Comme l’ont annoncé les médias, les exercices militaires internationaux Rapid Trident-2014 ont débuté dans la région de Lvov (Ouest de l’Ukraine). Ils dureront jusqu’au 26 septembre.

Les exercices actuels dans l’Ouest de l’Ukraine, exercices menés officiellement sous l’égide des Etats-Unis et non pas de l’OTAN, peuvent être considérés comme une manifestation nouvelle et particulièrement ostentatoire de regain d’activité militaire de l’Alliance atlantique à proximité des frontières russes. Bien qu’on ait réussi à circonscrire le feu de la guerre civile qui fait rage en Ukraine, ce feu surgit ça et là sous forme d’accrochages isolés. Mais au lieu d’unir les efforts de tout le monde pour éteindre l’incendie, le partenaire principal au sein de l’OTAN joue avec le feu dans une maison en flammes, bien qu’il ne le fasse pas officiellement au nom de l’Alliance.

Des exercices navals communs de trois jours de l’Ukraine et de l’OTAN se sont déroulés précédemment dans la mer Noire sous le nom de Sea Breeze-2014, également sous les auspices des Etats-Unis. Et voilà qu’une semaine plus tard, ces jeux dangereux se sont poursuivis sous forme de manœuvres Rapid Trident. Les exercices actuels impliquent 1.300 militaires venus de 15 pays.

Le département d’Etat américain a pour sa part déclaré que de telles manœuvres étaient organisées chaque année et que, de ce fait, elles ne constituaient pas une réponse aux évènements dans le Donbass. La logique de ce genre d’éclaircissements frappe l’imagination. Sur fond des menaces venant chaque jour d’outre-Atlantique à l’adresse de la Russie et de l’adoption de sanctions antirusses, les Etats-Unis cherchent à persuader quelqu’un que la démonstration de leur puissance militaire par les pays de l’OTAN dans le voisinage de la Russie n’a rien à voir avec cette dernière, et qu’il était absolument impossible de reporter les exercices jusqu’au règlement du conflit militaire dans l’Est de l’Ukraine.

Pendant son sommet au pays de Galles, l’OTAN a opté pour l’augmentation de sa présence militaire à proximité des frontières russes, lit-on dans un communiqué du ministère russe des Affaires étrangères. Ces projets étaient couvés depuis longtemps et la crise ukrainienne n’était qu’un prétexte pour commencer à les réaliser, a constaté le ministère. Une alliance créée à l’époque de la guerre froide est en principe incapable de modifier son « code génétique », à savoir sa stratégie qui consiste à s’ingérer dans les affaires des pays étrangers, résument les auteurs du communiqué.

Un expert militaire, le rédacteur-en-chef de la revue Natsionalnaïa Oborona(la Défense nationale), Igor Korotchenko, évoque dans une interview à La Voix de la Russie la ferme intention de l’OTAN de suivre cette ligne.

« Concernant l’Ukraine, l’OTAN s’est fixé pour objectif stratégique d’admettre Kiev à l’alliance. Cet objectif stratégique a été annoncé, il n’a pas changé et on tâchera de l’atteindre. Aucun changement de la situation politique en Ukraine n’influera sur l’absorption de ce pays par l’OTAN. Il ne faut pas se faire d’illusions en la matière. Les Etats-Unis se proposent de rebâtir l’espace postsoviétique en admettant des anciennes républiques soviétiques à l’OTAN. La Russie, elle, doit en tenir compte. »

The president signed the measure, which averted a shutdown and kept the government funded through Dec. 11, at 4:30 p.m. in the Oval Office.

The Senate easily approved the continuing resolution on Thursday, in a 78-22 vote, following a House vote319-108, on Wednesday.

Following the Senate’s passage on Thursday, Obama said he was “pleased” a majority of both Democrats and Republicans in Congress voted to support the plan to train and equip vetted members of the moderate Syrian opposition.

“As I said last week, I believe that we’re strongest as a nation when the president and Congress work together. And I want to thank leaders in Congress for the speed and seriousness with which they approached this urgent issue — in keeping with the bipartisanship that is the hallmark of American foreign policy at its best,” Obama said from the White House State Dining Room.

The proposed plan is the president's next step in the battle against the Islamic State in Iraq and Syria.

Lawmakers had planned to vote on the spending bill last week, but Obama’s request to include the authorization for Syrian rebels delayed the critical vote.

The bill prevents another government shutdown on Oct. 1, when fiscal 2015 begins. Last October, the government shut down for 16 days after the White House and House GOP disagreed over providing funding to Obamacare. GOP lawmakers hoped to avoid a similar situation with November’s midterms looming.

The bill also extends the charter for the Export-Import Bank through June 30, 2015, and it provides additional funding to combat the Ebola epidemic and for the Department of Veterans Affairs.

Appropriators are aiming to combine 12 individual appropriations bills into an omnibus spending bill in the lame-duck session, after November’s midterm elections.

SALAVERRY, Peru (NNS) -- A combined total of 63 Sailors and U.S. Coast Guard members along side 15 members from partner nations came together to participate in a community relations event (COMREL) at Virgen De La Puerta, Sept. 20.

The countries involved in the COMREL were Chile, Colombia, Mexico, Peru and the U.S. The team worked together to paint, organize, clean and provide some light construction work around the compound.

"These sort of events where Sailors get the opportunity to get out and make a difference in the communities always reward both sides. Sailors always come back with great stories on what they did and how much fun it was helping out. Almost always, it's the smiles on the children's faces that have the biggest impact," said Cmdr. Dan Straub, commanding officer of USS Ingraham (FFG 61).

This event is part of the UNITAS exercise, which is intended to train participating forces in a variety of maritime scenarios to test command and control of forces at sea, while operating as a multinational force to provide the maximum opportunity to improve interoperability.

"It was a great experience working side by side with the various navies as we came together for a good cause. I believe we all made a positive impact for the students and the community," said Master-at-Arms 1st Class Mario Gonzalez a native from Los Angles.

During the COMREL, several Peruvian children came to the grounds to meet the service members and to help them while they worked to fix their school.

"It was a great experience working alongside our partner nations. It shows that, even though we are from various parts of the world, we can come together with one common goal, and that is to help out the children," said U.S. Coast Guard Yeoman 2nd Class Michael Snyder.

UNITAS began in 1960. It is the U.S. Navy's longest running annual multinational maritime exercise. UNITAS, which means "unity" in Latin, is a demonstration of the U.S. commitment to the region and to the value of the strong relationships forged between our partner militaries.

U.S. Naval Forces Southern Command and U.S. 4th Fleet support U.S. Southern Command's joint and combined military operations by employing maritime forces in cooperative maritime security operations in order to maintain access, enhance interoperability, and build enduring partnerships in order to enhance regional security and promote peace, stability and prosperity in the Caribbean, Central and South American regions.

At what point is a drill more than just a drill? Maybe when it is so massive it could be confused for an invasion force, involving a mindblowing 155,000 troops, more than the armies of most sovereign nations, 4,000 armoured vehicles, 632 planes and helicopters and 84 vessels. Those are the staggering numbers taking part in the Vostok-2014 strategic exercises, Russian Defense Minister Sergei Shoigu told President Vladimir Putin on Tuesday, and whose main priority is ti "demonstrate that the degree of combat preparedness in Russian troops has risen." One almost wonders why...

The recent large-scale military exercise in Russia's Far East, Vostok-2014, demonstrated that the degree of combat preparedness in Russian troops has risen, Russian Defense Minister Sergei Shoigu said Tuesday.
 
The minister said that although "final conclusions are yet to be made," the troops involved have demonstrated efficient command and "a better degree of combat preparedness."
 
Shoigu said that the Vostok-2014 exercise is nearly complete. "This large-scale event of operational and combat training of the Eastern Military District was a logical continuation of an unannounced combat readiness check carried out on the orders of the Supreme Commander Vladimir Vladimirovich Putin," the minister said.
 
Addressing the servicemen who distinguished themselves in battle maneuvers in Cape Skalistii, Shoigu said: "You have actually demonstrated great skill, professionalism and the ability to ensure the military security of the Russian Federation in the eastern region."
 
The Vostok-2014 strategic military exercise in the Eastern Military District is taking place from September 19 to 25. The exercise was preceded by unannounced combat readiness checks.



One can only hope that the above "combat preparedness" is completely unrelated to what is now an invasion of sovereign territory by "US-led alliances" on a weekly if not daily basis.

On September 5th, Kenyon facilitated its largest and most complex emergency exercise in recent years. The client required a no-notice exercise involving full activation of client emergency staff in seven different countries. The client activated its "silver" and "gold" level crisis centers in four different locations. A very challenging and fast-moving scenario was introduced by Kenyon at multiple levels, in multiple locations (often simultaneously) and by multiple media.

Kenyon’s involvement in this exercise started several months ago with clandestine client meetings to determine the scope and scale of the exercise. A scenario was developed alongside a significant Master Events List (exercise ‘script’). The Kenyon Exercise Control (Excon) team consisted of 14 staff.

 For the Excon Team, the work will continue after the exercise, collating the lessons learned from the various locations and preparing an Exercise Report for the client.

For those organizations considering their own exercises, regardless of scope or complexity, some reflections from the management of this event include:
[*]Ensure that Excon has a robust, multimedia method of communications with each other. For this exercise, we primarily used Skype and mobile VOIP applications (e.g., WhatsApp). As a back up, we had mobile phones and alternative mobile phones. We used the client wi-fi in each location but we had mobile communication "dongles" or wireless cards in case wi-fi failed.
[*]Take at least a whole day before the exercise to brief all members of Excon and to print the exercise documents. It is amazing how long this process takes and it cannot be rushed if the exercise is to be a success.
[*]Make one member of Excon solely responsible for the administration and logistics for the team. Travel, hotel bookings, catering, meetings spaces, access to buildings (especially difficult when the exercise is no-notice), and communications are just some of the many things that this person will be responsible for.

AT had a chance to catch up with Steven Emerson, head of The Investigative Project on Terrorism, and hear his assessment of the ISIS threat here on American soil.  Emerson runs the country’s top data center on Islamic terror groups in the United States, working like a man possessed, and accomplishing the work of thousands on sheer guts and determination to protect our country.

Wherever the bad guys have been caught and prosecuted successfully, you will find Emerson working quietly behind the scenes as an invaluable ally of the FBI and Homeland Security.  Because he accepts no money from the government, Emerson has been free of the diktats of the Obama administration that have forbidden the FBI to train their sights on Muslim terrorists.  (That means The Investigative Project needs your help to continue its work.)

The FBI has been handcuffed in terms of investigating religious extremists in mosques, as a result of guidelines put out by the attorney general earlier this year. And so therefore, there is… a definite problem now in investigating those militants in the United States who are either recruiting for ISIS or have returned from Syria or Iraq having fought for ISIS, and are ready to carry out freelance or directed terrorist attacks on behalf of ISIS against the United States…


the Department of Justice [which] put out guidelines that restricted the FBI and other law enforcement agencies from using religious factors in identifying threats, national security threats to the United States in the homeland.

…we’re seeing ISIS recruiting biophysicists, engineers, social media types, people who have expertise in really carrying out sophisticated terrorist attacks coming back to the United States.

there’s one recruiter that [had been]… picked up [in the past], well identified, in Bloomington, Minnesota at the Al Farooq Mosque. There are recruiters going around the country in other mosques, where they identify potential volunteers. They test them out to see if they’re willing to die on behalf of martyrdom of the cause for Allah. Then they give them cash, they provide money for their families in case they die. They give them tickets to go to Turkey. Turkey has allowed them, hundreds, to go through to Syria, then to Iraq. And we [the U.S.] count Turkey as one of our top allies. We haven’t put [many of] them on the terrorism watch list, which we should. So there’s a major disconnect, Judge, here between what we should be doing to protect the homeland and protect American citizens.



Question for our Congress:  Obama will do nothing to revoke the passports of American ISIS maniacs.  What are you doing about it?

A small number of undocumented immigrants in the U.S. will have an opportunity to join the military for the first time in decades under a new Department of Defense policy unveiled Thursday.

The new rules will expand an existing program allowing recruiters to target foreign nationals with high-demand skills, mostly rare foreign language expertise or specialized health care training.

For the first time, the program — known as Military Accessions in the National Interest, or MAVNI — will be open to immigrants without a proper visa if they came to the U.S. with their parents before age 16. More specifically, they must be approved under a 2012 Obama administration policy known as Deferred Action for Child Arrivals, or DACA.

The new Pentagon policy may be the first phase of a broader government-wide effort to ease pressure on immigrants and create new paths to citizenship. President Barack Obama, frustrated with the failure of Congress to pass any substantial immigration reform, has vowed to aggressively use his presidential authority to change the way immigration policies are carried out.

The Pentagon program is capped at 1,500 recruits per year. Officials say it's unclear how many of those might be unlawful DACA status immigrants as opposed to others who are also eligible for military service under MAVNI, including those with legal, nonpermanent visas such as students or tourists.
Estimates suggest between 1.2 million and 2.1 million children, teenagers and young adults in the U.S. have no legal immigration status but meet the criteria for the DACA program. Those targeted by recruiters under the MAVNI program likely will be immigrants with language skills critical to national security, such as Arabic, Chinese, Pashto or Persian.

Feds to halt deportations of military relatives

But Pentagon officials don't know how many of those immigrants have actually learned their ancestral language to the proficiency required by the military.

"We're just not sure how many within that existing population of DACA would have the linguistic skills to qualify," said one defense official familiar with the policy change. "These are kids who entered the country at a fairly young age and have basically grown up in the United States, so the limit of their language talents would probably be the language that they received at home."

DACA status is granted by the Department of Homeland Security and includes a background check.

On average, the military recruits about 5,000 noncitizens each year, nearly all of them permanent U.S. residents, or so-called "green card" holders. Starting in 2006, the military began accepting some foreigners with nonpermanent visas, such as students or tourists, if they had special skills that are highly valued.

After entering military service, foreigners are eligible for expedited U.S. citizenship. Since 2001, more than 92,000 foreign-born service members have become citizens while serving in uniform.

The MAVNI program began in 2008 and remains a pilot program. The Pentagon notified Congress on Thursday that the program, which was due to expire at the end of this fiscal year, will be extended for another two years and will for the first time include DACA-status immigrants.

The military services are not required to accept recruits under MAVNI. In recent years, the Army has been the only service to accept a significant number of recruits under the program. The Air Force has accepted only a few and the Navy and Marine Corps have not sought MAVNI recruits in recent years.

26 septembre 2014 – Le Secrétaire général, Ban Ki-moon, a appelé vendredi les Etats du monde à réfléchir aux moyens d'améliorer les opérations de maintien de la paix de l'ONU, dans un monde en constante mutation où les missions onusiennes sont plus sollicitées que jamais mais aussi de plus en plus exposées aux risques.

« Le paysage sécuritaire mondial est en plein changement. Des conflits civils auxquels se combinent le terrorisme, la criminalité organisée et des crises sanitaires comme Ebola menacent des millions de personnes », a dit M. Ban lors d'un Sommet sur le maintien de la paix organisé à l'initiative des Etats-Unis en marge de l'Assemblée générale et auquel participait le Vice-président américain, Joe Biden.

Les missions de maintien de la paix de l'ONU « constituent une part importante de la réponse internationale à une grande variété de menaces », a dit M. Ban, relevant qu'actuellement, plus de 130.000 Casques bleus, policiers et employés civils étaient déployés à travers le monde, nombre sans précédent dans l'histoire de l'ONU.

Il a souligné que ces missions étaient chargées de tâches de plus en plus variées, allant du désarmement aux réformes du secteur sécuritaire d'un pays et à toutes sortes de fonctions de stabilisation. « Les risques sont également croissants », a-t-il noté. « Du Mali aux hauteurs du Golan, les soldats de maintien de la paix travaillent dans des environnements où ils sont eux-mêmes la cible d'attaques », a-t-il dit en remerciant les pays contributeurs ainsi que les hommes et femmes qui sont déployés sous le drapeau de l'ONU.

Pour améliorer les opérations de maintien de la paix, le chef de l'ONU a énuméré six nécessités cruciales :
- Une réponse rapide, incluant des troupes et la capacité de les déployer en temps utile à l'endroit adéquat.
- Une plus grande mobilité, essentiellement grâce à des hélicoptères.
- Un soutien médical renforcé.
- Une meilleure protection contre les engins explosifs artisanaux.
- Une meilleure information et analyse, notamment sur la criminalité organisée.
- Un partenariat renforcé avec les organisations régionales, en particulier en Afrique.
A ce dernier sujet, le lancement récent du Partenariat pour une réponse rapide pour le maintien de la paix en Afrique par les Etats-Unis et six autres pays « est très prometteur », a déclaré M. Ban.

Appelant chaque Etat membre à envisager ce qu'il peut apporter à la cause du maintien de la paix, M. Ban s'est félicité de l'annonce récente par le Mexique qu'après avoir résolu un problème d'ordre constitutionnel qui l'empêchait de participer au maintien de la paix, il allait désormais pouvoir le faire.

Mais rien n'est possible sans « un fort soutien politique et diplomatique », a noté M. Ban.

« De plus en plus, des missions sont déployées dans des endroits où il n'y a pas de paix à maintenir, pas d'accord de paix à défendre et où de graves exactions sont commises contre les civils. Avec de tels enjeux, les divisions au sein du Conseil de sécurité et des membres de l'ONU en général peuvent avoir un coût très élevé. Nous devons fortifier l'esprit de responsabilité collective qui est au cœur du concept de maintien de la paix », a-t-il affirmé.

15 septembre 2014 – Le Secrétaire général des Nations Unies, Ban Ki-moon, s'est félicité du transfert d'autorité qui a eu lieu entre la Mission internationale de soutien à la Centrafrique sous conduite africaine (MISCA) et la Mission multidimensionnelle intégrée des Nations Unies pour la stabilisation en République centrafricaine (MINUSCA).

« Ce transfert d'autorité représente la réussite complète du mandat de la MISCA et le commencement de l'action militaire et policière de la MINUSCA en République centrafricaine », a souligné le porte-parole du Secrétaire général dans une déclaration à la presse.

Une cérémonie a eu lieu lundi dans la capitale Bangui pour marquer ce transfert d'autorité. Le Secrétaire général adjoint des Nations Unies aux opérations de maintien de la paix, Hervé Ladsous, a assisté à cette cérémonie.

Le Secrétaire général Ban Ki-moon a exprimé « sa profonde gratitude à la MISCA, qui a sauvé et protégé de nombreuses vies aux côtés de la Force française Sangaris et de la Force de l'Union européenne en République centrafricaine. » Il s'est dit « reconnaissant de la collaboration exemplaire entre les Nations Unies et l'Union africaine qui a facilité le transfert d'autorité, y compris le redéploiement d'un maximum de contingents de la MISCA, conformément aux standards des Nations Unies. »

Ba Ki-moon a salué l'étroite collaboration entre les Nations Unies et l'Union africaine. Il s'est aussi félicité du rôle clé de la Communauté économique des Etats de l'Afrique centrale en tant que médiateur international et de la contribution des autres partenaires de la région qui accompagneront la transition en République centrafricaine.

A ce jour, la MINUSCA compte 6.500 militaires, 1.000 policiers et une composante civile supplémentaire qui sont en train de se déployer progressivement dans le pays. La Mission compte mettre la priorité sur la protection des civils, le processus politique et le rétablissement de l'autorité de l'Etat.

« Le Secrétaire général tient à réaffirmer sa préoccupation face aux attaques contre la population civile, qui continuent, particulièrement hors de Bangui, et appelle une nouvelle fois toutes les parties à cesser immédiatement les violences conformément à l'Accord de cessation des hostilités. Il exhorte les principaux acteurs concernés à maintenir leur engagement en faveur d'un processus politique inclusif afin d'assurer le succès complet de la transition du pays », a dit son porte-parole.

Les membres du Conseil de sécurité ont également salué le transfert d'autorité entre la MISCA et la MINUSCA.

Dans une déclaration à la presse, le Conseil a déclaré qu'il restait « très préoccupé par la poursuite des violations des droits de l'homme et du droit humanitaire en République centrafricaine. »

Les membres du Conseil ont appelé les autorités de transition à prendre des mesures concrètes en faveur d'un processus de réconciliation nationale et de dialogue politique inclusif garantissant la participation pleine et effective des femmes. Ils les ont également appelé à lutter contre l'impunité et à développer une stratégie pour le désarmement, la démobilisation et la réinsertion des anciens combattants.

Le Conseil a une nouvelle fois appelé les autorités de transition à accélérer les préparatifs pour l'organisation d'élections présidentielle et législatives inclusives, libres, justes et transparentes qui sont prévues pour février 2015.

Ces traités n'ont par le passé, jamais été respectés. Et plus que jamais, nous voyons la menace nucléaire se pointer. Une autre manière pour l'ONU de se cacher derrière un traité, pour mieux nous entourlouper. 26 septembre 2014 – Le Secrétaire général des Nations Unies, Ban Ki-moon, a une nouvelle fois appelé vendredi, lors d'une réunion en marge de l'Assemblée générale des Nations Unies, à la ratification universelle du Traité sur l'interdiction complète des essais nucléaires (TICEN).

« En tant que Secrétaire général, j'ai plaidé de manière répétée à la ratification universelle du TICEN », a déclaré M. Ban dans un discours à cette réunion ministérielle organisée par les gouvernements d'Australie et du Japon.

« Ce traité interdit tous les essais nucléaires, freine le développement et la prolifération des armes nucléaires et contribue au progrès en matière de désarmement nucléaire. Le TICEN permet aussi de protéger notre environnement contre les sous-produits radioactifs des essais nucléaires », a-t-il ajouté. « Mais nous devons obtenir les ratifications nécessaires à l'entrée en vigueur. J'en appelle à la ratification urgente par les huit Etats inscrits à l'annexe 2 ».

Ces huit Etats inscrits à l'annexe 2 sont la Chine, l'Egypte, les Etats-Unis, l'Inde, l'Iran, Israël, le Pakistan et la République populaire démocratique de Corée (RPDC).

Le Secrétaire général a rappelé qu'il s'était rendu début septembre dans la région Pacifique. « Je suis allé dans des pays qui n'ont pas été directement affectés par les essais nucléaires, mais en survolant l'océan, je me suis souvenu de l'injustice subie par des gens innocents dans des îles tranquilles alors qu'ils ont été exposés aux radiations nocives », a-t-il raconté.

« Nous ne pouvons pas revenir sur le passé. Mais nous pouvons créer un avenir meilleur », a-t-il ajouté.

Le pape François invite à « humaniser » les conditions de vie des migrants, dans leur pays de transit et d’accueil, tout en travaillant en vue d’une « diminution progressive des causes » qui jettent des peuples entier sur des routes qui ne conduisent parfois qu’à la mort dans le désert ou sur la mer. 

"L’Église sans frontières, mère de tous": c'est le thème du message du pape François pour la Journée mondiale du migrant et du réfugié 2015 (18 janvier), qui a été présenté au Vatican ce mardi matin, 23 septembre.

Pour « humaniser » la situation des migrants et des réfugiés, le pape invite les catholiques à passer d’une attitude de « défense » et de « peur », de « désintérêt » et de « marginalisation » à une attitude fondée sur « la culture de la rencontre ». Pour le pape, c’est « la vocation même de l’Eglise ».

Il fait observer que l’arrivée des migrants suscite souvent « méfiance et hostilité », même chez les chrétiens, or, dit-il, « suspicions » ou « préjugés » sont contraires « au commandement biblique d’accueillir avec respect et solidarité l’étranger dans le besoin ».

« Personne ne doit être considéré inutile, encombrant ou écarté », déclare le pape François.

Il invite les catholiques à s’engager: « Les migrations interpellent chacun d’entre nous, non seulement en raison de l’ampleur du phénomène mais aussi à cause des problématiques sociales, économiques, politiques, culturelles et religieuses qu’elles soulèvent ».

« A la mondialisation du phénomène migratoire, il faut répondre par la mondialisation de la charité et de la coopération », demande le pape François.

Il invite à s’appuyer « sur un réseau universel de collaboration, fondée sur la défense de la dignité et de la centralité de chaque personne humaine ».

Il insiste sur l'exigence de la coopération internationale: « Les mouvements migratoires ont pris de telles dimensions que seule une collaboration systématique et effective, impliquant les États et les Organisations internationales, peut être en mesure de les réguler efficacement et de les gérer. »

Il souligne l'importance de « travailler ensemble » non seulement sur les causes des situations de détresse qui poussent à l'émigration, mais sur les conséquences, par « la lutte contre le honteux et criminel trafic d’êtres humains, contre la violation des droits fondamentaux, contre toutes les formes de violence, d’oppression et d’esclavage ». Ainsi, la réponse « sera plus incisive », explique le pape.

The United Nations, a highly organized governing body bent on world peace, has obtained a nuclear warhead and intends to use the dangerous device to pursue its radical human rights agenda, sources reported Monday. News of the nuclear weapon first surfaced late last week when the United Nation's own watchdog group, the International Atomic Energy Agency, released startling new satellite photos of the uranium-based device. Shortly thereafter, U.N. Secretary-General Ban Ki-moon issued a short and brazen list of demands, calling on all nations to "bow down at once to social progress."


"Tremble before the awesome might of this cooperative assembly of appointed representatives," said Ban, boldly holding a stack of diplomatic resolutions in his hand. "At last, when the United Nations calls for the development of more sustainable agricultural practices, the world at large will listen."

Added Ban, "We will no longer be ignored."

MOSCOW, September 28 (RIA Novosti), Ekaterina Blinova - The Pentagon has sent eight counterinsurgency operatives to Kiev in order to share planning tactics and techniques with Ukrainian security forces.

"Military staff will share with the Ukrainians some of the Pentagon's planning tactics, techniques and procedures while collecting data on the needs of its security forces, according to Pentagon spokeswoman Eileen Lainez. Staff arrived in Kiev, the country’s capital, on Thursday and Friday and are beginning to assess the operations of the Ukraine Ministry of Defense," the Washington Times reports.

The American operatives have been divided into two groups, according to a Pentagon spokeswoman. While one team would "look for ways that the US can supply military equipment" to Ukraine and analyze the state's security needs, the other team would look how the US could provide medical assistance to Ukraine's security forces, Eileen Lainez said.

"With support from Ukraine and the State Department, the security assessment team will also explore the potential of expanding our current Office of Defense Cooperation in Keiv, to enhance Ukraine’s military capabilities and interoperability," she emphasized as cited by the Washington Times.

It should be noted that the Pentagon's initiative has followed the large-scale US-led military exercise conducted by NATO in western of Ukraine. The Rapid Trident exercise brought together about 1,300 troops from 15 nations and lasted for nearly two weeks

"US Army Lt. Gen. Ben Hodges, who serves as head of NATO land command in Izmir, Turkey, said the show of unity at exercises like Rapid Trident should deliver a message of solidarity among allies to Russia," Stars and Stripes underscores.

The exercise had been carried out as a part of Pentagon's program "Operation Atlantic Resolve" aimed at confronting the non-existent "Russian military intervention" in Ukraine.

"The United States is demonstrating its continued commitment to collective security through a series of actions designed to reassure NATO allies and partners of America's dedication to enduring peace and stability in the region, in light of the Russian intervention in Ukraine," the official statement on Pentagon's website reads.

Although the White House has rejected to provide weapons and other lethal military gear to Ukraine, it continues dispatching military experts to Kiev in order "to improve its capacity to provide for its own defense and set the stage for longer-term defense cooperation," writes the Washington Times, citing the US President.

It is worth mentioning that in July 2014 the media outlet reported on Pentagon's mission aimed at rebuilding "fractured" military forces of Ukraine. According to Army Col. Steve Warren, a Pentagon spokesman, the main goal of the US military experts was to "shape and establish an enduring program for future US efforts to support the Ukrainian military through subject-matter expert teams and long-term advisers."

The Dallas County Sheriff’s Office is stepping up its weaponry in a Texas-sized way.
 
Last month, the Sheriff’s Office traveled to Foot Hood, Texas, to pick up a military vehicle—the International MaxxPro MRAP tactical vehicle. The vehicle was paid for as a courtesy of a Department of Defense surplus program, and the Sheriff’s Office only had to pay for the cost of transporting it from Fort Hood.
 
The MaxxPro MRAP, built by Navistar Defense, “is built to withstand ballistic arms fire, mine blasts, IEDs, and other emerging threats.” The specific vehicle obtained by the Sheriff’s Office was never used overseas, however, similar vehicles were used in Middle Eastern combat, particularly for their ability to withstand improvised explosive devices.
 
The Dallas Observer claims the Sheriff’s Office will utilize the military vehicle to issue arrest warrants. “Having a tactical vehicle will not provide warrants execution with the equipment to assist in performing their jobs, but will provide an overall safety arch,” said Chief Deputy Marlin Suell.
 
 
Dallas County isn’t the only region taking advantage of the MRAP program. In August, Murfreesboro, Tenn. acquired its own vehicle to “confront threats from armed gunmen.” Even Ohio State University has an MRAP on campus.

The unnamed former Marine went on to say how police are starting to look more like the U.S Military rather than Cops. In specific, he brought up their request for vehicle called the “bearcat” which stands for Ballistic Engineered Armed Response Counter Attack Truck.

Tunisian-born Tariq bin al-Tahar al-Harzi, 32, one of the terror group’s most senior commanders, allegedly arranged to receive the funds from a Gulf-based ‘financial facilitator’.
The unnamed donor told him the cash must be used for ‘military operations’ and also enlisted the terrorist’s help with ‘fundraising efforts in Qatar’, according to the U.S. Treasury.

But despite increasing criticism, Qatar, which has an extensive London property portfolio including luxury department store Harrods, is now ‘working together’ with the U.S. against ISIS.

The Gulf has contributed two Mirage jet fighters to President Barack Obama’s air campaign against militants, which are being controlled from a headquarters outside Qatar’s capital, Doha.

Al-Harzi, who is believed to be one of ISIS’s first ever terrorists, is among a number of jihadists to be recently added to the Treasury’s list of Specially Designated Global Terrorists.

Other named jihadists include a middleman between al-Qaeda’s leadership in Pakistan and Gulf financiers and another ISIS senior commander who is believed to oversee a prison where foreign hostages are held.

In addition to ‘raising funds’, Al-Harzi allegedly serves as ISIS’s ‘emir’ of the border region between Turkey and Syria and works to ‘recruit and facilitate the travel of fighters’ for the terror group.

In this capacity, he has reportedly received ‘new foreign fighter recruits and provided them light weapons training before sending them to Syria’.

He has also ‘facilitated the movement of Europeans to Turkey’ (including fighters from the UK, Albania and Denmark), organised suicide attacks in Iraq and helped ISIS to develop its fighters’ abilities to build car bombs and improvised explosive devices, the Treasury said.

British MP Stephen Barclay said the allegations against al-Harzi’s – in particular, the $2million he has reportedly raised – underlined the need for Qatar to ‘clamp down’ on the flow of money to ISIS.

Daniel Byman, of the Brookings Institute, added that the country had ‘not put significant barriers in the way’ of such monetary transfers.
‘A lot of people believe the government has, in fact, allowed it to happen,’ he said.

Among the other jihadists named as ‘global terrorists’ by the Treasury was Tarkhan Batirashvili, who has reportedly held a number of top military positions within ISIS.

Known as ‘Omar the Chechen’, Batirashvili allegedly oversees an ISIS prison facility in al-Tabqa, close to al-Raqqah, where foreign hostages may be held.

In late 2013, he led around 1,000 foreign fighters to attack the Syrian regime at Jabal Shuwayhnah in Rif Aleppo, Syria, said the Treasury.
Abd al-Aziz al-Fadhill, a Kuwait-based facilitator who allegedly provides support to al-Nusra Front, was also named in the Treasury’s list, released on Wednesday.

He has reportedly co-ordinated the transfer of ‘hundreds of thousands of dollars’ to the terrorist group, as well as facilitating travel for individuals seeking to join it.

Meanwhile, Ibrahim al-Bakr, 37, has been listed as a key link between al-Qaeda’s leadership in Pakistan and financiers in the Gulf.

He is ‘responsible for collecting money for both al-Qaida and the Taliban’, as well as playing a ‘key role in a terrorist cell that was plotting to attack U.S. military bases and personnel in Qatar’.

Other jihadists named by the Treasury include Ashraf al-Salam, Umar al-Qatari, Fatih Hasar, Hamad al-Shammari, and Bambang Sukirno, as well as the terrorist group Hilal Indonesia.

It comes as the British Parliament has voted to approve the UK’s participation in U.S.-led airstrikes against ISIS.

Warning that the fight to crush IS could last for years, not months, David Cameron told an emergency session of Parliament that as well as murdering Western hostages with ‘staggering brutality’ the group was plotting terrorist attacks in Britain.

‘This is about psychopathic terrorists trying to kill us,’ the Prime Minister said. ‘We do have to realise that whether we like it or not, they have already declared war on us.’

MPs authorised military action by 524 votes to 43, one of the biggest Commons majorities since the last general election.

SANTA RITA, Guam (NNS) -- Emergency responders from local and federal government agencies joined for the Emergency Management Symposium on U.S. Naval Base Guam (NBG) in Santa Rita Sept. 27-28.

The inaugural symposium, held in observance of national preparedness month, served as a forum for base residents and patrons that provided valuable tips for what to do in emergency situations that may arise on Guam.

"Today is all about getting people educated with regards to preparedness," said NBG Commanding Officer Capt. Andy Anderson. "I've traveled this world and I've been stationed in a variety of places. First things that families, and normally the active duty members, want to know as soon as they get (to their duty station) is, 'what is the threat to me from a national disaster standpoint?' They want to know about earthquakes, hurricanes, tsunamis, all kinds of things of that nature. It is critically important that we understand what we have the ability to prepare for, to respond to and recover from."

NBG Emergency Manager Oly Magofna said he hopes the forum serves to strengthen the trust the base community has for its emergency responders.

"We just had a 6.7 earthquake," he said. "It's very important in order for us to be ready to respond to these natural disasters and for our public to be aware that we have the capabilities to make sure that they're protected when the time comes."

Responders from Helicopter Sea Combat Squadron 25, Explosive Ordnance Disposal Mobile Unit 5, Coastal Riverine Group 1 Det. Guam, Andersen Air Force Base, Government of Guam, and numerous others provided static displays for attendees and answered questions about their duties on the island.

Isis Arrowsmith, a Navy spouse, was one of the many base patrons who attended the symposium.

"Just being new to the island, you don't really know what sources are available, so it's nice to have a function where you can get everything all at one time to see what's out there for you and people that you can contact to help," Arrowsmith said.

SAN DIEGO (NNS) -- USS Rushmore (LSD 47) and USS Lake Champlain (CG 57) participated in the Citadel Protect force protection exercise on Naval Base San Diego Sept. 25.

The exercise simulated a small boat attack and showcased the new Hailing Acoustic Laser and Light Tactical System (HALLTS) technology that requires only one person to operate the controller. The HALLTS uses acoustics, lights and non-lethal lasers in one system to deter potential threats.

"This was a joint operation between USS Rushmore, USS Lake Champlain and NBSD," said Lt.j.g. Keith Romoser, Rushmore's force protection officer. "It was an opportunity for the security teams to interact and respond together to a threat."

The first simulated attack consisted of two small vessels entering an exclusion zone with the intent to attack the ship. After given a verbal warning to change their course, Rushmore's anti-terrorism team fired blank rounds from a M240 machine gun. The use of pyrotechnic smoke on the vessels simulated being neutralized.

"This event gives Sailors an opportunity to practice responding to a simulated threat," said Romoser. "Getting live feedback from a moving target and using blank ammunition is much more realistic."

The exercise also featured new technologies and realistic scenarios to prepare security forces.

"This exercise is good because it's more technical," said Seaman Jordan Fuentes, assigned to Rushmore. "It will better prepare the Navy for the future. Since I just started my Navy career, I'll be a part of that future and be involved with more technical training."

The second simulation used the new HALLTS technology. Warnings were given from the controller to the vessels approaching the exclusion zone. The idea is to deter the vessels away from the ship.

"Directed sound, lasers, and spot lights lets the vessel know that they are in an exclusion zone," said Chief Fire Controlman Chris Morge, assigned to Rushmore. "After they do not change their course, we will take further action."

You learn a lot of things in the United States military. Including not to eat or drink in front of Muslims, and to learn more about their religion. At least, that’s according to recent reports from Fox News.

Apparently, that directive was released to active duty military personnel at the Uniformed Services University of the Health Sciences, which is a Department of Defense medical and graduate school in Maryland. The instructions were released just before the start of Ramadan.

“This is a period of great personal restraint and commitment in addition to renewed focus on worship,” Brigade Commander Col. Kevin Glasz wrote. “I’d like to encourage you to learn just a little more about this religion, but more importantly, I’m asking you to be considerate and do not consume food or drink in front of our Muslim colleagues; it is a simple, yet respectful action.”

In his email, the brigade commander provided a link to a website about Islam.

The announcement received some backlash from some of the officers and doctors who were in training.

I respect the intention behind this email, but note that there is no similar call honoring other faiths,” one Marine told a Fox News reporter. “There is no similar invitation for non-Jewish colleagues to refrain from eating leavened products during Passover, or non-Christian colleagues to refrain from eating meat during Lent.”

The Marine continued on to conclude, “Our veterans have sacrificed too much blood, sweat and tears to have their own rights and freedoms be sacrificed on the altar of progressive political correctness.”

“Our troops are being told to respect the Muslim Ramadan and encouraged to say ‘Ramadan Kareem,’ while at the same time they cannot have a cross on chapels, display a manger scene or say ‘Merry Christmas’ for fear of offending,” another officer said. “There is something wrong with this picture.”

While we are not against religious tolerance, if the institution is attempting to make a statement, shouldn’t it be supporting all religions equally?

Consider U.S. airstrikes over Syria hitting a civilian hospital instead of an oil refinery powering Islamic State operations. According to the computer chip industry, that scenario could become reality with the risk of corrupted semiconductors -- the circuits underpinning all computers -- behaving in unexpected ways.

Critics of U.S. customs procedures and new federal defense acquisition regulations say those controls won’t do much to keep out Chinese counterfeit or tainted chips from military systems, including drone controllers.

But a federally funded odometer in the works at Carnegie Mellon University might.

This week, the National Science Foundation awarded the school $300,000 to build a tool that can detect the age, use and other qualities of an allegedly new semiconductor to ensure the chip does not perform any unexpected tricks. The grant is part of a joint program with the Semiconductor Research Corporation, called the Secure, Trustworthy, Assured and Resilient Semiconductors and Systems, or STARSS.

STARSS will finance techniques for spotting rogue chip behavior before circuits are deployed in government or consumer electronics.

Never mind Shellshock -- the major cyber risk du jour -- which can let hackers run malicious commands at the computer server level. Bad semiconductors can hijack the hardware.

"The semiconductor industry is very good at determining whether a chip is performing as it is supposed to. They can test for that," said Keith Marzullo, an NSF division director who co-leads STARSS. "But it’s hard for them to tell whether it does something else. An unintentional behavior might be used as an attack surface to capture information or otherwise corrupt the mission that is being run on the processor."

The Carnegie Mellon odometer would flag flawed semiconductors older than advertised.

"When anyone buys a computer, be it a government customer or anyone, how do you know what the chips that are in there are doing? This would tell you," Marzullo said.

It functions similarly to both a car's odometer and vehicle identification number, or VIN. Instead of gauging mileage and identifying the make, model and manufacturer of a car, the semiconductor odometer would measure the chip's age, use and manufacturer.

Or in the consumer realm, "You can tell, ‘Have I brought a brand-new iPhone?' You know whether it’s actually using new processors or whether there are some that have been recycled and put in by, say, some third-party overseas manufacturer,'" Marzullo said.

China is known for reusing antiquated semiconductors and selling them on the black market for cut-rate prices. In June, Peter Picone, 41, of Massachusetts, pled guilty to knowingly reselling counterfeit circuits from China to U.S. customers, including Navy contractors supplying parts for nuclear submarines. His clients had specified they only wanted new chips and would not accept Chinese-made items. Navy and contractor tests found the circuits had been resurfaced to change the date code and affix counterfeit marks.

The odometers would provide a deeper forensics analysis, and potentially do so more quickly.

STARSS focuses on, among other defenses, rooting out Trojans -- malicious bugs that can cause a circuit to fail, akin to worms that can compromise software.

An additional STARSS project funded this week aims to deflect "differential power analysis" hacks. These malicious maneuvers decipher security codes by measuring the electricity use of a chip. Analyzing power use reveals what kind of computational operations a device is performing, including transfers of secret keys.

But don't look for an odometer to inspect drone circuits anytime soon. The fruits of this research won't bear out in industry for another five to 10 years, Marzullo expects.

The first round of awards totaled nearly $4 million and was spread among nine academic projects. The next distribution of grants is slated for the first half of 2015, as part of a larger $72 million NSF cyber investment portfolio.

A separate Defense Advanced Research Projects Agency program with another clever acronym, the Supply Chain Hardware Integrity for Electronics Defense, or SHIELD, is developing tiny smart chips that would be embedded in computer chips and self-destruct if tampered with. This approach places responsibility for preventing counterfeits on the semiconductor original manufacturer. The odometer would be used on the other end of the supply chain, by device makers and users.

FBI special agents and technicians say the agency’s first-ever, decade-in-the-making computerized case system has slowed their investigations and work, according to an internal audit.

The computer application, called Sentinel, was flipped on in 2012 to make cases easier to search, both for clues and possible links to other ongoing investigations. Previously, FBI personnel had shared information, approved documents and updated files by circulating piles of paper.  

An inspector general report released Wednesday finds the majority of employees feel the program has had an "overall positive impact on the FBI’s operations, making the FBI better able to carry out its mission, and better able to share information."

But a subset of employees, including special agents and technicians, report that headaches with the new system, such as ineffective searching and burdensome indexing, persist. 

For example, most special agents reported they spent more time filling out database fields to improve search results, which "leaves less time for investigative activities,” according to the report. The process of filling in the boxes for items such as date of birth, aliases and other fields is called "indexing." 

Buggy Search Engine to Blame

About 67 percent of FBI technicians, who keep records of evidence and move evidence in and out of storage rooms, said "Sentinel had a negative impact on their daily productivity," according to the report.

Indexing and searching, two of the system's major functions, irked some other employees too.

Only 42 percent of employees surveyed for the audit said they received the search results they needed. The problem largely has to do with buggy search engine filters.

"Sentinel returned either too many search results for users to reasonably review or no results at all for a document the user knew existed," IG officials said. 

The evidence-custodian technicians and electronic-surveillance technicians represent a small number of FBI employees polled by the IG, but they make up a large portion of the userbase. Most spend more than 30 hours a week on the system. 

Evidence-custodian technicians now must maintain two chains of custody for each piece of material, a paper version and an electronic one. The technicians type duplicate files, because Sentinel is intended to serve as a backup if the paper chain of command is ever lost or destroyed.

The FBI told inspectors that searching is being enhanced through "training, new algorithms, and other technological improvements to reduce the frequency of false positives and negatives among search results," according to the report.

In addition, Sentinel 1.5 -- the system's first upgrade, scheduled to be deployed next month -- should improve other search-related features.

On Thursday afternoon, FBI spokesman Christopher Allen said Sentinel 1.5 "will be rolled out beginning this weekend."

Price Tag Grows on Second Attempt to Digitize Case Files

This is the second attempt at a networked FBI case system. After starting development in 2001, FBI pulled the plug on the first program, called the Virtual Case File, in 2005, at a loss of $170 million.  

Since going live in 2012, Sentinel's budget has crept up about $100 million, and is now is slated to cost $551 million. The increase was attributed to operations and maintenance and new functions developed during fiscal 2014.

A high-performing Sentinel, however, could actually save money in the future, auditors said. 

"If Sentinel 1.5 successfully subsumes other legacy systems or improves the integration of Sentinel with other legacy systems, the FBI should realize cost savings from retiring systems and reducing the amount of maintenance to operate other legacy systems," according to the report. 

In response to a draft report, bureau officials recognized the difficulties with searching and indexing and committed to addressing their employees' concerns. 

"The FBI will solicit the feedback of Sentinel users to ensure search function improvements effectively reflect the user needs," Jeffrey Johnson, FBI assistant director for information technology engineering, said in a Sept. 12 letter.

In addition, bureau officials will research technological fixes and review business processes to find ways of cutting the time it takes to index large, uncategorized documents, he said. 

FBI officials were not able to immediately comment on the status of improvements.

SUFFOLK, Va. (NNS) -- The Navy established the Information Dominance Forces Command (NAVIDFOR) as the U.S. Navy's newest Type Command, Oct. 1.

NAVIDFOR is a global readiness-focused TYCOM, responsible for organizing, manning, training, equipping (MT&E) and identifying requirements for all Navy Information Dominance (ID) capabilities.

"The standup of Navy Information Dominance Forces Command is a significant step in the right direction," said Chief of Naval Operations, Admiral Jonathan Greenert, during a recent All Hands call for Navy Cyber Forces. "The Information Dominance Corps Type Command allows for a more holistic approach that was not possible in the past."

NAVIDFOR will consolidate and align missions, functions and tasks previously managed by separate ID commands to improve the generation and sustainment of ID force readiness across the Navy.

"The Navy's Information Dominance Corps (IDC) requires a dedicated TYCOM that integrates and balances representation from each of the constituent Navy IDC components," said Rear Adm. Diane E.H. Webber, NAVIFOR's type commanger. "The standup of the NAVIDFOR TYCOM directly supports integration of ID capabilities throughout the Navy and is a natural progression in the development of an ID force capable of delivering assured command and control, battlespace awareness and integrated fires."

The IDC was formed in 2009 and built on the deep expertise and strengths of the officers/enlisted, active/reserve and civilian workforce from the oceanography/meteorology, information professional, information warfare, naval intelligence and space cadre. The IDC is an inter-disciplinary corps that possesses an innate understanding of potential adversaries and the battlespace, is able to accurately identify targets, and brings an array of non-kinetic, offensive and defensive capabilities to the fight in the Information Age.

"NAVIDFOR's establishment is the next step in the evolution of ID as a Navy warfighting discipline," said Webber. "NAVIDFOR will coordinate closely with other ID commands and the Navy's existing platform TYCOMs to fulfill MT&E responsibilities that sustain ID readiness for the Fleet."

Beginning today, resources and personnel are being realigned to support the transition of functions under one TYCOM. NAVIDFOR is expected to be fully operational by Dec. 31, 2014. Rear Adm. Matthew J. Kohler will relieve Rear Adm. Diane E.H. Webber as Commander, NAVIDFOR Oct. 3.

Québec – Le gouvernement Couillard vient d’annoncer la création d’une escouade spéciale qui veillera à faire respecter les mesures d’austérité prises par son gouvernement.

L’«Escouade spécialisée pour l’application de l’austérité» aura donc le mandat d’intervenir dans les écoles primaires, les hôpitaux, les garderies et tous les autres lieux qui verront leur financement coupé. Entre autres, elle sera dotée des pleins pouvoirs en matière de brutalité policière.

Rejoint par La Pravda, le ministre de la Sécurité publique, Robert Poëti, a tenu à expliquer les raisons d’être de cette nouvelle unité: «Les osties de tabarnaks de prof qui refusent d’enfoncer l’austérité dans la gorge des enfants, ben ça suffit, on va s’assurer que nos petits morveux paient le prix pour les erreurs de Jean Charest.»

De son côté, le Premier ministre Couillard se dit confiant de pouvoir imposer l’austérité par la force. «S’il faut emprisonner les syndicalistes et les gens qui osent défier mon autorité, je vais le faire, a-t-il clamé. N’oubliez pas que le PLQ adore générer des crises pour ensuite écraser la population, comme avec la Loi 78.»

Aux dernières nouvelles, le gouvernement annonçait également que l’Escouade spécialisée pour l’application de l’austérité venait d’être chargée des enquêtes indépendantes et transparentes, pour tous les cas de bavures policières qui découleront de son mandat.

Le Canada se joindra à la coalition internationale, menée par les États-Unis, pour lutter contre le groupe armé État islamique (EI). Six chasseurs et trois avions ravitailleurs seront déployés à cet effet.

Le premier ministre Stephen Harper a déposé vendredi aux Communes une motion par laquelle le Canada s'engage dans des frappes aériennes qui pourront durer jusqu'à six mois. Elle précise qu'il n'est pas question de participer à des opérations terrestres.

Le premier ministre conservateur a précisé que les Forces canadiennes limiteraient leur intervention aux territoires où les gouvernements en font la demande. Il ouvre ainsi la porte à des frappes en Syrie, si une telle demande venait du régime de Bachar Al-Assad. Une éventualité que le gouvernement canadien excluait pourtant jusqu'au 3 septembre dernier, lors du sommet de l'OTAN.

Les moyens déployés par le Canada :
  • Trois avions ravitailleurs (un CC150 Polaris et deux CP140 Aurora) et un avion de transport, y compris environ 280 membres d'équipage et autres membres du personnel;
  • Six chasseurs de combat CF188 Hornet avec environ 320 membres d'équipage et autres membres du personnel.

« Le gouvernement du Canada ne cache pas le dégoût que lui inspirent les actions du régime Al-Assad, mais ce que nous faisons c'est participer à une opération antiterroriste contre l'EI et ses alliés. Nous ne voulons faire la guerre à aucun gouvernement dans la région. »

En plus d'effectuer des frappes aériennes, les Forces canadiennes livreront des armes et du matériel fournis par leurs alliés aux forces qui combattent l'EI dans le nord de l'Irak.

Elles continueront de soutenir la coalition contre l'EI dans « un rôle de non-combat antiterroriste » au sol de même qu'en fournissant des avions de ravitaillement et de surveillance ainsi que les équipes nécessaires à leur entretien.

Tous les aspects de la mission canadienne sont limités à une durée de six mois dans la motion présentée par le gouvernement.

Le premier ministre a précisé qu'il voulait éviter d'enliser les Forces canadiennes dans un conflit qui pourrait se prolonger. « Les actions que nous avons annoncées sont des actions auxquelles il serait relativement facile de mettre fin », a avancé M. Harper.

Une intervention « nécessaire »

Le premier ministre a expliqué que l'EI ne menaçait pas seulement la sécurité des populations de la région de l'Irak et de la Syrie, mais celles de l'ensemble de la planète en ciblant spécifiquement les citoyens canadiens.

M. Harper a rappelé plusieurs atrocités commises par le groupe armé, dont « la torture et la décapitation d'enfants, la vente et le viol de femmes de même que le meurtre de prisonniers et d'innocents », pour justifier l'intervention canadienne contre l'EI. Le premier ministre a également ajouté que l'EI était sur le point de commettre un génocide à la fin de l'été.

La motion se lit comme suit :
  • a) appuie la décision du gouvernement de fournir des ressources militaires canadiennes dans le cadre de la lutte contre l'EIIL et contre les terroristes associés à l'EIIL, y compris une capacité de frappes aériennes, pour une période pouvant atteindre six mois;
  • b) note que le gouvernement du Canada ne déploiera pas de militaires dans le cadre d'opérations de combat terrestre;
  • c) continue à offrir son soutien ferme et sans réserve aux courageux hommes et femmes des Forces canadiennes qui se tiennent prêts à nous défendre tous.

En matière de politique intérieure, le premier ministre a rappelé que le gouvernement avait renforcé les lois pour lutter contre les combattants étrangers en sol canadien. Le gouvernement entend également doter les services de sécurité de moyens de suivre les « aspirants terroristes » dans leurs déplacements à l'étranger afin de leur interdire un retour au Canada ou de les traduire en justice.

M. Harper a demandé l'appui des partis d'opposition pour cette mission, mais autant les néo-démocrates que les libéraux ont refusé. Cependant, comme les conservateurs sont majoritaires à la Chambre, la motion devrait être adoptée sans problème.

Un débat et un vote sur la motion conservatrice auront lieu lundi prochain. Le premier ministre Harper sera toutefois remplacé par John Baird, ministre des Affaires étrangères, et Rob Nicholson, ministre de la Défense nationale.

Le chef de l'opposition officielle, Thomas Mulcair, réclamait depuis des semaines un débat sur la forme que doit prendre la participation canadienne. Il ne cesse de reprocher au gouvernement d'agir dans le secret et de faire fi de l'opinion du Parlement sur cette question importante.

Opposé à une intervention militaire canadienne en Irak, le chef du NPD préconise davantage l'envoi d'aide humanitaire aux réfugiés et aux populations éprouvées par la guerre.

Quel le coût de la mission contre l'EI?

Le ministre de la Sécurité publique, Steven Blaney, a toutefois déclaré vendredi matin que l'envoi de 63 militaires en Irak a fait l'objet de consultations. « Il y a eu un débat d'un comité parlementaire, souligne M. Blaney. [...] Il y a eu des consultations pour un engagement non militaire de 30 jours qui se termine demain. Et là on est prêts à passer à l'autre niveau. C'est la raison pour laquelle il est important d'avoir un débat. »

« C'est la première fois qu'un premier ministre, Stephen Harper, consulte le Parlement en engageant une mission de combat », a avancé M. Blaney sur les ondes de RDI. « On l'a fait deux fois en Afghanistan, une fois en Libye. Vous savez, quand Jean Chrétien nous a engagés en Afghanistan, il n'a pas consulté le Parlement. »

En Irak, la décision d'Ottawa a été immédiatement saluée par le gouvernement régional du Kurdistan (GRK), qui affirme apprécier l'aide militaire et humanitaire du Canada. « Nous sommes reconnaissants. Ça témoigne de la solidarité du Canada envers les forces kurdes qui luttent contre un ennemi barbare et sauvage », a déclaré à Radio-Canada le chef du département des relations étrangères du GRK.

« Les frappes aériennes se sont montrées efficaces, mais elles doivent être soutenues pour permettre aux peshmerga, un partenaire fiable et dévoué, d'avancer contre l'EI. La combinaison des frappes et des troupes au sol va mener à la victoire », poursuit le GRK.

Toutefois, le gouvernement régional kurde déplore la longueur des délais de livraison des armes promises par la coalition. « Cela dit, les promesses d'armes légères et lourdes mettent trop de temps à être remplies. Il faut que les pays de la coalition en fournissent davantage et plus vite, surtout des armes lourdes », explique le représentant du GRK, qui rappelle que les Kurdes doivent tenir une ligne de front de plus de 1000 kilomètres.

UPDATE: Ottawa’s ISIS motion calls for airstrikes, no troops in Iraq

Prime Minister Stephen Harper will announce on Friday how Canada will increase its military support to combat the terrorist group ISIS in the Middle East, the Prime Minister’s Office confirmed in a statement Thursday evening.

Related Stories A motion will be made in the House Friday with a subsequent debate and vote on the issue scheduled for Monday, said Jason MacDonald, Harper’s director of communication.

“This group has made direct terrorist threats against Canada and Canadians, in addition to carrying out atrocities against children, women, and men in the region,” MacDonald said in the statement. “As the Prime Minister has said before, when we recognize a threat like this that must be addressed, and that involves Canadian interests, we do our part.”
