A federal appeals judge issued a blistering dissent in a death-row case on Monday, declaring that an execution system that relies on drugs is doomed and the guillotine would be better.

"Using drugs meant for individuals with medical needs to carry out executions is a misguided effort to mask the brutality of executions by making them look serene and peaceful — like something any one of us might experience in our final moments," Judge Alex Kozinski of the Ninth U.S. Circuit Court of Appeals wrote.

"But executions are, in fact, nothing like that. They are brutal, savage events, and nothing the state tries to do can mask that reality. Nor should it. If we as a society want to carry out executions, we should be willing to face the fact that the state is committing a horrendous brutality on our behalf." 

Kozinski went on to suggest that states that want to continue executing prisoners "return to more primitive — and foolproof — methods of execution."
"The guillotine is probably best but seems inconsistent with our national ethos. And the electric chair, hanging and the gas chamber are each subject to occasional mishaps," he continued. "The firing squad strikes me as the most promising. Eight or ten large-caliber rifle bullets fired at close range can inflict massive damage, causing instant death every time."

Kozinski's recommendations came in a dissent he wrote in the case of Joseph Wood, an Arizona prisoner sentenced to die for murdering his girlfriend and her father in 1989.

Wood, 55, is fighting his July 23 execution on First Amendment grounds, arguing that Arizona must provide details about the drugs it plans to use to execute him, including the source.

A three-judge panel of the Ninth Circuit, in a 2-1 ruling, sided with Wood over the weekend, and the Arizona attorney general asked the full court for an en banc rehearing.
It rejected the state's request, but Kozinski dissented and predicted Wood will not get a permanent reprieve.

"I have little doubt that the Supreme Court will thwart this latest attempt to interfere with the State of Arizona’s efforts to carry out its lawful sentence and bring Wood to justice for the heinous crimes he committed a quarter century ago," he said.

"While I believe the state should and will prevail in this case, I don’t understand why the game is worth the candle," Kozinski wrote.

"A tremendous number of taxpayer dollars have gone into defending a procedure that is inherently flawed and ultimately doomed to failure. If the state wishes to continue carrying out executions, it would be better to own up that using drugs is a mistake and come up with something that will work, instead."

The use of lethal injections has been under increased scrutiny in recent months, largely due to the botched execution of Clayton Lockett in Oklahoma, who regained consciousness and writhed in pain midway through the procedure.

States have also faced increasing difficulty in obtaining execution drugs because pharmaceutical companies refuse to sell them for the purpose of killing people. They have turned to less-regulated compounding pharmacies and tried to keep them anonymous to protect them from legal hassles and protests.
A wave of inmates have challenged the secrecy laws and rules, but so far the U.S. Supreme Court has not stopped an execution on that basis — although some states are considering other methods.

Wood's attorney, Dale Baich, said previous lawsuits argued the secrecy violated the Eighth or 14th amendments, while he is making a First Amendment claim.

“The Ninth Circuit has correctly recognized the importance of the information Joseph Wood seeks," Baich said. "Without greater transparency from the state, it's impossible for the public to engage in informed debate, which is the cornerstone of democracy. We look forward to Arizona's compliance with this ruling.”

The Arizona attorney general's office said it plans to ask the U.S. Supreme Court to lift the stay of execution and allow Wood's lethal injection to proceed but had no comment on the judge's dissent.

As Obama Care is being implemented, another “wonderful” burdensome item is being added to the reform of the American Medical industry: the shift to the international medical codes.

In conjunction with Obama Care, every American citizen under international codes to link us to this new, wonderful “international” system. This the International Classification of Diseases (IDC) is part of the part of the “medical coding” under (WHO) the World Health Organization. This basically gives our health information to the United Nations.

As of October 1, 2014 the ICD 9 coding used has an additional 86,000 codes. ICD-10-PCS (Procedure Code System) “mandated” medical coding will add 68,105 codes. There will be 155,000 medical codes for medical professionals to learn and peruse for each patient. According to the Center for Medicare and Medicate (CMS.gov) is being undertaken under revisions mandated by the  Health Insurance Portability Accountability Act (HIPAA).
 



    One of the most gruesome medical codes is  E978.Apparently it is a billable claim number, although I have to wonder who would ever file such a claim for reimbursement under medicaid, medicare, or any other program.



ICD 9 E 978 “Legal Execution

All executions performed at the behest of the judiciary or ruling authority [whether permanent or temporary] as:

  • asphyxiation by gas
  • beheading, decapitation (by guillotine)
  • capital punishment
  • electrocution
  • hanging
  • poisoning
  • shooting
  • other specified means

Yikes! What sort of medical treatment is this?

Ruling authority? A Temporary Ruling Authority engaged in decapitations by guillotine? What sort of nonsense is this? Exactly what is our government planning? And why is this billable under Obama Care? Exactly who would be submitting this bill? Is the “ruling authority” going to be paid for these beheadings by the Affordable Care Act (aka Obama Care)?

Le Hamas annonce créer une "armée populaire".

En Cisjordanie un tract appelle à perpétrer des attaques à la voiture bélier, à tuer des dirigeants israéliens.

Le Hamas a annoncé vendredi la création d’une "armée populaire" dans la bande de Gaza dévastée par trois offensives israéliennes meurtrières, disant "se préparer" à tout nouvel affrontement avec l’Etat hébreu, notamment sur la question du Mont du Temple- Haram al-Sharif au coeur des tensions à Jérusalem.

Lors de célébrations dans le camp de réfugiés de Jabaliya dans la bande de Gaza, le porte-parole des brigades Al-Qassam, la branche armée du mouvement islamiste a salué "la promotion de 2 500 recrues représentant le premier contingent de l’armée populaire pour la libération de la mosquée Al-Aqsa et de la Palestine".

De son côté, Mohammed Abou Askar, un dirigeant du Hamas a affirmé que son mouvement "prépare et équipe l’armée pour que notre peuple soit prêt à tout affrontement avec l’occupant" israélien. "Les inscriptions sont ouvertes aux jeunes comme aux plus âgés, à partir de 20 ans, pour rejoindre au cours des jours à venir l’armée populaire", a-t-il ajouté.

Evoquant la promotion de 2 500 recrues ce vendredi, M. Abou Askar a souligné qu’elle intervenait "au moment où la mosquée Al-Aqsa subit de féroces violations israéliennes", faisant référence aux récents heurts sur l’esplanade des Mosquées dans la Vieille ville de Jérusalem et aux visites de plus en plus fréquentes de fidèles juifs qui réclament le droit de prier sur le Premier Lieu Saint du Judaïsme, ce qui bouleverserait le statu quo entériné en 1967.

Un autre porte-parole des brigades Al-Qassam a par ailleurs affirmé que "les hommes, les armes et les tunnels d’Al-Qassam vont bien", alors que l’Egypte a récemment entamé les travaux pour une zone tampon à sa frontière avec Gaza qui a durement touché le réseau de tunnels du mouvement islamiste, qui a également perdu de nombreux hommes et une large part de son stock d’armes lors de la guerre de l’été contre Israël dans la bande de Gaza.

Appel à de nouvelles attaques à la voiture bélier

Un tract distribué cette semaine en Cisjordanie appelle les activistes islamistes à commettre des attentats à la voiture bélier contre des dirigeants israéliens considérés comme étant des "ennemis d’Al-Asqsa", a révélé vendredi le site israélien nana10.

Les députés Zeev Elkin, Miri Regev, Tzipi Hotoveli, Moshe Feiglin et Danny Danon du parti Likoud ainsi que le ministre de l’Habitat Uri Ariel du Foyer juif apparaissent sur le document.

Les noms, adresses emails et dates de naissance des responsables israéliens visés figurent notamment sur le tract.

Les Palestiniens sont encouragés à perpétrer de nouvelles attaques à la voiture bélier par le biais d’images de véhicules qui rappellent les récents attentats survenus à Jérusalem et en Cisjordanie.

Le tract comporte également un message aux responsables israéliens : "Même si cela prend du temps, vous serez punis pour vos crimes. Les enfants d’Al-Aqsa viendront à vous afin d’effacer votre impureté de ce lieu de pureté".

Un chauffeur palestinien a foncé mercredi sur un groupe de soldats israéliens en Cisjordanie, blessant trois d’entre eux. Quelques heures plus tôt, un terroriste palestinien a fauché avec sa voiture un groupe de piétons qui attendaient près d’une station de tramway à Jérusalem. Un policier israélien d’origine druze est mort sur le coup et un homme a succombé à ses blessures vendredi tandis que quatorze autres personnes ont été blessées.

There is a growing concern that converts to Islam in America and Canada are ready, ideologically willing and certainly able to conduct individual attacks against soldiers, police and innocent civilians. This week the U.S. Department of Homeland Security has called for increased security at some federal buildings. The Associated Press reports:

Security will be increased at various federal government buildings in Washington and other major American cities, the Homeland Security Department announced Tuesday in what it described as a “precautionary step.” The move came one week after a gunman in Ottawa fatally shot a soldier as he stood as a ceremonial guard at Ottawa’s National War Memorial, then stormed the Parliament building. Canadian Prime Minister Stephen Harper called the shooting a terrorist attack.





As Mohammedans wage jihad against U.S. and Canadian citizens, in the name of Allah, the Council of American Islamic Relations (CAIR) has published a list of American individuals and organizations it considers to be “Islamophobic.” The new CAIR website is Islamophobia.org.

The purpose of the CAIR website is, “[T]o monitor and challenge the growing anti-Muslim bigotry in American society. CAIR’s Islamophobia.org site presents detailed profiles of a number of individuals and institutions involved in the American Islamophobia network.” CAIR is characterize by some as a “moderate” Islamic organization. An anonymous quote on the internet states:

On the list are Floridians Allen West, Guy Rogers, USF Professor Jonathan Matusitz, Dr. Rich Swier, Sam Kharoba and Tom Trento. The Islamic State has called for attacks against the United States targeting those who defame Mohammed. Are these men, women and organizations on the CAIR list designed to evoke the deadly passions of those who have joined the Islamic State in the U.S.?

Kevin Carroll A member of the president’s council of Stop Islamization of Nations.
Lauren Green An anchor on the Fox News Channel.
Mano Bakh A key individual with the California group Concerned American Citizens. On its website, the group asserts, “The real source of the devastating 9/11 attack is the Islamic Ideology as prescribed in Quran.”
Rep. Michele Bachmann (R-Minn.) A Minnesota Republican, Bachmann is a member of the U.S. House of Representatives. In June 2012, Bachmann led a group of House Republicans on a series of five letters to federal inspectors alleging that the Muslim Brotherhood was infiltrating the U.S. government. The allegations primarily centered on an aide to former Secretary of State Hillary Clinton and were soundly rejected by Republican leadership.
Mike Huckabee A host on the Fox News Channel and former governor of Arkansas. Huckabee referred to Islam as the “antithesis of the gospel of Christ.” He also seemed to compare Muslim prayer being allowed in a church to the showing of pornographic films.
Nina Cunningham Cunningham serves on the boards of many anti-Islam organizations, including the Center for Security Policy, the David Horowitz Freedom Center, and also the Clarion Project.
Nonie Darwish A founder of Former Muslims United. Darwish asserts that “Islam should be fought and should be conquered and defeated and annihilated.”
Oskar Freysinger A member of the board of directors of Stop Islamization of Nations. He played a leading role in the movement to ban Islamic minarets in Switzerland.
Pamela Geller The cautic mouthpiece of the U.S. Islamophobia network, Geller believes, “Hitler was inspired by Islam.”She blogs atAtlas Shrugs and is a leader with the American Freedom Defense Initiative, Jihad Watch, and Stop the Islamization of Nations. Note: Geller also heads Stop Islamization of America, but this entity is identified as an AFDI project.
Rep. Peter King (R-.N.Y.) Peter King represents a district centered in New York’s, Long Island. He served as chairman of the U.S. House Homeland Security Committee from 2010-2012. King has maintained that “80%, 85% of the mosques in this country are controlled by Islamic fundamentalists,” and that average Muslims “are loyal,” but “don’t come forward, they don’t tell the police what they know”. Additionally in 2007, Representative King said, “Unfortunately, we have too many mosques in this country.”

Rick Joyner Joyner is the president of the Oak Initiative. He is also the founder/director of Morningstar Ministries and the founder/director of Heritage National Ministries. He has authored more than forty books. His book The Harvest lays out some of his views on Islam: “Islamic terrorists will permeate the West with teams that target Christian organizations and leaders. This is in preparation for an Islamic assault upon the entire world. Robert Spencer A prolific member of the U.S. Islamophobia network, Spencer runs the Jihad Watch web site and is also connected with the David Horowitz Freedom Center, the American Freedom Defense Initiative, and Stop Islamization of Nations.Spencer has referred to Islam’s Prophet Muhammad as a “con man. Someone who is knowing [sic] that what he is saying is false, but is fooling his followers.” In the same video he asserts, “From a historical standpoint, it is not even clear that Muhammad existed.”
Roger Ailes Ailes is the president and CEO of Fox News Channel. According to a source who spoke to Rolling Stone, “He has a personal paranoia about people who are Muslim — which is consistent with the ideology of his network.”
Ryan Mauro Mauro is a staff member at the Clarion Project.
Sam Kharoba Kharoba is the founder of the Counter Terrorism Operations Center. He claims to have trained “over 20,000 federal, state and local law enforcement officers. Kharoba has no formal academic degrees in Islamic studies and no experience in law enforcement. His only claim of any qualification is that he has a pre-university level certificate in Arabic culture, but Arabic culture is not Islam; in fact, only 20 percent of the world’s Muslims are Arabs. Upon review, it was found that large sections of Kharoba’s training manual were word-for-word identical to unreliable web-based sources. The investigation found his most common source was Wikipedia.
Scott Saunders Saunders is affilliated with the Virginia Beach, Va. chapter of Act for America.
Shalom Lewis Shalom Lewis is a cleric at the Congregation Etz Chaim synagogue in Marietta, Georgia. Etz Chaim’s website states Lewis “generates a caring warmth”, but his hateful speech about Islam is alarming and barbaric.
Stephanie Reis Reis is the Virginia State Director for Act for America. In 2010, as part of her welcome message for ACT’s Oklahoma chapter, Reis wrote, “The ideology, politics and religion of Islam has one purpose – to bring the world into submission to Islam and under its laws.”
Stephen Coughlin Now a fellow at the Center for Security Policy, Coughlin holds the beleif that belief that Islam “obligates Muslims to use violence in the name of spreading or defending the faith.”
Steven Crowder A Fox News Channel commentator, Crowder alleges “the real problem is the Quran.”

Following the demand by neo-Nazi 'Die Rechte' party, the mayor of the German city of Dortmund asked authorities to ban the party

The party reportedly demanded that the mayor send a list of the city's Jews, a request that the mayor promptly refused, news site Ynet reported Saturday.

According to various reports, the party, known as Die Rechte (The Right), sent a letter to the mayor of Dortmund, Ullrich Sierau, asking for a list of the names of all Jews living in the city and its surroundings, along with their addresses.

According Ynet, Die Rechte said that in order to properly take care of city residents, it needed to know the size of each religious community in order to "do their job.”

Dennis Giemsch, the only city council member from the party, asked that the information be transmitted at a board meeting Wednesday night. His request was denied emphatically.

The Daily Mail reports that the letter was then sent to the North Rhine-Westphalia Ministry of the Interior as part of an effort to ban the party.

The mayor of Dortmund has harshly condemned the demand in a press release, calling it "inhuman."

According to the statement, the municipality said it is "happy that people feel at home in Dortmund."

The municipality also posted a tweet saying that the Jewish community of Dortmund was an integral part of society.

The city's Jewish Council also condemned the neo-Nazi party request, saying that its "true intentions" were evident, calling them "odious, treacherous and anti-Semitic."

Barack Obama a dénoncé des méthodes «contraires» aux valeurs des Etats-Unis. «A aucun moment les techniques d'interrogatoire renforcées de la CIA n'ont permis de recueillir des renseignements relatifs à des menaces imminentes, tels que des informations concernant d'hypothétiques ''bombes à retardement'' dont beaucoup estimaient qu'elles justifiaient ces techniques», déclare dans un résumé la présidente de la commission, la démocrate Dianne Feinstein.

Le rapport accuse aussi la CIA d'avoir menti, non seulement au grand public mais aussi au Congrès et la Maison Blanche, sur l'efficacité du programme, notamment en affirmant que ces techniques avaient permis de «sauver des vies». Quant aux techniques utilisées, «elles étaient brutales et bien pires que ce que la CIA avait décrit aux élus», conclut le rapport.

Des responsables républicains ont immédiatement dénoncé un rapport partisan, une «réécriture d'événements historiques», selon un communiqué de Mitch McConnell, chef des sénateurs républicains, et du vice-président républicain de la commission du Renseignement, Saxby Chambliss.

L'ancien vice-président américain Dick Cheney a défendu dimanche le programme de torture mis en place par la CIA contre des membres présumés d'Al-Qaida au début des années 2000, louant le travail des membres de la CIA qui ont mené les interrogatoires.

«Je suis parfaitement à l'aise: ils devraient être glorifiés, ils devraient être décorés», a déclaré sur NBC Dick Cheney, en poste de 2001 à 2009 sous le président George W. Bush, à l'époque où ont été perpétrés les interrogatoires musclés de terroristes présumés par l'Agence du renseignement américaine.

Le rapport accablant rendu public mardi par le Sénat affirme que la torture menée par la CIA contre les terroristes présumés n'avait permis de récupérer aucune information valable. La commission du Renseignement du Sénat a aussi mis en lumière les mensonges de l'agence du renseignement vis à vis du Congrès et de la Maison Blanche.

Mais pour Dick Cheney, ces interrogatoires menés sous la torture «ont parfaitement fonctionné», a-t-il ajouté. L'ancien vice-président avait déjà fait savoir son désaccord avec les conclusions du rapport sénatorial, affirmant mercredi qu'il était «plein de conneries». «Je pense que ce rapport est déplorable. Il me semble très imparfait. Ils n'ont pas pris la peine d'interroger les personnes clés impliquées dans ce programme», avait-il dit.

Le patron de la CIA, John Brennan, avait également souligné jeudi qu'il n'était pas d'accord avec les conclusions du rapport du Sénat. S'il a reconnu que ses agents avaient utilisé des méthodes d'interrogatoire «répugnantes» après le 11-Septembre, il a affirmé qu'il était impossible de dire si elles avaient été utiles pour obtenir des informations. De nombreuses réformes avaient été menées pour éviter que ce type de dérives ne se reproduise, avait-il aussi noté.

The US Senate Select Committee on Intelligence has released its report on the CIA’s “Detention and Interrogation Program” . The complete document consists of a 6000 page report, which remains classified.

The committee has released a 525-page unclassified summary version for public distribution as well as the executive summary of the full 6000 page report.

BAIER: The end?
You have a lot of critics, some of them say that you should be behind bars.

Colonel Wilkerson who worked for Secretary Powell, said we all have to wear the taint Richard Bruce Cheney brought down on us with his full- throated endorsement of inhuman and evil methods of causing pain, humiliation and harm to other human beings. It’s wrong that there’s no consequences for those who perpetrated it and it’s wrong that Cheney isn’t languishing in a privatized prison somewhere.

CHENEY But remember, the terrorists were not covered by the Geneva Convention. They were unlawful combatants. And under those circumstances, they were not entitled to the normal kinds of courtesies and treatment you would accord to those. Nonetheless, the people we captured, especially the folks that went down to Guantanamo have been treated very well.


9/11 is Cheney’s blanket  justification for extensive crimes against humanity.  

Amply documented, a large number of the detainees were innocent civilians.  

In this interview Cheney provides statements which confirm the criminal nature of the Bush-Cheney administration.

BRET BAIER, FOX NEWS POLITICAL ANCHOR: This is a Fox News Alert. I’m Bret Baier in Washington.

Joining us now, live to discuss this report is former Vice President Dick Cheney. Mr. Vice President, thanks for being here.

DICK CHENEY, FORMER VICE PRESIDENT OF THE UNITED STATES: Good evening — Bret.

BAIER: First of all, your overall impression to this report, what’s in it and its release?

CHENEY: Well, I think it’s a terrible piece of work, basically, it seems to me it’s deeply flawed. They didn’t bother to interview key people involved in the program. And I think that it’s sort of a classic example which you see too often in Washington where a group of politicians get together and sort of throw the professionals under the bus. We have seen it happen before, I can remember, in Iran contra.

What happened here was that we asked the agency to go take steps and put in place programs that are designed to catch the bastards that killed 3,000 of us on 9/11 and to make sure it didn’t happen again. And that’s exactly what they did and they deserve a lot of credit, not the kind of condemnation that they’re receiving from the Senate Democrats.

BAIER: The Feinstein Report suggests that President Bush was not fully briefed on the program and was deliberately kept in the dark by the CIA.

CHENEY: Not true – didn’t happen. Read his book, he talks about it extensively in his memoirs. He was in fact an integral part of the program. He had to approve it before we went forward with it.

BAIER: Was there ever a point when you believe you knew more about the program and how the U.S. government was interrogating than the President did?

CHENEY: I’m not quite sure how to answer that. I mean there were lots of things I read while he was doing other things. He had a much broader portfolio than I did and I spent a lot of my time just on national security. But I think he knew everything he needed to know and wanted to know about the program. There’s no question –

BAIER: What he needed to know — I mean did he know the details? 


CHENEY: I think he knew certainly the techniques that we did discuss the techniques. There’s nothing — there was no effort on our part to keep him from that. He was just as with the terrorist surveillance program. On the terrorist surveillance program, he had to personally sign off on that every 30 to 45 days. So the notion that the committee’s trying to peddle it, somehow the agency was operating on a rogue basis, and we weren’t being told or the President wasn’t being told is just a flat-out lie.

BAIER: I mean the reports suggest it was four years before he –

CHENEY: It’s not true.

BAIER: 2006.

CHENEY: Read his book. He talks about first with respect to the detention program and then with respect to the enhanced interrogation program. It started in the summer of ’02 and he was fully informed.

BAIER: “New York Times writes it this way about the report. “When told about one detainee being chained to the ceiling of his cell, clothed in a diaper and forced to urinate and defecate on himself, even a president known for his dead or alive swagger expressed discomfort — true?

CHENEY: I don’t have any idea. I have never heard of such a thing.

Bret – I guess partly what really bugs me as I watch all this process unfold is the men and women of the CIA did exactly what we wanted to have them do in terms of taking on this program. We said we have got to go use enhanced techniques if we’re going to find out. We’ve got Khalid Sheikh Mohammed who was the mastermind of 9/11, who has killed 3,000 Americans, taken down the World Trade Center, hit the Pentagon, would have taken out the White House or the Capitol Building if in fact it hadn’t been on for the passengers on United 93.

He is in our possession. We know he’s the architect. What are we supposed to do kiss him on both cheeks and please, please tell us what you know? Of course not. We did exactly what needed to be done in order to catch those who were guilty on 9/11 and to prevent a further attack and we were successful on both parts and I think if I –

BAIER: This report says it was not successful.

CHENEY: The report’s full of crap — excuse. I said hooey yesterday and let me use the real word.

BAIER: You’re on cable.

CHENEY: It’s ok, you can bleep it.

BAIER: You’re saying that this led to actionable intelligence?

CHENEY: Absolutely. Look at the statement by the former directors and deputy directors of the CIA issued just within the last 24 hours. It did in fact produce actionable intelligence that was vital in the success of keeping the country safe from further attacks.

BAIER: Mr. Vice President, some of the tactics though described in this report are horrifying. I mean is there anything that U.S. officials/interrogators are alleged to have done that you would consider torture?

CHENEY: I don’t know all the allegations that are out there, torture was something we very carefully avoided. One of the reasons we went to the Justice Department on the program was because we wanted them to tell us, where’s the line legally between what’s acceptable and what isn’t? And they did, that’s what came forth in the legal opinion that we got before proceeding with the program, Bret.

This is in terms of there being some problems in the program — there may well have been. But I don’t think they represented — the Senate report represents the truth of what actually happened. They put together a report without ever talking to anybody who was involved in the program.

BAIER: But at one point this report describes interrogators pureeing food of one detainee and inserting it into his anus — something agency called “rectal rehydration”. I mean is that torture?

CHENEY: I don’t know anything about that specific instance. I can’t speak to that. I guess the question is what are you prepared to do in order to get the truth about future attacks against the United States? Now, that was not one of the authorized or approved techniques, there were 12 of them, as I recall. They were all techniques that we used in training on our own people — even waterboarding.

People have been very concerned about waterboarding, calling it torture. First of all it was not deemed torture by the lawyers, and secondly it worked. And in fact that prevented — provided us the information we needed to prevent future attacks.

BAIER: How intimately involved were you involved in the legal process of setting up that justification? In other words, the frame for torture was narrowed in these legal decisions, a memo in August 2002 that essentially reframed Geneva rules on torture, and said the President had a lot more authority? You were intimately involved.

CHENEY: Strongly supportive of the program, strongly supportive of the opinions coming out of the Justice Department. The work that was done was, I think absolutely essential, absolutely crucial. And I guess the thing that always struck me was how careful the agency was in coming forward and saying yes, we can do the following but we need authorization. We need a legal opinion out of the Justice Departmentabout what’s copacetic, what’s legitimate. And we need the approval of the President of the United States and the National Security Council. And they got both and they did a hell of a job.

BAIER: But you rewrote the justification –

CHENEY: I didn’t rewrite the justification, the lawyers wrote it in the office of legal counsel and the Justice Department.

BAIER: You had an intimate role in –

CHENEY: I am strongly supportive of the program. I didn’t read the opinion and say you’ve got to change this and change that, but my job as vice president who was actively involved in the national security area was to push to get programs like this in place which in fact the CIA said they could produce better results if they had more authority. We got them that authority.

BAIER: You had one detainee, Gul Rahman, who died in captivity in November 2002.

CHENEY: 3,000 Americans died on 9/11 because of what these guys did. And I have no sympathy for them. I don’t know the specific details, I’m sure there were instances cited in the report, I haven’t read the report. But I know for a fact –

BAIER: Now wait — you haven’t read it?

CHENEY: 6,000 pages — no, not yet.

BAIER: No, but how about 500 –

CHENEY: I’ve seen part of it — I read summaries of it.

I keep coming back again to the basic fundamental proposition — Bret. How nice do you want to be to the murderers of 3,000 Americans on 9/11?

BAIER: So what do you say to the people who say Americas is better than these methods? That John McCain takes to the Senate floor yesterday and gives a pretty impassioned speech.

CHENEY: I saw it –

BAIER: Take a listen to a piece of it and then I’ll have your react to it.

JOHN MCCAIN (R), ARIZONA: I dispute wholeheartedly that it was right for them to use these methods, which this report makes clear, were neither in the best interests of justice, nor our security, nor the ideals we have sacrificed so much blood and treasure to defend. BAIER: Your reaction to that, sir.

CHENEY: My reaction to that John is that John and I had a fundamental disagreement about the program. I think that what needed to be done was done. I think we were perfectly justified in doing it and I’d do it again in a minute.

BAIER: So Mr. Vice president we have been attacked, I mean there’s Boston and Fort Hood and other attempts but not a spectacular attack –

CHENEY: Not a mass casualty like 9/11.

BAIER: — since 9/11.

CHENEY: Right.

BAIER: So did the ends justify the means?

CHENEY: Absolutely.

BAIER: No doubt in your mind?

CHENEY: I have no doubt in my mind. I’m totally comfortable with it.

Bret, I think you’ve got to remember partly what was going on as well too during that period of time. We had reporting that al Qaeda was trying to get their hands on nuclear weapons; that they had been dealing with Pakistanis who after all have nuclear weapons. We had the anthrax attacks that went on here at home. There was every reason to expect there was going to be a follow-on attack.

And from our perspective, if you were sitting in my chair, the President’s chair, our job was to keep the country safe and secure and go get those guys who hit us on 9/11. That’s exactly what we did. We did what we felt was necessary. The professionals in the intelligence community especially at the CIA did one hell of a job and they deserve our gratitude.

BAIER: You’ve been supportive of the Obama administration’s use of drone — one of the few things you’re supportive of the Obama administration on –

CHENEY: That’s a fair statement.

BAIER: — to take out terrorists. Do you find it disingenuous — their indignation about these techniques while they’re not interrogating many terrorists at all, they’re killing them in these strikes?

CHENEY: Well, if — we started the drone program and I think under certain circumstances, depending on the target and so forth, it’s the right thing to do. The thing that’s worrisome is they are not capturing anybody. They don’t have an interrogation program.

If they got to Zawahiri tomorrow, the current head of al Qaeda, what would they do with him? I’m perfectly happy to see him dead but he’s a very valuable source of information and intelligence. I think we need first class intelligence programs. I think that’s what we have with respect to enhanced interrogation program with the approval of the President and the National Security Council and the lawyers in the Justice Department. It’s the right thing to do.

BAIER: Sheryl Shelly writes on Facebook, “Had the tactics not been used, what would have happened? What events were prevented?”

CHENEY: Well, I think if you look at the example cited by the former directors, there was a perspective attack on the West Coast on the tallest building on the West Coast, with a hijacked aircraft that was thwarted by this. There are a number of examples that have been laid out over the years.

BAIER: I mean the President talked about it in 2006. Were there others beyond that?

CHENEY: Yes. Look specifically at the statement that was released today by the former directors — Mike Hayden, George Tenet, Porter Goss — where they lay out specifically those things that in their minds, and I think they’re the experts were prevented by virtue of these techniques.

BAIER: Senator Udall took to the floor today saying a Panetta review says that is in your words hooey. He says that there’s just not direct linkage.

CHENEY: Well, I don’t know where he was on 9/11, but he wasn’t in the bunker.

BAIER: The end?

You have a lot of critics, some of them say that you should be behind bars.

Colonel Wilkerson who worked for Secretary Powell, said we all have to wear the taint Richard Bruce Cheney brought down on us with his full- throated endorsement of inhuman and evil methods of causing pain, humiliation and harm to other human beings. It’s wrong that there’s no consequences for those who perpetrated it and it’s wrong that Cheney isn’t languishing in a privatized prison somewhere.

CHENEY: I guess you would have to call him not a fan.

BAIER: Not a fan.

CHENEY: Not a fan.

BAIER: Is there anything to the Geneva Convention, to the world rule of law on this?

CHENEY: Sure there is. But remember, the terrorists were not covered by the Geneva Convention. They were unlawful combatants. And under those circumstances, they were not entitled to the normal kinds of courtesies and treatment you would accord to those. Nonetheless, the people we captured, especially the folks that went down to Guantanamo have been treated very well.

The high-value detainees of al Qaeda after we finished with the interrogation program — all were transferred to al Qaeda, where many of them are today being treated very reasonably. We did what we needed to do to keep this country safe. That was our job and we did it. And I think the agency deserves a lot of credit for it.

BAIER: Last thing — do you think Jeb Bush is going to run?

CHENEY: I don’t know.

BAIER: Do you have a favorite?

CHENEY: I have not signed on to anybody at this point. I don’t want to start naming people or I’ll leave somebody out. But I think it’s going to be a great campaign year and I think we’re going to win.

BAIER: Mr. Vice President, thanks for the time.

CHENEY: It’s good to be here — Bret.

Highlights of the Report

  10. The CIA coordinated the release of classified information to the media, including inaccurate information concerning the effectiveness of the CIA’s enhanced interrogation techniques.
  11. The CIA was unprepared as it began operating its Detention and Interrogation Program more than six months after being granted detention authorities.
  12. The CIA’s management and operation of its Detention and Interrogation Program was deeply flawed throughout the program’s duration, particularly so in 2002 and early 2003.
  13. Two contract psychologists devised the CIA’s enhanced interrogation techniques and played a central role in the operation, assessments, and management of the CIA’s Detention and Interrogation Program. By 2005, the CIA had overwhelmingly outsourced operations related to the program.
  14. CIA detainees were subjected to coercive interrogation techniques that had not been approved by the Department of Justice or had not been authorized by CIA Headquarters.
  15. The CIA did not conduct a comprehensive or accurate accounting of the number of individuals it detained, and held individuals who did not meet the legal standard for detention. The CIA’s claims about the number of detainees held and subjected to its enhanced interrogation techniques were inaccurate.
  16. The CIA failed to adequately evaluate the effectiveness of its enhanced interrogation techniques.
  17. The CIA rarely reprimanded or held personnel accountable for serious or significant violations, inappropriate activities, and systematic and individual management failures.
  18. The CIA marginalized and ignored numerous internal critiques, criticisms, and objections concerning the operation and management of the CIA’s Detention and Interrogation Program.
  19. The CIA’s Detention and Interrogation Program was inherently unsustainable and had effectively ended by 2006 due to unauthorized press disclosures, reduced cooperation from other nations, and legal and oversight concerns.
  20. The CIA’s Detention and Interrogation Program damaged the United States’ standing in the world, and resulted in other significant monetary and non-monetary costs.

The Vatican – the first beast of Revelation 13 – and its military arm – the Jesuits – control the CIA. During the great tribulation of 538 to 1798, the Vatican used some of the most vile devices known to man to torture and kill over 100 million victims: Bible-reading Christians who refused to bow down to the pope's authority.

The Central Intelligence Agency commonly known as the CIA is truly one of most oppressive and demonic entities in the world. The CIA has used all kinds of horrendous techniques, reflecting the Vatican's torturous techniques, in their attempt to obtain information from presumed terrorists.

The following three paragraphs show how the Vatican's Jesuits control the CIA and how Nazi soldiers became part of the CIA after WWII.

In Edmond Paris’s book, printed by Ozark Publications, called The Vatican Against Europe, it gets into great detail of what they did. It calls it—the last 30 years of war is all attributable to the Jesuits, their massacres of the Serbs and Jews, etc. […] the Jesuit General is in complete control of the international intelligence community: that’s the CIA, the FBI, the KGB, the Israeli Mossad, the German BND, the British SIS. The Jesuit General is in COMPLETE CONTROL of the entire intelligence apparatus—FBI, every bureaucratic agency in this country, all of it; he is in complete control of it.

The CIA was built by the Knights of Malta. One of the founders of the CIA was “Wild” Bill Donovan, an Irish Roman Catholic, who are the most fanatical, and his brother was a Dominican priest, Vincent. So, the CIA was founded by this high Roman Catholic, the first head, to solidify the Catholic or the Vatican control of it.

Well, the Jesuits had brought in all of their top Nazi SS soldiers into the CIA because the Jesuits were using the SS to kill the Jews in Europe. […] Now, the CIA was composed of the SS. The CIA now was an arm—and the intelligence arm—of the Vatican.

The United States – the second beast of Revelation 13 – is uniting its military might and spying gathering information techniques to assist the Vatican – the first beast of Revelation 13 – in pushing forward with satan's new world order.

The United States has become a police state with its military strength, militarization of its police force and abuse of executive powers by Obama. Martial law will be triggered in the US; millions of Christians and new world order resisters will pay a dear price by loosing their lives for Christ via the guillotine in all probability at FEMA camps with the CIA's torture techniques. Oddly enough, the use of guillotines is mentioned in Obamacare (Revelation 20:4).

(Vatican Radio) Pope Francis on Thursday called on all men and women of good will to fight for the abolishment of the death penalty in “all of its forms” and for the improvement of prison conditions. The Pope was addressing a group of members of the International Association of Criminal Law whom he received in the Vatican.

In his discourse the Pope also addressed the need to combat the phenomena of human trafficking and of corruption. And he stressed that the fact that the enforcement of legal penalties must always respect human dignity.

In a dense and impassioned discourse to the Jurists assembled in the Vatican for a private audience, Pope Francis said that the “life sentence” is really a “concealed death sentence”, and that is why – he explained – he had it annulled in the Vatican Penal Code.

Many of the off-the-cuff comments  during the Pope’s speech shone the light on how politics and media all too often act as triggers enflaming “violence and private and public acts of vengeance” that are always in search of a scape-goat.

Recalling the words of Saint John Paul II who condemned the death penalty as does the Catechism, Francis decried the practice and denounced  “so-called extrajudicial or extralegal executions” calling them “deliberate homicides” committed by public officials behind the screen of the Law:
“All Christians and people of goodwill are called today to fight not only for the abolition of the death penalty be it legal or illegal, in all of its forms, but also for the improvement of prison conditions in the respect of the human dignity of those who have been deprived of freedom. I link this to the death sentence. In the Penal Code of the Vatican, the sanction of life sentence is no more. A life sentence is a death sentence which is concealed”.

And Pope Francis had words of harsh criticism for all forms of criminality which undermine human dignity, there are forms of his – he said - even within the criminal law system which too often does not respect that dignity when criminal law is applied.

“In the last decades” – the Pope said – “there has been a growing conviction that through public punishment it is possible to solve different and disparate social problems, as if for different diseases one could prescribe the same medicine.” 

He said this conviction has pushed the criminal law system beyond its sanctioning boundaries, and into the “realm of freedom and the rights of persons” without real effectiveness.

“There is the risk of losing sight of the proportionality of penalties that historically reflect the scale of values upheld by the State. The very conception of criminal law and the enforcement of sanctions as an ‘ultima ratio’ in the cases of serious offenses against individual and collective interests have weakened. As has the debate regarding the use of alternative penal sanctions to be used instead of imprisonment”.

Pope Francis speaks of remand or detention of a suspect as a “contemporary form of illicit hidden punishment” concealed by a “patina of legality”, as it enforces “an anticipation of punishment” upon a suspect who has not been convicted. From this – the Pope points out – derives the risk of multiplying the number of detainees still awaiting trial, who are thus convicted without benefiting from the protective rules of a trial. In some countries – he says – this happens in some 50% of all cases with the trickledown effect of terribly overcrowded detention centers:
“The deplorable conditions of detention that take place in different parts of the world are an authentic inhuman and degrading trait, often caused by deficiencies of criminal law, or by a lack of infrastructures and good planning. In many cases they are the result of an arbitrary and merciless exercise of power over persons who have been deprived of freedom.”

Pope Francis also speaks of what he calls “cruel, inhuman and degrading punishments and sanctions,” and compares detention in maximum-security prisons to a “form of torture”. The isolation imposed in these places – he says – causes “mental and physical” suffering that result in an “increased tendency towards suicide”. Torture – the Pope points out – is used not only as a means to obtain “confession or information”:
“It is an authentic ‘surplus’ of pain that is added to the woes of detention. In this way torture is used not only in illegal centers of detention or in modern concentration camps, but also in prisons, in rehabilitation centers for minors, in psychiatric hospitals, in police stations and in other institutions for detention or punishment”.

And Pope Francis said children must be spared the harshness of imprisonment – as must, at least in a limited way – older people, sick people, pregnant women, disabled people as well as parents if they are the sole guardians of minors or persons with disabilities.

The Pope also highlighted one of the criminal phenomena he has always spoken out against vehemently: human trafficking which - he says – is the result of that “cycle of dire poverty” that traps “a billion people” and forces at least 45 million to flee from conflict:           
“Based on the fact that it is impossible to commit such a complex crime as is the trafficking of persons without the complicity, be it active or of omission of action of the State, it is evident that, when the efforts to prevent and combat this phenomenon are not sufficient, we find ourselves before a crime against humanity. This is even truer if those who are responsible for the protection of persons and the safeguard of their freedom become an accomplice of those who trade in human beings; in those cases the State is responsible before its citizens and before the international community”.

Pope Francis dedicates an ample part of his discourse to corruption. The corrupt person – according to the Pope – is a person who takes the “short-cuts of opportunism” that lead him to think of himself as a “winner” who insults and persecutes whoever contradicts him. “Corruption” – the Pope says “is a greater evil than sin”, and more than “be forgiven, must be cured”.

“The criminal sanction is selective. It is like a net that captures only the small fish leaving the big fish to swim free in the ocean. The forms of corruption that must be persecuted with greatest severity are those that cause grave social damage, both in economic and social questions – for example grave fraud against public administration or the dishonest use of administration”.

Concluding, Pope Francis exhorted the jurists to use the criteria of “cautiousness” in the enforcement of criminal sanctions. This – he affirmed – must be the principle that upholds criminal law:
“The respect for human dignity must operate not only to  limit the arbitrariness and the excesses of State officials, but as a criteria of orientation for the persecution and the repression of those behaviors that represent grave attacks against the dignity and the integrity of the human person”.

Faced with a military crackdown in Poland, Ronald Reagan and John Paul II secretly joined forces to keep the Solidarity union alive. They hoped not only to pressure Warsaw but to free all of Eastern Europe.

Only President Ronald Reagan and Pope John Paul II were present in the Vatican Library on Monday, June 7, 1982. It was the first time the two had met, and they talked for 50 minutes. In the same wing of the papal apartments, Agostino Cardinal Casaroli and Archbishop Achille Silvestrini met with Secretary of State Alexander Haig and Judge William Clark, Reagan's National Security Adviser. Most of their discussion focused on Israel's invasion of Lebanon, then in its second day; Haig told them Prime Minister Menachem Begin had assured him that the invasion would not go farther than 25 miles inside Lebanon.

But Reagan and the Pope spent only a few minutes reviewing events in the Middle East. Instead they remained focused on a subject much closer to their heart: Poland and the Soviet dominance of Eastern Europe. In that meeting, Reagan and the Pope agreed to undertake a clandestine campaign to hasten the dissolution of the communist empire. Declares Richard Allen, Reagan's first National Security Adviser: "This was one of the great secret alliances of all time."

The operation was focused on Poland, the most populous of the Soviet satellites in Eastern Europe and the birthplace of John Paul II. Both the Pope and the President were convinced that Poland could be broken out of the Soviet orbit if the Vatican and the U.S. committed their resources to destabilizing the Polish government and keeping the outlawed Solidarity movement alive after the declaration of martial law in 1981.

Until Solidarity's legal status was restored in 1989 it flourished underground, supplied, nurtured and advised largely by the network established under the auspices of Reagan and John Paul II. Tons of equipment--fax machines (the first in Poland), printing presses, transmitters, telephones, shortwave radios, video cameras, photocopiers, telex machines, computers, word processors--were smuggled into Poland via channels established by priests and American agents and representatives of the AFL-CIO and European labor movements. Money for the banned union came from CIA funds, the National Endowment for Democracy, secret accounts in the Vatican and Western trade unions.

Lech Walesa and other leaders of Solidarity received strategic advice--often conveyed by priests or American and European labor experts working undercover in Poland--that reflected the thinking of the Vatican and the Reagan Administration. As the effectiveness of the resistance grew, the stream of information to the West about the internal decisions of the Polish government and the contents of Warsaw's communications with Moscow became a flood. The details came not only from priests but also from spies within the Polish government.

Down with Yalta

According to aides who shared their leaders' view of the world, Reagan and John Paul II refused to accept a fundamental political fact of their lifetimes: the division of Europe as mandated at Yalta and the communist dominance of Eastern Europe. A free, non communist Poland, they were convinced, would be a dagger to the heart of the Soviet empire; and if Poland became democratic, other East European states would follow.

"We both felt that a great mistake had been made at Yalta and something should be done," Reagan says today. "Solidarity was the very weapon for bringing this about, because it was an organization of the laborers of Poland." Nothing quite like Solidarity had ever existed in Eastern Europe, Reagan notes, adding that the workers' union "was contrary to anything the Soviets would want or the communists [in Poland] would want."

According to Solidarity leaders, Walesa and his lieutenants were aware that both Reagan and John Paul II were committed to Solidarity's survival, but they could only guess at the extent of the collaboration. "Officially I didn't know the church was working with the U.S.," says Wojciech Adamiecki, the organizer and editor of underground Solidarity newspapers and now a counselor at the Polish embassy in Washington. "We were told the Pope had warned the Soviets that if they entered Poland he would fly to Poland and stay with the Polish people. The church was of primary assistance. It was half open, half secret. Open as far as humanitarian aid--food, money, medicine, doctors' consultations held in churches, for instance--and secret as far as supporting political activities: distributing printing machines of all kinds, giving us a place for underground meetings, organizing special demonstrations."

At their first meeting, Reagan and John Paul II discussed something else they had in common: both had survived assassination attempts only six weeks apart in 1981, and both believed God had saved them for a special mission. "A close friend of Ronald Reagan's told me the President said, `Look how the evil forces were put in our way and how Providence intervened,'" says Pio Cardinal Laghi, the former apostolic delegate to Washington. According to National Security Adviser Clark, the Pope and Reagan referred to the "miraculous" fact that they had survived. Clark said the men shared "a unity of spiritual view and a unity of vision on the Soviet empire: that right or correctness would ultimately prevail in the divine plan."

"Reagan came in with very simple and strongly held views," says Admiral Bobby Inman, former deputy director of the CIA. "It is a valid point of view that he saw the collapse [of communism] coming and he pushed it--hard." During the first half of 1982, a five-part strategy emerged that was aimed at bringing about the collapse of the Soviet economy, fraying the ties that bound the U.S.S.R. to its client states in the Warsaw Pact and forcing reform inside the Soviet empire. Elements of that strategy included:

-- The U.S. defense buildup already under way, aimed at making it too costly for the Soviets to compete militarily with the U.S. Reagan's Strategic Defense Initiative--Star Wars--became a centerpiece of the strategy.
-- Covert operations aimed at encouraging reform movements in Hungary, Czechoslovakia and Poland.
-- Financial aid to Warsaw Pact nations calibrated to their willingness to protect human rights and undertake political and free-market reforms.
-- Economic isolation of the Soviet Union and the withholding of Western and Japanese technology from Moscow. The Administration focused on denying the U.S.S.R. what it had hoped would be its principal source of hard currency in the 21st century: profits from a transcontinental pipeline to supply natural gas to Western Europe. The 3,600-mile-long pipeline, stretching from Siberia to France, opened on time on Jan. 1, 1984, but on a far smaller scale than the Soviets had hoped.
-- Increased use of Radio Liberty, Voice of America and Radio Free Europe to transmit the Administration's messages to the peoples of Eastern Europe.

Yet in 1982 neither Reagan nor the Pope could anticipate the accession of a Soviet leader like Mikhail Gorbachev, the father of glasnost and perestroika; his efforts at reform unleashed powerful forces that spun out of his control and led to the breakup of the Soviet Union. The Washington-Vatican alliance "didn't cause the fall of communism," observes a U.S. official familiar with the details of the plot to keep Solidarity alive. "Like all great and lucky leaders, the Pope and the President exploited the forces of history to their own ends."

The Crackdown

The campaign by Washington and the Vatican to keep Solidarity alive began immediately after General Wojciech Jaruzelski declared martial law on Dec. 13, 1981. In those dark hours, Poland's communications with the noncommunist world were cut; 6,000 leaders of Solidarity were detained; hundreds were charged with treason, subversion and counterrevolution; nine were killed; and the union was banned. But thousands of others went into hiding, many seeking protection in churches, rectories and with priests. Authorities took Walesa into custody and interned him in a remote hunting lodge.

Shortly after Polish security forces moved into the streets, Reagan called the Pope for his advice. At a series of meetings over the next few days, Reagan discussed his options. "We had a massive row in the Cabinet and the National Security Council about putting together a menu of counteractions," former Secretary of State Haig recalls. "They ranged from sanctions that would have been crushing in their impact on Poland to talking so tough that we would have risked creating another situation like Hungary in '56 or Czechoslovakia in '68."

Haig dispatched Ambassador at Large Vernon Walters, a devout Roman Catholic, to meet with John Paul II. Walters arrived in Rome soon after, and met separately with the Pope and with Cardinal Casaroli, the Vatican secretary of state. Both sides agreed that Solidarity's flame must not be extinguished, that the Soviets must become the focus of an international campaign of isolation, and that the Polish government must be subjected to moral and limited economic pressure.

According to U.S. intelligence sources, the Pope had already advised Walesa through church channels to keep his movement operating underground, and to pass the word to Solidarity's 10 million members not to go into the streets and risk provoking Warsaw Pact intervention or civil war with Polish security forces. Because the communists had cut the direct phone lines between Poland and the Vatican, John Paul II communicated with Jozef Cardinal Glemp in Warsaw via radio. He also dispatched his envoys to Poland to report on the situation. "The Vatican's information was absolutely better and quicker than ours in every respect," says Haig. "Though we had some excellent sources of our own, our information was taking too long to filter through the intelligence bureaucracy."

In the first hours of the crisis, Reagan ordered that the Pope receive as quickly as possible relevant American intelligence, including information from a Polish Deputy Minister of Defense who was secretly reporting to the CIA. Washington also handed over to the Vatican reports and analysis from Colonel Ryszard Kuklinski, a senior member of the Polish general staff, who was a CIA informant until November 1981, when he had to be smuggled out of Poland after he warned that the Soviets were prepared to invade if the Polish government did not impose martial law. Kuklinski had issued a similar warning about a Soviet military action in late 1980, which led the outgoing Carter Administration to send secret messages to Leonid Brezhnev informing him that among the costs of an invasion would be the sale of sophisticated U.S. weapons to China. This time, Kuklinski reported to Washington, Brezhnev had grown more impatient, and a disastrous harvest at home meant that the Kremlin did not need mechanized army units to help bring in the crops and instead could spare them for an invasion. "Anything that we knew that we thought the Pope would not be aware of, we certainly brought it to his attention," says Reagan. "Immediately."

The Catholic Team

The key Administration players were all devout Roman Catholics--CIA chief William Casey, Allen, Clark, Haig, Walters and William Wilson, Reagan's first ambassador to the Vatican. They regarded the U.S.-Vatican relationship as a holy alliance: the moral force of the Pope and the teachings of their church combined with their fierce anticommunism and their notion of American democracy. Yet the mission would have been impossible without the full support of Reagan, who believed fervently in both the benefits and the practical applications of Washington's relationship with the Vatican. One of his earliest goals as President, Reagan says, was to recognize the Vatican as a state "and make them an ally."

According to Admiral John Poindexter, the military assistant to the National Security Adviser when martial law was declared in Poland, Reagan was convinced that the communists had made a huge miscalculation: after allowing Solidarity to operate openly for 16 months before the crackdown, the Polish government would only alienate its countrymen by attempting to cripple the labor movement and, most important, would bring the powerful church into direct conflict with the Polish regime. "I didn't think that this [the decision to impose martial law and crush Solidarity] could stand, because of the history of Poland and the religious aspect and all," Reagan says. Says Cardinal Casaroli: "There was a real coincidence of interests between the U.S. and the Vatican."

The major decisions on funneling aid to Solidarity and responding to the Polish and Soviet governments were made by Reagan, Casey and Clark, in consultation with John Paul II. "Reagan understood these things quite well, including the covert side," says Richard Pipes, the conservative Polish-born scholar who headed the NSC's Soviet and East European desks. "The President talked about the evil of the Soviet system--not its people--and how we had to do everything possible to help these people in Solidarity who were struggling for freedom. People like Haig and Commerce Secretary Malcolm Baldrige and James Baker [White House chief of staff at the time] thought it wasn't realistic. George Bush never said a word. I used to sit behind him, and I never knew what his opinions were. But Reagan really understood what was at stake."

By most accounts, Casey stepped into the vacuum in the first days after the declaration of martial law in Poland and--as he did in Central America--became the principal policy architect. Meanwhile Pipes and the NSC staff began drafting proposals for sanctions. "The object was to drain the Soviets and to lay blame for martial law at their doorstep," says Pipes. "The sanctions were coordinated with Special Operations [the CIA division in charge of covert task forces], and the first objective was to keep Solidarity alive by supplying money, communications and equipment."

"The church was trying to modulate the whole situation," explains one of the NSC officials who directed the effort to curtail the pipeline. "They [church leaders] were in effect trying to create circumstances that would head off the serious threat of Soviet intervention while allowing us to get tougher and tougher; they were part and parcel of virtually all of our deliberations in terms of how we viewed the evolution of government-sponsored repression in Poland--whether it was lessening or getting worse, and how we should proceed."

As for his conversations with Reagan about Poland, Clark says they were usually short. "I don't think I ever had an in-depth, one-on-one, private conversation that existed for more than three minutes with him--on any subject. That might shock you. We had our own code of communication. I knew where he wanted to go on Poland. And that was to take it to its nth possibilities. The President and Casey and I discussed the situation on the ground in Poland constantly: covert operations; who was doing what, where, why and how; and the chances of success." According to Clark, he and Casey directed that the President's daily brief--the PDB, an intelligence summary prepared by the CIA--include a special supplement on secret operations and analysis in Poland.

The Pope himself, not only his deputies, met with American officials to assess events in Poland and the effectiveness of American actions and sent back messages--sometimes by letter, sometimes orally--to Reagan. On almost all his trips to Europe and the Middle East, Casey flew first to Rome, so that he could meet with John Paul II and exchange information. But the principal emissary between Washington and Rome remained Walters, a former deputy director of the CIA who worked easily with Casey. Walters met with the Pope perhaps a dozen times, according to Vatican sources. "Walters was sent to and from the Vatican for the specific purpose of carrying messages between the Pope and the President," says former U.S. Ambassador to the Vatican Wilson. "It wasn't supposed to be known that Walters was there. It wasn't all specifically geared to Poland; sometimes there were also discussions about Central America or the hostages in Lebanon."

Often in the Reagan years, American covert operations (including those in Afghanistan, Nicaragua and Angola) involved "lethal assistance" to insurgent forces: arms, mercenaries, military advisers and explosives. In Poland the Pope, the President and Casey embarked on the opposite path: "What they had to do was let the natural forces already in place play this out and not get their fingerprints on it," explains an analyst. What emerges from the Reagan-Casey collaboration is a carefully calibrated operation whose scope was modest compared with other CIA activities. "If Casey were around now, he'd be having some smiles," observes one of his reluctant admirers. "In 1991 Reagan and Casey got the reordering of the world that they wanted."

The Secret Directive

Less than three weeks before his meeting with the Pope in 1982, the President signed a secret national-security-decision directive (NSDD 32) that authorized a range of economic, diplomatic and covert measures to "neutralize efforts of the U.S.S.R." to maintain its hold on Eastern Europe. In practical terms, the most important covert operations undertaken were those inside Poland. The primary purposes of NSDD 32 were to destabilize the Polish government through covert operations involving propaganda and organizational aid to Solidarity; the promotion of human rights, particularly those related to the right of worship and the Catholic Church; economic pressure; and diplomatic isolation of the communist regime. The document, citing the need to defend democratic reform efforts throughout the Soviet empire, also called for increasing propaganda and underground broadcasting operations in Eastern Europe, actions that Reagan's aides and dissidents in Eastern Europe believe were particularly helpful in chipping away at the notion of Soviet invincibility. The Holy Alliance


As Republican Congressman Henry Hyde, a member of the House Intelligence Committee from 1985 to 1990, who was apprised of some of the Administration's covert actions, observes, "In Poland we did all of the things that are done in countries where you want to destabilize a communist government and strengthen resistance to that.

We provided the supplies and technical assistance in terms of clandestine newspapers, broadcasting, propaganda, money, organizational help and advice. And working outward from Poland, the same kind of resistance was organized in the other communist countries of Europe."

Among those who played a consulting role was Zbigniew Brzezinski, a native of Poland and President Jimmy Carter's National Security Adviser. "I got along very well with Casey," recalls Brzezinski. "He was very flexible and very imaginative and not very bureaucratic; if something needed to be done, it was done. To sustain an underground effort takes a lot in terms of supplies, networks, etc., and this is why Solidarity wasn't crushed."

On military questions, American intelligence was better than the Vatican's, but the church excelled in its evaluations of the political situation. And in understanding the mood of the people and communicating with the Solidarity leadership, the church was in an incomparable position. "Our information about Poland was very well founded because the bishops were in continual contact with the Holy See and Solidarnosc," explains Cardinal Silvestrini, the Vatican's deputy secretary of state at that time. "They informed us about prisoners, about the activities and needs of Solidarity groups and about the attitude and schisms in the government." All this information was communicated to the President or Casey.

"If you study the situation of Solidarity, you see they acted very cleverly, without pressing too much at the crucial moments, because they had guidance from the church," says one of the Pope's closest aides. "Yes, there were times we restrained Solidarnosc. But Poland was a bomb that could explode--in the heart of communism, bordered by the Soviet Union, Czechoslovakia and East Germany. Too much pressure, and the bomb would go off."

Casey's Cappuccino

Meanwhile, in Washington a close relationship developed between Casey, Clark and Archbishop Laghi. "Casey and I dropped into his [Laghi's] residence early mornings during critical times to gather his comments and counsel," says Clark. "We'd have breakfast and coffee and discuss what was being done in Poland. I'd speak to him frequently on the phone, and he would be in touch with the Pope." Says Laghi: "They liked good cappuccino. Occasionally we might talk about Central America or the church position on birth control. But usually the subject was Poland."

"Almost everything having to do with Poland was handled outside of normal State Department channels and would go through Casey and Clark," says Robert McFarlane, who served as a deputy to both Clark and Haig and later as National Security Adviser to the President. "I knew that they were meeting with Pio Laghi, and that Pio Laghi had been to see the President, but Clark would never tell me what the substance of the discussions was."

On at least six occasions Laghi came to the White House and met with Clark or the President; each time, he entered the White House through the southwest gate in order to avoid reporters. "By keeping in such close touch, we did not cross lines," says Laghi. "My role was primarily to facilitate meetings between Walters and the Holy Father. The Holy Father knew his people. It was a very complex situation--how to insist on human rights, on religious freedom, and keep Solidarity alive without provoking the communist authorities further. But I told Vernon, `Listen to the Holy Father. We have 2,000 years' experience at this.'"

Though William Casey has been vilified for aspects of his tenure as CIA chief, there is no criticism of his instincts on Poland. "Basically, he had a quiet confidence that the communists couldn't hold on, especially in Poland," says former Congressman Edward Derwinski, a Polish-speaking expert on Eastern Europe who counseled the Administration and met with Casey frequently. "He was convinced the system was falling and doomed to collapse one way or another--and Poland was the force that would lead to the dam breaking. He demanded a constant [CIA] focus on Eastern Europe. It wasn't noticed, because other stories were more controversial and were perking at the moment--Nicaragua and Salvador."

In Poland, Casey conducted the kind of old-style operation that he relished, something he might have done in his days at the Office of Strategic Services during World War II or in the early years of the CIA, when the democracies of Western Europe rose from the ashes of World War II. It was through Casey's contacts, his associates say, that elements of the Socialist International were organized on behalf of Solidarity--just as the Social Democratic parties of Western Europe had been used as an instrument of American policy by the CIA in helping to create anticommunist governments after the war. And this time the objective was akin to creating a Christian Democratic majority in Poland--with the church and the overwhelmingly Catholic membership of Solidarity as the dominant political force in a postcommunist Poland. Through his contacts with leaders of the Socialist International, including officials of socialist governments in France and Sweden, Casey ensured that tactical assistance was available on the Continent and at sea to move goods into Poland. "This wasn't about spending huge amounts of money," says Brzezinski. "It was about getting the message out and resisting: books, communications equipment, propaganda, ink and printing presses."

Look for the Union Label

In almost every city and town, underground newspapers and mimeographed bulletins appeared, challenging the state-controlled media. The church published its own newspapers. Solidarity missives, photocopied and mimeographed on American-supplied equipment, were tacked to church bulletin boards. Stenciled posters were boldly posted on police stations and government buildings and even on entrances to the state-controlled television center, where army officers broadcast the news.

The American embassy in Warsaw became the pivotal CIA station in the communist world and, by all accounts, the most effective. Meanwhile, the AFL-CIO, which had been the largest source of American support for Solidarity before martial law, regarded the Reagan Administration's approach as too slow and insufficiently confrontational with the Polish authorities. Nonetheless, according to intelligence sources, AFL-CIO president Lane Kirkland and his aide Tom Kahn consulted frequently with Poindexter, Clark and other officials at the State Department and the NSC on such matters as how and when to move goods and supplies into Poland, identifying cities where Solidarity was in particular need of organizing assistance, and examining how Solidarity and the AFL-CIO might collaborate in the preparation of propaganda materials.

"Lane Kirkland deserves special credit," observes Derwinski. "They don't like to admit [it], but they literally were in lockstep [with the Administration]. Also never forget that Bill Clark's wife is Czechoslovak, as is Lane Kirkland's wife. This is one issue where everybody was aboard; there were no turf fights or mavericks or naysayers."

But AFL-CIO officials were never aware of the extent of clandestine U.S. assistance, or the Administration's reliance on the church for guidance regarding how hard to push Polish and Soviet authorities. Casey was wary of "contaminating" the American and European labor movements by giving them too many details of the Administration's efforts. And indeed this was not strictly a CIA operation. Rather, it was a blend of covert and overt, public policy and secret alliances. Casey recognized that in many instances the AFL-CIO was more imaginative than his own operatives in providing organizational assistance to Solidarity and smuggling equipment into the country. According to former deputy CIA director Inman, Casey decided that the American labor movement's relationship with Solidarity was so good that much of what the CIA needed could be financed and obtained through AFL-CIO channels. "Financial support wasn't what they needed," says Inman. "It was organization, and that was an infinitely better way to help them than through classic covert operations."

The Solidarity office in Brussels became an international clearinghouse: for representatives of the Vatican, for CIA operatives, for the AFL-CIO, for representatives of the Socialist International, for the congressionally funded National Endowment for Democracy, which also worked closely with Casey. It was the place where Solidarity told its backers--some of whose real identities were unknown to Solidarity itself--what it needed, where goods and supplies and organizers could be most useful. Priests, couriers, labor organizers and intelligence operatives moved in and out of Poland with requests for aid and with detailed information on the situation inside the government and the underground. Food and clothing and money to pay fines of Solidarity leaders who were brought before Polish courts poured into the country. Inside Poland, a network of priests carried messages back and forth between the churches where many of Solidarity's leaders were in hiding.

In the summer of 1984, when the sanctions against Poland seemed to be hurting ordinary Poles and not the communists, Laghi traveled to Santa Barbara to meet with Reagan at the Western White House and urge that some of the sanctions be lifted. The Administration complied. At the same time, the White House, in close consultation with the Vatican, refused to ease its economic pressures on Moscow--denying technology, food and cultural exchanges as the price for continuing oppression in Poland.

Much of the equipment destined for Solidarity arrived in Poland by ship--often packed in mismarked containers sent from Denmark and Sweden, then unloaded at Gdansk and other ports by dockers secretly working with Solidarity. According to Administration officials, the socialist government of Sweden--and Swedish labor unions--played a crucial role in arranging the transshipment of goods to Poland. From the Polish docks, equipment moved to its destination in trucks and private cars driven by Solidarity sympathizers who often used churches and priests as their point of contact for deliveries and pickups.

"Solidarity Lives!"

"The Administration plugged into the church across the board," observes Derwinski, now Secretary of Veterans Affairs. "Not just through the church hierarchy but through individual churches and bishops. Monsignor Bronislaw Dabrowski, a deputy to Cardinal Glemp, came to us often to tell us what was needed: he would meet with me, with Casey, the NSC and sometimes with Walters." John Cardinal Krol of Philadelphia, whose father was born in Poland, was the American churchman closest to the Pope. He frequently met with Casey to discuss support for Solidarity and covert operations, according to CIA sources and Derwinski. "Krol hit it off very well with President Reagan and was a source of constant advice and contact," says Derwinski. "Often he was the one Casey or Clark went to, the one who really understood the situation."

By 1985 it was apparent that the Polish government's campaign to suppress Solidarity had failed. According to a report by Adrian Karatnycky, who helped organize the AFL-CIO's assistance to Solidarity, there were more than 400 underground periodicals appearing in Poland, some with a circulation that exceeded 30,000. Books and pamphlets challenging the authority of the communist government were printed by the thousands. Comic books for children recast Polish fables and legends, with Jaruzelski pictured as the villain, communism as the red dragon and Walesa as the heroic knight. In church basements and homes, millions of viewers watched documentary videos produced and screened on the equipment smuggled into the country.

With clandestine broadcasting equipment supplied by the CIA and the AFL-CIO, Solidarity regularly broke into the government's radio programming, often with the message "Solidarity lives!" or "Resist!" Armed with a transmitter supplied by the CIA through church channels, Solidarity interrupted television programming with both audio and visual messages, including calls for strikes and demonstrations. "There was a great moment at the half time of the national soccer championship," says a Vatican official. "Just as the whistle sounded for the half, a SOLIDARITY LIVES! banner went up on the screen and a tape came on calling for resistance. What was particularly ingenious was waiting for the half-time break; had the interruption come during actual soccer play, it could have alienated people." As Brzezinski sums it up, "This was the first time that communist police suppression didn't succeed."

"Nobody believed the collapse of communism would happen this fast or on this timetable," says a cardinal who is one of the Pope's closest aides. "But in their first meeting, the Holy Father and the President committed themselves and the institutions of the church and America to such a goal. And from that day, the focus was to bring it about in Poland."

Step by reluctant step, the Soviets and the communist government of Poland bowed to the moral, economic and political pressure imposed by the Pope and the President. Jails were emptied, Walesa's trial on charges of slandering state officials was abandoned, the Polish communist party turned fratricidal, and the country's economy collapsed in a haze of strikes and demonstrations and sanctions.

On Feb. 19, 1987, after Warsaw had pledged to open a dialogue with the church, Reagan lifted U.S. sanctions. Four months later, Pope John Paul II was cheered by millions of his countrymen as he traveled across Poland demanding human rights and praising Solidarity. In July 1988, Gorbachev visited Warsaw and signaled Moscow's recognition that the government could not rule without Solidarity's cooperation. On April 5, 1989, the two sides signed agreements legalizing Solidarity and calling for open parliamentary elections in June. In December 1990, nine years after he was arrested and his labor union banned, Lech Walesa became President of Poland.

"THE U.S. and the Vatican on Birth Control"


In response to concerns of the Vatican, the Reagan Administration agreed to alter its foreign-aid program to comply with the church's teachings on birth control.

According to William Wilson, the President's first ambassador to the Vatican, the State Department reluctantly agreed to an outright ban on the use of any U. S. aid funds by either countries or international health organizations for the promotion of birth control or abortion. As a result of this position, announced at the World Conference on Population in Mexico City in 1984, the U.S. withdrew funding from, among others, two of the world's largest family planning organizations: the International Planned Parenthood Federation and the United Nations Fund for Population Activities.

"American policy was changed as a result of the Vatican's not agreeing with our policy," Wilson explains. "American aid programs around the world did not meet the criteria the Vatican had for family planning. AID [the Agency for International Development] sent various people from [the Department of] State to Rome, and I'd accompany them to meet the president of the Pontifical Council for the Family, and in long discussions they finally got the message. But it was a struggle. They finally selected different programs and abandoned others as a result of this intervention."

"I might have touched on that in some of my discussions with [CIA director William] Casey," acknowledges Pio Cardinal Laghi, the former apostolic delegate to Washington. "Certainly Casey already knew about our positions about that."

The Administration consulted with the Vatican on other matters as well. In Lebanon, the Reagan Administration adopted policies favoring the interests of the church and Maronite Christians. On several occasions, Casey used church channels to deal with the contras, though the Vatican itself took no official position on the war in Nicaragua. (Indeed, the Pope issued numerous appeals for peace in Central America and implicitly criticized the U.S. for prolonging the conflict.)

Cardinal Laghi, who had served in Nicaragua in the early 1950s as secretary at the Apostolic Nunciature in Managua, played a key role by assuring contra leaders that the Administration delivered on its promises.

Donner une carte de secours aux sans abris, c'est une idée du Samu social de Marseille et à la base, l'intention paraît louable. Mais le tollé est général et pour cause. Le triangle jaune dont elle est affublée fait inévitablement penser à l'étoile jaune créée par les nazis pour stigmatiser les juifs ou encore au triangle rose qui identifiait les homosexuels dans les camps de concentration.

Cette "carte de secours" pour SDF devait se porter comme un badge... et comporter un triangle jaune. Une manifestation est prévue ce mercredi.

Des "triangles jaunes" pour les SDF ? La mesure, présentée comme une "bonne intention", suscite une vive polémique à Marseille. La mairie et le Samu social comptaient en effet mettre en place une "carte de secours" pour que les sans-domicile puissent accéder plus facilement aux soins, comme le rapportait France 3 Provences-Alpes à la fin novembre.

Cette carte, dont 300 exemplaires ont déjà été délivrés, apporte des informations sur son porteur, comme ses allergies ou ses maladies chroniques, mais également la date de naissance, le médecin traitant, la personne à prévenir...

Problèmes : la carte doit se porter de manière visible, comme un badge. Un cordon est même distribué pour l’accrocher à un sac ou autour du cou. Mais surtout, elle comporte un triangle jaune sur un côté. Un symbole particulièrement dérangeant pour de nombreuses associations, comme Réseau éducation sans frontières et la Ligue des droits de l'homme, qui ont relevé la ressemblance entre cette carte et l'étoile jaune que les juifs étaient obligés de porter pendant la Seconde guerre mondiale...

Un collectif appelé "Le Jugement dernier", regroupant des personnes vivant dans la rue, appelle à manifester mercredi 3 décembre devant l'hôtel de ville.

"Très bien perçue" ?


"Le Monde" assure que la municipalité de Marseille a finalement renoncé à généraliser la distribution de ces cartes. Mais selon FranceTV info, l'idée n'est pas abandonnée car selon le directeur du Samu social marseillais, René Giancarli, la carte "est très, très bien perçue" par les sans-abri. Selon lui, "c'est une façon pour eux de dire : 'J'existe, j'ai un nom.' Et ça, c'est important."

"Je suis scandalisé par les polémiques absurdes autour de la carte de secours distribuée par le Samu Social, qui remettent en cause non seulement la nécessité absolue de ce dispositif pour les personnes sans domicile fixe mais également les engagements de la Ville de Marseille, du Samu Social et de ses bénévoles pour venir en aide aux plus démunis", réagit dans un communiqué Xavier Mery, adjoint au maire de Marseille délégué à l'intégration et à la lutte contre l'exclusion.

"On voulait un logo facilement identifiable par les services de secours", explique au "Monde" Xavier Méry. Mais il assure malgré tout que le Samu social "va rectifier le tir", en raison de la polémique.

"Cette carte, qui n'a pas vocation à être visible de tous, permet avant tout aux pompiers et au personnel soignant de recueillir des données essentielles afin d'identifier, d'aider efficacement et souvent de sauver la vie de ces personnes dépourvues de tout lien social", ajoute-t-il. "Elle ne contient aucune information médicale destinée à rester confidentielle autre que le groupe sanguin du porteur."

Une "discrimination"
 
"Sur ce badge [...] sera écrit le nom, le prénom de la personne et le numéro de sécurité sociale. Il y aura aussi les maladies chroniques que la personne a, comme le diabète, l'insuffisance cardiaque, mais aussi le VIH et la schizophrénie", s'insurge "Le jugement dernier".

"Quelle est la logique de ce dispositif ? Qui donc pilote cette expérience, quel est le texte de loi qui l'encadre ?", interroge le collectif, qui dénonce une "discrimination" et "un dispositif qui nous rappelle les heures les plus sombres de notre histoire".

Au-delà de la polémique du "triangle jaune", l'équipe mobile de la Croix-Rouge de Marseille, contactée par Europe 1, est dubitative sur le dispositif : "En maraude, les personnes dans la rue nous disent rarement leur nom même quand on les connait depuis longtemps, elles préfèrent donner un surnom", soulignent les bénévoles, en pointant la question des "libertés individuelles".

C'est délicat de demander à quelqu'un son numéro de sécurité sociale comme cela et puis porter cette carte autour du cou cela ressemble à une étiquette que l'on vous colle."

Même réaction du côté du Secours Populaire de Marseille qui, selon Europe 1, ne voit pas vraiment "l'utilité" de cette carte pour des informations qui peuvent être facilement obtenues "en parlant, en dialoguant et en étant à l'écoute de la personne à la rue".

LE SYMBOLE « ن » SE PROPAGE SUR LES RESEAUX SOCIAUX EN SOUTIEN AUX CHRETIENS D'IRAK

En plus, sous la gouverne de la Femme Ecarlate, cette Sainte Eglise Catholique qui est celle avec toute son armée de locus a lancé une offensive majeure contre tous les chrétiens. Le symbole ن est un symbole d'esclavage et de la persécution mais ses évêques et ses prêtres de Rome, sous la gouverne des Jésuites et de Caritas Internationalis, mettent en valeur ce symbole qui devrait, au contraire, tous nous horrifier.

L’idée de cette initiative est née de l’appel du Saint-Père exhortant à mettre un terme à la violence en Irak. Donc, un symbole décidé par Rome, comme à d'autres époques où l'on obligeait les gens à avoir une étoile sur soi.


L'homme qui croit en ses faux prophètes sera mené en bateau jusqu'à sa complète destruction. Demander donc aux juifs s'ils étaient heureux d'être obligés de mettre sur leur bras le symbole maudit de l'étoile de David. Les musulmans ne savent peut-être pas non plus, mais sous le règne du Pape Innocent III, les juifs et les musulmans ont été obligés, par décret de Rome, de porter des symboles tout aussi honteux. Et là, j'ai pu constater moi-même sur différents sites que beaucoup de chrétiens ont acheté ce mensonge et mettent ce signe honteux du ن comme photo les représentant, en soutient pour les chrétiens.

Une honte, je ne peux exprimer ma frustration de voir tous ces chrétiens endormis se soumettre aussi facilement à Rome et porter fièrement ce symbole. Ils sont des esclaves dociles que l'on mène à l'abattoir. Lisez Jérémie 29:8-20.

La lettre « ن » est l’initiale du mot arabe « Nasrani », qui désigne les chrétiens d’Irak.

Les jihadistes qui ont envahi la région de Mossoul, en Irak, marquent de ce signe les habitations occupées par des chrétiens, contraints de se convertir à l’islam ou de mourir. La plupart ont opté pour l’exil.

En signe de soutien aux chrétiens d’Irak, de nombreux internautes et organisations ont repris ce symbole dans leur avatar sur Facebook et Twitter.

STRANGE MARKINGS ON CURBS IN FRONT OF HOMES MAY SIGNIFY A COMING ROUND-UP OF DISOBEDIENT POPULACE

SAN ANTONIO, Tex. (INTELLIHUB) — Residents in at least two north-side neighborhoods have been scratching their heads and have even asked police to investigate after finding strange colored markings in front of their homes etched into the curb.

Shockingly residents found red and blue X’s painted, and in some cases etched out, on curbs in front of their homes which may possibly signify that the red and blue list round-up is nearing.

If you aren’t familiar with the red and blue list it essentially is similar to the Nazi’s round-up of the Jews, except it would take place here in America with American citizens which have been deemed dissidents.

A blue mark would signify that residents of the home be taken to a forced labor, FEMA, camp, as these people are not likely to go along with the government’s program in the event of civil unrest.

A red mark would signify that the residents of the home need to be terminated by militarized force, hunter-seeker teams, as they would have already been deemed enemy combatants of the state by a current or previous presidential, political, administration.

While is all of this is just a theory and has been a topic amongst conspiracy theorists for years, some are now questioning what is actually going on.

Sgt. Javier Salazar with the San Antonio Police Department told KSAT 12 that their intelligence unit is “looking into it” and is “well aware of the situation”.
While the Sgt. maintains that “it doesn’t appear anything sinister is going on”, residents are still leery and should be for good reason.

Additionally local utility companies conclude and have admitted that the markings are not theirs or anything typically used to mark underground utilities in the area as initially speculated by some.

Although police also have confirmed that the marking are not against the law all of this may dovetail with the fact that FEMA camps are popping up like wildflowers nationwide.

In fact the U.S. Department of Defense (DoD) in conjunction with the Department of Homeland Security (DHS) and the Federal Emergency Management Agency (FEMA) have been scouting for unused facilities, such as massive airport hangars and other structures, to be converted into FEMA camps as soon as possible to accommodate the massive influx of illegal aliens being shipped across the border via U.S. funded operations as I reported back in July of 2014.

Qualifier les techniques d’interrogatoire de la CIA comme étant en violation de l’éthique médicale et scientifique est peut-être le meilleur moyen d’obtenir que les coupables aient à répondre de leurs actes.

L’expérimentation humaine était un aspect central du programme de torture de la CIA. La nature expérimentale des techniques d’interrogatoire et de détention est clairement évidente dans le résumé de synthèse du rapport d’enquête du Comité du Sénat [US] sur le Renseignement, malgré des omissions (sur lesquelles la CIA a insisté) destinées à opacifier les lieux où se trouvent ces laboratoires de science de la cruauté, ainsi que les identités des auteurs.

Il y avait deux psychologues recrutés par la CIA à la barre de ce projet d’expérimentation humaine, James Mitchell etBruce Jessen. Ils ont conçu des protocoles d’interrogatoire et de détention qu’ils ont, parmi d’autres, appliqué à des personnes emprisonnées dans les « black sites » (‘sites noirs’, ndlr), des endroits secrets gérés par l’agence.

Dans sa réponse au rapport du Sénat, la CIA justifia sa décision de recruter le binôme : « Nous croyons que leur expertise était tellement unique que nous eussions été négligents de ne pas les avoir sollicités, lorsqu’il est devenu clair que la CIA allait s’engager sur le terrain inconnu du programme ». Les qualifications de Mitchell et de Jessen n’étaient pas centrées sur de l’expérience dans la conduite d’interrogatoires, des connaissances spécialisées sur al-Qa’ida ou un savoir culturel ou linguistique approprié. Ce qu’ils avaient, c’est de l’expérience dans l’US Air Force dans l’étude des effets de la torture sur des prisonniers de guerre états-uniens, ainsi que la curiosité de découvrir si les théories de « désespoir acquis » dérivées d’expériences sur les chiens pouvaient fonctionner avec des êtres humains.

Afin d’appliquer ces théories, Mitchell et Jessen ont supervisé ou se sont personnellement livrés à des techniques dont l’intention est de produire « l’extrême faiblesse, la désorientation et l’effroi » (debility, disorientation and dread, ndlr). Leur « théorie » comportait une relation particulière entre le moyen et la fin qui n’est pas très bien comprise, comme Mitchell l’expliqua crânement lors d’une interview sur Vice News : « La raison d’être du flic méchant est de faire en sorte que le type parle au flic gentil ». En d’autres termes, les « techniques poussées d’interrogatoire » (EIT, Enhanced Interrogation Techniques, ndlr) (l’euphémisme de l’administration Bush pour la torture) ne produisent pas des informations utiles par elles-mêmes ; plutôt, elles produisent les conditions de soumission totale qui faciliteront l’extraction de renseignements utilisables.

Mitchell, comme l’ancien Directeur de la CIA Michael Hayden et d’autres qui ont défendu le programme de torture, plaide qu’une erreur fondamentale du rapport du Sénat est le heurt induit entre les moyens (supplice de la baignoire, « ré-hydration rectale », des semaines ou des mois de nudité dans l’obscurité totale et l’isolement, et d’autres techniques conçues pour briser les prisonniers) et les fins – la collaboration fabriquée qui, affirment ces défenseurs [du programme de torture], a permis le recueil de renseignements abondants qui ont garanti la sécurité des citoyens des USA (cette affirmation est amplement et résolument contredite dans le rapport).

Comme Les États-Uniens depuis le Beltway (coulisses du pouvoir à Washington, ndlr) jusqu’aux États-Unis profonds débattent – encore – de la légitimité et de l’efficacité des « interrogatoires poussés », il nous est remis en évidence que la « torture » a perdu sa marque d’infamie moralement répréhensible et de comportement criminel. Ceci était clair au cours des primaires présidentielles du Parti Républicain en 2012, où plus de la moitié des candidats ont juré de réintroduire le supplice de la baignoire, et aujourd’hui c’est en plein étalage. À Meet the Press (une émission TV US, ndlr) par exemple, l’ancien Vice-Président Dick Cheney, qui, fonctionnellement parlant, était tout en haut de la hiérarchie de prise de décision sur le sujet de la sécurité nationale durant les années Bush, a annoncé qu’il « le ferait encore dans la minute ».

Personne n’a du rendre de comptes pour des actes de torture, au-delà d’une poignée de poursuites engagées contre des troupes de grade inférieur et des sous-traitants. Effectivement, l’impunité a virtuellement été garantie par le truchement de divers arrangements faustiens, parmi lesquels des mémos juridiques de « bouclier doré » écrits par des avocats du gouvernement pour la CIA ; l’immunité à postériori pour les crimes de guerre insérée par le Congrès dans la Loi de Provisions Militaires de 2006 ; la confidentialité et le secret qui entourent toujours le programme de torture, tel qu’il transpire des omissions du rapport du Sénat ; et l’attitude incitant à « regarder de l’avant, pas en arrière » qu’a conservé le Président Obama à travers chaque vague de révélations publiques depuis 2009. Une majorité aux USA, semble-t-il, en est venue à accepter l’héritage de la torture.

La « guerre contre la terreur » n’est pas la première excursion de la CIA dans le domaine de l’expérimentation humaine. À l’aube de la Guerre Froide, des scientifiques et des médecins allemands ayant des parcours nazis d’expérimentations sur les êtres humains ont reçu de nouvelles identités et ont été amenés aux États-Unis au cours de l’Opération Paperclip. Pendant la Guerre de Corée, alarmés par la rapidité choquante avec laquelle les prisonniers de guerre US s’effondraient et se laissaient endoctriner par leurs geôliers communistes, la CIA commença à investir dans des recherches sur le contrôle mental. En 1953, la CIA a mis en place le programme MK-ULTRA, dont la phase la plus précoce comprenait de l’hypnose, des électrochocs et des drogues hallucinogènes. Le programme évolua vers des expériences de torture psychologique qui adaptaient des éléments des modèles soviétiques et chinois, dont la station debout prolongée, l’isolement prolongé, la privation de sommeil et l’humiliation. Ces leçons devinrent bientôt une « science » appliquée, au long de la Guerre Froide.

Pendant la Guerre du Vietnam, la CIA développa le programme Phoenix, qui combinait la torture psychologique avec les interrogatoires brutaux, l’expérimentation humaine et les exécutions extrajudiciaires. En 1963, la CIA produisit un manuel intitulé « Interrogatoire de Contre-Espionnage Kubark » (« Kubark Counterintelligence Manual », ndlr) pour guider les agents dans l’art d’extraire des renseignements de sources « résilientes », par la combinaison de techniques visant à produire « l’extrême faiblesse, la désorientation et l’effroi ». Comme les communistes, la CIA évita les tactiques qui ciblent violemment le corps en faveur de celles qui ciblent l’esprit, en attaquant systématiquement tous les sens humains afin de produire l’état désiré de collaboration. Le programme Phoenix fut incorporé dans le cursus de l’École des Amériques, et une version du guide Kubark remise à jour, produite en 1983 et intitulée « Manuel d’Exploitation de Ressources Humaines » (« Human Resources Exploitation Manual », ndlr), fut diffusée vers les services de renseignement des régimes de droite en Amérique Latine et en Asie du Sud-Est, au cours de la « guerre globale contre le communisme ».

Au milieu des années ’80, les pratiques de la CIA devinrent l’objet d’enquêtes parlementaires au sujet d’atrocités soutenues par les USA en Amérique Centrale. Les deux manuels tombèrent dans le domaine public en 1997 à la suite d’une procédure en FOIA (Freedom of Information Act, loi sur la liberté de l’information aux USA, ndlr) de la part duBaltimore Sun. Cela aura semblé être une instance unique.

Mais nous y revoici. Ceci nous ramène à Mitchell et Jessen. Du fait de leur expérience en tant qu’instructeurs dans le programme militaire SERE (Survival, Evasion, Resistance, Escape – survie, évitement, résistance, évasion, ndlr), après le 11 septembre 2001 ils furent contactés par des hauts fonctionnaires du Pentagone, et par la suite par des avocats qui voulaient savoir si ces techniques SERE pouvaient être appliquées par ingénierie inversée sur des suspects de terrorisme afin de les forcer à parler.

Le chemin depuis les hypothèses abstraites (SERE peut-il être appliqué par ingénierie inversée ?) jusqu’à l’usage autorisé du supplice de la baignoire et des boîtes de confinement traverse en plein milieu du domaine de l’expérimentation humaine. Le 15 avril 2002, Mitchell et Jessen arrivèrent à un black site en Thaïlande pour y superviser l’interrogatoire d’Abou Zubaydah, le premier « détenu de haute valeur » que la CIA avait capturé [dans le cadre de la « guerre contre la terreur » du Président Bush]. En juillet, Mitchell proposa davantage de techniques coercitives au QG de la CIA, et beaucoup d’entre elles furent approuvées dès la fin juillet. Dès lors jusqu’à la mise au rencart du programme en 2008, au moins trente-huit personnes furent soumises à des tourments psychologiques et physiques, et les résultats furent méthodiquement documentés et analysés. Il s’agit là de la définition textuelle de l’expérimentation humaine.

Mon propos n’est pas de minimiser l’illégalité de la torture ou des impératifs légaux pour que les criminels répondent de leurs actes. Plutôt, parce que le concept de torture a tellement été disputé et rebattu, je suggère que les aveux des responsables seront davantage publiquement acceptables si nous recadrons le programme de la CIA dans le domaine de l’expérimentation humaine. Si nous le faisons, il deviendra plus difficile de trouver des excuses pour, ou de prendre la défense des coupables en tant que « patriotes » qui ont « agi de bonne foi ». Malgré le fait que la torture soit devenue comme un test de Rohrschach au sein de l’élite politique qui joue avec l’opinion publique pendant les talk-shows du dimanche matin, l’expérimentation humaine ne dispose pas d’une telle communauté d’avocats et de défenseurs.

Here below is a translation of the letter that Pope Francis handed to the President of the International Commission Against the Death Penalty, Federico Mayor, in the course of this morning's audience with the commission at the Vatican:

President of the International Commission against the Death Penalty

Mr. President:

With these letters, I wish to have my greeting reach all the members of the International Commission against the Death Penalty, to the group of countries that support it, and to those who collaborate with the organism over which you preside. I wish, in addition, to express my personal gratitude, and also that of men of good will, for your commitment to a world free of the death penalty and for your contribution to the establishment of a universal moratorium of executions worldwide, with a view to abolition of capital punishment.

I have shared some ideas on this subject in my letter to the International Association of Criminal Law and the Latin American Association of Criminal Law and Criminology, of May 30, 2014. I had the opportunity to reflect further on them in my allocution before the five great world associations dedicated to the study of criminal law, criminology, victimology and penitentiary questions of October 23, 2014. On this opportunity, I wish to share with you some reflections with which the Church can contribute to the Commission’s humanist efforts.

The Magisterium of the Church, beginning with Sacred Scripture and the centuries-old experience of the People of God, defends life from conception until natural death, and supports full human dignity in as much as image of God (Cf. Genesis 1:26). Human life is sacred because from its beginning, from the first instant of conception, it is fruit of the creative action of God (Cf. Catechism of the Catholic Church, n. 2258), and from that moment, man, the only creature God loves for itself, is the object of personal love on the part of God (Cf. Gaudium et spes, 24).

States can kill by action when they apply the death penalty, when they take their peoples to war or when they carry out extra-judicial or summary executions. They can also kill by omission, when they do not guarantee to their peoples access to the essential means for life. “Just as the Commandment ‘do not kill’ puts a clear limit to ensure the value of human life, today we have to say ‘no to an economy of exclusion and inequality’” (Evangelii gaudium, 53).

Life, especially human life, belongs to God alone. Not even the murderer loses his personal dignity and God himself makes himself its guarantor. As Saint Ambrose teaches, God did not want to punish Cain for the murder, as He wants the repentance of the sinner, not his death (Cf. Evangelium vitae, 9).

On some occasions it is necessary to repel proportionally an aggression underway to avoid an aggressor causing harm, and the necessity to neutralize him might entail his elimination: it is the case of legitimate defense (Cf. Evangelium vitae, 55). However, the assumptions of legitimate personal defense are not applicable to the social milieu, without risk of distortion. Because when the death penalty is applied, persons are killed not for present aggressions, but for harm caused in the past. Moreover, it is applied to persons whose capacity to harm is not present but has already been neutralized, and who find themselves deprived of their freedom.

Today the death penalty is inadmissible, no matter how serious the crime of the condemned. It is an offense against the inviolability of life and the dignity of the human person that contradicts God’s plan for man and society and His merciful justice, and it impedes fulfilling the just end of the punishments. It does no do justice to the victims, but foments vengeance.

For a State of Law, the death penalty represents a failure, because it obliges it to kill in the name of justice. Dostoevsky wrote: “To kill one who killed is an incomparably greater punishment than the crime itself. Killing in virtue of a sentence is far worse than the killing committed by a criminal.” Justice will never be reached by killing a human being.

The death penalty loses all legitimacy given the defective selectivity of the criminal system and in face of the possibility of judicial error. Human justice is imperfect, and not to recognize its fallibility can turn it into a source of injustices. With the application of capital punishment the condemned is denied the possibility of reparation or amendment of the harm caused; the possibility of Confession, by which man expresses his interior conversion; and contrition, gateway of repentance and of expiation, to comer to the encounter of the merciful and healing love of God.

Moreover, capital punishment is a frequent recourse used by some totalitarian regimes and fanatical groups, for the extermination of political dissidents, of minorities, and of any individual labelled “dangerous” or who can be perceived as a threat to one’s power or to carry out one’s ends. As in the first centuries, today also the Church suffers the application of this punishment to her new martyrs.

The death penalty is contrary to the meaning of humanitas and to divine mercy, which should be the model for men’s justice. It implies cruel, inhuman and degrading treatment as is also the prior anguish to the moment of execution and the terrible waiting between the dictating of the sentence and the application of the punishment, it usually lasts many years, and, in the waiting-room of death, not rarely leads to sickness and madness.

In some places there are debates about the way to kill, as if there were a way to “do it well.” In the course of history, different mechanisms of death have been defended to reduce the suffering and agony of the condemned. However, there is no human way of killing another person.

At present, not only are there means to repress crime effectively, without depriving definitively the possibility of the one who has committed it from redeeming himself (Cf. Evangelium vitae, 27), but a greater moral sensibility has been developed in relation to the value of human life, causing increasing aversion to the death penalty and the support of public opinion to the different dispositions that tend to its abolition or the postponement of its application(Cf. Compendium of the Social Doctrine of the Church, n. 405).

On the other hand, the punishment of life imprisonment, as well as those that because of their duration entail the possibility for the one punished to plan a future in freedom, can be considered veiled death penalties, because with them the culprit is not deprived of freedom but there is an attempt to deprive him of hope. However, although the criminal system can take away time from the culprits, it can never take away their hope.

As I expressed in my allocution of last October 23, “the death penalty implies the denial of love to enemies, preached in the Gospel. All Christians and all men of good will are obliged not only to fight for the abolition of the death penalty, legal or illegal, and in all its forms, but also for prison conditions to be better, in respect of the human dignity of the persons deprived of freedom.”

Dear friends, I encourage you to continue with the work you do, as the world needs witnesses of the mercy and tenderness of God.

I take my leave entrusting you to the Lord Jesus, who in the days of his earthly life did not want his persecutors to be wounded in his defense – “Put your sword back into its place” (Matthew 26:52) --, he was arrested and condemned to death unjustly, and He identified himself with all prisoners, culpable or not: “I was in prison and you came to me” (Matthew 25:36). May He, who before the adulterous woman did not question her culpability, but invited her accusers to examine their own consciences before stoning her (Cf. John 8:1-11), grant you the gift of wisdom, so that the actions you undertake in favour of abolition of this cruel punishment, are right and fruitful.

Pope Francis today made a clear denunciation of the death penalty and even of sentences to life imprisonment, saying that "today the death penalty is inadmissible, no matter how serious the crime of the condemned."

The Pope spelled out his teaching in a letter to the International Commission Against the Death Penalty, further noting that on various occasions, he has already addressed this issue.

The Holy Father first cited Scripture and the Church's constant teaching regarding human dignity. "Human life is sacred because from its beginning, from the first instant of conception, it is fruit of the creative action of God (Cf. Catechism of the Catholic Church, n. 2258), and from that moment, man, the only creature God loves for itself, is the object of personal love on the part of God (Cf. Gaudium et spes, 24)."

He then said that states kill in various ways, both by action and omission: "by action when they apply the death penalty, when they take their peoples to war or when they carry out extra-judicial or summary executions. They can also kill by omission, when they do not guarantee to their peoples access to the essential means for life."

"Life, especially human life, belongs to God alone," the Pope continued. "Not even the murderer loses his personal dignity and God himself makes himself its guarantor. As Saint Ambrose teaches, God did not want to punish Cain for the murder, as He wants the repentance of the sinner, not his death (Cf. Evangelium vitae, 9)."

Self-defense

Pope Francis acknowledged the Church's teaching in regard to the legitimacy of self-defense.

"On some occasions it is necessary to repel proportionally an aggression underway to avoid an aggressor causing harm, and the necessity to neutralize him might entail his elimination," he said.

But, the Pope stated, this is not the case for the death penalty.

"When the death penalty is applied," he explained, "persons are killed not for present aggressions, but for harm caused in the past. Moreover, it is applied to persons whose capacity to harm is not present but has already been neutralized, and who find themselves deprived of their freedom.

"Today the death penalty is inadmissible, no matter how serious the crime of the condemned. It is an offense against the inviolability of life and the dignity of the human person that contradicts God’s plan for man and society and His merciful justice, and it impedes fulfilling the just end of the punishments. It does not do justice to the victims, but foments vengeance."

He went on to point out that human justice will always be imperfect, and spoke of the possibility of judicial error. As well, he said, the condemned are denied the possibility of repentance and conversion. And he noted that totalitarian regimes use the death penalty to eliminate opposition.

No human way

The Pope decried "debates about the way to kill, as if there were a way to 'do it well.'"

"There is no human way of killing another person," he declared.

As he has done on other occasions, the Pontiff also spoke out against sentences to life imprisonment, referring to them as "veiled death penalties."

He concluded by speaking of Christ's example, saying that in He "did not want his persecutors to be wounded in his defense – “Put your sword back into its place” (Matthew 26:52) --, he was arrested and condemned to death unjustly, and He identified himself with all prisoners, culpable or not: “I was in prison and you came to me” (Matthew 25:36). May He, who before the adulterous woman did not question her culpability, but invited her accusers to examine their own consciences before stoning her (Cf. John 8:1-11), grant you the gift of wisdom, so that the actions you undertake in favour of abolition of this cruel punishment, are right and fruitful."

Washington - La Cour suprême américaine s'est penchée lundi sur le cas d'un condamné à mort dont le retard intellectuel a été reconnu par la justice fédérale mais pas par celle de son Etat d'origine, questionnant les conditions d'exemption de la peine de mort.

La législation américaine sur la peine capitale est en effet au coeur de cette affaire dont les neuf juges de la plus haute instance judiciaire des Etats-Unis ont entendu lundi les arguments pendant une heure et doit statuer avant l'été.

La Cour suprême a statué à deux reprises qu'un handicapé mental ne pouvait être exécuté, mais elle a renvoyé aux Etats fédérés eux-mêmes la responsabilité de définir les modalités pour déterminer ce handicap.

La loi établit qu'un tribunal fédéral peut arrêter une exécution à la seule condition que le tribunal d'un Etat fédéré a été déraisonnable en examinant les faits.

C'est ce qu'invoque la défense d'un homme, Kevan Brumfield, dans le couloir de la mort de Louisiane (sud) après sa condamnation pour le meurtre d'une femme policier en 1993 lors d'un hold-up.

L'avocat du condamné, Michael DeSanctis, a plaidé que son client avait présenté à son procès des preuves écrasantes de ses retards mentaux constatés depuis sa naissance, selon lui.

Pour l'avocate de l'Etat de Louisiane Premila Burns, la question du retard mental n'a pas été soulevée lors du procès.

Mais ce procès s'était tenu bien avant 2002, date de l'arrêt Atkins v. Virginia qui affirme que le Huitième Amendement de la Constitution proscrit l'exécution en cas de handicap intellectuel.

Après cette date, la défense a donc demandé une audience et le financement d'une expertise pour prouver son retard mental, demandes refusées par le tribunal de Louisiane.

Néanmoins, un tribunal fédéral lui a accordé cette audience, puis, sur la base de nouvelles expertises, a établi que le condamné était handicapé intellectuel et donc inapte pour l'exécution.

L'Etat de Louisiane a interjeté appel devant une cour fédérale qui a renversé le jugement par déférence pour la justice de l'Etat de Louisiane.

La question est donc de savoir si le tribunal de l'Etat de Louisiane a été déraisonnable en ne prenant en considération que le procès et s'il a violé les droits constitutionnels du condamné en lui refusant la possibilité de plaider son retard mental.

Un tribunal local peut-il déterminer un retard mental, ou l'absence de retard mental, sur la base d'un procès qui n'en a pas fait mention', a indiqué la juge Sonia Sotomayor.

Pourquoi la défense aurait-elle tort de demander une audience qui s'attaque à cette seule question', s'est-elle interrogée.

A moins que la Cour suprême ne casse la dernière décision, un retardé mental va être exécuté, a rappelé l'avocat du condamné Michael DeSanctis.

Alors que la peine de mort et les exécutions déclinent à travers le pays, il est de plus en plus important que de vieux cas comme celui de M. Brumfield soient examinés avec la précision exigée aujourd'hui, avait commenté avant l'audience Rob Dunham, directeur du Centre d'information sur la peine capitale.

Following last week’s terrorist attack in Paris, which claimed 129 lives, French President François Hollande announced his intention of finding his inner-Robespierre and employing the guillotine to execute ISIS-linked terrorists.

“While we have not beheaded anyone in a really, really long time, the chance to see these jihadi shitheads getting their heads lobbed off is just too good to pass up,” Hollande said in press conference.

In response, ISIS leader Abu Bakr al-Baghdadi has filed a grievance with the UN Human Rights Council, calling France’s treatment of ISIS terrorists “totally unfair.”

“You can’t just go around beheading people,” Baghdadi declared. “Aren’t there international laws against this? I demand that all our captured fighters be treated humanely.”

Following France’s announcement, U.S. President Barack Obama formally apologized for ordering an airstrike against ISIS executioner Jihadi John, noting that it would have been much more satisfying to see JJ’s head roll around the public square.

Vatican City In the name of his ongoing Jubilee year of mercy, Pope Francis has strongly called upon global leaders to make what he has termed “courageous gestures of concern” for those left most in need by society -- especially prisoners, migrants, and the unemployed.

Among the pontiff’s requests, made Tuesday with the publication of his annual message for the upcoming World Day of Peace: Abolition of the death penalty, conditions for legal residency for migrants, jobs for the unemployed, access to medical care for all, and forgiveness of international debt burdens.

Francis makes the requests at the end of his 2016 message, titled “Overcome Indifference and Win Peace,” in a concluding section on “Peace in the sign of the Jubilee of Mercy.”

The pope first speaks of prisoners, saying that “in many cases practical measures are urgently needed to improve their living conditions, with particular concern for those detained while awaiting trial.”

“It must be kept in mind that penal sanctions have the aim of rehabilitation, while national laws should consider the possibility of other establishing penalties than incarceration,” he continues.

“In this context, I would like once more to appeal to governmental authorities to abolish the death penalty where it is still in force, and to consider the possibility of an amnesty,” he states.

The pope then speaks of migrants, asking that “legislation on migration be reviewed, so, while respecting reciprocal rights and responsibilities, it can reflect a readiness to welcome migrants and to facilitate their integration.”

“Special concern should be paid to the conditions for legal residency, since having to live clandestinely can lead to criminal behavior,” he states.

Francis also asks for “concrete gestures in favor of our brothers and sisters who suffer from the lack of labor, land and lodging.”

“I am thinking of the creation of dignified jobs to combat the social plague of unemployment, which affects many families and young people, with grave effects for society as a whole,” he states, adding that “special attention” should be given to women, “who unfortunately still encounter discrimination in the workplace.”

The pontiff then says he wants to express his hope “that effective steps will be taken to improve the living conditions of the sick by ensuring that all have access to medical treatment and pharmaceuticals essential for life.”

Francis ends the letter with a threefold appeal to world leaders, asking them to: “refrain from drawing other peoples into conflicts or wars;” “forgive or manage in a sustainable way the international debt of the poorer nations;” and, “adopt policies that respect the values of local populations.”

The World Day of Peace is celebrated by the church each Jan. 1, which is also the Catholic feast day of the Solemnity of Mary, Mother of God. Pope Paul VI first dedicated that feast to world peace in 1967, and each feast since 1968 has seen release of a papal message.

Francis’ message is particularly forceful in his requests upon world leaders, which he makes in the context of a special Jubilee year he opened for the Catholic church on Dec. 8 that is focused on highlighting the boundless nature of God’s mercy.

A Jubilee year is a special year called by the church to receive blessing and pardon from God and remission of sins. The mercy Jubilee will last until Nov. 20, 2016.

The pontiff focuses his 2016 World Day of Peace message on overcoming what he has commonly called a “globalization of indifference.” He opens the message with a stirring reinforcement of God’s care for humanity, stating: “God is not indifferent! God cares about mankind! God does not abandon us!”

Francis also reflects at length on the meaning and importance of mercy, stating simply: “Mercy is the heart of God.”

“It must also be the heart of the members of the one great family of his children: a heart which beats all the more strongly wherever human dignity -- as a reflection of the face of God in his creatures -- is in play,” he continues.

“Jesus tells us that love for others -- foreigners, the sick, prisoners, the homeless, even our enemies-- is the yardstick by which God will judge our actions,” he states. “Our eternal destiny depends on this.”

Throughout the 21-page message, the pope outlines different kinds of indifference in the world, starting with “indifference to God, which then leads to indifference to one’s neighbor and to the environment.”

He says one particular form of indifference of our times is the ability of people to be incredibly informed through TV, newspapers, or social media about the problems of the world but to not get involved or engaged in the problems of the people around them.

“Theirs is the attitude of those who know, but keep their gaze, their thoughts and their actions focused on themselves,” he states, adding that our culture of over-information “can numb people’s sensibilities and to some degree downplay the gravity of the problems.”

Francis also cites from his recent encyclical letter on the environment, Laudato Si’, to say that indifference to environmental concerns “ends up creating new forms of poverty and new situations of injustice, often with dire consequences for security and peace.”

“How many wars have been fought, and how many will continue to be fought, over a shortage of goods or out of an insatiable thirst for natural resources?” he asks.

Calling for a conversion of hearts from indifference to mercy, the pontiff cites the biblical story of Cain’s killing of Abel to say that God is never indifferent to humanity.

“Cain said he did not know what had happened to his brother, that he was not his brother’s keeper,” says Francis. “He did not feel responsible for his life, for his fate. He did not feel involved. He was indifferent to his brother, despite their common origin.”

“How sad!” the pope exhorts. “What a sorry tale of brothers, of families, of human beings! This was the first display of indifference between brothers.”

“God, however, is not indifferent,” he states. “Abel’s blood had immense value in his eyes, and he asked Cain to give an account of it. At the origin of the human race, God shows himself to be involved in man’s destiny.”

Francis then speaks of God’s intervention to free his people from Egypt and of Jesus’ incarnation as a human being.

“God has come down among us,” the pontiff says of Jesus. “He took flesh and showed his solidarity with humanity in all things but sin.”

“He was concerned not only for men and women, but also for the fish of the sea, the birds of the air, plants and trees, all things great and small,” states the pope. “He saw and embraced all of creation.”

“But he did more than just see; he touched people’s lives, he spoke to them, helped them and showed kindness to those in need,” he continues. “Not only this, but he felt strong emotions and he wept. And he worked to put an end to suffering, sorrow, misery and death.”

The World Day of Peace message is signed by Francis and dated on Dec. 8, the opening of the Jubilee year and the Catholic feast of the Immaculate Conception.
