La Russie adoptera des mesures adéquates en réponse au renforcement de l'Otan à proximité de ses frontières, a annoncé mercredi l'ambassadeur russe auprès de l'Alliance atlantique Alexandre Grouchko.

"Certaines mesures ont déjà été prises, et de nouvelles mesures sont à adopter. Elles seront bien calculées et basées sur l'analyse des démarches entreprises par l'Otan dans cette région", a expliqué le diplomate.

Selon M.Grouchko, il n'existe "aucune raison" pour l'Otan de déployer des effectifs supplémentaires et d'intensifier ses exercices dans la région concernée.

Après le début de la crise en Ukraine, l'Alliance a renforcé sa présence dans la région balte. Les unités de la mission de l'Otan de protection de l'espace aérien des pays baltes, depuis le 1er mai, ne sont plus basées uniquement en Lituanie où le nombre de chasseurs a doublé pour atteindre huit avions, mais aussi en Estonie où ont été envoyés quatre chasseurs F16 de l'armée de l'air danoise. De plus, quatre chasseurs ont été envoyés à la base aérienne de Malbork, en Pologne.

OTAN: pays membres, forces armées, évolution


Fin avril, près de 600 militaires américains sont arrivés dans la région pour participer aux exercices sur divers polygones. La Lituanie, la Lettonie et l'Estonie ont souligné à plusieurs reprises qu'elles étaient favorables à l'expansion de la présence des forces de l'Otan dans la région.

Comme l'a déclaré plus tôt le ministre russe des Affaires étrangères Sergueï Lavrov, Moscou est persuadé "que l'expansion sans réserve et continue de l'Otan est une erreur qui porte atteinte à la stabilité de l'Europe".

WASHINGTON (NNS) -- The 34th annual Vice Adm. James Bond Stockdale Leadership Award ceremony was held Dec. 4, in the Pentagon Hall of Heroes in Washington, D.C.

Cmdr. Thomas J. Dickinson, a Whitehall, Michigan, native and Cmdr. Gavin Duff, of Toms River, New Jersey, received the award.

The award recognizes two commissioned officers in pay grade of commander (O-5) or below who contributed to Navy leadership improvement. Stockdale was a recipient of the Medal of Honor and the annual event is held in the room that honors all of the Medal of Honor recipients across the services.

Chief of Naval Operations Adm. Jonathan Greenert served as guest speaker at the ceremony and presented the awards to the winners. Greenert received the award himself in 1992.

"These two leaders achieved remarkable success with the support of their commands," said Greenert. "They did this by inspiring Sailors, focusing on the mission in the face of adversity, but neither take credit, rather they point out it's not really me it's my people."

Dickinson, former commanding officer of USS Barry (DDG 52), is the Atlantic Fleet recipient and is a professor at the Naval Leadership and Ethics Center, Naval War College, Newport, Rhode Island.

"Receiving this award is a humbling experience," said Dickinson. "My Barry Sailors were the stars of the show they did not know what the world quit meant, they made this award happen."

Duff, former commanding officer of Strike Fighter Squadron 14 (VFA-14), is the Pacific Fleet recipient and now is at the Nuclear Power School in Charleston, South Carolina, on track to be the executive officer for USS George H. W. Bush (CVN 77) next year.

"This award has nothing to do with me, this is my command's achievement," said Duff. "They needed little leadership, my 220 VFA-14 Sailors each day presented a new level of expertise, and this award reflects their excellence."

Nominations for the award come only from commanding officers in command and who are themselves eligible for the award. The two commanders were chosen from among eight finalists to receive the award.

The award is presented annually to two commissioned officers on active duty in the grade of commander or below who are serving in command of a single unit and who serve as examples of excellence in leadership and conspicuous contribution to the improvement of leadership in the Navy.

A Naval Academy graduate and pilot, Stockdale ejected from his A-4E Skyhawk over North Vietnam in September 1965 and was held prisoner and frequently tortured until February 1973. He received the Medal of Honor in 1976 and served as president of the Naval War College from October 1977 until August 1979.

After more than a year, the White House finally responded to an online petition asking that the Muslim Brotherhood be declared a terrorist organization, and the answer is no.

“We have not seen credible evidence that the Muslim Brotherhood has renounced its decades-long commitment to non-violence,” the White House said in response to a “We the People” petition that garnered 213,146 signatures — more than twice the 100,000-signature threshold to trigger a response.

The petition, which called for declaring the Muslim Brotherhood a terrorist group, was first posted July 7, 2013 and reached 100,000 signatures within 30 days.

The administration’s response, in line with current U.S. policy on the Muslim Brotherhood, is now listed as the top item under “Recent Responses” on the White House petitions page.

“The United States does not condone political violence of any kind and we continue to press actors of all viewpoints to peacefully engage in the political process,” the response said. “The United States is committed to thwarting terrorist groups that pose a threat to U.S. interests and those of our partners.”

Earlier this year, several Republican members of Congress co-sponsored legislation for the Muslim Brotherhood to be declared a terrorist organization.

The original petition stated that the Brotherhood “has a long history of violent killings & terrorizing opponents. Also MB has direct ties with most terrorist groups like Hamas.”

Referring to the time in July 2013 when Egypt’s Muslim Brotherhood-affiliated President Mohammed Morsi was removed from power, it said: “The Muslim Brotherhood has shown in the past few days that it is willing to engage in violence and killing of innocent civilians in order to invoke fear in the hearts of its opponents. This is terrorism.”

“We ask the US government to declare MB as a terrorist group for a safer future for all of us,” the petition said.

Both Hamas and Egypt’s Gama’a al-Islamiyya, which have had relationships with the Muslim Brotherhood, are on the State Department’s list of foreign terrorist organizations.



Hamas is a wing of the Muslim Brotherhood. And the Brotherhood has declared war on the United States:

Cairo, 16 Oct. (AKI) – Attacking American and Israeli websites by hacking and sabotage is allowed under Islamic law and is a form of ‘Jihad’ or holy war, top Muslim scholars have decreed.

The religious edict (fatwa) issued by a committee from the highest authority in Sunni Islam, Egypt’s Al-Azhar University in Cairo, was published on the website of the Islamist Egyptian Muslim Brotherhood movement on Thursday.

“This is considered a type of lawful Jihad that helps Islam by paralysing the information systems used by our enemies for their evil aims,” said the fatwa.

“This Jihad is not different from the armed one. In fact, it might be more important if you consider the global dimensions of the Internet.

“Whoever wins this war will become the strongest in the realm of information,” the fatwa continued.

The Muslim Brotherhood praised the fatwa, which comes in response to dozens of questions from radicals asking to be allowed to destroy Israeli and United States websites.

Even Congress Seeks to Designate Muslim Brotherhood as Terror Group:

“The Muslim Brotherhood’s motto remains to this day what it has been for decades: ‘’Allah is our objective. The Prophet is our leader. The Koran is our law. Jihad is our way. Dying in the way of Allah is our highest hope. Allahu-Akbar!’” the bill states, referring to primary documents from Brotherhood leaders.

La force de frappe de l’Etat islamique inquiète l’état-major des armées.

« La rapidité avec laquelle ce mouvement parvient à accroître ses effectifs et à diversifier son matériel est très préoccupante », a estimé le chef d’état-major de l’armée de terre, le général Jean-Pierre Bosser. Le ministre de la Défense Jean-Yves Le Drian avait été très clair sur l’arsenal dont dispose Daech. Ses grands subordonnés, qui suivent le dossier, affiche une préoccupation sur la puissance et l’attractivité de ce mouvement terroriste, dont les effectifs sont actuellement évalués à 25.000 djihadistes. Daech, qui dispose notamment de chars, « ne constitue pas qu’un groupe terroriste mais bien une armée qui manœuvre, qui communique, qui s’appuie sur des équipements performants et poursuit des objectifs stratégiques, avec une volonté expansionniste affichée », a expliqué aux sénateurs le chef d’état-major de l’armée de Terre (Cemat), le général Jean-Pierre Bosser.




« Le groupe exerce une forte attraction sur les djihadistes du monde entier, qui rallient l’Irak et la Syrie par milliers », a noté le député UMP des Bouches-du-Rhône Guy Tessier dans son rapport sur le projet de loi de finances pour 2015. « Les djihadistes de Daech représentent une véritable armée terroriste composée d’hommes expérimentés, bien équipés et disposant de ressources financières importantes », a pour sa part confirmé le chef d’état-major des armées, le général Pierre de Villiers.

« La rapidité avec laquelle ce mouvement parvient à accroître ses effectifs et à diversifier son matériel est très préoccupante », a précisé le général Bosser. Les percées de Daech contre l’armée irakienne lui ont permis « de mettre la main sur des équipements lourds et modernes. Il bénéficie de ressources financières substantielles, en stock et en flux, grâce à l’exploitation des puits de pétrole, des postes frontaliers ou des barrages sur lesquels il a mis la main », a rappelé Guy Tessier.

« La lutte sera longue »

Pour le Cemat, « la problématique n’est pas seulement militaire, elle porte également sur les flux financiers qui viennent alimenter de véritables mercenaires appointés ». Sur le plan financier Daech a effectivement récupéré à Mossoul 450 millions de dollars dans les banques. En outre, les ressources de Daech proviennent également du pétrole que le mouvement vend à des prix défiant toute concurrence.

« La lutte sera longue et il faudra gérer au mieux la pression du temps court, dans nos sociétés actuelles qui exigeront des résultats rapides », a estimé le Général Pierre de Villiers. Dans ce contexte, la France a, selon le chef d’état-major des armées, « besoin d’une vision stratégique militaire qui intègre les objectifs militaires, mais aussi politiques, diplomatiques et psychologiques. Pour réussir, notre plan de campagne devra donc être global ».

Préoccupations avec le retour des combattants européens

Selon le général Jean-Pierre Bosser, « plus de 1.000 combattants européens enrôlés dans ses rangs sont revenus dans l’espace Schengen ». Une menace pour la France et les pays européens. Car « l’adversaire n’est plus seulement aux portes de l’Europe, il en a franchi le seuil », a souligné le chef d’état-major de l’armée de terre. Il est donc persuadé « de la nécessité d’intégrer encore plus dans notre réflexion le retour de l’armée de terre sur son milieu naturel, celui du sol national, pour pourvoir y faire face, avec les forces de sécurité, à tous types de menaces dont celles que ces vingt dernières années avaient confinées à l’extérieur ».

Cette problématique est là  « pour rappeler le lien très fort, le continuum, qui existe entre sécurité extérieure et sécurité intérieure. Ces combattants étrangers sont un vrai défi pour notre sécurité, celles des Français et plus généralement celle des Européens », a de son côté expliqué le général Pierre de Villiers. Et selon le chef d’état-major de l’armée de terre,  « il ne faut d’ailleurs pas exclure que cette menace agisse en utilisant des modes d’actions de nature militaire, et se concrétise par des actions armées contre des militaires. Ne perdons pas de vue qu’il s’agissait d’un des objectifs poursuivis par Mohammed Merah. Outre-Atlantique, des attaques isolées ont déjà été perpétrées. Nous avons hélas vécu à deux reprises en France et une fois en Belgique des attaques assez similaires ».

L’armée de terre présente en France

L’armée de Terre peut-elle être en première ligne face à Daech sur le sol national ? Le général Bosser en est convaincu : « il me semble raisonnable de considérer que la nature des opérations et l’envergure des défis sécuritaires inscrivent l’action militaire, hors et désormais à l’intérieur de nos frontières, durablement. Ils confortent ainsi le contrat opérationnel de l’armée de terre qui est réaliste et structurant ».

La situation au Levant met l’accent sur l’indispensable nécessité d’une capacité autonome d’appréciation de situation tactique et stratégique, a affirmé le général Pierre de Villiers. « C’est la vocation de nos capteurs de renseignement, de nos satellites, mais aussi des efforts consentis pour améliorer nos capacités Cyber. Ce constat conforte la priorité mise sur le renseignement dans la loi de programmation militaire ».

MAYPORT, Fla. (NNS) -- Ticonderoga class guided-missile cruiser USS Vicksburg (CG 69) departed Naval Station Mayport Dec. 4 to relieve USS Leyte Gulf (CG 55) later this month as the Standing NATO Maritime Group 2 flagship and to support theater security cooperation efforts in Europe.

The crew recently participated in Joint Warrior 14-2, a United Kingdom (UK)-led multinational exercise in UK coastal waters. The training is designed to provide allied forces a multiwarfare environment to prepare for global operations.

"The crew has worked extremely hard to prepare this ship for deployment," said Capt. Lyle Hall, Vicksburg commanding officer. "I am very proud of their commitment to this ship and to the mission ahead. They have always gone above and beyond at each and every turn."

Before deploying, Vicksburg also participated in the USS Iwo Jima (LHD 7) Amphibious Ready Group (ARG)/24th Marine Expeditionary Unit's (MEU) Composite Training Unit Exercise, a highly successful missile exercise.

During this exercise, the crew earned their Independent Deployer Certification, which assesses a ship's capabilities to function at tactical and operational levels.

Commissioned Nov. 12, 1992, the ship was named for both the Battle of Vicksburg, fought during the American Civil War, and the city of Vicksburg, Mississippi.

Commander, Standing NATO Maritime Group 2 Rear Adm. Brad Williamson and staff will embark their new flagship, Vicksburg, to continue support of NATO counter-terrorism Operation Active Endeavour and additional NATO tasking.

(NNS) -- Secretary of the Navy Ray Mabus and Master Chief Petty Officer of the Navy Michael Stevens today said the Navy is revoking Bill Cosby's title of honorary Chief Petty Officer, originally presented in 2011. The Navy is taking this action because allegations against Mr. Cosby are very serious and are in conflict with the Navy's core values of honor, courage and commitment.

Cosby enlisted in the Navy in 1956 and served for four years as a hospital corpsman before being honorably discharged in 1960 as a 3rd Class Petty Officer.

CAMP PENDLETON MARINES TO CONDUCT TRAINING IN DOWNTOWN  LA

LOS ANGELES (CBSLA.com/AP) — Residents in and around downtown Los Angeles could hear helicopters or other military aircraft over the coming days as Marines and sailors from Camp Pendleton train in preparation for a deployment.

The training is part of a two-week military exercise that starts Friday and extends through Dec. 16 and involves about 2,400 members of the 15th Marine Expeditionary Unit, according to the Associated Press.

While residents could see as many as six military helicopters buzzing over the downtown area over the next week, raids being held at several undisclosed locations in the city will be off limits to the public for safety reasons, Capt. Brian Block told the Associated Press.

“It’s not going to look like ‘Apocalypse Now’ by any stretch of the imagination,” Block said.

Dozens of Marines will raid buildings and shoot paintballs from modified M-15s as part of the exercise, but no residents live in the spots where the pseudo-combat will take place, according to Block.

The military worked closely with the Los Angeles Police Department and notified property owners so no one will be caught off guard, Block said.
Commander Blake Chow with the LAPD’s counter-terrorism unit told KNX 1070 NEWSRADIO the exercise was not linked to any local or regional terrorism threat.

“There’s no terrorism threat out there that would be the reason that these exercises are being conducted, this is something that’s been kind of ongoing for a while,” said Chow. “This is one location amongst many that the Marines are gonna be kind of exposing their people to.”

Similar exercises will also take place at various California military bases, at a site near Las Vegas, and another site outside Flagstaff, Ariz., according to officials. Block said the Los Angeles portion will take place over a couple of days next week.

A notification announcing the exercise was sent out Friday morning on the LAPD’s official Twitter account.

The LAPD teamed up with military special operation forces in January 2012 to conduct multi-agency tactical exercises in the skies above downtown that included a Black Hawk helicopter and four OH-6 choppers.

At one point during that exercise, choppers were seen hovering just above the US Bank building downtown and later flying low over the Staples Center as the Lakers played inside.

Marine Corps has held similar training in recent years in Atlanta, Memphis and other cities.

Washington (NNS) -- Secretary of the Navy Ray Mabus met with senior research personnel and faculty members at the University of Alaska Fairbanks (UAF) Dec. 5 to discuss the role of the U.S. Navy in the arctic.

"We in the Navy have a particular interest (in the arctic) because our responsibilities increase as the arctic changes," said Mabus. "As sea levels rise, as ice melts, our role in terms of freedom of navigation, in terms of search and rescue and in terms of scientific exploration, increases pretty dramatically."

Home to the International Arctic Research Center, UAF's unique location makes it especially well situated to serve as a hub of research for areas such as the integration and coordination of the study of the arctic and the impact of climate change on this dynamic region.

"One of the main reasons I came here was to hear about this flagship university, and from its resident experts, how we might partner outside our existing Office of Naval Research (ONR) projects, in arctic research," said Mabus. "The arctic is only going to gain importance, particularly for the U.S. Navy."

Currently, ONR has three major projects on the Alaska side of the Arctic Ocean, including seasonal ice zone reconnaissance surveys.

As the United States prepares to take over chairmanship of the Arctic Council in 2015, Mabus' visit to Fairbanks underscored the importance the U.S. Navy places on the arctic, not just in the short term, but through 2030 and beyond.

Previously this year, Mabus visited Sweden, Finland and Norway in an effort to strengthen relationships with these fellow Arctic Council nations.

"What we're trying to do through building these partnerships," Mabus said, "is to do some things now that will allow us to be prepared. As the arctic changes, we have to maintain the ability to be where we're needed, when we're needed. To have that presence, you cannot surge it, you cannot wait for an emergency, you have to be ready."

The U.S. Navy's focus on the arctic is expected to become more prominent over the coming years.

"The arctic is becoming increasingly important, not just for us, not just for the members of the arctic council, but also for the world," said Mabus.

In an attempt to promote transparency in military activities between the two countries, Russia will conduct an observation flight over the United States as part of the Treaty on Open Skies between Dec. 8 and Dec. 13, Sergei Ryzhkov, head of Russia’s National Nuclear Risk Reduction Center, said Monday.

The flight will be launched from Travis Air Force Base in California and cover a maximum range of 2,640 miles. A group of U.S. specialists will also board the Russian aircraft to monitor the flight and to ensure that norms of the treaty are not violated. According to the U.S. Department of State, the Treaty on Open Skies allows 34 participating countries to carry out observation flights over each other's territories to gather information through aerial imaging on military forces and activities that are of concern to them.

“Within the framework of the international Treaty on Open Skies a group of Russian inspectors plans to conduct an observation flight on a Russian Tupolev Tu-154M-LK-1 observation aircraft over the territory of the United States,” Ryzhkov told Ria Novosti.

The announcement comes after a U.S. military plane reportedly conducted surveillance flights over Russia last month to capture images of the region’s military equipment. The mission was conducted amid increasing isolation faced by Russia following sanctions imposed against it by the U.S. and European Union over the Ukraine crisis.

“Most of the world has no idea this treaty even exists,” U.S. Navy Commander Chris “Half” Nelson, who was overseeing the mission over Russia at the time, was quoted by Military.com as saying. “Whenever I mention that Russians fly aircraft over the U.S. taking pictures, it blows people's minds.”

Signed in March 1992 in Helsinki, the Treaty on Open Skies came into force on Jan. 1, 2002. Russia ratified the treaty on May 26, 2001.

Canada will send its military police to Ukraine as a part of a security cooperation agreement signed Monday that aims to help the government and security forces to protect the country's territorial integrity.

Canadian Defense Minister Rob Nicholson and his Ukrainian counterpart Stepan Poltorak signed a declaration of intent between the two ministries on Monday. It stated that the two countries are “committed to continue working together to strengthen the capacity of the Ukrainian government and its security forces to defend Ukraine’s territorial integrity and its people.”

“Today representatives of Canada’s military police will arrive in Ukraine to look into the possibilities of cooperation,” Nicholson told reporters in Kiev.
The declaration does not represent a legally binding commitment between Canada and Ukraine under international, Canadian or Ukrainian law, said the document.

“We have already achieved important successes in this regard, from years of military training and cooperation offered through Canada’s Military Training and Cooperation Program, to bilateral financial and equipment contributions, to strengthening multilateral collaboration through the Joint Commission,” the declaration stated.

Following his stop in Kiev, Nicholson will be visiting Poland to meet Polish government officials to further promote security and stability in Central and Eastern Europe, according to the Canadian government’s press release.

In August, Canada donated non-lethal military supplies to Ukraine, including targeted protection, medical and logistical equipment: helmets, ballistic eyewear, protective vests, first aid kits, tents and sleeping bags. Last month it sent cold weather clothing to the Ukrainian Armed Forces. The aid is part of Canada’s commitment to support Ukraine with non-lethal military supplies.

In addition, Nicholson announced in late November his government's decision to send $11 million worth of aid to Ukraine.

Canada has been one of the harshest critics of the Kremlin’s policies over the Ukrainian crisis. Canada joined its Western allies by supporting the Kiev government and joined the US and EU sanctions imposed on a number of Russian individuals and companies. Canada also deployed Canadian Armed Forces (CAF) units and personnel to Central and Eastern Europe to “reinforce NATO’s collective defense.

NATO forces have been fuelling tensions between the West and Russia by building up forces in Eastern Europe. Moscow has accused the alliance of undermining national security by bringing in more weapons to the region, to the Russian border, some of them with highly destructive power. The alliance has been regularly conducting drills in Eastern Europe, saying this is needed to build confidence in the respective governments of NATO’s protection.

Egypt held its "Badr 2014" military maneuver between October 11 and November 6, its largest exercise since 1996 which was only half the size - according to a senior security expert the Nile state has its sights on Israel, despite the peace treaty.

Col. (res.) Dr. Shaul Shay, former deputy head of the Israel National Security Council, detailed the maneuver in Israel Defense on Saturday, analyzing the massive military preparations.

According to Shay, Egypt wants not only to improve security domestically, but also "it hopes to reassert its historic leadership role and become the regional hegemony. ...With the rise of (President) Abdel Fattah al-Sisi, a new generation of military leadership in Egypt has taken control of the country’s armed forces."

The security expert continued "Exercise 'Badr 2014' and the creation of the RDF (Rapid Deployment Force) signals a move toward enhancing Egypt’s more offensive, conventional, asymmetric and counterinsurgency capabilities both within and beyond the country’s borders."

Speaking directly about what that means for Israel, Shay noted that the exercise is meant to prepare for "a potential conflict with Israel."

"Israel is quietly stepping up its military co-operation with Egypt as both countries confront security threats from jihadist groups in the Sinai region and Hamas in Gaza strip. However, Egypt continues to see Israel as its primary military potential threat despite a decades-old peace treaty," analyzed Shay.

Shay quoted Egyptian Military Spokesman Brig. Gen. Mohammed Samir as calling the recent maneuver "the largest and most sophisticated strategic exercise in terms of planning, training, and size of forces involved." He noted that the Egyptian army is the largest in Africa and the Middle East, with most of the country's $1.5 billion in US yearly aid being military aid.

Egypt likewise in February sealed a $2 billion arms deal with Russia, after Russia in November said Egypt offered to buy advanced defense systems, military helicopters, MiG-29 aircraft and anti-tank missiles.

Preparing for Sinai mobilization?

In one part of the maneuver, a simulation of a Suez Canal crossing was held on October 27 by the Third Army. The drill included establishing movable bridges to allow vehicles and tanks to cross, with APCs (Armored Personnel Carriers) crossing accompanied by air force units and boats.

The maneuver is significant in that the peace agreement with Israel forbids large-scale Egyptian military mobilization in the Sinai, although Egypt's military has been recently more active in the region while trying to put down rampant violence by salafist terrorists, with some warning that the increase in Egyptian military presence could potentially signify a threat to Israel.

In another drill on November 3, Sisi attended the main phase of air force exercises in Wadi Nartun. Over 250 combat fighters and helicopters took part in over 60 air sorties, in cooperation with paratrooper units, Egyptian commandos and the Central Military Region regiments.

Recent Egyptian ousters like the sinking of an Israeli ship?

On the naval front, Shay noted "the Egyptian Navy is the largest navy in Middle East and Africa, and is the seventh largest in the world measured by the number of vessels."

He added the annual exercise of the navy is held on Navy Day, October 21, a date established after an incident on that day in 1967 in which the Israeli destroyer "Eilat" was sunk by Egyptian missile boats about 12 miles from Port Said around four months after Egypt's defeat in the 1967 Six Day War.

Sisi released a statement likening the success of the recent ousters of former presidents Hosni Mubarak and Mohammed Morsi with the October 21 sinking of the "Eilat."

"Sisi noted that these events changed the reality of Egypt politically, economically and socially, and he praised the navy as one of the main branches of the Egyptian military," reported Shay.

ARLINGTON, Va (NNS) -- Officials at the Office of Naval Research (ONR) announced today the laser weapon system (LaWS) - a cutting-edge weapon that brings significant new capabilities to America's Sailors and Marines - was for the first time successfully deployed and operated aboard a naval vessel in the Arabian Gulf.

The operational demonstrations, which took place from September to November aboard USS Ponce (AFSB[I] 15), were historic not only because they showed a laser weapon working aboard a deployed U.S. Navy ship, but also because LaWS operated seamlessly with existing ship defense systems.

"Laser weapons are powerful, affordable and will play a vital role in the future of naval combat operations," said Rear Adm. Matthew L. Klunder, chief of naval research. "We ran this particular weapon, a prototype, through some extremely tough paces, and it locked on and destroyed the targets we designated with near-instantaneous lethality."

During the tests, LaWS - a collaborative effort between ONR, Naval Sea Systems Command, Naval Research Laboratory, Naval Surface Warfare Center Dahlgren Division and industry partners -- hit targets mounted aboard a speeding oncoming small boat, shot a Scan Eagle

Sailors worked daily with LaWS over several months since it was installed, and reported the weapon performed flawlessly, including in adverse weather conditions of high winds, heat and humidity. They noted the system exceeded expectations for both reliability and maintainability.

The system is operated by a video-game like controller, and can address multiple threats using a range of escalating options, from non-lethal measures such as optical "dazzling" and disabling, to lethal destruction if necessary. It could prove to be a pivotal asset against what are termed "asymmetric threats," which include small attack boats and UAVs.

Data regarding accuracy, lethality and other factors from the Ponce deployment will guide the development of weapons under ONR's Solid-State Laser-Technology Maturation program. Under this program, industry teams have been selected to develop cost-effective, combat-ready laser prototypes that could be installed on vessels such as guided-missile destroyers and the Littoral Combat Ship in the early 2020s.

Researchers say the revolutionary technology breakthroughs demonstrated by LaWS will ultimately benefit not only U.S. Navy surface ships, but also airborne and ground-based weapon systems.

While laser weapons offer new levels of precision and speed for naval warfighters, they also bring increased safety for ships and crews, as lasers are not dependent on the traditional propellant and gunpowder-based ordnance found on ships. Lasers run on electricity and can be fired as long as there is power.

They also cost less to build, install and fire than traditional kinetic weapons -- for example a multimillion-dollar missile.

"At less than a dollar per shot, there's no question about the value LaWS provides," said Klunder. "With affordability a serious concern for our defense budgets, this will more effectively manage resources to ensure our Sailors and Marines are never in a fair fight."

The Navy already has demonstrated the effectiveness of lasers in a variety of maritime settings. In a 2011 demonstration, a laser was used to defeat multiple small boat threats from a destroyer. In 2012, LaWS downed several unmanned aircraft in tests during naval exercises. Specific details on next steps and timeframes are being determined as the data from the current demonstrations are analyzed.

The announcement confirms continued significant progress on directed-energy weapons, and meets the timeframe announced by Chief of Naval Operations Adm. Jonathan Greenert at the 2013 Sea-Air-Space Expo. Greenert will be the opening speaker at the upcoming Naval Future Force Science and Technology EXPO in February 2015, where many of the innovative technologies coming to fruition for the Navy and Marine Corps will be on display.

GULF OF ADEN (NNS) -- The U.S. Navy's guided-missile destroyer USS Sterett (DDG 104) and ships from the Chinese People's Liberation Army (Navy) PLA(N) commenced a bilateral counter-piracy exercise, U.S.-China Counter-Piracy Exercise 15, in the Gulf of Aden and the Horn of Africa, Dec 11.

Aiming to promote partnership, strength and presence, the exercise includes combined visit, board, search, and seizure (VBSS) operations, communication exchanges, and various other aspects of naval operations.

This exercise represents a long-standing united front toward counter-piracy operations shared by these two world powers.

"The exercise allows us to address our common regional and global interest," said Capt. Doug Stuffle, commander, U.S. Navy Destroyer Squadron (DESRON) 1. "It helps both nations pursue a healthy, stable, reliable and continuous bilateral relationship."

Approximately 700 personnel from the U.S. and China navies will participate in the exercise, and it gives Sterett Sailors the opportunity to engage in a shared mission with other surface platforms.

"Piracy is a long-standing problem, worldwide," said Cmdr. Theodore Nunamaker, Sterett commanding officer. "It has long been recognized as a problem that requires an international-cooperative solution. Certainly the U.S. 5th Fleet AOR [area of responsibility] is one of the focused points for that effort. Modern-day piracy has a far-reaching economic impact. Although much of the world's population will never encounter piracy, it has an impact on everyone, by increasing the cost of goods that are being shipped from place to place."

Stuffle expressed that Sterett's crew, like all deployed U.S. naval forces, have trained to meet a variety of mission sets that are important to the nation's interest and stand ready to execute anti-piracy measures when directed.

Both Stuffle and Nunamaker agree the ultimate goal of this exercise is to strengthen military-to-military relationships between the U.S. and its Chinese counter-parts. The U.S. and Chinese navies conducted similar training, Aug. 20-25, 2013.

"These bi-lateral exercises help us establish clear paths for communication; they encourage transparency of trust, help us mitigate risk and allow us to demonstrate cooperative efforts in the international community to help us work together to deal with transnational threats. In the end, we look to create a peaceful, stable and secure maritime domain," said Stuffle.

Sterett is deployed as part of the Carl Vinson Carrier Strike Group and is supporting Operation Inherent Resolve conducting maritime security operations, strike operations in Iraq and Syria as directed and theater security cooperation efforts in the U.S. 5th Fleet area of responsibility.

It’s been a long road to the Internet age for military medicine, but the pace of change is accelerating, Defense Department officials said last week at the AMSUS Society of Federal Health Professionals meeting in Washington, D.C.

“We are applying technology to the development of a 21st century health care system,” said Dr. David Smith, deputy assistant secretary of defense for Force Health Protection and Readiness.

Worldwide network connectivity will make military medicine available at need, Smith said, giving it a capacity to “surge” in specific locations as required. For example, he noted, we can provide additional behavioral support remotely—something we couldn’t offer after the 2009 Fort Hood, Texas, shooting that affected dozens of families.

Smith said that the Defense Department is pioneering technology-enabled improvements in global health such as the Global Emerging Infections Surveillance and Response System, currently used to track Ebola, and the Suite for Automated Global Electronic Bio-Surveillance, a collection of open-source software products that can use any combination of radios, simple cell phones, Android-based smartphones, tablets, and computers to collect data. The tool enables even countries with limited technology to share disease data with other nations.

According to Smith, other technology in testing or on the horizon includes: virtual intensive care units that can deploy anywhere; rugged mobile logistics systems that enable providers to track the location of every item of medical equipment down to pill boxes; a fluid medical waste treatment system to dispose of or neutralize dangerous materials; and a mobile health app that enables asynchronous consultations.

The Military Health System now has a comprehensive vision for integrating computers and mobile devices into every phase of health care to improve care while reducing the need to transport medical equipment and specialists to remote locations, said Col. Daniel Kral, director of the Telemedicine and Advanced Technology Research Center.

“No health care system in the world has a greater need for telehealth than [the Defense Department],” Kral said.

In the future, military medicine will be connected around the clock, all over the world, Kral said. Advancements in this area of technology will allow:
  • Providers complete access to medical imagery and records from any location
  • Consultations among health care providers in different countries
  • Shared workloads across health care systems
  • Providers to deliver care and monitor patients through web portals and mobile devices

Col. Linda Lawrence, director of health care operations at the office of the Air Force Surgeon General, said that a connected military health system will be a particular boon to units outside the contiguous United States.

Lawrence, a former commander of the 31st Medical Group at Aviano Air Base in Italy, said that overseas airmen and their families would benefit from greater access to specialty care, mental health care for example.

“Telemedicine needs to become part of mission planning,” she said.

While all eyes are fixed on Obama-created diversions such as amnesty for illegal immigrants, race-baiting rioting and pork-laden spending bills, the U.N. is sending thousands of Muslims to America. As we warned you here, here and here. Jihadist and sharia-supporters abound.

The U.S. State Department announced this week that the first major contingent of Syrian refugees, 9,000 of them, have been hand-selected by the United Nations for resettlement into communities across the United States.

The announcement came Tuesday on the State Department’s website.

WND reported in September that Syrians would make up the next big wave of Muslim refugees coming to the U.S., as resettlement agencies were lobbying for the U.S. to accept at least 75,000 Syrian refugees over the next five years.

Until now, the U.S. had accepted only 300 of the more than 3.2 million refugees created by the Syrian civil war in which ISIS, El Nusra and other Sunni Muslim jihadist rebels are locked in a protracted battle with the Shiite regime of Bashar al-Assad.

But the U.S. government has been the most active of all nations in accepting Islamic refugees from other war-torn countries, such as Iraq, Somalia and the Democratic Republic of Congo.

Now, the Syrians will be added to the mix. They are cleared for refugee status by the U.N. high commissioner on refugees (UNHCR), who assigns them to various countries. Once granted refugee status by the U.N. they are screened by the U.S. Department of Homeland Security for any ties to terrorist organizations.

The State Department announcement makes it clear that the 9,000 refugees represent just the beginning of an extended program to accept more Syrians.

“The United States accepts the majority of all UNHCR referrals from around the world. Last year, we reached our goal of resettling nearly 70,000 refugees from nearly 70 countries. And we plan to lead in resettling Syrians as well,” the statement reads. “We are reviewing some 9,000 recent UNHCR referrals from Syria. We are receiving roughly a thousand new ones each month, and we expect admissions from Syria to surge in 2015 and beyond.”

The United States, with its commitment to accepting 70,000 displaced people a year, absorbs more refugees than all other countries combined. This number is understated, however, as once refugees get to the United States they are placed on a fast track to citizenship and are able to get their extended families to join them in the states under the government’s Refuge Family Reunification program.

The State Department works to place refugees in 180 cities across 49 states.

Despite the large numbers, the U.S. has come under criticism from aid groups for its pace in taking in refugees from the Syrian war, which is by far the largest refugee crisis of recent years, reported Ann Corcoran of Refugee Resettlement Watch.

U.S. officials say the resettlement program has moved slowly because the United Nations refugee agency, which they look to for referrals, didn’t begin making recommendations until late last year. And the United States takes 18 to 24 months on average to carefully vet each applicant to make sure he or she poses no security risk.

Muslim countries in the Middle East have so far not stepped up to permanently take in their Islamic brothers and sisters although the temporary refugee camps to which the Syrians have fled are in Jordan, Turkey and Lebanon.


Refugee Resettlement Watch – who has been documenting the immigration threats and problems destroying U.S. sovereignty for several years now – also has a map of where might those Syrians be going.

RRW also has a list of states where nearly 10,000 mostly Muslim refugees were resettled in first 2 months of fiscal year 2015.

Wealthy Muslim nations already ruled by sharia aren’t taking any Syrian so-called “refugees”.

A day after it alleged Russia to have violated the 1987 Intermediate-Range Nuclear Forces Treaty or INF, the United States is thinking of stationing its nuclear cruise missiles in Europe in anticipation of the other country's war tactics.

Brian P. McKeon, deputy undersecretary of defense for policy, told a joint hearing on Russian treaty violations that the US cruise missiles will be redeployed in the region if Russia continues to be adamant about its nuclear program. Russia argued the testing of a ground-launched cruise missile in July 2014 was in compliance with the treaty. GlobalSecurity.org said Russia developed the missile, believed to be an R-500, to "ensure nuclear parity with China." The latter is not a signatory to the treaty but has highly advanced nuclear weapons.

Suffice to say, the planned redeployment makes good McKeon's pronouncement that the U.S. will not just watch while Russia conducts its cruise missile testing. McKeon said that although the U.S. doesn't want to engage in an "escalatory cycle of action and reaction," the country most definitely asserted the violation "will not go unanswered, because there is too much at stake."

Rose Gottemoeller, undersecretary of state for arms control and international security, told the same hearing President Barack Obama has written Russian President Putin about the arms violation. Other senior U.S. government officials have likewise followed suit. But Russia remained tight lipped.

Gottemoeller, stressing the U.S. can't wait forever for a reply, said the government had drawn up a list of "countermeasures" against Russia.

Diplomacy will always be the priority to resolve the new dispute between the two countries, but the U.S. didn't disregard "future military countermeasures," along with possible economic sanctions.


The U.S. doesn't possess ground-launched cruise missiles in Europe by virtue of the INF. But McKeon hinted it is an option being highly considered. As to the military options lined up, McKeon said they ranged from "reactive defense, to counterforce, to counter value defense measures."

Asked by lawmakers to confirm if Russia was indeed moving tactical nuclear weapons systems into Crimea, both said they remain concerned. But McKeon stressed he had not seen such evidence, noting the department cannot comment just based on "open source reports." On Oct 10, the Free Beacon disclosed Russia is moving tactical nuclear arms into Crimea. In August, Mr Putin, according to Russian state media, approved the deployment of short-range Iskander M nuclear missiles and Tu-22 nuclear capable bombers into the area.

Un train de marchandises transportant toute une colonne de véhicules blindés américains a été filmé en Lettonie. Il a été aperçu près de la gare de Dalbe, à 300 km de la frontière russe.

Le train transportait au moins 38 véhicules et plusieurs semi-remorques, dont huit véhicules de combat Bradley, neuf M113 Personnel Carriers (APC), quatre camions-citernes, des camions tactiques lourds HEMTT, des véhicules polyvalents à grosses roues HMMWVs, un véhicule M88 de dépannage Hercules, des véhicules tactiques médicaux, au moins quatre conteneurs et plusieurs wagons remplis de munitions.

Les autorités lettones ont confirmé à l'agence de nouvelles Delfi l'information, en précisant que les images ont été enregistrées le 7 décembre. Les véhicules font partis de la 1ère Division de cavalerie des États-Unis et le train se dirigeait vers la Lituanie. 

Des véhicules blindés américains ont été envoyés dans les Etats baltes et en Pologne pour de soi-disant exercices militaires en collaboration avec les troupes locales dans une mission de formation continue. Mais cette présence militaire américaine arrive dans un contexte de tension croissante entre Occident et Russie qui lui donne une toute autre envergure, et inquiète, à raison, la Maison Poutine.

C'est un très mauvais signe, mais cela, nous le savions que ce serait mis en place pour la grande bataille contre les Etats-Unis. Le canal de Panama est aussi à regarder de très près dans les signes à venir.



A force de crier au loup et de voir des ennemis partout, les Etats-Unis ont fini par créer une situation dans laquelle les menaces, clamées sur tous les tons par les ténors du Pentagone pour augmenter les budgets de l’armée, ne seront plus fictives, mais bien réelles.

Pour faire un clin d’œil à leur cher Hollywood, la nouvelle situation pourrait s’appeler : « l’encercleur encerclé ».

Il y a quelques jours, le gouvernement russe a approuvé la signature d’un accord entre la Russie et le Nicaragua pour une procédure simplifiée de l’arrivée de navires de guerre russes dans les ports de ce pays d’Amérique centrale.


Rappelons qu’en Juillet 2014, le président russe Vladimir Poutine s’était rendu au Nicaragua dans le cadre d’un voyage en Amérique latine, où il avait rencontré le président Daniel Ortega. Lors de la visite, ils ont discuté, entre autre, de coopération militaire et de l’installation de stations au sol de GLONASS sur le territoire du Nicaragua, ainsi que de la participation de la Russie dans la construction du canal du Nicaragua qui relie les océans Atlantique et Pacifique.

Par ailleurs, la Russie continue de négocier pour établir des bases militaires dans d’autres pays de l’Amérique latine, notamment Cuba et le Venezuela.


En Février 2014, le ministre russe de la Défense Sergueï Choïgou avait annoncé des plans pour étendre la présence militaire russe, y compris l’utilisation des ports étrangers d’escale de navires de la flotte russe, et la création de bases aériennes. Et depuis lors, la Russie et ces pays mènent des négociations intensives, selon le journal La Nacion.

En Octobre 2014, l’Argentine a accepté le déploiement de bases militaires russes sur son territoire. Même si, officiellement, les accords avec Cuba et le Venezuela ne sont pas encore signés, on a déjà vu des navires russes dans le port de la Havane. A un jet de pierre de la Floride.

Il semble peu probable que les gesticulations des Etats-Unis et de l’OTAN aux portes de Moscou aient pour réel objectif d’attaquer la Russie un jour. Mais, si tel était le cas, les russes sont déterminés à porter la guerre sur le sol étatsunien.

Le Congrès américain a approuvé une nouvelle loi intitulé "Loi de 2014 sur le soutien à la liberté de l'Ukraine". Ce document autorise le président américain à décréter de nouvelles sanctions contre les sociétés russes et à octroyer au gouvernement ukrainien une aide de 350 millions de dollars sous forme d'armements et de conseillers militaires.

L'Ukraine a salué le vote "historique" de cette loi, qui autorise à livrer davantage d'armes, y compris létales, à Kiev.

Kiev a par ailleurs appelé l'Union européenne à "garder sur la table" la possibilité de nouvelles sanctions lourdes contre Moscou.

En réaction, le porte-parole du ministère russe des Affaires étrangères Alexandre Loukachevitch a déclaré que la Russie ne tolérera aucune ingérence dans ses affaires intérieures.

"Les membres du Congrès des Etats-Unis feraient mieux d'abandonner leurs illusions concernant l'efficacité des sanctions antirusses qu'ils encouragent. Nous ne cèderons pas au chantage, nous ne renoncerons pas à nos intérêts nationaux et ne permettrons aucune ingérence dans nos affaires intérieures", lit-on dans le communiqué de M.Loukachevitch.

La France et le Liban ont signé lundi à Beyrouth le protocole d'accord ouvrant la voie à la livraison d'armes à l'armée libanaise dans le cadre du don de trois milliards de dollars promis par l'Arabie saoudite.
   
Selon un communiqué militaire, l'accord a été paraphé au quartier général de l'armée à Yarzé (banlieue de Beyrouth) entre le commandant en chef de l'armée libanaise Jean Kahwaji et l'amiral Edouard Guillaud, PDG d'ODAS, la compagnie française chargée du développement des exportations dans le domaine de la défense, de la sécurité et des hautes technologies.
   
Selon une source politique libanaise, l'amiral Guillaud, doit se rendre à Ryad pour le faire signer par les autorités saoudiennes qui devront effectuer un premier versement de 600 millions dollars soit 20% du contrat.
   
Les armes françaises commenceront à être livrées deux mois plus tard. La livraison s'étalera sur trois ans et parmi les armes figurent notamment 7 hélicoptères Gazelle muni de missiles anti-char téléguidés HOT et 7 hélicoptères Puma pour le transport des troupes.
   
La liste d'équipements retenus, qui a nécessité plusieurs mois de discussions, correspond à des "besoins identifiés par les forces armées libanaises, qui sont sous-équipées et sous-entraînées pour remplir leurs missions de sécurité et de renseignement", avait relevé un responsable au ministère français de la Défense, sous couvert d'anonymat.
   
Outre les hélicoptères, le contrat porte sur des VAB (Véhicules de l'avant blindés), de l'artillerie lourde (dont des systèmes Caesar), des patrouilleurs armés et des moyens de communication et de surveillance, dont des drones de type SDTI, afin d'améliorer la capacité de renseignement des Libanais.

« L’Arabie saoudite a accepté d’accueillir un centre d’entraînement des groupes armés, actifs en Syrie, et c’est ainsi qu’elle prête main-forte à la Coalition anti-Daech, dirigée par les Etats-Unis », a déclaré vendredi le porte-parole de la Maison Blanche.

Le porte-parole de la Maison Blanche, Josh Earnest, qui parlait devant un parterre de journalistes, a déclaré que les groupes armés recevraient des formations militaires sous la supervision des Etats-Unis et d’autres membres de la Coalition et cela dans le cadre de « la lutte contre Daech en Syrie ».

Répondant à la question de savoir si les Etats-Unis entendent acheminer les troupes terrestres en Irak, le porte-parole de la Maison Blanche a déclaré : « Le président Obama s’oppose à l’implication des troupes américaines dans les opérations de combat en Irak car cela ne va pas dans l’intérêt des Etats-Unis. L’envoi des forces terrestres en Irak ne favorise pas notre succès stratégique d’autant plus que les autorités irakiennes s’y opposent également. Pourtant, l’administration américaine cherche à recevoir cette autorisation pour qu’elle puisse avoir de la flexibilité et des choix dans les cas d’urgent ».

C’était en tout cas le scenario joué alors que les Marines et les gendarmes français s’entraînaient ensemble aux techniques anti-émeutes et de contrôle de la foule au Centre National d’Entraînement de la Gendarmerie à St Astier, France du 1er au 5 décembre 2014.

La gendarmerie, comme les fusiliers marins du SPMAGTF-CR-AF américain, sont appelés dans des endroits d’instabilité pour restaurer la paix et protéger les intérêts nationaux à l’étranger. L’idée de voir les US Marines et les gendarmes français s’entraîner ensemble a germé il y a environ 10 ou 12 ans. Ces deux unités sont appelées par leur nation au renforcement des ambassades face à une menace ou une crise grave.

Pendant les multiples évènements, les Marines et les gendarmes ont partagé des leçons pratiques apprises, se sont entraînés aux escortes et aux procédures anti-émeutes et ont participé à un entrainement à munition réelle, puis on bâti un esprit de corps au travers du parcours du combattant.

L’entraînement a culminé avec la réalisation d’un scénario qui simulait Marines et gendarmes dans une action conjointe de réponse à une crise dans un pays étranger, protégeant les ambassades française et américaine et effectuant un contrôle d’émeute et de foule.

“Les capacités logistiques d’entrainement de St Astier offrent une expérience unique que nous ne sommes pas capables de reproduire sur notre base aérienne de Moron”, a dit le capitaine Brian Green, l’officier en charge de la SPMAGTF Crisis Response – Africa.


“La capacité d’utiliser des munitions caoutchouc, des cocktails Molotov et du gaz CS pendant une simulation d’émeute a amené un sens de réalisme à l’entrainement. Les gendarmes français et les Marines ont définitivement construit une relation durable qui continuera de croître dans le futur au travers de toujours plus d’entrainement et cette alliance prouvera sa force si elle est appelée à agir en Afrique.”

L’expérience d’interopération gagnée par l’évolution de l’entrainement n’a pas de prix alors que les deux unités pourraient travailler ensemble dans le futur. L’exercice a permis aux gendarmes de gagner plus de connaissance sur les tactiques non-létales, les techniques et les procédures, tandis que le partenariat avec les gendarmes a permis un renforcement des relations américaines avec la France.

“Nos deux nations sont alliées depuis bien longtemps, nous nous considérons même comme étant les plus vieux alliés”, a dit le commandant de gendarmerie André Rakoto, un officier du commandement de la gendarmerie à Paris. “Il est logique que nous désirions éventuellement combiner nos forces pour opérer des opérations conjointes en Afrique. En temps de crise, les Français devront y aider des citoyens américains et les Marines aideront des citoyens français, ce qui rend cet exercice excellent pour le futur.”

Le SPMAGTF-CR-AF est équipé pour répondre à une grande variété d’opérations militaires au sein de la zone d’influence d’AFRICOM incluant: renforcement des ambassades, assistance humanitaire et opérations d’aide après désastre naturel, récupération tactique d’appareils volants et de leur personnel navigant, entraînement avec d’autres nations et autres missions selon les besoins.

US, UK NAVIES SIGN FRAMEWORK FOR FUTURE COOPERATION

WASHINGTON (NNS) -- Leaders of the U.S. and British navies agreed on a shared vision for closer cooperation Dec. 11, the culmination of a yearlong effort that will build on a long-standing maritime partnership over the next 15 years.

Chief of Naval Operations Adm. Jonathan Greenert and his counterpart in the United Kingdom, First Sea Lord Sir George Zambellas, signed a combined strategic narrative that articulates a shared vision for deeper cooperation between the U.S. Navy (USN) and the Royal Navy (RN).

"The United States and the United Kingdom rely on our navies to project power in critical regions and to protect the freedom of navigation that underpins the global economy," said Greenert.

The narrative, titled "Combined Seapower: A Shared Vision for Royal Navy-United States Navy Cooperation," is the culmination of a yearlong effort by a RN-USN study group formed in September 2013 to identify opportunities to enhance ties.

"The narrative provides a strategic vision to sustain and enhance cooperation between our two navies so that we can provide forward presence and be where it matters, when it matters," Greenert said.

The U.S. and U.K. navies share a common naval heritage and legacy of collaboration since the first half of the 19th century. More recently, a combined RN-USN destroyer squadron staff completed a nine-month deployment to the U.S. 6th and 5th Fleet areas of responsibility in April. Royal Navy personnel were part of a staff that served aboard USS Harry S. Truman (CVN 75) and supported the sea combat commander for the strike group.

RN sailors also train aboard USN aircraft carriers as the Royal Navy constructs aircraft carrier HMS Queen Elizabeth, the lead ship of her class. The United Kingdom currently has 15 pilots training in U.S. Navy units. The two navies also work closely on countering piracy, supporting disaster relief efforts, and fighting terrorism globally.

The narrative builds on these collaborative efforts and includes the following five features that will characterize the RN-USN partnership going forward: interoperability and mutual technology investment; combined aircraft carrier operations; force and capability planning; officer exchanges; and collaborative force management.

"This combined narrative represents a new and exciting opportunity for our two nations to build on shared national interests through the value of credible seapower," said Zambellas. "It is a powerful statement of our shared maritime ambition, it cements our maritime leadership, and it delivers an even deeper partnership between our navies, to the mutual strategic and operational advantage of both the U.K. and U.S."

The narrative represents a strong commitment by the U.S. Navy and the Royal Navy to work together to achieve shared economic and security interests in the 21st century. This cooperation will ensure that the U.S. and the UK remain leaders in the increasingly important maritime domain.
