ONU : COMBATTRE LES CAUSES DU TERRORISME EN AFRIQUE

En Afrique, la communauté internationale doit fournir « les ressources financières, éducatives et technologiques nécessaires pour s'attaquer aux causes sous-jacentes qui favorisent le terrorisme », estime le Saint-Siège.


Une délégation du Saint-Siège auprès de l’ONU à New-York est intervenue à l'occasion du débat du Conseil de sécurité sur "Les enjeux de la lutte contre le terrorisme en Afrique dans le contexte du maintien de la PAIX et de la SÉCURITÉ INTERNATIONALES", hier, 13 mai 2013.

Le Saint-Siège s’inquiète notamment de « la prolifération inacceptable du terrorisme dans toutes les régions du monde et en particulier en Afrique ». Il dénonce le « silence » des leaders politiques, sociaux et religieux et le « désintérêt des médias » sur les actes de terrorisme qui surviennent en Afrique, « par rapport aux autres régions du monde ».

Combattre les causes du terrorisme

En Afrique, la réponse au terrorisme nécessite « une plus grande coopération internationale », estime la délégation, qui invite à « fournir les ressources financières, éducatives et technologiques nécessaires pour s'attaquer aux causes sous-jacentes qui favorisent le terrorisme ».

En effet, explique-t-elle, « dans les zones dépourvues du respect des droits de l'homme, où les gens se sentent abandonnés par la société, les organisations terroristes peuvent alimenter un sentiment de désillusion et se nourrissent de ces injustices pour tenter de justifier leurs actions ».

En outre, ajoute le Saint-Siège, la lutte contre le terrorisme en Afrique doit aussi « promouvoir la coopération entre les parties prenantes, comme les familles, les organisations religieuses, les chefs tribaux et communautaires et d'autres acteurs de la société civile ».

Il s’agit de donner à ces communautés « la possibilité de lutter contre le terrorisme » tout en promouvant « une meilleure compréhension » et « la coopération entre les collectivités locales ».

Non à la manipulation de la religion

Le Saint-Siège condamne fermement le terrorisme, qui « par sa nature même, manifeste un mépris total pour la vie et la dignité humaine », car il utilise « la destruction et le meurtre de personnes innocentes » comme « moyen pour la fin à atteindre ».

En d’autres termes, « les actes de terrorisme atteignent le cœur même de la dignité humaine et constituent une offense à l'humanité tout entière ».

Il condamne « le recours au terrorisme sous toutes ses formes et rejette, en particulier, la manipulation de la religion pour justifier les attaques contre la vie humaine innocente ».

Pour le Saint-Siège, les dirigeants et les communautés religieuses doivent « jouer un rôle important dans la lutte contre les fausses idéologies terroristes », en réaffirmant « avec force que la violence au nom de la religion est l'antithèse de la religion et contribue à sa destruction », mais aussi en « nourrissant la compréhension et le respect entre les personnes et les communautés culturelles, sociales et religieuses ».

Ne pas oublier les victimes

Pour lutter contre ce « fléau », le Saint-Siège appelle donc à la promotion « du DIALOGUE INTERRELIGIEUX » mais également « DU DÉVELOPPEMENT SOCIAL, CULTUREL ET ÉCONOMIQUE ».

Il invite la communauté internationale à « un engagement et une action visant à protéger la vie et à faire respecter tous les droits fondamentaux ».

Il demande enfin de ne pas oublier « les victimes du terrorisme », qui « se battent pour réhabiliter leurs vies brisées », ou encore ceux qui « vivent aujourd'hui dans la peur » de perdre leur vie. Ces personnes, poursuit-il, sont en droit de « recevoir le soutien nécessaire » dans « leur deuil et leur réhabilitation ».
 
Réponses locales et internationales

La défense contre le terrorisme exige « des réponses à la fois locales et internationales », souligne le Saint-Siège : au niveau local, l'Etat et les acteurs locaux et internationaux doivent refuser « le recours à l'utilisation ultérieure de la violence dans un cycle sans fin », et chercher plutôt à « identifier les responsables, établir leur responsabilité pénale, et les poursuivre en justice conformément aux droits fondamentaux de l'homme ».

Au niveau international, la communauté des nations a la « responsabilité » de « favoriser les conditions qui empêcheront les groupes terroristes de se développer », notamment par une meilleure coopération policière et judiciaire et par la CONSTRUCTION DE « PONTS ENTRE LES PEUPLES de différents pays et de divers milieux ethniques et religieux ».

L'année dernière, le Saint-Siège a ratifié la Convention internationale pour la répression du financement du terrorisme (cf. Zenit du 27 janvier 2012) et la Convention de l’ONU sur la prévention et la répression des crimes contre les personnes qui jouissent d’une protection internationale, y compris les diplomates (cf. Zenit du 27 septembre 2012).

Mgr Stephen, évêque de Yola, la capitale de l’État d’Adamawa au Nigeria, appelle à déclarer l’état d’urgence dans le nord-est du pays: « le gouvernement a la capacité d’affirmer son autorité » face aux terroristes.

Mais « le gouvernement craint de perdre des voix aux prochaines élections générales s’il se bat contre Boko Haram » explique-t-il à une délégation internationale de l’Aide à l’Église en détresse, en visite dans le pays africain.

L’évêque accuse le gouvernement guidé par Goodluck Jonathan de timidité pour combattre les « talibans africains » et les autres groupes de militants qui « déchainent le chaos dans tout le pays », non pas parce que ce serait impossible ou qu’il n’en aurait pas la capacité, mais par calcul en vue des élections.

« Le régime a peur d’irriter les électeurs sympathisants des extrémistes alors qu’au contraire, il devrait déclarer l’état d’urgence dans le nord-est du Nigeria. La seule solution, c’est de mettre la région sous le contrôle direct de l’armée. », estime-t-il.

Mgr Dami Mamza rapporte les attaques en série perpétrées par Boko Haram à Barma, dans l’état voisin de Borno, le 7 mai dernier : les fondamentalistes ont rasé au sol un poste de police, une caserne militaire et d’autres bâtiments gouvernementaux en tuant cinquante-cinq personnes. Le 8 mai, près de la cathédrale de Yola, ils ont ouvert le feu en pleine rue, tuant deux personnes.

Pour l’évêque, « si des hommes préposés à la sécurité avaient été à leur poste, des attentats comme ceux-ci n’auraient pas eu lieu. Le gouvernement avait la capacité d’affirmer son autorité, mais il craignait la réaction des partisans des extrémistes qui, hélas, augmentent chaque jour. »

La situation est encore plus dramatique dans les zones rurales, davantage exposées à la violence en raison de l’absence totale de l’État, dénonce-t-il : « Les autorités devraient prendre des mesures plus sérieuses contre Boko Haram. Au contraire, le président pense déjà au scrutin de 2015 et il est convaincu que, s’il combat le groupe jusqu’au-boutiste, il perdra une importante partie de l’électorat dans les états du Nord. »

Selon Mgr Dami Mamza, la capacité militaire croissante des « talibans africains » et leur refus de toute possibilité de négociation constituent une sérieuse menace contre l’État de droit. « Et nous, que faisons-nous ? Allons-nous laisser Boko Haram s’emparer du gouvernement ? Non, nous ne pouvons absolument pas permettre cela. »

PENTAGON UNILATERALLY GRANTS ITSELF AUTHORITY OVER ‘CIVIL DISTURBANCES’

The manhunt for the Boston Marathon bombing suspects offered the nation a window into the stunning military-style capabilities of our local law enforcement agencies. For the past 30 years, police departments throughout the United States have benefitted from the government’s largesse in the form of military weaponry and training, incentives offered in the ongoing “War on Drugs.” For the average citizen watching events such as the intense pursuit of the Tsarnaev brothers on television, it would be difficult to discern between fully outfitted police SWAT teams and the military.

The lines blurred even further Monday as a new dynamic was introduced to the militarization of domestic law enforcement. By making a few subtle changes to a regulation in the U.S. Code titled “Defense Support of Civilian Law Enforcement Agencies” the military has quietly granted itself the ability to police the streets without obtaining prior local or state consent, upending a precedent that has been in place for more than two centuries.

The most objectionable aspect of the regulatory change is the inclusion of vague language that permits military intervention in the event of “civil disturbances.” According to the rule:

Federal military commanders have the authority, in extraordinary emergency circumstances where prior authorization by the President is impossible and duly constituted local authorities are unable to control the situation, to engage temporarily in activities that are necessary to quell large-scale, unexpected civil disturbances.



Bruce Afran, a civil liberties attorney and constitutional law professor at Rutgers University, calls the rule, “a wanton power grab by the military,” and says, “It’s quite shocking actually because it violates the long-standing presumption that the military is under civilian control.”

A defense official who declined to be named takes a different view of the rule, claiming, “The authorization has been around over 100 years; it’s not a new authority. It’s been there but it hasn’t been exercised. This is a carryover of domestic policy.” Moreover, he insists the Pentagon doesn’t “want to get involved in civilian law enforcement. It’s one of those red lines that the military hasn’t signed up for.” Nevertheless, he says, “every person in the military swears an oath of allegiance to the Constitution of the United States to defend that Constitution against all enemies foreign and domestic.”

One of the more disturbing aspects of the new procedures that govern military command on the ground in the event of a civil disturbance relates to authority. Not only does it fail to define what circumstances would be so severe that the president’s authorization is “impossible,” it grants full presidential authority to “Federal military commanders.” According to the defense official, a commander is defined as follows: “Somebody who’s in the position of command, has the title commander. And most of the time they are centrally selected by a board, they’ve gone through additional schooling to exercise command authority.”

As it is written, this “commander” has the same power to authorize military force as the president in the event the president is somehow unable to access a telephone. (The rule doesn’t address the statutory chain of authority that already exists in the event a sitting president is unavailable.) In doing so, this commander must exercise judgment in determining what constitutes, “wanton destruction of property,” “adequate protection for Federal property,” “domestic violence,” or “conspiracy that hinders the execution of State or Federal law,” as these are the circumstances that might be considered an “emergency.”

“These phrases don’t have any legal meaning,” says Afran. “It’s no different than the emergency powers clause in the Weimar constitution [of the German Reich]. It’s a grant of emergency power to the military to rule over parts of the country at their own discretion.”

Afran also expresses apprehension over the government’s authority “to engage temporarily in activities necessary to quell large-scale disturbances.”

“Governments never like to give up power when they get it,” says Afran. “They still think after twelve years they can get intelligence out of people in Guantanamo. Temporary is in the eye of the beholder. That’s why in statutes we have definitions. All of these statutes have one thing in common and that is that they have no definitions. How long is temporary? There’s none here. The definitions are absurdly broad.”

The U.S. military is prohibited from intervening in domestic affairs except where provided under Article IV of the Constitution in cases of domestic violence that threaten the government of a state or the application of federal law. This provision was further clarified both by the Insurrection Act of 1807 and a post-Reconstruction law known as the Posse Comitatus Act of 1878 (PCA). The Insurrection Act specifies the circumstances under which the president may convene the armed forces to suppress an insurrection against any state or the federal government. Furthermore, where an individual state is concerned, consent of the governor must be obtained prior to the deployment of troops. The PCA—passed in response to federal troops that enforced local laws and oversaw elections during Reconstruction—made unauthorized employment of federal troops a punishable offense, thereby giving teeth to the Insurrection Act.

Together, these laws limit executive authority over domestic military action. Yet Monday’s official regulatory changes issued unilaterally by the Department of Defense is a game-changer.

The stated purpose of the updated rule is “support in Accordance With the Posse Comitatus Act,” but in reality it undermines the Insurrection Act and PCA in significant and alarming ways. The most substantial change is the notion of “civil disturbance” as one of the few “domestic emergencies” that would allow for the deployment of military assets on American soil.

To wit, the relatively few instances that federal troops have been deployed for domestic support have produced a wide range of results. Situations have included responding to natural disasters and protecting demonstrators during the Civil Rights era to, disastrously, the Kent State student massacre and the 1973 occupation of Wounded Knee.

Michael German, senior policy counsel to the American Civil Liberties Union (ACLU), noted in a 2009 Daily Kos article that, “there is no doubt that the military is very good at many things. But recent history shows that restraint in their new-found domestic role is not one of them.”

At the time German was referring to the military’s expanded surveillance techniques and hostile interventions related to border control and the War on Drugs. And in fact, many have argued that these actions have already upended the PCA in a significant way. Even before this most recent rule change, the ACLU was vocal in its opposition to the Department of Defense (DoD) request to expand domestic military authority “in the event of chemical, biological, radiological, nuclear, or high yield explosive (CBRNE) incidents.” The ACLU’s position is that civilian agencies are more than equipped to handle such emergencies since 9/11. (ACLU spokespersons in Washington D.C. declined, however, to be interviewed for this story.)

But while outcomes of military interventions have varied, the protocol by which the president works cooperatively with state governments has remained the same. The president is only allowed to deploy troops to a state upon request of its governor. Even then, the military—specifically the National Guard—is there to provide support for local law enforcement and is prohibited from engaging in any activities that are outside of this scope, such as the power to arrest.

Eric Freedman, a constitutional law professor from Hofstra University, also calls the ruling “an unauthorized power grab.” According to Freedman, “The Department of Defense does not have the authority to grant itself by regulation any more authority than Congress has granted it by statute.” Yet that’s precisely what it did. This wasn’t, however, the Pentagon’s first attempt to expand its authority domestically in the last decade.

Déjà vu

During the Bush Administration, Congress passed the 2007 Defense Authorization Bill that included language similar in scope to the current regulatory change. It specifically amended the Insurrection Act to expand the president’s ability to deploy troops domestically under certain conditions including health epidemics, natural disasters and terrorist activities, though it stopped short of including civil disturbances. But the following year this language was repealed under the National Defense Authorization Act of 2008 via a bill authored by Vermont Senator Patrick Leahy (D-VT) who cited the “useful friction” between the Insurrection and Posse Comitatus Acts in limiting executive authority.

According to the DoD, the repeal of this language had more to do with procedure and that it was never supposed to amend the Insurrection Act. “When it was actually passed,” says the defense official, “Congress elected to amend the Insurrection Act and put things in the Insurrection Act that were not insurrection, like the support for disasters and emergencies and endemic influenza. Our intent,” he says, “was to give the president and the secretary access to the reserve components. It includes the National Guard and, rightfully so, the governors were pretty upset because they were not consulted.”

Senator Leahy’s office did not have a statement as of press time, but a spokesperson said the senator had made an inquiry with the DoD in response to our questions. The defense official confirmed that he was indeed being called in to discuss the senator’s concerns in a meeting scheduled for today. But he downplayed any concern, saying, “Congress at any time can say ‘we don’t like your interpretation of that law and how you’ve interpreted it in making policy’—and so they can call us to the Hill and ask us to justify why we’re doing something.”

Last year, Bruce Afran and another civil liberties attorney Carl Mayer filed a lawsuit against the Obama Administration on behalf of a group of journalists and activists lead by former New York Times journalist Chris Hedges. They filed suit over the inclusion of a bill in the NDAA 2012 that, according to the plaintiffs, expanded executive authority over domestic affairs by unilaterally granting the executive branch to indefinitely detain U.S. citizens without due process. The case has garnered international attention and invited vigorous defense from the Obama Administration. Even Afran goes so far as to say this current rule change is, “another NDAA. It’s even worse, to be honest.”

For Hedges and the other plaintiffs, including Pentagon Papers whistleblower Daniel Ellsberg, the government’s ever-expanding authority over civilian affairs has a “chilling effect” on First Amendment activities such as free speech and the right to assemble. First District Court Judge Katherine Forrest agreed with the plaintiffs and handed Hedges et al a resounding victory prompting the Department of Justice to immediately file an injunction and an appeal. The appellate court is expected to rule on the matter within the next few months.

Another of the plaintiffs in the Hedges suit is Alexa O’Brien, a journalist and organizer who joined the lawsuit after she discovered a Wikileaks cable showing government officials attempting to link her efforts to terrorist activities. For activists such as O’Brien, the new DoD regulatory change is frightening because it creates, “an environment of fear when people cannot associate with one another.” Like Afran and Freedman, she too calls the move, “another grab for power under the rubric of the war on terror, to the detriment of citizens.”

“This is a complete erosion of the rule of law,” says O’Brien. Knowing these sweeping powers were granted under a rule change and not by Congress is even more harrowing to activists. “That anything can be made legal,” says O’Brien, “is fundamentally antithetical to good governance.”

As far as what might qualify as a civil disturbance, Afran notes, “In the Sixties all of the Vietnam protests would meet this description. We saw Kent State. This would legalize Kent State.”

But the focus on the DoD regulatory change obscures the creeping militarization that has already occurred in police departments across the nation. Even prior to the NDAA lawsuit, journalist Chris Hedges was critical of domestic law enforcement agencies saying, “The widening use of militarized police units effectively nullifies the Posse Comitatus Act of 1878.”

This de facto nullification isn’t lost on the DoD.

The DoD official even referred to the Boston bombing suspects manhunt saying, “Like most major police departments, if you didn’t know they were a police department you would think they were the military.” According to this official there has purposely been a “large transfer of technology so that the military doesn’t have to get involved.” Moreover, he says the military has learned from past events, such as the siege at Waco, where ATF officials mishandled military equipment. “We have transferred the technology so we don’t have to loan it,” he states.

But if the transfer of military training and technology has been so thorough, it boggles the imagination as to what kind of disturbance would be so overwhelming that it would require the suspension of centuries-old law and precedent to grant military complete authority on the ground. The DoD official admits not being able to “envision that happening,” adding, “but I’m not a Hollywood screenwriter.”

Afran, for one, isn’t buying the logic. For him, the distinction is simple.

“Remember, the police operate under civilian control,” he says. “They are used to thinking in a civilian way so the comparison that they may have some assault weapons doesn’t change this in any way. And they can be removed from power. You can’t remove the military from power.”

Despite protestations from figures such as Afran and O’Brien and past admonitions from groups like the ACLU, for the first time in our history the military has granted itself authority to quell a civil disturbance. Changing this rule now requires congressional or judicial intervention.

“This is where journalism comes in,” says Freedman. “Calling attention to an unauthorized power grab in the hope that it embarrasses the administration.”

Afran is considering amending his NDAA complaint currently in front of the court to include this regulatory change.

As we witnessed during the Boston bombing manhunt, it’s already difficult to discern between military and police. In the future it might be impossible, because there may be no difference.

If I were Arab, I would hang my head in shame too, for the tiny boy beat the big bad bully senseless -- with the help of Almighty God, of course.  
 
Arab hatred cannot succeed, because God has set His face against them, and is protecting Israel by the Almighty Power of His Hand! All Arab leaders had best stop attacking God's people, the Jews. They have no concept that they are opposing Almighty God. God had repeatedly stated, in both Old and New Testaments, that He was going to restore Israel back to her land in the 'latter days', and would restore His betrothal to her.
Once God destroys the wicked Illuminati Jews through Antichrist -- two-thirds of the Jews of Israel -- Jesus will return to a Christian Israel. The people of this reconstituted Israel "shall look earnestly upon Me Whom they have pierced" (Zechariah 12:10)

Therefore, in this early time frame, God will protect national Israel, even though they are currently controlled by the Illuminati. God will beat every nation surrounding Israel on an anvil called Israel!

Yes, the Arabs are entirely correct to be humiliated by the defeat of May, 1948, 1956, 1966, and 1972, and 1980. Time and time again, their overwhelming forces were halted, and then destroyed, by the protective power of Almighty God.

But, the world has seen nothing yet. God has yet to deliver His annihilating judgment upon Israel's enemies as He promised in Zechariah 12 and in Joel 2 and 3.

Arab leaders, you do not know enough to be thoroughly terrified.

MUDDLED ISRAELI-US POLICIES ON ASSAD SET STAGE FOR GOLAN OFFENSIVE AGAINST ISRAEL

Four days after a “senior Israeli official” warned Assad through The New York Times of Wednesday, May 15 that he risks forfeiting power if he retaliates for Israeli attacks on weapons supplies to terrorists, “Israeli officials” were telling the London Times of Saturday, May 18 something quite different: “An intact, but weakened, Assad regime would be preferable,” they said. “Better the devil we know than the demons we can only imagine if… extremists from across the Arab world gain a foothold there.”

The night before this report, Fox News aired footage appearing to show Israeli commandos inside Syria racing back on foot to Israeli territory.

Without going into whether the two sets of “Israeli officials” were one and the same, their utterances are clearly making Israel’s policy-makers and defense leaders look muddled and uncertain – or, worse, unable to think clearly – about how to cope with the menace building up on the Syrian Golan. This could take the form of a Syrian war of attrition and/or a Hizballah offensive against Upper and Western Galilee.

At all events, the Syrian civil conflict appears poised ready to spill over to one or more of its neighbors, starting with Israel as a result of six factors:

1. President Barack Obama’s inability to make up his mind on whether the US should intervene militarily in Syria – even in a limited way, such as the imposition of no-fly zones or finding a way to supply non-Islamist Syrian rebel groups with sorely needed weapons.

2. The US president’s refusal to recognize that chemical weapons have already been used in Syria. His reaction to the file put before him in the White House Friday, May 17, by Turkish Prime Minister Tayyip Erdogan - with evidence from physicians treating wounded Syrians - remained dismissive. “The US has seen evidence of chemical weapons being used in Syria,” he said, adding however, “it is important to get more specific details about alleged chemical attacks.”

This comment was interpreted as the US president’s acceptance of the use of chemical weapons in the Syrian war so long as it was on a limited scale. Obama, like Prime Minister Binyamin Netanyahu, has therefore waved away another red line for military intervention in the Syria conflict, by closing his eyes to the evidence.

Former Israeli defense minister Binyamin Ben-Eliezer was more realistic last week when he brusquely brushed aside a radio interviewer’s query by saying: Of course, Assad has used chemical weapons and isn't it obvious that he has already transferred to Hizballah both chemical substances and other advanced weapons?

3. Following again in American footsteps, Israel failed to prevent Russia sending advanced S-300 anti-air and Yakhont anti-ship missiles to the Assad regime – both improved versions which were outfitted with sophisticated radar to improve their range and precision.

When Netanyahu was challenged with failing in this mission in his May 14 trip to buttonhole Russian President Vladimir Putin in Sochi, he said only that he would “travel wherever is needed and talk to whoever is needed to keep Israel safe and secure.”

This was the closest he came to admitting that he had fallen down on his efforts for keeping advanced Russian weaponry out of Syrian hands.

4. Strategic errors, which may turn out to be irreversible, because they emanated from faulty assessments shared by Israel and the Obama administration of the strengths on the Syrian battlefield. To this day, the US, Israel and Turkey cling to the belief that Assad’s days are numbered and refuse to recognize the steady advances made by the Syrian army in its counter-offensive for dislodging the rebels from land they captured in more than two years of combat.

5. This misreading of the Syrian ruler’s survivability is part and parcel of the omission by Obama, Netanyahu and Erdogan to appreciate and counter two major strategic changes overtaking the region:

a) They stood aside as Moscow, Tehran and Hizballah deepened their military commitments to Assad’s fight for survival – starting with the arrival of Russian military personnel in Syria to man the sophisticated missiles supplied by Moscow until Syrian crews were instructed in their use.

They didn’t raise a finger to interfere with the almost daily Russian and Iranian air lifts to Syrian air bases of complete brigades of elite Hizballah fighters and thousands of Iranian Bassij militiamen who now control key war sectors.
Washington Jerusalem and even Jordan sat on their hands when 3,000 Iraqi members of the Asai’b al-Haq (League of the Righteous) and Kataib Hizballah poured across the border into Syria to support Assad’s war on the Syrian rebellion.

b) Because they kept their distance from all these strategic game-changers in and around Syria, the US and Israel lost their chance to break up the Tehran-Damascus-Hizballah alliance. This objective the Obama administration once offered as his priority and the pretext for avoiding military action against a nuclear Iran.

What Washington achieved by its hands-off stance on Syria was the very opposite: Instead of weakening the triple alliance, Obama has allowed it to be bolstered by Russian and Iraqi increments.


It is no wonder, therefore, that Moscow, Tehran, Damascus and Hizballah are behaving like winners and gearing up for the next stage of the Syrian war, which, if Tehran and Hizballah have their way, will evolve into a war of attrition against Israel waged from the Syrian Golan.

The opening shot was fired Wednesday, May 15 by a Palestinian terrorist front under Syrian, Iranian and Hizballah tutelage, which shelled an Israeli military observation post on Mt. Hermon. This attack drew no direct Israeli response - par for the course.

6. A war of attrition against Israel from the Golan would not be a new experience either for Damascus or Moscow. In 1974, from March to May, Syrian forces, refusing to accept the defeat of their 1973 offensive against Israel, launched a harsh war of attrition from the same enclave, on the advice of their Soviet patron. In what became know as “the little war,” Syrian forces kept Israeli Golan under heavy shelling barrages and tried repeatedly to capture Mt Hermon.

The big secret of that short-lived conflict was the deployment by the Soviet Union of two Cuban armored brigades on the Golan front against Israel, airlifted in from Angola. All the same, Damascus was forced to accept a ceasefire on Golan which was observed from that day on until the present.

This time, the big difference is that Moscow can leave the heavy-lifting for a limited war on Israel to Tehran and Hizballah.

Hizballah’s Hassan Nasrallah in one of his fiery speeches expressed eagerness to make the Golan his new front for war on Israel. And Friday, May 17, it was reported in Tehran that Iran’s supreme leader Ayatollah Ali Khamenei had entrusted Al Qods Brigades commander Gen. Qassem Soleimani with the task of sending troops to the Golan to embark on hostilities against Israel.

Once they begin, it will be hard to stop the violence from spreading to Israel’s borders with Lebanon, from Syria into Turkey and from Jordan into Syria and Iraq.

Senior Obama officials tell the US Senate: the 'war', in limitless form, will continue for 'at least' another decade - or two

Last October, senior Obama officials anonymously unveiled to the Washington Post their newly minted "disposition matrix", a complex computer system that will be used to determine how a terrorist suspect will be "disposed of": indefinite detention, prosecution in a real court, assassination-by-CIA-drones, etc. Their rationale for why this was needed now, a full 12 years after the 9/11 attack:

On Thursday, the Senate Armed Services Committee held a hearing on whether the statutory basis for this "war" - the 2001 Authorization to Use Military Force (AUMF) - should be revised (meaning: expanded). This is how Wired's Spencer Ackerman (soon to be the Guardian US's national security editor) described the most significant exchange:

That the Obama administration is now repeatedly declaring that the "war on terror" will last at least another decade (or two) is vastly more significant than all three of this week's big media controversies (Benghazi, IRS, and AP/DOJ) combined. The military historian Andrew Bacevich has spent years warning that US policy planners have adopted an explicit doctrine of "endless war". Obama officials, despite repeatedly boasting that they have delivered permanently crippling blows to al-Qaida, are now, as clearly as the English language permits, openly declaring this to be so.

It is hard to resist the conclusion that this war has no purpose other than its own eternal perpetuation. This war is not a means to any end but rather is the end in itself. Not only is it the end itself, but it is also its own fuel: it is precisely this endless war - justified in the name of stopping the threat of terrorism - that is the single greatest cause of that threat.

In January, former Pentagon general counsel Jeh Johnson delivered a highly-touted speech suggesting that the war on terror will eventually end; he advocated that outcome, arguing:

In response, I wrote that the "war on terror" cannot and will not end on its own for two reasons: (1) it is designed by its very terms to be permanent, incapable of ending, since the war itself ironically ensures that there will never come a time when people stop wanting to bring violence back to the US (the operational definition of "terrorism"), and (2) the nation's most powerful political and economic factions reap a bonanza of benefits from its continuation. Whatever else is true, it is now beyond doubt that ending this war is the last thing on the mind of the 2009 Nobel Peace Prize winner and those who work at the highest levels of his administration. Is there any way they can make that clearer beyond declaring that it will continue for "at least" another 10-20 years?

The genius of America's endless war machine is that, learning from the unplesantness of the Vietnam war protests, it has rendered the costs of war largely invisible. That is accomplished by heaping all of the fighting burden on
a tiny and mostly economically marginalized faction of the population, by using sterile, mechanized instruments to deliver the violence, and by suppressing any real discussion in establishment media circles of America's innocent victims and the worldwide anti-American rage that generates.

Though rarely visible, the costs are nonetheless gargantuan. Just in financial terms, as Americans are told they must sacrifice Social Security and Medicare benefits and place their children in a crumbling educational system, the Pentagon
remains the world's largest employer and continues to militarily outspend the rest of the world by a significant margin. The mythology of the Reagan presidency is that he induced the collapse of the Soviet Union by luring it into unsustainable military spending and wars: should there come a point when we think about applying that lesson to ourselves?

Then there are the threats to Americans' security. Having their government spend decades proudly touting itself as "A Nation at War" and bringing horrific violence to the world is certain to prompt more and more people to want to attack Americans, as the
US government itself claims took place just recently in Boston (and as clearly took place multiple other times over the last several years).

And then there's the most intangible yet most significant cost: each year of endless war that passes further normalizes the endless rights erosions justified in its name. The second term of the Bush administration and first five years of the Obama presidency have been devoted to codifying and institutionalizing the vast and unchecked powers that are typically vested in leaders in the name of war. Those powers of secrecy, indefinite detention, mass surveillance, and due-process-free assassination are not going anywhere. They are now permanent fixtures not only in the US political system but, worse, in American political culture.

Each year that passes, millions of young Americans come of age having spent their entire lives, literally, with these powers and this climate fixed in place: to them, there is nothing radical or aberrational about any of it. The post-9/11 era is all they have been trained to know. That is how a state of permanent war not only devastates its foreign targets but also degrades the population of the nation that prosecutes it.

This war will end only once Americans realize the vast and multi-faceted costs they are bearing so that the nation's political elites can be empowered and its oligarchs can further prosper. But Washington clearly has no fear that such realizations are imminent. They are moving in the other direction: aggressively planning how to further entrench and expand this war.

One might think that if there is to be a debate over the 12-year-old AUMF, it would be about repealing it. Democratic Congresswoman Barbara Lee, who
heroically cast the only vote against it when it was originally enacted by presciently warning of how abused it would be, has been advocating its repeal for some time now in favor of using reasonable security measures to defend against such threats and standard law enforcement measures to punish them (which have proven far more effective than military solutions). But just as happened in 2001, neither she nor her warnings are deemed sufficiently Serious even to consider, let alone embrace.

Instead, the Washington AUMF "debate" recognizes only two positions: (1) Congress should codify expanded powers for the administration to fight a wider war beyond what the 2001 AUMF provides (that's the argument
recently made by the supreme war-cheerleaders-from-a-safe-distance at the Washington Post editorial page and their favorite war-justifying think tank theorists, and the one being made by many Senators from both parties), or (2) the administration does not need any expanded authority because it is already free to wage a global war with very few limits under the warped "interpretation" of the AUMF which both the Bush and Obama DOJs have successfully persuaded courts to accept (that's the Obama administration's position). In other words, the shared premise is that the US government must continue to wage unlimited, permanent war, and the only debate is whether that should happen under a new law or the old one.

Just to convey a sense for how degraded is this Washington "debate": Obama officials at yesterday's Senate hearing repeatedly insisted that this "war" is already one without geographical limits and without any real conceptual constraints. The AUMF's war power,
they said, "stretches from Boston to the [tribal areas of Pakistan]" and can be used "anywhere around the world, including inside Syria, where the rebel Nusra Front recently allied itself with al-Qaida's Iraq affiliate, or even what Sen. Lindsey Graham (R-SC) called 'boots on the ground in Congo'". The acting general counsel of the Pentagon said it even "authorized war against al-Qaida's associated forces in Mali, Libya and Syria". Newly elected independent Sen. Angus King of Maine said after listening to how the Obama administration interprets its war powers under the AUMF:

Former Bush DOJ official Jack Goldsmith, who testified at the hearing, summarized what was said after it was over: Obama officials argued that "they had domestic authority to use force in Mali, Syria, Libya, and Congo, against Islamist terrorist threats there"; that "they were actively considering emerging threats and stated that it was possible they would need to return to Congress for new authorities against those threats but did not at present need new authorities"; that "the conflict authorized by the AUMF was not nearly over"; and that "several members of the Committee were surprised by the breadth of DOD's interpretation of the AUMF." Conveying the dark irony of America's war machine, seemingly lifted right out of the Cold War era film Dr. Strangelove, Goldsmith added:

Nobody really even knows with whom the US is at war, or where. Everyone just knows that it is vital that it continue in unlimited form indefinitely.

In response to that, the only real movement in Congress is to think about how to enact a new law to expand the authorization even further. But it's a worthless and illusory debate, affecting nothing other than the pretexts and symbols used to justify what will, in all cases, be a permanent and limitless war. The Washington AUMF debate is about nothing other than whether more fig leafs are needed to make it all pretty and legal.

The Obama administration already claims the power to wage endless and boundless war, in virtually total secrecy, and without a single meaningful check or constraint. No institution with any power disputes this. To the contrary, the only ones which exert real influence - Congress, the courts, the establishment media, the plutocratic class - clearly favor its continuation and only think about how further to enable it. That will continue unless and until Americans begin to realize just what a mammoth price they're paying for this ongoing splurge of war spending and endless aggression.

Related matters

Although I'm no fan of mindless partisan hackery, one must acknowledge, if one is to be honest, that sometimes it
produces high comedy of the type few other afflictions are capable of producing.

On a related note: when Attorney General Eric Holder spoke about the DOJ's subpoeans for AP's phone records - purportedly issued in order to find the source for AP's story about a successfully thwarted terror attack from Yemen -
he made this claim about the leak they were investigating: "if not the most serious, it is within the top two or three most serious leaks that I have ever seen." But yesterday, the Washington Post reported that CIA officials gave the go-ahead to AP to report the story, based in part on the fact that the administration itself planned to make a formal announcement boasting of their success in thwarting the plot. Meanwhile, the invaluable Marcy Wheeler today makes a strong case that the Obama administration engaged in a fear-mongering campaign over this plot that they knew at the time was false - all for the purpose of justifying the president's newly announced "signature drone strikes" in Yemen.

The key lesson from all of this should have been learned long ago: nothing is less reliable than unchecked claims from political officials that their secret conduct is justified by National Security Threats and the desire to Keep Us Safe.

Le secrétaire général des Nations unies hausse le ton et qualifie les tirs de missiles effectués samedi par la Corée du Nord de provocations, alors qu'un autre tir est rapporté dimanche au large de sa côte est du pays.

Dans une entrevue accordée à l'agence russe Ria Novosti, Ban Ki-moon qui est originaire de la Corée du Sud, exhorte Pyongyang de revenir à la table des négociations sur le programme nucléaire.

« J'espère que la Corée du Nord s'abstiendra à l'avenir de commettre de tels actes. Ils doivent revenir prochainement à la table des négociations pour faire retomber la tension », a-t-il dit, appelant une nouvelle fois la Russie à peser de tout son poids pour faire entendre raison aux Nord-coréens.

Pyongyang a procédé samedi au tir de trois missiles à courte portée, qui ont terminé leur course dans ses eaux orientales selon le ministère de la Défense sud-coréen.

Un quatrième tir est survenu dimanche après-midi, selon des représentants de l'armée de la Corée du Sud. Ils ont toutefois refusé de préciser si la Corée du Nord avait lancé un missile ou encore un projectile d'artillerie.

Ces tirs ont lieu au moment où des efforts diplomatiques sont déployés pour apaiser les tensions entre Pyongyang et Séoul.

La Corée du Nord effectue régulièrement des tests pour ce genre de missiles. En mars, elle avait procédé au lancement de deux missiles de type KN-02 au large de sa côte orientale.

Des experts estiment que le pays tente d'améliorer la portée et l'exactitude de son arsenal.

Dans le collimateur des pays occidentaux, ce pays ne peut, en vertu des résolutions du Conseil de sécurité de l'ONU, procéder à des tests de missiles balistiques.

The IDF is increasingly determined to stop Palestinian Authority-resident Arabs’ attacks on Israeli communities, and is willing to use live fire if necessary, says Yehuda Dana, security chief for the Beit El region.

Speaking to Arutz Sheva, Dana said there has been an escalation in Arab attacks on Israeli civilians in recent months. “Their brazenness has crossed the line – they are doing what they didn’t do for years, like reaching the fence of an Israeli community and throwing rocks into the community, causing injuries,” he related.

Until now, Arab rioters were handled “with silk gloves,” he said, with soldiers restricting themselves to non-lethal means of riot dispersal such as tear gas and rubber bullets.

“Unfortunately, the Palestinians realized that they were facing an opponent that could not defeat them,” he said.

However, he said, things are changing. “There is a change in the decisiveness, in the determination to end this phenomenon… I hope the other side realizes that the ‘silk glove treatment’ is over.”

Dana gave the new commander for the Judea and Samaria Division, Brigadier-General Tamir Yadai, much of the credit for the change. “We met with the new District Commander and the conversation was positive. I hope the commander’s spirit reaches every last soldier,” he said.

“Yadai made it clear that rocks will not be allowed to cross the fence around communities, and that it is unthinkable that residents or property be damaged,” he explained. “He emphasized that he would take a firm approach in response to such incidents.”

Residents of the Beit El region were pleased to see IDF troops taking a strong stance against rock attacks and firebombing, Dana said, but are waiting to see if the situation will last. “Ultimately the results will speak for themselves,” he concluded.

SEOUL, South Korea – North Korea fired a projectile into waters off its eastern coast Sunday, a day after launching three short-range missiles in the same area, officials said.

North Korea routinely test-launches short-range missiles. But the latest launches came during a period of tentative diplomacy aimed at easing recent tension, including near-daily threats by North Korea to attack South Korea and the U.S. earlier this year. North Korea protested annual joint military drills by Seoul and Washington and U.N. sanctions imposed over its February nuclear test.

The fourth launch occurred Sunday afternoon, according to officials at Seoul's Defense Ministry and Joint Chiefs of Staff. The officials, who spoke on condition of anonymity citing department rules, refused to say whether it was a missile or artillery round.

On Saturday, North Korea fired two short-range missiles in the morning and another in the afternoon. The U.S. responded by saying threats or provocations would only further deepen North Korea's international isolation, while South Korea called the launches a provocation and urged the North to take responsible actions.

The North has a variety of missiles but Seoul and Washington don't believe the country has mastered the technology needed to manufacture nuclear warheads that are small and light enough to be placed on a missile capable of reaching the U.S.

U.S. officials said the North has recently withdrawn two mid-range "Musudan" missiles believed to be capable of reaching Guam after moving them to its east coast during the recent tensions.

The Korean Peninsula officially remains in a state of war because the 1950-53 Korean War ended with an armistice, not a peace treaty. South Korea's Defense Ministry said Sunday it has deployed dozens of Israeli-made precision guided missiles on front-line islands near the disputed western sea boundary as part of an arms buildup begun after a North Korean artillery strike on one of the islands in 2010 killed four South Koreans.

Israel troops return fire on Syrian Golan position 
 
Syria and Israel crossed verbal swords Tuesday, May 21, after an overnight exchange of fire on the Golan.

When the Damascus government claimed responsibility for the gunfire on an Israeli Golan patrol Monday night and threatened to strike back for any Israeli reprisals, Defense Minister Moshe Yaalon shot back by saying: “Our policy is clear – we don’t interfere in Syria’s civil war, but neither will we let the fire spill over onto our territory. Last night,” he added, “we destroyed a Syrian army position on the Golan which fired at an IDF patrol.”

He spoke during a tour of naval facilities in Atlit and Haifa.

On a visit to the Golan, IDF chief of staff Lt. Benny Gantz and OC Northern Command Yair Golan ordered Israeli Golan positions to return any fire coming from the Syrian side, a reversal of previous policy.

No one was hurt on the Israeli side. But this time, unlike the two previous incidents, Israeli forces directed a Tamuz rocket at the source of the gunfire and identified a direct hit.

To inflate the episode, the Syrian statement claimed an IDF vehicle damaged in the attack was destroyed.

Syria and Hizballah, flushed with the success of breaking the rebel hold on the strategic town of al Qusayr, Sunday, May 19, are making no secret of their plans for the “great confrontation,” i.e. military confrontaiton with  Israel after they win the Syrian civil war.  Israel’s military leaders are taking with the utmost seriousness the words of Ibrahim al-Amin, editor of the Hizballah organ Al Akhbar, and a close buddy of Syrian president Bashar Assad, who wrote Monday:
“The rope is taut. It is taut to the limit. Anyone at either end [Israel at one end, Syrian and Hizballah, at the other] need only flex a finger and it will break, and the great confrontation will take place. This is neither a threat, nor an exaggeration or interpretation. This is the situation on the enemy’s northern front. Now means today; it means this hour,” al-Amin wrote.

Israeli intelligence experts have no doubt that the writer penned those words at the behest of his master, Hizballah’s Hassan Nasrallah, and Bashar Assad.

Israeli spokesmen and media tried hard Monday to play down the scale of the joint force’s success in capturing al-Qusayr, which sits on Syria’s main road to Lebanon and the Damascus high road to the Mediterranean, by harping on the heavy battle losses sustained by Hizballah – 50 dead and many more gravely injured.

But these losses do not detract from the Iranian Lebanese proxy’s pivotal role in the Syrian rebels’ resounding defeat and the Syrian army’s decisive victory.

It cannot be denied that the fateful setback suffered by the Syrian rebels resulted from their being abandoned to their fate at the most critical moment of their uprising by their backers, the US, Turkey, Jordan and the Arab Gulf emirates.
Syrian and Hizballah forces are getting ready to turn east for their next major offensive, the destruction of rebel strongholds in Homs and its outlying villages. Our military sources report the Syrian army has deployed its 14th Division and an expanded unit of self-propelled artillery for this joint effort. Rebel spokesmen warn that a massacre is in store.

Cette opération est menée par des employés de Services Canada, l'agence responsable d'administrer le régime d'assurance-emploi.

L'affaire a été portée à l'attention des médias par une travailleuse au chômage du secteur de la transformation du poisson du Nouveau-Brunswick.

 La police de l'Ontario peut examiner le contenu du téléphone cellulaire d'un suspect.

La plus haute cour de l'Ontario vient d'établir que les policiers de la province ont le droit de fouiller le téléphone cellulaire d'un suspect à condition que celui-ci ne soit pas protégé par un mot de passe.

Dans un jugement rendu mercredi, la Cour d'appel de l'Ontario statue que les agents peuvent jeter « un coup d'oeil rapide » sur les informations contenues dans l'appareil, mais qu'ils doivent détenir un mandat lorsque celui-ci est verrouillé.

Cette décision survient à la suite d'un appel fait par un homme arrêté en lien avec un vol. L'individu faisait valoir que la police avait enfreint la Charte canadienne des droits et libertés en examinant son téléphone après son arrestation.

Kevin Fearon a été interpellé en juillet 2009, après qu'un stand à bijoux eut été cambriolé dans un marché aux puces de Toronto. Les policiers ont trouvé dans son téléphone des images d'argent comptant et d'une arme à feu, de même qu'un message texte faisant référence à des bijoux.

La Cour d'appel a rejeté son argumentaire, soulignant que les policiers avaient le droit de scruter rapidement son téléphone pour voir s'il contenait des preuves relatives au crime, mais qu'ils auraient dû arrêter après coup pour obtenir un mandat de perquisition.

Le juge a précisé que si le téléphone avait été protégé par un mot de passe ou qu'il avait été verrouillé afin que personne d'autre que son propriétaire ne puisse avoir accès à son contenu, « il n'aurait pas été approprié » d'aller plus loin sans mandat.

SWEDEN - Rioters have lit fires and stoned emergency services in the suburbs of Stockholm for the third night in a row after a man was shot dead by police. Incidents were reported in at least nine suburbs of the Swedish capital and police made eight arrests. On Sunday night, more than 100 cars were set alight, Swedish media report. Police in the deprived, largely immigrant suburb of Husby shot a man dead last week after he reportedly threatened to kill them with a machete. The founder of a local youth group told Swedish media the riots were a reaction to “police brutality.” Prime Minister Fredrik Reinfeldt told reporters on Tuesday that Sweden would not be intimidated by rioters. On Tuesday night, cars were torched in western and southern Stockholm, and stones were thrown at police officers and firefighters. One area affected, Rinkeby, saw similar rioting in 2010. Kjell Lindgren of the Stockholm police told Aftonbladet newspaper that the unrest had spread from the original rioting in Husby. “It feels like people are taking the opportunity in other areas because of the attention given to Husby,” he said. Earlier on Tuesday, Prime Minister Reinfeldt said: “We’ve had two nights with great unrest, damage, and an intimidating atmosphere in Husby and there is a risk it will continue. We have groups of young men who think that that they can and should change society with violence. Let’s be clear: this is not okay. We cannot be ruled by violence.” More than 80% of Husby’s 12,000 or so inhabitants are from an immigrant background, and most are from Turkey, the Middle East and Somalia. EP

He tells the radio station: "We saw clearly two knives, meat cleavers. They were big kitchen knives like you would use in a butcher's. They were hacking at this poor guy. We thought they were trying to remove organs from him.

"These two guys were crazed, they were not there, they were just animals. They then dragged him from the pavement and dumped his body in the middle of the road.

"They took 20 minutes to arrive, the police - the armed response.

"There was only a few people at first, then traffic began to build up because people were getting out of their cars to shout at them. They were taking no notice, they were standing there, I think they were proud of what they were doing.

"When they dumped the body in the road, these two black guys had the opportunity to hurt other people if they wanted to because there were brave women with the dead guy on the floor. They were shielding and covering him. The attackers with the knives were standing over these women."

17.08 Julia Wilders, one of the witnesses, adds: "There were two black guys that looked like they were trying to resuscitate a white guy on the floor.

"I thought there'd been an accident but then I saw they were using meat cleavers to hack him up.

"We live just behind where it happened and once we got back we walked back to have a look and that's when I saw one of the black guys pull out a handgun.

"My husband screamed at me to get back. I was petrified.

"As I was running back I saw the police pull up and the black guy was running towards the police car and they shot him."

17.04 Another witness, Shane Webb, 48, an electrician who lives in a tower block overlooking the scene, says he looked out of the window of his flat after hearing a loud bang.

He says: "There was a white man lying in the middle of the street. He was definitely dead. He was wearing a bomber jacket.

"As I was watching a police car pulled up and two cops got out. They both just raised their guns and fired. There were about five or six shots very fast and one of the black guys just went down. I don't know if he was dead or not, but he just collapsed, just went down.

"They were firing at both of them and I think the other was hit as well, but I couldn't see that very well."

17.02 The Independent Police Complaints Commission, which is called in when ever firearms officers shot people, says it is investigating.
 


16.58 Julia Wilders, 51, who lives nearby, says: "My husband saw what he thought were two men trying to resuciate another man so we went to see if we could help.

"Then we saw a black guy with a gun. We went up to the school and told them and they closed it down.
 
"I went back to the scene and saw the two men. One had two machetes and the other had a machete and a gun.

"The man with two machetes ran at the police when they arrived and the police shot him. I saw him fall.

"The other one looked like he was going to go for his gun. so they shot him too.
 
"The two men were just dressed in normal clothes. They were shouting but I couldn't make out what they were saying."
 


16.54 Nick Rainsford MP says the incident took place outside the barracks in Woolwich. He tells the BBC: "As a result of the incident one man is definitely dead.

"I believe that this is someone who is a serving soldier at the barracks. Two others who are regarded by the police as suspects have been arrested but in the course of the arrest they sustained serious injuries and are both in hospital.

"I don't know the background to the cause of the incident although I have been told it concerned a road traffic accident, but I haven't had that confirmed. I am told by the police that they took a number of weapons from the site including a firearm and knives and a machete."

16.46 Nick Rainsford, the local MP, says he spoke to the police borough commander and the commanding officer of the nearby barracks, who confirmed a soldier was the victim. He says: "My understanding is that one individual is dead as a result of a very serious incident involving at least three individuals.

"A number of weapons have been recovered from the site. There appears to have been gun shots.

"One individual who I believe to have been a soldier serving at the barracks has been killed. Two other individuals who the police regard as suspects were both seriously injured."

16.41 The incident is believed to have happened outside Mulgrave Primary School & Early Years Centre.
David Dixon, the head teacher, tells the BBC there were gunshots fired. He says: “I saw a body lying in the road. I went immediately back to shut the gate and to lock all the gates. The children were inside so they were as safe as possible.”

16.39 LAS confirm there is one man dead at the scene and two other men are injured. One of them is in a serious condition.

16.38 London Air Ambulance (LAS) confirms that one patient was airlifted from the scene, while another was taken away by road ambulance.

16.34 One witness, identified as James, says he and his partner saw two black men attack the young victim with knives, including a meat cleaver. Il a rappelé que le terrorisme avait pris "plus de vies musulmanes que celles d'aucune autre religion". "Il n'y a absolument aucune justification pour ces actes dont la responsabilité incombe uniquement aux personnages détestables qui ont mené cette attaque épouvantable", a-t-il martelé.

The threat of a conflict suddenly erupting between Israel and its enemies is very real, Israel Air Force chief Maj.-Gen. Amir Eshel warned on Wednesday.

The advanced S-300 Russian air defense system is “on the way to Syria,” he added.

The IDF chief of staff, Lt.- Gen. Benny Gantz, echoed Eshel’s message. The chance of a multi-arena conflict breaking out are “substantial,” he said.

Eshel, addressing a national security conference held by the Fisher Brothers Institute for Air and Space Strategic Studies in Herzliya, said that “the Assad regime has invested much to achieve the best air defenses that it could buy,” including the SA-17, SA-22, SA-24 and the S-300 platforms.

“These systems are not only an operational threat.

They also lead to an increased sense of security that can lead states to do things they would not otherwise do. This is a totally different generation of weapons, which does not resemble anything in the past. But there’s no system that has no solution. The question is only the price,” the air force commander said.

Syria is “changing before our eyes. If it collapses tomorrow, we could find its vast arsenal dispersed and pointed at us,” he said.

The threat of a war erupting is “many times more relevant today. A surprise war could be born today in many forms. Lone incidents can escalate very quickly and obligate us to be prepared within hours to act to the edge of the spectrum... meaning using the full abilities of the Israel Air Force,” Eshel said.

“If during the Second Lebanon War [in 2006] we used only a small amount of these capabilities, in the next war we will have to give 100 percent so that our activities will be swift and very powerful,” he warned.

In a future war, the air force will pave a path for the ground forces by carrying out very heavy bombings that will make a ground offensive far easier and faster. The IAF must be the central component in ground maneuvers, and is spending a great deal of time preparing for this, he said.

Also on Wednesday, Gantz spoke to graduates of the IDF Command and Staff College, telling them that the military is at “a significant point on the axis of time, in light of the developing security threats and instability around us.”

The IDF is facing the substantial threat of a multi-arena conflict, he warned.

“We must work in a joined manner, coordinated, and with maximum efficiency to ensure our ability to win quickly in every confrontation, and to win every future war,” the chief of staff said.

Ground maneuvers remain “important and relevant” for the IDF’s ability to secure a victory, Gantz said, adding that “it’s clear that we must strengthen our ability for an offensive maneuver” that will be made up of components such as intelligence, firepower, logistics and teleprocessing.

These should ensure a flexible, swift, deadly ground maneuver, Gantz said.

On Tuesday, Gantz warned President Bashar Assad that he would “bear the consequences” if Syria escalated its attacks on the IDF on the Golan Heights.

The warning came hours after a Syrian army position opened fire on an IDF jeep, lightly damaging it. The IDF opened fire in response, destroying the Syrian position. Channel 2 said three Syrian soldiers were killed in the exchange.

Meanwhile on Wednesday, US Secretary of State John Kerry warned that Western governments are ready to increase support to Assad’s opponents if he rejects a political solution to Syria’s civil war.

Kerry said recent military gains by Assad’s forces were only temporary, and that if the Syrian leader believed the counteroffensives against the rebels would be decisive, “then he is miscalculating.”

Kerry was speaking in Amman before a meeting of the Friends of Syria group of nations – mainly Western and Arab opponents of Assad – trying to pave the way for a US-Russian proposed peace conference to end Syria’s twoyear conflict, in which more than 80,000 people have been killed.

The conference aims to build on last year’s international accord discussed in Geneva that set out plans for a transition of power in Syria but broke down over disagreements about Assad’s role.

“In the event that we can’t find that way forward, in the event that the Assad regime is unwilling to negotiate Geneva 1 in good faith, we will also talk about our continued support and growing support for the opposition, in order to permit them to continue to be able to fight for the freedom of their country,” Kerry told a news conference.

He said several thousand fighters from the Lebanese group Hezbollah were taking part in the Syrian conflict, with active Iranian support on the ground.

“Just last week, obviously, Hezbollah intervened very, very significantly,” Kerry said. “There are several thousands of Hezbollah militia forces on the ground in Syria who are contributing to this violence, and we condemn that.”

Also speaking at the Fisher Brothers Institute conference, Defense Minister Moshe Ya’alon said that despite recent gains against the Syrian rebels by Assad and Hezbollah forces, the regime was in decline.

Assad is “losing Syria,” Ya’alon insisted. “Even if he is projecting confidence recently, this has no link to reality.
“There is a sense that he is charging ahead because of the Russian support, but [the civil war] is not over. It could end suddenly or continue for years as a bloody civil war.

“There are those who are trying to bring weapons systems into the area that are liable to harm our aerial and naval supremacy,” Ya’alon added, “and this must be prevented in a responsible and considered manner.”

He played down the prospect of anyone on the Syrian side starting a war with Israel, “because they understand the heavy price they would pay.”

Ya’alon said the Iranian threat remained number one, adding that Iran has a [military] corps in Lebanon, a corps in Syria, a corps in South America and more... To us it’s clear that for Iran to get nuclear weapons is a nightmare for the world. This has appeared on the global agenda today, but the leadership there [in Iran] is still not convinced that there is determination to go all the way.”

The Iranians believe Israel requires America’s green light to attack, while Hezbollah is preparing itself to respond if Iran is attacked, Ya’alon said.

“This is occurring without a nuclear umbrella. We must understand what would happen if there was such an umbrella, and we’ll do everything to make sure this won’t happen.”

Anjem Choudary, described as a “hate preacher” by The Daily Mail, has called the alleged Woolwich killer Michael Adebolajo a man of “impeccable character” and has warned there will be more “lone wolf” attacks so long as British troops remain in Afghanistan.

“That is the presence of British forces in Muslim countries and the atrocities they’ve committed, and how the Muslim community in this country are under pressure due to draconian laws which have tried to silence them,” Choudary said following the attack near the Woolwich Barracks. He said he knew Adebolajo and had once attended the same mosque with him.

Choudary, along with Omar Bakri Muhammad, led the Islamic organization al-Muhajiroun. The group was proscribed under the UK Terrorism Act 2000 along with Islam4UK, another group led by Choudary.

Prior to the July 7, 2005 bombings in London, Bakri admitted to journalist Ron Suskind that he worked for British intelligence. Prior to the Suskind revelation, Roland Jacquard, a French counterterrorism expert and government adviser, said that “every al-Qaeda operative recently arrested or identified in Europe had come into contact with Bakri at some time or other.”

Bakri’s background is similar to another British intelligence plant, Abu Hamza al-Masri. The London-based imam worked with two branches of the British security services, the Special Branch of the British police and MI5, beginning in 1997.

Another radical Muslim imam, Abu Qatada, began cooperating with MI5 agents in 1996. Qatada was allegedly on al-Qaeda’s fatwa committee and videos of his sermons were discovered in suspected 9/11 hikacker Mohamed Atta’s Hamburg apartment. Richard Reid and Zacarias Moussaoui were reportedly Abu Qatada converts.

Anjem Choudary’s shady connection to radical Muslims linked to British intelligence reveal that his commentary on the murder may be part of a larger script. It likely includes further enlargement of Britain’s terror laws which are invariably expanded after sensationalistic attacks. The Anti-terrorism, Crime and Security Act 2001 was introduced after the September 11 attacks in the United States and the Terrorism Act 2006 was enacted after the London bombings. British citizens should expect additional legislation rolling back their civil liberties following the latest incident.

Naturally, there are “root causes” that excuse the rioters’ violence.

Au moins neuf véhicules ont été la proie des flammes tandis que deux écoles et un commissariat de police connaissaient des départs d'incendie tôt, ce vendredi 24 mai, pour la cinquième nuit consécutive d'incidents dans Rinkeby, une banlieue pauvre de Stockholm.
Au cours de ces incidents, 8 personnes ont été appréhendées, mais aucun blessé n'a été dénombré, selon la police suédoise. 

Une dizaine de voitures brûlées
 
Depuis le début de la semaine, la banlieue de Rinkeby est le théâtre de nombreux incidents : six voitures ont brulé, dont cinq entièrement, selon un photographe de l'AFP sur place. Trois autres véhicules ont été incendiés à Norsborg tandis que l'incendie d'un commissariat de police à Aelvsjoe était rapidement maîtrisé. Entre 300 et 500 personnes étaient rassemblées autour des véhicules en flammes, selon la police.

La mort d'un homme enflamme Stockholm

Les troubles auraient pour origine la mort à Husby, un quartier défavorisé de la capitale, d'un habitant de 69 ans abattu par la police à son domicile. La police dit avoir été incapable de raisonner cet homme armé et a plaidé la légitime défense.
Selon la presse locale, les auteurs des troubles reprochent aux forces de l'ordre leur racisme. Ces derniers accusaient des policiers d'avoir lancé des insultes comme "clochards", "singes" ou "sales nègres". La police a appelé les éventuelles victimes à porter plainte et tenté de minimiser la gravité des violences. "Tout blessé est une tragédie, toute voiture brûlée est un échec de la société (...) mais Stockholm n'est pas en train de brûler", a souligné un responsable de la police de la capitale, Ulf Johansson.

Un problème de racisme ?

Ces violences ont provoqué un débat en Suède sur l'intégration des immigrés, qui représentent environ 15% de la population, se concentrent dans les quartiers pauvres des grandes villes du pays et connaissent un taux de chômage plus important que le reste de la population. A Husby, le taux de chômage atteignait ainsi 8,8% en 2012, contre 3,6% à Stockholm. "Nous sommes en train de devenir peu à peu comme les autres pays", a affirmé de son côté Aje Carlbom, anthropologue social à l'université de Malmoe. "Vivre en tant que jeune dans ces endroits de ségrégation peut se révéler très difficile sous beaucoup d'aspects. Vous n'avez pratiquement aucun contact avec les autres Suédois et la plupart du temps, je ne pense pas que vous ayez une bonne compréhension de la société suédoise", a-t-il ajouté.

La Suède, destination de prédilection des immigrés

Le Premier ministre conservateur Fredrik Reinfeldt, fervent partisan de l'accueil des immigrés, a voulu donner devant le Parlement l'image d'une nation unie. "Je pense qu'il est dangereux de vouloir dépeindre la Suède avec une capitale séparée de ses banlieues. Je ne pense pas que ce soit vrai. Je pense que la ligne qui nous divise traverse Husby, entre une population majoritaire et à côté un petit groupe de fauteurs de trouble", a-t-il déclaré jeudi.

En raison de sa politique d'immigration libérale, la Suède est devenue ces dernières décennies l'une des premières destinations des immigrants en Europe, dont des ressortissants d'Irak, d'Afghanistan, de Somalie, des Balkans et récemment de Syrie.

Des précédents

De graves incidents comparables à ceux se déroulant actuellement avaient déjà eu lieu en 2010 à Rinkeby et en 2008 à Malmoe (sud) où un centre culturel islamique avait été fermé.

Priorities, priorities. Witnesses claim it took London police 20 minutes to show up and stop the two Muslim killers.  The official police narrative is something like 9 minutes for the unarmed police and 14 minutes for the armed police (those crazy Americans with their guns everywhere, really.) 

But when it comes to something truly serious, like protecting Muslims from elderly British women, then the coppers were on the case.

“An 85-year-old woman has this afternoon been arrested after abuse was hurled at Muslims outside Gillingham Mosque. The pensioner was handcuffed and taken away in a van by officers attending the Canterbury Street mosque for Friday prayers. As worshippers gathered outside the venue, a woman at a nearby bus stop shouted: “go back to your own country”.

The arrested woman, from the Maidstone Road area of Chatham, was taken away by officers at about 1.45pm and is now in police custody. A Kent Police spokesman said: “An 85 year old woman from Chatham was arrested on suspicion of a public order offence.”



This woman survived WW2 and presumably learned all the wrong lessons about resisting fascism. But if she had been a Muslim beheading a British soldier, she could have just strolled away while the police took 20 minutes to come around.

And the same police that could not be bothered, when it came to protecting Muslims from angry Britons shouting things, then no expense was spared and no time wasted.

An extra 1,200 police officers were deployed on the streets of London after an impromptu English Defence League protest descended into violence in Woolwich, south-east London, following Wednesday’s terrorist attack.

EDL leader Tommy Robinson, was among a group of around 250 men, who gathered in Woolwich near the scene of the terror attack, chanting anti-Islamic slogans.

Mr Robinson told supporters: “They’re chopping our soldiers’ heads off. This is Islam. That’s what we’ve seen today.”
 
He added: “They’ve cut one of our Army’s heads off on the streets of London. Our next generation are being taught through schools that Islam is a religion of peace. It’s not. It never has been. What you saw today is Islam.



Well that’s a crisis. People are speaking the truth. Can’t have that.

If two Muslims butcher a soldier in broad daylight, the police will one day show up. But if 250 men chant that this sort of butchery represents Islam, then 1,200 officers have to be sent in to keep the peace. And by peace, we mean Islam.

In Bristol two men were detained following allegedly racist messages that appeared on Twitter following the terrorist murder. A spokesman for Avon and Somerset Police said two men aged 22 and 23 were being questioned over the incident.

He said: “The men were arrested under the Public Order Act on suspicion of inciting racial or religious hatred. They are currently in custody. Our enquiries into these comments continue.”



If the authorities had been similarly motivated to take in Muslims who incite racial and religious hated in the name of Islam, the attack in London would never have happened.

But why bother learning any lessons? Just shoot the messenger.

Comments such as these are completely unacceptable and only cause more harm to our community in Bristol. “People should stop and think about what they say on social media before making statements as the consequences could be serious.”



Yes, do stop and think. You wouldn’t want to end up in jail for asking why the authorities are ignoring Muslim terrorism.

A 22-year-old man has been charged on suspicion of making malicious comments on Facebook following the murder of British soldier Lee Rigby.

Benjamin Flatters, from Lincoln, was arrested last night after complaints were made to Lincolnshire Police about comments made on Facebook, which were allegedly of a racist or anti-religious nature.
 





He was charged with an offence of malicious communications this afternoon in relation to the comments, a Lincolnshire Police spokesman said.

A second man was visited by officers and warned about his activity on social media, the spokesman added.

It comes after 25-year-old Drummer Rigby was brutally murdered on a street in Woolwich, south east London, on Wednesday.

Flatters has been remanded in police custody and will appear before magistrates in Lincoln tomorrow.

The charge comes after two men were earlier released on bail following their arrest for making alleged offensive comments on Twitter about the murder.

Selon nos informations, un homme a porté un coup de couteau à la gorge d'un militaire en mission vigipirate dans le quartier d'affaires de La Défense. | LP/Maxime Popov  
 
Un militaire en mission Vigipirate dans le quartier d'affaires de La Défense (Hauts-de-Seine) a été poignardé, notamment à la gorge, à l'aide d'un cutter, samedi, par un homme actuellement en fuite.
 
Selon nos informations, l'agression s'est produite en fin d'après-midi, vers 18 heures, devant le magasin Virgin, situé sur l'immense parvis de La Défense.  

Le militaire,  qui appartient au 4e régiment de Chasseurs de Gap, était en tenue. Blessé à la gorge, il a été soigné dans un local de la RATP tout proche. Ses jours ne sont pas en danger.  

L'agresseur est lui en fuite. La police le décrit comme un homme de type nord-africain, âgé d'environ 30 ans. Il est porteur d'une barbe, d'un blouson noir et d'une djellaba de couleur claire.

Le chef de l'Etat s'est ainsi refusé à faire un lien avec le meurtre d'un soldat britannique, mercredi, à Londres. Deux hommes ont tué ce militaire à l'arme blanche en pleine rue, affirmant aux témoins agir «au nom d'Allah». Le gouvernement britannique a estimé que c'était un acte «manifestement de nature terroriste».
 
L'agression s'est produite dans le quartier de La Défense

Barack Obama a affirmé jeudi sa volonté de délaisser la stratégie de « guerre perpétuelle » en matière de lutte antiterroriste et a annoncé l'instauration de limites pour l'utilisation des drones à l'étranger. 

Le président américain a déclaré avoir signé un document précisant les circonstances dans lesquelles les États-Unis peuvent avoir recours à des frappes de drones à l'étranger. Ce document indique que les personnes visées par ces bombardements doivent représenter une menace « imminente » contre les Américains, et précise que ces actions ne peuvent avoir lieu que si le suspect en question ne peut pas être facilement capturé.

M. Obama a indiqué qu'il préfère capturer les terroristes, les interroger et, le cas échéant, les traduire en justice.

« Nous ne pouvons pas avoir recours à la force partout où s'enracine une idéologie radicale. Et en l'absence d'une stratégie qui réduirait l'extrémisme à la source, une guerre perpétuelle - via des drones, des commandos ou des déploiements militaires - serait perdue d'avance, et changerait le visage de notre pays », a-t-il assuré devant l'Université de défense nationale à Washington.

M. Obama a aussi annoncé qu'il allait lever le moratoire sur le transfert vers le Yémen de détenus de la prison de Guantanamo, tout en prévenant que les dossiers de ces prisonniers feraient l'objet d'un examen « au cas par cas ». Il a répété son intention de fermer la prison et de nommer un nouvel envoyé spécial pour superviser les transferts de prisonniers. Il a aussi appelé le Pentagone à désigner un site sur le sol américain où seraient organisés les procès militaires d'exception.

Une auditrice a interrompu le président à plusieurs reprises, réclamant la fermeture de la prison de Guantanamo. Le président, patient, a indiqué que les désaccords démontrent à quel point ce dossier est litigieux.

Il est par ailleurs revenu sur le cas d'Anwar Al-Aulaqi, au lendemain de l'aveu par son gouvernement qu'il était responsable de la mort de l'imam radical américano-yéménite dans un bombardement de drone au Yémen en septembre 2011.

« <INS>Mais lorsqu'un Américain part à l'étranger pour mener la guerre contre les États-Unis, et que ni les États-Unis, ni nos partenaires ne sont en position de le capturer avant qu'il ne mène à bien un complot, sa nationalité ne devrait pas le protéger, pas plus qu'un tireur isolé en train de faire feu sur la foule ne devrait être protégé d'un commando de la police<INS> », a-t-il ajouté.

 Des propos « d'un irréalisme incroyable » s'exclame John McCain

Le républicain John McCain n'a pas tardé à s'insurger contre le recadrage de la lutte au terrorisme du président. « Nous nous trouvons toujours dans un long et difficile conflit contre Al-Qaïda », a déclaré le sénateur républicain en ajoutant que les déclarations du président font preuve « d'un degré d'irréalisme incroyable ». « Al-Qaïda se développe partout au Moyen-Orient, du Mali au Yémen », a-t-il souligné.

Le président de la commission des Affaires étrangères de la Chambre des représentants, le républicain Ed Royce, croit que le président sous-estime la menace d'Al-Qaïda et ses terroristes affiliés. « Ce n'est pas le moment d'abandonner les gros efforts que nous menons pour assurer la sécurité des Américains », a-t-il déclaré.
