Plombée il y a une dizaine d'années par la fermeture successive d'importants centres de recherche, l'industrie québécoise des sciences de la vie est « à l'aube d'un nouveau cycle » qui s'appuiera cette fois sur l'intelligence artificielle (IA) et les mégadonnées, estime le ministre de la Santé, Gaétan Barrette.


Plutôt que par une durée prolongée des brevets, comme ça a déjà été le cas, c'est par le truchement de son expertise dans le domaine de l'intelligence artificielle que le Québec compte cette fois regagner ses galons.

M. Barrette et des dizaines de représentants québécois participent cette semaine, à Boston, au congrès BIO (pour Biotechnology Innovation Organization), la plus importante foire annuelle de cette industrie.

« On veut revenir au niveau auquel nous étions avant », résume M. Barrette à propos des intentions québécoises.

Le redécollage est déjà bien amorcé, jure Frank Béraud, président-directeur général de Montréal InVivo, la grappe de l'industrie des sciences de la vie.

« C'est plus que reparti. De mon expérience, ça n'a jamais été aussi positif, aussi intéressant dans le domaine. »

IA ET MÉGADONNÉES

« La grosse tendance, c'est tout ce qui est lié à l'économie numérique, à l'intelligence artificielle », observe le scientifique en chef du Québec, Rémi Quirion, lui aussi présent à Boston hier.

« Le développement de nouvelles molécules avec la chimie reste important, mais ce qu'on voit de plus en plus, c'est comment l'intelligence artificielle peut aider les sciences de la vie. »

Cela s'observe, par exemple, dans le domaine du diagnostic, note-t-il en faisant référence entre autres à une technologie développée par Diagnos, de Brossard, pour la détection du diabète grâce à l'analyse d'images des yeux des patients, rapportée pour la première fois hier dans nos pages.

Aifred Health, établie à Montréal et elle aussi présente au salon BIO, travaille à développer, grâce à l'apprentissage machine, des façons de déterminer quels médicaments et quelles doses permettront aux victimes de problèmes de santé mentale de bien se soigner.

« La psychiatrie est un domaine dans lequel les pharmaceutiques ont réduit leurs budgets de recherche parce qu'elles n'arrivaient pas à trouver mieux que les médicaments déjà utilisés depuis des dizaines d'années. » - Sonia Israël, cofondatrice d'Aifred
 
Malheureusement, le choix du médicament et la posologie restent des sciences inexactes dans ce domaine.

« Environ 70 % des victimes de dépression ne vont pas améliorer leur condition avec le premier traitement, estime Mme Israël. Elles doivent retourner chez le médecin et fonctionner par essais et erreurs. Ça ne devrait pas être acceptable. »

Aifred croit être capable de faire passer le taux de précision de 30 % à 80 %.

Hexoskin, une entreprise montréalaise d'abord reconnue comme étant du domaine technologique, participe quant à elle au salon BIO pour la deuxième fois. Ses camisoles intelligentes permettant de surveiller la respiration et l'activité cardiaque trouvent l'essentiel de leur clientèle dans le domaine de la santé, note Marc Paquin, directeur du développement des affaires.

« Depuis 2012, environ 50 publications scientifiques ont utilisé Hexoskin pour leur recherche », note-t-il.

POPULATION STABLE

Outre son expertise de niveau mondial en intelligence artificielle, le Québec a un autre atout très rare à mettre en valeur auprès des entreprises pharmaceutiques : une population « géographiquement stable » au sujet de laquelle on détient des données uniformes sur tout le territoire grâce au dossier clinique informatisé.

« Personne au monde n'a accès à une population stable », fait valoir M. Barrette.

« Aux États-Unis, les gens bougent beaucoup d'une partie du pays à l'autre, précise M. Quirion, alors que les Québécois, surtout les Québécois francophones, peuvent partir deux ou trois ans pour aller étudier à l'extérieur, mais ont tendance à revenir chez eux. C'est un avantage quand on utilise l'intelligence artificielle, parce que ça donne accès à de grandes bases de données de bonne qualité qui datent de plusieurs dizaines d'années. »

L'accès à ces données doit toutefois se faire de façon confidentielle, sans qu'il soit possible d'identifier les patients, rappelle M. Quirion.

Nous entrons dans une phase cruciale dans l'histoire de l'humanité où ses grands scientifiques maléfiques sont unis afin de rendre l'homme quelque chose d'autre qu'un être humain. Une société contrôlé mentalement par ses désirs et ses passions et où les frontières du bien et du mal auront complètement disparu. Cette science de l'Intelligence Artificielle (donné par le diable) ne marche pas avec la conception de moralité, mais par l'habilité de savoir comment faire les choses. ex : une armée de soldats n'a pas le concept du bien et du mal, il est programmé pour tuer, alors que la connaissance (donné par le Créateur) est basé sur le concept du bien et du mal.

du 9 au 13 juillet 2018 : La Construction China Bank a lancé sa première agence bancaire à Shangai, composée à 100% de robots. Comme quoi, une banque repose bien sur la puissance de calcul de tous ses ordinateurs, sachant qu'un robot est à un ordinateur ce que l'artillerie mobile est à l'artillerie classique.
  
Notez que les robots fonctionnent avec la reconnaissance faciale: ils vous regardent, reconnaissent votre image et votre voix, se connectent à votre compte, et vous proposent des opérations, exactement comme un DAB étendu classique.
  
La seule différence est que vous êtes face un à robot humanoïde qui vous regarde dans les yeux.
  
L'avantage pour le PDG de la banque est que le robot ne partira pas avec la caisse (sauf s'il se fait pirater) ni se mettra en grève.

INTRODUCTION

This is a Combined Synopsis/Solicitation (CSS) for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is being conducted in accordance with the procedures of FAR Part 13--Simplified Acquisition Procedures, FAR Subpart 13.5--Test Program for Certain Commercial Items, and FAR Part

12--Acquisition of Commercial Items.

The solicitation number is HHS-NIH-NIDA(AG)-CSS-18-299 and the solicitation is issued as a PRE-SOLICITATION, NOTICE OF INTENT, to award a contract on a non-competitive basis to Illumina, Inc., 5200 Illumina Way, San Diego, CA 92122.

ACQUISITION AUTHORITY

This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13--Simplified Acquisition Procedures, Subpart 13.5--Test Program for Certain Commercial Items, and Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, and is expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13--Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6--Competition Requirements.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97, dated January 2018.

CONTRACT TYPE

The Government intends to award a firm fixed price purchase order for this requirement.

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE

BACKGROUND

The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people's health and save lives.

Deep sequencing of DNA has become a routine procedure in modern molecular biology. This methodology is used to 1) evaluate total gene expression profile in cells (RNA-Seq), 2) characterize epigenetic state of the genome by chromatin immunoprecipitation (ChIP-Seq), 3) define the DNA methylation state of cells (Bisulfite-Seq), 4) define chromatin structure by identifying enzyme accessible regions in the genome (ATAC-Seq), 5) interrogate the 3-dimensional structure of the genome by chromosome conformation capture technique (Hi-C), 6) evaluate the antigen receptor repertoire of lymphocytes (VDJ-Seq), and 7) define transcription factor binding sites by ChIP-Seq (ChIP-Seq). Most of these parameters change with age, and their analysis comprises a critical core of our ongoing studies of human aging. All of these methods are routinely used by investigators within LMBI. Experiments are carried out by LMBI staff resulting in the generation of a "library" of DNA fragments that await sequencing by a core facility. Sequencing each sample costs close to $1000. In the current system, we find out if the multi-step experimental procedure has worked only after spending the full amount for sequencing in a core facility. This usually amounts to several thousand dollars because a typical experiment consists of 8-12 samples. The requested MiniSeq permits the investigator to evaluate experimental quality at a fraction of the cost ($50-$75 per sample) before committing to deep sequencing. In this way costs can be cut substantially, and deep sequencing carried out only on rigorously validated experimental samples. Additionally, availability of a lab benchtop MiniSeq saves investigator time because core sequencing facilities have a typical wait time of 2 to 4 weeks before samples are sequenced. Thus, experimental quality can only be evaluated several weeks after the experiment is performed. With a readily available MiniSeq, quality control can be performed within 24h from completion of the experiment. Consequently, troubleshooting and replicate experiments can begin right away rather than waiting for 2 to 4 weeks, which greatly increases cientific efficiency and output.

The MiniSeq will be used to study several aspects of aging. It has become abundantly clear that the immune system is dysregulated with age, leading to increased incidence of autoimmune diseases, cancer, and infectious disease. Conversely, vaccination efficacy decreases with age, making susceptibility to infections a major cause of mortality associated with hospital admissions. The overall goals of the projects that will utilize the MiniSeq are to understand molecular mechanisms that underlie age-associated immune dysfunction. These studies will be carried out in mouse strains and in peripheral blood cells from human donors across a wide age range.

PURPOSE AND OBJECTIVES

This purpose of this requirement is to purchase a MiniSeq Sequencing System. The MiniSeq Sequencing System is an integrated lab benchtop system for generation of DNA clonal clusters by bridge amplification, sequencing and analysis; the system is used for genome-wide studies of chromatin structure and gene expression by deep sequencing. These methods have become a standard part of gene expression studies and, although sequencing costs have been reducing, such experiments are still time-consuming and costly when done in the core sequencing facility. The requested equipment will greatly increase the efficiency of scientific work for LMBI and reduce costs to the government by providing a relatively low-cost method to evaluate the quality of experiments before spending larger sums to carry out the complete analysis in the core facility. Availability of this instrument will permit the investigator to only spend the larger sums if experimental quality is sufficiently good to warrant being taken forward. At present this option is not available to investigators in our branch, with the result that a poor-quality result can only be ascertained after incurring time delays and large sequencing costs.

PROJECT REQUIREMENTS

Salient Characteristics:
• Integrated system for automated generation of DNA clusters. The MiniSeq System features a simple, integrated, library-to-results workflow that enables sequencing of both DNA and RNA with minimal hands-on time.
• Accessible Sequencing Affordable-to-acquire and cost-efficient to run, even with low numbers of samples

• Highly Flexible to Fit Research Demands Supports a broad range of DNA and RNA sequencing applications for examining single genes to entire pathways
• End-to-End support for installation, training, and support from assay design through data analysis

Anticipated Deliver Schedule: Eight (8) weeks after receipt of order.

ANTICIPATED CONTRACT TYPE

A Firm Fixed Price Purchase Order is contemplated. The order shall be sourced via the Open Market on a single-source basis and is not expected to exceed $150,000.

GOVERNMENT RESPONSIBILITIES

Responses to this CSS must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations.

Respondents that believe that they are manufacturers or authorized resellers of the brand-name product specified in this announcement must provide, as part of their response: (a) product, catalog, model, and/or part number(s); (b) product description; (c) all relevant information and documentation that the item(s) offered meets the salient physical, functional, or performance characteristics as specified in the purchase description; quantity; estimated price or cost; shipping, handling, and/or installation charges; and delivery date after receipt of order.

The following FAR provisions shall apply to this solicitation: 52.212-1, Instructions to Offerors--Commercial Items, 52.212-2, Evaluation--Commercial Items. Evaluation factors that will be used to evaluate the offer most advantageous to the Government, price and other factors considered, include ability to meet the technical requirements stated in this CSS and on basis of best value to the government. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with their offer. The Clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition and the Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition.

The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement.

In addition, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

TECHNICAL EVALUATION CRITERIA

Responses received to this CSS will be evaluated on the basis of Lowest Price Technically Acceptable (LPTA). Offeror's submitting a response must provide a completed Price Quote to be evaluated and considered for award. Price quotes must indicate fixed unit pricing and total cost, including shipping cost and estimated time of delivery after receipt of order and any warranties. Responses to this solicitation must include clear and convincing evidence of the Offeror's capability of fulfilling the requirement as it relates to the essential government requirements stated in this solicitation. Under the LPTA process, Offerors' will be determined to be "technically acceptable" or "technically unacceptable."

Attention, foreign-policy makers. You will soon be working with, or competing against, a new type of robot with the potential to change the game of international politics forever.

Diplomacy is similar to a strategic board game. A country makes a move, the other(s) respond. All want to win.

Artificial intelligence is good at board games. To get the game started, the system analyses previous play, learns lessons from defeats or even repeatedly plays against itself to devise a strategy that can be never thought of before by humans.

It has defeated world champions in chess and Go. More recently, it has won at no-limit Texas Hold’em poker, an “imperfect information game” in which a player does not have access to all information at all times, a situation familiar in the world of diplomatic affairs.

China developing robotic subs to launch new era of sea power

Several prototypes of a diplomatic system using artificial intelligence are under development in China, according to researchers involved or familiar with the projects. One early-stage machine, built by the Chinese Academy of Sciences, is already being used by the Ministry of Foreign Affairs.

The ministry confirmed to the South China Morning Post that there was indeed a plan to use AI in diplomacy.

“Cutting-edge technology, including big data and artificial intelligence, is causing profound changes to the way people work and live. The applications in many industries and sectors are increasing on daily basis,” a ministry spokesman said last month.

The ministry “will actively adapt to the trend and explore the use of emerging technology for work enhancement and improvement”.

China’s ambition to become a world leader has significantly increased the burden and challenge to its diplomats. The “Belt and Road Initiative”, for instance, involves nearly 70 countries with 65 per cent of the world’s population.

The unprecedented development strategy requires up to a US$900 billion investment each year for infrastructure construction, some in areas with high political, economic or environmental risks.

The researchers said the AI “policymaker” was a strategic decision support system, with experts stressing that it will be humans who will make any final decision.

The system studies the strategy of international politics by drawing on a large amount of data, which can contain information varying from cocktail-party gossip to images taken by spy satellites.

When a policymaker needs to make a quick, accurate decision to achieve a specific goal in a complex, urgent situation, the system can provide a range of options with recommendations for the best move, sometimes in the blink of an eye.

Dr Feng Shuai, senior fellow with the Shanghai Institutes for International Studies, whose research focuses on AI applications, said the technology of the AI policymaking system was already attracting attention despite being in its early stages.

Several research teams were developing these systems, Feng said. A conference discussing the impact of AI on diplomacy was hosted by the University of International Business and Economics last month in Beijing, in which researchers shared some recent progress.

“Artificial intelligence systems can use scientific and technological power to read and analyse data in a way that humans can’t match,” Feng said.

“Human beings can never get rid of the interference of hormones or glucose.”

The AI policymaker, however, would be immune to passion, honour, fear or other subjective factors. “It would not even consider the moral factors that conflict with strategic goals,” Feng added.

Other nations are believed to be conducting similar research into AI uses in policymaking fields, though details are not available publicly.

But AI does have its own problems, researchers say. It requires a large amount of data, some of which may not be immediately available in certain countries or regions. It requires a clear set of goals, which are sometimes absent at the start of diplomatic interaction. A system operator can also temper the results by altering some parameters.

But the technology will find increasing application and “further widen the gap in strategic game capabilities between countries”, Feng said.

“If one side of the strategic game has artificial intelligence technology, and the other side does not, then this kind of strategic game is almost a one-way, transparent confrontation,” he said. “The actors lacking the assistance of AI will be at an absolute disadvantage in many aspects such as risk judgment, strategy selection, decision making and execution efficiency, and decision-making reliability,” he said.

“The entire strategic game structure will be completely out of balance.”

Liu Yu, an associate researcher at the Institute of Automation at the Chinese Academy of Sciences in Beijing and who was involved in the development of an award-winning AI war game system for the People’s Liberation Army, said human diplomats would have difficulty winning a strategic game against AI.

“AI can think many steps ahead of a human. It can think deeply in many possible scenarios and come up with the best strategy,” he said.

A US Department of State spokesman said the agency had “many technological tools” to help it make decisions. There was, however, no specific information on AI that could be shared with the public, he said.

China ‘fooling itself’ in thinking it leads on science and tech

According to the department’s Information Technology Strategic Plan for 2017 to 2019, American “diplomats are using powerful new technologies to advocate policy position, promote awareness, and enhance transparency”.

The plan stressed the importance of big data technology as a tool to “offer more meaningful insights required for informed decision, problem solving and risk analysis”. It did not mention artificial intelligence.

Big data and artificial intelligence are closely related but different.

Big data technology analyses complex data sets to generate insights, and has been widely used by many governments around the world. The result may contain a list of pro and cons. It does not tell you what to do.

Artificial intelligence takes it a step further. It acts on the results. It can be an automatic stop at a traffic light, a move on a board game, or a verdict of go or no-go for a high-speed railway connecting Moscow and Beijing.

An associate researcher with the Chinese Academy of Sciences in Beijing, said an early version of the AI system developed by the institute was in use in the foreign ministry.

The system was operated by the department of external security affairs, she said. As well as dealing with security issues, the department makes policy recommendations on the operation of China’s overseas diplomatic missions, according to the ministry’s website.

The system, also known as geopolitical environment simulation and prediction platform, was used to vet “nearly all foreign investment projects” in recent years, she said.

The machine has access to numerous Chinese government databases. She said it was equipped with artificial intelligence technology, including deep learning and a neural network for risk assessment or prediction of events such as political upheaval or terrorist attacks, with “encouraging results”.

The machine is still unable to make a strategic decision by itself, but the next generation will have the support function to do so.

The new system is “under construction”, she said, without giving a date on its completion.

“The machine will never replace human diplomats. It only provides assistance,” she added.

One challenge to the development of AI policymaker is data sharing among Chinese government agencies. The foreign ministry, for instance, had been unable to get some data sets it needed because of administrative barriers, she said.

China is aggressively pushing AI into many sectors. The government is building a nationwide surveillance system capable of identifying any citizen by face within seconds. Research is also under way to introduce AI in nuclear submarines to help commanders making faster, more accurate decision in battle.

But in China as well as many other countries, the final decision on significant diplomatic matters is made at the highest levels. To what extent AI may influence decision making depends on the senior politicians’ trust and acceptance of the new technology.

Zhang Lili, a professor at China Foreign Affairs University, said foreign-policy makers should embrace artificial intelligence as a powerful tool that could to take their work to a new level.

“In the past, our job was done entirely by the brain, which has limits,” he said. “AI can help us get more prepared for unexpected events. It can help find a scientific, rigorous solution within a short time.

“But the ultimate decision will have to be made by a human.

“This is a fundamental principle.”

Last month, in a conference on foreign affairs with Chinese diplomats, Chinese President Xi Jinping “called for efforts to break new ground” in diplomacy, according to the state news agency Xinhua.

Xi asked the diplomats to “formulate principles and policies of China’s external work in a scientific way, through cool-headed analysis of international phenomena and China’s relation with the rest of the world”.

The diplomats must not “get lost in a complex and changing international situation”, he warned.

Les chauffeurs de taxis et de camions-remorques sont les premiers visés par la destruction d'emplois massive que va déclencher l'intelligence artificielle d'ici peu. Mais les livreurs d'épicerie seront peut-être les premiers à faire la queue vers le comptoir de l'assurance-chômage.

La chaîne de supermarchés américaine Kroger a inauguré récemment son service de livraison sans chauffeur à l'épicerie Fry's Food Store, à Scottsdale, en Arizona.

Les clients de l'épicerie Fry peuvent désormais placer leur commande via une appli permettant non seulement de faire leur commande en ligne --ce qui n'est pas nouveau-- mais aussi de la faire livrer par un robot-livreur électrique. = robot qui ne montera pas les étages, ce qui est très apprécié par certains. Donc le client devra sortir à l'extérieur pour prendre possession de sa commande.

Pas de chauffeur, pas de pourboire, pas d'économies = et plus de relations humaines par le fait même. Un monde sans âme, sans compassion prend vie. Business is business $$$$$.
 
Une fois leur liste d'épicerie envoyée via l'appli, les clients cliquent sur l'icône «livraison», puis doivent choisir une heure disponible, soit le jour même, soit le lendemain.

C'est un projet-pilote Rolling Eyes . Quand Kroger a fait l'annonce de ce service il y a quelques mois, elle a annoncé son intention d'étendre la livraison autonome à d'autres épiceries, petit à petit.

La photo ci-haut et la vidéo ci-bas sont un peu trompeuses. Le robot-livreur R1, fabriqué par Nuro, une compagnie d'automatisation californienne, sera mis en service à Scottsdale plus tard cette année. Pour le moment, les livraisons se font avec des Toyota Prius dans lesquelles Nuro a installé ses systèmes de conduite autonomes.

Contrairement à un livreur humain, le robot-livreur autonome ne monte pas vous porter vos sacs à la porte. Alors vous aussi devez être autonome. Par contre, vous ne lui donnez pas de pourboire non plus.

Et combien ça coûte, cette livraison sans chauffeur ? C'est 5,95 $ US plus des «frais de service» de 6 $ US pour la commande en ligne. C'est presque 16 $ en huards.

Pour ce qui est des économies grâce à la robotisation, on repassera.

Jeremy then presented that desperately needed scientific solution to the world’s problems, which is the reconciling explanation of our species’ ‘good and evil’-conflicted human condition. In the process Jeremy was also able to explain why the idealistic dogma of Sir Bob’s left-wing philosophy has actually oppressed the search for knowledge and worked against progress to enlightenment.

Vouloir éradiquer le paludisme et d’autres maladies, c’est une bonne chose comment être contre … Par contre cette méthode m’inquiète, jouer aux apprentis sorciers avec mère nature ce n’est jamais bon, on ne sait pas quelles conséquences à long terme ça pourrait avoir de lâcher des moustiques mutants , sur l’écosystème – et sur l’homme …  (Le premier « lâcher » de moustiques OGM a eu il y a 8 ans aux iles CaÏman , financé par la fondation Bill et Melinda Gates)

  Il y a quelques jours, le gouvernement du Burkina Faso autorisait la libération de moustiques génétiquement modifiés à Bana, un village de l’ouest du pays. Une première en Afrique, qui vise à éradiquer le paludisme dans la région.

Il y a quelques mois, des chercheurs libéraient des millions de moustiques mâles stérilisés dans le Queensland, en Australie. Une opération coup de poing qui aura porté ses fruits : en quelques semaines, les scientifiques ont observé une chute de plus de 80 % de la population des insectes vecteurs de maladies. Et si la même chose pouvait être faite en Afrique, notamment dans certaines régions particulièrement vulnérables aux maladies transmises par les moustiques ? Un premier essai devrait être entrepris dans les prochains jours. L’autorité nationale de biosécurité du Burkina Faso vient en effet d’autoriser la libération de 10 000 moustiques génétiquement modifiés.

Comme en Australie, les moustiques génétiquement modifiés (que des mâles) s’accoupleront avec les femelles, mais les œufs qui en résulteront ne pourront éclore. Cela permettra ainsi une baisse rapide de la population locale de moustiques. Tous les insectes libérés seront également plus “faibles” que leurs homologues sauvages, avec une espérance de vie estimée à quelques mois seulement.

Les insectes devraient normalement être lâchés à Bana ce mois-ci. Tous les habitants du village – et ceux de deux autres villages voisins – ont été informés de la décision du gouvernement. Des linguistes parlant le dioula (la langue locale) ont été appelés dans le but de transmettre les informations et de répondre à toutes les questions relatives à cette opération, chaque habitant devant donner son accord pour ce projet.

Rappelons que le paludisme demeure encore aujourd’hui un problème de santé publique préoccupant dans ce pays. Selon la direction générale de l’information et des statistiques sanitaires (DGISS), la maladie serait responsable de plus de 40% des décès chez les adultes, et de plus de 65% des décès chez les enfants de moins de cinq ans.

Une nouvelle espèce de crabe enragé a envahi le littoral de l'État américain du Maine, se distinguant par son agressivité et sa voracité, annonce un média US.

Une novelle sous-espèce de crabes a envahi le littoral rocheux du Maine (nord-ouest des États-Unis), menaçant la flore et la faune locale, annonce la revue LiveScience.

Ces crabes enragés, ou crabes verts, habitent dans le nord des États-Unis depuis la fin du XIXe siècle, mais récemment, ils se sont croisés avec une autre espèce de crabes venus du littoral de la Nouvelle-Écosse, au Canada. Rolling Eyes

Cette nouvelle sous-espèce menace l'existence des moules bleues et dévore les algues poussant sur les rochers de la côte.

Le département de ressources maritimes des États-Unis essaye de freiner la population de ces crabes, les habitants de la côte les emportant ailleurs et les militaires entourant les terrains sensibles de grillages métalliques.

Les chercheurs essayent entre-temps de comprendre ce qui a pu provoquer une telle agressivité chez ces crustacés.

Irish-US firm vows to continue development of Israeli robotics technology that helps surgeons perform safer and more accurate surgeries

Mazor Robotics Ltd., an Israeli biotech firm that develops robotic surgical systems, announced Friday it was being acquired by Irish-American medical device company Medtronic for a sum of $1.64 billion, the biggest-ever “exit” for an Israeli biotech company.

Medtronic previously owned an 11 percent stake in Mazor, which provides among its products a suite of software that includes image processing and computerized anatomy recognition. The technology enables preoperative planning, helping surgeons better plan spinal procedures.

Last year, Mazor, founded in 2001, received clearance from the US Food & Drug Administration for the Mazor X Align software to help surgeons correct spinal deformities. Medtronic was already the sole distributor of the software under an agreement between the two companies.

“We believe robotic-assisted procedures are the future of spine surgery, and provide surgeons a more precise, repeatable, and controlled ability to perform complex procedures,” said Geoff Martha, executive vice president of Medtronic and head of the company’s Restorative Therapies Group. “Medtronic is committed to accelerating the adoption of robotic-assisted surgery and transforming spine care through procedural solutions that integrate implants, biologics and enabling technologies.”

Of Mazor’s technology, Martha told Bloomberg, “It improves outcomes in spinal surgery and reduces the variability. Once we realized this is clearly the future, we knew we had to integrate all this technology.”

Martha said Medtronic aimed to expand Mazor’s operations in Israel.

“The acquisition of Mazor adds robotic-assisted guidance systems to our expanding portfolio of enabling technologies, and we intend to further cultivate Mazor’s legacy of innovation in surgical robotics with the site and team in Israel as a base for future growth.”

Medtronic began investing in Mazor in 2016.

“Today is a historic day for spine surgery and a defining event in the market’s evolution, and I want to acknowledge and thank all of those whose contribution and faith have been so critical and impactful to our success,” Mazor Robotics CEO Ori Hadomi said in a statement.

“The Mazor team and product portfolio’s full integration into Medtronic will maximize our impact globally through Medtronic’s channels, advance our systems’ leadership position in the marketplace, and drive the realization of our vision to heal through innovation.”

Israel’s Science Minister Ofir Akunis welcomed the news, calling the sale “an enormous achievement for the company, and a source of pride for all of Israel.”

The Defense Department announced selection of ten scientists working across Department of Defense (DoD) Laboratories to participate in the Laboratory University Collaboration Initiative (LUCI) program. These researchers will receive $600,000 over a three-year period to explore their proposed basic research ideas.

 “LUCI strives to capitalize on the unrestrained curiosity driven research and innovative spirit of universities by focusing their energy and ideas on defense research,” said Dale Ormond,  acting director for the Basic Research Office.

 “We endeavor to realize this innovation through a partnership with a scientist at a DoD research laboratory and one of our current research fellows where the primary goal is to bring better capabilities to the future warfighter, and a secondary goal of introducing young scientists and engineers to our DoD hard problems,” Ormond stated.

 The LUCI program supports a broad range of scientific topic areas including: applied mathematics, cognitive neuroscience, engineering biology, novel engineered materials, quantum information science, manufacturing science, and other areas of interest. LUCI also adds value to the defense enterprise by funding high risk basic research projects and providing adequate time to DoD researchers to cultivate their ideas for potential long-term research. This investment results in new knowledge and insight that can be used to fill capability gaps, generate patents, bring in human capital to the defense research enterprise, and build stronger relationships with academic researchers.

The Department of Defense (DoD) announced selection of an academic team comprised of researchers from the U.S. and United Kingdom for the Bilateral Academic Research Initiative (BARI). The awarded team is led by Dr. Maryam Shanechi at the University of Southern California for the U.S. and Dr. Riccardo Poli at the University of Essex for the U.K.  The U.S. research team will receive up to $3 million of U.S. DoD funding over three years, and the U.K. research team will receive up to £1.5 million from the U.K. Ministry of Defence (MOD) core research portfolio over the same time period.

BARI, a pilot program, supports high-risk basic research as a bilateral academic collaboration. BARI’s inaugural year focuses on artificial intelligence and collaborative decision-making. Specifically, BARI sought proposals that build new frameworks for artificial intelligence agents to more truly team with human counterparts.  BARI also aims to support academic teams from the U.S. and U.K. to combine unique skillsets and approaches and provide rapid advances in scientific areas of mutual potential interest to both countries.

“The awarded team has proposed an innovative approach to create novel frameworks for humans and machines to be effective, collaborative teammates,” said Dr. Bindu Nair, deputy director for Basic Research. “In addition to its scientific potential, this team also represents an important collaborative effort in the long tradition of U.S.-U.K. partnerships.” Dr. Kate Griffin, deputy head Portfolio Commissioning for Defense Science and Technology (DST) in the U.K. MOD concurred, adding, “The awarded team’s proposal is scientifically ambitious and represents a truly integrated bilateral research team.” 

BARI is jointly sponsored by the Basic Research Office in the U.S. Office of the Secretary of Defense and the U.K. MOD. The project will be managed by subject matter experts from a joint service team from the Army Research Office, Air Force Office of Scientific Research, and Office of Naval Research as well as from the U.K. Defense Science and Technology Laboratory.
