CENTRAFRIQUE : L'ONU DEMANDE A LA MINUSCA UNE MEILLEURE PROTECTION DES CIVILS

Libreville - Une enquête interne de l'ONU réalisée fin 2017 recommande un changement de stratégie de la Mission de l'ONU en Centrafrique (Minusca) pour une meilleure protection des civils, selon un communiqué sur ses conclusions reçu vendredi par l'AFP.

"La Minusca devrait revoir sa stratégie de protection des civils pour s'assurer que sa réponse opérationnelle soit mieux adaptée", explique le communiqué sur l'enquête indépendante, diligentée par le Département des opérations de maintien de la paix de l'ONU.

La Minusca, déployée en 2014 et qui n'a su endiguer un nouveau cycle de violences depuis fin 2016, est souvent prise à parti en Centrafrique.

Cette enquête a été demandée par Jean-Pierre Lacroix, secrétaire général adjoint pour les opérations de paix des Nations unies, après les violences meurtrières survenues dans le sud-est de la Centrafrique entre mai et août 2017, selon le communiqué final.

En mai, la ville de Bangassou avait été attaquée par des milices anti-balaka (prétendant défendre les chrétiens contre d'autres groupes armés à dominante musulmane), et en août, Gambo, à une centaine de km de Bangassou, avait été prise pour cible. Ces attaques avaient fait des dizaines de morts civils, malgré une présence proche des Casques bleus de la Minusca.

"Un certain nombre de carences ont été identifiées quant à l'entraînement des troupes et policiers de pays contributeurs et leur compréhension de la protection des civils", dit le texte. Celui-ci appelle à une révision des entraînements des troupes afin d'"assurer une bonne compréhension des exigences de la protection des civils" et avance plusieurs recommandations.

Les responsables des opérations de maintien de la paix de l'ONU sont désormais en contact avec les pays fournissant des troupes et des forces de police "afin de s'assurer que ces mesures sont mises en place", a indiqué à New York un porte-parole de l'ONU, Farhan Haq. Faute de quoi, ils "décideront au moment opportun de toute mesure supplémentaire à adopter", a-t-il poursuivi.

Les troupes n'appliquant pas ces recommandations pourront être renvoyées dans leurs pays respectifs, selon des responsables de l'ONU.

"Aucune preuve n'a pu être trouvée" d'une possible partialité de certains contingents onusiens déployés dans le sud-est, souligne d'autre part le communiqué. Certains contingents -le Maroc en tête- sont accusés par leurs détracteurs de connivence et de parti pris dans le conflit.

Le mandat de la mission a été renouvelé en décembre, avec l'assurance de l'arrivée de 900 troupes supplémentaires sur un total aujourd'hui de 10.000 militaires déployés.

Le renouvellement de son mandat vise à rendre les Casques bleus plus souples et mobiles pour contrer les menaces et les atteintes à la paix, selon les termes de la résolution.

La Centrafrique est embourbée dans un conflit depuis 2013. Des groupes armés s'affrontent sur une large partie du territoire pour le contrôle des ressources dans ce pays de 4,5 millions d'habitants, l'un des plus pauvres au monde.

...Le pape François souhaite donc renforcer le rôle des nonces apostoliques, souvent doyens du corps diplomatique, parfois redoutés pour leur propension à demander la démission d’évêques défaillants sur le plan du célibat ou de la corruption. Depuis 2013, des accords ont été signés avec de nombreux gouvernements au Tchad, au Cap-Vert, en Guinée équatoriale, au Soudan du Sud, au Cameroun, au Burundi, en RDC, Bénin, au Congo-Brazzaville, en Mauritanie On se rapproche d’une Afrique concordataire lorsqu’un traité est signé entre le Vatican et un Etat pour éclaircir les relations entre histoire de l’Europe.

Il s’agit de mieux garantir les droits de l’Eglise catholique, très présente dans la santé et l’éducation. La grande comédie continue alors que la montée de l'antisémitisme ne cesse de grandir à travers le monde...

Outrée, la chancelière allemande, Angela Merkel,  a mis en garde hier, contre la montée de l’antisémitisme dans son pays lors de la Journée internationale du souvenir de l’Holocauste. Elle s’est dit affligée par la nécessité de protéger des bâtiments juifs contre d’éventuelles menaces…

.

En 2007, les Nations Unies avait désigné le 27 janvier comme étant la Journée internationale du souvenir de l’Holocauste à l’occasion de la libération en 1945 d’Auschwitz-Birkenau, le plus atroce des camps de la mort du régime nazi. À l’occasion de cette journée commémorative, on a pu assister à une foultitude d’expositions, de cérémonies ou encore tout simplement de déclarations inspirées et engagées faisant écho à ce slogan indélébile, « plus jamais », ancrés dans nos esprits.

Parmi ces déclarations, on notera la harangue véhémente de la chancelière Angela Merkel, à la population allemande dans son podcast hebdomadaire de samedi : « Il est incompréhensible et honteux qu’aucune institution juive ne puisse exister sans protection policière – que ce soit une école, un jardin d’enfants ou une synagogue ».

Mme Merkel a déclaré qu’il était important de se souvenir des millions de victimes de l’Holocauste notant que l’antisémitisme, le racisme et la xénophobie revenaient de plus en plus fréquemment sur le devant de la scène de manière évidente. Elle a également mis l’accent sur le fait que les écoles, qui enseignent déjà sur le passé nazi du pays, doivent aussi à présent contrer la montée de l’antisémitisme chez les étudiants immigrés des pays arabes.

Elle en a profité pour réaffirmer son soutien à la création d’un poste de commissaire à l’antisémitisme dans le prochain gouvernement allemand dont l’objectif serait d’enrayer le discours de haine croissant de l’extrême-droite et celui des nouveaux immigrants de la communauté musulmane, à l’égard des juifs et d’Israël en Allemagne.

Rappelons à l’occasion qu’en décembre dernier, on avait vu brûler drapeaux israéliens à Berlin en guise de protestation contre la décision américaine de reconnaître Jérusalem comme la capitale d’Israël.

Un juge a suscité une vive polémique en Allemagne, après avoir fait retirer un crucifix de la salle d’audience dans laquelle était jugé un musulman d’Afghanistan, pour une tentative de meurtre sur un compatriote converti au christianisme.

Le juge bavarois Richter Klaus-Juergen Schmid a généré une vive polémique outre-Rhin en voulant faire montre de tolérance. Alors qu’un demandeur d’asile afghan comparaissait pour avoir poignardé un compatriote, coupable à ses yeux d’avoir renié sa foi musulmane au profit du christianisme, le magistrat a décidé de retirer le crucifix présent dans la salle d’audience.

«Il pense que le djihad existe entre les chrétiens et les musulmans, et donc je n’ai pas pensé qu’il était pertinent de le condamner sous une croix», a-t-il justifié. Une décision qui a été sévèrement critiquée sur les réseaux sociaux.

VATICAN CITY (CNS) -- A truly pastoral minister never leaves people to suffer on their own or to become a victim to their own errors and confusion, Pope Francis told members of the Congregation for the Doctrine of the Faith.

An authentically pastoral approach is any effort that seeks to take people by the hand, "when they have lost a sense of their dignity and destiny, so as to lead them with confidence to rediscover God's loving paternity, their good destiny and ways to build a more humane world. This is the great task awaiting your congregation and every other pastoral institution in the church," he said.

The pope met Jan. 26 with some 80 cardinals, bishops, priests and lay people who were meeting in Rome for the congregation's plenary session.

The doctrinal congregation, the pope said, supports the bishops in their teaching task by safeguarding the faith and the sanctity of the sacraments and doing so by using pastoral discernment.

Some issues the congregation has had to examine, he said, include cases involving "delicta graviora" -- "more grave crimes" against church law. That includes clerical sex abuse :roll: -- and questions involving what is known as the dissolution of marriages "in favorem fidei" (in favor of the faith) when a Catholic has married someone who is not baptized.

The congregation's work is critical in such "fluid and changing" times when people "no longer know who they are and, therefore, struggle to recognize how to do the right thing," he said.

The doctrinal congregation's job is to underline the "transcendental vocation of man" and the human person's faculty of reason, which can know the good and the true through faith in Christ. "Nothing helps people know themselves and God's plan for the world better than opening one's mind to the light that comes from God," he said.

Pope Francis thanked congregation members for using their plenary assembly to look at issues regarding terminal illness. The current-day insistence on absolute autonomy and self-determination, he said, has led to an increase in nations allowing euthanasia, and accepting it as a "civilized" choice. = Push by the Jesuit communist warriors of the devil

The congregation also was completing a study of the ethical implications of issues in the field of economy and finance by focusing on people being relational and reasonable, and, therefore, able to act in accordance to an objective moral order, he said.

"Economic activity is to be carried on according to its own methods and laws, but within the limits of the moral order," Pope Francis said, quoting from "Gaudium et Spes," the Second Vatican Council's Pastoral Constitution on the Church in the Modern World.

The pope also mentioned the congregation's work in looking at the nature of salvation and the meaning of redemption. There is an individualistic tendency to believe salvation is due to one's own efforts, he said, when in fact for the Catholic Church, "salvation consists in communion with the risen Christ who, thanks to the gift of his Spirit, introduced us to a new order of relationship with the father and among humankind." = They preach exactly the contrary except under the alliance with the Lutherian to fool the sheeples

Addressing so many challenges that touch so many people makes the congregation's mission "eminently pastoral," he said.

"Authentic pastors," Pope Francis said, "are those who do not abandon people (to be left) on their own nor do they leave them in the throes of their confusion and their errors, rather, with the truth and mercy they lead them back to rediscover their authentic nature in the good." = submit or die, maybe the two!

Jehovah’s Witnesses in Europe received a legal blow as one of the bloc’s top judicial figures made a move against their note taking practices.

Paolo Mengozzi, Advocate General of the European Court of Justice, has announced that Jehovah’s Witnesses must obtain the consent of the people they visit during their door-to-door visits if the members of this religious group wish to take notes, arguing that it would otherwise constitute a breach of privacy, Deutsche Welle reports.

Russian Justice Ministry Officially Blacklists Jehovah's Witnesses as Extremist Group

Mengozzi’s ruling came in response to a lawsuit filed by the Jehovah's Witness that asserts its members' notes are gathered only individually and do not breach the EU's privacy directive. The Advocate General however rejected the case after he concluded that the group is centrally organized, pointing out that prior to this dispute Jehovah’s Witnesses had provided printed forms for note-taking to its members.

According to DW, the lawsuit originated in Finland where local authorities took a dim view of Jehovah’s Witnesses taking notes on family members and the religious orientations of the people they visited without prior consent.

The success of Germany’s multiculturalism policy has been questioned after statistics from the German Federal Police Office appear to show that a traditional Christian state is no longer a safe place for the believers.

The number of crimes targeting Christians in Germany reached nearly 100 cases last year, according to a report by the Federal Police Office. These stats have been gathered for the first time after a demand by the country’s Ministry of Internal Affairs and its head Thomas de Maizière after several notorious cases.

A homicide, grave and minor bodily injuries and arson are listed in the dossier. In a quarter of attacks churches and Christian symbols were hit and damaged. The murder case in the report is the one in Bavarian Prien am Chiemsee in April 2017, where a failed Afghan asylum seeker is said to have stabbed to death an Afghan Christian convert woman in front of her children.  It is one of at least 14 crimes that were reportedly committed by refugees and those who seek asylum in Germany. The report incited a heated reaction among the country’s leading politicians from Angela Merkel’s Christian Democratic Union.

The Bavarian Minister of Internal Affairs Joachim Herrmann commenting on the news to the media pointed out that, “Integration in Germany means tolerance towards Christian homeland culture without any “buts”… if they want to live here, they must leave any anti-Christian beliefs behind. Otherwise, the immigrants are not welcome here. It is not goodwill but an imperative demand”.

Ansgar Heveling, a member of Bundestag representing the CDU, welcomed the fact that such statistics have been collected and published. He told the media that he is alarmed by such numbers, and said that it’s important to protect the Christians and their organizations.

Twitter users have come down on the immigration policy, led by the coalition government with the CDU itself.

NEW LAWS IN KAZAKHSTAN SET TO FURTHER RESTRICT RELIGIOUS FREEDOM

Kazakhstan looks set to become the first of the ex Soviet Central Asia nations to follow Russia’s lead in bringing in harsher restrictions on religious activity.



Laws concerning legal restrictions in Kazakhstan already ban and punish certain religious activities, including free speech. However, the Minister who oversees religion has announced that further restrictions will be imposed in amendments to the Religion Law and other Laws, and these are likely to be presented to Parliament in September.

These amendments are in response to an  order on 10th June, by President Nursultan Nazarbayev, to harshen laws on “extremism”, terrorism and religion.

Currently, anyone discussing religious issues with other people is required to have permission from a registered religious organisation and to have a permit from the state Regional Religious Affairs Department. Any literature they use when they speak to others also needs to be censored in advance by the Religious Affairs Department.

Anyone who speaks on religion without such permission faces punishment, usually a hefty fine.

The amendments to the Religion Law and a series of other laws that are being prepared will further restrict freedom of religion or belief.

The minister of Culture and Sport who oversees the government’s Religious Affairs Committee, said that, among other things, “missionary activity” will be subjected to controls. “Activity to spread a faith as a missionary without registration will not be allowed,” he declared.

However, as talking to others on religion is already banned unless it has been specifically authorised by the state, it remains unclear what further controls might be introduced.
  • Pray for Kazakhstan and other Central Asia states, in the light of these new proposed restrictions. Pray for wisdom for the government as it discusses the restrictions, and for a relaxing of these laws, rather than a continued tightening of them.
  • Pray for Christians in Kazakhstan as they face these harsh restrictions on top of already strict limits on their freedom. Pray for endurance and perseverance in their faith, and for courage to share the Gospel with friends and family.
  • Pray for the Church in Kazakhstan, for unity, strength, access to good discipleship and training material and for opportunities to meet and pray together for their country and government.
  • Pray for the ongoing flow on effects of the new legislation in Russia, which is likely to continue to have a n impact across Central Asia too. Pray that the light of the Gospel will overcome and the Church will continue to grow in this region.

1 Timothy 2 vs 1 – 2: “First of all, then, I urge that supplications, prayers, intercessions, and thanksgivings should be made for everyone, for kings and all who are in high positions, so that we may lead a quiet and peaceable life in all godliness and dignity.“

Evangelical churches in Bolivia have reacted to what could be the end of religious freedom in the country. The new Penal Code includes an article to stop the activities of both criminal groups and religious organisations.

Specifically, Article 88.11 reads: “Whoever recruits, transports, deprives of freedom or hosts people with the aim of recruiting them to take part in armed conflicts or religious or worship organizations will be penalised 7 to 12 years of imprisonment”.

A rigorous application of the Penal Code, Christians in Bolivia are saying, could ban preaching in the streets and the sole action of inviting someone to a Christian event. The new Penal Code would silence the around 2 million evangelical Christians representing approximately 19% of the total population.

 The legislation would affect other religious groups as well, such as Roman Catholics. The plans of President Evo Morales collide with the Bolivian Constitution when it comes to liberties. The Article 4 of the basic law says: “The State respects and guarantees the freedom of religion and spiritual beliefs, according to their worldviews.

The State is independent of religion”. EVANGELICALS: NO LONGER ALLOWED TO PREACH THE GOSPEL? Evangelical representatives are analysing the consequences the new legislation could have on churches. Several pastors gathered outside the Bolivian national parliament in La Paz to pray for religious freedom.

The National Association of Evangelicals in Bolivia also criticised the new Penal Code. “It is deplorable that Bolivia becomes the first Latin American country to persecute the rights of freedom of conscience and of religion, which are protected by the Universal Declaration of Human Rights, the declaration of San José de Costa Rica, and our Constitution.

“Christian evangelical churches in our country are institutions aiming to rehabilitate the human being, improve the moral, spiritual, ethical and social conditions of our citizens”, the evangelical representatives said. “Now, we have been put in a situation in which practising the Gospel has been criminalised”. Faith groups are not the only ones that are opposing the plans of the government. Journalists have also denounced the Penal Code because it will severely restrict freedom of speech and the freedom of media.

Feb. 7 marks 140 years since the death of Pope Pius IX, whose tenure, upon further reading, proved incredibly tumultuous due to the political events taking shape in Italy during the 19th Century.

Pope Pius IX was born Giovanni Maria Mastai Ferretti on May 13, 1792, in Senigallia, Italy. At age 10, he entered a college in Volterra run by the Piarists, but withdrew in 1809 due to poor health. He would recover and resume studies in Rome, and was ordained a priest on April 10, 1819.

Over the next eight years he would serve at an orphanage, travel to Chile and Peru where he gained an interest in missionary work, and return to serve in a Roman hospice before being appointed Bishop of Spoleto in 1827, and then of Imola in 1832. During the latter, in 1840, he was elevated to cardinal, and on June 6, 1846, five days after the passing of Pope Gregory XVI, was elected his successor.



Since the early 19th century, the process of Italian unification had been underway, moving toward the eventual unification of all provinces into a single Kingdom of Italy in 1861. During this era, the pope was still the head of a temporal as well as a spiritual kingdom, with several provinces on the Italian peninsula comprising the States of the Church, or Papal States. With such an unstable political situation, electors saw Pius IX as a safe choice in that he was a native to these states, and therefore free of outside influence, and a moderate reformer who would appease both the liberal and conservative political elements.

His first years were met with great acclaim as he appointed more liberal reformers to key positions within his curia. He also improved relations with various nations, signing concordats with Russia (1847), Spain (1851) and Austria (1855), as well as reestablishing the Patriarchate of Jerusalem following discussions with the Ottoman Empire (1847).

Support soon waned, however, as pressure grew for the Papal States to join the unification movement. It is believed Pius IX favored Italian unification, seeing his primary role as spiritual leader of the world's Catholics as incompatible with his role as the leader of an Italian State, but at the same time was worried by perceived anti-clerical sentiments within the movement. The situation deteriorated as economic depression gripped the area, and in 1848 his prime minister was assassinated, causing him to flee Rome on Nov. 24, 1848.

A Roman republic was declared, but Pius IX returned to the city with the help of French soldiers on April 12, 1850, resuming his role as leader of the Papal States. Regardless, his was not a position of strength, and in 1860 much of the territory belonging to the Papal States joined the unification movement; the French troops once again the only thing preventing Rome from joining them. Finally, on Sept. 20, 1870, Rome was occupied and the temporal power of the pope effectively ceased.

Because of the complex events surrounding the rule of Pius IX, it would be unfair to offer judgement without a more in-depth study. As the leader of the Papal States he signed the aforementioned concordats with several European nations, but failed to stabilize the situation in his own provinces where the people were suffering, or adapt to changing political climate surrounding unification.

As a spiritual leader, he began revitalizing Catholicism in Germany, expanded the Church's missionary work, and established over 200 dioceses and missionary districts around the world. He also defined the Immaculate Conception in 1854 which caused an increase in Marian devotion; published the Syllabus of Errors which argued for the basic rights of the Church amongst a growing tendency toward reason, which had anti-religious undercurrents; and called for the First Vatican Council spanning 1869 to 1870. While he is acknowledged to have strengthened the Church within, with it came a centralization of power that would eventually be a source of concern and conflict with some Catholic nations.

Because of these conflicting roles, he was viewed as a saint and martyr by some, especially following the occupation of Rome. At the same time, others viewed him as an autocrat who would not relent power over the Papal States.

The archive holds several documents authored by Pius IX, including circular letters such as his explanation of the Immaculate Conception and Syllabus of Errors, as well as a few pieces of personal correspondence between himself with Bishop John B. Fitzpatrick and Bishop John J. Williams whose leadership of this diocese coincided with his papacy. It was Pius IX, in fact, who elevated Boston to an archdiocese in 1875.

THE GREAT AMNESIA

In 1864, only seventy-five years after the French Revolution, the current version of the Tower of Babel was already beginning to rise in the world. "Modern man" was announcing everywhere, even in Catholic countries, his final emancipation from God and His Church. In response, Blessed Pope Pius IX promulgated his Syllabus of Errors, declaring his intention to "unveil and condemn all those heresies and errors ... averse to the eternal salvation of man (which) the most bitter enemies of our religion, deceiving the people and maliciously lying, disseminate ... by means of pestilential books, pamphlets and newspapers dispersed over the whole world." His Holiness condemned an entire list of the false propositions which are the very foundation stones of "modern civilization" — everything from unrestrained "liberty of worship" for false sects, to "liberty of conscience", to "freedom of the press", to the abolition of the Church's indirect power over temporal affairs.13
 
In #80 of the Syllabus, Pope Pius specifically condemned as error the proposition that "The Roman Pontiff can, and ought to, reconcile himself and come to terms with progress, liberalism and modern civilization." In this he merely echoed every one of his predecessors. For why should the Vicar of Christ pay tribute to the latest version of the Tower of Babel, when God will sooner or later reduce it to a pile of rubble?

There is no mere human haughtiness at work in the Church's perennial disdain for the claims of "modern civilization." The ephemera of modernity have always been transparent to the Church; in every age she looks through them to see the very same thing: a world full of fallen men in danger of hellfire. Our Lady said as much at Fatima, at the dawn of the 20th Century: "You have seen hell, where the souls of poor sinners go. To save them, God wishes to establish in the world devotion to My Immaculate Heart."

But in 1960 the Third Secret of Fatima was locked in a papal desk drawer. And then came Vatican II.

COLOSSEUM TO BE LIT RED FOR PERSECUTED CHRISTIANS

Rome, Italy, Feb 7, 2018 CNA/EWTN News.- The Roman Colosseum will be illuminated by red lights later this month to draw attention to the persecution of Christians around the world, and especially in Syria and Iraq.

On Saturday, Feb. 24, at 6 p.m. the Colosseum will be spotlighted in red, to represent the blood of Christians who have been wounded or lost their lives due to religious persecution.

Simultaneously, in Syria and Iraq, prominent churches will be illuminated with red lights. In Aleppo, the St. Elijah Maronite Cathedral will be lighted, and in Mosul, the Church of St. Paul, where this past Dec. 24, the first Mass was celebrated after the city’s liberation from ISIS.

The event, sponsored by Aid to the Church in Need (ACN), follows a similar initiative last year, which lit-up London’s Parliament building in red, as well as the Basilica of the Sacred Heart in Paris and the cathedral in Manila, Philippines. In 2016, the famous Trevi Fountain in Rome was lit.

Alessandro Monteduro, director of ACN, told journalists Feb. 7 that the “illumination [of the Colosseum] will have two symbolic figures: Asia Bibi, the Pakistani Christian condemned to death for blasphemy and whose umpteenth judgment is expected to revoke the sentence; and Rebecca, a girl kidnapped by Boko Haram along with her two children when she was pregnant with a third.”


“One of the children was killed,” he said, “she lost the baby she was carrying, and then became pregnant after one of the many brutalities she was subjected to by her captors.”

Once she was freed and reunited with her husband, she decided she “could not hate those who caused her so much pain,” Monteduro said.

Aid to the Church in Need released a biennial report on anti-Christian persecution Oct. 12, 2017, detailing how Christianity is “the world's most oppressed faith community,” and how anti-Christian persecution in the worst regions has reached “a new peak.”

The report reviewed 13 countries, and concluded that in all but one, the situation for Christians was worse in overall terms for the period 2015-2017 than during the prior two years.

“The one exception is Saudi Arabia, where the situation was already so bad it could scarcely get any worse,” the report said.

China, Eritrea, Iraq, Nigeria, North Korea, Pakistan, Saudi Arabia, Sudan, and Syria were ranked “extreme” in the scale of anti-Christian persecution. Egypt, India, and Iran were rated “high to extreme,” while Turkey was rated “moderate to high.”

The Middle East is a major focus for the report.

“Governments in the West and the U.N. failed to offer Christians in countries such as Iraq and Syria the emergency help they needed as genocide got underway,” the report said. “If Christian organizations and other institutions had not filled the gap, the Christian presence could already have disappeared in Iraq and other parts of the Middle East.”

The exodus of Christians from Iraq has been “very severe.” Christians in the country now may number as few as 150,000, a decline from 275,000 in mid-2015. By spring 2017 there were some signs of hope, with the defeat of the Islamic State group and the return of some Christians to their homes on the Nineveh Plains.

The departure of Christians from Syria has also threatened the survival of their communities in the country, including historic Christian centers like Aleppo, ACN said. Syrian Christians there suffer threats of forced conversion and extortion. One Chaldean bishop in the country estimates the Christian population to be at 500,000, down from 1.2 million before the war.

Many Christians in the region fear going to official refugee camps, due to concerns about rape and other violence, according to the report.

ACN also discussed the genocide committed in Syrian and Iraq by the Islamic State and other militants. While ISIS and other groups have lost their major strongholds, ACN said that many Christian groups are threatened with extinction and would likely not survive another attack.
