In October, 2012, Hurricane Sandy cut a path of destruction across the U.S. Northeast. As part of efforts to join national response efforts during public health emergencies, two mental health policy experts from the Department of Defense Office of Force Health Protection & Readiness deployed to New York with a RAPID RESPONSE TEAM. U.S. Public Health Service Cmdr. Nicole Frazer and Lt. Cmdr. William Satterfield performed duties ranging from facilitating interagency field support from an operations center in Manhattan’s Times Square to providing mental health care for 86 displaced nursing home patients at Brookdale Hospital and Medical Center in Brooklyn.

CHARLOTTE, N.C., March 29, 2013 /Christian Newswire/ -- The Security Executive Council is partnering with Pfeiffer University to host a three-day workshop April 17-19 at its Charlotte, N.C., campus and Myers Park United Methodist Church for church and ministry leaders that provides education and resources for addressing and strengthening safety and managing risk in congregations and other ministry settings. Plan, Prepare, Protect: Strengthening Safety in Ministry will prepare clergy as well as church business administrators, finance leaders and trustees by informing their congregations about security priorities, mitigating security risks and evaluating safety plans.

"Research shows us that faith-based organizations face many of the same risks of corporate and NGO organizations" says Bob Hayes, Managing Director of the Security Executive Council, a leading research and advisory services firm for risk mitigation. "There's renewed interest in planning, preparing, and protecting faith-based organizations." Conference leaders include Hayes and Mark Lex, Emeritus Faculty and Practice Lead for Faith-based organizations of the Security Executive Council, Joy Melton, author of the Safe Sanctuaries book series and members of the Pfeiffer University faculty whose expertise includes stewardship and risk-management preparedness.


"We must do everything we can to reduce the likelihood of crime in churches as well as the associated injuries and other outcomes that can be devastating for individuals and congregations," said Joy Melton, who is an attorney, United Methodist deacon and 1977 graduate of Pfeiffer University. "Proactive preparation, which is an affordable key to reducing and managing risk, goes a long way toward protecting churches and their members."

Violent and other crime in religious communities such as attacks, abductions, suspicious deaths, suicides and deadly force is well documented by ministry security experts. The National Archive of Criminal Justice reports that the most frequent triggers of crimes in houses of worship of all denominations are robbery, domestic violence spilling over to the faith-based organization and personal conflict involving non-related members.

"Security risks and resulting risk mitigation strategies cross all faiths," says Lex, "we are very privileged and excited to partner with Pfeiffer University in this initiative."

SANTA ANA, Calif., April 16, 2013 /Christian Newswire/ -- More than 1.3 million Syrians have fled the war-torn country, according to the latest figures from the United Nations High Commissioner for Refugees. The number of Internally Displaced Persons (IDPs) in Syria is over 2 million.

People that are staying in their embattled cities are in need of assistance. Open Doors is helping more than 3,000 families spread all over Syria IN PARTNERSHIP WITH LOCAL CHURCHES. THE ALLIANCE CHURCH IN DAMASCUS is one of them.

Open Doors recently spoke with Alliance Church pastor Edward Awabdeh. "The fighting gets closer and closer to where the church is located," he says. "Many people see no light at the end of the tunnel. Things are getting worse, with more fighting and bloodshed."

Since April 2012, Open Doors, working along side Alliance Church, has been supporting many Christian families. Open Doors is helping facilitate food supplies, medical assistance and sometimes financial support by paying the rent of apartments for temporary shelter for the homeless.

Refugees that come to Damascus often arrive with only the clothes they can carry. There is no work and no income for them. Many families rent an apartment together with one or two other families to share the costs.

The families that flee to Damascus are visited by church team members. The families are registered with the church and the visiting team makes an assessment of their situation. Then material for the relief packages has to be bought.

"It is risky, yes," says Awabdeh. "When you need to drive through the city you run a high risk. Roads are closed. Twenty-four hours a day there is shooting and shelling."

It has been difficult to get the materials, the pastor explains. "Sometimes it takes two weeks to have enough of a product. Sometimes we do this in unconventional ways. For example, instead of buying cooking oil in small bottles, we buy it in gallons and we fill bottles with oil to distribute. For many products we have to go to the outskirts of the city and that is very risky. Sometimes we make agreements that we pay something extra to have people bring the products, and then it is their risk."

But ministry goes on. Last week the church opened a new distribution center and now the ministry is able to help hundreds of additional families.

"We thank the Lord for all the people that are praying for us. We feel the effect of that; we feel supported by that, personally and on the ministry level," says Awabdeh. "This is the time for the church to help; time to support the refugees.

Who else can give hope and spread peace than the Lord?

A Canadian shipment of relief goods bound for storm-ravaged Oklahoma has been stopped at the Canada-U.S. border in Windsor, Ont.

 
American officials will not allow the 20,000 kilograms of food, blankets and diapers into the country until every item on board is itemized in alphabetical order and has the country of origin of every product noted.

Dennis Sauve, the volunteer co-ordinator for Windsor Lifeline Outreach and the food bank co-ordinator at the Windsor Christian Fellowship, the two organizations that gathered the goods, said it's a "physical impossibility" to do the paperwork required in time to get the perishable food to Oklahoma before it spoils.

A tornado three kilometres wide ripped through Moore on May 20. The twister killed 24 people and injured close to 400. It destroyed 1,200 homes and damaged another 10,000.

Several companies gave donations
 
Sauve's group secured skids of food donated from Heinz Canada, a refrigerated truck from ADT Transportation and fresh fruits and vegetables from a number of greenhouses in Leamington, Ont., southeast of Windsor.
 
"It was very rapid. By the hour it was swelling up in size. We were absolutely thrilled to be able to do this," Sauve said. "I had no dream at all it would be this difficult. I never dreamt we would be called to the table on being able to give this food to people in need."

The shipment was to be sent to the Gate Church or Oklahoma City, about 20 minutes away from the devastation.
Bishop Tony Miller called the hang-up "very unfortunate." He said his church has been waiting to receive the goods all week.

"We were excited that our friends internationally were willing to send resources. They worked hard to put it together," said Miller, when reached en route to Moore on Friday.

The truck was originally scheduled to leave Wednesday. Instead, it's parked in Leamington.

"They were kind of shocked at how much we were able to get together," Sauve said.

The truck was loaded with so much food and supplies, it was initially overweight and volunteers had to remove skids.
Sauve said U.S. agents have asked to physically inspect the produce and two skids of rice, donated by Dainty Rice in Windsor.

In an effort to help the shipment pass through customs, Dainty Rice provided paperwork and NAFTA certificates for the rice.
 
Load considered 'commercial'

As of Friday, the truck still had not pulled out.

Sauve said the U.S. Food and Drug Administration is now asking for documentation of every item on the truck, including manufacturer's documentation and country of origin before it will approve the shipment as "safe for consumption."
 
"That documentation for us would be an impossibility," Sauve said.

He is now worried the fresh food, picked on Wednesday, will soon spoil.

"We're holding our breath and saying our prayers," Sauve said.

Miller, meanwhile, has asked his congressman for help. He emailed U.S. Congressman James Lankford, who in turn raised the concern with FEMA and U.S. Customs and Border Protection.

"That's not something that ever crossed my mind, that we'd have these issues," Miller said. "Especially when it's coming from reputable people.

"They only had the heart to help people."

KEANSBURG, N.J. -- Whether it be an overdue rent bill, a warm coat or a bag full of groceries, Project Paul has been there for Bayshore residents for more than 30 years.

But when the Keansburg-based religious charity went to the Federal Emergency Management Agency for financial assistance after Superstorm Sandy caused tens of thousands of dollars in damages, officials say they got the run-around.

"We've always been a mini-FEMA for the community," said Sal Cortale, the group's executive director. "Now we're the ones who need help."

Despite working to help the region recover after Sandy, several faith-based groups in the area say FEMA has not sufficiently funded their own recovery efforts because of what the groups see as a misguided adherence to separating church and state.

"These groups have gotten the back of FEMA's hand," said Rep. Chris Smith, R-N.J., who sponsored a bill in the House of Representatives that would allow faith-based groups to follow the same FEMA reimbursement process as private nonprofit organizations.

In a rare example of bipartisanship, the House voted 354-72 in February to approve the bill. A Senate version awaits review by a subcommittee.

The bill has its critics.

Maggie Garrett, legislative director of the advocacy group Americans United for Separation of Church and State, said regardless of the good intentions of religious groups, taxpayer dollars should not be used for repairing or replacing houses of worship such as churches, synagogues or mosques.

After Hurricane Katrina, FEMA similarly did not provide money to organizations seeking to repair damaged religious structures, Garrett said. Changing the policy now could easily add tens of millions of dollars in annual costs to an already bloated federal budget, she said.

"Once you start handing out money, it can be hard to figure out when you're paying for the religious and when you're paying for the non-religious," Garrett said. "Houses of worship should be maintained by the faithful, not by the taxpayer."

FEMA generally does not comment on pending legislation, said Dan Watson, a spokesman for the agency.

In the Senate, the Committee on Homeland Security and Governmental Affairs has been assigned to take a look at the bill. The committee's chairman, Delaware Democrat Tom Carper, has voiced opposition to the bill.


Several of the damaged structures that FEMA is not funding are part of parishes that served as community centers or meeting places for volunteers in the days after the storm, said James Goodness, a spokesman for the Archdiocese of Newark.


"The FEMA money has not been available," Goodness said. "It would be extremely helpful. It would be a matter of justice."

In the Diocese of Trenton, overall damage to dozens of structures and properties are expected to total somewhere between $12 million to $15 million, said Joe Cahill, a business consultant for the diocese who serves as its liaison to FEMA.

At St. Rose in Belmar, approximate damage totaled $4 million at the high school, $350,000 at the rectory and $250,000 at the church, Cahill said.

"Everything was floating in water," Monsignor Edward J. Arnister of St. Rose said in June. "Everything was destroyed. We lost everything in the whole parish center."

At Sacred Heart Church in Bay Head, the church structure had $750,000 in damage, Cahill said.

While the diocese had flood insurance, it likely will need to pay for some of the damage from its coffers, Cahill said. The diocese used $1.8 million in donations raised through its website and by special Sunday collections on social services, not on repairing buildings, he said.

"We haven't received anything from FEMA," said Cahill, who expects only a handful of facilities will ultimately receive funds. "I'm still hopeful that we're going to get some assistance from them."

One of the more prominent regional cases of a faith-based organization struggling to access FEMA funds involves the Ocean Grove Camp Meeting Association, which owns much of the land in the Neptune oceanfront neighborhood.

The association sought FEMA funds toward repairing its boardwalk, a portion of which Sandy destroyed. FEMA has twice denied the request, citing not the association's religious affiliations, but that the federal agency does not pay for damages to what it deems to be recreational uses owned by private nonprofit organizations.

Garrett argues that the separation of church and state is a long-standing American belief that ultimately is about religious liberty: Citizens should not be required to give money to religions they may not necessarily support, she said. Similarly, many congregations may not want the government prying into their internal affairs or telling them what to do.

"Government money usually comes with government strings," Garrett said.

Two pastors have come forward and blown the whistle on a nationwide attempt by FEMA to train up religious leaders as secret police enforcers who teach their congregations to “obey the government” in event of martial law, natural disasters, or a flu pandemic.

FEMA warned the pastors that citizens would stand up for their second amendment rights and to be prepared for rebuttal. In return they were promised to be of the first vaccinated in event of an outbreak and were given assurances that they would be covered by full compensation in the event of problems.

Furthermore they encouraged the pastors to preach from Romans 13 – a chapter devoted to solely to ‘government submission.’

Here are the pastors disposition on the matter:

“We get the picture that we’re going to be standing at the end of some farmer’s lane while he’s standing there with his double barrel, saying we have to confiscate your cows, your chickens, your firearms,” said Pastor Revere.

The Pastor elaborated on how the directives were being smoke screened by an Orwellian alteration of their names.

“They’re not using the term ‘quarantine’ – this is the term they’re going to be using – it’s called ‘social distancing’ don’t you like that one,” said the Pastor.

He also highlighted how detention camps had been renamed to give them a friendly warm veneer.

“Three months ago it was quarantine and relocation centers and now it’s ‘community centers’ and these are going to be activated at the local schools,” he said.

Pastor Revere outlined the plan to carry out mass vaccination and enforced drugging programs in times of crisis such as a bird flu outbreak.

“In the event of an outbreak or a bio-terrorist attack, there’d be a mass vaccination….they have a program nationwide ‘Pills in People’s Palm In 48 Hours’,” said the Pastor who was told that Wal-Mart had been designated as the central outlet of this procedure.

Pastor Revere said that many attendees believed in the necessity of the program and were completely unaware to the motivations behind its true purpose and were offered incentives to become volunteers such as preferential treatment and first access for themselves and their families to vaccines and food shipments in times of emergency.

Which roads to close off after martial law was declared had also already been mapped out.

Local FEMA’s (‘across the US’ according to a spokesman at our local meeting) are gathering Ministers (Pastors) to help in the event of a “declaration of Martial Law or like police action following a declared emergency or quarantine due to an act of bioterrorism”. The discussion centered around the need of ‘locals’ to “quell the cowboy mentality” of farmers who may have their stock or crops confiscated and subsequently destroyed.

FEMA and other Disaster Agencies (NVOAD in particular: www.nvoad.org) are training volunteers in a “Peer to Peer” program. That program trains people to assist FEMA in a neighborhood setting– teams reach out to neighbors in a declared emergency and “get their neighbors to obey authorities”. According to our spokesman, Ministers will be especially helpful because “you guys and gals can use Romans 13″.

HONOLULU, April 3, 2014 – Defense Secretary Chuck Hagel and defense ministers of the Association of Southeast Asian Nations crisscrossed the city yesterday in a motorcade of vans, buses and police cars, adding potential partners or capabilities that might expand humanitarian assistance and disaster relief efforts in the Asia-Pacific region at every stop.

On the second day of the first U.S.-hosted ASEAN defense ministers meeting, Hagel and the ministers spoke with experts from the commercial sector, nongovernmental organizations, the United Nations and federal aid and science agencies. “I'll begin by thanking the ASEAN defense ministers for their participation [and] their commitment to come here and be part of something that is -- and I think they share my feeling -- something that's important,” Hagel said during a media briefing at the end of the day.

“We had had an opportunity this morning to spend a couple of hours specifically focused on humanitarian assistance and disaster relief,” he added, noting that he’d met with Dr. Rajiv Shah, administrator of the U.S. Agency for International Development, and Dr. Kathryn Sullivan, administrator of the National Oceanic and Atmospheric Administration.

NOAA, part of the Commerce Department, has a new building in Honolulu -- the Inouye Regional Center on Ford Island at Naval Station Pearl Harbor. There, NOAA’s Pacific Tsunami Warning Center, or PTWC, and its 24/7 operational team -- with help and support from onsite experts from the U.S. Geological Survey and others -- deliver tsunami warnings for every country in the Pacific and the Caribbean.

Hagel and the ministers were briefed there yesterday about typhoons, tsunamis and sea-level rise. Dr. Charles McCreery, the center’s director, showed Hagel and the ministers a simulation of the March 2011 magnitude 9.0 earthquake near the east coast of Honshu, Japan, and the resulting tsunami that killed nearly 16,000 people and injured more than 6,000, according to Japan’s National Police Agency.

Afterward, Hagel, Shah, Sullivan, the ministers, Navy Adm. Samuel J. Locklear III, commander of U.S. Pacific Command, and others participated in a roundtable discussion on disaster preparedness and relief that Shah moderated.

According to the Intergovernmental Panel on Climate Change, Shah said, the Asia-Pacific region is hit by more than 70 percent of the world’s natural disasters. And in his remarks before the roundtable, Shah praised Hagel’s vision of using the forum “to help us build greater cooperation across all the range of issues that bring us together as a community.”

Natural disasters have cost the world roughly $300 billion and 30,000 lives in the last two years alone, the USAID administrator added.

“This is a unique opportunity,” Shah said, “for us to learn together how we can be supportive of your efforts as defense ministers, often called in when the times are toughest, and expected to perform under conditions of little information and extraordinary crisis.”

At the media briefing, held aboard USS Anchorage, the seventh San Antonio-class amphibious transport dock ship, Hagel described the rest of the ministers’ day, including a tour of the Anchorage.

“This afternoon, we spent some time here on USS Anchorage,” the secretary said, “[and] we spent some time looking at the V-22.”

The Anchorage, which operates with “We Leave Nothing to Chance” as its motto, was built to deploy and especially for responding to crises worldwide and providing humanitarian assistance and disaster response, according to the ship’s website.

The MV-22 Osprey has vertical takeoff and landing capability and the speed and range of a turboprop aircraft. It can carry 24 Marine combat troops twice as fast and five times farther than previous helicopters, the manufacturer’s website says.

A few minutes after Hagel ended his media briefing, two Ospreys appeared as dots in the blue Hawaiian sky. Soon, they were flying over the Anchorage’s flight deck, with silhouettes unlike those of any other aircraft.

“We also focused on our military-to-military relationships and joint exercises that we continue to strengthen and deepen and widen”, Hagel said, adding that the purpose of such exercises is security and stability, assuring that all nations have commercial options.

“It is trade, it's exchanges, it's about free people,” the secretary observed. “And as I have said and you all know, the United States has been a Pacific power for many years. We intend to continue to be a Pacific power [and] to cooperate with our ASEAN partners and all nations in the Asia-Pacific.”

At a dinner last night, the ministers noted their accomplishments and toasted their success.

Later today, the last day of the ASEAN Defense Forum, the ministers will hold an informal session on regional security issues before the final news conference.

CHARLOTTE, N.C., June 18, 2014 /Christian Newswire/ -- Crisis-trained chaplains with the Billy Graham Rapid Response Team are in Pilger, Neb., to assist the people and churches of the community in the aftermath of Monday's deadly storm. The small town of less than 400 was nearly demolished when twin tornadoes ripped through the area, destroying the business district and dozens of homes.

"The Billy Graham Rapid Response Team chaplains are there to serve the community in whatever ways they can," said Jack Munday, international director of the Billy Graham Rapid Response Team. SANTA ANA, Calif., June 27, 2014 /Christian Newswire/ -- The occupation of the Iraqi city of Mosul by violent extremist Muslims of the Islamic State in Iraq and Syria (ISIS) forced up to 3,000 Christian families out of their houses on June 9. Most of them fled to the safer northern Kurdish area.

A few days later Open Doors started supporting the refugees with humanitarian aid, working with local churches and partner organizations.

A Christian believer told an Open Doors worker that on June 9 it was like a nightmare on the streets of Mosul. "There were lots of families walking; everyone was moving. It was crowded in the streets in the middle of the night."

The Iraqi believer adds that he, his wife and four small children fled while two houses on their street were hit by bombs and set on fire. They fled with only the clothes on their backs and wearing sandals.

In the days that followed, up to half a million people fled Mosul and the surrounding region. Most families fled to cities such as Erbil in northern Iraq while others remained in the cities and villages on the outskirts of Mosul. The fortunate ones stay with relatives. Others reside in places such as schools, unfinished buildings and tent camps.  

A team of Open Doors field workers, who have been ministering to persecuted refugees from Mosul, Baghdad and other areas for years, started gathering information after the ISIS attack.

"The immediate needs were very obvious -- water and food," states one field worker. "Because many of the refugees were placed in schools or empty buildings, they were sleeping on a piece of cardboard; there were no mattresses and pillows. And with temperatures reaching 113 degrees during the day, a third need made itself known -- air coolers, especially important for families with young children or the elderly."

A few days after the first help arrived in one Christian village, a man loaded bags filled with water and food items out of his pick-up truck. A group of refugees waited in the shadow of the church. Some refugees waited in line to register for help with the priest.

"When you hear that people are arriving without any food or water, having walked for half a day or longer with only a plastic bag with their belongings, you just want to provide help," says the field worker. "People can live a day without water, but in this heat, of course, it was imperative that we needed to act immediately."

Other Christian initiatives were also put into place. In a village near a checkpoint, a place where the army checks the people that want to enter the region, Christian villagers collected $1,000 to purchase water and food items to distribute to the refugees that were waiting in the heat.

"Initiatives like this are encouraging. They are examples of the charitable spirit we want to encourage," says the Open Doors regional manager for the Middle East.

Open Doors supports these often poor Christian villagers and churches through local partner organizations with the finances they need in order to be able to continue to act in this charitable spirit.

Open Doors encourages the Christians to serve non-Christians trying to find refuge in their area. "We believe that it's important for the church to be a light for all; to show the love of Christ to their neighbors. Even if those people have showed an anti-Christian attitude before," adds the regional manager.

"It might have been the last time that Christians flee Mosul as I expect that soon all Christians will have left the city," shares a field worker.

The three-day event will focus on addressing the unique emotional and spiritual needs law enforcement officers face. Individuals and married couples will receive encouragement from speakers who have law enforcement backgrounds, as they learn to trust God through traumatic events, stressful situations and in the unique issues faced by officers' families.

"The men and women in law enforcement place their safety on the line every day when they go to work, protecting and serving us," said Jack Munday, international director of the Billy Graham Rapid Response Team. Un pasteur s’est avancé pour tirer le signal d’alarme par rapport à un programme national de la FEMA qui forme des pasteurs et d'autres représentants religieux à devenir les autorités secrètes de la police et qui enseignent à leurs ouailles à « obéir au gouvernement » en préparation à une déclaration de loi martiale, aux saisies des propriétés et des armes à feu, et aux relocalisations obligatoires.

En mars de cette année ce pasteur, auquel nous nous référerons comme étant le "pasteur Revere", fut invité afin d’assister à une réunion de son chapitre local de la FEMA qui tournait autour de la préparation à une attaque bio-terroriste potentielle, à n'importe quel désastre naturel ou à une urgence déclarée au niveau national.
Les directeurs de FEMA dirent aux pasteurs présents que c’était leur travail d'aider à mettre en application les directives de la FEMA et du Homeland Security en prévision d’une de ces éventualités. La première directive était que les pasteurs prêchent à leurs ouailles Romains 13, un passage de la bible souvent tiré hors de son contexte et qui fut utilisé par Hitler pour tromper les chrétiens afin qu’ils le soutiennent, afin qu’ils enseignent aux gens à « obéir au gouvernement » lorsque la loi martiale sera déclarée.

On a expliqué aux pasteurs que la mise en quarantaine, la loi martiale et la relocalisation obligatoire étaient un problème pour les autorités d'état lorsqu’elles devaient imposer des mandats fédéraux à cause de la « mentalité de cowboy » des citoyens qui se battent pour leur propriété et les droits du deuxième amendement tout comme les fermiers qui défendent leurs récoltes et la saisie du bétail. On a souligné que les pasteurs devaient prêcher à l'avance la soumission aux autorités en préparation des rassemblements et qu’ils devaient expliquer à leurs ouailles que « c'était pour leur propre bien. »

Nous avons reçu la confirmation d'autres prédicateurs et pasteurs que ce programme est une initiative nationale et un modèle soviétique au sens littéral par lequel les églises sont systématiquement infiltrées par des volontaires du gouvernement et utilisés comme des canalysateurs pour la formation et le conditionnement à la loi martiale. On a dit au pasteur que plus de 1.300 comtés faisaient déjà partie de ce projet.

Elle tombe sous le parapluie du programme NVOAD ( http://www.nvoad.org/ )qui entraîne des volontaires dans un programme "peer to peer" (de particulier à particulier) dans un environnement voisin.

On a dit aux pasteurs qu'ils seraient soutenus par l'application de la loi dans le contrôle des individus peu coopératifs et qu'ils mèneraient même des équipes SWAT (police entraînée pour les missions spéciales) dans leur tentative de réprimer toute résistance.

« Nous avons reçu l'idée selon laquelle nous allions nous tenir à l'extrémité d'une petite route de campagne d'un fermier alors qu'il se tient là avec son double barillet, et lui disant "nous devons confisquer vos vaches, vos poulets, vos armes à feu, " » a dit le pasteur Revere. Le pasteur a développé la façon dont les directives étaient rendues honorables par un changement Orwellien de leurs noms.

« Ils n'emploient pas le terme "quarantaine" - voici le terme qu'ils vont employer - c'est appelé de la " distanciation sociale ", n'aimez-vous pas mieux cela ? », a dit le pasteur.

Il a également souligné la façon dont on avait renommé les camps de détention afin de leur donner une apparence chaleureuse et amicale.

«Il y a trois mois ils étaient des centres de quarantaine et de relocalisation, et à présent ce sont « des centres communautaires » et ceux-ci seront activés dans les écoles locales, » a-t-il dit. Le pasteur Revere a décrit le projet visant à effectuer une vaccination de masse et des programmes forcés de dopage par des médicaments en période de crise telle qu'une poussée de grippe aviaire.

« En cas d'une épidémie ou d'une attaque bio-terroriste, il devrait y avoir une vaccination de masse... ils possèdent un programme national appelé 'Pills in People's Palm In 48 Hours' ("Des pilules dans la paume des gens en 48 heures") », a dit le pasteur à qui l'on a signalé que les magasins Walmart avaient été désignés comme les distributeurs centraux lors de cette procédure.

Le pasteur Revere a dit que beaucoup de personnes qui étaient présentes ont cru en la nécessité du programme et étaient complètement inconscients des motivations cachées derrière ce plan ainsi que son véritable but, et on leur a offert des incitants à devenir des volontaires tels qu'un traitement préférentiel et le premier accès pour eux-mêmes et leurs familles aux vaccins et aux expéditions de nourriture en cas d'urgence. Les routes à fermer après que la loi martiale ait été déclarée avaient été également déjà planifiées.

Le précédent pour la confiscation de masse des armes à feu en période d'urgence - véritable ou montée de toute pièce- a été mis en place pendant l'ouragan Katrina lorsque la police et les patrouilles de la garde nationale ont forcé les propriétaires d'une maison, même dans des zones non touchées par l'ouragan, à remettre les armes à feu qu'ils possédaient légalement à des points d'armes, tel que cela est détaillé dans la vidéo ci-dessous (voir sur la page source de cet article).

Dans la vidéo suivante (voir sur la page source de cet article), Alex Jones expose le sabotage délibéré mené par la FEMA des efforts de secours durant l'ouragan Katrina, efforts qui ont été employés comme plate-forme pour un test ayant pour but la relocalisation et la confiscation obligatoire des armes à feu.

Le documentaire d'Alex Jones "2001 : The Road to Tyranny" ("2001 : La Route vers la Tyrannie" : http://www.infowars.com/tyranny.htm ) comportait un extrait d'un colloque de la FEMA donné aux pompiers et à tout autre personnel de secours à Kansas City et dans lequel on affirmait que les pères-fondateurs, les Chrétiens et les étudiants qui suivent les cours à domicile étaient des terroristes et devraient être traités avec le plus grand soupçon et la plus grande brutalité en période d'urgence nationale.

Nous avons souligné précédemment les problèmes concernant les manuels d'entraînement, par état et selon les différentes instances du gouvernement fédéral, qui identifient des pans entiers de la population comme étant des terroristes potentiels. Une brochure ( http://prisonplanet.tv/articles/april2006/260406likelyterrorists.htm )du Department of Public Safety Criminal Law Enforcement (ministère de la sécurité publique et de l'application des lois liées à la criminalité) du Texas donne des caractéristiques publiques pour identifier les terroristes qui incluent le fait d'acheter du lait en poudre pour bébé, acheter de la bière, porter un jeans Levi's, transporter des documents d'identification tels qu'un permis de conduire et voyager avec des femmes ou des enfants.

Un manuel d'entraînement de Virginie ( http://prisonplanet.com/articles/march2006/280306trainingmanual.htm ) utilisé pour aider les employés de l'état à identifier les terroristes considère dans sa liste comme terroristes les activistes anti-gouvernementaux et les activistes des droits à la propriété et inclut dans un abrégé des outils utilisés par les terroristes les jumelles, les caméras vidéo, les blocs-notes et les cahiers .

Peu de temps après le 9/11, un manuel du FBI de la ville de Phoenix ( http://www.infowars.com/constitutional_terrorists.htm ) qui avait été disséminé parmi les employés fédéraux à la fin du mandat de Clinton a causé des vagues sur l'Internet après qu'on l'ait révélé que les terroristes potentiels incluaient « les défenseurs de la Constitution des USA contre le gouvernement fédéral et l'ONU, » et les individus qui « font de nombreuses références à la constitution des USA. » Les avocats partout dans le pays ont tremblé par lâcheté et ne se sont surtout pas fait remarquer, de peur d'être envoyé à Guantanamo.

En décembre 2003, le FBI a averti des Américains dans tout le pays d'être sur le qui-vive afin de surveiller les gens qui lisaient des almanachs ( http://www.foxnews.com/story/0,2933,106890,00.html ), car ceci pouvait indiquer un acte de terrorisme en cours de planification. Les almanachs sont inventaire populaire de boîte à gants de n'importe quel véhicule et cette risible campagne visant à attiser les peurs a reçu une réponse railleuse des satiristes et des commentateurs de l'actualité.

Pendant ce spectacle digne de la quatrième dimension et apparenté aux Nazis, on a demandé aux pasteurs, durant la réunion, de prêter serment ou de donner leur parole comme quoi ils accompliraient les rôles que la FEMA leur avait attribués. On leur a assuré qu'ils seraient couverts par une pleine compensation au cas où des résistants viendraient à les blesser pendant les saisies des propriétés et les rassemblements.

Le pasteur a dit que son comté avait déjà succombé à une mentalité de rapporteur où des gens dénonçaient des voisins aux autorités pour des choses comme avoir des poulets à l'arrière de leur jardin. Ce comportement digne des chemises brunes a été mis en place partout où les gens se tournent immédiatement vers les autorités par fidélité et à chaque fois que leurs soupçons paranoïaques, boostés par un gouvernement plein de zèle et les campagnes d'attisement de la peur menées par les médias, sont intensifiés.

Le pasteur Revere a dit que l'accomplissement de la première étape du programme était prévu pour le 31 août. A ce stade-là, tous les comtés des Etats-Unis seraient gérés en réseau en tant qu'élément de ce soi-disant programme de soulagement de désastre.

With more cases being confirmed outside Africa today, what should be the Christian response to Ebola?  In any emergency, large or small, Pray, Care and Share the Hope of Christ!

PRAY FOR WISDOM


The Department of Homeland Security Office of Health Affairs held an Ebola briefing last week for national faith leaders to provide current health and risk information to better assist faith leaders to inform their communities. However, for Christians who constitute nearly 89% of all emergency volunteers and may be called upon to assist if there is a U.S. outbreak, there remain lingering questions as to the precise screening protocols being used by government agencies for any and all of those persons who have re-entered the county from the affected African region over the past several weeks.  This leaves us wondering just how safe we really are from unnecessary exposure, who is still in the incubation period or was never screened.  While it may be comforting to know we have treatment facilities, like Emory University, we must not overlook the fact that over the past four to six weeks it has been estimated more than 79 countries worldwide, with some exposure to Ebola, have crossed our southern borders alone.  Over 350 U.N. medical workers have returned to the U.S., which is another cause for concern.  This is all the while the mainstream media has almost exclusively focused upon two missionaries! Let us pray for God’s wisdom on how to respond as believers with the Hope of Christ, not placing our faith in anyone or anything other than Christ Himself!

  • Contact DHS, CDC, CBP - Contact the Department of Homeland Security Office of Health Affairs (DHS), Center for Disease Control (CDC) and Customs Border Patrol (CBP) to ask government health agencies if they have evaluated, screened or tested everyone entering the U.S. from Africa having traveled to the affected region within the past four weeks to prevent more outbreaks.  more>>
According to published reports, the Ebola virus is a severe disease and is often fatal for affected humans and some animals. The Ebola virus, not the newly reported strain, spreads through direct contact with an infected person’s or animal’s skin, blood or body fluids.  The Ebola virus is not known to spread simply by being near someone who is infected. There is a risk people can be infected by touching objects that contain infected blood or bodily fluids, such as needles or bed sheets from someone who has contracted Ebola. Family members who are primary care givers may be at increased risk due to frequency of exposure.  If the affected person is not quarantined soon enough and the disease is not reported to health officials due to fears of being labeled “contaminated” the potential increase in cases in the U.S. may exponentially increase as they have done in Africa.
 
DHS reported the World Health Organization has tracked the Ebola virus while other health agencies like the U.S. Center for Disease Control have identified for the last few months there is now in Africa the largest outbreak in history. DHS confirms there are currently no known U.S. cases. DHS confirms the two brought to the U.S. for treatment are at low risk of contagion. DHS and the CDC has confirmed there are cases in which testing is commencing. At this point there are no known cases, pending the diagnostic results, of anyone demonstrating compatibility with the illness. DHS relates that while the U.S. continues to identify travelers there is a minimal risk to the public.  When travelers or aliens are identified they take protocols seriously and offer special training for such things as how to conduct a secure examination. While the CDC and the WHO consider this outbreak to be serious, the risk to the U.S. is considered low. Having timely trusted sources of information is invaluable when fighting this disease.  Christian missionary groups, long trusting in government sources for vetting deployment would be wise to slow down their process and take personal responsibility for any deployment.  
  • Self-quarantine at the first report of any case in the U.S. This means chose to separate yourself from public places before being asked to do so by government agencies.
  • Consider carefully before deploying anyone to the mission field until this virus has been stabilized worldwide.

CARE FOR YOUR FAMILY AND CHURCH

While the media is covering the story from a wide swath of perspectives some simply do not know what the risks are to the U.S. and other countries outside of Africa. This is a time to pray for wisdom, be wise, be prepared and remain cautious as there is much we still do not know about personal precautions, protocols being used, and what decisions are prudent. In Africa, there are family members who are afraid to let authorities know of symptoms for fear they will never return. This is a risk for all families who become caregivers as they are in closer proximity and may resist timely reporting for fear their family will no longer be intact. Selective media coverage ought to be a “red flag” for anyone who dares to ask why only two were singled out for this type of raised media exposure while the other re-entries went unreported. For the past several days there has been very limited coverage on this topic and those who have recently returned may still be in the incubation period.

Sadly, CEN has received reports concerning re-entries being labeled as “contagious”. In some instances they are being harassed by media, rebuffed by their neighbors, or basically shunned. This is not pleasing to Jesus. Nor is it wise to head out helping others until we are ready to survive ourselves. Just as we put oxygen masks on children first while flying we prepare our families first spiritually, emotionally, mentally and physically before we are able to help others responsibly and effectively with the Gospel.  We must be biblically ready to handle such enormously challenging issues like assisting those infected with Ebola and take the necessary precautions as well as the necessary steps for reporting in a timely manner any symptoms.

NORFOLK, Va., Nov. 26, 2014 /Christian Newswire/ -- Bishop E.W. Jackson, for Candidate for Lt. Governor of Virginia, visited Ferguson during the initial protests and riots. He introduced a Seven Point Plan for avoiding such incidents in the future.

  1. Establish the procedure for calling an emergency meeting when racial incidents occur.
     
  2. Hold that meeting within 24 to 48 hours of an incident to give residents an outlet to express themselves to leaders and public officials.
     
  3. Develop constructive ways to address the problem and prevent rioting.
     
  4. Have Law enforcement, Pastors and community leaders together reassure the community that responses to disorder will be swift, but proportionate.
     
  5. Hold a follow up community meeting within forty-eight hours after the first, and as often as necessary until tension has dissipated.
     
  6. Hold joint press conferences with Pastors, community leaders and law enforcement to show unity.
     
  7. Exclude outsiders from speaking publicly at meetings or press conferences.

Jackson is now calling for a racial reconciliation effort in churches, black and white to bring forgiveness, healing and the grace of God.

Eric Holder compared the Michael Brown case to the 1955 murder of Emmett Till, a 14 year old boy who was tortured and murdered for allegedly speaking to a white woman.  Michael Brown is not Emmett Till. Des représentants des Nations Unies et du Conseil œcuménique des Églises (COE) sont convenus que la communauté internationale et les responsables religieux doivent coopérer davantage pour lutter contre le fléau que représente le virus Ebola.

Organisé au Centre œcuménique de Genève le 28 novembre, ce colloque s’inscrivait dans le sillage d’une réunion accueillie le 29 septembre par le COE à Genève sur le même thème.

Dans une intervention par Skype, le docteur David Nabarro, envoyé spécial du secrétaire général de l’ONU pour la lutte contre Ebola, a déclaré à la réunion du 28 novembre: «Les organisations religieuses ont un rôle absolument essentiel à jouer dans la lutte contre Ebola parce qu’elles ont un accès privilégié aux populations.»

Le colloque avait pour objectif de rassembler les compétences, les expériences et les connaissances d’employés clés du COE et de l’ONU, de l’Organisation mondiale de la santé (OMS), du Fonds des Nations Unies pour l’enfance (UNICEF), du Programme commun des Nations Unies sur le VIH/sida (ONUSIDA), de l’Organisation internationale du travail (OIT), de l’Organisation internationale pour les migrations (OIM), de l’Alliance ACT, de la Fédération luthérienne mondiale (FLM), de Caritas Internationalis, de communautés religieuses, de l’Institut allemand pour la mission médicale (Difäm), de Pain pour le monde et d’autres partenaires essentiels, pour dialoguer et définir des stratégies sur les ripostes actuelles à Ebola.
Le virus Ebola «frappe directement au cœur» de ce que signifie être humain, a affirmé l’archevêque de Cantorbéry, Justin Welby, dans une vidéo enregistrée pour le colloque du COE.

Il a souligné la contribution «absolument cruciale» des Églises et des autres communautés religieuses dans la lutte contre la crise.

Le chef de l’Église anglicane a évoqué la «profonde tristesse» qu’il a ressentie lors d’une visite en Afrique de l’Ouest en octobre, où il avait rencontré le chef de cabinet de la Mission de l’ONU pour l’action d’urgence contre Ebola (UNMEER) à Accra, au Ghana.

«On est contaminé par les personnes qu’on aime le plus et qu’on pleure le plus à leur mort, car le danger qu’elles représentent est plus grand après leur décès», a indiqué l’archevêque.

Réunissant des représentants d’organisations chrétiennes de santé, de développement et d’entraide ainsi que des agences de l’ONU, le colloque du COE avait pour objectif de leur permettre de tirer des enseignements les uns des autres et de trouver des moyens de collaboration pour multiplier leurs efforts.

Lutter contre la crise de l’Ebola

Le pasteur Olav Fykse Tveit, secrétaire général du COE, a déclaré qu’il s’agit «d’une crise autant sanitaire que communautaire. Les Églises membres du COE constituent une communauté qui vient en aide aux familles.»

Les enfants sont particulièrement vulnérables et nombre d’entre eux se retrouvent orphelins à cause de la maladie.

Il a affirmé que les institutions affiliées à l’Église peuvent être extrêmement efficaces dans les pays touchés par Ebola et qu’il est «extrêmement important» de les soutenir.

Le pasteur Tveit a cité le docteur Keiji Fukuda, sous-directeur général de l’OMS en charge de la sécurité sanitaire, qui, lors d’une réunion le 2 octobre, avait déclaré que l’ONU pouvait envoyer des soldats pour assurer la logistique nécessaire pour prévenir la propagation de l’Ebola et mettre en place les équipements de soins nécessaires.

Néanmoins leur champ d’action ne pourrait pas aller au-delà. Le COE et la communauté religieuse doivent laisser le «dernier kilomètre» à la population locale.

La doctoresse Sue Parry, du programme de santé et guérison du COE, a déclaré qu’une stratégie avait été mise au point pour que la communauté de l’Église puisse combattre l’Ebola au niveau mondial et de nombreuses consultations ont eu lieu avec l’OMS et d’autres acteurs clés.

Elle a notamment évoqué une consultation sur la riposte à Ebola qui s’est tenue du 24 au 26 novembre et qui a rassemblé des responsables d’Église, des agents de santé d’Église, des organisations interreligieuses et l’ONU pour contribuer à tracer les contours des interventions futures.
Sue Parry a souligné que le COE représente bien plus que des responsables d’Église et une organisation chrétienne d’envergure mondiale.

«L’organisation dispose aussi d’un réseau bien développé de services de santé qui représentent une part importante des soins de santé nationaux dans toute l’Afrique. Bien souvent, ils sont les seuls points de santé qu’on puisse trouver dans les régions plus rurales et isolées des différents pays.»
Et d’ajouter: «Nous ne considérons pas l’Ebola uniquement sous l’angle de l’intervention d’urgence.»

Les communautés touchées par la maladie au Liberia, en Guinée et en Sierra Leone ont été dévastées et le tissu social est en train de se désintégrer, a-t-elle expliqué. «Les pays qui sont confrontés à l’épidémie sortent tout juste d’une période de conflit civil.»

A CLERGY RESPONSE TEAM INSIDER REVEALS THE DUTIES OF A PASTOR INSIDE OF A FEMA CAMP

Many people in the independent media have reported that an estimated 28,000 pastors were recruited by FEMA/DHS, as part of the Clergy Response Team, and that their initial and primary training was to tell their flock to obey the DHS version of Romans 13. Romans 13, in the King James version of the Bible, begins:

“Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.” Romans 13:1



  Many of us have been quick to point that this bastardization of the Romans 13 is designed to force compliance to government edicts who might not otherwise comply.
 
Certainly all governments are not established by God. Were the governments of Stalin, Hitler, Pol Pot, all ordained by God? What about George the III? Most people in the independent media think that this is the extent of the threat posed by the existence of the Clergy Response Teams.

 Romans 13 Is Just the Tip of the Iceberg 


I have discovered that the Clergy Response Teams are taking on much more nefarious duties and it can be accurately stated that the pastors associated with the DHS/FEMA/Clergy Response Teams are going to be doing a whole lot more than encouraging their flock to obey the government.

On December 9, 2014, I conducted a telephonic interview with Pastor Walt Mansfield. Pastor Mansfield was among the first of the pastors recruited to become a part of the Clergy Response Team. The revelations he conveyed to me about this program had pastors doing a whole lot more than preaching Romans 13. But before going to the disturbing contents of the interview, let’s take a look at relevant legislation which helps to legitimize Pastor Mansfield’s outrageous claims.
 
Background Legislation



On December 31, 2011, President Obama signed the National Defense Authorization Act (NDAA) into law which in addition to allocating $662 billion to the Pentagon also contains a measure which allows U.S. citizens to be taken into custody and held indefinitely without ever being charged with a crime.


Not only can any citizen deemed a threat to “national security interests of the United States,” be held forever without receiving a trial, but the military will be the ones arresting those citizens.

NDAA Section 1022, subsection c allows “(1) Detention under the law of war without trial until the end of the hostilities authorized by the Authorization for Use of Military Force.”



The National Emergency Centers Act or HR 645 mandates the establishment of “national emergency centers” to be located on military installations for the purpose of to providing “temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster,” according to the bill.

The legislation also states that the camps will be used to “provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations”.

The bill also provides that the camps can be used to “meet other appropriate needs”, as determined by the Secretary of Homeland Security. This a carte blanche mandate that many fear could mean the forced detention of American citizens in the event of widespread rioting following a national emergency or a total economic collapse.

Pastor Mansfield’s “Insider” Revelations


Pastor Mansfield was recruited to become a member of the Clergy Response Team which would operate under the control of NOVAD and DHS. Mansfield’s revelations about his experiences are stunning and concerning at the same time.

Pastor Mansfield attended several briefings and he could barely believe his ears. He learned of the government’s plan to enact martial law as well as to implement forced population relocations. Mansfield emphasized that when martial law is enacted, the enforcement would be immediate. In other words, family members will be separated from each other and part of the training that the clergy received was how to comfort separated family members.

Pastor Mansfield emphasized that the FEMA/DHS drills were predicated on bioterrorism. The pastors were trained to go to homes were people refused to be relocated by the authorities and  their immediate job was to convince the reluctant to willingly go to the relocation camps. Ostensibly, this was to be done in lieu of sending in the SWAT teams.

I asked Mansfield if FEMA camps were real and he stated that much of the clergy training focused around this scenario of pastors operating within the forced relocation centers. The main goal of a pastor assigned to a FEMA was to bring order and encourage compliance with DHS requests, hence, the emphasis on Romans 13.

The pastors were forced to sign non-disclosure. Interesting, the pastors were told not to quote Scripture. The DHS document which was prepared for the pastors clearly stated that Scripture had been used to “oppress” people in the past and the presenters strongly discouraged the its use. Please see the following excerpt from one of the DHS training manuals:

“During a time of crisis people do go through a  “crisis of faith.”

Sometime quick mention of God and scripture may not be helpful. As we all know the Scripture has been used to oppress, dominate and at the same time used for healing and reconciliation- renewing of relationship with God and people. If the pastor senses it is appropriate to use the scripture and prayer, it must carefully be done for healing of victims not to uphold pastoral authority.” (Page 14)  

In other words, all legitimate pastoral authority was abrogated by the pastors who participated in the roundup of American citizens.



  Also on page 14 of the same training document, pastors were admonished to avoid “Unhealthy God talk….” Specifically pastors are ordered to avoid using references to God when helping people cope with the loss of a loved one:

        “4. God must have needed him/her more than you.”
        “5. God never gives more than we can handle.



  Pastor Mansfield also revealed that pastors will be issued badges under the Clergy Response Team program. Any pastor not displaying the badge, indicating that they have been trained under these guidelines, will not be permitted into the established and designated “DHS safety zones”. This reminds me of the banishment of religious figures from Plymouth Colony who, in good conscience, refused to go along with some of the extremism of that day. Along these lines, the Clergy Response Team is also a “Kool-Aid drinking program”. Pastors are absolutely forbidden to publicly to speak about any aspect of the program. If you were to ask your pastor if they are a FEMA trained pastor, they will not likely tell you.

Disturbingly, Pastor Mansfield reiterated several times that the number one job of these pastors is to calm down people and encourage their compliance within the people’s new surroundings.

Pastor Mansfield also stated that pastors will be utilized as informants. This violates the legal privilege of confidentiality between pastor and church-goer, that is currently recognized by law. All church-goers can no longer trust the sanctity of personal confessions and revelations made to pastors, priests or rabbis’. This one illegal act by DHS completely undermines the Christian Church in America!

 Summary

What pastor could, in good conscience, participate in this heinous program? Mansfield told me that there are an estimated 28,000 FEMA trained pastors. The pastors in America are being coerced to participate because when an emergency is declared, no pastor, who does not have the “FEMA-trained government badge” will be allowed to be in a declared “emergency” area. Pastor Mansfield felt strongly this was the government’s way of removing Jesus from America’s landscape and set the stage for the ushering in of a new-age religion.

It is mindboggling to fathom how so many reporters and media types deny the existence of FEMA camps under these circumstances. It is also disturbing that any pastor would agree to participate in a program in which Jesus and the Bible end up on the cutting room floor.

Since interviewing Pastor Mansfield, I have been contemplating the potential wisdom of Aleksandr Solzhenitsyn in which made the following quote:

Washington DC, USA - The Office of Peace and Security Affairs (OPSA) forum held Nov. 19, 2014 on “Understanding the Global Threat of Ebola” was co-partnered with Seraphim Global, an international organization providing relief and medical assistance to vulnerable populations around the world. Dr. George Contis, medical doctor and president of that organization, served as moderator. The speakers and participants agreed that a multi-pronged approach including economic aid, military support, and humanitarian relief is urgently needed to deal with this disease that has already claimed the lives of over 5,100 people and caused enormous economic damage to the affected nations: Guinea, Liberia, Sierra Leone, and most recently, Mali.

While Ebola is an actual threat in Africa, the more pressing concern in the U.S. is the fear and paranoia that surrounds the disease. In a recent Washington Post/ABC News poll, two thirds of those queried said they're concerned about an epidemic in America. Liberia's Ambassador to the U.S., Jeremiah C. Sulunteh, is “cautiously optimistic” that his country is turning the tide against the virus. No family or aspect of community life in Liberia has been untouched by this dreadful disease. Due to the closed borders, and families abandoning their farms -- the price of food and all commodities has risen. The Liberian government is not equipped to deal with a crisis of this magnitude. In responding to this regional and global emergency, the general public needs to be educated about the virus and how it spreads. In addition to the health officials, Ambassador Sulunteh called on the religious and faith leaders, as trusted and credible authorities, to reach out to their congregations to remove people’s fears and misconceptions about the virus.

As news coverage about Ebola continues to dominate the media, Dr. Fred Bemak, Professor in the Counseling and Development Program at George Mason University, described the psychological impact causing fear and anxiety, and “creating an atmosphere where rationality disappears and irrationality prevails. ”Stigmatization surrounds Ebola not dissimilar to polio and HIV/AIDS according to Dr. Joxel Garcia, Medical Director for the District of Columbia Department of Health, who expressed concerns that ignorance about Ebola is causing people to stigmatize the city’s African population. The panelists concluded that the best defense strategy against this modern plague is a multi-pronged strategy centered on updated and accurate education in culturally relevant ways and adherence to the protocols recommended by the Centers for Disease Control and Prevention (CDC).

"The deadliest Ebola outbreak in history has, to date, infected more than 14,000 people and the numbers continue to rise," he said, and quoting UN Secretary General Ban Ki-moon, "Ebola will be beaten through a resolute and coordinated effort. We have initial evidence to prove that this can happen. But we must speed up efforts to first get the viris under control and then bring it to an end. Now is no time to let down our guard. We must keep fighting the fire until the last ember is out."

Our moderator, Dr. George Contis, a Board Certified Pediatrician and Public Health Physician, welcomed the participants and gave background on the Ebola crisis. “The early media reports produced even far greater fear among people in the developing and the developed world. In many ways, this near panic reaction resembled that experience during the Black Death epidemics of the 7th, 12th, and early 20th centuries.”

He praised organizations such as the Doctors Without Borders and the International Medical Corps for responding quickly “with health personnel who volunteered to work in local health facilities despite the threat that they could contract the disease.”

Eight months after the epidemic began and much less mention in the press, Dr. Contis asked: “What happened to the epidemic that was supposed to reach 100,000 persons and kill 70,000? What went right and what went wrong about our understanding of the nature of the epidemic, how it spread, and the requirements to contain the epidemic?”

Keynote speaker, The Honorable Jeremiah Sulunteh, Ambassador of Liberia to the U.S., spoke on “The Impact of Ebola in Liberia and Its Post Recovery Challenges.” Expressing his gratitude to the UPF, The Washington Times and Seraphim Global, he thanked the United States for sending the medical, military and civilian personnel to build 17 100-bed hospital facilities and “to strengthen the health infrastructure in Liberia.”

As the diplomatic representative to the United States, he takes very seriously his role to assure the American people that Liberia will not become dependent on America, but he asked that the “private sector not lose faith in our ability to be investment worthy.”

He pointed out that prior to the outbreak of Ebola “there were only 15 medical doctors in Liberia, a few dentists and one psychiatrist for the entire population of 4.1 million people.” Liberia was also suffering from the 14 year civil war which devastated its infrastructure, “claimed the lives of more than 250,000 people, and displaced more than 1 million citizens.” When the virus struck Liberia, he said, the system was simply overwhelmed.

Although there has been a recent decline in the outbreak of new cases, the ambassador cautioned, “much more is needed to be done to eradicate the virus.” An accelerated international response is needed to eliminate Ebola “to rebuild our health infrastructure, provide critical supplies and health services (including the development of a vaccine), and equally important, investing in Liberia will ensure economic stability and security to West Africa.”

The Ambassador spoke passionately: “We are not asking you to feel sorry for Liberia or to view it as a ‘basket case.’ We’re asking you to believe in Liberia and value its history as an important U.S. ally. We are asking you to realize that unless the Ebola virus gets under control, the country is vulnerable for violence and discontent, and if that effect occurs, the country is destined for generations of poverty and will be ripe for crisis.”

Dr. Walter Faggett, retired Medical Director of the DC Department of Health, and member of the Liberian Steering Committee to End Ebola (other members of the Committee in attendance included: Dr. John Wulu, Barbara Ferguson Kamara, and Maria Wallace), asked everyone for a moment of silence in honor of the more than 5,400 who have died from the virus and for the valiant providers who continue to risk their lives as did Dr. Martin Salia on knowing the possibility of lethal infection.”

Dr. Faggett expressed his appreciation to the Liberian ambassador for his “outstanding leadership and direction to our steering committee,” and all the efforts to mobilize resources “to rebuild the infrastructure, heal the need, completely eradicate the Ebola virus, and assist the Liberian government to fulfill the full potential of this very resilient country.”

He praised Dr. Garcia, Medical Director for the DC Department of Health in dealing with the crisis locally in the tri-state area (VA, MD, DC) and in developing infection control protocols for the regional hospitals in coordination with the Centers for Disease Control and Prevention (CDC).

Dr. Faggett credited Dr. Garcia’s leadership for the absence of fear in the community when a patient with a fever who had recently returned from West Africa was brought to Howard University and tested for Ebola. It turned out to be malaria but it was thanks to the protocols in place that panic was avoided.

Dr. Joxel Garcia, Director for the District of Columbia Department of Health (DOH), spoke about the fear factor and stigmatizing people who come from Africa. He said members of the public have posed odd questions and expressed outsized fears about transmission, and gave the example of taxi drivers who may be originally from Africa. “When they read the name, they come out of the taxi,” he said.

In another instance, someone asked what to do about two Africans on his swim team. In light of Ebola, his wife would not let him into the bedroom until he quit the swim team, or until the two team members quit. Neither member was from the region affected by Ebola. In yet another instance, a patient asked not to see a doctor after learning she was from Africa.

“The lack of understanding of the world map and the African map is really dramatic,” he said. There is also a lack of understanding about the disease. When he was in medical school, “we only had a single paragraph about Ebola in the medical text, Harrison’s….We used to call it hemorrhagic fever…but now we know far more about the disease and that it originates from a fruit bat.”

Dr. Garcia gave further background on the medical aspects as well as the protocols that have been developed in America. Anyone flying to the U.S. from Ebola-affected countries in West Africa must enter through one of five airports screening for the disease—Kennedy International in New York, Newark Liberty International, Washington Dulles International, O’Hare International in Chicago, and Hartsfield-Jackson International in Atlanta.

The local health care facilities are working in coordination with national and international agencies. “Integrity is extremely important. We have to protect all healthcare providers.” The lead agency in the district is the D.C. Department of Health. Weekly webinars are held with counterparts across the nation to develop best practices.

“There is a protocol for travelers to the U.S. who are arriving from the hot zones (Liberia, Sierra Leone, and Guinea). They are given an Ebola CARE Kit which contains tools to help them do daily health checks for the next 21 days, including a welcome letter, information, and a thermometer.”

He said they are sensitive to fears surrounding this disease and are careful not “to create any kind of stigmatization.” A simple diagnostic test solution for suspected Ebola patients has been developed that gives results in just 90 minutes. The D.C. Department of Health (DOH) is working at the hospital level, public schools, and community health. “We have a plan of action for humans and also for pets.” He concluded his remarks by emphasizing the importance of education, communication, and to combat the problem of stigmatization. Dr. Faggett added emphasis to the point about decreasing the stigmatization. He praised Doctors Without Borders, “who have taken away the walls from their facilities and now families can really talk with some of their loved ones through the fences.” He and Dr. Garcia believe this kind of approach has the effect of bringing down the psychological walls that isolate and dehumanize those affected by Ebola.

Dr. Fred Bemak, Professor in the Counseling and Development Program at George Mason University, spoke on the “Psychosocial Implications of Ebola.” He said, “The history of misunderstanding and panic and fear is hundreds of years old. The real first hit at this came back with the bubonic plague in the 1300s when people were really in a lot of trauma and a lot of fear and a lot of misinformation. The current reaction to Ebola is much more related to the last half of the 20th century where we have dealt with polio and HIV-AIDS. People couldn’t get health insurance if there was polio or HIV in their family history.”

There is a lot of fear associated with Ebola. “When we hear the symptoms (bleeding of the eyes, nose, rectum, ears), it’s very scary for people. It starts to generate fear and concern that spreads very, very quickly. People feel helpless. Out of control. This leads to a sense of mass hysteria and overreaction.”

Dr. Bemak related several examples, including a Harvard Medical School professor who said, “it’s totally ridiculous that we’re closing all the schools. It’s very difficult to catch Ebola. People need to step back and look at the actual facts.” We have the capacity to use rationality to prevent hysteric reactions. Another example occurred in Mississippi, when “parents pulled children out of middle school after learning that the principal had recently visited southern Africa…A school board in North Carolina recently voted that an assistant school principal be required to work from home for 21 days because he had recently returned from South Africa.”

Dr. Bemak said that the CDC was fielding “over 800 calls a day with false alarms after the first infection in Dallas. Before that they received 50 calls a day.” All of this is “very irrational.” Ebola is promoting mass hypochondria in the country,” he said. The possibility of contracting the disease is extremely low. There is a far higher probability of “catching the flu, being in a boating accident, getting hurt on your lawnmower, or falling off a cliff.”

The media, and he singled out CNN, increases the sense of anxiety. “We take cues from the media who present the news to us and talk about issues. We see that the experts on TV are concerned and very nervous about what’s going to happen. It gives us messages that we should also be afraid and that’s filtered through to us in the media. Because Ebola has been a long-running story it has needed to become more sensational to keep the story going, rather than say the same thing every night. This sensationalism spills over to this mass hysteria.” Social media is also an important influence. “There were 10 million tweets about Ebola in a three-week period according to one story. …Those numbers continue to go up.”

Dr. Bemak also noted the “historical mistrust in many communities in the U.S. of the medical system” because of past violations by the medical community. There is also a “cultural mistrust of the medical system and government officials that continues to exist,” and which blocks people behaving rationally about this issue.

Quoting the ambassador who said there was only one psychiatrist for over four million people, Dr. Bemak said the Ebola virus has had a devastating impact on families and the society. It’s imperative “to grasp what it means psychologically to people and the families when we know that people are in quarantine and psychological isolation. Oftentimes, people become traumatized. We also know that somebody who becomes infected with Ebola loses all their personal property and belongings. Everything is destroyed. It’s like having a fire where everything is wiped out. Everything is gone. This is very serious psychologically. Add to this the social stigma and there is serious need for counseling.”

In a study done in Sierra Leone, 76% of the households said they would not welcome back to the community someone who was infected and survived for fear that they might get infected. He recommends “to keep connected with our social networks. Talking with others about the issues and concerns. Sharing is a very powerful means to decrease the panic.”
Charles L. Owens, Director, Strategic Communication, Leonie Industries, LLC, spoke on “The Need for a West African Media Outreach Campaign.” The Ebola virus has ravaged many of the communities in Guinea, Sierra Leone and Liberia. Many organizations have made strides in the fight against the Ebola virus, however, few organizations have made an effort to better coordinate and align the many messages that currently exist in the media space across the continuum of strategic communication domains, including public diplomacy, public relations and capacity building.

Leonie Industries, LLC (Leonie), along with its partner Think Africa Solutions, presented their proposal for an Ebola Media Outreach Campaign which will educate the people and governments of the countries in West Africa most affected by the Ebola virus outbreak. Through effective communication outreach strategies and services, the people will be better informed about Ebola virus prevention and precautionary steps, care for those infected with the virus, proven medical treatment solutions and other locally focused social and economic issues.

“Strategic communication is the synchronization of actions, images and words to achieve a desired effect.” Mr. Owens emphasized the importance “to understand the language and history of the people…cultural sensitivities.” The worst thing that can be done, he said, is “to go with the right message but have the wrong spokesman.” It’s important “to use local people of influence to inspire the audience to take action.” This is the value of strategic communication. “It will act as a force multiplier for scientific and government efforts and better enable any organization to effectively disseminate messages in multicultural societies.”

Cynthia Turner, Executive Director and a founding member of SeraphimGLOBAL, referenced Congressman Roger Williams (R-TX), who was unable to attend due to a last minute vote on Capitol Hill. Ms. Turner informed the audience that Congressman Williams has been responsible for Operation Onward Liberty, which is a U.S. Departments of State and Defense initiative to support the government of Liberia. The Congressman has been one of the people on the Hill who is committed to providing resolution and hope and healing to West Africa. Operation Onward Liberty will provide both construction and medical military personnel throughout the region. Speaking on behalf of Congressman Williams, Ms. Turner said he wanted everyone “to know that the U.S. remains committed in our military sector and particularly committed to work in partnership with Liberia and West Africa to resolve this devastating crisis.”

Dr. William Selig, Deputy Director, Office of Peace and Security Affairs asked the Ambassador about the role of religion and the faith leaders in dealing with the Ebola crisis?
The Liberian ambassador said the majority of Liberia’s population are Christian, about 10% are Muslim, and less than 0.5% practice the traditional indigenous faith. “The religious leaders including the traditional leaders realized early on that we are partners in this crisis and that their role in disseminating information and talking to their congregations is critical. He said that religious leaders are recognized as truthful, so that the people accept their authority. In some ways, the ambassador said, “the religious leaders have even more credibility than some of the government leaders.”

Dr. Contis said that during the time of the Black Death, most people fled from the cities into the countryside, and the ones who stayed were the religious leaders and the doctors. They felt called to stay and do their job, consequently they suffered a higher incidence of death. He expressed a sense of admiration for these two professions.

Maria Wallace of Doctors On Call and the African Methodist Episcopal Church (AME), shared with the audience about a project of the AME to raise funds to place sanitation kits in the homes of the most at-risk families in West Africa. Each kit costs $42 and contains a plastic bucket, a gallon of chlorine bleach, water purification tablets, rubber gloves, and soap.

Dr. John Wulu, Chief Statistician at the U.S. Department of Homeland Security, and a member of the Liberian Steering Committee to End Ebola, spoke about the historical ties between the U.S. and Liberia. “Liberia was the very first independent country in Africa, and has stood as a successful example for the rest of the continent.” He called on “all of Africa and all the globe to be involved in the fight against Ebola and the transmission of it. And to make sure that those countries get back into the fold of civilization. We must continue to assist the young children, the youth of those countries, particularly their educational needs. Early education is so gravely important. I’m saying to this panel and others in the audience that we need to keep in mind that it’s Liberia today, but it could be any other country tomorrow.”

(Phoenix, AZ) International and U.S. news outlets are reporting police in Paris, France have arrested a 24-year old student on Sunday, believed to be an Islamic radical, on suspicion he was planning a terrorist attack against churches in Paris according to the French Interior Ministry. French police believe they have foiled “an imminent” terrorist attack against one or several churches in the city. The suspect was in possession of a significant arsenal of “military-type” weapons and was known to French intelligence services as he became known for making inquiries about leaving France for Syria a worldwide recruiting destination for ISIS operatives. The suspect was placed under surveillance as early as 2014 although nothing was discovered about his terrorist plans prior to his arrest. The suspect is also being investigated related to a murder in a Paris suburb.
 
Christians are witnessing an unprecedented worldwide slaughter of fellow believers who are consistently at the mercy of governments who are not protecting their religious freedoms, a media refusing to report factually and timely on this situation, along with many national Christian leaders who are being intimidated if they speak out on any matter of conscience. Today, while facing a relatively dilemma of religious persecution Christians are hard pressed to get an answer to their question: “Why did the French police have specific faith-based security plans and operations in place for mosques and synagogues but not Christian churches, until today?”
 
While most local police departments have been honorable faithful protectors, churches are soft targets. And, there are still many local police departments in the U.S. which do not have coordinated emergency plans in place to protect and defend churches who have been the historic rock bed of our nation’s strength.
 
Our churches depend upon broad, dependable, and committed local police departments to protect ALL people, including Christians and church infrastructure. But when churches do not have their own security plans in place nor have not taken the step to initiate and coordinate those plans with local police, we are all at risk. All it takes is one church to be attacked, and the media report it, for the Church to wake up to this reality. Yet, so many have not made security a budget line item nor asked the local police to assist.
 
Churches want open doors to the public and are thereby housing people who are depending upon them for basic safety. Churches are responsible to do their part to help local law enforcement do their job which is to: provide for their own congregations safety, develop their own emergency plans, and have their own emergency teams in place FIRST - well before they even think about deploying in their communities or the mission field!
 
Sadly, many churches have not taken this step and very soon we will see a rush to security “band aids” or churches falling prey to "sales pitches" without having a firm and responsible plan in place which fits their unique community need and their congregation.
 
But, churches do not have to be so collectively and individually ill prepared. Nor do they need to be disconnected from other churches in their area that will come to help them in their time of need. Since our Bible gives us a roadmap do we need to miss the ministerial opportunity in the communities during crisis when the Hope of Christ brings calm, healing and a future? Churches must start the process now, as time is not our friend given what we see today in Paris, France.

Given we have been told be prepared in season and out of season (II Tim 4:2) lack of preparation spiritually, emotionally, mentally and physically is not an excuse, especially here in the U.S. Do you agree?

Given His word says: “But sanctify the Lord God in your hearts and be ready always to give an answer to every man that asks you a reason for the within you with meekness and fear.” (I Peter 3:15) We are called to be spiritually, emotionally, mentally and physically ready to do so. Charity Director Says Death Toll Continues to Rise Steadily

Rome, April 27, 2015 (Zenit.org) Staff Reporter


Catholic charity organization, Caritas Nepal, continues to work round the clock in the wake of Saturday's devastating earthquake.

A 7.9 magnitude earthquake rocked the Asian country. The current death toll is at 3,617 and more than 6,500 wounded.

In an interview with Fides, Fr. Pius Perumana, director of Caritas Nepal, said that the number of dead will continue to rise steadily in the aftermath of the tragic disaster.

"We have reached more than three thousand dead but considering the affected districts, we expect the number to reach six thousand people," he said.  "Many bodies are still under the rubble and the army and civil protection teams are fully involved in the rescue operations. It is estimated there are already 5,000 injured and thousands are displaced and homeless."

Caritas Nepal, he continued, is visiting the places hit hardest and distributing food and water to survivors.

Fr. Pius also noted that the earthquake struck during a public holiday were many people were outside. "This avoided an even higher number of casualties," he said.

UNICEF, however, reported that there are over 900,000 Nepalese children in need of humanitarian assistance. (J.A.E.)

Chaplains Deploying to Provide Emotional and Spiritual Care After Deadly Blanco River Flooding

CHARLOTTE, N.C., May 27, 2015 /Christian Newswire/ -- Crisis-trained chaplains with the Billy Graham Rapid Response Team are on the ground in San Marcos, Texas, to provide emotional and spiritual care following the devastating and deadly floods that have caused widespread destruction throughout the area. From there, the chaplains will help bring assistance to nearby Wimberley and other areas affected by the overflow from the Blanco River, which – according to news reports – crested at more than 44 feet, far beyond the river's flood stage of 13 feet.

Even as the response in San Marcos begins, the ministry is continuing to assess other flooded areas in Texas for additional potential deployments.

"We mourn with the families that lost loved ones, some of whom have not yet been found," said Jack Munday, international director of the Billy Graham Rapid Response Team. "And we grieve with those who lost every last thing that they own, all of their dreams washed away in a surge of dirty water. The width and depth of this tragedy is extensive and heart-breaking. Please be in prayer for all of those – and there are so many – who have been tragically impacted by this storm."

The organization has responded in coordination with Samaritan's Purse, the Christian disaster relief organization headed by Franklin Graham, who is also president and CEO of the Billy Graham Evangelistic Association. 

The Billy Graham Rapid Response Team just wrapped up a deployment to Van, Texas, some 255 miles northeast of San Marcos, following a tornado outbreak in the small community earlier this month.

Urgent Need to Pray for ReadyArizona Christian Churches, ministries, media, schools, business, first responders and Freedom of Speech participants
 
There is a “Freedom of Speech Rally Round II” event being planned tonight May 29 at 8 AM local time outside the Islamic Community Center in Phoenix, AZ. The demonstration follows the May 3, “Muhammad Art Exhibit & Contest” event in Garland, Texas where two violent extremists—both of whom resided in the Phoenix area—were killed after attacking police providing security to the event around a cartoon exhibition.

CEN has learned through federal, state and local sources there may be hundreds of demonstrators in attendance. At past events such as Garland TX, there have been increased risks to individuals participating in these activities involving the defamation of Islam, which have resulted in arrests and overt violent activity. While there is no credible specific information of risks related to this gathering at the Islamic Center in Phoenix at this time, CEN urges the Christian community to stay clear of the Black Canyon site, to report any suspicious activity to local law enforcement immediately, and to pray for PEACE in the city of Phoenix tonight.

CEN ReadyArizona Administrator Jon McHatton is asking Christians to clear of the location of the rally tonight and be ready to respond with the Hope of Christ in this situation. Jon is preparing to assist local churches in the Black Canyon Highway area with their response and reminds every Christian to pray and care for the city of Phoenix and their own cities, based upon the verse in Jeremiah 29:7 which says “Also, seek the peace and prosperity of the city in which I have carried you into exile. Pray to the Lord for it, because if it prospers, you too will prosper.” He also adds: “Please pray for the Phoenix first responders, many of whom are personal friends, and also federal, state, and local authorities to have wisdom. Pray also for the participants to be peaceful and calm.”

Jon went onto say: “This is a time for the ReadyChurch in AZ to stand up with the PEACE of Jesus Christ wherever God places them – to pray, to care for the city and for those who protect it, and to share the Hope found only in Jesus Christ with those who are confused, in chaos, and hurting. It is a time for the city to be the Light in the midst of great darkness not only here but around the world.”

As DHS Secretary Jeh Johnson reminded the nation after the May 4, 2015 Garland, TX “Cartoon-free speech” assault, this incident “serves as a reminder that free speech and protected speech, no matter how offensive to some, never justifies violence of any sort. This attack also underscores the importance of close collaboration between federal, state and local authorities in our Nation's homeland security efforts, as well as public awareness and vigilance.”
 
Secretary Johnson also went on to say regarding Garland TX which relates to the situation being faced in Phoenix tonight: “We urge that members of the public not misdirect anger and suspicion at those simply because of their religious faith. The strengths and heritage of this Nation include our racial, religious, and ethnic pluralism, and our acceptance and inclusiveness of others different from ourselves.”
