DAM NEARS COLLAPSE DUE TO ISAAC; THOUSANDS REPORTEDLY EVACUATING

Updated at 1 p.m. ET: Up to 50,000 people in Louisiana's Tangipahoa Parish were ordered to evacuate Thursday morning when water from Tropical Storm Isaac threatened to overwhelm a dam across the state line in Mississippi.

Residents were given just 90 minutes to leave, parish spokesman Jeff McKneelytold NBC affiliate WDSU-TV.
The parish said "imminent failure" of the dam was expected.
Mississippi officials, however, said they didn't think the volume of water in the 700-acre lake at Percy Quin State Park near McComb, Miss., would add enough flow to threaten communities downstream.

Experts were weighing whether to create a small breach in the dam so as to control the release.

Earlier, hundreds of people were evacuated in darkness overnight while new areas in southern Louisiana flooded as slow-moving Tropical Storm Isaac crawled north. Its eye was heading toward Arkansas, but its heaviest rain bands were now moving over Mississippi.

"We still have people penned in both (Plaquemines and St. John) parishes," Lt. Col. Michael Kazmierzak, a Louisiana National Guard spokesman, told The Weather Channel Thursday morning. "We're still assisting with evacuations in both of those parishes."

"The big thing we've been doing through the night is with St. John's," he said. "We've assisted locals with evacuations of more than 3,000 people" there.

"The weather was definitely a major part of the difficulty," he added, "but when you get into darkness that creates a problem of its own, just being able to see and identify where the people are located."

Protected by federal levees, central New Orleans appeared to have escaped the worst of the storm, but rural areas of Louisiana and neighboring Mississippi were swamped and power outages widespread.

The first death from Isaac was reported in Mississippi early Thursday. A tow-truck driver died after a tree fell on his cab while he was trying to move a large tree from a main street in Picayune.

In Slidell, La., areas that had never flooded, including during Hurricane Katrina in 2005, saw up to five feet of water after drain pumps were overwhelmed. Numerous homes and businesses were swamped.

"Water is currently backing up into the city through Bayou Pattasat," Mayor Freddy Drennan said in a statement on the city's website. "The pumps are currently unable to pump the water out as fast as it's coming in. It is anticipated that until Bayou Bonfouca recedes, the city will continue to be inundated with water."

Slidell is on the north side of Lake Pontchartrain, north of New Orleans.

Around 850,000 homes and businesses across Louisiana and Mississippi were without power Thursday.

The Red Cross said almost 4,000 people were being accommodated in emergency shelters across Florida, Alabama, Mississippi, Louisiana and Texas.

Isaac is expected to weaken into a tropical depression later Thursday, but it will still be a soaker for days.

NBC's Kate Snow checks out New Orleans' streets and neighborhoods for damage.

"It's still pulling up all kinds of Gulf moisture, producing a large shield of rain," said Weather Channel hurricane specialist Carl Parker.

"The worst of the rain has spun off to the east and north into Mississippi," added the Weather Channel's Mike Seidel, who reported from Baton Rouge, La., where rainfall was light.

Federal emergenciesPresident Barack Obama declared federal emergencies in Louisiana and Mississippi late Wednesday to supplement state and local recovery efforts beginning on Aug. 26, according to a White House statement.

In Plaquemines Parish, a sparsely populated area of south of New Orleans that is outside the post-Katrina federal levee system, dozens were stranded in flooded coastal areas and had to be rescued on Wednesday. Officials rushed to evacuate more than 100 nursing home residents.

The storm pushed water over an 18-mile levee in Plaquemines Parish and put so much pressure on it that authorities planned to intentionally puncture the floodwall to relieve the strain.

The $14 billion spent improving Louisiana's levee system did not include the levees near Plaquemines Parish. Residents who decided to stay behind when Isaac hit the region had to be rescued from their flooded homes. NBC's Gabe Gutierrez reports.

Along the shores of Lake Pontchartrain just north of New Orleans, officials sent scores of buses and dozens of high-water vehicles to help evacuate residents.

The floodwaters "were shockingly fast-rising, from what I understand from talking to people," Lt. Gov. Jay Dardenne said. "It caught everybody by surprise."

Isaac arrived seven years after Hurricane Katrina and passed slightly to the west of New Orleans, where the city's fortified levee system easily handled the assault. But, low-lying areas outside the city were harder-hit.

New Orleans set a daily record of 7.86 inches of rain on Wednesday, The Weather Channel reported, breaking the previous record for an August 29 -- 4.5 inches set by Katrina in 2005.

On Thursday, the rain was finally letting up in New Orleans but 60 percent of the city was still without power.

"We're hearing from stores here that they're planning to open later today," reported NBC News' Danielle Lee. "This area relies on tourism, and they don't want to miss out on that Labor Day weekend travel."

"The mayor has been calling other stores who are able to sell emergency supplies, generators, things that may help people without power, asking them to please get open as quickly as possible," Lee added.

Isaac dumped nearly a foot of rain on the city's desolate streets, but the system of levee pumps, walls and gates appeared to withstand one of the stiffest challenges yet. One person was reported killed, compared with 1,800 deaths from Katrina in Louisiana and Mississippi. And police reported few problems with looting, after New Orleans Mayor Mitch Landrieu ordered a dusk-to-dawn curfew.

Breaking up on weekend?Forecasters expected Isaac to move farther inland over the next several days, dumping rain on drought-stricken states across the nation's midsection before finally breaking up over the weekend.

Even at its strongest, the storm was far weaker than Hurricane Katrina, which crippled New Orleans in 2005. Because Isaac's coiled bands of rain and wind were moving at only 5 mph -- about the pace of a brisk walk -- the threat of storm surges and flooding was expected to linger Thursday as the immense comma-shaped system crawled across Louisiana.

In coastal Mississippi, officials used small motorboats Wednesday to rescue at least two dozen people from a neighborhood Isaac flooded in Pearlington. In addition, the National Weather Service said there were reports of at least three possible tornadoes touching down in coastal counties. No injuries were reported.

Back in New Orleans, the storm canceled remembrance ceremonies for those killed by Katrina. Since that catastrophe, the city's levee system has been bolstered by $14 billion in federal repairs and improvements. The bigger, stronger levees were tested for the first time by Hurricane Gustav in 2008.

As hard wind and heavy rain pelted Melba Leggett-Barnes' home in the Lower 9th Ward, an area leveled during Katrina, she felt more secure than she did seven years ago.

"I have a hurricane house this time," said Barnes, who has been living in her newly rebuilt home since 2008. Her yellow house with a large porch and iron trellis was taking a beating but holding strong. "I don't have power, but I'm all right," said Barnes, a cafeteria worker for the New Orleans school system.

LOS ANGELES Aug 29 (Reuters) - The southern California town of Brawley has taken the unusual step of declaring a state of emergency after a swarm of earthquakes rattled nearly 20 mobile homes off their blocks and forced a slaughterhouse to close, the mayor said on Wednesday.


It is uncommon for quake-hardy California cities to declare emergencies due to tremors, but Brawley mayor George Nava said the earthquake swarm is a unique case because it has lasted for days and caused millions of dollars in damage.

The cluster of relatively small quakes, which are caused by water and other fluids moving around in the Earth's crust, began on Saturday evening and climaxed the next day with a 5.5 temblor, according to the U.S. Geological Survey.

The tremors were continuing on Wednesday and geologists say there have been hundreds in total.

Nava said leaders in Brawley, a city of 25,000 residents south of the state's inland Salton Sea and 170 miles (275 km) southeast of Los Angeles, declared a local emergency late on Tuesday. Officials with surrounding Imperial County made a similar declaration on Wednesday.

Nineteen mobile homes were knocked off their blocks and their residents forced out, Nava said. The auditorium at Brawley Union High School has been damaged and closed off, and the National Beef slaughter plant in Brawley has been temporarily shut down due to damage, he said.

Local businesses have suffered millions of dollars in losses from closures and from customers staying away, Nava said. But he could not give an exact account of quake-related losses.

The Red Cross and local government agencies will offer services to residents on Friday and Saturday at a local center. The emergency declaration allows Brawley to receive more assistance from Imperial County, Nava said.

At one point, about 10,000 residents in the city were without power, and the quakes have also caused water line disruptions, Nava said.

"When you don't have an AC or running water, it's just not a good thing in this weather," he said.

Jeanne Hardebeck, research seismologist for the U.S. Geological Survey, said earlier this week that the cluster of quakes is not a sign that a larger temblor is imminent. (Reporting By Alex Dobuzinskis; Editing by Tim Gaynor and Sandra Maler)

CHESAPEAKE, Va. (WAVY) - Chesapeake residents have contacted WAVY.com about a mysterious smell near the old Ford Plant near the Norfolk city line.

Some residents say they have smelled the gas-like odor near Indian River Road as well. Some residents also say it smelled like sulfur.

Jeff Stith lives on Wingate Avenue and says he just want to know what the odor is.

"I don't really know what it is," Stith said. "I know there's like a little factory on this side across the gate when there's like trucks [there], I can't really think of what it is other than some like maybe some neighbors burning something."

La ville de Slave Lake est en flammes et a été évacuée dimanche soir. Les 7000 résidents ont été accueillis par les communautés de Westlock, d'Athabasca et d'Edmonton.

Deux cents pompiers de la Colombie-Britannique et de l'Ontario sont en route vers l'Alberta pour prêter main-forte aux pompiers à Slave Lake.

Ils vont tenter de sauver ce qui reste de la ville.

Le maire de Slave Lake estime que la moitié de la ville est détruite.

L'hôtel de ville, l'école secondaire et une station de radio auraient été complètement brûlés.

Duncan MacDonnell, du ministère albertain du Développement des ressources durables, indique que l'on compte 39 incendies non maîtrisés en Alberta.

En Colombie-Britannique, une vingtaine de nouveaux foyers d'incendies se sont déclarés ces dernières heures. On en dénombre maintenant 430 en activité à travers la province, soit quatre fois plus qu'à la même période l'an dernier.
Les feux les plus importants se situent à la frontière entre la Colombie-Britannique et le Yukon. Le feu de la région de Coal River brûle sur 175 kilomètres carrés, alors que celui de Swan Lake, sur 340 kilomètres carrés.



Des feux de forêt coûteux
Le budget destiné à combattre les feux de forêt se tarit rapidement en Colombie-Britannique. Le ministre des Forêts, Mike de Jong, affirme que la province a déjà dépensé 70 % de son budget de lutte contre les feux de forêt qui s'élève à 50 millions de dollars cette année. Il estime toutefois qu'il n'y a pas lieu de paniquer, puisqu'il existe des fonds spéciaux, si la situation l'exige.

La SOPFEU met l'épaule à la roue
  



La Société québécoise de protection des forêts contre le feu (SOPFEU) a été appelée à prêter main-forte au Yukon, à l'Alberta et à la Colombie-Britannique.
Le porte-parole de la SOPFEU, Gérard Lacasse, indique que le Québec a envoyé deux spécialistes au Yukon, en plus de quatre avions-citernes. Deux avions-citernes ont aussi été envoyés en Alberta. Du matériel a également été acheminé vers la Colombie-Britannique, il y a plus d'une semaine.

Une quinzaine d'experts américains ont aussi été appelés à la rescousse pour contrôler les feux dans l'ouest du pays.

Important feux de forêt en Alberta, en Alaska et au Yukon

Selon M. Lacasse, bien que le nombre de foyers d'incendies est plus important en Colombie-Britannique, la superficie de ceux du Yukon et de l'Alberta demeure plus grande. Il ajoute que le Yukon et le nord de l'Alberta sont touchés par d'immenses feux hors de contrôle. Certains ayant une superficie de plus de 300 000 hectares.
En Alaska, un important feu de forêt a entraîné l'évacuation d'au moins 400 personnes au nord de la ville de Fairbanks. Jusqu'ici, l'incendie a détruit près de 50 000 hectares de forêt. Pour l'instant, aucune maison n'a été détruite. Il n'y a pas de blessés non plus. Mais la superficie du feu a doublé et les flammes se dirigent maintenant vers le sud.

Information from newly drilled monitoring wells provides guidance for action

BATON ROUGE – Louisiana Commissioner of Conservation James Welsh announced today that he has ordered all companies operating on the Napoleonville Salt Dome to immediately begin work to assess the presence of natural gas in both the ground water aquifer and the salt dome cap rock beneath their operations; capture, vent or flare any natural gas that is encountered; and analyze any potential impacts to ground water in the Mississippi River Alluvial Aquifer.

Welsh asked the Shaw Group [Shaw's ties to nuclear industry here and here] to oversee the evaluation of natural gas concentrations in the ground water aquifer and to oversee the removal of any natural gas found through venting or other means.

Welsh said he issued the order to dome operators as part of a formal Declaration of Emergency and Directive to ensure public safety following the Office of Conservation’s discovery of two shallow pockets of natural gas in an area between the western edge of the Napoleonville Salt Dome and the Bayou Corne community. A contractor hired by the Office of Conservation drilled monitoring wells to sample for natural gas, and encountered the natural gas pockets at a depth of less than 50 feet from surface on Thursday.

This discovery comes as Conservation staff analyzed new data from Texas Brine LLC’s report to the Office of Conservation. The data indicated pockets of natural gas within the Mississippi River Alluvial Aquifer and the cap rock above the salt dome. That data came after DNR ordered Texas Brine to evaluate belowground conditions. Part of Texas Brine’s effort to comply with that order included the drilling of a shallow well to house seismic equipment in addition to the deeper well intended to enter the abandoned salt cavern.

Texas Brine’s shallow seismic well, drilled to about 465 feet, encountered natural gas near the top of the ground water aquifer at about 120 feet deep, and again within the salt dome cap rock at about 420 feet deep.

“This is the reason that the Office of Conservation ordered Texas Brine to take steps to evaluate the belowground conditions near its operation and the reason we have hired contractors and negotiated with land owners to get observation wells drilled near the Bayou Corne community. This will help us gather information that gives a clearer understanding of potential threats to public safety and what the underlying causes are,” Welsh said. “This new data indicates the presence of natural gas in the aquifer and cap rock near the existing salt dome operations, and the Office of Conservation is ordering immediate action to assess that risk and take actions where necessary.”

Welsh said that, while the Office of Conservation had already begun the effort to assess the presence of natural gas nearer the Bayou Corne community by hiring two drilling contractors to drill wells for sampling and venting, he is actively seeking to accelerate those efforts with a solicitation this week to any companies with the necessary equipment to drill these water wells.

That solicitation, as well as the Shaw Group contract for overall evaluation and remediation of natural gas in the ground water aquifer in the area, followed Office of Conservation review of data from the most recent monitoring.

The latest collapse, or slough, happened Thursday on the east side of the sinkhole. Several trees were lost in the collapse that went out about 40 feet from the edge and took under about 1,000 square feet of earth, parish officials said in blog posts this week.
The prior collapse on Tuesday happened on the southwest corner of the sinkhole near a pipeline corridor and pulled down 4,000 square feet of dirt and trees, parish officials said.

Inondations et glissements de terrain ont fait au moins 33 morts et plus d'un million de déplacés en une semaine dans le nord-est de l'Inde, ont annoncé lundi les autorités. Dans l'Etat du Sikkim, 21 personnes sont mortes et huit sont portées disparues.
En Assam, qui se remet à peine des inondations mortelles de juillet, huit personnes ont été tuées et 20 sont portées disparues, indique la police. Les inondations ont entraîné le déplacement de près d'un million de personnes dans ce seul Etat.

De nombreux réfugiés ont trouvé un abri dans des camps ou le long des routes, précise un responsable de l'autorité de gestion des catastrophes dans l'Assam. Dans l'Etat d'Arunachal Pradesh, quatre personnes ont été ensevelies par des coulées de boue, indique la police.

Les équipes de sauvetage s'organisent pour évacuer les personnes en danger par hélicoptère ou en canot dans des zones d'altitude plus élevée. Une centaine d'abris ont été ouverts pour loger les déplacés. En juillet, 110 personnes avaient été tuées et plus de 400'000 étaient restées dans des abris en Assam.

Trois parcs nationaux de l'Assam ont en outre été inondés, dont celui de Kaziranga, importante réserve de rhinocéros unicornes.

Neuf morts dans une bousculade

Une bousculade a par ailleurs fait au moins neuf victimes, dont huit femmes, lors d'une fête religieuse dans l'est de l'Inde, a annoncé la police locale. Plusieurs blessés étaient également soignés dans les hôpitaux de la région.

La bousculade, provoquée par des "rumeurs", s'est produite dans une salle bondée de fidèles réunis pour les prières matinales lors des cérémonies de commémoration de la naissance du gourou Thakur Anukulchandra, fondateur d'un "ashram" - lieu de retraite spirituelle - à Deoghar.

Les bousculades causées par des foules sont des accidents fréquents en Inde, notamment sur les lieux de pèlerinage, qui attirent des dizaines de milliers de fidèles.

As the sink hole developed, the Bayou Corne/Grand Bayou community began complaining of odors and associated health impacts. Louisiana Environmental Action Network (LEAN) developed an Odor and Symptom Log For Use in Association with the Bayou Corne Incident and posted the Odor and Symptom Log on the LEAN web site.

Analysis of air samples in the Bayou Corne/Grand Bayou area by the Louisiana Department of Environmental Quality demonstrated that the concentrations of toxic chemicals in the air, including Volatile Organic Compounds such as Benzene, Toluene, Ethyl Benzene and Xylene, were below the Louisiana Ambient Air Standards. However, though the concentrations of toxic chemicals were below acceptable standards, health symptoms continue to be experienced and reported by community members.

12 octobre 2012 – Le Bureau de coordination des affaires humanitaires de l'ONU (OCHA) a indiqué vendredi que les inondations dans trois provinces du Pakistan début septembre avaient affecté cinq millions de personnes et causé une crise humanitaire qui perdure à ce jour, avec plus de 269.000 personnes déplacées, dont beaucoup souffrent de malnutrition.

Les trois provinces touchées sont le Sindh, le Punjab et le Baloutchistan. Plus de 1,1 million d'acres (445.000 hectares) de terres agricoles ont été submergées et près de 10.000 têtes de bétail tuées.

Dans certaines zones, des personnes isolées par la montée des eaux sont toujours secourues et emmenées en bateau vers des zones plus sûres. Plus de 465.000 habitations ont été détruites et de grandes quantités de récoltes et de denrées alimentaires perdues, a précisé Jens Laerke, un responsable de l'OCHA, dans un communiqué.

Dans certains districts du Sindh et du Baloutchistan, la stagnation des eaux reste préoccupante, empêchant de nombreuses personnes déplacées de rentrer chez elles. Les autorités pakistanaises estiment qu'un total de cinq millions de personnes a été affecté à des degrés divers par ces inondations. Les besoins immédiats consistent en de la nourriture, de l'eau, des tentes et des services sanitaires, d'hygiène et de santé.

Ces nouvelles inondations sont survenues alors que le Sindh et le Baloutchistan ne s'étaient pas encore totalement relevés de celles de 2010 et 2011. En 2010, les inondations avaient fait 2.000 morts, affecté 20 millions de personnes et submergé un cinquième du territoire pakistanais. En 2011, elles avaient touché cinq millions de personnes.

Pour faire face à cette nouvelle catastrophe, l'OCHA a établi un centre de coordination humanitaire à Sukkur, dans le Sindh, et déployé du personnel pour soutenir ses opérations de secours au Baloutchistan. 140.000 personnes ont reçu des rations de nourriture dans ces deux provinces et les agences humanitaires ont fourni des médicaments à près de 450.000 personnes dans les zones affectées.

Selon Marixie Mercado, une responsable du Fonds de l'ONU pour l'enfance (UNICEF), le fait que le reflux des eaux soit très lent et que certaines zones soient toujours sous trois mètres d'eau constitue un danger d'apparition du paludisme, notamment pour les enfants.

L'UNICEF apporte de l'aide à des dizaines de milliers de familles sous forme d'eau potable, d'articles d'hygiène et de programmes de vaccination et de dépistage de la malnutrition. Les besoins en financement pour les trois prochains mois s'élèvent à 15,4 millions de dollars.
