La menace terroriste « demeurant élevée » en France, le président décide d’aller au-delà des 7 500 militaires mobilisés en permanence depuis la fin janvier.

François Hollande a décidé mercredi 11 mars de « maintenir l’engagement des armées sur le territoire national à hauteur de 10 000 militaires » en « soutien » des forces du ministère de l’Intérieur, « la menace d’attaque terroriste contre notre pays demeurant élevée ».

Le chef de l’Etat a également demandé « d’en tirer toutes les conséquences en termes d’adaptation des effectifs du ministère de la Défense, au-delà des 7 500 postes dont il avait déjà décidé le maintien le 21 janvier », a précisé le palais présidentiel dans un communiqué. La décision a été annoncée à l’issue d’un Conseil de défense tenu juste avant le Conseil des ministres.

Au début du mois de mars, une source gouvernementale avait affirmé que les niveaux actuels du plan Vigipirate, « alerte attentat » pour l’Ile-de-France et les Alpes-Maritimes, et « vigilance renforcée » pour le reste de la France, devaient être prolongés de « plusieurs mois ».

PANAMA CITY, Fla. (NNS) -- For the U.S. Navy's 40 saturation divers, requalification on the Fly Away Saturation Diving System (SATFAD) here this week ensures the Navy retains its deep water recovery capability.

The Sailors train on the SATFAD system three to four times a year to retain their qualifications on the unique system that allows these Navy divers to execute missions such as deep ocean salvage, aircraft or black box retrieval.

"We train so the procedures become routine, and we're using this opportunity to train now until a real disaster happens," said Saturation Diving System program manager Paul McMurtrie, who is also a retired U.S. Navy Master Diver. "We train here in Panama City, Florida, because this is where the expertise is located, and we can conduct training operations here year round."

The March 2015 SATFAD testing is conducted pierside, and only in 30 feet of seawater, simply to give the divers the opportunity to practice operations such as manned pressurization, manned launch and recovery, watch stander drills and emergency procedures.

"It's a lot of hands-on training," said McMurtrie. "There is a lot to learn here from the divers who have been doing the job for decades, either in the military or as civilians."

This one-of-a-kind system is owned by Naval Sea Systems Command and maintained by a crew of five civilians from the command's Supervisor of Diving and Salvage organization. It is a complex combination of pressured dive chambers and metal containers that allow the Sailors to work and live on a barge at sea and dive in the ocean's depths for up to 30 days. The main chamber, the deck decompression chamber, allows the Sailors to achieve desired and pressurized depth only then to connect to a dive bell that is then "locked out" and submerged into the water by way of a hydraulic arm that picks up the dive bell and places it and the men inside into the ocean.

WASHINGTON (NNS) -- The sea services released a new maritime strategy, March 13, a plan that describes how the Navy, Marine Corps, and Coast Guard will design, organize, and employ naval forces in support of national security interests and homeland security objectives.

The new strategy titled, A Cooperative Strategy for 21st Century Seapower: Forward, Engaged, Ready, accounts for changes in the global security environment, new strategic guidance, and a changed fiscal environment.

The essential functions of the maritime strategy released in 2007 were adjusted to include a new function called "all domain access" which underscores the challenges forces face in accessing and operating in contested environments.

The new strategy emphasizes operating forward and engaging partners across the globe, especially in the Indo-Asia-Pacific region.

The strategy calls for increasing the Navy's forward presence to 120 ships by 2020, up from about 97 ships today. This includes forward-basing four ballistic-missile-defense destroyers in Spain and stationing another attack submarine in Guam by the end of 2015.

The Navy is scheduled to increase presence in Middle East from 30 ships today to 40 by 2020.

The strategy reinforces the continued need to strengthen partnerships and alliances by stressing the importance of operating in NATO maritime groups and participating in international training exercises.

Additionally, the strategy outlines plans to maintain readiness by implementing the Navy's Optimized Fleet Response Plan which improves readiness and leads to a predictable cycle for maintaining, training and deploying carrier strike groups and amphibious ships.

The document features four sections: Global Security Environment, Forward Presence and Partnership, Seapower in Support of National Security, and Force Design: Building the Future Force.

WASHINGTON (NNS) -- The Department of Defense announced March 12 that Operation Freedom's Sentinel is now a qualifying operation for award of the Global War on Terrorism Expeditionary Medal and Global War on Terrorism Service Medal.

Service members deployed to Afghanistan for Operation Freedom's Sentinel continue to be recognized through award of the Afghanistan Campaign Medal. However, service members deployed abroad in support of Operation Freedom's Sentinel outside of the Afghanistan Campaign Medal area of eligibility are now eligible for award of the Global War on Terrorism Expeditionary Medal.

Those service members deployed in support of Operation Freedom's Sentinel who have previously been recognized with the Global War on Terrorism Expeditionary Medal for other qualifying operations are eligible to wear a service star on the medal or ribbon device.

Undersecretary of Defense for Personnel and Readiness Jessica Wright approved award of the Global War on Terrorism Medals for Operation Freedom's Sentinel, retroactive to Jan. 1, 2015, in a memorandum signed March 11.

Full eligibility criteria for the Global War on Terrorism Expeditionary and Service medals are contained in Department of Defense Manual 1348.33, Volume 2, Manual of Military Decorations and Awards: DoD Service Awards Campaign, Expeditionary, and Service Medals. PYONGTEAK, Republic of Korea (NNS) -- U.S. and Republic of Korea (ROK) Navy ships concluded the maritime portion of exercise Foal Eagle March 11.

The Arleigh Burke-class guided-missile destroyers USS Michael Murphy (DDG 112), USS John S. McCain (DDG 56), and USS Lassen (DDG 82) operated with total of 16 ROK Navy ships in port and at sea for seven days on both coasts of the Korean peninsula. Additionally, USS Fort Worth (LCS 3) is the first littoral combat ship to operate as part of Foal Eagle's maritime participants involved in the exercise.

"U.S. and ROK Navy ships executed numerous combat readiness events and continued to build on our common operational experiences," said Cmdr. Chase Sargeant, commanding officer of John S. McCain (DDG 56), command flag ship for Foal Eagle West coast operations. "Foal Eagle is a key exercise for our navies to develop better interoperability and strengthen the US-ROK commitment to stability in the region."

Exercise Foal Eagle in an umbrella of regularly-scheduled, annual exercises that are the culmination of many months of planning and based on realistic training scenarios. The exercises demonstrate the continued U.S. commitment to the ROK-U.S. alliance and enhances operational readiness.

"The relationship between U.S. Navy and ROK Navy is strong and extends beyond Foal Eagle," said Capt. Christopher Sweeney, deputy commander, Destroyer Squadron 15, embarked aboard John S. McCain executing Foal Eagle. "We continue to execute, flex, and discuss tactics, techniques and procedures with ROK Navy throughout the year, which make major exercises such as Foal Eagle valuable for testing our combined tactical responses and continue to enhance our readiness posture."

Destroyer Squadron 15, responsible for seven forward deployed U.S. destroyers and approximately five rotationally deployed destroyers in the Indo-Asia-Pacific region, is U.S. lead for maritime operations in Foal Eagle. Destroyer Squadron 15 commands and controls advanced naval warfare exercises as part of Foal Eagle such as anti-air defense and anti-submarine warfare evolutions, opposed replenishment drills and naval surface fire support (NSFS) operations.

Fort Worth, deployed with the surface warfare mission package, provided key capabilities for sea to land combat operations as part of Foal Eagle's maritime component, as well as introducing new forms of technology that will be folded into the overall mission sets.

"Fort Worth's warfighting capability is aligned to the maritime mission on the Korean peninsula - critical to our ability to protect and maintain stability in the region," said Capt. Shan Byrne, commodore, Destroyer Squadron 15. "We are pleased to add LCS to the U.S. Navy's enduring presence in the Korean Theater of Operations."

Michael Murphy, John S. McCain, and Lassen, each with a crew of about 300 Sailors, will continue patrols throughout the Indo-Asia-Pacific region. Fort Worth will remain deployed to the region as part of a 16-month rotational patrol. Each ship is equipped to conduct independent operations, with a carrier strike group, or with other partner navies to demonstrate U.S. commitment to security and stability across the region.

CARACAS, Venezuela – Soldiers rolled out shoulder-fired missiles, fighter planes and armored trucks today for the first of 10 days of military exercises that the president of socialist-governed Venezuela says are needed to protect against a looming threat from the U.S.

Nearly 100,000 members of the Venezuelan armed forces began conducting exercises at points all over country.

The U.S. imposed sanctions earlier this week on several Venezuelan officials accused of human rights violations, and President Nicolas Maduro has said his country will take steps to protect itself from a hostile U.S. government.

Defense Minister Vladimir Padrino Lopez inaugurated the exercises at Fort Tiuna in Caracas, the largest military installation in Venezuela. He said U.S. sanctions constitute “an imminent danger for us” and the armed forces must ready themselves to ensure the country’s independence.

Venezuelan sailors performed drills in the Caribbean while soldiers defended the oil-producing country’s biggest refinery from a simulated attack.

Thousands of civilians wearing the red shirts of the socialist revolution started by the late President Hugo Chavez 15 years ago paraded in a complementary exercise.


Meanwhile, representatives from South American countries met privately in Ecuador for a special meeting of the 12-nation UNASUR bloc.

The officials were expected to review the situation in Venezuela and the recent U.S. crackdown. Regional leaders from Cuba, Bolivia and Ecuador have criticized the new sanctions.

Last week, UNASUR sent a delegation of foreign ministers to Caracas to assess the situation in Venezuela, which has wide political divisions amid severe economic problems. The main outcome of the visit was a promise to help the country alleviate food shortages.

Opposition leaders in Venezuela expressed doubt about the utility of the UNASUR meeting and called the military exercises an embossment, saying they underlined the increasing crackdown on dissent in a country where several political leaders have been jailed. A police officer was recently arrested for killing a 14-year-old at an anti-government protest

TEHRAN (FNA)- Iran's IRGC Navy started massive Payambar-e Azam (The Great Prophet) 9 wargames in the Persian Gulf and the Strait of Hormuz on Wednesday. Hundreds of IRGC speed boats, equipped with missile launchers, have taken part in the drills. Assault boats conducted mine-laying drills, while four coast-to-sea cruise missiles were fired at mock enemy targets and a Nimitz-class aircraft carrier was targeted as part of the drills.

NAVAL SUPPORT ACTIVITY NAPLES, Italy (NNS) -- Vice Chief of Naval Operations Adm. Michelle Howard visited Sailors aboard Naval Support Activity Naples, March 6, 2015.

While on board, Howard took time to visit U.S. Naval Hospital Naples, served as the keynote speaker at the Women's History Month Symposium, provided remarks for the 2015 Combined Force Maritime Component Commander (CFMCC) Flag Course Africa, and conducted an all-hands call for more than 300 Naples-based Sailors.

During the all-hands call, Howard took time to personally recognize Naples-based, forward-deployed Sailors for their service.

"I want to say thank you for all that you do. You work in a theater with a lot of responsibility and challenges, but you guys are rising up to those responsibilities and those challenges magnificently," said Howard, who became the 38th Vice Chief of Naval Operations July 1, 2014, and is the first woman to ever be named to this position. "I appreciate all that you do for our Navy and our nation and how hard you work while being forward-deployed."

She also acknowledged that the U.S. Naval Forces Europe-Africa/U.S. 6th Fleet area of operations (AOO) is currently one of the most dynamic.

"For our Sailors and officers, whether they're on ships or at the U.S. 6th Fleet Headquarters, they are the component that supports contingencies like Syria or emerging ISIL issues in Libya, so it is definitely an exciting theater to be in," said Howard. "And what's great is the mobility of our platforms, which allow us to move in the maritime domain and go where we're needed.

Additionally, she pointed out that the U.S. Navy does not operate alone in an AOO that spans more than 20 million square nautical miles of ocean and includes landmass extending more than 14 million square miles. The collective partnership of the U.S. Navy and its allies and partners comprise a Global Network of Navies.

"One of the great benefits of [the Global Network of Navies], is that we are very similar. The maritime domain pushes us to have ships; pushes us to similar navigation systems, and combat weapons systems," she said. "Now, when we get together, it is easier for us to combine and use the synergy of all those different types of forces and skill sets and warfighting abilities."

NSA Naples is the first stop on Howard's current tour of U.S. and allied military facilities in Europe. In the coming week, she has scheduled visits to Spain and the United Kingdom.

NSA Naples provides support to visiting and forward-deployed U.S. Naval Forces Europe-Africa/U.S. 6th Fleet units and NATO personnel attached to commands throughout the Naples and Gaeta area.

U.S. Naval Forces Europe-Africa, headquartered in Naples, Italy, oversees joint and naval operations, often in concert with allied, join, and interagency partners, in order to advance U.S. national interests and security and stability in Europe and Africa.

Le Vatican n'exclut pas l'emploi de la force contre Daesh si aucune solution politique n’est envisageable, a déclaré un responsable du Vatican vendredi, ce qui peut sembler en contraste avec les positions initialement affichées par le pape François

Dans une interview accordée au journal catholique Crux, l'archevêque italien Silvano Tomasi a employé le mot «génocide» pour décrire les campagnes d’exécution et les persécutions ethno-religieuses du groupe terroriste à travers les régions septentrionales de Syrie et l’Irak.

«Sinon, nous pleurerons à l’avenir sans savoir pourquoi nous n’avons pas fait quelque chose, pourquoi nous avons permis à une telle tragédie de se produire», a dit le représentant du Vatican aux Nations Unies qui propose de recourir à l’intervention militaire si aucune solution politique n’est trouvée.


«Il est nécessaire de monter une coalition bien coordonnée et conçue afin de faire tout ce qui est en notre pouvoir pour aboutir à une solution politique sans recours à la violence», a dit Tomasi vendredi. «Mais si c’est impossible, le recours à la force militaire sera nécessaire».

Au cours de son interview, Silvano Tomasi a aussi souligné qu’une approche coordonnée de l’aide humanitaire aux minorités et de leur protection doit être pratiquée dans la région, approche qui comprendra la force militaire si nécessaire.

Le même jour, l’archevêque a publié une déclaration titrée «En soutien aux droits de l’homme des chrétiens et d’autre communautés, en particulier au Moyen-Orient». Cette déclaration rédigé en collaboration avec la Russie et le Liban a été présentée au Conseil des droits de l'homme des Nations unies et signée par presque 70 nations.


La déclaration, elle-même, est une idée de la Russie, étant donné l’image qu’elle cultive de protectrice des chrétiens du Moyen-Orient, a ajouté l'archevêque italien. C’est aussi la première fois que le sort de populations chrétiennes a attiré l’attention du Conseil des droits de l'homme des Nations unies (ONU).

Le représentant du Vatican a continué en soulignant que la coalition ne doit pas être exclusivement «occidentale» mais doit inclure des acteurs du Moyen-Orient et doit se dérouler sous l’égide de l’ONU. «C’est à l’ONU et à ses pays membres, et surtout au Conseil de sécurité, de déterminer la forme exacte de l’intervention si nécessaire».


Attentif à ce qui se dit aux Nations unies, Tomasi a loué les efforts déployés la France ce mois-ci pour attirer l’attention du Conseil de sécurité sur les problèmes des minorités religieuses au Moyen-Orient.

Bien que ces déclarations puissent paraître étonnantes à ceux qui se rappellent l’opposition du Vatican au recours à la force dans la région, elles n’ont en fait rien de nouveau : le pape François, par le passé, a pu juger «légitime» une intervention visant à mettre fin à une «agression injuste».

«Je tiens à souligner l’emploi du verbe “arrêter”. Je ne veux pas dire “bombarder” ou “faire la guerre”, mais seulement arrêter. Et les moyens qui peuvent être utilisés à cette fin doivent être bien évalués», le souverain pontife avait-il déclaré en août dernier.

Tomasi estime qu’il y a trois choses que les civils ordinaires peuvent faire. Il a recommandé aux fidèles de prier et de «pratiquer la communion spirituelle avec les victimes au Moyen-Orient, pour que les gens qui vivent en des lieux plus prospères œuvrent à accroître la sensibilisation sur les problèmes des minorités religieuses au Moyen-Orient, et finalement pour que cette formation de l’opinion publique se transforme en fourniture d’aide humanitaire et en protection effective des droits des personnes».

STIRLING, Australia (NNS) -- The Los Angeles-class fast-attack submarine USS Albuquerque (SSN 706) partnered with the Australian navy in March to strengthen its warfare capabilities through an annual joint exercise, Lungfish 2015.

Lungfish 2015 is a tactical development exercise between the two navies that trains and teaches tracking methods of both nuclear and diesel submarines.

In a direct response to the U.S. Pacific Fleet's priority to enhance anti-submarine warfare abilities, the submarine's crew participated in two anti-submarine missions and joint submarine command courses while deployed to Perth, Australia. The joint exercises allowed for the U.S. Navy to learn and gain knowledge from the Australian diesel submarine HMAS Rankin.

"I'm excited for our crew's opportunity to participate in Lungfish," said Lt. j.g. Patric Trabert, Albuquerque's damage control assistant. "This provides a unique experience for the submarine crew to employ and experiment with many different real world tactics."

In addition to the skills developed, the weeklong exercise strengthened the ties between the United States and Royal Australian navies.

"There is no substitute for this experience," said Lt. Cmdr. Chris Brown, Albuquerque's executive officer. "You can simulate this in a trainer, but it is quite different when you have a top-of-the-line diesel submarine being expertly operated by its crew. You really get a chance to see how you perform under pressure."

Albuquerque is the nineteenth ship in its class and is homeported in San Diego, California. The ship is capable of supporting a variety of missions including anti-submarine warfare, anti-surface warfare, strike, intelligence collection and mine warfare.

CHINHAE, Republic of Korea (NNS) -- U.S. Navy and Republic of Korea (ROK) navy diving and salvage experts wrapped up two weeks of advanced training during Salvage Exercise (SALVEX) Korea 2015, March 14.

Building on thirty years of partnership since SALVEX Korea began in 1985, approximately 180 U.S. and ROK navy personnel conducted a series of advanced combined salvage operations, both in-port and at-sea. Sailors assigned to Mobile Diving and Salvage Unit (MDSU) 1 embarked aboard the rescue and salvage ship USNS Salvor (T-ARS 52) sharpened skills with ROKN counterparts from Salvage Squadron (SALVORON) 55 embarked on their diving and salvage ship ROKS Pyongtaek (ATS 27).

Training focused on combined diving operations, heavy lift procedures, and for the first time this year, a two-day salvage operations conference to discuss bilateral certification procedures and coordination. For the capstone event, Salvor and Pyongtaek teamed up in a real-world salvage operation to conduct bow-lifts of a 30-ton fishing vessel on an underwater training range near Chinhae, Korea. This highly complex evolution highlighted the continued importance of diving and salvage interoperability between the U.S. and ROK navies.

"One of the great privileges of being forward deployed to the Western Pacific is the opportunity to work together with our friends and partners all across Asia," said Lt. Cmdr. William Sumsion, Commander Task Force 73 diving and salvage officer. "Exercises like SALVEX Korea and others throughout South and Southeast Asia are a valuable way for us to enhance theater security cooperation and maritime interoperability with regional navies."

The bow-lift continued an upward trend from SALVEX Korea 2014 in which U.S. Navy divers achieved an international first with their ROKN counterparts by conducting mixed-gas diving on a foreign vessel. Mixed-gas diving is among the highest-risk types of diving in the U.S. Navy.

Using a foreign system is rare even for a simple self-contained underwater breathing apparatus (SCUBA), let alone a complex set of valves and pipes like the mixed-gas system aboard Pyeongtaek. A waiver ultimately allowed U.S. Navy personnel to use a foreign navy dive system and chamber to conduct diving operations for SALVEX 2014, reflecting the high level of trust between the U.S. and ROK navies.

"It took quite extensive planning and cooperation with the Korean navy to dive with a mixed-gas system from a foreign navy," said Senior Chief Navy Diver (Master Diver) Phillip Strautman, CTF-73 master diver. "When we talked about it at the planning events, we wanted something both navies could benefit from and sharing our best techniques during the exercise made all of us better divers and salvors," said Strautman.

SALVEX Korea 2015 is part of Exercise Foal Eagle -- an umbrella of regularly-scheduled, annual exercises that are the culmination of many months of planning and based on realistic training scenarios. The naval portion of the Foal Eagle exercises take place in international waters around South Korea and features a full spectrum of maritime operations.

"Having this exercise and others similar to it in 7th Fleet will help ensure that Navy Expeditionary Combat Command units paired with USNS salvage assets are ready to respond to any future incidents," said Lt. John Kennedy, assigned to MDSU-1.

MDSU-1 provides combat ready, expeditionary, rapidly deployable mobile, diving and salvage capabilities to conduct harbor clearance, salvage, underwater search and recovery, and underwater emergency repairs in any environment.

CTF 73 is U.S. 7th Fleet's theater security cooperation agent for South and Southeast Asia.

Military Sealift Command operates approximately 110 noncombatant, merchant mariner-crewed ships that replenish U.S. Navy ships at sea, conduct specialized missions, strategically preposition combat cargo at sea around the world and move military cargo and supplies used by deployed U.S. forces.

Canadian customs agents could soon work in the U.S. and carry firearms, and the U.S. border guards could do the same in Canada, as a result of a new border agreement between Canada and the U.S.

Public Safety Minister Steven Blaney and Homeland Security Secretary Jeh Johnson have signed a customs pre-clearance agreement for rail, land and sea travel that was years in the making.

The arrangement would allow customs agents to work in each other's countries, which means they could screen passengers away from the border and ease the choke points.

That process already exists in air travel at eight airports. People can clear U.S. customs in cities such as Vancouver, Toronto and Montreal and then, when they land, skip lines in U.S. airports.

The countries had signalled their intention to expand that arrangement to land and sea travel as part of the 2011 Beyond the Border deal between Prime Minister Stephen Harper and President Barack Obama.

But they missed a late-2012 deadline to reach a legal agreement that would let law-enforcement officials operate inside the neighbouring country.
A little more than two years later, they have finally reached that deal.

"This historic new agreement builds on decades of successful pre-clearance operations in Canadian airports," Blaney said in a statement distributed by the U.S. Department of Homeland Security.

"It will enhance the security at our border and create jobs and growth in Canada by improving the flow of legitimate goods and people between our two countries."

Maryscott Greenwood of the Canadian American Business Council said the agreement will use modern technology to speed up things at the border.
"It's dramatic, it's historic, it's a big day in Canada-U.S. relations," she said.

The statement says the agreement applies to all modes of transport, which could include passenger vehicles.

It also says customs agents will be allowed to carry firearms in each other's countries.

Legal, budget challenges still remain

What's not clear is how easily the plan might be implemented. The agreement does not guarantee several developments that would be crucial:
  • Legislation is required. In Canada, government-supported legislation almost always passes Parliament. In the U.S., even routine legislation can mean protracted drama.
  • Budgeting for new customs infrastructure away from the border is yet to come.
  • Participation of the private sector in places such as bus and train stations has to be nailed down.

The governments have expressed a desire to open the border to legitimate travellers, while still screening for criminals. In a recent speech, Johnson described the chilling effect of the 2001 terrorist attacks on U.S. border security.

The statistics bear that out.

Land travel into the U.S. declined in 2001, and it never recovered. Data from the U.S. Bureau on Travel Statistics shows 34 per cent fewer vehicle passengers entered the U.S. last year across the northern border compared with 2000, with the biggest drops occurring in 2001 and 2003.

A study by Deloitte four years ago pointed to several reasons for a decline in Americans making the back-and-forth trip — one was border wait times, but the study also cited currency fluctuations and the opening of casinos on the U.S. side. Also, the U.S. imposed tighter travel-document rules in the wake of the 2001 attacks.

Ukrainian Prime Minister is Not Sure About His Job Duties

Ukrainian Prime Minister Arseniy Yatsenyuk called on the Ministry of Defense and the General Staff to put troops on full combat alert Monday.
"This [situation in crisis-hit Donbas] demands the Defense Ministry and the General Staff to put Ukrainian armed forces on full combat alert," he told regional administration chiefs at a video conference.

He also called for equipping air-raid shelters.

Yatsenyuk urged the Ukrainian Ministry of Internal Affairs and the law enforcement in particular to fight terrorism and persecute everyone, who "trenches on the lives of Ukrainians and Ukrainian independence."

Ceasefire in Ukraine's conflict-torn Donbas region was stipulated by an agreement worked out by the leaders of Russia, France, Ukraine and Germany in the Belarusian capital, Minsk, and later signed by the envoys of the independence supporters and Kiev. The ceasefire came into force on February 15. The new Minsk agreement came in the wake of simmering tensions in Donbas that continued despite a previous truce deal signed in September 2014.

Putin Orders Northern Fleet to Full Alert for Combat Readiness Drills

MOSCOW (Sputnik) — Units of Russia's signals troops began on Monday large-scale communications field exercises in nine regions of the Eastern Military District, the district's press service said.

"The drills envision the use of advanced relay broadcast stations, mobile video-conferencing systems, modern radio stations and satellite communications that were put in service with the Eastern Military District in 2014-2015," the press service said in a statement.

On March 12, Eastern Military District press head Col. Alexander Gordeyev said that a military exercise involving anti-air defense troops started in the region.

Russia Begins Air Force Tactical Drills in Siberia

Prior to that, on March 3, the district's press service said that more than 2,500 artillerymen were participating in a major military exercise in Russia's Far East, completing long-distance marches and practicing inter-unit coordination. In December 2014, the Russian Defense Ministry said it planned to carry out at least 4,000 military drills in 2015.

(Stockholm, 16 March 2015) The United States has taken a firm lead as the major arms exporter globally, according to new data on international arms transfers published today by Stockholm International Peace Research Institute (SIPRI). Overall, the volume of international transfers of major conventional weapons grew by 16 per cent between 2005–2009 and 2010–14.

The volume of US exports of major weapons rose by 23 per cent between 2005–2009 and 2010–14. The USA’s share of the volume of international arms exports was 31 per cent in 2010–14, compared with 27 per cent for Russia. Russian exports of major weapons increased by 37 per cent between 2005–2009 and 2010–14. During the same period, Chinese exports of major arms increased by 143 per cent, making it the third largest supplier in 2010–14, however still significantly behind the USA and Russia.

‘The USA has long seen arms exports as a major foreign policy and security tool, but in recent years exports are increasingly needed to help the US arms industry maintain production levels at a time of decreasing US military expenditure’, said Dr Aude Fleurant, Director of the SIPRI Arms and Military Expenditure Programme.

Imports by Gulf Cooperation Council states on the rise

Arms imports to Gulf Cooperation Council (GCC) states increased by 71 per cent from 2005–2009 to 2010–14, accounting for 54 per cent of imports to the Middle East in the latter period. Saudi Arabia rose to become the second largest importer of major weapons worldwide in 2010–14, increasing the volume of its arms imports four times compared to 2005–2009.

‘Mainly with arms from the USA and Europe, the GCC states have rapidly expanded and modernized their militaries’, said Pieter Wezeman, Senior Researcher with the SIPRI Arms and Military Expenditure Programme. ‘The GCC states, along with Egypt, Iraq, Israel and Turkey in the wider Middle East, are scheduled to receive further large orders of major arms in the coming years.’

Asian arms imports continue to increase

Of the top 10 largest importers of major weapons during the 5-year period 2010–14, 5 are in Asia: India (15 per cent of global arms imports), China (5 per cent), Pakistan (4 per cent), South Korea (3 per cent) and Singapore (3 per cent).

These five countries accounted for 30 per cent of the total volume of arms imports worldwide. India accounted for 34 per cent of the volume of arms imports to Asia, more than three times as much as China. China’s arms imports actually decreased by 42 per cent between 2005–2009 and 2010–14.

‘Enabled by continued economic growth and driven by high threat perceptions, Asian countries continue to expand their military capabilities with an emphasis on maritime assets’, said Siemon Wezeman, Senior Researcher with the SIPRI Arms and Military Expenditure Programme. ‘Asian countries generally still depend on imports of major weapons, which have strongly increased and will remain high in the near future.’

Other notable developments
  • European arms imports decreased by 36 per cent between 2005–2009 to 2010–14. Developments in Ukraine and Russia may counter this trend after 2014 with several states bordering Russia increasing their arms imports.
  • Germany’s arms exports decreased by 43 per cent between 2005–2009 and 2010–14. However, it received several large arms orders in 2014 from Middle Eastern states.
  • Arms imports by Azerbaijan increased by 249 per cent between 2005–2009 and 2010–14.
  • African arms imports increased by 45 per cent between 2005–2009 to 2010–14.
  • Between 2005–2009 and 2010–14 Algeria was the largest arms importer in Africa, followed by Morocco, whose arms imports increased elevenfold.
  • Cameroon and Nigeria received arms from several states in order to fulfil their urgent demand for weapons to fight Boko Haram.
  • To fight ISIS, Iraq received arms from countries as diverse as Iran, Russia and the USA in 2014.
  • Deliveries and orders for ballistic missile defence systems increased significantly in 2010–14, notably in the GCC and North East Asia.

L’encerclement de la Russie est bien formée, bien programmée par l’OTAN qui utilise les accords de paix de Minsk pour armer le continent européen ou pour l’occuper de ses troupes. En Pologne, en Allemagne, en Ukraine, en Lettonie, en Estonie, en Lituanie, les Etats-Unis envoient des troupes et des blindés. Les soldats US ont défilé par provocation à quelques mètres du poste de douane de Narva. L’envoi de véhicules blindés anglais avec des soldats anglais et américains est effectif en Ukraine. Sur tous ces anciens territoires du bloc de l’Est des soldats américains se montrent fièrement.

Ce week-end des colonnes de véhicules blindés américains ont été filmées en Roumanie et les médias où se trouvent ces déploiements de troupes s’efforcent de dire que c’est à cause de la menace russe !

Média roumain. C’est le média http://www.claboomedia.ro/ qui signale ce mouvement important de troupes américaines ce week-end et qui a été richement filmé par drone au-dessus de la gare de la ville de Medgidia. Le film montre des centaines de véhicules, transporteurs de troupes, blindés, même des véhicules avec la Croix-Rouge donc des véhicules sanitaires sur des plate-formes de train. Qui dit sanitaire dit préparation à des affrontements. Ou alors ces véhicules de guerre avec la Croix-Rouge peinte sur le camouflage ne sont là que pour rassurer la chair à canon…

En Pologne. Les Etats-Unis ont annoncé sur leur site officiel des forces armées, DoD News, le lancement d’exercices avec le missile Patriot. Cet essai aura lieu avec le 3rd bataillon de l’armée de l’air polonais en charge des missiles a annoncé le colonel Steve Warren. L’exercice va inclure plus de 100 soldats américains et 30 véhicules sur le territoire polonais. Warren dit que l’exercice est fait parti des manœuvres « Operation Atlantic Resolve », opérations menées selon les dires de Warren pour réassurer les alliés sur la menace russe. Warren continue,  « cette réponse répond à la décision de la Russie de soutenir les rebelles dans le Donbass et pour répondre à l’annexion de la Crimée il y a un an ». Comme nous pouvons le voir le droit international privé ne doit que correspondre aux critères américains et les citoyens du Donbass qui ont pas la force des choses pris les armes pour protéger leur vie contre des massacres sont considérés comme des rebelle c.a.d des terroristes.

Lettonie. Le 9 mars nous signalions le débarquement de plus de 100 chars US à Riga. Des sources viennent nous confirmer que ces blindés sont transportés par train (voir les images). Il est évident que des actions de provocations se mettent en place pour attaquer la Russie.








Allemagne. Au port de Bremerhaven le bateau US Liberty Ship, celui qui débarqué des chars Abraham à Riga, a aussi débarqué les mêmes engins pour le sol allemand. Cela semble correspondre à l’annonce faite par la ministre de la Défense, Ursula von der Leyen d’établir une garnison international de chars en Allemagne. Ce 13 mars des chars américains ont été vu en mouvement en direction de Grafenwöhr. « Les Américains augmentent leur présence », écrit le média local d’Oberpfalz. « A cause du conflit en Ukraine et des tensions qui en résultent avec la Russie les Etats-Unis consolident leur présence en Europe. Une partie des 800 chars américains doivent être stationnés à Grafenwöhr », annonce le même média qui explique aussi, « cela est la première consolidation militaire américaine en Allemagne depuis 25 ans. »

The mask is coming off faster than ever.

You know the country responsible for killing hundreds of marines, which provided sanctuary to Al Qaeda and whose terrorist proxies helped give Al Qaeda the skills to carry out 9/11?

They’re no longer terrorists. Sure their terrorist groups currently control parts of Lebanon and Yemen, but they’re not terrorists. Because if Iran was a state sponsor of terror, then Obama letting them have the bomb might look bad. This way it’s fine.

An annual report delivered recently to the US Senate by James Clapper, the director of National Intelligence, removed Iran and Hezbollah from its list of terrorism threats, after years in which they featured in similar reports.

In describing Iran’s regional role, the report noted the Islamic Republic’s “intentions to dampen sectarianism, build responsive partners, and deescalate tensions with Saudi Arabia,” but cautioned that “Iranian leaders—particularly within the security services—are pursuing policies with negative secondary consequences for regional stability and potentially for Iran.



The only time the report mentions Hezbollah is when describing it as a victim of attacks.

Lebanon faces growing threats from terrorist groups, including the al-Nusrah Front and ISIL. Sunni extremists are trying to establish networks in Lebanon and have increased attacks against Lebanese army and Hizballah positions along the Lebanese-Syrian border.

Lebanon potentially faces a protracted conflict in northern and eastern parts of the country from extremist groups seeking to seize Lebanese territory, supplies, and hostages.




That clarifies that Obama no longer considers Hezbollah an enemy (not that he ever did). Instead it’s an ally that is classed together with Lebanon, rather than a threat to it.

Here’s what Obama chose to turn his back on.

The Marines lost more people that day than at any time since Iwo Jima and the number of Americans murdered that day by a terrorist group was a record that would stand until September 11.

The Marines who died in the bombing were lucky. Another Marine did not die as quickly.

Colonel William R. Higgins was captured by Hezbollah, the terrorist group acting as Iran’s hand in Lebanon, and tortured for months until his body was dumped near a mosque.

An autopsy report found that he had been starved and had suffered multiple lethal injuries that could have caused his death.  The skin on his face had been partially removed along with his tongue and he had also been castrated.

Fred Hof, a diplomat who had been a friend of the murdered man, said, “I am one of a small handful of Americans who knows the exact manner of Rich’s death. If I were to describe it to you now – which I will not – I can guarantee that a significant number of people in this room would become physically ill.”

Like Higgins, William Francis Buckley, the CIA station chief, was also captured and tortured for months. On video tapes released by his Hezbollah captors, he was incoherent and his mind had been broken by the horrors inflicted on his ravaged body and his soul.

“They had done more than ruin his body,” CIA Director William Casey said. “His eyes made it clear his mind had been played with. It was horrific, medieval and barbarous”

Robert Stethem, a Navy diver, was brutally murdered when Hezbollah terrorists took over TWA flight 847. The Iranian-backed terrorists, one of whom was Imad Mughniyah, beat and kicked him to death.

“They were jumping in the air and landing full force on his body. He must have had all his ribs broken,” Uli Derickson, the stewardess, described. “I was sitting only 15 feet away. I couldn’t listen to it. I put my fingers in my ears. I will never forget. I could still hear. They put the mike up to his face so his screams could be heard by the outside world.”


Obama wants you to believe that the 47 Senators who stood up to him on Iran are traitors. The truth is he’s the traitor.
