NEURO-MODULATION 2.0 : NEW DEVELOPMENTS IN BRAIN IMPLANTS, SUPER SOLDIERS AND THE TREATMENT OF CHRONIC DISEASE

Brain implants here we come. DARPA just announced the ElectRX program, a $78.9 million attempt to develop miniscule electronic devices that interface directly with the nervous system in the hopes of curing a bunch of chronic conditions, ranging from the psychological (depression, PTSD) to the physical (Crohn’s, arthritis). Of course, the big goal here is to usher in a revolution in neuromodulation—that is, the science of modulating the nervous system to fix an underlying problem.

We have known for a while that neuromodulation is effective. Cochlear implants, for example, use electricity to modulate the auditory nerve (really the whole auditory system), while deep brain stimulation has proven itself effective at regulating erroneous neuralelectrical activity and mitigating everything from the tremors of Parkinson’s to the terrors of chronic pain. The potential is there. But so are the issues.

So far, these implants have been fairly big things — about the size of a deck of cards — which makes their implantation fairly invasive (and thus quite risky). Most state-of-the-art implants also lack precision — the stimulating electrodes are usually placed in roughly the right area, but it’s currently very hard to target a specific nerve fiber (a bundle of nerves). With ElectRx, DARPA wants to miniaturize these neuromodulation implants so that they’re the same size as a nerve fiber. This way they can be implanted with a minimally invasive procedure (through a needle) and attached to specific nerve fibers, for very precise stimulation.



What makes all of this so much more interesting is the fact that, unlike all the other systems of the body, which tend to reject implants, the nervous system is incorporative—meaning it’s almost custom-designed to handle these technologies. In other words, the nervous system is like your desktop computer— as long as you have the right cables, you can hook up just about any peripheral device you want.

And that’s  exactly what DARPA is doing here: they’re giving us the right cables.

Of course, the gap between neuromodulation and neuroaugmentation is slender and the number of abilities—cognitive, emotional, physical—that will be improved is growing. To put this in different terms, earlier versions of this work—also done at DARPA—focused on sensor capability. The goal was to build technology that could monitor a soldier’s brain activity in real time, with the obvious aim of using this to develop better warriors. Those better soldiers have been sidelined for now, as DARPA is now pushing into the far less controversial healing space, but make no mistake this transition is temporary. We’re still building super soldiers, even if we’re soft selling the idea right now.

Cela faisait longtemps que les gens travaillant sur ces immondes puces cérébrales (qui, rappelons-le bien fort, permettent le contrôle biologique total des individus !) parlaient de transmission de pensées ( = télépathie) via cette technologie immonde…

Désormais, c’est chose faite, et l’article ci-dessous vous le prouve. Certes, les résultats doivent encore être peaufinés, mais les crapules qui travaillent là-dessus ne se priveront pas de le faire (puisque personne ne s’est bougé pour interdire ces horreurs de quelque façon que ce soit)…

Ceci signifie que, pendant que les citoyens insouciants et naïfs continuent de macérer dans l’ignorance et dans l’apathie les plus crasses, une nouvelle ère de ténèbres vient hélas de s’ouvrir : de nouvelles formes d’espionnages, de communications etc. deviennent désormais possibles, et également de nouvelles formes de crimes (ce que l’élite mondiale n’hésitera pas à réprimer, bien entendu, puisqu’ils n’attendaient que cela) !

Soyons certains que les armées et les services de renseignement se hâteront d’utiliser ceci, et les bandits mondialistes également !

Mais il y a bien PIRE : ceci signifie AUSSI que que les CRIMES DE PENSEE vont prendre vie ! Si une personne pense et envoie un message ou des informations « top secrètes » via cette technologie concernant une personne ou quelque chose, cela pourrait être considéré comme étant un « crime ». Et gageons que les criminels paranoïaques qui dirigent la planète profiteront de cette aubaine pour mettre en place une forme de « POLICE DE LA PENSEE » !

Un long voyage par la pensée !

Pour la première fois de l’histoire, des chercheurs ont réussi à transmettre un message d’Inde en France en utilisant « la force de la pensée » et quasiment sans l’aide de la technologie.

Cette technologie de la « sortie » du cerveau d’ondes cérébrales a atteint une nouvelle étape de son développement. Un chercheur indien a transmis à son collègue français un message en utilisant « la force de la pensée ». The Daily Mail informe que c’est en fait la première fois qu’on a réussi à échanger une information directement d’un cerveau a un autre.

A l’aide d’électroencéphalogrammes, les chercheurs ont comparé les pensées aux impulsions électriques dans le cerveau. Autrefois, c’était l’information produite par une personne qui envoyait des signaux à un appareil, mais au cours des recherches récentes, il a été décidé d’essayer de transmettre des données entre deux personnes.

Les recherches ont été réalisées de la manière suivante: un volontaire de Thiruvananthapuram (Inde) a envoyé un « message mental » en forme de salut à une autre personne prenant part aux recherches et se trouvant à Strasbourg. L’ordinateur a alors «traduit» ce salut pour transmettre, A L’AIDE DE LA STIMULATION ELECTRIQUE, cette pensée à son destinataire, AVEC UN CAPTEUR IMPLANTE DANS SON CERVEAU. Le message a émis auprès du destinataire sous la forme d’éclats de lumière. Un peu plus tard, une seconde expérience a été réalisée, avec un message analogique transmis d’Espagne en France.

Il est à noter aussi que des erreurs furent commises au cours de la deuxième expérience, à hauteur de seulement 15%. 5% des erreurs ont eu lieu pendant le chiffrage, et 10% pendant le déchiffrement.

Selon les chercheurs, c’est la première fois que des gens parviennent à transmettre des données directement d’un cerveau à un autre. LES AUTEURS DU PROJET AFFIRMENT QUE LE CERVEAU HUMAIN SERA CAPABLE DE COOPERER FACILEMENT AVEC DES ORDINATEURS DANS UN AVENIR PROCHE.

La technologie de la sortie du cerveau des ondes cérébrales a été mise en œuvre dans le cadre de la coopération entre les sociétés Axilum Robotics et Starlab Barcelona, ainsi que l'université de Barcelone et l’école médicale de Harvard.

Cette technologie des ondes cérébrales est souvent utilisée dans différents domaines, comme par exemple de simples simulateurs EN PASSANT PAR DES TECHNOLOGIES MILITAIRES utilisant cette « force de la pensée ». /N

Voilà qui risque de plaire aux amateurs de prophéties bibliques… Si l’idée de la puce n’est pas nouvelle, celle-ci offrant un grand nombre de possibilités, le tatouage numérique fait son petit chemin lui aussi, permettant au final le paiement direct, l’échange de coordonnées par simple poignée de main, certaines applications possibles seront même réservées à un usage …très intime.

Pour le petit rappel: Et il lui fut donné d’animer l’image de la bête, afin que l’image de la bête parlât, et qu’elle fît que tous ceux qui n’adoreraient pas l’image de la bête fussent tués. Et elle fit que tous, petits et grands, riches et pauvres, libres et esclaves, reçussent une marque sur leur main droite ou sur leur front et que personne ne pût acheter ni vendre, sans avoir la marque, le nom de la bête ou le nombre de son nom. C’est ici la sagesse. Que celui qui a de l’intelligence calcule le nombre de la bête. Car c’est un nombre d’homme, et son nombre est six cent soixante-six « . (Apoc. 13/15-16)

Le nombre de la bête, le 666 dans l’apocalypse selon Saint Jean, fait référence au nombre de talents d’or (60,552 kg) reçus chaque année par le roi Salomon en impôts (le nombre d’homme), comprendre par là donc le système financier. Ce tatouage serait donc au niveau prophétique « la marque du système financier » qui pourrait permettre de payer. Divagation prophétique, vous avez dit?

Have you ever just wanted to shake off a bad mood, ASAP? Want to instantly ease that ball of anxiety that seems to live in your stomach? Well, welcome to the future, my friend, because there’s a new product that claims it can help us do just that. A startup company called Thync is releasing a device that can alter your mood and change the way your mind and body feel, the Daily Dot reports. It basically strives to achieve the same sensations you get from coffee, wine, and other mood-stimulating substances without the side effects of jitters, hangovers, or brain damage. Though the company hasn’t released the design specs of the device, it is known that it will be worn on the head and controlled using an app on your smartphone. We also know that the intended release date is 2015, and that the company has $13 million to research and execute this project. 

So how exactly does this strange contraption work, you ask? The algorithm that’s used is called neurosignaling, which targets the naturally occurring sensory fibers in your brain, and the sensory fibers of your cranial nerves in order to shift or enhance your mood. Basically, it will provide electric stimulation waveforms to alter your brainwaves and help you achieve new moods, like feeling more energetic, calm, or focused. These methods are known to the non-scientific community as “magic.”




While there is a bit of an eerie New World/mind control/Big Brother feel to all of this, this piece of technology seems like it could lead to some really exciting things, both recreationally and otherwise. For instance, by stimulating parts of our brains to make us feel calm, the device could have the potential to possibly reduce feelings of stress (which is good, considering all of the health risks that come with it). That being said, the Daily Dot reports that the company currently “is not making any medical claims,” although it is working with the U.S. Food and Drug Administration to see how the product might be regulated.

This isn’t the first device on the market that claims to be able to change the way you feel, however. Mood tech is becoming a new point of fascination for scientists, who are experimenting with innovations ranging from music players that pick out songs based on your mood to mood-improving headsets that sense stress

Regardless of how effective Thync’s product is, I can say one thing is certain — provided that it’s affordable and not too absurd looking, if I ever get my hands on this gadget I will definitely be trying it out under the “chill” setting.

Jay Radcliffe breaks into medical devices for a living, testing for vulnerabilities as a security researcher.

He’s also a diabetic, and gives himself insulin injections instead of relying on an automated insulin pump, which he says could be hacked.

“I’d rather stab myself six times a day with a needle and syringe,” Radcliffe recently told security experts meeting near Washington, D.C. “At this point, those devices are not up to standard.”

Concern about the vulnerability of medical devices like insulin pumps, defibrillators, fetal monitors, and scanners is growing as healthcare facilities increasingly rely on devices that connect with each other, with hospital medical-record systems, and—directly or not—with the Internet.

Radcliffe made headlines in 2011 by showing a hackers’ convention how he could exploit a vulnerability in his insulin pump that might enable an attacker to manipulate the amount of insulin pumped to produce a potentially fatal reaction. Now he talks about going without a pump to raise awareness about the potential for security lapses and the need for better engineering.

While there have been no confirmed reports of cyber criminals gaining access to a medical device and harming patients, the Department of Homeland Security is investigating potential vulnerabilities in about two dozen devices, according to a Reuters report. Hollywood has already spun worst-case scenarios, including a 2012 episode in the Homeland series portraying a plot to kill the vice president by manipulating his pacemaker.

“The good news is, we haven’t seen actual active threats or deliberate attempts against medical devices yet,” said Kevin Fu, a University of Michigan researcher who has made his career testing the vulnerability of medical systems.

The bad news is that hospital medical devices may be vulnerable to hackers simply because they can be the weak link that gives a criminal access to a hospital’s data system—especially if the devices haven’t been updated with the latest security patches, said Ken Hoyme, a scientist at Adventium Labs, a cybersecurity firm in Minneapolis.

In the real world, he said, a hacker is more likely interested in stealing records he can sell than in harming a patient.

“There are not that many bad … guys whose goal in life is to go and randomly mess with patients in hospitals,” Hoyme said. “They want money, not to shut off the ventilator of a particular patient.”

Hospitals are targets because they collect so much data, from patients’ Social Security numbers and financial information, to diagnosis codes and health-insurance policy numbers.

Radcliffe estimates that medical-identity information is worth 10 times more than credit-card information—about $5 to $10 per record on the black market, compared to 50 cents per account for credit-card information.

Crooks can use it to apply for credit, file fake claims with insurers, or buy drugs and medical equipment that can be resold.

And unlike the victims of credit card theft, those with stolen medical identities might not know for months or even years, giving the thieves more time to use their information.

Yet there are few cybersecurity standards for medical devices.

In October, the FDA issued guidance outlining what security features developers should bake into their products when seeking approval for a new device.

Medical devices can be the weak link that gives a criminal access to a hospital’s data system.

The guidelines, which aren’t binding, say that when seeking approval for a new device, manufacturers should detail cybersecurity threats they considered and create better ways to detect when it might have been hacked.

They should also build in protections, such as limiting access to authorized users and restricting software updates only to products with authenticated coding.

While a good start, some security experts say the guidelines should be binding. Others fear that giving them the force of regulation could be more harmful because they would become outdated quickly.

Nonetheless, the FDA’s guidance has, in effect, changed the conversation among device makers from, “‘Do I believe this is a real threat?’ to ‘What do I have to do to satisfy the FDA?’” said Hoyme.

By the end of the year, the agency is expected to issue similar recommendations for devices already on the market.

One reason many existing devices might be vulnerable is they run on defunct operating systems like Windows XP, which Microsoft stopped supporting in April, meaning there won’t be any new security patches. Other, newer devices may have built-in passwords that are difficult to update. Gaining access to them can be fairly easy, which could make them more vulnerable to attack, researchers say. In addition, sometimes, a password is intentionally disabled so it’s easily accessible to medical staff in an emergency.

Hackers can also get into some inadequately protected hospital systems when staff members click on links in emails, not knowing they contain malicious code. Once transmitted to a hospital’s intranet, that malware could find its way into unprotected device software and cause malfunctions, said Hoyme and Fu.

“If cyber criminals decide they can hack into a device to get health records, they won’t think about whether they’re messing with device performance: They’re going after the money,” Hoyme said.

Security experts warn that some of the same design flaws that make medical devices vulnerable would also make breaches hard to track.

“If your iPhone is compromised, it’s a lot more straightforward for someone to determine if it’s been tampered with. We’re not there yet” with medical devices, said Billy Rios, a former Google software engineer turned security consultant.

He describes how he was able to buy a second hand EKG machine, used to measure the heart’s electrical activity, for just $25 online. Some infusion pumps and patient-monitoring systems go for less than $100. That makes devices more readily available to those who want to figure out vulnerabilities to exploit.

“The effort required is so much lower,” he says. “That’s not a good position to be in.”

Hospitals are loathe to talk about device security publicly, but many are working to ensure their systems are stronger.

In a two-year test of information security, experts working for Essentia, a large Midwestern health system, found that many devices were hackable. For instance, they found settings on drug-infusion pumps could be altered remotely to give patients incorrect doses, defibrillators could be manipulated to deliver random shocks, and medical records could be changed.

Stephen Curran, acting director of the Division of Resilience and Infrastructure Coordination with the Department of Health and Human Services, could not say how many facilities have a chief security officer or someone in charge of cybersecurity. But even small facilities have some relatively simple options for boosting the security of devices on their networks, he said, including “routine backups and patching of the systems and the use of anti-virus firewalls.”

Still, while “we definitely see a trend in hospitals to improve their security,” says Mike Ahmadi, global director of critical systems security at cybersecurity firm Codenomicon, vendors have to do more to engineer security.

“The bigger issue is that vendors are not held accountable for writing insecure code,” says researcher Rios. “There’s no incentive … so they don’t invest.”

A few hospitals, including the Mayo Clinic, have started to write security requirements into their procurement contracts.
"Is it possible? Yes. Is it likely? No. No device in the world is absolutely 100 percent secure."

At the University of Texas M.D. Anderson Cancer Center in Houston, any new software application has to be approved by the hospital’s security team, headed by Lessley Stoltenberg, chief information-security officer.

He says device makers also will have to meet a slew of security requirements: Can the device be encrypted? Is there a unique identification for users? If the vendor is hosting the device, what does their system look like in terms of firewalls and other protections? Will the manufacturer provide up-to-date security patches?

Some companies, like Ahmadi’s Codenomicon, specialize in selling software to detect software bugs that could lead to security holes.

While Codenomicon has a number of device makers as customers, those are a fraction of the more than 6,500 medical device manufacturers in the U.S., some of which may not be doing even the most basic testing. Most vendors are small—80 percent have fewer than 50 employees—and many are startups without the capital to invest in a security expert.

So, could hackers target infusion pumps or ventilators?

“Is it possible?” Stoltenberg mused. “Yes. Is it likely? No. No device in the world is absolutely 100 percent secure.”

Concernant “l’invention” des Danois, ce ne sont pas eu qui sont à la base du concept, ce ne pourrait être que leur version de la puce…

D’après mes souvenirs, la puce RFID existe depuis 1997 dans sa forme actuelle.
Il existe d’autres puces bien plus petites qui sont disséminées dans l’alimentation et les vaccins…

Et avec les nanotechnologies, on en respire peut être tous les jours…

Rappelons qu’un but plus dissimulé encore de ces puces est de nous empêcher de nous élever spirituellement et de nous couper de notre connexion divine, comme toutes ces technologies magnétiques qui nous entourent perpétuellement, mais qui apparemment ne fonctionnent pas assez bien au vu du nombre croissant d’humains qui se réveillent…

C’est dire la puissance des énergies qui nous parvient.

Conventional silicon-based computing, which has advanced by leaps and bounds in recent decades, is pushing against its practical limits. DNA computing could help take the digital era to the next level. Scientists are now reporting progress toward that goal with the development of a novel DNA-based GPS. They describe their advance in ACS' The Journal of Physical Chemistry B.

Jian-Jun Shu and colleagues note that Moore's law, which marked its 50th anniversary in April, posited that the number of transistors on a computer chip would double every year. This doubling has enabled smartphone and tablet technology that has revolutionized computing, but continuing the pattern will come with high costs.

In search of a more affordable way forward, scientists are exploring the use of DNA for its programmability, fast processing speeds and tiny size. So far, they have been able to store and process information with the genetic material and perform basic computing tasks. Shu's team set out to take the next step.

The researchers built a programmable DNA-based processor that performs two computing tasks at the same time. On a map of six locations and multiple possible paths, it calculated the shortest routes between two different starting points and two destinations.

The researchers say that in addition to cost- and time-savings over other DNA-based computers, their system could help scientists understand how the brain's "internal GPS" works.

A bi­par­tis­an pair of sen­at­ors Tues­day in­tro­duced le­gis­la­tion aimed at im­prov­ing elec­tron­ic health re­cords’ trans­par­ency and ac­count­ab­il­ity.

Since the spring, Sen­ate Health, Edu­ca­tion, Labor, and Pen­sions Com­mit­tee mem­bers have been dis­sect­ing elec­tron­ic health re­cords, un­earth­ing a lit­any of prob­lems with this in­form­a­tion tech­no­logy. And in the middle of one such hear­ing, a bi­par­tis­an con­sensus emerged—one that turned in­to the bill in­tro­duced Tues­day.

As Sen. Shel­don White­house re­calls, he heard Sen. Bill Cas­sidy ask­ing tough ques­tions on gag or­ders bar­ring doc­tors and hos­pit­als from dis­cuss­ing spe­cif­ic glitches in their pur­chased sys­tems. “I said right across the hear­ing room, ‘If you’re look­ing for a co­spon­sor on that, let me know,’” White­house, a Rhode Is­land Demo­crat, told Na­tion­al Journ­al.”

So, the two HELP Com­mit­tee mem­bers teamed up and in­tro­duced the Trust IT Act of 2015 Tues­day. The meas­ure would es­tab­lish a health IT rat­ing sys­tem that lets con­sumers com­pare dif­fer­ent products; ban health IT vendors from hav­ing nondis­clos­ure clauses in con­tracts; re­quire products meet­ing cer­tain se­cur­ity and in­ter­op­er­ab­il­ity re­quire­ments for cer­ti­fic­a­tion; and more.

The bill comes at a time when the HELP Com­mit­tee has made im­prov­ing health in­form­a­tion tech­no­logy a pri­or­ity, and as Obama­care aims to bol­ster the ex­change of health in­form­a­tion through elec­tron­ic health re­cords. Also, the le­gis­la­tion’s in­tro­duc­tion came on the same af­ter­noon that the Health and Hu­man Ser­vices De­part­ment re­leased two fi­nal rules aimed at in­creas­ing in­ter­op­er­ab­il­ity and im­prov­ing pa­tient out­comes.

The com­mit­tee has been hold­ing a series of hear­ings on elec­tron­ic health re­cords since March as it eyes in­tro­du­cing a bi­par­tis­an med­ic­al-in­nov­a­tion bill by the end of this year, and ac­cord­ing to a Re­pub­lic­an HELP aide, Chair­man Lamar Al­ex­an­der ex­pects that much of the newly in­tro­duced bill from White­house and Cas­sidy could be in­cor­por­ated in­to the com­mit­tee’s in­nov­a­tion le­gis­la­tion.

In late April, Al­ex­an­der and the pan­el’s top Demo­crat, Sen. Patty Mur­ray, an­nounced a bi­par­tis­an, full-com­mit­tee work­ing group aimed at find­ing ways to im­prove elec­tron­ic health re­cords. Staff from both parties began meet­ing with health pro­fes­sion­als, health in­form­a­tion tech­no­logy de­velopers, and oth­er ex­perts in the field.

In the chair­man’s words at a June hear­ing, elec­tron­ic health IT is a “tech­no­logy that has great prom­ise, but through bad policy and bad in­cent­ives, it has run off track.”

After those re­marks at a hear­ing titled “Health In­form­a­tion Ex­change: A Path To­wards Im­prov­ing the Qual­ity and Value of Health Care for Pa­tients,” Mur­ray named sev­er­al itemsthat needed im­prov­ing: shar­ing in­form­a­tion between dif­fer­ent sys­tems, known as in­ter­op­er­ab­il­ity; in­creas­ing the ease of shop­ping for elec­tron­ic health re­cord sys­tems; en­sur­ing the se­cur­ity of pa­tients’ health in­form­a­tion; and more. The new le­gis­la­tion ad­dresses some of these is­sues, and in a state­ment to Na­tion­al Journ­al, Mur­ray said: “I truly ap­pre­ci­ate the bi­par­tis­an work Sen­at­ors White­house and Cas­sidy have done to­ward im­prov­ing our health care sys­tem through stronger health in­form­a­tion tech­no­logy. I look for­ward to re­view­ing the le­gis­la­tion and con­tinu­ing our ef­forts to­geth­er to ad­vance med­ic­al in­nov­a­tion for fam­il­ies.”

Part of the new bill deals with gag clauses; a Septem­berPolitico re­port de­tailed that some big firms mar­ket­ing elec­tron­ic re­cord sys­tems have con­tracts bar­ring pro­viders from talk­ing about the bugs in the sys­tems.

“If you have a product which just does not work, the pro­vider can’t tell any­body about that,” Cas­sidy, a Louisi­ana Re­pub­lic­an, told Na­tion­al Journ­al last week. “And so you have tax­pay­er-sub­sid­ized products ba­sic­ally—be­cause people are get­ting such heavy sub­sidies to pur­chase them—which don’t work, but no one can know it.”

The le­gis­la­tion would change this, re­quir­ing health vendors to at­test that they don’t par­ti­cip­ate in cer­tain in­form­a­tion-block­ing tac­tics and al­low­ing the HHS in­spect­or gen­er­al to in­vest­ig­ate such al­leg­a­tions and as­sess pen­al­ties for those en­ga­ging in such prac­tices.

An­oth­er key com­pon­ent of the bill is let­ting health care pro­viders com­pare products based on se­cur­ity, us­ab­il­ity, and in­ter­op­er­ab­il­ity. It would es­tab­lish a health IT rat­ing sys­tem that would be avail­able on­line at the Of­fice of the Na­tion­al Co­ordin­at­or for Health In­form­a­tion Tech­no­logy web­site.

“Right now, after a health IT product is cer­ti­fied for use, there’s no way to en­sure that it con­tin­ues to de­liv­er as prom­ised for doc­tors and pa­tients, and no way to eas­ily com­pare one product to an­oth­er,” White­house said in a press re­lease an­noun­cing the bill. “This bill will es­tab­lish im­port­ant safe­guards to pre­vent sys­tems from un­der­per­form­ing and will grade them on their per­form­ance—changes that will im­prove mar­ket com­pet­i­tion and drive in­nov­a­tion.”

An­oth­er pro­vi­sion of the bill would re­quire that, in or­der to be cer­ti­fied, health IT products would have to meet cer­tain se­cur­ity, in­ter­op­er­ab­il­ity, and user-friendly design re­quire­ments. The over­all goal is bet­ter co­ordin­a­tion, said Cas­sidy, who is a prac­ti­cing phys­i­cian, in the re­lease. “Doc­tors will be able to bet­ter care for their pa­tients and, in turn, de­liv­er on the prom­ise that their in­form­a­tion is be­ing used for their be­ne­fit and not for the be­ne­fit of oth­ers.”

— RFID Canada prescribes solutions to improve efficiency, family responsiveness at Sunnybrook Health Sciences Centre —

ATLANTA — November 3, 2015 — FEIG Electronics, a leading global supplier of RFID readers and antennas, announced that FEIG’s OBID® RFID reader systems are used by the Sunnybrook Health Sciences Centre, a leading teaching hospital and the largest trauma center in Canada, to improve operational efficiency and responsiveness of communications with patients and their families.

Leading RFID technology provider RFID Canada helped Toronto-based Sunnybrook hospital deploy a state-of-the-art RFID solution that includes both proximity and long-range FEIG OBID RFID readers with the help of local system integrators.

RFID was first implemented in Sunnybrook’s out-patient cancer care program in the Odette Cancer Centre, the sixth largest cancer facility in North America.
RFID Canada supplied low-cost, RFID-enabled patient ID cards and integrated FEIG near-field RFID readers into self-serve kiosks, allowing patients to check-in to the center’s appointment software and tracking their progress between the chemotherapy unit, doctor appointments and the pharmacy.

Based on the success of RFID in the cancer care program, Sunnybrook chose to expand the use of the technology. FEIG’s OBID i-scan® UHF LRU1002 long-range readers are now installed to track patients’ progress in and out of 19 operating rooms, where Sunnybrook sees approximately 13,500 surgical patients per year.

Because the patient’s chart travels on the gurney with the patient, RFID tags were affixed to the binders that hold the charts, and antennas were installed at entry doors and check points in the surgical unit. The hospital’s OR Information Management Services staff wrote a custom software program that tracks the patients and their charts coming and going, and records how much time each patient spends in registration, pre-op preparation, the operating room and post-operative recovery. By tracking the time in/ time out of each area, the hospital can be informed if a patient arrived in a room before it was ready, for example, or spent more time than expected in post-anesthetic recovery.

“For utilization reporting, staffing models and patient flow, it is important for us to know and understand how much time each patient spends in each area,” said Ellie Lee, Sunnybrook manager of OR Information Management Services. “RFID is not dependent on a person to enter data into a computer. This is real time data that is dependent on a tag passing an antenna and transmitting data to a reader. RFID allows nursing and allied services to spend more time on patient care, not documentation. It also allows hospital senior administration to make informed decisions.”

Each patient is assigned a unique ID number that they may choose to provide to family members or loved ones. Sunnybrook is installing monitors in the waiting area to display real-time updates on each patient’s whereabouts, to reduce the need for family members to request frequent status reports. The display will show the ID number, instead of a name, in order to protect patient confidentiality.

“The ability to streamline and automate communications duties frees up valuable time for hospital staff to focus on delivering quality patient care,” said Bob Moroz, president of RFID Canada. “FEIG’s versatile RFID readers enabled us to deploy a fully automated system that meets various configuration needs.”

NEW MICROCHIP COULD INCREASE MILITARY INTELLIGENCE POWERS

A new microchip could change life on the battlefield for U.S. troops by bringing the massive data crunching power of multicomputer neural networks — a dream of the 1970s and '80s — into handheld devices. The chip, announced by a team of researchers from MIT and funded by the Defense Advanced Research Projects Agency, or DARPA, could enable a smartphone-sized device to perform deep-learning functions.

What can the military do with deep learning? Effectively executing complex operations in places like Syria, Iraq, and Afghanistan is no longer just a matter of guts and glory. It’s also dependent on accessing and processing information in real time. The military has an abundance of data but always claims a shortage of useful intelligence. Consider that in 2011, during the height of the Iraq and Afghanistan Wars, the U.S. Air Force was processing 1,500 hours of full-motion video and 1,500 still images taken from aerial drones every day.

When satellites or drones collect high-resolution photographs or video, it’s human operators that have to do the job of classifying all the objects in that footage. Did someone just move a missile launcher within range of a forward operating base, or is that just a strangely-shaped pile of debris? Is that white van the same one that was on that street during last month’s IED attack? Or is it a different one? Is that bearded insurgent Abu Bakr al-Baghdadi or just a regular radical?

“Full exploitation of this information is a major challenge,” officials at DARPA wrote in a 2009 announcement on deep learning. “Human observation and analysis of [intelligence, surveillance and reconnaissance] assets is essential, but the training of humans is both expensive and time-consuming. Human performance also varies due to individuals’ capabilities and training, fatigue, boredom, and human attentional capacity.”

The promise of mobile deep learning for the military is in shrinking large “neural networks” into the palm of a soldier’s hand.  Neural networks are a technology that emerged in the 1970s to great hype and fanfare. They’re a method of information processing inspired by organic central nervous systems. Nodes establish links to other nodes in patterns to hold information in a sort of code somewhat the way that the synaptic connections in your brain hold information.

Fitting neural networks (of the sort that perform deep learning) into smaller platforms could enable drones to do that sort of object recognition on board, without sending imagery back to an overworked human analyst or a data processing center halfway around the world. It could also enable a team of special operators to do the same, using their own drones, portable cameras, or other devices, to make positive identifications of people or objects without human analysts far away looking at the footage.

Imagine a special operator getting a push notification the moment that a small camera on the other side of town detects–and correctly identifies–a particular person walking into a particular house. That sort of capability would require computers that are small enough to be inconspicuous in the sorts of places soldiers operate but that can also learn to recognize different people or objects.Those are the among the many military applications for deep learning and neural networks.  

In the seventies and throughout the eighties, the processing power didn’t exist to turn the concept of computer neural networks into anything useful in an information technology environment. Neural networks have since re-emerged thanks to the efforts of Google (and researchers like Andrew Ng at Stanford) who put them back on the map in 2012 with the announcement that they had used neural networks and deep learning to improve by 70 percent the ability of artificial intelligence to correctly recognize objects.  

But neural networks remain energy intensive and relatively inefficient. To do deep learning right, you currently need computational resources in the form of servers or large computers. That means if you want to access deep learning processes on your smartphone it probably has to be connected to the Internet and thus a different computer. That’s not ideal for anyone working from a forward operating base or disaster zone.

“Right now, the networks are pretty complex and are mostly run on high-power [graphical processing units]. You can imagine that if you can bring that functionality to your cell phone or embedded devices, you could still operate even if you don’t have a Wi-Fi connection. You might also want to process locally for privacy reasons. Processing it on your phone also avoids any transmission latency, so that you can react much faster for certain applications.” MIT’s Vivienne Sze explained in a press release. It also would allow for compartmentalizing sensitive intelligence or mission information from wider dissemination.  

Here’s how it works: the MIT researchers’ breakthrough microchip, dubbed “Eyeriss,” minimizes the number of times that the chip’s 168 cores have to access a memory bank, a process that eats away at energy efficiency in conventional graphical processing units, or GPU, chips. Every core in Eyeriss has its own memory. In effect, it’s like creating the functionality of 168 chips on a wafer where there was just one. That could lead to a pocket–sized device that can perform deep learning functions independently, potentially bringing a lot more brains into the devices that soldiers carry with them into the precision-guided counterterrorism battles of today and tomorrow.

I may be a more-than-full-time health freedom activist, but I am also a physician and scientist so my “light reading” includes heavy science.

Let me share with you the most terrifying scientific article I recently read: Nanoscale assemblies and their biomedical applications by Tals, et. al. *
.
Nanoscale = Incredibly tiny, virtually undetectable, the right size to fit in, say, a vaccine syringe or a geoengineering aerosol, a carton of milk, a potato or a Peter Paul Almond Joy.
.
Assemblies = things that are introduced as parts that then pull themselves together in your body. Like Morgellan Disease Fibers, for example.
.
Biomedical Applications = doing anything at all that the globalists want to us Useless Eaters: rendering us infertile, giving us cancer, creating auto-immune attacks by our own bodies against ourselves, eating away at various parts of our brains so we cannot feel or do certain things, but can only feel or do others (no disobedience to the State, no anger or resistance, for example) or, as in the now-being-trialed vaccine against homosexuality and pedophilia, none of THAT sort of thing!

Just as surveillance and repression is always cast as helpful to us to protect the children (like vaccinating pregnant women – a truly dastardly act, like taking away our free access to information on the internet lest someone download child pornography, like FDA’s unconstitutional regulation of truthful speech about nutrients to “protect us” from the error of not using drugs and on and on in a repressive State), so these advances in the unholy, thoughtless and incredibly dangerous creation of life and anti-life particles is dressed up as not just useful for us, but for our benefit.

I am going to select some of the things that scare me most about this article. If you are a technical bent, please read it for yourself.

Hold onto your hats. This is going to scare the living daylights out of you, too. And, before I go on, let me say that this technology provides all the reasons that I might ever need to assert my right of Informed Consent (www.DrRimaTruthReports.com/AdvanceVaccineDirective) and NEVER allow anyone to inject anything into my body, no matter what the label says.

You know it won’t say Nagalase or Obedience-Induction Synthetic Protein but that, and worse, could be lurking in any vaccine that you encounter.

“In this review, we initially highlight characteristic features of polymeric nanoscale assemblies as well as those built from biological units (lipids, nucleic acids and proteins).” means we are really happy to present you with a review of how synthetic biology that assembles itself is being used to create new things that have potentially devastating consequences on the recipient- you and yours. And there is really nothing you can do about it!

“Next, we focus on biomedical applications of these nanoscale assemblies, such as cell targeting, drug delivery, bioimaging and vaccine development. In the vaccine development section, we report in more detail the use of virus-like particles and self-assembling polypeptide nanoparticles as new vaccine delivery platforms.”

We are THE SCIENTISTS so we can send anything we want into any part of you or your kids to do anything that we decide to. We can destroy any function in your body or control any part of your DNA we want to. And if we don’t like you, or your race, or your politics, or your economic group? Well, too bad. And there is really nothing you can do about it!

“Nanotechnology encompasses the understanding and control of matter at dimensions between 1 and 100 nm (http://www.nano.gov).” means this stuff is extremely small and has different characteristics than the same sort of thing at a larger scale.

“The aim of this review is twofold: first, to describe new methods of producing nanoscale assemblies … and second, to report novel developments in nanoscale assemblies that can be applied to medical treatments involving diagnosis, prevention and treatment of disease.” or getting rid of individuals and groups, changing biology, changing behaviors. “Following that, nanomaterials composed of biomolecules, such as nucleic acids and proteins (nanoscale bioassemblies), and their potential medical applications will be described. A special focus is given to nanobioassemblies as these are biocompatible and thus avoid toxicity issues, which may be present in polymer nanosystems. Another important point when linking nanotechnology to biology is that those nanoparticles have the same size as biological entities such as ribosomes and viruses “

This is scientific talk for “We are THE SCIENTISTS.  We have no commitment to ethics, morality, common sense, the preservation of life or sanity! We can create life and things that (sic) transcend the rules and limits of life. We can insert things into the body that the body tries to reject, but we can get around that! Our neo-life is made of the same stuff, at the same size, but with properties that no on knows because this stuff, which we are only too happy to insert into your body (and billions of others – after all we are SCIENTISTS: Experimentation is what we do. Consequences? Unintended ones at that? Never mind. We are SCIENTISTS and we are very WELL PAID so devil take the hinder-most!”

Polymer nanocapsules … can act as drug transporters, … shielding casings for enzymes or cells, gene delivery systems…

Gene delivery systems? So you can modify my genetic makeup and expression? GMO people! WOW! ALL this and at tax payer expense, too!

What if I do not want a long acting drug (psycho date rape, perhaps) transported into my blood stream and left there for long periods of time or deadly enzymes?

Self Assembly Nano Bots

Why, these monsters did not even put the thing itself into my body or yours. Nope, they just gave us the working parts which have assembled themselves. So, legally, have they committed trespass since the things decided to damage or kill me? Of course, THE SCIENTISTS may say that they could not control the way they replicated and what they turned into in my body. They were just following orders; just following “the science.”

NOT!

…nanoscale bioassemblies are nanomaterials created from biological building blocks, which can be used for biomedical applications, such as drug delivery, gene therapy, vaccination and bioimaging.”

So we take the building blocks of life and biology and we turn them into things that have never existed and we inject them into your body or your child’s and then we deliver drugs, genes, vaccines and take a look around.

We are THE SCIENTISTS and you are the experimental lab rats so you, of course, do not need to know this is happening.
.
And while we are thinking about it, what drugs? what genes? What vaccines? And just what are you looking at? Do we get an Informed Consent choice about what they insert into us?  Of course, they wrongly believe, we do not. They are THE SCIENTISTS and the Corporate State owns our bodies, doesn’t it?

” Liposomes, DNA, proteins and VLPs have been extensively investigated as materials in bionanotechnology. VLPs consist of the virus capsid devoid of genetic material.”

This is science speak for “This one is great! We take the protein coat of a virus, scoop out the DNA and then put it into your body. Actually, we are already doing that with Gardasil and Cervarix. Both were approved by the FDA on condition that the scoop was complete and that there would be no viral DNA found in the vaccine. We lied again and hardly anyone noticed.  WE ARE THE SCIENTISTS!

Over Labor Day, 2013, FDA was informed that there was, in fact, very dangerous HPV viral DNA being delivered into the vaccine recipients. “Oh. Well, Um, Never Mind. Nothing to see here, move along”, said the FDA allowing Gardasil to wreak its damage on who-knows-how-many? “…both genetic and chemical modification techniques can be used to mould the scaffolds, thereby allowing theoretically unlimited alterations of the nanomaterials with submolecular precision.” means we can create things that have never even thought about existing before and they will be so similar to things the body knows how to deal with that there will be no rejection, no defense, no protection, no preservation of intricate biological plans whose complexity we have not even begun to grasp.

That’s science-speak for “Let’s go muck them up and just kind of see what happens. We are, after all, THE SCIENTISTS!”

If you like depopulation and human experimentation without regard for Informed Consent or human rights, this one is really fun: “One way of achieving local drug retention and sustained release over a prolonged period of time is the triggered release of bioactive molecules by environmental or external stimuli, such as pH, magnetism, temperature and electromagnetic radiation at different radio frequencies.”

So with Smart Dust and microwave towers and smart phones, computers and digital TVs, we are all vulnerable to be hit with radio frequencies to trigger or block whatever we are nano-ized with.
.
“One way of achieving local drug retention and sustained release over a prolonged period of time…” for, say, a poison delivered to your heart or kidneys or brain or ovaries or testes. WOW! The self assembling nanobot delivery system possibilities are endless. At least, until we run out of people to experiment on. But, of course, by then maybe we’ll be able to nano assemble them, too. After all, we are SCIENTISTS!

Next, we get to using actual DNA itself as a delivery system to change…, well, among other things, your DNA. Before I give you the quote, let me ask you a question: Did you sign up to have your DNA altered? Did you give your Informed Consent? Hmmm. Funny, neither did I.

“[DNA Oragami folds the DNA] allowing the single-stranded DNA to bind with the staples creating different shapes, such as five-pointed stars and smiley faces. A computer program is used to predict the sequences of the short ‘staple’ strands.”

Anyone out there know what inserting five pointed star and smiley face DNA does to living creatures, or helping to turn them into dead ones?

Self Assembly Nano Bots

I am reminded of what I was told by nuclear scientists in the former Soviet Union in 1991: Chernobyl was caused by two nuclear scientists who wanted to see what would happen if they over rode all the automatic safety features that kept the nuclear reactor from overheating.

They did not live to find out. But more than a million people have died because they were SCIENTISTS and could do any experiment they like!
.
“While the current DNA delivery systems are (sic) safe and versatile, they do not have the transfection yield of viruses. It is likely that the integration of the smart mechanisms of infection by viruses into forthcoming DNA delivery systems will allow these systems to function similar to viral DNA delivery.”

Now doesn’t that just warm the cockles of your heart? We’ll just fuse the infection mechanisms of viruses with our smiley faced (or very sad) DNA oragami and pump them right into your cells because, you know, we are SCIENTISTS!

And then there’s the WOW factor of scooping out viral RNA or DNA and just using the shells to get things where you want them. It’s fast and easy and getting really cheap. “This … allows the production of custom-designed VLP bioconjugates for biomedical applications such as vaccines, diagnostics and therapeutics, along with its use in other nanotechnological applications.”

Every single technique of nanotechnology mentioned in this article says that it will be good for vaccines. Every single one.
.
I guess someone really, really plans to give us all a lot of very high tech, very expensive and very dangerous, vaccines.

“It is interesting to note that the first two preventive cancer vaccines are VLP based (anti-hepatitis B virus (HBV), to prevent HBV-associated hepatocellular carcinoma, and anti-human papillomavirus (HPV), to prevent HPV-associated cervical carcinoma). It is interesting to note that the first two preventive cancer vaccines are VLP based (anti-hepatitis B virus (HBV), to prevent HBV-associated hepatocellular carcinoma, and anti-human papillomavirus (HPV), to prevent HPV-associated cervical carcinoma)”

It is also interesting to note that HPV vaccines do not prevent cancer since HPV does not cause cancer. What a tiny, silly detail! But we get funded to study this stuff and create this crap because WE ARE THE SCIENTISTS!

Then things get worse. Using parts of bacterial and other cells, vaults or walled spaces can be filled with toxic materials and released into the body. Furthermore, studies have revealed that vaults are non-immunogenic. “[So they are] well suited for biomedical applications involving protection and encapsulation of cargo—whether it be a drug or a biomolecule. Even immunogenic proteins can be encapsulated generating vaccines.”

Vaccines, vaccines, vaccines, You would think that the whole biotech area of nanotechnology is based strictly pumping out those vaccines!

Oh. Maybe it is. Sure looks like it.

I will not bore you further. I think you get the idea. Vaccines are a huge tool of interest for present and future formulation.

No matter how high tech, the biotech damage is the same: put foreign organisms, organelles, molecular shells and the like in us to savage our biology in any way THE SCIENTISTS and their masters choose, or in whatever fashion the unintended consequences produce.   No! These mindless bots in our bodies have no place in any of us, whether children, adults or the elderly.

Les chercheurs affirment avoir mis au point un simulateur qui peut alimenter les informations directement dans le cerveau d'une personne et lui enseigner de nouvelles compétences dans un court laps de temps. Ils pensent que ça pourrait être les premières étapes dans le développement de logiciels de pointe qui feront de l'apprentissage instantané de style Matrix une réalité. 

Les chercheurs de HRL Laboratories, (qui appartient à The Boeing Company et General Motors) basé en Californie, disent qu'ils ont trouvé un moyen d'amplifier l'apprentissage, seulement sur une échelle beaucoup plus petite que dans le film. 

Ils ont étudié les signaux électriques dans le cerveau d'un pilote qualifié pour ensuite introduire les données sur des sujets novices, puisqu'ils avaient appris à piloter un avion sur un simulateur de vol. 

D'après l'étude, publiée dans la revue Frontiers in Human Neuroscience, on a constaté que les sujets ayant reçu la stimulation cérébrale par l'intermédiaire d'électrodes intégrées (stimulation transcrânienne à courant direct tDCS), ont amélioré leurs aptitudes de pilotage avec un taux de 33% qu'un groupe placebo.

Une nouvelle expérience a réussi à régler la fonction du neurotransmetteur appelé "acétylcholine", ce qui permet d'effacer les mauvais souvenirs de notre mémoire. Un nouveau champ de recherche s'ouvre dans le traitement des traumatismes psychiques.

Atlantico : Que pensez-vous des méthodes utilisées pour lutter contre la mémoire traumatique (voir ici)  notamment de "la pilule de propranolol", que les médecins ont prescrit pendant des décennies pour traiter les maladies cardiaques ?

Jacques Dayan  : Le propranolol est un bétabloquant. L’action des bétabloquants la plus connue est de diminuer la pression artérielle ou de ralentir le cœur. L’action de ce médicaments s’exerce en bloquant dans les cellules nerveuses des récepteurs particuliers appelés béta-adrénergiques. Ces récepteurs sont aussi présents dans le cerveau.

L’idée de les utiliser pour faire face aux souvenirs traumatiques est dérivée d’une expérience sur la mémoire des rats qui semble pourvoir être étendue dans son principe à toutes les espèces animales. Révolutionnaire, cette expérience a montré que la mémoire était constamment remaniée. Une phase tout à fait particulière est celle que l’on appelle la reconsolidation. En effet, lorsqu’on demande à un sujet de penser à quelque chose du passé, il réactive un souvenir.

Quand il cesse d’y penser ce souvenir va à nouveau s’inscrire dans la mémoire soit à l’identique soit légèrement modifié. Le principe du traitement par propranolol est celui-ci : on réactive le souvenir douloureux à plusieurs reprises et à chaque fois on prescrit du propranolol, cela va entrainer une discrète et d’ailleurs contestée amnésie partielle du souvenir lui-même, mais surtout une altération du lien entre la mémoire du souvenir et l’émotion qui lui est normalement associée. la personne  pourra se souvenir, avec peut être une certaine altération de la qualité du souvenir, sans avoir peur ni ressentir peur ni malaise. Cette méthode semble avoir de très bons résultats avec 80 à 95 % de succès dans les meilleures séries mais il serait intéressant d’avoir des statistiques dans « la vraie vie ».

Cette pilule est-elle réellement capable d'effacer les mauvais souvenirs ? Si oui, comment ? La recherche doit-elle persévérer dans cette voie ?
 
Les souvenirs ne se sont pas véritablement effacés si l’on utilise la méthode de reconsolidation que je viens de décrire. Par contre si le propranolol est prescrit juste après un traumatisme il pourrait entrainer une amnésie partielle : il affecterait la consolidation.

Une nouvelle expérience (voir ici) a par ailleurs réussi à régler la fonction du neurotransmetteur appelé "acétylcholine" dans le cerveau d'une souris. Quelle est la fonction du neurotransmetteur appelé "acétylcholine" ?
 
L’acétylcholine est un neurotransmetteur généralement excitateur. Il est impliqué dans la mémoire mais aussi par exemple dans l’éveil,  la colère ou la sexualité. Comme les bétabloquants il ralentit le cœur. Surtout il joue un rôle dans la plasticité synaptique, c’est-à-dire la capacité de transformer, réduire
Pouvez-vous expliquer les tenants et les aboutissants de cette expérience ?
 
Cette expérience utilise un technique extraordinaire car elle permet de repérer presque que un à un les neurones en les rendant lumineux. Dans ce cas particulier ce sont les terminaisons des neurones à acétylcholine qui ont été stimulés dans une partie du cerveau très spécifique appelée amygdale qui joue un rôle très important dans la régulation  de la peur.

Une expérience courante pour tester (chez l’animal) la peur apprise consiste à associer un son ou un objet à une expérience désagréable ou douloureuse. Si on représente à nouveau le son ou l’objet même sans déclencher de douleur l’animal a quand même peur. Il faudra lui présenter de nombreuses fois le son ou l’objet pour que la peur le quitte. Ce phénomène s’appelle l’extinction. Il n’efface pas le souvenir de la peur, il crée un autre apprentissage « dessus ».
 La stimulation de ces neurones à acétylcholine réduit l’extinction de la peur conditionnée ce qui en termes simples signifie qu’il faudra plus de temps à la souris et de plus nombreuses expériences favorables pour qu’elle n’ait plus peur lorsqu’on lui présente le stimulus qui était associé à l’ expérience douloureuse.

En augmentant la libération d'acétylcholine dans l'amygdale lors de la formation d'une mémoire traumatique, le traumatisme est resté deux fois plus longtemps dans la mémoire de la souris test que la normale. Les chercheur ont aussi créé des souris sans peur en manipulant des circuits de l'acétylcholine dans le cerveau. La démarche et les résultats obtenus au cours de cette expérience sont-ils novateurs, et si oui pourquoi ?
 
C’est la première fois que l’on travaille sur ce type de récepteur pour ce résultat.

Ces résultats sont-ils applicables à l'homme, notamment comme l'espèrent les chercheurs, afin "d'inverser le syndrome de stress post-traumatique" ?
 
Le type de manipulation effectué rend très difficile pour l’instant son application à l’homme mais a montré de façon définitive que la mémoire émotionnelle peut être manipulée.

 Les chercheurs déclarent avoir pour objectif à long terme de trouver des moyens - potentiellement indépendants de l'administration du médicament - pour augmenter ou diminuer la force des mauvais ou des bon souvenirs spécifiques dans le cerveau. Cette démarche vous parait-elle réalisable ?
 
En principe rien ne s’oppose à la réalisation de ces objectifs mais les obstacles techniques apparaissent importants et on ne peut conclure que le projet sera réalisable avec certitude.

Avoir pour objectif d’effacer les mauvais souvenirs de la mémoire ne soulève-t-il pas des problèmes éthiques ? Si oui, lesquels ?
 
Altérer la mémoire elle-même ou la relation entre mémoire et peur soulève d’énormes problèmes éthiques. Les commissions d’éthique aux USA se sont opposées à l’administration préventive du propranolol après un évènement potentiellement traumatique comme par exemple un accident de la voie publique ou un attentat. Elles mettent en avant qu’il existera peu de personnes réellement traumatisées mais surtout que la personnalité elle-même sera artificiellement altérée. Toutefois, l’utilisation thérapeutique est moins discutée, l’argument étant que le stress post traumatique est déjà une altération de la personnalité.

A handful of government agencies think next-generation cybersecurity will work like the human brain — or better.

The Defense and Energy departments are among a group of federal organizations that think brain-inspired nanotechnology could help the government protect its networks, according to a white paper published in July.

Eventually, this technology could help agencies prevent unauthorized access to networks, pick up on anomalous user behavior and help with situational awareness, the paper said.

These nanoscale developments, which might involve combining biological with synthetic material, could also help organizations monitor energy or weapons systems "that require software (or combination of multiple codes) so complicated that it exceeds a human’s ability to write and verify the software and its performance," the paper said.

Scientists also could use this technology to quickly create personalized treatments for individual patients, build more complex networks, or eventually allow "advanced robots to work safely alongside people."

Last October, the White House announced a nanotechnology-inspired Grand Challenge, which asked researchers to "[c]reate a new type of computer that can proactively interpret and learn from data, solve unfamiliar problems using what it has learned, and operate with the energy efficiency of the human brain.”

The agencies writing the white paper outlined several timeline benchmarks for nanotechnology development: They anticipate achieving "autonomous capabilities" for routine cyberattacks in the next five years, and the same for sophisticated attacks in the next decade. In 15 years, they expect nanotechnology will evolve to the point where it can help agencies respond to sophisticated attacks "with compact and energy-efficient computing resources.”

The agencies would like scientists to be able to "[t]ranslate knowledge from biology, neuroscience, materials science, physics and engineering" into information that computer system designers can use, over the next five years; also to create programming languages that "do not require deep knowledge and expertise to use."

The ultimate goal is to "minimize expert knowledge requirements in materials or device physics" needed to create new brain-inspired computing systems, the white paper said.

We are at an inflection point in human history. We’re warming to the idea that the digital age is here and we’re starting to take it seriously. And as we come to terms with the notion that digital transformation is not a choice, it’s inevitable, the question many are asking is, if we want to become digital, where do we begin? This article offers some actionable ideas.

A good starting point is to revisit the four “revolutions” driving the current global digital shift. They are key to finding the answers federal organizations seek. According to digital futurist Don Tapscott:
  • The technology revolution continues to deliver industry-disrupting capabilities such as 3-D printing, cognitive computing, the internet of things and cloud-based everything.
  • The social revolution—think social media—changed how and the speed at which we connect, communicate and collaborate by providing real-time information that eliminates boundaries between people, companies and countries.
  • The net revolution is fueled by digital natives—people born into the digital world with bottom-line expectations of speed, participation and value in every interaction—who continue to lead global citizen and employee expectations.
  • Finally, the economic revolution stems from technology’s power to nearly eliminate transaction costs and reduce market friction by removing organizational and national boundaries that hampered global collaboration, production and innovation.
In other words, these revolutions are changing almost everything, from human interactions to technological implementations. Which means we are now forced to examine how these new methods fundamentally change our work and the expectations of value.

To this end, businesses are embracing the notion of becoming mature digital enterprises, and leading organizations are actively applying principles of “strategic digital transformation.” In fact, by 2018, 67 percent of Global 2000 CEOs are expected to have "digital" at the center of their corporate strategy, according to IDC’s top technology predictions. 

Reinforcing this focus, a global MIT Sloan study, "Strategy not Technology Drives Digital Transformation," observed that “Digital strategies in the most mature organizations are developed with an eye on transforming the business … versus solving discrete business problems with individual digital technologies.”

Because the federal government is still just starting its journey, efforts to date have primarily been opportunistic rather than transformative. Agencies have implemented digital “point-solutions” that address a specific requirement or issue rather than creating a digital transformation strategy to serve as a guide for prioritizing and implementing impactful digital solutions step by step.

The good news is, the federal government is primed to make the shift from a transactional to a strategic digital approach as many leaders recognize the impact of the four revolutions. Some federal organizations are already taking steps toward creating digital-age enterprises. Federal organizations are maturing as they realize that simply doing digital things does not make them digital. To take a real digital leap, agencies need to make developing a holistic digital strategy a high priority.

It's All About Humans and Value

It’s important to note "holistic" does not mean doing everything at once, but it does mean thinking through a broad-based set of transformational aspirations and opportunities. An easy way is with a digital transformation maturity model. Deloitte Digital uses Digital DNA to identify characteristics that help organizations assess their current and aspirational states and select the most impactful initiatives to move forward quickly so they will thrive in a digital world.

These characteristics range from Continuously Innovating and Real Time & On-Demand, to Morphing Team Structures and Productive Mobility. This type of approach helps put first things first by identifying areas of transformation with the greatest potential impact to achieve the organization’s digital desires and sequencing them to build essential capabilities and momentum in the most effective and efficient sequence.

Today, federal agencies' areas of need are typically expressed in the following areas:

Reimagining government: How can we establish new operating models for the digital world? Often, efforts in this area target concentrating on human experiences vs. procedure, desired outcomes vs. processes, and transitioning from legacy to new business models and technologies.

Making these changes requires an understanding of where the agency falls within a digital transformation framework that categorizes missions along a spectrum, from those that operate like retail businesses (think U.S. Postal Service), to those that foster research and education (think Education Department and International Trade Administration), to those that regulate or enforce laws and protect the nation (think departments of Homeland Security and Defense). It means identifying the agency’s key digital aspirations, and including the art of the possible in the agency's “brand”—how the agency wants to be experienced and perceived.

Only then can you reimagine what steps the agency could take to create a road map (not a plan) and rewire to quickly drive compliant, digital results. Such a road map should include rethinking delivery models, refocusing on people, retooling and modernizing technology, and creating a culture that marries the digital mindset with our public service ethos to deliver on its mission today and in the future.

Then, organizations can select a few of the most impactful initiatives and get started. Take deliberate steps to deliver incremental value in the direction of the aspirations, learn from experiences, and keep moving forward.

Defining and designing "customer," citizen and employee experiences:
 How can superior experiences be created at every touchpoint? This usually means identifying the diverse "customer" and employee types such as soldiers, analysts, travelers, taxpayers, benefits recipients and visitors. You will want to identify the customer and employee experience and discover their "wants," behaviors and touch points by mapping their journeys (this is not the same as process mapping).

Your organization's data and analytics provide the key to continuously gaining a better understanding of customer and organizational needs and opportunities; making decisions that have a mission, citizen, or employee impact; and providing stakeholders with the new capabilities they seek.


This approach can also improve experiences by delivering digital innovations to customers through products and services, campaigns and touch points, business model innovations, personalized content, data-rich delivery mechanisms and value-creating ecosystems. In other words, it is important to design and build omni-channel experiences that actively engage people where they are and meet their varying digital age expectations.

Digitizing operations: How do we change our operations in support of a digital enterprise? The good news is, by identifying with the digital aspirations and customer experience front-and-center, it becomes clear what operations must be changed to be effective, efficient and rapid to meet digital-era expectations.

This requires reimagining operations and creating a roadmap considering a continuum of digital dimensions and then rewiring front-to-back-office operations as an extension of the broader transition to a digital organization. This means focusing on the evolution from legacy to digital approaches and technologies required to serve customers and deliver missions as desired.

Factors Driving Effectiveness
Establishing a holistic digital strategy that provides services that meet the needs and expectations of customers and employees is an imperative, but it is also far from simple. That said, consider these factors that can help keep your federal digital efforts on track:

Inclusion, diversity and collaboration: Interesting ideas and effective digital implementations thrive on nontraditional participation. Design thinking requires it. The digital age necessitates it. Ensure meaningful involvement of people outside your team, function, organization and industry. It’s surprising how analogous organizations (think emergency room team and a pit crew) bring truly fresh and fierce ideas.

Focus on value: The digital age is the value age. Instead of focusing on digital shiny objects, home in on (hopefully holistic) meaningful impacts. Strategy (and culture), not technology, drives digital transformation,

Put citizens and employees first: Make citizen/employee experience and value the No. 1 priority.

Find new ideas: Take the digital leap by "reimagining" vs. re-engineering or reforming. Look for ways to solve long-standing citizen/customer, mission delivery and operational issues mindful of legal/legislative compliance but unrestrained by the status quo. Remember, regulation and policy can be changed.

Don’t buy the fish before the aquarium: Fish without an aquarium will likely suffer or die. So will “new talent” without a digital-era ecosystem for them to "live" in. Focus on creating a digital-era host environment before you hire or spin off digital age teams.

Protect the people: Insulate digital teams from layers of bureaucracy, policies and other impediments to discovery and innovation. Create momentum and scale as momentum builds.

Shift the culture: Build teams that bring design thinking and disruptive ideas to your transformation.

Think exponentially: Set bold goals to achieve factors of 10X impact. Defeat incrementalism within the government, and allow failure.

Create agile execution: Treat digital-age initiatives like research and development. Learn to develop and try ideas in short iterative sprints conducted by empowered teams.

Federal Digital Enterprises Are on the Rise

The federal journey to the digital age from the previous industrial and information ages has started with opportunistic digitization targets. The tipping point comes with envisioning the agency’s digital future, creating a digital enterprise strategy, and then deliberately and iteratively implementing initiatives.

If private industry success is an indicator of potential federal success, agencies can look forward to a future of improved mission results, growing citizen and employee satisfaction, innovation in every function, and increased agency efficiency and performance.

The digital age is here. Becoming digital is not a question of if, but when, and we now have the opportunity and the imperative to take the digital leap that advances federal service and allows our remarkable country to excel.
