces battling the Islamic State in Iraq, vowing to “exterminate the rodents.”

The leader of No Surrender -- which has dozens of chapters in the Netherlands and across Europe -- told state broadcaster NOS on Friday that three of its members have traveled to Mosul in Northern Iraq to take up the fight against ISIS, AFP reports.

A photo posted on a Dutch-Kurdish Twitter account last week shows a heavily-tattooed man in military garb flashing the “victory” sign alongside a Kurdish fighter inside a bunker.

“Ron from The Netherlands has joined the Kurds to exterminate the rodents of [ISIS],” a caption with the photo reads, according to the New York Post.

Countries around the world have been trying to stop people from joining the jihadists in the Islamic State, but a Dutch public prosecutor says it’s OK for its citizens to fight against them.

"Joining a foreign armed force was previously punishable, now it's no longer forbidden," Wim de Bruin told AFP on Tuesday. "You just can't join a fight against the Netherlands."

Dutch citizens are also not allowed to join the Kurdistan Workers' Party because it is blacklisted as a terrorist organization, De Bruin added.
Meanwhile, Kurdish militiamen fought pitched street battles Wednesday with the extremists in a Syrian Kurdish border town near Turkey, making small advances, activists and officials told The Associated Press.

In the border town of Kobani, members of the Kurdish People's Protection Units, or YPG, were advancing hours after the U.S.-led coalition stepped up airstrikes against ISIS in and around the town, said Asya Abdullah, a Syrian Kurdish leader.

Abdullah, the co-president of Syria's powerful Kurdish Democratic Union Party, or PYD, told The Associated Press that Kurdish fighters have advanced near the hill of Tel Shair that overlooks part of the town, taking advantage of the air raids that slowed the push by the militants. Abdullah spoke by phone from Kobani.

U.S. Central Command said Wednesday that 18 airstrikes near Kobani destroyed 16 ISIS-occupied buildings. One airstrike near the Haditha Dam in western Iraq destroyed an ISIS armed vehicle and guard shack, while four airstrikes in Baiji destroyed an ISIS building, a Humvee and artillery.
In mid-September, the Islamic State group launched its offensive on Kobani -- also known under its Arabic name of Ayn Arab -- and captured dozens of nearby Kurdish villages, as well as about a third of the town. The fighting in and around Kobani has killed more than 500 people and forced more than 200,000 people to flee across the border into Turkey.

The Britain-based Syrian Observatory for Human Rights, which has a network of activists around the country, said Wednesday's clashes were taking place in the eastern neighborhoods of Kobani as well as the southern edge of the town.

The Observatory also reported several airstrikes by the U.S.-led coalition in the town Wednesday and plumes of smoke rising from the strikes were visible across the border in Turkey.

Also Wednesday, Syria's Foreign Ministry dismissed Turkey's calls for a no-fly zone on the Syrian territories as a "flagrant violation" of the U.N. charter and international law.

"Syria categorically rejects the establishment of no-fly zones on any part of the Syrian territories under any pretext," the ministry said.

Turkey has said it won't join the fight against the Islamic State extremists in Syria unless the U.S.-led coalition also goes after the government of Syrian President Bashar Assad, including establishing a no-fly zone and a buffer zone along the Turkish border.

Five senior Taliban leaders in Pakistan swore allegiance to the Islamic State (ISIS) and its leader Abu Bakr al-Baghdadi earlier this week - the latest in a series of regional leaders of local Islamist extremist groups pledging to the international terror organization. 

The organization's spokesman, reading the oath on audio tape, noted that Pakistani Taliban leader had expressed support for the Islamic state, but has not yet published the official pledge of allegiance. 

Recently, the Pakistani terrorist organization announced it would send jihadists to ISIS in Iraq and Syria to help consolidate its rule and continue the fight to establish an Islamist Caliphate. 

The Taliban controls large areas of northern Pakistan and was involved in numerous terrorist attacks against the regime in the last decade, including an attempt to seize power.

This is not the first terror organization abroad to declare loyalty to ISIS - either formally or informally.

In the Sinai Peninsula, the Ansar Bayt Al-Maqdis group - which has been waging an ongoing war with the Egyptian Army - has been staging ISIS 'copycat' beheadings and is thought to have declared de facto loyalty to the group. 

And earlier this month, the Ansar al-Sharia group in Libya declared loyalty to ISIS, driving through the strategic city of Darna in tanks with ISIS flags and announcing their allegiance to a gathering in the town square. 

ISIS has stated on multiple occasions that it wishes to see "the whole world" under a terror reign, including the West and Israel.

Recrutement de « terroristes modérés »

Dans le cadre de cet accord, la famiile Al-Saoud sera « l’hôte d’un centre de formation pour des milliers de combattants rebelles syriens qui luttent à la fois contre l’État islamique et le régime du président Bachar al-Assad ». Cette proposition est fausse et absurde. Jusqu’au 9 septembre, l’Arabie saoudite a « officiellement » soutenu l’État islamique contre le gouvernement de Bachar Al-Assad, et on lui a maintenant confié le recrutement de djihadistes pour combattre l’État islamique. Les médias n’ont toutefois pas réussi à relier les points et à découvrir le grand mensonge.

Il s’agit d’un projet diabolique : les artisans de l’État islamique ont informé le monde qu’ils « se lancent à la poursuite » de leurs propres terroristes dans le cadre d’une opération de contreterrorisme.

Bien que ces actions soient menées sous la bannière de la « guerre mondiale au terrorisme », les États-Unis n’ont pas l’intention de cibler leurs propres brigades terroristes de l’EI, intégrées par des forces spéciales et les services de renseignement occidentaux. En réalité, la seule campagne crédible et efficace contre les terroristes islamiques de l’EI est menée par les forces gouvernementales syriennes.

Inutile de dire que le financement et l’appui des États-Unis, de l’OTAN, de l’Arabie saoudite et du Qatar continueront. L’objectif n’est pas de détruire l’État islamique, tel que l’a promis Obama. Il s’agit plutôt d’un processus de déstabilisation et de destruction de l’Irak et de la Syrie, mené par les États-Unis. La campagne contre l’État islamique est utilisée pour justifier le bombardement des deux pays en ciblant principalement les civils.

Le but ultime est de déstabiliser l’État-nation que constitue l’Irak et de déclencher sa partition en trois entités distinctes.
L’objectif stratégique général des États-Unis et de l’OTAN consiste à déstabiliser toute la région du Moyen-Orient, de l’Afrique du Nord, de l’Asie centrale et du Sud, incluant l’Iran, le Pakistan et l’Inde.

By the authority vested in me as President by the Constitution and the laws of the United States of America, including sections 3301 and 3302 of title 5, United States Code, and section 301 of title 3, United States Code, it is hereby ordered as follows:

Section 1. Providing Conversion Authority. I find that conditions of good administration (specifically, the need to make the Bureau of Alcohol, Tobacco, Firearms, and Explosives, Department of Justice (ATF), competitive in recruiting high quality special agents by giving the ATF an authority held by other Federal law enforcement agencies) make necessary an exception to the competitive examination rules for appointment to certain positions in the Federal civil service.

Criminal Investigators of the ATF, who have been appointed under Schedule B, and who have completed 3 years of fully satisfactory service, may be converted non-competitively to career appointments if they meet qualifications and other requirements established by the Director of the Office of Personnel Management.

TEHRAN, Iran (AP) -- Iran's state television says two Russian warships have left a northern Iranian port after the two countries held a joint, three-day naval exercise in the Caspian Sea.

Thursday's report on the TV's website quoted Iranian Adm. Afshin Rezaei Haddad, who is Iran's navy commander in the Caspian Sea, as saying that the Russian vessels departed from the northern Iranian port of Anzali on Wednesday.

No further details were given.

It was the first visit in decades by a Russian fleet to an Iranian port in the Caspian Sea. In recent years Iran's navy has increased its bilateral relations with various countries, including China and Pakistan.

Last year, a Russian naval group docked in the southern Iranian port of Bandar Abbas on the way home from a Pacific Ocean voyage.

C’est pourquoi, après que l’EI ait due s’enfuir en grande partie de Syrie, l’Amérique l’a énormément renforcé en Irak afin de s’en servir comme d’une bonne excuse pour virer Maliki ; en osant prétendre que c’était à cause de son incompétence, et de son soit-disant sectarisme religieux, que l’EI s’était à ce point développé en Irak. Maintenant, ils veulent se servir de l’excuse EI pour bombarder la Syrie, alors que l’EI a quasiment disparu de Syrie suite à ses cuisantes défaites. Ce qui montre bien que la vraie raison pour laquelle ils veulent bombarder la Syrie, ce n’est pas la présence de l’EI dans ce pays, mais au contraire le fait que l’EI, qui n’est qu’un ramassis de mercenaires islamistes au service de l’impérialisme occidental, n’a pas réussi à virer l’antisioniste Bachar el-Assad.

Et bien entendu, comme ils l’avaient fait à l’époque du 11 septembre 2001, ils veulent se servir du terrorisme de l’EI, qu’ils ont eux-mêmes commandité, comme d’une excuse pour restreindre les libertés publiques en Occident en général, et en France en particulier, sous prétexte de lutter contre le terrorisme ! Ils veulent notamment en profiter pour justifier la censure sur internet. Leur échec dans ce projet répressif dépendra de l’ampleur de la dénonciation qui, je l’espère, va s’amplifier, et du nombre de personnes qui refuseront de se laisser berner par leurs mensonges et magouilles.

Cet exercice s'est passé au mois de septembre 2014.



5 septembre 2014 – Dix ans après le tsunami dévastateur de 2004, 24 pays riverains de l'océan Indien participeront les 9 et 10 septembre à un exercice de simulation de grande ampleur pour tester le Système d'alerte aux tsunamis et d'atténuation de leurs effets dans l'océan Indien, organisé sous les auspices de la Commission océanographique intergouvernementale de l'Organisation des Nations Unies pour l'éducation, la science et la culture (UNESCO).

« Il s'agit de mesurer la capacité et la rapidité de réactions des différents acteurs concernés de la région pour faire face à ce type d'événement peu fréquent mais potentiellement destructeur », a expliqué vendredi l'UNESCO dans un communiqué de presse.

Cet exercice, baptisé « IOWave14 », repose sur un double scénario : le premier prévoit la survenue, le 9 septembre (0h00, temps universel), d'un séisme d'une magnitude de 9,1 au sud de Java, en Indonésie. Le deuxième scénario prévoit quant à lui un tremblement de terre d'une magnitude de 9 se produisant le 10 septembre (6h00 temps universel) dans la zone de Makran au sud de l'Iran et du Pakistan. Dans les deux scénarios, il est prévu que les séismes se traduisent par un tsunami affectant tout l'océan Indien.

L'exercice sera conduit en temps réel. Les bulletins d'alerte seront émis par les prestataires régionaux de services relatifs aux tsunamis dans la région que sont l'Australie, l'Inde et l'Indonésie et envoyé aux points focaux pour l'alerte aux tsunamis.

Ce test est destiné à évaluer le bon fonctionnement des flux de communication entre les différents acteurs concernés, l'état de préparation des pays et la bonne marche des dispositifs d'urgence. Des exercices d'évacuation des populations côtières seront également menés dans plusieurs pays. Le test sera suivi d'une évaluation permettant de d'identifier les lacunes du Système afin d'augmenter son efficacité.

Au lendemain de la catastrophe de 2004, les pays riverains de l'océan Indien avaient manifesté la volonté de mettre en place un Système d'alerte aux tsunamis et d'atténuation de leurs effets dans l'océan Indien (IOTWS). Grâce à l'appui de la Commission océanographie intergouvernementale (COI) de l'UNESCO, un Groupe intergouvernemental de coordination a été constitué afin de fournir un mécanisme de gouvernance au nouveau Système, devenu opérationnel en 2011.

SAN DIEGO (NNS) -- Canadian, Japanese and U.S ships will participate
in a U.S. 3rd Fleet-led Task Group Exercise (TGEX) off the coast of Southern California, Oct. 20-31.

The TGEX will serve to train independently-deploying units in air defense, anti-submarine warfare, surface warfare, and maritime-interdiction operations while building cooperative relationships with partner nations.

Units participating include Carrier Strike Group (CSG) 15, Carrier Strike Group (CSG) 11, Destroyer Squadron (DESRON) 23, Carrier Air Wing (CVW) 11, aircraft carrier USS Nimitz (CVN 68), guided-missile cruisers USS Lake Champlain (CG 57) and USS Chosin (CG 65), guided-missile destroyers USS Milius (DDG 69), USS Paul Hamilton (DDG 60), USS Kidd (DDG 100), USS Pinckney (DDG 91) and USS William P. Lawrence (DDG 110), and a submarine, Royal Canadian Navy Halifax-class frigates HMCS Calgary (FFH 335) and HMCS Winnipeg (FFH 338), Kingston-class coastal defense vessels HMCS Brandon (MM 710) and HMCS Yellowknife (MM 706), and Japan Maritime Self-Defense Force (JS) Teruzuki (DD 116).

Simultaneously, CSG 15 will lead and evaluate training across multiple warfare areas for Milius, Paul Hamilton, Fort Worth and Freedom, as these ships will use TGEX as their final opportunity to certify prior to deployment.

Specific events Nimitz will conduct include: flight operations, tracking different ships, conducting underway replenishments, and communications exercises.

"This is an opportunity to test our ability to work in a coalition environment," said Cmdr. Darrell Lewis, future operations officer for Carrier Strike Group 11. "There are some language barriers, and how we do things is slightly different from how the other nations do things. So, we are taking them into our task group and working with them and proving we can do it."

According to Lewis this exercise will benefit new personnel on Nimitz by giving them the chance to experience a more sophisticated level of operations.

"It is going to be a great opportunity," said Lewis. "Everything you do in these exercises you can learn from. It is a taste what it was like during deployment for those people who haven't seen it."

Joint interagency and international relationships strengthen U.S. 3rd Fleet's ability to respond to crises and protect the collective maritime interests of the U.S. and its allies and partners.

CHINHAE, Republic of Korea (NNS) -- The U.S. and Republic of Korea (ROK) navies will participate in Exercise Clear Horizon, October 20-24, in waters south of the Korean peninsula.

Clear Horizon is an annual bilateral exercise between the U.S. and ROK navies designed to enhance cooperation and improve capabilities in mine countermeasure operations.

"We achieve mine countermeasure proficiency by rehearsing scenarios at sea and developing key mine warfare skill sets," said Rear Adm. Lisa Franchetti, Commander, U.S. Naval Forces Korea. "Clear Horizon provides both navies an important opportunity to improve coordination and increase readiness in critical mine countermeasure capabilities."

Approximately 330 U.S. Navy personnel assigned to Mine Countermeasures Squadron 7, the mine countermeasure ships USS Warrior (MCM 10) and USS Chief (MCM 14); along with MH-53E helicopters from Helicopter Mine Countermeasures Squadron 14 (HM-14) and teams from Explosive Ordnance Disposal Unit 5, will join ROK navy forces for the bilateral training.

During the exercise, U.S. and ROK navy ships and expeditionary units will practice clearing routes for shipping and conduct training surveys for clearing operational areas. Mine clearing helicopters will also be utilized to rehearse mine countermeasure operations from the air.

"Clear Horizon is a great training opportunity for our forward-deployed mine countermeasures assets across the entire mine warfare spectrum," said Capt. Mike Dowling, Commander, Mine Countermeasures Squadron 7. "This combined exercise is vitally important for maintaining interoperability with the ROK Navy."

The mine countermeasure training is the culmination of many months of planning between ROK and U.S. Navy exercise staffs. Leaders from both navies credit the routine bilateral engagement and close cooperation that occurs throughout the year for the successful planning and execution of exercises like Clear Horizon.

"This year's Clear Horizon exercise demonstrates the strong partnership and cooperation between the ROK and U.S. navies," said Cmdr. Kim, Boem Woo, of the Republic of Korea Fleet. "We are bringing together valuable expertise and knowledge from both navies and applying these skills in a realistic training environment."

Clear Horizon is one of approximately 20 annual bilateral training exercises held each year between the U.S. and ROK navies aimed at strengthening the alliance and preserving STABILITY and PEACE around the Korean peninsula and throughout Northeast Asia.

The U.S. 7th Fleet maintains routine presence in the Indo-Asia-Pacific region to help promote maritime SECURITY and DEVELOP PARTNERSHIPS with friends and allies. MAYPORT, Fla. (NNS) -- Active and Reserve Sailors from multiple East Coast commands gathered at Naval Station Mayport, Oct. 16, for Urgent Provider 2014, a three-day humanitarian assistance and disaster relief exercise hosted by U.S. Naval Forces Southern Command/U.S. 4th Fleet.

The third annual event, which included nearly 50 participants, was designed to build and enhance the skills necessary to support the planning efforts of combatant commanders and fleet commanders responding to crises.

"How many of you think 4th Fleet will be asked to respond to a natural disaster between now and say 10 years from now?," Rear Adm. George Ballance, the commander of U.S. Naval Forces Southern Command/U.S. 4th Fleet, asked the participants. "Can anyone tell me when?"

"Exactly," he said. "So, we have to be ready."

"You'll never know when the call is going to come or to what degree you'll have to respond," said Ballance, who was assigned to U.S. 7th Fleet in 2011 when a 9.0 magnitude earthquake and follow-on tsunami devastated parts of Japan.

For Urgent Provider, instructors from the Naval War College's Assist and Assess team presented a scenario involving a category 5 hurricane in Central America, an oil spill and the need to evacuate U.S. citizens.

With guidance from the instructors on the Navy planning process, the participants worked through the resulting problems on four operational planning teams (OPTs).

The intent was to ignite productive conversations among the OPT members, said Capt. Joey Dodgen, who commanded the U.S. Naval Forces Southern Command/U.S. 4th Fleet Reserve unit until Oct. 15 and coordinated the exercise.

"In contrast to other training exercises, this event minimizes the amount of instruction and maximizes the practical exercises," Dodgen said.

"[Participants] are learning more by doing, establishing relationships with their peers and creating team synergy from the start," he said.

Lt. Cmdr. Marcus Thomas, the operations officer for Naval Cooperation and Guidance for Shipping (NCAGS) Houston, described the development of ideas as "eye-opening."

"The training is hands-on," he said. "This is more beneficial than watching a PowerPoint presentation for the duration of the course."

In addition to the U.S. Naval Forces Southern Command/U.S. 4th Fleet active and reserve staffs, including NR U.S. Naval Forces Southern Command/U.S. 4th Fleet Detachment A, units represented at Urgent Provider 2014 were Navy Reserve (NR) Commander, 3rd Fleet Joint Force Maritime Commander; NR Commander, 3rd Fleet Maritime Air Operations; NR Expeditionary Strike Group 3; NR Commander, 5th Fleet Maritime Operations Center; NR Commander, Naval Forces Europe-Africa/6th Fleet Detachment 802; NR Commander, 7th Fleet Detachment Newport; and NR Office of Naval Research Science and Technology Detachment 105 and NCAGS Houston.

SUFFOLK, Va. (NNS) -- Master Chief Petty Officer of the Navy (MCPON) Mike Stevens began his annual Leadership Mess Symposium in Suffolk, Virginia, Oct. 21, which included more than 100 fleet, force, and flag-level command master chiefs.

The symposium is designed to be a forum for the Navy's top enlisted leaders to come together to hear about current issues, programs and practices from MCPON and other senior leaders.

The first day's primary speakers included Adm. William E. Gortney, commander of U.S. Fleet Forces Command, and Adm. Michelle Howard, vice chief of naval operations.

Gortney offered advice to the audience on remaining humble, taking care of their Sailors, and maintaining enthusiasm as leaders.

Howard spoke on three topics - three cultures - that are a high priority for her: gender integration, cyber, and ethics.

"Those are the three things I want to talk to you about today," said Howard. "And what's great is they are three things that cut across the fleet, they cut across the Armed Forces and literally they are issues that cut across America and the folks we bring into the Navy."

Howard spoke about cyber threats and how the computer and technical skills of the younger Sailors joining the fleet can be an asset to the Navy.

"The dimensions of warfare have changed," said Howard. "Some of our youngsters, they're really savvy and they're trying to tell us [in terms of cyber] we've got to get strategic, we've got to get operational and we've got to get tactical."

During her closing remarks, Howard spoke about the importance of leaders setting the example for Sailors through their behavior and habits.

"You can rarely change someone else's behavior, but you can change your own behavior," said Howard. "Probably the hardest challenge leaders have is taking ownership of themselves, and making sure that they are always positive examples, that they always have this great attitude and that they control themselves."

The Leadership Mess Symposium will continue through Oct. 24.

GERMAN NAVY SURGEON GENERAL VISITS NAVY MEDICINE OPERATIONAL TRAINING CENTER IN PENSACOLA

PENSACOLA, Fla. (NNS) -- The German Navy's senior medical officer visited the U.S. Navy Bureau of Medicine and Surgery's (BUMED) premier training facility for operational medicine and aviation survival training, Oct. 21.

Rear Adm. Hans Wolfgang von der Heide-Kattwinkel, surgeon general of the German Navy, visited Navy Medicine Operational Training Center (NMOTC), receiving a brief on the command's scope and responsibilities before touring the Naval Aerospace Medical Institute (NAMI) and Naval Survival Training Institute (NSTI), both components of NMOTC.

Von der Heide-Kattwinkel, in his current position since 2012, previously served as the German Navy's Deputy Surgeon General for six years, but has maintained a significant tie to Pensacola, Florida; specifically NAMI, for more than two decades, having undergone Flight Surgeon Training there in 1991.

"[This visit] is to enhance cooperation because we want to send our students on a regular basis here because the Navy Flight Surgeon training is one of the best in the world," von der Heide-Kattwinkel said. "To get the flight training, the officer's training, the medical training is unique and no nation in the world has something like this."

The Naval Aerospace Medical Institute is the U.S. Navy's singular facility for training U.S. Navy and Marine Corps aeromedical officers, and boasts a robust international training program further cementing the already significant partnerships Navy Medicine maintains with allied forces, according to NMOTC Executive Officer Capt. Kris Belland, MC.

"NMOTC and Navy Medicine have long maintained a stellar relationship with our allied partners," he said. "The NAMI Flight Surgeon program is internationally recognized, and hosting a former graduate of the program who has risen to the top commissioned rank in his respective service is an honor for us." The German Navy [Marine] is part of the Federal Defense Forces of Germany [Bundeswehr Streitkrafte], which has seen German forces deployed in most North Atlantic Treaty Organization (NATO) or European Union theaters except Iraq.

NAMI is a component of the Navy Medicine Operational Training Center (NMOTC), the recognized global leader in operational medical and aviation survival training, which reports to Navy Medicine Education and Training Command (NMETC). NMETC manages Navy Medicine's formal enlisted and officer education and training programs, medical operational training for medical and medical support personnel deploying worldwide, and training that prepares aviators and flight crews to survive in land and water mishaps.

NAMI, NMOTC and NMETC are all part of the Navy Medicine team, a global health care network of Navy medical professionals around the world who provide high-quality health care to eligible beneficiaries. Navy Medicine personnel deploy with Sailors and Marines worldwide, providing critical mission support aboard ships, in the air, under the sea and on the battlefield.
