Sixty million euro has been stolen from bank accounts in a massive cyber bank raid after fraudsters raided dozens of financial institutions around the world.

According to a joint report by software security firm McAfee and Guardian Analytics, more than 60 firms have suffered from what it has called an "insider level of understanding".

"The fraudsters' objective in these attacks is to siphon large amounts from high balance accounts, hence the name chosen for this research - Operation High Roller," the report said.

"If all of the attempted fraud campaigns were as successful as the Netherlands example we describe in this report, the total attempted fraud could be as high as 2bn euro (£1.6bn)."

The automated malicious software programme was discovered to use servers to process thousands of attempted thefts from both commercial firms and private individuals.

The stolen money was then sent to so-called mule accounts in caches of a few hundreds and 100,000 euro (£80,000) at a time.

Credit unions, large multinational banks and regional banks have all been attacked.

Sky News defence and security editor Sam Kiley said: "It does include British financial institutions and has jumped over to North America and South America.

"What they have done differently from routine attacks is that they have got into the bank servers and constructed software that is automated.

"It can get around some of the mechanisms that alert the banking system to abnormal activity."

The details of the global fraud come just a day after the MI5 boss warned of the new cyber security threat to UK business.

McAfee researchers have been able to track the global fraud, which still continues, across countries and continents.

"They have identified 60 different servers, many of them in Russia, and they have identified one alone that has been used to steal 60m euro," Kiley said.

"There are dozens of servers still grinding away at this fraud – in effect stealing money."

Voici que le cardinal Tarcisio Bertone – qui est directement impliqué et visé dans les affaires de blanchiment d’argent de l’Institut des Œuvres Religieuses et dans les « Vatileaks » (fuites embarrassantes concernant les pratiques bancaires mafieuses du Vatican) – dénonce l’action des médias et… du Diable (!) comme étant les responsables de l’ébruitement de ces luttes de pouvoir et pratiques douteuses qui, selon lui, sont évidemment des « légendes » et des « contes de fée » !!!

Bien entendu, selon le mafieux cardinal Bertone, le but de tout ceci est de « déstabiliser l’Eglise » (mais l’Eglise ne se déstabilise-t-elle pas plutôt toute seule, noyée dans ses vices, ses crimes, ses alliances mondialistes et ses péchés !?)…

Il s’agit là de la réaction habituelle et typiquement hypocrite des tarés criminels qui dirigent l’Eglise : afin de ne pas avoir à répondre de leurs méfaits, ils tentent de noyer le poisson, et crient au complot ! Une tactique que les catholiques intégristes arriérés et autres endoctrinés auront hélas tôt fait de reprendre…

CITE DU VATICAN (Reuters) - Le numéro deux du Vatican, le cardinal Tarcisio Bertone, accuse la presse d'imiter l'écrivain à succès Dan Brown et de trop en faire dans sa couverture du scandale du "Vatileaks" qu'il estime être une oeuvre du Diable visant à déstabiliser l'Eglise.

Fait rare, Mgr Tarcisio Bertone, secrétaire d'Etat du Vatican, a accordé un entretien au magazine italien "Famiglia Cristiana" alors que le Saint-Siège tente de restaurer son image après la divulgation par la presse de documents confidentiels du Saint-Siège, affaire qui a été surnommée "Vatileaks".

Les journalistes, accuse le bras droit de Benoît XVI, "font exprès d'ignorer" ce que l'Eglise fait de bon pour s'étendre à l'envi sur les scandales.

"Beaucoup de journalistes jouent à imiter Dan Brown", déclare Mgr Tarcisio Bertone à "Famiglia Cristiana", en faisant allusion à l'auteur des romans à succès "Da Vinci Code" et "Anges et Démons" dont l'action se situe en grande partie à Rome.

"Ils (les journalistes) continuent à inventer des contes de fées et à répéter des légendes", accuse le n°2 du Saint-Siège.

L'Eglise catholique, estime-t-il, est "un point de référence incontestable pour un nombre incalculable de personnes et d'institutions dans le monde". Et d'ajouter: "c'est la raison pour laquelle on tente de la déstabiliser."

Selon le prélat, il est faux de dire que le Vatican est un lieu d'intrigues et de luttes de pouvoir. "La vérité, estime-t-il, qu'il y a une tentative de semer la division qui vient du Diable."

Ce portrait des médias a été contesté lors d'un point de presse avec le porte-parole du Vatican, le père Federico Lombardi. Un journaliste présent a rappelé que les fuites avaient commencé par une lettre dans laquelle un archevêque se plaignait au pape de la corruption qui régnait selon lui au Vatican.

Le père Lombardi a répondu, tout en se défendant de vouloir généraliser, qu'une partie de la couverture du Vatican par la presse ne "reposait pas sur l'objectivité".

Le cardinal Bertone a également démenti les affirmations selon lesquelles Ettore Gotti Tedeschi, l'ancien dirigeant de la banque du Vatican, l'Institut des oeuvres religieuses (IOR), aurait été limogé parce qu'il voulait que la banque soit plus transparente.

Ettore Gotti Tedeschi, a réaffirmé Tarcisio Bertone, a dû partir après un vote de défiance du conseil d'administration de la banque qui l'a estimé inefficace et semant la division.

Le mois prochain, Moneyval, le système de surveillance du Conseil de l'Europe concernant le blanchiment d'argent et le financement du terrorisme, doit se pencher sur un projet de rapport visant à établir si le Vatican, Etat souverain, se conforme aux normes internationales.

BIG BANKS CRAFT "LIVING WILLS" IN CASE THEY FAIL

NEW YORK/WASHINGTON (Reuters) - Five of the biggest banks in the United States are putting finishing touches on plans for going out of business as part of government-mandated contingency planning that could push them to untangle their complex operations.

The plans, known as  living wills , are due to regulators no later than July 1 under provisions of the Dodd-Frank financial reform law designed to end too-big-to-fail bailouts by the government. The living wills could be as long as 4,000 pages.





Since the law allows regulators to go so far as to order a bank to divest subsidiaries if it cannot plan an orderly resolution in bankruptcy, the deadline is pushing even healthy institutions to start a multi-year process to untangle their complex global operations, according to industry consultants.

"The resolution process is now going to be part of the cost-benefit analysis on where banks will do business," said Dan Ryan, leader of the financial services regulatory practice at PricewaterhouseCoopers in New York. "The complexity of the organizations will shrink."

Chase & Co , Bank of America Corp , Citigroup Inc , Goldman Sachs & Co and Morgan Stanley are among those submitting the first liquidation scenarios to regulators at theFederal Reserve and the Federal Deposit Insurance Corp, according to peoplefamiliar with the matter.

The five firms, which declined to discuss their plans for this story, have some of the biggest balance sheets, trading desks and derivatives portfolios of financial institutions in the United States.

Great Britain and other major countries are imposing similar requirements for "resolution" plans on their big banks, too.
The liquidation plans are coming amid renewed questions about the safety of big banks following JPMorgan's stunning announcement last month that a trading debacle has cost it more than $2 billion - a sum far too small to endanger the bank, but shocking enough to bring back memories of the financial crisis.

A NOD TO GLASS-STEAGALL

If the extensive planning and review process works as proponents hope, big banks will become less hazardous to the public and regulators will be more confident that they can let wounded institutions die without wrecking the economy.

In congressional hearings earlier this month, JPMorgan CEO Jamie Dimon said that the bank's contingency plan for going out of business would let it fail without cost to taxpayers. Living wills reduce the systemic risk of a big bank failing, Dimon said.

The living will requirement could actually yield similar results to restoring Glass-Steagall without actual re-enactment of the Depression-era laws separating commercial banking from investment banking, former FDIC Chairman Sheila Bair told Reuters TV earlier this month.

Bair said regulators may determine that for a liquidation plan to work, a bank must separate traditional banking and insured deposits into subsidiaries set apart from volatile securities trading and securities underwriting.

The rules push banks to untangle their complex structures, which can include thousands of legal entities, and which, in Bair's opinion, have effectively blocked proposals for breaking up the corporations.



Whether the Fed and the FDIC would actually force any banks to sell businesses or cordon off insured deposits remains to be seen, cautioned Richard Herring, a banking professor at the University of Pennsylvania.

"We don't know if they will have the guts to do it, but the tools are there," said Herring, a leading proponent of living wills for more than a decade, who was appointed to an FDIC advisory panel on the plans.

Herring worries, too, that the plans will be so long and complex that they will overwhelm the staff at the agencies.
Still, that the plans are being written at all is progress, Herring said.

PLAN FOR TWO WAYS TO DIE

Under the Dodd-Frank Act, banks and regulators must imagine liquidations in two different ways. The first is through bankruptcy courts with banks negotiating with their creditors. This is the going-out-of-business method planned in the living wills due July 1. The living wills must include how subsidiaries in foreign jurisdictions will be liquidated.

The second way is through a new kind of liquidation process in which the FDIC takes control of putting a financial giant down. This method has more flexibility than is allowed in bankruptcy courts, but still uses critical information collected in the banks' living wills, such as where exactly to find collateral.

The new rules stagger deadlines for the banks to file plans, depending on their size and complexity. Nine banks will file first, including five based in the United States and four owned abroad. Regulators have declined to name the nine banks included in the first round.

AS CROPS ROT, MILLIONS GO HUNGRY IN INDIA

NEW DELHI (Reuters) - Every day some 3,000 Indian children die from illnesses related to malnutrition, and yet countless heaps of rodent-infested wheat and rice are rotting in fields across the north of their own country.

It is an extraordinary paradox created by a rigid regime of subsidies for grain farmers, a woeful lack of storage facilities and an inefficient, corruption-plagued public distribution system that fails millions of impoverished people.

And it is an embarrassment for the government led by the Congress party, which returned to power in 2009 thanks in large part to pledges of welfare for the poor, who make up about 40 percent of the 1.2 billion population.

Quite why the authorities could not simply offload the mountains of grain for free to fill empty stomachs is puzzling, but the explanation lies in the complex regulations that govern procurement and distribution.

"This is a case of criminal neglect by the government," said D. Raja, national secretary of the Communist Party of India, an opposition group. "The ruling party has been the worst manager of the demand-supply of food grains."

Officials say that, in all, about 6 million tons of grain worth at least $1.5 billion could perish. Analysts say the losses could be far higher because more than 19 million tons are now lying in the open, exposed to searing summer heat and monsoon rains.

Saddomajra, a village in the bread-basket state of Punjab, is one of the dumping grounds for the record stockpile of wheat that has accumulated after half a decade of bumper harvests in the world's second-largest producer of the grain.

Here there are thousands of sacks of decomposing wheat, occupying an area the size of a football field and towering in some places to the height of a house. Tarpaulins cover most of the mounds, but many of the bags are torn, spilling blackened grain blighted by fungus and insects.

"The wheat has been lying there for the past five years. It smells very bad," said Hakkam Singh, who works as a watchman at the open field. "Nobody steals it, but people use it to feed fish and poultry farms."

At another dump, on the outskirts of Punjab's Amritsar city, locals told Reuters that officials sometimes dip into the sacks of rotting grain to mix it with fresh wheat for distribution to the poor who hold ration cards.

WHEAT STOCKS AT ALL-TIME HIGH

In India the government buys rice and wheat from farmers at a guaranteed price, a support system akin to the subsidies that led to Europe's notorious butter mountains and milk lakes.

The government has raised the price it pays to buy wheat by more than 70 percent since 2007, which only encourages more production. As a result, stocks are now at an all-time high of about 50 million tons, 12 times more than the official target.

"It's related to pure economic security for the farmers," said Purnima Menon, a research fellow at the International Food Policy Research Institute in New Delhi. "They make a safe choice of crops."

Rajiv Tandon, a senior adviser for health and nutrition at aid organization Save the Children in India, said that to diversify the country's food basket farmers should be offered incentives to grow vegetables and other cash crops.

However, he said root-and-branch modernization is needed. The farm sector was transformed by the introduction of high-yielding seeds, fertilizers and irrigation during the Green Revolution nearly half a century ago, ending a dependence on imports, but it has seen only incremental reform ever since.

Storage is one of the biggest problems of all.

"For the last 25 years the storage capacity has not been upgraded at all," Tandon said. "Part of the grain is officially stored outside store houses, where the chance of rotting is high. There are often not enough sacks and tarpaulins, and sometimes it is dumped by a graveyard or cremation centre."

Grain stocks officially deemed as stored in government warehouses now stand at a record 82.4 million tons. However, that is about 20 million tons more than actual capacity, which means grain lying in the open is being passed off as "stored".

WHO WILL BUY?

State-run Food Corp. of India (FCI), the main grain procurement agency, buys about one-third of total wheat output to run welfare programs and keep stocks for emergency needs.

What to do with the rest is a conundrum for the government, which is reluctant to sell wheat for less than the inflated support price it paid to farmers because it would put further strain on an already hefty fiscal deficit.

Recently it offered 6 million tons of rice and wheat to state administrations for the poor at cheaper rates, in addition to 55 million already earmarked for financial year 2012/13. But there were not many takers because state governments are grappling with budget overruns themselves.

Exporting wheat is not an attractive alternative.

After buying wheat from farmers and adding freight, storage and transport costs, the free on board (FOB) price is around $346 a ton. However, Indian wheat would only be competitive in the export market at around $260, which implies a loss - effectively a further subsidy, and this time to consumers in other countries - of $85-90 per ton for the government.

The brimming granaries forced India to lift a four-year-old ban on private exports last September, but lower global prices have scuppered those plans.

Traders say that even if India went all-out to export wheat it could at best sell 6-7 million tons a year because of transport bottlenecks and doubts about the quality of the grain.

New Delhi is considering the export of up to 3 million tons of wheat to sanctions-hit Iran, but traders say Tehran will not be falling over itself to buy because of concern that Indian grain may be tainted by fungal disease.

Last month the government decided to offer 3 million tons of wheat to local biscuit makers and flour millers at $205 a ton against the $225 it paid to farmers in 2012.

"Subsidizing our bread and biscuit makers is easier than subsidizing consumers of other countries," said a senior government official, who did not wish to be identified due to political criticism of a solution to the surplus that benefits private companies rather than the poor.

In China, a large portion of wheat stocks are channeled into the country's rapidly expanding animal feed sector, replacing more expensive corn. However, India has an exportable surplus of corn and its meat consumption is far lower, so there is little demand for wheat as a replacement for other grains.

"NATIONAL SHAME"

A government-supported survey published earlier this year found that 42 percent of India's children under 5 are underweight, almost double that of sub-Saharan Africa. The finding led Prime Minister Manmohan Singh to admit that malnutrition was "a national shame".

The cause of this widespread malnutrition cannot be tied mechanically to a lack of staples like rice and wheat.

Indeed, many families living on less than $2 a day are fuelled and filled by subsidized carbohydrate-rich food like wheat chapatis. These lack the much-needed protein and other nutrients that come in more expensive food. Poor hygiene and contaminated water are also to blame because they cause illnesses like diarrhoea, which prevents nutrient absorption.

Still, there are real grain shortages in the poorest states.

Here the problem is an inefficient and corruption-prone distribution system. Eighteen months ago investigators said millions of dollars worth of grain meant for poor families had been siphoned off and sold locally and abroad in a scam involving hundreds of government officials.

In 2010 the Supreme Court urged the government to distribute grain free to the hungry rather than let it go to waste in warehouses and open fields, but that hasn't happened.

This is because state governments are reluctant to buy extra grain for distribution under the food welfare program and, even if they were, only people with under-the-poverty-line ration cards would be entitled to buy it in subsidized shops.

"The problem of rotting grains and the poor going hungry lies in the system itself," said Biraj Patnaik, principal adviser on food issues to the court.

The government is now planning a food security scheme that will guarantee cheap grain to 63.5 percent of the population.

However, critics see this as political gimmickry. They doubt that the new scheme will be less corrupt, more efficient or better targeted than current programs, and they suspect that the government will not be able to afford a plan that may cost as much as $12 billion in additional subsidies a year.

À l'occasion d'un rassemblement sans précédent, le Secrétaire général Ban Ki-moon a exhorté mardi les États Membres à élaborer un traité afin de réglementer le commerce des armes, soulignant qu'il était grand temps de se doter de normes pertinentes.

« Nous avons fait des progrès considérables dans le domaine des armes de destruction massive, mais la communauté internationale n'a pas su maintenir le même élan s'agissant des armes classiques », a déclaré M. Ban aux États Membres à l'ouverture de la toute première Conférence des Nations Unies pour un traité sur le commerce des armes.
 
« Certes, les questions nucléaires font toujours la une des journaux, mais les armes classiques tuent tous les jours », a-t-il fait observer, avant de préciser que les transferts d'armes classiques mal réglementés alimentent les conflits civils, déstabilisent des régions entières et consolident les réseaux criminels et les groupes terroristes.

En Afrique, entre 1990 et 2005, 33 pays ont perdu quelque 284 milliards de dollars à cause de conflits alimentés par des transferts d'armes et de munitions, dont 95% viennent de l'extérieur du continent. Et actuellement, le coût de 60 années de maintien de la paix de l'ONU est moindre que celui de six semaines de dépenses militaires, a indiqué le Secrétaire général.

En l'absence de normes communes et strictes pour guider les décisions nationales sur le transfert des armes, il est très aisé d'utiliser de telles armes pour commettre des violations du droit international humanitaire et des droits de l'homme, et de détourner ces armes vers les marchés illicites, souligne le site Internet de la Conférence, dont l'objectif est d'élaborer un instrument juridiquement contraignant.

« La mauvaise réglementation du commerce des armes classiques est un obstacle notable à tout ce que nous faisons, dont le moindre n'est pas l'accès humanitaire », a déploré Ban Ki-moon. Une série de normes agréées sur l'exportation des armes, conjuguée à des législations nationales strictes, « peuvent changer tout et plus encore ».
 
M. Ban en a convenu : « la tâche est extrêmement complexe car le commerce des armes est au cœur des intérêts nationaux ». Les préoccupations sont légitimes et les points de vue diversifiés, a-t-il poursuivi. Vous devez, a-t-il dit en s'adressant aux États, vous accorder sur des « critères robustes » et faire en sorte que le Traité couvre tout l'éventail des armes et des activités pour combler les vides juridiques existants.

« Notre objectif commun est clair » : un traité pour le commerce des armes juridiquement contraignant qui aurait un véritable impact sur la vie de ces millions de gens qui souffrent des conséquences des conflits, de la répression et de la violence armées. « C'est ambitieux mais réalisable », a encouragé le Secrétaire général.

La Conférence des Nations Unies pour un traité sur le commerce des armes est la plus importante initiative jamais organisée dans le domaine du contrôle des armes. Elle poursuivra ses travaux jusqu'au 27 juillet. Quelque 2.000 représentants d'États Membres, d'organisations internationales et régionales et de la société civile participent à cet évènement, qui débutera ses travaux par un segment de haut niveau de deux jours.

En février dernier, les chefs de plusieurs agences des Nations Unies – notamment le Programme des Nations Unies pour le développement (PNUD), le Fonds des Nations Unies pour l'enfance (UNICEF), le Bureau du Haut Commissaire des Nations Unies aux droits de l'homme et le Bureau du Haut Commissaire des Nations Unies pour les réfugiés (UNHCR) – avaient plaidé en faveur de la création d'un tel traité.

NEW YORK, le 3 juillet (Bureau des affaires de désarmement) -- La Conférence des Nations Unies pour un traité sur le commerce des armes, la plus importante initiative jamais organisée dans le domaine du contrôle des armes, s’ouvre aujourd’hui au Siège de l’ONU, à New York, et poursuivra ses travaux jusqu’au 27 juillet. La Conférence, dont l’objectif est d’élaborer un instrument juridiquement contraignant, ne cherche pas à interdire aux gens de détenir une arme ni à s’ingérer dans le commerce légal des armes légères et de petit calibre. = Faux, les Nations Unies appellent à un désarmement de tous les citoyens, de toutes les nations. Il ne restera alors que ceux qui travaillent pour ce gouvernement mondial qui auront accès à toutes ces armes pour opprimer le peuple et le garder sous un joug pesant.

Le problème vient du trafic illégal. Selon le Secrétaire général, le commerce non réglementé des armes classiques est un véritable fléau qui détruit les sociétés, alimente les conflits et défait le travail réalisé en matière de développement socioéconomique.

Tous les domaines importants du commerce international sont régis par des règles agréées, au niveau international, et auxquelles sont soumis les États. L’absence de normes internationales pour régir les exportations d’armes a nui à la transparence et à la confiance, et contribué à un accès facile aux armes.


Sans des normes communes et strictes pour guider les décisions nationales sur le transfert des armes, il est très aisé d’utiliser des armes pour commettre des violations du droit international humanitaire et des droits de l’homme, et de détourner ces armes vers les marchés illicites.


Les Nations Unies expliquent ces détournements d’armes par l’absence de contrôle, les transferts non autorisés, les stocks mal sécurisés, l’aide aux groupes armés, les trocs contre des ressources naturelles ou encore la corruption.


Quelque 2 000 représentants d’États Membres, d’organisations internationales et régionales et de la société civile participent à cet évènement. La Conférence commence par un segment de haut niveau de deux jours.

At an historic gathering on the issue of conventional arms, Secretary-General Ban Ki-moon today urged Member States to work towards a treaty to regulate the trade in such weapons, stressing that a set of rules on this matter is long overdue.
“We have made some progress on weapons of mass destruction issues over the years, but the international community has not kept pace on conventional arms,” Mr. Ban told Member States at the opening of the first UN Conference on the Arms Trade Treaty. “Nuclear issues capture headlines, but conventional arms are killing people everyday.”

Mr. Ban added that poorly regulated international arms transfers are fuelling civil conflicts, destabilizing regions, and empowering terrorists and criminal networks.

Taking place at UN Headquarters in New York over the next four weeks, the Conference has brought together the UN’s 193 Member States to negotiate what is seen as the most important initiative ever regarding conventional arms regulation within the United Nations, according to the Conference organizers.

“An Arms Trade Treaty will aim to create a level playing field for international arms transfers by requiring all States to abide by a set of standards for transfer controls, which will ultimately benefit the safety and security of people everywhere in the world,” the Conference’s website notes.

At the end of 2010, an estimated 27.5 million people were internally displaced as a result of conflict, while millions more have sought refuge abroad. In many cases, the armed violence that drove them from their homes was fuelled by the widespread availability and misuse of weapons.

“An agreed set of standards for arms exports along with strict national legislation can help begin to change all of that,” Mr. Ban told Conference attendees. “But it will do even more. It will improve our ability to deliver across the board, from promoting social and economic development to supporting peacekeeping and peacebuilding; from monitoring sanctions and arms embargoes to protecting children and civilians; from promoting women’s empowerment to fostering the rule of law.”

The UN chief highlighted that this is the first time that Member States are gathering at the UN to negotiate a treaty regulating the international conventional arms trade. “Everyone in this room is making history,” he told Conference participants.

“Our common goal is clear: a robust and legally binding Arms Trade Treaty that will have a real impact on the lives of those millions of people suffering from the consequences of armed conflict, repression and armed violence. It is ambitious – but it is achievable,” Mr. Ban added.

Mr. Ban also spoke today with the representatives from non-governmental organizations that have petitioned for arms treaty negotiations.

“With your petitions and declarations today, you are reminding the world that we need to act.” Mr. Ban said at a press stakeout. “I always feel honoured when I receive appeals from citizens of the world who are pressing the United Nations, and Member States, to address urgent issues which we are now dealing with.”

In February, the heads of several UN agencies – including the UN Development Programme (UNDP), the UN Children’s Fund (UNICEF), the Office of the UN High Commissioner for Human Rights (OHCHR) and Office of the UN High Commissioner for Refugees (UNHCR) – called for a comprehensive arms trade treaty that requires States to assess the risk that serious violations of international humanitarian law and human rights law may be committed with weapons being transferred; includes within its scope all conventional weapons, including small arms; and ensures that there are no loopholes by covering all types of transfers, including activities such as transit, trans-shipment, as wells as loans and leases.

À partir de juillet 2012, il est possible qu’il soit plus difficile de se procurer ou de vendre des armes à l’échelle internationale pour commettre des crimes et des atrocités. À condition bien sûr que les gouvernements, qui se sont mis d’accord sur le besoin de réglementer le commerce des armes, conviennent d’un traité pour remplir cette tâche et couvrir toutes les armes conventionnelles.

Des diplomates provenant de près de 200 pays passeront le mois de juillet aux Nations unies pour négocier le Traité sur le commerce des armes proposé.

Le défi à relever est d’assurer l’accès aux armes aux militaires, aux policiers et aux autres groupes censés les utiliser de manière légale et responsable, tout en interdisant ce même accès à tous les autres. Les fabricants d’armes, les passionnés des armes à feu ainsi que des organisations de la société civile et des Églises essaient d’influencer l’issue de ces négociations.

Ce qui pousse les Églises à agir, c’est que le commerce des armes a des répercussions humaines. Une campagne menée par le Conseil oecuménique des Églises travaille actuellement pour assurer que le traité protègera les populations et les communautés soumises aux risques des actuelles pratiques commerciales en matière d’armes.

Participent à cette campagne des Églises provenant de plus de 30 pays. Certains participants sont originaires de pays qui profitent de ce commerce tandis que d’autres viennent de pays qui en souffrent.

Jusqu’à présent des représentants de la campagne ont rencontré plus de 20 gouvernements d’Afrique, d’Asie, d’Europe, des Amériques et ce, dans le but d’élaborer des mesures pour que le traité soit fort et efficace.

Chaque année des millions de vies sont anéanties ou perdues, à cause de la violence armée et « le manque de réglementation des exportations, importations et transferts d’armes a certainement sa part de responsabilité » dans cette affaire, comme on le souligne dans la déclaration faite en février par le COE pour guider la campagne.

Cette déclaration souligne le fait que 153 gouvernements ont décidé d’adopter « les normes internationales communes les plus strictes possibles » pour régir le commerce des armes conventionnelles, mais il met également en garde sur le fait que le traité devra prévenir les transferts d’armes à destination des États «dont le gouvernement constitue une menace pour sa propre population ou pour d’autres États» et bloquer les transferts susceptibles d’être détournés vers des groupes armés, le crime organisé ou des contrebandiers.

Les ventes illicites d’armes se font surtout du nord vers le sud

La politique œcuménique stipule que le traité devra interdire les ventes d’armes, là où il y a un «risque concret» de voir ces armes utilisées pour commettre des violations graves du droit international relatif aux droits humains et du droit international humanitaire, perpétuer un modèle de violence sexo-spécifique ou entraver gravement les efforts de développement. Ces positions sont partagées par un vaste éventail d’organismes de la société civile au sein d’une coalition connue sous le nom de «Contrôlez les armes».

La campagne menée par le COE vise la réduction de l’écart entre le nord et le sud qui façonne le commerce des armes. Des Églises situées dans des pays grands producteurs d’armes comme les Etats-Unis, la Suède, la Norvège mais aussi des Églises de la République démocratique du Congo, de l’Ouganda et de la Sierra Leone font du travail de lobby, là où les armes importées continuent d’alimenter les conflits et la violence.

Les Églises exigent des contrôles plus stricts des deux côtés. Des vies humaines et des communautés seront épargnées si les revendeurs, les intermédiaires et les acheteurs sont tous tenus de respecter des standards plus stricts et plus cohérents et ce, tout au long de la chaîne d’approvisionnement, de l’hémisphère nord à l’hémisphère sud.

Plus de 100 leaders religieux de confession chrétienne, musulmane, juive ou autres ont signé une déclaration interconfessionnelle vis-à-vis des gouvernements pour soutenir un Traité sur le commerce des armes.

La campagne œcuménique a démarré en octobre 2011 en collaboration avec des participants du Rassemblement œcuménique international pour la paix et avec l’appui du Comité executif du COE depuis le début de l’année.

Là, Herman van Rompuy n’a pas pu s’esquiver (grâce au Cpt. Anderson, vous avez la version sous-titrée « in francese », merci à lui !).

Farage félicite Herman pour le non-sauvetage de l’Euro, et lui donne même rendez-vous cet été pour une nouvelle explosion de la Zone Euro.

Ce qu’il y a de fascinant, c’est son regard (à Herman), celui d’un moine fou, un peu comme ceux du film Au Nom de la Rose d’Ecco. Je le verrais bien avec une robe de bure, le regard translucide, torturant les femmes durant l’Inquisition avec le Marteau des Sorcières comme règle de vie.

Herman van Rompuy, choisi par Nicolas Sarkozy et Angela Merkel, est en train de torturer 500 millions d’Européens avec un euro trop cher qui conduit tous les pays de la ZE vers le gouffre. Regardez-le bien…

Et là, Farage dit à Barroso de ne pas partir sur le yacht de ses amis millionnaires car il sera de retour en août… Herman et Barroso (non-élus par les peuples, c’est quand même fort !) ont été habillés pour l’hiver.

TOKYO, July 6 (Reuters) - Japan's government could run out of money by the end of October, halting all state spending including salaries, pensions and unemployment benefits, because of a standoff in parliament that has blocked a bill to finance the deficit.

The deficit financing bill, which would allow the government to sell bonds needed to fund almost half of the budget, has languished in parliament as the ruling Democratic Party tussles with opposition parties that can use their control of the upper house to reject legislation.

"Without this bill, the budget will collapse," Finance Minister Jun Azumi said on Friday, pleading for cooperation from the two largest opposition parties.

"It doesn't matter which party is in power. I really hope that we can get a multi-partisan agreement on the deficit bill."

If the bill is not passed, government spending would grind to a halt, the world's third-largest economy would be put in jeopardy and its standing among credit ratings agencies could suffer.

Japan is not the only developed nation that is staring at an imminent fiscal crisis. Greece's debt-strapped government could run out of money within weeks unless it secures a 31.8 billion euro tranche of bailout funds from the European Union.

The U.S. economy is facing $4 trillion worth of expiring tax cuts and automatic government spending reductions at the end of the year, and a standoff in Congress makes the chance of a compromise over the so-called "fiscal cliff" look dim.

The impasse in Japan however comes just after Prime Minister Yoshihiko Noda won over the opposition to pass an increase in sales tax in the lower house of parliament. However, a section of his party quit over the vote, and is poised to form a new party.

Noda's Democrats still control a majority in the lower house of parliament, but are outnumbered by the opposition in the upper house. Many analysts say mid-term elections could be called.

"There's so much uncertainty over the political outlook that it's hard to say how big the risk is of the government running out of cash," said Naoki Iizuka, senior economist at Mizuho Securities in Tokyo.

"The key would be the timing of any snap election and who would be leading the Democratic Party at the time."

Opposition parties have threatened to delay Japan's deficit financing bill in the past but have eventually yielded and voted in favour. This time, however, the opposition may be more emboldened because of the row over the sales tax hike.

JAPAN'S FISCAL CLIFF

Japan's budget for the current fiscal year that started in April totals 90.3 trillion yen.

The deficit financing bill allows Japan to sell 38.3 trillion yen in government bonds to fund the budget. The remainder is funded by tax revenue, non-tax revenue and income from bonds earmarked for public works projects.

Government expenditure is forecast to reach 43.9 trillion yen by the end of September, Azumi said.

Assuming that the deficit financing bill does not pass, the government would have only 46.1 trillion yen on hand, Azumi said. This means the government is sure to run out of money by the end of October, he said.

The first in line to take a hit if Japan starts running out of money would be regional governments, which rely on tax grants from the national government for much of their spending.

The Finance Ministry could start cutting tax grants to local governments in September if there is no sign that the deficit financing bill will pass, Azumi said.

The government would try to prioritise pension and unemployment payments, but once the money runs out, there is not much the government can do, finance ministry bureaucrats have said.

Prime Minister Noda could reach an agreement with opposition parties to provide some temporary funding. However, Noda does not have the right to override parliament on the voting of the deficit funding bill.

Japan already has the world's largest debt burden at nearly twice the size of its $5 trillion economy, and a breakdown in fiscal spending could increase skepticism that politicians are losing their grip on public finances.

The London Interbank Offered Rate, or LIBOR, scandal is growing by the minute and is shaping up to be one of the largest, if not the single largest, financial scandals of all time. This has the potential to make the massive conflicts of interest at the Federal Reserve and the $16 trillion in “emergency loans” given out by the Federal Reserve look reasonable.

For the uninitiated, as it were, the scandal centers on British financial institution Barclays, the former CEO of which testified yesterday before the British Parliament.

Bob Diamond’s testimony on July 4, 2012 was almost painful. Diamond fell back on the incredibly tired excuses used by the criminals in the financial sector which were accurately summed up as “a long version of ‘It was awful, but don’t blame me.’”

LIBOR is, to put it in a crudely simple fashion, is the fluctuating rate at which banks can borrow from each other. However, this isn’t just a rate which affects UK banks.

Indeed, the LIBOR is used as an indicator for many of the world’s various fluctuating rates spanning a wide range of so-called “financial products.”

This is because the LIBOR is used as a rough indication of the level of confidence between one bank and another, with high rates indicating a low level of confidence and uncertain financial stability.

One of the most important, although hardly surprising, aspects of the scandal surrounds an email from October 29, 2008 written by Diamond to then-CEO John Varley

The email allegedly details a conversation between Diamond and deputy governor of the Bank of England, Paul Tucker, held just earlier that day in which Tucker actually encouraged Diamond to artificially lower LIBOR rates.

A Barclays’ memo to the Treasury Select Committee released by the Telegraph on July 3 also reveals, “Subsequent to the call, Bob Diamond relayed the contents of the conversation to Jerry del Missier [then head of markets at BarCap].”

However, the memo also claims, “Bob Diamond did not believe he received an instruction from Paul Tucker or that he gave an instruction to Jerry del Missier. However, Jerry del Missier concluded that an instruction had been passed down from the Bank of England not to keep Libors so high and he therefore passed down a direction to that effect to the submitters.”

This is just the beginning. As Matt Taibbi (watch the below video for more great comments from Taibbi on this scandal) correctly points out in his blog for Rolling Stone, “What’s even worse is that Diamond’s email suggests that Tucker was only following orders, i.e. that Tucker had received phone calls from ‘a number of senior figures within Whitehall’ – that is, the British government – expressing concern about Barclays’ high Libor rates.”

If true, this would mean that Tucker was essentially playing the messenger for the British government in instructing Diamond to create a false sense of financial stability by the manipulation of borrowing rates.

In the email, Diamond actually says that the problem with Barclays was that they were actually reporting the real lending numbers, not ones artificially deflated before release.

“I asked [Tucker] if he could relay the reality, that not all banks were providing quotes at the levels that represented real transaction,” wrote Diamond in the email.

Tucker then slyly instructed Diamond to fudge the numbers in what Taibbi characterizes as “the painfully oblique manner of an English gentleman trying to engage a prostitute without using any dirty words.”

Tucker first said to Diamond that “while he was certain [Barclays] did not need advice,” Barclays need not report the high (read: true) rates that they had been reporting.

Diamond then relates that Tucker said, “It did not always need to be the case that [Barclays] appeared as high as [it has] recently.”

The attempts by Barclays to downplay the email and push blame away from Diamond and del Messier in the passage of the memo quoted above are just plain laughable.

Barlcays admits, “Certain traders sought to manipulate Barclays Libor submissions by sending requests to submitters,” and that, “The majority of these were sent during 2005 to Sept 2007 and sporadically in 2008/2009. There were no further requests to submitters after May 2009.”

However, they claim, “There was no knowledge by anyone in the bank above desk supervisor level of this conduct at the time. Senior management were not aware.”

This, I believe, is a laughable assertion when one actually looks at the facts. One would have to play quite fast and loose with the interpreting the quite clear wordage of the Diamond email in order to support such a position.

Taibbi, for one, suspects that the Diamond email’s mention of figures from Whitehall could be, if nothing else, “an awesome piece of political jungle defense by Diamond, tossing a hand-grenade into the seat of Her Majesty’s government minutes before he’s supposed to be grilled by parliament.”

Taibbi notes that unfortunately (at least for now) the only evidence we have regarding the mention of Whitehall is Diamond, “and under normal circumstances his word should mean less than nothing.”

This is especially true coming from a man who actually claimed in 2011 that it was time for banks to stop apologizing for what they had done.

Yet, we do, in fact, know that the conversation between Diamond in Tucker did occur and we know that they did discuss LIBOR. The only problem is that we don’t know how far this chain of damnation really goes.

The United States will not allow the United Nations to impose any restrictions on Americans' gun rights, the Obama administration declared Friday, as the first week of negotiations on an international arms trade treaty came to a close.

“The Arms Trade Treaty will not in any way handicap the legitimate right of self-defense,” Acting Under Secretary of State for Arms Control and International Security Rose Gottemoeller said in a tweet.

The tweet links to a list of “redlines” the administration has established for the treaty, which aims to “establish common international standards for the import, export, and transfer of conventional arms to help prevent the acquisition of arms by terrorists, criminals, and those who violate human rights or are subject to UN arms embargoes.” The United Nations is scheduled to spend all month trying to devise a treaty that all its members can agree to.

Some 130 lawmakers sent President Obama a letter last week expressing opposition to the pending treaty if it impinges on gun rights and U.S. sovereignty in any way. The administration's “redlines,” as published on the State Department web site, aim to assuage those concerns:


Key U.S. redlines

• The Second Amendment to the Constitution must be upheld.

• There will be no restrictions on civilian possession or trade of firearms otherwise permitted by law or protected by the U.S. Constitution.

• There will be no dilution or diminishing of sovereign control over issues involving the private acquisition, ownership, or possession of firearms, which must remain matters of domestic law.

• The U.S. will oppose provisions inconsistent with existing U.S. law or that would unduly interfere with our ability to import, export, or transfer arms in support of our national security and foreign policy interests.

• The international arms trade is a legitimate commercial activity, and otherwise lawful commercial trade in arms must not be unduly hindered.

• There will be no requirement for reporting on or marking and tracing of ammunition or explosives.

• There will be no lowering of current international standards.

• Existing nonproliferation and export control regimes must not be undermined.

• The ATT negotiations must have consensus decision making to allow us to protect U.S. equities.

• There will be no mandate for an international body to enforce an ATT.

Human rights group urge Ban Ki-moon to condemn "scandalous" election

- Iran was elected to a top post on the UN Arms Trade Treaty conference, revealed UN Watch today in an exclusive report.  
 
The Geneva-based human rights group is calling on UN chief Ban Ki-moon, who addressed the conference on the same day, to condemn the selection of the Tehran regime.  
 
Although the U.N. conference website and summary fail to name the 15 members elected to the bureau on July 3rd, UN Watch has discovered that the countries elected to the five regional groups include Iran, Japan, and South Korea for the Asian group; Kenya, Egypt and Nigeria for Africa; Azerbaijan, Belarus, and Ukraine for Eastern Europe; Australia, Netherlands and Switzerland for the Western Europe & Others Group; and Mexico and two others for Latin America. The United Nations Conference on the Arms Trade Treaty, which opened last week and runs until July 27, promises to deliver a new agreement to regulate the transfer of arms.

“Right after a UN Security Council report found Iran guilty of illegally transferring guns and bombs to Syria, which is now murdering thousands of its own people, it defies logic, morality and common sense for the UN to now elect this same regime to a global post in the regulation of arms transfers,” said Hillel Neuer, executive director of UN Watch, a non-governmental monitoring group based in Geneva.

"This is like choosing Bernie Madoff to police fraud on the stock market. And the U.N.'s scandalous choice of Iran is exactly why we fear that Syria's declared bid for a U.N. Human Rights Council seat is not impossible."

UN Watch called on UN Secretary-General Ban Ki-moon, who addressed the conference on the same day as the election, to condemn the decision to give Iran a position of responsibility in regulating the arms trade.

"He should remind the conference that the Security Council has imposed four rounds of sanctions on Iran for refusing to halt its probited nuclear program, and that Iran continues to defy the international community through illegal arms shipments to the murderous Assad regime," said Neuer.

"Syria continues to be the central party to illicit Iranian arms transfers," the Security Council report recently found, citing the discovery of Iranian shipments to Damascus of assault rifles, machineguns, explosives, detonators, 60mm and 120mm mortal shells and other items.

Neuer expressed concern that the UN's election of Iran "injects ambiguity about the U.N.'s position on illicit Iranian arms transfers, fuels Iranian propaganda, and grants international legitimacy to a regime that tortures student activists, hangs gays and subjugates women."

Iran is already boasting about the UN election in its state-controlled media.

IRNA announced that Iran was elected "as deputy for the talks to regulate global arms trade treaty. Some 193 participating countries unanimously voted in favor of Iran during the 4th day of the meeting." ISNA also ran the report. The Tehran Times declared that Iran "is assisting the president of the Arms Trade Treaty Conference in the general conduct of the business of the conference."

Google is censuring information on guns and other products from Google Shopping. Sure, we know they once gave in to the Chinese government, but why are they censoring products used for self-protection by America’s gun owners?

Google announced this new policy on May 31. Now firearms manufacturers and others are pointing out Google’s hypocrisy. Meanwhile, the media has mostly ignored the story.

Ironically, Google’s own policy for “Freedom of Expression” says, “We’ve pressed governments to make combating Internet censorship a top priority in human rights and economic agendas.” And they say, “We regularly assist research efforts like the Open Net Initiative, the premier monitor of global trends on Internet censorship, by providing funds for their work.”

Maybe so, but they don’t think the Second Amendment in the Bill of Rights is acceptable in the U.S.

Specifically, they’ve banned results related to firearms and other products that they don’t deem to be “family safe.” Until recently, gun-related products appeared with other products in search results on the shopping section. Many of America’s 80 million gun owners have used Google as a powerful price-comparison tool. Not anymore.
Google’s new, anti-gun policy, assigns a “family status” to all products. Products that are “non-family safe” are blocked from Google Shopping. This includes guns, ammunition and knives, as well as vehicles, tobacco and radar scramblers.

Larry Keane, Senior Vice President & General Counsel, for the National Shooting Sports Foundation (NSSF), the trade group that represents firearm and related companies, asks, “How can a company that supports the First Amendment with such zeal be so hostile to the Second Amendment?”

Keane says, we’re “attempting to reach Google to urge the company to reconsider this discriminatory policy that is hostile to the Second Amendment. We also plan to remind the company and emphasize that firearms cannot be purchased online and be transferred directly to the purchaser. A firearm that is purchased online must be physically sent from one federal firearms licensee to another, with the latter conducting the mandatory FBI background check on the purchaser (represented in person) and then transferring the firearm only after the purchaser has passed a background check.”

Several years ago eBay kicked guns off its site. The eBay policy now allows the sale of “some personal defense items, such as pepper spray and mace,” as well as BB gun ammunition and some other items, but not firearms and ammunition. eBay’s policy change led to robust growth at sites that do sell guns, such as gunbroker.com. eBay, however, hasn’t changed its anti-gun policy.

These new rules from Google actually come at a time when the sales of firearms and ammunition is one of the bright spots in the U.S. economy. Firearms and ammunition sales are at all-time highs. In fact, the NSSF says firearms manufacturers increased their workforces by 30.6 percent from 2008 through 2011. This is an “overall economic impact of nearly $32 billion to the nation,” says Keane.

Smith & Wesson Holding Corporation, an American-made firearm manufacturer, announced record financial results for the fourth quarter and fiscal year ended April 30, 2012. S&W says its fourth-quarter sales were up 28 percent compared to the same period last year.

S&W has not been an exception. In general, firearms manufacturers have been beating the downturn. In another American-made example, last March Sturm, Ruger & Company, Inc. received so many orders for its firearms they “had to stop taking orders.” A notice on the company’s website stated: “Despite the company’s continuing successful efforts to increase production rates, the incoming order rate exceeds our capacity to rapidly fulfill these orders. Consequently, the company has temporarily suspended the acceptance of new orders.”

Nevertheless, Google is in the process of censoring guns from its shopping function. A search on July 5th showed guns from Remington still showing on the shopping site, but searches for “Browning shotguns,” “Springfield Armory,” and “Smith and Wesson” drew a page that says, “Your search … did not match any shopping results.
In late June HamLund Tactical, which sells firearms accessories and other items, received an email from the “Google Shopping Team” that told them its products would soon be censured. The email said, “We do not allow the promotion or sale of weapons and any related products such as ammunitions or accessory kits on Google Shopping. In order to comply with our new policies, please remove any weapon-related products from your data feed and then re-submit your feed in the Merchant Center.”

Google stated a few reasons to HamLund Tactical, such as, “1) Google Shopping should provide a positive experience to users… 2 ) Google Shopping should besafe for all users. User safety is everyone’s business, and we can’t do business with those who don’t agree…. 3) Google Shopping should comply with local laws and regulations. Many products and services are regulated by law, which can vary from country to country.”

After public criticism of Google’s dalliance with China over censoring data, it seems especially odd that Google would censor legal, and in many cases American-made, products because it doesn’t deem them to be politically correct in the U.S.

This belief actually runs counter to how Americans feel about guns. Just consider that from the mid-1980s to today America has become a mostly “shall-issue” nation with regards to concealed-carry permits. A “shall-issue” jurisdiction is one where a person must obtain a permit to carry a concealed handgun, but where the granting of such permits is subject only to meeting certain established criteria. Shall-issue laws typically prevent local governments from arbitrarily refusing to give permits.
In fact, 41 states now have right-to-carry laws (RTC) and 38 had “shall-issue” laws. Also, a total of 49 states had laws that, to varying degrees, solidified citizens’ right to carry certain concealed firearms in public, either without a permit or after obtaining a permit. Only Illinois stops citizens to protect themselves when out of their homes.

For example, Florida has issued more than two million concealed-carry licenses since adopting its law in 1987, and had 919,831 licensed permit holders as of March 2012. Nationally, the NSSF estimates there are 6.8 million concealed-carry holders today. This is up from about one million in the mid-1980s.

According to Bureau of Alcohol Tobacco, Firearms, and Explosives, the number of privately owned guns has risen by about 100 million since the early 1990s. As the National Rifle Association continues to lobby for the right to bear arms, as of 2010, the nation’s murder rate had fallen 52 percent to a 47-year low, according to FBI statistics.
Despite all that, Google is censuring firearms and other products from its shopping function?

Even worse, given this policy of complying “with local laws and regulations” in other nations, does this precedent mean that Google’s search engine will one day be subject to the whims of Middle Eastern oligarchs and Russian presidents? Or is this just another case of a company getting so big and powerful it arrogantly forgets it’s not running a monopoly.

Keane says as much. He says Google’s “anti-gun policy has rightly caused firearms owners to reconsider having Google be their search engine of choice.” He notes that Bing.com doesn’t appear to ban firearms and ammunition.

Many, in socialist and globalist circles, hate the fact that the common US citizen can exercise his or her liberty of free speech, worship without government intrusion, and is protected by 'due process of law'. However, there is no hate in this world among those who promote and prop up tyranny like there is against the 2nd Amendment: the US citizen's God-given liberty to own firearms.

This is why men, like George Soros, put in an 'honest day's work' attempting to utilize United Nations powers in order to neutralize US sovereignty and the 2nd Amendment with it. According to John Wolverton, II of The New American, Soros is pulling every little string possible to strip your home of its defenses against crime and tyranny:

While it is difficult to sift through the various UN treaties, the 'small arms treaty' is a part of a much larger initiative to curtail individual gun rights. In essence, the 'small arms treaty', the 'Law of the Sea' treaty, and the 'Arms Trade Treaty' can be bundled into one giant effort to remove US sovereignty, giving the UN control over the liberties of US citizens, nullifying protections Americans have enjoyed since the birth of the US.


Barack Obama and Hillary Clinton have already vowed to sign such a treaty. In fact, both have largely been working behind closed doors, as they know full-well that Americans would surely show staunch resistance if their agenda committed to ‘open war’.

What does this mean for Americans? All of these ‘treaties’ have a common thread, which boil down to 4 directives. Katie Pavlich, the Editor of TownHall.com, reports:

-Confiscate and destroy all “unauthorized” civilian firearms (exempting those owned by our government of course).
-Ban the trade, sale and private ownership of all semi-automatic weapons (any that have magazines even though they still operate in the same one trigger pull – one single “bang” manner as revolvers, a simple fact the anti-gun media never seem to grasp).
-Create an international gun registry, clearly setting the stage for full-scale gun confiscation.
In short, overriding our national sovereignty, and in the process, providing license for the federal government to assert preemptive powers over state regulatory powers guaranteed by the Tenth Amendment in addition to our Second Amendment rights.”



According to various White House insiders, Barack Hussein Obama has not been idle, saying, “I just want you to know that we are working on it,” he continues …“We have to go through a few processes, but under the radar.” Perhaps, this is why the President has been curiously silent on the subject, as he does not want to attract attention to what he is truly doing through the various UN treaties.

Either way, this spells bad news for American gun rights. Anthony Martin of the Examiner.com stated:

If we wish to keep our liberties, then we must send a clear message to our politicians …their jobs will not survive election day if they even consider the ‘small arms treaty’ to be a good idea. The disarmament of the American people will signal the beginning of the end of any semblance of freedom we had left. As the saying goes, ‘Hitler, Stalin, and Mao agree …gun control works.’

Washington can print money to forestall national collapse. States can leech off that currency stream. But for some cities, that have no such rabbits in their hats, the collapse is happening now.By Jeremiah Jacques


When selecting a setting for his nbc sitcom The Office, Executive Producer Greg Daniels decided on Scranton, Pennsylvania, in part because the city is typical. The Emmy-winning show wanted to ridicule American corporate life, and needed a typical American city to let the mockery happen in. Scranton embraced The Office, and has enjoyed nationwide recognition as a result of the hit show’s setting. But now, the former coal town is making headlines for a very different reason.

Last Friday, the city of Scranton sent out paychecks to its employees, as it does every two weeks. But these checks were for amounts significantly smaller than usual because Mayor Chris Doherty reduced all city employees’ pay—including his own—to the state minimum wage of $7.25 an hour.

After sending out Friday’s checks, Scranton had only $5,000 left in the bank and still owed its 400 employees almost $1 million.

Scranton’s police unions, firefighters’ union and public works unions have taken the city to court over the reduced pay, but Doherty says he has no other choice because the city is broke. His planned solution is to immediately raise taxes by 29 percent, and by 78 percent over the next three years. But the council wants the city to instead borrow money to solve Scranton’s fiscal woes.

On Monday, Mish’s Global Economic Trend Analysis said, “It should be perfectly obvious to every soul on the planet that Scranton is bankrupt. Tax hikes are not the answer. The solution is filing bankruptcy with the hope of killing public union wages and benefits.”

But like many other states, Pennsylvania has rules in place that prohibit cities from filing bankruptcy without approval from the state. Mish’s final assessment is that “Inept city management, with public union wages and benefits at the heart of it, killed Scranton.” Whether or not Pennsylvania is prepared to admit it, Scranton is bankrupt, and the tensions there are rising.
And Scranton it is not the only U.S. city in such a condition.
San Bernardino is expected to become the third Californian city in two weeks to file for municipal bankruptcy protection as it wrestles with increasing employee costs and declining tax revenues. Last fall, Jefferson County, Alabama, filed the biggest Chapter 9 municipal bankruptcy in American history, leaving county commissioners planning to default on a general obligation bond payment. In late 2011, Harrisburg, Pennsylvania, said it would default on a payment coming due to general obligation bondholders.

 Stockton, California, was in negotiations earlier this year in hopes of avoiding becoming the biggest American city yet to declare bankruptcy. The most recent reports said it is “very likely” that Stockton will go bankrupt. These are just a few of many examples.

Many municipalities across the nation have found themselves pushed over the brink by the recession and its lingering aftermath. They are in dire financial straits with little hope of recovery. “This is truly a new era for dealing with troubled municipalities,” said Michael Stanton, publisher of The Bond Buyer, a public finance newspaper.

Cities are going belly up while states and the nation hang on, largely because cities cannot rely on the deus ex machina currency printing that the larger entities rely on. Mayor Doherty explained that he does not have the same options as the Fed or even a state government, saying, “I want the employees to get paid. Our people work hard—our police and fire—I just don’t have enough money, and I can’t print it in the basement.”

These cities are the canaries in the toxic coalmine that is the U.S. economy. Smaller and more fragile than states, they are succumbing to their economic ailments in tragic ways. But the canary analogy breaks down at that point because, unlike the coal miner who leaves the mine after watching his canary keel over, state and federal policymakers are not heeding the warning.

The producers of The Office chose to set the show in Scranton, Pennsylvania, in part because it is a typical American city. And the financial ailments afflicting it are becoming more typical of American markets all the time. Washington’s failure to reverse its debt-driven economic course means it will soon be in a situation far more tense than that of beleaguered Scranton.
