We’ve all been warned that it is coming, but as SHTFPlan.com's Mac Slavo notes, what is disturbing is that while technology surrounds us and *some* have concerns about privacy, most shrug at the massive amounts of data they are collecting about our lives, and the incredible level of control the system now has over each individual.

This bill passed, clinging to the broadest base of “good intentions” that it could muster, i.e. caring for those with disabilities and decline with age.
 
But in reality, it is a nose under the tent for a system that needs the ability to microchip dissenters, and to force cooperation on the part of the general population. In effect, everyone is now under their thumb with this, because anyone could doesn’t go along with the mass conditioning will be labeled ‘mentally –––’ and branded with a track-and-control chip. Game over.
 
At the first sign of suspicious behavior, or troubling social media profile, or a misunderstanding during an encounter, police and medical personnel – among others – will have the authority to declare someone ‘mentally disabled’ (or incapacitated, or temporarily insane, or unsound of mind, or whatever label is handy) just because they express discontent, anger or outage at the state of the world and political affairs. “Fake news” journalists can be shut down, and “conspiracy minded” individuals controlled… and of course, it will be abused. The tactics used against parents by CPS will be forged together with the creepy total surveillance of the fusion centers, etc. Potentially a very nasty police state.
 
This power will expand, and try again if it is slowed down or rejected. Whether it takes the form of an implanted chip, or a tracking number that is tied to each person, they will stop at nothing short of mark in everyone with identity tied to bank accounts, etc. They will insist you be on the grid in every way… and with this bill, they just got one step closer to controlling the future. All this has been foretold, and yet it is beyond anything anyone could have imagined.


THIS REALLY JUST HAPPENED: House Passed Bill Allowing Government to Microchip Citizens with ‘Mental Disabilities’

Though the bill only targets those with conditions such as Alzheimers and autism, critics say the bill’s passage will open a “pandora’s box” of invasive government surveillance.

Six years ago, NBC Nightly News boldly predicted that all Americans would be fitted with RFID microchips by the year 2017. Though at the time, NBC’s prediction seemed far-fetched, the House recently passed a bill that would bring a micro-chipped populace closer to reality before year’s end. Last Thursday, the House passed HR 4919, also known as Kevin and Avonte’s Law, which would allow the US attorney general to award grants to law enforcement for the creation and operation of “locative tracking technology programs.”

Though the program’s mission is to find “individuals with forms of dementia or children with developmental disabilities who have wandered from safe environments,” it provides no restriction on the tracking programs inclusion of other individuals. The bill would also require the attorney general to work with the secretary of health and human services and unnamed health organizations to establish the “best practices” for the use of tracking devices.

Those in support of the legislation maintain that such programs could prevent tragedies where those with mental or cognitive disabilities wandered into dangerous circumstances. Yet, others have called these good intentions a “Trojan horse” for the expansion of a North American police state as the bill’s language could be very broadly interpreted.

“While this initiative may have noble intentions, ‘small and temporary’ programs in the name of safety and security often evolve into permanent and enlarged bureaucracies that infringe on the American people’s freedoms. That is exactly what we have here. A safety problem exists for people with Alzheimer’s, autism and other mental health issues, so the fix, we are told, is to have the Department of Justice, start a tracking program so we can use some device or method to track these individuals 24/7,” Representative Louie Gohmert (R-TX) said in a floor speech opposing the bill.


Gohmert’s assessment is spot-on. Giving local police the authority to decide who is micro-chipped and who is not based on their mental soundness is a recipe for disaster. Though the bill specifically mentions those with Alzheimer and autism, how long before these tracking programs are extended to those with ADHD and Bipolar disorder among other officially recognized disorders. Even the dislike of authority is considered a mental disorder known as “Oppositional Defiant Disorder,” which could also warrant micro-chipping in the future.

If these programs expand unchecked, how long will it be before all Americans are told that mass microchipping is necessary so that law enforcement and the government can better “protect” them? Many Americans have been content to trade their liberties for increased “security” in the post-9/11 world, particularly when the state uses these talking points. Yet, as Benjamin Franklin once said, “those who surrender freedom for security will not have, nor do they deserve, either one.”

"We're just trying to address as many military needs as possible," said Drexel University Professor Dr. Baruch Ben Dor during his breakout session presentation on cutting-edge traumatic brain injury detection technologies at the 2017 Military Health System Research Symposium in Kissimmee, Florida.

One technology Ben Dor highlighted was an infrascanner device, developed through a multi-university partnership agreement that included Drexel University.

The device uses near-infrared spectroscopy technology to locate pockets of intracranial pressure that may, in turn, indicate a potential TBI. By applying multiple sensors to the head, forehead and limbs, the infrascanner measures the absorbance of light at four separate areas of the brain. The device provides data that is then interpreted by a clinician.

This type of technology, which has been previously used to measure the amount of oxygen in a patient's tissue as well as heart rate, may now serve an important role during en-route care and evacuation scenarios in future battlefield situations.

"This is something like ultrasound was 40 years ago," said Ben Dor. "And so we're excited to take that existing technology and then mold it to whatever is needed in the field."

When it comes to the world of TBI, that willingness to "upcycle" already proven technology is now en vogue as investigators try to not only establish biomarkers for the diagnosis of TBI severity, but also try to develop non-invasive neurological assessment devices for all TBI. For researchers, the buzzword is "fusion."

"While we'd love to have just one device for all our needs, the reality is that we're taking more of a 'Frankenstein's monster' approach to head injury detection and diagnosis," said Dr. Tammy Crowder, manager of the U.S. Army Medical Research and Materiel Command's Neurotrauma and Traumatic Brain Injury portfolio.

Said Crowder, "We're excited about all the products here, but in many ways they're all just one part of the larger whole."

Given that more 360,000 Service Members worldwide have suffered a TBI since 2000, questions about the cause, scope and impact of TBI far outnumber current solutions. In addition, products currently being developed to aid TBI diagnosis are further complicated by the recent Army-wide focus on prolonged field care, which dictates attention to the concepts of miniaturization and portability in addition to reliability.

"Right now we're working on imaging the entire head," said investigator Dr. Jason Riley, referring to the infrared transcranial hematoma imaging device he developed with his private-sector partners. "And even better, we've got the whole thing down to the size of a briefcase, which is a big plus to operators in the field."

While always a high-profile capability gap for the Army, the process of developing diagnosis solutions for TBI and TBI risk factors now stands at a crossroads where the need for immediate solutions collides with a parallel need for compact integrity. For both Ben Dor, whose device is the size of a supermarket scanner, and Riley, whose device is currently engaged in clinical trials, their respective efforts put them at the very leading edge of TBI research.

Said Crowder, "It's truly exciting to watch all these efforts take place right here, right in front of you."

The MHSRS is the DOD's premier scientific annual meeting, which combines three previous conferences, including the former Advanced Technology Applications for Combat Casualty Care Conference; the Air Force Medical Service Medical Research Symposium; and the Navy Medicine Research Conference. By combining these conferences into one event, the meeting serves as a critical strategy session for leaders to set future milestones for the Department of Defense's deployment-related medical research programs, centered on the needs of the Warfighter.

We fund innovative research that tells us how the brain controls our behaviour, how the nervous system functions throughout life in health and disease and how it responds to injury. We also support the development of tools and techniques that help others carry out research on the nervous system. We are particularly interested in multidisciplinary research that will increase our understanding of the brain in health and disease.

The Neurosciences and Mental Health Board is responsible for our programmes and funding in neurosciences and mental health.

All applications for funding for new or existing population cohort studies are required to submit an outline for assessment by the Cohort Strategic Review Group (CSRG).

Applications for funding for clinical (ie. patient specific or disease focussed) cohorts need not follow this process.

Vascular ageing and neurodegenerative diseases are two of the leading health challenges faced by our society, yet there are significant knowledge gaps in current understanding of the biology of ageing as it relates to the central nervous system (CNS), particularly about the interplay between the vasculature and neuronal systems at the mechanistic level. While the area is clinically important it is currently under-researched and MRC has identified the need to build the UK portfolio.

The Neurosciences and Mental Health Board (NMHB) is responsible for the MRC’s investments in disorders of the human nervous system. This includes, and is underpinned, by fundamental research into the human nervous system, its normal development and function, which informs our understanding of the mechanism of disease.

The Board’s strategy includes addressing the challenges of mental illness and neurodegenerative diseases as well as exploring what we can learn from the direct study of human brain tissue to gain insight into the human brain.

To deliver its strategy, the Board supports investigator-led grants within its area of remit, and manages a range of strategic investments and partnerships. We also support the development of tools and techniques that help others carry out research on the nervous system. We are particularly interested in multidisciplinary research that will increase our understanding of the brain in health and disease.

BRAINTREE -- On average, about one in five children and adolescents have a mental illness. In about 50 percent of cases, an illness can be seen and diagnosed in a child before the age of 14. Indicated by statistics, failure to address and seek treatment for youth mental illnesses can have significant negative consequences, including poor performance in school, trouble with the law, unemployment, substance abuse and suicide.

The Archdiocese of Boston and the Franciscan Children's hospital in Brighton took note of the statistics, and after announcing a partnership in October 2017, have publically unveiled a new collaborative program, the "Kids Healthy Minds Initiative," that aims to provide outreach and education throughout the greater Boston area on youth mental illnesses.

In youth experiencing a mental illness, "if we intervene early enough... we could change the downstream effects of suicide, of drug abuse, of early involvement in the criminal justice system, of chronic absenteeism," said Patricia Coffey, Mental Health Educator and Outreach Coordinator at Franciscan Children's, and a point person of the initiative.

Through education, the initiative seeks to increase community awareness about "the youth mental health crisis," teach people to spot possible early signs of mental illnesses, and decrease the stigma and misinformation around mental illnesses.

Coffey, a licensed social worker with her own practice and years of experience serving youth, will be one of the people responsible for providing that education, traveling to parishes and schools across the archdiocese to give presentations.

In a joint interview May 8 with MC Sullivan, Chief Health Care Ethicist and Director for Initiative on Palliative Care and Advanced Care Planning for the Archdiocese of Boston, Coffey said the plan to is roll out the initiative almost in phases. This first year, the idea is to make the presentations available more at an adult level, with a focus on educating parents, clergy, and parish and school staff. In the second year, she will focus on presenting to students, youth groups; mainly children and adolescents.

"It will likely be an hour-long education session... all evidenced based," said Coffey. "We'll talk about the statistics, how prevalent (mental illness) is, as well as the myths and misconceptions about mental illness, so, speaking about stigma."

"Then, we'll review common diagnoses in children and adolescents, and how these diagnoses can be precursors" to later negative effects, she said.

"We'll talk about what we can do as a community to make changes," Coffey continued. "For example, changing our language around mental illness, making it a person-first language. Instead of saying 'that person is bi-polar,' saying 'that person is living with bi-polar disorder.'''

Sullivan, an instrumental figure with Cardinal Seán P. O'Malley in the creating of the initiative, said the "whole person" approach on healthcare will be taught.

A fairly recent but growing approach, "whole person" care addresses a person's physical, mental, and spiritual problems and needs. It has its roots in palliative care, a method of care Sullivan has promoted throughout the country, and Sullivan said that approach will help eliminate some of the stigma that still clouds views on mental illness.

Many people, she said, still view mental illness as a "character flaw," a health issue that isn't actually a health issue. "Whole person" care encourages mental health to be viewed on the same level as physical health, both an influencer of and influenced by it, therefore allowing for a better understanding of the severity of mental illnesses.

"If we shine a light on something, suddenly it normalizes it, it kind of reduces the stark contrast and things start to blend in. I think that's what we have to do in our society, and I think that's part of what will come out of the education that they'll get from Patricia and her colleagues at Franciscan Children's," said Sullivan.

Coffey added that "mental illness should be treated in the same light" as physical illness, that anxiety or depression be viewed in the same way as, for example, diabetes.

The education, in order to reach as many people as possible, can be given through a variety of platforms, including videos, webinars, parish and community meetings, and CCD and confirmation classes.

Franciscan Children's, one of the largest providers of youth mental health services in the state, will largely be responsible for actually providing the education. Sullivan explained that the partnership between the archdiocese and Franciscan Children's has the archdiocese, with its large and diverse audience, more in the role of "opening doors."

"Cardinal Seán -- in his wisdom, and I really believe the spirit is at work through him -- has seen this holistic approach to what makes us fully human," said Sullivan.

"We are body, we are soul, and we are spirit, and how do we treat all that? And we are relational, so we keep the psycho-social stuff going. It's exciting to see what he has put in place for this mosaic of wellness in our archdiocese," she continued.
