A little Gun History Lesson

- In 1929, the Soviet Union established gun control. From 1929 to 1953, about 20 million dissidents, unable to defend themselves, were rounded up and exterminated.

- In 1911, Turkey established gun control. From 1915 to 1917, 1.5 million Armenians, unable to defend themselves, were rounded up and exterminated.

- Germany established gun control in 1938 and from 1939 to 1945, a total of 13 million Jews and others who were unable to defend themselves were rounded up and exterminated

- China established gun control in 1935. From 1948 to 1952, 20 million political dissidents, unable to defend themselves, were rounded up and exterminated.

- Guatemala established gun control in 1964. From 1964 to 1981, 100,000 Mayan Indians, unable to defend themselves, were rounded up and exterminated.

- Uganda established gun control in 1970. From 1971 to 1979, 300,000 Christians, unable to defend themselves, were rounded up and exterminated. .

- Cambodia established gun control in 1956. From 1975 to 1977, one million 'educated' people, unable to defend themselves, were rounded up and exterminated.

Defenseless people rounded up and exterminated in the 20th Century because of gun control: 56 million.

- It has now been 12 months since gun owners in Australia were forced by new law to surrender 640,381 personal firearms to be destroyed by their own government, a program costing Australia taxpayers more than $500 million dollars. The first year results are now in:

Australia-wide, homicides are up 3.2 percent.

Australia-wide, assaults are up 8.6 percent.

Australia-wide, armed robberies are up 44 percent (yes, 44 percent)!

In the state of Victoria Australia alone, homicides with firearms are now up 300 percent. Note that while the law-abiding citizens turned them in, the criminals did not, and criminals still possess their guns!

It will never happen here? I bet the Aussies said that too!

While figures over the previous 25 years showed a steady decrease in armed robbery with firearms, this has changed drastically upward in the past 12 months, since criminals now are guaranteed that their prey is unarmed.

There has also been a dramatic increase in break-ins and assaults of the ELDERLY. Australian politicians are at a loss to explain how public safety has decreased, after such monumental effort and expense was expended in successfully ridding Australian society of guns. The Australian experience and the other historical facts above prove it.

You won't see this data on the US evening news, or hear politicians disseminating this information.

Guns in the hands of honest citizens save lives and property and, yes, gun-control laws adversely affect only the law-abiding citizens..

Take note my fellow Americans, before it's too late!

The next time someone talks in favor of gun control, please remind him of this history lesson.

Kremlin reports on the extraordinary meeting http://www.nytimes.com/2009/03/20/world/europe/20russia.html?_r=1&ref=w… held today between President Medvedev and former United States Secretaries of State Henry Kissinger (under Nixon), James Baker (under Bush Sr.), Charles Shultz (under Regan), former United States Defense Secretary William Perry (under Clinton), and former US Senator and top defense expert Sam Nunn, are stating that the Americans are acknowledging for the first time their acceptance of a New Global Order... in which they seek to partner with natural resource rich Russia and the oil rich Nations of the Middle East in order to ensure their survival into the 21st Century.

Leading the United States to the shocking conclusion that their very survival is at risk has been the evaporation of 45 percent of the World’s wealth which has caused a rapid plunge in Global manufacturing leading to a 49 percent collapse in US trade exports which the International Monetary Fund is reported has caused the World’s economy to shrink for the first time in 60 years and has lead Canada’s Central Bank chief David Dodge to state the World is “facing a long and deep recession that will fundamentally alter the nature of capitalism”.

Though Prime Minister Putin has warned that “resorting to a printing press would be unwise and extremely dangerous”, the already bankrupt United States, whose staggering debt is four times higher than their entire National income, has allowed its Federal Reserve Bank Chairman Ben “Throw Money Out of Helicopters” Bernanke to ‘create out of thin air’ a further $1.2 Trillion to stabilize the American economy, but which in turn has led to the collapse of the US Dollar leading the United Nations to recommend next week that the World “ditch the dollar as its reserve currency in favor of a shared basket of currencies”.

Russian economists further state in these reports that the United States has been left with ‘no other option’ than to force the massive devaluation of the US Dollar in order to ‘shake lose’ from banks and private investors the hundreds of billions they are currently hoarding and is being blamed for collapsing a United States where consumer spending accounts for two-thirds of its economy and which without money to borrow, or borrowers to loan to, is fast approaching the abyss.

With the devaluation of the US dollar, however, massive inflation will ensue causing the value of these currently hoarded hundreds of billions of US Dollars to plummet and forcing them to be spent before they become totally worthless, a policy which China, the largest Global holder of US debt, has voiced increasing concerns about and have cut back on their purchases of American debt even as desperation hits their own factories as orders plunge.

These top American Officials have also assured President Medvedev that new laws being written by the Obama administration will ‘completely’ reform the American financial system by fully integrating it into a single Global Economy due to be enacted during the coming G-20 summit in London.

When President Medvedev voiced his concerns to the Americans over his belief that the US Congress would not allow such a radical new set of laws to pass, these reports continue, Kissinger stated that the American people were being ‘primed’ to overwhelm their lawmakers into swiftly enacting ‘in its entirety’ the Obama administrations new banking and financial laws by the outrageous behavior of those collapsed financial giants that includes: 1.) The insurance giant AIG which after receiving over $300 billion in US taxpayer money paid out nearly $200 million in bonuses; 2.) The collapsed stock selling giant Merrill Lynch which after receiving $20 billion in US taxpayer money paid out $3.6 billion in bonuses; and 3.) The collapsed US banking giant Citigroup who after receiving $45 billion in US taxpayer money announced a $10 million redecoration of their executive office suites.

News from the United States today further confirm Kissinger’s assertions to President Medvedev as US Treasury Secretary Timothy Geithner has now admitted that he had ordered US Senator Christopher Dodd to include the executive pay provision into the stimulus bill which was, in fact, a loophole allowing these controversial bonuses to be paid out.

To such machinations being utilized by their supposed ‘leaders’ against them in order to pave the road from a once sovereign United States to this New World Order these Americans remain nearly clueless, but when pressed by President Medvedev on the plans to ensure that civil society on the North American continent doesn’t break down Kissinger reportedly replied, “By September we’ll have confiscated all privately owned guns so it really doesn’t matter what we do, we’ll still be in charge”.

Russian Intelligence reports state that gun ownership statistics in the United States vary widely, but is estimated to be that nearly 50 percent of US households have nearly 270 million guns, none of which these Americans seem now ready to part with without a fight.

But, new reports coming from the United States show that they are fast adopting the tactics used by the German Nazis to disarm their society prior to the installation of fascist rule and martial law by first rendering all private guns useless by eliminating and restricting the ammunition they use. And from new reports coming from the United States we can see that this ‘plan’ is already being instituted with ammunition shortages being reported in Idaho, Georgia, and Louisiana, and a new law just introduced in California which would:

1. Stop the private transfer between individuals of more than 50 rounds of ammunition.2. License and tax anyone selling handgun ammunition commercially and force these stores to get background checks on anyone selling ammunition. 3. Get a thumbprint from anyone buying handgun ammunition. 4. Ban all ammunition sales that don't take place face-to-face, in other words, ban mail-order sales.

Even more chilling for American gun owners was the Obama administrations order to the US Military on March 12 which stated: “Effective immediately DOD Surplus, LLC, will be implementing new requirements for mutilation of fired shell casings. The new DRMS requirement calls for DOD Surplus personnel to witness the mutilation of the property and sign the Certificate of Destruction.” which would have crippled the US ammunition industry, who are the largest purchasers of used military ammunition brass, but after found out about by US Senators was quickly withdrawn.

To the reasons feared by the leadership class in the United States of their citizens retaining the right to firearms we can read:

“As the growing world-wide economic crisis deepens, military forces from Canada, the United States, and the United Kingdom are preparing to meet angry citizens on the street. The economic crisis - and the public outrage it is causing - is at the forefront of intelligence agencies and military forces in the western world. Prominent trends forecaster Gerald Celente has been sounding the alarm for years, warning that riots and tax revolts are coming to America. The Pentagon, U. K. Ministry of Defense, and Canadian military apparently agree. In November of 2008 the United States Army War College released the report Known Unknowns: Unconventional "Strategic Shocks" in Defense Strategy Development. The report identifies economic collapse as a reason for the defense establishment to conduct domestic operations. The report states,"Widespread civil violence inside the United States would force the defense establishment to reorient priorities in extremis to defend basic domestic order and human security. Deliberate employment of weapons of mass destruction or other catastrophic capabilities, unforeseen economic collapse, loss of functioning political and legal order, purposeful domestic resistance or insurgency..."The CIA and MI5 are both watching the economic situation for signs of unrest and political instability. As the Washington Post reports, the CIA has added an economic situation report to its threat assessment for the White House. A further sign that the United States government is anticipating widespread unrest comes with the domestic stationing of the 1st Brigade Combat Team of the 3rd Infantry Division. The Army Times reports,"They may be called upon to help with civil unrest and crowd control or to deal with potentially horrific scenarios such as massive poisoning and chaos in response to a chemical, biological, radiological, nuclear or high-yield explosive, or CBRNE, attack."Canadian military forces have been given a nearly identical domestic mission in a synchronized move with the United States. Canada's National Post reports that,"The Canadian military has embarked on a wide-ranging plan to turn its reserve soldiers into focused units trained and equipped to respond to a nightmarish array of domestic threats, including terrorist "dirty bomb" attacks, biological agent containment, Arctic catastrophes and natural disasters.”

Reports from the United States are also revealing that for the first time since their Civil War, active duty US Army Troops were put into the streets of Alabama after the killing spree of a crazed gunman, but which the US Army is now reporting it is ‘investigating’ because it doesn’t know who deployed them.

To whom the leadership elite in America are actually planning on protecting themselves from we can further read: “A new document meant to help Missouri law enforcement agencies identify militia members or domestic terrorists has drawn criticism for some of the warning signs mentioned. The Feb. 20 report called "The Modern Militia Movement" mentions such red flags as political bumper stickers for third-party candidates, such as U.S. Rep. Ron Paul, who ran for president last year; talk of conspiracy theories, such as the plan for a superhighway linking Canada to Mexico; and possession of subversive literature.”

As to what these dangerous American terrorists can expect once they are in the custody of their US intelligence services?

“The International Committee of the Red Cross (ICRC) concluded in 2007 that US methods to extract information from prisoners at secret CIA jails as part of the "war on terror" amounted to torture.”

Even worse for these dissident Americans are the chilling revelations from top investigative news journalist Seymour Hersh: “After 9/11, I haven’t written about this yet, but the Central Intelligence Agency was very deeply involved in domestic activities against people they thought to be enemies of the state. Without any legal authority for it. They haven’t been called on it yet. That does happen.”

So today, as the United States ‘watch list’ for domestic and International terrorists has hit 1 million names, in a country that already has more prisoners than any other Nation in the World, or our entire Earths’ history for that matter, and as sales of weapons and ammunition are still hitting record highs in America since President Obama’s election, it would appear more than likely that the assertions of US officials to Russia that they remain in control of their country is highly doubtful…and needing just one single ‘spark’ to plunge it into full scale civil war.

And whose to say that hasn’t been their ‘plan’ all along?

L’élite craint que les injustices et autres provocations dues aux primes et autres parachutes dorés attribués en temps de crise aux banques et aux patrons de multinationales (donc, en définitive, à ceux qui sont responsables et coupables de la crise), ne finissent par lui retomber sur la gueule.

Les rapports du Kremlin sur la réunion extraordinaire (cf. http://www.nytimes.com/2009/03/20/world/europe/20russia.html?_r=1&ref=w… ) qui s’est tenue aujourd'hui entre le Président Medvedev et les anciens secrétaires d'État des États-Unis HENRY KISSINGER (sous Nixon), James Baker (sous Bush père), Charles Shultz (sous Reagan), l’ancien secrétaire américain à la défense William Perry (sous Clinton), et l'ancien sénateur des États-Unis et expert de haut niveau à la défense Sam Nunn, déclarent que LES AMERICAINS SONT EN TRAIN DE RECONNAITRE POUR LA PREMIERE FOIS LEUR ACCEPTATION D'UN NOUVEL ORDRE MONDIAL… DANS LEQUEL ILS CHERCHENT A COLLABORER AVEC LA RUSSIE (RICHE EN RESSOURCES NATURELLES) ET LES PAYS DU MOYEN-ORIENT (RICHES EN PETROLE) EN VUE D'ASSURER LEUR SURVIE DANS LE 21EME SIECLE.

Menant les États-Unis à la conclusion choquante que leur survie même est en danger, on trouve l'évaporation de 45% de la richesse mondiale qui a provoqué une rapide chute de l’industrie mondiale, ce qui conduit à un effondrement de 49% des exportations commerciales des États-Unis et dont le Fonds monétaire international rapporte qu’il a causé une diminution de l'économie mondiale pour la première fois en 60 ans et a conduit le chef de la Banque centrale du Canada, David Dodge, à déclarer que le monde « est confronté à une LONGUE ET PROFONDE RECESSION qui va modifier fondamentalement la nature du capitalisme ».

Bien que le Premier ministre Poutine ait averti que « le recours à une presse écrite ne serait pas sage et extrêmement dangereux », LES ÉTATS-UNIS, QUI SONT DEJA EN FAILLITE, et dont l'énorme dette est quatre fois plus élevée que la totalité de leur revenu national, ont permis au président de la Banque de la réserve fédérale de son président Ben "qui jette l’argent par les fenêtres" Bernanke de « créer à partir du vide » 1,2 milliard de dollars supplémentaire afin de stabiliser l'économie américaine, mais qui, à son tour, a conduit à l'effondrement du dollar US, amenant l'Organisation des Nations Unies à recommander la semaine prochaine que le monde "abandonne le dollar comme monnaie de réserve en faveur d'un panier de devises".

Les économistes russes ajoutent dans ces rapports que les États-Unis ont été laissés « sans autre option » que de forcer la dévaluation massive du dollar américain dans le but « d’arracher » aux banques et aux investisseurs privés les centaines de milliards qu’ils sont actuellement en train d’amasser, ET SONT RESPONSABLES DE L'EFFONDREMENT DES ÉTATS-UNIS où les dépenses des consommateurs représentent les deux tiers de leur économie et qui, sans argent à emprunter ni prêteurs à qui emprunter, s’approchent rapidement de l'abîme.

Avec la dévaluation du dollar américain, cependant, une inflation massive s'ensuivra, provoquant la chute de la valeur de ces centaines de milliards de dollars US amassés, et les forçant à être dépensés avant qu'ils ne deviennent totalement sans valeur, une politique par rapport à laquelle la Chine, le plus gros détenteur mondial de la dette des États-Unis, a exprimé des préoccupations croissantes, et a réduit ses achats de la dette américaine alors même que le désespoir frappe ses propres usines et au fur et à mesure que les commandes plongent.

LORSQUE LE PRESIDENT MEDVEDEV A EXPRIME SES INQUIETUDES AUX AMERICAINS CONCERNANT SA CONVICTION QUE LE CONGRES DES ÉTATS-UNIS NE PERMETTRAIT PAS D’ADOPTER UN TEL ENSEMBLE DE LOIS RADICALEMENT NOUVELLES, POURSUIVENT CES RAPPORTS, KISSINGER A DECLARE QUE LE PEUPLE AMERICAIN ETAIT EN TRAIN D’ETRE "MIS AU COURANT" AFIN DE SUBMERGER LEURS LEGISLATEURS POUR QUE CEUX-CI PROMULGUENT RAPIDEMENT, « DANS SON ENTIERETE », LES NOUVELLES LOIS BANCAIRES ET FINANCIERES DES ADMINISTRATIONS D’OBAMA EN RAISON DU COMPORTEMENT SCANDALEUX DE CES GEANTS FINANCIERS qui se sont effondrés et qui incluent:

L’actualité des États-Unis d'aujourd'hui confirme les affirmations de Kissinger au président Medvedev, puisque le secrétaire au Trésor américain, Timothy Geithner, a à présent admis qu'il avait ordonné au sénateur américain Christopher Dodd d’inclure un AMENDEMENT CONCERNANT LE PAIEMENT DES DIRECTEURS DANS LE PROJET DE LOI DE STIMULATION QUI ETAIT, EN FAIT, UNE ECHAPPATOIRE PERMETTANT A CES PRIMES CONTROVERSEES D’ETRE PAYEES.

MAIS DE NOUVEAUX RAPPORTS EN PROVENANCE DES ÉTATS-UNIS MONTRENT QU'ILS SONT EN TRAIN D'ADOPTER RAPIDEMENT LA TACTIQUE UTILISEE PAR LES NAZIS ALLEMANDS POUR DESARMER LEUR SOCIETE AVANT L'INSTALLATION DU POUVOIR FASCISTE ET DE LA LOI MARTIALE, EN RENDANT D’ABORD TOUTES LES ARMES A FEU PRIVEES INUTILES EN ELIMINANT ET EN LIMITANT LES MUNITIONS QU'ILS UTILISENT. Et depuis les nouveaux rapports en provenance des États-Unis, nous pouvons voir que CE « PLAN » EST DEJA MIS EN PLACE AVEC DES PENURIES DE MUNITIONS qui ont été signalées en Idaho, en Géorgie et en Louisiane, ET UNE NOUVELLE LOI VIENT JUSTE D'ETRE PRESENTEE EN CALIFORNIE, ET QUI:

1. Arrêterait le transfert privé entre individus de plus de 50 cartouches de munition.

2. Demanderait une licence et taxerait quiconque vend commercialement de munitions d’armes à feu et forcerait ces magasins à effectuer des vérifications concernant les antécédents de toute personne vendant des munitions.

3. Exigerait une empreinte digitale du pouce de toute personne qui achète des munitions pour une arme à feu.

4. Interdirait de toutes les ventes de munitions qui ne se déroulent pas en face-à-face, en d'autres termes, l'interdiction des ventes par correspondance.

Encore plus effrayant pour les propriétaires américains d'armes à feu a été l’ordre des administrations d’Obama, donné à l'armée américaine le 12 mars, et qui disait: « Entrant en application immédiatement, le surplus du ministère de la défense, LLC, mettra en œuvre de nouvelles exigences pour la MUTILATION DES DOUILLES. Cette nouvelle exigence du DRMS demande que le personnel du Surplus du ministère de la Défense assiste à la mutilation du bien et signe le certificat de destruction", ce qui aurait paralysé l'industrie des munitions des États-Unis, qui sont les principaux acheteurs de munitions militaires usées, mais après que cela ait été découvert par les sénateurs américains, cet ordre a été rapidement retiré.

Quant aux RAISONS QUI FONT CRAINDRE A LA CLASSE DIRIGEANTE DES ÉTATS-UNIS QUE LEURS CITOYENS CONSERVENT LE DROIT DE DETENIR DES ARMES A FEU, nous pouvons lire :

"A MESURE QUE LA CRISE ECONOMIQUE MONDIALE S'AGGRAVE, LES FORCES MILITAIRES DU CANADA, DES ÉTATS-UNIS ET DU ROYAUME-UNI SE PREPARENT A RENCONTRER DES CITOYENS EN COLERE DANS LA RUE. LA CRISE ECONOMIQUE - ET L'INDIGNATION PUBLIQUE QU’ELLE PROVOQUE -, EST A L'AVANT-GARDE DES AGENCE DE RENSEIGNEMENT ET DES FORCES MILITAIRES DANS LE MONDE OCCIDENTAL. Le prévisionniste bien connu, Gerald Celente, a tiré la sonnette d'alarme depuis des années, avertissant que des émeutes et des révoltes liées aux taxes sont à venir en Amérique. Le Pentagone, le ministère britannique de la Défense et les militaires canadiens semblent être d'accord. En Novembre 2008, l’United States Army War College a publié le rapport “Known Unknowns: Unconventional "Strategic Shocks" in Defense Strategy Development”. Ce rapport IDENTIFIE L'EFFONDREMENT DE L'ECONOMIE COMME UNE RAISON, POUR L’ESTABLISHMENT DE LA DEFENSE, DE MENER DES OPERATIONS NATIONALES.

Le rapport indique : « La violence civile généralisée à l'intérieur des États-Unis forcerait L’ESTABLISHMENT DE LA DEFENSE A REORIENTER SES PRIORITES IN EXTREMIS AFIN DE DEFENDRE L’ORDRE NATIONAL DE BASE et la sécurité des humains. Emploi délibéré d'armes de destruction massive ou autres capacités catastrophiques, effondrement économique imprévu, perte du fonctionnement politique et de l’ordre juridique, et résistance ou insurrection domestique déterminée... ». LA CIA ET LE MI5 SURVEILLENT TOUS DEUX LA SITUATION ECONOMIQUE AFIN DE REPERER DES SIGNES DE TROUBLES ET D'INSTABILITE POLITIQUE. Comme le Washington Post le raporte, la CIA a ajouté un rapport sur la situation économique à son évaluation de la menace pour la Maison Blanche. Un autre signe prouvant que le gouvernement des États-Unis, anticipant des troubles généralisés, arrive avec le STATIONNEMENT DOMESTIQUE DE LA 1ST BRIGADE COMBAT TEAM DE LA 3E DIVISION D'INFANTERIE.

L'Army Times rapporte : "Ils pourraient être appelés à SE CHARGER DES TROUBLES CIVILS ET DU CONTROLE DES FOULES, ou faire face à des scénarios potentiellement horribles tels qu’un empoisonnement massif et le chaos en réponse à une attaque chimique, biologique, radiologique, nucléaire ou avec un explosif à haut rendement, ou CBRNE". ON A DONNE AUX FORCES MILITAIRES CANADIENNES UNE MISSION DOMESTIQUE PRESQU’IDENTIQUE, LE TOUT EN UN MOUVEMENT SYNCHRONISE AVEC LES ÉTATS-UNIS.

Le journal canadien National Post rapporte que : « L'ARMEE CANADIENNE A ENTREPRIS UN VASTE PLAN VISANT A TRANSFORMER SES SOLDATS DE RESERVE EN UNITES CONCENTREES, FORMEES ET EQUIPEES AFIN DE REPONDRE A UNE SERIE DE MENACES INTERIEURES CAUCHEMARDESQUES INCLUANT DES ATTAQUES TERRORISTES A LA « BOMBE SALE », LE CONFINEMENT D'AGENTS BIOLOGIQUES , DES CATASTROPHES ARCTIQUES ET DES CATASTROPHES NATURELLES ».

Des rapports provenant des États-Unis révèlent également que, pour la première fois depuis leur guerre civile, des troupes de l'armée américaine en service ont été placées dans les rues de l'Alabama après le massacre dû à un tireur fou, mais dont l'armée américaine signale à présent qu’elle est en train « d'enquêter », car elle ne sait pas qui les a déployés.

Quant à CEUX CONTRE LESQUELS L’ELITE DIRIGEANTE D’AMERIQUE PLANIFIE DE SE PROTEGER, nous pouvons encore lire:

« Un nouveau document destiné à aider les forces de l’ordre du Missouri à identifier les membres de milices ou les terroristes domestiques a suscité des critiques concernant certains signes d’avertissement mentionnés. Le rapport du 20 février intitulé "The Modern Militia Movement" (« Le mouvement de la milice moderne ») MENTIONNE DES SIGNES D’ALERTE TELS QUE LES AUTOCOLLANTS SUR LES PARE-CHOCS POUR LES CANDIDATS DE PARTIS TIERS, TELS QUE LE DEPUTE DES ETATS-UNIS RON PAUL, QUI FUT CANDIDAT A LA PRESIDENCE L'ANNEE DERNIERE; LES DISCUSSIONS CONCERNANT DES THEORIES CONSPIRATIONNISTES, COMME LE PROJET D’UNE SUPER AUTOROUTE RELIANT LE CANADA ET LE MEXIQUE ; ET LA POSSESSION DE DOCUMENTS SUBVERSIFS ».

Et quant à CE A QUOI CES DANGEREUX TERRORISTES AMERICAINS PEUVENT S'ATTENDRE UNE FOIS QU'ILS SERONT SOUS LA GARDE DE LEURS SERVICES DE RENSEIGNEMENTS US ?

"Le Comité international de la Croix-Rouge (CICR) a conclu en 2007 que les méthodes des États-Unis visant à extraire des informations de la part des PRISONNIERS DANS LES PRISONS SECRETES DE LA CIA dans le cadre de la « guerre contre le terrorisme » s’assimilaient à de la TORTURE".

Pires encore pour ces dissidents américains sont les révélations qui donnent froid dans le dos et provenant de la journaliste d'investigation top niveau Seymour Hersh: « APRES LE 911, je n'ai pas encore écrit à ce sujet, mais LA CENTRAL INTELLIGENCE AGENCY (CIA) FUT TRES PROFONDEMENT IMPLIQUEE DANS LES ACTIVITES DOMESTIQUES CONTRE LES PERSONNES QU'ILS PENSAIENT ETRE DES ENNEMIS DE L'ÉTAT. SANS AUCUNE AUTORITE LEGALE POUR CELA. Ils n'ont pas encore été appelés (en justice) concernant cette question. C'est ce qui se fait. »

Donc, aujourd'hui, alors que la « watch list » («liste de surveillance») des États-Unis pour les terroristes domestiques et internationaux a atteint 1 million de noms, dans un pays qui possède déjà davantage de prisonniers que toute autre nation dans le monde, ou que de l'histoire de notre Terre tout entière d'ailleurs, et alors que les ventes d'armes et de munitions atteignent encore des pics records en Amérique depuis l'élection du Président Obama, il semble plus que probable que les affirmations des responsables américains données à la Russie qu'ils restent au contrôle de leur pays sont très douteuses… et il ne suffirait que d'une seule "étincelle" pour le plonger en pleine guerre civile.

Et qui peut prétendre que cela n'a pas été leur « plan » depuis le début ?

URGING WORLD TO DISARM, BAN KICKS OFF COUNTDOWN TO UN DAY




13 June 2009 – Secretary-General Ban Ki-moon today launched the “WMD-WeMustDisarm” campaign, beginning the 100-day countdown to the 2009 United Nations International Day of Peace, which this year focuses on nuclear disarmament and non-proliferation.

Over the next 100 days leading up to the International Day, observed annually on 21 September, Mr. Ban and others will raise awareness of the need to eliminate nuclear weapons by issuing a daily message, via Twitter, Facebook, MySpace, email and radio, urging the world to disarm.

The Secretary-General is taking the lead by issuing the first 10 'tweets' of the campaign.

“Over the next 100 days, the United Nations and our partners around the world will work to raise awareness of the true costs and dangers of nuclear weapons,” Mr. Ban said in a message to mark the start of the countdown.

“Unless we vigorously work for nuclear disarmament and non-proliferation, we will continue to face threats from existing nuclear weapons, as well as additional risks that more States, even terrorists, might acquire and deploy such weapons, potentially annihilating millions of people,” he stated.

Joining him in promoting the campaign is UN Messenger of Peace and Academy Award-winning actor and producer Michael Douglas, who has championed the cause of disarmament for the UN since 1998.

Also supporting the campaign is Rainn Wilson, featured actor in the American television comedy, “The Office,” who has more than 800,000 followers on Twitter.

The International Day of Peace was established by the Assembly in 1981 as a day of global ceasefire and non-violence.

“As we observe the International Day of Peace with world leaders gathered in New York for the 64th session of the United Nations General Assembly, I will proclaim one strong, simple message: We Must Disarm!,” stated the Secretary-General.

4 September 2009 – The United Nations hopes to boost the participation of civil society in reaching disarmament goals, with the world body’s annual conference on non-governmental organizations (NGOs) set to kick off next week in Mexico City.

This year’s gathering, entitled “For Peace and Development: Disarm Now,” will take place “at a time when the cost and dangers of nuclear weapons are mounting,” Kiyotaka Akasaka, Under-Secretary General for Communications and Public Information, told reporters in New York today.

Global military spending last year, he pointed out, reached $1.5 trillion, the equivalent of $200 for each person alive today. “This is untenable at a time when 1 billion people live on one dollar or less a day.”

Disarmament goals are very broad, encompassing not only the total elimination of nuclear weapons and other weapons of mass destruction, but also limiting conventional arms, preventing the illicit trade in small arms, ridding the world of landmines and many other targets, Sergio Duarte, High Representative for Disarmament Affairs, said at the same briefing.

He noted that there is “growing public awareness of the burdens and risks of large investments in weapons, especially the most deadly ones,” with thousands of nuclear weapons capable of wiping out entire cities remaining on high alert across the globe.

“We believe that NGOs and civil society in general have a vital role to play in alleviating these dangers,” Mr. Duarte said, adding that the upcoming event “will provide participants with a very visible forum to convey their own ideas about how these challenges can be met.”

Some 1,400 delegates, from over 70 countries and representing more than 350 NGOs, are expected to attend the 9-11 September conference, which will be addressed by Secretary-General Ban Ki-moon.

Nobel Peace Prize laureate Jody Williams and Mayor of Hiroshima Tadayoshi Akiba are also among those who will take part in the meeting, which is being held outside of New York for the second time in its 62-year history.

Last year, the conference was held at the headquarters of the UN Educational, Scientific and Cultural Organization (UNESCO) in Paris, France.

Le rapport enjoint aux États qui possèdent l'arme nucléaire de «prendre des mesures pour recommencer le désarmement» afin de lutter contre la prolifération des armes de destruction massive.

8 septembre 2009 – Le Secrétaire général de l'ONU, Ban Ki-moon, était mardi à Mexico, où il participera mercredi à l'ouverture de la Conférence annuelle du Département de l'information (DPI) des Nations Unies et des organisations non gouvernementales, a indiqué un porte-parole à New York.

Ban Ki-moon devait rencontrer mardi après-midi le Président mexicain Felipe Calderon pour discuter de sujets d'intérêt mutuel avant l'Assemblée générale de l'ONU. Il s'agit du changement climatique, des objectifs du Millénaire pour le développement et des droits de l'homme. Le Secrétaire général devait également avoir des entretiens mardi soir avec les ministres de la santé, du développement social, de l'environnement et de l'éducation, a précisé ce porte-parole.

La conférence DPI-ONG à laquelle assistera mercredi M. Ban est intitulée cette année « Pour la paix et le développement : Désarmez maintenant ! »

Par ailleurs, le Secrétaire général a participé lundi à une retraite d'une journée avec de hauts responsables du système des Nations Unies, qui s'est déroulée en deux endroits simultanément, à New York et à Genève, par téléconférence.

Cette retraite, la troisième du genre, permet d'échanger des idées et de proposer des recommandations sur la manière dont les Nations Unies peuvent poursuivre leur mandat et répondre aux besoins des gens, a précisé le porte-parole de l'ONU. La discussion a notamment porté sur la responsabilité, l'amélioration des communications et l'efficacité.

8 September 2009 – Secretary-General Ban Ki-moon is slated to meet Mexican President Felipe Calderón this afternoon in the North American country’s capital, where climate change, the Millennium Development Goals (MDGs) and human rights will be among the subjects for discussion.

The gathering of the two leaders comes ahead of the annual General Assembly debate, starting on 23 September, at United Nations Headquarters in New York, and Mr. Ban is also expected to meet this evening with the Ministers of Health, Social Development, Environment and Education.

On Wednesday, he is scheduled to open the annual UN Department of Public Information (DPI) and non-governmental organizations (NGOs) Conference, which this year focuses on disarmament.

Over 1,700 representatives from NGOs and experts from 70 countries are expected at the three-day gathering in Mexico City, whose theme is “For Peace and Development: Disarm Now!”

Amid renewed international initiatives promoting disarmament and non-proliferation, Kiyotaka Akasaka, UN Under-Secretary General for Communications and Public Information, underscored the timeliness of the conference.

As you know, President [Barack] Obama of the United States will preside over a summit-level meeting of the Security Council on 24 September on nuclear disarmament and non-proliferation,” Mr. Akasaka told reporters in New York on Friday at a briefing to publicize the DPI-NGO conference.

Mr. Akasaka noted that global military spending amounted to $1.5 trillion, representing more than $200 for each person alive today. “This is untenable at a time when 1 billion people struggle to live on $1 or less a day.”

9 September 2009 – Noting that global military spending is now well over $1 trillion and rising every day, Secretary-General Ban Ki-moon today once again called for ridding the world of nuclear weapons, exhorting civil society groups in particular to continue to speak out against the scourge.

“The world is over-armed and peace is under-funded,” Mr. Ban warned in his opening remarks to the 62nd annual United Nations Department of Public Information (DPI) conference with non-governmental organizations (NGOs).

Over 1,700 representatives from NGOs and experts from 70 countries are taking part in the three-day gathering in Mexico City, whose theme is “For Peace and Development: Disarm Now!”

Mr. Ban noted that more weapons continue to be produced and are flooding markets around the world. “They are destabilizing societies. They feed the flames of civil wars and terror,” he stated. “Here in Latin America, gun violence is the number one cause of civilian casualties.”

He said that while the end of the Cold War led the world to expect a massive peace dividend, there are over 20,000 nuclear weapons around the world, many of them still on hair-trigger alert, threatening the survival of humankind.

Coupled with ever-growing ballistic missile proliferation and increasing threats from terrorists, nuclear weapons constitute existential threats to humankind, he added.

The Secretary-General noted, however, that, thanks in large measure to the unrelenting advocacy of NGOs, there is a new moment of opportunity. “Disarmament is back on the global agenda.”

However, this is just the beginning, he added. “Our final destination is a world free of nuclear weapons.”

Civil society has helped teach the world a profound truth – that the mightiest force for change is the power of the people, he told the gathering. “We have a golden opportunity to achieve a world free of nuclear arms. With your voice and your strong support and participation, I know we will seize it.”

Mr. Ban also discussed how disarmament can be carried out effectively, in what he called his “plan to stop the bomb” – a five-point plan, first introduced last October, to achieve a world free of nuclear weapons based on key principles.

These principles are that disarmament must enhance security; be reliably verified; be rooted in legal obligations; be visible to the public; and must anticipate emerging dangers from other weapons.

There can be no development without peace and no peace without development, he stated. “Disarmament can provide the means for both.”

Mr. Ban also highlighted several “important milestones” coming up in the next few weeks, among them the International Day of Peace on 21 September which is dedicated to the “We Must Disarm” campaign, as well as the Security Council’s 24 September high-level summit on disarmament.

The Secretary-General, who arrived yesterday for a two-day visit to Mexico, made an unplanned visit on Tuesday to the northern suburbs of Mexico City, where he personally consoled victims of the severe flash floods that hit the area and offered the assistance of the UN.

Arriving in the flood-affected area by helicopter, along with President Felipe Calderón and the Governor of the State of Mexico, Enrique Peña Nieto, the Secretary-General saw first hand the recent devastation, which included destroyed homes and damaged public works, and personally consoled victims and interacted with the newly displaced.

He said afterward, as he was presented the keys to Mexico City, that he had met “so many people that have been affected by these sudden floods,” adding, “I was so sad.”

He added that he had deep trust and confidence that Mr. Calderón and his Government can make the affected area much better than it was even before it was affected by the flood.

Obama and ACORN's interest is in disarming law-abiding citizens.

It is an outrage that this group has intervened to defend an anti-gun ordinance that has already been declared illegal by the court. So long as ACORN accepts one penny of public funding, the organization should remain absolutely neutral on social issues, political campaigns and especially legal actions defending the right to keep and bear arms.

For the past few election cycles ACORN has clearly grown more partisan toward the radical political Left. ACORN'S PAC, in fact, endorsed Sen. Barack Obama for president, even though their tax-exempt status prohibits endorsement of political candidates. That's hardly surprising since he used to serve as their legal counsel and he taught the group about community organizing. ACORN and Obama are lockstep in seeking to destroy our Second Amendment rights.

We call upon the FBI to expand the scope of its ACORN investigation and focus on the group's involvement in the Jersey City case.

Secretary-General Ban Ki-moon rings the Peace Bell in observance of International Day of Peace

18 September 2009 – Secretary-General Ban Ki-moon today called on nations to intensify efforts to reduce stockpiles of weapons capable of inflicting large-scale devastation and death, as the United Nations held a series of events worldwide to observe the annual International Day of Peace.

“As long as such weapons exist, no one is safe,” said Mr. Ban after ringing the UN Peace Bell in a ceremony at UN Headquarters. “On this International Day of Peace, I have a simple message for all: We Must Disarm! We must have peace.”

The Secretary-General’s 100-day campaign on weapons of mass destruction – “WMD-We Must Disarm” – culminates on 21 September to coincide with the International Day of Peace, which is being marked today by the UN because Monday is a public holiday in much of the world.

During the campaign Mr. Ban, UN Messenger of Peace Michael Douglas and the United States actor Rainn Wilson raised awareness of the dangers and costs of nuclear weapons by issuing a reason a day explaining the importance of nuclear disarmament and non-proliferation on social networking websites and tools such as Twitter, Facebook and MySpace.

Most of the victims of conflict are powerless, innocent civilians, fathers, mothers, [and] children,” said Mr. Ban at the Peace Bell ceremony, adding that without peace “they have little hope of improving their lives. Little hope of escaping poverty.”

Later in the morning, Mr. Ban underscored his message at a gathering of over 1,000 students and teachers at UN Headquarters, noting that he sent messages on Twitter to involve the whole world in the campaign to eliminate weapons of mass destruction.

“Not just political leaders but citizens everywhere – including students like you. You are the future leaders and owners of this planet earth,” he said.

Mr. Ban read some of his own reasons for disarming that he tweeted, including: “Because the world is over-armed and peace is under-funded… Because disarmament contributes to development… And because nukes threaten humankind. Let’s get rid of them 4 good.”

Next week’s Security Council summit on nuclear disarmament and non-proliferation – to be chaired by US President Barack Obama – and a 2010 review conference of the Nuclear Non-Proliferation Treaty are signs for cautious optimism, he said.

The International Day of Peace was first established by the General Assembly in 1981 as an opportunity for people around the world to promote the resolution of conflict and to observe a cessation of hostilities.

Other UN events being held today include a commemoration with non-governmental organizations (NGOs) and Permanent Missions at the UN Office in Geneva (UNOG), where a round-table discussion on nuclear disarmament, non-proliferation and peace will take place.

Twenty-one white doves were released into the sky at the Kabul headquarters of the UN Assistance Mission in Afghanistan (UNAMA) on Wednesday. In Egypt, a signing ceremony in support of the WMD-We Must Disarm was also organized by the UN Information Centre (UNIC) in Cairo in partnership with the Human Rights Department of the Arab League and the Youth Arab Council for Development.

The International Criminal Court (ICC) in The Hague will open its doors to the public on Sunday in a bid to raise awareness of its work and the link between justice and peace. The ICC is one of string of international organizations in the city allowing the public entry, including the Peace Palace, the International Criminal Tribunal for the former Yugoslavia (ICTY), the Organisation for the Prohibition of Chemical Weapons (OPCW), and the European Patent Office (EPO).

M. Ban a estimé que cette réunion et la conférence d'examen du Traité sur la non-prolifération des armes nucléaires (TNP) prévue pour 2010 étaient matière à un optimisme prudent.

La Journée est officiellement célébrée dans le monde le 21 septembre – qui sera un jour férié au siège de l'ONU à New York.

En intervenant à la 53ème Conférence générale de l’AIEA

ROME, Lundi 21 septembre 2009 (ZENIT.org) - Il faut « des pas sérieux et concrets » vers la non prolifération et le désarmement des armes nucléaires, non seulement pour lutter efficacement contre le terrorisme nucléaire, mais pour que se réalise « une culture de la vie et de la paix capable de promouvoir de manière efficace le développement humain intégral des peuples ».

C'est ce qu'a déclaré Mgr Marcelo Sanchez Sorondo, chef de la délégation du Saint-Siège, dans son intervention à la 53ème conférence générale de l'Agence internationale pour l'énergie atomique (AIEA), qui a eu lieu à Vienne du 15 au 18 septembre.

Parmi les défis que la société d'aujourd'hui peut et doit affronter, Mgr Sorondo a cité, au début de son discours, la demande croissante d'énergie et la vente illicite de matériel nucléaire.

« Pour réaliser une cohabitation humaine vraiment libre, a-t-il expliqué en reprenant les paroles de Benoît XVI dans l'encyclique 'Caritas in veritate', il faut défendre et promouvoir inlassablement un vrai développement humain, un développement d'envergure universelle, entre les savoirs et les applications ».

Dans ce contexte, l'une des priorités de l'AIEA, selon Mgr Sorondo, est de « solliciter et de renforcer dans le monde entier la contribution de l'énergie atomique aux causes de la paix et de la prospérité ».

« Mais également d'orienter les connaissances nucléaires vers d'autres domaines comme la médecine, l'agriculture, la sécurité alimentaire, l'accès à l'eau potable, des activités qui, a-t-il poursuivi, doivent s'insérer dans un cadre de développement plus vaste qui mette en son centre la personne humaine, tenant compte des vastes répercussions sur les générations présentes et à venir ».

Mgr Sorondo a invité les Etats à poursuivre leur tâche mais en visant le bien commun des peuples et non le pouvoir national, qu'il soit économique ou militaire.

« Le Saint-Siège, a-t-il conclu, note avec satisfaction des signes positifs quant à la volonté de mettre à nouveau le désarmement nucléaire au centre du débat international sur la PAIX et la SÉCURITÉ ».

Des signes que Mgr Sorondo estime donc positifs, à l'approche de la VIIIème Conférence de révision du Traité de non prolifération des armes nucléaires, prévue en 2010 à New York, quand la communauté internationale sera « appelée à réaliser des pas concrets, transparents et convaincants ».

Le Traité de non prolifération nucléaire (TNP) est l'unique engagement contraignant au plan du désarmement nucléaire. C'est un traité multilatéral qui donne, en outre, le droit à tous les signataires de développer des programmes pacifiques pour produire de l'énergie nucléaire à des fins civiles. Il est devenu une loi internationale en 1970.

Pendant longtemps, seuls cinq Etats possédaient des armes nucléaires : Etats-Unis, Royaume Uni, Union soviétique, France et Chine. Puis il y a eu l'Inde, Israël et le Pakistan qui ont développé des armes nucléaires mais sont restés en dehors du Traité.

Les quelques 188 gouvernements à avoir ratifié le Traité se retrouvent tous les cinq ans à la conférence de révision pour évaluer leur implémentation.

Aujourd'hui dans le monde, il existe plus de 26.000 têtes nucléaires et certaines nations aspirent encore à entrer dans le « club nucléaire ».

Le 18 septembre, pour la première fois en près de vingt ans, l'AIEA a approuvé une résolution demandant à Israël d'adhérer au Traité de non prolifération nucléaire et d'ouvrir tous ses sites nucléaires aux inspections.

Charles Babington of the Associated Press reported yesterday about the Senate Democratic leadership's latest sleazy maneuver to pass the anti-gun health care bill. And this is contemptible even by their admittedly low standards:

White House and Democratic officials are quietly talking with key senators, hoping to craft a thread-the-needle strategy on health care with little or no help from Republicans. The officials are asking a handful of moderate Democrats to do something that might be hard to explain to voters: Cast a Senate vote that could be interpreted as favoring a bill that the lawmakers ultimately plan to oppose on final passage.

In other words, they are trying to convince the swing votes -- Ben Nelson of Nebraska, Mary Landrieu of Louisiana, Blanche Lincoln and Mark Pryor of Arkansas, perhaps Joe Lieberman of Connecticut -- to “throw” their vote on a pivotal filibuster vote. Bottom line: they are being asked to side with the ObamaCare supporters when it comes to the all important “cloture” vote -- which is the real hurdle that ObamaCare supporters must overcome if they are to pass the bill in the Senate.

The cloture vote determines whether a filibuster will continue or not, and it requires the support of 60 Senators. Siding with the ObamaCare supporters on the cloture vote would allow the “swing voters” to oppose the bill on final passage, where only 50 votes (plus the Vice-President) are needed.

Under this scenario, the moderate Democrats would then go back to their constituents and claim to have opposed the anti-gun health care bill because they voted against it on “final passage.” But the critical vote which will have determined the real outcome of ObamaCare will have been the cloture vote. They will claim that the cloture vote was only a “procedural vote.”

It is hard to imagine that anyone with an IQ over 50 would think anyone would swallow this scumbag trick.

But, just to make sure, we are asking our members to let senators know what the response will be for any senator who casts a deciding vote to pass the anti-gun health care bill on cloture, and then tries to trick them.

ACTION: Please write your Senators. Let them know that the 60-vote-margin votes on “cloture” are the important health care votes. No one will be fooled by a senator who votes wrong on these and then casts a meaningless vote against final passage.

Amtrak Amendment Overwhelmingly Passes in the Senate

An amendment to end the complete gun prohibition on Amtrak trains passed overwhelmingly Wednesday in the U.S. Senate by a vote of 68-30.

Senator Roger Wicker (R-MS) offered the amendment to allow law-abiding gun owners to safely and legally transport firearms when they travel on Amtrak.

Current Amtrak regulations prohibit firearms in both checked and carry-on baggage. But Sen. Wicker's amendment prohibits any federal taxpayer funding of Amtrak if it does not allow gun owners to transport firearms on trains in a manner similar to that of airlines. Under this amendment, travelers would be able to transport a firearm from Amtrak stations that accept checked baggage as long as the firearm is declared and carried in a hard-sided, locked container.

The amendment was attached to the 2010 Transportation-Housing & Urban Development Appropriations bill and must now be reconciled with the House-passed bill, which does not contain the Wicker amendment.

UNITED NATIONS — President Obama presided over the United Nations Security Council on Thursday as it unanimously passed a resolution aimed at shoring up the international commitment to limiting the spread of nuclear weapons, particularly halting the diversion of nuclear material for bomb development.

Thursday’s special session was only the fifth time that the Security Council had met at the summit level since the United Nations was founded after the second world war, the White House said, and Mr. Obama was the first American president to preside over such a session.

Most of the presidents and prime ministers gathered for the session, including Mr. Obama, focused their brief remarks on their dreams for a world free of nuclear weapons. But President Nikolas Sarkozy of France gave a forceful speech saying that despite such ideals, the council had to confront the reality of two crises — that Iran and North Korea continued to flout resolutions seeking to limit their nuclear programs.

“What these two nations are going undermines the very rules on which our collective security is based,” Mr. Sarkozy said. “We must stop proliferation. That is what this resolution stipulates.”

The French president said that Iran had pursued “nuclear proliferation activities” in violation of five United Nations resolutions. “No one can seriously believe that the aims of these activities are peaceful,” he said. When negotiators from the five permanent members of the Security Council plus Germany sit down with the Iranians for new talks on Oct. 1, they must demand a clear response on whether Iran is developing nuclear energy for peaceful purpose, he said.

The British prime minister, Gordon Brown, called for tougher sanctions against the Islamic Republic.

The Iranian mission issued a statement calling Mr. Sarkozy’s claims “preposterous.” The claim that it was seeking nuclear weapons was “totally untrue and without any foundation,” the statement said, according to The Associated Press.

On the subject of North Korea, Mr. Sarkozy said that for the past 20 years, Pyongyang had been developing nuclear missiles and exporting sensitive technology. “How much longer will it continue?” Mr. Sarkozy said, calling on all nations to monitor and intercept illegal arms and nuclear exports from North Korea.

The United States, which sponsored the resolution, 1887, said it was not focused on any countries in particular, and indeed, the resolution did not name any. Rather, it was meant to produce a renewed international effort to stop the spread of nuclear weapons, with an eye toward an international review conference on the Nuclear Non-Proliferation Treaty next spring, as well as to finally win the passage of the Comprehensive Test Ban Treaty.

“The resolution that was passed here today will strengthen the foundation for effective cooperative action to uphold the Nuclear Non-Proliferation Treaty,” said Susan Rice, the American ambassador to the United Nations. “This is not a resolution that is focused on Iran or North Korea.”

Among other things, it attempts to improve security around nuclear materials to prevent them from falling into the hands of terrorists; says the council will act against those who provide such material to terrorists; and calls for efforts to strengthen export controls on nuclear-related materials for detection, deterrence and disruption of illegal trafficking in those materials.

It includes provisions that would still hold countries responsible for any actions that violate the non-proliferation treaty even if they withdraw from it. That is an attempt to deter any such withdrawals, a step taken by North Korea.

The Obama administration hailed the resolution as a significant step forward. But officials said it was not binding, and would become so only if the Security Council required countries to take other steps, including making their nuclear exports subject to additional restrictions.

Despite the show of unity behind the 15-0 vote, the arguments leading up to the resolution underscored the differences on the council. China and Russia agreed to new council sanctions against North Korea last June, but they have been less supportive in the council on action against Iran..

The Libyan leader, Col. Muammar el-Gaddafi, skipped the Security Council meeting, but the country’s permanent representative said his country wanted international nuclear inspections to be extended to Israel, which has not signed the non-proliferation treaty. He said Libya also deserved a permanent seat on the Security Council for abandoning its own nuclear weapons program in 2004, which provoked laughter from the leaders present.

Libya had objected to the fact that the resolution did not refer directly to the aim of making the Middle East a region entirely free of nuclear weapons, but language in the resolution refers to provisions in the non-proliferation treaties that call for that.

Mr. Obama said that the resolution was about ensuring that international agreements have real-world heft. “International law is not an empty promise, and treaties must be enforced,” he said.

Raising awareness for tomorrow’s leaders in an interfaith and intercultural environment

The Universal Peace Federation in joint sponsorship with the United Nations Institute for Disarmament Research (UNIDIR), the Permanent Mission of Indonesia to the UN in Geneva, and the Geneva Interfaith Intercultural Alliance (GIIA) organized an important seminar on disarmament at the United Nations in Geneva.




It brought together government, UN and NGO experts in the field of disarmament with the Model UN Interreligious Youth Council of GIIA, including nearly 70 students from Lausanne and Geneva universities.

Responding to Secretary General Ban Ki Moon’s call “WMD, we must disarm” on this year’s International Day of Peace (IDP), this interactive program was launched in order to educate about current issues of disarmament, non proliferation and arms control in an attempt to encourage further discussions and actions from civil society- especially through an interreligious and intercultural cooperation.

Conference Chair, UPF Secretary General, Mr. Heiner Handschin, opened the meeting by explaining about this year’s chosen theme, whose abbreviation also refers to weapons of mass destruction. The world is unreasonably over-armed and it becomes increasingly unacceptable that the world’s governments are spending more in recent years than ever for defence and national security purposes (1.5Trillon US$).

The keynote opening speech was given by H.E. Amb. Dian Triansyah Djani, former President of Trade and Development Board of UNCTAD, current Vice-President of the Human Rights Council (2009-2010), and candidate for Chairman of Conference on Disarmament, the UN’s sole disarmament negotiating body that is located in Geneva.

He described the Indonesian situation as the nation with the largest Muslim population. He noted that GIIA and its interreligious model UN Peace Council corresponds well to the spirit of Indonesia with its great tradition of interreligious tolerance and peaceful coexistence of diverse religions and ethnic communities.

In contrast to Government perspectives, Ms. Anisha Pabari, Hindu Delegate of The GIIA Model UN Interreligious Council expressed in her statement the hopes of civil society that a consensus to substantially dismantle weapons arsenals will be agreed upon soon. She went on to say that what is needed is that leaders replace existing stockpiles with arms of righteousness whereby the root of insecurity and mistrust can be replaced. Youth leaders, especially from the interreligious sphere can be catalysts to speed up this process by bringing interreligious, intercultural peace and cooperation among communities.

The Deputy Secretary General of the Conference on Disarmement (CD) Mr. Jarmo Sareva, who is the new Director of the Office for Disarmament Affairs in Geneva, a renowned expert on disarmament issues gave a very somber but realistic picture of the deadlocks of the past decades of the CD and related bodies and the need for a re-launching and re-thinking of these important issues. He mentioned that there are signs that “fresh air” seems to be coming into the debate especially through the new U.S. administration and an increasing interest of civil society in disarmament matters.

UNIDIR, the main co-sponsor of the event, Deputy Director, Mrs. Christiane Agboton Johnson explained very thoroughly the issue of “small arms” as the “weapons that are constantly used all around the world” and by its massive numbers have become weapons of mass destruction (WMD).



She traced the resolutions and treaties of the UN and the programs of UNIDIR to harness the proliferation and even successfully eliminate massive amounts of small weapons over the decades. She however pointed out the many difficulties that remain, especially due to an absence of standards in the national reports on disarmament issues. The support to their mandate from civil society through GIIA’s Model UN Interreligious Peace Council wasery much appreciated- with discussion of further cooperation.

Ms. Susi Snyder, Secretary General of Women’s International Leage for Peace and Freedom.(WILPF) a well known expert and activist on disarmament, representing Civil Society and NGOs, showed vividly the possibilies to influence the issue of disarmament by civil society. Especially in the “hot” nuclear issue, she showed to what extend civil society can support and push through world wide efforts for nuclear disarmament and non-proliferation. She described several encouraging and very successful examples of civil society campaigns for disarmament, like Global Zero, I CAN (International Campaign to Abolish Nukes), Mayors for Peace, by the Mayor of Hiroshima etc. .

Representing UPF International, Rev.Dr. Joong Hyun Pak, a theologian and religious leader as well as Dean of the World Peace Academy, Seoul Korea, a native Korean himself, could connect the audience to the troubling reality of the present nuclear standoff in his homeland South Korea and the need for religious- and civil society leaders to actively and in concensus to support disarmament issues. He presented an interesting new concept of the creation of a 5th major UN – Headquarters, in Asia, reminding participants that the Asian continent with the largest global population and vast land and ocean surfaces does not have a major UN-Headquarters.

He suggested that in the DMZ at the 38th parallel that divides the Korean peninsula could be converted into a Peace Zone/Peace Park that could become the seat of appropriate agencies or councils, including possibly a religious peace council, a family peace council, disarmament council and even the currently discussed women’s agency. In the framework of the geopolitics and its related tensions there, as well as strong family values and the remarkable work of women’s NGO’s in Asia, the proposal brought applause.

The concluding remarks of the panel were given by Minister Jesus Domingo, minister of disarmament and humanitarian affairs of the Philippine Mission to the UN in Geneva and co-founder of GIIA. Minister Domingo emphasized the need for civil society’s greater involvement in disarmament and other issues that have been hidden in the halls of the UN. The Model UN Interreligious Council and interreligious cooperation for peace building in general will increase security and mutual trust among communities and other stakeholders. He emphasized the need for citizens’ creative initiatives, taking responsibility to educate and inform ourselves so as to be able to speak out knowledgeably in at least one sector of broader fields- like small arms for disarmament. In this way, the international ongoing disarmament efforts can be supported and our communities can be kept informed. Min. Domingo also spoke on behalf of the GIIA bureau in calling for a broader alliance of youth through inviting other Model UN associations in the Geneva and Lausanne area to prepare events at the UN together

After a lively debate, eight youth delegates of seven different faiths were presented with Interfaith Ambassador for Peace Certificates and reminded that they should se this as an encouragement in their continuous efforts through cooperation beyond barriers for lasting PEACE in the world.

Dans un geste qualifié d'historique, le Conseil de sécurité a adopté hier une résolution par laquelle il s'engage à «poursuivre un monde plus sûr et à créer des conditions pour un monde sans armes nucléaires».

Cette résolution, pilotée par le président Barack Obama, a exigé des mois de négociations. Elle appelle les États signataires du Traité de non-prolifération nucléaire (TNP) à respecter leurs obligations, et enjoint aux autres pays dotés de l'arme atomique d'adhérer rapidement à cet accord international.

Le Conseil de sécurité appelle aussi l'ensemble des États à s'engager dans des négociations visant à réduire leurs arsenaux nucléaires. À abandonner tout essai nucléaire. Et à négocier dès que possible un nouveau traité interdisant la production de matériaux fissiles à des fins militaires.

C'est un premier pas «vers un monde sans armes nucléaires», s'est réjoui hier le président Obama.

Cette résolution «extrêmement importante» relance le processus de désarmement qui s'était effiloché dans les années 90, souligne le politicologue Frédéric Mérand, du Groupe interuniversitaire d'étude et de recherche sur la sécurité internationale, à Montréal.

Pour la première fois depuis sa création, la séance du Conseil de sécurité était présidée par un président américain. En soi, c'est «hautement symbolique», dit Frédéric Mérand. Et le symbole est d'autant plus fort que la résolution votée à l'unanimité hier valide la démarche de désarmement nucléaire que Barack Obama a lancée en avril, à Prague.

Fait à souligner, le président des États-Unis a cueilli hier les fruits diplomatiques de l'abandon du projet de bouclier antimissile, que l'administration de George W. Bush prévoyait installer en République tchèque et en Pologne.

La Russie était fortement opposée à ce projet, qu'elle voyait comme une menace potentielle dirigée contre son territoire. La mise au rancart du projet avait été accueillie avec un soupir de soulagement à Moscou.

Et il y a quelques jours, le président russe Dimitri Medvedev a renvoyé l'ascenseur à son homologue américain, en se disant ouvert à d'éventuelles sanctions contre l'Iran - État que l'on soupçonne de vouloir se doter de l'arme nucléaire sous couvert de projets civils.

Ce changement de cap marque un déblocage significatif entre les deux pays qui possèdent 90% des armes nucléaires de la planète: la Russie et les États-Unis. «Le projet de bouclier antimissile encourageait carrément la Russie à relancer son programme nucléaire», dit Frédéric Mérand.

La résolution, qui porte le numéro 1887, a exigé quelques contorsions diplomatiques. Afin de ne pas froisser la Chine, elle ne mentionne pas directement l'Iran, pas plus qu'elle ne nomme la Corée du Nord, autre pays qui aspire à faire partie du club nucléaire.

La résolution d'hier est toutefois loin de conduire directement à un monde sans armes atomiques, avertissent les sceptiques. Obama se fait des illusions sur la probabilité que cette résolution entre réellement en vigueur, et il «exagère ses potentielles retombées positives», met en garde Henry Sokolski, du Non Proliferation Policy Education Center, cité par le Washington Post. Comme d'autres critiques, celui-ci croit que Barack Obama mise trop sur des traités qui pourraient ne pas être ratifiés avant plusieurs années.

Dear Fellow Protectors of Freedom -

Our self-defense rights are under fire here at Virginia Tech, and we're asking for your help in protecting them. The "Center for Peace Studies and Violence Prevention" is holding its first event of the semester, and they are making it clear that their idea of preventing violence is achieved by disarming good people. The event involves a screening of ABC's horribly-biased 20/20 special "If I Only Had a Gun" (see critiques at the end of this letter) followed by a panel discussion with Q&A - and of course, the panel is loaded with anti-gun folks. [PVC: They are ALL anti-gun - Josh Horowitz, Andrew Goddard, Lori Haas, and Omar Samaha. Leave it to the antis to be dishonest by loading the entire "panel" with those who agree with only one side.]

So, since the show is biased and the panel is loaded, in response we need to load the audience with people who understand and respect the right to bear arms and the right of self-defense. I understand this is short notice, but since we just learned of the event, we too are having to make adjustments to attend. If you can make time on Thursday night for this, here's what we need people to do:

1) Expert Speakers -- If you are a CHP instructor, police officer, lawyer, author, or otherwise trained and knowledgeable supporter of Second Amendment rights and issues, we need you to speak up and engage the biased "panel" that they have arranged.

2) Audience Supporters -- They claim they already have 50 attendees to their event that aims to disarm everyone in the name of "peace and non-violence" - we need to greatly outnumber them and show that the large majority of Americans support the right to bear arms. We need you to listen to the discussion and applaud for those statements that you support. Please email us quickly to let us know you're coming ( sccc@vt.edu ).

3) Helpers and Coordinators -- Since we expect a lot of people will come to the event who are unfamiliar with the campus, we are asking people to coordinate and carpool if possible to help everyone find their way around. Also, we may need people to help hand out information and direct people to the event at Squires Student Center.

Notwithstanding, if you attend, please be respectful of everyone regardless of whether or not they agree with you. Make points succinctly and clearly, be respectful and courteous, and let them be the ones to lose their cool when they see how that their objectives are based on false premises [PVC: No sweat - VCDL members have that down to an art form.]; keep your cool just like you do when you are carrying. Also, remember that we all have the same goal - to make the world a safer place - we just disagree on how it should be done. We are just going to show that our side has a lot more support and reason behind it! [PVC: Ken is being overly generous. Their real goal is not about safety, but dictating and controlling the lives of others. Their trickery in setting up this loaded "panel" discussion is absolute proof of that.]

UNITED NATIONS AND VATICAN - THE SAME SPIRIT OF LIE

"Nuclear Weapons Assault ... the Planet Itself"

NEW YORK, SEPT. 30, 2009 (Zenit.org).- Here is the text of an address given Sept. 24 by Archbishop Dominique Mamberti, secretary for Vatican relations with states, to the U.N. security council.

* * *

The Holy See supports the initiative undertaken by the Security Council, presided over this month by the United States, to convene a Summit at the level of Heads of State and Government to discuss nuclear non-proliferation and nuclear disarmament.

This is a very timely and crucial event considering that it is being held in conjunction with the Conference on Facilitating the Entry into Force of the Comprehensive Nuclear-Test-Ban Treaty (CTBT), where still nine ratifications are required for its entry into force. Furthermore, it is conducted in close proximity to the 2010 Nuclear Non-Proliferation Treaty Review Conference, aimed at promoting universal adherence to, compliance with and full implementation of the Treaty. The Summit could also be considered as a valid and concrete response to the global appeal to seize new political momentum and openness in nuclear disarmament.

At the outset, it should be recognized that the Security Council's approach to weapons of mass destruction, including efforts to prevent proliferation of such weapons, has largely been at the country or case-specific level. The Council has firmly acted against some States' nuclear programmes and has been strong in its preventive response to threats by non-state actors. No achievements, however, have been reached in formulating plans for the establishment of a system for the regulation of armaments (Art. 26), in particular nuclear weapons and their proliferation, as a necessary element in maintaining international peace and security and creating an environment favourable to ensuring human advancement (Art. 11) [Charter of the United Nations].

Endorsed by the Summit's high-level participants and following the October 2008 Secretary-General's five-point proposal, the Security Council has yet another great opportunity in becoming a strong guarantor of security to all non-nuclear-weapon States in that they will not be the subject of the use or threat of use of nuclear weapons. The Council is also encouraged to commence discussions and give concrete guidance on security issues in the nuclear disarmament and non-proliferation process. The Council should seize this moment and become a valid advocate in the cause of reaching a world free of nuclear weapons and take a leadership role in bolstering international support for multilateral nuclear arms control treaties and ongoing nuclear disarmament efforts. For this, the Holy See urges concerned States to adopt clear and firm decisions and commitments, and strive for a progressive and concerted nuclear disarmament.

Nuclear weapons assault life on the planet, they assault the planet itself, and in so doing they assault the process of the continuing development of the planet. In their nature, nuclear weapons are not only baneful but also completely fallacious.

Taking into account that nuclear deterrence pertains to the Cold War era and is no longer justifiable in our days, the Holy See strongly advocates re-directing those military doctrines which continue to rely on nuclear weapons as a means of security and defence or even measure of power, which have evidently shown to be among the main causes preventing genuine nuclear disarmament and non-proliferation, thus jeopardizing the very integrity of the Non-Proliferation Treaty (NPT). Abandoning such doctrines is to freeze nuclear tests, still witnessed recently; it is to address seriously the issues of nuclear strategic arms, the tactical ones and the means of delivery of these weapons. The entry into force of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) therefore is of the highest priority, and the realization of which requires concrete steps towards its ratification by nine States. The universal banning of explosions would inhibit the development of nuclear weapons, contributing to nuclear disarmament and non-proliferation, and preventing further damage to the environment. In this direction, it is crucial to halt the production and transfer of fissile material for weapons. The immediate commencement of a Fissile Material Cut-Off Treaty (FMCT) is a matter of responsibility and it must not be further delayed.

The Cold War era has given to the world a nuclear arms race, where the winner was the State with the biggest and most powerful arsenals of nuclear weapons. Today's world demands a courageous leadership in reducing those arsenals to a complete zero. In order to achieve this, States need trust and security.

Nuclear-weapons-free zones are the best example of trust, confidence and affirmation that peace and security is possible without possessing nuclear weapons. The Holy See thus encourages the nuclear-weapon States and those which possess such weapons to ratify all the protocols to the Nuclear-Weapon-Free Zone treaties and strongly supports efforts to establish such a zone in the Middle East.

Celebration of the World's Day of Peace on 21 September has concluded the Secretary-General's multiplatform campaign "WMD-WeMustDisarm" aimed at raising awareness of the dangers and costs of nuclear weapons and whose acronym derives from that of the Weapons of Mass Destruction (WMD). The Holy See shares and firmly commends this strong message which must resonate in all the disarmament debates, leading to the creation of an environment favourable to ensuring human advancement (cf. Art. 11). Disarmament and development are interrelated and complementary. Hence, to this campaign "We Must Disarm" we all may add: and the "World Must Develop" towards advancement of the culture of peace and achievement of the development goals for the enduring benefit of each individual member of the human family and for generations to come in a world free of nuclear weapons.

World Must Develop

450 MAYORS PETITION OBAMA TO ADOPT BROAD GUN REFORM

A new report from a national coalition of mayors urges President Obama to adopt dozens of reforms to help curb gun violence, including steps to crack down on problems at gun shows and the creation of a federal interstate firearms trafficking unit.

The "Blueprint for Federal Action on Illegal Guns," a copy of which was obtained by The Washington Post, presents 40 recommendations that "would dramatically improve law enforcement's ability to keep guns out of the hands of criminals -- and, in doing so, save innocent lives."

The strategies outlined by the Mayors Against Illegal Guns, a bipartisan group of about 450 mayors nationwide, focus on the federal Bureau of Alcohol, Tobacco, Firearms and Explosives. The agency, which has been sent a copy of the report, declined to comment.

"Implementing these recommendations would achieve a goal that all participants in the gun debate support: enforcing laws already on the books," says an accompanying letter signed by the coalition's co-chairmen, Mayors Thomas M. Menino (D) of Boston and Michael R. Bloomberg (I) of New York.

According to the report, hard work by ATF field agents has "been undermined by congressional restrictions, inadequate resources, and a lack of leadership from federal officials in Washington."

The proposed changes could be accomplished within existing laws through agency reforms, regulatory moves and better funding, the report said. The strategies grew out of academic and government research, an analysis of firearms prosecutions and talks with government and law enforcement officials.

"The mayor's coalition created this document for policy discussion," said Jason Post, a spokesman for Bloomberg's office. There are no plans for public release of the document, which is being distributed to key members of Obama's administration and agencies affected by the recommendations.

The 51-page document suggests a handful of strategies that would tighten ATF oversight of thousands of gun shows held annually. The study noted that a 2007 inspector general's probe concluded the "ATF does not have a formal gun show enforcement program."

ATF agents should have greater discretion to conduct criminal investigations at gun shows identified as sources of firearms later seized in crimes, the report states, noting that "criminal activity endemic to some gun shows goes unchecked."

Agents at gun shows should "develop undercover integrity tests" to determine whether felons or out-of-state residents are making illegal purchases.

The report also calls for a better approach to crime gun tracing, the process that tracks a seized weapon back to its first retail sale. The ATF lacks the structure or resources to "fully realize its power," the report says, and information is not regularly shared with field offices, and state and local law enforcement.

To this end, the study wants ATF to be funded to create a new "Office of Tactical Trace Analysis," which would replace the current crime gun analysis branch.

Because serial numbers are sometimes obliterated on crime guns, the study also wants ATF to require that manufacturers stamp new guns with a second, hidden serial number.

Another recommendation calls for the FBI to notify local and state law enforcement every time a person attempts to buy a gun, but does not pass the background check.

"Federal law enforcement should communicate that red flag to the state and local authorities that may be best positioned to address the threat," the report says, suggesting the use of e-mail alerts.

And federal prosecutors should more aggressively prosecute people who fail the background check, the study says. In 2005, the FBI referred 67,713 cases to the ATF, but federal prosecutors pursued only 135 of those cases.

Proposed changes urge that the ATF be given additional manpower. The agency has about 2,500 agents spread among 22 field divisions, the study says, and lacks resources to effectively police gun trafficking across state and national borders.

The report wants money for a "Interstate Firearms Trafficking Unit," to better coordinate ATF investigations. Former ATF officials, according to the report, say it is common for agents to fail to reach out to their counterparts in different states. Without such coordination, investigations "may be compromised by regional ATF offices and joint task forces working at cross-purposes."

The ATF also needs $53 million to hire more field inspectors to ensure compliance by gun dealers, the report said. At the current pace, dealers are inspected once every 11 years, instead of the agency's goal of once every three years, according to the report.

Despite Economic Crisis, Military Spending Increased

VATICAN CITY, OCT. 8, 2009 (Zenit.org).- The Holy See is outlining several achievements toward the goal of global disarmament, but is urging the United Nations to recognize some issues as well.

Archbishop Celestino Migliore, permanent observer of the Holy See at the United Nations, affirmed this today in an address to the first committee of the general assembly's 64th session.

He underlined the expectations of "those suffering and struggling because of armed conflicts and violence" who look to the United Nations for "tangible and convincing results in the hope of seeing a world free of nuclear weapons."

The prelate affirmed the need for "strict controls over arms trade, which in our day is strongly embedded in illicit markets and causing serious damage to humanity."

He noted that last year, despite the "acute economic crisis," military expenditures increased by 4% and totalled some $1.46 billion.

"The world is watching while we are entering once again into discussions on disarmament issues," the archbishop said.

He continued: "The main role of the disarmament machinery is to reduce military expenditures through arms control and disarmament so that the international community can progressively de-weaponize security."

One way of doing this, Archbishop Migliore proposed, is by strengthening multilateralism.

"There are positive signs that disarmament is returning to the multilateral agenda," he added.

New momentum

The prelate stated that "a new political climate and momentum on the part of major players in disarmament is observed and recognized."

To illustrate this, he pointed to "the adoption of a new Convention on Cluster Munitions; the renewed commitments to achieve a mine-free world; many initiatives undertaken by Governments, international organizations, NGOs and civil society organizations in promoting disarmament in all its aspects; constructive and promising exchanges in the process towards an Arms Trade Treaty."

The prelate underlined the Holy See's commitment "to advancing the works on an Arms Trade Treaty, as a legally binding instrument on import, export and transfer of arms."

He continued: "Weapons cannot be considered as any other good exchanged on the global, regional or national market, and their excessive stock-piling or indiscriminate trading -- especially to conflict-affected areas -- cannot, by any means, be morally justified."

The archbishop also pointed out some unresolved issues regarding disarmament.

Among these, he noted that after 13 years, "the Comprehensive Nuclear-Test-Ban Treaty has not yet entered into force, lacking only nine ratifications while we continue to witness nuclear tests."

As well, Archbishop Migliore stated, "persistent obstacles hamper negotiations on a Fissile Material Cut-Off Treaty."

He continued: "A few states have yet to join the Chemical Weapons Convention.

"An international Programme of Action to stem the illicit trade in small arms and light weapons still faces many challenges in achieving its goals. And the international community lacks multilateral legal norms concerning missiles."

The prelate ended by calling for definitive solutions, "so that INTERNATIONAL SECURITY is provided with well-functioning multilateral organisms."

Mgr Celestino Migliore, nonce apostolique et observateur permanent du Saint-Siège auprès des Nations unies, est à nouveau intervenu dans les débats de la 64ème session de l'assemblée générale de l'ONU à New York, à l'occasion jeudi du débat sur le désarmement et la SÉCURITÉ INTERNATIONALE.

« La société civile, les organisations humanitaires internationale, les individus, mais surtout ceux qui souffrent et tous ceux qui subissent les conflits armés et la violence, attendent de nous des résultats concrets et convaincants dans l'espérance de voir le monde libéré de toute arme nucléaire, avec des contrôles sévères sur le commerce des armes, un problème aujourd'hui étroitement lié aux marchés illicites, provoquant de sérieux dommages à l'humanité », a-t-il dit à l'assemblée.

Mais les chiffres, a-t-il relevé, ne sont pas réconfortants. En 2008, l'année du déclenchement de la grave crise financière mondiale, les dépenses militaires, au lieu de diminuer, ont augmenté de 4%, rendant encore plus difficile la possibilité d'atteindre les Objectifs de développement du millénaire qui se proposaient, entre autre, de diminuer de moitié la pauvreté d'ici 2015.

« Les populations peuvent-elles s'attendre à des changements plus concrets et courageux de la part de leurs dirigeants ? », s'est interrogé Mgr Migliore.

« La réponse est entre nos mains et montrera la détermination que met la communauté internationale à rechercher cette paix et cette sécurité mondiales qui font la base du développement humain intégral », a-t-il commenté.

« Désarmer la sécurité »

Citant l'article 26 de la charte des Nations unies, Mgr Migliore a rappelé que la dépense excessive en armements détourne les ressources humaines et économiques des objectifs fondamentaux.

Le rôle principal des initiatives de désarmement, a-t-il affirmé, est celui de « réduire les dépenses militaires à travers le contrôle des armes et le désarmement, de manière à ce que la communauté internationale puisse, progressivement, désarmer la sécurité ».

A la question de savoir quelles sont les alternatives possibles pour faire face à ces dépenses militaires sans que cela nuise au facteur sécurité, l'observateur permanent a suggéré « un renforcement du multilatéralisme ».

A ce propos, a-t-il reconnu, « on assiste à un nouveau climat politique parmi les principaux acteurs du désarmement », et à des gestes de bonne volonté à l'égard de certains objectifs à atteindre comme l'adoption d'une nouvelle convention sur les sous-munitions, et le désir de libérer le monde des mines.

Dans cette perspective, Mgr Migliore a réaffirmé l'engagement du Saint-Siège à aller de l'avant dans les travaux sur un Traité pour le commerce des armes, qui représente un outil contraignant pour l'importation, l'exportation et les transferts d'armes.

« Les armes ne sauraient être considérées comme un quelconque bien d'échange sur le marché mondial, régional ou national, et en aucune façon leur stockage ou leur commerce indiscriminé, surtout vers des régions touchées par les conflits, ne saurait être moralement justifié », a-t-il déclaré.

Si, d'un côté, le Saint-Siège réaffirme la nécessité de mettre en œuvre des « politiques nationales et des accords bilatéraux pour réduire les arsenaux nucléaires », de l'autre il demande à ce que l'on n'oublie pas « les autres questions irrésolues », faisant notamment allusion au fait que 13 ans après l'entrée en vigueur du Traité d'interdiction des essais nucléaires, il manque encore neuf ratifications, et que des « obstacles persistants » entravent toujours les négociations sur un Traité pour l'abolition du matériel fissile.

« De nombreuses questions sur le désarmement attendent une solution définitive », a conclu Mgr Migliore. « Unissons nos efforts et notre bonne volonté afin d'assurer la sécurité mondiale et l'efficacité des organismes multilatéraux ».

Baucus' socialized health care bill comes up for a Finance Committee vote on Tuesday. We have waited and waited and waited for the shifty Baucus to release legislative language. But he has refused to release anything but a summary -- and we will never have a Congressional Budget Office cost assessment based on actual legislation. Even the summary was kept secret for a long time.

But, on the basis of the summary, the Baucus bill (which is still unnumbered) tells us virtually nothing about what kind of policy Americans will be required to purchase under penalty of law -- nor the consequences. It simply says:

* "all U.S. citizens and legal residents would be required to purchase coverage through (1) the individual market...";

* "individuals would be required to report on their federal income tax return the months for which they maintain the required minimum health coverage..." ;

* in addition to an extensive list of statutorily mandated coverage, HHS Secretary Kathleen Sebelius would be empowered to "define and update the categories of treatments, items, and services..." within an insurance plan which would be covered in a policy constituting "required minimum health coverage."

ObamaCare and gun control

It is nearly certain that coverage prescribed by the administration will, to control costs, exclude coverage for what it regards as excessively dangerous activities. And, given Sebelius' well-established antipathy to the Second Amendment -- she vetoed concealed carry legislation as governor of Kansas -- we presume she will define these dangerous activities to include hunting and self-defense using a firearm. It is even possible that the Obama-prescribed policy could preclude reimbursement of any kind in a household which keeps a loaded firearm for self-defense.

The ObamaCare bill already contains language that will punish Americans who engage in unhealthy behavior by allowing insurers to charge them higher insurance premiums. (What constitutes an unhealthy lifestyle is, of course, to be defined by legislators. ) Don't be surprised if an anti-gun nut like Sebelius uses this line of thinking to impose ObamaCare policies which result in a back-door gun ban on any American who owns "dangerous" firearms.

After all, insurers already (and routinely) drop homeowners from their policies for owning certain types of guns or for refusing to use trigger locks (that is, for keeping their guns ready for self-defense! ). While not all insurers practice this anti-gun behavior, Gun Owners of America has documented that some do -- Prudential and State Farm being two of the most well-known.

The good news is that because homeowner insurance is private (and is still subject to the free market) you can go to another company if one drops you. But what are you going to do under nationalized ObamaCare when the regulations written by Secretary Sebelius suspend the applicability of your government-mandated policy because of your gun ownership?

All of this is in addition to something that GOA has been warning you about for several months ... the certainty that minimum acceptable policies will dump your gun information into a federal database ... a certainty that is reinforced by language in the summary providing for a study to "encourage increased meaningful use of electronic health records."

Remember, the federal government has already denied more than 150,000 military veterans the right to own guns, without their being convicted of a crime or receiving any due process of law. They were denied because of medical information (such as PTSD) that the FBI later determined disqualified these veterans to own guns.

Is this what we need on a national level being applied to every gun owner in America?

Incidentally, failure to comply would subject the average family to $1,500 in fines -- and possibly more for a household with older teens. And, although a Schumer amendment purports to exempt Americans from prison sentences for non-purchase of an ObamaPolicy -- something which was never at issue -- it doesn't prohibit them from being sent to prison for a year and fined an additional $25,000 under the Internal Revenue Code for non-payment of the initial fines.

ACTION: Contact your two U.S. Senators. Ask him or her, in the strongest terms, to vote against the phony Baucus bill.

NEW YORK, OCT. 8, 2009 (Zenit.org).- Here is the statement Archbishop Celestino Migliore, permanent observer of the Holy See at the United Nations, delivered today on disarmament and international security at the 64th session of the U.N. General Assembly.

Mr. Chairman,

At the outset allow me to congratulate you on your election to the Chairmanship of this Session of the First Committee. My Delegation assures you of its full support in your endeavours.

Civil society, the international humanitarian organizations, ordinary individuals and especially those suffering and struggling because of armed conflicts and violence, expect from us tangible and convincing results in the hope of seeing a world free of nuclear weapons, with strict controls over arms trade, which in our day is strongly embedded in illicit markets and causing serious damage to humanity. They want to see a world where education, food, healthcare and clean water are more accessible than illicit arms.

Given that we are two-thirds of the way to the MDGs, many wonder whether the international community will ever achieve these goals, when, for example, military expenditures for 2008 increased by 4% and amounted to some US $1.464 billion. And this in the year of the most acute economic crisis.

The world is watching while we are entering once again into discussions on disarmament issues. Can ordinary people expect more progressive, concrete and courageous changes from their leaders? The answer is in our hands, and will show the determination of the international community to pursue world peace and security based on the promotion of integral human development.

Article 26 of the United Nations Charter declares that excessive spending on arms is a diversion from human and economic resources. The main role of the disarmament machinery is to reduce military expenditures through arms control and disarmament so that the international community can progressively de-weaponise security. What are the alternatives to such excessive military spending that at the same time do not lower security? One is to strengthen multilateralism.

There are positive signs that disarmament is returning to the multilateral agenda, as was seen also in the 24 September Security Council Summit on nuclear non-proliferation and disarmament. All things considered, a new political climate and momentum on the part of major players in disarmament is observed and recognized: the positive outcome of the last Preparatory Committee for next year’s NPT Review Conference; the adoption of a new Convention on Cluster Munitions; the renewed commitments to achieve a mine-free world; many initiatives undertaken by Governments, international organizations, NGOs and civil society organizations in promoting disarmament in all its aspects; constructive and promising exchanges in the process towards an Arms Trade Treaty. All these are encouraging achievements.

In this perspective, my Delegation reiterates the Holy See’s commitment to advancing the works on an Arms Trade Treaty, as a legally binding instrument on import, export and transfer of arms. Weapons cannot be considered as any other good exchanged on the global, regional or national market, and their excessive stock-piling or indiscriminate trading -- especially to conflict-affected areas -- cannot, by any means, be morally justified. In a globalized world, it is a given that we need to regulate trade, the financial system, and the interconnected economy. The same ought to be the case for arms trade.

Mr. Chairman, with the adoption of Security Council Resolution 1887, nuclear disarmament and non-proliferation are at the centre of the international debate on peace and security. My Delegation commends national policies and bilateral agreements to reducing nuclear arsenals and looks forward to seeing progress in seriously addressing issues related to nuclear strategic arms, tactical ones and the means of delivery of these weapons.

This, however, should not divert our sight and attention from many long-standing yet unresolved issues.

After 13 years, the Comprehensive Nuclear-Test-Ban Treaty has not yet entered into force, lacking only nine ratifications while we continue to witness nuclear tests. Persistent obstacles hamper negotiations on a Fissile Material Cut-Off Treaty. Although the Conference on Disarmament broke the gridlock on its programme of work for the first time in 12 years, it fails to advance because of procedural disagreements. The outcome of the last Disarmament Commission is not much better. Some major players choose to remain outside the international instruments to ban anti-personnel landmines and cluster munitions, which are significant humanitarian achievements. A few States have yet to join the Chemical Weapons Convention. An international Programme of Action to stem the illicit trade in small arms and light weapons still faces many challenges in achieving its goals. And the international community lacks multilateral legal norms concerning missiles.

Mr. Chairman, many disarmament issues await their definitive solutions. As a new disarmament cycle begins in these days, let us join efforts and good will so that international security is provided with well-functioning multilateral organisms.

(Associated Press) -- Sept pays ont lancé samedi aux Nations unies une campagne en faveur de l'ouverture de négociations sur un nouveau traité de contrôle des armes à feu dans le monde afin de lutter contre un trafic qui fait des milliers de morts et de blessés chaque jour.

L'ambassadeur britannique pour le contrôle multilatéral des armes et le désarmement, John Duncan, a estimé que la réunion de la commission sur le désarmement de l'Assemblée générale, qui a commencé lundi dernier, serait «décisive» pour le lancement ou non de négociations officielles sur un nouveau traité sur le commerce des armes classiques, notamment les armes légères et de petit calibre (ALPC).

Selon un rapport publié cette semaine par l'organisation humanitaire britannique Oxfam et onze autres organisations non gouvernementales, quelque 2,1 millions de personnes, des civils pour la très grande majorité, sont morts directement ou indirectement de la violence armée depuis décembre 2006, quand l'Assemblée générale a voté pour la première fois en faveur de l'ouverture de négociations sur un traité de régulation du commerce des armes. Soit l'équivalent plus de 2000 morts par jour, ou plus d'une personne à chaque minute qui passe, souligne le rapport.

«Il existe une infinité d'armées illégales, privées ou soutenues par des gouvernements, de milices ethniques et de guérillas non gouvernementales, et elles n'ont jamais reçu autant d'armes mortelles de la part d'États voyous», explique l'ancien chef des opérations humanitaires de l'ONU, Jan Egeland, qui dirige l'Institut norvégien des affaires étrangères. «Seule une véritable convention, puissante et sans ambiguïté peut permettre de contrôler la circulation et d'en finir avec les réseaux clandestins des trafiquants d'armes qui fournissent les armes de mort et de souffrance massives de notre génération», ajoute M. Egeland.

L'ambassadeur britannique John Duncan a déclaré qu'à l'issue de trois ans de discussions, la Grande-Bretagne, l'Argentine, l'Australie, le Costa-Rica, la Finlande, le Japon et le Kenya avaient proposé une résolution pour l'ouverture de négociations sur l'élaboration et la conclusion d'un traité. 

Les partisans d'un traité espèrent que la commission sur le désarmement soutiendra leur résolution et que les 192 membres de l'ONU l'adopteront cette année en Assemblée générale. Cela ouvrirait la voie à des négociations qui aboutiraient à une conférence internationale en 2012, où le nouveau traité pourrait être adopté.

L'Assemblée a donné le feu vert l'an dernier à un groupe de travail sur des négociations, par 147 voix contre 2 -celles du Zimbabwe et des États-Unis. Mais la présidence américaine a changé et l'on ignore si Barack Obama soutiendra des négociations.

Le contrôle des armes est un sujet très sensible aux États-Unis car le deuxième amendement de la Constitution garantit le droit de posséder des armes. Les partisans d'un nouveau traité sur le contrôle du commerce des armes assurent que cela ne changera rien au commerce légal et ne vise que le trafic clandestin
. De nombreux pays d'Europe, d'Afrique et d'Amérique latine soutiennent quant à eux le lancement de négociations pour un Traité sur le commerce des armes.

Over the past few months, NRA-ILA has received hundreds of e-mails warning us about "SB-2099," a bill that would supposedly require you to report all your guns on your income tax return every April 15.

Like many rumors, there's just a grain of truth to this one. Someone's recycling an old alert, which wasn't even very accurate when it was new.

There actually was a U.S. Senate bill with that number that would have taxed handguns -- nine years ago. It was introduced by anti-gun Sen. Jack Reed (D-R.I.), and it would have included handguns under the National Firearms Act's tax and registration scheme. This has nothing to do with anyone's Form 1040, of course.

Fortunately, S. 2099 disappeared without any action by the Senate, back when Bill Clinton was still in the White House. We reported about it back then, just as we report about new anti-gun bills every week. Now, it's time for gun owners to drop this old distraction and focus on the real threats at hand.

Washington, D.C. -- Congressman J. Randy Forbes (VA-04) has announced legislation to improve current law to permit qualified retired law enforcement officers to carry concealed firearms. The Law Enforcement Officers Safety Act Improvements Act of 2009, H.R. 3752, aims to increase public safety and ensure proper protection for law enforcement officers.

"About five percent of law enforcement officers who die each year are killed while taking action in an off-duty capacity. Convicted criminals often have exact memories, preventing law enforcement officers from ever being 'off duty', whether active duty or retired," said Forbes in a prepared statement.

"Not only is the ability of retired law enforcement officers to carry concealed firearms a critical officer safety issue, but it just makes sense that trained officers should be prepared to respond immediately to public safety threats, regardless of whether they are off-duty or across state lines. This bill would make significant improvements to law enforcement firearm laws to increase safety for officers and the public."

Under current law, Forbes reports, retired law enforcement officers are subject to complicated and duplicative document certification procedures to carry concealed weapons. Differing interpretations of the law lead some states to refuse to issue the required documentation.

H.R. 3752 aims to "establish measures of uniformity and cut through the bureaucratic red tape by enabling a firearms instructor to certify that retired law enforcement officers meet the active duty standard for firearms training," Forbes reports.

This would allow law enforcement officers who are retired or who separated in good standing after at least ten years of service to carry a concealed weapon. The bill would also extend the right to carry a concealed weapon to current and retired law enforcement officers for a branch of the United States Armed Forces.

H.R. 3752 has been endorsed by the National Fraternal Order of Police and the International Union of Police Associations. The bill has been referred to the House Judiciary Committee where it awaits further action.

Communiqué commun du COE, de la KEK et des Conseils nationaux des Eglises du Canada et des Etats-Unis

S'adressant aux responsables de l'Organisation du Traité de l'Atlantique Nord (OTAN), de l'Union européenne, des Etats-Unis et de la Russie, quatre organisations oecuméniques agissant au niveau mondial, régional et national ont déclaré que "le moment est venu de poursuivre la progression" en faveur du désarmement nucléaire. "L'occasion qui s'offre aujourd'hui doit se concrétiser en actions convaincantes."

"Le nouvel effort entrepris pour abolir les armes nucléaires" est un signe propre à "susciter l'espérance dans le monde", affirment les responsables de ces quatre organisations oecuméniques, qui représentent ensemble près de 200 Eglises en Europe et en Amérique du Nord, dans une lettre datée du 28 octobre.

"Nous appelons tous les Etats détenteurs d'armes nucléaires et les Etats qui ont des armes nucléaires sur leur territoire à contribuer au progrès amorcé dans la nouvelle dynamique politique", ajoutent les responsables oecuméniques.

La lettre a été envoyée au président des Etats-Unis Barack Obama et au président de la Fédération de Russie Dmitri Medvedev "en tant que chefs des Etats qui détiennent plus de 95 pour cent des armes nucléaires du monde", ainsi qu'au secrétaire général de l'OTAN Anders Fogh Rasmussen, au Premier ministre de Suède Fredrik Reinfeldt (Présidence suédoise de l'Union européenne) et au secrétaire général du Conseil de l'Union européenne Javier Solana.

Signée par les secrétaires généraux de quatre organisations oecuméniques – Samuel Kobia pour le Conseil oecuménique des Eglises, Colin Williams pour la Conférence des Eglises européennes, Michael Kinnamon pour le Conseil national des Eglises du Christ aux Etats-Unis, et Mme Karen Hamilton pour le Conseil canadien des Eglises –, la lettre est destinée à encourager les responsables mondiaux auxquels elle s'adresse à "poursuivre cette nouvelle démarche".

La lettre note un certain nombre de développements positifs intervenus récemment dans le domaine du désarmement nucléaire à la suite de décisions des Etats-Unis, de la Russie, de l'OTAN et de l'Allemagne. Elle distingue également des occasions à venir telles que le nouvel accord complémentaire au Traité de réduction des armes stratégiques (START), l'élaboration du nouveau Concept stratégique de l'OTAN et la Conférence d'examen du Traité de non-prolifération des armes nucléaires (TNP) en 2010.
