In a move clearly intended by the Obama Administration to suppress the acquisition, ownership and use of AR-15s and other .223 caliber general purpose rifles, the Bureau of Alcohol, Tobacco, Firearms and Explosives unexpectedly announced today that it intends to ban commonplace M855 ball ammunition as “armor piercing ammunition.” The decision continues Obama’s use of his executive authority to impose gun control restrictions and bypass Congress.

It isn’t even the third week of February, and the BATFE has already taken three major executive actions on gun control. First, it was a major change to what activities constitute regulated “manufacturing” of firearms. Next, BATFE reversed a less than year old position on firing a shouldered “pistol.” Now, BATFE has released a “Framework for Determining Whether Certain Projectiles are ‘Primarily Intended for Sporting Purposes’ Within the Meaning of 18 U.S.C. 921(a)(17)(c)”, which would eliminate M855’s exemption to the armor piercing ammunition prohibition and make future exemptions nearly impossible.      

By way of background, federal law imposed in 1986 prohibits the manufacture, importation, and sale by licensed manufacturers or importers, but not possession, of “a projectile or projectile core which may be used in a handgun and which is constructed entirely . . . from one or a combination of tungsten alloys, steel, iron, brass, bronze, beryllium copper, or depleted uranium.” Because there are handguns capable of firing M855, it “may be used in a handgun.” It does not, however, have a core made of the metals listed in the law; rather, it has a traditional lead core with a steel tip, and therefore should never have been considered “armor piercing.” Nonetheless, BATFE previously declared M855 to be “armor piercing ammunition,” but granted it an exemption as a projectile “primarily intended to be used for sporting purposes.”

Now, however, BATFE says that it will henceforth grant the “sporting purposes” exception to only two categories of projectiles:

Category I: .22 Caliber Projectiles

A .22 caliber projectile that otherwise would be classified as armor piercing ammunition under 18 U.S.C. 921(a)(17)(B) will be considered to be “primarily intended to be used for sporting purposes” under section 921(a)(17)(C) if the projectile weighs 40 grains or less AND is loaded into a rimfire cartridge.

Category II: All Other Caliber Projectiles

Except as provided in Category I (.22 caliber rimfire), projectiles that otherwise would be classified as armor piercing ammunition will be presumed to be “primarily intended to be used for sporting purposes” under section 921(a)(17)(C) if the projectile is loaded into a cartridge for which the only handgun that is readily available in the ordinary channels of commercial trade is a single shot handgun. ATF nevertheless retains the discretion to deny any application for a “sporting purposes” exemption if substantial evidence exists that the ammunition is not primarily intended for such purposes.

BATFE is accepting comments until March 16, 2015 on this indefensible attempt to disrupt ammunition for the most popular rifle in America. Check back early next week for a more in-depth analysis of this “framework” and details on how you can submit comments.

More than 500 bank branches are expected to disappear from Britain's High Street's this year forcing residents of many communities to travel miles to their nearest bank.

All the major lenders have ditched a commitment to keep open 'the last bank in town', putting almost 900 branches in smaller towns and villages at risk of closure.

Last night one MP described this as a 'bitter blow' for households' for many communities, with campaigners warning that the elderly and small businesses will be hardest hit.

Efforts by business secretary Vince Cable to force to banks resurrect this commitment have been rejected by the lenders, which claim that many branches are not busy enough to keep open as more customers switch online.

Instead Mr Cable has been trying to reach a compromise with lenders, including strict protocols for banks wanting to close a branch – including the requirement to ensure there are alternatives nearby.

Proposals, contained in a seven page document leaked at the weekend, include the requirement for banks to give customers three months' notice if they local branch is set to be closed.

But it states that 'decisions on branch closures are ultimately commercial decisions'.

Experts have warned the loss of the last bank in town pledge - which was introduced in 2008 – puts 878 branches around the country at risk.

In total more than 500 branches are expected to be shut during the course of the year. This would break the record of 479 set last year, which compared to just 195 in 2013.

Leaving town: NatWest has already shut or are about to shut 33 bank branches this year

Derek French from the Campaign for Community Banking said efforts by the coalition to beef up protection for customers 'have achieved very little'.

He said: 'It looks pretty bleak. The closure of branches across the country creates serious inconvenience for those who can least cope, such as elderly customers and hard pressed small businesses who rely heavily on their local bank'.

He added: 'This will also have a knock-on effect on local businesses on the High Street, who will also have less customers'.

Latest figures show that the 142 branches have either been closed by the major banks or are scheduled to do so by the end of March. Of these 52 are the last branch in town.

NatWest - part of state backed Royal Bank of Scotland - has been the biggest culprit, shutting 33 of these, with Barclays closing 15.

Barclays has also outlined plans to close another 90 branches by the end of the year.

Some 8,000 residents of Keynworth in Nottinghamshire will be left without a bank when NatWest closes its branch next month.

St Agnes in Cornwall will lose its last branch when Barclays pulls down the shutters for the last time on Friday.

Chris Leslie, shadow chief secretary to the Treasury said: 'Many neighbourhoods will have already lost pubs and Post Offices.

Sometimes their bank can be the last remaining lifeline to access savings and pay bills– particularly for those who don't want to do business over the internet.'

He added: 'The banks already have responsibility for harming lots of public services which have had their budgets cut because of the financial crash. For them to now be responsible for the death of the High Street would be another bitter blow.'

The bosses of all the major banks have justified the closure of branches by stressing the soaring popularity of digital banking – both online and on smart phones.

They have also argued it is not viable to keep certain branches open because so few customers use them.

RBS boss Ross McEwan last year described its busiest branch as the 7:01 from Reading to Paddington, with over 167,000 customers using its mobile banking app between 7am and 8am on their commute to work every day.

The issue rose up the political agenda last October when Lloyds became the last High Street lender to ditch a promise not to close a branch if it was the last branch in town.

It also announced plans to shut around 200 outlets over the next three years and open 50.

This prompted Mr Cable to write to bank bosses urging them to reinstate this commitment.

As part of the compromise agreement, banks are expected to offer more of their services – particularly for small business customers – via the Post Office's network of 11,500 branches.

A spokesman for the British Bankers' Association said: 'Closing a branch is not a decision that is taken lightly. The protocol that we are developing with the support of Government, consumer and business groups will ensure that provisions are put in place so that customers are still able to access banking services in their local area even if their nearest branch is closed.'

Some $300 million were stolen from 100 banks in 30 countries in 2013, according to a new report revealed by The New York Times.

The attack was allegedly carried out by European, Russian, and Chinese hackers, who used malicious software to penetrate the banking systems – via sending e-mails to employees.

Once gaining access, hackers found out what employees were responsible for cash transfers or ATMs, and installed a remote access tool: a program that can take screenshots from employees’ computers, according to the NYT.

Then, they transferred the sums to bank accounts in different countries.

The majority of funds were stolen in Russia, but other targeted countries included Japan, the Netherlands, Switzerland, and the US.

Russian cyber security company Kaspersky Lab was invited to look into the matter, after an ATM in Ukrainian capital Kiev started giving out cash randomly without anyone inserting a card or touching any buttons.

Kaspersky Lab also specified that the sum of $300 million is what they have evidence of, and it could be three times that. Also, the attacks may still be happening.

"This is likely the most sophisticated attack the world has seen to date in terms of the tactics and methods that cybercriminals have used to remain covert," Chris Doggett, managing director of the Kaspersky Lab North America market, said.

The White House and FBI have been briefed on Kaspersky Lab's findings, and Interpol is coordinating an investigation.

Due to nondisclosure agreements with the banks that were hit, Kaspersky Lab couldn’t provide more detailed data on the targeted institutions.

ILWU spokesman Craig Merrilees said that the federal mediator is now speaking to each party separately, according to City News Service (CNS), in an effort to end the still-contentious and ongoing negotiations between the International Longshore and Warehouse Union (ILWU) and their employer, the Pacific Maritime Association (PMA).

According to CNS, as many as 27 ships were anchored outside the ports of Los Angeles and Long Beach Friday morning, with just as many ships at berth, said POLA spokesman Phillip Sanfield. Sanfield relayed his worry that companies like Walmart, Target and others will take their business elsewhere to Canadian, Gulf Coast and even East Coast ports.

Lee Peterson, POLB spokesman, echoed Sanfield’s concern. He said in a statement that once the dispute is resolved, “we would hope to try and win back the business we are losing, but it will be difficult.”

According to Sanfield, the shipping yards are 95 percent full of cargo, reaching well beyond the port’s 80 percent ideal. While a glimmer of hope can be seen just beyond the ship-cluttered horizon, with cargo from Asia likely to slow for approximately two weeks due to the observance of the Lunar New Year holiday on February 20, negotiations between the PMA and ILWU need to be resolved before any catch-up work can begin to clear up the docks.

The PMA suspended vessel loading and unloading at the ports Thursday, an action taken in response to the PMA’s accusation that the ILWU have been causing the port-crippling slowdowns.

The ILWU has denied the coordination of an effort to slow down port operations and fired back, saying that their employer has not given them enough training opportunities in order to provide enough qualified workers. According to CNS, the ILWU has also blamed the influx of industry-wide changes, such as larger ships dropping off more and picking up more cargo than ever before, on the slowdowns.

The suspension of vessel operations, ILWU slowdowns and ongoing negotiations are affecting all West Coast ports, not just Los Angeles and Long Beach, according to CNS. The ports are at a “breaking point,” stated Sanfield.

On the second day of the consistory, the College of Cardinals were given a formal update on the economic reform taking place in the Vatican.

During a press briefing today, Vatican spokesman Fr. Federico Lombardi said that the cardinals expressed “appreciation” for the financial reforms taking place.

Yesterday’s afternoon session saw the open discussion participation by the cardinals present regarding the reform of the Roman Curia. Fr. Lombardi said that some 40 cardinals contributed to the discussion which he described as “constructive and peaceful”.

The director of the Holy See Press Office said that an often used word in the interventions was “‘decentralization’ in the sense of subsidiarity”, meaning that the Roman Curia would concentrate on the tasks that cannot be done at a more local level. However, Fr. Lombardi also noted that suggestions regarding decentralization were not made in an “aggressive or vindictive” climate.

“The spirit of this work of reform is clearly directed to the Curia at the service of the Universal Church,” he said.

Among the other discussions that took place yesterday was the importance of the service the Holy See has in guiding local Churches. Some cardinals expressed the need for a “coordination that is not just functional” but that “expresses a sense of communion among the members of the Curia and the dicasteries.”

While the the changes regarding curial reform would update the Apostolic Exhortation Pastor Bonus, several cardinal also highlighted several positives elements they said were important and that should remain in order to ensure continuity.

Economic Reform and Transparency

164 Cardinals were present at this morning’s session which dealt with the economic and financial reforms taking place at the Vatican.

Among the prelates who addressed the consistory were Cardinal George Pell, Prefect of the Secretariat of the Economy and Cardinal Reinhard Marx, Archbishop of Munich and member of the Council of Nine Cardinals (C9) advising the Pope on curial reform.

Those present at the consistory were also given an update regarding the work carried out by Joseph Zahra, president of the Pontifical Commission for Reference on the Economic-Administrative Structure of the Holy See. Zahra, Fr. Lombardi said, has been charged with investigating the current accounting practices among Vatican offices and bodies. The Maltese economist’s work also includes ensuring greater transparency and fiscal responsibility.

Finally, the Cardinals were also given an update on the financial reforms within the Institute for the Works of Religions, also known as the IOR. They also were given time to ask questions or clarify remarks by those who delivered address. Fr. Lombardi noted that a majority of the Cardinals expressed their “appreciation” for the economic reforms taking place.

Concluding his briefing, Fr. Lombardi said Cardinal Sean O’Malley, Archbishop of Boston and President of the Pontifical Commission for the Protection of Minors, will update the consistory on the commission’s work during today’s afternoon session.

Things on the West Coast Ports are going from bad to worse (for those who missed it read "Catastrophic Shutdown Of America's Supply Chain" Begins: Stunning Photos Of West Coast Port Congestion), and with no resolution in sight, it is now beginning to cripple the US economy. Here is a brief summary, courtesy of the WSJ, of how the near-strike is already impacting various businesses across the US:
  • Ocean carrier Maersk Line has canceled some sailings, while China Ocean Shipping (Group) Co. said it will skip at least one port
  • Shipping line CMA CGM Group said it has “adapted its schedule and has been modifying its ports call order.” China Ocean Shipping said it has canceled some port stops.
  • Truckers that normally haul an average of five containers a day away from the Port of Oakland, Calif., are lucky to haul one.
  • At the Port of Oakland, truck drivers can spend up to three days waiting in line before hauling one container out of the yard, says Henry Osaki, an employee at an Oakland-based trucking company.
  • A West Coast customs broker said that her customers are being assessed as much as $300 a day for containers that sit too long on the docks, though the containers are trapped there.
  • Levi Strauss & Co. said it was concerned it wouldn’t receive some products in time for spring deliveries.
  • As of Monday, Honda Motor Co. was experiencing parts shortages at plants in Ohio, Indiana and Canada that will affect its production on multiple days over the next week.
  • The Agriculture Transportation Coalition estimates that port delays and congestion have reduced U.S. agricultural exports by $1.75 billion a month, while the North American Meat Institute put losses to U.S. meat and poultry producers at more than $85 million a week, including hides and skins.
  • The delays could cost retailers alone as much as $3.8 billion this year, according to an analysis by consulting firm Kurt Salmon. Adding in rerouting and carrying costs and other expenses could bring retailers’ total costs to $7 billion this year, the firm said.
  • Bert von Roemer, owner of Serengeti Trading Co., a Dripping Springs, Texas, coffee importer began rerouting coffee beans he intended to ship to the West Coast to Houston, Norfolk, Virginia and New York. “I’m railing the coffee across” to roasters in California, he said. “It’s costing me about $2,000 extra per container,”
And so on, as more and more distributors, retailers, producers, manufacturers, and ordinary mom and pop business, decide that the time has come to blame something - last year it was the Polar Vortex which compared to the current climate conditions was a spring breeze - for what is a global economic depression, one from which the US is not decoupling. That something being the west coast port strike this time, coming soon to a Wall Street scapegoating "analyst" near you soon.

Non, un gouvernement voleur, qui va, encore une fois, piger dans l'argent cotisé des fonds de pensions des citoyens pour aller de l'avant dans un nouveau projet + plus une nouvelle taxe sur le dos des citoyens avec une autre raison bidon, pour aller en prendre encore un peu plus dans le citoyen qui est étouffé par toutes ces taxes qui ne cessent d'augmenter et/ou d'apparaître.

Je vous laisse décider si nous sommes en période d’austérité ou de rigueur budgétaire.

Dans ce débat qui fait rage, une chose est sûre : le gouvernement est fauché.

Si fauché, en fait, qu’il doit demander à la Caisse de dépôt et placement de financer des projets d’infrastructures comme le système léger sur rail du nouveau pont Champlain ou le train de l’Ouest pour relier Montréal à l’aéroport Pierre-Elliott Trudeau.

Si fauché, qu’il veut maintenant donner aux villes le pouvoir de taxer les immeubles en fonction de leur proximité au transport en commun. Votre maison fraîchement construite est près d’une station de métro? Vous paierez plus de taxes municipales.

Pourquoi? Parce que vous bénéficiez d’un meilleur service, qu’il faut financer. On appelle cela « la captation de la plus-value foncière ».

Évidemment, vous pourriez argumenter que votre maison vaut déjà plus cher et que, par conséquent, vous payez déjà plus de taxes municipales, justement parce que vous habitez près d’une station de métro. Peine perdue, le gouvernement est fauché.

Il argumentera qu’il faut bien les financer, ces services. Et si des résidents bénéficient de meilleurs services, pourquoi ne paieraient-ils pas un peu plus cher? Et si leur maison a une plus grande valeur de revente, ils seront gagnants en fin de compte.

En tout cas, on ne pourra pas reprocher au gouvernement de manquer d’imagination. Il va toutefois arriver un moment où les augmentations des tarifs d’Hydro-Québec, des garderies subventionnées et des taxes scolaires commenceront à peser lourd sur le moral du contribuable…

Foundation's President Discusses Aims to Increase Dialogue Between Church, Economic Realities

“My commitment,” Dr. Domingo Sugranyes Bickel, president of the Centesimus Annus Pro Pontifice Foundation, has said, is to bring together Church and economic leaders and "help them apply the social teachings of the Catholic Church.”

Along with President Bickel, the speakers present at this morning's press conference at the Holy See Press Office included Professor Don Michael Konrad, secretary of the Jury Prize; Mgr. Giuseppe Antonio Scotti, Jury Member and assistant secretary of the Pontifical Council for Social Communications; and Dr. Massimo Gattamelata, secretary general of the Foundation.

The foundation president spoke on the announcement of the winners of the awards created by the "Economy and Society" section of the Centesimus Annus Pro Pontifice Foundation.

"We hope," President Bickel underscored in his remarks, "to be able to offer an effective contribution leading to an ever greater dissemination of these ideas" and also "to encourage creative contributions deriving from experience concerning human development in a reformed market economy."

During these past two years, he expressed, we have worked along the lines indicated by Pope Francis in his speech given to their foundation on May 25, 2013.

The foundation knows it is essential, he said, "to re-ascribe to the word ‘solidarity’ all the social dignity which it merits rather than allowing it be seen negatively in the economic world as though it were an ugly or bad word."

The award ceremony, he explained, will take place on May 26 in the Palazzo della Cancelleria in Rome and will be presided over by His Eminence Cardinal Pietro Parolin, the Vatican Secretary of State. The International Jury has been chaired by His Eminence Cardinal Reinhard Marx, Archbishop of Munich and Freising.

In 1993, the Centesimus Annus Pro Pontifice Foundation was set up by Saint Paul II. It is headed by a council of nine lay members who respond to the President of APSA (the Administration of the Patrimony of the Apostolic See), His Eminence Cardinal Domenico Calcagno, under the supervision of the Secretariat of State.

Its next international conference will be held in the Vatican from May 25 to 27, at which point the winners will be presented with their prizes.

The foundation's main constitutional objective is to "promote among qualified people their business and professional commitment in society, in the knowledge and awareness of Christian Social Doctrine". The work of the Foundation and its General Secretary is supported by its members in 21 countries.

Prof. Don Michael Konrad said the book that will receive the prestigious international award on May 26 is “Finance. Un regard chrétien. De la banque médiévale à la mondalisation financière, Embrasure 2013,” by Pierre de Lauzun.

The winner of the International Award, Pierre de Lauzun from France, has worked for decades in posts of responsibility in the financial and banking sector.

“He cannot be called a scholar who confines himself to the library, but rather a person who has enhanced his professional experience with deep political, cultural and religious reflection.”

His award-winning book, he explained, is divided into three parts. In the first, he expounds the judgments found in Holy Scripture, the Fathers of the Church and medieval theologians on the economic problems of their time. The second deals with the most important contributions of the Social Doctrine of the Church during the period of the recent Popes in the area of economics, especially as regards the issue of finance. In the third, De Lauzun deals with the moral problems of contemporary finance, and bases his observations on the two treasures of doctrine, namely Tradition and the Social Doctrine of the Church.

“De Lauzun is never satisfied with merely stating the existence of a tradition, but he always tries to grasp its deeper meaning," Professor Konrad said. His methodology prevents him from “falling into a superficial and reductive vision of reality.”

A member of the Jury, Monsignor Giuseppe Scotti, assistant secretary of the Pontifical Council for Social Communications, explained the reasons which helped the Jury make its choices for best studies.

The award-winning thesis by Arturo Bellocq Montano was published in 2012 under the title "La Doctrina Social de la Iglesia. Qué es y que no es."  The study, he said, covers the history of the Social Doctrine of the Church from the pontificate of Leo XIII to Benedict XVI and attempts to identify the key moments in the debate on the scientific nature of this discipline.

Another winner, he said, is Alexander Stummvoll, whose study explored the influence of the Social Doctrine of the Church in international relations. In Stummvoll's text, entitled "A Living Tradition. The Holy See, Catholic Social Doctrine, and Global Politics, 1965-2000," he examines how this Doctrine is necessary, but needs further integration to explain the Holy See’s diplomatic objectives.

Le Français Pierre de Lauzun est le lauréat 2015 du concours international “Economie et Société” de la Fondation "Centesimus Annus - Pro Pontifice (CAPP)".

Son ouvrage « Finance, un regard chrétien : De la banque médiévale à la mondialisation financière », publié aux éditions Embrasure en 2013, a en effet été primé par la deuxième édition du concours international de la Fondation vaticane qui a pour but de promouvoir la doctrine sociale chrétienne.

Les travaux de l'économiste ont été présentés ce 26 février au Vatican par Mgr Giuseppe Antonio Scotti, membre du jury, M. Domingo Sugranyes Bickel, président de la Fondation CAPP, M. Massimo Gattamelata, secrétaire général et par le P. Michael Konrad, secrétaire du jury.

La cérémonie de remise des prix aura lieu le 26 mai prochain à Rome, au palais de la Chancellerie, sous la présidence du cardinal secrétaire d’État Pietro Parolin.

La Doctrine sociale de l’Église et la finance

Le gagnant du Prix international, Pierre de Lauzun a travaillé pendant des décennies au sein de postes à responsabilité dans le secteur financier et bancaire. Fort de cette expérience professionnelle doublée d'une « réflexion politique, culturelle et religieuse profonde », ses travaux évitent l'écueil « d'une vision superficielle et réductrice de la réalité », a souligné le P. Michael Konrad.

L'ouvrage primé est divisé en trois parties : « Dans la première, a-t-il expliqué, Pierre de Lauzun expose les jugements de l'Ecriture Sainte, des Pères de l'Église et des théologiens médiévaux sur les problèmes économiques de leur temps », en cherchant à « en saisir le sens profond ».

« La deuxième partie traite des plus importantes contributions de la Doctrine sociale de l’Église des papes récents dans le domaine de l'économie, en particulier sur la question de la finance », ajoute le P. Konrad.

Enfin, Pierre de Lauzun « traite des problèmes moraux de la finance contemporaine dans la troisième partie, fondant ses observations sur les deux trésors de la doctrine, à savoir la Tradition et la Doctrine sociale de l'Église ».

Une note de la Fondation Centesimus Annus salue une réflexion qui « oriente la finance vers le bien commun » et qui invite à adopter « un ordre différent de celui du profit » en prenant « comme référence la vision chrétienne ».

« L’auteur souligne que la technique n'est pas une fin, mais un moyen. La finance peut et doit être conçue comme un instrument pour le développement humain ; c'est pourquoi aucune opération financière ne peut être déconnectée des réalités sociales et des exigences morales », ajoute le texte.

Selon la Fondation, « en plus de permettre aux lecteurs de se familiariser avec l'enseignement de l’Église en ce domaine très spécifique, l'étude donne une contribution à une discussion fondamentale pour l'avenir du bien-être humain ».

« Le livre met en évidence que les bonnes règles peuvent aider, mais ne sont pas efficaces sans valeurs morales dans la société. En cela les chrétiens et l’Église peuvent accomplir un rôle beaucoup plus fort pour une société plus éthique, à la lumière de leur foi », conclut la note.

Bienheureux le riche qui ne court pas après l'or

Ardéchois de 65 ans, marié, père de 3 enfants, et grand-père de 10 petits-enfants, Pierre de Lauzun est actuellement délégué général de l’Association française des Marchés financiers (AMAFI), qui regroupe les professionnels de la Bourse et de la Finance.

Il témoigne sur son blog de ses références existentielles : « la foi chrétienne, catholique. Le goût de la diversité internationale et des langues, notamment Asie (Japon). L’intuition de l’unité au fond de la multiplicité. L’exigence de vérité et de qualité (le beau et le bien). L’insertion dans le temps et dans l’histoire, et hors du temps ».

D'où sa devise biblique mise en exergue : « Bienheureux le riche qui se garde sans tache et qui ne court pas après l'or » (Ecc 31,8).

Ancien élève de l’École Polytechnique et de l’École Nationale d’Administration, Pierre de Lauzun a notamment été directeur général délégué de la Fédération Bancaire Française - FBF, l’organisation professionnelle des banques en France, directeur général adjoint de la Banque de l'Union européenne – UECIC- Groupe GAN-CIC (BUE devenue Union Européenne de CIC en 1990) et a travaillé à la Direction du Trésor au Ministère de l’Économie et des Finances.

Il fait aussi partie des fondateurs d’Alba Cultura, association qui a pour but de rendre l’art présent dans les prisons et autres lieux clos et a été président de la Commission éthique financière des entrepreneurs et dirigeants chrétiens (EDC) et chevalier de l’Ordre équestre du Saint-Sépulcre de Jérusalem.

Un autre petit cours sur l'hypocrisie et les mensonges de cette Babylone puante. N'est-ce pas cette même "Eglise", qui via tous ses partenaires est en train de jeter l'économie mondiale par terre, qui brime les citoyens de pourvoir à ses besoins primaires?

Il est dit "Mais il indique quel est le chemin à parcourir si l’on veut que l’argent ne prédomine pas sur nous et sur notre avenir. " Tout ce qui est dans les intérêts du Nouvel Ordre Mondial est basé sur la richesse du dieu Mammon : les richesses naturelles, l'argent, sur le profit, des différentes taxes et permis, etc. On ne peut faire un pas sans avoir besoin d'une autorisation dans un domaine ou un autre, et encore il faut payer pour y avoir droit. Sans compter les taxes déguisés sur l'environnement qui maintenant se rajoute aux taxes des biens et services. Et quoi penser de tous ces organismes qui sont partout, et qui nous demande d'aider tel ou telle oeuvre de charité? C'est une association de malfaiteurs, une mafia globale, qui vit dans la richesse démesurée, alors que le peuple vit de plus en plus dans la misère.

"On ne peut servir à la fois Dieu et Mammon (Matthieu 6:24)". Où vous vivez honnêtement avec ce que vous avez gagné à la sueur de votre front, où vous servez un dieu menteur qui lui donnera la richesse à ceux qui marchent selon ses principes destructeurs. Les beaux doctorats sont pour eux car ils ont montré leur fidélité à servir le parti.

N'est-ce pas elle qui contrôle toutes les banques est permet à ses grands banquiers de vider nos comptes de banque sous diverses raisons dont la plus importante, celle de renflouer les banques, sans compter les nombreuses magouilles pour dépouiller les gens de leur propriété. Le but final de cette bête, n'est-il pas d'amener le monde entier à accepter la marque maudite?

Bref, un autre beau discours pour endormir ceux qui n'ont pas l'amour de la vérité, et qui croient tout ce qu'on leur dit, sans jamais se poser de question.

Tous les deux ans, la Fondation vaticane Centesimus Annus décerne un prix « à des auteurs qui veulent aider, par leurs études, leurs réflexions et leurs publications, à apprendre de nouveau à poser un regard de sagesse sur le présent et sur l’usage de l’argent », souligne Mgr Scotti.

Les lauréats 2015 du concours international “Economie et Société” de la Fondation "Centesimus Annus - Pro Pontifice (CAPP)" ont été présentés ce 26 février au Vatican par Mgr Giuseppe Antonio Scotti, président de la « Fondation vaticane Joseph Ratzinger-Benoît XVI » et membre du jury, M. Domingo Sugranyes Bickel, président de la Fondation CAPP, M. Massimo Gattamelata, secrétaire général et par le P. Michael Konrad, secrétaire du jury.

Durant son intervention, Mgr Scotti s'est demandé s'il était « suffisant de décerner des doctorats à ceux qui font ce type de recherches » : « Non, certes, un prix ne suffit pas. C’est peu de chose. C’est seulement un signe sur le chemin. Mais il indique quel est le chemin à parcourir si l’on veut que l’argent ne prédomine pas sur nous et sur notre avenir. »


Intervention de Mgr Giuseppe Antonio Scotti

Il y a deux ans, lorsqu’a été présentée dans ce lieu la remise du prix biennal « Économie et société », dont l’objectif est de faire connaître et de promouvoir la Doctrine sociale de l’Église, je soutenais que « s’il en était besoin, la grave crise économique que nous vivons dans le monde occidental, et pas seulement en Italie, rend évident pour tous qu'il est indispensable de « penser à l’économie » pour donner une espérance et un avenir à tous ».

Dans son exhortation apostolique Evangelii gaudium, le pape François a invité toute l’humanité à être encore plus réaliste que ce que je soutenais alors en ce lieu. En effet, évaluant les dynamiques économiques qui se sont imposées à notre temps, il écrit au numéro 53 : « De même que le commandement de “ne pas tuer” pose une limite claire pour assurer la valeur de la vie humaine, aujourd’hui, nous devons dire “non à une économie de l’exclusion et de la disparité sociale”. Une telle économie tue. Il n’est pas possible que le fait qu’une personne âgée réduite à vivre dans la rue, meure de froid ne soit pas une nouvelle, tandis que la baisse de deux points en bourse en soit une. Voilà l’exclusion. On ne peut plus tolérer le fait que la nourriture se jette, quand il y a des personnes qui souffrent de la faim. C’est la disparité sociale. Aujourd’hui, tout entre dans le jeu de la compétitivité et de la loi du plus fort, où le puissant mange le plus faible. Comme conséquence de cette situation, de grandes masses de population se voient exclues et marginalisées : sans travail, sans perspectives, sans voies de sortie. On considère l’être humain en lui-même comme un bien de consommation, qu’on peut utiliser et ensuite jeter. Nous avons mis en route la culture du “déchet” qui est même promue. Il ne s’agit plus simplement du phénomène de l’exploitation et de l’oppression, mais de quelque chose de nouveau : avec l’exclusion reste touchée, dans sa racine même, l’appartenance à la société dans laquelle on vit, du moment qu’en elle on ne se situe plus dans les bas-fonds, dans la périphérie, ou sans pouvoir, mais on est dehors. Les exclus ne sont pas des ‘exploités’, mais des déchets, ‘des restes’. »

Le pape nous a habitués désormais à l’expression « culture du déchet » et peut-être ne nous laissons-nous pas toujours toucher jusqu’au fond par la dénonciation qu’il fait d’une culture « déviée » au point d’en arriver à éliminer les personnes. Nombreux en effet sont ceux qui considèrent que l’économie peut jouer le rôle de producteur absolu d’objectifs et de valeurs, auxquels soumettre tous les secteurs et tous les recoins de la dimension humaine. Ceci est aussi justifié par le fait que, dit-on, nous vivons à l’époque de la ‘post-idéologie’ et de la ‘post-politique’. Certes, ce serait un aspect intéressant à examiner. Mais il y a aussi un autre domaine de recherche. On pourrait aussi lire la culture actuelle à partir de la Parole de Dieu. Et ici, puisque nous parlons d’un prix décerné à des auteurs qui veulent aider, par leurs études, leurs réflexions et leurs publications, à apprendre à nouveau à poser un regard de sagesse sur le présent et sur l’usage de l’argent, il me semble approprié de rappeler ce que dit l’Ecclésiaste : « Qui aime l’argent n’a jamais assez d’argent, et qui aime l’abondance ne récolte rien. Cela aussi n’est que vanité. » (5,9).

C’est encore le pape François qui écrit au numéro 55 d’Evangelii gaudium : « Une des causes de cette situation se trouve dans la relation que nous avons établie avec l’argent, puisque nous acceptons paisiblement sa prédominance sur nous et sur nos sociétés. La crise financière que nous traversons nous fait oublier qu’elle a à son origine une crise anthropologique profonde : la négation du primat de l’être humain ! Nous avons créé de nouvelles idoles. L’adoration de l’antique veau d’or (cf. Ex 32, 1-35) a trouvé une nouvelle et impitoyable version dans le fétichisme de l’argent et dans la dictature de l’économie sans visage et sans un but véritablement humain. La crise mondiale qui investit la finance et l’économie manifeste ses propres déséquilibres et, par-dessus tout, l’absence grave d’une orientation anthropologique qui réduit l’être humain à un seul de ses besoins : la consommation. »

J’ai rappelé ce qu’a écrit le pape François ; j’ai fait référence à la Parole de Dieu ; on peut alors se poser une question : cette manière de lire le présent et d’évaluer la dimension économique est-elle légitime ? La raison humaine peut-elle se laisser provoquer par la foi ? L’économie peut-elle être soumise à la Parole de Dieu ?

La remise du prix de « Centesimus annus » non seulement affirme que la raison peut utilement se laisser provoquer par la foi, mais ose dire quelque chose de plus. Elle affirme que nos paroles de tous les jours, les paroles que nous exprimons dans les moments importants de la vie (pensons, par exemple, à l’installation du Président Mattarella quand il a affirmé que « la première condition pour rapprocher les Italiens des Institutions est de comprendre la politique comme un service du bien commun, patrimoine de chacun et de tous ») ne peuvent être utilisées qu’à condition de recommencer à avoir de l’estime pour la raison et de permettre à la foi de la provoquer.

C’est seulement ainsi que les mots que nous continuons pourtant d’employer, comme « bien commun », « subsidiarité », « solidarité » – qui d’ailleurs ne sont pas autre chose que les termes avec lesquels se décline la doctrine sociale de l’Église – peuvent parler de manière nouvelle et conduire à une vie juste, bonne, ordonnée, où personne n’est considéré comme un « rebut ».

Un prix peut-il suffire à cela ? Est-il suffisant de décerner des doctorats à ceux qui font ce type de recherches ? Je suppose que la réponse est facile pour tout le monde. Non, certes, un prix ne suffit pas. C’est peu de chose. C’est seulement un signe sur le chemin. Mais il indique quel est le chemin à parcourir si l’on veut que l’argent ne prédomine pas sur nous et sur notre avenir.

It's starting.

As promised, President Obama is using executive actions to impose gun control on the nation, targeting the top-selling rifle in the country, the AR-15 style semi-automatic, with a ban on one of the most-used AR bullets by sportsmen and target shooters.

The Bureau of Alcohol, Tobacco, Firearms and Explosives this month revealed that it is proposing to put the ban on 5.56 mm ammo on a fast track, immediately driving up the price of the bullets and prompting retailers, including the huge outdoors company Cabela's, to urge sportsmen to urge Congress to stop the president.

Wednesday night, Rep. Bob Goodlatte, the Republican chairman of the House Judiciary Committee, stepped in with a critical letter to the bureau demanding it explain the surprise and abrupt bullet ban. The letter is shown below.

The National Rifle Association, which is working with Goodlatte to gather co-signers, told Secrets that30 House members have already co-signed the letter and Goodlatte and the NRA are hoping to get a total of 100 fast.

"The Obama administration was unable to ban America's most popular sporting rifle through the legislative process, so now it's trying to ban commonly owned and used ammunition through regulation," said Chris W. Cox, executive director of the NRA-ILA, the group's policy and lobby shop. "The NRA and our tens of millions of supporters across the country will fight to stop President Obama's latest attack on our Second Amendment freedoms."

At issue is so-called "armor-piercing" ammunition, an exemption for those bullets mostly used for sport by AR-15 owners, and the recent popularity of pistol-style ARs that use the ammo.

The inexpensive 5.56 M855 ammo, commonly called lightgreen tips, have been exempt for years, as have higher-caliber ammunition that also easily pierces the type of soft armor worn by police, because it's mostly used by target shooters, not criminals. The agency proposes to reclassify it as armor-piercing and not exempt.

But now BATFE says that since the bullets can be used in semi-automatic handguns they pose a threat to police and must be banned from production, sale and use. But, as Goodlatte noted, the agency offered no proof. Federal agencies will still be allowed to buy the ammo.

"This round is amongst the most commonly used in the most popular rifle design in America, the AR-15. Millions upon millions of M855 rounds have been sold and used in the U.S., yet ATF has not even alleged — much less offered evidence — that even one such round has ever been fired from a handgun at a police officer," said Goodlatte's letter.

Even some police don't buy the administration's claim. "Criminals aren't going to go out and buy a $1,000 AR pistol," Brent Ball, owner of 417 Guns in Springfield, Mo., and a 17-year veteran police officer told the Springfield News-Leader. "As a police officer I'm not worried about AR pistols because you can see them. It's the small gun in a guy's hand you can't see that kills you."

Many see the bullet ban as an assault on the AR-15 and Obama's back-door bid to end production and sale.

"We are concerned," said Justin Anderson with Hyatt Gun Shop in Charlotte, N.C., one of the nation's top sellers of AR-15 style rifles. "Frankly, we're always concerned when the government uses back-door methods to impose quasi-gun control."

Groups like the National Shooting Sports Foundation suggest that under BATFE's new rule, other calibers like popular deer hunting .308 bullets could be banned because they also are used in AR platforms, some of which can be turned into pistol-style guns. "This will have a detrimental effect on hunting nationwide," said the group.

U.S. Sen. Charles Schumer is calling for passage of legislation prohibiting individuals on the U.S. terrorist watch list from buying guns.

Schumer noted the arrests this week of three Brooklyn men on charges they conspired to join ISIS in Syria or carry out attacks at home. If they were on the terrorist watch list, the bill Schumer's backing would have prohibited them from buying firearms or explosives.

The watch list prevents individuals from flying on airplanes into and out of the country.

The federal database used to check gun buyers currently prohibits convicted felons and people with certain mental illnesses from buying guns.

Schumer says information from the Government Accountability Office shows individuals on the terrorist watch list cleared background checks 455 times in 486 attempted gun buys in 2013-2014.

The Chinese do not plan to live in a world dominated by the U.S. dollar for much longer.  Chinese leaders have been calling for the U.S. dollar to be replaced as the primary global reserve currency for a long time, but up until now they have never been very specific about what they would put in place of it.  Many have assumed that the Chinese simply wanted some new international currency to be created.  But what if that is not what the Chinese had in mind?  What if they have always wanted their own currency to become the single most dominant currency on the entire planet?  What you are about to see is rather startling, but it shouldn’t be a surprise.  When it comes to economics and finance, the Chinese have always been playing chess while the western world has been playing checkers.  Sadly, we have gotten to the point where checkmate is on the horizon.

On Wednesday, I came across an excellent article by Simon Black.  What he had to say in that article just about floored me…

When I arrived to Bangkok the other day, coming down the motorway from the airport I saw a huge billboard—and it floored me.
The billboard was from the Bank of China. It said: “RMB: New Choice; The World Currency”

Given that the Bank of China is more than 70% owned by the government of the People’s Republic of China, I find this very significant.
It means that China is literally advertising its currency overseas, and it’s making sure that everyone landing at one of the world’s busiest airports sees it. They know that the future belongs to them and they’re flaunting it.

Everyone knows that China is rising.

And most everyone has assumed that Chinese currency would soon play a larger role in international trade.

But things have moved so rapidly in recent years that now a very large chunk of the financial world actually expects the renminbi to replace the dollar as the primary reserve currency of the planet someday.  The following comes from CNBC

The tightly controlled Chinese yuan will eventually supersede the dollar as the top international reserve currency, according to a new poll of institutional investors.

The survey of 200 institutional investors – 100 headquartered in mainland China and 100 outside of it – published by State Street and the Economist Intelligence Unit on Thursday found 53 percent of investors think the renminbi will surpass the U.S. dollar as the world’s major reserve currency.

Optimism was higher within China, where 62 percent said they saw a redback world on the horizon, compared with 43 percent outside China.

And without a doubt we are starting to see the beginnings of a significant shift.

Just consider this excerpt from a recent Reuters report

China’s yuan broke into the top five as a world payment currency in November, overtaking the Canadian dollar and the Australian dollar, global transaction services organization SWIFT said on Wednesday.

The U.S. dollar won’t be replaced overnight, but things are changing.

Of course the truth is that the Chinese have been preparing for this for a very long time.  The Chinese refuse to tell the rest of the world exactly how much gold they have, but everyone knows that they have been accumulating enormous amounts of it.  And even if they don’t explicitly back the renminbi with gold, the massive gold reserves that China is accumulating will still give the rest of the planet a great deal of confidence in Chinese currency.

But don’t just take my word for it.  Consider what Alan Greenspan has had to say on the matter…

Alan Greenspan, who served at the helm of the Federal Reserve for nearly two decades, recently penned an op-ed for the Council on Foreign Relations discussing gold and its possible role in China, the world’s second-largest economy. He notes that if China converted only a “relatively modest part of its $4 trillion foreign exchange reserves into gold, the country’s currency could take on unexpected strength in today’s international financial system.”

Meanwhile, the Chinese have also been accumulating a tremendous amount of U.S. debt.  At this point, the Chinese own approximately 1.3 trillion dollars worth of our debt, and that gives them a lot of power over our currency and over our financial system.

Someday if the Chinese wanted to undermine confidence in the U.S. dollar and in the U.S. financial system, they have a lot of ammunition at their disposal.

And it isn’t just all of that debt that gives China leverage.  In recent years, the Chinese have been buying up real estate, businesses and energy assets all over the United States at a staggering pace.  For a small taste of what has been taking place, check out the YouTube video posted below…

L'Ukraine ne pourra sortir de la crise économique actuelle qu'en réalisant des coupes drastiques dans ses programmes sociaux et en cédant ses actifs nationaux, prévient un expert.

Afin de pouvoir rembourser les prêts du Fonds monétaire international (FMI), l'Ukraine devra vendre la totalité de ses terres à la compagnie occidentale Monsanto, a déclaré le politologue et économiste américain Paul Craig Roberts dans une interview accordée à la chaîne RT.

"Afin de sortir de sa situation économique difficile, l'Ukraine sera contrainte de cesser de verser les retraites, d'annuler les allocations aux victimes de l'accident de la centrale nucléaire de Tchernobyl et de réduire de façon drastique le financement des écoles et de la santé publique", a estimé M.Roberts.

Et d'ajouter que Kiev serait contraint de céder tous ses actifs nationaux et toutes ses terres arables à Monsanto, multinationale produisant des semences transgéniques, pour rembourser les crédits de FMI.

"Le sort de la Grèce est promis à l'Ukraine", est persuadé l’ancien conseiller économique au sein de l'administration de Ronald Reagan.

Selon lui, une telle approche n’augure évidemment rien de bon pour l'Ukraine, qui risque de devenir une colonie de l'Occident.

"Toutes les entreprises de l'Ukraine, toutes ses ressources naturelles, toutes ses terres agricoles (…). Bref, tout appartiendra à l’Occident", a indiqué M.Roberts.

On a appris auparavant que le FMI devait trancher le 11 mars prochain sur l'octroi d'un nouveau paquet d'aide de 17,5 milliards de dollars à l'Ukraine.

Ce n'est plus une utopie : L'Europe l'a acté : Les banques en difficulté pourront ponctionner les comptes des contribuables pour se refaire, exactement comme à Chypre en mars 2013.

J’avoue ne pas avoir bien compris comment l’on irait pomper du cash aux détenteurs d’actions des banques en question, alors même que les cours des dites banques seront forcément en chute libre, voire suspendus. Peut-être en décrétant que tout détenteur de 10 actions ou obligations n’en détiendra plus que 9 ou 8, les autres servant, par leur revente, à apporter du cash à la banque. Mais qui en voudra ? Et quand ?

Non, là où l’argent se trouve, si vous aviez encore un doute, c’est.. sur votre compte en banque. Et pour le coup, là, c’est facile. Le patron de la banque, équipé de son mot de passe de super administrateur, n’aura qu’à taper un ordre sur son ordinateur, et ponctionner les comptes de ses clients. De combien ?

Le texte européen prévoit d’autoriser jusqu’à 8 % de « confiscation ». Mais si cela ne suffit pas, et que la banque coule malgré tout ? Plutôt que de devoir honorer la garantie les dépôts bancaires, plafonnée à 100 000 euros, il sera bien plus rationnel pour l’Etat et les autorités bancaires d’autoriser une confiscation par palîers.. comme à Chypre.

A Chypre, les dépôts supérieurs à 100 000 euros ont été  taxés à …. 37,5 %, et dans certains cas (origines des fonds douteuses et placement sur des produits d’épargne vendus par la banque dont le capital n’était pas garanti) jusqu’à 60 %. Nul doute que de 8 %, le plafond autorisé par l’accord européen, on n’hésitera pas à monter à 10, 15, ou 20. Ou, moins douloureux, à passer deux fois, à quelques semaines d’écart, tout en bloquant les sorties de cash entre les deux.

At the same time the Obama Administration is throwing open the doors to the country to illegal aliens, he and other lawmakers are working overtime to shut those doors to Americans.

As noted in a blog post on the website of Armstrong Economics, first the Internal Revenue Service used the Foreign Account Tax Compliance Act, or FATCA, of 2010, to hunt down any assets Americans had overseas.  

Now, Armstrong says, there is an attempt by a GOP lawmaker to use the excuse of preventing terrorism to hunt down American assets once again.

The economic forecaster notes:

[[i]J[/i]]ust two days after taking charge of the committee chairing the House Homeland Security subcommittee hearing, U.S. Rep. John Katko introduced two bills. He is looking to effectively close the borders using terrorism as the excuse as always to hunt down Americans. Katko is a former federal prosecutor. So he knows precisely what he is doing writing a law that is so broad, that anyone suspected of a crime cannot leave the country. This is any crime. Keeping gold in a safe deposit box is money laundering carrying up to 25 years in prison.

Spend more time as law enforcement officers

His bill, H.R. 719, called the TSA Office of Inspection Accountability Act of 2015, would require the Transportation Security Administration’s criminal investigators to spend at least half of their time “investigating, apprehending, or detaining individuals suspected of committing a crime.” If these individuals do not spend 50 percent of their time in that role, then the measure calls for the Assistant Secretary of Homeland Security (Transportation Security) to “reclassify” them “as noncriminal investigator positions or non-law enforcement positions,” according to a summary of the legislation.

“This bill will now result in the arrest of anyone for any alleged crime whatsoever and that will apply to taxes,” wrote Martin Armstrong, of Armstrong Economics. “Katko is constructing a highly dangerous version of the Berlin Wall around all American citizens. He is converting the TSA into a police force less concerned about air safety and focused more on catching anyone the government can argue violates some law federal or state. It is so broad, this would apply to domestic disputes as well.”

A report by The Hill, a daily newspaper covering Congress, noted that Katko filed his legislation in response to a 2013 shooting at the Los Angeles International Airport, which resulted in the first fatality of an on-duty TSA agent.

“Threats to our nation’s transportation systems are constantly evolving, and it is critical that Congress act to preempt catastrophes at our nation’s airports by strengthening security protocols in the most cost-effective manner possible,” he said. “My subcommittee hearing [last] week stemmed from security breaches in which loaded firearms were brought onto commercial airplanes by employees with airport access privileges.”

Not smart to give the TSA expanding authority

“In light of that hearing, these bills provide a thoughtful response to create safer airports across our country by improving upon nationwide security protocols and facilitating commonsense TSA reform to save taxpayer dollars,” he continued.

Syracuse.com further reported that the Republican-controlled House was set to pass Katko’s legislation February 10, under a suspension of the rules, a fast-track method that will get them to floor quickly.

“Under TSA’s existing rules, investigators do not have to meet the 50 percent requirement, even though they receive higher compensation than other TSA employees because they are considered law enforcement officers,” Syracuse.com reported.

While Katko’s legislation appears reasonable — requiring TSA officials considered to be law enforcement officers to spend most of their time in that capacity — we here at Natural News have documented repeatedly that the TSA in general simply is overly large, grossly invasive and mostly incompetent at its primary function — providing airport security. And while there have been some efforts in the recent past to rein in the agency or turn over airport security to the private sector once again, other efforts, like Katko’s, have been directed at expanding the TSA’s roles and authority.

Les événements monétaires passent au-dessus de la tête de la grande majorité de nos contemporains. Ils annoncent pourtant une énorme tempête sur leur pouvoir d’achat.

Dans le cadre de la lettre confidentielle LIESI, nous avions évoqué en décembre l’extrême danger pour l’euro de connaître une chute brutale dans les mois suivants. Malheureusement, c’est exactement ce que nous voyons.

Les spécialistes évoquent l’EFFONDREMENT de la devise européenne comme une conséquence de la politique de la planche à billets de la BCE, mais c’est faux ! Depuis des mois on connaissait cette décision… Il y a donc autre chose.

Les banquiers suisses de la BNS ont pris une décision majeure en décidant de ne plus soutenir l’euro il y a quelques semaines… juste avant le CRASH de cette devise. Comme quoi et comme nous l’avions dit, les banquiers suisses ont agi comme on le leur a demandé. Tant mieux pour eux, même si la Suisse ne sera pas un îlot de sécurité comme beaucoup l’ont pensé en y investissant massivement.

Comme nous l’avons dit après cette annonce, la décision suisse marque la dernière étape de la guerre monétaire qui se traduira par la spoliation des porteurs de papier. Une batterie de nouveaux numéros de LISO sera présentée sur le site ou dans le numéro de LIESI du 15 mars 2015.


Le lecteur comprendra alors ce que recherchent aujourd’hui les acteurs réels de la CRISE DE LA DETTE DES ETATS. L’un d’eux, David Rockefeller, l’a clairement exprimé le 8 octobre 1973 dans le New York Times, quand il commentait la politique de Mao Tse-tung :

La hausse du dollar assurera le futur dépeçage de l’Union européenne. Certains Allemands ont semble-t-il compris ce que nous évoquions depuis plusieurs mois. Ils saisissent que la Haute finance Khazare de New York oblige ses marionnettes comme Mario Draghi à appuyer sur l’aspirateur US pour capter les euros et les convertir en dollars. Cette tendance va se poursuivre durant une partie de 2015.

Une centaine de festivals ont été supprimés ou annulés en France principalement en raison des coupes budgétaires des collectivités locales ou régionales, écrit dimanche le journal "Le Parisien". Même de grosses manifestations sont menacées.

Le journal se base sur le décompte d'Emeline Jersol, médiatrice culturelle travaillant pour Le Boulon, un centre national des arts de la rue situé à Vieux-Condé, près de Valenciennes (Nord). Cette dernière tient depuis janvier le registre des "festivals, structures et associations supprimés/annulés" à travers une carte interactive qu'elle a baptisée "cartocrise".

On peut relever sur cette carte 143 points correspondant soit à des festivals annulés, soit à des structures fermées dans le domaine de la musique, du théâtre, de la danse, des arts plastiques, des arts de la rue, de la littérature ou d'autres domaines. Parmi ceux-ci une centaine correspondent à des festivals supprimés ou dont l'édition 2015 a été annulée.

Mesures de rétorsion

Ces suppressions ou annulations résultent surtout de suppressions de subventions publiques, en particulier municipales après l'arrivée de nouvelles équipes à la tête de villes, à la suite des élections de mars 2014, selon "Le Parisien". "Un nouveau maire c'est un nouveau réseau. 'Je te sabre parce que tu as soutenu l'autre'", explique dans ce journal Emmanuel Négrier, chercheur au CNRS.

"Le Parisien" donne comme exemple le festival Les Voix de Gaou qui existait depuis 17 ans dans le Var et qui a été supprimé en raison d'un mélange de baisse de fréquentation, de "surenchère" en matière de cachets pour les artistes et de baisse des dotations de l'Etat.

Le directeur des Eurockéennes de Belfort (plus de 100'000 personnes attendues pour l'édiction 2015), Jean-Paul Roland, estime que "même les gros festivals sont menacés" à cause de la baisse des subventions publiques et aussi de la réorganisation des régions.

Pactes pour une nouvelle dynamique

De son côté, le ministère de la Culture rappelle qu'il vient de mettre en place des "pactes" avec les collectivités locales. "Je leur propose de m'engager à leurs côtés en maintenant sur leur territoire les crédits du ministère de la Culture pour les trois prochaines années s'ils acceptent eux aussi de stabiliser leurs financements", écrit Fleur Pellerin dans un communiqué.

"J'ai d'ores et déjà signé trois pactes pour amorcer cette nouvelle dynamique, avec des villes de droite comme de gauche; je compte en avoir signé une trentaine avant la fin du premier semestre", ajoute-t-elle.

In effort to prove once and for all that owning guns puts Americans in danger, States United to Prevent Gun Violence set up a fake gun store and shamed first-time gun buyers into foregoing their purchase.

They did this by only offering models of guns for sale that had been used in high-profile crimes. So when a first-time female buyer asked to the see a gun that was easy to operate the clerk grabbed a .22 revolver and said, “[This] is the easiest gun we have to use. It’s our most popular one… It’s also a gun that 5-year-old found in his parents bedroom, went down and shot his 9-month-old baby brother with it.”

For another customer the clerk shows a 9mm semiautomatic. He describes it as “a very handy gun” and that’s “easy to use.” The clerks says, “It’s a great gun to carry in your purse, like that gal from the Walmart, her two-year-old son reaches into her pocketbook, pulls it out, shoots her.”

The clerk does the same thing with a shotgun — used in a San Diego shooting — and various other guns used in more recent crimes.

For Adam Lanza’s horrible acts at Sandy Hook Elementary the clerk lays down an AR-15, snaps his fingers, and says, “20 little kids, gone like that.” The clerk did not mention that Lanza could have used a well-worn revolver or a single shot shotgun to the same effect, as Sandy Hook was a gun free zone in which he had over 9 minutes to walk room to room and commit his atrocities without any armed resistance.

Nor did the clerk mention that guns are used approximately 2,082 times every day in America for defensive purposes. Those 2,082 times includes instances where women stop sexual attackers, where parents prevent crimes against their children, where homeowners stop home invaders, where business owners stop burglars, etc.

But these are all inconvenient truths when one’s goal is to dissuade first-time gun buyers from following through.

Earlier this week, two states passed bills that would block enforcement of future federal gun control measures. Montana and Arizona passed similar measures to nullify federal gun laws and prohibit state agencies and employees from assisting federal agencies from enforcing unlawful and unconstitutional gun laws. The states are making these moves

In Montana, Rep. Art Wittich introduced House Bill 203 (HB203) which would prohibit the state "from enforcing, assisting in the enforcement of or otherwise cooperating in the enforcement of a federal act enacted on or after Jan. 1, 2015 that "prohibits, restricts, or requires individual licensure for ownership, possession, transfer, or use of any firearm or any magazine or other ammunition feeding device."

Wittich's bill passed the House last month by a vote of 58-42. This week it passed the Senate with a vote of 27-22. The bill now heads to the governor's desk for his signature. If he fails to either sign or veto the bill within 10 days, it becomes law.

Rep. Wittich said that the bill was needed in light of the Obama administration's usurpation of power and recent threats of unconstitutional executive orders.

Montana is also looking at Senate Bill 143, introduced by Senator Cary Smith, which will also allow concealed firearms to be carried on college campuses in Montana. Should they adopt the bill, Montana would join seven other states that allow concealed carry on college campuses.

Additionally, Senator Kelli Ward introduced Senate Bill 1330 (SB1330) that would do virtually the same thing as the Montana.

"All federal act, laws, orders, rules and regulations that are in violation of the Second Amendment of the United States Constitution, that are unauthorized by the Constitution and that violate the Second Amendment's true meaning and intent as given by the founders and ratifiers of the United States Constitution are invalid and void in this state," the bill reads.

The bill passed the Arizona Senate on Wednesday with a vote of 17-12.

The Tenth Amendment Center says that these types of bills are "based on James Madison's advice for states and individuals in Federalist 46, a 'refusal to cooperate with officers of the Union' serves as an extremely effectively method to bring down federal gun control measures because most enforcement actions rely on help, support and leadership in the states.

These bills are also based on the anti-commandeering doctrine. The anti-commandeering doctrine, resting on four Supreme Court Cases dating back to as early as 1842, should be considered in this matter.

Printz v. US is the cornerstone in this doctrine. The ruling states in part:

"We held in New York that Congress cannot compel the States to enact or enforce a federal regulatory program. Today we hold that Congress cannot circumvent that prohibition by conscripting the States' officers directly. The Federal Government may neither issue directives requiring the States to address particular problems, nor command the States' officers, or those of their political subdivisions, to administer or enforce a federal regulatory program…such commands are fundamentally incompatible with our constitutional system of dual sovereignty."

The Tenth Amendment Center also points out this little nugget:

Finally, the Court ruled that the federal government cannot force the states to act against their will by withholding funds in a coercive manner.

In Independent Business v. Sebelius (2012), the Court held that the federal government cannot compel states to expand Medicaid by threatening to withhold funding for Medicaid programs already in place. Justice Roberts argued that allowing Congress to essentially punish states that refused to go along violates constitutional separation of powers.

The legitimacy of Congress's exercise of the spending power "thus rests on whether the State voluntarily and knowingly accepts the terms of the 'contract.'" Pennhurst, supra, at 17. Respecting this limitation is critical to ensuring that Spending Clause legislation does not undermine the status of the States as independent sovereigns in our federal system. That system "rests on what might at first seem a counterintuitive insight, that 'freedom is enhanced by the creation of two governments, not one.' " Bond, 564 U. S., at ___ (slip op., at 8) (quoting Alden v. Maine, 527 U. S. 706, 758 (1999) ). For this reason, "the Constitution has never been understood to confer upon Congress the ability to require the States to govern according to Congress' instructions." New York, supra, at 162. Otherwise the two-government system established by the Framers would give way to a system that vests power in one central government, and individual liberty would suffer.
