Le mois dernier, la Russie a tenu des exercices navals similaires avec des escadrons chinois



La Russie et l'Egypte débutent leur premier exercice naval conjoint, a déclaré le ministère russe de la Défense dans un communiqué, une grande première pour ces deux pays qui étaient alliés pendant la guerre froide.

Cet exercice de huit jours au large du port méditerranéen d'Alexandrie comprendra des opérations de communication, de ravitaillement, de recherche et de tir en mer.

"Le but de l'exercice est de renforcer et de développer la coopération militaire entre la marine égyptienne et la marine russe, dans l'intérêt de la sécurité et de la stabilité maritime", a affirmé le ministère russe.

Moscou va envoyer un croiseur lance-missiles Moskva, une corvette Samum, un navire de débarquement Alexander Shabalin, un pétrolier Ivan Boubnov et un remorqueur, tandis que des frégates Taba et Damiyat, un pétrolier Chataline, deux bateaux de patrouille et deux chasseurs F-16 égyptiens se joindront à eux.

Le mois dernier, la Russie a mené des exercices navals similaires avec des escadrons chinois en Méditerranée.

Depuis que les puissances occidentales ont imposé des sanctions économiques sur la Russie l'an dernier, sur fond de guerre en Ukraine, Moscou a accéléré les tentatives de renforcement de ses liens avec l'Asie, l'Afrique et l'Amérique du Sud, ainsi que le renouveau de ses relations avec ses anciens alliés de l'époque soviétique.

Le président russe, Vladimir Poutine, s'est par ailleurs rendu en Egypte en février dernier pour des entretiens avec son homologue égyptien Abdel Fattah al-Sisi.

KENNEWICK, Wash. (INTELLIHUB) — A tip was sent to me by a reader via email Saturday documenting out how the U.S. Army Corps of Engineers is now soliciting civilian workers for “maintenance” positions ahead of what appears to be an upcoming and potentially ‘imminent event’ of some type.

Shockingly as listed in the solicitation numbered “NCFL156545791382984S” which is posted at USAJobs.gov the Army Corps of Engineers is literally calling upon skilled individuals amongst the civilian population in search of potential prospects rather than using already active Army personnel.

The “job summary” section of the solicitation strokes the prospect’s ego, reading:

“Civilian employees serve a vital role in supporting the Army’s mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.”

It’s also important to note that the position may extend up to “four years” and that “employees” will be required to respond to “disaster stricken areas of the US”.

Did I miss something?

Disaster stricken areas of the U.S., WTF does that mean?

Does the U.S. Government know something that they have not yet told the general public?

Is there an impending disaster looming such as the eruption of the Yellowstone supervolcano or possibly a predestined asteroid impact which rumor has may be coming in September? After reading a potion of the solicitation’s “about” section  you may be asking these very questions too. It reads:

“Employees occupying these positions will provide emergency support to disaster stricken areas throughout the US. Employees must pass a stringent medical screening and be prepared to live and work in extremely austere conditions. Work schedule will initially be arduous, with much overtime. Sleeping arrangements may be limited to using a sleeping bag or in the vehicle used to move from location to location. The duty station for pay purposes for these positions is Kennewick, WA with possible 75% or Greater Business Travel in various locations throughout the US.”

Additionally it’s important to point out that “Kenniwick, WA” is only the “duty station for pay purposes”, signifying that employees who have accepted the position can end up anywhere throughout the U.S. as “75%” of the job is listed as “travel”.

Interestingly duties of the job include:

“[…] computing and making flood releases, inspecting, repairing and maintaining the appurtenant structures and systems of the dam (skills include, but are not limited to, electrical and mechanical work); and participating in the dam inspections. Maintains and repairs facilities such as public restrooms, camp sites, picnic areas, park roads, etc. Repair equipment such as, hydraulic gates, hoists, hangers, cranes, elevators, sump pumps, water systems pumps, chlorinators and stand-by generators. Dam Operation; Collects humidity, temperature and wind velocity readings from weather instruments, makes gage readings pertaining to water storage and performs related calculations. Reports weather information and operating data in accordance with established schedules. Makes gate settings to regulate outflow of water in accordance with regulatory requirements. Inspects dam and appurtenant structures and equipment using standard inspection checklists. Performs a variety of miscellaneous duties such as, maintaining roads and clearing debris. Operates a variety of vehicles and vessels, such as, sedans, light duty pickup trucks and 5-ton trucks, tractors, fork lifts, motor boats, work barges, etc.”

The job pays $21.93-$25.57 per hour.

Ils s’attendent à tout, et si l’on relie cela avec les nombreux événements récents peu médiatisés sur le sol américain, dont la fermeture de plusieurs Walmart, alors on peut sans trop de difficultés penser que quelque chose se prépare, et que cela ne va pas être très positif…

L’offre d’emploi se lit comme suit:

« Les employés civils jouent un rôle essentiel dans le soutien de la mission de l’Armée. Ils fournissent les compétences qui ne sont pas facilement disponibles dans l’armée, mais cruciales pour soutenir les opérations militaires. L’armée intègre les talents et les compétences de ses membres civils et militaires pour former une armée totale ». [que c’est séduisant comme idée!]




 


« Les employés occupant ces postes fourniront un soutien d’urgence aux zones sinistrées à travers les États-Unis. Les employés devront passer un examen médical rigoureux et être prêts à vivre et à travailler dans des conditions extrêmement austères. L’horaire de travail sera d’abord ardu, avec beaucoup d’heures supplémentaires. L’hébergement pour la nuit pourrait se limiter à un sac de couchage dans le véhicule utilisé pour se déplacer d’un endroit à un autre. La centrale de service pour les fins de rémunération pour ces postes est Kennewick, WA, avec possibilité de 75% de travail dans divers autres endroits à travers les États-Unis« .
 
Si des civils sont recrutés, en complémentarité avec l’Armée, la FEMA et les autorités d’urgence locales, pour des opérations d’urgence dans des zones sinistrées, c’est que l’Armée sait qu’il y aura un ou des déclencheurs qui occasionneront des zones sinistrées à travers les États-Unis au point où des civils seront appelés en renfort. Le fait qu’il est spécifié que l’horaire de travail sera « d’abord ardu avec beaucoup d’heures supplémentaires » correspond à une situation de crise qui exige une immédiate et vaste mobilisation. Les conditions d’hébergement suggérées rappellent celles de soldats en terrain hostile. Si 75% du mandat des employés doit se faire en dehors de l’État de Washington, soit « dans divers autres endroits à travers les États-Unis », on peut supposer qu’il y aura beaucoup de zones sinistrées…

Types de fonctions que devront effectuer les candidats sélectionnés (liste non-exhaustive):

Préposé à l’entretien et tâches de maintenance dans les domaines suivants:

– Prendre des relevés informatiques, inspection, réparation et entretien de systèmes de barrages.

– Entretien, installations et réparations de toilettes publiques, de camping, aires de pique-nique, routes de parc.

– Entretien, installation et réparations de portes hydraulique, palans, cintres, grues, élévateurs, pompes de puisard, pompes de réseaux d’eau, javellisation et surveillance de générateurs.

– Barrages: recueillir l’humidité, la température et la vitesse du vent (lectures d’instruments météorologiques)…

– Entretien des routes, enlèvement des débris.

– Opérer une variété de véhicules: berlines, camions utilitaires légers et camions de 5 tonnes, tracteurs, chariots élévateurs, bateaux à moteur, barges de travail, etc.

L’offre d’emploi est ouvert depuis le 18 mai dernier et ce, jusqu’au 17 mai 2016. Le salaire est de 21.93 à 25.57$/heure. Il s’agit d’un poste temporaire, qui pourrait être de courte durée, intermittent ou se prolonger jusqu’à un maximum de 4 ans.

In a surprising statement, US President Barack Obama said on Monday that his administration does not have "a complete strategy" to fight the brutal Islamic State (ISIS) terrorist organization that has been expanding its iron grasp over wide sections in Syria and Iraq.

The Washington Free Beacon uploaded his comments made at a news conference during the G-7 conference being held in Germany; his admission can be seen starting at 2 minutes and 22 seconds into the video below.

"When a finalized plan is presented to me by the Pentagon, then I will share it with the American people," Obama told the reporters. "We don’t yet have a complete strategy because it requires commitments on the part of the Iraqis as well about how recruitment takes place, how that training takes place. So the details of that are not yet worked out."

The comment would seem to support the massive criticism Obama has faced from his opponents, who charge he has not done enough to confront the threat of ISIS.

Prior to the statement, Obama called ISIS terrorists "nimble and aggressive," noting how they have conquered strategic sites including last month the key city of Ramadi, which is the capital of Iraq's largest province.

After the embarrassing fall of Ramadi, Obama said late last month, "I don't think we're losing," trying to downplay the stinging defeat as a mere tactical setback.

Speaking about the influx of foreign jihadists into Syria on Monday, Obama said, "not all of that is preventable, but a lot of it is preventable if we've got better cooperation, better coordination, better intelligence, if we are monitoring what's happening at the Turkish-Syria border more effectively."

Stopping that flow of foreign fighters would "isolate and wear out (ISIS) forces that are already there because we're taking a lot of them off the battlefield. But if they're being replenished, then it doesn't solve the problem over the long term," said Obama.

He added, "this is an area where we've been seeking deeper cooperation with Turkish authorities who recognize it's a problem, but haven't fully ramped up the capacity they need, and this is something that I think we've got to spend a lot of time on."

In May 2010, it came to light that Norfolk Mayor Paul Fraim paid the former (?) local head of the New Black Panthers, Michael Muhammad (aka Michael Miles) $4,500, for services performed on his 2010 reelection campaign.

This columnist spoke with Fraim’s campaign director, Sandra Brandt, who informed me that Muhammad was hired to distribute literature.
Having myself, worked on several local and statewide campaigns, I found that strange.

Ordinarily, distribution of campaign materials (lit drops) are done by volunteers. It simply makes no sense to spend the campaign’s resources on something that can be done for free (often by the candidate’s family, friends, or even by the candidate himself).

Furthermore, $4,500 is a princely sum indeed, for such a menial task.

When I pressed Mrs. Brandt on the issue, she finally conceded that Mayor Fraim “needed to reach out to the black community.”

So, the best representative they could find is a man known for his racist, anti-Semitic tirades, and calls for violence at Norfolk City Council meetings?

For years, Muhammad, who once called Fraim a “cracker,” has publicly bemoaned an alleged undue Jewish influence on this country, and once even hinted at his support for seeing Norfolk set ablaze.

At a November 2000 city council meeting, shortly after a black man died in police custody, Muhammad pointed to the sunset above the Norfolk skyline and said: “I see how much it resembles fire…Looks good to me.”

Since 2000, Muhammad has been criminally charged more than 30 times. In 2001, he was convicted of violating an order of protection, as he was stalking Republican House of Delegates member Winsome Sears.

In fact, in September 2014, Muhammad was convicted of assaulting a woman and sentenced to 30 days in jail.

Unconcerned with Muhammad’s history of racism, then-Sen. Ralph Northam (D-Norfolk) once told the Virginian-Pilot: “He made sure people knew I was a good candidate and was instrumental in getting people to the polls.”

At least for Democrats, it seems that only election results, not character, matters.


Black Panther for Mayor

The Black Panther actually ran for Mayor of Norfolk in 2014, losing miserably.

He now has a Facebook page seemingly dedicated to defaming white police officers, and organizing demonstrations.

One wonders where someone with seemingly no means of supporting himself gets the money to wile away the hours in such a fashion…Of course, there seems to be quite a bit of that in “the age of Obama.”

BALTIC SEA (NNS) -- Ships from 17 NATO and partner countries, comprising the BALTOPS 2015 force, sailed from Gdynia, Poland, to start training in a number of warfare areas, June 8.

BALTOPS is an annual multinational exercise designed to enhance flexibility and interoperability in order to strengthen combined response capabilities necessary to ensure regional stability.

BALTOPS exercises will test the maritime defense capabilities of NATO and partner countries participating in the operation and will include a landing force event composed of 700 Swedish, Finnish and U.S. troops.

Quick Facts:
* Approximately 5,600 air, ground and maritime forces from participating nations will conduct air defense, maritime interdiction, anti-subsurface warfare, and amphibious operations in a joint environment.
* While BALTOPS remains a U.S.-led exercise, Commander, Naval Striking and Support Forces NATO (STRIKFORNATO) is responsible for executing this year's exercise.
* BALTOPS is an exercise that brings together both NATO and non-NATO countries to increase interoperability in the spirit of the Partnership for Peace program.
* A total of 49 ships, 61 aircraft, one submarine, and a combined landing force of 700 Swedish, Finnish, and U.S. troops are scheduled to participate.

SUVA, Fiji (NNS) -- The Military Sealift Command hospital ship USNS Mercy (T-AH 19) arrived in Suva, Fiji, June 7 for its first mission port visit of Pacific Partnership (PP15) 2015.

This is the first visit to Fiji by a U.S. Navy vessel in nine years.

Pacific Partnership is a joint effort between the United States and foreign militaries, non-governmental organizations and partner-nation support organizations to conduct civil-military operations including humanitarian and civic assistance, as well as veterinary, medical, dental and civil engineering support.

"We're excited to work alongside our Fijian partners to improve our collective ability to respond to natural disasters," said Capt. Chris Engdahl, PP15 mission commander. "We look forward to learning as much as we can from our friends in this part of the Pacific theater."

During mission events, multinational military and civilian personnel will work together to conduct surgical screenings, dental screenings, health fairs for medical education, as well as conduct basic life support courses.

Additionally, Fiji and Mercy will host several subject matter expert exchanges and classes on a wide range of topics including mass casualty procedures, public health, infectious disease and basic life support.

Personnel aboard Mercy will also have the opportunity to volunteer for community outreach events which will include activities such as face painting, rugby, and coloring for families and children.

"Mercy and our embarked partners nations and NGO personnel have spent months planning this mission. We're thrilled to put all of that hard work into motion as we collectively work with the Fijian people to improve this region's disaster preparedness," said Engdahl.

Civil engineering projects include the construction of two schools created from the ground up. Naval Mobile Construction Battalion 11; Amphibious Construction Battalion 1; U.S. Air Force Red Horse Engineers; Japan Self-Defense Force engineers and Republic of Fiji Military Force engineers will work together on the construction of these projects.

Mercy is also scheduled to visit Papua New Guinea, Philippines, and Vietnam for this year's mission.

Additionally, the secondary mission platform for PP15 is the Military Sealift Command joint high speed vessel USNS Millinocket (JHSV 3), led by an expeditionary command element from the Navy's 30th Naval Construction Regiment from Port Hueneme, California.

Pacific Partnership is in its tenth iteration and is the largest annual multilateral humanitarian assistance and disaster relief preparedness mission conducted in the Indo-Asia-Pacific region. While training for crisis conditions, Pacific Partnership missions to date have provided medical care to approximately 270,000 patients and veterinary services to more than 38,000 animals. Additionally, the mission has provided critical infrastructure development to host nations through the completion of more than 180 engineering projects.

Pacific Partnership 2015 supporting partners include Australia, New Zealand, Japan, Republic of Korea, Malaysia, Canada, Timor Leste, Fiji, and France. Non-governmental organizations also participating are Project Hope, Operation Smile, Latter Day Saints Charities, University of California San Diego, University of Virginia, University of Hawaii, Project Handclasp, and World Vets.

Mercy is a converted San Clemente-class supertanker with a length of 894 feet. In its deployed state, the hospital ship carries up to 1,215 medical personnel and provides full hospital capabilities and services, including surgery, radiology, optometry, dermatology, physical therapy, dialysis, a pharmacy, blood bank, and dental. The Mercy's primary mission is to provide rapid, flexible and mobile acute medical and surgical services to support Marine Corps, Army and Air Force units deployed ashore, and naval amphibious task forces and battle forces afloat.

President Barack Obama's administration is planning to train Sunni tribes' fighters as part of its move to send up to 450 additional U.S. forces to Iraq, the White House said Wednesday.

The United States is also sending weapons to Sunni tribes, as well as the Kurdish Peshmerga fighters, who are operating under Iraqi command, in order to fight the Islamic State in Iraq and Syria.

The hope, an Obama administration official said, is that a new "Sunni uprising" similar to one that took place in 2013 will occur - but this time, aimed at Islamic State fighters.

"This is designed to focus on training the Sunnis," the official said.

The additional U.S. military personnel will train and advise Iraqi and tribal troops at the Taqaddum military base in eastern Anbar province.

Sunni fighters will continue with the standard practice of undergoing a security review by the Iraq's before they are permitted to join, to ensure they do not have loyalties to ISIS, the official said.

The Associated Press was the first to report earlier Tuesday that the administration was considering sending up to 1,000 U.S. forces to the country.
Joint Chiefs of Staff Chairman Gen. Martin Dempsey told reporters traveling with him in Jerusalem on Tuesday that Obama has asked military brass to "take a look at what we've learned over the last eight months in the train-and-equip program and make recommendations to him on whether there are capabilities that we may want to provide to the Iraqis to actually make them more capable."

"He's asked us to look at whether there are other locations where we might establish training sites," Dempsey said. "He's asked us to take a look at how we might develop Iraq's leaders."

There are currently 3,050 U.S. forces in Iraq -- with 2,250 of them devoted to supporting Iraqi security forces, 800 protecting U.S. personnel and facilities, 450 training Iraqi troops and 200 in advising and assisting roles.

An already tense situation was reportedly exacerbated with the arrival of the New Black Panther Party and the Nation of Islam.

First there was Ferguson, then Baltimore, now the race baiters have chosen McKinney, Texas, as the next location for what is shaping up to be an endless summer of racial tension across America.

McKinney, Texas, the latest hotbed of racially motivated civil unrest, is now the scene of increasingly intimidating protests after the reported arrival of New Black Panther Party members. The city’s police department has been under nationwide scrutiny after video surfaced of one officer handling a teenage suspect at the scene of a public disturbance.

Several media outlets reported an uptick in disruption this week with demonstrators gathering in the middle of streets to impede traffic. The officer involved in the recorded encounter, McKinney Police Cpl. Eric Casebolt, has been placed on leave by the department and has taken his family into hiding amid calls for violence against him.

It seems clear, however, that at least some of those involved in the McKinney protest are not interested in hearing any opposing view. When Internet radio host and McKinney resident Benet Embry – a black man – posted a Facebook message suggesting the initial video did not present the entire incident, he was promptly targeted by his own community.

In addition to angry calls and emails to the company that produces his show, vicious social media comments question his authenticity as a black person.

One Facebook critic shared his take on Embry’s plea for sanity.

STUTTGART: US Defence Secretary Ash Carter said on Thursday the situation with Russia had taken a "sad turn" and he was gathering US military leaders and diplomats to assess the effectiveness of NATO strategy towards Moscow in response to the Ukraine crisis.

The gathering of two dozen US military leaders and ambassadors based in Europe was to take place on Friday in Stuttgart at the headquarters of US European Command, which is responsible for US forces in the region, US Defence officials said.

"We have something that has taken a sad turn recently, which is Russia," Carter told troops at US Africa Command, which is also based in Stuttgart, in southern Germany.

"We were absolutely hoping for something different, but it appears that [Russian President] Vladimir Putin is taking his country in a different direction.

"I don't think that's a good way for Russia and at some point the Russian people will wake up to that, but they are not showing much sign of that now," he said. "The situation here [in Europe] is not as rosy as it might have seemed in the past."

Carter said that was why he had travelled to Stuttgart, "to take another look at what we are doing here".

The session will gather US military leaders and ambassadors based in Europe to discuss how effective Western sanctions and military actions have been in deterring Russia and reassuring NATO allies, US Defence officials said.

"This meeting is intended to inform the secretary's thinking as he heads into his first NATO ministerial in late June," said Brent Colburn, a Pentagon spokesman. "One of the areas of focus will be Russia's actions over the past 18 months, including their operations in Ukraine."

The Western allies have imposed asset freezes and travel bans on a number of Russians. The United States launched Operation Atlantic Resolve to step up military exercises with NATO members in eastern Europe. The United States approved $1 billion to support efforts to reassure European allies.
"The  primary purpose is to assess and strategise on how the United States and key allies should think about heightened tensions with Russia over the past year," said a US Defence official on Carter's plane to Stuttgart.

Asked if the session would discuss providing weapons to Ukraine, the official said Carter was still open to the idea and the issue could come up. The United States so far has resisted providing arms to avoid escalating the conflict.

ANALYSIS:
The defense framework signed with India this week during Defense Secretary Ashton Carter’s trip to the Pacific is the most recent step in U.S. efforts to put together a coalition to counter China’s growing influence, including its aggression in the South China Sea.

Mr. Carter and Indian Defense Minister Manohar Parrikar signed a 10-year agreement Wednesday in New Delhi to promote cooperation. Under the agreement, the U.S. and India will develop a mobile solar energy power source as well as a lightweight suit to protect against chemical and biological weapons and will build jet engines and an aircraft carrier for India.

The Pentagon said in an official statement that Mr. Carter’s trip to India was part of a broader “U.S. rebalance to the Asia-Pacific region.”
Mr. Carter suggested that an increased U.S. role, along with the rising economic prowess of India, Vietnam, Singapore and other allies in the region, would help counter Chinese aggression.

“These two things come together when it comes to maritime security, maritime domain awareness,” Mr. Carter said.

China in recent months has tried to increase its power by expanding artificial islands in the hotly contested waters of the South China Sea. The islands are believed to house military weapons and a runway long enough for China’s largest aircraft.

The Chinese also have taken an aggressive posture by attempting to deny travel through these waters to Navy ships and others.

“I think what the U.S. is doing if you look carefully with the defense guidelines with Japan, Vietnam and elsewhere, is we’re putting together a loose coalition of allies and security partners that includes India, Singapore, Philippines, Indonesia and so on,” said Robert Manning, a senior fellow at the Atlantic Council. “What we’re doing in India is kind of a piece of that counterbalancing strategy.”

Although India has its own interests in the South China Sea, for navigation and oil exploration, its overall strategy has been to remain independent on the world stage.

The U.S. agreement with India represents a step forward in the bilateral partnership, but Walter Lohman, director of the Asian Studies Center at The Heritage Foundation, said India will continue to protect its independent posture. While the Indian government buys some defense equipment from the U.S., Mr. Lohman said, it also buys equipment from Russia to prevent the country from becoming too dependent on any single partner.

“They’re not on their way to becoming a plank in our strategy toward China because they’re too leery of falling into someone else’s strategy,” he said.
But the U.S. and India may have common interests in the South China Sea.

Beijing told India this week that it couldn’t explore for oil in disputed areas of the South China Sea, an issue Mr. Carter may have looked to leverage in his talks with Mr. Parrikar.

China has claimed almost the entire sea, which is a major shipping route and is believed to have large oil and gas reserves.

China has begun dispatching surveillance vessels off the coast of Hawaii in response to the Navy's monitoring activities of disputed islands in the South China Sea, according to the Taiwan newspaper Want China Times.

The purported surveillance comes on the heels of raised tensions between China and the United States late last month. A Navy P-8A Poseidon surveillance plane was flying over the Spratly Islands near the Philippines and Malaysia when a Chinese radio dispatcher warned it several times to depart the airspace.

China has been enlarging some of the uninhabited atolls by dredging up sand from the sea bottom, claiming it has sovereignty of the islands and the airspace above.

U.S. officials say China has placed artillery on the expanded islands and have called for its removal.

I'm not going to speculate about a vague news report on Chinese surveillance ship intentions," Capt. Darryn James, U.S. Pacific Fleet chief spokesperson in Honolulu, said in response to a Stars and Stripes query whether Chinese ships have been detected near Hawaii.

"I will say that it is a fundamental right of all nations for military ships and aircraft to operate in international waters and airspace in accordance with well-established international law. The U.S. Navy closely monitors all activity in the Pacific, so regardless of what the Chinese navy does, we won't be caught surprised."

China raised eyebrows during the Rim of the Pacific naval exercise in Hawaii last July. Invited for the first time, it brought two ships but also sent a surveillance ship that monitored the multilateral exercise from afar.

At the time, U.S. Pacific Command head Adm. Samuel Locklear III described the spying "a little odd" but essentially "good news" because it indicated an acceptance by the Chinese "that military operations and survey operations in another country's [maritime zones] are within international law and are acceptable, and this is a fundamental right that nations have."

Locklear's new replacement, Adm. Harry Harris, took a harder-edged tack in regard to China's sweeping claims of islands in the South China Sea, calling them "preposterous" during his change-of-command ceremony last week.

Late last month, China released a defense white paper that pledged to shift its navy's focus to "open seas protection" and away from strictly defending waters off the mainland.

"China is faced with complicated threats and challenges in the oceans and needs a navy that can guard its sovereignty and perform multifaceted military missions," Senior Col. Wang Jin, with China's People's Liberation Army, told a news conference May 26, according to the South China Morning Post in Hong Kong.

China's official news agency, Xinhua, summarized the shift in strategy for China's military as "active defense."

Seduction and false peace. In the time of Roosevelt Navy was not in control of all military forces in USA and under the UN umbrella. Today Roosevelt, a freemason, is consider by them to be a terrorist (Yt video). This is the ruse they use to brainwash the new candidate who joint the army in US soil. I don't consider the Navy to be a guarantee of peace when I see all the destruction they make with NATO all around the world. On 8 June I reported in this media forum on the launch of 49 ships from the port of Gdynia, Poland for the largest Baltic Operations (BALTOPS) exercise ever — BALTOPS 2015.

The reason we are assembled as the maritime arm of the NATO alliance for this exercise is to show unity of effort and purpose, and to strengthen the combined response capabilities of our NATO allies and partners in the Baltic Sea region.

We come with 49 ships of all varieties large and small, over 60 aircraft, 5,600 air, ground and maritime forces from 17 participating nations to include 700 Marines from Finland, Sweden, the United Kingdom and the United States.

During the first day of operations, we were over-flown by Russian Air Force and shadowed by three Russian Navy surface ships. This was not unexpected based on recent experience.

The Russian planes made a few passes and then a couple of Russian Corvettes came up on either side of the formation as we were conducting our exercises – nothing untoward, just showing interest and an acknowledgement that they know we are here.

As Navies have done for centuries, we have taken a dual track approach to maritime security.  What do I mean by that?

While BALTOPS 2015 is demonstrating a sizeable and highly capable force at sea, we are pursuing other avenues to assure security in this and other maritime regions in Europe.  As an example, we invited a Russian Navy delegation for the annual Prevention of Incidents On and Over the High Seas (INCSEA)  review, which took place yesterday at the U.S. Naval Forces Europe-Africa/U.S. 6th Fleet Headquarters in Naples, Italy.  The Russian delegation was headed by Vice Adm. Oleg Burtsev and the U.S. delegation by Rear Adm. John Nowell, Chief of Staff, U.S. 6th Fleet.

Discussions between the two delegations were frank and professional with the intent of alleviating any miscues, misunderstandings or miscalculations between our two naval and air forces wherever they might encounter one another.

Established in 1972, the bilateral INCSEA agreement between our two countries codified the mutual interest of both sides in promoting safety of navigation and safety of flight when operating on and over international waters and specified an annual meeting to review compliance with the articles of the agreement.

The last time our two navies met was in November 2013, in St. Petersburg, Russia.

BALTOPS 2015 and the subsequent INCSEA review is a good example of naval forces and naval officers acting as an extension of diplomacy.
For me, as Commander of BALTOPS, I look forward to the positive outcome of the INCSEA discussions filtering down to the deck plate level of the Baltic Fleet.  The true measure of success will be when ALL Navies operate ships, submarines and aircraft safely and professionally not just here in the Baltic Sea, but elsewhere around the world.  Stay tuned…

Russia on Thursday warned the United States of consequences if it moves to deploy land-based missiles in Europe in contravention of a key Cold-War era arms control treaty.

"It is clear that such actions would mean complete destruction by the American side of the regime of the treaty with all its attendant consequences," the Russian foreign ministry said, referring to the 1987 INF treaty on intermediate-range and shorter-range missiles.

"We urge the United States to ensure the full implementation of the INF, (and) not to threaten the feasibility of this document," the ministry said in a statement.

The two countries have accused each other of violating the treaty signed by US President Ronald Reagan and Soviet leader Mikhail Gorbachev in 1987.

US defence officials said last week Washington is considering a range of moves to counter Russia's alleged violation of the treaty, including bolstering missile defences or deploying land-based missiles in Europe.

The INF agreement eliminated nuclear and conventional ground-launched ballistic and cruise missiles with intermediate range of 500-5,500 kilometres (300-3,400 miles). The treaty marked the first time the superpowers had agreed to reduce their nuclear arsenals.

A US State Department report last week said Russia in 2014 "continued to be in violation of its obligations under the INF Treaty not to possess, produce, or flight-test a ground-launched cruise missile (GLCM) with a range capability of 500 kilometres to 5,500 kilometres, or to possess or produce launchers of such missiles."

The Russian foreign ministry said that statement was not "consistent with reality", challenging the United States to provide firm evidence.

Moscow for its part took issue with Washington's plans to deploy in Poland and Romania systems capable of launching Tomahawk cruise missiles.
"Such deployment would directly contravene the INF treaty," the foreign ministry said.

Ties between Russia and the United States sank to their post-Cold War lows after Moscow annexed Crimea from Ukraine last year and supported Russian-speaking rebels fighting Kiev government forces.

Syrian rebels seized most of a military airport in regime-controlled Sweida province Thursday and shot down a warplane nearby, a spokesman told AFP.

"The Southern Front has liberated Al-Thaala military airport and is carrying out mopping-up operations against remaining forces," the alliance's spokesman, Major Essam al-Rayes, told AFP.

The Syrian Observatory for Human rights also reported the rebel advance into the airport in the Druze-majority southern province.

"They have control of parts of the airport, which is used by the regime for aircraft that bomb Daraa and Damascus provinces," said Observatory director Rami Abdel Rahman.

But Syrian state television denied the claims, and interviewed the provincial governor, who accused media of spreading lies.

"There is no truth to claims that terrorist groups have occupied Al-Thaala in Sweida province," state television said, citing its reporter in the area.

"We're used to the criminal media and their falsehoods; the information being reported is baseless and life continues as normal in the province," Governor Atef al-Nadaf said.

Rayes also said Southern Front forces had shot down a warplane in the border region between Sweida and neighbouring Daraa province.

The Britain-based Observatory reported the same, and state television acknowledged that "a warplane went down in the southern region and an investigation into the causes is underway."

The Southern Front advance into Al-Thaala airport comes a day after the alliance, which groups moderate and Islamist rebel forces, seized the 52nd Brigade base in Daraa province.

Abdel Rahman said many of the regime forces who fled the 52nd Brigade as it was captured had withdrawn to Al-Thaala, which lies some 10 kilometres (six miles) away.

Sweida province has been spared much of the fighting in Syria, and remains almost entirely under regime control.

Most of its residents are Druze, followers of a secretive offshoot of Shiite Islam, who made up around three percent of Syria's pre-war population of 23 million people.

The community has been somewhat divided during the country's uprising, with some members fighting alongside the government while others expressing sympathy for the opposition.

Mostly, the Druze have taken up arms only in defence of their areas, and have kept out of the fighting more broadly.

In a statement Thursday afternoon, the Southern Front sought to reassure Sweida's residents.

"We stress that the people of Sweida are our brothers and our people, and we... will not fight them," Rayes said in the statement.

"We are ready to confront hand-in-hand all threats to Sweida province if we are asked to do so."

The statement also condemned "in the strongest terms" the deaths of at least 20 Druze residents reportedly killed by Al-Qaeda affiliate Al-Nusra Front in Idlib on Wednesday.

The deaths in Qalb Lawzah sparked condemnation from Druze leaders in Syria and Lebanon.

The Southern Front has sought to distance itself from Al-Nusra and said in March it would not cooperate with the group.

But it has found itself fighting on the same side as the Al-Qaeda affiliate, including in battles against the jihadist Islamic State group.

HAWAII | Hawaii is preparing for massive casualties through the large scale exercise, Vigilant Guard 15. Complete with crisis actors, decontamination centers, and quarantine zones. In one scenario that played out, soldiers practiced treating casualties from a collapsed building as a fuel spill contaminated the area.

Using the Campbell Industrial Park as their staging ground the Hawaiian National Guard set up triage and decontaminated victims.

Vigilant Guard 15 utilized over 2,200 participants from multiple states reacting to a natural disaster and is the largest mass casualty exercise to date.

More than 700 participants traveled from Utah, Nevada, California, Oregon and Guam.

Military personnel and first responders, using Chinook and Blackhawk Helicopters, also practiced a variety of scenarios including disease outbreak and cyberattack.
