Last month, the Palestinian organization the Independent Commission for Human Rights exposed that torture is being used in Palestinian Authority and Hamas detention centers in the West Bank and the Gaza Strip to make suspects confess during interrogations, the independent Palestinian news agency Ma'an reported.

General Director of the Independent Commission for Human Rights Dr. Ammar Dwaik explained that torture like "whippings, hanging a person from his hands while they are tied behind his back, verbal abuse, sleep deprivation and whipping the soles of feet" is being carried out in Palestinian detention centers by individuals despite the fact that it is against the law. The report stated that this happens with the knowledge of PA security forces. There were more complaints in the Gaza Strip than in the PA:

"The Independent Commission for Human Rights received 292 complaints from citizens regarding torture, maltreatment, and physical assault in the West Bank, and 928 in the Gaza Strip this year [2015]... most of the types of torture and physical assaults take place during demonstrations, detention, and interrogations in detention centers in order to extract confessions."

All cases of torture under PA jurisdiction violate Palestinian law. Official spokesman of the PA National Security Forces in the West Bank Adnan Al-Damiri stated in response to the ICHR report that whoever engages in torture "is a criminal and should be prosecuted."

Dr. Dwaik noted that some of the complaints might not be "genuine," but rather "malicious complaints."

In 2014, Palestinian Media Watch showed that the ICHR had reported that "despite the President [Abbas'] approval of the ban on torture and its illegalization," there were still "numerous cases of torture" in the PA. 

According to ICHR's website, the organization was established in 1993 "upon a Presidential Decree issued by President Yasser Arafat in his capacity as President of the State of Palestine and chairman of the Palestine Liberation Organization. The decree was subsequently published in the Official Gazette in 1995. ICHR commenced its activities in early 1994; the first Commissioner General was Dr. Hanan Ashrawi, who spearheaded ICHR's initial establishment."

"Whippings, hanging a person from his hands while they are tied behind his back, verbal abuse, sleep deprivation and whipping the soles of feet are means used by officers and [PA] security force personnel in order to pressure the detained and force them to confess during their interrogation in Palestinian detention centers.

These means were exposed by Dr. Ammar Dwaik, Head of the Independent Commission for Human Rights, in an article for the Ma'an news agency, in which he exposed the issue of torture in Palestinian detention centers in the West Bank and the Gaza Strip, and that it is still being carried out - by individual initiative, but with the knowledge of the security forces themselves...

The Independent Commission for Human Rights received 292 complaints from citizens regarding torture, maltreatment, and physical assault in the West Bank, and 928 in the Gaza Strip this year, compared to 289 complaints in the West Bank and 989 in the Gaza Strip during 2014.

Dwaik clarified that the commission received 165 complaints about torture this year, 15 complaints about harsh treatment, and 112 complaints about physical assault in the West Bank, compared to 600 complaints about torture, 236 complaints about harsh treatment, and 92 complaints about physical assault in the Gaza Strip.

As for the complaints, most of the types of torture and physical assaults take place during demonstrations, detention, and interrogations in detention centers in order to extract confessions, and this is despite the fact that the revolutionary Palestinian penal code and the Jordanian penal code consider torture a crime punishable by law, according to Dwaik.

However, Dwaik noted that this does not mean that all of the complaints are genuine, as some of them might be malicious complaints...

Official spokesman of the West Bank PA [National] Security Forces Adnan Al-Damiri stated that torture is forbidden by Palestinian law, and whoever engages in it is a criminal and should be prosecuted.

He emphasized the opposition of the security forces to all types of torture, and noted that the torture which takes place in PA prisons is carried out illegally, by individuals, and not by order of or with the consent of the security establishment.

He demanded that every claim of torture be directed to the Palestinian military court system, which will transfer the case to the military prosecution, in order to demand accountability of the criminals.

Likewise, he stated to the Ma'an news agency that security establishment personnel have already been fired in the past for individually carrying out torture."

FDA TO DECLASSIFY ELECTROSHOCK THERAPY TO SAME RISK CATEGORY AS CONDOMS AND CONTACT LENSES

(NaturalNews) The Food and Drug Administration is set to allow for the dramatic expansion of electroshock therapy for patients who have been diagnosed with clinical depression, through reclassification of the devices used to deliver shock treatment, despite the fact that experts and former patients have attested to the damage such treatment causes.

As noted by mental health watchdog organization Citizens Commission on Human Rights International (CCHRI), the FDA began the reclassification process for Electroconvulsive Therapy Devices (ECT) in early January. The change would lower the devices from their current highest-risk Category III classification, "to allow electric shock machines to be utilized in the treatment of specific alleged mental illnesses with less regulatory controls," the organization noted in an alert.

The change, detailed here at Regulations.gov, is being sought, "despite the federal agency's admission that the ECT device has not been proven safe and effective," CCHRI noted further, adding that to date, some 5 million Americans have been given ECT treatments without their manufacturers having been required to submit valid scientific evidence (like clinical trials), that they were safe and effective.

No oversight

"The proposal has reignited a firestorm that the FDA has colluded with the American Psychiatric Association (APA) to promote a dangerous treatment and protect the fiscal concerns of APA members rather than protect patient lives," CCHRI reported.

The organization says that the FDA has been dragging its feet on the reclassification since it first made the proposal in 2009 – shortly after President Obama took office – requesting public input.

Further, at a public hearing in January 2011, some 80 percent of respondents, and another 92 group submissions representing more than 6,000 people, were against reclassification, the organization noted.

ECT devices work by sending up to 460 volts of electricity through the brain, with no scientific evidence to back up how the procedure works to reduce a patient's psychological condition, CCHRI noted. Evidence and patient reports actually state that following ECT treatments patients have complained of memory loss, cardiovascular complications and lasting brain damage. CCHRI says that some patients have even died.

In fact, in 1979 the FDA classified the ECT device as Class III because of its "potential unreasonable risk of illness or injury."

In January, Medicine.news reported that a bill had been introduced in Congress that would allow the testing of medical devices on patients without prior consent.

The bill, known as the 21st Century Cures Act, "essentially weakens the already weak standards for the approval process of prescription drugs and medical devices, solely benefiting the pharmaceutical industry while placing Americans directly in harm's way as they unknowingly become guinea pigs," Medicine.news reported.

Major depressive disorders will worsen

That includes the weakening of standards governing medical devices like ECT, according to Lee Spiller, CCHRI executive director.

"For years, the makers of psychiatric electroshock (ECT) machines have been unable to get their machines moved out of category III (dangerous or experimental) and into category II," he said – this is the same category as condoms, contact lenses and air purifiers.

CCHRI says that ECT makers have never had to provide a Premarket Approval Application (PMA) with clinical trial results that prove the safety of the devices. In 1990 and again in 2009, the federal government required FDA to either reclassify Class III medical devices or make sure that manufacturers were submitting PMAs as required if they remained at the high-risk classification. But ECT makers have failed to meet this requirement.

Safety testing by manufacturers is largely omitted under the 21st Century Cures Act, Medicine.news reported, adding that drug and device makers "can even gain FDA approval for products based solely on the experience of individuals."

The FDA's current proposal would reduce the risk classification of ECT devices for treating "severe major depressive episode (MDE) associated with major depressive disorder (MDD) or bipolar disorder (BPD) in patients 18 years of age or older who are treatment-resistant or who require a rapid response due to the severity of their psychiatric or medical condition," the rule change states.

Quand nous regardons de plus près des changements qui se mettent en place dans les prisons de France et sûrement d'ailleurs, nous y voyons un changement de garde, si je peux m'exprimer ainsi, et encore une fois, nous voyons que c'est la Rome impudique qui est en contrôle des aumôniers des prisons. De plus en plus, ce sont des personnes associées à la religion de l'islam qui deviennent les aumôniers dans les prisons.

« Radicalisation dans les prisons: une vision pastorale » : c’est le thème de la Rencontre européenne des aumôniers des prisons organisée en France, à Strasbourg, du 30 mai au 1er juin 2016 par le Conseil des Conférences Épiscopales d’Europe (CCEE). Ce sera aussi l’occasion d’évoquer le « Jubilé de la Miséricorde pour les Prisonniers » qui se tiendra à Rome le 6 novembre 2016.

L’accompagnement spirituel des prisonniers a toujours fait l’objet d’une attention particulière de la part de l’Eglise, concrétisée par la présence des aumôniers des prisons, ainsi que par les efforts menés par bon nombre d’associations et de bénévoles qui collaborent dans l’assistance aux prisonniers. Leurs services ne s’adressent pas uniquement aux détenus catholiques. En effet, l’assistance spirituelle va de pair avec les efforts visant à assurer de meilleures conditions de vie, à offrir un soutien moral, un esprit de fraternité, dans le souhait de contribuer à améliorer nettement l’ambiance des prisons.

Par ailleurs, dans leur engagement en faveur de la promotion des droits de l’homme, le Conseil de l’Europe et la Cour Européenne des Droits de l’Homme ont toujours été particulièrement attentifs aux conditions de vie des personnes dans les prisons. Récemment, lors de l’approbation du plan d’action concernant « La lutte contre l’extrémisme violent et la radicalisation qui conduit au terrorisme » (19 mai 2015), le Comité des Ministres du Conseil de l’Europe a clairement montré son intérêt ainsi que la volonté de ses Etats membres à affronter, ensemble, le phénomène de la radicalisation dans les prisons.

Lors de sa visite à Strasbourg (25 novembre 2014) le Pape François a souligné le fait que, sur un certain nombre de questions urgentes, l’Eglise catholique, notamment par le biais du CCEE, peut coopérer avec le Conseil de l’Europe dans ses activités, afin d’offrir une contribution essentielle. Faisant suite à cette invitation, le CCEE, en collaboration avec la Mission Permanente du Saint-Siège auprès du Conseil de l’Europe et la Commission Internationale de la Pastorale Catholique des Prisons (ICCPPC), est en train d’organiser une rencontre européenne des aumôniers responsables de la pastorale dans les prisons au niveau national. La rencontre a été organisée sous l’égide du Secrétaire Général du Conseil de l’Europe, Mons. Thorbjørn Jagland.

La rencontre aura lieu à Strasbourg du 30 mai au 1er juin 2016 et elle se penchera sur le sujet : «Radicalisation dans les prisons : une vision pastorale ».
Environ 50 participants provenant de 20 Etats membres participeront à cet événement. La plupart d’entre eux sont des aumôniers catholiques en charge de la pastorale dans les prisons au niveau national. L’on jouira également de la présence d’un certain nombre d’aumôniers des Eglises orthodoxes et protestantes, ainsi que d’un groupe de musulmans impliqués dans la même activité.

La rencontre a deux objectifs principaux :
– Premièrement, offrir aux aumôniers une mise à jour sur l’évolution des normes promulguées par le Conseil de l’Europe concernant les droits de l’homme dans les prisons et la lutte contre le phénomène de la radicalisation (notamment la jurisprudence de la Cour Européenne des Droits de l’Homme et les « Lignes directrices à l’intention des services pénitentiaires et de probation concernant la radicalisation et l’extrémisme violent »).
– Deuxièmement, pendant la rencontre l’on discutera de l’apport que la pastorale peut offrir à la lutte contre la radicalisation et, plus en général, à la promotion de la dignité humaine dans les prisons.

La rencontre s’achèvera le Mercredi 1er Juin par une session qui se penchera sur la spiritualité des aumôniers des prisons.

Dans la même session l’on présentera le « Jubilé de la Miséricorde pour les Prisonniers » qui se tiendra à Rome le 6 novembre 2016, dans le cadre de l’Année Sainte de la Miséricorde, voulue par le Pape François.

À la fin de la session du Jeudi 31 Mai, qui aura lieu auprès du Conseil de l’Europe, le CCEE et l’ICCPPC présenteront quelques conclusions concernant la lutte contre la radicalisation et leur engagement pour la promotion de la dignité humaine.

Below is the Vatican-provided English transcription of Pope Francis’ words in his video-message, given tonight, for the World Congress Against the Death Penalty in Oslo, Norway. The Congress, June 21-23, was organized by the NGO “Ensemble Contre la Peine de Mort and the “World Coalition Against the Death Penalty,” which includes about 140 organizations from around the world. I greet the organizers of this World Congress against the death penalty, the group of countries supporting it, particularly Norway as its host country, and all those representatives of governments, international organizations and civil society taking part in it. I likewise express my personal appreciation, along with that of men and women of goodwill, for your commitment to a world free of the death penalty.

One sign of hope is that public opinion is manifesting a growing opposition to the death penalty, even as a means of legitimate social defense. Indeed, nowadays the death penalty is unacceptable, however grave the crime of the convicted person. It is an offence to the inviolability of life and to the dignity of the human person; it likewise contradicts God’s plan for individuals and society, and his merciful justice. Nor is it consonant with any just purpose of punishment. It does not render justice to victims, but instead fosters vengeance. The commandment “Thou shalt not kill” has absolute value and applies both to the innocent and to the guilty.

The Extraordinary Jubilee of Mercy is an auspicious occasion for promoting worldwide ever more evolved forms of respect for the life and dignity of each person. It must not be forgotten that the inviolable and God-given right to life also belongs to the criminal.

Today I would encourage all to work not only for the abolition of the death penalty, but also for the improvement of prison conditions, so that they fully respect the human dignity of those incarcerated. “Rendering justice” does not mean seeking punishment for its own sake, but ensuring that the basic purpose of all punishment is the rehabilitation of the offender. The question must be dealt with within the larger framework of a system of penal justice open to the possibility of the guilty party’s reinsertion in society. There is no fitting punishment without hope! Punishment for its own sake, without room for hope, is a form of torture, not of punishment.

I trust that this Congress can give new impulse to the effort to abolish capital punishment. For this reason, I encourage all taking part to carry on this great initiative and I assure them of my prayers.
