A NEW COMPREHENSIVE STRATEGY FOR COUNTERING VIOLENT EXTREMISM

The CSIS Commission on Countering Violent Extremism (CVE) was formed to develop a comprehensive and actionable blueprint on how to effectively combat the growing appeal of violent extremism within the United States and abroad. Specifically, the Commission considered what the next U.S. administration must do, in close collaboration with governmental and nongovernmental partners, to diminish the appeal of extremist ideologies and narratives.

This bipartisan Commission was composed of 23 public- and private-sector leaders from technology companies, civil society, the faith community, and academia. Since its public launch in February 2016, the Commission met six times and consulted with more than a hundred experts and practitioners throughout the United States, Europe, South Asia, Southeast Asia, Africa, and the Middle East.

The Commission’s consultations were augmented by extensive research and a survey conducted in China, Egypt, France, India, Indonesia, Turkey, United Kingdom, and the United States.

This report is the culmination of the Commission’s deliberations. It outlines a comprehensive strategy for the incoming U.S. president, combining bolstered investments in soft power alongside sustained military and law enforcement efforts, strong and steady U.S. leadership, and an expansion of public-private partnerships to scale up proven CVE interventions.

The CVE Commission and this report were made possible by generous support from founding member Mark Penn, as well as from Fred Khosravi.

As Islamic State group fighters pillage their way across swaths of Syria and Iraq, they’ve managed to build up their military capability by commandeering U.S.-made Humvee armored vehicles, including one used Monday in a suicide bombing at an army base near Baghdad that killed at least 45 people. In an interview on Iraqiya TV, Iraqi Prime Minister Haider al-Abadi said ISIS gained thousands of Humvees when it overran the northern city of Mosul on June 10 of last year.

"In the collapse of Mosul, we lost a lot of weapons," Abbadi said an interview Sunday, as translated by Al-Jazeera. "We lost 2,300 Humvees in Mosul alone."

The theft of a fleet of American-made military vehicles underscores the difficulty of ensuring that U.S. military aid doesn’t wind up in the hands of the enemy it’s aimed at defeating.

The vehicles taken from Mosul would have been worth more than $1 billion if sold new. Late last year, the U.S. State Department approved a deal to sell Iraq 175 M1A1 Abrams tanks, worth $12.4 billion, and 1,000 military Humvees, valued at $579 million. Congress has yet to approve the sale, and some lawmakers have expressed concern about the hardware falling into enemy hands.

The High Mobility Multipurpose Wheeled Vehicle (HMMWV), or military Humvee, is made by Indiana-based heavy vehicle manufacturer AM General. The Humvees stolen from Mosul probably were part of the large amount hardware the U.S. left behind in Iraq after U.S. forces began pulling out in 2009.

Militants like ISIS generally rely on civilian vehicles like Toyota’s Hilux and Land Cruiser trucks. These stolen Humvees are much sturdier and can be used as lead vehicles in attacks like the one that took place on Monday against Iraq security forces at a base near the capital. The attack involved three explosives-laden car bombs escorted by one of the stolen Humvees, according to the BBC.

WASHINGTON (NNS) -- A recent survey conducted by Navy Installations Command (NIC) indicates that the use of an automated range management system continues to benefit the Navy's warfighters.

The Range Facility Management Support System (RFMSS), funded by NIC, is in use throughout the shore enterprise at a majority of its regions that manage training ranges and activities for the Navy's warfighters.

"With this system, our training range managers and warfighters have a web-based application that automates range management functions such as scheduling, processing requests, and collecting utilization data," said Leonard Garcia, RFMSS functional administrator with NIC. "Our warfighters previously only had phones, emails, and spreadsheets to manage the ranges."

The survey focused on several criteria, including time and manpower savings, data collection, efficiency and effectiveness, as well as benefits for continued usage. Across the board, the regions, which are located throughout the world, gave the system high scores.

Since 2010, NIC has invested an annual average of $150,000 for maintaining the system throughout the shore enterprise. The use of the system, according to the survey and feedback from users, prove to be worth the cost.

"RFMSS is a vital part of the operational success of the ships that visit our ports and our tenant commands," said Tom Rose, small arms range manager at Navy Region Southeast (NRSE). "RFMSS is an extremely effective and accurate system. The ease of scheduling is never bottle-necked or delayed. This system makes it easy to track qualifications, training rounds, and personnel trained at the ranges."

There are more than 17 small arms training ranges within the NRSE area of responsibility. On the opposite side of the continent, Navy Region Southwest is responsible for 11 small arms training ranges.

"RFMSS is not only beneficial to the region, but to the ships on the waterfront as well," said Kristen Koszewski, Naval Base San Diego small arms range manager. "If RFMSS were not to be used, it would be difficult for ships to submit requests while out at sea. The automated system permits them to input their requests well in advance."

The system was also implemented across the board at Naval Special Warfare Command, Navy Expeditionary Combatant Command, and Navy Security Forces. Leaders and users at those special operations commands continue to give the system a "thumbs-up."

"Without RFMSS, it would be an extremely time-consuming process to gather the data from multiple sources, collate the data, and reformat for submittal," said Steven Giblin, deputy director of Naval Special Warfare Command. "At any given time, leadership can log into the RFMSS and see which NSW commands are training, how many people are training, and how often the facility is being utilized."

The command directed all of its Naval Special Warfare (NSW) components in 2014 to utilize the RFMSS as the single application for scheduling, data collection, and utilization reporting for their range programs.

"The highly-advanced system gives NSW leadership accurate and up-to-date information on range usage that helps identify resource requirements to support range capacity and infrastructure needs," said Randy Jackson, NSW range director. "At the end of the day, we are able to provide our personnel with the necessary training to fulfill their mission."

Navy Installations Command is comprised of approximately 52,000 military and civilian personnel worldwide responsible for the operations, maintenance, and quality-of-life programs to support the Navy's fleet, fighters, and their families.

FORT HUNTER-LIGGETT, Calif. (NNS) -- More than 500 Sailors assigned to Naval Mobile Construction Battalion (NMCB) 3 battle tested their capabilities during a field training exercise (FTX) at Fort Hunter-Liggett throughout November.

NMCB 3 is homeported at Naval Base Ventura County, Port Hueneme. Their FTX tested the battalion's ability to enter hostile locations, build various construction projects, defend against enemy attacks, and improve their airfield damage repair (ADR) capabilities. The battalion's motto "Better than Best" was put to the challenge and the Sailors participating in the FTX exceeded and gained valuable knowledge, as well as lessons learned to carry with them on their future deployment in 2017.

When the Sailors assigned to NMCB 3 arrived at Fort Hunter-Liggett in early November to begin their nearly month-long exercise by transforming an empty lot into a functioning base camp complete with galley, laundry facilities, showers, various vertical and horizontal construction buildings, and other administrative and support functions.

"You don't prepare overnight, this FTX is a culmination of five and a half months of preparation," said Cmdr. Laurie Scott, commanding officer, NMCB 3, who described the value of this type of training to bring together the entire battalion.

"This exercise helps our Sailors get back to the mentality of why we build and why we fight," said Scott, who added when his battalion of nearly 550 personnel deploys next year many of his men and women will do so in small details to continue strengthening vital relationships critical to peace and stability in the Pacific. "Our battalion will deploy to Okinawa, Japan and we will fan out to 14 to 17 different sites across Western Pacific."

Scott added that he often provides briefs to various Seabee Veterans groups located in Port Hueneme and he communicates how the current generation of Seabees is carrying the Fighting Seabees tradition.

"Just like in previous generations when our Seabees deploy around the world, whoever they work with, when they see a Seabee patch they know they are in good hands," added Scott.

In addition to force protection and establishing a defensive perimeter, Seabees also participated in Airfield Damage Repair training.

NMCB 3's Lt. j.g. Stephen Kash, operations officer for the FTX, discussed the importance of ADR training.

"For the first time, in this exercise we are using a variety of different material and taking a different approach instead of using a lot of heavy equipment with heavy debris, we are using quick setting material," said Kash.

NMCB 3's Chief Petty Officer Philip Anderton, formerly a drill instructor at U.S. Navy Recruit Training Command, Great Lakes, was proud of his junior enlisted troops for their toughness and initiative shown throughout the exercise.

"We put a lot on our E4s and E5s to make good and sound decisions and they are doing fantastic," said Anderton, who added "if you show your troops you believe in them, they will do their very best to meet your expectations."

Anderton added that some of the Sailors he trained as recruits are now assigned to NMCB 3 and participating in the FTX.

"Some of the Seabees I trained in Great Lakes are now serving in the battalion," said Anderton, who added it was nice to see these Seabees and see the end result of his training efforts.

Petty Officer 2nd Class Shianne Chlupacek served as the crew leader during the construction of a 10x20 bunker used during the exercise.

"There are so many good things we learn during this exercise," said Chlupacek, who supervised a team of eight Seabees in constructing the bunker which took nearly 10 hours to build. "I always learn something when I do another project."

U.S. Marine Staff Sgt. Michael Bachicha, who serves as the military advisor for NMCB 3, was impressed with the capabilities of the Seabees.

"I didn't know that they did it all," said Bachicha, who is assigned to the battalion for two years.

MOSCOW (Sputnik) — France will deploy 300 military personnel and 5 Leclerc main battle tanks, as well as infantry combat vehicles to Estonia in 2017, Estonian Defense Ministry said Saturday in a statement.

"[French Defense Minister] Jean-Yves Le Drian assured [Estonian Defense Minister] Hannes Hanso that Paris would send to Estonia 300 soldiers, five Leclerc main battle tanks and infantry combat vehicles next year," the ministry's statement said.

The two defense chiefs met on the sidelines of the Halifax International Security Forum, currently underway in Canada, where top military leaders, experts and journalists discuss security issues.

The NATO military alliance declared at a July summit it would move forces to Poland and the three Baltic states of Latvia, Lithuania and Estonia. The UK pledged in October to send additional 800 soldiers to Estonia as well as tanks, drones and armored vehicles.

Cette Garde aura pour mission de servir les Français, entretenir l’esprit de défense et renforcer le dispositif face aux catastrophes.

Beaucoup parlent de service civique, service militaire volontaire, voire de réactiver le service. Toutes les solutions ne retiennent que le volontariat et s’appuient sur une augmentation de quelques milliers de réservistes à former. La Garde nationale, nouvellement créée, complexifie, hélas, le système sécuritaire.

Or, nous devons prendre en considération les nouvelles menaces, mais aussi les attentes des jeunes à servir leurs concitoyens.

Ainsi, afin d’offrir aux Français la possibilité d’être utiles à leur pays tout en revitalisant la cohésion nationale (la vraie res publica), nous proposons la création d’une Garde nationale différente pour renforcer la sécurité de nos compatriotes et accueillir le nouveau service à la nation du XXIe siècle.

Entendons-nous bien : il ne s’agit pas de recréer une force militaire dont la Défense – exsangue et suremployée – ne pourra pas assumer la formation et l’emploi. Il ne s’agit pas, non plus, d’obliger les jeunes à « en baver » mais bien de leur offrir une expérience enrichissante au service des autres.

Il s’agit de créer une dynamique pour renforcer la sécurité et la solidarité de nos compatriotes par un service obligatoire !

Cette Garde nationale, sous l’autorité du ministre de l’Intérieur, aura pour mission de servir les Français, entretenir l’esprit de défense et renforcer le dispositif face aux catastrophes sur tous les territoires français.

Tous les jeunes entre 17 et 19 ans effectueront obligatoirement trois mois de service à la nation.

Notons que nous souhaitons mettre en place, auparavant, une obligation de dix jours de bénévolat que les jeunes devraient remplir entre 14 et 18 ans, pendant leur temps libre. Comme au USA, où cela fonctionne.

Cette obligation de dix jours serait nécessaire pour passer les examens d’État (CAP, bac, permis de conduire). Nous ferons de nos jeunes de véritables cadets de la République. Tous les mois, il s’agira de former environ 60.000 jeunes et d’en employer 120.000, emmenés par 30.000 cadres et réservistes – pas forcément militaires – sur toute la France. Tous appartiendront à la Garde, avec ou non un statut militaire.

Les réservistes seront pris parmi les anciens militaires (réserve opérationnelle de 2e niveau = 125.000 environ) volontaires et immédiatement employables pendant cinq ans ; ou ceux de la police nationale, de l’Éducation nationale. Les réservistes actuels ne seront pas touchés (réserve opérationnelle de 1er niveau) et continueront leurs missions.

Les gardes serviront – en uniforme – dans la gendarmerie, les commissariats de police, la sécurité civile et les casernes de pompiers ou comme sentinelles armées ; d’autres – en civil – seront en renfort dans les réserves communales, les organismes sociaux et solidaires qui peuvent les missionner (en éliminant les plus politisés).

Leur formation initiale d’un mois insistera sur l’aspect vie sur le territoire et les activités sportives et de cohésion.

Dès le deuxième mois, ils seront employés sur le terrain pour des missions à caractère sécuritaire, environnemental, communal ou social, encadrés par les responsables de missions.

Certains seront sélectionnés pour porter les armes. Environ 10 à 15.000 gardes volontaires, et formés au maniement des armes, pourraient s’intégrer pendant leur troisième mois dans le dispositif de sécurité.

Les deux formes de service en civil et en uniforme se conjugueront et, trois mois après trois mois, ce seront environ 720.000 Français – hommes et femmes – qui donneront de leur force et de leur enthousiasme pour revitaliser le pays.

Un budget annuel d’environ 3,5 milliards d’euros en régime de croisière marquera la volonté forte de la nation. Certes, il faudra réhabiliter ou reconstruire des locaux pour ces centres d’instruction et de soutien de la Garde nationale en prévoyant 500 millions d’euros d’investissement annuel sur 5 ans.

C’est un choix national et sécuritaire à faire ! Il ne doit en aucun cas être fait au détriment de l’effort au profit des armées.

PACIFIC OCEAN (NNS) -- In 2006, the first F-35 Lightning II rolled out of the Lockheed Martin factory in Fort Worth, Texas. Since that time, the program has exponentially expanded around the globe, creating new partnerships and reaffirming alliances.

The Joint Strike Fighter (JSF) program consists of three variants; nine partner countries which include Australia, Canada, Denmark, Italy, the Netherlands, Norway, Turkey, the U.K., and the U.S.; and three Foreign Military Sales (FMS) customers -- Japan, Israel, and the Republic of Korea. Within the joint, multinational F-35 acquisition program, the U.K. is the only Level 1 partner. This major partner role enables the U.K. to integrate its personnel into the System Design and Demonstration (SDD) phase, which features its forces working side-by-side with the U.S. during developmental test phases -- including the third and final developmental test phase (DT-III) of the F-35B aboard amphibious assault ship USS America (LHA 6).

The integration of the U.K. Royal air force (RAF) and Royal navy within joint squadrons and operations worldwide hearkens back to RAF Harrier and Royal Navy Sea Harrier initiatives to economize and streamline operations by leveraging resources and personnel operating across common platforms.

Based upon the success of that integration, the U.K. determined to apply similar tactics to its F-35B Lightning II operations and executed a Long Lead Specialist Skills (LLSS) program developed under the U.K.-U.S. Statement of Intent to help the U.K. regain specific skills for carrier strike regeneration.

As part of the LLSS program, the U.K. sent a small team to USS America to take part in DT-III. While LLSS covers a wide variety of skills and trades, the DT-III team featured an air traffic controller, five engineers, handlers, and maintainers responsible for the safe movement and handling of F-35B aboard future Queen Elizabeth-class (QEC) carriers HMS Queen Elizabeth (R08) and HMS Prince of Wales (R09).

During the F-35B Short Takeoff and Vertical Landing (STOVL) flight operations aboard America, the U.K. embarked a 10-member strong team from the F-35 Pax River Integrated Test Force (ITF) assigned to Air Test and Evaluation Squadron (VX) 23 from Naval Air Station Patuxent River, Maryland. The U.K.'s DT-III contingent featured a RAF test pilot, three flight test engineers, and six maintainers responsible for the detachment's maintenance evaluation. The team worked together during the 23-day embarkation to gain knowledge and experience of maintenance procedures and techniques, familiarize themselves with the aircraft structure and systems, identify maintenance routines, and generate lessons learned from shipboard operations with the F-35B Lightning II.

"This is our new class of aircraft carrier currently under build," said Warrant Officer 1 Jaime Howard, Royal navy air engineer technician. "They are twin ships, both 65,000 tons, 283 meters long with a ski ramp six meters high to launch the F-35B."

Each new British ship has a crew of just over 700 and room for 40 aircraft which include the F-35B and an assortment of helicopters. Currently, Queen Elizabeth is due to sail for trials in spring 2017, with Prince of Wales following approximately 18 months later.

With the upcoming sea trials for Queen Elizabeth approaching, it was imperative for their sailors to gain the necessary knowledge to support the next generation of aircraft scheduled to deploy with them, including the F-35B.

"We have worked hard for the last 12 months in making this period a success," said Royal navy Lt. Cmdr. Dale Collins, U.K. F-35 air engineer and ship integration project officer embedded with the F-35 Pax River ITF.

"Planning and production of the Joint Test Plan, participating in conferences and discussions, and working together with the crew of the America and U.S. Marine Corps has been vital to achieving all of our DT-III milestones," Collins added. "This is the last at-sea trial period for this aircraft, so the enormity of the tasks and requirements has been daunting; but, by working together we have delivered."

The objective for the Royal navy is to establish a maintenance guideline for the F-35B to compare and integrate with the new QEC carriers, while also gathering information from lessons learned from members of America's team -- experience which will prove valuable for the U.K.'s own flight trials in 2018.

In addition to the U.K.'s team, Australian service members integrated with various departments from the America and F-35 team.

"We were integrated into the test program to put these aircraft and all three variants through their paces," said Royal Australian air force Sgt. Justin Kelly. "It's not often that all the nations will get together and basically develop an aircraft or request an aircraft to meet certain specifications. There is now an opportunity to share a lot of things. It's very rewarding."

According to RAF Squadron Leader Andy Edgell, a F-35 test pilot embedded at the Pax River ITF, integration is important between personnel as testing moves forward and the America team learns how to support the F-35B's DT-III testing, while learning the ship and aircraft parameters.

"For the first couple of days, each element is feeling each other out, finding out where we are going to experience challenges and how we can overcome these challenges," said Edgell. "Once the ship knew what the F-35B needed to do and when the F-35B finally found out the ship's limitations and what the ship can do for us, then all the rest of the testing went thoroughly smoothly."

Overall, the outcome of the integration resulted in a group of U.K. military service members confident in what they learned with America Sailors.

"Through the development of the F-35B Lightning II, the U.K. Royal navy and Royal air force have further cemented excellent working relationships with the U.S. Navy and Marine Corps," Collins said. "At all times, whether it be at [Naval Air Station] Patuxent River, our home, or aboard USS America, we have been made to feel at home, part of the team, and had the opportunity to work together once again to further enhance this immensely-capable aircraft for the future of our great nations. I am immensely proud to have been aboard this fine ship."

The U.K.'s status as the only Level 1 partner on the F-35 program and its major role in the F-35's SDD phase is enabling the regeneration of the U.K. carrier strike capability, which will result in significant contracts and jobs for U.K. industry as the F-35B Lightning II and Typhoon become the U.K.'s Fast Jet Combat Air Elements of the future.

The primary role of the F-35B STOVL aircraft is ground attack with a secondary air-to-air role. The aircraft is powered by a single main engine with a vertically-mounted, shaft-driven lift fan propulsion system.

ARABIAN GULF (NNS) -- U.K.-U.S. Mine Countermeasures (MCM) Exercise 17-1 concluded in the Arabian Gulf, Nov. 17.

The 38-day, bilateral exercise between the U.S. Navy and U.K. Royal navy was designed to provide an opportunity for both nations to share knowledge of MCM techniques.

U.S. Navy exercise participants included USS Devastator (MCM 6), USS Gladiator (MCM 11), USS Dextrous (MCM 13), and Explosive Ordnance Disposal Mobile Unit (EODMU) 1, along with U.K. Royal navy MCM ships HMS Bangor (M 109), HMS Chiddingfold (M 37), HMS Penzance (M 106), HMS Middleton (M 34), and auxiliary landing ship dock RFA Lyme Bay (L 3007).

Evolutions were tailored to focus on the cooperative skills of both countries in working together to identify and eliminate mine threats that threaten regional security and the free flow of commerce.

"U.S. and U.K. MCM forces work together on a daily basis, as well as continuously engaging in bilateral exercises and professional exchanges to ensure that we are able to efficiently deter and counter naval mine threats," said Capt. Eric Wirstrom, commander, Task Force (CTF) 52. "This exercise provided a valuable opportunity for both nations to optimize force interoperability and increase warfighting effectiveness." U.S. ships such as Gladiator conducted minesweeping and minehunting operations, mine recovery, underway replenishments with Lyme Bay, and a variety of crew trainings to include small boat operations, man overboard recovery, small arms engagements, anchoring, and damage control drills.

According to the Gladiator crew, the highlight of U.K.-U.S. Mine Countermeasures Exercise 17-1 was the opportunity to practice using a combat SeaFox round -- a remotely-operated, unmanned underwater vehicle used to investigate and identify mine contacts on the ocean floor. When a mine is found, a combat round is deployed, detonating a charge next to the mine in order to eliminate the mine threat.

"Deploying and detonating the SeaFox combat round was a unique experience," said Petty Officer 2nd Class Kortni Jonker, one of Gladiator's SeaFox pilots. "It required a focused, coordinated effort between everyone standing watch on deck and in combat information center, because the engagement work-up and execution was different than the usual investigatory SeaFox round. It was great to put our training to practice."

As part of improving proficiency in mine warfare through force integration among coalition assets, Lyme Bay acted as a command and control station and auxiliary support ship for the exercise.

"Lyme Bay acted as an afloat forward support base for the task group as it holds enough provisions, equipment, and fuel to sustain the task group for the duration of the exercise," said Royal navy Cmdr. David Morgan, commander of RFA Lyme Bay and head of the coalition task group for the exercise. "It also acted as a launch platform for U.S. Mine Hunting Unit (MHU) and Expeditionary Mine Countermeasure Company (EXMCM) sea boats to conduct their tasks, as well as a landing site for HM (Helicopter Mine Countermeasures Squadron) 15 helicopters; allowing us to refine various MCM capabilities."

Teams, such as the EXMCM, work to increase the effectiveness of MCM by employing innovative technology to better pinpoint possible mines.

"EXMCM teams offer the future of mine detect-to-engage capabilities," said EXMCM EOD Platoon Commander Lt. j.g. Patrick Monday. "They provide a minimal footprint, are deployable anywhere, and the past few weeks gave us an excellent opportunity to prove this."

The EXMCM members used multiple UUV systems to search for training mines within a simulated mine threat area. These small, compact vehicles have the ability to travel into hazardous areas autonomously, allowing the EXMCM units to accurately search and detect possible mines in a large area quickly without risking lives.

"Our vehicles allow us to take the Sailor out of harm's way while giving us the entire capability of a minesweeper, but the operational footprint of a pair of divers," said Petty Officer 1st Class Jeremy Pino, assigned to EXMCM. "They're great because they're very portable and quick to deploy. The ability to program our vehicles and send them on task, while monitoring over the horizon, is a game-changer for MCM operations."

Autonomous vehicles were used and tested during the exercise by the MHU as well. The team tested the common unmanned surface vehicle (CUSV) -- a retrofitted, 11-meter rigid hull inflatable boat which tows a sonar system identical to those used on mine countermeasure helicopter MH-53 Sea Dragons -- behind itself in order to hunt for mines.

According to Monday, coordination between the various units involved in the bilateral exercise is one challenge which prepared Sailors for future interactions.

"It's never easy to begin with," said Monday. "By working out the kinks in these exercises, we've better prepared ourselves for a real-world response."

The exercise successfully demonstrated the capabilities of both U.S. and U.K. naval forces to maintain safe shipping lanes and ensure the free flow of commerce in the U.S. 5th Fleet area of operations.

"The international community has a critical shared interest in the free flow of commerce," said Wirstrom. "Integration of American, British, Australian, French, and regional partner MCM forces in this area of operations is vital to maintaining stability and security in the maritime domain."

"Together the integrated team of U.K. and U.S. personnel are always ready to respond any mine threat in the [Arabian] Gulf," said Morgan.

CTF 52 and U.K. MCM Force looks forward to applying the lessons learned to the next iteration of the U.S.-U.K. Mine Countermeasures Exercise.

NORFOLK (NNS) -- Arleigh Burke-class guided-missile destroyer USS Mahan (DDG 72) and her crew departed their homeport of Naval Station Norfolk Nov. 19 for a scheduled deployment to conduct operations in the Navy's 5th and 6th Fleet areas of operation.

Mahan demonstrated overall personnel and equipment readiness for deployment after completing a rigorous training cycle.

"Mahan has excelled and raised the bar for all ships over the course of the last year," said Cmdr. Marc Davis, Mahan's commanding officer. "The crew has gone above and beyond in demonstrating to the surface Navy the readiness and ability of our ship. I have absolute confidence that Mahan will be ready to face any and all challenges throughout the entirety of deployment."

Mahan is deploying as part of the ongoing rotation of forward-deployed forces to support maritime security operations and operate in international waters across the globe, along with other maritime forces.

Mahan is a ballistic missile defense-capable, Arleigh Burke-class destroyer with a crew of approximately 300 Sailors.

AN ALARMING signal Vladimir Putin is preparing for war has come after his top military chiefs revealed the Kremlin is deploying much-feared Iskander and S-400 long-range missile defence systems deep inside Europe.

Iskander missiles are nuclear-capable and the deployment to the Russian enclave of Kaliningrad puts vast swathes of Europe in the crosshairs of Moscow’s short-range ballistic missile programme.

With a range of roughly 300 miles, the Iskander missile could hit targets as far away as Berlin, Poland and Sweden with an atomic warhead.

Dubbed the ‘Growler’ by NATO, the S-400 is an anti-aircraft missile system that can cover short and long-range targets.

Le gouvernement colombien et la guérilla des Farc ont annoncé mardi qu'ils signeront jeudi à Bogota le nouvel accord de paix conclu pour mettre fin à plus d'un demi-siècle de conflit armé. Le document sera ensuite transmis au Parlement pour ratification.

"Les délégations du gouvernement et les Farc avons convenu de signer l'Accord final de fin du conflit et de construction d'une paix stable et durable du 12 novembre le jeudi 24 novembre à 11h00 (17h00 en Suisse) au Théâtre Colon de Bogota", ont annoncé les négociateurs des deux parties dans un communiqué conjoint.

Le document sera signé dans la capitale par le chef des Forces armées révolutionnaires de Colombie, Rodrigo Londono et le président colombien Juan Manuel Santos.

Ils ont précisé que ce nouvel accord serait ensuite approuvé par le parlement. "Les délégations avons convenu que le mécanisme d'approbation de cet accord passerait par la voie du Congrès de la République, et nous sommes en train d'affiner les procédures nécessaires à cette fin", ajoute le texte.

Trop favorable aux rebelles

Un premier accord avait été signé par Santos et Londono il y a deux mois lors d'une cérémonie à laquelle ont assisté plusieurs chefs d'Etat et de gouvernement ainsi que le secrétaire général des Nations-Unies Ban Ki-moon.

La ratification de ce texte a ensuite été rejeté par référendum le 2 octobre. Les Colombiens ont majoritairement estimé que ce texte était trop favorable aux rebelles.

Les négociateurs du gouvernement du président Juan Manuel Santos et de la guérilla marxiste des Forces armées révolutionnaires de Colombie (Farc), issue en 1964 d'une insurrection paysanne, ont estimé qu'ils devaient avancer "d'un pas ferme vers la mise en application des accords" pour mettre fin à un conflit, qui a impliqué d'autres guérillas, des paramilitaires et l'armée, faisant plus de 320'000 morts et disparus, ainsi que 6,9 millions de déplacés.

Suite au premier essai de Trump de reconstruire les ponts avec la Russie, le porte-parole de Poutine a suggéré que le président élu Donald Trump devrait commencer à reconstruire la relation entre les États-Unis et le Kremlin, en exhortant l'OTAN à retirer ses forces de la frontière russe. Dmitry Peskov a déclaré à Associated Press qu'une telle mesure « mènerait à une sorte de détente en Europe ». Selon le magazine allemand Der Spiegelles stratèges de l'OTAN prévoient un scénario dans lequel Trump ordonnerait aux troupes américaines de quitter l'Europe


Der Spiegel ajoute que des stratèges du secrétaire général de l'OTAN, Jens Stoltenberg, ont rédigé un rapport secret qui inclut le pire scénario, dans lequel Trump ordonne aux troupes américaines de se retirer d'Europe, en mettant en œuvre sa menace de moins impliquer Washington dans la sécurité européenne

« Pour la première fois, la sortie américaine de l'OTAN est devenue une menace » qui signifierait la fin du bloc, a déclaré un officier allemand de l'OTAN au magazine. Il a également suggéré que sous son administration, les États-Unis pourraient refuser de venir au secours des alliés de l'OTAN, à moins qu'ils ne « payent leurs factures et respectent leurs obligations envers nous ». 

Bien sûr, c'est le même Der Spiegel qui, après la victoire de Trump, a prédit la fin du monde. 

« Nous vivons un moment sans précédent, de grande incertitude dans la relation transatlantique », a déclaré Wolfgang Ischinger, ancien ambassadeur d'Allemagne à Washington et chef de la prestigieuse Conférence de Munich sur la sécurité. En critiquant la défense collective, Trump a mis en doute le pilier fondamental de l'OTAN dans son ensemble, a ajouté Ischinger. 

Par ailleurs, en remettant en question le pilier de base qui est derrière les provocations sans fin de l'OTAN et l'accumulation de troupes à la frontière de la Russie, Trump peut empêcher la troisième guerre mondiale

L'OTAN exige que l'on suive sa voie et pas une autre, c'est pourquoi Ischinger demande au président élu de rassurer ses alliés européens, avant son investiture, sur le fait qu'il restera ferme dans l'engagement des États-Unis au titre de l'article 5 de la Charte de l'OTAN. [Aide mutuelle en cas de conflit]

Le rapport de l'OTAN reflète aussi les humeurs actuelles au sein de l'establishment européen, après que Jean-Claude Juncker, président de la Commission européenne, a demandé aux États membres de construire une force armée européenne. Washington « n'assurera pas la sécurité des Européens à long terme [...] nous devons le faire nous-mêmes », a-t-il soutenu jeudi. Parce qu'il ne faut pas s'attendre à ce que les troupes grecques donnent leur vie pour défendre les citoyens allemands et vice-versa

En attendant, Der Spiegel admet que, nonobstant la rage de l'OTAN, Trump a tous les atouts en main, et s'il est sérieux quand il veut réduire le nombre de troupes américaines stationnées en Europe, les grands pays de l'OTAN comme l'Allemagne ont peu à offrir. Même les forces armées des grands États membres n'ont pas d'unités capables de remplacer les Américains, ce qui peut provoquer un débat sur le renforcement du bras nucléaire de l'OTAN, question délicate dans la plupart des pays européens pour des raisons domestiques.

Ce n'est pas clair : alors que, dans sa rhétorique préélectorale, Trump a poussé pour un programme anti-interventionniste, et a certainement fait comprendre que l'OTAN serait faible sous sa présidence, il reste à voir comme son équipe de transition élabore actuellement les spécificités assez vagues de sa politique. Nous ne serions pas étonnés du tout de constater que, malgré toutes les postures anti-establishment, le « gouvernement de l'ombre » - maintenant entre les mains du clan Bush, contre lequel Ron Paul avait précédemment mis en garde - parvienne à restaurer sa domination et, loin d'apporter une détente, la position de Trump n'encourage l'OTAN à mettre encore plus de pression sur Poutine. Nous serions ravis que notre cynisme se révèle erroné à cette occasion.

Un analyste politique arménien a été interrogé sur les rumeurs de la livraison prochaine à l’Azerbaïdjan, un allié d’Israël,  de batteries du « Dôme de fer » (Iron Dome), suite à un accord déjà négocié avec l’Etat juif selon lui pour l’achat du système de défense anti-missile.

Le politologue arménien et directeur adjoint de l’Institut «Caucase», Sergey Minasyan, a dit à l’Agence de presse arménienne (Armenpress) mardi (4 octobre) qu’il doute de la probabilité qu’un tel contrat ait été ou sera signé.

Ce commentaire est venu après qu’un député azéri ait annoncé dans les médias locaux plus tôt dans la journée que les batteries Iron Dome en Israël étaient prêtes à être livrées à l’Azerbaïdjan. L’annonce est venue après que les Iskander de courte portée de missiles balistiques fabriqués en Russie aient fait leur apparition lors du défilé de la fête de l’Indépendance arménienne le 21 Septembre. Les deux populations ont été en guerre pendant des années sur le territoire disputé du Haut-Karabakh.

Le système n’aurait pas encore été acheté. Minasyan a affirmé que les rapports des médias azerbaïdjanais sur les négociations étaient exagérées, en raison d’un «choc psychologique» résultant de l’exposition par l’Arménie de Iskander « système de missiles mobiles à courte portée balistique récemment achetés à la Russie.

«Il est difficile d’imaginer qu’Israël, possédant l’un des systèmes leaders mondiaux de ce type, fera parvenir ce système à un pays qui a commencé à renforcer ses relations avec la Russie et l’Iran », a dit Minasyan à Armenpress.

En outre, il a dit, «L’Azerbaïdjan devra vider ses poches si elle veut vraiment l’acheter. » Minasyan prétend que l’achat récent achat par l’Arménie de l’Iskander serait égale à l’acquisition de l’Azerbaïdjan du Dôme de fer rapport coût-efficacité.

Toutefois, «les coûts de l’Azerbaïdjan investis pour ce contre-équilibrage de l' » Iskander « dépasseraient de loin les coûts de l’acquisition par l’Arménie de l’« Iskander »(de la Russie), » a-t-il expliqué.

Minasyan a affirmé qu’il n’y a «aucune preuve» que le système Iron Dome est efficace contre le missile missile balistique « Iskander », ou contre d’autres, comme le «Tochka» ou contre les Scuds.  » Les Missiles Iskander ont une trajectoire quasi-balistique et d’autres caractéristiques contre la quelle, comme les experts américains et israéliens l’ont noté, il n’y a pas de contre-mesures efficaces, » a-t-il dit. Cependant, il n’a pas précisé quels «experts» avaient fait ces déclarations.

L’Azerbaïdjan est le plus grand fournisseur de pétrole à Israël, et l’un de ses alliés les plus forts dans la région.

SITTWE, Myanmar (Reuters) – Ever since deadly attacks by alleged Muslim militants in Myanmar’s troubled northwestern Rakhine State, Myint Lwin says he has been unable to sleep at night. As rumors spread of fresh violence, even the sound of dogs barking frightened him.

“No one in the village has had enough sleep since last month,” said Myint Lwin, an ethnic Rakhine Buddhist from a Muslim-majority village in the north of the state. “We were scared when we heard people shouting and dogs barking in the middle of the night.”

The 18-year-old motorbike taxi driver is one of 116 civilians to sign up for a new auxiliary police force in Rakhine State, part of the response by authorities to the latest spasm of violence that began with attacks on border police posts that killed nine officers on Oct. 9.

Human rights monitors say arming and training non-Muslims will lead to further bloodshed in the divided state, but Myint Lwin sees it as necessary for self-defense.

“These Muslims are trying to abuse our Buddhist women and people, so I want to protect our country from them,” he told Reuters, wearing his new police uniform with a badge bearing a white star on the shoulder.

Sixty-nine suspected insurgents and 17 members of the security forces have been killed, according to official reports since a military crackdown began last month along Myanmar’s frontier with Bangladesh.

It is the most serious unrest in the state since hundreds were killed in communal clashes between Muslims and ethnic Rakhine Buddhists in 2012.

Residents and rights advocates have also accused security forces of killing and raping civilians and setting fire to homes in the area, where the vast majority of residents are Rohingya Muslims. The government of Nobel Peace Prize laureate Aung San Suu Kyi and the army reject the accusations.

There have been no reports of insurgent attacks on Buddhist civilians.

Chanting an oath of loyalty to the state, the new recruits began an accelerated training program in the state capital Sittwe this week. Mostly Rakhine Buddhists in their early 20s, in 16 weeks they will be deployed guarding border posts in the tense north.

The training is two months shorter than the program undertaken by regular police and the recruits did not have to meet the usual entrance criteria such as educational attainment standards and minimum height.

    Only citizens were eligible, excluding the 1.1 million Rohingyas living in Rakhine State who are denied citizenship in Myanmar, where many regard them as illegal immigrants from Bangladesh.

    The recruits, who are from across Rakhine, will be given training courses including martial arts, use of weapons and riot control.

“The ethnic Rakhine asked the government to protect them in the Muslim-majority region,” said Rakhine State police chief Colonel Sein Lwin. “If we have enough police force, we can give more security to them.”

He said the recruits would help protect residents from what the government has described as a Rohingya Muslim militant group, estimated to be 400-strong, that has been blamed for the Oct. 9 attacks.

“These Muslims never follow the laws,” Sein Lwin said. “They are trying to seize land and extend their territory in northern Rakhine and kill Rakhine ethnics.”

    The state-run Global New Light of Myanmar reported that apart from the special training for new police recruits, “healthy Rakhine women” and wives of members of the security forces had received military training in January.

The auxiliary force will come under the control of the border police. After an 18-month stint on the border, the recruits will be deployed to police stations close to their hometowns.

They will be paid 150,000 Kyat ($115) monthly, a salary many recruits said was less than they earned as civilians.

    “I don’t care about salary,” said Than Lwin Oo, a 24-year-old waiter from the northern Buthidaung township who failed a college entrance exam – a requirement to join the regular police.

“I dislike the Muslim who try to intimidate our country. That is one of the reasons why I want to become a policeman.”

The leaders of the two countries have signed a civilian nuclear cooperation, allowing exports of crucial Japanese technology to fuel India's growing economy. But concerns remain about India's non-proliferation status.


The Indo-Japanese nuclear deal has been six years in the making, and was officially signed by Japanese Prime Minister Shinzo Abe and his Indian counterpart Narendra Modi in Tokyo on Friday.

India has been admitted to the MTCR in a move seen as further legitimizing its nuclear energy and missile programs. But it is still pushing to join other such regimes regulating nuclear and arms exports and technologies. (27.06.2016)


The deal marks Japan's first nuclear cooperation agreement with a country that is not a signatory to the nuclear non-proliferation treaty (NPT). The NPT is an international treaty meant to prevent the spread of nuclear weapons and arms technologies, while promoting the peaceful use of nuclear energy. India refuses to sign it, saying it is discriminatory because it defines nuclear-weapons states as those that tested nuclear devices before 1967.

The nuclear deal between Asia's second and third largest economies has been described by the two countries as "a new level of mutual confidence and strategic partnership for the cause of a peaceful and secure world."

Mutual benefits

Supporters of the impending deal say it is a win-win situation for both Tokyo and New Delhi. India will be able to feed its energy-hungry economy with emission-free energy, whereas Japan opens up new business opportunities for its nuclear sector.

Japan's cutting-edge nuclear technology is considered crucial for India's massive economic growth. Japan has a monopoly in the manufacturing of reactor safety components and power plant domes - key parts that India needs to enable its nuclear cooperation programs with the US and other countries.

The deal would allow Japan's struggling nuclear industry access to the growing Indian market, which is estimated to be worth $150 billion. This would be a great opportunity for Japanese nuclear companies that have suffered greatly since the 2011 Fukushima nuclear accident.

India's similar civil nuclear deals with South Korea and the US "have boosted bilateral relations," Smruti Pattanaik, a research fellow at the New Delhi-based Institute for Defense Studies and Analyses, told DW.


India is not a signatory to the nuclear non-proliferation treaty

Between economics and disarmament

But concerns remain about India's potential misuse of the technology for developing more nuclear weapons. The Japanese people have long been apprehensive about the deal with India due to its nuclear weapons program.

"The Japanese government has softened its stance for the sake of economic benefits," Akira Kawasaki of Tokyo-based Peace Boat organization, told DW. "The deal grants the same rights de-facto to India as other nuclear powers that have signed the NPT."

The shift in Japan's nuclear cooperation policy with India started in 2008, when the Nuclear Suppliers Group (NSG) granted a waiver to New Delhi to push through a civil nuclear agreement with Washington. NSG - a 48-nation grouping that includes the US, Russia, Britain, France and Japan - controls the export of nuclear technology and materials to prevent the proliferation of nuclear weapons.

"By giving India a special status, Japan has compromised its formerly rigid stance on the NPT," underlined Kawasaki. "The Japanese-Indian deal is a significant step away from Japan's symbolic role as a strong advocate of nuclear disarmament."

Suspicions and assurances

The concerns about India using Japanese nuclear technology for military purposes hinges on details in the agreement that are yet to be disclosed. "There are several crucial outstanding issues that have not been resolved," Toby Dalton, an expert on non-proliferation and nuclear energy at the Washington-based think tank Carnegie Endowment for International Peace, told DW.

First, there is the question on whether or not India would be able to reprocess the nuclear fuel. To ensure that this does not happen, India has to give legally-binding assurances to the NSG and allow the tracking of nuclear material that it will use for its civilian program.

The second question is what happens if India carries out additional nuclear tests. The Japanese newspaper Yomiuri Shinbun reported on Sunday, November 5, that Japan will halt cooperation with New Delhi if the South Asian country conducts another nuclear test. The opt-out clause, according to the newspaper, will not be included in the agreement itself, but in a separate memorandum.


Experts say that China's rising power is forcing Japan and India to forge closer ties

India signed a unilateral moratorium on nuclear tests after it last detonated a bomb in 1998, but the country is still not a signatory to the Comprehensive Nuclear-Test-Ban Treaty. "This lack of adherence and transparency undermines the confidence-building system for non-proliferation that has been constructed over the past 50 years," argued Dalton.

Lastly, the question of liability in the case of an accident at a Japanese-supported nuclear plant remains unresolved.

Advocates of the treaty point out that India has already signed similar nuclear agreements with NSG members. Also, many Indian experts believe that the chances of India conducting another atomic test are slim. "Considering the fact that India is aspiring for a larger global role, there is no way New Delhi would want to divert from its self-imposed moratorium," said Pattanaik. "For India, there is no need to increase its nuclear arsenal as it has a stable deterrent put in place."

  An Israeli military intelligence website is claiming that US President-elect Donald Trump, prior to being sworn in to the White House, is already managing America’s military, and that he is secretly preparing for a joint assault on Daesh with Russia and Turkey.

According to Jerusalem-based DEBKAfile sources in Washington, Trump’s National Security Adviser, Lieutenant General Michael Flynn, is “secretly in close touch with the Head of the Russian Security Council, Nikolai Patrushev, as well as President Tayyip Erdogan of Turkey and Jordan’s King Abdullah.”

The website claims that the group has been engaged in covert discussions to prepare for a combined assault on Daesh bastions in Iraq and Syria, shortly after Trump is sworn in as president in January 2017.

Their plan of operation would also involve the regular armies of Turkey, Jordan, Iraq and Persian Gulf nations,” DEBKAfile reported.

The outlet also noted that another hint of the potential cooperation came from Syrian President Bashar Assad himself, in an interview with Portuguese radio on November 16. Assad stated, “[If Trump] fights the terrorists, it is clear that we will be a natural ally, together with the Russians, Iranians and many other countries who want to defeat the terrorists.”

Although still at a preliminary stage, the talks have produced their first tangible result: A vanguard of the United Nations Disengagement Observer Force (UNDOF) has arrived on the Syrian side of the Golan,” DEBKAfile reported. “It has taken up position at its former Fawwar Camp base 4km east of Quneitra, which it evacuated during the Syrian fighting. The main body of the force, around 1,000 UN soldiers and 70 observers, is expected soon, to take up the task of reconstituting the former demilitarized zone that separated Israel and Syria under the 1974 armistice agreement.”

The Wall Street Journal also reported on Wednesday that Donald Trump Jr., the president-elect’s eldest son, has held private discussions with diplomats, businessmen and politicians at the Ritz in Paris last month, with one of the main focuses being on finding a way to cooperate with Russia to end the war in Syria.

One of the attendees of the meeting was Randa Kassis, who leads the Syrian opposition Movement of the Pluralistic Society.

"[Syria's] opposition got hope that [the] political process will move forward and Russia and the United States will reach [an] accord on the issue of the Syrian crisis, because of Trump's victory,” Kassis told Sputnik News following the election. “Such hope and belief is the result of my personal meeting with Donald Trump junior in Paris in October… I succeeded to pass Trump, through the talks with his son, the idea of how we can cooperate together to reach the agreement between Russia and the United States on Syria."

JOHN BOLTON: EUROPEAN UNION MILITARY WOULD BE ‘DAGGER POINTED AT THE HEART OF NATO’

During a Wednesday appearance on Breitbart News Daily, former U.N. Ambassador and AEI Senior Fellow John Bolton told SiriusXM host Raheem Kassam that plans for a standing European Union army represented a direct threat to the NATO alliance.

“Over the course of the last 20 years, you’ve seen this idea appear over and over again. I have characterized the idea of a true EU military capability – not the dream world they often live in and talk about, but if they actually got to the point of achieving something concrete – that would be a dagger pointed at the heart of NATO,” Bolton said.

“If the EU says, ‘Actually, we can defend ourselves,’ I tell you, there are a lot of Americans who would say, ‘Fine, and by the way, the next time an authoritarian militaristic society threatens you, let us know how it turns out,’” he explained.

Bolton folded the EU army proposal into his overall critique of the European Union versus NATO, presented at length in his recent article “The New Order Is Our Chance to Keep Up in a Fast Changing World.” He noted that one of the essential differences between the two organizations is that NATO does not interfere with the sovereignty of its member nations as the European Union does.

Kassam further suggested that an EU army could be seen as a provocation by “the East,” particularly Russia, which is already complaining that NATO is too aggressive.

“I think, actually, as the EU talks about this, you actually end up with the worst of both worlds,” said Bolton. “You have a lot of rhetoric about capabilities, but underneath, it’s all hollow. It’s a hollow suit. You could end up provoking others, maybe Russia, and then when they find it’s weak, you’ve left yourself in even graver danger.”

“When you combine that with the poisonous effect this would have on NATO … it’s part of the delusion in the EU that peace has been kept in Europe since World War II, since the EU was formed, by the EU – as if they didn’t understand, and I think many don’t understand, peace in Europe has been kept by NATO and its resistance to the Soviet Union,” he observed.

“If you want to rely on the EU, with all the efficiency of the bureaucracy in Brussels, ‘God help you’ is all I can say,” Bolton warned.

Le 29 novembre, à Varsovie, aura lieu une rencontre des ministres des Affaires étrangères de 16 pays d’Europe centrale, de l’Est et du Sud, y compris des pays du groupe de Visegrad. La lutte antiterroriste, la migration illégale, la criminalité organisée, la radicalisation des communautés et les menaces hybrides seront à l’ordre du jour. Dans une interview accordée à Sputnik, l'historien polonais Bohdan Pietka a confié que la rencontre viserait à contribuer à la résolution du problème de migration illégale . Pourtant, il s'est dit plutôt sceptique :

« S'il s'agit des autorités polonaises, elles soutiennent elles-mêmes la migration massive, mais légale, depuis l'Ukraine. Je suis sûr qu'elle peut engendrer les problèmes que l'on peut comparer à ceux que l'on observe dans les pays d'Europe occidentale avec des migrants d'Asie et d'Afrique, y compris la menace terroriste ».

Pietka affirme que c'est notamment suite au coup d'État politique en 2014 que l'activité des tendances nationaliste et chauviniste a augmenté :

« Ce n'est pas vrai qu'ils sont grandement antirusses, non, avant tout ils sont antipolonais. Maintenant, suite à la crise politico-sociale et les actions militaires à l'ouest du pays, le niveau de criminalité a brusquement augmenté, les structures criminelles possèdent un grand nombre d'armes. Personne ne sait combien il y en a et dans les mains de qui ».

C'est pour ça que M. Pietka considère que ses préoccupations sont bien réelles : avec une vague de migrants depuis l'Ukraine ce sont des gens armés qui peuvent arriver, qui sont capables de commettre des actes terroristes.

À la question de savoir ce que voulait dire menaces hybrides, il a répondu que dans ce cas il s'agissait de plusieurs notions à la fois :

« Je crois qu'il s'agit du soi-disant conflit entre la Russie et l'Ukraine, de la situation dans le Donbass et que officiellement la propagande polonaise appelle agression de la Fédération de Russie en Ukraine ».

Selon M. Pietka, ce ne sont que les autorités polonaises et les médias officiels qui sont russophobes. La politique antirusse de la Pologne ne peut aboutir qu'à son exclusion, si les pays occidentaux et les États-Unis essayent de rétablir de bonnes relations avec la Russie, y compris sur la question ukrainienne :

« Pourtant, l'exclusion de la République de Pologne existe déjà, ainsi, on peut se souvenir du 24 août lorsque (pour célébrer, ndlr) le jour de l'Indépendance (de l'Ukraine, ndlr) il n'y avait que le président de la Pologne, Andrzej Duda qui est allé en Ukraine. Petit à petit, l'occident essaye d'échapper au soutien de l'Ukraine, et la Pologne s'y est coincée ».

D'après l'expert polonais, l'augmentation des sentiments antirusses n'est pas bénéfique ni pour la Pologne, ni pour la société polonaise :

« Dans ce contexte, la politique polonaise basée sur la conception de Giedroyc est un anachronisme, dont l'essentiel est dans le rejet total de la Russie quoi qu'elle soit ? En fait, la normalisation des relations de Varsovie avec Moscou aurait pu être fructueuse ».

SEA OF HYUGA (NNS) -- USS Chief (MCM 14) and members of Mine Countermeasures Squadron (MCMRON) 7 staff joined Japan Maritime Self Defense Force (JMSDF) MCM units for combined operations in the final phases of the bilateral mine countermeasures exercise (MCMEX) 3JA, Nov. 24-28 .

MCMEX 3JA is part of an annual series of bilateral exercises held between the U.S. and Japan to increase proficiency and interoperability in mine countermeasure operations. For the first time, 3JA incorporated a U.S. mine sweeper and a U.S. mine warfare staff to increase the complexity and combined nature of the culminating phase of the exercise.

JMSDF forces and the U.S. Navy's Explosive Ordinance Disposal Mobile Unit (EODMU) 5 began the initial phases of the exercise, Nov. 20. EODMU 5 personnel, embarked on the mine sweeper tender JS Uraga (MST-463), focused on limpet mine neutralization, improvised explosive device (IED) tactics training, and helicopter casting with JMSDF counterparts.

"With each joint exercise, we enhance our ability to support each other and operate together as a unified force that is prepared when and where we are needed," said Capt. James Miller, commodore, MCMRON 7. "We are grateful for every opportunity to operate with the JMSDF and strengthen our combined mine countermeasure capabilities."

USS Chief sailed from its forward-deployed berth in Sasebo to participate in the exercise. The staff of MCMRON 7, headquartered in Sasebo, embarked on the mine sweeper tender JS Bungo (MST-464).

Throughout the exercise, forces have practiced unit-level mine countermeasures tactics to include sweeping, hunting and mine detection.

The exercise culminated in a combined phase in which U.S. forces and the JMSDF coordinated and communicated to clear a route for ships through a simulated minefield in one of the designated exercise areas.

MCMRON 7 and Chief are part of Amphibious Force 7th Fleet, the Navy's only forward-deployed amphibious force, headquartered at White Beach Naval Facility, Okinawa.

MEDITERRANEAN SEA (NNS) -- Arleigh Burke-class guided-missile destroyer USS Carney (DDG 64) completed its participation in the Turkish-led Exercise Mavi Balina 2016, Nov. 26, in the Mediterranean Sea .

Mavi Balina 2016 sought to improve the interoperability of participating nations by providing realistic training at sea, in order to improve interoperability and proficiency.

Quick Facts:

Participating nations included Pakistan, Romania, Turkey, the United Kingdom, and the United States. NATO Maritime Group 2, as well as observers from Algeria, Nigeria, and Georgia also participated.

During the first phase of the exercise conducted in Aksaz, Turkey, Nov. 19-22, participants met to conduct final planning and valuable interoperability training, as well as strengthen ties between each of the navies.

During the planning phase, Halvorsen hosted Rear Adm. Bulent Turan, commander, Turkish Submarine Group, aboard Carney for a tour. He visited with Rear Adm. Ali Cekic, commander, Naval Base Aksaz; and Rear Adm. Levant Kerim, commander, Southern Task Group. Additionally, members of Carney's wardroom attended multiple planning events and a reception held at the Turkish naval base in Aksaz.

Participating units got underway Nov. 23 to begin the exercise. While the main focus was on anti-submarine warfare, Mavi Balina 2016 also included simulated small boat attacks, anti-air warfare exercises, surface maneuvering drills, communication drills, and visit, board, search and seizure (VBSS) events. In total, 12 surface vessels, five submarines, and multiple aircraft from seven nations participated in the at-sea phase.

Carney participated in cross-decking between ships during the at-sea phase, which is a sharing of officers to strengthen relationships, build long-term links between future leaders, and enhance interoperability. While participating in Mavi Balina 2016, Carney sent officers to Charlottetown and Gelibolu. In turn, Carney hosted officers from these ships.

Carney, forward-deployed to Rota, Spain, is conducting a routine patrol in the U.S. 6th fleet area of operations in support of U.S. national security interests in Europe.

U.S. 6th Fleet, headquartered in Naples, Italy, conducts the full spectrum of joint and naval operations, often in concert with allied, joint, and interagency partners in order to advance U.S. national interests and security and stability in Europe and Africa.

NATO military exercises in Georgia destabilize safety in the region and prevent ensuring peace, Russian Foreign Ministry said Tuesday.

MOSCOW (Sputnik) — Earlier on Tuesday, Russian Deputy Foreign Minister Grigoriy Karasin met co-chairs on Geneva discussions on security and stability in Transcaucasia, Designated European Union Special Representative for the South Caucasus Herbert Salber and United Nations Representative in Georgia Antti Turunen.

"Russian side has drawn the attention of the co-chairs to the destructive influence of NATO drills held in Georgia on the safety in the region," the ministry's statement said.

The members of the meeting discussed the preparation for the next round of Geneva discussion, scheduled for December 13-14.

The November 10-20 NATO-Georgia Exercise at the Joint Training and Evaluation Center (JTEC) near Tbilisi involved more than 250 troops from 13 NATO member states and two partner countries.
