GULF OF MEXICO (NNS) -- Guided-missile destroyers USS Jason Dunham (DDG 109) and USS Lassen (DDG 82) tested counter-unmanned aerial system (C-UAS) capabilities during exercise Black Dart off the coast of Destin, Florida, Sept. 20.

The exercise provides a venue where participants from industry, government and operational forces can bring different systems together, share awareness of the latest developments in C-UAS capabilities, and train, evaluate and improve upon current systems.

"We got a lot of work accomplished yesterday validating and experimenting with new systems that we have," said Cmdr. Kevin Hoffman, Jason Dunham's commanding officer. "Overall, the communication across all the Department of Defense agencies and different entities that we have here has been great. We have the opportunity to employ some systems that we have not tested before, so it's a great experience for not only the ship, but the outside operators as well."

Black Dart scenarios provided a realistic training environment for both Jason Dunham and Lassen to track UASs launched from Eglin, Air Force Base. In the initial scenarios, routes of the UASs were known to all operators, which allowed all systems, linked operators and sensors the ability to verify system settings and operator procedures. In advanced scenarios, routes of UASs were unknown, which increased the realistic aspect of the training.

"The goal here is to test our organic sensors radar systems, camera systems and interface with the shore side [operators] who are testing systems for the same purpose," said Lt. Cmdr. Carl Poe, the combat systems officer aboard Jason Dunham. "We want to communicate and coordinate to expand our battlespace and reduce reaction time we have from detection to engagement of these UASs."

Air Force cadets from the U.S. Air Force Academy operated UASs from Jason Dunham's rigid hull inflatable boat about two nautical miles away from Jason Dunham, providing an opportunity for the cadets to test the UASs in a maritime environment and allowing Jason Dunham opportunities to test sensor and tracking systems from different ranges and elevations.

"Great job to the Air Force cadets with their first time operating a quad-copter in an at sea environment, and landing it in a two-foot by two-foot space," said Hoffman. "It allowed us to test our detection capabilities, and evaluate our tactics, techniques and procedures, which is what Black Dart is allowing us to focus on."

Exercise Black Dart is planned, coordinated and overseen by the DoD's Joint Integrated Air and Missile Defense Organization and is sponsored by the Office of the Secretary of Defense. The exercise is fully nested within the Chairman's Joint Integrated Air and Missile Defense Vision 2020.

NEWPORT, R.I. (NNS) -- U.S. Naval War College (NWC) in Newport, Rhode Island welcomed the 22nd edition of the Chief of Naval Operations' International Seapower Symposium (ISS) which began Sept. 20 with senior representatives from more than 100 nations attending.

The three-day symposium, sponsored by CNO Adm. John Richardson, welcomed maritime leaders from around the world to attend and lead presentations, take part in panel discussions, and learn from other global leaders on matters relating to current maritime topics that effect nations regionally and globally.

Secretary of the Navy Ray Mabus addressed the assembled leaders with opening remarks and emphasized the conference's theme "Stronger Maritime Partners" and the growing need for maritime security in the future.

"The demand for sea services will only expand in the years and decades to come," he said. "Leaders across the globe and from all disciplines agree that we are living [in] a maritime century."

Richardson also addressed the delegates and stressed that building relationships is important to mutual security.

"It is far better, when a crises emerges, that we can mitigate the crises with relationships that are mature, said Richardson.

The CNO went on to say that the relationships built throughout the history of ISS are as vital now as they have ever been in the 47 years the symposium has been held.

"Then, as now, we are here to promote mutual understanding," he said. "The need for this forum is more important now than ever."

NWC President Rear Adm. Jeffrey Harley, host of the event, welcomed the group noting that many attendees have studied at the school.

"Our college was specifically created to educate and develop future leaders," said Harley. "And we are especially proud of the 86 delegates in the audience today who are graduates of the Naval War College International Program."

Three Navy ships are also in Newport during the week: amphibious transport dock ship USS John P. Murtha (LPD 26), expeditionary fast transport ship USNS Carson City (T-EPF 7), and Coast Guard Cutter Hamilton (WMSL 753).

The biennial ISS was first held in 1969 in Newport and was designed to allow naval leaders from around the world to meet and discuss common issues they faced, how to address these issues, and ultimately find solutions for them.

Established in 1884, the NWC is the oldest institution of its kind in the world. More than 50,000 students have graduated since its first class of nine students in 1885. Approximately 300 of today's active-duty admirals, generals and senior executive service leaders are alumni.

WASHINGTON -- The U.S. House of Representatives has backed legislation that calls for supplying Ukraine with lethal weaponry in its fight against Russia and separatists in the eastern Donbas region.

Тhe bill, which passed unanimously on a voice vote on September 21, is the latest effort by Ukraine's staunchest supporters in Washington to bolster its military forces.

Kyiv has repeatedly requested from Washington more advanced weaponry -- such as Javelin antitank missiles -- to aid its fight against separatists.

But President Barack Obama's administration has resisted, fearing it would escalate the fighting.

Instead, the administration has limited its supplies to things like flak jackets, night-vision goggles, and radar that helps locate where mortars are fired from.

The legislation, which goes to the U.S. Senate for consideration, also aims to increase funding to counter Russian propaganda.

MURMANSK, September 20. /TASS/. Russia’s Northern Fleet has begun a large-scale exercise involving combined forces.

"At various phases of the wargames twelve surface ships, nuclear and diesel submarines and ten logistics ships will be used," the fleet’s press-service has said. Various types of aircraft will fly about 20 sorties."

Taking part in the exercise will be coastal missile and artillery units, army aviation, the Northern Fleet’s air defenses and logistics units.

The exercises are expected to evaluate staff officers’ skills in controlling subordinate forces and test compliance with rules and norms. There will be various combat drills and firing practices.

At the moment the preparatory phase of the exercise is underway. The fleet’s forces will practice alerts and get their staffs and forces ready to perform the assigned tasks. The heavy missile cruiser The Pyotr Veliky and destroyer The Admiral Ushakov have dropped anchor in the Kola Bay.

The exercise in the Barents Sea will last till the end of the week. = Artic Ocean

Le Pakistan et la Russie vont mener pour la première fois des manœuvres militaires conjointes, a indiqué l’armée pakistanaise vendredi, en plein regain de tensions indo-pakistanaises.

Cet exercice, prévu de longue date et qui doit démarrer dimanche, est vu comme un rapprochement sur le plan de la défense entre les deux pays qui ont signé en 2014 un pacte de coopération militaire.

Les troupes russes sont arrivées après d’intenses manœuvres militaires de l’armée de l’air pakistanaise ces derniers jours, qui a notamment fait atterrir des avions de combat sur l’autoroute entre Islamabad et Lahore.
« Un contingent de l’armée de terre russe est arrivé au Pakistan pour le premier exercice conjoint russo-pakistanais du 24 septembre au 10 octobre 2016 », a indiqué sur Twitter le porte-parole de l’armée pakistanaise, Asim Bajwa, sans ajouter d’autres détails.


Pour l’analyste militaire pakistanais Hasan Askari, ces manœuvres « témoignent du désir de Moscou d’étendre ses options en Asie du Sud », un résultat « naturel » selon lui du rapprochement entre l’Inde et les États-Unis.

Jeudi, l’armée de l’air pakistanaise a entamé un exercice nommé Highmark, et fermé des portions des autoroutes menant hors de la capitale pour y faire atterrir « plusieurs » avions de guerre, pour la première fois depuis six ans, a indiqué une source au sein des forces de sécurité à l’AFP.

Un peu plus tôt, l’armée pakistanaise avait fermé l’espace aérien au-dessus de la région septentrionale du Gilgit-Baltistan, voisine du Cachemire.

Ces manœuvres interviennent dans un contexte d’escalade entre l’Inde et le Pakistan, deux puissances nucléaires, au sujet d’une attaque contre une base indienne au Cachemire, région contestée secouée par un regain de violence depuis deux mois. Delhi accuse Islamabad d’avoir soutenu en sous-main les auteurs de cette attaque.

L’exercice militaire aérien, destiné à améliorer « la réactivité opérationnelle », durera encore plusieurs semaines, selon cette source.

Le porte-parole du ministère des Affaires étrangères a assuré jeudi à Islamabad qu’il s’agissait de manœuvres de routine.

Dix-huit soldats avaient été tués lors de l’attaque dimanche d’une base militaire indienne au Cachemire, le pire attentat depuis plus d’une décennie à avoir frappé cette région himalayenne divisée, accentuant les hostilités entre les deux puissances nucléaires voisines.

Vous pouvez adapter cette même démarche propagandiste à tous les pays qui sont sous la bannière des Nations Unies. Une armée est supposée protéger son pays contre l'envahisseur, par pour être utilisé pour les intérêts des grandes corporations.

Mais sous les missions de Paix des Nations Unies, on envoie nos soldats dans d'autres pays, et on fait entrer dans nos pays des soldats de d'autres nations. Cela désensibilise les soldats car ce ne sont pas ses voisins ou sa famille qui sont tués par eux, ni leur ville qu'ils auraient à détruite, ni leur mère et soeur(s) se faire violer. Ceci est une stratégie de guerre, qui malheureusement fonctionne très bien.

L’ONU (Organisation des Nations Unies) a été créée en 1945 et a pour but de maintenir la paix internationale. Dans ce cadre elle peut déployer des militaires sur le terrain pour aider à maintenir la paix. Comment cela fonctionne ? Quel est le rôle de la France ?
 
Demain c’est la journée internationale de la paix, mais savez-vous comment la France s’engage auprès de l’ONU pour maintenir la paix dans le monde ?
 
L’ONU peut décider d’envoyer du personnel militaire sur le terrain si le conseil de sécurité l’y autorise. Dans ce cas, les militaires envoyés sont des militaires des pays membres, sous mandat de l’ONU. Ils portent alors les fameux « casques bleus » des casques de la couleur du drapeau de l’ONU pour qu’ils soient clairement identifiés sur place.
 
« Ce n’est jamais le soldat qui décide des opérations extérieures qu’il effectue. Que ce soit une opération de soutien à l’ONU ne change rien. Le métier du soldat est d’être toujours prêt à partir en opération, quelle que soit la destination. »

Les militaires envoyés en mission pour la paix par l’ONU se doivent d’être impartiaux et de ne pas attaquer, sauf en cas de légitime défense ou si les populations civiles sont en danger.

Pour œuvrer à une paix durable, l’ONU déploie près de 100 000 militaires et policiers sur le terrain, issus de 110 pays différents.
 
« Les opérations avec l’ONU sont toujours particulières. En tant que casque bleu, nous ne sommes pas censés nous faire tirer dessus. Nous nous déplaçons en véhicule blanc pour être bien différenciés. Evidemment, il arrive que nos troupes se fassent malgré tout attaquées. »

La France détient un rôle majeur dans ce processus de maintien de la paix puisqu’elle fait partie des 5 membres permanents du conseil de sécurité avec les États-Unis, la Grande-Bretagne, la Russie et la Chine. Avec près de 1000 hommes déployés sur 8 missions (sur les 16 que compte l’ONU actuellement) la France se place au 26ème rang des pays contributeurs. = 1000 hommes?????
 
La majorité des forces françaises sous mandat ONU sont déployées au Liban dans le cadre de la FINUL (Force Intérimaire des Nations Unies au Liban). Leur objectif est de maintenir la paix au sud-Liban et de développer le secteur économique et social, la santé et l’éducation dans le pays.
 
« L’action de l’ONU est très positive dans cette région, car la présence des casques bleus assure un soutien médical et vital aux populations. »

Au pays des bouleaux, les policiers suédois sont au bout du rouleau. Selon un rapport confidentiel, 80 % d’entre eux envisagent sérieusement de changer de boulot. Et ce n’est pas qu’une question de sous.

Explosion de la criminalité et des agressions sexuelles lors, par exemple, de festivals musicaux, attaques à la grenade, au laser, avec des pierres, voitures de police détruites, incendies volontaires, violences paroxystiques y compris à l’encontre des pompiers, des secouristes de la Croix-Rouge ou encore des journalistes venant interroger les migrants musulmans vivant concentrés dans les 14 zones de non-droit, « c’est pire que jamais depuis ces dernières années », raconte le sergent de police Peter Larsson à la chaîne NRK.

Alors, face à cette « crise majeure », trois policiers en moyenne démissionnent… chaque jour. Car non seulement ils « [ne peuvent pas] enquêter sur les crimes » faute de temps pour se rendre sur place lors d’appels de victimes, mais ils se plaignent de l’absence de soutien de leur gouvernement « qui ne leur procure pas les moyens pour arrêter l’épidémie de criminalité », selon la chaîne susnommée.

Sans parler, comme le rappelle le sergent de police, de la minimisation en haut lieu – quand ce n’est tout bonnement l’étouffement – des crimes perpétrés par les migrants musulmans. Rappelons, au passage, que la Suède est devenue le deuxième pays après l’Afrique du Sud à enregistrer une augmentation constante du nombre de viols (dont 30 % sont commis sur des filles de moins de 15 ans). Ces démissions en pagaille ne risquent pas de ralentir de sitôt. Selon les autorités suédoises, la croissance de la population s’élève à 739.000 personnes par an et le nombre de migrants récemment arrivés (en 2016) en représente 77 %… dans un pays de 9,5 millions d’habitants. C’est l’imam de Malmö qui doit être content, qui déclarait, déjà en 2009, sur le site Skånska Dagbladet : « Swedem is the best islamic state… » Le pourcentage de musulmans rien qu’à Malmö (318.000 habitants) est passé de 25 % en 2011 à 50,2 % en 2013.

Et chez nous, pour en revenir aux démissions dans la police ? Le ministère de l’Intérieur, en 2015, a refusé purement et simplement de communiquer sur cette question, et pas davantage sur le nombre de mises en disponibilité parmi les policiers.

Le modèle suédois tant vanté se révèle bien égratigné. Peter Larsson aura prévenu : « S’ils [les dirigeants] ne prennent pas la décision de s’occuper honnêtement du problème, ça va se terminer en désastre. » Et chez nous ?

(B.K. Hyland)  There have been multiple civilian sightings of strange planes landing at American Air Force bases, all carrying UN troops and/or having UN markings (or none).
My husband, a Vietnam vet, has been back and forth to Overton-Brooks VA Medical Hospital three times a week this month. Barksdale Air Force Base, one of the most secure Strategic Air Command (SAC) bases in the nation, has had unusual C-130s or C-136s fly into Barksdale AFB and land at all hours.

The interstate runs in front of the side and front of the base and is clearly visible with no restraints. (Barksdale is where President George W. Bush landed on 9/11, it is such a safe, secure, and well-guarded installation.)

These flights have been reported by other citizens and several of the military men who work inside the base have reported that the UN troops are given US military clothing and name tags. When our servicemen question this, the soldiers are told they did NOT see what they just saw. Base operations refused to confirm or deny or discuss these sightings.

Lately, rumors and reports regarding the presence of foreign troops in the US working with our armed forces have been hitting public awareness. Originally government sources denied these reports, but now official reports are confirming what eye witnesses had been reporting. (www.SaveAmericaFoundation.com) Russia herself confirms that the Obama administration has requested 15,000 Russian troops to train with FEMA in the event of a SHTF scenario, particularly in the Washington D.C., Maryland, and Virginia area.

The question is why? It appears that foreign troops are working with US troops, practicing on urban warfare, civil unrest, and civil disturbance scenarios. In Colorado, rumors of Russian troops practicing to deal with terrorist raids and martial law scenarios have been proven correct by our own US armed forces. Peterson AFB in Colorado is another base being used.

Located in Germany is the Marshall Center, named after General George C. Marshall, who was quite the UN/NWO devotee. At this present time, the Department of Defense is conducting classes in counterterrorism. Of course, the definition of “terrorism” belongs to new world order advocates. According to the definition used by the NWO, a terrorist is anyone who opposes a takeover of their nation. That would make all NWO resistors and/or anyone who disagrees with the new world order plans potential terrorists.

Are You A Terrorist By Their Definition?

Do you believe in our national sovereignty and national Constitution? Do you believe in religious liberty and freedom of speech? Do you believe in the right to own guns and bear arms? Are you prepared to stand up and fight for your freedom if an order of martial law is imposed?

Then by UN/NWO definition, you are a terrorist!

The problem with these foreign troops being trained to intervene on American soil in SHTF scenarios which might occur here is that they have no loyalty to our Constitution, they have no loyalty to the inherent rights that have always been ours as American citizens, and they have no basis for restraint in any action they might perceive as necessary, regardless of our laws. They have no constitutional right to interfere in the internal events of our country.

NATO and the UN have the same goal, mission, and function: to subvert the sovereignty of the United States and the rest of the world, turning us all into a fascist worldwide state. Our government officials have proven time and again here lately that they are not to be trusted. Congress is nothing more than a rubber stamp for what the administration wants, not the representative body of the citizenry as it should be.

How would a joint military force change the balance of power in the EU? Germany - the strongest economy in Europe - has taken a firm stand on the eurozone crisis and the influx of refugees into the continent.

The country’s dominance within the EU could increase further with the EU exit of Britain, which is a major economic and military power.

But the recent push for more defence co-operation - including a military headquarters in Brussels - could also change the power dynamics within the EU.

France is the strongest military power in Europe, followed by Italy and Poland, according to a report on globalisation by Credit Suisse.

Last week French President François Hollande said: “France is making the main effort on European defence, but it cannot be alone and does not want to be alone.”

Hungary has been very critical of Germany’s immigration policy and has called for the creation of a joint European army to defend the continent.

But Sophia Besch, a research fellow at the Centre for European Reform (CER), said that none of the key players - including France and Germany - have mentioned the concept.

Ms Besch said: “It’s really important to make absolutely clear that an EU army is not on the cards. It is a very misleading lens to look at EU defence through.”

But she said that the EU has pushed for greater military co-operation as part of a “show of unity” in the wake of Britain’s vote to leave the EU.

“Defence is one of the few areas where there is quite a bit of agreement,” she said, noting that the EU was divided on austerity and migration.

“Britain is no longer going to be in the EU and Britain’s veto on European defence matters is no longer going to be an issue.”

She said German politicians do not want to be seen as the dominant force in the EU due to a “very strong tradition of multilateralism”.

After Brexit, Ms Besch said: “Germany is very aware of the fact that they are going to have to counter that idea of a dominant Germany in Europe.”

She noted that Germany was working closely with other EU nations and NATO on defence. She added: “France is a more powerful military power.

“I do think when it comes to security and European defence matters, it is going to be France more than Germany that countries look to.”

Former NATO head Anders Fogh Rasmussen has called on the US to act as the world’s policeman to “counter autocrats like President [Vladimir] Putin.” He made the comments in an editorial for the Wall Street Journal.

In his opinion, only the US has the “credibility” to be a “policeman to restore order, a firefighter to put out the flames of conflict, and a kind of mayor, smart and sensible, to lead the rebuilding.”

Central to his desire to have a strong America is his belief in the necessity to counteract President Putin, who he called an “autocrat,” while adding that “Russia is obsessed with rebuilding the empire the Soviet Union lost.”

“The world needs such a policeman if freedom and prosperity are to prevail against the forces of oppression, and the only capable, reliable and desirable candidate for the position is the United States,” the former NATO secretary general wrote in his editorial.

He also praised the US for its leadership of the international rules-based order—which was created after World War II and which secured for the world an unprecedented period of peace, progress and prosperity.”

Rasmussen fails to consider that since the start of the new millennium, the US has been involved in disastrous campaigns in Afghanistan, Iraq, Libya and Pakistan’s tribal regions, while it has also failed in its fight against Islamic State (IS, formerly ISIS/ISIL).

Washington’s record in the 20th century was not much better, with campaigns in Vietnam, Korea and the former Yugoslavia, which brought wide-scale suffering to the local populations.

In 2015, a landmark study by the Washington DC-based Physicians for Social Responsibility group said that the death toll from 10 years of the ‘War on Terror’ since the 9/11 attacks is at least 1.3 million, and could be as high as 2 million.

Despite the horrific statistics, this did not stop Rasmussen from saying that the US was looking for peace across the world in his piece for the Wall Street Journal.

“Just as only America has the material greatness to stop the slide into chaos, only America has the moral greatness to do it—not for the sake of power, but for the sake of peace.” Rolling Eyes

Although not openly backing a candidate in November’s US presidential elections, Rasmussen seems to bank on a victory for Hillary Clinton, who has been openly critical of Russia and has expressed the need to continue to support NATO’s allies in Eastern Europe.

“With Russia being more aggressive, making all kinds of intimidating moves toward the Baltic countries… it is not in our interests. Think of how much it would cost if Russia’s aggression were not deterred because NATO was there on the front lines making it clear they could not move forward,” Clinton said in April.

“When America retrenches and retreats—if the world even thinks that American restraint reflects a lack of willingness to engage in preventing and resolving conflicts—it leaves a vacuum that will be filled by crooked autocrats across the world,” Rasmussen wrote.

The former NATO chief, who was also previously prime minister of Denmark, did not hold back in his criticism of current US President Barack Obama for his “reluctance to lead the world” against President Putin.

“While Europe and the US slept, [Putin] launched a ruthless military operation in support of the Assad regime in Syria and tried to present Russia as a global power challenging the US in importance,” he stated.

US Reinforcing Security at Army Garrison Ansbach After Recent Terror Attack Critics have already slammed the initiative and accused Americans of possessing an "occupation mentality."

Despite certain financial difficulties, the US wants to maintain its presence in Europe with the help of so-called "rotational units," which replace each other every 9 months, the newspaper wrote. So far, the total number of soldiers at the two bases is 1,000.

Around 2,000 soldiers are expected to be deployed at the bases next year, although these plans have not yet been officially approved. The plan also provides for an increase in the number of military equipment at the bases. Later, the United States will transfer the corresponding number of helicopters to Germany, Nordbayern wrote. "And as in the case of any real occupation, the occupied country will pay for all this. Yankee, go home!" one of the newspaper's readers, Pepsi Max, commented.

The "rotational units" are expected to later support NATO troops and participate in joint exercises, for example, in the Baltic states, Bulgaria or Romania. At the summit in Warsaw on July 8, the Alliance approved the deployment of additional multinational units in Poland and the Baltic states citing an alleged "Russian threat". NATO's military build-up near Russia's borders has been repeatedly criticized by Moscow as a serious threat to its national security.

Peter Isotalo Finland Sees Rise in Hate Crimes and Unreported Racism According to Interior Minister Paula Risikko, Finland could soon have more police officers scouring the internet to prevent and stop hate speech.

 The police should become more proactive in tackling hate speech and consider new ways of working to uncover, investigate and prevent extremist groups from operating online, Risikko told Finnish national broadcaster Yle.

According to Risikko, the current legislation offers no distinct definition of what constitutes hate speech and should be amended. "Under the current legislation it seems difficult to investigate the background and motives of figures involved in hate speech, and to intervene," Risikko said, citing lawmakers' fragmented approach. Risikko's demands for more online policing come after last week's report by the Police University College, according to which hate crimes and racism seem to be on the rise in Finland, while an overwhelming majority of cases go unreported.

 The last drop, however, was the death of a 28-year-old anti-Nazi protester who was killed in a street fight after spitting at far-right members of the Finnish branch of the Nordic Resistance Movement (FRM) earlier this month. The organization is known for its opposition to non-white immigration to Scandinavia and aims at protecting the "indigenous population."

The deadly scuffle, which took place at a FRM demonstration in Helsinki, has led to calls from numerous politicians, including Prime Minister Juha Sipilä, to ban the Finnish Resistance Movement together with its radical cousins. Sipilä was supported by Risikko, who felt that extremist organizations and their symbols should be banned. "Violence from extremist movements is a clear concern of the silent Finnish majority," Sipilä told Finnish national broadcaster Yle.

​The death of Jimi Joonas Karttunen, who died of brain hemorrhage one week after the fight, triggered a lively response across Finland. Last weekend, numerous demonstrations against both violent racism and unhinged immigration took place in the Nordic country. On Saturday, 15,000 protesters participated in the anti-racist Peli Poikki ("Stop the game") march locally dubbed "Day of Demonstrations," with similar demos being held in other Finnish cities. Counter-demonstrations also occurred in Helsinki. The anti-migrant Rajat Kiinni ("Close the borders") group also held a protest in the Finnish capital. Lastly, a group against same sex marriage laws was held in Helsinki.

US envoy to the UN Samantha Power accused Russia of what she described as "barbarism," pinning the blame for recent violence in Aleppo on Moscow and Damascus.

Washington seems to believe that its behavior in Syria is "civilized," although America's "friends ruined half of the country," Maria Balyabina wrote for RIA Novosti.

Power's remarks have nothing to do with Syria, the analyst suggested.

"Apparently [the war-torn Arab country] and the terrorists are not really related to Washington's mood and plans. Power accused Russia of launching 'an all-out air and ground offensive,'" the analyst noted. "Indeed, Russia is fighting against armed rebels when in fact Moscow has to fight against the Syrian government!" she added with irony.

Russia and the United States have long been at odds over the origins of the Syrian crisis and the ways to resolve it. Moscow has focused on tackling terrorist groups fighting in the country, while Washington has viewed President Bashar al-Assad as the element behind the conflict. In recent months, the US has partly readjusted its focus, saying that degrading Daesh is a priority at the moment, but Assad's departure is still on Washington's agenda.

Samantha Power made her remarks at a UN Security Council meeting that the US, the UK and France requested after the Syrian Arab Army launched a major offensive to push radical groups out of Aleppo, one of the largest cities in the country that has become the key battlefield in the five-and-a-half-year war.

The operation was announced days after a nationwide ceasefire, sponsored by Moscow and Washington, collapsed due to hundreds of violations. Russian and Syrian military officials blamed US-backed rebel militias for ruining the truce.

"Only the Russian Aerospace Forces and the Syrian Arab Army were adhering to the ceasefire agreement, while the militants continued to launch attacks," Balyabina wrote. "Among them were militias that the US refers to as the 'moderate opposition' and who were on the list of groups ostensibly supporting the secession of hostilities."

Auparavant, le secrétaire général de l'Alliance avait communiqué que les pays membres de l'Otan allaient soutenir la coalition luttant contre Daech avec ses avions-radars AWACS.

Selon lui, les appareils opéreront dans l'espace aérien international et dans celui de la Turquie afin de contrôler la situation en Syrie et en Irak. Le secrétaire général de l'Otan a également déclaré que les militaires de l'Alliance formeraient des soldats irakiens dans le pays.

Un chef militaire du groupe terroriste Front al-Nosra affirme que les États-Unis lui ont livré des systèmes de missiles TOW, en plus de lui avoir octroyé une aide financière et des conseillers militaires.

Abou al-Ezz, un chef militaire du Front al-Nosra, a déclaré dans un entretien au quotidien allemand Kölner Stadt-Anzeiger que les États-Unis avaient fourni à son groupe des missiles antichars. Il a précisé que les États-Unis n’effectuaient pas leurs livraisons directement, mais par le biais des pays qui soutenaient le Front al-Nosra.

Ainsi, les djihadistes ont reçu des chars et des lance-missiles depuis la Libye via la Turquie. Washington accorde également une aide financière par l’intermédiaire de l’Arabie saoudite, du Qatar et du Koweït. Abou al-Ezz a cependant indiqué que les missiles antichars TOW avaient été fournis directement par les Américains, qui ont également octroyé des conseillers militaires experts en utilisation de satellites, de missiles et de caméras de surveillance thermiques, ainsi qu’en renseignement.

Al-Nosra a aussi à sa disposition des conseillers turcs, qataris, saoudiens et israéliens. Le département d’État américain a démenti cette information. « Nous n’avons jamais accordé aucune aide au Front al-Nosra. Nous le considérons comme une organisation terroriste internationale, une filiale d’Al-Qaïda et nous œuvrerons pour la détruire », a déclaré le porte-parole du département d’État Mark Toner. Le ministre russe des Affaires étrangères Sergueï Lavrov avait constaté précédemment que les forces de la coalition conduite par les États-Unis frappaient uniquement le groupe État islamique et non le Front al-Nosra.

  Pour Lavrov, c’est non! Selon l’accord passé entre la Russie et les États-Unis le 9 septembre, Washington a accepté de se joindre à Moscou dans ses opérations contre al-Nosra si le groupe intervenait dans la zone démilitarisée et de mettre au point une carte des sites de Daech et du Front al-Nosra en vue de futures frappes. L’élément prioritaire de l’accord était la délimitation des régions contrôlées d’une part par l’opposition syrienne et, de l’autre, par les terroristes de Daech et du Front al-Nosra.

 Test that was designed to assess the President’s ability to send a message to the American people within 10 minutes of a disaster.

IPAWS National Test of the Emergency Alert System
Wednesday, September 28th, 2016 at 2:20pm EDT



FEMA’s IPAWS will hold a national test of the Emergency Alert System (EAS) on Wednesday, September 28th, 2016 at 2:20pm EDT.  The National Periodic Test (NPT) code, which is used to distribute the national test, is similar to the Regular Monthly test (RMT) code that generates a brief EAS message on radio, TV, and cable indicating a test of the EAS is in progress.  The NPT test code will be sent from FEMA’s alerting infrastructure, known as IPAWS, and relayed through all aspects of the EAS. The test message will be the same as a typical monthly EAS test message, with one exception: the word “National” will be added to the test message.

The goal of the mandatory test is to assess the operational readiness and effectiveness of the IPAWS infrastructure for distribution of a national-level message to the public.  A second goal is to implement a standard method for regular alert and warning tests which help to improve the national preparedness posture.  The test is expected to have limited impact on the public with only minor disruptions of radio and television programs.  Only the EAS will be tested in this nationwide test. Cell phone and other FEMA alerting capabilities will not be tested during this event.

In the event of an unforeseen circumstance, such as a major weather event, the back-up date for the IPAWS National Test is Wednesday, October 5th at 2:20pm EDT.

Resilient public alert and warning tools are essential to save lives and protect property during times of national, state, regional, and local emergencies.  The Emergency Alert System (EAS) is used by alerting authorities to send warnings via broadcast, cable, satellite, and wireline communications pathways.  EAS participants, which consist of broadcast, cable, satellite, and wireline providers, are the stewards of this important public service in close partnership with alerting officials at all levels of government.  The EAS is also used when all other means of alerting the public are unavailable, providing an added layer of resiliency to the suite of available emergency communication tools.  The EAS is in a constant state of improvement to ensure seamless integration of CAP-based and emerging technologies.

What technical issues were observed in the November 9th EAS Test?

A technical malfunction occurred at the National Primary level that introduced a second set of Emergency Action Notification (EAN) headers into the system. This affected the audio quality for many downstream stations and in some cases, resulted in duplicated messages or muted the audio test message. Due to the technical malfunction, an echo effect in the message was heard and preceded by several EAS tones.

How is FEMA mitigating and addressing these issues?

FEMA is very committed to mitigating these issues through scientific testing at the Integrated Public Alert and Warning System (IPAWS) Lab at the Joint Interoperability Test Command (JITC). The duplicative technical malfunction that occurred has already been addressed, and FEMA will continue to make improvements through regular exercising and testing of the system.

What were the key successes of the EAS Test?

The test revealed several successes:
  • All PEP stations were connected during the test and over 90 percent were able to receive and relay the EAS message.
  • The majority of EAS participants across the country were able to receive and relay the test message.
  • Active participation of the EAS community assisted in station and facility-level improvements before and after the test.
  • The EAS community took a proactive role in informing a FEMA IPAWS EAS Best Practices Guide and provided the public with information about the test.
  • The test elevated public awareness, providing important information on EAS within the landscape of public alert and warning.
What were the key lessons learned?

The test revealed some key lessons learned:
  • Outreach to the EAS community is essential to communicate expectations, develop EAS device best practices, and reinforce the purpose of testing.
  • When all technical areas of the system are properly addressed, the National EAS functions as intended, but there is stil room for improvement. 
  • Regular and frequent testing of the EAS is essential to identify mitigation strategies for a more resilient and effective system.
  • Improving the EAS is a process that takes time and requires a coordinated effort of diverse participants at multiple levels with varying roles and responsibilities.
  • Coordinated state and territory-wide EAS tests in Alaska, the Virgin Islands, Puerto Rico, and Nevada were essential to understand the limitations of EAS well in advance of the nationwide test.

What were the national test results?

Initial reports indicate that approximately 80 percent of EAS participants across the country were able to receive and relay the test message. Please visit the Federal Communications Commission (FCC) Public Safety and Homeland Security Bureau for information and updates.

When will the government conduct the next nationwide EAS Test? What other technologies will be integrated into the next test?

In coordination with the FCC, the National Oceanic and Atmospheric Administration (NOAA), and other Federal partners, FEMA is committed to communicating the next test date and is currently in the planning and coordination phase. Future EAS testing will integrate other technologies for a more resilient and effective system.

JEBEL ALI, United Arab Emirates (NNS) -- Guided-missile cruiser USS San Jacinto (CG 56) wrapped up its four-day port visit to Jebel Ali, United Arab Emirates, Sept. 26.

San Jacinto Sailors participated in several Morale, Welfare, and Recreation (MWR) tours, experiencing local customs and sightseeing, as well as took time to play basketball at a local school while visiting UAE.

"Our visit to Jebel Ali provided a great opportunity for the crew to see the rich culture UAE has to offer," said Capt. Dennis Velez, commanding officer of San Jacinto. "This was San Jacinto's first visit to the Emirates this deployment. The crew was excited to visit the amazing city of Dubai, experience some of its culture, and take some time to explore some of the world-class shops available throughout. I know that my crew will cherish this visit forever."

Some Sailors visited the American School of Dubai Athletic Facility and played a friendly basketball game with the school's faculty.

"Overall, it was a really good time and a little bit of competition," said Damage Controlman 3rd Class Alexis Means. "It gave you the feeling of being back at home, surrounded by others."

Sailors also attended various MWR tours including a sunset safari, a dhow dinner cruise, and a modern Dubai city tour.

"There did not seem to be much of a cultural difference Rolling Eyes ," Means said. "Everyone was friendly, and there was not a real language barrier."

San Jacinto, assigned to the Eisenhower Carrier Strike Group (Ike CSG), is deployed in support of Operation Inherent Resolve, maritime security operations and theater security operation efforts in the U.S. 5th Fleet area of operations.

Ike CSG, the centerpiece of the Great Green Fleet initiative, is comprised of aircraft carrier USS Dwight D. Eisenhower (CVN 69), Carrier Strike Group (CSG) 10 staff, squadrons and staff of Carrier Air Wing (CVW) 3, Destroyer Squadron (DESRON) 26 staff, guided-missile cruisers San Jacinto and USS Monterey (CG 61), and guided-missile destroyers USS Stout (DDG 55), USS Roosevelt (DDG 80), USS Mason (DDG 87), and USS Nitze (DDG 94).

L’Alliance atlantique va bientôt envoyer en Syrie ses avions de détection et de commandement aéroporté AWACS, a déclaré le secrétaire général de l’Otan Jens Stoltenberg.

M. Stoltenberg a fait cette déclaration à l’issue d’une réunion informelle des ministres de la Défense de l’Union européenne.

Les appareils AWACS sont destinés à effectuer le suivi de la situation dans les airs, détecter et surveiller des cibles aériennes. Leur envoi en Syrie où les djihadistes de l’Etat islamique (Daesh)  n’ont même pas d’aviation est pour le moins surprenant.

Auparavant, le secrétaire général de l’Alliance avait communiqué que les pays membres de l’Otan allaient soutenir la coalition luttant contre Daech avec ses avions-radars AWACS.

Selon lui, les appareils opéreront dans l’espace aérien international et dans celui de la Turquie afin de contrôler la situation en Syrie et en Irak. Le secrétaire général de l’Otan a également déclaré que les militaires de l’Alliance formeraient des soldats irakiens dans le pays.

ELDER PATRIOT – Last September Joe Biden and Loretta Lynch announced that the Obama administration would be “working” with the United Nations to form a global law enforcement agency that would have policing authority inside of the United States.

Two years earlier the Obama administration signed the United Nations Small Arms Treaty in an attempt to “backdoor” the nullification of the Second Amendment.

The mainstream media ignored the unconstitutional aspect of these Obama actions choosing to ignore almost all of both stories while providing only a highly biased limited slice of coverage to the small arms treaty.  When others in the alternative media covered Obama’s illegal overreach of American law they were labeled as conspiracy theorists and their reports were dismissed as untruthful or unnecessary scaremonering.

But nowhere does the Constitution give the president authority to quarter foreign troops on U.S. soil.  If anything, the presence of foreign military personnel within our borders qualifies as an act of war requiring the president to be responsible for their immediate removal.

Still, with the aid of a compliant Republican legislature, Obama went ahead with plans for a pact with the U.N. calling it the Strong Cities Network.

Fast-forward nine months and this was the scene on US Interstate 81 in Virginia last Friday:

The materiel movement comes less than a year after the president’s highly controversial Jade Helm exercises that saw him welcome massive amounts of U.N. materiel and personnel onto our shores:



There is no allowance in the enumerated powers of the U.S. Constitution that gives the president or any other branch of the federal government any authority to police American citizens.  This has been left to the states and to their municipalities.

If anything, our Constitution’s Framers believed that this relationship should work in the reverse and that it was incumbent on the citizens to police the government:

So what is the president up to?  Local police forces and each state’s National Guard units have proven more than capable of quelling civil unrest within their communities when they’ve called upon to do so and there is nothing to suggest that might no longer be the case.

The U.N. is hiring a “Disarmament, Demobilization, and Re-integration (DDR) officer” for the apparent purpose of disarming American citizens as the “duty station” is New York City, USA.

“The U.N. defines “disarmament” as “the collection, documentation, control and disposal of small arms, ammunition, explosives and light and heavy weapons from combatants and often from the civilian population.”

“The U.N.’s help wanted ad reads:

These positions are located in field missions of Peace Operations. The DDR Officer typically reports to the head of a work unit or to a senior official responsible for DDR operations in a field location, though this may vary depending on the mission structure. The focus of these jobs is to lead the planning, implementation, monitoring and evaluation of DDR programmes, operations and other related activities in the country or region concerned.

“The definitions giving by the U.N. for the other activities appear to be nefarious in their own right:

Demobilization is the formal and controlled discharge of active combatants from armed forces and groups, including a phase of “reinsertion” which provides short-term assistance to ex-combatants.

Reintegration is the process by which ex-combatants acquire civilian status and gain sustainable employment and income. It is a political, social and economic process with an open time-frame, primarily taking place in communities at the local level.

“The want ad makes no other reference to a “country or region concerned” other than the “duty station” in New York which is also the location of U.N. headquarters.

“But if this position is indeed for field work in the U.S., it raises a whole series of sovereignty issues especially as it pertains to “the collection, documentation, control and disposal of small arms, ammunition” from the civilian population.

This job description sounds eerily similar to the work that U.S. troops were called upon to do in Kabul where they went door-to-door disarming Iraqis.

Today a number of independent reports claim that multiple C-130’s and C-136’s with U.N. markings have been landing at Barksdale AFB carrying U.N. troops.  Several U.S. military personnel are reporting that upon arrival, the UN troops are given US military clothing and name tags.”  To read more go to govtslaves.info. This is a measured and balanced must read that points out these troops have no loyalty to our Constitution, they have no loyalty to the inherent rights that have always been ours as American citizens, and they have no basis for restraint in any action they might perceive as necessary, regardless of our laws.”

It is highly unusual for presidents to overstep their Constitutional powers.  It would be even more unusual for a president to do so with no purpose in mind.  Coupled with the refusal of Republicans to challenge the president on this, or any other of his globalist initiatives, we are left asking what do they have planned?

HONOLULU (NNS) -- Littoral combat ship USS Coronado (LCS 4) departed the waters surrounding Hawaii to continue its 16-month rotational deployment to 7th Fleet in support of the Indo-Asia-Pacific rebalance, Sept. 29.

The ship's departure followed a brief maintenance period, pre-underway checks, and sea trials to validate repairs to two high-speed flexible couplings in the ship's propulsion plant.

The high-speed flexible couplings failed while Coronado was en route to Singapore, Aug. 29. Following the casualty, Coronado returned to Hawaii under its own power and commenced repairs to the couplings.

A group of maintenance specialists who evaluated the damage to Coronado determined this casualty was not a result of human error, but rather a material deficiency. Though not as severe as the casualty Coronado experienced, USS Independence (LCS 2) experienced a similar casualty to its high-speed flexible couplings earlier this year. The Navy is working with shipbuilding company Austal to identify related design deficiencies.

Coronado and its combined crew of about 100 Sailors assigned to LCS Squadron 1 and Helicopter Sea Combat Squadron (HSC) 23 began their deployment June 22 after departing their homeport of Naval Base San Diego. They participated in the Rim of the Pacific 2016 exercise, in which the ship successfully completed a Harpoon Block 1C missile LCS-based launch.

The firing of the Harpoon missile from Coronado represented the first time over-the-horizon (OTH) missile technology has been introduced to the LCS class.

Coronado's deployment is part of an initiative to deploy up to four littoral combat ships to the region on a rotational basis. Coronado will operate out of Singapore as a maintenance and logistics hub from which the ship will conduct patrols and train with regional navies during exercises like Cooperation Afloat Readiness and Training (CARAT).

Coronado deployed with a surface warfare mission package that includes two 30mm guns, two 11-meter rigid-hull inflatable boats and two six-member maritime security boarding teams. HSC 23 is embarked aboard Coronado with one MH-60 helicopter and two MQ-8 Fire Scouts unmanned aerial vehicle equipped with maritime surveillance radar (Telephonics AN/ZPY-4).

The ship is assigned to U.S. 3rd Fleet. U.S. 3rd Fleet and U.S. 7th Fleet complement one another across the spectrum of military operations in the Pacific.

En matière de nucléaire, le Saint-Siège appelle à substituer « la peur et la méfiance » par une éthique « de responsabilité, solidarité et sécurité collaborative ». Intervenant à la 60e conférence générale annuelle de l’Agence internationale de l’énergie atomique (AIEA) le 27 septembre 2016 à Vienne (Autriche), le sous-secrétaire pour les relations avec les Etats Mgr Antoine Camilleri, a plaidé pour l’interdiction complète des essais nucléaires.

Dans son discours rapporté par L’Osservatore Romano daté du 28 septembre, le représentant du Saint-Siège a évoqué divers aspects de la mission de l’AIEA, en commençant par la promotion de « la sécurité nucléaire et de la protection ». « Il faut faire beaucoup plus, a-t-il assuré, pour réduire le risque d’incidents, de terrorisme nucléaire et de diffusion illicite de matériel nucléaire, en (…) réglementant mieux les installations nucléaires, les matériaux nucléaires utilisables pour les armes et les millions d’entités médicales et commerciales qui travaillent avec des sources radiologiques ».

Deuxième point abordé par Mgr Camilleri : la contribution de l’AIEA – qui est un organe de l’ONU – au développement humain durable et intégral, grâce aux « applications pacifiques des technologies nucléaires ». Ces dernières « améliorent l’agriculture, le contrôle de la pollution, la gestion des eaux, la nutrition et la sécurité alimentaire, ainsi que le contrôle des maladies infectieuses » et finalement améliorent « la qualité de vie de millions de personnes ». Saluant en particulier la contribution de l’AIEA dans la lutte contre le cancer, il a encouragé à poursuivre en coopération avec les Etats bénéficiaires.

Le « désarmement nucléaire » – troisième point – a poursuivi le sous-secrétaire, doit être considéré « du point de vue des pauvres au lieu de celui des puissants » car « inégalité et armes nucléaires sont interconnectées ». Et Mgr Camilleri de souhaiter une mise en pratique du Traité d’interdiction complète des essais nucléaires, qui est « la meilleure espérance pour stopper la prolifération nucléaire ».

Quant au contrôle de l’utilisation du nucléaire, le Saint-Siège a salué l’accord passé avec l’Iran il y a un an : « dans une région où il y a déjà trop de conflits, parvenir à un accord sur une question délicate est une étape importante qui peut promouvoir le dialogue et la coopération sur d’autres questions ». « La voie pour résoudre les conflits au Moyen-Orient est celle du dialogue et de la négociation, a insisté Mgr Camilleri, pas celle de la confrontation ».

Enfin, dernier point : « La logique de la peur et de la méfiance doit être substituée par une nouvelle éthique globale (…) de responsabilité, solidarité et sécurité collaborative ».

Pour le Saint-Siège, « réduire la sécurité à sa dimension militaire est une simplification artificielle » car la sécurité demande aussi « développement socio-économique, participation politique, respect pour les droits humains fondamentaux et l’Etat de droit, ainsi que coopération et solidarité au niveau régional et international ». Mgr Camilleri a souhaité en conclusion la réalisation d’une culture « de vie, paix et solidarité » par « un climat de confiance qui valorise le dialogue multilatéral ».

 It quoted Russia's Permanent Mission to the UN as saying that about 20 planned meetings will take place during Russia's UNSC presidency.

High on the agenda will be conflicts in Africa, including Sudan's Darfur region, the Democratic Republic of the Congo, Mali, the Central African Republic and South Sudan, as well as issues related to the Middle Eastern countries, including Syria, Lebanon, and Yemen.

 On October 25, UNSC members will address a report issued by the UN Secretary General: "Women, Peace and Security."

 "The main event of Russia's UNSC presidency will be the October 28 debates on the UN's cooperation with a number of regional organizations, such as the Collective Security Treaty Organization (CSTO), the Shanghai Cooperation Organization (SCO) and the Commonwealth of Independent States (CIS), according to Russia's UN mission.

On October 5, the Security Council is scheduled to vote on candidates for the post of UN Secretary General. With five rounds of the voting already held, former Portuguese Prime Minister Antonio Guterres is seen as a favorite.

"The Council will continue, and perhaps complete, the process of elaborating recommendations for the General Assembly on the nomination of the new Secretary General of the United Nations," Russia's UN mission said.

 In October, the Security Council will continue to deal with the situation in Syria, which remains tense after the ceasefire agreement expired in this Arab country on September 19.

As far as Syria is concerned, UNSC members will traditionally hold three meetings, including those on the political and humanitarian situation in the country, as well as on the process of chemical disarmament.

However, given the current tensions in Syria, Security Council members may convene an emergency session which was the case in the previous months.

 The Security Council, which bears "primary responsibility for the maintenance of international peace and security", comprises five permanent members, including Russia, the US, the UK, France and China, and ten states with a two-year-long term. These are Angola, Venezuela, Egypt, Spain, Malaysia, New Zealand, Senegal, Ukraine, Uruguay and Japan.

The presidency rotates on a monthly basis among all its 15 member states, depending on the English-language alphabetical order of their names. In September, the UN Security Council was chaired by New Zealand, with Russia due to hand over the UNSC's presidency to Senegal on November 1.
