RE: Situation Report #1 on Flooding

A significant downpour of rain and flooding occurred overnight and into the morning in Douglas and Bayfield Counties. Up to eight inches of rain has fallen so far in some areas triggering several road closures and scattered power outages.

Douglas County:

Most of the damage is located along the lakeshore and in the northwest part of the county. The following communities have received the greatest damage: the City of Superior, and the Towns of: Superior, Parkland, Lakeside and Cloverland. The City of Superior is assessing the need to provide sheltering for residents with homes that are inaccessible; however no shelters have been established currently. The City is assessing the possibility of a local declaration of emergency. There are also reports of water in basements and some buildings on the UW-Superior campus also received flooding, closing the campus for the day. There are no reports of any individuals displaced as a result of the flooding; however local monitoring and assessments are ongoing.

WI Highway 13 is closed in both directions between County Road U and US Highway 53 and Southbound at US Highway 53 is blocked due to the flooding. Alternate routes have been identified. There is also water on the roadway on WI Highway 105 near the town of Oliver. Local roads are being used as alternate routes. This closure is expected to last for the day and possibly longer as heavy rain continues in the area. A number of county roads have also been washed out, including County Highways: U, FF, C, D and K.

Bayfield County:

The county emergency management director states that the Sheriff and the Highway departments are busy with traffic control on Hwy 13. A mutual aid plan is in place with the local ambulance service to ensure access to residents for emergency assistance. The director stated that Uniform Disaster Situation Reports will be submitted later today.

Wisconsin Emergency Management continues to be engaged with the local officials; however no assistance has been requested of the State so far. Wisconsin Emergency Management will continue to monitor and provide updates for this ongoing event.

Avant hier soir, plus de 50.000 personnes ont été forcés d'évacuer pour trouver refuge dans des zones sécurisées en raison de plus de 12 heures de pluies diluviennes continues sur les régions de Jalpaiguri et de Cooch Behar dans le Bengale en Inde .

Les services météos du Bengale ont annoncé des niveaux de chutes de pluies extrêmement importants : 246,5 mm dans le Cooch Behar, 312.19mm dans le Falakata et 125.3mm dans l' Alipurduar en 24 heures.

Rabindranath Ghosh, député provincial du Natabari, a visité plusieurs zones touchées dans sa circonscription.

"la situation n'est guère réjouissante. Les niveaux d'eau de la plupart des rivières, le Sankosh le Rydak, le Kaljani, le Torsha et le Mansai ont augmenté très rapidement en raison des pluies diluviennes. Environ 40.000 personnes ont été touchées dans le Cooch Behar. Quelques milliers ont pu trouvé refuge dans nos écoles, mais beaucoup de personnes restent sans abris. J'ai demandé à l'administration du district de leur fournir du matériel de secours et les produits de premières nécessités ", a déclaré le Député.

Cinq mille personnes ont dû être évacuer dans des abris de fortune à Nagrakata dans le district de Jalpaiguri. Prés de 3000 autre ont été touché à Falakata et 2.000 dans les six quartiers de la ville d'Alipurduar.

Le fleuve Kuchi-Diana dans le Nagrakata a changé brusquement son cours pour fusionner avec un ruisseau appelé Khayerjhora, en inondant totalement le village de Kherkata. Le fleuve ne dispose d'aucune digue et environ 300 maisons sont maintenant inondées.

L'une des zones les plus touchées est dans la subdivision d'Alipurduar où près de 3000 personnes ont dû fuir après qu'un remblai de la rivière Sanjoy est subi des fissures sous la pression des eaux montantes, en entraînant d'importantes inondations», a déclaré un fonctionnaire.

National Guard has been deployed by Governor Dayton, and a State of Emergency has been declared. Extraordinary all time record flooding has over taken the north shore of Lake Superior, after more then half a foot of rain fell in less then 24 hours. Roads have been destroyed. All the animals escaped the Zoo, some of them dying. The polar bear had to be tranquilized.

FORT COLLINS, Colo. -- The High Park Fire has hopscotched, scorched and charred through more than 100 square miles since it began June 9, destroying almost 200 homes.

For the first time, reporters were allowed access behind road closures so they could show the public what happened.
It isn't pretty.

The fire destroyed a blue single-story home across from the entrance to Picnic Rock State Park, leaving little but a foundation and a tangle of debris. But a few yards east, a white pickup truck sat untouched. Grasses and trees are blackened and burned in front of the house, but a large satellite dish to the west appeared unharmed.

Just north of the mouth of Poudre Canyon entrance, the fire destroyed another house despite firefighters' efforts to stop the blaze in that area.

"Unfortunately, the fire got ahead of us," said Poudre Fire Authority spokesman Capt. Patrick Love, who led the tour Wednesday. "It was not only difficult to see, but the fire was spreading quickly. We were outstripped."

A reporter and photographer flew over the burn area Tuesday afternoon and saw large unburned areas within the main fire perimeter, in some places looking like tiger stripes or leopard spots.

And on Wednesday's tour, Love pointed out how the south side of the Picnic Rock area was relatively unscathed and still covered with vegetation that Love said potentially could reignite.

"And then we're off to the races again," Love said, referring to the possibility of a new fire breaking out.

The tour included only two areas where residents had been allowed to return and did not encompass the hardest-hit areas where most of the 189 homes were destroyed and a woman was killed in her cabin before she could escape the flames.

"It's going to be years before this area returns to the way it was," said John Schulz, a spokesman for the Larimer County Sheriff, while standing on the grounds of the untouched Gateway Park Natural Area. "While it will be different, we hope we'll still be able to offer a good experience for our visitors and our residents. But it will be a different experience."

Wildlife also will be affected for years to come. Most birds and mammals, except those too young or too old to flee, have been able to travel to less intense areas, said Mark Vieira, a Colorado Parks and Wildlife biologist. They likely will return when new grasses sprout from the ashes.

But fish face big challenges: At first, fish are threatened with the heat of the fire itself. Next comes the slurry firefighters drop from the air to douse the blaze. Finally, following the blaze, ash and large amounts of sediment flow into streams.

Ash can clog a fish's gills, said Randy Hampton, a spokesman for Colorado Parks and Wildlife. Stream health also affects the ability of insects, food for the fish, to breed.

Almost 2,000 firefighters are working to battle the blaze, which is considered 55 percent contained. Now officials want to keep unscathed sections within the burn area from igniting. Costs are approaching $20 million.

KATHMANDU (Reuters) - Thousands of Nepalis threw coins and marigolds at a giant chariot over the weekend in a centuries-old ritual to appease the rain god and assure a good harvest, as well as guaranteeing good omens for the country's rulers.

The annual two-month chariot festival for Rato Machhindranath, revered as the god of rain, has for countless generations been presided over by Nepal's kings.

The monarchy was abolished in the Himalayan country in 2008 but that hasn't stopped the festival. These days, the president stands in.

The centerpiece of the ritual in the old town of Pathan, 10 km (6 miles) south of the capital of Kathmandu, came with the display of a jeweled vest said to have been given to a farmer by a serpent king more than 1,000 years ago.

Lost by the farmer and claimed by a demon, legend has it that the vest has since been held by Rato Machhindranath for its rightful owner to claim in the presence of the king, or president.

"Whoever watches the displaying of the vest becomes free from troubles, disease and hunger," said 49-year-old Hindu priest Kamal Raj Bajracharya.

For the days of the festival, an idol of Rato Machhindranath is mounted on a chariot with large wheels that groan as devotees haul it through the streets. On the chariot is a 20-metre (60-foot) tower festooned with fir twigs.

"It is our heritage and we must protect it," said Narayan Devi, dressed in a red sari as she stood by the chariot.

"The god will protect the country and us, its entire people, if we perform the ritual."

Satya Mohan Joshi, an expert on Nepali culture, said while the chariot stood for prosperity, if its tower collapses that would signify bad times for the country and its rulers.

He said the tower had tumbled in 2001, the year popular King Birendra and most of the royal family members were gunned down by the crown prince who later turned the gun on himself.

That compounded turmoil in the Himalayan country that was already battling a communist insurgency. Eventually, the centuries-old monarchy was abolished.

The tower also collapsed during a procession in 1971, months before then-King Mahendra, father of Nepal's last King Gyanendra, suddenly died.

Though the tower leaned a bit during this year's procession, thankfully for Nepal, which has endured chronic political turmoil, it remained standing.

Les responsables de la ville estiment les dégâts des inondations qui s'en sont suivit à 80 millions de dollars.
Les inondations ont causé d'énormes gouffres et complétement submergé les routes de la ville en moins de 25 minutes. Des centaines de personnes ont été évacué d'urgence et plusieurs animaux dans le zoo de la ville ont péris noyés.

Le maire Don Ness a déclaré que ce déluge a été le pire qu'ait eu à connaitre la ville dans son histoire, bien plus important encore que les inondations qu'avait déjà connu Duluth en 1972, les dommages aux infrastructures publiques sont estimés à 80 millions de dollars.

Nos réseaux d'eaux pluviales ont été totalement submergés par la montée soudaine des flots, nos parcs ont été décimées par cette tempête," a t-il dit.

Les inondations subites ont fait gonflé un petit ruisseau qui est sorti de son lit en emportant et tuant plusieurs animaux dans le zoo du lac Supérieur, un ours polaire a même tenté de s'échapper pendant la catastrophe il a été finalement récupéré par les service du parc .

Prés de Cloquet la rivière Saint-Louis a connu un nouveau record de crue à plus de 4 mètres au dessus de l'ancien record qui n'avait jamais été dépassé depuis 1950.



L'état d'urgence a été déclaré

COLORADO SPRINGS, Colo. – A towering wildfire jumped firefighters' perimeter lines and moved into the city of Colorado Springs, forcing frantic evacuation orders for more than 32,000 residents, including the U.S. Air Force Academy, and destroying an unknown number of homes.

The fire doubled in size overnight to more than 24 square miles fire information officer Rob Dyerberg said Wednesday.
Authorities held a morning press conference Wednesday and urged residents to stay indoors because the air quality has deteriorated. They also denied rumors that they're aware of what started the fires.

"It was like looking at the worst movie set you could imagine," Gov. John Hickenlooper said after flying over the fire late Tuesday. "It's almost surreal."

Heavy smoke and ash billowed from the foothills west of the city as the Waldo Canyon Fire has become the top challenge for the nation's firefighters.

With flames cresting a ridge high above its campus, the Air Force Academy told more than 2,100 residents to evacuate.
Authorities say they're fighting the fire with multiple agencies and are utilizing heavy machinery and manpower to prevent the fire from spreading. Recent windy weather has hurt their effort.

Elsewhere, fleeing residents covered their faces with T-shirts and bandanas to breathe through the smoke.

Throughout the West, firefighters have toiled for days in searing, record-setting heat against fires fueled by prolonged drought. Most, if not all, of Utah, Colorado, Wyoming and Montana were under red flag warnings, meaning extreme fire danger.

The nation is experiencing "a super-heated spike on top of a decades-long warming trend," said Derek Arndt, head of climate monitoring at the National Climatic Data Center.

In central Utah, authorities found one woman dead Tuesday when they returned to an evacuated area, marking the first casualty in a blaze that consumed at least two dozen homes. Sanpete County sheriff's officials said they hadn't identified the victim.

The cause of the Waldo Canyon fire remained under investigation.

Dans l'Etat du Colorado aux Etats-Unis, d'énormes feux de forêts ont entraîné l'évacuation de 32'000 personnes. La ville de Colorado Springs est la proie des flammes.


L'énorme incendie de forêt qui fait rage depuis samedi près de Colorado Springs aux Etats-Unis a redoublé de violence mardi et pénétré dans la ville. Quelque 32'000 personnes ont dû être évacuées, et plusieurs bâtiments ont été détruits par le brasier, ont rapporté les autorités.


"Jusqu'à cet après-midi, nous avions affaire à un feu de forêt, mais depuis, il est entré dans les zones nord-ouest de la ville. Personne ne s'attendait à ce que cela arrive", a déclaré Steve Bach, le maire de Colorado Springs, à la chaîne de télévision KDVR-TV.


Incendie toujours pas maîtrisé

L'incendie, baptisé Waldo Canyon Fire, s'est déclenché samedi et s'est immédiatement montré très dangereux. Mardi après-midi, des vents contraires ont obligé les autorités à ordonner l'évacuation de plus de 32'000 personnes, selon les chiffres du bureau du shérif.

L'incendie a déjà détruit près de 2500 hectares de végétation et n'est contenu qu'à 5%. Les autorités ne sont pas encore en mesure de chiffrer le nombre de bâtiments détruits, mais craignent que le bilan ne soit élevé.

COLORADO SPRINGS, Colorado – A raging wildfire that forced tens of thousands to flee has left at least one person dead and destroyed an estimated 346 homes this week, making it the most destructive fire in the state's history, officials said.

Police Chief Pete Carey said late Thursday the remains of one person were found in a home where two people had been reported missing. He didn't elaborate or take questions after making the announcement late Thursday.

From above, the fire's destruction was painfully clear: Rows and rows of houses were reduced to smoldering ashes even as some homes just feet away survived largely intact.

At a meeting Thursday night, Rebekah and Byron Largent learned from lists distributed by authorities that their home was among those that burned Tuesday, their daughter Emma's first birthday.

"Our minds just started sifting through all the memories of that house that we lost that can't be replaced," Rebekah Largent said. She remembered her wedding dress, a grandmother's china, the rocking chair where the couple would sit with Emma.

The aerial photos showing the scope of one of the worst fires to hit the American West in decades did little to help ease the concerns of many residents who still did not know the fate of homes.

Amid the devastation in the foothills of Colorado Springs, there were hopeful signs. Flames advancing on the U.S. Air Force Academy were stopped and cooler conditions could help slow the fire.

The fire was 15 percent contained Thursday night. The cost of fighting the blaze had already reached $3.2 million.
Colorado Springs Mayor Steve Bach said the estimate of 346 homes could change. A fire in northern Colorado, which was still burning, destroyed 257 homes and until Thursday was the most destructive in state history.

For now, Bach said, the news of the destruction would make it very difficult for affected residents in the city about 60 miles south of Denver.

"This community is going to surround them with love and encouragement," Bach said.

More than 30,000 people frantically packed up belongings Tuesday night as the flames swept through their neighborhoods.

The Colorado Bureau of Investigation said two people have been arrested in connection with a burglary at an evacuated home. Belinda Yates and Shane Garrett were being held on charges including second-degree burglary and possession of methamphetamine.

Community officials were planning to begin the process of notifying residents Thursday that their homes were destroyed. For many residents, the official notification was a formality.

Residents recognized their streets on aerial pictures and carefully scrutinized the images to determine the damage. Photos and video from The Associated Press and The Denver Post showed widespread damage.

Colorado Springs, the state's second-largest city, is home to the U.S. Olympic Training Center, NORAD and the Air Force Space Command, which operates military satellites. They were not threatened.

Conditions were still too dicey to allow authorities to begin trying to figure out what sparked the blaze that has raged for much of the week and already burned more than 26 square miles (67 sq. kilometers).

President Barack Obama declared a major disaster late Thursday, making federal funding available in Colorado Springs' El Paso County as well as Larimer County, where a fire that erupted two weeks ago killed a woman and destroyed 257 homes.

Obama was to tour fire-stricken areas Friday as hundreds of locals and some tourists who were staying at Red Cross shelters hoped life would return to normal. Others stayed with friends and family.

The weather forecast offered some optimism for firefighters to make progress, with the temperature expected to reach into the mid-80s (27 Celsius) -- about 5 degrees cooler than Wednesday.

The fire blackened up to 50 acres (20 hectares) along the southwest boundary of the Air Force Academy campus, said Anne Rys-Sikora, a spokeswoman for the firefighters. No injuries or damage to structures -- including the iconic Cadet Chapel -- were reported.

Fort Carson, an Army infantry post about 15 miles (24 kilometers) from the academy, sent 120 soldiers along with bulldozers and other heavy equipment to help clear a line to stop the fire on the academy. Rys-Sikora said the academy was not getting a disproportionate share of equipment and firefighters.

The Flying W Ranch, a popular tourist attraction near Colorado Springs, was severely damaged in the blaze. But authorities let people into the area to check on cattle. John Hendrix, who volunteers at the Flying W, said 47 animals were accounted for.

"Some of them are pretty scorched up, but they are still there. We didn't lose one," Hendrix said.

Al QAEDA MAGAZINE CALLS FOR FIREBOMB CAMPAIGN IN US

The men who launched al Qaeda's English-language magazine may have died in a U.S. missile strike last fall, but "Inspire" magazine lives on without them -- and continues to promote jihadi attacks on Western targets, offering detailed advice on how to start huge forest fires in America with timed explosives and how to build remote-controlled bombs.

Two new issues of "Inspire" magazine have surfaced on jihadi forums, the first since radical cleric Anwar al-Awlaki and chief Al Qaeda in the Arabian Peninsula propagandist Samir Khan were killed by missiles from a U.S. drone over Yemen on September 30, 2011. The magazines eulogize Awlaki and Khan as the "spirit" and the "tongue" of "Inspire" respectively, but deny that their deaths will stop the magazine or jihad.

The second of the two issues seems to have been prepared after Khan and Awlaki's deaths. "To the disappointment of our enemies," says one of the articles, "issue 9 of Inspire magazine is out against all odds ... The Zionists and the Crusaders thought that the magazine was gone with the martyrdom of Shaykh Anwar and brother Samir. Yet again, they have failed to come to terms with the fact that the Muslim ummah is the most fertile and most generous mother that gives birth to thousands and thousands of the likes of Shaykh Anwar and brother Samir."

The ummah is apparently not giving birth to proofreaders, however, since both issues are riddled with typos, including one on the cover of issue nine, where a headline asks whether the West or al Qaeda is "Wining on the Ground." Issue eight, which includes the last editorial note from Samir Khan, also displays a help-wanted ad, asking for researchers and translators, "sisters' willing to write articles," and "people who can preserve permanent internet links for all of the magazine issues." Popular jihadi web forums have recently been plagued by unknown cyberhackers who have taken some of the sites offline for weeks at a time.

The magazines have also lost some of the snark and American colloquialisms favored by the U.S.-raised Samir Khan, who memorably titled one of his articles urging Western Muslims to wage lone wolf attacks "Make a Bomb in the Kitchen of Your Mom." But issue nine carries equally lethal advice, with "It Is of Your Freedom to Ignite a Firebomb," which gives detailed instructions on how to ignite an "ember bomb" in a U.S. forest, recommending Montana because of the rapid population growth in wooded areas.

"In America, there are more houses built in the [countryside] than in the cities," says the writer, who uses the pseudonym The AQ Chef. "It is difficult to choose a better place [than] in the valleys of Montana."

Issue eight has an eight-page article on how to construct remote-controlled explosives, with a laundry list of parts and ingredients and photos showing proper assembly.

In addition, issue eight provides tips on training with a handgun and issue nine provides advice on how to be an urban assassin.

But much of the magazine is taken up by lengthy tributes to Khan and Awlaki, with one writer confirming that Awlaki had survived a near miss from one drone strike before being taken out by a second. According to the article, after his close call, Awlaki said, "This time 11 missiles missed [their] target, but the next time the first rocket may hit it."

Mysterious bubbles are rising up out of an Assumption Parish bayou. Officials are trying to figure what's causing them.
Take a ride down Bayou Corne, and there are bubbles of all sizes along the waterway.

"We have reported on May 30th a pipeline leak, which started us coming out and investigating a bubbling in Bayou Corne," said Assumption Parish Homeland Security Director John Boudreaux.

Since then though, pipeline officials have not ruled that out just yet, but said it's unlikely. So now, investigators are going through the process of elimination.

By coincidence, since the bubbling began, many in Assumption Parish are worried

"Our houses shifting and cracks in our sheet rock and our foundation," said Jason Hugh.

"My home moved, and my home shook. My home moved, and I'm on cement," said Debra Charlet.

Officials don't know yet whether the two are related. Boudreaux has taken samples of the bubbles and sent them off for testing. Those samples are expected back in the next couple of weeks.

Officials are monitoring the bubbles twice a day. As for now, no evacuations have been issued and the waterways remain open.

June 30, 2012 – SAN DIEGO – Residents from Chula Vista to Oceanside reported a large rumble around 12:45 p.m. Friday. The mysterious sensation was described by some people as sounding like a door slamming while others said it was strong enough to rattle windows. A check of the U.S. Geological Survey website showed no earthquake activity. NBC 7 San Diego’s Dagmar Midcap was in Del Mar at the time and described it as a “Sonic rumble” She tweeted, “according to my contacts at USGS, not seismic but rather sonic.” Two months ago, when San Diegans heard a similar sound, there was evidence of chaff on weather radar. Chaff is a material sometimes emitted during military exercises. On Friday, however, Tina Stall with the National Weather Service said there was no visible chaff in the area at the time the noise was reported. The mysterious sound had both residents and experts scratching their heads. Scripps Institution of Oceanography scientist Kristoffer Walker said he felt it too, and looked into microphones recorded from MCAS Miramar. Evidence from his research revealed an answer. “There was indeed an atmospheric tremor, or “skyquake,” Walker said. “The likely cause of these ‘skyquakes’ is routine military activity very far off the coast of San Diego (at least 50 miles away) in zones that are designated military training zones.” Typically, we don’t hear these “skyquakes.” But when the wind reaches speeds of over 100 miles per hour, the sound can reach parts of San Diego, Walker said. A spokesperson from Camp Pendleton said Marines are not training with anything unusual. They often train with various military equipment and will be training with tanks both Saturday and Sunday. -NBCSD

WASHINGTON – Violent evening storms following a day of triple-digit temperatures wiped out power to more than 2 million people across the eastern United States and caused two fatalities in Virginia -- including a 90-year-old woman asleep in bed when a tree slammed into her home, a police spokeswoman said Saturday.

Widespread power outages were reported from Indiana to New Jersey, with the bulk of the service interruptions concentrated on Washington, D.C., and the surrounding areas. Earlier Friday, the nation's capital reached 104 degrees -- topping a record of 101 set in 1934.

More than 20 elderly residents at an apartment home in Indianapolis were displaced when the facility lost power due to a downed tree. Most were bused to a Red Cross facility to spend the night, and others who depend on oxygen assistance were given other accommodations, the fire department said.

The storms, sometimes packing 70 mph winds, toppled three tractor trailers on Interstate 75 near Findlay, Ohio.
Fallen trees were blamed on both deaths in Springfield, Va.

Besides the 90-year-old woman, who authorities didn't identify pending notification of kin, a man driving his car was pronounced dead at the scene. Authorities identified him as Khiet Nguyen, 27, of Burke, Va.

In addition, a park police officer was injured by an uprooted tree in the northern Virginia county, and an 18-year-old man was struck by a power line, Jennings said. He was in stable condition after receiving CPR, she said.

"Our officers and firefighters are out there with power saws, trying to clear the streets," Jennings said.

West Virginia Gov. Earl Ray Tomblin declared a state of emergency after more than 500,000 customers in 27 counties were left without electricity.

At least four utility poles fell on a road in Columbus, Ohio, making it too dangerous for people in four cars to get out, police said. One person was taken to a hospital.

As of 1 a.m. Saturday, Pepco was reporting 406,000 outages in the District of Columbia and Montgomery and Prince George's counties, Md.

"We have more than half our system down," said Pepco spokeswoman Myra Oppel. "This is definitely going to be a multi-day outage."

Amtrak suspended its service from Washington, D.C., to Philadelphia due to the storms, at least until mid-morning.
In the Washington, D.C., area, the Metrorail subway trains were returned to their endpoints due to the storms and related damage, officials said.

"It has had a widespread effect on the region," Metro spokesman Dan Stessel said early Saturday. He said about 17 train stations were operating on backup power due to local power outages, but that he didn't anticipate service being disrupted on Saturday.

The state of Assam is known for its hilly tea-growing areas. Le massif montagneux montagneux de Vitosha qui entoure la lle de Sofia, capitale de la Bulgarie, est en feu depuis plusieurs jours. Les flammes sont même visibles depuis le centre de la ville.

Jusqu'à présent seuls des forets sèches et leur broussailles alentours brulaient, mais la crainte que l'incendie se propage vers la toute jeune réserve naturelle de Branishte Bistrishko, à l’écosystème unique, s'accentue.
Deux hélicoptères et plus 350 pompiers combattent les flammes . Les vents multidirectionnels de montagne et les pentes très accentuées sur le terrain entravent les opérations.

Néanmoins les pompiers ont réussit jusqu'ici à contenir les flammes loin des premières habitations de la périphérie de la ville. Tous les efforts sont concentré à creuser des corridors coupe feu pour limiter la propagation de l'incendie.

A severe weather warning has been issued for parts of the UK, with almost a month's rain expected to fall in two days.

The amber alert covers much of north-east England, where the Met Office has warned there could be flooding and disruption on Friday and Saturday.

More than 60mm (2.4 inches) of rain is expected to fall in 36 hours in some areas, approaching the 69.9mm (2.8 inches) UK average rainfall for the month of July. The average July rainfall for the north of England is 64.4mm (2.5 inches).

Rain is expected to fall in much of the UK on Friday, with less severe yellow warnings issued for eastern, northern and central areas of England and Wales and parts of southern Scotland.

A Met Office spokesman said Friday's rain would be ''prolonged, quite persistent and heavy''.

He added: ''This is likely to lead to surface water flooding, particularly in the amber area, where there is an increasing likelihood of river flooding.

''The public should be prepared for disruption to travel and outdoor activities. The rain across central England, East Anglia and south-east England should ease later in the day.''

July 7, 2012 – CLIMATE - It’s not that the Midwest hasn’t been extremely hot before, and it’s not that it hasn’t been incredibly dry. But it’s unusual for a vast swath of the Midwest to be so very hot and so very dry for so very long — particularly this early in the summer. The current heat wave — which is spurring comparisons to the catastrophic heat of 1936 — is “out of whack,” meteorologist Jim Keeney said Friday in an interview with the Los Angeles Times. “Even on the East Coast today, temperatures are 100 or above” — basically, Keeney said, the heat wave extends from Kansas all the way to the East Coast. “It’s a good chunk of the eastern half of the country, barring the far northern states, of course. So it’s pretty intense.” Temperature records are being broken and residents are suffering in what Keeney called a “corridor of extreme heat,” generally through Nebraska, Kansas, Missouri, Illinois, Indiana and into western Kentucky. Heat records are being shattered as are records for the number of days in a row the temperature has hit 100 or higher, he said. Take St. Louis, for example. The last time the city was this hot for this long was in 1936, said Keeney, a meteorologist with the National Weather Service Central Region Headquarters in Kansas City, Mo. Then, the city recorded 13 days in a row of temperatures 100 degrees Fahrenheit or over. That devastating heat wave of the mid-’30s killed thousands of people and destroyed many crops. The culprit in the current wave is a dome of high pressure that has been hovering over the eastern part of the U.S., said NWS spokesman Pat Slattery in an interview with The Times on Friday. “It’s kicked the jet stream way to north, in some places into Canada, so there’s no way for the normal rotation of weather systems to get here into the middle of the country, which would bring us some moisture.
