NAVY
  
 
BAE Systems San Diego Ship Repair, San Diego, California (N00024-16-D-4419); Continental Maritime of San Diego, San Diego, California (N00024-16-D-4420); and General Dynamics, National Steel and Shipbuilding Co., San Diego, California (N00024-16-D-4421), are being awarded firm-fixed price modifications to previously awarded indefinite-delivery/indefinite-quantity, multiple-award contracts to exercise option period two for the accomplishment of complex emergent and continuous maintenance and Chief of Naval Operations availabilities on amphibious ships (LPD, LSD, LHA and LHD) homeported in San Diego, California.  The exercising of these options ensures continued facilities and human resources capable of completing complex emergent and continuous maintenance, repair, modernization and Chief of Naval Operations maintenance availabilities on amphibious ships assigned to or visiting the port of San Diego, California. The option period two estimated cumulative ceiling value is $157,977,304.  Work will be performed in San Diego, California, and is expected to be complete by March 2019.  No funding will be obligated at the time of award.  Fiscal 2018 and 2019 operations and maintenance (Navy) funding will be obligated under each contract’s prospective delivery orders and will expire at the end of the current fiscal year. The Southwest Regional Maintenance Center, San Diego, California, is the contracting activity.
 
General Dynamics National Steel and Shipbuilding Co.-Bremerton, Bremerton, Washington, is being awarded a $33,197,750 modification to a previously awarded contract (N00024-14-C-4321) to exercise an option for repair and alteration requirements for USS Nimitz (CVN 68) fiscal 2018 drydocking planned incremental availability (DPIA).  This modification is awarded under contract line item number 0018 of the existing five-year contract for non-nuclear maintenance, repair and alterations of CVN 68- and CVN 78-class ships.  USS Nimitz will be undergoing a DPIA, which is an opportunity in the ship’s life cycle to conduct repairs and alterations.  The option will authorize the third major availability of the contract and entails modification and repair of ship equipment, hull and systems.  Work will be performed in Bremerton, Washington, and is expected to be completed by May 2019.  Fiscal 2018 operations and maintenance (Navy) funding in the amount of $33,197,750 will be obligated at time of award and will expire at the end of the current fiscal year.  The Puget Sound Naval Shipyard and Intermediate Maintenance Facility, Bremerton, Washington, is the contracting activity.
 
Raytheon Missile Systems, Tucson, Arizona, has been awarded a $16,944,750 modification to a previously awarded contract (N00024 17-C-5420) to exercise an option for Standard Missile-2 regrained dual thrust rocket motors.  Work will be performed in Camden, Arkansas, and is expected to be completed by December 2020. Fiscal 2018 operations and maintenance (Navy) funding in the amount of $16,944,750 will be obligated at time of award and will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.  (Awarded Jan. 12, 2018)
 
BAE Systems Technology Solutions and Services Inc., Rockville, Maryland, is being awarded $34,246,470 for modification P00024 to a previously awarded cost-plus-fixed-fee term contract (N00421-17-C-0028).  This modification exercises an option for an estimated 313,632 hours of technical services for the rapid design, development, customization, fabrication, integration, test and evaluation, installation, certification, maintenance and upgrade, logistic, and life cycle support of new and/or existing communication-electronic platforms, equipment/systems and subsystems.  These efforts are in support of the Naval Warfare Center Aircraft Division’s Special Communications Mission Solutions Division.  Work will be performed in St. Inigoes, Maryland (30 percent); Lexington Park, Maryland (25 percent); Chesapeake, Virginia (25 percent); Spring Lake, North Carolina (15 percent); and California, Maryland (5 percent), and is expected to be completed in December 2018.  Fiscal 2018 working capital (Navy) funds in the amount of $1,000,000 are being obligated on this award, none of which will expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity
 
CACI-ISS Inc., Chantilly, Virginia, is being awarded $18,232,339 for modification P00060 to a previously awarded cost-plus-fixed-fee term contract (N00421-15-C-0021).  This modification exercises an option for an estimated 224,761 hours of technical services for command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) in support of the Naval Warfare Center Aircraft Division’s Special Communications Mission Solutions Division.  Work will be performed in St. Inigoes, Maryland (50 percent); Lexington Park, Maryland (43 percent); Fayetteville, North Carolina (5 percent) and New Bern, North Carolina (2 percent), and is expected to be completed in August 2018.  No funds are being obligated at time of award.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.
 
Vigor Marine LLC, Portland, Oregon, is being awarded a $19,629,518 firm-fixed-price contract to prepare for and accomplish repair and alteration requirements for USS Kidd (DDG 100) Chief of Naval Operations scheduled, selected restricted availability (SRA) in support of the DDG-51-class destroyer ship repair program.  For U.S. Naval Surface Combatants – typical repair and maintenance work to be performed in SRA includes modernization ship alterations; blasting, painting and surface preparation for complete or touch-up preservation, freeboard, struts, rudders, running gear, ground tackle, and sea-chest; hull, mechanical and electrical; various interior tanks.  Work will be performed in Everett, Washington, and is expected to be completed by September, 2018. Fiscal 2018 operations and maintenance (Navy); and fiscal 2018 working capital (Department of Defense) funds in the amount of $19,629,518 will be obligated at time of award.  Funds in the amount of 19,000,938 will expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with one offer received. The Puget Sound Naval Shipyard and Intermediate Maintenance Facility, Bremerton, Washington, is the contracting activity (N4523A-18-C-0550).
 
BAE Systems Technology Solutions and Service, Rockville, Maryland, is being awarded $14,361,151 for modification P00039 to a previously awarded cost-plus-fixed-fee term contract (N00421-16-C-0035).  This modification exercises an option for an estimated 181,876 hours of life cycle support services and incidental materials for fielded communications-electronics equipment/systems and subsystems, including maintenance, logistic, and lifecycle sustainment.  These services are in support of the Naval Warfare Center Aircraft Division’s Special Communications Mission Solutions Division.  Work will be performed in Chesapeake, Virginia (30 percent); San Diego, California (19 percent); St. Inigoes, Maryland (15 percent); Panzer Kaserne, Germany (15 percent); Fayetteville, North Carolina (10 percent); Afghanistan (6 percent); Fort Walton Beach, Florida (3 percent); Fort Bliss, Texas (1 percent); and Homestead, Florida (1 percent), and is expected to be completed in September 2018.  No funds are being obligated at time of award.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.
 
Orbital ATK Inc., Defense Electronic Systems, Northridge, California, is being awarded $9,506,874 for cost-plus-fixed-fee delivery order N0001918F1673 against a previously issued basic ordering agreement (N00019-17-G-0011).  This delivery order provides for the non-recurring engineering for the design, development, and qualification of the Advanced Anti-Radiation Guided Missile (AARGM) anti-radiation homing (ARH) and millimeter wave (MMW) executive processor circuit card assembly as a form, fit, and functional replacement of the existing AARGM ARH and MMW in support of the Direct and Time Sensitive Strike Program Office.  This non-recurring engineering effort will mitigate existing cost and production issues associated with the existing AARGM ARH and MMW, as well as incorporate hardware for future expansion of capabilities.  Work will be performed in North Ridge, California (94 percent); Monterey, California (3 percent); and Moorpark, California (3 percent), and is expected to be completed in August 2020.  Fiscal 2017 weapons procurement (Navy) funds in the amount of $9,506,874 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.
 
U.S. TRANSPORTATION COMMAND
  


Air Transport International, Wilmington, Ohio, has been awarded a fixed-price, indefinite-delivery/indefinite-quantity with economic price adjustments and incentives contract (HTC711-18-D-CC16) and an initial task order (HTC711-18-F-1505) for combination passenger and cargo charter airlift services on contract HTC711-18-D-CC16. This contract provides global air charter transportation services utilizing part 121 aircraft configured to simultaneously transport both passengers and cargo. Services required include full planeload port-to-port airlift transportation services, commercial equivalent economy passenger services, 463L pallet cargo services and mission coordination. Work will be performed globally. Contract period of performance is Jan. 16, 2018, to Dec. 31, 2021; task order period of performance is Jan. 16, 2018, to Sept. 30, 2018. Fiscal 2018 transportation working capital funds in the amount of $40,700,565 were obligated at time of award. The contracting activity is U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Illinois.
 
MISSILE DEFENSE AGENCY
  
 
PeopleTec Inc.,* Huntsville, Alabama, is being awarded a $33,600,888 competitive, cost-plus-fixed-fee contract for advisory and assistance services for international engineering in support of technical, engineering, advisory and management support. This contract covers systems engineering activities for international programs and the Ballistic Missile Defense System (BMDS) to defend regional interests, allies, and deployed forces against ballistic missile threats. The work will be performed in Huntsville, Alabama; Fort Belvoir, Virginia; and Tel Aviv, Israel, with an estimated completion date of January 2023. This contract was competitively procured via publication on the Federal Business Opportunities website with three proposals received. Fiscal 2018 research development test and evaluation funds in the amount of $201,000 are being obligated at time of award. The Missile Defense Agency, Huntsville, Alabama, is the contracting activity (HQ0147-18-C-0016).
 
AIR FORCE
  
 
Aerojet Rocketdyne Inc., Rancho Cordova, California, has been awarded a $20,000,000 basic indefinite-delivery/indefinite-quantity, hybrid cost-plus-fixed-fee and firm-fixed-price contract for advanced rocket technology, specifically solid boost technology. This contract provides a vehicle the Air Force can use to establish task orders, which can be used to advance solid rocket motor technologies, and addresses technical needs for next-generation strategic, tactical and spacecraft propulsion systems. Work will be performed in Rancho Cordova, California, and is expected to be complete by Jan. 18, 2023. This award is the result of a competitive acquisition and two offers were received. Fiscal 2017 research, development, test and engineering funds in the amount of $925,048 are being obligated at the time of award. Air Force Test Center, Edwards Air Force Base, California, is the contracting activity (FA9300-18-D-0002).
 
ARMY
  
 
PowerSecure Inc., Wake Forest, North Carolina, has been awarded an $18,912,443 modification (P00006) to contract W912EP-18-C-0003 to repair and restore the electric power grid in Puerto Rico. Work will be performed in San Juan, Puerto Rico, with an estimated completion date of March 8, 2018. Fiscal 2018 Federal Emergency Management Agency funds in the amount of $18,912,443 were obligated at the time of the award. U.S. Army Corps of Engineers, Jacksonville, Florida, is the contracting activity.
 
WASHINGTON HEADQUARTERS SERVICES  

 
QualX Corporation, Springfield, Virginia, is being awarded an $8,918,675 firm-fixed-price contract. The contract will provide information management and information access support services for Washington Headquarters Services.  Work performance will take place in Arlington, Virginia; and Springfield, Virginia.  Fiscal 2018 operations and maintenance funds are being obligated at the time of the award.  The expected completion date is Jan. 16, 2022.  Washington Headquarters Services, Arlington, Virginia, is the contracting office (HQ0034-17-C-0022).

Carrefour, dont l'année 2017 a été de son propre aveu "globalement difficile", doit annoncer mardi un nécessaire "plan de transformation", conçu dans le plus grand secret, et faisant craindre aux syndicats d'importantes réductions d'effectifs.

"Silence", voire "black-out" complet de la part de la direction du géant français de la distribution: la colère gronde chez les syndicats, après des mois d'attente saturés de "bruits de couloir".

Tous les syndicats craignent des réductions d'effectifs, même si aucun chiffre précis ne devrait être dévoilé mardi, les instances représentatives du personnel devant en être informées au préalable.

La CGT estime néanmoins à "au moins 10.000" le nombre d'emplois menacés, soit près de 10% des 115.000 salariés du groupe en France fin 2017. Rien qu'au niveau des sièges de Massy et Boulogne, son représentant Philippe Allard évoque "plus de 1.200" suppressions de postes (sur 3.500 à 4.000, selon lui).

Avant même l'annonce du plan, FO, premier syndicat du groupe, a pour sa part annoncé une grève le 8 février.

"Nous avons été relativement silencieux ces derniers mois, la nouvelle direction s'étant immergée en profondeur dans l'entreprise, dans l'optique de l'annonce du plan de transformation", admettait mercredi le directeur financier de Carrefour, Matthieu Malige.

Malgré un chiffre d'affaires annuel en hausse de 3%, à 88,24 milliards d'euros, le groupe a annoncé ce jour-là avoir dû réviser à la baisse sa prévision de résultat opérationnel courant (ROC) pour l'année 2017, qualifiée de "globalement difficile".

- "ambiance délétère" -

Silencieuse, voire secrète, la nouvelle direction de Carrefour, arrivée depuis cet été dans la foulée de la nomination d'Alexandre Bompard - ex-Fnac -, surprend.

Le 14 novembre dernier, dans un communiqué de presse lapidaire, le groupe annonçait qu'il retardait de plus de deux mois l'annonce de son plan de relance, initialement prévu pour la fin de l'année 2017, sans explication officielle, si ce n'est le fait de "laisser passer les fêtes de fin d'année" dans la sérénité pour son personnel.

A chaque tentative de la presse de deviner de quel bois sera fait ce plan, même réponse de la part de la direction: "pas de commentaire".

"Cela fait six mois que Carrefour vivote, tous les investissements sont bloqués", souligne Philippe Allard, de la CGT, tandis que Sylvain Macé (CFDT) décrit une "ambiance délétère".

Suppressions d'emplois ou pas, d'autres annonces sont attendues dès mardi: passage en location-gérance de plusieurs hypermarchés (cinq confirmés, une quarantaine potentiellement visés), accélération de ce format pour les supermarchés, fusion des sièges, fermeture de magasins de proximité (ex-Dia)...

- "attente très forte" -

Selon les analystes de la Société Générale, "réduire les coûts est un élément déterminant" de transformation de la stratégie, la banque évoquant la "possibilité d'économiser 700 millions d'euros en France sur trois ans".

La banque avance aussi comme pistes une réduction des prix pratiqués par le distributeur "de l'ordre de 2% en moyenne" pour réduire son retard sur le concurrent Leclerc, ou le retrait du groupe de Chine.

Alexandre Bompard devrait également annoncer un "plan de numérisation global" de l'entreprise, notoirement en retard sur le sujet, selon un expert du secteur joint par l'AFP, car "une mutation complète" est nécessaire.

Autre inquiétude: l'évolution de l'actionnariat du groupe, qui a de "moins en moins d'actionnaires historiques" selon FO, après l'arrivée au capital des banques américaines JP Morgan et Bank of America, qui détiennent "aujourd'hui 12%" du capital.

Justement, les actionnaires ont mandaté Alexandre Bompard pour qu'il transforme en profondeur l'entreprise, quitte à provoquer un "choc des cultures", comme il avait pu le faire à la Fnac, au moment du rachat de Darty, analyse notre expert.

Alexandre Bompard a "créé une attente très forte" chez le personnel, quand à l'avenir du groupe, prévient Sylvain Macé de la CFDT, "il n'a pas intérêt à se louper".

I just read the article from Wolf Street that you linked to regarding big banks using biometrics. That's the "front-end" technology. What they're going to use as the "back-end" technology for the identification (read Mark of the Beast) technology is blockchain. Take a look at the article that appeared on Wolf Street just a couple of days previously to the biometric article:

Once your ID becomes invalidated on the blockchain, you'll never be able to perform another transaction, no matter how small or large, with any business or bank. When tied into biometrics, it's a recipe for disaster. (As the biometrics article pointed out, biometrics are easier to hack than passwords. And biometrics change over time. But that aside, biometrics are a bad idea and always have been.) Now, tie that into the national emergency Executive Order Pres. Trump just signed regarding blocking people from their assets, all at the discretion of the Secretaries of Treasury and State, and we have the real potential for a true "Enemy of the State" situation. I could easily see an Elizabeth Warren or Bernie Sanders administration invalidating all registered Republicans' IDs with the flip of a switch. "Oh, it was a mistake by one of our contractors" (read Trump's Twitter feed being turned off for 11 hours), but by then it's too late. People's financial situations would be destroyed before the situation could ever be fixed. All the more reason to learn bartering.

Josh Sigurdson talks with author and economic analyst John Sneisen (for the first time in 4K) about an incredibly risky move made by Barclays as they dump 280,000 savers' pensions into their "riskier investment banking division" which dramatically endangers the pensions.

Alongside the massive shortfalls we see in pension plans throughout the world (all ponzis), banks are risking people's savings. If your money's in the bank, its not yours, it's the bank's. So with that point made, one has to understand that banks make profits off of investing their depositors' money in risky ventures. They don't have to promise you the money back. They can lose it and the insurance on that money is incredibly minimal. A far cry from the old savings and loans banks.

People are basically forced to be involved in these banker ponzi schemes by losing a chip of each pay check to be thrown into pension plans that they do not choose where banks invest in risky assets and ventures. The upside is minimal and young people are likely to never get a pension. People are working to older ages than they have in the past. People are in debt. The biggest consumers (baby boomers) are going into debt. This is all very hazardous.

People have to as individuals be financially responsible and self sustainable. Being responsible for your own life and finances is incredibly important. Of course this is not advice, but our opinion. But it goes without saying. Humanity is intrinsically free, but then so many of us are tricked into these schemes. Thinking that the bank and government needs to take care of us when we are much better off taking care of ourselves. Saving for ourselves. Putting our money in our own investment strategies. Our own assets. Our own wealth insurance. This all comes down to individualism.

So we hope people learn from these risks and do what they can to plan for themselves, because a populace in debt is a populace in servitude.

President open to group talks with TPP members; warns against 'unfair' trade

DAVOS, Switzerland -- U.S. President Donald Trump hinted Friday that he may be willing to bring America back into the Trans-Pacific Partnership trade agreement in a speech here that also emphasized the need for fair and reciprocal trade.

Trump, the first sitting U.S. president to attend the World Economic Forum since Bill Clinton in 2000, devoted much of his address to trade issues.

"The United States is prepared to negotiate mutually beneficial, bilateral trade agreements with all countries," including the "very important" nations in the TPP, he said. "We have agreements with several of them already. We would consider negotiating with the rest, either individually, or perhaps as a group, if it is in the interests of all."

This represents a pivot for Trump, who ordered the withdrawal of the U.S. from the Pacific Rim trade and investment pact shortly after his inauguration a year ago, instead focusing on bilateral agreements where Washington could better use its leverage. The 11 remaining member countries have since retooled the deal into the Comprehensive and Progressive Trans-Pacific Partnership.

Trump provided no specific timeline for new negotiations.

The president also warned that the U.S. "will no longer turn a blind eye to unfair economic practices" by trade partners, including intellectual property theft and excessive government subsidies. Such behaviors are "distorting the global markets," he said.

The comment was likely meant as a shot across the bow of China, with which the U.S. has a massive trade deficit. Washington is moving to remedy the imbalance with steps including higher tariffs.

"We support free trade, but it needs to be fair and it needs to be reciprocal," Trump said.

Trump essentially offered the prospect of a return to the TPP, first mentioned Thursday in an interview with American broadcaster CNBC, as a gift to Davos attendees worried about the U.S. turning its back on international cooperation.

If America rejoined the pact for which it was once a standard-bearer, the free trade agreement would become the world's largest by far, with members accounting for nearly 40% of global gross domestic product, up from 13% under current membership.

The TPP is a comprehensive framework that includes not just tariff cuts, but also complex international rules governing such areas as intellectual property and e-commerce. It was meant to let the U.S. and Japan set down rules of the road for modern trade as well as curb China's efforts to use its economic heft to build a rival sphere of influence.

Trump's criticism of Beijing over violations of intellectual property rights suggests that his administration's stance has moved closer to the ideas behind the TPP.

The pivot also comes amid fretting by American industry about the retooled pact. The new agreement, rebuilt around the hole left by Washington's departure, would let member nations reap the benefits of lower tariffs while leaving the U.S. out in the cold.

Agricultural and other industry trade groups, key support blocs for Trump's Republican Party, have repeatedly lobbied the White House to rejoin the TPP, fearing the prospect of losing ground in Asian markets. With a midterm election coming up in the fall, Trump likely saw this as a necessary concession.

The president said in the CNBC interview that he would only be open to joining a reworked TPP, calling the deal in its previous form "horrible." The administration's top priority is narrowing a trade deficit in goods that exceeds $700 billion annually. Renegotiating the agreement might put pressure on countries to reduce trade imbalances with the U.S., giving an unpopular administration a victory to point to ahead of an election where the Republicans could face big losses.

But this may not prove as much of a change of heart as it seems. The administration has shown little sign that the idea of a return to the TPP has been fully thought through. Other U.S. officials did not seem to be on the same page as Trump at Davos, with Treasury Secretary Steven Mnuchin on Wednesday calling the U.S. "fans of bilateral trade agreements."

Trump campaigned on opposition to the TPP, and the working-class voters who form the core of his support are hostile to free trade agreements, arguing that they have let Asia and Mexico steal jobs. A senior U.S. official stressed that Trump's view of the TPP as a "terrible" deal has not changed, seeking to reassure the president's base ahead of the election.

The Japanese government, which has spearheaded the effort to rework the TPP, intends to continue for now with plans to sign the CPTPP in March while it tries to work out what the White House wants.

"We'll explain the significance of the TPP and confirm Mr. Trump's intentions," Deputy Chief Cabinet Secretary Yasutoshi Nishimura told reporters Friday.

Tokyo is taking seriously what some may dismiss as another off-the-cuff remark by the U.S. president. "He was asked twice about the TPP and gave roughly the same answer," a Japanese negotiator said.

But while Japan welcomes a possible U.S. return to the TPP fold, neither it nor other member countries are interested in renegotiating the deal. The original version, on which a broad agreement was reached in 2015, carefully balanced the interests of each of the 12 nations involved. Revising one part could set off a flurry of demands for more changes, bringing down the fragile edifice.

C'est le vol de ce type le plus important de l'histoire : la plateforme de trading Coincheck a reconnu avoir été victime d'un vol de 500 millions d'unités de la cryptomonnaie NEM, ce qui équivaut à environ 430 millions d'euros.

La plateforme d'échange basée au Japon Coincheck, spécialisée dans le trading de cryptomonnaies, a tenu une conférence de presse dans la soirée du 26 janvier annonçant avoir été victime d'un vol concernant la cryptomonnaie NEM. Selon le journal japonais Asahi Shinbun, il s'agit du plus important vol de ce type de l'histoire, puisqu'il se chiffre à 500 millions de NEM, soit l'équivalent au cours actuel d'un peu plus de 530 millions de dollars (ou environ 430 millions d'euros).

L'entreprise n'a pas apporté beaucoup d'éclairage concernant le vol, affirmant ne pas savoir comment il avait pu se produire, ni d'où il provenait. Plus tôt dans la journée, Coincheck avait contacté les autorités financières japonaises pour signaler un important retrait de sa plateforme, qu'elle soupçonnait illégal.

Dans la foulée, Coincheck avait annoncé avoir suspendu tout dépôt et retrait de NEM, puis de toutes les cryptomonnaies sur sa plateforme, créant une vague d'inquiétude parmi ses clients.



Interrogé par le site spécialisé cryptonews.com, le président de la fondation NEM, Lon Wong, a pour sa part tenu à souligner que ce vol n'avait rien à voir avec la technologie de la cryptomonnaie, mais était dû au manque de mesures de sécurité mises en place par la plateforme d'échange.

  Face aux demandes d'Eurostat, l'Insee avait déjà refusé de comptabiliser la prostitution relevant des réseaux, estimant que le consentement des prostituées n'était "probablement pas vérifié". "Sur ce point, nous maintenons notre position", a indiqué Ronan Mahieu, le chef du département des comptes nationaux de l'institut public. (Crédits : THIERRY ROGE) A la demande d'Eurostat, plusieurs pays (Espagne, Royaume-Uni, Italie...) ont décidé d'intégrer de nouvelles normes de calcul du PIB. A chaque fois, cela s'est traduit par une révision à la hausse de leur produit intérieur brut. Même si elle a le souci d'aligner les statistiques de la France sur celles de ses voisins européens, l'Insee s'est refusé à intégrer la prostitution (de "réseaux"), estimant qu'il ne s'agissait probablement pas de "transactions commerciales consenties librement". Le PIB est censé mesurer la croissance d'un pays, la quantité de richesses produites chaque année (et non pas son patrimoine, la richesse accumulée au cours des années précédentes). Et la réflexion autour des éléments à prendre en compte dans le calcul du PIB pour avoir l'image la plus juste ne date pas d'hier. Exemple, en 2013, les Etats-Unis avaient ouvert la voie d'un changement en décidant de prendre en compte un élément-clef de la croissance dans les économies occidentales : les nouvelles technologies, l'immatériel.

Mais fallait-il intégrer le trafic de drogue voire la prostitution dans ce calcul du PIB? Après plusieurs années de débat, l'Insee a tranché en décidant d'appliquer une demande en ce sens de l'Europe, qui pourrait entraîner une révision en "légère hausse" du produit intérieur brut français.

Objectif : aligner les statistiques françaises sur celles des autres
 
L'institut national de la statistique et des études économiques (Insee) va "tenir compte de la consommation de stupéfiants et des activités liées à cette consommation sur le territoire national", a annoncé mardi l'organisme public, dans un communiqué consacré à une série de modifications comptables actées par l'institut.

Cette prise en compte, faite "à la demande" de l'institut européen des statistiques Eurostat et destinée à aligner les statistiques françaises sur celles "des autres pays européens", entraînera "une révision en très légère hausse du niveau du PIB", ajoute l'Insee dans son communiqué.

La révision portera sur l'ensemble des résultats, depuis 1947.
 
Interrogé par l'AFP, le chef du département des comptes nationaux de l'institut public, Ronan Mahieu, a assuré que ces nouvelles données seraient intégrées aux chiffres du PIB révisés et détaillés, qui seront publiés en mai. La révision portera "sur l'ensemble des résultats" publiés par l'Insee, c'est-à-dire depuis 1947.

Prostitution, des "transactions librement consenties" ? Non, dit l'Insee
 
La décision de l'Insee fait suite à un long débat lancé par Eurostat en 2013. L'institut statistique européen avait alors demandé aux États-membres d'intégrer le trafic de drogue et la prostitution dans leurs statistiques nationales, estimant qu'il s'agissait de transactions commerciales consenties librement.

L'objectif était d'harmoniser les données fournies par les pays européens, ces activités étant considérées comme légales dans certains États, à l'image des Pays-bas, ce qui gonfle leur PIB, et illégales dans d'autres.

Suite à la demande d'Eurostat, plusieurs pays ont décidé d'intégrer ces nouvelles normes, à l'image de l'Espagne, du Royaume-Uni et de l'Italie. Ce nouveau système de compte s'est à chaque fois traduit par une révision à la hausse de leur produit intérieur brut.

Jusqu'ici, l'Insee n'avait modifié que le RNB pas le PIB
 
L'Insee avait de son côté, à partir de septembre 2014, déjà accepté de prendre en compte les ressources issues du trafic de drogue dans le "revenu national brut" (RNB), destiné principalement à déterminer la contribution de la France au budget de l'Union européenne, mais pas dans le PIB, mesure comptable qui fait référence dans le débat public.

L'organisme public avait par ailleurs refusé de comptabiliser la prostitution relevant des réseaux, estimant que le consentement des prostituées n'était "probablement pas vérifié". "Sur ce point, nous maintenons notre position", a indiqué Ronan Mahieu.

Mais la prostitution dite "discrète" était, elle, déjà bien intégrée dans le PIB. Le directeur des études et synthèses économiques à l'Insee, Éric Dubois, avait souligné en juin 2014:

"Tout ce qui est de la prostitution discrète, c'est-à-dire de la prostitution qui se cache derrière d'autres activités, on considère qu'on le prend déjà en compte" de même que la fraude fiscale et le travail au noir, qui représentent "autour de 4 points de PIB".



Il précisait toutefois :

"Il y a aussi une prostitution de rue qui est plutôt le fait de réseaux de mafieux et relève plutôt de la traite de personnes en situation irrégulière etc. Pour le coup, le critère de consentement mutuel n'est probablement pas vérifié", ce qui conduit l'Insee à ne pas l'intégrer dans ses mesures.

Lockheed Martin Rotary and Mission Systems, Manassas, Virginia, is being awarded a $16,190,955 cost-plus-incentive-fee and cost only modification to a previously awarded contract (N00024-13-C-5225) to incrementally fund engineering to support the continued development, integration, and production of the Navy’s AN/SQQ-89A(V)15 Surface Ship Undersea Warfare System.  The AN/SQQ-89A(V)15 is the Surface Ship Undersea Warfare (USW) combat system with the capabilities to search, detect, classify, localize and track undersea contacts, and to engage and evade submarines, mine-like small objects and torpedo threats.  The contract is for development, integration and production of future advanced capability build and technical insertion baselines of the AN/SQQ-89A(V)15 USW Systems.  Work will be performed in Lemont Furnace, Pennsylvania (37 percent); Syracuse, New York (24 percent); Manassas, Virginia (17 percent); Clearwater, Florida (9 percent); Oswego, New York (5 percent); Hauppauge, New York (5 percent); and Tewksbury, Massachusetts (3 percent), and is expected to be completed by May 2018.  Foreign military sales; fiscal 2010, 2013, 2014, 2016, 2017 and 2018 shipbuilding and conversion (Navy); fiscal 2017 other procurement (Navy); fiscal 2018 operations and maintenance (Navy); and fiscal 2018 research, development, test and evaluation funding in the amount of $16,190,955 will be obligated at the time of award and funds in the amount of $646,294 will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.
 
Kollsman Inc., Merrimack, New Hampshire, is receiving $15,923,856 for delivery order M67854-18-F-1312 to the previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the purchase of 453 Common Laser Range Finder – Integrated Capability (CLRF-IC) systems and objective lens covers.  Work will be performed at Merrimack, New Hampshire, and is expected to be completed by Dec. 30, 2019.  Fiscal 2018 procurement (Marine Corps) funds in the amount of $15,923,856 will be obligated at time of award and will not expire at the end of the current fiscal year.  The contract was competitively awarded via the Federal Business Opportunities website, with three offers received.  The Marine Corps Systems Command, Quantico, Virginia, is the contracting activity (M67854-15-D-6001).
 
Asturian Group Inc., Virginia Beach, Virginia, is being awarded an $8,636,460 firm-fixed-price contract for repair and renovation to the Navy Gateway Inn and Suites Building 241 at Naval Air Station Oceana, Dam Neck Annex.  The work to be performed provides for the renovation of Building 241 to repair deficiencies throughout the facility and provide building and site upgrades including; but not limited to, an elevator addition, lobby renovation, building entry canopies, smoking gazebo, storage shed, and incidental related work.  Interior renovation work includes new architectural finishes throughout the building, new heating, ventilation and air conditioning system, plumbing and electric upgrades, and a new fire alarm system.  Work will be performed in Virginia Beach, Virginia, and is expected to be completed by February 2019.  Fiscal 2017 non-appropriated funds (Navy) in the amount of $8,636,460 are obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via select bidders list in accordance with Naval Facilities Acquisition Standards 36.2102 non-appropriated funded contracts waiving Federal Acquisition Regulation Part 6, with three proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-18-C-1101).
 
Lockheed Martin Corp., Lockheed Martin-Rotary and Mission Systems, King of Prussia, Pennsylvania, is being awarded $7,856,249 for cost-plus-fixed-fee delivery order N0001918F2391 against a previously issued basic ordering agreement (N00019-15-G-0057).  This delivery order provides for the management, sustainment, and upgrade of the Tactical Tomahawk Weapons Control System (TTWCS) software product baseline.  This delivery order also provides for the procurement of requirements definition, design and development, system development activities, security and sustainability builds, and system and software documentation of new and existing TTWCS software.  Work will be performed in King of Prussia, Pennsylvania (98 percent); and Patuxent River, Maryland (2 percent), and is expected to be completed in January 2019.  Fiscal 2018 other procurement (Navy); fiscal 2018 research, development, test and evaluation; fiscal 2018 operations and maintenance (Navy); and foreign military sales funds in the amount of $7,406,496 will be obligated at time of award, $1,321,550 of which will expire at the end of the current fiscal year.  This order combines purchase for the Navy ($5,630,504; 77.4 percent); and the government of the United Kingdom ($1,775,992; 22.6 percent), under the Foreign Military Sales program.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

The Boeing Co., doing business as Boeing Defense Space and Security, St. Louis, Missouri, has been awarded a $195,013,749 fixed-price-incentive-firm modification (P00006) to previously awarded contract FA8213-17-F-1001 for Joint Direct Attack Munition (JDAM) tail kits. This modification brings the total cumulative face value of the contract to $927,581,526 and provides for the production of additional JDAM tail kits. Work will be performed in St. Louis, Missouri, and is expected to be complete by Jan. 30, 2020. Akima Intra-Data LLC,* Herndon, Virginia, has been awarded a $15,096,765 firm-fixed-price modification (P00013) to previously awarded FA4814-17-C-0002 for civil engineer services. This contract provides for non-personal services for continued operational support and civil engineer services, including engineering, environmental, operations, maintenance and emergency management. Work will be performed at MacDill Air Force Base, Florida, and is expected to be complete by April 30, 2019. This award is the result of a competitive acquisition and two offers were received. Fiscal 2018 operations and maintenance funds in the amount of $15,096,765 will be obligated at the time of award. Lockheed Martin Corp., Lockheed Martin Aeronautics, Fort Worth, Texas, has been awarded a $13,352,049 cost-plus-fixed-fee modification (P00045) to previously awarded contract FA8615-12-C-6016 for a variety of support to the Taiwan F-16 Peace Phoenix Rising program. The contract modification is for additional work identified during performance of the aircraft modification program, use and maintenance of product support aircraft, aircraft fuel, and support necessary for the successful completion of flight test. WASHINGTON (NNS) -- The Department of the Navy released its proposed $194.1 billion (Base and Overseas Contingency Operations (OCO)) budget Feb. 12, for fiscal year (FY) 2019.

This budget is part of the $716 billion (Base and OCO) defense budget President Donald Trump submitted to Congress the same day.

Deputy Assistant Secretary of the Navy for Budget, Rear Adm. Brian Luther, briefed media during a Department of Defense press conference on the Navy and Marine Corps portion of the budget.

"Our ability to complete our mission rests on the entire Navy and Marine Corps team - Sailors and Marines, Active Duty and Reserve, our Civilian teammates and all our families," said Luther. "The Department is grateful for the increased funding and has worked diligently in this request to ensure the funding provided protects and sustains the readiness gains of FY18 and creates a balanced warfighting force with the capabilities needed for the fight and the capacity to win the fight."

This year's budget request is focused on restoring wholeness by growing the readiness, capability and capacity of the Navy and Marine Corps in an effort to build a more lethal, resilient and agile force to deter and defeat aggression by great power competitors and adversaries in all domains across the conflict spectrum. This force is necessary to fulfill the maritime responsibilities articulated in the National Defense Strategy.

Wholeness will be achieved by focusing on six specific dimensions: building a bigger, better, networked, talented, agile and ready fleet.

This budget includes a $63.4 billion (base and OCO) request for operation and maintenance, funding the maximum executable amounts for ship depot maintenance, aviation depot maintenance and the flight-hour program. The operation and maintenance request represents an emphasis on the importance of restoring wholeness to build capacity and improve lethality in the future.

The submission will build on current programs and invest in innovation to enable the Navy to compete in a fast-paced, complex global maritime environment - today and in the future. The submission includes a $58.5 billion (base and OCO) procurement budget that would buy 10 new ships and 54 ships across the Future Years Defense Plan (FYDP) and invest in high-tech systems including unmanned, cyber and directed energy weapons.

The 10 new ships the budget would purchase include three Arleigh Burke-class destroyers, two Virginia-class submarines, one littoral combat ship and one expeditionary staging base to prioritize stability in major combatant shipbuilding as the fleet continues to grow. Additionally, the budget funds the construction of 120 aircraft in FY19 and 655 aircraft across the FYDP

By fully funding the Columbia-class SSBN program, the FY19 budget maintains the Navy's commitment to providing the nation with a credible and survivable sea-based strategic deterrent.

In order to meet dynamic changes in the security environment of today, this year's submission includes $18.6 billion for research and development, supporting the Navy-Marine Corps team of the future through technological advantages designed to counter adversaries in all environments and across all spectrums.

The budget supports our personnel by funding career-development initiatives and providing a 2.6 percent pay increase, while developing and procuring the most cutting-edge platforms and weapons available. It also continues to invest in Sailor 2025, to promote the transformation of internal business processes to improve service to Sailors, increase organizational agility and responsiveness and reduce cost.

Lastly and equally important, the Department of the Navy (DON) remains fully committed to the audit effort and transforming our business culture by adopting strong internal controls consistent with industry standards. Internal processes and programs were reviewed to achieve reform and funding savings over $5 billion across the FYDP. Our reform efforts continue to focus on improving organizational effectiveness; eliminating, restructuring or merging activities; and workforce management.

Le président américain Donald Trump est favorable à un renforcement du contrôle des antécédents lors de l'achat d'une arme à feu, a indiqué lundi la Maison Blanche, quelques jours après une fusillade meurtrière dans un lycée de Floride.

"Tandis que les discussions se poursuivent et que des modifications sont envisagées, le président soutient les efforts pour améliorer le système fédéral de contrôle des antécédents", a précisé la porte-parole de l'exécutif Sarah Sanders, dans un communiqué.

"Le président a parlé vendredi avec le sénateur (républicain John) Cornyn au sujet du projet de loi bipartisan que le sénateur (démocrate Chris) Murphy et lui ont présenté pour améliorer la législation fédérale" sur le contrôle des antécédents criminels, a-t-elle poursuivi.

Nikolas Cruz, un ancien élève du lycée Marjory Stoneman Douglas de Parkland, au nord de Miami (Floride), a ouvert le feu au fusil semi-automatique mercredi dans les couloirs de l'établissement, faisant 17 morts dont une majorité d'adolescents.

Agé de 19 ans, il avait obtenu l'autorisation d'acheter son arme malgré des signalements pour comportement violent.

Un projet de loi, porté par les deux sénateurs mais concocté par un groupe de parlementaires républicains et démocrates, a été présenté en novembre "pour s'assurer que les autorités fédérales et locales appliquent la législation existante et signalent correctement les casiers judiciaires pertinents au Fichier national de vérification instantanée du casier judiciaire (NICS)", selon un communiqué diffusé à l'époque.

C'est ce fichier que les armuriers doivent impérativement consulter avant de vendre une arme, afin de vérifier le casier judiciaire de l'acheteur, et s'il a le droit d'en acquérir une.

Lors d'une courte allocution télévisée jeudi, le président Donald Trump n'a prononcé "arme à feu" à aucun moment mettant plutôt l'accent sur la nécessité de repérer les personnes souffrant de problèmes psychiatriques.

In the aftermath of the recent American massacre at a high school in Parkland, Florida, CBN Founder Pat Robertson is coming out in favor of "sensible" gun control measures.

On the 700 Club Tuesday, Robertson said it's time to ban certain guns and work toward better background checks based on mental health:
"Ladies and gentlemen, I am a gun owner, I have hunted, I have shot skeet, I have gotten awards when I was in the Marine Corps for shooting. I've got no opposition whatsoever to shooting, but for heaven's sakes, I don't think that the general population needs to have automatic weapons. It just doesn't have to have Russian-built or Chinese-built machine guns. It just doesn't. I mean it's one thing to defend yourself with a pistol or a shotgun to hunt with..."

"I think we can ban those things without too much trouble. And they have what they call bump-stocks...that you hit it and it goes automatic. I mean, we can stop that."

"And then there has to be some medical background check. If somebody is seeing a psychiatrist, is on medication, he or she needs to be prohibited from being turned loose on the general population."

"It's just got to be sensible."

"But as far as the right of the people to keep and bear arms, the Second Amendment, we're all for it."

President Trump confirmed on Friday that he would support stricter firearms regulations, including a proposal to strengthen the federal background check system and raising the minimum age for buying a semi-automatic weapon to 21 - something the powerful National Rifle Association has said it opposes.



Trump also reiterated his support for training members of school staffs to carry concealed weapons:

But, as Bloomberg reports, The White House is considering the idea of using restraining orders to take firearms away from people considered "dangerous" as part of its response to last week’s massacre at a Florida high school, two people familiar with the matter said.

Under extreme risk protection orders, which are also known as red flag laws or gun violence restraining orders, firearms can be confiscated from people found to be at risk.


As The New Yorks Times reports, it is difficult to measure the effectiveness of red flag laws, in part because it is impossible to count mass shootings, or other tragedies, that were avoided.

“WE CANNOT RISK ANOTHER YOUNG LIFE BECAUSE OF INACTION”: JESUITS CALL FOR LEGISLATION BANNING SALE OF ASSAULT WEAPONS


February 21, 2018 — For the last 50 years, Fr. Bill Muller, SJ, executive director of the Jesuit Schools Network, the organization that represents the 84 Jesuit middle and secondary schools in the U.S. and Canada, has devoted his life to Jesuit education. He’s helped nurture thousands of young people and witnessed the sacrifice of teachers who have devoted their lives to helping students fulfill their dreams. A prominent Jesuit educator, Fr. Muller this week added his name to the growing outcry over yet another school massacre, saying, “We have to do something. We cannot risk other young lives being wasted.”

In a letter today to Congress and President Trump, Fr. Muller called for legislation that would ban the sale of assault weapons and high-capacity ammunition magazines and require a background check for gun sales. His support for this legislation echoes the U.S. Catholic Bishops in their 2016  statement “A Mercy and Peacebuilding Approach to Gun Violence."

Offering prayers and support to the family and friends of those killed last week in Parkland, Florida, Fr. Muller wrote, “The deaths of innocent children and their teachers are the hardest to bear in this terrible trend of violence. We stand with so many voices against the proliferation of guns in our country.”

“Columbine, Virginia Tech, Newtown, Parkland — and others. They are the names of our shame as a nation. We cannot risk another young life because of our inaction,” Fr. Muller concluded.
