NORFOLK (NNS) -- Commander, Navy Installations Command (CNIC) and U.S. Fleet Forces Command (USFF) are jointly conducting the annual hurricane preparedness exercise, HURREX/Citadel Gale 2014, from May 5 - 15 in preparation for the upcoming Atlantic, Gulf of Mexico and Caribbean area hurricane season.

The purpose of HURREX/Citadel Gale 2014 is to prepare the Navy to respond to weather threats to U.S. coastal regions, and to maintain the ability to deploy forces even under the most adverse weather conditions. Tropical storms have the potential to cause great damage to areas they pass over, and the Navy prepares every year to mitigate that damage.

"HURREX/Citadel Gale 2014 provides Navy regions and installations the opportunity to exercise and assess their ability to prepare for, respond to, and recover from the threats from severe weather events, in this case we're exercising our response to a large category hurricane event," said Cmdr. Neil T. Smith, executive officer of Fleet Weather Center Norfolk.

This year's exercise will consist of two simulated tropical cyclones that will develop and intensify to hurricane strength, and will threaten the Eastern Coast of the U.S., the Gulf of Mexico, and the Caribbean coastal regions.

The exercise requires a great deal of coordination. USFF and CNIC work closely with the Fleet Weather Center, Military Sealift Command, Navy Expeditionary Combat Command, U.S. Northern Command, Marine Forces Command, Marine Forces North, Army North and Federal Emergency Management Agency.

"As we've seen in recent history, large scale weather events can cover enormous areas and impact huge population centers, so training opportunities like this are vital to an effective response plan," said Smith. "But more importantly it allows us to work with a number of other agencies and to develop relationships with our counterparts in city, state, federal and non-governmental organizations (NGO)."

The exercise includes all Atlantic-based ships, submarines and aircraft. All ship movements during the exercise are simulated.

HURREX 14 will include accounting for Sailors and their families through the Navy Family Accountability and Assessment System (NFAAS). NFAAS also allows leaders to identify medical, housing, transportation, counseling, and other disaster-related needs.

The destruction and devastation caused by storms such as Hurricanes Sandy, Irene, and Katrina reinforce the need for proper training and preparedness prior to the threat of a real world natural disaster. There were 13 named storms in 2013, and with the onset of the Atlantic hurricane season June 1, 2014, the Navy remains committed to the SAFETY, SECURITY, and wellbeing of its Sailors, civilians, and their family members.

WASHINGTON (NNS) -- The 2014 hurricane/typhoon season is predicted to bring stronger and more dangerous activity compared to 2013 which had the milder activity due to the suppressive quality of upper atmosphere winds shears.

Hurricane season in the Atlantic begins June 1st and ends November 30th. The Eastern Pacific hurricane season begins May 15th and also ends November 30th. Typhoon season in the Northwest Pacific Ocean west of the International Date Line begins July 1 to September 30.

Navy personnel are regularly instructed to be prepared both at work and at home.

"It's important that Navy leaders inform Sailors and other personnel within their Command about the likeliness of hurricanes in the area, as well as preparation procedures and expectations," said Rear Admiral French. "Sailors, visit the Ready Navy website and take steps to ensure that your families are ready to face a hurricane at home, particularly if they must face them alone should you be deployed."

Basic hurricane preparedness steps include:
a. Staying informed of the likelihood of hurricane activity in your area and what to do before, during, and after a hurricane
b. Making a plan that includes multiple evacuation routes and an out-of-town point of contact.
c. Building a portable emergency supply kit for the home and office that includes enough supplies for at least 3 days.

The Ready Navy team addtionally cautions that power outages may occur as a result of the high winds and rains and may prevent cash withdrawals and electronic purchases after a storm. The Federal Emergency Management Agency and Ready Navy recommend having least $100 of cash on hand per individual.

Admiral French reminds the entire Navy community that every Sailor and individual plays a part in emergency preparedness. He directs Sailors to help those around them prepare and to register work and personal contact information in the Wide Area Alert Network or other Emergency alert systems to receive up to date notifications.

May 2014 – WYOMING - If the Yellowstone supervolcano erupts then millions of U.S. citizens could end up in Brazil, Australia, or Argentina. That’s according to the South African news website Praag, which said that the African National Congress was offered $10 billion a year for 10 years if it would build temporary housing for Americans in case of an eruption. The potential eruption of the supervolcano, one of the biggest in the world, has been a hot topic ever since videos of animals allegedly fleeing the area before an earthquake were posted online. Although the veracity of the claims haven’t been backed up, dozens of bloggers and others have been trying to figure out what, if anything, is going on. One of the latest theories is that the U.S. Geological Service and its partners, which keep an eye on the caldera, are hiding data from the public. The Praag article says that the South African government fears that placing so many Americans in South Africa could dramatically change the country.

“South Africa will not be part of the plan, because there is a risk that millions of white Americans could be sent to South Africa in an emergency situation and that this would pose a risk to black national culture identity,” Dr. Siph Matwetwe, spokesman for the Department of Foreign Affairs, is quoted as saying. “We have our own challenges, even if there is enough housing and infrastructure available, it will destabilize the country and may even bring back apartheid.” The gigantic volcano in Yellowstone has erupted three times over the last two million years, covering a huge area of surrounding land. Maps from educational institutions and government officials project that up to 17 states could be fully or partially impacted if the volcano erupted again. The far south of Canada could also get hit, as well as the far north of Mexico. Scientists aren’t sure when it will erupt next, although many have sought to assure the public that it probably won’t for a while. In reality, the volcano could erupt at any time, though officials would in theory be able to detect an impending eruption and alert Americans to the threat.

PEARL HARBOR (NNS) -- In preparation for hurricane season Navy Region Hawaii conducted its annual hurricane readiness exercise, HURREX, at Joint Base Pearl Harbor-Hickam (JBPHH) and the Pacific Missile Range Facility (PMRF) May 5-9.

Navy Region Hawaii conducted HURREX to teach personnel and family members on how to prepare for hurricanes and associated effects brought on by a major storm event. Although the exercise storm is fictional, the need to prepare is real. This year, Navy Region Hawaii and Joint Base Pearl Harbor-Hickam conducted both before and after landfall components to the exercise.

According to Angela Perryman, Military and Family Support Center site manager, during an approaching hurricane personnel must be able to handle matters quickly and efficiently to more smoothly ride out the storm.

"We can have a disaster at any point," said Perryman. "Whether it's a natural disaster or whether it's a man-made disaster or some other kind of threat...it's important to have time carved out so everyone can come together and practice the exercise. It's important to see how we would go through processing service members and their family members in a real world situation. Determining housing situations and additional services they might need are the kinds of things that are good to practice now, before hurricane season."

During the exercise participants role-played emergency situations and visited representatives from multiple organizations including the Navy Marine-Corps Relief Society, Navy and Air Force medical groups and housing departments.

Participating in the HURREX, Hospital Corpsman 2nd Class Mishell Miyashiro, assigned to Naval Health Clinic Hawaii, stated how mock exercises like HURREX teach staff members how to remain flexible and think on their toes to accomplish the mission at hand.

"If something actually ends up happening, rarely will things ever go as planned," said Miyashiro. "That's when you need to learn how to improvise, because maybe initially on paper patients were supposed to go directly to medical, but as you go through the mock exercise you see that medical is being overwhelmed and patients are not actually being seen where they need to be seen, so then you may need to triage them at the door. Or maybe you realize checking in with social services should come first, or actually, admin should come first, or something else. So, whenever you get to do hands on you see the pros and cons, which helps you prepare better for the next time."

Perryman echoed Miyashiro's sentiments, noting how the mock exercises gets staff members engaged with people, something that a structured classroom setting can never fully replicate.

"When you have actual players coming in with situations already in their heads or with given scenarios and you have the staff engage with them on that level, it takes them away from that classroom training situation and puts them in a real-world event where they actually have to think through on how they would respond to that person and what organization they would refer that person to," said Perryman.

Lt. Evelyn Palm, assigned to Naval Health Clinic Hawaii, said events like HURREX help to teach and improve operations at the command level as well.

"Participating in this real-world exercise we are looking at our current capabilities and the services we can offer, be it tending to both active-duty service members and civilians or any other situation we might be presented with," said Palm. "In the case of an emergency, we understand that our plans need to remain flexible and allow for changes where necessary, as the situation changes. So, this is a fine way of learning where to make those changes and also how to implement them, so we can expand our capabilities."

In the end, Perryman said the goal of HURREX is to set a stage where participants can rehearse, learn, and teach what channels are available in the case of emergency situations.

"It's an exercise for a reason," said Perryman. "So it gives us an opportunity to look at ways to improve things we need to do differently, communications that may need to happen differently and to prepare ourselves for when a real-world event was going to happen, because you never know what an event is going to be. We just have to remember to be flexible and have everybody trained so the roles are easily interchangeable, that way anybody here can pick up a role and know exactly what it is they are supposed to do."

Personnel should have a number of things ready to go in case of an emergency, especially one that may require evacuation like a hurricane. Individuals and family members should have a firm plan in place of where to go, what to do, and what to take if they need to evacuate during a hurricane.

Emergency kits should include enough food and water to last several days, necessary medications, and other items such as maps, tools, flashlights, and a first aid kit. Evacuees should also stay informed of up-to-date information regarding road and base closures, unsafe traveling conditions, and weather warnings.

In case of a hurricane or tropical storm, avoid using the phone, except for serious emergencies. Listen to the radio or TV for more information and further instructions; secure your home by closing the storm shutters and bringing outdoor furniture inside; ensure a supply of water for household purposes; turn your refrigerator to the coldest setting and keep the door closed; turn off utilities, if told to do so. If an evacuation order comes, do not ignore it; follow the guidelines given regarding times and routes and take only essential items and your emergency kit.

Le 17 janvier 2011, il a été signalé que les 17,500 îles de l’Indonésie étaient inondées. Ici, sur les îles de Java, la plus grande région du quatrième pays le plus densément peuplé et la plus grande population musulmane du monde. Ces inondations ne semblent pas inhabituelles, mais, certains experts ont signalé qu’il n’y avait aucune raison pour ces inondations qui pourrait expliquer la submersion d’une si grande zone peuplée le long du littoral marin.

Il est vrai qu’il y a eu deux semaines de pluie dans les régions montagneuses du mont Mandiri.

Pourtant, le directeur général des services sociaux NTT, Piter Manuk, a admis que quelque chose était inhabituel. Comme il l’a déclaré :
« La panique des résidents a été déclenchée par l’arrivée du déluge qui n’est pas considéré comme raisonnable, car il n’y a aucun affluent qui traversent ces zones résidentielles et, pour la première fois, ceci s’est produit dans l’histoire de la catastrophe de East Flores. »

Des chercheurs sur les changements terrestres vérifiant avec Google Satellite a soudainement révélé que quelque chose clochait. L’île de Java, en Indonésie, a récemment été reconfigurée. Ce qui avait été passé totalement sous silence sur les nouvelles internationales les regardait maintenant directement dans les yeux, l’île de Java, dans la région centrale de l’Indonésie, était littéralement en train de couler. Le long du littoral, des villages près de l’océan étaient maintenant sous l’eau.

Selon les rapports locaux, il n’y a aucune inondation à cause d’une rivière en crue, ni de tsunami ou de vagues meurtrières qui se sont écrasée le long du littoral. Les images confirment tous une submersion cohérente 20 pieds de l’île de Java en Indonésie. Donc qu’est-ce qui se passe ?


Alors que le monde continue à vivre joyeusement sa routine, des événements étranges se produisent partout dans le monde entier. Des pluies torrentielles, les pires en 80 ans, ont frappé le Pakistan en juillet 2010. Les fortes pluies de la mousson dans les régions du Khyber Pakhtunkhwa, du Sindh, du Pendjab et du Baloutchistan ont envoyé des déluges d’eaux de la vallée du bassin de l’Indus. Les eaux ont inondé les rives, pas totalement inconnu, mais, pendant que la pluie continuait, les inondations ont été calculées et quelque chose était très étrange. Il y avait plus d’eau que les pluies en avaient laissé tombé.

La culture de la vallée de l’Indus, qui date de 3000 avant notre ère, est une des plus anciennes régions culturelles du monde, en concurrence avec l’Egypte et la vallée de la Mésopotamie étant les premières. Comme toujours dans le passé, les eaux des inondations inondent tout puis se retirent vers les océans, mais, cette fois, quelque chose étrange se passait, les eaux ne retiraient pas.

Selon le gouvernement pakistanais, plus de 20 millions de personnes ont été touchées par les inondations qui ont balayé leurs maisons, leurs moyens de subsistance et les villes dans lesquelles ils vivaient. Même si seulement 2,000 personnes ont été tuées, le nombre de personnes touchées par les inondations, plus de 20 millions de personnes, était plus grand que le nombre total de personnes touchées par le tsunami de 2004 dans l’océan Indien, le tremblement de terre de 2005 au Cachemire et le tremblement de terre de 2010 d’Haïti.

Les pertes ont été astronomiques. Plus de 17 millions d’acres des plus belles terres agricoles les plus fertiles du Pakistan le long de l’Indus ont été submergés. Plus de 200,000 têtes de bétails ont été tuées. Non seulement la récolte de la saison 2010 ont-elles été détruites, mais, la majeure partie des agriculteurs n’a pas été en mesure de planter de nouvelles graines avant les délais des semis de l’automne suggérant que les pertes massives dans la production alimentaire pour la saison agricole de 2011 entraîneraient une augmentation des pertes catastrophiques. Les pertes de 2010 incluent :

• 700,000 acres de cultures de coton détruits,
• 200,000 acres de canne à sucre perdus,
• 200,000 acres de riz en ruine, plus
• 500,000 tonnes de blé stocké en ruines, tandis que
• 300,000 acres de fourrages et de céréales stockées détruits.


Ce qui est maintenant rapporté, les plaques tectoniques Indo-Australiennes ont commencé à basculer sur la région occidentale sur cette plaque tectonique où le Pakistan se trouve aujourd’hui. Par suite de l’affaissement du sol, les eaux en crue sont maintenant prises au piège. Ce que les nouvelles n’ont pas signalé, c’est que la majeure partie de cette région inondée ne sera jamais récupérée, car elle est maintenant en permanence sous l’eau dans le district du nouveau lac du Pakistan ; aucune maison, aucune ferme, aucune récolte, et maintenant la famine.

Le basculement de la plaque Indo-australienne provoque un ajustement dans les régions sub-océaniques aussi loin que la tranchée Kermadee Tonga lorsque le 3 septembre 2010, dans la tranchée sous-océanique qui passe directement sous la 3ième plus grande ville de la Nouvelle-Zélande, Christchurch, un séisme d’une magnitude de 7,4 a dévasté une grande partie de leur magnifique ville. Cet ajustement tectonique met de la pression sur une partie de la plaque eurasienne, poussant l’Indonésie vers le bas et cette nation insulaire a commencé à couler. Encore une fois, tout ceci n’a pas été signalé dans les nouvelles internationales.

Six mois plus tard, en décembre 2010, l’Observatoire Terrestre, exploité par la NASA, a admis qu’en comparant les images satellites du Pakistan de 2010 avec celles d’un an plus tôt, le niveau du Pakistan avait baissé de 10 pieds. Comme rapporté sur EarthObservatory :

« Par rapport à l’image acquise un an plus tôt, cependant, l’image de décembre 2010 montre l’étendue des inondations persistantes. Les dommages persistants dus aux inondations sont également apparents le long de la côte, autour de la ville de Thatta. Bien que l’image de décembre 2010 montre une amélioration remarquable sur les conditions de deux mois plus tôt, elle révèle également la persistance de poches d’eaux de crues qui n’existaient pas l’année précédente. »

Les changements tectoniques se produisent désormais à un rythme rapide.


1. Le Pakistan a officiellement perdu de l’élévation du terrain.

2. Bangkok, en Thaïlande, a aussi des difficultés à se débarrasser des eaux de crue.

3. Jakarta, en l’Indonésie, sur l’île de Java, continue à couler pendant que les routes et les terres le long des canaux de drainage s’effondrent.
4. Le Viêt-Nam est témoin d’une épidémie de trous d’éviers (sinkholes), une autre indication de la subduction des plaques tectoniques et terrestres.
5. Les plaques tectoniques des Philippines coulent maintenant avec des signalements d’inondations.

 
AUTRES INFORMATIONS:

Pour info, il existe sur Terre 11 plaques tectoniques, constituées de croûte continentale et océanique. Entre chaque plaque, il existe ce que l’on appelle des failles et dorsales sièges des plus formidables activités géologiques sur notre planète comme l’éruption des volcans, les tremblements de Terre. Les failles sont spécifiques aux continents. L’une des plus connues est la faille de San Andreas en Californie. Les dorsales sont plus spécifiques aux étendues aqueuses. La plus longue est constituée par la Dorsale de Reykjanes, la Dorsale de l’Atlantique Nord, et la Dorsale de l’Atlantique Sud. Cette longue formation d’étend d’un pôle à l’autre et déchire le fond de l’Atlantique en 2 parties.

Ces plaques ne sont pas immobiles. Elles bougent les unes par rapport aux autres. C’est ce qu’on appelle la tectonique des plaques. Elles ont pour effet, la création de relief, la provocation de séismes, parfois très violents, le déplacement de ces plaques. Ainsi, les plaques Eurasienne et Nord-américaine se déplacent l’une par rapport à l’autre de l’ordre de 2 cm chaque année.

Les effets des mouvements des plaques:

Comme déjà dit, les plaques bougent l’une par rapport à l’autre, créant de grands bouleversements pour la région. On peut répertorier ces mouvements en 3 catégories:

Divergence: les plaques s’éloignent l’une de l’autre, laissant passer le magma qui les sépare. C’est souvent dans ces régions que l’on va retrouver les volcans;

Convergence: les plaques vont se rapprocher l’une de l’autre. Cette convergence mène à 3 phénomènes distincts: la subduction, l’obduction et la collision.

-La subduction est le résultat de la plongée de la plaque la plus dense sous la plaque la moins dense. On y retrouve également des volcans assez nombreux.
-L’obdcution: la lithosphère marine est transportée sur un continent. Actuellement, il n’existe aucun cas d’obduction connu sur Terre.
-La collision est la rencontre entre 2 plaques qui vont former une chaîne de montagne. La collision entre la plaque Eurasienne et Indo-australienne a donné naissance à la chaîne de l’Himalaya;

Transcurrence: les plaques vont frotter l’une contre l’autre. Ce frottement a souvent pour conséquence des tremblements de Terre.

La Bosnie a annoncé que plus d'un quart de sa population était "affectée" par les pires intempéries depuis un siècle alors qu'en Serbie voisine, des milliers de volontaires renforçaient les digues à Belgrade le long de la rivière Sava qui devait atteindre de nouveaux pics lundi. 

"Un quart de la population est affectée par les inondations et un million de personnes n'a pas d'eau (potable). Les dégâts sont énormes", a déclaré le ministre bosnien desAffaires étrangères, Zlatko Lagumdzija. La Bosnie compte 3,8 millions d'habitants. 

"La seule différence par rapport à la guerre est que moins de gens sont morts", a dit le ministre en faisant référence à la guerre intercommunautaire de 1992-95 qui a fait 100.000 morts et plus de deux millions de réfugiés et de déplacés.

Sur l'ensemble des personnes affectées, plus de 100.000 ont été évacuées, a indiqué un responsable de la protection civile bosnienne, Stanko Sliskovic. 

En Serbie voisine, quelque 600.000 personnes sur les 7,2 millions d'habitants du pays sont "affectés" par les inondations, selon un communiqué du Programme alimentaire mondial des nations unies. 

Plus de 25.000 sinistrés ont été évacués jusqu'à présent en Serbie. Les autorités de deux pays où les inondations ont fait au moins 47 morts, ont mis en garde contre une "catastrophe épidémiologique" si ces zones n'étaient pas rapidement nettoyées et désinfectées car on annonce désormais des températures de 30 degrés. 

A Belgrade, des milliers de volontaires renforçaient les digues le long de la rivière Sava qui devait atteindre de nouveaux pics. Certains, pelles à la main, remplissaient des sacs de sable. D'autres les empilaient dans les endroits les plus vulnérables, le long des douze kilomètres du cours de la Sava dans la capitale, jusqu'à présent épargnée par les inondations qui ont fait au moins 47 morts en Serbie, Bosnie et Croatie. 

Le maire de Belgrade, Sinisa Mali, a précisé que plus de 300.000 sacs de sable avaient été posés dans la capitale sur les bords de la Sava, un affluent du Danube. "La situation est sous contrôle pour le moment", a-t-il dit. 

C'est l'Apocalypse 

Dans les villes de Sabac, Sremska Mitrovica et autour de la centrale thermique Nikola Tesla, les digues sur la Sava ont tenu. Située près d'Obrenovac, une des villes serbes les plus touchées, cette centrale thermique produisant 50% de l'électricité du pays est cernée par les eaux. 

La défense de cette centrale est jugée cruciale pour la stabilité du système énergétique du pays. Redoutant de nouvelles crues, les autorités ont ordonné l'évacuation complète d'Obrenovac. Jusqu'à présent, au total près de 8.000 des 20.000 habitants de cette ville sinistrée ont été évacués. "Je suis accablé, j'ai tout laissé derrière moi, les vaches, les porcs et les poulets", se lamente Veselin Rankovic qui a fui le village de Zabrezje près d'Obrenovac, heureux toutefois de n'avoir perdu aucun membre de sa famille. 

"C'est l'Apocalypse, je ne sais pas comment décrire la situation autrement", a dit à l'AFP Nedeljko Brankovic, un ingénieur de Belgrade qui a réussi à pénétrer dans Krupanj (sud-ouest) pour évacuer ses parents vers Belgrade. "Des maisons entières ont été littéralement emportées par les eaux", a ajouté cet homme qui est resté sur place prêter main forte aux secouristes. 

En Bosnie, pays dont un tiers du territoire est sous les eaux, un nouveau danger est venu s'ajouter au calvaire des sinistrés. En raison surtout des glissements de terrain, les autorités ont mis en garde contre de possibles déplacements de champs de mines antipersonnel datant de la guerre intercommunautaire (1992-95), dont le nombre est estimé à 120.000. 

Samac, où la quasi-totalité des 26.000 habitants ont été évacués par bateaux pneumatiques et par hélicoptères, était toujours sous les eaux comme des dizaines de localités du nord-est de la Bosnie. En revanche, à Maglaj et Doboj (nord de la Bosnie), villes qui avaient été entièrement inondées, l'eau a commencé à décroître.

Cracked: San Joaquin Valley sinking due to drought

Walk into any grocery store in America and there's a good chance the fresh produce you see there was grown in California. Up to half of the nation's fruit, nuts and vegetables are grown in the Central Valley, one of the planet's most fertile growing regions, between Los Angeles and Sacramento.

Now, for the first time this century, the entire state is in severe to exceptional drought.

"It's really depressing for us to leave ground out. We're still paying taxes and payments on everything that's non-production," said Gene Errotabere, whose family has farmed the valley since the late 1920s. "I mean, it's this whole valley. It's just a breadbasket of our whole country here, and to see this much ground being fallowed is not something I like to see."

Errotabere says his farm is in uncharted territory and on the verge of catastrophe. Thirty percent of his fields have been fallowed this year, and if these conditions continue, more growing operations could be shut down.

"If we have one more year like we had these past two years, it's going to be devastating out here. ... We'll probably have 60 to 65 percent of our production out next year."

The consequences are staggering near towns like Mendota. Dried-up fields blow dust into the sky. River beds and canals, once full of water, are now full of dead weeds and rattlesnakes. Fruit orchards along Interstate 5 look like burned piles of firewood. Workers who used to make a living picking fruit and working machinery now stand in government supported food lines to feed their families. No water means no jobs.

“This is the worst I've ever seen it. There's no water for anything.”

Mendota Mayor Robert Silva doesn't mince words when discussing the disaster.

"Roughly about 40 percent unemployment ... it's higher than normal right now because of the water situation and farmers not planting. It's indication that it's going to be close to maybe 55 percent by the time situation is over.

"It's ugly to see people standing in line because they're out of a job."

The San Joaquin River runs through the heart of this arid growing region and in a normal year would flow with fresh snow melt from the Sierra. But there's little snow in the mountains, and little water in the river.

"Imagine washing the dirt off your driveway. That's what the water is like in the San Joaquin River," said Jeff Holt, a restoration biologist with River Partners in California, who got emotional when he looked at what's left of the river. "This is the worst I've ever seen it. There's no water for anything."

To combat drought conditions, farmers and cities use water wells to tap underground aquifers. But those aquifers are overused and the rapidly declining water levels are causing the once water rich cavities to collapse in a process known as subsidence.

A recent report from USGS hydrologist Michelle Sneed paints a grim picture: A valley the size of Rhode Island is sinking.

"About 11 inches a year ... is among the fastest rates ever measured in the San Joaquin Valley," she said. "It’s a very large subsidence bowl. We were also surprised the high rate of subsidence."

It's irreversible damage. One area near Mendota is nearly 30 feet lower than it was in 1926, increasing the risk for infrastructure damage and even severe flooding in the future.

"This subsidence is permanent," said Sneed. "If water levels come back up, the subsidence will not be recovered. The land will stay subsided."

CONSPIRACY THEORIES ABOUND AS U.S. MILITARY CLOSES HAARP


The U.S. Air Force has notified Congress that it intends to shut down HAARP, a controversial Alaska-based research facility that studies an energetic and active region of the upper atmosphere.

Conspiracy theorists are abuzz about the news, given that HAARP (short for High Frequency Active Auroral Research Program) has long been the center of wild speculation that the program is designed to control the weather — or worse. In 2010, Venezuelan leader Huge Chavez claimed that HAARP or a program like it triggered the Haiti earthquake.

For the record, the Haitian quake of 2010 was caused by the slippage of a previously unmapped fault along the border of the Caribbean and North American tectonic plates.

HAARP is a research program designed to analyze the ionosphere, a portion of the upper atmosphere that stretches from about 53 miles (85 kilometers) above the surface of the Earth to 370 miles (600 kilometers) up. The program has been funded by the Air Force, the Navy, the University of Alaska and the Defense Advanced Research Projects Agency, or DARPA. [Top 10 Conspiracy Theories]

Why HAARP exists

The U.S. military is interested in the ionosphere because this portion of the atmosphere plays a role in transmitting radio signals. HAARP sends radio beams into the ionosphere to study the responses from it — one of the few ways to accurately measure this inaccessible part of the atmosphere.

HAARP operates out of the HAARP Research Station in Gakona, Alaska, where it has a high-power radio frequency transmitter that can perturb a small portion of the ionosphere. Other instruments are then used to measure the perturbations.

Images from the HAARP camera show speckle-like artificial optical emissions superimposed on the background natural aurora only during frames when the transmitter was on. The experiment was conducted on March 10, 2004.

The goal of the program is to understand the physics of the ionosphere, which is constantly responding to influences from the sun. Solar flares can send solar particles racing toward Earth, occasionally disrupting communications and the electrical grid. If scientists could better understand what happens in the ionosphere, they might be able to mitigate some of these problems.

But the Air Force is no longer interested in maintaining HAARP, according to David Walker, the Air Force deputy assistant secretary for science, technology and engineering.

At a Senate hearing on May 14, Walker said the Air Force has no interest in maintaining the site, and is moving in another direction in ionospheric research.

Politics and conspiracy

The Air Force's plan to destroy HAARP has detractors.

"While the Air Force neither wants nor appreciates the unique value of HAARP, users from several federal agencies, laboratories and universities, and friendly nations such as Canada, Britain, Taiwan, South Korea, Sweden and Norway, are eager to use its unique resources, which would further spread American influence and leadership," Dennis Papadopoulos, a professor of physics and astronomy at the University of Maryland, wrote in an opinion piece in the Alaska Dispatch.

HAARP cost more than $290 million to build, much of it earmarked by late Sen. Ted Stevens, R-Alaska, who had great influence over the U.S. defense budget during his time in Congress. The site was host to numerous projects over the years, including the creation of the first artificially produced aurora in 2005. The site's generators now require remediation to meet the environmental standards set in the Clean Air Act, an expense no one seems keen to take on.

Conspiracy theorists think HAARP's purpose is far more sinister than meets the eye. The program has been blamed for everything from global warming to natural disasters to mysterious humming noises in the sky.

Name a natural phenomenon, and someone probably suspects HAARP of being behind it. Online, conspiracy theorists suggest that HAARP was to blame for the 2011 earthquake and tsunami in Japan; the Moore, Oklahoma, tornado of 2013; a landslide in 2006 in the Philippines; and many more natural disasters. Other conspiracy theories hold that HAARP controls people's minds or is capable of altering the very fabric of reality.

These theories have yet to subside, even though very little has been going on at HAARP over the past year. In May 2013, the site shut down during a change in operations contractors. At the time, the HAARP program manager told reporters that the site was temporarily closed and locked, with only one DARPA project left to wrap up by early 2014.

Enormous crater appears suddenly in part of Russia whose name translates as ‘the end of the world

To put it mildly, scientists around the world are baffled and flocking to a remote region in Russia to investigate why an enormous hole hundreds of feet deep has suddenly appeared in the Yamal Peninsula region of northern Russia by Siberia. To further cause excitement, the name ‘Yamal’ translates out top mean “the end of the world”.

An urgent expedition will leaves tomorrow to probe a giant crater that has appeared in gas-rich northern Siberia. Extraordinary aerial images show a mysterious hole which experts say may be up to 262 feet wide, in the Yamal Peninsula of northern Russia.

There has been web speculation about the crater indicating ‘the arrival of a UFO craft’. Experts say that the darkening around the inner rim of the crater indicates ‘severe burning’ which scorched its edges.
