Un ancien conseiller de Gordon Brown a exhorté les gens à stocker des boîtes de conserve et des bouteilles d'eau pour se préparer à ce qu'il croit être une crise boursière pire que 2008, à 20 fois l'échelle du désastre, croit-il. Damian McBride a  suggéré que le plongeon du marché boursier pourrait conduire à des troubles civils ou à d'autres situations où il sera déraisonnable pour quelqu'un de quitter sa maison.

Il a conseillé, via un tweet, de garder de l'argent sonnant dans un endroit sûr puisqu'il ne faudra plus prendre pour acquis que les banques et les distributeurs d'argent seront accessibles ou disponibles. Il a invité à s'approvisionner en nourriture ou en eau pour au moins un mois (et bien plus) et à prévoir une logistique familiale dans l'éventualité où le quotidien bascule (transport, communication, etc.).

D'autres analystes et experts croient que nous nous dirigeons vers une crise boursière mondiale et que les conséquences seront désastreuses.

Il met en garde les Américains, ainsi que tous les autres citoyens, que leurs économies pourraient se volatiliser en quelques instants et qu'il est impératif pour toutes les familles de se préparer à faire face à de graves problèmes d'approvisionnement et à une montée fulgurante du prix des nécessités. Il dit que les gens croient vivre dans un "merveilleux monde" alors qu'il n'en est rien puisque tout pourrait basculer à n'importe quel moment. 

Ron Paul rappelle que la liberté des citoyens est intimement liée à la prospérité d'un pays. Lorsque l'effondrement financier se produira, une crise de confiance du dollar US croit-il, ce sont nos droits et nos libertés qui seront restreintes et contrôlées par le gouvernement. Une perte de confiance envers le dollar US aura des conséquences désastreuses puisque ça signifiera l'arrêt du commerce et donc, des pertes massives d'emplois. Nous verrons alors des révolutions civiles partout à travers le pays parce que les gens qui auront travaillé toute leur vie verront leurs économies se volatiliser et parce que les familles n'arriveront plus subvenir à leurs besoins.

Le message, encore une fois, est clair: préparez-vous et veillez!

The federal government has finalized more than four dozen data standards that agencies will use to more consistently report federal spending information.

The new data standards -- a key part of the Digital Accountability and Transparency Act, or DATA Act -- also aim to make it easier for the public and good-government groups to track federal dollars.  

The Office of Management and Budget and the Treasury Department first introduced standardized definitions for 57 different data elements as part of preliminary guidance issued to agencies in May. The standards were finalized Aug. 31, “following a robust engagement with stakeholders,” according to a new blog post from David Mader, the controller of the Office of Federal Financial Management, and David Lebryk, commissioner of Treasury Department’s Bureau of the Fiscal Service.

Unanimously approved by Congress in May 2014, the DATA Act, tasked OMB and Treasury with first coming up with governmentwide data standards and, later, devising a method for agencies to electronically submit data directly to the USASpending.gov website in machine-readable formats.

Up to now, the billions spent each year on federal contracts and grants have not been uniformly tracked and remain “housed in disconnected and siloed systems under various formats using different standards,” Mader and Lebryk noted in their blog post.

“By standardizing what is published on USAspending.gov and providing context and a user-friendly format, we have taken an important step to provide valuable, usable information on how tax dollars are spent, who they are spent on and for what purpose,” the blog post stated.

Still, some thorny issues remain surrounding the new data standards .

The preliminary standards published in May drew the ire of data transparency advocates for retaining the use of Dun & Bradstreet’s proprietary identification codes, known as DUNS numbers, to track recipients of federal spending.

Since 1995, the government has used DUNS numbers to identify federal contractors, a practice that eventually embedded itself into the procurement process -- much to the chagrin of open data advocates, who fear the potential effects of the company’s monopoly on the availability of government data.

Despite opposition in public comments to the continued use of DUNS numbers in, the final standards say OMB and Treasury are still only exploring possible alternatives to the proprietary identifiers.

“Changes to standards require significant resources (time and funding) and ongoing analyses will include consideration of these issues,” a July 2015 update on the new standards stated.

For now, that means a tacit endorsement of the continued use of DUNS numbers.

Baker-Stanley-Cardno JV, Moon Township, Pennsylvania (FA8903-15-D-0003); Merrick-Atkins Joint Venture LLP, Greenwood Village, Colorado (FA8903-15-D-0010); and Parsons Government Services Inc., San Antonio, Texas (FA8903-15-D-0013), have been awarded an indefinite-delivery/indefinite-quantity contract with a program ceiling of $950,000,000 for Architect-Engineering 2013 Design and Construction Services. Contractor will provide architect- engineering services to support military construction, military family housing and sustainment, restoration and modernization programs worldwide.  The work includes efforts to perform Title I, Title II, and other architect-engineering services to administer, coordinate, and technically support the Air Force Civil Engineer's military construction, military family housing (to include Military Housing Privatization Initiatives), sustainment, restoration and modernization program areas, and other areas of essential support worldwide. Work will be performed at various government installations worldwide and is expected to be complete by Aug. 27, 2022.  This award is the result of a competitive acquisition and 83 offers were received. Fiscal 2015 operations and maintenance funds in the amount of $9,000 are being obligated at the time of award. The 772nd Enterprise Sourcing Squadron, Joint Base San Antonio-Lackland, Texas, is the contracting activity.
 
Aleut O&M Services LLC, Colorado Springs, Colorado, has been awarded a $395,000,000 indefinite-delivery/indefinite-quantity for Cape launch operations and infrastructure support. Contractor will provide for operations, maintenance and engineering support for facilities and systems. Work will be performed at Cape Canaveral Air Force Station, Florida, and is expected to be complete by Nov. 30, 2021. This award is the result of a competitive acquisition and eight offers were received. Fiscal 2016 operations and maintenance funds in the amount of $810,223 are being obligated at the time of award. The 45th Contracting Squadron, Patrick Air Force Base, Florida, is the contracting activity (FA2521-15-D-0008).
 
The Boeing Co., Oklahoma City, Oklahoma, has been awarded a $46,719,474 fixed-price-incentive-firm, cost-plus-fixed-fee, and cost-no-fee contract for seven full-rate production Combat Network Communication Technology upgrade kits for the B-52 bomber. Contractor will provide seven upgrade kits along with associated support equipment, and installation engineering support for the Air Force program depot maintenance line.  This contract also provides for 21 retrofit kits to convert previously purchased B-52 Combat Network Communication Technology kits from a low-rate initial production configuration to the full-rate production configuration. Work will be performed at Oklahoma City, Oklahoma, and is expected to be complete by May 30, 2017. This award is the result of a sole-source acquisition and fiscal 2015 aircraft procurement funds in the amount of $46,719,474 are being obligated at the time of award. The Air Force Lifecycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8628-15-C-2251).
 
Wolf Creek Federal Services Inc., Anchorage, Alaska, has been awarded a $19,050,151 option modification (P00003) to the previously awarded contract FA2521-15-C-0063 for range operations support. Contractor will provide for non-mission support communications for the Eastern Range and Western Range; and base operating support and logistics for the Eastern Range, primarily Ascension Auxiliary Air Field. Work will be performed at Patrick Air Force Base, Florida; Cape Canaveral Air Force Station, Florida, and Ascension Auxiliary Air Field, Florida, and is expected to be complete by Sept. 30, 2016. Fiscal 2015 operations and maintenance funds are being used and no funds were obligated at the time of award. 45th Contracting Squadron, Patrick Air Force Base, Florida, is the contracting activity.
 
Northrop Grumman Systems Corp., Rolling Meadows, Illinois, has been awarded a $15,121,851 modification (P00148) to the previously awarded contract FA8625-12-C-6598 for the Large Aircraft Infrared Counter Measures Viper 2.1 lasers. The contractor will provide 106 Viper 2.1 lasers as a part of this contract effort. Work will be performed at Rolling Meadows, Illinois, and is expected to be complete by April 29, 2017. This contract involves foreign military sales. Fiscal 2013, 2014, and 2015 aircraft procurement, National Guard, Navy and overseas contingency operations funds in the amount of $15,121,851 are being obligated at the time of award. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.
 
Range Generation Next LLC, Sterling, Virginia, has been awarded a $6,511,600 cost-plus-fixed-fee modification (P00012) to the previously awarded contract FA8806-15-C-0001 for launch and test range system support function to the Western Range in support of the Building 7000 relocation task. Contractor will execute pre-staging efforts, initiate a portion of the range system relocations, and ensure completion of all infrastructure installation prior to initiating range downtime scheduled from March 8, 2016, through August 28, 2016. Work will be performed at Vandenberg Air Force Base, California, and is expected to be complete by April 4, 2016. Fiscal 2015 operations and maintenance funds in the amount of $6,511,600 are being obligated at the time of award. Headquarters Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity.
 
DEFENSE INFORMATION SYSTEMS AGENCY
 
Microsoft Corp. Redmond, Washington, was awarded an increased ceiling modification to the established firm-fixed-price, single award, indefinite-delivery/indefinite-quantity contract for Microsoft enterprise technical support services, necessary to obtain highly trained Microsoft Blue Badge Cardholder support.  These services require access rights to Microsoft's proprietary (closed-source) code, which is licensed under exclusive legal right of Microsoft, and are required to support the Department of Defense's mission.  The total cumulative of the contract was increased by $162,760,000 from $412,240,000 to $575,000,000. The period of performance remains as a one-year base period and four one-year option periods for a total period of five years.  Performance will predominantly be within the continental U.S.; however, support services may also be required at multiple locations outside the continental U.S. A proposal was solicited via electronic means to Microsoft and received. The notice of intent was posted on Aug. 6, 2015, on the Federal Business Opportunity portal. Thales Raytheon Systems Co. LLC, Fullerton, California, was awarded a $82,606,668 cost-plus-fixed-fee, multi-year, foreign military sales contract (Finland, Lithuania, Netherlands, Chile) for sentinel radar technical/logistical services.  Funding and work location will be determined with each order, with an estimated completion date of Dec. 31, 2018.  One bid was solicited with one received.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-15-D-0058).
 
Vectrul Systems Corp., Colorado Springs, Colorado, was awarded a $46,795,818 modification (P00013) to foreign military sales contract W52P1J-15-C-0016 (Egypt, Iraq, Spain, United Arab Emirates) for receiving, repairing, maintaining, storing, preparing for issue, and issuing Army Prepositioned Stock-5 equipment in Southwest Asia in support of the 401st Army Field Support Battalion in Kuwait with an estimated completion date of Feb. 28, 2017.  Fiscal 2015 operations and maintenance (Army) funds in the amount of $24,948,540 were obligated at the time of the award.  Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity.
 
Northrop Grumman Systems Corp., Rolling Meadows, Illinois, was awarded a $35,372,762 cost-plus-fixed-fee, fixed-price incentive, and firm-fixed-price hybrid contract with options for engineering and manufacturing development and low-rate initial production of the Common Infrared Countermeasure program.  Work will be performed in Rolling Meadows, Illinois, with an estimated completion date of Oct. 28, 2017.  Bids were solicited via the Internet with two received.  Fiscal 2015 research, development, testing, and evaluation funds in the amount of $35,372,762 were obligated at the time of the award. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-15-C-0067).
 
Rockford Corp.,* Anchorage, Alaska, was awarded a $33,977,042 firm-fixed-price contract to construct a jet fuel (JP-8) hydrant system at Grissom Air Reserve Base, Peru, Indiana, with an estimated completion date of May 31, 2017.  Bids were solicited via the Internet with three received.  Fiscal 2015 military construction funds in the amount of $33,977,042 were obligated at the time of the award. NAVY
 
Northrop Grumman Systems Corp., Linthicum, Maryland, is being awarded a $58,706,242 cost-plus-incentive-fee contract for the procurement of Ground/Air Task Oriented Radar Increment II Ground Weapons Locating Radar software, along with technical data packages, anti-tamper planning and developmental testing support.  Work will be performed in Linthicum, Maryland, and is expected to be completed by Aug. 31, 2018.  Fiscal 2015 research, development, test and evaluation (Marine Corps) funds in the amount of $19,920,025 will be obligated at the time of award.  No contracts funds will expire the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S.C. 2304(c)(1).  The Marine Corps Systems Command, Quantico, Virginia, is the contracting activity (M67854-15-C-0230).
 
General Dynamics Information Technology Inc., Fairfax, Virginia, is being awarded a $39,777,752 indefinite-delivery/indefinite-quantity contract to provide engineering and technical services for the operations, maintenance and repair required for acoustic data acquisition, test range/support systems, and acoustic data analysis conducted at the Naval Surface Warfare Center Carderock Division Acoustic Research Detachment.  Work will be performed in Bayview, Idaho, and is expected to complete by August 2020.  Fiscal 2015 research, development, test and evaluation (Navy) funding; working capital funds; and fiscal 2015 other procurement (Navy) funding in the amount of $2,775,000 will be obligated at time of award, and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with one offer received.  The Naval Surface Warfare Center, Carderock Division, West Bethesda, Maryland, is the contracting activity (N00167-15-D-0005).
 
L-3 Vertix Aerospace LLC, Madison, Mississippi, is being awarded a $21,371,269 firm-fixed-price, cost reimbursement, indefinite-delivery/indefinite-quantity contract for the procurement of business jet training services in support of contracted air services basic training, large national exercises, and small, single unit training exercises.  Missions include maritime air patrol, low/slow terrorist aircraft, air interdiction training, helicopter maritime strike weapons school, laser training, fixed-wing ground control approach training, lost homing direction training, and air intercept/anti-submarine training.  These services support training requirements through air intercept control, anti-submarine tactical attack control, tracking exercises, electronic warfare missions, banner tows and target tows.  Work will be performed in Virginia Beach, Virginia (51 percent); and the Naval Air Station North Island, California (49 percent), and is expected to be completed in August 2016.  Fiscal 2015 operation and maintenance (Navy) funds in the amount of $1,856,903 are being obligated at time of award, all of which will expire at the end of the current fiscal year.  This contract was competitively procured via an electronic request for proposal; and one offer was received.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-15-D-0022).
 
Phoenix International Holdings Inc., Largo, Maryland, is being awarded a $15,155,333 modification to previously awarded contract N00024-14-C-4107 to exercise options for management, technical, engineering, and logistics support services and associated supplies and equipment necessary to operate and maintain the Navy’s submarine rescue system.  The contractor is responsible for providing appropriate and sufficient personnel and services necessary for the mobilization, operation, storage, logistic support, repair and maintenance of the rescue systems that support response requirements. The contractor is responsible to ensure the rescue systems are maintained in a high state of readiness to support a rapid worldwide deployment on a 24-hour-per-day, 7-day-a week basis.  Work will be performed in San Diego, California, and is expected to be completed by August 2016.  Fiscal 2015 operations and maintenance (Navy), and fiscal 2015 other procurement (Navy)  funding in the amount of $5,288,972 will be obligated at the time of award, and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.
 
Puglia Engineering Inc., Bellingham, Washington (N4523A-12-D-0005); Pacific Ship Repair and Fabrication Inc., San Diego, California (N4523A-12-D-0006); Delphinus Engineering Inc., Eddystone, Pennsylvania (N4523A-12-D-0009); Q.E.D. Systems Inc., Virginia Beach, Virginia (N4523A-12-D-0008); Walashek Industrial and Marine, Tukwila, Washington (N4523A-12-D-0004); and Propulsion Controls Engineering, Everett, Washington (N4523A-12-D-0007), are each being awarded $15,000,000 modifications to a previously awarded multiple award contract to exercise an option for accomplishment of the repair and maintenance requirements on Navy waterborne vessels, surface ships and submarines.  Exercising option year four will provide continued ship and vessel repair projects that may include: docking the ship/vessel and accomplishing the required ship/vessel husbandry; welding; blasting; mechanical systems repair; and electrical/electronic alterations.  The contractors will provide and are responsible for all labor, management, supervision, coordination, quality control, quality assurance, quality management, safety management, environmental management, material, equipment and transportation.  Work will be performed in ship homeports in the northwestern U.S. or at contract facilities as needed, and is expected to complete by September 2016.  No funding is being obligated at time of award.  Puget Sound Naval Shipyard and Intermediate Maintenance Facility, Bremerton, Washington, is the contracting activity.
 
Northrop Grumman Systems Corp., ES Power/Control Systems, Sykesville, Maryland, is being awarded a $7,595,000 firm-fixed-price modification to previously awarded contract N00024-04-C-4201 for the procurement of 14 automatic voltage regulator production units required for the replacement of obsolete and unreliable turbine generator voltage regulators for Nimitz-class aircraft carriers.  Work will be performed in Sykesville, Maryland, and is expected to be completed by August 2017.  Fiscal 2015 shipbuilding and conversion (Navy) funding in the amount of $7,595,000 will be obligated at the time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.
 
Computer Sciences Corp., Stafford, Virginia, is being awarded $20,711,981 for modification P00012 to previously awarded cost-plus-fixed-fee contract M00264-14-C-1014.  This modification increases the basic value of the contract and provides for the exercise of an option for continued services to support the Headquarters, Marine Corps, programs and resources, Technology Services Organization-required contractor services as an enterprise business systems integrator for the Marine Corps.  These services include development, design, production and sustainment support of enterprise-class information technology systems; particularly business systems including, but not limited to, pay, personnel, budget execution, orders writing, accounting and installation systems for the Marine Corps, as well as Department of Defense components, services and agencies on a reimbursable basis.  Work will be performed in Arlington, Virginia, and work is expected to be completed Feb. 28, 2016.   Fiscal 2015 operations and maintenance funds in the amount of $11,227,014 will be obligated at the time of award and will expire at the end of the current fiscal year.  Regional Contracting Office, National Capital Region, Quantico, Virginia, is the contracting activity. 
 
Alpha Marine Services LLC, Galliano, Louisiana, was awarded a $6,965,712 firm-fixed-priced contract for the time charter of six tractor-like tugs in support of Navy bases at Kings Bay, Georgia; and Mayport, Florida.  This contract includes three 12-month options and one 11-month option which, if exercised, would bring the cumulative value of this contract to $35,918,232.  Work will be performed in Kings Bay, Georgia (50 percent); and Mayport, Florida (50 percent), and is expected to be completed by July 2020.   Working capital funds in the amount of $6,965,712 are obligated.  Funds will not expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with two offers received.  The Military Sealift Command, Washington, District of Columbia, is the contracting activity (N62387-15-C-2100). La guerre est donc déclarée. Depuis le 1er septembre, les paiements en cash supérieurs à 1 000 euros sont officiellement interdits en France. 

En Espagne, les grandes banques taxent désormais les retraits aux distributeurs, relevait Simone Wapler récemment. Le Financial Times publiait il y a quelques jours un article invitant à supprimer cette "autre relique barbare" qu'est le cash. Sur le site internet France 2022, lancé à l'initiative de Jacques Attali, on trouve une page "Supprimer la monnaie fiduciaire" listant tous les avantages qu'il y a à se passer du cash. 

L'un de ces avantages — et non des moindres — est la "fin de la transmission de microbes via la monnaie". Mais oui ! A bas les billets pouacres et les pièces poisseuses ! Et ne nous arrêtons pas en si bon chemin : supprimons aussi les barres d'appui dans les transports publics — ces surfaces répugnantes grouillant de virus et de bactéries qui nuisent à la santé générale ! Comment, que dites-vous ? "Ce serait absurde, tout le monde tomberait" ? Mais mon bon monsieur, puisqu'on vous dit que c'est pour votre sécurité ! 

Bref, la guerre que mènent les autorités contre le cash est en train de prendre une tournure de plus en plus musclée. Et pour cause,comme l'expliquait Bill Bonner jeudi :

L’UE lève en partie ses sanctions contre l’Iran

Les Etats-Unis sont en train de finaliser un accord avec cet établissement français, soupçonné d'avoir violé les embargos économiques des Etats-Unis. Il est reproché au Crédit agricole d'avoir opéré des transferts illégaux d'argent vers des pays visés par des sanctions internationales, plus précisément l'Iran et le Soudan. Les fonds y ont transité à travers ses succursales situées aux Etats-Unis.

Par conséquent, le Crédit Agricole pourrait signer un gros chèque de quelques 900 millions de dollars aux Etats-Unis.

Les négociations sont en l'espèce menées par plusieurs interlocuteurs, dont le ministère de la justice américain, le département du Trésor, la Réserve fédérale et le régulateur des services financiers de New York (DFS). Ainsi, les discussions devraient se poursuivre d'ici fin du mois et le montant des pénalités pourrait être encore modifié.

Iran: la vie après les sanctions

Le président des Etats-Unis a le droit de restreindre les relations commerciales avec certains pays sous le contrôle de l'Office of Foreign Assets Control (OFAC), selon une loi fédérale américaine de 1977, l'International Emergency Economic Powers Act.

La banque en question n'a pas souhaité commenter la situation. Elle occupe la dernière place d'une longue série de banques européennes qui ont déjà subi les foudres du gouvernement américain pour la violation des embargos de ce dernier.

WASHINGTON  — The Justice Department issued a new policy Wednesday that made the prosecution of Wall Street executives involved in financial fraud a major priority, all but acknowledging nagging criticism that powerful corporate figures have escaped criminal charges in favor of giant monetary penalties.

"Effective immediately, we have revised our policy guidance to require that if a company wants any credit for cooperation, any credit at all, it must identify all individuals involved in the wrongdoing, regardless of their position, status or seniority in the company, and provide all relevant facts about their misconduct,’’ according to Deputy Attorney General Sally Yates’ prepared remarks for a Thursday speech at New York University Law School.

“It’s all or nothing. No more picking and choosing what gets disclosed. No more partial credit for cooperation that doesn’t include information about individuals,’’ Yates said.

The New York Times first reported the policy change Wednesday night.

Yates’ prepared remarks elaborate on policy issued to federal prosecutors nationwide Wednesday, calling for federal authorities not to provide individuals “protection from criminal or civil liability,’’ absent extraordinary circumstances.

“The rules have just changed,’’ Yates said. “Effective today, if a company wants any consideration for its voluntary disclosure or cooperation, it must give up the individuals, no matter where they sit within the company.’’

In the aftermath of the financial crisis and housing market collapse, Justice has long been criticized for failing to target executives who presided over the rampant fraud that facilitated the crises.

“Corporate matters cannot be resolved without clear plan to resolve cases against individuals and all decisions declining to prosecute potential culpable individuals must be approved by the U.S. attorney of the head of the division handling the case,’’ according to the new Justice guidelines.

“Civil attorneys will consistently focus on individuals as well as the company and evaluate whether to bring suit against an individual based on considerations beyond that individual’s ability to pay.’’

Some of the changes, according to the memo distributed to all 93 U.S. attorneys’ offices across the country, “represent a departure from the department’s long-standing approach to corporate prosecutions.’’

“The policy will apply to all future investigations of corporate wrongdoing,’’ the memo states.

Yates, in remarks to the NYU law school, said the “mission here is not to recover the largest amount of money from the greatest number of corporations.

“Our job is to seek accountability from those who break our laws and victimize our citizens.  It’s the only way to truly deter corporate wrongdoing.’’

  When China transitioned to a new currency regime midway through last month, the PBoC triggered a veritable meltdown in emerging markets. 

Make no mistake, part of the carnage was due to the fact that by devaluing the yuan, Beijing was effectively robbing the world of export competitiveness at a very precarious time. Fears that a weaker yuan would put upward pressure on regional REERs while further dampening onshore demand exacerbated an already tenuous situation across EMs, and in at least one case, forced the abandonment of a currency peg. 

Having said that, the yuan devaluation was perhaps more significant for what it telegraphed about China’s economy. That is, the yuan had appreciated by some 15% in REER terms in the space of just 12 months, and the fact that Beijing hadn’t gone the nuclear devaluation route (i.e. had “merely” resorted to multiple policy rate cuts) was seen by some as an indication that perhaps the economic situation wasn’t as bad as many people feared. The devaluation effectively crushed that theory and indeed, there are some indications that behind the scenes, China is targeting a devaluation on the order of some 20% which would have the effect of adding back 20 percentage points of export growth on the way to - hopefully- resuscitating output. 

On Sunday, we got still more evidence to suggest that China’s economy isn’t growing at anywhere near the clip the official figures suggest as industrial production came in light of expectations and FAI rose at the slowest pace since 2000. Here’s WSJ:

The data released Sunday pointed to continued weakness across large swaths of the world’s second-largest economy, heaping more pressure on the government to seek to further stimulate activity.
 
“This is very disappointing data,” said ANZ economist Li-Gang Liu.“It’s very difficult to see Premier Li Keqiang getting his 7% growth target this year.”
 
China’s industrial production grew 6.1% year-over-year in August, according to the National Bureau of Statistics. While this was marginally faster than July’s 6.0% level, it compared with an already very low reading in August of 2014 and fell well below a median 6.6% forecast by 12 economists in a Wall Street Journal survey.
 
Fixed-asset investment in nonrural areas of China rose 10.9% in the January-August period compared with the year-earlier period. This was also below expectation and slower than the 11.2% increase recorded in the January-July period.
 





Amusingly, even the NBS was cautious about the outlook going forward:

The statistics bureau warned of continued headwinds. “The foundation for the recovery is not solid,” it said on its website. “External and internal demand for industrial products remains weak and industrial production still faces relatively big downward pressure.”

“The economy is showing no sign of recovery," said Ding Shuang, chief China economist at Standard Chartered Plc in Hong Kong. “From the perspective of monetary policy, the government has done what it can, but demand from the real economy needs to pick up to really make use of that.”
 
The weakening economic figures underscore the challenge the government faces in meeting its growth target of 7 percent this year, as exports decline and producer price deflation deepens.
 
Investment in real estate development rose 3.5 percent in the first eight months of the year, down 0.8 percentage point from the January to July period. That reading was less than a tenth of the pace during the same period five years earlier.

As Alberto Gallo notes, "investment cannot go on forever without demand" and indeed, excess capacity in China is one of the main reasons why the global economy is careening headlong into the deflationary doldrums. 

As for what happens when China eventually goes through an inevitable capital stock "adjustment," well, let's just say that if Daiwa turns out to be correct, our projections will look generous by comparison...

DISTRICT ATTORNEY ON NEW YORK'S LONG ISLAND BANS PROSECUTORS FROM OWNING GUNS

The district attorney of one New York county is prohibiting prosecutors from owning a handgun -- a rule some law experts claim is unconstitutional.

The Nassau County District Attorney's Office on New York's Long Island bars its prosecutors from possessing a handgun, even at home, unless a special exception is made by the Acting District Attorney, Madeline Singas, according to an application for employment.

"[A]ssistant district attorneys are not permitted to apply for a handgun permit nor own or possess a handgun while employed by the Nassau County District Attorney. Any exception to this policy must be in writing and approved by the District Attorney," the application states.

Eugene Volokh, a professor at UCLA School of Law, said Monday the policy violates an individual's Second Amendment rights as well as an important New York state statute.

The Nassau County District Attorney's Office did not return requests for comment when contacted Monday. In a statement provided to Volokh, the office said, "Our practice of asking prosecutors to not possess handguns is to ensure the safety and comfort of staff, victims, and witnesses, and is consistent with other district attorney’s offices in the New York City metropolitan area."

Volokh, who first criticized the rule in a Sept. 21 blogpost for Washington Post, explained that the government, acting as employer, has the right to restrict certain employee behaviors, including "off-duty exercise of constitutional rights."

A classic example of what is constitutional is government restriction on political campaign activity by its employees, according to Volokh. Such policies, he explained, require substantial justification showing the practice or activity interferes with government employer operations.

In the case of Nassau County, Volokh said he doesn't believe there is proper justification for prohibiting prosecutors from owning handguns and that the Second Amendment trumps such a policy.

"Handgun possession in the home does not interfere with the prosecutor’s ability to do his or her work," he told FoxNews.com. "The Second Amendment restricts the government’s ability to ban handguns."

Further, Volokh cited a New York state statute that arguably runs at odds with Nassau County's policy when it comes to handgun collectors or individuals who own them for the purpose of target shooting.

According to Volokh, the policy implemented by Nassau County is inconsistent with N.Y. Labor Code § 201-d, under which handgun collection can be considered a "lawful, leisure-time activity, for which the employee receives no compensation and which is generally engaged in for recreational purpose" that is included in the subcategory of "hobbies" and conducted "off of the employer’s premises and without use of the equipment or other property."

The NRA predictably seized on the matter, roundly criticizing the district attorney for putting employees at risk.

"Thanks to Singas' policy, Nassau County prosecutors will be finding themselves especially exposed, should they be forced to confront an aggrieved offender bent on doing them or their innocent family members harm," the NRA said in a statement on its website.

"The policy will also ensure that armed offenders have the upper hand in any such confrontation," the group said.

Yesterday, Secretary of Defense Ash Carter joined business leaders for the first-ever World Economic Forum event at the Pentagon.  During the “Business and the Evolving National Security Context” discussion, Secretary Carter and other top DoD officials engaged top executives from U.S. and international businesses on topics ranging from cybersecurity and technological innovation to talent management. The event marked the latest effort by the secretary to break down barriers with the business community and think outside the “five-sided box”.
 
Secretary Carter thanked the World Economic Forum, especially its founder and executive chairman Klaus Schwab, for hosting and sponsoring the two days of productive talks at the Pentagon. The event also included a dinner Wednesday night held on the Pentagon grounds, where Mr. Schwab, Secretary Carter and Commerce Secretary Penny Pritzker discussed the challenges and opportunities facing both the public and private sectors in the 21st  century.

Work will be performed at San Diego, California, and is expected to be complete by Sept. 30, 2016. Fiscal 2016 operations and maintenance funds in the amount of $9,251,194 are being obligated at the time of award. The Boeing Co., Clearfield, Utah, has been awarded a $110,109,415 modification (P00007) on previously awarded contract FA8414-15-C-0001 for replacement of the intercontinental ballistic missile Minuteman III telemetry, test and termination systems. Work will be performed at Clearfield, Utah; Huntington Beach, California; and Heath, Ohio, and is expected to be complete by Aug. 31, 2019. Lockheed Martin Corp., Marietta, Georgia, has been awarded a $32,515,190 contract modification (P00315) to previously awarded contract FA8625-07-C-6471. Contractor will provide for the C-5 Galaxy reliability enhancement and re-engining program Lot 7 rapid repair and response over and above effort. They will provide the final lot of 11 aircraft to the C-5M fleet. Work will be performed at Marietta, Georgia, and is expected to be complete by April 17, 2018. Fiscal 2014 and 2015 aircraft procurement funds in the amount of $32,515,190 respectively are being obligated at the time of award. The Mobility Division, Wright Patterson Air Force Base, Ohio, is the contracting activity. 
 
Goodrich Corp. - IRS Systems, UTC Aerospace Systems Co., Westford, Massachusetts, has been awarded a $24,500,000 indefinite-delivery/indefinite-quantity contract for Royal Saudi Air Force F-15S/SA DB-110. Contractor will provide courseware development and training services. Work will be performed at Westford, Massachusetts; Birmingham, United Kingdom; and the Kingdom of Saudi Arabia, and is expected to be complete by June 30, 2019. This award is the result of a sole-source acquisition. This contract is 100 percent foreign military sales for the government of Saudi Arabia. Spacelabs Medical Inc., Issaquah, Washington, has been awarded a maximum $13,460,681 modification (P00104) exercising the sixth one-year option period of a one-year base contract (SPM2D1-09-D-8351), with nine one-year option periods for patient monitoring systems, subsystems, accessories, consumables and training. American Bureau of Shipping, Houston, Texas is being awarded an $8,000,000 modification under a previously awarded indefinite-delivery/indefinite-quantity contract (N00033-13-D-8015) with firm-fixed-price task order to provide vessel classification services in accordance with statute 46 U.S. Code 3316. Work will be performed worldwide and is expected to be completed by Sept.30, 2016.  Working capital contract funds in the amount of $8,000,000 are subject to availability in fiscal 2016 funds, and will expire at the end of fiscal 2016. This contract was not competitively procured, in accordance with statue 46 U.S. Code 3316.  The Navy’s Military Sealift Command, Washington, District of Columbia, is the contracting activity (N00033-13-D-8015).

Bien évidement, c’était annoncé depuis longtemps, prédit, programmé même, il faut un effondrement pour qu’un nouveau modèle de société puisse être mis en place, et cet effondrement, il est en cours avec les banques dont certaines sont au plus mal…

Mais pas de surprise sur l’état financier des banques, les stress-tests de 2014 ont été catastrophiques et beaucoup ont échoué malgré les nombreuses ficelles utilisées pour dissimuler l’ampleur de la catastrophe, du coup elles ont été épargnées de stress-tests en 2015, meilleur moyen de cacher leur situation.Nous nous rapprochons, pour ceux qui souhaitent encore des preuves, nous avons par exemple:



Et le nombre de banques en faillite se multiplie en Europe, elles doivent du coup faire des économies, fermer des agences, virer du monde, certains diront même que c’est ce que fait la Société Générale, elle a prévu de fermer 20% de ses agences d’ici 2020 et de virer 420 personnes d’ici 2017, mais non, c’est simplement pour coller aux attentes des clients qui préfèrent les banques en ligne, pas par ce qu’ils sont en difficulté, officiellement…

Les faillites bancaires sont des événements dramatiques pour les épargnants, et pourtant pas si rares si on regarde l’Histoire récente des faillites bancaires. Depuis 2000, pas moins de 543 banques ont fait faillite aux USA dont 140 pour la seule année 2009. En 2015, année ou tout va bien mieux (ironique), nous avons 5 banques en faillite en europe et 4 aux USA.

Plutôt que de vous donner mon avis personnel sur la situation des banques, exercice très risqué en ce moment compte-tenu du contexte, je vous propose une revue de presse qui vous permettra de vous faire une opinion de la situation réelle des banques, et plus particulièrement les banques européennes et françaises.

Bien entendu, vous n’entendrez pas parler de faillites bancaires en France, et encore moins des risques de faillite car, c’est bien connu, nos médias français sont tous indépendants des grands groupes internationaux (c’est ironique bien sûr !). Heureusement, tous les médias ne sont pas muets, nous avons encore une partie de la presse écrite libre et ça mérite d’être souligné !

Le lendemain, nouvelle dépêche de Reuters pour rassurer, l’équivalent de l’AFP :

Ouf, finalement tout va bien, Banco Madrid, c’est la filiale de la BPA, rappelez-vous, la banque accusée de blanchiment ! Résultat, on apprend dans cet article que finalement “le fonds de restructuration du secteur bancaire ne viendra pas au secours de Banco Madrid“. Par chance, la banque n’est pas systémique et on pourra rendre les dépôts des 15 000 clients de cette petite banque jusqu’à 100 000 euros. Pour ceux qui avaient plus, dommage, et bien fait pour la mafia ! Bon, je pourrai continuer comme ça toute la journée, les articles ne manquent pas et vous avez compris le principe, l’info est là (AFP et Reuters), mais vous ne trouverez cette info ni à la TV, ni dans les journaux financiers ! On optera certainement pour un petit oublie de leur part !

Bilan de ce début d’année 2015 :
PORTUGAL – BANCO ESPIRITO SANTO (EN FAILLITE)
AUTRICHE – HYPO ALPE ADRIA (EN FAILLITE)
ANDORRE – BANQUE PRIVE D’ANDORRE (EN DIFFICULTE)
ESPAGNE – BANCO MADRID (EN FAILLITE)
ALLEMAGNE – DUSSELHYP BANK (SAUVÉE PAR LA BDB)

Des fuites de capitaux hors d’Europe !

Maintenant voyons ce qui se passe en Europe. Voici 2 articles qui parlent de la fuite des capitaux hors de la zone euro :

FUITE DE CAPITAUX – Moi qui croyait que les investisseurs affluaient vers l’Europe après une chute de l’euro et une compétitivité retrouvée ! Et pourtant cet article fait la une des Echos. En tout cas c’est un article qui n’a pas vraiment circulé dans les médias mais qui fait l’objet d’un démenti en temps réel ou presque :

FUITE DE CAPITAUX – Info ou intox ! Finalement nous avons un expert “reconnu” (un journaliste quoi !) qui vient vite éteindre l’incendie. Ce journaliste vient vite contredire l’article des Echos (ci-dessus) en prenant soin de citer l’origine de l’incendie (technique classique) et nous dit que  “oui, mais non“, pour ensuite conclure par “L’alarme de la fuite des capitaux au second semestre 2014 pourrait avoir sonné pour rien“. Pas de commentaire, circulez, y a rien à voir !

Étonnant timing puisque les articles ont été écrit l’un après l’autre à quelques heures d’intervalle ! Certainement une pure coïncidence et un journaliste très très rapide et motivé, d’autant qu’il n’écrit qu’un ou 2 articles par an ! On regrettera simplement que ce ne soit pas écrit par un économiste reconnu !
En cas de crise, les banques pourront-elles prélever les dépôts !

Bien sûr, ce titre inquiète, mais surtout, ne vous inquiétez pas, tout va bien. Si Challenges a écrit cet article, c’est simplement pour se rendre intéressant (ironique) !

BIG RESET DE VOTRE PATRIMOINE – Ça c’est ma meilleure, moi qui croyait que l’Europe est une institution qui n’est là que pour défendre l’intérêt des peuples européens ! Imaginez maintenant si on expliquait sur une chaîne de grande écoute, ce qu’est exactement la directive BRRD, celle qui sera appliquée en cas de faillite d’une banque en Europe. Prenez le temps de bien lire, vous ne rêvez pas, maintenant, si une banque fait faillite, ce n’est plus l’état qui est en première ligne, mais vous !

Les actionnaires sont en première position, bien entendu, mais ils auront tout perdu de toute manière, et ensuite, ce sont les déposants qui seront mis à contribution. Mais bien sûr nous sommes rassurés par le fond de garantie des dépôts qui sauvera notre épargne. Problème, les banques françaises pourraient moins contribuer au fond de garantie des dépôtsLes banques européennes auraient-elles des problèmes de liquidités ?  C’est un peu comme si un assureur proposait à un assuré de réduire sa prime d’assurance alors que son risque augmente de manière très importante ! Vous avez bien compris, vous, épargnant, vous êtes maintenant en première ligne, il va falloir avoir un peu de chance pour choisir la bonne banque ! Sauf bien sûr si j’ai mal interprété la toute nouvelle directive et que mes confrères aussi, et que finalement cette directive n’est là que pour le bien du peuple européen dans son ensemble ! Ce n’est certainement rien, passons !

La chasse au cash lancée !

CONTRÔLE DES FLUX – Le sujet est un peu moins sensible mais tout aussi révélateur de l’état d’esprit des banques, pardon du gouvernement ! Avant, dans l’ancien temps, il n’y avait pas de banque, les salaires étaient versé en cash jusque dans les années 70. Le contrôle de la monnaie était fait par les pays et dans l’intérêt des peuples. Du chômage, on augmentait la masse monétaire !

Aujourd’hui, les banques ont pris toute la place avec un grand succès et les désordres financiers se succèdent. La nouvelle trouvaille a été de permettre aux banques de financer les états avec intérêts ! Là je dis BRAVO ! Donc maintenant, les banques contrôlent les états via les dettes, la politique via la BCE, et donc le peuple ! Plus rien n’est possible sans banque, sans système bancaire, sans système financier et sans uneDETTE COLOSSALE ! Moi, entrepreneur, et vous salariés, nous travaillons de plus en plus chaque année pour payer LA DETTE… Ça ne vous fait pas penser à une méthode potentiellement mafieuse d’asservissement ça ? Tu as une dette, donc tu bosses pour moi jusqu’au remboursement, mais comme elle ne sera JAMAIS remboursée cette dette !!! NON, je m’égare. Le sujet de la construction Européenne et de la construction de la dette des pays par le système bancaire est bien trop vaste et polémique pour être traité ici, nous y reviendrons plus tard si vous le voulez bien.

Protégez votre épargne, il y a urgence !
