Mgr Silvano M. Tomasi, représentant permanent du Saint-Siège auprès de l'Organisation des Nations unies et des autres organisations internationales à Genève est en effet intervenu lors de la 32e Conférence internationale de la Croix-Rouge et du Croissant-Rouge à Genève, 8-10 décembre 2015

Mgr Tomasi rappelle les Principes fondamentauxde la Croix Rouge: "Humanité, impartialité, neutralité, indépendance, volontariat, unité et universalité".

Intervention de Mgr Tomasi

Monsieur le Président,

La délégation du Saint-Siège est heureuse de participer à cette 32e Conférence internationale. Elle reconnaît la contribution exceptionnelle de la Croix-Rouge et du Croissant-Rouge (CRCR) en réponse à de nombreux besoins humains, spécialement dans les situations de crise humanitaire et d'autres situations d'urgence. En particulier, nous tenons à souligner les efforts déployés par le CRCR en réponse à l'épidémie d'Ebola qui a causé une très grande souffrance en Guinée, au Libéria et en Sierra Leone. L'engagement du Mouvement à fournir des soins spécialisés contre Ebola, ainsi que des sépultures sécurisées et dignes, a permis d'éviter une angoisse humaine et des pertes de vie supplémentaires, à la suite de l'épidémie. Beaucoup d’établissements de soins de santé, de services sociaux et de pastorale liés à l'Église catholique et d’autres communautés de foi ont travaillé côte à côte avec les membres nationaux et locaux dans les efforts pour lutter contre Ebola. Ainsi, ma délégation adhère à la décision prise par la Conférence d'accorder un Prix aux bénévoles, qui ont généreusement répondu aux familles et aux membres des communautés locales touchées par cette épidémie tragique.

Cette conférence coïncide avec le 50e anniversaire de la proclamation des Principes fondamentaux du Mouvement : humanité, impartialité, neutralité, indépendance, volontariat, unité et universalité. Ceux-ci fournissent le thème global pour ce rassemblement quadriennal. En effet, de nombreux acteurs humanitaires à travers le monde, y compris les organisations d'inspiration religieuse, partagent ces mêmes principes. Par conséquent, ma délégation aussi soutient les efforts de cette Conférence afin de renforcer le droit international humanitaire et de surveiller de près sa mise en œuvre par les États et toutes les autres parties prenantes.

Les besoins humanitaires sont de nature complexe et la réponse exigée par les principales parties prenantes peut courir le risque de trop mettre l'accent sur ces aspects, avec de plus grandes implications juridiques et techniques, tout en minimisant ou en ignorant les aspects qui, dans le jugement du Saint-Siège, sont les plus essentiels – en d'autres termes, le principe d’« humanité », par lequel le Mouvement signifie « protéger la vie et la santé et faire respecter la personne humaine », et à travers laquelle il vise à « favoriser la compréhension mutuelle, l'amitié, la coopération et une paix durable entre tous les peuples »[1]. Lors de son récent discours à l'Assemblée générale des Nations unies, le pape François a exhorté la communauté internationale à éviter la conclusion erronée selon laquelle « (...) le travail bureaucratique consistant à dresser de longues listes de bonnes intentions – buts, objectifs et indications statistiques – (...) donnera une réponse à tous les défis » du monde d'aujourd'hui. Il a souligné qu’« il y a des femmes et des hommes concrets qui vivent, luttent et souffrent, et qui bien des fois se voient obligés de vivre dans la misère, privés de tous droits.[2] »

Monsieur le Président,

La délégation du Saint-Siège partage la préoccupation exprimée dans le document conceptuel pour cette Conférence, à savoir que nous « [sommes] aujourd'hui confrontés à un environnement extrêmement complexe d'exploitation humanitaire ». La série actuelle des conflits sans fin entraîne des conséquences de plus en plus difficiles et tragiques. En un sens, nous sommes confrontés à « une vraie guerre mondiale qui se déroule par morceaux », qui affecte de nombreux domaines dans notre monde sous différentes formes et à des degrés d'intensité variables.[3]

Monsieur le Président,

Avec la communauté internationale, le Saint-Siège, de même que des organisations d’inspiration catholique engagées dans une action humanitaire dans toutes les parties du monde, est déterminé à empêcher une nouvelle détérioration de la situation. À cette fin, il a participé à la Conférence mondiale sur la prévention des risques de catastrophes, tenue à Sendai, au Japon, en mars 2015, et aux négociations qui ont conduit à l'adoption du Cadre post-2015 pour la réduction des risques de catastrophes. Accroître l'investissement dans la prévention des catastrophes et traiter les causes des risques de catastrophe finira par réduire les coûts écrasants, les conséquences tragiques et les cas de catastrophes naturelles en série en raison de la dégradation de l'environnement et des changements climatiques. Les moyens pour atteindre cet objectif sont une volonté politique et un apport économique accrus ainsi qu’un plus grand déploiement de ressources humaines, en conformité avec les normes et les accords établis au niveau international.

La meilleure « prévention », cependant, passe par le développement humain intégral, qui prend en compte tous les aspects du progrès humain, y compris les aspects sociaux, économiques, éducatifs, émotionnels et spirituels. L’amélioration de la qualité de vie, pour les individus comme pour les familles, et la promotion des droits de l'homme et des libertés, surtout au sein des communautés pauvres et marginalisées, peuvent de la même manière prévenir de nouveaux incidents de conflits armés, de guerres civiles et d’échecs en confirmant la primauté du droit.

Dans le contexte du droit international humanitaire, une évolution alarmante semble gagner du terrain. Le respect et la promotion du droit international humanitaire sont de plus en plus ignorés et violés. Le Saint-Siège est préoccupé par ces développements qui ne peuvent conduire qu’à davantage de violence, de misère et de souffrance. Il se rallie à l'avertissement sobre et urgent lancé récemment par le secrétaire général des Nations unies et par le président du Comité international de la Croix-Rouge. La description qu'ils donnent de l'érosion continue des règles du droit international humanitaire et de la non-conformité avec celles-ci, est alarmante. Ces deux hauts dirigeants jugent la situation actuelle inacceptable. Ils voient que le monde est à la croisée des chemins et que tous les acteurs étatiques et non étatiques ont le devoir de s'engager à « renouveler un contrat pour l'humanité » qui devrait profiter à des millions de personnes touchées par les conflits armés.

Monsieur le Président,

En mettant l'accent sur les conflits actuels et prolongés, la communauté internationale doit rester vigilante et ne pas se lasser d’attirer l'attention sur les besoins des personnes qui se trouvent au milieu d'urgences humanitaires. La capacité d'attention limitée des médias, et de beaucoup d'autres dans la communauté internationale, devrait être ranimée en appelant régulièrement l'attention sur les situations d'urgence en cours qui semblent se multiplier en intensité et en complexité. Soulignons l'interconnexion des phénomènes mondiaux et rejetons la « culture du jetable » qui sévit dans notre monde et alimente les tendances à la cupidité, à la corruption, à la violence, à la guerre et à la dégradation environnementale. Insistons sur la responsabilité qui incombe à tous les citoyens de ce monde, de prendre soin de leurs voisins. À cet égard, la délégation du Saint-Siège propose une définition globale du « voisin », puisque toutes les personnes sont des membres égaux de la famille humaine et devraient être en solidarité mutuelle. Nous sommes tous créés avec une égale dignité et nous avons donc droit à l'égalité d'accès aux biens de ce monde. En outre, toutes les personnes doivent avoir voix au chapitre dans la formulation des politiques et des décisions qui affecteront leur propre vie et celle des générations futures.

Monsieur le Président,

Les mesures préventives et correctives doivent aller de pair. Tous les joueurs doivent traiter les causes profondes des nombreux problèmes auxquels notre monde globalisé est confronté. Au nom d’une humanité et d’une dignité partagée, il y a un besoin urgent d'affronter collectivement les problèmes mondiaux qui affectent l'ensemble de la famille humaine. Le désarmement, et le désarmement nucléaire en particulier, la migration, la pauvreté, les conflits armés, le respect des droits humains et la primauté du droit, le changement climatique et les problèmes environnementaux, les maladies, etc., sont les domaines où les États, la Croix-Rouge et le Croissant-Rouge, les organisations internationales et la société civile doivent travailler ensemble pour assurer un avenir meilleur aux générations à venir.

NEW HAVEN, Conn., Feb. 9, 2016 /PRNewswire-USNewswire/ -- The Knights of Columbus is asking those considering a Lenten sacrifice to give "40 Bucks for Lent" and use the hashtag #40BucksForLent to help Middle Eastern Christians and other religious minorities suffering religious persecution there.

"Since many people give up something for Lent, we wanted to provide an opportunity for their sacrifice to make a difference — not only in their own life, but in the lives of others," said K of C Supreme Knight Carl Anderson. "During the Lenten season, we recall Christ's suffering and death. In turn, remembering and assisting those who are today suffering and dying for their belief in Christ is an excellent way to do good where it is most needed and to enter more deeply into the spirit of this season."

The Knights began its Christian Refugee Relief Fund in 2014. To date nearly $10 million has been raised to provide housing, food, medical aid, education and general relief to persecuted Christians and other religious minorities especially from Iraq and Syria, and to raise awareness about their plight. Those persecuted have suffered enormously at the hands of terrorists, who target them simply for their faith. Lives have been turned upside down, friends and families killed, and homes seized. Last fall, the Knights also brought a young Iraqi girl to the United States with her mother, so she could receive specialized medical care.

In addition to raising funds, the Knights of Columbus has brought assistance to these Christians and other persecuted religious minorities while also working to raise awareness of their situation via television commercials and news stories. Last fall, the Knights sponsored a young Iraqi girl to receive specialized medical care in the United States. More recently, Supreme Knight Anderson testified on Capitol Hill and signed a letter to the State Department with a number of religious leaders, scholars and other experts asking the U.S. government to declare the systematic destruction and persecution of Middle Eastern Christians as genocide.
These donations can be made to the Christian Refugee Relief Fund at christiansatrisk.org, or by sending checks or money orders (payable to "Knights of Columbus Charities") to P.O. Box 1966, New Haven, CT 06509-1966. The memo portion should indicate that the check is for "Christian Refugee Relief."

No administrative fees are taken from the funds donated, so 100% of all donations directly supports humanitarian assistance and efforts to raise awareness of persecuted Christians and other religious minorities, especially in the Middle East. Donations are tax deductible to the extent allowed by law. Un Brésilien, M. Renato Lima de Oliveira, a été élu nouveau président international de la Société de Saint-Vincent-de-Paul  (SSVP) pour un mandat de six ans, indique un communiqué.

Il a été élu dimanche 5 juin 2016, à Rome, par l’assemblée des présidents internationaux des pays où la Société est implantée dans le monde. Il succède à Michael Thio.

Dans les semaines à venir, le nouveau président brésilien aura comme tâche principale de nommer les membres de son nouveau bureau et de mettre en place, avec sa nouvelle équipe, un plan stratégique d’action pour les six prochaines années.

Les principales thématiques abordées sont: développement international de la SSVP, formation, jeunesse, communication, projets spéciaux, jumelages, vie spirituelle. Renato Lima de Oliveira entrera en fonction le 27 septembre 2016, jour de la fête de saint Vincent de Paul.

La Société de Saint-Vincent-de-Paul a pour objectif de faire rayonner la solidarité et l’entraide à travers le monde, suite au pari ambitieux de son fondateur, Frédéric Ozanam, qui avait la volonté d’ « enserrer le monde dans un réseau de charité ». Aujourd’hui, 800.000 bénévoles se mobilisent dans plus 140 pays et mènent des actions de lutte contre l’isolement, ou encore d’urgence humanitaire.

Le Conseil Général International est le lien entre les pays membres de la SSVP. Sa mission consiste à soutenir le travail des Conseils Nationaux dans le monde. Il favorise le transfert de savoir-faire, la formation des dirigeants, encourage les jumelages qui permettent d’établir des liens de solidarité et un soutien financier pour des projets de développement et en cas de catastrophe humanitaire. Il s’assure du bon déroulement des réunions internationales qui ont lieu chaque année.

La SSVP est admise comme Organisation Non Gouvernementale aux Nations-Unies.

  Après trois années d’intenses consultations, les dirigeants mondiaux se réuniront à Istanbul le 23 et 24 mai pour le premier Sommet mondial sur l’action humanitaire (WHS).

Six mille personnes sont attendues pour se rassembler dans la ville turque, provenant de gouvernements, d’organismes d’aide, de communautés affectées, de la société civile et du secteur privé. Une occasion unique et sans précédent de lancer un appel collectif pour relever les nombreux défis auxquels le monde est confronté et rendre possible l’aide humanitaire et les secours d’urgence. L’objectif principal du Sommet sera de souligner la nécessité de renforcer la coordination entre les pays et d’engager à l’évolution du monde vers une voie plus durable. Le Sommet sera organisé autour de cinq engagements fondamentaux : la réduction et la prévention des conflits, le maintien du droit humanitaire, en veillant à ce que moins de gens soient « délaissés », la réduction du risque ainsi que l’amélioration des financements.

L’Ordre souverain de Malte est pleinement engagé dans le WHS depuis le début du processus, lancé par le Secrétaire général des Nations Unies, Ban Ki-moon en mettant l’accent sur le rôle particulier des acteurs confessionnels basés dans les zones de conflit. Depuis, l’Ordre de Malte a participé activement aux consultations. Le Sommet représente une importante occasion de continuer à promouvoir une coopération efficace entre les institutions religieuses pour tendre la main aux victimes de conflits armés.

La délégation de l’Ordre de Malte qui sera menée par le Grand Chancelier, Albrecht Boeselager, prendra part à de nombreux événements au cours du sommet de deux jours, dont un événement spécial sur l’engagement religieux.

Afin de souligner l’importance du Sommet humanitaire mondiale, la Poste Magistrale de l’Ordre de Malte a émis un timbre spécial qui représente un jeune réfugié syrien, symbole de l’engagement de l’Ordre à fournir aide et assistance aux victimes de conflits.

United Nations - Every day, humanitarian aid workers stand on the front lines of war and disaster, braving tremendous dangers and difficulties to deliver assistance to those who need it most. World Humanitarian Day (WHD), which takes place every year on 19 August, recognizes the aid workers who risk their lives in humanitarian service, and mobilizes people to advocate for humanitarian action. The day was designated by the General Assembly seven years ago to coincide with the anniversary of the 2003 bombing of the United Nations headquarters in Baghdad, Iraq.

This World Humanitarian Day, the UN and its partners are calling for global solidarity with the more than 130 million people around the world who need humanitarian assistance to survive. Under the theme of ‘One Humanity’, World Humanitarian Day will highlight how the world came together in Istanbul for the World Humanitarian Summit earlier this year, and made commitments to support people affected by crisis and ensure that aid workers can safely and more effectively deliver to those in need.

Events will be held around the world on 19 August to honor the work of humanitarian workers and to celebrate the theme of ‘One Humanity’. In New York, a wreath-laying ceremony will take place at the United Nations headquarters, and a high-level event will be held in the General Assembly Hall. Nations Unies - Chaque jour, les travailleurs humanitaires aident des millions de personnes dans le monde, peu importe qui ils sont et où ils sont. La Journée mondiale de l'aide humanitaire est une célébration mondiale de ces hommes et femmes qui aident les autres. Cette date a été choisie par l'Assemblée générale en référence à l’attentat, le 19 août 2003, du Siège des Nations Unies à Bagdad, en Iraq, qui a causé la mort de 22 personnes.

Cette année, l'ONU et ses partenaires appellent à une solidarité mondiale avec plus de 130 millions de personnes dans le monde qui ont besoin d'une aide humanitaire. Placée sous le thème « Une Humanité », cette Journée mondiale vise à souligner l'unité du monde affichée lors du Sommet mondial sur l'action humanitaire en mai 2016. Cette Journée met également en lumière les engagements pris afin de soutenir les populations affectées par les crises et de s’assurer que les travailleurs humanitaires puissent apporter leur aide de manière sûre et efficace.

Des événements seront organisés ce 19 août à travers le monde afin de rendre hommage aux travailleurs humanitaires et commémorer le thème « Une Humanité ». LTRP Note: We find it sad when we think back to how many readers have told us that they still donate to World Vision. Not only is the news story below shocking, but World Vision has been going in the emergent direction for years as we have reported on different occasions. It seems that people want to give to big organizations (just like they want to attend big churches) because it makes them feel safer if they are associated with the masses. What deception! And by the way, if you think World Vision likes Israel, think again (and read some of the articles – see links below) we have posted over the years. If you want to support needy families and children around the world, find a legitimate organization, such as Understand the Times’ Bryce Homes program, that doesn’t despise Israel, doesn’t allow donations to be used for terrorist groups, and actually believes in the biblical Gospel.

TEL AVIV, Israel — Israel has accused a manager working for U.S.-headquartered Christian charity World Vision of funneling millions of dollars to Islamist militant group Hamas.

Mohammad El Halabi was arrested by Israel on June 15 while crossing the border into Gaza, World Vision said in a statement. He was charged by Israeli authorities on Thursday.

He had run the organization’s Gaza operations since 2010.

According to Israel’s Shin Bet security service, El Halabi diverted around $7.2 million of World Vision money to Hamas each year. That is the equivalent of 60 percent of the charity’s total annual funding for Gaza.

Some 40 percent of the funds aimed at civilian projects — some $1.5 million a year — were “given in cash” to Hamas combat units, according to a statement issued by the Shin Bet.

Some of the money raised to support injured children in the enclave had been diverted to Hamas families by “fraudulently listing their children as wounded,” according to the agency. Click here to continue reading.

WORLD VISION CRIES "REFORM" - BUT WHAT ABOUT ISRAEL AND THE EMERGING CHURCH - THE STORY BEHIND THE STORY

According to a recent article by Christian News Network (CNN) titled “World Vision Under Internal Reformation After Support of Homosexuality?,” World Vision appears to be taking measures to “reform” the organization after their recent decision and 48-hour reversal to employ homosexual couples. Since that happened, according to the article, World Vision has lost 10,000 child supporters (equaling over 4 million dollars annually). According to CNN, “World Vision is asking board members to formally affirm a statement that marriage is between a man and a woman.”

CNN also reports that some board member changes are taking place at World Vision as well:

Jacquelline Fuller, director of corporate giving at Google, and John Park, another Google employee, left the board after the dust-up. Three other board members rotated off due to term limits. Rich Stearns [WV president], whose salary is reportedly near $400k per year, remains as president despite some initial talk that he could be fired for the controversy.





While such reforms may appear to be commendable signs that World Vision wants to be seen as a Christian organization after all, something the CNN article says reveals that World Vision’s reforms may not produce the “fruit” they appear to be wanting to create. The article states that the new board members will include Leith Anderson (president of the NAE) and Jerry White, president emeritus of the Christian ministry Navigators. Both Jerry White and Leith Anderson have been the subject of Lighthouse Trails articles because of their roles in the emerging “new” spirituality. And most likely, they will bring their views to the newly formed board at World Vision.

Leith Anderson, former pastor of mega church Wooddale Church in Minnesota, is discussed in Roger Oakland’s book Faith Undone. Oakland, in showing Anderson’s role in helping to form the emerging church in the 90s, states that, “Anderson says that the Word of God is still being written, and today’s experiences can dictate what that Word is.” Anderson says:

The old paradigm taught that if you had the right teaching, you will experience God. The new paradigm says that if you experience God, you will have the right teaching. This may be disturbing for many who assume propositional truth must always precede and dictate religious experience. That mindset is the product of systematic theology and has much to contribute … However, biblical theology looks to the Bible for a pattern of experience followed by proposition. The experience of the Exodus from Egypt preceded the recording of Exodus in the Bible. The experience of the crucifixion, the resurrection and Pentecost all predate the propositional declaration of those events in the New Testament. It is not so much that one is right and the other is wrong: it is more of a matter of the perspective one takes on God’s touch and God’s truth.





This minimization of doctrine and exaggerated emphasis on experience is typical of contemplative/emerging teachers. As well, in an interview with Leith Anderson, Anderson’s ecumenical propensities show through when he states:

n neighborhoods people who are Catholic and Presbyterian and Lutheran are praying together. They go to Bible studies together. And an amalgam of all kinds of religious ideas has taken hold of the grass roots. Whereas denominational leaders are increasingly saying, “Well, we’ve got to stand for our distinctives.” … Well, those denominational leaders are going down the wrong path!  (source)





And in a PBS profile of Leith Anderson, Anderson says:

I think that around the world there is a great deal of fear. I think war and terrorism and other issues have made people frightened and that has often driven them back to their social, ethnic and religious roots. And that has distanced people more than it has brought them together. What I would desire and hope for is that we would find our common ground, be able to be respectful of our differences, and be able to fairly hear one another in terms of what are our beliefs, and persuasively speak on behalf of our beliefs.





We find it ironic that World Vision has brought in the services of Leith Anderson when it was this idea of ecumenism and “common ground” that got World Vision into trouble in the first place. As journalist Paul Proctor explains in his article “Relationships and Religious Agendas,” a terrible breach in biblical integrity has occurred in the Christian church for the sake of relationships and unity at all costs:

Having now put so great an emphasis on our relationships with one another and the results we covet, no longer do we turn to the Bible for answers to the issues of life, instead, allowing the counsel of the compromised to compel us along with their practical advise and benevolent ventures, assuming they are anointed and appointed by God to do so. It is a sweet seduction with eternal consequences and a spiritual short cut for the shortsighted and undisciplined.





Scripture is clear that we are to let our yes be yes and our no be no, and there is a special judgement for those who name the name of Christ but are lukewarm (Revelation 3:16). It should be noted that Leith Anderson was also among those appointed by the present White House administration for the interfaith advisory council. But this shouldn’t be too surprising as World Vision has strong ties to the US government. According to the CNN article, World Vision “received nearly $179 million in grants of food and cash from the U.S. government and other agencies” in 2013.

Anderson, president of the National Evangelical Association, was also one of the signers of a document named “A Common Word Between Us and You,” which was an evangelical response to a Muslim document asking for “common ground” to be recognized between the two religions. While a number of popular evangelical leaders also signed the document (Rick Warren, Brian McLaren, Robert Schuller,Bill Hybels, Richard Cizik, and Jim Wallis), these leaders, including Anderson, appeared to be ignorant of the fact that the Muslim document  contained a rebuke and an Islamic warning as Mike Oppenheimer explains in his article Chrislam – The Blending Together of Islam & Christianity.”

As for World Vision’s decision to bring aboard the Navigator’s president emeritus, Jerry White, the Navigators (NavPress) has become one of the leaders in bringing in contemplative/emerging spirituality into the church over the last 15 years (see links below). White was international president of The Navigators from 1986 until 2005.

While we cannot say whether White knew what was happening at The Navigators regarding the shift toward the emerging church, if he did not know, then
this was a serious lack of discernment at the highest leadership level and could repeat itself when he becomes a board member of World Vision. As an example of this, in 2007, Lighthouse Trails wrote an article titled “CMA (Christian Management Association) Goes Contemplative,”  where it was reported that Jerry White was at that time chairman of the board of directors at CMA (today he is not chairman but is still on the board). Our article explained:

CMA is promoting contemplative/emerging spirituality. In their recommended books section, they include several contemplative/emerging authors: Ken Blanchard, Bill Hybels, Leonard Sweet, Dan Allender, and Daniel Goleman (author of The Meditative Mind). Goleman, a staunch proponent of mantra meditation sees meditation as a common ground between all the world’s religions, and his book is a type of manual on the basics of mysticism. . . .

On March 12-15, CMA will be presenting their 30th Annual Conference in Palm Springs . . . Workshops will include Spiritual Formation (i.e., contemplative spirituality) and other workshop speakers include Nancy Ortberg (wife of contemplative John Ortberg), and Phyllis Hendry (President of Lead Like Jesus) . . .

Articles in CMA magazine back up the association’s affinity with contemplative. One article called “The Soul of a Leader” talks about being intimately connected to God through spiritual disciplines and recommends Richard Foster, emergent Tony Jones, and Dallas Willard as authors to read.





Some may be wondering how World Vision came to the place where they decided to begin employing homosexual couples. Such a radical shift away from orthodox Christianity didn’t happen over night. As Lighthouse Trails has reported on numerous occasions, World Vision has been engaging with the emerging church for a long time. For instance, in 2006, we wrote:

In the Summer 2006 issue of World Vision’s magazine Child View, there is a full-page article by emerging church leader, Brian McLaren. . . . We contacted Jocelyn Bell (of World Vision Canada) who is an editor for Child View and was involved with the McLaren article. We shared our concerns with her about McLaren being in the World Vision magazine, relating to her specific information about McLaren’s theology. Ms. Bell responded with, “We don’t have a problem with Brian McLaren’s viewpoints.”  . . . Bell also told us that a weekly devotions group, which includes World Vision leaders and workers, was currently studying McLaren’s book, A Generous Orthodoxy. Ms. Bell told us that World Vision represents both Evangelicals and Protestants as well as Catholics. We asked her if it also included New Age Christians, of which McLaren is in that group. . . . Unfortunately, World Vision’s connections to contemplative/emerging do not stop with their promotion of McLaren. They also have a seat on the Board of Directors of the very contemplative Spiritual Formation Forum (Richard Foster and Dallas Willard) and are a Ministry Partner of the contemplative/emerging promoting Church Communication Network (originators of the Be Still project).





Another highly significant indicator as to where World Vision is heading came out in 2010 with the release of the anti-Israel, pro-Palestinian state film With God on Our Side. Steve Haas,  a VP of World Vision, was one of the strong proponents for the film, which was “aimed at changing the end-time views of evangelicals and the theology that says the Jews are God’s chosen people and have a divine right to the land of Israel,”1 said Jan Markell of Olive Tree Ministries. And in a video clip on the Internet (click here to view), you can watch Steve Haas talking in Israel to anti-Israel activist Steven Sizer. Haas talks about the financial support that World Vision has given through their program called Palestinian Church Engagement Initiative (PCEI) to help the Palestinian cause. We wonder how many World Vision donors realize that their donations have gone to hurt Israel (for more on the “Christian” Palestinianism issue, click here).

World Vision is trying to reverse some of the damage they have incurred when they made their pro-homosexual announcement recently. Thus,  some of the more “liberal” board members have left, with it looking like to the average Christian that they are replacing them with traditional evangelical Christians. While their testing of the waters to see how the church would accept their homosexual employee policy didn’t come out too well, rest assured that World Vision is not making any true reform. They are merely taking a few steps back and waiting until the time is right. Richard Stearn’s (the president of World Vision) book The Hole in Our Gospel
proves that the organization is not about biblical Christianity. According to a book review we posted, Stearn’s book  “is the newest danger to come against true Believers in the Church Age. It promotes a false gospel within a socialistic philosophy. It fails miserably in its hermeneutic, is ecumenical in focus, promotes human performance as a method of pleasing God, and believes people on earth can do good to ‘usher in the Kingdom.’”

So while World Vision is crying “reform” right now, and most likely this will be the story that the media, both secular and Christian, will pick up and run with, the real story behind the scene is that World Vision is part of the “new” spirituality/New Age “Christianity” that will help usher in the greatest deception this world has ever seen. And countless Christians’ tax-deductible dollars will help finance it.

ORDER OF MALTA ― THE VATICAN'S SECOND TREATY-MAKING “SOVEREIGN ENTITY ”
 
The Sovereign Military Order of Malta has concluded more than 70 concordats with countries worldwide. Called “cooperation agreements”, these treaties let it deliver state-funded social services in accordance with Catholic doctrine. This religious order is “sovereign” when it deals with nation states, but not when it deals with the Vatican. It is firmly controlled by the pope. = They surely control many more countries today...

This badge was worn by a 17th-century Grand Master of the Order of Malta. The titles of sovereigns tend to record victories and ignore defeats, and the Grand Master is no exception. He is styled: Prince and Grand Master of the Sovereign Military Hospitaller Order of St. John of Jerusalem (until driven out by the Mamluk Sultanate in 1291), of Rhodes (until expelled by the Ottoman Turks in 1522) and of Malta (until ejected by Napoleon in 1798). The Order then withdrew to Rome but still claims to be a sovereign entity that can conclude international treaties.

Founded at the time of the Crusades, the Order of Malta, (at first called Knights Hospitaller), was a Catholic military religious order like the Knights Templar. By the 19th century their days of fighting Saracens were long gone and they had withdrawn successively from the Holy Land, from Rhodes and from Malta. However, their mediaeval glamour appealed to captains of industry hoping to purchase acquaintanceship with princes and nobles, and the Order had become very rich. (Upon entering the Order they pay not only annual membership dues, but also “passage money” which was originally the price of the crusaders’ passage to the Holy Land.) Their wealth, powerful connections and aristocratic sense of entitlement gave them an independence that made the pope uneasy.

It took two popes to tame the Knights
 
It was Pius XII who first tried to rein in the scandal-plagued Order of Malta. Its Knights were accused of selling titles, [1] living in an unmonastic manner [2] and had even been caught “black-marketeering”, by using their diplomatic immunity to smuggle luxury items into Italy. [3]

In 1951 the pope challenged their claim to independence by ruling that because the Order of Malta lacked land it only had “functional sovereignty”. [4] His point, of course, was that the State of the Vatican City, with 110 acres, enjoyed true sovereignty, thus outranking the Order of Malta.

Naturally the aristocrats who were used to running their own show argued back. [5] Pius didn’t succeed in placing the SMOM under the Vatican watchdog in charge of the other religious orders [6] and finally settled for their promise to revise their constitution in order to curb the practices that were causing criticism of the Church. [7]

A decade later his successor, John XXIII, made a renewed attempt to bring the Knights under papal control. This time the pope wisely avoided the whole sovereignty issue, which was a two-sided sword. After all, between the end of the Papal States and the signing of the Lateran Treaty the Vatican itself had been landless, yet it still claims unbroken sovereignty.

Knights’ new constitution binds them to the pope

No further attempt was made to treat the SMOM like other religious orders and send along Vatican investigators for “apostolic visitations”. Instead, in 1961 the pope obliged them to adopt a new constitution which gives them in-house watchdogs. The new constitution lets the pope appoint a Cardinal Patron (art. 14), who reports directly to him, and it requires papal approval for the appointment of the Prelate to assist the cardinal. (art. 19) The pope also gets control over election of the head of the order, since papal consent is necessary before announcing any new Grand Master.

The Order’s constitution further stipulates that the Grand Master is bound “to execute the acts of the Holy See, insofar as these relate to the Order” (art. 15.2.g). In other words, he has to follow the rules laid down by the pope. And, of course, obedience to the pope is an essential part of being a Grand Master since, in addition to claiming the title of prince, he is also a cardinal of the Roman Catholic Church. [8] On their appointment, cardinals must make a Profession of Faith, which states that they must observe all the Church laws. [9]

At the end of the ten-year power struggle between the knights and the Vatican it was the pope who emerged as the winner: The Order maintained that it was sovereign and therefore not subject to anyone. The Vatican replied that the Order was not subject to anyone except the Holy See”. [10]


“To let the hand be kissed is a demonstration of blessing bestowed by a greater Lord on a lesser one.”*

In public the Grand Master underplays the Order of Malta’s allegiance to the Pope, saying only that as a “sovereign state” the SMOM has “diplomatic relations” with the Vatican, just as it does with other states. It’s not strategic for him to admit that as both Cardinal and head of a Catholic religious order he is bound to obey the Pope and promote Church doctrine. In private, however, as this video shows, the allegiance is demonstrated by handkissing and (in those nimble enough) by falling to their knees.

Broad scope of Vatican medical doctrines 

Despite its total dependence on the Vatican ― as reflected in its own constitution and the Grand Master’s rank of cardinal ― the Order of Malta claims in public to be independent. A former Grand Master, Andrew Bertie, claimed that The Order is sovereign, it does not depend on any other state or government and it does not pursue any economic or political goal.” [11] The head of this ostensibly independent organisation is now on the road to sainthood: his beatification process is reported to be getting underway. [12]

Yet, despite his protestations, there is one "government" the SMOM most certainly depends on ― that of the Catholic Church (which is also a national government of the Vatican City State). And this dependence on the Church has wide-reaching medical consequences.

One branch of the SMOM says on its website that “It supports Catholic positions in bioethics and opposition to campaigns to promote abortion, euthanasia and the harvesting of human embryos.” [13] In fact, it opposes not only “campaigns” for these, but also refuses to offer these services or even to refer patients who want them.

Furthermore this policy is more restrictive than may appear at first sight. That’s because the Vatican has redefined all these words. For the Church “abortion” includes the morning-after pill which prevents implantation, “euthanasia” includes letting a patient who wants to die refuse food and drink, and “the harvesting of human embryos” includes using aborted embryos, which would otherwise be wasted, to help save lives.

Well positioned to enforce Vatican health doctrines worldwide

♦  SMOM fundraising includes a new foray into the lucrative American market. In 2015 a social fund-raising event was launched in New York,where, as the organiser said, “The mystique of the order is on our side”. [14]

♦  SMOM distribution of medical supplies: The Order of Malta collects, sorts and distributes medicines and medical equipment to hospitals worldwide. [15] What are the chances that the SMOM is going to include condoms or that it will supply hospitals with family planning programmes, let alone abortion clinics? = You know who is pushing for all these medical sorceries who kill thousand and thousand of peoples. It's a lot of money for the Vatican.

In Honduras, the AIDS capital of Central America, the SMOM is increasingly active, reporting that “in the last few years distributions amounted to a value of US$45 million.”

[16] Honduras is also where the newly-elected Pope Benedict XVI was confronted with open defiance of Vatican policies by Catholic-run AIDS prevention programmes. In 2005 the director of a hospice said, “As a Catholic charity we can’t hand out condoms but we give advice about them and make sure people know where to get them”. [17]

However, the SMOM which is expanding its influence in Honduras is directly under Vatican control. There is no need to rein in the SMOM, as was done in 2011 to the worldwide Catholic charity, Caritas. [18]

♦  SMOM control of end-of-life care: “Care for the terminally ill in hospitals, hospices and at home has developed during recent years into one of the key projects among the Order’s activities.” [19]

♦  SMOM care of pregnant women, including rape victims: In the Dominican Republic the Order of Malta runs mother-and-child clinics which offer “a wide range of antenatal and postnatal services”. [20] The SMOM does not permit abortion and those family planning methods that it defines as such (like the pill, the IUD and the morning-after pill). Since 2009 the Dominican Constitution has defined life as beginning at conception, which obliges compliance with this Vatican doctrine. [21]

Another focal point for the SMOM is Kenya, where abortions are rarely provided in public hospitals. Thus unsafe abortions account for 35 percent of maternal deaths in Kenya, versus the global average of 13 percent. [22] Rich Kenyans can get safe abortions by travelling abroad, but poor women risk injury or death when terminating a pregnancy. Many are reported by neighbours to the police and jailed for up to 14 years if convicted of terminating a pregnancy. Some women are believed to have died in police cells as they bled to death. [23]

The SMOM points out that Kenya also provides an operational base for the countries to the north, including South Sudan. [24] This is where mass rape was used as a “weapon of war” against the population there [25] and even, by their own army as an electoral tactic in 2010. [26]  However, according to the Vatican doctrine enforced by SMOM health services, these injured girls and women must be forced to bear the resulting babies, whatever the cost to themselves. 



The Order of Malta makes quiet “concordats”

According to its Grand Master, by 2010 the SMOM had made at least 70 of these “cooperation agreements”, “with more on the way”. [27] Sometimes the SMOM operates as the intermediary which delivers the aid funded by a donor nation. The agreements it makes with both donor nations and the recipients of aid are not the usual memoranda of understanding or contracts [28], but instead are set in stone as international treaties between two sovereign nations. In everything but name they are Vatican concordats. Here are a few recent examples (from pp. 18-19) of international treaties of varying degrees of formality, from memoranda of understanding to full "cooperation agreements" (concordats):

2010 ― with Czech Republic, Hungary (making it the country’s largest social service provider), Portugal, Russian Federation.
2011 ― with Liberia, Dominican Republic, Morocco, Kenya (which serves as a base for the Horn of Africa) and Mali (where the SMOM currently acts through the Ordre de Malte France). 
2012 ― with UN Office on Drugs and Crime, International Atomic Energy Agency, France, Guinea, Belgium, Monaco, Republic of Congo.

A cardinal has asked why his own church needs a diplomatic service. [29] The same as been asked for the Order of Malta. The Knights have been criticised for “the maintenance of expensive embassies whose benefit to the local needy and poor is highly questionable”. [30] Shrewd observation. It could be argued that the whole diplomatic apparatus of the SMOM only makes sense if this strangely ceremonial charity was interested in more than just delivering aid. A worldwide charity with diplomatic status is well positioned to further the social and political goals of the Vatican. It specialises in maternity hospitals and hospices which are pivotal for advancing the Church’s “pro-life” programme ― one which some would prefer to call “life at all costs”.

JACKSONVILLE, Fla. (NNS) -- The 2003 Combined Federal Campaign (CFC) is currently underway for Naval Air Station (NAS) Jacksonville and all its tenant commands and departments.

The campaign, which officially kicked off Sept. 15, runs through Nov. 30. It is held each year to help residents of Northeast Florida and Southeast Georgia, the United States and people in need around the world. Last year, 178 local agencies benefited from the drive, enabling them to provide critical services within the NAS Jacksonville community.

Each agency that qualifies for CFC must meet strict eligibility standards. Those who donate to these agencies may direct their contribution to one or more of the eligible national or international charities, or any of the local agencies within our community. The choice is up to the participant.

The goal set for NAS Jacksonville this year is $600,715.

"The base policy is that all our key persons make 100 percent contact with everyone within their command. We hope to have a quick and successful campaign and reach our goal," said Lt. j.g. Felicia Barbour, NAS Jacksonville fund drive coordinator.

Last year, NAS Jacksonville raised $604,357 for CFC.

"We hope to do even better than last year," said Cmdr. Jay Higgins, CFC loaned executive and overall coordinator for Commander, Navy Region Southeast in the tri-base area. "CFC is about people helping people. We need to raise awareness of all the positive things CFC organizations do to help our families, friends and community, and we need to ensure that every Sailor, Marine and civilian member within our region is given the opportunity to help others in need."

The year's theme is "United We Stand, United We Give." The CFC was established by the federal government in 1961. Under the authority of the U.S. Office of Personnel Management, more than 366 regional CFC programs are operated throughout the United States and on overseas military bases. The CFC of Northeast Florida/Southeast Georgia is comprised of 19 counties with nearly 47,150 federal employees and military members.

There are several different ways individuals can donate. They can donate a cash contribution up front, or pledge a specific amount that is withheld regularly from their pay beginning in January continuing through next December.

Many commands also hold special fundraising events to benefit the CFC drive. This year, raffle tickets are being sold with prizes, including a Caribbean cruise for two, a weekend at Sawgrass Marriott and several gift certificates.

Les fonds des principales organisations d’aide chrétienne vont au Hamas.

Le 15 juin 2016, l’agence de sécurité Shin Bet d’Israël a attrapé Muhammad Halabi au passage d’Erez, alors qu’il tentait de retourner dans la Bande de Gaza.

Le Times d’Israël rapporte que Muhammad Halabi était le directeur des opérations de Vision Mondiale pour la Bande de Gaza. Un des plus grands organismes de bienfaisance chrétienne dans le monde, World Vision opère dans environ 100 pays et dispose d’un budget de $2,6 milliards, en grande partie fournis par les gouvernements occidentaux et l’ONU.

Muhammad Halabi a été inculpé par un tribunal israélien pour la canalisation de 60% du budget de Vision Mondiale à sa disposition, soit environ $7,2 millions  par année au profit du Hamas, l’organisation terroriste qui dirige la Bande de Gaza.

En 2005, membre du Hamas d’un jeune âge, Muhammad Halabi a été « trié sur le volet pour infiltrer » World Vision dans le but de détourner des fonds pour le groupe terroriste. L’argent a été utilisé pour creuser des tunnels terroristes, pour l’achat d’armes, et pour la construction de bases militaires.
En outre, « sur environ 40% des fonds de Vision Mondiale pour des projets civils, $1,5 million ont également annuellement été donnés aux bataillons du Hamas, en espèces …  avec environ $4 millions par année qui étaient destinés pour aider les nécessiteux. »
Certains des projets humanitaires fictifs incluaient la construction de serres, le rajeunissement des champs agricoles, des projets de santé mentale et physique, une initiative visant à aider les pêcheurs, un centre de traitements pour les handicapés mentaux et physiques, et la création d’organisations agricoles.

« Tous ces projets ont été utilisés comme un pipeline pour transférer de l’argent au Hamas » a déclaré le Shin Bet.

Dans un communiqué, le Shin Bet a déclaré que son « enquête significative et importante avait démontré, par dessus tout, la manière cynisme et brute avec laquelle le Hamas tire parti des fonds et des ressources des organisations humanitaires d’aides internationales. »

Vision Mondiale, pour sa part, a répondu par : « Sur la base des informations dont nous disposons à l’heure actuelle, nous n’avons aucune raison de croire que les allégations sont vraies. Nous allons examiner attentivement toutes les preuves qui nous seront présentées et nous prendrons les mesures appropriées en fonction de ces éléments ».

De retour en juin, Vision Mondiale avait appelé Muhammad Halabi « un gestionnaire de terrain très respecté et un humanitaire bien considéré, et un collègue de confiance pendant plus d’une décennie. » Vision Mondiale a dit qu’il avait fait « preuve d’un leadership avec compassion au nom des enfants et des communautés de la Bande de Gaza à travers une période difficile, et a toujours travaillé avec diligence et avec professionnalisme dans l’accomplissement de ses fonctions ».

Le New York Times, cependant, rapporte que la branche de Vision Mondiale de l’Australie a une vision bien moins optimiste, en disant être « profondément choqué par ces allégations. Nous voulons aller au fond de cette affaire et nous voulons la vérité ». Le gouvernement australien, pour sa part, a annoncé qu’il suspendait tous les fonds pour les projets de Vision Mondiale dans la Bande de Gaza et en Cisjordanie.

Le Times cite un officiel du Shin Bet qui « a souligné qu’il n’y avait aucune preuve à partir de l’enquête et de l’interrogatoire de Muhammad Halabi que Vision Mondiale ait été au courant de l’utilisation abusive de ses fonds pour la Bande de Gaza » bien que l’affaire « fasse apparaître une absence abyssale de surveillance et de contrôle par l’organisation au sujet de ses dons et de ses projets ».

Mais, le Ministre de la sécurité publique d’Israël, Gilad Erdan, a averti que les groupes terroristes et les groupes d’aide dans la Bande de Gaza sont étroitement reliés et a dit : « Je suppose que dans l’organisation Vision Mondiale, qui est très anti-israélienne, ils ont fermé les yeux. Les connexions qui ont été découvertes aujourd’hui font partie d’un phénomène beaucoup plus large et très grave ».

Vision Mondiale a-t-elle été trompée par son directeur des opérations de la Bande de Gaza, a-t-elle fermé les yeux sur ses détournements de fonds, ou était-ce quelque chose entre les deux ? Bien que nous ne puissions pas répondre à cette question avec confiance, l’organisme israélien de surveillance, NGO Monitor, offre un profil de l’organisation caritative qui suggère, au moins une attitude non-charitable en ce qui concerne Israël et les problèmes de sécurité auxquels Israël est confrontée.

NGO Monitor répertorie les États-Unis, le Royaume-Uni, l’Union Européenne, l’Allemagne, le Canada et l’Australie parmi les donateurs de Vision Mondiale, et dit que l’organisation :


« Favorise un programme hautement politisé et partial, en plaçant le blâme uniquement sur Israël pour la poursuite du conflit et en donnant peu d’attention aux préoccupations légitimes de sécurité d’Israël ou pour le terrorisme palestinien contre des civils israéliens. Vision Mondiale approuve le film, Avec Dieu de Notre Côté, qui attaque le soutien chrétien pour Israël et présente une « théologie anti-juive » et une «incompréhension biaisée des Juifs, des Sionistes, et d’Israël ». Le film a été condamné comme étant partial, simpliste et inexact. »

NGO Monitor indique également que Vision Mondiale « exploite les souffrances des enfants palestiniens dans le but de lancer des attaques politiques contre Israël ». Plus précisément :

 « Vision mondiale encourage un récit à sens unique du conflit israélo-arabe. Après la guerre de la Bande de Gaza de 2014, Vision Mondiale a publié ses premiers comptes-rendus personnels des enfants de la Bande de Gaza, en présentant Israël comme le seul agresseur et en effaçant le contexte du terrorisme du Hamas. Vision mondiale n’a pas réussi à publier une seule trouvaille sur les effets de la guerre sur les enfants israéliens … Dans un article publié dans le Huffington Post, en avril 2012, le président de Vision Mondiale, Richard Stearns, a faussement accusé Israël de restreindre l’accès aux chrétiens palestiniens aux services de Pâques à Jérusalem.

 L’ancien ambassadeur israélien, Michael Oren, a écrit un article en réponse, en disant que « tout chrétien de la Cisjordanie peut venir à Jérusalem pour le Vendredi Saint et pour Pâques » et que « toutes les allégations contraires sont fausses et représentent une tentative téméraire de diffamer l’État Juif ».

Vision mondiale fait également « la promotion de la propagande palestinienne dans les cadres de l’Organisation des Nations Unies » :

« Le 29 novembre 2007, le directeur des relations internationales pour Vision Mondiale, Thomas Getman, a parlé à Genève en utilisant une rhétorique très manipulatrice et chargée d’émotions, qui, selon UN Watch, cherchait à promouvoir la haine d’Israël parmi les délégués. »

Cependant, le cas avec Muhammad Halabi va se jouer, et tout ce qui sera ou ne sera pas révélé au sujet des relations de Vision Mondiale avec ce fonctionnaire, le problème avec Vision Mondiale et de nombreux autres organismes d’aides se trouve dans une insistance dogmatique de présenter les Palestiniens comme les victimes et les Israéliens comme les agresseurs, un dogme qui semble imperméable aux vrais humanitaires et aux considérations morales.

Dans ce cas, comme dans de nombreux autres, comme le fait remarquer le commentateur israélien, Ariel Bolstein, « Quand les fidèles chrétiens dévots dans les églises à travers les États-Unis ont fait don d’un ou deux dollars « pour ces pauvres enfants », les visages souriants à la réception, à l’autre extrémité étaient les terroristes du Hamas de la Bande de Gaza ». »

10 octobre 2016 – Les Nations Unies, en coordination avec le gouvernement haïtien et d'autres partenaires, ont lancé lundi à Genève un appel de fonds humanitaire de 119,8 millions de dollars pour être en mesure de venir en aide à 750.000 Haïtiens affectés par le cyclone Matthew pendant les trois prochains mois.

« Le cyclone Matthew a précipité la pire crise humanitaire en Haïti depuis le séisme de 2010. Depuis que cet ouragan de catégorie 4 est passé sur le sud-ouest d'Haïti avec des vents de 235 km/heure le 4 octobre, les autorités haïtiennes ont fait état d'un bilan de plus de 300 morts. On craint des centaines de morts supplémentaires à mesure que les secouristes atteignent davantage de zones affectées », a dit le Secrétaire général adjoint des Nations Unies aux affaires humanitaires, Stephen O'Brien, dans une déclaration à la presse.

Dès vendredi, pour répondre aux besoins immédiats, l'ONU a débloqué 5 millions de dollars à travers le Fonds central d'intervention d'urgence (CERF).

« Au moins 1,4 million de personnes ont besoin d'aide en ce moment. Des villes et des villages ont été presque rayés de la carte. Des champs et des stocks alimentaires ont été détruits. Au moins 300 écoles ont été endommagées », a souligné pour sa part le Secrétaire général de l'ONU, Ban Ki-moon, lors d'un point de presse à New York.

« Ces chiffres et les besoins augmentent à mesure que davantage de zones affectées sont atteintes. Les tensions sont déjà nombreuses alors que les gens attendent de l'aide. Une réponse massive est nécessaire. Les équipes des Nations Unies travaillent avec les responsables locaux pour évaluer les besoins », a-t-il ajouté.

Le chef de l'ONU a souligné que les conséquences du cyclone incluaient un risque accru de maladies d'origine hydrique, comme le choléra.

M. Ban a rappelé que les Nations Unies avaient développé un programme pour s'attaquer à l'épidémie de choléra qui frappe Haïti depuis 2010. Ce programme consiste à aider les gens affectés par la maladie et à soutenir les efforts pour construire des réseaux d'eau et d'assainissement et un système de santé afin d'aider à éliminer le choléra dans le pays.

« Cette catastrophe rend encore plus impératif le renforcement de notre soutien », a-t-il ajouté. Il a précisé que l'ONU se mobilisait sur tous les fronts pour aider la population, le gouvernement et les groupes locaux tels que la Croix-Rouge.

« Je demande à la communauté internationale de faire preuve de solidarité et de générosité, et de travailler de manière efficace pour répondre à cette situation d'urgence », a déclaré Ban Ki-moon.

Samedi, le Fonds des Nations Unies pour l'enfance (UNICEF), a tiré la sonnette d'alarme sur un risque de regain du choléra dans les zones affectées par le cyclone.

« Les rivières qui débordent, les eaux stagnantes et les cadavres d'êtres humains et d'animaux sont des endroits de reproduction idéale pour les maladies d'origine hydrique », a déclaré le Représentant de l'UNICEF en Haïti, Marc Vincent. « Chaque jour qui passe augmente la menace du choléra. Nous sommes dans une course contre le temps pour atteindre les enfants avant que les maladies ne le fassent ».

MIAMI, Oct. 10, 2016 /Christian Newswire/ --  – Malteser International Americas, a Miami-based global humanitarian relief agency, today announced further relief measures for children and families in Haiti who are suffering from the devastating flooding of Hurricane Matthew.
 
Hurricane Matthew unleashed devastation on Haiti early last Tuesday, costing more than 1,000 people their lives according to local officials, and leaving more than half a million people in desperate need of aid in the slums of the capital Port-au-Prince.
 
Malteser International Americas emergency staff and community partners have been on-the-ground since before the hurricane, positioned to work immediately with survivors. Staff are working in communities providing tools and equipment to re-open streets and stabilize the overflow of waste from drainage channels. The flooded channels have forced human waste into the streets and makeshift living quarters.
 
The agency is also beginning the distribution of critical hygiene kits and the implementation of a community-wide health campaign for people in the severely affected areas of Cité Soleil and Tabarre.
 
"Hurricane Matthew was one of the most devastating storms to strike Haiti in decades. Homes, lives, and livelihoods have been washed away leaving hundreds of thousands of people in urgent need of aid – living in inhumane conditions that threaten to cause an epidemic, like cholera," said Ravi Tripptrap, Executive Director, Malteser International Americas. "We've been in Haiti for 6.5 years and have become a trusted resource in the communities, and we are positioned to immediately help the survivors who need us the most. They need our help now."
 
As is most often the case, the Haitians who were already amongst the most vulnerable community members before the Hurricane, are now suffering the most -- especially small children, single-headed households, and the elderly. Many survivors lost their homes and the few belongings they had.
 
"The storm caused extremely widespread flooding," said Kathrin Jewert, Malteser International Program Coordinator in Haiti. "Many people here were still living in very basic huts following the earthquake that utterly devastated Haiti in 2010. In many cases these were simply washed away."
 
In the south-eastern region of Belle-Anse, one of the poorest areas in the country where we have been teaching Haitians sustainable farming, was virtually cut off because of the damage from the hurricane. The region was in the process of recovering from years of severe drought. More than eighty percent of the crops in this region were destroyed.
 
Malteser has been working in Haiti since the devastating earthquake of 2010. Initial emergency relief efforts were followed by long-term work to strengthen civil society actors, make sustainable improvements to water, sanitation, and hygiene structures; as well as to raise disaster preparedness, and improve the standard of nutrition amongst the population. The agency's projects are located in the slum areas of Cité Soleil and Tabarre, as well as the rural region of Belle-Anse, and are carried out in close cooperation with local partner organizations.

Spread the word! International media, NGOs and humanitarian agencies link cholera to Hurricane Matthew but conveniently forget to mention that the UN is to blame for the epidemic.


And here we go again…



After the 2010 earthquake, very few donations pledged ever actually reached Haiti. The Red Cross notoriously built just six homes with close to half a billion dollars in donations. For the most part, money that did arrive went to relief projects resourced and staffed almost entirely by foreigners. Spearheaded by experts in disaster capitalism, organisations seldom planned for long-term development. Worse still, rarely did they collaborate or engage with Haitian civil society organisations to ensure that they were involving local actors and encouraging the best use of expertise on the ground.



And it seems that with Hurricane Matthew we are still making the same mistakes. Just this week, the UK announced a £5m care package to Haiti. The government will, once again, funnel payments through international bodies and NGOs rather than engage with local communities in Haiti.



Will we ever learn?

NEWPORT, R.I. (NNS) -- An international group of academics, military members, and humanitarian response practitioners attended the Civilian-Military Humanitarian Response Workshop held at U.S. Naval War College (NWC) in Newport, Rhode Island, Oct. 26-27.

This humanitarian-focused workshop was designed to help the U.S. Navy, Marine Corps, Coast Guard, international maritime forces, United Nations Office for the Coordination of Humanitarian Affairs, humanitarian organizations, and academia develop robust research, professional education, training, and development agendas to improve civilian-military (civ-mil) coordination during humanitarian crises.

Dave Polatty, director of NWC's Civilian-Military Humanitarian Response Program and co-chair of the event, said these goals are important to all organizations that respond to complex emergencies and natural disasters.

"We were very fortunate to have some of the leading experts from around the world taking part in these important discussions," he said. "The intent of this event was to create actual research agendas that humanitarian organizations and universities can take away from here and actually start digging into. Those agendas might look at how to create more effective information communications technologies, how to potentially create new education and training programs, how to begin to think through dealing with climate change and urbanization, and other areas of research in civ-mil engagement that can help save lives and alleviate the suffering of vulnerable people impacted by conflicts, complex emergencies, and natural disasters."

The workshop had four specific goals -- enhance the response capacity of key organizations; expand a network of humanitarian response practitioners, academics, and leaders; highlight key opportunities for professional education, training, and development for decision makers to identify best practices; and develop a comprehensive research agenda on civ-mil coordination.

Polatty thinks the wide range of interests represented will help gain a greater understanding for the group.

"The diversity of organizations attending and the expertise of every single person in the room made this a truly extraordinary event," he said. "We had leaders from the United Nations, United States Agency for International Development, U.S. and other militaries, faculty from many of the best universities in the world, and most importantly, practitioners from humanitarian non-governmental organizations that are dealing with complex emergencies and natural disasters every day across the globe."

Dr. Jennifer Leaning, director of the Harvard University FXB Center for Health and Human Rights agrees that wide range of experience among participants benefited everyone.

"It was a robust and vibrant group in terms of experience, knowledge, and commitment to this complicated topic," said Leaning. "I am learning a good deal from some of the experts in the military and the UN about civ-mil collaboration."

This conference will have long-lasting effects, according to Leaning. There will be a road map for future collaborations by providing "not just a guidebook for how civilian humanitarian responders and military can collaborate," she said, "but a set of principles, and case studies, and actual joint experience that will provide us with lessons learned."

Michael Marx, senior civ-mil coordination advisor for the UN Office for the Coordination of Humanitarian Affairs, agrees.

"The workshop has gone a long way in helping build trust and relationships within the humanitarian ecosystem that will help us respond more efficiently and predictably in the future," said Marx.

The workshop included attendees from Brown University's Humanitarian Innovation Initiative, Providence, Rhode Island; Harvard University, Cambridge, Massachusetts; Massachusetts Institute of Technology (MIT), Cambridge, Massachusetts; MIT Lincoln Laboratory, Lexington, Massachusetts; Stanford University, Palo Alto, California; University of Oxford, England; Yale University, New Haven, Connecticut; U.S. Navy; U.S. Marine Corps; Uniformed Services University of the Health Sciences; medical facilities; private industry, humanitarian organizations; U.S. Coast Guard; the International Committee of the Red Cross; Rhode Island Emergency Management Agency; Brigham and Women's Hospital; The Carter Center; U.S. Agency for International Development's Office of Foreign Disaster Assistance; and the United Nations Office for the Coordination of Humanitarian Affairs.

This event was supported by the U.S. Naval War College Foundation, through life member and long-time contributor Edward Polk.

NWC is a one-year resident program that graduates about 600 resident students and about 1,000 distance learning students each year. Its missions include educating and developing leaders, helping define the future of the Navy, supporting combat readiness, and strengthening maritime partnerships. Students earn Joint Professional Military Education (JPME) credit and either a diploma or a master's degree in national security and strategic studies, or defense and strategic studies. Established in 1884, U.S. Naval War College is the oldest institution of its kind in the world. More than 50,000 students have graduated since its first class of nine students in 1885 and about 300 of today's active-duty admirals, generals, and senior executive service leaders are alumni.
