L’exercice EU Sequana 2016 aura lieu du 7 au 18 mars 2016  et se basera sur un scénario précis.

Le scénario, au plus près des conditions réelles d’une crue
  • du 7 au 13 mars 2016  : la montée des eaux de la Seine (5,50 mètres relevés à Paris-Austerlitz le lundi 7 mars 2016, 7,13 mètres le jeudi 10 mars. Niveau R1 atteint le vendredi 11 mars 2016).
  • le week-end du 12 et 13 mars 2016 : l’exercice de terrain (FSX) au pic de crue, accompagné d’actions de communication à destination du grand public en Île-de-France.
  • du 15 au 18 mars 2016  : la décrue de la Seine. Ces quatre derniers jours permettront de jouer les conditions de l’après crise par l’introduction d’un saut temporel (journée de pause le lundi 14 mars). Il est ainsi proposé aux opérateurs-joueurs d’inscrire leurs actions dans le cadre du retour à la normale. Les opérateurs joueront le matin correspondant à J+5 après le pic de crue et l’après-midi un scénario à J+30 après le pic de crue. Le scénario permet de jouer cette phase de la crise, d’habitude écartée et particulièrement pertinente pour certains opérateurs. Durant cette séquence, les partenaires pourront mettre en avant leurs enjeux prioritaires nécessitant un retour à la normale le plus rapide possible

Tensions between the U.S. and China have now reached all-time alarming levels...

China is thought to have approximately 250 nuclear weapons. Beijing is considering a small but scary change to the way it stores its nuclear weapons. China may be reversing its decades-old nuclear policy and putting its nuclear weapons on permanent high alert. This would make China's nuclear deterrent more credible, but also heighten the possibility of accidental nuclear war. All this in light of the U.S. sending out a carrier strike group to confront China. Whoa!

WASHINGTON (NNS) -- The Chief of Naval Personnel, Vice Adm. Bill Moran, testified before the Senate Armed Services Military Personnel Subcommittee today, to provide an overview of the Navy's personnel programs and policies, March 8.

Moran appeared on Capitol Hill alongside other service personnel chiefs from the Army, Air Force and Marine Corps, and highlighted that the Navy's policies, analytic tools, and supporting infrastructure will hold us back unless we upgrade them.

"We need to consider every dimension of our operating environment to reduce the risk and continue replenishing our workforce with high quality people," Moran told the subcommittee. "Fortunately our current healthy manning in the fleet has given us an opportunity to boldly look at transforming our personnel system and set the table for the next 30 years."

Moran said there are many reasons to pay close attention to potential challenges that could affect the service's ability to recruit and retain the best, including an unpredictable economy, a declining veteran population, a legacy personnel system, and growing competition for high-tech skills.

He said the Navy is working to put personnel policies in place that will allow the service to be prepared for economic changes or a lagging recruiting and retention market that might affect them.

"We are on the path to modernize," Moran said. "Our workforce is anxious for change; they expect greater transparency and responsiveness, and they expect a system that speaks to them. We want Sailors who are driven by tenacity, consumed with a passion for excellence and the will-to-win who understand and appreciate that there is no better place to be, no more rewarding life to live than to serve. That is the navy we have, and the navy we want to keep."

A contingent of 205 Peruvian service members -- 145 from the Army, 41 Navy, and 19 Air Force -- departed in early January for Africa to participate in the United Nations (UN) Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA).

The Troops, who are part of the Peru Company of Engineers that will focus on building and maintaining airfields, left for their mission following an emotional ceremony at the Army Headquarters' Bolognesi Plaza that was attended by senior Military officials and family members.

"Among the actions that the Peruvian Military will conduct in Africa are land clearing, including compacting and leveling (land) for the construction of an aerodrome; rehabilitation, construction, and maintenance of unpaved runways; and repair, construction and maintenance of heliports and transporting construction materials,” said Peruvian Army Colonel Juan Chapoñán Vinces, head of the Office of International Affairs of the Joint Command of Peru's Armed Forces, in an interview with Diálogo.
 
The unit, which is led by Army Colonel Antonio Córdova Espinoza, is outfitted with 93 pieces of mechanical equipment and engineering vehicles. It established its base of operations in the city of Bouar, where it has built facilities to provide lodging and food services.

“Military personnel have been prepared on the technical side of each specialty,” Col. Chapoñán Vinces stated. “Especially those in the field of engineering have been trained as surveyors, soil analysts, operators of engineering heavy machinery, and engineering service vehicle operators.”

Multi-year commitment
 
Peru agreed to contribute to MINUSCA for at least 10 years, according to the Joint Peacekeeping Operations Training Center (CECOPAZ), which since its inception in 2003 has trained service members and civilians for peacekeeping missions. Peru's initial contingent of peacekeepers will remain in the Central African Republic for 12 months, at which point they will be relieved by a second group, the Armed Forces Joint Command stated.

MINUSCA's selection process consists of two phases. First, the Armed Forces Joint Command-Peacekeeping Operations Department posts a request for applications. Next, the Military branches evaluate and select the candidates who undergo specialized training. “For Soldiers to participate in a peacekeeping mission, they must first attend a six-week course called 'Pre-Deployment in the CECOPAZ', which is a requirement to serve as member of a Military contingent in the United Nations,” Col. Chapoñán Vinces explained.

The UN created the MINUSCA in April 2014. The armed conflict between the Séléka faction – an alliance of five Muslim rebel groups – and government forces began in December 2012. The conflict has reportedly displaced about 200,000 persons. In addition to Peru, the Armed Forces from other Latin American countries , such as Chile, Paraguay, Bolivia, Brazil, and Guatemala, are participating in MINUSCA.

History of overseas missions
 
In addition to the 205 Troops engaging in MINUSCA, Peru has 160 service members supporting the UN Stabilization Mission in Haiti (MINUSTAH). The country also has Armed Forces members serving as Military observers or staff members with UN peacekeeping missions in the Congo (MONUSCO), Western Sahara (MINURSO), Ivory Coast (UNOCI), Abyei (UNIFSA), South Sudan (UNMISS), and Darfur (UNAMID).

In Peru's history, about 4,000 Armed Forces service members have participated in 18 peacekeeping missions.

GAETA, Italy (NNS) -- GAETA, Italy - The U.S. 6th Fleet command and control ship USS Mount Whitney (LCC 20) departed Gaeta, Italy, March 8.

The flagship is returning to the Viktor Lenac Shipyard in Rijeka, Croatia, for critical Command and Control, Computers, Communications, Combat Systems and Intelligence (C5I) repairs.

"This is a great opportunity to get back to Croatia to take care of routine work. The Mount Whitney crew is motivated and determined to take advantage of their time in the shipyard to get ready for several important assessments and inspections coming in the near future," said Lt. Mark Reddy, Electronic Materials Officer, USS Mount Whitney

The Mount Whitney will refurbish its Ship's Service Electrical Generators, and complete scheduled (C5I) repairs.

Mount Whitney, forward-deployed to Gaeta, Italy, operates with a combined crew of U.S. Navy Sailors and Military Sealift Command civil service mariners. The civil service mariners perform navigation, deck, engineering and supply service operations, while military personnel support communications, weapons systems and security. It is one of only two seaborne Joint Command Platforms in the U.S. Navy, both of which are forward deployed.

U.S. 6th Fleet, headquartered in Naples, Italy, conducts the full spectrum of joint and naval operations, often in concert with allied, joint, and interagency partners, in order to advance U.S. national interests and security and stability in Europe and Africa.

The Armed Forces of several countries in the Americas are providing crucial support to public health authorities fighting the Zika virus, and are playing a key role in preventing the spread of the Aedes aegypti mosquito, a carrier of the Zika, dengue and chikungunya viruses.

The Pan-American Health Organization said the Zika virus has spread so rapidly throughout the region because the populace had no previous exposure to it and therefore lacks immunity, and because the Aedes aegypti mosquito is present in all countries of the Americas, except Canada and continental Chile.

Regional cooperation between partner nations is a key component of the strategy to stop the spread of the Zika virus. On February 2nd, the Central American Integration System (SICA), which comprises the governments of Central America and the Dominican Republic, held an extraordinary meeting of heads of state to implement a regional action plan to combat the virus.

“Since there still is no cure or treatment, it is necessary to look for solutions that let us halt the spread of this terrible disease, and at the same time, allow us to control it and improve our capabilities to treat those suffering from it,” said SICA Secretary General Victoria de Avilés during the meeting.
Educating the people

On February 1st, after 4,473 cases of Zika were recorded in the country, Honduras declared a national alert, and members of the Honduran Armed Forces deployed nationwide to help the population take steps to control the mosquito.

“The Military units received instructions to aid Hondurans in different regions by setting up emergency operation centers,” explained Honduran Army spokesperson Colonel Jorge Cerrato. “This brings them closer to the population and [helps] stop this public health threat.”

In El Salvador, the Ministry of Health has treated 3,302 cases of Zika since January 1st, and about 7,000 instances of the virus since November 26th, when authorities recorded the first infection. To support the nation's fight against the Zika virus, the Salvadoran Armed Forces (FAES, for its Spanish acronym) sent members of the Military Health Battalion to join the national seminar on the vector mosquito on January 21st.

“Our service members have been trained and taught how to combat the Aedes aegypti mosquito and we work hard to provide guidance to the population about controlling nests. Our mission is to protect the people from the health threats brought on by the Zika virus,” explained First Lieutenant Franco Zelaya, coordinator of the FAES Fumigation and Cleaning Brigades, during a visit to the neighborhood of Las Palmeras in the municipality of Santa Tecla.

Citizens have expressed gratefulness to the Salvadoran service members because of their attention to detail in checking places where mosquitoes might reproduce, such as unused tires, barrels, patios, and yards. “We are relieved that these Soldiers have come to fumigate all the houses in the neighborhood and teach us how terrible it is to catch Zika,” stated Zoila Marroquín, a 48-year-old housewife and resident of Las Palmeras. “I think that now we will be more aware and destroy nests.”

The Dominican Republic's Armed Forces are responding to the advance of the Zika virus by deploying service members to intensify support for epidemiological surveillance in coordination with the Ministry of Public Health, provincial governors, and local mayoral offices.

“Our service members are providing guidance to our citizens to raise awareness about how dangerous these diseases are, their characteristics, their symptoms, and the procedures to follow if they suspect they have contracted the Zika virus,” stated Major General José Matos, Chief of Staff of the Dominican Army, during the launch of the national seminar on Zika on January 29th.

Dominican service members have been deployed to the provinces of San Cristóbal, Azua, Pedernales, Independencia, Elías Piña, Dajabón, and Monte Cristi. Dominican authorities confirmed the first 10 cases of Zika on January 23rd. Since then, service members and Ministry of Public Heath Brigades have visited 56,216 homes and eliminated 8,506 mosquito nests, sprayed larvicide on 31,896 containers, and delivered 59,881 educational speeches.
South American action
 
While 220,000 Brazilian service members took to the streets to provide guidance to the populace starting on February 13th, the Argentine Army is combating the insect in provinces that have been most severely affected by the epidemic, such as Misiones and Corrientes.

The efforts of service members are coordinated by the Ministry of Defense’s Department of Logistics, Emergency Cooperation, Culture, and Community. “The tasks carried out by the Army include cleaning property, removing containers, assisting in preventive medicine control measures, and giving informational talks,” the Argentine Ministry of Defense Social Communications Office told Diálogo.
 
In Misiones, for example, the Monte 12 Army Brigade works with a health team providing support at the René Favaloro Hospital in Posadas. The Monte 12 Engineering Battalion and the 1st Armored Brigade are removing barrels from several neighborhoods in conjunction with local authorities in the municipalities of Goya, in Corrientes, and Tandil, in the province of Buenos Aires, reported the Army.

On January 25th, the Corrientes government declared an epidemiological alert due to the spread of dengue in the province, which has so far resulted in 31 recorded cases. In Misiones, the recent rains created favorable conditions for virus outbreaks in several municipalities.

“The governments of Misiones and Corrientes are working together with the forces to prevent and control the spread of the virus afflicting the country’s coast,” the Army stated, adding that informational talks are being organized for Military and civilian personnel and their families about the ongoing situation.

For its part, the Colombian National Army’s Health Bureau is providing training to residents on how to prevent the Zika virus. The Andean country is already the second-most severely impacted by Zika in South America after Brazil, with 20,297 recorded infections as of the third week in January, according to the Colombian National Health Institute.

“In Military units, homes, and in the community at large, we must eliminate all mosquito nesting sites, such as in bushes and flower pots,” the Colombian Army stated on its website. “Also, once a week, we must wash tanks and reservoirs used to store water for household use.”

In response to the accelerating spread of the Zika virus, the World Health Organization’s Emergency Committee declared an international public health emergency on February 1st. The Zika virus is associated with microcephaly, a serious birth defect in which a newborn’s head is abnormally small, resulting in an underdeveloped brain and other complications. Among the most common symptoms of Zika are fever, rash, joint pain, conjunctivitis (red eyes), muscle pain, and headaches. Medical authorities believe the Zika virus’s incubation period – the time between a victim being infected and showing symptoms – is probably a few days to a week.

The Uruguayan Military contingent participating in the United Nations (UN) Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) continues to save the lives of victims in the longstanding African conflict. In response to recent clashes that have left dozens dead and wounded, the Uruguayan peacekeepers conducted medical evacuations (MEDEVACs) in the country's eastern region.

The Uruguayan Air Force (FAU) conducted the most recent MEDEVAC on February 13th, when members of the Helicopter Detachment of the Uruguayan Aviation Unit (URUAVU) used a Bell 212 helicopter – identified as UN 851 – to complete a rescue in eastern region of Mwenga. After inclement weather delayed the morning rescue for more than two hours, the URUAVU team was able to fly a doctor and a nurse to Mwenga to transport a male malaria patient to a facility for treatment.

Two days earlier, the URUAVU crew conducted a medical evacuation in the city of Bushekere, where they flew for more than an hour between mountains before landing in a secure landing spot where the Congolese Armed Forces had cordoned off the area.

At a medical facility, doctors treated a boy who had facial lacerations and a man who had been shot in the right leg. The URUAVU team then transported the two patients to an airport in the city of Goma, where a local medical team took over treatment.

The URUAVU team conducted two other recent MEDEVACs in the Democratic Republic of the Congo (DRC). On February 7th, the URUAVU team departed from the Beni Airport to Rwindi, where it evacuated three men who were suffering from various ailments to the airport in Goma, and on January 24th, the URUAVU peacekeepers transported a Military observer who was possibly suffering from malaria for treatment.

Continuing Uruguayan presence
 
In the past five years, the URAVU helicopters have flown 5,000 hours in which they transported nearly 14,000 passengers and 200 tons of cargo. The helicopters have carried out 126 MEDVAC operations, allowing 160 patients to be transferred from remote locations to health centers.

The URUAVU team is well-equipped to carry out its missions on behalf of the MONUSCO. The detachment has two Bell 212 Twin Huey helicopters – one stationed in the province of North Kivu and another at a Military base in the province of South Kivu. The URUAVU deploys the helicopters to conduct MEDEVACs, search-and-rescue missions, reconnaissance, and for flights to observe the transport of authorities and cargo.

“There are other air units from other countries in the area, however the URUAVU is the [region's] only air unit that has the capability of operating with night-vision goggles,” FAU Colonel Guillermo Gurbindo told Diálogo. “This element allows for observation and emergency missions at night in areas where visibility is virtually nil, including in unfavorable geographical areas and mountain regions and in weather conditions that can often be adverse. On several occasions, the presence and capabilities of the URUAVU contingent meant the difference between life or death for people requiring immediate medical assistance, so the effectiveness of these operations is essential for us and for the people."

The URUAVU contingent, comprised of 52 FAU service members, has been participating in the MONUSCO in the DRC since 2010. The Uruguayan Army has participated in the MONUSCO for more than 15 years, almost since the mission began, and for “enough time to cover virtually all of the territory of the DRC, where a variety of tasks have been effectively carried out,” Col. Gurbindo stated.

Uruguay, which recently was elected to occupy a non-permanent seat on the UN Security Council, has actively contributed to peacekeeping missions by deploying Troops and equipment. The South American nation also participates in various debates and multilateral initiatives related to this important matter for the international community.

The U.S. Southern Command (SOUTHCOM) undertakes a number of joint exercises in Latin America every year to engage with regional partners and address common threats. The exercises also provide opportunities for Military and civilian participants to share lessons learned, build capacities, provide humanitarian and civic assistance, and learn best practices from each of the partners involved.

Beyond the Horizon (BTH) and New Horizons (NH) are examples of SOUTHCOM-sponsored, joint engagement programs designed to provide humanitarian and civic assistance support throughout Central and South America and the Caribbean. The joint, interagency, and combined field training exercises are executed in the form of Humanitarian and Civic Assistance (HCA) construction projects, Medical Readiness Training Exercises (MEDRETEs), and Exercise Related Construction (ERC).

The primary purpose of the BTH and NH exercises is to train U.S. Military forces in their individual and collective skills to improve the capabilities that would be executed during war-time missions. The units train in engineering, medical, and sustainment tasks in the forms of construction projects of schools, clinics, community centers, and water wells, as well as medical engagements for underdeveloped communities.

SOUTHCOM initiated these HCA exercises in the region in 1983, when Active Duty and Reserve Component units were paired together to train in Panama. While the exercises in the early 1980s focused on building farm-to-market roads in Central America's underdeveloped regions, the exercises expanded and now encompass larger missions such as vertical construction projects and medical engagements that help local governments address the needs of underprivileged populations. These missions are part of SOUTHCOM's priorities, which also dovetail with the U.S. Department of State’s strategies to assist partner nations in need of social and economic development.

Seven projects

In 2016, under the leadership of U.S. Army South, SOUTHCOM's Army component, BTH, will encompass seven construction projects (five HCA and two ERC), and three MEDRETEs in Guatemala's San Marcos department. A total of 1,800 U.S. Military service members from all branches will train with 157 Guatemalan Army Troops and five apiece from the Colombian, Chilean, and Peruvian Armies, as well as five from both the Canadian Armed Forces and the Trinidad and Tobago Defense Forces. Additionally, the 2016 exercise will count on the participation of Guatemala's Education and Heath ministries, non-governmental organizations (NGOs), and privately owned organizations (POOs).

For its part, NH 2016 plans to execute five construction projects – encompassing four clinics and a multipurpose facility – and eight specialized medical engagements consisting of urology, gynecology, orthopedic surgeries, plastic surgeries, and ear, nose, and throat surgeries in the Dominican Republic's María Trinidad Sánchez province. U.S. Air Force South is responsible for planning and executing this exercise, with a total of 435 U.S. Military service members from the Air Force, Army, and Marine Corps. They will perform the exercise with 120 Dominican Republic Army and five Canadian Armed Forces members, and participants from the Dominican Republic's ministries of Education and Health, NGOs, and POOs.

In addition to the invaluable training these exercises provide the U.S. Military, the residual impact of the HCA exercises, construction projects, and medical engagements provides the local populations of partner nations with long-term health and educational benefits. This inter-agency commitment to the region exemplifies SOUTHCOM’s desire to help strengthen and support security in the Americas.

Tragedy strikes as military alliance recklessly prepares for imaginary threat

On Monday, a Norwegian military exercise turned tragic for a civilian commuter in rural Nord Toendelag County in central Norway. Norwegian police and military officials report that one person was killed when a tank collided with a car as it crossed a country roadway.

The tank intercepted the roadway as part of the Cold Response NATO exercises taking place in the sparsely populated section of Norway.
According to Lt. Col. Aleksander Jankov, speaking on behalf of the Norwegian Armed Forces, the tank involved in the accident was a Norwegian "armoured recovery vehicle."

The Cold Response exercise, a 15,000-soldier show of force between NATO and partner countries, is part of the alliance’s anti-Russian escalation. Both NATO and US officials earlier contended that the exercises are necessary to repel so-called Russian aggression throughout Europe.

Cold Response 2016, among the biggest NATO exercises since the Cold War, is taking place along the Russian border. In response to recent criticism from Russia, NATO officials have scaled back their rhetoric, suggesting that the exercise "isn’t a part of any response" to Moscow’s actions.

In the view of Russian officials, the death is not only tragic but entirely unnecessary. In June, Russian President Vladimir Putin scoffed at assertions that Moscow had ambitions to expand its territorial control in Europe, calling it "the sort of thing that only crazy people think when dreaming."

DUBAI (Sputnik) — According to Algeria's El Khabar newspaper, Algerian President Abdelaziz Bouteflika has demanded from the army command to take measures to ensure safety of the Algerian borders and eliminate any threats to national security.
 
Algerian security services reportedly have information about possible terrorist attacks from Libya or Mali, the newspaper reported.

On Monday, militants attacked army, police and National Guard positions in the center of Ben Gardane. The Tunisian forces killed 36, arrested seven militants and seized several hiding places with weapons.

Earlier in March, Steffen Elgersma, a representative of political affairs and security division at NATO Headquarters, said that the alliance was seeking a closer cooperation with Armenia.

The Armenia-NATO cooperation is regulated by the Individual Partnership Action Plan signed in late 2005.

Armenia's participation to the plan stipulates periodic consultations with NATO on regional security, the development of the security strategy, as well as Armenia's military doctrine, and the improvement of the process of defense and budget planning along with other issues.

‘Cold Response’: Tank Kills Civilian in Norway During NATO Exercises

MOSCOW (Sputnik) — NATO's Crisis Management Exercise 2016 is scheduled to start in Lithuania on Wednesday, the National Defense Ministry said.
"On March 9-16 Lithuania will train in its 8th NATO Crisis Management Exercise 2016 (CMX 2016). The exercise will rehearse Alliance and partner consultation and decision making procedures at the strategic political-military level amidst a simulate crisis," the ministry said in a press release.

CMX 2016 is expected to focus on collective defense against hybrid warfare threats, which makes it "particularly relevant to Lithuania," the press release read.
Finland and Sweden are due to take part in the exercise as partners, while the European Union is due to be involved as an observer, according to the press release.

The exercise is due to become the 20th NATO's CMX since 1992.

EAST SEA (NNS) -- Boxer Amphibious Ready Group (ARG) and 13th Marine Expeditionary Unit (MEU) are participating in exercise Ssang Yong 16 (SY16), March 8-18, in and around Pohang, Republic of Korea (ROK).

Ssang Yong, which means "twin dragons," is a biennial exercise hosted by the ROK to strengthen interoperability and working relationships with partner nations.

This year's exercise will include Navy and Marine Corps participants from the ROK, the U.S., Australia, and New Zealand.

"Boxer is one of the main batteries for this exercise," said Capt. Keith Moore, commander of Amphibious Squadron 1. "It will provide the full capacity of our Air Combat Element, our battalion landing team, and the logistics element. The ships will provide landing craft and amphibious assault vehicles to hit the beach and execute the missions we've trained for during work-ups."

SY16 will focus on the aggregation of forces for an exercise of Marine Expeditionary Brigade level forcible entry operations. Expeditionary Strike Group (ESG) 7 and the 3rd Marine Expeditionary Brigade (3D MEB) will aggregate elements of the Boxer ARG, Bonhomme Richard ARG, 13th MEU, 31st MEU and the Maritime Prepositioning Forces (MPF) with ROK Navy and ROK Marine Corps Marine Task Force to practice full-spectrum amphibious operations.

"Those forces will go ashore in the Republic of Korea and train across all the various areas we've been training [to] in conjunction with the ROK Marines and Navy," said Moore. "It's really going to be a tremendous opportunity for us to flex the full capabilities of the ARG/MEU teams."

Together, 3D MEB, ESG 7, ROK Marines and ROK Navy will conduct a simulated amphibious assault along beaches in the vicinity of Pohang. They will penetrate notional enemy beach defenses, establish a beach head, and rapidly transition forces and sustainment ashore. This will be a simulated, full-spectrum, combined arms forcible entry operation. SY16 will showcase the capabilities, effectiveness, speed, and flexibility of expeditionary amphibious operations and the U.S. and ROK partnership.

"The role of the 13th MEU [during SY16] is to conduct amphibious operations that help build a greater partnership with other naval forces in the Korean theatre of operations," said Marine Col. Anthony Henderson, commanding officer, 13th MEU. "There will be other navies participating as well, and it gives us an opportunity to demonstrate how we conduct full spectrum operations."

Ultimately, the relationships forged and sustained at exercises such as Ssang Yong contribute to the security and stability on the Korean Peninsula, as well as the entire Asia-Pacfic region.

"Being able to use seas to maneuver, being able to provide presence, being able to ensure some form of stability through our operations is what we train to do and what we're prepared to do and demonstrate in Ssang Yong 2016," said Henderson.

This exercise proves the Navy and Marine Corps' ability to conduct amphibious landing operations in cooperation with our international partners. SY16 will enhance the interoperability and combined capability of ROK and U.S. Navy and Marine Corps forces.

"I have absolute confidence," said Moore. "I know that we are ready. We have executed all of the missions that are going to be put against us. We've executed them with precision, skill, gusto and with a warfighting fervor that I know we will take forward when we get tasked."

Approximately 9,200 Marines, 3,100 U.S. Navy Sailors, 4,500 Republic of Korea Marine Corps (ROKMC), and 3,000 Republic of Korea Navy (ROKN) members will participate in SY16. Approximately 100 Australian Army soldiers and 60 Royal New Zealand Army members will also participate.

GUAM (NNS) -- Commander, Destroyer Squadron (DESRON) 15, Commander, Task Force (CTF) 72 and the Japan Maritime Self-Defense Force (JMSDF) are participating in the annual bilateral training exercise Multi Sail 2016, March 6-11.

Participants include six U.S. surface units, four JMSDF ships, and a number of subsurface and other special units.

Multi Sail is a combined training exercise aimed at enhancing successful maritime operations with United States and Japan navies. This training enables real-world proficiency in sustaining forces through finding, fixing, tracking, and targeting units at sea, in the air, on land and underwater in response to a range of mission sets.

"As we continue to advance our weapons systems on U.S. surface ships and our capabilities with our allies, we must be prepared to employ these weapons in a tactically proficient manner," said Capt. Christopher Sweeney, commander (DESRON) 15. "This is where the concept of Distributed Lethality is crucial to our success. Distributed Lethality allows us to use weapons at length, forces the adversary to prepare to defend itself at different axis', and ensures our ships are resilient and distributed. With the realities of today and tomorrow, we must be ready to hold forces at risk and limit options for escalating conflict."

The participating forces will exercise a wide range of capabilities and demonstrate the inherent flexibility of our combined forces. These capabilities range from surface warfare, maritime security operations to anti-submarine and air defense exercises as well as complex warfighting.

Arleigh Burke-class guided-missile destroyer USS McCampbell (DDG 85), will serve as the flagship for the exercise.

"This event is the pinnacle of training for our forward deployed forces and the peak of coordination with JMSDF," said Cmdr. Ed Sundberg, commanding officer of McCampbell. "Our Sailors look forward to this opportunity to hone their warfighting skills."

The lessons learned from exercises like Multi Sail 2016 assist the U.S. and Japan in continuing to develop regional capabilities that provide a full range of options to succeed in defense of their interests and those of their allies and partners around the world.

This exercise builds interoperability and benefits from realistic, shared training enhancing our ability to work together to confront any contingency.

Amplifying Local Efforts to Root out Terror Act of 2016 or the ALERT Act of 2016


This bill authorizes the Department of Homeland Security (DHS) to provide training at state and major urban area fusion centers for the purpose of administering community awareness briefings and related activities in furtherance of its efforts to counter violent extremism, identify and report suspicious activities, and increase awareness of and more quickly identify terrorism threats, including the travel or attempted travel of individuals from the United States to support a foreign terrorist organization abroad. (A "fusion center" serves as a focal point within the state and local environment for the receipt, analysis, gathering, and sharing of threat-related information between the federal government and state, local, tribal, territorial and private sector partners.)

The bill directs DHS to assess its efforts to support countering violent extremism at the state, local, tribal, and territorial levels. Such assessment shall include:
  • a cataloging of DHS efforts to assist state, local, tribal, and territorial governments in countering violent extremism;
  • a review of cooperative agreements between DHS and such governments relating to countering violent extremism; and
  • an evaluation of DHS plans and any potential opportunities to better support such governments that are in furtherance of DHS's countering violent extremism objectives and consistent with all relevant constitutional, legal, and privacy protections.

Russia's Northern Fleet Troops Hold Amphibious Assault Training Drills

MOSCOW (Sputnik) – Over 300 troops with Russia’s Southern Military District (SMD) communications brigade concluded special tactical training exercises in the internal Russian republic of North Ossetia, the district’s press service said Sunday.

"More than 300 soldiers took part in the exercises and about 100 units of special equipment were deployed. The signallers deployed mobile field command posts, communications centers, and used the ‘Andromeda-D’ radio relay communication station mounted on the Kamaz vehicle and unified radio stations mounted on BTR-80," the SMD said.

The military communications troops trained to organize connectivity on shortwave and ultra-shortwave radio stations in field conditions, and provided video conferencing with the use of advanced equipment, the district specified.

La chaîne d’information Sky News a affirmé mercredi avoir mis la main sur des documents contenant les noms de 22.000 membres de l’Etat islamique (EI), une fuite potentiellement dévastatrice pour le groupe jihadiste, selon des experts.

C’est un ex-membre de l’EI désabusé qui a remis à la chaîne britannique une clé USB contenant les fichiers, volés au chef de la police interne de l’organisation jihadiste, selon Sky News.

Les documents en question, qui contiennent les noms, adresses ou encore numéros de téléphone des recrues, sont des formulaires remplis par des ressortissants de 55 pays ayant rejoint l’EI, a ajouté Sky News.

Certains contiendraient des informations sur des jihadistes jusqu’à présent non identifiés qui se trouvent en Europe occidentale, aux Etats-Unis, au Canada, au Maghreb et au Moyen-Orient, selon la chaîne.

« Sky News a informé les autorités de cette prise », a indiqué la chaîne sur son site.

Les ministères britanniques de l’Intérieur et des Affaires étrangères n’étaient pas disponibles dans l’immédiat pour réagir.

Groupe sanguin, nom de jeune fille de leur mère ou encore « niveau de compréhension de la charia », la loi islamique… Les recrues de l’EI doivent répondre en tout à 23 questions, selon des reproductions de formulaires diffusées par Sky News.

De précédentes fuites de documents avaient déjà trahi la tendance bureaucratique prononcée de l’EI. Mais si celle-ci est confirmée, elle constituerait par son ampleur la fuite la plus importante.

Sur Twitter, Richard Barrett, ancien patron du contre-terrorisme au sein du renseignement extérieur britannique, a qualifié le butin de « ressource inestimable pour les analystes ».

– Risque d »implosion’ –

« Ce pourrait être un événement majeur », a déclaré à l’AFP Chris Phillips, directeur général du cabinet International Protect and Prepare Security Office.

« Cela montre combien l’EI est vulnérable aux siens qui se retournent contre lui », a-t-il estimé.

Les documents transmis à Sky News pourraient être utilisés lors de futurs procès, selon M. Phillips, et permettre de réduire le nombre de départs de ressortissants de pays européens ou nord-américains vers les zones contrôlées par l’EI.

« Comprendre la manière dont ces gens ont voyagé et qui les a recrutés est essentiel pour réduire (le nombre) de futurs départs », a-t-il soutenu.

Plusieurs milliers de citoyens européens ont rejoint les rangs de cette organisation qui a conquis de vastes zones en Syrie et en Irak et proclamé en 2014 le « califat », et les autorités de leurs pays d’origine craignent qu’ils ne commettent des attentats à leur retour.

Certains noms de jihadistes déjà identifiés sont contenus dans les documents. C’est le cas, par exemple, d’Abdel-Majed Abdel Bary, un ancien rappeur originaire de Londres qui s’est illustré en postant sur Twitter une photo de lui brandissant une tête tranchée.

Autre nom connu en Grande-Bretagne, celui de Junaid Hussain, un hackeur de l’EI orginaire de Birmingham (centre) tué dans une frappe de drone en août.

Les documents ont été livrés à Sky News par un ancien combattant de l’Armée syrienne libre ayant rejoint les rangs de l’EI et se faisant appeler « Abu Hamed ».

Une fois les documents dérobés, il les a transmis à un journaliste en Turquie, expliquant avoir quitté l’EI à cause de l' »effondrement des principes islamiques auxquels il croit » au sein du groupe.

« Cette organisation est une escroquerie, ce n’est pas l’islam », dit-il dans une vidéo diffusée par Sky News où il apparaît le visage dissimulé, espérant que les documents qu’il a livrés permettraient, « si Dieu le veut », de détruire l’EI.

« Ces informations doivent évidemment être utilisées. Elles appartiennent à ceux qui combattent l’Etat islamique », poursuit-il.

Selon lui, l’organisation jihadiste aurait abandonné son quartier général de la ville de Raqa (nord de la Syrie) pour le désert.

Cette fuite de documents « montre qu’il existe des voix dissidentes dans les rangs de l’EI », a dit à l’AFP Olivier Guitta, directeur général du cabinet de conseil GlobalStrat.

« Comme dans toute organisation d’envergure, il y aura des luttes de pouvoir et on pourrait voir à l’avenir une possible implosion de l’EI en différentes factions », a-t-il ajouté.

Hungarian Minister of Interior Sándor Pintér announced in Budapest on Wednesday that Hungary is officially in a “state of emergency” because of the migrant crisis and has called up thousands of troops to the border with Romania.


Announcing the deployment of troops, the minister said: “we don’t know exactly what reactions those refugees and illegal migrants will have, [those] who are already inside the neighbouring countries. Therefore the government has decided that to prepare for this situation Hungary will strengthen protection of its borders, and we declare a crisis situation due to migration for the entire country.”

New fears of migrants passing through both Romania and Bulgaria to get to Hungary triggered the move, with the unpredictability of the migrant crisis and the migrant flow being a huge cause for concern for the Hungarian government, reports Kronen Zeitung.

The Hungarians are also worried about the growing number of migrants who are stuck in Greece along the border with Macedonia and Bulgaria. There are concerns the tens of thousands now stuck along the Balkans may attempt to force their way through borders, as has been observed in Greece.

Some border regions of Hungary have already been in a state of crisis, but this is the first time the whole country has been placed on an emergency footing. The move has not gone without criticism in Hungary, with opponents of Prime Minister Viktor Orban saying that such a move in not necessary given the flow of migrants has dwindled since border controls were introduced last year.

The Interior Minister replied to the criticism, remarking: “At the moment we are not seeing illegal migrants arriving from the direction of Romania. However, we are getting prepared for the possibility of this occurring so that we can built a closure of the fence as fast as possible.” Breitbart has reported that while crossings fell substantially since the fence was completed last year there is a resurgent trend of illegal incursions.

Also causing concern are events in Greece, where “No Borders” activists have attempted to arm migrants with bolt cutters and other tools to physically dismantle the border fences along the Macedonian border. Hungary has serious worries that growing numbers and the actions of groups like No Borders could have a domino effect that many smaller countries along the Balkan route may not be able to handle.

The Bulgarian government in Sofia is also concerned about the build-up of migrants in Greece, fearing migrants may try to push through their country to find an alternate way to Europe. The Bulgarian Interior minister vowed to make sure it does not happen remarking on state television: “we have recognized this risk and will take any action against it”.

EAST SEA (NNS) -- U.S. Sailors and Marines of Expeditionary Strike Group (ESG) 7 and 3rd Marine Expeditionary Brigade (3D MEB), commenced exercise Ssang Yong 16 in the Republic of Korea (ROK) March 9.

Ssang Yong, which means "Twin Dragons," is biennial combined exercise conducted by Navy and Marine Corps forces with the ROK to strengthen interoperability and working relationships across the range of military operations from disaster relief to complex, expeditionary operations.

This year, U.S. Marines and Sailors are participating in exercise Ssang Yong 16 with the 7th ROK Marine Corps Regimental Landing Team 7 (ROKMC RLT-7), Australian Army, and Royal New Zealand Army forces.

"Ssang Yong offers the U.S. and ROK the opportunity to test their ability to operate together as an integrated combined naval force," said Rear Adm. John Nowell, commander, ESG 7. "Its significance in assuring interoperability between the U.S. and ROK forces is inestimable."

During Ssang Yong, approximately 9,200 U.S. Marines and 3,100 U.S. Navy personnel will work alongside 4,500 ROK Marine Corps, 3,000 ROK Navy, 100 Australian Army, and 60 Royal New Zealand Army forces.

"The sheer number of personnel involved is extremely impressive," said Capt. Ed Thompson, Commander, Amphibious Squadron 11. "There are a lot of moving parts and things that need to align for a successful exercise. When they do, it is truly amazing to see how we operate together."

During Ssang Yong, U.S. and ROK combined forces will conduct beach landings, flight operations, and personnel exchange and cross platform exercises which ensure that various components of ROK and U.S. Naval and Marine forces are able to respond to contingencies on the peninsula and across the Asia-Pacific region.

"We look forward to an efficient and successful exercise with one of our closest and oldest allies in the Indo-Asia-Pacific region," said Nowell.

The Bonhomme Richard Expeditionary Strike Group (BHRESG) with embarked Amphibious Squadron (PHIBRON) 11 and 31st Marine Expeditionary Unit (MEU) consists of amphibious assault ship USS Bonhomme Richard (LHD 6), and amphibious dock landing ships USS Ashland (LSD 48) and USS Germantown (LSD 42), and Ticonderoga-class guided-missile cruiser USS Shiloh (CG 67).

Joining the BHRESG is the Boxer Amphibious Ready Group (BOXARG), which consists of amphibious assault ship USS Boxer (LHD 4), amphibious transport dock ship USS New Orleans (LPD 18), amphibious dock landing ship USS Harpers Ferry (LSD 49), PHIBRON 1, and 13th MEU 4th Marines, Combat Logistics Regiment 35, 1st Tank Battalion and I MEF Crisis Response Force Company. All units fall under 3rd MEB during the exercise.

Commander, Flotilla (COMFLOT) 5 consisting of amphibious assault ship ROKS Dokdo (LPH-6111), amphibious landing ship class ROKS Cheon Wang Bong (LST 686), Chungmugong Yi Sun-sin-class destroyer ROKS Munmu the Great (DDH 976) is among the ROK assets participating in the exercise.

DIAMONDHEAD, Miss. (NNS) -- Naval Small Craft Instruction and Technical Training School (NAVSCIATTS) graduated Class 16-2 comprised of 60 international students representing 21 partner nations the evening of March 10, at the Diamondhead Country Club.

Lieutenant Hammadi Jlassi of Tunisia was class 16-2's class leader of the international students representing the countries of Belize, Barbados, Botswana, Grenada, Haiti, Hungary, Jamaica, Kenya, Latvia, Lebanon, Madagascar, Nepal, Nigeria, Philippines, Poland, Suriname, Singapore, Timor-Leste, Trinidad-Tobago, Tunisia, and Uganda.

"One can only say that a global experience such as this strengthens an individual and expands his knowledge," said Jlassi. "Although NAVSCIATTS' courses last a few numbered weeks, participants learn skills and build global friendships that will stay with them the rest of the lives."

The 60 international students graduated from seven separate NAVSCIATTS' courses of instruction that encompassed the International Tactical Communications Course, Patrol Craft Officer Coastal Course, Patrol Craft Officer Riverine Course, International Small Arms Maintenance Course, Diesel Systems Overhaul and Maintenance Course, Technical Welding and Applied Repairs Course, and Outboard Motor and Maintenance Overhaul Course.

Cmdr. Clay Pendergrass, commanding officer of NAVSCIATTS, shared that the graduating students represent the best of their countries, and he congratulated them for their hard work and professionalism.

"Your graduation from each of the courses of instruction will certainly bring better security and stability to your countries and the world," said Pendergrass. "However, that is not the most valuable thing you will bring back to your countries. The most important reason you came here was to interact, communicate, understand and earn the trust and respect of each other so that we can all build, shape and maintain stronger strategic relationships with our diverse partner forces."

The guest speaker for the ceremony was Brig. Gen. Efren Perez, director of the Maritime Group, Philippine National Police.

"We are truly grateful and appreciative of the fact that NAVSCIATTS trains and educates foreign security forces and other international students, molding them into competent officers and leaders while enhancing their abilities and skills," said Perez. "The courses offered and global partnerships forged at NAVSCIATTS helps all partner nations enforce the law, prevent and control crimes, maintain peace and order, and ensure public safety and internal security around the world,"

NAVSCIATTS is a Department of the Navy schoolhouse operating under the United States Special Operations Command. NAVSCIATTS trains and educates Partner Nation Security Forces (PNSF) on a wide range of topics including small craft strategy, operations, communications, weapons, maintenance and instructor development.

NAVSCIATTS currently offers 20 courses with an average of nearly 1,000 personnel graduating from in-resident and mobile training events annually. Since 1963, over 11,000 students from 107 partner nations have graduated from NAVSCIATTS. Courses are offered in English and Spanish or in other languages through the use of translators.

VALCARTIER – Les résidents de Thetford Mines, dans Chaudière-Appalaches, auront l’impression de se retrouver en pleine zone de guerre, jeudi et vendredi, alors qu’ils entendront des tirs d’armes légères et qu’ils apercevront des vols d’hélicoptères militaires.

Le ministère de la Défense nationale a fait savoir mercredi par voie de communiqué que toute cette activité sera générée par un exercice du 2e Bataillon, Royal 22e Régiment, qui aura lieu à la mine Granilake, dans le secteur de Black Lake.

Cet exercice permettra aux fantassins de parfaire leur entraînement dans un milieu qui ne leur est pas familier, et au personnel de bord du 430e Escadron tactique d’hélicoptères de maintenir ses qualifications, comme le veut la réglementation.

Même si des mesures de sécurité seront appliquées, les résidents sont invités à demeurer à distance du site pendant toutes les opérations.

Alors que Washington met le cap sur la modernisation de ses bombes nucléaires déployées en Europe et que les pays de l'OTAN apprennent à les utiliser, Moscou trouvera une réponse adéquate à donner, promet le diplomate russe Mikhaïl Oulianov.

Selon le projet de budget du Pentagone pour 2017, les Etats-Unis préparent une modification de leurs 180 têtes nucléaires B61, créées dans les années 1960 et déployées sur les bases américaines en Allemagne, Belgique, Italie, Turquie et Pays-Bas. Dans ce but, le Pentagone développe une nouvelle version, la B61-12. Alors que le coût de modernisation d’une bombe est d’environ 28 millions de dollars, le programme devrait être terminé au milieu des années 2020.

«Je pourrais juste dire que de façon générale, dans le secteur militaire, toute action entraîne une réaction. Je suis persuadé que suite à la mise en service de nouvelles bombes américaines, la réaction russe sera adéquate», a annoncé le directeur du département du ministère des Affaires étrangères en charge des questions de non-prolifération et de contrôle des armes nucléaires, Mikhaïl Oulianov dans une interview pour le journal Kommersant.

D’après lui, il ne s’agit pas d’une modification ordinaire qui est «en principe acceptable». «Les Etats-Unis prétendent qu’il n’y a rien d’extraordinaire», a remarqué le diplomate, en ajoutant qu’en réalité tout est bien plus complexe.

«L’analyse des caractéristiques des nouvelles bombes indique que leur mise en service pourrait notablement réduire les limites d’utilisation des armes nucléaires. Au lieu d’être un moyen de dissuasion, cet armement devient une potentielle arme de combat, comme pendant la guerre froide», a-t-il expliqué.

En outre, le diplomate a indiqué que Washington est en train de modifier tout son arsenal nucléaire. Ainsi, les Etats-Unis développent un nouveau sous-marin nucléaire et un bombardier tactique, ce qui, selon Mikhaïl Oulianov, pourrait augmenter le risque qu’une arme nucléaire soit un jour utilisé.

Le représentant du ministère des Affaires étrangères a souligné que cette décision viole le Traité de non-prolifération des armes nucléaires par l’OTAN car il est écrit que les puissances nucléaires ne doivent pas transmettre de tels armements à des pays ne disposant pas d’armes nucléaires. Cependant, les pays où les bombes américaines sont déployées, modernisent eux aussi leurs avions-porteurs, tandis que les pilotes apprennent à utiliser les armes nucléaires. «Ainsi, l'OTAN envisage de violer sur le long terme le Traité de non-prolifération des armes nucléaires», a conclu Mikhaïl Oulianov.

La problématique du programme nucléaire nord-coréen ne doit pas servir de prétexte au déploiement américain de bouclier antimissile en Asie, a noté le ministre russe des Affaire étrangères lors d’une conférence de presse avec son homologue chinois.

Lors de la conférence de presse à Moscou entre les ministres russe et chinois, ces derniers n'ont pas reconnu les ambitions nucléaires de Pyongyang et l’ont appelé à écouter les injonctions du Conseil de sécurité de l’ONU et à retourner à la table de négociations.

«Nous nous attendons à que la Corée du Nord tire des conclusions raisonnables, écoute les exigences du Conseil de sécurité des Nations unies et retourne malgré tout à la table des négociations dans le cadre de la déclaration conjointe de six partis participants faite le 19 septembre 2005», a souligné Sergueï Lavrov.

Pékin soutient aussi la reprise des négociations à six concernant le programme nucléaire de Pyongyang. Le ministre chinois Wang Yi a appelé à l’arrêt complet du développement des armes nucléaires de la Corée du Nord mais a souligné qu'il fallait éviter d'encourager les tensions dans la région.

«Nous nous opposons fermement au déploiement du système anti-missile américain THAAD en Corée du Sud en usant du prétexte du problème nucléaire dans la péninsule coréenne», a-t-il fait savoir. «Nous croyons que cela portera directement atteinte à la sécurité [nationale] stratégique russe et chinoise», a expliqué Wang Yi.

Ces derniers temps, la Corée du Nord suscite les préoccupations et les condamnations du Conseil de sécurité de l’ONU à cause de ses activités nucléaires. Plus tôt dans la semaine, le dirigeant nord-coréen Kim Jong-Un a annoncé avoir réussi à miniaturiser avec succès des têtes thermonucléaires afin de pouvoir les monter sur des missiles balistiques.

Le roi Salmane et plusieurs chefs d'Etat étrangers ont assisté jeudi à la fin de l'exercice "Tonnerre du Nord", présenté comme les plus importantes manoeuvres jamais tenues en Arabie saoudite.

Des forces armées de 20 pays arabes et musulmans ont participé à cet exercice entamé il y a 12 jours et qui avait pour objectif, selon les autorités saoudiennes, de coordonner les efforts de ces nations dans la "lutte contre le terrorisme".


Outre le souverain saoudien, le président égyptien Abdel Fattah al-Sissi, le Soudanais Omar el-Béchir et le Premier ministre pakistanais Nawaz Sharif étaient présents jeudi, selon l'agence officielle SPA, citée par l'AFP.

Les présidents de Mauritanie, du Tchad, du Sénégal, de Djibouti, des Comores, ainsi que le chef du gouvernement marocain, avaient aussi fait le déplacement, ainsi que plusieurs dirigeants arabes du Golfe, notamment les émirs du Koweït et du Qatar.

Des avions de combat, des chars et des hélicoptères d'assaut ont simulé une bataille pendant deux heures devant les chefs d'Etat près de la ville de garnison Hafr al-Baten, située dans le nord-est saoudien, près des frontières avec l'Irak et le Koweït.

L'organisation de ces manoeuvres, impliquant des forces terrestres, aériennes et navales, constitue un "signal fort" de la volonté des pays participants de "préserver la sécurité et la stabilité de la région", avait indiqué Ryad en annonçant l'exercice à la mi-février.

L'Arabie saoudite a adopté une posture plus visible et plus offensive au niveau régional depuis l'intronisation du roi Salmane en janvier 2015.

Ryad conduit une coalition militaire arabe qui mène une guerre meurtrière depuis près d'un an contre le Yémen, accusés de liens avec l'Iran.

Elle a en outre monté une coalition de 35 pays à majorité musulmane dans le but déclaré de combattre les groupes takfiristes, alors qu'elle a longtemps été accusée d'alimenter la pensée takfiriste wahhabite à travers le monde.

L'Arabie se dit prête aussi à envoyer des forces spéciales combattre en Syrie si les Américains acceptent d'y intervenir au sol en soutien aux rebelles takfiristes.
L'exercice "Tonnerre du Nord" s'est tenu après les vives tensions entre l'Arabie saoudite et l'Iran que tout oppose à propos de la Syrie ou du Yémen.

Le ministère saoudien de la Défense est dirigée par un fils du roi, Mohammed ben Salmane, un vice-prince héritier qui n'a que 30 ans.
