Le gouvernement des Philippines et la rébellion musulmane du sud de l'archipel signent cette semaine un accord mettant fin à des décennies de guérilla sanglante. Mais le chemin sera long avant d'aboutir à une paix durable.
   
Au terme de 17 années de négociations plusieurs fois suspendues, les dirigeants du principal mouvement séparatiste musulman signeront jeudi au palais présidentiel à Manille un accord de paix, en échange de l'autonomie du sud de l'archipel, région largement musulmane dans un pays catholique à 80%.
   
"Pendant de nombreuses années, nous avons mené la lutte du peuple Bangsamoro, qui a traversé beaucoup d'épreuves", déclare àGhazali Jaafar, le vice-président du Front moro islamique de libération (MILF).
   
"L'accord met fin aux combats sur Mindanao", la grande île du sud de l'archipel, devenue l'une des régions les plus pauvres et les plus corrompues du pays, ajoute-t-il.
   
Les cinq millions de musulmans philippins (sur une population proche de 100 millions) considèrent le Sud comme leur terre ancestrale et le MILF a mené la lutte pour l'indépendance, avant d'accepter au final la création d'une région autonome.  

Les négociations entre représentants du gouvernement et du MILF avaient franchi leur dernière étape en janvier dernier. La rébellion a démarré dans les années 70 et coûté quelque 150.000 vies, devenant ainsi une des plus longues et des plus meurtrières en Asie.
   
Selon l'accord qui sera signé par le président Benigno Aquino et le chef du MILF Mourad Ebrahim, le mouvement désarmera peu peu ses quelque 10.000 hommes, suivant ainsi le schéma appliqué en Irlande du Nord.
   
La région autonome, qui comprendra 10% du territoire philippin, disposera de sa propre police, d'un parlement régional et du pouvoir de lever les impôts.

La défense restera une prérogative du gouvernement central.
   
Les dirigeants du MILF seront ensuite à la tête d'une autorité provisoire sur la région, avant la tenue d'élections régionales en 2016.
   
D'autres groupes rebelles 

     
Mais le MILF, le gouvernement et les observateurs indépendants soulignent qu'une paix durable est loin d'être garantie et que de nombreuses embûches doivent être surmontées d'ici à mi-2016, fin du mandat unique de Benigno Aquino, moteur de l'initiative.
   
Rien n'indique que son successeur sera aussi enclin à négocier avec la rébellion.
   
Parmi ces obstacles, d'autres groupes de guérilla, dont les Combattants islamiques pour la liberté de Bangsamoro (BIFF), pourraient chercher à faire dérailler les accords en lançant des attaques dans le sud.
   
Ses forces se résument à quelques centaines de combattants mais ses attaques en 2008, en plein processus de paix, avaient tué 400 personnes. Le BIFF sert de refuge aux combattants du MILF qui rejettent les accords de paix.
   
Autre groupe rebelle dissident, le MNLF, rival du MILF, qui avait conclu un premier accord avec Manille en 1996, largement considéré comme un échec.
   
En septembre dernier, ses sympathisants ont attaqué une grande ville de Mindanao afin de ternir les pourparlers. Le siège avait duré plusieurs jours et laissé plus de 220 morts.
   
La méfiance entre gouvernement et membres du MILF, toujours vivace malgré des années de négociations, pourrait aussi enrayer la machine.
   
Pour que l'accord entre en application, le Congrès doit voter une "loi fondamentale".
   
Or des responsables politiques catholiques du Sud sont opposés à cet accord de paix, qui pourrait les marginaliser. Ils chercheront à repousser cette loi au parlement, prévient Jesus Dureza, négociateur en chef lors des pourparlers en 2001/2002.
   
Les opposants déposeront aussi un recours devant la Cour suprême. C'était là qu'un précédent accord, en 2008, avait été retoqué. Les juges avaient estimé inconstitutionnel de placer sous le contrôle du MILF de larges portions du territoire national.

As new details are revealed in the investigation of the Islamic State (ISIS) terror cell in Hevron, security officials estimate that hundreds of Hamas terrorists are leaving the "moderate" terrorist group in favor of ISIS to wage war on Israel - and the Palestinian Authority (PA).

The leader of the Hevron ISIS cell, Ahmed Wadah Salah Shehada (22), admitted under Israel Security Agency (ISA, or Shin Bet) investigation that he switched from Hamas to ISIS in recent years because it was too "moderate" for him, in that Hamas didn't compel Sharia Islamic law, reports Channel 2.

Reportedly the security system assesses that hundreds of other terrorists have made the move to ISIS like Shehada, and are in contact with the terrorist organization through online social media.

"This cell was just the tip of the iceberg," a security source was quoted as saying. "There are terrorists who are tired of Hamas because it is portrayed as moderate and not aggressive and extremist enough against Israel."

He continued "there they see ISIS as an organization that implements the Islamic laws - Sharia. Hamas is under great pressure from this phenomenon which is slowly eating into its power. ISIS is entering into this vacuum."

Indeed, ISIS already reportedly has a foothold in Gaza where it took an active part in last summer's terror war against Israel, and where it claimed a bombing attack on the French Cultural Center last October.

Already as of last October 30 Arab citizens of Israel had reportedly joined ISIS.

ISA has cyber units working around the clock to locate the new ISIS cells online and take them out before they take lethal action against Israeli targets. However, some would argue Israel isn't taking stringent enough counter-measures; an Arab citizen of Israel was given a temporary permit to return to Israel on Wednesday after leaving to join ISIS in Syria.

New details of how ISIS's hold in Israel is being expanded were revealed in the ISA investigation of the terror cell in Hevron that was nabbed last November, details which were recently published.

In investigation, the cell leader Shehada admitted "it started around a year ago. I contacted Al-Nusra Front and ISIS activists through their Facebook pages."
"My intention was to join them in the fighting in Syria, against the (Bashar) Assad regime. After several talks that I had with my friends in Hevron, I decided not to fly there, and (instead) establish an ISIS cell in Hevron," said Shehada.

"Our goal was to establish a cell that would conduct attacks against the IDF and the Palestinian Authority," said Shehada, noting that Israel wasn't the only target. "We understood that Hamas isn't doing the job. We downloaded from the ISIS site posters and pictures and distributed them to residents."

That recruitment also included indoctrination and propaganda through Facebook, he admitted, while noting his cell's goal was to abduct and murder an IDF soldier during the Muslim month of Ramadan.

"The plan was to take (a soldier's) rifle, to hide his body in a water hole and to take his uniform to conduct a shooting attack against soldiers," said Shehada.
He revealed that one night as the three-man cell conducted surveillance runs around Hevron armed with a rope to tie up a soldier, "we saw a soldier who said 'good night' to us, but we went home without abducting him."

Speaking about the switch to Hamas, another cell member said "we believe that ISIS is better than Hamas and the Palestinian Authority, who don't do anything for the residents."

"We held a few meetings in Hevron, with the goal being to acquire rifles and pipe bombs that we could use against soldiers and Palestinian police stations in Bab el-Alzawiya," he said. "We looked at all kinds of websites and learned how to produce pipe bombs."

The Iraqi Kurdish Peshmerga has confirmed reports that they have received a number of mine-resistant, armor-protected (MRAP) vehicles to use in their fight against Islamic State militants.

Lieutenant General Jamal Muhammad told BasNews that the new vehicles would be used in newly liberated areas in northern Iraq, to protect the Peshmerga from IEDs that the extremist group has planted.

“The new vehicles we given to the Iraqi interior ministry and they have sent some on to our forces”, said Lieutenant General Muhammad.

Last week the U.S. Embassy in Baghdad announced they have donated 250 mine-resistant, armor-protected (MRAP) vehicles to the Iraqi army and Kurdish Peshmerga to bolster both forces’ fight against Islamic State.

The U.S. government said that it will also deliver six M1 Abrams tanks and 50 armored Humvees (a four-wheel drive military automobile) over the next two months. The delivery of additional military equipment is part of a deal which also includes six months of U.S.-provided maintenance for the MRAP vehicles and other weapons.

“The number one threat to the Iraqi security forces is roadside bombs and vehicle-borne bombs … These MRAP vehicles provide increased ballistic and counter mine protection for Iraqi security forces,” Stuart Jones, U.S. Ambassador to Iraq, said in a statement. “These vehicles will save Iraqi lives and enable Iraqi security forces to win the fight against IS.”

In 2014, the U.S. donated $300 million to the Iraqi government for soldiers’ equipment, including 12,000 sets of body armor, Kevlar helmets, medical kits and equipment to counter improvised explosive devices (IED). In addition, it provided security assistance in areas of vehicle maintenance, and tank and helicopter maintenance training.

ATLANTIC OCEAN (NNS) -- The Arleigh Burke-class guided-missile destroyer USS Forrest Sherman (DDG 98) conducted live fire-training, Jan. 10.

The crew fired its MK 45 5-inch gun against a remote-controlled unmanned surface target simulating a small, fast boat approaching the ship. Operators aboard the Navy training boat USNS Hunter (8202) controlled the drone target.

The practice fire round was followed through to completion. Due to weather, however, Forrest Sherman was unable to complete the exercise.

"We did a lot of things successfully, such as coordination and planning," said Lt. Xia Yang, prospective weapons officer on board Forrest Sherman. "Our Sailors were excellent watch standers and were very attentive to everything happening. I don't think we could have done it better."

Forrest Sherman conducted the live fire training as part of Composite Training Unit Exercise (COMPTUEX), engaging the Theodore Roosevelt Carrier Strike Group (TRCSG). The purpose of COMPTUEX, which is conducted by Carrier Strike Group (CSG) 4, is to evaluate the mission readiness of all deployable assets, exercising each ship with unplanned and fast-paced tests that will simulate various real-world scenarios.

The TRCSG consists of the staff of Carrier Strike Group 12, USS Theodore Roosevelt (CVN 71), Carrier Air Wing (CVW) 1, Destroyer Squadron (DESRON) 2, the Ticonderoga-class guided-missile cruiser USS Normandy (CG 60), and the Arleigh- Burke-class guided-missile destroyers USS Winston S. Churchill (DDG 81), USS Forest Sherman (DDG 98) and USS Farragut (DDG 99). Independent deployers USS McFaul (DDG 74) and USS Laboon (DDG 58) are also participating in the TRCSG COMPTUEX.

Forrest Sherman will deploy with the TRCSG later this year to provide an overseas forward presence and maintain maritime security abroad.

ATLANTIC OCEAN (NNS) -- Guided-missile destroyer USS Forrest Sherman (DDG 98) departed Yorktown Naval Weapons Station, Jan. 9, to participate in a scheduled Composite Training Unit Exercise (COMPTUEX) with the Theodore Roosevelt Carrier Strike Group (TRCSG).

The purpose of COMPTUEX, which is conducted by Carrier Strike Group (CSG) 4, is to evaluate the mission readiness of all deployable assets, exercising each ship with unplanned and fast-paced tests that will simulate various real-world scenarios.

"Forrest Sherman will get a chance to perfect our considerable weapons and sensor employment and demonstrate combined strike group operations," said Cmdr. John Krisciunas, commanding officer of Forrest Sherman. "I couldn't be prouder of my crew, their efforts and their excellence."

Each exercise will test how well Forrest Sherman operates as part of a larger strike group as well as independently. Training scenarios include simulated surface, air, undersea, strike and electronic attacks.

"This is a tremendous opportunity for the Forrest Sherman and TRCSG to execute, analyze and improve the processes we've been rehearsing for the entire Fleet Response Plan training cycle, with the goal of being certified for sustained combat operations," said Lt. Grant Greenwell, operations officer of Forrest Sherman. "Forrest Sherman is filled with 300 of America's best Sailors who are eager to display the hard-earned skills we've honed over the past year."

Sailors attached to Forrest Sherman are also confident that they will be able to handle any task during the training exercise.

"I've been on a lot of different ships, and Forrest Sherman definitely is a topnotch command that strives to set the bar higher each time," said Culinary Specialist 1st Class Joseph Platter. "There is no doubt in my mind the Sailors are up to this and we will blow it out of the water."

TRCSG consists of CSG-12, Destroyer Squadron (DESRON) 2, Carrier Air Wing (CVW) 1, the aircraft carrier USS Theodore Roosevelt (CVN 71), the Ticonderoga-class guided-missile cruiser USS Normandy (CG 60), the Arleigh Burke-class guided-missile destroyers USS Winston S. Churchill (DDG 81), USS Forrest Sherman (DDG 98) and USS Farragut (DDG 99). The Arleigh Burke-class guided-missile destroyers USS McFaul (DDG 74) and USS Laboon (DDG 58) will also participate in the TRCSG COMPTUEX as independent deployers, which will serve as their deployment certification.

France increasingly resembles a police state.

The Socialist Party government of François Hollande has mobilised 10,000 troops onto the streets after last week’s attacks on the offices of the Charlie Hebdo magazine and the ensuing sieges. Said and Cherif Kouachi carried out the murder of cartoonists and staff at Charlie Hebdo’s offices and were later killed in a siege at an industrial building in Dammartin-en-Goële. The other siege at a kosher supermarket in Porte de Vincennes, eastern Paris, ended with the death of Amedy Coulibaly.

Seventeen people were killed by Said and Cherif Kouachi and Coulibaly, including four at the Kosher supermarket—Yohan Cohen, 22, Yoav Hattab, 21, Philippe Braham, said to be in his 40s, and Francois Michel Saada, reportedly in his 60s.

Coulibaly earlier shot dead Clarissa Jean-Philippe, a 27-year-old newly trained police officer. A jogger shot in a separate attack in Paris Wednesday linked to Coulibaly was reported to be “between life and death.”

Hollande ordered the massive deployment of troops across France at a crisis meeting with top military, police and defence officials Monday.

Interior Minister Bernard Cazeneuve stated that nearly 5,000 members of the security forces would be sent to protect France’s 717 Jewish schools over the next two days. Defence Minister Jean-Yves Le Drian said additional troops would be in place from Tuesday evening in sensitive areas, and that “The mobilisation started this morning.”

“This is the first time that our troops have been mobilised to such an extent on our own soil. The threats remain and we have to protect ourselves from them. It is an internal operation that will mobilise almost as many men as we have in our overseas operations.”





Prime Minister Manuel Valls said synagogues would be protected, as well as mosques, some of which have already been hit by retaliatory attacks. Other measures in force or to be enacted include reinforcing electronic surveillance and anti-terror operations in schools and prisons. Valls spoke of new legislation to enhance surveillance powers that would be operational “in three or four months.”

Cazeneuve said Sunday that the Hollande government would seek greater authority to monitor the Internet to counter activity in support of terrorist or subversive activities.

In addition, French law enforcement officers were instructed on the weekend to carry weapons at all times and erase their social media presence because “terror sleeper cells” have been activated, according to a police source quoted by CNN. The source claimed that Coulibaly had made several phone calls about targeting police officers in France.

The known threat used to justify these measures involves only a handful of people.

French authorities say they believe that the attackers had at least one accomplice, who has not been identified, as well as Hayat Boumeddiene, the partner of Coulibaly.

Boumeddiene is confirmed to have left France before the attacks. Turkish Foreign Minister Ahmet Davutoglu has said she arrived in Turkey on January 2 via Madrid, Spain before proceeding to Syria six days later. Footage from Istanbul Airport shows her accompanied by one Mehdi Sabri Belhouchine, a North African male. Boumeddiene exchanged 500 phone calls with the wife of Cherif Kouachi in 2014, according to Paris prosecutor Francois Molins.

Israeli leader Benjamin Netanyahu, who came to Paris for Sunday’s march, has played a key role in whipping up a climate of fear over the attacks, to the extent of placing him at odds with Hollande’s government.

In a statement, Netanyahu said that he spoke by phone Friday with Celine Shreki, a hostage at the kosher market. The statement read: “To Celine and all French Jews, and to all European Jews, I would like to say: The State of Israel is not just the place to which you turn in prayer. The State of Israel is also your home.”

Surrounded by heavily armed bodyguards, Netanyahu paid a visit to the supermarket. He said he was setting up a special cabinet committee to increase immigration from France, home to half a million Jews, and to oversee preparations.

Defence Minister Moshe Ya’alon said Saturday that Jews “not just in France, [but also in] Belgium and other places, Sweden” were “under an attack, a combined Islamist, anti-Semitic attack,” and that “The safest place for Jews is in the national home of Jews.”

Israeli media reported that immigration of Jews from France more than doubled last year, with nearly 7,000 new immigrants in 2014. Parliamentarian Yodel Razvozov, head of the Knesset’s Immigration, Absorption and Diaspora Affairs Committee, is to convene an emergency session to prepare to absorb European Jews. Ha’aretz reported that Hollande had appealed for Netanyahu not to attend the weekend demonstration over Charlie Hebdo, out of concern that he would take attention away from the message of French national unity. France’s National Security Agency then decided to invite Palestinian Authority leader Mahmoud Abbas to provide a counterweight to Netanyahu.

In a video, Coulibaly said he was working with the Kouachi brothers, who, for their part, claimed to be acting on behalf of the Yemeni branch of Al Qaeda (Al Qaeda in the Arabian Peninsula—AQAP). The video, which was, in part, apparently shot by a third person, is the basis for the police identifying possible collaborators with the three gunmen.

Further evidence of the extent of official knowledge of all those involved in the terror attacks reinforces growing suspicions of possible French state involvement. Both of the Kouachi brothers were on British and US terror watch lists, and Coulibaly was previously convicted for plotting to free an Islamist militant from prison. Coulibaly met Cherif Kouachi in prison.

US intelligence agencies have said that Said Kouachi had been placed under surveillance by France in November 2011, but scrutiny was supposedly ended in June 2014 after he was, without explanation, deemed to be no longer dangerous. Surveillance of Cherif Kouachi was supposedly terminated at the end of 2013.

Said Kouachi travelled to Yemen in 2011 for three or more months, according to CNN, where he is believed to have trained with AQAP. “French intelligence officials believe there is a strong probability Cherif Kouachi also travelled to Yemen for a short trip in 2011,” and again in 2012, according to US and Yemeni intelligence sources speaking to CNN.

Mourad Hamyd, the 18-year-old who was initially identified as a third suspect in the shootings at Charlie Hebdo, was quietly released without charge Friday night. His schoolmates had insisted that he had been in class that day.

A demonstration Sunday by the fascist Front National (FN) in the city of Beaucaire was sparsely attended by fewer than 1,000 people. Party leader Marine Le Pen was reportedly booed and heckled by bystanders.

Governments throughout Europe have responded to the attacks on Charlie Hebdo in France by moving quickly to push through a raft of anti-democratic measures. They are exploiting the shock and confusion generated by the event in Paris to take actions that have long been prepared, but that have so far encountered resistance.

Immediately after the attacks, the police presence at airports, in front of embassies, government buildings, newspaper offices and public places was reinforced by thousands of security forces in European capitals and major cities.

Heavily armed and camouflaged military troops have been deployed throughout Paris and elsewhere in France, including at the Eiffel Tower and in all public places. Parts of the city resemble a war zone.

On Monday, the Ministry of Defence in Paris announced the deployment of 10,000 troops to maintain peace and order and protect public buildings. In addition, the government has provided 4,700 police officers and gendarmes to guard Jewish schools and synagogues that are considered particularly vulnerable.

After a cabinet meeting on Monday, Defence Minister Jean-Yves Le Drian spoke of a permanent threat. Prime Minister Manuel Valls promised more money for the secret services and more effective surveillance.

At a security summit last weekend in Brussels, the European powers agreed that a European-wide passenger data system must be adopted as soon as possible. Airlines will be obliged to retain the records of their passengers for up to five years. US General Michael Hayden, the former director of the CIA and chief of the NSA, also took part in the meeting. Hayden has been responsible for implementing and expanding much of the illegal and unconstitutional spying programs developed in the United States.

Individual countries throughout Europe are planning their own measures. In Germany, Chancellor Angela Merkel (Christian Democratic Union, CDU) has called for better international intelligence cooperation.

Interior Minister Thomas de Maizière (CDU) stressed on Monday that one of the most important measures in Germany was the deployment of more intelligence staff for the monitoring of Islamic fundamentalist groups. For this, funding would have to be significantly increased, he said.

De Maizière and others have called for the reintroduction of data warehousing. In 2010, the Supreme Court ruled that the mass storage of telephone, e-mail and internet traffic data of all users for several months, without any grounds of suspicion, was legally questionable.

Last year, the European Court of Justice ruled that such monitoring and collection of personal data was illegal. It explained that the storage of communications could not abrogate professional secrets, including those of journalists. Now, in the name of defending the freedom of the press, the German ruling class is pushing to rapidly implement these anti-democratic measures.

Also on Monday, Justice Minister Heiko Maas (Social Democratic Party, SPD) said that individuals accused of traveling to participate in terrorist activity will face even harsher punishment. Up to now, only those attending a terrorist camp in order to prepare an attack could be punished. In the future, it will be a criminal offence to travel abroad with the intention of participating in attacks or to train as a terrorist. It will make no difference whether the accused individual actually arrives at the terrorist camp.

According to political weekly Die Zeit domestic political affairs spokesman Burkhard Lischka (SPD) complained that there are cases in which someone expressed their intentions in a letter or on a social network, but could not be prosecuted. In the future, these individuals could be detained in Germany or abroad.

The Minister of Justice also wants to create a specific criminal offence of financing terrorism. Donations of all sizes supposedly aimed at supporting terrorist activities would be punishable. In the US, such laws have been broadly applied and used to target groups that are not directly connected to any Islamic fundamentalist organizations.

Later this week, the government in Germany will consider a bill that provides for the withdrawal of identity cards from “potential attackers.” It is already possible to withdraw a suspect’s passport under certain conditions.

In Britain, Prime Minister David Cameron has announced a drastic expansion of Internet surveillance. He wants to ban encryption programmes and news services like WhatsApp.

Cameron said that there must be no “means of communication” that “we cannot read.” Previous governments have hesitated in taking such steps, Cameron said, but they are necessary so that, “in extremis,” any communication could be obtained with a signed warrant from the Home Secretary.

The “Snoopers Charter”, as these proposals came to be known when they were first introduced, failed to pass parliament in 2012. They would require communications companies to retain details of their entire communication traffic for twelve months. Any person who communicates using encryption or sends encrypted files would be required to provide government officials access to cryptographically-protected information. Those refusing to hand over their password could face up to two years in prison.

The Italian government under Prime Minister Matteo Renzi (PD, Democratic Party) has also announced a significant expansion of state powers. Interior Minister Angelino Alfano has announced that he will introduce a bill in the Council of Ministers that will enable the police to withdraw the passport of any terrorism suspect.

In addition, Alfano will provide the police and judiciary with extraordinary powers that will allow increased Internet surveillance. The government is planning to shut down suspicious websites. Internet service providers must cooperate in the future, to “track messages in the network that contribute to radicalization,” Alfano said. The government would prohibit providers “from accepting websites that incite terrorist behavior.”

The main purpose of this coordinated offensive by the European powers is not the fight against an alleged “Islamist threat.” The ruling elites are increasingly turning the continent into a police state as popular resistance against the European Union and its policies is growing. The military employed in the streets of Paris, the building up of the intelligence apparatus and the assault on democratic rights are directed above all at the growing opposition in the European working class to austerity at home and unending war abroad.

CRYSTAL CITY, Va. (NNS) -- Naval leaders, government officials and members of private industry gathered to discuss the surface navy's future at the 27th Annual Surface Navy Association Symposium in Crystal City, Va., Jan. 13.

The symposium provides an opportunity for discussions on a broad range of professional and career issues for the surface community. The event also features government-contracted defense companies, suppliers and commands exhibiting the latest in surface warfare technology and the way ahead for future research and development.

"By coming together as an association of professionals, we can focus on the future while continuing to reflect upon our strong warfare heritage," said Vice Adm. (RET) Barry McCullough, President, Surface Navy Association. "We are honored once again to host an extensive list of speakers who have given their time to the surface warfare community in an effort to broaden our perspectives and encourage professional discussion."

Commander, Naval Surface Forces/Commander, Naval Surface Force, U.S. Pacific Fleet Vice Adm. Thomas Rowden addressed some of the challenges facing surface Sailors and the theme of the symposium "Surface Warfare: Distributed Lethality - Going on the Offensive."

"The world has changed and with it so must our assumptions and our preconceptions, that is what we are doing with surface warfare. We are adapting to a changed environment we are responding to national strategic imperatives and we are going on the offensive," said Rowden. "The surface force is going to be more lethal across all major warfare areas through distributed lethality."

Fleet and force Master Chiefs from around the Navy hosted an enlisted round table luncheon. They covered a myriad of topics including enlisted evaluations, tuition assistance and the future of the surface Navy. The luncheon concluded with brief comments from Master Chief Petty Officer of the Navy Mike Stevens.

The Surface Navy Association was incorporated in 1985 to promote greater coordination and communication among those in the military, business and academic communities who share a common interest in naval surface warfare and to support the activities of Surface Naval Forces.

US Consulate replacing Israeli security guards with armed Palestinians with criminal records, report claims, alleging secret armory as well.

Three Israeli security guards who worked at the US consulate resigned in the wake of a plan to hire 35 Palestinians from East Jerusalem as armed security guards who are currently undergoing training in Yericho (Jericho). One of them has gone so far as to accuse the consulate of creating "an armed Palestinian militia."

According to the report in Yediot Aharonot, the plan is to employ the Palestinians mainly to escort convoys of American diplomats in Judea-Samaria.

This is a breach of an agreement between the Consulate and the Israeli government, signed in 2011, whereby only guards who served in combat units in the IDF who are employed by the consulate will be allowed to carry arms.

The report said that the change in the consulate Israelis began months ago, with the appointment of consulate security officer Dan Cronin. Employees say that since they started working there seven Israeli security guards were fired, compared with one Palestinian guard.

The three Israeli guards who recently resigned in protest at his behavior, say he is training the Palestinian security guards at the American facility in Jericho, where Palestinian security forces are training. Some of the guards were even flown to the US for training.

Employees who were employed at the consulate blame Cronin for blatantly opposing Israel and expressing pro-Palestinian statements.

"The law in Israel is only a recommendation for him," one employee fired. "Cronin does whatever he wants."

According to them, some of the Palestinian security guards employed at the consulate were arrested in the past for throwing rocks or have relatives who were convicted of hostile terrorist activities.

"The Consulate head's behavior tends toward the Palestinians, and Cronin actually established a Palestinian armed militia for the Consulate," an employee said. "He is training them with weapons, combat and tactical exercises. There is a lack of responsibility here - who ensures that such weapons, once given over to Palestinian guards, won't make their way to terror groups?"

Armory with machine guns, rifles and shotguns

The report further stated that the consulate has an armory with machine guns, rifles and shotguns, without permission from the Israeli authorities, although Israel is aware of the issue.

The anti-Israeli character of the consulate today is clear, according to the report: the most senior adviser is a Palestinian Arab, Ibrahim Delalsh, who sat in Israeli prison for belonging to Fatah-linked terror groups. Another advisor is a relative of one of the leaders of Hamas in Jerusalem, Muhammad Hassan Abu Tir, who has been in and out of Israeli prisons many times.

While diplomats at the Consulate live in Jewish areas of western Jerusalem, they consider themselves "American Ambassadors in Palestine," according to the report. Its armored vehicles often move to and from Judea and Samaria, its people have contacts with the Palestinian Authority and it takes part in surveillance over construction of Jewish communities in the region.

The Consulate said in response: "The US Consulate General in Jerusalem has full confidence in the professionalism of its staff. We do not discuss the security of our diplomatic mission but note that there are many inaccuracies here. In addition, we coordinate our work with local authorities to the fullest." 

However, the report follows a serious breach of that coordination several weeks ago, when Consulate officials entered the Samaria community of Adei Ad with guards armed with M-16s without permission - and nearly caused an international incident

PEARL HARBOR, Hawaii (NNS) -- The U.S. Navy announced today that the guided-missile cruiser USS Chancellorsville (CG 62) will join the Forward Deployed Naval Forces in Yokosuka, Japan.

As part of the U.S. Navy's long-range plan to send the most advanced and capable units to the Asia-Pacific, Chancellorsville will leave her homeport of San Diego and deploy to Yokosuka in the summer of 2015.

Chancellorsville completed a combat systems update through the Navy's Cruiser Modernization program, making her among the most capable ships of her class. She is fitted with the latest Aegis Baseline 9 combat system, and will be the first to be forward deployed with that capability. The Baseline 9 suite of capabilities includes state-of-the-art air, surface, and undersea warfare systems needed to directly support the carrier strike group.

This ship, along with her counterparts in the Japan Self-Defense Forces, makes up part of the core capabilities needed by the alliance to meet our common strategic objectives.

YOKOSUKA, Japan (NNS) -- In 2014, U.S. 7th Fleet ships, squadrons, operational units and senior leaders promoted regional stability and maritime security through more than 1,000 theater security cooperation engagements.

Engagements included major operational events, such as 160 bilateral and multilateral exercises, as well as 370 port visits and more than 500 senior leader exchanges, construction projects, military-to-military training and education seminars and community relations events.

"Professional engagement with our allies, partners and friends in the region provides us with the opportunity to build upon our existing, strong relationships, as well as learn from each other," said Capt. Ronald Oswald, U.S. 7th Fleet theater security cooperation coordinator.

Exercises provide a vital military-to-military exchange that increase capabilities and foster relationships throughout the region.

Major exercises in 2014 included Keen Sword, Key Resolve, Ulchi Freedom Guardian, Malabar, Valiant Shield, and the Cooperation Afloat Readiness and Training (CARAT) series.

These exercises are designed to address common maritime security priorities and concerns, enhance interoperability and communication, and develop relationships that will benefit our forces for many years to come.

Exercises ranged from advanced, high-end operations in anti-surface, submarine and air warfare with our closest allies to basic seamanship and navigational training with up-and-coming Navies.

Keen Sword 15 is an example of one of the 160 bilateral and multilateral exercises conducted by U.S. 7th Fleet units. Keen Sword was the latest in a series of joint/bilateral field training exercises involving U.S. military and Japan Self-Defense Force (JSDF) units, including 11,000 U.S. military personnel, who trained in all major warfare areas.

"Keen Sword is designed to allow the U.S. and Japan to practice and coordinate our procedures together and interoperability in all warfare disciplines," said Rear Adm. John D. Alexander, commander, Battle Force U.S. 7th Fleet.

One of the highlights for this year's exercise was JMSDF Escort Force 2 training as the sea combatant commander by coordinating the scheme of maneuver for the strike group surface combatants.

"It was a closely coordinated plan on how the ships maneuvered around the battle space to prosecute opposing forces as well as defend the battle force. It was key that we were able to work together in a command and control capacity such as this and employ our tactics, techniques and procedures together," said Alexander.

"We are fortunate that they are capable and have the capacity to operate alongside us," he continued. "The fact that we are able to conduct operations as allies and partners goes to the heart of the training that we do together. We need to continue to focus on our relationship both at sea and in port."

The establishment of Task Force 75 (CTF 75) this year marked a significant addition to U.S. 7th Fleet theater security cooperation by streamlining the command and control of Navy Expeditionary Forces to better support missions in the Indo-Asia-Pacific region.

CTF-75 completed 28 exercises in 18 countries, along with 27 regional construction projects. Significant examples of CTF-75's construction projects include building three maternity wards in Cambodia; multiple classroom buildings, a science room, and a hospital outpatient building in the Philippines; an emergency room in Timor-Leste; and a classroom, medical facility and two solar-powered water pumps in West Timor.

"We completely integrated their efforts into the larger 7th Fleet combat readiness scheme, our theater security cooperation efforts and crisis responses," said Vice Adm. Robert Thomas, commander, U.S. 7th Fleet. "They provide us great access and really move our strategic intent forward. For example, the Seabee's humanitarian assistance projects in the region are truly beneficial for fostering stronger relationships with partner and allied nations in the region," said Thomas.

Of U.S. 7th Fleet's 370 port visits, the U.S. 7th Fleet flagship USS Blue Ridge (LCC 19) highlighted this year's port visit schedule in early August with an engagement in Qingdao, China, the first flagship visit to China in more than five years.

"The port visit provided a great opportunity for the Blue Ridge crew and 7th Fleet Staff to continue an enduring, positive navy-to-navy relationship with the People's Liberation Army Navy (PLA(N)) North Sea Fleet," said Oswald. "The chance to conduct military engagement and exchanges with the PLA(N) was furthered for the 7th Fleet and the Chinese North Sea Fleet."

Beyond exercises and port visits, the U.S. 7th Fleet conducted more than 500 theater security cooperation engagements that covered a wide-range of events from military-to-military engagements to community relations events. The engagements included approximately:
* 125 professional and information exchanges such as staff talks, conferences, training seminars, media embarks, and ship and aircraft tours.
* More than 250 flag officer and senior leadership military-to-military exchanges.
* Medical engagements such as seminars and training opportunities with India, Thailand, Malaysia, Philippines, Indonesia and South Korea.
* 184 performances by the U.S. 7th Fleet Band in 10 countries for more than 161 thousand people and media broadcasts to more than 18 million.

"2014 was a successful year for theater security cooperation events," said Thomas. "Each engagement is important in solidifying the foundation of the region's stability and security. The foundation is developed over time through continued efforts to strengthen relationships between countries, and the U.S. 7th Fleet stands ready to provide maritime support to the nations in the Indo-Asia-Pacific in their times of need, during events such as natural disasters."

"Maritime security challenges in this region are real," he continued. "No one nation can address these challenges alone which is why theater security cooperation engagements are critical to promoting regional stability."

Le général Nagata, qui commande les forces spéciales américaines au Moyen-Orient a rencontré récemment à Istanbul des groupes de l'opposition syrienne modérée pour discuter du soutien américain.

Le général est ressorti de ces rencontres avec la conviction que ces groupes sont intéressés à fournir des recrues, a expliqué le contre-amiral Kirby.

La CIA a déjà mis en oeuvre un programme d'entraînement de militants syriens, d'ampleur limitée.

Les premiers formateurs américains pourraient être déployés d'ici 4 à 6 semaines, selon le contre-amiral Kirby. La plupart d'entre eux seront issus des forces spéciales américaines.

En plus des Etats-Unis, de l'Arabie saoudite, du Qatar et de la Turquie, deux autres pays pour l'instant ont aussi promis de fournir des formateurs, selon le contre-amiral Kirby, qui n'a pas précisé quels étaient ces pays.

The National Preparedness Goal (NPG) calls for a secure and resilient nation with the capabilities required across the whole community to prevent, protect against, mitigate, respond to and recover from the threats and hazards that pose the greatest risk. To achieve the Goal, the National Preparedness System (NPS) includes an integrated set of guidance, programs and processes that enable the nation to build, sustain and deliver the core capabilities within the context of the five mission areas: Prevention, Protection, Mitigation, Response and Recovery. The NPS enables a collaborative, whole community approach to national preparedness that engages individuals, families, communities, the private and nonprofit sectors, faith-based organizations and all levels of government.

As a component of the NPS, the National Exercise Program (NEP) serves to test and validate core capabilities. Participation in exercises, simulations or other activities, including real world incidents, helps organizations validate their capabilities and identify shortfalls. Exercises also help organizations see their progress toward meeting their preparedness objectives.

The Capstone Exercise, formerly titled the National Level Exercise (NLE), is conducted every two years as the final component of each NEP progressive exercise cycle. The Capstone Exercise 2014 will examine the nation’s collective ability to coordinate and conduct risk assessments and implement National Frameworks and associated plans to deliver core capabilities.

Further the Capstone Exercise 2014 will:

The Capstone Exercise 2014 will enable federal stakeholders to demonstrate operational coordination and information sharing capabilities with the private sector and other non-traditional partners as well as fulfill mandated exercise requirements or internal assessments to validate capabilities and identify key issues or potential shortfalls. The exercise will also encourage senior-level participation from all stakeholders, ensuring effective collaboration of decision-makers across the whole community.

The Capstone Exercise 2014 is a complex emergency preparedness exercise comprised of five distinct, but linked, component events. The Alaska Shield 2014 exercise, sponsored by the State of Alaska to commemorate the 50th anniversary of the 1964 Great Alaskan Earthquake, will provide the central scenario elements: significant damage from both the quake and the tsunami it triggers will affect the greater Pacific Northwest. Capstone Exercise 2014 incorporates several preparedness activities sponsored by other departments and agencies and is designed to educate and prepare the whole community for complex, large-scale disasters and emergencies.

The following component events are integrated into the Capstone Exercise to examine the core capabilities described in the National Preparedness Goal. This multi-event design recognizes the need for comprehensive all-hazards planning and the complexity to ensure exercise objectives are met.
  • Assess the nation’s performance against the 2013-14 NEP Principals’ Objectives;
  • Evaluate the readiness of local, state, territorial, tribal and federal officials to prevent, protect against, mitigate, respond to and recover from catastrophic incidents in a coordinated and unified manner; and
  • Satisfy the requirements for a national level exercise as described in the Post Katrina Emergency Management Reform Act.
  • ALASKA SHIELD: Alaska Shield commemorates the anniversary of the 1964 9.2 magnitude Great Alaskan Earthquake by replicating the earthquake’s effects and resulting tsunami.
  • ARDENT SENTRY 14: The Department of Defense aligned key components of the annual ARDENT SENTRY 14 exercise with ALASKA SHIELD, focusing on Defense Support to Civilian Authorities’ mission.
  • Nuclear Weapon Accident/Incident Exercise: The Nuclear Weapon Accident/Incident Exercise (NUWAIX) 2014 accident occurs during a secure transportation convoy of nuclear weapons within the Continental United States. Intelligence and national leadership will need to quickly determine the cause and significance of the accident.
  • Eagle Horizon 2014: Eagle Horizon 2014 will focus on continuity of operations and reconstitution planning, requiring federal departments and agencies to activate continuity plans and perform their Primary Mission Essential Functions from their alternate facilities.
  • Silver Phoenix 2014: The Silver Phoenix combination of operations- and discussion-based exercises will examine the full range of recovery efforts and operations commencing upon the notification that a catastrophic incident has occurred. The exercises will explore the challenges associated with examining, prioritizing and conducting recovery activities involving multiple geographically dispersed and competing events using the National Disaster Recovery Framework.

The terror drills being conducted by the government are implemented under the National Exercise Program (NEP), formerly called the National Level Exercise (NLE), which began in 2009 with NLE 9. The scenario was: ‘Intelligence and information sharing after a terrorist event outside the U.S.’

National Level Exercise 2010 (NLE 10) was scheduled to take place in May 2010 and it was to be based on National Planning Scenario 1 which simulates a nuclear detonation in a U.S. city. At the behest of Senator Harry Reid (D-NV), the exercise’s Nevada events were cancelled and the FEMA website now shows no mention of NLE 10.

President Obama’s remarks at the Nuclear Security Summit, 2010 emphasize that the threat of terrorists using nuclear weapons inside of major metropolitan cities is one of the “greatest threats” that the world faces. NLE 10 concerned itself with exactly this scenario: the detonation of a nuclear device inside of a U.S. city. Las Vegas was to be the epicenter of this hypothetical attack and, if the exercise utilized the same circumstances as National Planning Scenario 1, it would have involved “hundreds of thousands” of casualties, more than 300,000 refugees and ultimately more than 1 million displaced persons.

What is strange is the attempt that is now being made by FEMA to eliminate references to the exercises and remove from circulation a document that has played an important role in drawing attention to the exercise. The ten page document, which is described in FEMA’s request as “very sensitive”, consists of approximately 20 PowerPoint slides including the title page and was published on August 8, 2009. The document is labeled “For Official Use Only” and is marked as a draft copy. The contents of the brief are basically a calender of potential dates for the exercise and very brief descriptions of some preliminary plans for the exercise. The document has already been seen by a large number of people and has been discussed on a variety of websites and forums, which include mirrors in some cases. In an article from late March titled "'Terrorist attack’ on Las Vegas canceled: Politics over preparedness?”, Christian Science Monitor reporter Patrik Jonsson writes:

“One thing is definite about this year’s federal play-acting exercise to assess national emergency preparedness: A faux radioactive nuke, or “dirty bomb,” will not be blowing up the Las Vegas Strip in May”.

A Washington Post article from April 2, 2010 states that the National Level Exercise is being scaled back, and that the “plan was to stage the nation’s first live exercise that simulates a nuclear bomb being detonated by terrorists in an American city, with 10,000 emergency responders, U.S. troops and officials playing out their roles in the heart of Las Vegas.” The exercise was to be based upon National Planning Scenario 1.

In 2013, the National Exercise Program changed its format to a two-year progressive exercise cycle involving more frequent smaller drills and exercises and culminating in the Capstone Exercise at the end of the two-year cycle.

NEP 13, the National Exercise Program that was scheduled for 2013 was reportedly cancelled without explanation and no details about the event are available.
(Is it a coincidence that this was the year that the Sandy Hook false flag event took place?)

NEP 14 was the Capstone Exercise which included the Eagle Horizon 2014 exercise, which was cancelled for undisclosed reasons.

• NUWAIX 2014 (Nuclear Weapon Accident/Incident Exercise): March 31 - Response to an accident involving the secure transportation of nuclear weapons within the Continental U.S.

• EAGLE HORIZON 2014 (Cancelled by White House for UNDISCLOSED reasons): April 1-2 - Continuity of Operations and reconstitution exercise requiring federal departments and agencies to activate continuity plans and perform their Primary Mission Essential Functions from their alternate facilities. Participating employees will start their work day at their normal work locations. When the continuity level changes to COGCON 1, they will make a mad dash to deploy to the alternate sites leaving their loved ones behind.

• SILVER PHOENIX 2014: April 22 - 24 - Explores the challenges associated with examining, prioritizing and conducting recovery activities involving multiple geographically dispersed and competing events using the National Disaster Recovery Framework

• FBI MARBLE CHALLENGE EXERCISE: June 24-26 - Nuclear/WMD response - Washington DC, Detroit


Due to the failure to complete the Eagle Horizon 2014 exercise, plans are underway to try again in 2015.

One thing is definite about this year's federal play-acting exercise to assess national emergency preparedness: A faux radioactive nuke, or "dirty bomb," will not be blowing up the Las Vegas Strip in May.

Reminiscent of Stephen King's "The Stand" featuring a similar cataclysmic showdown in Vegas, the preparedness exercise proved too much for many Nevadans, already battered by a poor economy and worried about a PR nightmare.

Sen. Harry Reid (D) of Nevada, in the midst of battling for the White House's healthcare reforms, wrote late last year that to "simulate a nuclear detonation in the heart of the city would unacceptably harm the Southern Nevadan economy."

Will there be an exercise somewhere else?

Against that practical and political backdrop, the Obama administration scratched Vegas as the National Level Exercise host city late last year. That leaves the NLE 2010, which involves 10,000 responders, still on the calendar but without a practice field: DHS has yet to publicly announce the city – or even the scenario – it plans to use in mid-May. (It usually takes upward of a year to plan an NLE exercise.)

“NLE 2010 is currently in the final stages of planning for this spring," writes FEMA spokesman Brad Carroll in an e-mail. "We will continue to reach out to key stakeholders, including state and local officials, to receive their input as we prepare for and continue to develop this important event.”

The possibility that politics may have affected a national preparedness event rankles some Republicans on Capitol Hill, especially after Obama in July halted a Bush-era "scenario planning" program to review its effectiveness.

Canceling the Vegas exercise "just plays into the narrative ... that the public cannot handle any discussion of serious potential terror threats," writes John Solomon, a blogger who says he's writing a book about emergency preparedness. "As a result, it prevents our leaders from having an open dialogue which might actually improve our ability to respond."

But the president's supporters, including those deep inside the nation's emergency preparedness ranks, say the Obama White House may be shifting away from large-scale "open book" tests, practiced during President Bush's tenure, and toward "no-notice," or secretly planned, tests that thrust emergency managers into unexpected, sink-or-swim scenarios.

Surprise exercises may be a better test

"The administration is reasonably asking questions about how the NLE program is constructed, what are the outcomes, how are the lessons learned used, which is all fair game," says Craig Vanderwagen, who served as assistant secretary for preparedness and response in the Department of Health and Human Services until his retirement last fall. "There is a school of thought that says, 'Let's do some no-notice testing and see what we've got.' And if you judge by the intensity by which the president and the White House have directed reviews on a lot of these activities, [no-notice] tests are within the realm of possibility."

That would represent a major shift for a national emergency preparedness plan that spans local, county, state, regional, and federal agencies. Cooperation under that plan is often marred by inadequate funding at various levels of government, as well as issues that limit the ability of Washington to fully control response scenarios.

Changing the NLE would test Obama's ability to maneuver a maze of congressional oversight that has often failed to close basic gaps in national preparedness, including first responders' ability to use a common radio system to communicate with one another.
Meanwhile, the clock is ticking on NLE 2010.

"The tendency right now is to be more focused on biological events [such as a pandemic] as opposed to manmade disasters, but we can't ignore the fact that there are still bad guys with evil intent doing bad things that could involve radiation and nuclear," says Mr. Vanderwagen. "The impact on our society of such an event would be huge – the idea of not being able to use New York City for a generation if we had that kind of exposure."

Le Secret Service, chargé de la protection du président américain, va entamer une vaste réorganisation avec le départ annoncé de plusieurs de ses cadres après une série d'incidents qui ont terni l'image ce cette police d'élite.

Selon le Washington Post, quatre directeurs adjoints chargés respectivement des opérations de protection, des enquêtes, de la technologie et des relations publiques ont été invités à quitter leur poste.

"Le changement est nécessaire pour avoir une nouvelle approche dans notre façon de fonctionner", a déclaré Joseph Clancy, directeur par intérim, cité par le quotidien.

"Je suis persuadé que tous nos cadres dirigeants auront un rôle constructif à jouer soit dans un autre poste au sein du Secret Service, soit au sein du ministère (de la Sécurité intérieure auquel il est rattaché, NDLR)", a-t-il ajouté.

Une série d'incidents ont éclaboussé cette police d'élite qui comprend quelque 6.500 hommes et femmes chargés notamment de protéger en permanence le
président des Etats-Unis et une trentaine d'autres personnalités.

Déjà ternie ces dernières années par des scandales de prostitution et d'alcool, son image a été sérieusement écornée l'automne dernier lorsque un homme muni d'un couteau a réussi à escalader la grille qui entoure les pelouses de la Maison Blanche, parcourir plusieurs dizaines de mètres en courant et entrer dans un salon de réception avant d'être interpellé.

Devant le Congrès, mi-novembre, M. Clancy, a reconnu que le Secret Service avait "failli à sa réputation".

Jugeant "tout simplement inexcusable" l'intrusion du 19 septembre au sein de la Maison Blanche, il avait alors annoncé une évaluation exhaustive et à tous les niveaux" pour déterminer "les raisons profondes" des récents incidents et entreprendre les changements nécessaires.

 Environ 400 véhicules de l'armée tchadienne, qui se déploie pour combattre le groupe terroriste Boko Haram au Cameroun et au Nigeria, ont pénétré samedi après-midi à Kousseri, ville frontalière du nord du Cameroun, acclamés par la foule, a constaté un journaliste de l'AFP.


   L'impressionnant convoi, salué par le président tchadien Idriss Deby lors du franchissement du pont, surplombant le fleuve Chari, qui relie les deux
pays, est composé de 400 véhicules environ, selon une source militaire tchadienne, parmi lesquels des chars, de véhicules blindés ainsi que de nombreux pick-ups transportant des soldats.


   Des milliers de Camerounais de Kousseri ont applaudi au passage du convoi, scandant des "bravo", levant le poing ou faisant le V de la victoire pour encourager les soldats. Le convoi doit rallier Maltam, à 80 kilomètres au sud de Kousseri, sur la route de Maroua.

   La veille, au moins deux autres convois militaires avaient quitté la capitale tchadienne en direction du sud mais en restant en territoire tchadien pour sans doute franchir la frontière près de Maroua.


   L'Assemblée nationale tchadienne a autorisé vendredi l'envoi de troupes pour combattre Boko Haram au Nigeria et au Cameroun alors que le président Deby a annoncé sa volonté de "reconquérir" Baga, ville stratégique du nord-est du Nigeria, sur les rives du lac Tchad.


   Pendant la matinée, des dizaines de milliers de Tchadiens ont effectué, à l'appel du gouvernement, "une marche citoyenne" de soutien aux troupes
tchadiennes, rompues au combat et qui ont notamment combattu contre les groupes radicaux au Mali.


   Boko Haram a lancé une offensive d'envergure en janvier dans le nord-est du Nigeria, occupant notamment la localité stratégique de Baga, sur les rives du lac Tchad.


   Lundi, les insurgés ont aussi lancé un raid sur une base de l'armée camerounaise à Kolofata, à dix kilomètres de la frontière nigériane.
Yaoundé a fait état d'un bilan de 143 "terroristes tués" pour un seul décès côté camerounais.

   Et jeudi, le président camerounais Paul Biya annonçait que son voisin tchadien allait lui prêter main forte contre Boko Haram.

The forces set up to defend the sacred lands as the Christians think that they have hard battles ahead of them.

“The forces are fighting under Ministry of Peshmega Commandment and their main task is to defend Christian lands and to take back their areas that have been occupied by ISIS,” said Shimuel.

Shimuel also said that another force will be formed and the recruitment process will start soon.

In June, when ISIS captured Mosul and began attacks on Christians and their areas, thousands of them fled the city to neighboring Dohuk in Kurdistan or to the Telkef and Qaraqosh areas controlled by the Peshmerga forces.

After Christians were forced to abandon their homes, they were looted by their former neighbors and friends while Islamic State jihadists burned, destroyed and looted churches, monasteries and public buildings belonging to Christians. The jihadists also destroyed or sold off centuries-old manuscripts and other historic artifacts belonging to them.

Subsequently, Islamic State forces advanced on other Christian villages in the Nineveh Plains such as Quaraqosh, Alqosh, and Telkef.

Kurdish Peshmerga forces that had been fighting Islamic State in the region, also fled, ceding the Christian villages to Islamic State and forcing nearly 100,000 Christians to seek refuge in Kurdistan.

Most Iraqi Christians belong to an ethnic group known as the Assyrians, a people considering themselves to be direct descendants of the numerous ancient Mesopotamian civilizations such as the Sumerians, Akkadians, Babylonians, and Assyrians, who are mentioned frequently in the holy Bible.

TERRORISTES « MODERES » POUR LA GUERRE EN SYRIE

Pendant que, sur la vague des attentats terroristes de Paris, Washington prépare le Sommet du 18 février, où les USA et leurs alliés décideront « les façons de faire obstacle à l’extrémisme violent qui existe dans le monde », le Pentagone -comme annoncé par son porte-parole John Kirby- prépare « l’entraînement de 5 mille autres miliciens modérés syriens ». Ainsi « Washington continue à travailler avec Ankara afin de former et équiper les forces modérées de l’opposition syrienne », programme auquel participent aussi l’Arabie Saoudite et le Qatar. Le Ministère des affaires étrangères turc communique que « l’accord définitif sur le programme est très proche ».

La Turquie confirme ainsi être aux avant-postes de la guerre contre la Syrie : ici l’Otan a plus de vingt bases aériennes, navales et d’espionnage électronique, renforcées par des batteries de missiles étasuniennes, allemandes et hollandaises, en mesure d’abattre des engins volants dans l’espace aérien syrien. A ces bases s’est ajouté un des plus importants commandements de l’Alliance : le Landcom, responsable des forces terrestres des 28 pays membres, activé à Izmir (Smyrne). Le Landcom, sous les ordres du général étasunien Hodges, fait partie de la Force conjointe alliée dont le quartier général est à Lago Patria (Naples) sous les ordres de l’amiral étasunien Ferguson, qui est en même temps commandant des Forces navales étasuniennes en Europe et des Forces navales du Commandement Africa. Comme l’ont documenté aussi des enquêtes du New York Times et du Guardian, la Cia a depuis longtemps ouvert, surtout dans les provinces d’Adana et du Hatay, des centres de formation militaire de combattants à infiltrer en Syrie ; dans ces camps ont été notamment entraînés des militants islamistes provenant d’Afghanistan, Bosnie, Tchétchénie, Libye et autres pays. Les armes arrivent surtout via l’Arabie Saoudite et le Qatar.

Pour le nouveau programme, qui devrait commencer au printemps, le général Michael Nagata, chef des Opérations spéciales du Commandement central étasunien, est en train de sélectionner les miliciens à entraîner et armer. On ne sait pas quel est le critère du général pour s’assurer qu’ils sont « modérés », c’est-à-dire capables de combattre (selon ce qu’on affirme à Washington) à la fois les forces de l’Etat islamique et celles du gouvernement syrien. On sait par contre avec certitude que de nombreux « miliciens modérés », entraînés et armés par les USA et par leurs alliés européens et arabes pour renverser le président Assad, ont ensuite rejoint les formations de l’Etat Islamique et du front qaediste Al-Nosra, qui poursuivent le même objectif. Cela a-t-il été un échec ou bien un coup habile de Washington et de ses alliés pour alimenter l’EI, de fait fonctionnel à la stratégie visant à démolir la Syrie et reconquérir l’Irak ? Question légitime, si l’on a sous les yeux la photo du sénateur étasunien John McCain qui, en mission en Syrie pour le compte de la Maison-Blanche, rencontre en mai 2013 Ibrahim al-Badri, le « calife » à la tête de l’EI. Ou le récent reportage télévisé transmis par l’allemande Deutsche Welle, qui montre comment des centaines de camions TIR traversent chaque jour sans aucun contrôle la frontière entre Turquie et Syrie, en direction de Raqqa, base des opérations de l’EI en Syrie. Ou les images des caméras télé de l’aéroport d’Istanbul, qui montrent la compagne d’Amedy Coulibaly, auteur de l’attaque du supermarché kasher, qui entre facilement en Syrie à travers la Turquie.

A quoi serviront les 5mille autres miliciens qui, dans le cadre des opérations spéciales USA, seront entraînés à des attaques de commandos et à des attentats à la bombe ? Au terrorisme, mais « modéré ».

Depuis samedi, l’armée occupe des endroits stratégiques tant à Bruxelles qu’à Anvers. Demain, des militaires se positionneront dans d’autres villes du pays.

« C’est rassurant », semble convenir la population. Mais quelle est la mission exacte des militaires ? Ils sont armés et quand ils tirent c’est, en général, pour tuer un ennemi...

Ce lundi, les syndicats rencontrent le n°2 de l’armée, le lieutenant-général Marc Compernol pour cadrer les règles d’engagement.

Dimanche midi, Patrick Descy, CGSP-Défense, était sur le plateau de RTL-TVI. L’occasion de croiser Charles Picqué. Et le bourgmestre de St-Gilles de se souvenir de cette anecdote vécue à l’époque toute aussi inquiétante des cellules communistes combattantes (CCC). «  Il m’a raconté qu’une jeune fille avait menacé deux de ses policiers avec une arme factice. Ils avaient calmé le jeu, finalement bien rigolé et raccompagné gentiment la demoiselle chez ses parents... Ici, je ne suis pas certain que les Chasseurs Ardennais vont rigoler  », prévient Patrick Descy.

Une situation compliquée

«  Si un véhicule déboule et que deux petits comiques en sortent avec des armes factices ou pas, deux solutions s’offrent aux militaires qui sont, je le rappelle, en soutien de la police. Soit ils ne réagissent pas et attendent les ordres de la police, ce qui est dangereux pour eux. Soit ils anticipent, sans ordre et on risque de ne pas rigoler... Ce qui est tout aussi dangereux car on pourrait se retrouver au final devant un juge qui estimera que la réaction du militaire a été complètement disproportionnée... Depuis 2008, le ministre de la Défense de l’époque Pieter De Crem a décidé que l’armée n’avait plus que des missions à l’étranger. Nos militaires sont bien formés, ils ne tirent pas pour un oui ou pour un non mais, en général, lorsqu’ils le font c’est pour tuer un ennemi...  », met en garde le syndicaliste.
