Russia is doubling the number of troops participating in mass military drills ordered by President Vladimir Putin this week to 80,000 amid growing tensions with European Union leaders over Ukraine. Putin on Monday ordered the drills across Russia, including in the volatile southern Caucasus. He also directed nuclear bomber jets to be deployed in Crimea as Russians celebrated the first anniversary of its annexation from Ukraine by Moscow.

More troops were added to the drills Thursday. Russia's chief of general staff, Valery Gerasimov, said the "number of troops taking part in the exercises has gone up to 80,000, and the number of aircraft has increased to 220," according to RIA Novosti state news agency. Russia launched massive military drills in February along its borders with the Baltic states. 

Ukraine and European and U.S. leaders have accused Moscow of sending thousands of troops over the border to back a pro-Russian rebel movement aimed at protesting Kiev's growing relationship with the West. A London think tank published a report last year that warned of the increased risk Russia's military incursions in international airspace posed on civilian flights.

European Union leaders vowed Thursday to continue economic sanctions against Russia until a Ukraine peace deal is fully implemented. "If things deteriorate on the ground, we will strengthen sanctions. If, on the other hand, the situation remains stable and improves, then we might envisage a re-examination of the scale of the sanctions package and possibly ease it," a French diplomatic source said, according to Reuters.

Ukrainian Prime Minister Arseny Yatseniuk said EU leaders should increase the sanctions if Russia failed to implement a peace deal. "If Putin splits the unity ... among the leaders of the EU member countries, this will be the biggest success story of President Putin and this will be a disaster for the free world," he told reporters in Brussels.

MOSCOW, March 31. /TASS/. More than 3,500 troops and 300 equipment units are involved in maneuvers of the Orenburg missile formation, spokesman for the Russian Strategic Missile Forces (RVSN) Colonel Igor Yegorov told TASS on Tuesday.

"In accordance with the plan of the Strategic Missile Forces’ training in the period from March 31 to April 4, 2015 the Orenburg missile formation units are engaged in manoeuvres under the command of RVSN Commander Colonel General Sergey Karakayev," Yegorov said.

According to him, the troops units will drill urgent field deployment in the conditions of an emergency situation. In addition, radiological, chemical and biological defence units will conduct decontamination of the weapons and equipment in the zone of a terrorist attack with the use of toxic agents.

In became known on Monday that a complex inspection was launched in the Orenburg missile formation that will last until April 11. The maneuvers launched on Tuesday that involve, in particular, the Yasny missile formation in full strength, will become its main part.

The Orenburg strategic missile unit is armed with Topol and Voyevoda missiles.

CHINA'S AIR FORCE CONDUCTS EXERCISE BETWEEN TAIWAN AND THE PHILIPPINES

The People’s Liberation Army Air Force carried out a one-day exercise over the Bashi Channel.

On Monday, China’s air force held its first exercise in western Pacific Ocean airspace. As reported by the South China Morning Post, the People’s Liberation Army Air Force (PLAAF) carried out drills in the air over the Bashi Channel, the body of water between Taiwan and the Philippines archipelago, considered the rim of the first island chain. The purpose of the exercise was to  boost the PLAAF’s capability to carry out far-sea operations.

Little is known about the specifics of the exercise. Colonel Shen Jinke, the PLAAF spokesperson who was quoted by a Chinese military news outlet, gave little information about the number of aircraft involved or specific types. The PLA Daily‘s English-language article on the exercise was accompanied by pictures of PLAAF “new-type” strategic bombers, suggesting the exercise could have had a strategic bombing focus.

“Training in the airspace far from China is an effective way for the PLA Air Force to temper its combat capability and also a common practice of world powers’ air forces,” said Col Shen, according to the PLA Daily. To assuage concerns from neighboring states, the report notes that “this training by the PLA Air Force complies with relevant international laws and practices, is not aimed at any country or target and poses no threat to any country or region.”

The exercise is indicative of China’s interest in preparing its military branches for expeditionary and far-sea operations. Traditionally, the People’s Liberation Army has been an insular military force, primarily concerned with the defense of China’s territory from external threats. However, with China’s rise and growing strategic interests in Asia’s near seas, the PLA has focused its efforts on expeditionary readiness. The PLAAF’s recent exercise is but a step in realizing a robust expeditionary capability.

The United States is concerned about the modernization of China’s air force. Last year, the Pentagon’s annual report described the modernization of the PLAAF as “unprecedented in history,” suggesting that China is heavily investing into its air power. “The PLAAF is pursuing modernization on a scale unprecedented in its history and is rapidly closing the gap with Western air forces across a broad spectrum of capabilities including aircraft, command and control (C2), jammers, electronic warfare (EW), and data links,” the Pentagon said in that report.

Other signs of the PLAAF’s growing prominence within the Chinese military include the accession of senior PLAAF airmen into prominent all-PLA leadership roles. Senior PLAAF officers, such as Xu Qiliang, have even ascended to the level of the Central Military Commission, China’s apex military body.

Despite these trends and U.S. acknowledgments of China’s growing air power capabilities, most strategists in the United States continue to read China’s military modernization by focusing on its anti-access/area-denial capabilities (A2/AD). To be sure, China’s A2/AD implementation, as it is perceived by the West, sidelines air power. Air power’s role is more crucial in a protracted conflict across the Taiwan strait.

The exercise is also a reminder that China’s air power extends beyond its immediate borders. Given recent comments by U.S. military leaders calling for joint ASEAN patrols in the South China Sea (and even Japanese air patrols in the region), China has good reason to remind observers of the PLAAF’s reach and capability.

  GUANGZHOU, March 31 (ChinaMil) -- The Chinese People's Armed Police Force (APF) and the Sri Lankan Army kicked off a joint drill codenamed "Silk Road Cooperation-2015" in a comprehensive military training base under the Guangdong Contingent of the Chinese APF on March 29, 2015.

  It is reported that the joint drill is aimed at helping both sides to learn from each other, so as to improve their capabilities of performing duties.

  The contents of the joint drill mainly focus on anti-terrorist skills and tactical trainings. The anti-terrorist skills highlight skills of shooting, capturing and climbing , etc,. And the tactical trainings are mainly composed of operations of searching blocks, rescuing hostages as well as anti-hijacking aircraft and buses, said Su Haihui, deputy director of the Training Department of the Chinese APF.

  It is said that the second phase of the "Silk Road Cooperation-2015" joint drill between China and Sri Lanka is expected to be held in the assault brigade and the special operation brigade of the Sri Lankan Army in late June this year. China will send several special operation teams to Sri Lanka to take part in the second phase of the joint drill.

  BEIJING, March 27 (ChinaMil) -- The Chinese People's Liberation Army (PLA) will perform military missions in the relevant waters of the Bohai Strait and the north of the Yellow Sea from 16:00 of March 27 to 16:00 of April 3, 2015, according to the official website of the Liaoning Maritime Safety Administration (LMSA) of the People’s Republic of China (PRC).

  During the period of time mentioned above, no vessel is allowed to enter the designated maritime areas.

  BEIJING, March 30 (ChinaMil) -- In order to promote its maneuvering combat capability, the Air Force of the Chinese People’s Liberation Army (PLAAF) for the first time organized its aviation troops to go to the airspace above the West Pacific Ocean to carry out military training, Shen Jinke, spokesman of the PLA Air Force, said in south China’s Guangzhou province on March 30, 2015.

  The warplanes of the PLA Air Force flew to the West Pacific for training via the Bashi Channel on March 30 and returned on the same day after finishing the training and achieving the given goal, according to Shen.

  Training in the airspace far from China is an effective way for the PLA Air Force to temper its combat capability and also a common practice of world powers' air forces, Col. Shen said.

  Shen said that the military training in the airspace above the Western Pacific by the PLA Air Force is a routine arrangement of the annual training plan for the PLA Air Force and also a normal requirement of China's national defense construction.

  Shen pointed out that this training by the PLA Air Force complies with relevant international laws and practices, is not aimed at any country or target and poses no threat to any country or region.

 RIGA, March 30 (Xinhua) -- Soldiers from six NATO countries in an ongoing military exercise in Latvia have carried out a drill in which they practiced how to respond to chemical weapons attack, director of the exercise Major Girts Savins said on Monday.


  Latvia, Lithuania, Germany, the United States, Canada and Luxembourg participated this year's Operation Summer Shield XII military exercise, held at Adazi Training Area outside Riga between March 22 to 31.

  During the first phase of the drill, small groups of soldiers practiced using various weapons and defence systems. In the second phase, the troops have been practicing fire control in tactical field exercises.

  According to Savins, it is the first time for units specializing in defence against weapons of mass destruction to take part in the exercise.

  "These units practice fixing equipment and troops after chemical or nuclear attacks. Soldiers from Luxembourg arrived with systems to prepare water for all participants of the exercise," said Savins.

  Latvian Chief of Defence Major General Raimonds Graube told the press that the ongoing exercise had been a very important one as troops had been learning to treat contaminated water and to respond to chemical attacks.

  More than 1,100 soldiers from the six countries participated this year's Operation Summer Shield exercise, which is a air-sea-land drill.
  Latvis has been hosting the exercise since 2004.

  BRUSSELS, March 30 (Xinhua) -- NATO head Jens Stoltenberg said on Monday that he is "a strong supporter of closer cooperation between the European Union and NATO" and that more can be achieved "if we work more closely together."

  While addressing the European Parliament's Foreign Affairs Committee and Sub-Committee on Security and Defence, Stoltenberg outlined three areas where he sees great potential for increased cooperation between NATO and the EU.

  The first area is "building resilience together, by strengthening our defense in facing new threats such as for instance hybrid warfare." The second is "building resilience together with our neighbors, in the east and the south." The third is "defense investment."

  Stoltenberg pointed out that the EU and NATO "are two different organizations with different tasks and different responsibilities, but we have also very much in common. We are two organizations which share the same values and the same security environment and are facing the same challenges and the same threats."

  Stoltenberg said the two blocs are living in a time where fundamental changes are taking place in the current security environment.

  "We see new threats and new challenges. We see them emanating from the east as a consequence of the behavior of a more assertive Russia ... and from the south, in the Middle East and North Africa, through turmoil, barbaric violence, and ISIL terrorist activities close to our borders," the NATO head said.

  UNITED NATIONS, March 26 (Xinhua) -- UN Secretary-General Ban Ki-moon will open the first-ever Chiefs of Defense Conference at the UN Economic and Social Council (ECOSOC) Chamber on Friday to discuss the UN peacekeeping, a UN spokesman told reporters here Thursday.

  "The event will gather chiefs of defense and senior military officials from more than 100 member states to discuss issues central to UN peacekeeping," deputy UN spokesman Farhan Haq said at a daily news briefing here.

  "This historic conference is part of a wider process of engagement with Member States to expand the peacekeeping partnership and promote effective and efficient implementation of complex mission mandates," he said.

  Closing remarks will be delivered by the deputy UN secretary- general, Jan Eliasson, and the UN under-secretary-general for peacekeeping operations, Herve Ladsous, he added.

Une unité opérationnelle des forces armées russes a mené des exercices antiterroristes en Transnistrie, a annoncé mardi le service de presse du District militaire de l'Ouest.

Selon le scénario des exercices, un groupe d'"extrémistes" a tenté de perpétrer des attentats terroristes et de prendre des otages dans la base de l'unité militaire.

"Les forces antiterroristes ont repoussé l'attaque, empêchant les assaillants de réaliser leurs plans", indique le service de presse.

Dans le même temps, les Forces aériennes russes et des unités de défense antiaérienne du district militaire de l'Est ont repoussé une attaque d'un ennemi fictif impliquant des avions et des hélicoptères de combat équipés de missiles de croisière.

"Plus de 30 cibles aérodynamiques imitant des missiles de croisière et des avions de l'ennemi ont été détruites", a annoncé le service de presse du district militaire.

NORFOLK (NNS) -- The Military Sealift Command hospital ship USNS Comfort (T-AH 20) departed Norfolk, Virginia, April 1 for a six-month deployment in support of Continuing Promise 2015 (CP-15).

CP-15 is a collaborative effort that affords the opportunity to work alongside partner nation and civilian experts, promoting the commitment and shared interests within the region of Central America, South America and the Caribbean.

"Continuing Promise 2015 will enable us to strengthen ties in support of our enduring partnerships with the people of Central America, South America and the Caribbean - a partnership that will enhance our shared values, interests, and commitment to unity, security and stability within the region," said Capt. Sam Hancock, mission commander for CP-15.

CP-15 personnel will be working alongside partner nations and non-government organizations (NGOs) to conduct civil-military operations including humanitarian assistance, providing medical, dental and veterinary care as well as engineering support and subject matter expert exchanges (SMEEs) to foster goodwill and build enhanced partnership capabilities.

Comfort is scheduled to conduct mission stops in Belize, Colombia, Dominica, Dominican Republic, El Salvador, Guatemala, Haiti, Honduras, Jamaica, Nicaragua and Panama.

"Some of the events that are currently planned include: medical sites established at host nation stadiums, hospitals and clinics; subject matter expert exchanges at various medical centers and aboard USNS Comfort; and engineering projects at schools and medical clinics." said Hancock.

Currently, personnel anticipate serving more than 130,000 patients and conducting more than 800 SMEEs that will cover medical, veterinary, engineering and environmental health topics; in addition to more than 20 engineering and building site projects that are scheduled to take place.

Building on relationships created in previous year's missions, CP-15 participants will work together to increase the capacities of countries and communities to provide for themselves.

This is the seventh CP mission conducted under the guidance of U.S. Naval Forces Southern Command/U.S.4th Fleet (USNAVSO/FOURTHFLT). Comfort served as the hospital ship in 2007, 2009 and 2011.

Continuing Promise 2015 is a U.S. Southern Command-sponsored and U.S. Naval Forces Southern Command/U.S. 4th Fleet -conducted deployment to conduct civil-military operations including humanitarian-civil assistance, subject matter expert exchanges, medical, dental, veterinary and engineering support and disaster response to partner nations and to show U.S. Support and commitment to Central and South America and the Caribbean.

NORFOLK (NNS) -- The aircraft carrier USS George H.W. Bush (CVN 77) departed its homeport of Norfolk to support carrier qualification (CQ) operations for members of the Harry S. Truman Carrier Strike Group and Carrier Air Wing (CVW) 7, in the Atlantic Ocean, April 1.

"This is what the Navy is all about," said USS George H.W. Bush Command Master Chief David Carter. "Going underway keeps us all sharp and up to date. In the Navy we strive to be 'always ready,' and the only way to guarantee that is by training at sea."

During the underway period, Sailors will conduct flight operations and train on all aspects of shipboard life and warfare at sea.

"We'll be training squadrons from CVW 7," said Operations Specialist 2nd Class Savannah Stewart, currently stationed on board George H.W. Bush. "Truman is in the yards right now, so George H.W. Bush will be helping out by training a few of their squadrons."

The underway will include various shipboard training evolutions for each department. George H.W. Bush will be receiving Strike Fighter Squadron (VFA) 146, the Blue Diamonds, and VFA-34, the Blue Blasters, to conduct flight operations.

"CQs help keep Sailors battle ready," said Stewart. "Some Sailors come to squadrons in between deployments and might not get a lot of sea time before their next scheduled deployment."

George H. W. Bush is currently underway conducting training exercises in the Atlantic Ocean.

More than 20 jihadist groups have pledged their allegiance to the Islamic State movement and 10 others have voiced their support for the extremist organisation, according to US monitoring body IntelCenter.

A list published by the centre which monitors extremist groups shows these 31 organisations are dotted across the world in an arc going from Algeria in the west to Indonesia in the east.

Abu Bakr al-Baghdadi, the head of IS which controls swathes of Syria and Iraq, proclaimed the establishment of an "Islamic caliphate" at the end of June last year after his fighters captured the Iraqi city of Mosul, asking all Muslims around the world to swear allegiance to him.

A jihadist group in Algeria, another in Egypt's restive Sinai Peninsula, and one in Lebanon immediately pledged their allegiance to the new chief, followed over the next weeks and months by 18 other movements including Boko Haram in Nigeria -- taking the total so far to 21.

Ten other groups have voiced their support for IS, without pledging formal allegiance, IntelCenter said.

These 31 groups are very different in size and importance -- some meticulously structured with hundreds and even thousands of fighters, others barely existing or break-aways from known jihadist movements, experts say.

Yemen's foreign minister called Wednesday for a Saudi-led military coalition targeting Shiite rebels in his country to send ground troops.

"Yes I'm calling for this (ground forces) because I think at some stage air strikes will be ineffective," Riyadh Yassin told AFP during an interview in the Saudi capital, where he has taken refuge along with President Abedrabbo Mansour Hadi.

His appeal coincided with warnings from aid groups about a brewing humanitarian crisis and civilian casualties in Yemen, where the coalition began air strikes a week ago.

Yassin said ground forces would cause "less civilian casualties" but added the main reason he proposes a land operation is to enable aid deliveries.

"I am suggesting to start as soon as possible," he added.

"We don't have a safe place from where they can operate," he said of the aid groups.

On Tuesday the Saudi-led coalition's spokesman, Brigadier General Ahmed Assiri, said that "so far there is no need for land intervention" in Yemen but the need might arise "at any time".

A Western diplomatic source on Wednesday said that a land offensive would be "very, very complicated and difficult", partly because it would have to pass mountainous terrain in the country's north, with which the Huthi rebels are highly familiar.

The source ruled out a seaborne landing because the coalition lacks amphibious forces.

But the foreign minister said troops could come in from the south, around the port city of Aden, which would be relatively easy to secure and could become a safe haven for humanitarian operations.

Aid agencies said on Tuesday they could not get assistance into Yemen.

The closure of the country's international airports and restrictions on seaports are hampering delivery, Doctors Without Borders said.

Assiri said all kinds of assistance for Yemen's needy are welcome but the movement of aid needs to be coordinated with the military "to make sure that we don't have any mistakes or any misunderstandings concerning the movement in the ports or airports or through the Saudi border."

Since Friday at least 93 civilians have been killed and 364 wounded in the conflict, the UN human rights office says.

- Iran 'behind all this' -

Amnesty International accused the coalition of "turning a blind eye" to civilian deaths but Assiri said "the coalition takes all care" to avoid hurting the innocent.

"I'm very, very concerned" about the civilian impact, Yassin said, adding that any blame should lie with the Huthis, former president Ali Abdullah Saleh and Iran.

Sunni-majority Saudi Arabia accuses Shiite-dominated Iran of backing the Huthis, who seized power in Yemen's capital Sanaa in February, forcing Hadi to flee to Aden.

He arrived in Riyadh last week after the rebels advanced on Aden, raising Saudi fears they would seize the entire country and take it into Iran's orbit.

"Iran is the one who is behind all this," Yassin said, alleging Tehran wants "to threaten the GCC countries" which include Saudi Arabia and five other Gulf states, while seeking control of the strategic Bab al-Mandab strait and maritime traffic in the area.

The diplomatic source says Saudi Arabia has exaggerated Iranian influence on the militia.

"I think Iran is helping the Huthis but it has limited influence, political influence on the Huthis," the source said.

Tehran has accused Saudi Arabia of an "attack" on Yemen.

Seated in front of a model of traditional Yemeni houses, with a portrait of Hadi above him, Yassin said there can be no negotiations until the "legitimate government" can return to Yemen, Huthis hand over their weapons, and they become a purely political group.

"We are fighting rebels, militia," he said. "They are... like ISIS," he said, referring to the Islamic State jihadist group that has seized swathes of territory in Syria and Iraq.

"Nobody will negotiate with ISIS."

Yassin said the Huthis hold "maybe only 30 percent" of Yemeni territory, concentrated in major cities.

"More than 90 percent of the people of Yemen are with us," he said.

A new interoperable, scalable and ad hoc network for ground-air military communications is being unveiled by Rockwell Collins.

The system -- TruNet -- makes its debut this week at the U.S. Army's Global Force Symposium and Exhibition in Huntsville, Ala., and will be introduced internationally at a defense ned security exhibition in Brazil in mid-April.

"Rockwell Collins, with its product depth and experience across ground and air domains, is uniquely qualified to provide an integrated ground-air network," said Mike Jones, vice president and general manager of Communication and Navigation Products for Rockwell Collins. "All technical products that are part of the TruNet network run the exact same waveforms and capabilities and have the potential to support Joint Services and Coalition forces, enabling them to plug and play and work seamlessly together."

TruNet, which allows troops to talk with each other, no matter their location in the air or on land, has three major components: Rockwell Collins' airborne radio and ground radio systems and advanced handheld technology from Thales.

The three major components of TruNet are the Rockwell Collins Airborne Radio (AR) and Ground Radio (GR) Series, along with advanced handheld technology from the company's alliance partner, Thales, a global technology leader in aerospace, defense, security, transportation and space and an expert in delivering mission-critical communication systems.

Rockwell Collins' AR radio is a new software defined system developed from the company's ARC-210/Talon radio.

"The TruNet solution delivers mission critical capability, relying on proven performance required by advanced warfighters," Rockwell Collins said. "The SDRs provide multiple waveforms, both narrow and wideband, high speed, mobile ad hoc networked communications, point-to-point data, voice and next-generation SATCOM capabilities."

Iranian-backed Houthi rebels are now in control of the central Crater district in the key Yemeni port city of Aden despite a seventh consecutive day of bombing raids by the Saudi-led coalition which is keen on preventing the city from falling. Aden is the second largest city in the country with a population of some 800,000 and as noted by The Guardian, is “the last major holdout of fighters loyal to the Saudi-backed President Abd Rabbu Mansour Hadi.” Residents have reported the presence of tanks, sniper fire, and patrolling Houthi fighters as the militia moves closer to exerting complete control over the city.

Residents of Aden’s central Crater district said Houthi fighters and their allies were in control of the neighbourhood by midday on Thursday, deploying tanks and foot patrols through its otherwise empty streets after heavy fighting in the morning.
 
It was the first time fighting on the ground had reached so deeply into central Aden. Crater is home to the local branch of Yemen’s central bank and many commercial businesses.
 
“People are afraid and terrified by the bombardment,” one resident, Farouq Abdu, told Reuters by telephone from Crater. “No one is on the streets - it’s like a curfew“.
 
Another resident said Houthi snipers had deployed on the mountain overlooking Crater and were firing on the streets below. Several houses were on fire after being struck by rockets, and messages relayed on loudspeakers urged residents to move out to safer parts of the city, he said.







As you can see from the map above, the local branch of Yemen's central bank is located in the area, which suggests the Houthis (and, as you'll see below, Al Qaeda) may be playing for a repeat of what occurred just 9 months ago when jihadis seized $400 million from the Mosul central bank in Iraq making ISIS the best funded islamic fundamentalist force in the world. Of course the tragically ridiculous part of the whole story is that the Houthi advance is very likely being aided by some of the $500 million worth of weapons the US "misplaced" in the country so in short, US-armed, Iranian-backed rebels have now overthrown a US puppet government, fought their way into the last important city still loosely under coalition control, and are now operating a few blocks from a branch of the Yemeni central bank.

The Crater district is also home to more than 75,000 Yemenis meaning the risk of civilian casualties from aerial bombardment is cause for concern and could make it more difficult for the Saudi raids to be effective especially given some ambiguity about who was ultimately responsible for the death of some 40 civilians at a refugee camp earlier this week. Meanwhile, there were reports on Thursday morning that foreign troops had arrived in the city creating speculation that a Saudi ground incursion had begun. Interestingly the unidentified foreign troops turned out to be Chinese soldiers. Here's more from RT:

The deeper the Houthis entrench themselves in densely populated areas, the greater the likelihood that ground troops will be necessary to expel them. The fighting in Aden comes as the conflict claimed its first Saudi soldier when border troops came under attack overnight:

Meanwhile, Saudi Arabia said one of its guards along the border with Yemen was killed Wednesday night. It was the first known Saudi casualty since the airstrikes started.
 
A border post in the Asir region came under heavy fire from a mountainous area inside Yemen, followed by cross-border skirmishes, according to the official Saudi Press Agency. Along with the Saudi guard who was killed, 10 other border guards were wounded, SPA said.

The 2 a.m. attack on the eastern city, an important seaport, was a new setback for Saudi-backed government forces already fighting an uprising by Iranian-linked Houthi rebels. Al Qaeda’s incursion into al Mukalla was the latest sign that the extremist group is exploiting Yemen’s sectarian strife.
 
Until Thursday, al Makalla had been one of the few large Yemeni cities still controlled by government and tribal forces supportive of exiled President Abed Rabbo Mansour Hadi.
 
Abdullah al Sharafi, a Yemeni defense ministry official, said about one-third of those freed in Thursday’s prison break were AQAP militants. Among them, he said, was Khaled Batarfi, who was AQAP’s leader in the southern province of Abyan until his arrest in 2011 and served in the organization’s Shariah council, which provides religious direction.
 
Extremist groups such as AQAP and Afghanistan’s Taliban have typically used prison breaks to free their own foot soldiers and force more secular inmates, detained for petty crimes, to join their ranks.
 
“Al Qaeda needs to recruit and [there’s] no better way to recruit from prison,” Mr. Sharafi said. “A few of the escapees were senior al Qaeda leaders, but among those who escaped were dozens of al Qaeda fighters and loyalists.”
 
In addition to the prison, AQAP overran key government offices, including the central bank, likely plundering its cash reserves, officials said.


Between the first Saudi casualty, the unfolding humanitarian crisis, the logistical difficulties inherent in carrying out bombing raids on heavily populated areas, the rebel advance on military installations near the Bab el-Mandeb, and finally, with militants set to raid the country's cash, it may become increasingly difficult for the Saudi-led coalition to support an assertion that air raids alone will be enough to debilitate the Houthis and bring the situation under control.

(NaturalNews) A U.S. military exercise involving hundreds of special operations forces including Navy SEALs and Army Green Berets that is set to kick off in a number of states around the country and focus on the South and Southwest is prompting a number of patriot organizations to man up and launch what they describe as a massive "counter surveillance exercise."

In response to these covert domestic military exercises, activists have launched a Facebook page titled "Counter Jade Helm Exercises" that is hosted by Pete Lanteri, former president of Icon Tactical Industries.

"Since the military wants to infiltrate our towns for practice, then We the Patriots should use this as a counter surveillance exercise!!"
states the page's description. "I'm calling on Militias and other Patriot groups to counter this exercise with surveillance of the military's attempt to infiltrate US towns!" Citizens concerned with increased domestic military activity can join the Facebook group to get involved in the counter-surveillance exercises and help safeguard our liberties.

A Department of Defense PowerPoint presentation posted online describing Jade Helm says that about 1,200 exercise participants will engage in eight-week "unconventional warfare" training with local officials.

"JH is a challenging eight-week joint military and interagency (IA) Unconventional Warfare (UW) exercise conducted throughout Texas, New Mexico, Arizona, California, Nevada, Utah and Colorado," says the PowerPoint proposal, adding that its aim is "to improve the Special Operations Forces' UW capability as part of the National Security Strategy."

The presentation describes the exercises as "Realistic Military Training," which it defines as taking place outside a federal military base or other federally owned property and being "designed to ensure proper coordinate between DOD [Department of Defense] and local and regional authorities." The exercise is scheduled to run from July 15 to September 15.

In addition to SEALs and Green Beret troops, other forces involved in the exercises include U.S. Air Force Special Operations Command, USMC Special Operations Command, USMC Expeditionary Units and elements of the 82nd Airborne Division.

Increased military activity on the ground and in the air

A Facebook post from a 2012 GOP congressional candidate from Georgia, Greg Pallen, says he has information from "a reliable, well-connected inside source" that "militias are on high-alert" over the exercise.

Pallen's post also included a Jason A video discussing the exercise as a possible prelude to martial law, given that the troops are special ops forces, not just regular forces, and that they will be operating among the civilian population, at times wearing civilian clothing so they can mesh with locals, rather than on a military base.

Training for unrest in America?

For its part, the military says the exercise is necessary because the special operations forces need to train amid a changing threat environment. The concern by some is that the special ops troops are focusing on a changing American threat environment, given that some of the states involved in the training, like Texas, New Mexico and Utah, are deemed "hostile."

Also, it's important to note that, in preparing for Iraq and Afghanistan, U.S. forces trained with actors who pretended to be Iraqi and Afghani nationals; in some cases, actual nationals from those countries who had been hired by the Defense Department to assist in the training were used.

In addition, as noted by the Jason A video, so-called "urban" training by U.S. military aviation and ground forces has been increasing over the past several months. In some scenes, military Blackhawk helicopters can be seen landing in an urban environment, as if dropping off/picking up forces. Also, mock internments of citizens are being rehearsed.

In the video, it is unclear whether the military units involved are regular active duty forces or state National Guard units, the latter of which are often seen on civilian highways and in the sky.

The United States, Iran and five other world powers say they have reached an understanding that will lead to a comprehensive nuclear agreement within three months.

Reading out a joint statement on Thursday evening, EU foreign policy chief Federica Mogherini said a "decisive step" has been achieved.

The agreement, announced in the Swiss city of Lausanne on Thursday, will curb Iran's nuclear capacities by reducing its enrichment capacity and end most sanctions imposed on the country because of its programme.

Foreign Minister Javad Zarif welcomed the agreement as he read out the same statement in the news conference. He described the deal as a "win-win" agreement.

US President Barack Obama said the US and its allies had "reached a historic understanding with Iran, which if implemented will prevent Iran from obtaining a nuclear weapon."

Obama said the deal was a "long time coming" and added it would not be based on trust but on independent verification of Iran's commitments.
'Solid foundation'

US Secretary of State John Kerry said the agreement in Lausanne was a "solid foundation for a good deal".

Al Jazeera's James Bays, reporting from Lausanne, said that US diplomats still faced the challenge of convincing opposition Republican dissenters in Congress, and its strongest ally, Israel, that the deal was sufficient.

"There are a lot of places where this deal will not be accepted and one of those is Israel," Bays said.

Obama said his security officials would be working with Israel and Arab states, including Saudi Arabia, to make sure their concerns are addressed.

The deal will limit Iran's nuclear activity to the Natanz plant and reduce the number of centrifuges it operates from 19,000 today to just over 6,104.

Iran has also agreed to not build any new facilities for the purpose of enriching uranium for 15 years.

Zarif said the countries had agreed an elaborate mechanism if any of the parties to the agreement "returned to old practices" and reneged on their obligations.

"We will not allow excuses that will allow a return to the old system," Zarif said.

Mogherini said the seven nations would now start writing the text of a final accord.

She cited several agreed-upon restrictions on Iran's enrichment of material that can be used either for energy production or in nuclear warheads. She said Iran will not produce weapons-grade plutonium.

Phased approach

Iran's commitments on limiting domestic enrichment capacity will last ten years, with additional aspects of its programme, such as limitations on the amount of enriched uranium stockpiles it can hold, will last 15 years.

The lifting of sanctions placed on Iran will follow verification by the Un nuclear watchdog, IAEA, that it has met the obligations placed on it in the agreement.

The US, Britain, France, Germany, Russia and China have negotiated with Tehran for years to prevent it from acquiring the means to develop a nuclear bomb.

Tehran had insisted on the lifting of international sanctions that have crippled its economy, while preserving what it views as its right to nuclear technology for peaceful purposes.

LAUSANNE, Switzerland — Just hours after the announcement of what the United States characterized as a historic agreement with Iran over its nuclear program, the country’s leading negotiator lashed out at the Obama administration for lying about the details of a tentative framework.

Iranian Foreign Minister Javad Zarif accused the Obama administration of misleading the American people and Congress in a fact sheet it released following the culmination of negotiations with the Islamic Republic.

Zarif bragged in an earlier press conference with reporters that the United States had tentatively agreed to let it continue the enrichment of uranium, the key component in a nuclear bomb, as well as key nuclear research.

Zarif additionally said Iran would have all nuclear-related sanctions lifted once a final deal is signed and that the country would not be forced to shut down any of its currently operating nuclear installations.

Following a subsequent press conference by Secretary of State John Kerry—and release of a administration fact sheet on Iranian concessions—Zarif lashed out on Twitter over what he dubbed lies.

“The solutions are good for all, as they stand,” he tweeted. “There is no need to spin using ‘fact sheets’ so early on.”

Zarif went on to push back against claims by Kerry that the sanctions relief would be implemented in a phased fashion—and only after Iran verifies that it is not conducting any work on the nuclear weapons front.

Zarif, echoing previous comments, said the United States has promised an immediate termination of sanctions.

Iran/5+1 Statement: ‘US will cease the application of ALL nuclear-related secondary economic and financial sanctions.’ Is this gradual?” he wrote on Twitter.

He then suggested a correction: “Iran/P5+1 Statement: ‘The EU will TERMINATE the implementation of ALL nuclear-related economic and financial sanctions’. How about this?”

The pushback from Iran’s chief diplomat follows a pattern of similar accusations by senior Iranian political figures after the announcement of previous agreements.

Following the signing of an interim agreement with Iran aimed at scaling back its nuclear work, Iran accused the United States of lying about details of the agreement.

On Thursday evening, Zarif told reporters the latest agreement allows Iran to keep operating its nuclear program.

“None of those measures” that will move to scale back Iran’s program “include closing any of our facilities,” Zarif said. “We will continue enriching; we will continue research and development.”

“Our heavy water reactor will be modernized and we will continue the Fordow facility,” Zarif said. “We will have centrifuges installed in Fordow, but not enriching.”

The move to allow Iran to keep centrifuges at Fordow, a controversial onetime military site, has elicited concern that Tehran could ramp up its nuclear work with ease.

Zarif said that once a final agreement is made, “all U.S. nuclear related secondary sanctions will be terminated,” he said. “This, I think, would be a major step forward.”

Zarif also revealed that Iran will be allowed to sell “enriched uranium” in the international market place and will be “hopefully making some money” from it.

In a phone conversation with Obama, Netanyahu said that the emerging deal "would threaten the survival of Israel" [Reuters]

Israel's security cabinet is united in its opposition to the framework deal reached between world powers and Iran, Prime Minister Benjamin Netanyahu's office said in a statement issued following a special meeting.

Local media reported that Netanyahu had called a meeting of his security cabinet, including ministers, as well as senior officials from Israel's security services on Friday, after expressing his "vehement" opposition to the deal.

The outline agreement aimed at curbing Iran's nuclear drive was clinched on Thursday after marathon talks in Switzerland, and marks a major breakthrough in a 12-year standoff between Iran and western countries, which have long suspected Tehran of seeking to build an atomic bomb.

Reading out a joint statement on Thursday evening, EU foreign policy chief Federica Mogherini said a "decisive step" had been achieved.

"This is a crucial decision laying the agreed basis for the final text of joint comprehensive plan of action. We can now start drafting the text and annexes," said Mogherini, who has acted as a coordinator for the six powers - Britain, China, France, Germany, Russia and the United States.

Iranian Foreign Minister Mohammad Javad Zarif called it a "win-win outcome", while US President Barack Obama hailed the deal as a moment that the US and its allies had "reached a historic understanding with Iran".

But Al Jazeera's James Bays, reporting from Lausanne where the deal was struck, said that US diplomats still faced the challenge of convincing opposition Republican dissenters in Congress, and its ally Israel that the deal was sufficient.

Israel responds

Israel has argued relentlessly against such a deal and Netanyahu said on Thursday that an agreement would have to "significantly roll back Iran's nuclear capabilities".

In a phone conversation with Obama, Netanyahu said that a final deal based on this agreement "would threaten the survival of Israel", while the prime minister's spokesperson Mark Regev quoted the premier as saying that the emerging deal "would not block Iran's path to the bomb. It would pave it".

But Obama said that the issues at stake are "bigger than politics".

"These are matters of war and peace," he said, and if the Republican party-controlled Congress kills the agreement "international unity will collapse, and the path to conflict will widen".

Netanyahu echoes Obama's concern but conversely. "[The emerging deal] would increase the risks of nuclear proliferation and the risks of a horrific war," Regev quoted him as saying.

Repeating previous Israeli warnings, Intelligence Minister Yuval Steinitz said on Thursday that all options were open. "If we have no choice, we have no choice... the military option is on the table," he said.

Israel is the Middle East's sole, albeit unacknowledged, nuclear power.

Yossi Kuperwasser, until recently the director general of Israel's strategic affairs ministry, said Netanyahu would be seeking to keep up pressure right up until a final accord, which is due to be drafted by the end of June, AFP news agency reported.

He's keeping sanctions in regard to human rights violations and funding of groups the US considers to be terrorists. The critics have said easing sanctions will give Iran more money to fund groups like Hezbollah.

The biggest complaint from critics is that this only limits Iran for 10-15 years. The president made sure to say in his speech that Iran is a signatory to the NPT so that means they will never get a nuclear bomb.

The president has the public on his side. Polls show the majority of Americans want a diplomatic solution. He is going to fight Congress by making the case to the American people if they vote down the deal they are voting for war.

ATLANTIC OCEAN (NNS) -- The Commodore and his staff are getting used to this.

Heading across the Atlantic Ocean to participate in their third straight Exercise Joint Warrior in Scotland, Commodore Brian Fort, commander, Destroyer Squadron (DESRON) 26, and his staff know what it takes to execute a multinational exercise in a NATO environment.

Since his first tour as a division officer aboard the guided-missile cruiser USS Bainbridge (CGN 25), deploying with Standing Naval Forces Atlantic, Fort has worked alongside European forces many times over the course of his career. He deployed with Standing NATO Maritime Group 2 in command of the guided-missile destroyer USS Gonzalez (DDG 66), served as an instructor with the Royal Navy for two years at the Britannia Royal Naval College and is now heading to Faslane to participate in his third straight Joint Warrior with DESRON 26.

Many of his DESRON staff members have similar military experience. In addition to the recent Joint Warrior experience of more than half of the current DESRON staff, Lt. Cmdr. Scott Van Nest, the DESRON 26 operations officer, has served at the NATO Headquarters in Northwood, U.K., as well as on a United Nations mission for six months in Liberia. Senior Chief Sonar Technician (Surface) Chris McGrath, the squadron's senior sonar technician, is embarking on his fifth Joint Warrior.

Fort said the team he's bringing to Scotland is as good as they come.

"My DESRON staff is amazing," Fort said. "They have had a lot of experience working with NATO. We understand how they do business; we understand how the Royal Navy does business.

"When we designed our first preparation, the first training plan last spring for the ships we brought over, we built that off of personal experience, and we felt we were close to target. We improved upon that last fall, and this time we're focused on exactly what we found to be successful last time around."

Twice a year, nations converge on Faslane to commence Joint Warrior, a United Kingdom-led training exercise designed to provide NATO and allied forces with a unique multi-warfare environment in which to prepare for global operations.

With more than 50 ships representing 15 countries participating, the latest exercise, scheduled to begin in early April and run for two weeks, will be the largest Joint Warrior to date.

The U.S. Navy contingent will once again be led by DESRON 26, leading the guided-missile cruiser USS Anzio (CG 68) and the guided-missile destroyer USS Porter (DDG 78) to Scotland. The guided-missile cruiser USS Vicksburg (CG 69), the guided-missile destroyer USS Donald Cook (DDG 75), the dry cargo and ammunition ship USNS Medgar Evers (T-AKE 13) and elements from Commander, Patrol and Reconnaissance Wing (CPRW) 11 and Helicopter Maritime Strike Squadron (HSM) 48 will also participate in the exercise.

In addition to U.S. and U.K. forces, Joint Warrior will include air, sea and ground assets from Belgium, Canada, Denmark, Finland, France, Germany, Netherlands, Norway, Poland, Portugal, Spain, Sweden and Turkey.

On both Porter and Anzio, the ships' manning was augmented with additional personnel to gain experience participating in the exercise. When Anzio left Norfolk for Joint Warrior, she left with nearly every rack full, embarked with nearly 70 extra crew members from 14 commands, including the DESRON 26 staff. Porter, too, had additional augments when she departed her homeport of Norfolk, Virginia, for Scotland-headed ultimately for her new homeport in Rota, Spain.

Fort said the two weeks the ships spend transiting the Atlantic are when the exercise truly begins.

"When we were assigned for Joint Warrior 14-1 in the spring of 2014, we made sure it was clear that we were going to use the transit as a period of preparation and final training to ensure we would be exercise-ready on arrival in Faslane. As a squadron, we take a lot of pride-both personal and professional-in getting these ships ready for Joint Warrior."

Anzio is near completion of her basic phase-the first post-maintenance period certification phase a ship is required to complete in order to eventually be considered fully deployable. Porter, complete with her integrated phase of training, also participated Task Force Exercise (TFEX) 15-2 in February, a multinational exercise between DESRON 26 and the Royal Canadian Navy.

Van Nest said both ships will benefit greatly from the multinational training experience working with multiple ships in an international setting.

"The opportunity for these ships to work on the basics, to operate with other ships in close proximity to one another, to have to depend on one another for support-just those day-to-day basics-is phenomenally important to prepare for deployed operations," Van Nest said.

During the transit, Anzio and Porter have conducted daily divisional tactics (DIVTACS) ship handling and maneuverability training, run a variety of weapons readiness drills including no-notice weapons firings, tested and improved their communications systems, conducted helicopter flight operations and practiced signal bridge and boat operations.

By the time the ships arrive in Scotland, Fort expects Anzio and Porter Sailors to be able to take what they've learned in their shipboard training and apply it during each phase and scenario within the exercise. He also expects them to succeed because of the lessons they're learning now about building relationships with their shipmates, lessons they will be able to apply when working side-by-side with personnel from 14 other nations.

"Relationships matter," Fort said. "They build the foundation for how you're going to be able to function together as a team and help you establish a battle rhythm."

McGrath said getting into a battle rhythm with shipmates helps Sailors build proficiencies, and adjusting to the NATO battle rhythm will pose new and different challenges.

"We will drill on routines every day; we train to the capability we know these ships will be required to demonstrate," McGrath said. "How they handle that on a daily basis, as part of a battle rhythm, will really determine how well they're doing."

Fort said the Sailors will also get an additional benefit from participating in Joint Warrior: a story they can tell for the rest of their lives.

"Any time you look at a photo from an international exercise, and you see 20, 30 ships in the photo, those Sailors are forever able to point to those images and say, 'Look at that. I was there,'" Fort said.

"That's a pretty cool thing to be able to do. These guys are going to be able to look back and say that not only did they participate in the biggest Joint Warrior on record-a really significant exercise-but also that they did so at a time when it's particularly valuable and important for us to work together with NATO and our allies to practice our procedures, operate as a coalition, operate as one force.

"The opportunity for all of us to operate together in a challenging maritime environment shows the commitment our nations have to our navies and to each other. I think we'll look back on this, at the scope of it, and say, 'Wow, now that was an amazing exercise.'"

One of the biggest stories for years in the alternative media was the mysterious and foreboding purchase by Homeland Security of more than 1.6 billion rounds of ammunition.

Thanks to coverage on prominent sites like DrudgeReport, the story reached into mainstream media, prompting official spin and downplaying of the purchase.

Now, a new Homeland Security purchase order listed on FedBizOpps also raises an eyebrow or two, given the heated and divided political and social climate at hand.

A request for “less lethal specialty munitions” for use by Homeland Security dated March 23, 2015 reads:

U.S. Customs and Border Protection (CBP) intends to solicit responses to Request for Information (RFI) 20082225-JTC for Less Lethal Specialty Munitions (LLSM) for use by the Department of Homeland Security (DHS). CBP is interested in incorporating commercial and industry practices that support this type of procurement. To accomplish this, CBP intends to make industry a partner in all facets of the acquisition process, specifically by considering existing market capabilities, strengths and weaknesses for the acquisition of this commodity.

Over the course of 9 pages (PDF), the technical requirements call for an arsenal of specialized weaponry for training and deployment against crowds.

On top of a wide range of gas and chemical grenades, rubber bullets and other riot rounds, the purchase calls for “controlled noise and light distraction devices,” including flash bangs which set off a 175 dB sound with 6 – 8 million candelas light bursts in 10 milliseconds.

So why are the Feds prepping to take on crowds?

Officially, the request is put through Customs and Border Patrol, a subset of the Department of Homeland Security, but it is unlikely that the equipment will be used to protect the border and keep out illegal aliens. But the riot gear and crowd control devices have many potential uses.

Perhaps, the equipment for use in instances like last year, when protesters in Murrieta confronted Customs and Border Patrol agents and blocked buses carrying a wave of illegal immigrants from Central America?

The American mainstream media, who are overwhelmingly Democratic and always support President Obama no matter what he does, have stayed in line by endorsing the deal, calling it “historic” or “a great victory for Obama’s legacy.”

However, the more conservative New York Post hired a Farsi expert to compare the Farsi version of the agreement, published by Iran, versus the English version of the agreement, published by the White House, and found some significant differences. Indeed, it is clear from the two text versions that the claims of complete agreement between Iran and the West are simply not true.
  • The Iranian text uses different verb forms when describing Western and Iranian commitments. For example, the Iranian commitment, “The nuclear facilities at Fordow shall be developed into a center for nuclear research and advanced Physics” is written in the passive voice without specifying any time frame. But the Persian text uses a very aggressive active verb mood for Western commitments: “The United Nations shall abrogate its previous resolutions while the United States and the European Union will immediately lift sanctions [imposed on] financial, banking, insurance, investment and all services related to oil, gas, petrochemicals and car industry.”
  • In some cases, the two texts directly contradict each other. The American statement claims that Iran has agreed not to use advanced centrifuges, each of which could do the work of 10 old ones. The Iranian text, however, says that “on the basis of solutions found, work on advanced centrifuges shall continue on the basis of a 10-year plan.”
To use the old joke, this is actually déjà vu all over again. There was an interim nuclear agreement that Iran signed with the West in November 2013 that had similar problems. The full text of that agreement has never been published. U.S. Secretary of State John Kerry said that, under the agreement, Iran had no right to enrich uranium, while Iran’s foreign minister Mohammad Javad Zarif gloated that Iran had preserved its right to enrich uranium. The White House published a “summary,” but Iran completely rejected the White House summary as “not true.” Then, in January 2014, Iran disclosed that there was a secret side agreement to the nuclear agreement. The White House first confirmed this, saying that the side agreement would be made public, and then denied that there was a secret side agreement.

So it appears that we are starting off with the same kinds of lies and deceptions that were part of the 2013 interim agreement.

There is another thing bothering me. During his “mission accomplished” televised victory press conference earlier this week after the deal was announced, President Obama referred to a fatwa supposedly issued by Iran’s Supreme Leader Ayatollah Seyed Ali Khamenei that Iran’s nuclear program is entirely peaceful, and that forbids the development of nuclear weapons. The fatwa supposedly says, “the production, stockpiling and use of nuclear weapons are forbidden under Islam and that the Islamic Republic of Iran shall never acquire these weapons.”

The problem is that nobody has ever seen this fatwa, because it does not exist, according to a number of Iranian and Arab writers have researched the issue. “18-Mar-14 World View — Does Iran’s anti-nuclear fatwa really exist, as claimed?”

So the question is: Why did Obama refer to this nonexistent fatwa? Is he simply lying because he can always get away with lying? Does he think the reporters in the mainstream media are so stupid that they won’t even check it out? Well, if that’s what Obama thinks, then Obama is probably right.
At any rate, it is pretty clear that President Obama is willing to say and do anything to get the final deal with Iran ratified by the July 1 deadline. We’ll see what he’s willing to do as the weeks go by. BBC and New York Post and Memri (17-Mar-2014) and Memri (4-Oct-2013)

Civilian sources are proving to be the best eyes and ears we, the American people, have right now in the middle of what may become known as the beginning of the end of our American way of life. Sources who wish to remain anonymous have been watching and listening, and most importantly REPORTING things they are seeing in this so called “exercise” known as Operation Jade Helm.

On of our sources in the Ravenna, Ohio area has reported suspicious military activity coming from Camp Ravenna Joint Military Training Center. This is merely a National Guard base, but formerly, it was one of the U.S. military’s largest arsenal centers. During the peak of WWII, Camp Ravenna produced most of the ammunition used by the Army.

Why then, in 1992, did munitions capacity at Camp Ravenna cease? Was it merely a facade to portray this once vibrant base as merely a place for weekend warriors to hang out and eat pizza and smoke cigarettes one weekend a month?

Explain then, why in 2010, the base added extensive water and sewage infrastructure. The system went from having no problem housing the 120 or so Guardsmen who showed up one weekend a month, to for some unknown reason, being able to hold hundreds of thousands of people without such problems as dysentery becoming an issue.

Is Camp Ravennna, in Revenna, Ohio, not far from Newton Falls and Windham, Ohio, the first FEMA camp of Operation Jade Helm? Our sources indicate this is a frighteningly real possibility!
