China’s State Council published a new report on Thursday detailing the nation’s new plan to create a 10 trillion yuan ($1.48 trillion) artificial intelligence industry in the People’s Republic by 2030, making China the world leader in AI instead of current kingpin the US.

The plan, which has been approved by the highest levels of Beijing authority, outlines a 13-year plan to bring China to the forefront of the burgeoning field of AI. "Artificial intelligence has become a new engine of economic development," the document reads, translated to English. "We must take initiative to firmly grasp this new stage of development for artificial intelligence and create a new competitive edge."

The initiative has been split up into three phases. By 2020, China intends to be home to world-leading AI enterprises, with an AI industry valued at 1 trillion yuan ($148 billion). By 2025, they intend to quintuple the industry's value to 5 trillion yuan with world-leading technological breakthroughs, and by 2030 they intend to be the world leader in AI technology and economics with a 10 trillion yuan AI industry.

Access Denied: US Mulls Blocking Chinese Investment in Artificial Intelligence

Naturally, China will face stiff competition in their economic partner and rival, the United States. American tech giants such as Alphabet, Microsoft and Apple have all made strides in the nascent industry. Five billion in venture capital was invested into American AI start-ups in 2016 alone.

But China has tech companies of its own, such as Baidu and Tencent, which have both explored AI in their own right. China is already neck-and-neck with the States in the related field of supercomputing, and their universities pumped out more papers on deep learning (a key concept in AI) in 2016 than their American counterparts did.

The initiative in artificial intelligence is the latest step in Chinese President Xi Jinping's efforts to bring China to the forefront of technological innovations. During his speech at the May 14 Belt and Road summit, where he outlined his ambitions of China as a world leader, Xi discussed his intentions for Chinese investment into cutting-edge advancements.

Speaking to The Diplomat, a professor at the Shanghai University of Science and Technology claimed that Beijing's support will mean that "many Chinese AI scholars and experts who used to work in foreign countries have decided to come to China and become leaders in various positions."

But the pursuit of AI is a double-edged sword. The more ardently mankind pursues it, the more quickly machines will take jobs once occupied by humans.

Although there is significant debate over what will happen then, many AI specialists fear that it could lead to mass unemployment and an economic catastrophe Rolling Eyes .

This risk goes double for less developed nations such as China — even with its massive advancements, hundreds of millions of Chinese people still make their living farming or working in factories. These would be some of the first jobs to be fully automated in a world of machines.

"While vigorously developing artificial intelligence, we must attach great importance to the possible risk," the State Council's document reads.

Robots will help a national news agency to create up to 30,000 local news stories a month, with the help of human journalists and funded by a Google grant.

The Press Association has won a €706,000 (£621,000) grant to run a news service with computers writing localised news stories.

The national news agency, which supplies copy to news outlets in the UK and Ireland, has teamed up with data-driven news start-up Urbs Media for the project, which aims to create “a stream of compelling local stories for hundreds of media outlets”.

It won one of the largest grants to date from Google’s Digital News Initiative (DNI), which is aimed at supporting innovation in European digital journalism. PA and Urbs Media will set up Radar – Reporters And Data And Robots – to produce thousands of stories each month.

PA’s editor-in-chief, Peter Clifton, said journalists will still be involved in spotting and creating stories and will use artificial intelligence to increase the amount of content. He said: “Skilled human journalists will still be vital in the process, but Radar allows us to harness artificial intelligence to scale up to a volume of local stories that would be impossible to provide manually. It is a fantastic step forward for PA.”

The scheme aims to meet an “increasing demand for consistent, fact-based insights into local communities” for regional media outlets as well as independent publishers and hyperlocal sites and bloggers, said PA.

Journalists will find stories in national open databases from sources including government departments, local councils and NHS trusts, and make “detailed story templates” for topics such as crime, health and employment. Multiple versions of the story will be created with Natural Language Software and will “scale up the mass localisation of news content”.

Clifton said it was “a hugely exciting development for PA” that would be “a genuine game-changer for media outlets across the UK and Ireland”.

PA and Urbs Media are making a workflow plan to generate the large volume of stories for clients. The grant will also be used to make database tools to collect and combine datasets and “editorial intelligence” will guide the automation process.

Radar will auto-generate graphics, video and pictures to add to stories. Money will also be used to boost PA’s distribution platforms to help its local customers find and use the content.

PA has already shared some of its plans with its regional customers. It is recruiting a team of five journalists to spot stories, create templates for them and edit the data-driven content.

Clifton said: “At a time when many media outlets are experiencing commercial pressures, Radar will provide the news ecosystem with a cost-effective way to provide incisive local stories, enabling audiences to hold democratic bodies to account.”

The scheme is likely to begin early next year, as PA celebrates its 150th anniversary.

Tim Dawson, president of the National Union of Journalists, said the union was not Luddite or against technological innovation, but added: “Under-investment in journalism and journalists is a massive problem in the media across the UK. If money’s floating about, that’s really what it should be spent on.”

He said the fire at Grenfell Tower had highlighted the need for “robust journalism”. Dawson added: “I’ve no doubt that it is possible for computers and algorithms to mine data out of stories.”

He said it could give reporters more time to develop the stories, but added: “The real problem in the media is too little bona fide reporting. I don’t believe that computer whizzbangery is going to replace that. What I’m worried about in my capacity as president of the NUJ is something that ends up with third-rate stories which look as if they are something exciting, but are computer-generated so they [news organisations] can get rid of even more reporters.”

Dawson said readers are still attracted by well written and compelling stories and well crafted photographs.

The Army has been discussing convergence and integration when it comes to cyberspace, the electromagnetic spectrum and the signal corps, going so far as establishing a new headquarters in the Pentagon to focus on policy, strategy, and requirements for cyber, electromagnetic spectrum and information operations.

Army merging electronic warfare into new cyber directorate


The new commander of the Cyber Center of Excellence at Fort Gordon, Maj. Gen. John Morrison, described how he is looking into these three core competencies — cyber, EMS and signal. At the annual Association of the United States Army conference, he mulled over how the Army can integrate capabilities from across cyber, electronic warfare (EW) and signal so that there are end-to-end solutions that are integrated and complementary rather than redundant.

Speaking at a panel discussion at AUSA, Morrison hit on a popular concept emerging across the services called multi-domain battle, which involves synergizing war fighting across all domains — air, land, sea, space and cyber. Morrison noted that cyber is a fairly new domain of war fighting, which has only been an operational domain for the last three years or so, but operations within this domain are inherently joint.

In terms of converging this activity, he said that the Army is well on its way to growing 41 cyber teams to meet the requirements set out by the Pentagon and Cyber Command. “We are the only service at this point that is truly on the glide path to build the combat power we need to,” Morrison asserted.

From the EMS perspective, Morrison offered that the force must start using the electromagnetic spectrum more efficiently and more effectively. The Army can’t just get into one channel, he said, adding the Army must figure out from a technical standpoint how to diversify its signals and maneuver.

“We need to be aware that we are very likely going to fight an adversary that is converging using [cyber and electromagnetic activity] integration, ISR and fires across full-spectrum conflict,” Col Timothy Presby, Training and Doctrine Command capabilities manager of cyber, said in August regarding the need to converge. “So unless we actually work together and converge our capabilities, we will be left short.”

Morrison recognized how future operating environments will not just be contested by adversaries, but he said they will be congested as well, describing how the force is taking a comprehensive look at this. “Everything’s got to be integrated — the network has to be integrated with cyber, which has to be integrated with electronic warfare and all the components within that,” he said.

We can’t have all the one-off capabilities by themselves, he said, as once there is a requisite level of integration, it will change the paradigm of how the Army fights and defends the network.

Part of the reason for the new Army headquarters at the Pentagon, which subsumed the Army’s EW directorate, is better organization from an operational construct.

“I always believe you should organize how you fight, especially if you’re working in [operations],” the new Pentagon’s CEMA directorate head, Brig. Gen. Patricia Frost, told C4ISRNET. “[W]e should be, even at the departmental level, replicating what we are actually trying to employ into our war fighting force. So when we deploy, we are multifunctional teams. ... We would never deploy stovepiped capabilities. That is not how we integrate into decisive action [or] wide-area security operations.”

New cyber directorate encompasses critical missions


The force is learning by doing, he continued, leveraging training exercises and rotations such as the Cyber Support to Core and Below. Inserting these capability sets — cyber and EW — into brigade combat units will help the force “get after the CEMA,” or cyber and electromagnetic activity construct, to learn holistically by executing, he said.

Morrison also said the Army is finalizing a unifying document that will cover initial doctrine for integrating cyber and EW capabilities within the brigade, which he hopes will be completed by the end of the year. Following the completion, there will be a deeper dive into the specifics surrounding the CEMA construct.

Le cerveau, cet organe primordial, dont la compréhension totale de son fonctionnement, en permettrait le contrôle et, ils cherchent, ils cherchent avec l’argent des contribuables. Ça va vraiment de mal en pis, ça ne soignera personne ces recherches, ça asservira ceux qui seront dotés de ces « micro-senseurs » en faisant des marionnettes contrôlables à distance, pour leur faire exécuter Dieu sait quoi, si on extrapole les possibilités de cette technologie. Transhumanisme ou esclavagisme ? Les services de recherche du Pentagone, le DARPA, viennent de recevoir 65 millions de dollars (1 dollar US = 0,858 euro) payés par le contribuable pour mettre au point une technique permettant de connecter directement le cerveau humain à un ordinateur : le Neural engineering system design ou NESD.

Il s’agit, selon la communication léchée des pontes de l’armée américaine, « de permettre une communication réciproque avec le cerveau à une échelle qui permettra d’approfondir notre compréhension de cet organe, en particulier sa biologie, sa complexité et ses fonctions ». En cas de réussite le NESD permettra, affirme le Pentagone pour faire passer la pilule, « de faciliter les traitements de restauration sensorielle à venir ». En réalité, cette technologie autorisera la manipulation des cerveaux et la modification des sens (vision, audition, parole) dans le sens souhaité par les chefs. L’une des interfaces proposées par le projet prévoit l’implantation d’une centaine de milliers de senseurs autonomes dans ou autour du cortex, des « neurograins » d’une taille inférieure au millimètre.

Au Pentagone le DARPA travaille sur le contrôle des pensées par ordinateur

Les militaires pourraient ainsi disposer d’un système émetteur-récepteur, inclus dans la tête, leur permettant de communiquer à distance. Et ce n’est pas tout. La DARPA nous informe qu’une équipe de l’Université de Californie à Berkeley travaille sur la mise au point de « modèles d’encodage quantitatif destinés à prédire les réponses des neurones à des stimuli visuels et tactiles, puis d’utiliser ces prévisions afin de structurer des schémas de photo-stimulation déclenchant des perceptions dans les zones cérébrales visuelles ou somato-sensorielles, cet équipement remplaçant une vision absente ou servant d’interface cérébrale pour contrôler un membre artificiel ».

Terminator, nous voilà. Car l’essentiel dans le communiqué de la DARPA réside dans les termes : « Prédire les réponses des neurones. » Cela signifie que l’individu doté d’un cerveau ainsi équipé par le Pentagone enverra des messages aux contrôleurs, les informant des pensées et des actions sur le point d’apparaître dans sa conscience, leur permettant de les modifier.

Accéder au cerveau à distance et le contrôler

Un article scientifique intitulé « The Brain Activity Map Project and the Challenge of Functional Connectomics » (« Le projet de cartographie de l’activité cérébrale et le défi de la connectomique fonctionnelle ») envisage le développement de « techniques de lecture à distance, non invasives, de l’activité des ensembles neuronaux ». En d’autres termes, cette recherche vise à permettre à ceux qui contrôleront le système issu de cette recherche d’accéder à distance aux cerveaux d’une population donnée et de les contrôler. Le projet est présenté sous le prétexte toujours charitable « de permettre un diagnostic et une restauration des fonctions de cerveaux blessés ou malades, de favoriser le développement d’applications biomédicales et environnementales et même de générer une série d’avantages économiques associés ». « Restaurer des cerveaux… » : l’expression fait frissonner quand on la rapproche des projets de la DARPA.

Notons encore que le projet NESD fait partie du programme « BRAIN » (acronyme anglais de « Exploration du cerveau par le développement de neurotechnologies innovantes de pointe »), destiné à permettre à l’armée américaine de prendre le contrôle des consciences.

Le DARPA travaille sur un système qui prédit le comportement à partir d’images

Le DARPA multiplie par ailleurs les projets pour renforcer le contrôle par l’Etat, avec des outils toujours plus sophistiqués. Il a ainsi embauché des scientifiques de l’université Carnegie Mellon pour développer un système d’intelligence artificielle capable d’observer et de prédire le comportement d’une personne, avec des logiciels permettant d’analyser en temps réel des données de vidéo-surveillance. Le système pourra ainsi prévenir les responsables s’il prédit une action interdite. Le déploiement de ces équipements est officiellement destiné aux aéroports et stations de transport collectif, mais il est hautement probable, s’ils se révèlent fiables, qu’ils pourront être installés au-dessus des feux tricolores du coin, surveillant tout un chacun. Le système DCAPS, pour « détection et analyse informatique des signaux psychologiques » permettra « d’analyser les profils de comportements banals afin de détecter les évolutions fines associées aux désordres de stress post-traumatiques, à la dépression et aux idées de suicide ». Là encore, on nous sert de généreux objectifs qui cachent mal les menaces de contrôle total permises par « l’extraction et l’analyse de signaux issus d’un large éventail de données sensorielles liées aux interactions humaines quotidiennes ».

Le transhumanisme en marche sous la houlette du Pentagone

Ainsi le DARPA peut-il, avec l’argent du contribuable, préparer l’identification de toute personne susceptible de « menacer » la sécurité. Personne qui ensuite sera mise hors circuit, envoyée dans un établissement public de santé pour que son cerveau « malade » soit traité et rétabli dans son fonctionnement « normal ». Demain les terroristes islamistes, après-demain les patriotes qui s’opposent au dogme globaliste, déjà considérés comme de potentiels « terroristes » par l’oligarchie au pouvoir dans les pays occidentaux. La camisole chimique des hôpitaux psychiatriques soviétiques relèvera alors d’un pittoresque amateurisme.

New technologies are poised to sweep through investment banks, relieving many rank-and-file employees of roughly a third of their current workload, according to McKinsey & Co. The shift, already stoking angst on Wall Street, may take only a few years.

Cognitive technologies -- applications or machines that perform tasks once requiring human thought -- are now cheap enough that banks can deploy them across operations facilitating trades or other capital-markets business. In a report Thursday, McKinsey said automating tasks will “free up capacity” for staff to focus on higher-value work, such as research, generating new ideas or tending to clients.

“This is really starting to take steam and it’s going to transform the industry over the next two to three years,” Jared Moon, a McKinsey partner who co-wrote the report, said in an interview. The consultants estimate cognitive technologies will free 20 to 30 percent of employees’ capacity in units processing trades.



Automation has been sending shivers down spines across Wall Street, as workers worry they will be replaced by machines that can compile and sift libraries of data, interpret contracts and help clients -- just some of the abilities McKinsey describes in the report. But the consulting firm has a relatively benign message: Companies already making the transition aren’t slashing workforces.

“This helps free up valuable subject experts to do more,” Moon said. “It will require people to use new skill sets, taking away manual work but allowing more around analytics, transformation and change.”

That echoes a view expressed last month by Jamie Dimon, the chairman and chief executive officer of the largest U.S. bank, JPMorgan Chase & Co. Technology creates opportunities while keeping costs at bay, he said, predicting headcount at his firm probably will rise over the next 20 years.

Falling Behind

McKinsey’s report also hints at the flip side to that scenario. Banks that embrace automation will become more efficient, innovative and nimble. But that means competitors failing to make the jump risk falling to the wayside.

Still, examples abound of technology shrinking Wall Street’s armies. Gary Cohn, who last year stepped down as president of Goldman Sachs Group Inc., told investors in 2011 that technology had helped the bank shrink its equities staff by more than half over the previous decade. The trend was similar in currencies. And this week, LinkedIn published a survey of more than 1,000 financial professionals, showing roughly a quarter worry automation will eliminate jobs.

The McKinsey report doesn’t focus too much on the so-called front office, where traders and other rainmakers woo clients and draw in business.

Instead, it measures the potential to reshape realms like the middle office, where employees take trades from traders, and finance, which verifies prices and generates profit and loss statements. In those areas, people may see as much as a quarter of their capacity freed up, according to the report. In areas McKinsey dubs operations, where employees send confirmations to clients and process payments, there’s potential to free more than a third.

Helping Traders

Yet improving technology has significant implications for the front office, because it makes supporting departments faster, cheaper and smarter, according to Moon.
“This has been hugely helpful for traders to serve clients better and improve the ways they hedge,” he said.

McKinsey recently examined the extent to which eight banks have adopted technology for their cash equities businesses. Those relying most on digital execution saw front-office revenue per producer jump by as much as eight times. The firms with the best tech in their post-trade operations posted four times more trades per middle- and back-office employee than competitors behind the curve.

In finance, automation is becoming a very broad term. The McKinsey report looks at the potential for a number of specific technologies to perform an array of tasks. Here are some of its findings:
  • Machine learning -- which uses algorithms to identify patterns in large sets of data -- can help sales and trading staffs understand positions faster and predict what flows will look like.
  • Natural language processing can perform legal and regulatory tasks by scanning through records, emails and recordings to translate them into structured data.
  • Cognitive agents can act as in-house personal assistants or service centers; think of help desks for trading staffs that have issues with their systems.
  • Robotic process automation -- in which machines handle repetitive tasks -- is particularly effective in banks’ middle offices, where it can help with end-of-day valuations and extract data.
  • Smart workflow tools -- including document scanning and automated data entry -- can speed the process of signing up new clients.
When companies combine those tools, the impacts are magnified, Moon said. Integrating machine learning and robotic process automation, for example, produces “a much greater experience and higher growth,” he said. Plus “it will be easier for that technology to manage all of that code.”

China has allocated 600 million yuan ($89 million) to launch dozens of robotics projects this year, a move that an expert said would promote the country's robotics and artificial intelligence technology industry and make its next generation robots more competitive.

China plans to launch 42 intelligent robotics programs this year, according to the application guidelines issued by the Ministry of Science and Technology.

While the guidelines require the projects to be completed in five years, there is no mention of oversight.

"Overall, China's robotics industry is still in its initial stage. In the industrial application field, China's robotics remains in the middle-to-low end," Luo Jun, CEO of the International Robotics and Intelligent Equipment Industry Alliance, told the Global Times on Wednesday.

The timely fund together with private investment will hopefully promote China's robotics as well as artificial intelligence (AI) technology to make next generation robots more competitive, since the industry is a relatively new one, Luo added.

Projects qualified for funding should focus on industrial robotics research and service, robots and robotics for special environments, the guidelines said.

It also said that private companies or hospitals which propose robotics projects should match the amount the government will provide. And for application projects, companies will be required to put up twice as much as the government.

The development of the robotics industry is an integral part of the "Made in China 2025" strategy, which seeks to extend its manufacturing base to high-tech industries such as aerospace equipment, new energy vehicles and robotics, news site thepaper.cn reported.

Such development will also serve the country's space exploration agenda, as the robots with mature AI technology can perform better than humans in space, on the moon or in other planets, Luo said.

The National Manufacturing Strategy Advisory Committee said it predicts that more than 150,000 industrial robots will be sold in China by 2020, with more than 800,000 in service. The committee added that the industry will be worth tens of billions of yuan and will be globally competitive, news site thepaper.cn reported on Wednesday.

In order to make sure the money will be well spent to boost the development of robotics, an oversight system should be introduced, Luo said, adding that "the research body which gets the funds should make public its annual plans, and that if the work fails, an accountability mechanism should be in place."

Elon Musk famously equated Artifical Intelligence with “summoning the demon” and sounds the alarm that AI is advancing faster than anyone realizes, posing an existential threat to humanity. Stephen Hawking has warned that AI could take off and leave the human race, limited by evolution’s slow pace, in the dust. Bill Gates counts himself in the camp concerned about super intelligence. And, although Mark Zuckerburg is dismissive about AI’s potential threat, Facebook recently shut down an AI engine after reportedly discovering that it had created a new language humans can’t understand.

Concerns about AI are entirely logical if all that exists is physical matter. If so, it’d be inevitable that AI -- designed by our intelligence but built on a better platform than biochemistry -- would exceed human capabilities that arise by chance.

In fact, in a purely physical world, fully-realized AI should be recognized as the appropriate outcome of natural selection; we humans should benefit from it while we can. After all, sooner or later, humanity will cease to exist, whether from the sun running out or something more mundane including AI-driven extinction. Until then, wouldn’t it be better to maximize human flourishing with the help of AI rather than forgoing its benefits in hopes of extending humanity’s end date?

As possible as all this might seem, in actuality, what we know about the human mind strongly suggests that full AI will not happen. Physical matter alone is not capable of producing whole, subjective experiences, such as watching a sunset while listening to sea gulls, and the mechanisms proposed to address the known shortfalls of matter vs. mind, such as emergent properties, are inadequate and falsifiable. Therefore, it is highly probable that we have immaterial minds.

Granted, forms of AI are already achieving impressive results. These use brute force, huge and fast memory, rules-based automation, and layers of pattern matching to perform their extraordinary feats. But this processing is not aware, perceiving, feeling, cognition. The processing doesn’t go beyond its intended activities even if the outcomes are unpredictable. Technology based on this level of AI will often be quite remarkable and definitely must be managed well to avoid dangerous repercussions. However, in and of itself, this AI cannot lead to a true replication of the human mind.

Full AI – that is, artificial intelligence capable of matching and perhaps exceeding the human mind -- cannot be achieved unless we discover, via material means, the basis for the existence of immaterial minds, and then learn how to confer that on machines.  In philosophy the underlying issue is known as the “qualia” problem. Our awareness of external objects and colors; our self-consciousness; our conceptual understanding of time; our experiences of transcendence whether simple awe in front of beauty or mathematical truth; or our mystical states, all clearly point to something that is qualitatively different from the material world. Anyone with a decent understanding of physics, computer science and the human mind ought to be able to know this, especially those most concerned about AI’s possibilities.

That those who fear AI don’t see its limitations indicates that even the best minds fall victim to their biases. We should be cautious about believing that exceptional achievements in some areas translate to exceptional understanding in others. For too many – including some in the media -- the mantra, “question everything,” applies only within certain boundaries. They never question methodological naturalism -- the belief that there is nothing that exists outside the material world -- which blinds them to other possibilities. Even with what seems like more open-minded thinking, some people seem to suffer from a lack of imagination or will. For example, Peter Thiel believes that the human mind and computers are deeply different yet doesn’t acknowledge that implies that the mind comprises more than physical matter. Thomas Nagle believes that consciousness could not have arisen via materialistic evolution yet explicitly limits the implications of that because he doesn’t want God to exist.

Realizing that we have immaterial minds, i.e. genuine souls, is far more important than just speculating on AI’s future. Without immaterial minds, there is no sustainable basis for believing in human exceptionalism. When human life is viewed only through a materialistic lens, it gets valued based on utility. No wonder the young “nones” – young Americans who don’t identify with a religion – think their lives are meaningless and some begin to despair. It is time to understand that evolution is not a strictly material process but one in which the immaterial mind plays a major role in human, and probably all sentient creatures’, adaption and selection.

Deep down, we all know we’re more than biological robots. That’s why almost everyone rebels against materialism’s implications. We don’t act as though we believe everything is ultimately meaningless.

We’re spiritual creatures, here by intent, living in a world where the supernatural is the norm; each and every moment of our lives is our souls in action. Immaterial ideas shape the material world and give it true meaning, not the other way around.

In the end, the greatest threat that humans’ face is a failure to recognize what we really are.

If we’re lucky, what people learn in the pursuit of full AI will lead us to the re-discovery of the human soul, where it comes from, and the important understanding that goes along with that.

Artificial intelligence has helped politicians get elected, but what effect is it having on democracy?

It’s a great time to be a politician and an even better one for engineers that specialize in machine learning that work for them.

Throughout history, candidates for office have always had limited tools to hone their message and secure votes (aside from outright bribing). Anecdotal evidence is not representative and surveys are imperfect. More often than not, politicians relied more on instinct rather than insight when campaigning.

Today, campaigns have the ability to comb large swaths of data to micro-target specific categories of voters, and develop messaging that will resonate most with them. These efforts began in earnest with the 2008 U.S. presidential election and were honed in 2012 and 2016.

What is good for a politician and their engineers, however, is not necessarily good for a democracy. There is evidence to suggest that artificial intelligence-powered technologies have been systematically misused to manipulate citizens in recent elections.

One example of such manipulation is the use of political bots to spread right-wing propaganda and fake news on social media. Bots are autonomous accounts that are programmed to aggressively spread one-sided political messages to manufacture the illusion of public support. This is an increasingly wide-spread tactic that attempts to shape public discourse and distort political sentiment.

Typically disguised as ordinary human accounts, bots have been responsible for spreading misinformation and contributing to an acrimonious political climate on sites like Twitter, Facebook, and Reddit. They are very effective at attacking voters from the opposing camp and even discouraging them from going to the voting booth.
For example, Pro-Trump bots regularly infiltrated the online spaces used by pro-Clinton campaigners to spread highly automated content, generating one quarter of Twitter traffic about the 2016 election.

Bots were also largely responsible for popularizing #MacronLeaks on social media just days before the French presidential election. They swarmed Facebook and Twitter with leaked information that was mixed with falsified reports, to build a narrative that Emmanuel Macron was a fraud and hypocrite—a common tactic used by bots to push trending topics and dominate social feeds while giving the impression that the messages promoted are from genuine people.

In addition to shaping online debate, AI can also be used to target and manipulate individual voters: during the U.S. presidential election, the data science firm Cambridge Analytica rolled out an extensive advertising campaign that targeted persuadable voters based on their individual psychology. This highly sophisticated micro-targeting operation relied on big data and machine learning to influence people’s emotions.

The problem with using AI in political campaigns is not the technology itself, but rather the covert nature of its use and the targeted messages that preyed on individuals’ psychological vulnerabilities. Different voters received different messages based on predictions about their susceptibility to different arguments. The paranoid received ads with messages that were mostly fear-based. People with a conservative pre-disposition received ads with arguments based on tradition and community.

The micro-targeting was possible thanks to voter data available from social media and data miners, which can often include lifestyle attributes, consumption patterns and social relationships. Every click online generates signals that could be readily accessed and analyzed to build unique behavioral and psychographic profiles.

A presidential candidate with flexible campaign promises like Donald Trump was, of course, particularly well-suited for this tactic. Every voter could receive a tailored message that emphasised a different side of the argument. There was a different Trump for every voter—the Trump campaign just needed to find the right emotional triggers for each person to drive them to action.

This is a disquieting trend. A representative democracy depends on free and fair elections in which citizens can vote their conscience, free of manipulation. Yet AI and related technologies threaten to undermine fair elections if it continues to be methodically used to manipulate voters and promote extreme narratives.

All is not lost. AI itself is not harmful. The same algorithmic tools used to mislead, misinform and confuse can be re-purposed to support democracy and increase civic engagement. An ethical approach to AI can work to inform and serve an electorate. New AI startups like Factmata and Avantgarde Analytics are already providing these technological solutions. For example, political bots can be programmed to spread information debunking known falsehoods, like the infamous WTOE 5 News article that falsely claimed the pope had endorsed Donald Trump. Similarly, micro-targeting campaigns can educate voters on a variety of political issues to help them make up their own mind. And most importantly, AI can be used to listen to an electorate to ensure their elected representatives can hear them.

The use of AI techniques in politics is not going away anytime soon—it is simply too valuable to politicians and their campaigns. However, they should commit to use AI as ethically and judiciously as possible to ensure that their attempts to sway voters do not undermine democracy as a whole.

That’s the message from Anthony Vinci, a former tech entrepreneur turned executive at the National Geospatial-Intelligence Agency—the agency central to gathering and disseminating geospatial data relevant to combat support, disaster response and national security issues.

But NGA faces hurdles similar to federal agencies across government in today’s environment of rapid technological change: In talent and technology, it’s tough to stay ahead.

The government used to invest in and develop many of the new, cool technologies commercial companies would seize upon and consumers would ultimately use, like the internet and GPS.

“Now that’s flipped on its head,” said Vinci, who arrived at NGA in January as its director of plans and programs. = Human or reptilian? Who really know in this age?

The pace of R&D and technological change is increasing so rapidly now that there needs to be another additional way for these large organizations and agencies to relate and interact with those inventors of technology, and to drive that invention to solve their problems,” Vinci said.

As a former founder of a tech company called Findyr and seasoned management consultant, Vinci is keenly aware that the lion’s share of technological innovation exists in industry. So too do some of the top tech minds in the field.

Through public-private partnerships and upcoming workforce initiatives, Vinci said NGA is planning to tap both those companies and their brain trust. That’s “the edge” the NGA wants to harness.

“We want to partner with companies, inventors and academics to invent new things that can be used by both parties,” Vinci said, explaining how industry and the agency can benefit.



NGA’s data is the dangling carrot here, as well as its most precious resource.

Vinci can’t say how much data NGA holds, but it is most certainly at least hundreds of petabytes—if not exabytes of it. For perspective, a single petabyte could store the digital contents of the Library of Congress 15 times over. In a hypothetical partnership, NGA might “lend some of its data” to a company that in turn adds value to it, perhaps by creating new applications, algorithms, automations or other uses.

Both NGA and the partnering company would be able to use these new tools , but the NGA could get an extra benefit by melding whatever product is developed with its classified capabilities Twisted Evil Twisted Evil

Vinci said NGA is in the early days of its public-private partnership exploration. The agency is conducting market research into the needs of companies in the geospatial realm and ironing out kinks with other parts of government, including the Defense Department and Office of the Director of National Intelligence. Security is a prime concern, and any data sharing would have to meet the intelligence community’s rigorous information security standards. Yet Vinci said the NGA “wants to open the door as wide as we can.”

“We can’t always be behind a [sensitive compartmented information facility] door,” Vinci said, referring to a room where officials discuss classified information shielded from the possibility of digital snooping.

Last year, the NGA unveiled its eNGAge initiative aimed at bringing more knowledge from industry into the agency. The initiative places NGA employees in temporary industry positions and invites industry employees to temporarily come into NGA.

In the coming months, Vinci said NGA plans to announce a new workforce initiative that has some similarities with the General Services Administration’s 18F program and the U.S. Digital Service.

Both 18F and USDS bring tech recruits from Silicon Valley and elsewhere for one- or two-year terms of service in government. Their employees work with other federal agencies to mitigate tech problems or help build or purchase modern IT systems.

Vinci said a similar program might help attract the kind of tech talent NGA craves at the moment, particularly data scientists, software and visualization engineers, and developers.

“We want to give people an opportunity to serve,” Vinci said.

The NGA’s mission might make it an attractive temporary destination for talented techies who want to serve their country—including those who are employed but seeking new challenges, those in between jobs and postdoctoral students. As with its plans for public-private partnerships, some kinks have to be worked out.

The soon-to-be-announced program does not yet have a name. The NGA must also determine the best way to deal with security clearances for temporary employees, which can take several months or longer. Vinci said many positions would not necessarily require a security clearance, but some likely would, and some techies might not want to wait around for one.

Yet the NGA has a unique advantage over its competitors in attracting this kind of talent.
