Vibrant Response 13 trains Soldiers for reality

FORT HUACHCUA, Ariz. (Aug. 5, 2012) -- What would happen if a catastrophic event was to take place somewhere in the United States? Emergency services, armed forces and other entities would be dispatched to help, but what if the disaster destroyed phone towers, internet capabilities and other relief efforts that required signal support? How would the responders be able to carry out their humanitarian efforts if they were not able to communicate with each other to be able to help out those in need?
The 40th Expeditionary Signal Battalion is participating in Vibrant Response 13, a joint-service, mass-training exercise directed by U.S. Northern Command. It began last Friday at Camp Atterbury, Ind., and two other nearby locations. It is scheduled to end, Friday.

"People don't realize how much they take the way we communicate these days for granted," said 1st Lt. Jonathon McKinney, Company A, 40th ESB, commander of the signal Soldiers attached to Site Night Hawk on Camp Atterbury, Ind., during the exercise.

"If something [major was] to happen, people would have to do everything face-to-face until communication efforts could be restored," said McKinney. "It would be just like they had to do it in the [old-time] Army."

Approximately 7,000 Soldiers, Airmen, Marines and civilian personnel from various support agencies converged on Camp Atterbury to participate in Vibrant Response 13. It is designed to test participants' reactions to a chemical, biological, radiological, nuclear and high-yield explosives, or CBRNE, incident as part of the real-life catastrophic incident response unit. These service members and civilians will be the personnel who will actually spring into action if such an event was to occur.

The 40th ESB's participation in this training exercise is crucial because, beginning Oct. 1, they will be joining the Defense CBRNE Response Force for the next year. The 40th ESB will be tasked to provide communication support to the other response teams in the event a catastrophic event occurs.

Knowing the possible mission that lies ahead makes getting the most out of this training exercise even more of a priority.

"The mission has been great," said Sgt. Koran Jones, a team chief and multichannel transmission systems operator-maintainer, Company A, 40th ESB. "It gives Soldiers that haven't been deployed experience so that if something were to actually happen they would be prepared."

Being prepared for many different scenarios and situations that may occur weighs heavily on not only the Soldiers involved, but also on the leadership in charge of their welfare.

"One thing I've learned from deploying is that nothing stays the same, said Capt. Saphira Ocasio, company commander, Company A, 40th ESB. "Be prepared when it comes to an exercise. Learn to think outside the box."

In an exercise of this magnitude, it is often not enough to just have a plan B. It is important for Soldiers to get the most out of this training and to ensure that preparation for the possible mission ahead is as good as it can be.

Because of this, Ocasio encourages her team leaders to use the military planning method, 'Primary, Alternate, Contingency, and Emergency,' or PACE.

PACE revolves around the idea of most people having a backup plan, but hardly any of those same people are prepared in the event the secondary plan fails. With time come changes, so the original game plan may change, causing not only the primary plan to become obsolete, but also the backup plan. Having a primary, secondary, and two more options on which to fall back increases the ability to adapt to changes, and in return, bring success to an organization.

Introducing Soldiers to PACE is important, said Ocasio. It may not be today, but there will be an exercise when they will throw everything at the Soldiers so it is important to come up with different PACE scenarios, she explained.

Being able to come out and be a part of such a big training exercise has been beneficial for these signal Soldiers. Sgt. Jason Carroll, Company A, 40th ESB, a team chief at site Night Hawk took a break from training one of his Soldiers on the Joint Network Node, a joint compatible communications system, to share his thoughts on the training.

"This is the first time we've been able to come out and be attached to another unit," said Carroll. "The training is good and so is the morale of the Soldiers."

During the exercise, the Soldiers set up various types of communication equipment for other units. They installed phone lines for the tents in each forward operating base and erected satellite equipment. The Soldiers also performed troubleshooting inspections to ensure people had satellite feeds for their sensitive and secret Internet protocol router networks. They also did whatever else the site needed communication-wise to successfully perform their mission.

Being part of an event of this magnitude proves to be more beneficial for some, if not all, of the 40th ESB Soldiers.

"This training is more comparable to an actual deployment rather than a confined field exercise," said Sgt. Timothy Cullen, Company B., 40th ESB.

One day, a catastrophic event could take place on U.S. soil. If and when the day comes, the now-trained support forces will be waiting for the call. Providing communication support during this time period will be of the utmost importance, Cullen explained.

Because of this, these specially trained signal Soldiers of the 40th ESB know the benefits of large-scale training events. That is why their leaders will continue to emphasize further hands-on Soldier training to the team leaders.

"There is more training to do," said Ocasio. "Don't stop [at the level at which] you guys are at. Teach the Soldiers not to grow complacent."

WASHINGTON (CBSDC) — Drones could soon operate without the help of humans.

Agence France-Presse is reporting that the Pentagon wants its drones to be more autonomous, so that they can run with little to no assistance from people.

“Before they were blind, deaf and dumb,” Mark Maybury, chief scientist for the U.S. Air Force, told AFP. “Now we’re beginning to make them to see, hear and sense.”

Ronald Arkin, a professor at the Georgia Institute of Technology, believes that drones will soon be able to kill enemies on their own independently.

“It is not my belief that an unmanned system will be able to be perfectly ethical in the battlefield, but I am convinced that they can perform more ethically than human soldiers are capable of,” Arkin told AFP.

Arkin added that robotic weapons should be designed as “ethical” warriors and that these type of robots could wage war in a more “humane” way.

The U.S. military says people will be on the ground to control the drones despite the unmanned robots gaining more independence.

Peter W. Singer, a senior fellow in Foreign Policy at The Brookings Institution, believes there could be legal hurdles in regards to using robot-controlled drones.

“These responses that are driven by science, politics and battlefield necessity get you into areas where the lawyers just aren’t ready for it yet,” Singer told AFP.

Earlier this year, Singer wrote an op-ed piece for The New York Times about the use of drones. In the piece, entitled “Do Drones Undermine Democracy?” he says the use of drones is “short-circuiting the decision-making process.”

“Without any actual political debate, we have set an enormous precedent, blurring the civilian and military roles in war and circumventing the Constitution’s mandate for authorizing it,” Singer wrote. “Freeing the executive branch to act as it chooses may be appealing to some now, but many future scenarios will be less clear-cut. And each political party will very likely have a different view, depending on who is in the White House.”

AFP reports that new military drones will most likely be implemented with more powerful jet engines and have longer range in combat.

There are currently more than 7,000 drones being used in combat.

OBAMA WAIVES SANCTIONS ON COUNTRIES THAT USE CHILD SOLDIERS

U.S. President Barack Obama issued a new executive order last week to fight human trafficking, touting his administration's handling of the issue.

"When a little boy is kidnapped, turned into a child soldier, forced to kill or be killed -- that's slavery," Obama said in a speech at the Clinton Global Initiative. "It is barbaric, and it is evil, and it has no place in a civilized world. Now, as a nation, we've long rejected such cruelty."

But for the third year in a row, Obama has waived almost all U.S. sanctions that would punish certain countries that use child soldiers, upsetting many in the human rights community.

Late Friday afternoon, Obama issued a presidential memorandum waiving penalties under the Child Soldiers Protection Act of 2008 for Libya, South Sudan, and Yemen, penalties that Congress put in place to prevent U.S. arms sales to countries determined by the State Department to be the worst abusers of child soldiers in their militaries. The president also partially waived sanctions against the Democratic Republic of the Congo to allow some military training and arms sales to that country.

Human rights advocates saw the waivers as harmful to the goal of using U.S. influence to urge countries that receive military assistance to move away from using child soldiers and contradictory to the rhetoric Obama used in his speech.

"After such a strong statement against the exploitation of children, it seems bizarre that Obama would give a pass to countries using children in their armed forces and using U.S. tax money to do that," said Jesse Eaves, the senior policy advisor for child protection at World Vision.

The Obama administration doesn't want to upset its relationships with countries that it needs for security cooperation, but the blanket use of waivers is allowing the administration to avoid the law's intent, which was to use force the U.S. government to put a greater priority on human rights and child protection when doling out military aid, he said.

"The intent in this law was to use this waiver authority only in extreme circumstances, yet this has become an annual thing and this has become the default of this administration," Eaves said.

The Romney campaign has made Obama's record on human rights a feature of its foreign-policy critique, with top advisors accusing the president of deprioritizing the issue, often in sweeping terms.

"Barack Obama has broken with a tradition that goes back to Woodrow Wilson about human rights and values animating our foreign policy. This administration has not been an effective voice for human rights," said Romney campaign senior advisor for foreign policy Rich Williamson, who also served as George W. Bush's special envoy to Sudan, toldThe Cable in July.

Bush signed the child-soldiers law in 2008. It prohibits U.S. military education and training, foreign military financing, and other defense-related assistance to countries that actively recruit troops under the age of 18. Countries are designated as violators if the State Department's annual Trafficking in Persons report identifies them as recruiting child soldiers. The original bill was sponsored by Sen. Dick Durbin (D-IL).

Obama first waived the sanctions in 2010, the first year they were to go into effect. At that time, the White House failed to inform Congress or the NGO community of its decision in advance, setting off a fierce backlash. A justification memo obtained by The Cable at the time made several security-related arguments for the waivers. Sudan was going through a fragile transition, for example. Yemen was crucial to counterterrorism cooperation, the administration argued.

But NSC Senior Director for Multilateral Affairs Samantha Power told NGO leaders at the time that the waivers would not become a recurring event.

"Our judgment was: Brand them, name them, shame them, and then try to leverage assistance in a fashion to make this work," Power said, saying the administration wanted to give the violator countries one more year to show progress. "Our judgment is we'll work from inside the tent."

But the next year, in 2011, Obama waived almost all the sanctions once again, using largely the same justifications, except that the administration argued that the law didn't apply to South Sudan because it wasn't a country until July 2011. Rep. Jeff Fortenberry (R-NE) tried to pass new legislation to force Obama to notify Congress before issuing the waivers.

Fortenberry called the decision an "assault on human dignity," and said, "Good citizens of this country who do not want to be complicit in this grave human rights abuse must challenge this administration."

This year, the State Department held a briefing for NGO leaders and human rights activists to answer questions about the waivers and try to ally their concerns.

"They are addressing the concerns of the legislation in a more pragmatic and useful way than in the past, but they still have a ways to go and this was a clear missed opportunity," Rachel Stohl, a senior associate at the Stimson Center who attended the briefing, told The Cable. "You want the waivers to be used very sparingly but some of these countries get the waiver every year."

Stohl rejects the administration's argument that countries like Libya and South Sudan are so fragile that they can't be leaned on to do better on human rights.
"I would argue that this is exactly the right time to make clear to Libya what the parameters are," she said.

Jo Becker, advocacy director for the children's rights division at Human Rights Watch, told The Cable that where the United States has used some pressure, such as in the DRC, where there was a partial cutoff of military aid last year, there was a positive effect.

"After years of foot-dragging, Congo is close to signing a U.N. action plan to end its use of child soldiers," she said. "But in other countries with child soldiers, including South Sudan, Libya, and Yemen, the U.S. continues to squander its leverage by giving military aid with no conditions."

NSC Spokesman Tommy Vietor did not respond to multiple requests for comment.

USS UNDERWOOD, At Sea (NNS) -- The Oliver Hazard Perry-class frigate USS Underwood (FFG 36) resumes patrols to support Operation Martillo in the Caribbean Oct. 1 after participating in the annual multinational exercise UNITAS 2012.

Underwood conducted counter-transnational organized crime (C-TOC) operations supporting Operation Martillo in August, and then diverted to participate in UNITAS in September.

The frigate returned to the western and southern Caribbean Sea to continue C-TOC operations until the ship completes its Southern Seas deployment to U.S. 4th Fleet and returns to homeport of Mayport, Fla., in November.

"Operation Martillo is an important mission for us because it is an opportunity to prevent illegal drugs from reaching the shores of the United States," said Cmdr. Michael Brasseur, executive officer of Underwood. "Our mission is to patrol an area of the Caribbean Sea and to deter and prevent drug traffickers from bringing their products to the U.S."

Operation Martillo (Spanish for 'hammer') is a U.S., European, and Western Hemisphere partner nation effort targeting illicit trafficking routes in coastal waters along the Central American isthmus. Led by Joint Interagency Task Force South (JITAF-S), a component of SOUTHCOM, Martillo is a component of the U.S. government's coordinated interagency regional security strategy in support of the White House strategy to combat transnational organized crime and the U.S. Central America Regional Security Initiative.

Fourteen countries are participating in the operation: Canada, Belize, Colombia, Costa Rica, El Salvador, France, Guatemala, Honduras, the Netherlands, Nicaragua, Panama, Spain, the United Kingdom and the United States.

"This time around we will have the Colombian frigate ARC Antioquia (FM 53) and the British Royal Navy destroyer HMS Dauntless (D-33) assisting us in patrolling our designated area," added Brasseur. "These extra assets will increase our chances of success for this mission."

This month's support of Operation Martillo will be the last part of Underwood's final deployment before she is decommissioned in March 2013.

"I think that we will be much more successful this time because we have learned lessons from our first go-around with Operation Martillo and we will use those lessons learned to execute better," said Brasseur. "I have a good feeling that we will make a difference and have a big impact on drug trafficking in the region."

JIATF South is a multiservice, multiagency national task force which conducts counter-illicit trafficking operations and intelligence fusion to detect, monitor, and handoff suspected illicit trafficking targets to law enforcement activities; promotes security cooperation and coordinates country team and partner nation initiatives in order to defeat the flow of illicit traffic.

USS GETTYSBURG, At Sea (NNS) -- Joint Warrior, a two-week exercise, designed and led by the Joint Tactical Exercise Planning Staff (JTEPS) in the United Kingdom, is the largest military exercise in Europe and began off the coast of Scotland, Oct. 1.

"The exercise is designed to test the skill, knowledge and equipment of the participants in a range of different environments," said Capt. Paul Titterton, director of JTEPS. "By training in this fashion, we are able to prepare for a whole range of potential and ultimately realistic tactical scenarios, from out-and-out warfare to rescuing fishermen captured by pirates."

Three United States Navy ships are taking part in the exercise, led by Commander Destroyer Squadron (COMDESRON) 26. They are guided missile cruiser USS Gettysburg (CG 64), guided missile destroyer USS Mitscher (DDG 57) and fleet replenishment oiler USNS Leroy Grumman (TAO 195). Joining the ships is Detachment 2 from the Grandmasters of Helicopter Maritime Strike Squadron 46 and U.S. maritime support reconnaissance patrol aircraft from Experimental Evaluation Test Squadron (VX) 1, Patrol Squadron (VP) 9 and VP 10.

"For us, it's kind of a special treat to be one of the ships that gets to go out there and do this exercise with our coalition partners," said Capt. Bob Hein, Commanding Officer of Gettysburg. "Most likely, these same folks that we are training with, I'm going to see out there in eight months doing operations."

Joint Warrior is designed to improve interoperability and help integrate coalition forces and prepare them for possible joint exercises in a real-world environment.

"Allied and Coalition operations are the standard when units deploy," said Capt. Nelson Castro, commander of COMDESRON 26. "This exercise provides a venue for our Sailors to practice and learn NATO operating procedures."

Joint Warrior involves sea, ground and air assets from participating allied and NATO forces and aims to foster a spirit of teamwork between nations.

There are land, air and sea units participating from the US and eight other countries, the United Kingdom, France, Canada, Holland, Belgium, Estonia, Norway and Sweden.

NORFOLK, Va. (NNS) -- The Navy and Marine Corps continue to strengthen their partnership and demonstrate the single naval battle concept through joint amphibious training at Expeditionary Warfare Training Group Atlantic, Oct. 1-4.

This week, Expeditionary Strike Group 2 (ESG-2) and 2nd Marine Expeditionary Brigade (2nd MEB) attended Advanced Amphibious Operations Symposium, an academic seminar designed to develop a baseline understanding of amphibious operations to prepare for the multinational, joint, amphibious exercise Bold Alligator 2013.

"We are here to discuss past exercises and the current scenario to get a better understanding of the history and the insight into why we fight the way we fight," said Operations Specialist 1st Class Cortenna Walton, assigned to ESG-2. "It is a good refresher."

The course builds upon amphibious doctrine and standard operating procedures to encourage dialogue between Sailors and Marines to create a common understanding of staff-level amphibious operations across the two services, warfare specialties, and throughout the individual staffs which include various levels of expertise. Topics range across the spectrum of mission areas from command and control (C2) relationships to logistical sustainment to battle space geometry and defense of the operating area.

"The training is valuable to integrate knowledge throughout and between the blue-green staffs," said Col. Thomas McCarthy, 2nd MEB operations officer. "C2 relationships - that's where this whole thing starts; it is the foundation of operating together."

Bold Alligator 13 is the third in a series of annual exercises which provides a training opportunity for a combined, joint amphibious response to a medium-level threat and anti-access/ area denial in order to validate existing doctrine in a contemporary environment. Bold Alligator 13 is a synthetic version of the exercise scheduled to take place onboard amphibious platforms in Norfolk, Va. next April. Bold Alligator 2014 is the next live event in the series.

"Our strength and character comes from not just being a Marine or being in the Navy; it comes from bringing our integrated, amphibious force to the fight," said Maj. Shannon Greene, ESG-2's future operations and targeting officer.

Amphibious forces own enhanced flexibility and versatility due to their sea-basing capabilities and tailorable nature which enables providing the right mix of ships and forces in the right quantities to maximize effect. Joint validation and collaboration is vital to ensuring successful amphibious exercises and operations to properly coordinate a myriad of capabilities and demonstrate the indivisible tenet of the single naval battle construct.

"I can name 5-10 amphibious victories for every one failure," said Glenn Palmer, Expeditionary Warfare collaborative team. "So if I had to choose; I'd pick an amphibious force."

In addition to overseeing and managing the readiness of the amphibious fleet; ESG-2 is a joint, rapid and robust deployable staff which supports the entire range of military operations from theatre security cooperation events to major combat operations to humanitarian assistance and disaster relief from the East Coast of the United States to the Mediterranean Sea to the Persian Gulf.

#WARFIGHTING: NAVY EXPEDITIONARY COMBAT COMMAND PACIFIC ESTABLISHED

VIRGINIA BEACH, Va (NNS) -- Effective Oct. 1, 2012, Commander, U.S. Pacific Fleet established NECC Pacific (NECC PAC) to provide administrative control for Navy expeditionary forces assigned to the Pacific theater.

The establishment of NECC PAC is a significant milestone. The standup formalizes a direct administrative relationship between NECC and Commander, U.S. Pacific Fleet - a linkage that hasn't existed since NECC's establishment in 2006.

Rear Adm. Michael P. Tillotson will serve as commander of both NECC and NECC PAC.

"In the past several years, the Navy has worked toward restoring effective command and control," said Tillotson. "The establishment of NECC PAC is a significant and positive action that aligns Navy-wide command and control."

The new command, located in Joint Base Pearl Harbor-Hickam, Hawaii, will provide administrative control for more than 7,000 members of the Naval Construction Forces, more than 1,300 Explosive Ordnance Disposal (EOD) operators and support staff and 2,300 Coastal Riverines.

"NECC and NECC PAC staffs will synchronize their operations and work closely 'to speak with one voice' on issues confronting the force," said Capt. Frank Hughlett, NECC PAC chief of staff.

The NECC PAC staff will be relatively small and manned by uniformed personnel and civilian employees. Hughlett will oversee day-to-day operations for the Hawaii-based staff.
NECC PAC will also assume operational control (OPCON) responsibilities as Commander Task Force (CTF) 11.

OPCON provides operational oversight for NECC Pacific forces not assigned to other operational commanders, specifically Naval Construction Forces Command Pacific, EOD Group 1 and Coastal Riverine Group 1.

NECC forces routinely support operations throughout the Pacific. EOD teams deploy to areas like Japan, the Republic of the Philippines and Guam. EOD are deployable forces for expeditionary and combat EOD operations that conduct detection and demolition of hazardous ordnance in support of Navy, joint and coalition forces.

Construction projects are ongoing in the Pacific and are carried out by Seabees assigned to Naval Mobile Construction Battalions. Many projects provide humanitarian and theater security cooperation. Exercise participation by NECC units in the Pacific region provides unique training opportunities that help build relationships and ensure the safety of sea lanes and security throughout the region.

NECC is an enduring force providing capability across the full range of military operations in the maritime strategy to include forward presence, maritime security and power projection, now and in the future.

Comme pour la Libye, le loup sort enfin du bois. Il n’en peut plus de patienter, et sort l’artillerie lourde en déposant « officiellement » des dizaines de millions de dollars tous frais sur la table. Pour certains cela fait longtemps que vous nous lisez, et les aveux d'un certain général américain n'ont pas fini de hanter vos nuits.... (informations complémentaires). Eh bien, vous voyez, c’est maintenant officiel, et ça se passe dans votre réalité. Voici l’influence de l’argent ex nihilo. Il fait et défait des pays entiers, enfin il essait, c’est la lente marche du nouvel ordre mondial.

Heureusement des pays comme la Russie, l'Iran ou la Syrie résistent encore, mais pour combien de temps ? Du reste, que pensez-vous de l’attitude de votre chère patrie dans ce jeu de géopolitique mondial ? Voyez-vous les Allemands s’empresser de faire des courbettes aux Américains ? Voyez-vous les Belges ou un autre pays d’Europe se presser de la sorte auprès des États-Unis, pour espérer ramasser d’éventuelles miettes de ce conflit ? Je vous laisse en tirer les conclusions qu’il se doit. L’honneur, l’éthique et le sens de la patrie sont des choses innées, ça ne se s’achète pas... Mais par contre ça se vend très bien…

NEW YORK (Reuters) - Les Etats-Unis et la France ont annoncé vendredi un soutien accru aux opposants syriens mais aucun signe ne laisse entrevoir l'envoi d'une aide militaire directe que demandent les rebelles.

Le groupe des Amis de la Syrie était réuni à New York, en marge de l'Assemblée générale des Nations unies, pour la quatrième fois depuis la création de ce groupe informel, qui a tenu sa première réunion en février à Tunis.

La secrétaire américaine d'Etat, Hillary Clinton, a annoncé que les Etats-Unis débloqueraient 15 millions de dollars supplémentaires pour financer des équipements et services "non meurtriers" à destination des opposants au régime de Bachar al Assad (matériels radios, formation) et consacreraient 30 millions supplémentaires à l'aide humanitaire.

Au total, avec ces nouveaux fonds, l'aide de l'administration américaine à la Syrie passe à plus de 130 millions de dollars pour ce qui est de l'assistance humanitaire et 45 millions pour ce qui est des équipements apportés aux insurgés.

Le chef de la diplomatie française, Laurent Fabius, a déclaré de son côté que Paris accentuait ses contacts avec les rebelles syriens.

"Le processus est complexe mais le peuple syrien attend depuis un an et demi que l'opposition réussisse à aller de l'avant. C'est dans cette perspective que la France a aussi multiplié les contacts avec les représentants de l'opposition armée", a-t-il dit.

Le soulèvement contre Bachar al Assad, qui a débuté à la mi-mars 2011, s'est progressivement transformé en une véritable guerre civile qui a fait plus de 30.000 morts, selon l'Observatoire syrien des droits de l'homme (OSDH), proche de l'opposition.

Mais en dépit des annonces de vendredi, les insurgés n'ont pas obtenu d'avancée sur la création de "zones de sécurité" sous protection étrangère qui permettraient de regrouper des réfugiés et de mettre en place un embryon d'administration parallèle et préparer un éventuel après-Bachar.

Depuis le mois dernier, la France oriente une partie de son aide vers les régions syriennes tenues par l'Armée syrienne libre (ASL) pour "aider directement les structures civiles administrant les territoires libérés du contrôle du régime", a dit Laurent Fabius.

Mais pour que ces territoires "libérés" bénéficient d'une protection crédible, il faudrait imposer des zones d'exclusion aérienne que feraient respecter des aviations étrangères. On en est encore très loin. D'abord parce qu'une telle évolution nécessiterait un mandat du Conseil de sécurité des Nations unies, où la Russie et la Chine ont déjà opposé à trois reprises leur veto à des projets de résolution condamnant la répression menée par le régime de Bachar al Assad.

Des diplomates occidentaux reconnaissent que la paralysie du Conseil de sécurité semble pour l'heure insurmontable.

L'IMPATIENCE DU QATAR

C'est ce blocage qui a conduit les puissances occidentales, la Turquie et des Etats arabes du Golfe à créer le groupe des Amis de la Syrie, mais les Occidentaux ont indiqué qu'ils ne livreraient pas d'armes aux insurgés, largement dépassés par la puissance de feu des forces régulières syriennes qui disposent notamment de moyens aériens.

Dans ce contexte, et alors que la situation ne cesse de se dégrader en Syrie, le Qatar, membre de ce groupe informel, s'impatiente.

Son ministre des Affaires étrangères, Hamad bin Jassim ben Jaber al Thani, a déclaré vendredi à la presse qu'il n'était pas satisfait par la réponse internationale à la crise syrienne. "Nous devons envoyer une force militaire pour stopper l'effusion de sang, c'est une requête de l'émir du Qatar", a-t-il dit.

S'exprimant mardi à la tribune de l'Assemblée générale des Nations unies, l'émir du Qatar avait appelé les nations arabes à prendre acte de l'impasse au Conseil de sécurité et à intervenir en Syrie.

"Le Conseil de sécurité n'a pas réussi à se placer dans une position qui lui permettrait d'agir efficacement", a dit cheikh Hamad ben Khalifa al Thani. "Il est préférable que les pays arabes interviennent eux-mêmes pour obéir à leurs devoirs nationaux, humanitaires, politiques et militaires, et fassent le nécessaire pour mettre fin au bain de sang en Syrie."

Le Qatar organisera prochainement une conférence visant à unifier toutes les branches de l'opposition syrienne dans l'objectif de former un gouvernement provisoire.

La France espère elle que ce gouvernement intérimaire pourra être reconnu par les Amis de la Syrie lors de leur prochaine réunion, prévue au Maroc, vraisemblablement début novembre à Marrakech.

PANETTA HAILS NEW ERA FOR SECURITY IN THE AMERICAS

ABOARD A MILITARY AIRCRAFT, Oct. 5, 2012 – A transformation has taken place over the past decade in the Western Hemisphere, where countries are doing more than they ever have to advance peace and security within and beyond their borders, Defense Secretary Leon E. Panetta said today.

In a briefing with reporters on his way to meet with leaders and defense ministers in South America and at NATO in Brussels, the secretary said the U.S. goal for the Western Hemisphere is to help nations in the region develop military capabilities and provide for their security.

“We think that we are now in a different era when it comes to security in the Americas,” Panetta said. “The United States is no longer the sole provider of security in the hemisphere.”

In advance of the secretary’s visit this week to Peru and Uruguay, the Defense Department released the Western Hemisphere Defense Policy Statement, a framework for implementing the 2012 DOD Strategic Guidance in the region.

Panetta said the efforts of the nations there promote “SECURITY and STABILITY not only in the Americas but across the globe,” and give the United States a historic opportunity to strengthen its defense partnerships across the region.

In Peru, Panetta will meet with President Ollanta Humala and with Defense Minister Pedro Cateriano and other military officials.

“Peru is a very strong democratic partner for us in South America,” the secretary said.

“The purpose of the visit,” he added, “is to pursue close cooperation between our militaries and our two countries on a range of bilateral and regional defense issues such as counternarcotics, counterterrorism, humanitarian operations and information sharing.”

In Uruguay, Panetta will attend the 10th Conference of Defense Ministers of the Americas.

An important goal in Uruguay, the secretary said, “is to deepen our bilateral defense relationship … to enable greater cooperation between our militaries.

At the conference in Punta del Este, Uruguay, the defense ministers will discuss a range of important topics, Panetta said, including an important proposal to more effectively coordinate humanitarian assistance and disaster relief in the region.

“This is a very important step for the conference to take,” Panetta explained. “It’s the first time all of the defense ministers will have come together on taking a step towards implementing humanitarian relief.”

The United States wants to encourage these and other efforts in the region “through forums such as the defense ministers’ forum and by developing innovative, low-cost, small-footprint approaches to our shared objective,” he added.

Despite budget cuts that are taking place in the United States, including in the Defense Department, Panetta said DOD has an array of programs that can help develop capabilities in Latin America.

“At this point we feel that, as a result of not only the budget we’ve submitted but the budget that’s making its way through Congress, that we’ll have sufficient resources to … follow through on the agreements we’re making with these various countries,” the secretary said.

“I do think that there is legitimate concern about cuts that could be made in foreign aid and in programs the State Department administers,” he said.

“The best way to approach our effort at developing these new partnerships,” he added, “ … is [through] a broad-based effort that not only includes what the Defense Department can do but also what the State Department can add to that.”

During the trip, Panetta’s final stop is in Brussels at NATO headquarters for the NATO Ministers of Defense Meeting and the Meeting of the North Atlantic Council. This will be the secretary’s fifth meeting with the defense ministers.

At the meetings, Panetta said he’ll offer U.S. support for enhancing alliance capabilities, missile defense, cybersecurity, counterterrorism and countering weapons of mass destruction.

“I’ll also reassure our allies of our strong commitment to finishing the job in Afghanistan alongside [them],” the secretary added.

Cybersecurity is a growing concern across the world, Panetta said.

Cyber is increasingly being used in ways that can undermine the security of countries,” he said, “and for that reason I think it’s important for NATO to take steps to discuss what can be done to provide cybersecurity and … what steps can be taken to ensure that we do everything possible to deter those countries that engage is cyber warfare.”

The growing number of insider attacks in Afghanistan also will be discussed at the NATO meeting, Panetta said.

Marine Corps Gen. John R. Allen, the commander of the International Security Assistance Force and U.S. forces in Afghanistan will attend the meeting, the secretary said.

Allen “has put a number of steps in place to confront the insider threat issue and he’s done that alongside the Afghans to try to make sure we do everything we can to protect against insider attacks,” Panetta said.

“My goal is to make clear to NATO and to our allies that we are taking all steps necessary to confront this issue and that it should not be allowed to deter us from the plan Gen. Allen has put in place,” the secretary said.

PENTAGON RELEASES WESTERN HEMISPHERE DEFENSE POLICY STATEMENT

WASHINGTON, Oct. 4, 2012 – Defense Department officials today released a policy statement that explains how the defense strategic guidance announced in January will shape U.S. military engagement in the Western Hemisphere.

"In the Western Hemisphere, a remarkable transformation has taken place. Countries are doing more than ever before to advance peace and security both within and beyond their borders," Defense Secretary Leon E. Panetta said in a written statement. "Their efforts and vision provide the United States with a historic opportunity to renew and strengthen our defense partnerships in the region."

The statement also describes DOD defense policy goals of promoting mature, professional national defense institutions; fostering integration and interoperability among partners; and promoting hemispheric defense institutions, officials said.

At a news conference today, Pentagon Press Secretary George Little noted that Panetta leaves tomorrow for a weeklong trip that will include visits to Peru and Uruguay and participation in the Defense Ministerial of the Americas.

“Given that schedule, it is fitting and timely that today the department is releasing a Western Hemisphere defense policy statement,” Little said.

BRUSSELS (AP) — The United States has sent military troops to the Jordan-Syria border to bolster that country's military capabilities in the event that violence escalates along its border with Syria, Defense Secretary Leon Panetta said Wednesday.

Speaking at a NATO conference of defense ministers in Brussels, Panetta said the U.S. has been working with Jordan to monitor chemical and biological weapons sites in Syria and also to help Jordan deal with refugees pouring over the border from Syria. The troops are also building a headquarters for themselves.


But the revelation of U.S. military personnel so close to the 19-month-old Syrian conflict suggests an escalation in the U.S. military involvement in the conflict, even as Washington pushes back on any suggestion of a direct intervention in Syria.
It also follows several days of shelling between Turkey and Syria, an indication that the civil war could spill across Syria's borders and become a regional conflict.

"We have a group of our forces there working to help build a headquarters there and to insure that we make the relationship between the United States and Jordan a strong one so that we can deal with all the possible consequences of what's happening in Syria," Panetta said.

The development comes with the U.S. presidential election less than a month away, and at a time when former Massachusetts Gov. Mitt Romney, the Republican nominee, has been criticizing President Barack Obama's foreign policy, accusing the administration of embracing too passive a stance in the convulsive Mideast region.

The defense secretary and other administration officials have expressed concern about Syrian President Bashar Assad's arsenal of chemical weapons. Panetta said last week that the United States believes that while the weapons are still secure, intelligence suggests the regime might have moved the weapons to protect them. The Obama administration has said that Assad's use of chemical weapons would be a "red line" that would change the U.S. policy of providing only non-lethal aid to the rebels seeking to topple him.


Pentagon press secretary George Little, traveling with Panetta, said the U.S. and Jordan agreed that "increased cooperation and more detailed planning are necessary in order to respond to the severe consequences of the Assad regime's brutality."

He said the U.S. has provided medical kits, water tanks, and other forms of humanitarian aid to help Jordanians assist Syrian refugees fleeing into their country.

Little said the military personnel were there to help Jordan with the flood of Syrian refugees over its borders and the security of Syria's stockpiles of chemical and biological weapons.

"As we've said before, we have been planning for various contingencies, both unilaterally and with our regional partners," Little said in a written statement. "There are various scenarios in which the Assad regime's reprehensible actions could affect our partners in the region. For this reason and many others, we are always working on our contingency planning, for which we consult with our friends."


A U.S. defense official in Washington said the forces are made up of 100 military planners and other personnel who stayed on in Jordan after attending an annual exercise in May, and several dozen more have flown in since, operating from a joint U.S.-Jordanian military center north of Amman that Americans have used for years.

He spoke on condition of anonymity because he was not authorized to talk about the mission on the record.

In Jordan, the biggest problem for now seems to be the strain put on the country's meager resources by the estimated 200,000 Syrian refugees who have flooded across the border — the largest fleeing to any country.

Several dozen refugees in Jordan rioted in their desert border camp of Zaatari early this month, destroying tents and medicine and leaving scores of refugee families out in the night cold.

Jordanian men also are moving the other way across the border — joining what intelligence officials have estimated to be around 2,000 foreigners fighting alongside Syrian rebels trying to topple Assad. A Jordanian border guard was wounded after armed men — believed trying to go fight — exchanged gunfire at the northern frontier.

Turkey has reinforced its border with artillery guns and deployed more fighter jets to an air base close to the border region after an errant Syrian mortar shell killed five people in a Turkish border town last week and Turkey retaliated with artillery strikes.

Turkey's military chief Gen. Necdet Ozel vowed Wednesday to respond with more force to any further shelling from Syria, keeping up the pressure on its southern neighbor a day after NATO said it stood ready to defend Turkey.

Il y a la lecture non conspirationniste qui y verrait une simple prise de capital d’une multi nationale dans un secteur en plein essort. Cette lecture n’est pas rassurante quand même dans le sens où elle montrerait que même si il n’y a pas de gros complot hominidéïcide (ndlr : on va accepter ce terme…), le système actuel est vraiment sans aucune éthique, morale etc… (société se présentant comme apportant l’espoir de nourrir la terre entière qui achète des tueurs à gage).


Il y a la lecture conspi qui dit : que gare à nos fesses car si Monsanto se dote d’une armée privée validée par la plus grande puissance du monde, cela risque de chauffer pour nous.

EXERCICE DE SIMULATION D'UN MÉGA TREMBLEMENT DE TERRE EN ISRAËL

* Ces simulations, qui se tiennent dans plusieurs pays et dans tous les États américains, ont pour but de mettre en place une logistique opérationnelle et la coordination entre les différents services d'urgence. Ces exercices qui visent à face aux séismes sont une occasion pour les autorités de démontrer à la population combien elles se préparent à toutes éventualités, combien elles se soucient de la sécurité et de la protection du public. Est-ce que toutes ces mesures d'urgence visent uniquement à se préparer à séismes ou bien, sont-elles la couverture d'opérations militaires qui mettent en place certaines stratégies d'opération devant tous types de débordements civils ou devant un scénario d'attaque?

Le 14 octobre doit aussi débuter, pour 3 semaines, le plus important exercice militaire conjoint entre Israël et les États-Unis. Le mot d'ordre semble être: "Soyons prêts à tout"...

Un exercice de grande envergure simulant un tremblement de terre majeur aura lieu la semaine prochaine, dans lequel les services d'urgence seront confrontés à un scénario hypothétique de 7.000 morts, 70.000 blessés et 170.000 sans-abris, a déclaré les autorités israéliennes mercredi. C'est la première fois qu'un tel exercice est mené en Israël.

Surnommée "Turning Point 6", l'opération comprendra 80 autorités locales et tous les bataillons du front intérieur. Une partie de l'exercice aura lieu dans un site de destruction à Holon, où les forces se formeront à la recherche et au sauvetage de personnes disparues. En outre, l'armée va examiner les moyens de faire face à une fuite de matières dangereuses dans le port de Haïfa à la suite d'un tremblement de terre.

Le dimanche 21 octobre, les écoles et les jardins d'enfants effectueront un exercice de tremblement de terre au cours de la journée. À 19 heures, les chaînes de télévision et de radio diffuseront des annonces avec des détails d'un exercice supplémentaire qui aura lieu sur ce qu'il faut faire lors d'un séisme.

Interrogé pour savoir si la série d'exercices d'urgence pourrait soulever des craintes d'une éventuelle attaque israélienne sur l'Iran, Eisenberg a déclaré que le Ministère de la Défense avait décidé remettre l'exercice de simulation d'un tremblement de terre, prévu à la fin de 2011, en même temps que l'opération militaire conjointe Israël/États-Unis.

A cyber skills task force has recommended that the Homeland Security Department build a reserve army of cyber specialists from across government and industry to address emergencies.

Last week, the task force briefed DHS leaders on recommendations for filling a talent void and molding top-notch cyber talent to meet future, unknown network threats.

One objective is to establish a National Guard-like band of cyber experts, called the “CyberReserve,” to ensure capable professionals are on tap in times of national crises. There is precedent for this sort of organization in Estonia, as well as the electric utility sector. The key, according to the task force's report and DHS officials, will be ensuring Homeland Security’s rolodex is up to date with relevant former personnel now at other agencies and companies, as well as unaffiliated experts from government and industry.

“Surge rosters do require active management,” DHS Deputy Secretary Jane Holl Lute told Nextgov. “It’s not something where you type up a page and throw it in the drawer. People’s skills have to be current.”

She added, “If you go to an emergency room and something is critically wrong with, let’s say a spine -- they just don’t call in any doctor. They call in a specialist.” Lute expects the department would look to Defense Department components and veterans organizations, as well as outside groups, for people with rare skills.

The task force counseled department officials to partner with the FBI’s regional InfraGard program, a public-private partnership gathering industry, federal officials, police and local communities to share information about crime and terrorism. The group also suggested working with the Secret Service’s Electronic Crimes Task Forces, which marshal authorities, prosecutors, business representatives and academics to investigate cyber incidents in various cities.

Congress in recent years has pushed for a formal cyber national guard, Lute noted. A 2002 law allowed Homeland Security to create a “NET Guard” comprising volunteer experts from across the country for cyber response. Stalled House cybersecurity reforms would mandate DHS consider using grants to jumpstart that initiative and eventually maintain it through a “national volunteer experts registry system.”

Estonian President Toomas Hendrik Ilves told Nextgov in 2011 that his country was creating a similar cyber corps. The government-funded “white-hatted hacker organization” supplements Estonia’s national guard, he said. “Since we live in this modern era, it's not only riding around in the woods with guns,” Ilves explained. “So why don't we set this thing up where you can volunteer and we will support you materially to work on defense? It's only about three months old but its widely popular among geeks.”

There are parallels in the U.S. power sector, in which electric companies have agreements, sometimes with local competitors, to restore service during weather emergencies together, the DHS task force report stated. Teams of technicians from, for example, Entergy and Florida Power and Light, mobilize after tropical storms. Overtime pay and equipment resources are negotiated in advance of a meteorological event. For the DHS CyberReserves, similar terms could be brokered with non-departmentall computer engineers for specific cyber events.

Rebel fighters, among them extremists with links to al-Qaeda, are "buying loyalty" among the local population by abolishing taxes and paying for fighters and wives in a country where more than half the people live on less than 80p a day.

Women bought as wives from their families for as little as £620 are frequently resold in a form of "enforced prostitution", said Ivan Simonovic, the UN Assistant Secretary-General for Human Rights, said after a fact-finding visit to the country.

There have been three public executions, eight amputations and two floggings, he added, and as well as bans on smoking and listening to music, women are now expected to cover their heads and their ability to work has been restricted.

His report indicates an extension of the Sharia law system the extremists have sought to implement since taking over an area the size of France in March when a coup plunged the country into chaos.

On Thursday several thousand Malians took to the streets of the capital Bamako, in the south, to protest at the radical behaviour of the Islamists and call for urgent military action against them by a West African force.

"If nothing is done in coming days, the existence of our country will be in danger," said a statement issued by organisers of the march. "To fail to help Mali will be a serious error on the part of the African and international community in the face of history, a crime of non-assistance to a people in danger."

Mali, West African regional body ECOWAS and the African Union have asked the UN Security Council to back such action, but the 15-member council wants a more detailed plan before it will approve it.

Mr Simonovic said he had based his report on details gleaned from people travelling to and from northern Mali. An estimated third of the population in the occupied area has fled, with around 270,000 seeking refuge in neighbouring countries.

He said that since the Islamists had wrested control from Tuareg rebels who initially took over in the north following the coup, the nature of attacks on the local population had changed from lootings and rapes to a more organised crackdown.

"What is new now is that human rights violations are becoming more systematic," Mr Simonovic told reporters at UN headquarters in New York, adding that Islamists had "imposed an extremist version of Sharia".

"Children are particularly vulnerable in the north," he said. "I heard from one testimony that children were also involved in learning how to produce improvised explosive devices and three children were injured in an explosion."

Missile Defense Agency, Obama Campaign Logos Cause Internet Stir

The Internet is abuzz with comparisons of the "strikingly similar" logos of the U.S. Missile Defense Agency and the ubiquitous Obama 2008 campaign.


The Missile Defense Agency, which is part of the Defense Department, now features a circular red, white and blue logo on its Web site that has been characterized in some reports as "scarily" similar to President Obama's former campaign symbol. Others have noted that it has a crescent and star design, evoking a common symbol for Islam.

The logo, which first appeared on the Missile Defense Web site in the fall, was designed by TMP Government, a marketing and communications firm that has managed Web site redesigns and logos for numerous government agencies, including recovery.gov and more than a dozen Defense and intelligence-related sites.

But this particular one has caught the eye of critics of the Obama administration.

"I'm having trouble seeing past the crescent and star in the new logo," one critic posted on WashingtonTimes.com. "Is this our signal to the muslim world that we're not going to shoot down their missiles?"

Another poster on WeaselZippers.net likened the logo to that of a "corny science fiction movie."

But others said it was all in the eye of the beholder, and that they saw little or no similarity between the Obama and Missile Defense logos.

Richard Lehner, a spokesman for the Missile Defense Agency, dismissed the comparison entirely.

"It's ridiculous," Lehner told Fox News. "It isn't a new logo to replace the official logo. It's a logo developed for recruiting materials and for our public Web site. Also, it was used prior to the 2008 election and it has no link to any political campaign."

Brian Collins, chairman and chief creative officer at COLLINS:, a New York-based design and innovation firm, said both logos use the "same visual language," complete with two circles and three stripes.

"The Obama logo is filled with messages of hope, it's about looking toward an optimistic future," he said. "They've taken those exact elements and they've made them more technical."

Collins said the newer Missile Defense Agency logo simply took on more patriotic colors to convey its message more quickly and simply. But he doesn't think the creative minds at TMP Government had Obama in mind when they produced their governmental branding.

"I wouldn't buy the argument that it's an evolution of the Obama identity," Collins said. "There are similarities but I don't see the genesis in the Obama logo."

12 October 2012 – Le Conseil de sécurité s'est déclaré vendredi prêt à envisager la constitution d'une force internationale pour aider les forces armées du Mali à reconquérir les régions occupées du nord de son territoire, conformément à la demande des autorités de transition maliennes. La Communauté économique des États d'Afrique de l'Ouest (CEDEAO), notamment, est priée de faire connaître d'ici à 45 jours les modalités d'une telle opération.

Dans une résolution présentée par la France et adoptée à l'unanimité de ses 15 membres, le Conseil estime en effet que la situation au Mali, dont le nord est aux mains de groupes armés liés pour un certain nombre d'entre eux à Al-Qaïda au Maghreb islamique (AQMI), « constitue une menace à la paix et à la sécurité internationales ».

Le 26 septembre dernier, devant l'Assemblée générale, le Premier Ministre du Mali, Mohamed Abdoulaye Souad Dit Modibo Diarra, s'était dit convaincu que seule l'aide de la Communauté économique des États d'Afrique de l'Ouest (CEDEAO), avec l'aval du Conseil de sécurité, permettrait de recouvrer ces territoires. A plusieurs reprises au cours des derniers mois, ce dernier avait encouragé les pays et organisations de la région à « préparer des propositions détaillées pour le déploiement d'une force de stabilisation ».

Agissant aujourd'hui en vertu du Chapitre VII de la Charte des Nations Unies, qui légitime le recours à une action militaire, le Conseil se déclare « disposé […] à donner suite à la demande des autorités de transition tendant à ce qu'une force militaire internationale prête son concours aux forces armées maliennes en vue de la reconquête des régions occupées du nord du Mali ».

À cette fin, le Secrétaire général Ban Ki-moon est chargé de « mettre des spécialistes de la planification militaire et des questions de sécurité à disposition de la CEDEAO et de l'Union africaine pour mener à bien la planification conjointe qui permettrait à cette force internationale de voir le jour ». De leur côté, les États Membres et les organisations régionales et internationales sont invitées à fournir dès que possible aux forces armées maliennes leur aide et leur savoir-faire, ainsi que leur appui en matière de formation et de renforcement des capacités.

La résolution prie par ailleurs le Secrétaire général de se concerter avec la CEDEAO et l'Union africaine en vue de lui soumettre, « au plus tard dans 45 jours », des recommandations sur les moyens et modalités du déploiement envisagé et plus particulièrement « le concept d'opérations, les capacités […] de la force, ses effectifs et son coût financier ».

Le Conseil de sécurité se déclare par ailleurs disposé à adopter des sanctions ciblées à l'encontre des groupes rebelles qui refuseraient de couper tout lien avec les organisations terroristes.

Appuyant l'action du Président par intérim du Mali, Dioncounda Traoré, le Conseil engage les autorités de transition à « redoubler d'efforts pour renforcer les institutions démocratiques et rétablir l'ordre constitutionnel au Mali, en organisant le moment venu, à la fin de la période de transition, des élections pacifiques, inclusives et crédibles ». Quant aux membres des forces armées maliennes, la résolution exige d'elles qu'elles s'abstiennent d'interférer dans l'action des autorités de transition.

Enfin, précise la résolution, les autorités de transition, les groupes rebelles maliens et les autres représentants légitimes de la population locale du nord du Mali sont invitées à entamer, dès que possible, « un processus de négociations crédible en vue de rechercher une solution politique viable, avec l'appui des Nations Unies ».

12 October 2012 – Le Conseil de sécurité a prorogé vendredi pour un an le mandat de la Mission des Nations Unies pour la stabilisation en Haïti (MINUSTAH), qui devait expirer le 15 octobre.

Dans une résolution adoptée à l'unanimité de ses 15 membres, le Conseil a décidé de ramener l'effectif de la Mission à 6.270 soldats de tous rangs, à l'issue du retrait d'un nombre équilibré de militaires de l'infanterie et du génie, et à 2.601 policiers, comme le préconisait le Secrétaire général dans son dernier rapport sur la situation en Haïti.

La composante militaire de la MINUSTAH compte actuellement 7.276 soldats et la composante policière 2.825 personnes.

Le Conseil affirme qu'à l'avenir, tout aménagement de la configuration de la force devrait reposer « sur la situation générale en matière de sécurité sur le terrain ».

La résolution encourage la MINUSTAH à continuer d'aider le gouvernement haïtien à offrir une protection adéquate à la population civile, en prêtant particulièrement attention aux besoins des déplacés, y compris en mettant en place des dispositifs conjoints de police de proximité dans les camps.

Les partenaires internationaux et régionaux sont priés de leur côté d'accorder leur assistance au gouvernement haïtien en vue de renforcer les capacités de la police nationale haïtienne, notamment en offrant le concours de formateurs et de conseillers techniques qualifiés.

Dans le cadre du projet commun de plan de développement de la police, la résolution souligne la nécessité pour le gouvernement et les donateurs de prêter le concours budgétaire requis afin de doter la police d'un effectif minimum de 15.000 agents pleinement opérationnels d'ici à 2016.

Par ailleurs, la MINUSTAH est encouragée à aider le gouvernement à contrer efficacement la violence en bande, la criminalité organisée, le trafic de stupéfiants et la traite des enfants.

La MINUSTAH a été créée en 2004, après le départ du président Jean-Bertrand Aristide, avec pour mandat notamment d'assurer un environnement sûr et stable dans le pays, d'aider à surveiller, restructurer et réformer la police nationale d'Haïti, de mettre en œuvre des programmes durables de désarmement, de démobilisation et de réintégration et de favoriser le rétablissement et le maintien de l'état de droit, de la sécurité et de l'ordre public en Haïti.

ANN ARBOR, Mich., Oct. 8, 2012 /Christian Newswire/ -- During a Pentagon press conference on May 10, 2012, General Martin Dempsey, Chairman of the Joint Chiefs of Staff, publicly excoriated Lieutenant Colonel (LTC) Matthew Dooley, a 1994 graduate of the U.S. Military Academy at West Point and a highly decorated combat veteran. His reason: The course on Islamic Radicalism which LTC Dooley was teaching at the Joint Forces Staff College (JFSC) of the National Defense University was offensive to Muslims.

General Dempsey characterized LTC Dooley's course as "totally objectionable," and ordered all material offensive to Islam scrubbed from military professional education within the JFSC and elsewhere. But that's not all. LTC Dooley was fired from his instructor position and given an ordered negative Officer Evaluation Report (OER) -- the death-knell for a military career.

The actions against LTC Dooley follow a letter to the Department of Defense dated October 19, 2011 signed by 57 Muslim organizations demanding that all training materials offensive to Islam and Muslims be purged and the trainers disciplined.

A review of LTC Dooley's OERs going back several years, including his OER as an instructor with JFSC, paint a picture of an outstanding officer with unlimited potential:

The Law Center decided to disclose excerpts from five of LTC Dooley's previous Officer Evaluation Reports (OER) in order to give the public an idea of the loss to the Army and our Nation caused by the actions taken against LTC Dooley.

What happened to LTC Dooley is more than a personal miscarriage of justice. When instructors are prohibited from teaching military officers about the true threat posed by Islamic Radicalism, it is a threat to our national security.

Richard Thompson, President and Chief Counsel of the Law Center observed, "As you read his OERs, linked here, I'm sure you will come to several conclusions about Matt Dooley. First, he is an outstanding officer and had a brilliant career ahead of him. Secondly, he loyally served every one of his commanders. Third, he was respected by the men under his command. Fourth, his superiors at the Joint Forces Staff College considered him an outstanding instructor. And lastly, after all he has done for his country and the Army his superiors sacrificed him to the dogs of political correctness."

OERs are required at least once a year and are normally completed by two superiors, namely, a rater and a senior rater. The rating officer on an OER is usually the rated officer's immediate supervisor, an officer of higher rank, who is most familiar with the rated soldier's specific duties and performance. The senior rater is a leader who occupies the next higher duty position up from the rater and is best positioned to assess both the rated soldier's performance in comparison to his peers, as well as the rated soldier's future potential to serve in higher ranks and increased levels of responsibility.

The OERs clearly demonstrate that LTC Dooley's raters and senior raters all considered him an outstanding officer and advocated his rapid promotion and advancement to the highest levels of responsibility. Like many of his peers serving alongside him in the military, LTC Dooley has served honorably and with distinction through a number of complex operating environments. Nevertheless, he has become the latest victim of the "Great Purge" to appease the 57 Muslim groups which demanded that instructors using materials offensive to Islam be disciplined.

In fact, after General Dempsey's public rebuke, a negative OER was ordered and prepared with direction from the Pentagon covering the period from June 2011 to June 2012. In contrast to the inaccurate and unjust comments in the Pentagon-directed negative OER, the excerpts from earlier OERs describe LTC Dooley's outstanding performance.

LTC Matt Dooley attended the United States Military Academy at West Point, where he graduated and received his commission as a Second Lieutenant, Armor Branch in May 1994. His assignments included deployment to Bosnia, Kuwait, and Iraq for a total of six operational and combat tours over the course of his career. He served as a Tank Platoon Leader, Tank Company Commander, Headquarters Company Commander, Aide-de-Camp (to three General Officers), and Instructor at the Joint Combined Warfare School. He is a graduate of the Command and General Staff College as well as the Joint Forces Staff College.

L'une des nations occidentales les plus survivalistes au monde s'engage actuellement dans des exercices militaires pour sécuriser ses frontières exposées à de futures émeutes sociales de pays limitrophes.

En septembre dernier, l'armée suisse s'est entraînée sur des scénarios de violences civiles liées à l'instabilité économique de
l'Europe.

Nous comprenons un peu plus pourquoi le pays a toujours défendu son refus d'entrer parmi les nations de l'EURSS.


Berne s'inquiète ouvertement d'une désorganisation des armées voisines liée à la crise de l'Euro et les mesures d'austérité
imposées par Bruxelles qui force les Etats à réduire les budgets destinés à la sécurité (police, gendarmerie, armée).

Pour preuve, certains militaires français sont proche de la faillite personnelle suite à l'accumulation d'impayés sur leur salaire depuis de nombreux mois (à lire sur le 20Minutes)

Le résultat d'une politique financière qui consiste à soutenir en priorité un système bancaire en faillite plutôt que son dispositif de sécurité représente une mise en danger pour les populations... et les helvètes sont convaincus que les forces de l'ordre des pays voisins n'auront plus les moyens nécessaires de contenir les révoltes si les vagues de protestations se poursuivent en Europe..

Crainte de soulèvements généralisés en Europe

Le Ministre de la Défense suisse souligne : "Je n'écarte pas la possibilité que nous aurons besoin de l'armée dans les années à venir".

Il a d'ailleurs pressé la confédération de procéder à des achats d'avions de combats Saab Gripen pour étoffer les escadrilles de défense aérienne.

John R. Schindler, professeur d'affaires en sécurité nationale à l'US Naval War College a a également déclaré sur le site Web du Comité XX:

"Si un terroriste similaire au norvégien Anders Brievik cible des musulmans, les choses pourraient devenir incroyablement dangereuses très rapidement, ce qui pourrait déclencher des soulèvements généralisés de musulmans à travers toute l'Europe.".

La Suisse compte à ce jour 200 000 militaires et s'est engagée dans une politique de modernisation de
l'armée.

Despite being one of the most stable and economically vibrant countries in the world, primarily as a result of its refusal to join the Euro, Switzerland is preparing for mass civil unrest in central Europe that could spill over its border, by mobilizing troops to deal with potential disorder.

The Swiss military is adding four new military battalions to its army that will be spread around the country for the purposes of dealing with the fallout from any widespread disorder that could arise from the crumbling Eurozone.


“Minister Maurer, accompanied by whispers from the top uniformed leadership in Switzerland, is trying to raise awareness that Europe’s massive fiscal-cum-political crisis could get very unpleasant, writes John R. Schindler, a professor of national security affairs at the U.S. Naval War College. “Swiss military exercises in September, called STABILO DUE, were based on EU instability getting out of hand. The Swiss have stayed out of the EU – one more thing the very prosperous Swiss are gloating about these days – and they certainly don’t want EU problems spilling over into their peaceful little country.”

Maurer is concerned that the massive decline in European militaries since the end of the Cold War could leave countries vulnerable to insurrections and even race wars.

Schindler notes that if the ire of Muslims is raised a couple of notches above the anger that was stirred as a result of the YouTube “film” which insulted the Prophet Mohammad, immigrants in European countries could rise up.

“It’s commonly held by European security insiders that if the next Anders Brievik were to target Muslims, not fellow Europeans, things could get unimaginably ugly very quickly,” he writes. “It is difficult to see how Europe’s much smaller militaries could cope with massive civil disturbances. (And don’t ask Uncle Sam for help, since the very last thing the Pentagon wants is to get dragged into any riot suppression – particularly putting down Muslim uprisings – anywhere in Europe.)”

Switzerland maintains a trained army of 200,000 troops, a massive amount considering the nation’s tiny population. All military age males are also mandated to complete basic training, meaning the country can rely on a huge militia in times of crisis, a fact many historians cite when explaining why Hitler refused to invade Switzerland during World War Two even though it was surrounded by Nazi-occupied bordering countries.

Europe has been rocked with riots and unrest over the last three years, tensions that have only increased in recent months. France, Britain, Italy, Greece, Portugal and most recently Spain have all witnessed scenes of unprecedented disorder.

A growing underclass as the gap between rich and poor widens allied with harsh austerity measures which punish those least responsible yet most vulnerable to the economic collapse have fanned the flames of discontent.

In Spain, which was devastated by huge riots last month, youth unemployment has risen to exceed 50%, while benefits have been slashed. Overall unemployment stands at a staggering 25.1 per cent. Compare that to Switzerland which has an unemployment rate of just 2.8 per cent and the foresight of the Swiss in staying out of the Euro is admirable.
