THE tiny Polish town of Swietoszow did not officially exist during the Cold War; as home to a massive but secret Soviet tank force ready to strike at the West, it was removed from all public maps and records.

Last week Nato used the base for the first big deployment of a new special force to defend eastern Europe from an increasingly expansionist Russia.

American Black Hawk helicopters thundered in the skies as German tanks rolled from across the nearby border, along with troops and hardware from seven other nations that make up Nato’s Spearhead Force, which was set up last year in response to Russia’s intervention in Ukraine.

The Sunday Times gained exclusive access to the start of Operation Noble Jump, in­volving more than 2,000 troops from nine countries that will engage in live artillery fire, F-16 jet-fighter aerial bombing, special forces com­bat and helicopter assaults. Three other drills...

As the presidential race heats up in the US, Republicans are set to make foreign policy a major campaign issue with Vladimir Putin serving as the quintessential example of what happens when The White House looks to ‘appease’ a head of state bent on the illegitimate expansion of national borders by violating the sovereignty of his neighbors. 

The extent to which that characterization of Russia’s recent actions in Eastern Europe approximates reality almost doesn’t matter. Voters in the US are notoriously naïve and even if they weren’t (i.e. even if the American public adopted a healthy level of skepticism towards Russophobic campaign rhetoric), the idea of Russia as the antithesis of Western democratic values is so deeply rooted in the American conscious that a resurgent Moscow will likely always be viewed as a threat by the majority of ballot box-bound Americans. This means that any US president who seeks to “reset” relations with the Kremlin takes an enormous political risk, because when things go wrong — as they have recently — political rivals will leap at the chance to point to deteriorating US-Russia relations as proof that Washington should forever and always adopt a hardline stance towards Moscow. 

Recently, the Obama administration has seemingly given up on the ill-fated Russian “reset.” Whether The White House’s increasingly aggressive stance is an attempt to help pave the way for Hillary Clinton’s presidential bid (presumably Clinton could deflect criticism by pointing to Democrats’ toughening stance towards Moscow as evidence that when military realities trump political idealism, the Obama administration was quick to “reset” the “reset,” so to speak) or simply proves that when push comes to shove and post-USSR unipolarity is threatened, US presidents will ultimately abandon all pretenses that American foreign policy isn’t based on the projection of military might, is debatable but one thing is clear: the US and NATO are preparing for a full scale escalation of hostilities in Eastern Europe.

As the NY Times reports, Washington is now looking to store heavy weapons in close proximity to the Russian border in what looks like some of the most aggressive sabre rattling to date. Here’s more:

In a significant move to deter possible Russian aggression in Europe, the Pentagon is poised to store battle tanks, infantry fighting vehicles and other heavy weapons for as many as 5,000 American troops in several Baltic and Eastern European countries, American and allied officials say.
 
The proposal, if approved, would represent the first time since the end of the Cold War that the United States has stationed heavy military equipment in the newer NATO member nations in Eastern Europe that had once been part of the Soviet sphere of influence. Russia’s annexation of Crimea and the war in eastern Ukraine have caused alarm and prompted new military planning in NATO capitals.
 
It would be the most prominent of a series of moves the United States and NATO have taken to bolster forces in the region and send a clear message of resolve to allies and to Russia’s president, Vladimir V. Putin, that the United States would defend the alliance’s members closest to the Russian frontier..

The amount of equipment included in the planning is small compared with what Russia could bring to bear against the NATO nations on or near its borders, but it would serve as a credible sign of American commitment, acting as a deterrent the way that the Berlin Brigade did after the Berlin Wall crisis in 1961.
 
“It’s like taking NATO back to the future,” said Julianne Smith, a former defense and White House official who is now a senior fellow at the Center for a New American Security and a vice president at the consulting firm Beacon Global Strategies.
 
The “prepositioned” stocks — to be stored on allied bases and enough to equip a brigade of 3,000 to 5,000 soldiers — also would be similar to what the United States maintained in Kuwait for more than a decade after Iraq invaded it in 1990 and was expelled by American and allied forces early the next year.
 
“We need the prepositioned equipment because if something happens, we’ll need additional armaments, equipment and ammunition,” Raimonds Vejonis, Latvia’s minister of defense, said in an interview at his office here last week.
 
“If something happens, we can’t wait days or weeks for more equipment,” said Mr. Vejonis, who will become Latvia’s president in July. “We need to react immediately.”
Mark Galeotti, a professor at New York University who has written extensively on Russia’s military and security services, noted, “Tanks on the ground, even if they haven’t people in them, make for a significant marker”..
 
We have to transition from what was a series of temporary decisions made last year,” said Heather A. Conley, director of the Europe Program at the Center for Strategic and International Studies in Washington.
 
The idea of moving prepositioned weapons and materials to the Baltics and Eastern Europe has been discussed before, but never carried out because it would be viewed by the Kremlin as a violation of the spirit of the 1997 agreement between NATO and Russia that laid the foundation for cooperation.

This most recent NATO escalation comes as Ukraine's fragile ceasefire quickly falls apart amid what Kiev claims are advances by rebel tanks. Ukraine's Russian separatists contend the recent upsurge in violence began when their positions came under artillery fire from Ukrainian troops. The Obama administration has now given an invitation to jihadists to join military forces in the Middle East to be trained by US troops so that they can learn how to fight against Bashar al-Assad. Middle East analyst Robert Olson reports on the story:

Consequences of the U.S.-Gulf Cooperation Council summit at Camp David last month already seem to be falling into place, with significant geopolitical consequences regarding the civil wars in Syria and Iraq.

The first result seems to be that the Obama administration will offer no significant upgrade other than the 3,000 U.S. troops already in Iraq. The president announced last week that he would add a few hundred more military advisers, but Gulf Arabs will supply the fighting forces. In return, those countries will acquiesce to the U.S.-Iran nuclear agreement.

In addition there are several hundred military personnel in Jordan, Saudi Arabia and Turkey’s Incirlik NATO airbase where coalition forces, largely American, are training a reported 1,500 vetted fighters from Syria.

But the vetting process is haphazard, and undoubtedly many fighters who previously fought with other jihadist groups have joined vetted fighters.

The administration’s assessment that the American people don’t care that much about the wars in Iraq and Syria is correct, in spite of hawkish members of Congress who trumpet the need for more “boots on the ground.” This situation could quickly change if a Republican were to be elected president.

At the summit, the Obama administration reportedly also accepted that jihadist forces, some affiliated with al-Qaida, could also join the battle against the al-Assad regime.


I would not doubt for a moment that these trained jihadists will use their American training against US citizens in America. No doubt these jihadists will kill Christians. Obama is helping create an army that will persecute and slaughter Christians.

ATLANTIC OCEAN (NNS) -- Sailors from the Kearsarge Amphibious Ready Group (KSGARG) and Marines assigned to the 26th Marine Expeditionary Unit (MEU) kicked off the KSGARG/MEU Exercise (ARGMEUEX) in the waters east of of the United States June 13.

The KSGARG comprises Amphibious Squadron (PHIBRON) 4, 26th MEU, amphibious assault ship USS Kearsarge (LHD 3), amphibious transport dock ship USS Arlington (LPD 24) and dock landing ship USS Oak Hill (LSD 51).

According to Kearsarge Command Master Chief David Twiford, ARGMEUEX is a more than two-week exercise that gives the KSGARG the opportunity to come together and work on integration in preparation for deployment.

"These ships go through a cycle every couple years to get ready to deploy," said Twiford. "The MEU does the same thing. While we're off doing some workups throughout the year, they're off doing their own version of workups, and so these underway periods are a great opportunity to come together."

Twiford said ARGMEUEX will be a comprehensive exercise that stresses everything from large operations, such as transporting Marines to and from the ship, to smaller issues, such as meal and laundry service.

"This is an opportunity to make sure that our team is ready to go on all fronts, logistically, warfighting, communications, the whole nine yards," said Twiford.

The KSGARG is scheduled to execute and respond to numerous scenarios designed to test the many capabilities of the amphibious force, including a missile exercise, amphibious operations, well deck operations and air operations.

"You name it; if an amphib. does it, we're going to do it in the next two weeks," said Twiford.

Following the conclusion of the exercise, the KSGARG will participate in the Composite Training Unit Exercise (COMPTUEX), which is the final certification before deployment. Carrier Strike Group (CSG) 4 oversees and conducts both ARGMEUEX and COMPTUEX.

The KSGARG is scheduled to deploy in fall 2015.

SUBIC BAY, Philippines (NNS) -- Military Sealift Command rescue and salvage ship USNS Safeguard (T-ARS 50) relieved USNS Salvor (T-ARS 52) of duties in the 7th Fleet area of responsibility, June 12.

Safeguard relieved Salvor after completing a three-month depot repair period in Singapore to improve its material condition readiness.

Both ships transited to Subic Bay, Philippines to conduct the turnover. Safeguard will support Cooperation Afloat Readiness and Training (CARAT) Philippines with a diving and salvage exchange at the end of the month.

"We're happy to have Safeguard back to help carry out our diving and salvage mission in the Indo-Asia-Pacific," said Lt. Cmdr. William Sumsion, Commander, Task Force (CTF) 73 diving and salvage officer.

Safeguard and Salvor transferred diving and salvage gear assigned to Mobile Diving and Salvage Unit (MDSU) 1 throughout five days of turnover. Approximately 17 divers are embarked aboard Safeguard to complement the 30 civilian mariners that make up the ship's crew. The divers and crew aboard Safeguard regularly conduct salvage, diving, towing, heavy lift operations and theater security cooperation missions for 7th Fleet, including most phases of Cooperation Afloat Readiness and Training (CARAT) in South and Southeast Asia.

This year, Safeguard will support seven CARAT exercises and a Joint POW/MIA Accounting Command (JPAC) mission in Cambodia.

"Salvor did a great job filling in for Safeguard while she was in the yards," said Lt. John Money, CTF 73 surface operations officer. "It's good to have Safeguard back. They're one of the most employed, hardest working assets we have in 7th Fleet."

Additionally, while operating in the Asia-Pacific region, Salvor completed a two-week bilateral salvage operation with the Republic of Korea Navy, Salvex Korea 2015, successfully towed USAV Port Hudson (LCU 2035) from Thailand to Japan and escorted USNS Sgt. Matej Kocak (T-AK 3005) from Japan to Singapore.

Safeguard is a forward-deployed rescue and salvage ship operating out of 7th Fleet and is part of CTF 73. CTF 73 conducts advanced planning, organizes resources and directly supports the execution of maritime exercises, such as the CARAT exercise series with Bangladesh, Brunei, Cambodia, Indonesia, Malaysia, the Philippines, Singapore, Thailand and Timor-Leste; the Naval Engagement Activity (NEA) with Vietnam, and the multi-lateral Southeast Asia Cooperation and Training (SEACAT) with Brunei, Indonesia, Malaysia, the Philippines, Singapore and Thailand.

Russia warns US against military buildup

Russia warns about impact of American military equipment on border.

Russia-West relations took a downturn this week when Moscow warned that any stationing of military equipment along its border with Europe could have "dangerous consequences" and President Vladimir Putin announced that Russia would add more than 40 ballistic missiles to its nuclear arsenal this year.

At a military and arms fair on Tuesday, Putin announced the addition of the intercontinental ballistic missiles which, he said, were able to overcome "even the most technically advanced anti-missile defense systems," Reuters reported.

After the announcement, Jens Stoltenberg, the secretary-general of the North Atlantic Treaty Organization (NATO), said that Putin's statement was one reason why the international military alliance was upping its deterrence measures, according to Reuters.

The Russian Foreign Ministry issued its warning on Monday against military presence on its western border after the New York Times and other media organizations reported that the U.S. had offered to store military equipment for up to 5,000 troops—including battle tanks and heavy weapons—in allied eastern European countries.

"The emergence of such information confirms that the U.S., in cooperation with its allies, apparently has serious sights on ultimately undermining key provisions in the 'NATO Russia Founding Act' of 1997, in which the alliance pledged not to deploy substantial combat forces on the territory of the countries mentioned in the permanent basis," the ministry said in a statement on its website.

"We hope, however, that reason will prevail and that the situation in Europe will be able to keep from sliding to a new military confrontation that could have dangerous consequences."

An U.S. Pentagon official told the NYT that no decision had yet been made and that NATO, to which many European countries belong, would have to ratify such a move.

"The U.S. military continues to review the best location to store these materials in consultation with our allies," said a Pentagon spokesman said, cited by the NYT. "At this time, we have made no decision about if or when to move to this equipment."

Propaganda and Phobia

Eastern European and Baltic states sharing a border with Russia—which include Finland, Estonia, Latvia and Ukraine—have become increasingly nervous about recent, seemingly provocative military exercises by Russia. This follows Moscow's annexation of Ukraine's Crimea region last year, role in the pro-Russian uprising in Ukraine and subsequent sanctioning by the West.

Nonetheless, the Russian Foreign Ministry said the proposed move by the U.S. to station military equipment along the border was part of a propaganda plot to turn Europe against Moscow.

"Washington says the planned measures are needed to 'increase the confidence' of European allies in the face of the 'Russian threat,'" the ministry said.

"In fact, capitals in both Washington and in Europe are aware that the 'Russian threat' is nothing more than a myth."

The countries where military equipment could be stored include Bulgaria, Latvia, Lithuania, Poland, Romania, Estonia and possible Hungary. The plans could be decided upon when defense ministers from the 28 NATO member countries meet later in June.

A Russian defense official was also quoted on Monday as saying that any U.S. plan to station tanks and heavy weapons in NATO states on Russia's border would be an "aggressive step," news agency Interfax reported.

"If heavy U.S. military equipment, including tanks, artillery batteries and other equipment really does turn up in countries in eastern Europe and the Baltics, that will be the most aggressive step by the Pentagon and NATO since the Cold War," Russian defense ministry official General Yuri Yakubov said.

He was also quoted as saying Moscow would retaliate by building up its own forces "on the Western strategic front."

All about Ukraine

With the war of words between the U.S. and Russia threatening to descend into something nastier, Ian Bremmer, president of risk consultancy Eurasia Group, said the geo-political tension was very much focused on Ukraine.

"We have seen a ceasefire in Ukraine that has not held, we have seen an escalation in Russian war material in east Ukraine, we've seen casualties in the last few weeks and expanded Russian military exercises on the border as well as more Russian troops," he told CNBC Europe's "Squawk Box."

"From the western perspective it does seem laughable that Russia would talks about the greatest escalation by the Americans potentially putting tanks in the Baltics, which still hasn't been approved by NATO as a whole, when Russia is putting tanks in countries that don't want those tanks there. This is very much about Ukraine."

Moscow has also accused the U.S. of being responsible for the political uprising in Ukraine in 2014 that preceded the annexation of Crimea, in which the pro-Russian leader Viktor Yanukovych was ousted.

"It is convenient to use propaganda to cover up the responsibility of the U.S. for the anti-constitutional coup in Ukraine and in Kiev," said the Russian Foreign Ministry in its statement.

"The U.S. has assiduously nurtured an anti-Russian among its European allies in order to take advantage of the current difficult moment for the further expansion of its military presence."

MECHANICSBURG, Pa. (NNS) -- Naval Supply Systems Command (NAVSUP), the Navy's Defense Travel System (DTS) program management office, has announced Navy military and civilian personnel in certain locations in the United States are taking part in a Defense Department (DoD) integrated Lodging Program Pilot.

The pilot program, which began June 15, brings changes to DTS when booking official travel online.

The affected sites include:
* Charleston, SC - Joint Base Charleston
* Dayton, OH - Wright-Patterson Air Force Base
* Norfolk, VA - select area U.S. installations
* Saratoga Springs, NY - Naval Support Activity Saratoga Springs
* Seattle-Tacoma Airport area, WA
* Tampa, FL - MacDill AFB
* Twenty-nine Palms, CA - Marine Air/Ground Combat Center

Service members and civilian travelers who are TAD to a military installation at an Integrated Lodging Program Pilot site are required to first book government lodging if available, and then preferred commercial lodging.

When TAD to a pilot site, city or metro area, travelers will be directed to use DoD preferred commercial lodging before booking other lodging options. If government or preferred commercial lodging at a pilot location is available and a traveler chooses to stay in other lodging, reimbursement for lodging costs are limited to the amount the government would have paid if the traveler stayed in either government (if available) or a participating preferred commercial lodging property.

DTS booking for Navy Gateway Inns and Suites was scheduled to be available June 17. Navy Lodge locations do not have a start date yet, but are expected to be online in the near future.

The program will provide quality government and commercial lodging, with greater safety and security and better services at reduced rates, according to the Defense Travel Management Office.

Need to know:

* Orders list TAD location as military installation: If a traveler's orders list the TAD location as an U.S. installation at a pilot site, the traveler is directed to book government lodging if available. If available and the traveler chooses other accommodations, lodging cost reimbursement is limited to the cost of available government lodging.

* Orders list TAD location as pilot site, city or metropolitan area: If a traveler's orders list the TAD location as a pilot site city or surrounding metropolitan area, the traveler is directed to book preferred commercial lodging if available. If preferred commercial lodging is available but not used, lodging cost reimbursement is limited to the highest negotiated rate for preferred commercial lodging.

An authorizing official may authorize exceptions based on mission, distance, lower rate, as well as other exceptions listed in the JTR.

DTS modifications:

To support this new program, DTS will be modified to guide travelers to selecting the directed lodging at the TAD location.

Another welcome feature is that the system will automatically secure a non-availability confirmation number when directed government lodging is not available, as required by policy.

This is an added convenience and prevents the traveler from having to contact the facility directly to obtain the number as was previously necessary.

Additionally, when traveling to non-pilot sites, travelers will be able to book government lodging facilities directly in DTS.

The Integrated Lodging Program Pilot will provide valuable insights for sourcing and managing an enterprise-wide program; it is the genesis of a model for managing the DoD's future lodging requirements. The pilot is authorized to run through 2019 and the Defense Travel Management Office expects additional pilot sites will be added along the way.

CHINA PRACTICES AN INVASION OF TAIWAN

June 2015 – BEIJING – The People’s Liberation Army (PLA) has recently been practicing the invasion of Taiwan with a number of joint air-sea military exercises in and around the Bashi Channel, in close proximity to Taiwanese territory.  As I reported last week (see: “China Holds Naval Drills Near Taiwan and Philippines”), the most recent exercise involved the simulation of real combat conditions in the waters east of the Bashi Channel, including long-range precision strikes and aerial combat.

According to IHS Jane’s Defense Weekly, the Chinese naval task force consisted of a Type 052B destroyer, a Type 054A frigate — side note: two ships of this class also recently participated in a joint Sino-Russian maritime exercise – and a Type 904 general stores issue ship. The People’s Liberation Army Air Force (PLAAF) deployed a number of H-6G/K strategic bombers and J-11B air superiority fighter jets. The H-6K can carry six KD-20 land attack cruise missiles as well as “a wide range of new precision-guided munitions available from four Chinese weapon manufacturers,” IHS Jane’s Defense Weekly states.

The article also discussed a PLA Daily review of another naval drill — a mobility exercise involving a 20,000-ton civilian roll-on/roll-off (ro-ro) ferry, which was seconded to the PLAAF Transportation Department, and transported troops and vehicles from the Bohai to the South China Sea.

IHS Jane’s Defense Weekly summarized the rationale behind this move: To compensate for the relatively small size of its formal naval amphibious transport fleet the PLA has co-funded construction of a large number of ferries used by civilian companies. They will be made available to the PLA during emergencies and are a frequent element in civil-military transport exercises. Additionally, IHS Jane’s points out that the PLA Daily article included an officer giving a briefing with a map that resembled Taiwan.

The article also notes that China might be capable of moving eight to 12 divisions to Taiwan in the event of war. However, as a 2014 U.S. Department of Defense report emphasizes: Large-scale amphibious invasion is one of the most complicated and difficult military operations the PLA might pursue in a cross-Strait contingency. Success would depend upon air and sea superiority, rapid buildup and sustainment of supplies on shore, and uninterrupted support. An attempt to invade Taiwan would strain China’s armed forces and invite international intervention …. China does not appear to be building the conventional amphibious lift required to support such a campaign.

Back in January, the PLA also announced that it will double the number of its Amphibious Mechanized Infantry Divisions (AMID) from two to four (see: “China Just Doubled the Size of Its Amphibious Mechanized Infantry Divisions”). Total manpower in the AMIDs will soon be around 52,000 – 60,000, up from 30,000. These new amphibious forces are meant to complement the roughly 20,000 strong elite PLA Marine Corps in future conflicts with Taiwan. The PLA is capable of accomplishing various amphibious operations short of a full-scale invasion of Taiwan. With few overt military preparations beyond routine training, China could launch an invasion of small Taiwan-held islands in the South China Sea such as Pratas or Itu Aba. A PLA invasion of a medium-sized, better defended offshore island such as Matsu or Jinmen is within China’s capabilities. –The Diplomat

The US' possible deployment of its F-22 Raptor fighters in Europe will inevitably provoke confrontation between Russia and NATO; in any case, the Russian side may respond in kind to Washington's move, Vladimir Batyuk, from the Institute for US and Canadian Studies of the Russian Academy of Sciences, told Russia's RIA Novosti news agency.

"As for the fifth-generation Raptor fighter jets, their deployment will certainly be an additional impetus for Moscow to speed up the process of developing and putting on service the Russian response, the fifth-generation T-50 fighter. The Russian side may also retaliate against other similar actions by the Americans and their allies, Batyuk said.

He recalled that the Russian Defense Ministry did not rule out that Moscow may deploy additional Iskander mobile short-range ballistic missile systems in Kaliningrad, in response to the possible deployment of US heavy military hardware in Eastern Europe.

When asked whether the F-22 fighter poses a threat of a fundamentally different level to Russia, Batyuk said that it's too early to jump to conclusions.

"It is difficult to say to what extent these [F-22] planes are superior to those systems that are currently on service in Russia. In this respect, there are different points of view, but in any case, Moscow has the necessary means to neutralize this threat," Batyuk said.

No matter the U.S. or partner military service branch, international non-governmental organization, or host nation civilian agency, we never allow any mission to go unevaluated, unassessed, or unimproved in support of follow on missions.  Pacific Partnership remarkably engages across this entire spectrum of entities while simultaneously conducting tailored medical, dental, veterinary and engineering civic action programs that strengthen partnerships and ensure the international community is better prepared to function together in times of natural disaster and crises.  So, you might ask, how does something as complex and multifaceted like Pacific Partnership get evaluated? An excellent question with an equally complex and multifaceted answer that would take longer than I have space to explain in this short blog.  I assure you, we are staffed with several very talented and qualified personnel in the PP15 assessment branch who have the challenging task of evaluating the totality of the PP15 mission. That said, in the next several paragraphs I hope to share with you my perspective on the criteria I, as Mission Commander, intend to use to assess or define our success.

My three assessment criteria are the TACTICAL MOBILITY to achieve our actions, the ECONOMY OF FORCE in our actions, and lastly, the CREDIBLE PERMANENCE of the impact we make. Let me define each criteria for you:

TACTICAL MOBILITY – Tactical mobility is defined as our ability to flex our resources and accomplish planned engagements, as well as being able to identify and take advantage of unplanned opportunities that further the mission.  We have already seen positive demonstrations of tactical mobility in our mitigation of weather impacts to accomplish critical surgical screenings.  And, yes, even when we take a few additional unexpected minutes to build relationships and mutual trust, whether meeting and talking to our host nation volunteers, or playing “Duck, Duck, Goose” with local children, we are also demonstrating tactical mobility.

ECONOMY OF FORCE – The economy of force criteria will be best met when we consistently utilize the appropriate levels of resources to accomplish our tactical objectives (such ascommunity health engagements or building a local school).  While every engagement could do better with more of some resource (pre-deployment site surveys teams/planning time, funding, people, transportation, etc.), an engagement with economy of force either has optimal levels of all resources or is nearly equally constrained by all resources.  As an example, if we have mission personnel at an engagement that cannot contribute for several hours because personnel cannot be connected with necessary support, logistics or specialists, then we have an excess of people and a deficiency of planning –therefore a poor example of economy of force.  If, on the other hand, we have anengagement that scales easily, then we have met my economy of force criteria.

CREDIBLE PERMANENCE – Perhaps the hardest to imagine or the most difficult to inherently understand, I define credible permanence to be the ability for Pacific Partnership engagements to carry our strategic messages and affect the host nation in a clear, positive way, five years in the future.  This metric is more effects-based than performance-based, but I believe five years is a time horizon that the tactical level can plausibly (albeit ambitiously) affect.  To a large degree, the credible permanence of our mission has been determined already by the events we have planned, such as building local elementary schools. In some cases we may aspire to further assure that this condition is met.  Negatively, if we fail to assure credible permanence, the take away will be a mere episodic event that has wasted those resources that may have been better applied elsewhere.  The example could be as simple as ensuring a permanent plaque is attached to the school we construct, or more complex as ensuring the nurse training we conduct is given to the most junior nurses in the host nation so it has the “longest” potential build on their continuing education process.

To be truly effective, it is imperative that we execute PP15 in such a way that the impact of our efforts in 2015 last well beyond this year’s mission.  Our collective ability to flex resources and engagements, plus, identify and take advantage of unplanned, mission enhancing opportunities(TACTICAL MOBILITY);employ the appropriate levels of resources to accomplish our strategic objectives (ECONOMY OF FORCE); and carry our messages and affect the host nation in a clear, positive way, five years in the future (CREDIBLE PERMANENCE), are three clear criteria that can help us achieve that viable, lasting impact.  Our cooperative, strategic approach during PP15 enhances the Pacific region’s abilityto more effectively work together and provide humanitarian assistance and disaster relief in times of crises for years to come.

German Army brigadier general who recently served with NATO forces in Afghanistan is assuming duties as the chief of staff of U. S. Army Europe, the first time a non-American officer has held that position.

Army sources in Europe said the first-ever assignment of a German general to the USAREUR staff is unrelated to the political furor over the spying revelations, but does reflect the increased importance of multinational operations in NATO.

Brig. Gen. Markus Laubenthal, most recently the commander of Germany’s 12th Panzer Brigade in Amberg, and chief of staff of Regional Command North, International Security Assistance Force Afghanistan, will be stationed at USAREUR headquarters, Wiesbaden, Germany. He could report to duty as early as Monday.

Laubenthal also has served as military assistant to the deputy commander of operations and assistant chief of staff of operations for NATO forces in Kosovo.

This is one of the most important articles I will write all year. The statists are coming for your children, and the conditioning has already begun.

Last night, I came across one of the most horrifying articles I have ever read, which is saying a lot. Before I get into it, take a look at the title and the tagline:



If you think the title is bad, wait until you read the article. What becomes evident is that this grotesque concept of forced “national service” is being actively discussed at the highest levels of government. What Ron Fornier is doing in his National Journal article is conditioning the public to accept something that is completely unacceptable.

Before we get to that, who is Ron Fournier? National Journal provides a bio:

Prior to joining NJ, he worked at the Associated Press for 20 years, most recently as Washington Bureau Chief. A Detroit native, Fournier began his career in Arkansas, first with the Hot Springs Sentinel-Record and then with the Arkansas Democrat and the AP, where he covered the state legislature and Gov. Bill Clinton. In January 1993, Fournier moved to Washington, where he covered the White House and presidential campaigns for the AP. 



So basically, this guy covered Bill Clinton in Arkansas, moved to the District of Criminals when he was elected President, and now wants to convince you to subject your innocent children into mandatory service to a nation provably run by corrupt criminals and oligarchs. That sure is some twisted notion of “shared sacrifice,” when those who had nothing to do with the disastrous choices made by the oligarchy are the ones who have to suffer the consequences.

Let’s now take this piece of Nazi-esque propaganda apart piece by piece. From the National Journal:

Let me provide some evidence against his argument based on a recent Rasmussen poll that 45% of U.S. Voters Concerned Government Will Use Military Training Exercises for Power Grab. So the American public has no confidence in government, but somehow they are going to gladly line up to serve this corrupt oligarchy? Of course not, which is why people like Ron Fornier want to make it mandatory. Now back to the piece…

This may seem like a radical plan until you compare it with two alternatives: the status quo, which clearly isn’t working, or a military draft, which might be the boldest and fairest way to wage the long war against Islamic extremists.



Notice how he offers us only three options, as if that is all the imaginative well of humanity is capable of coming up with. Forced national service, the status quo or a draft. Nowhere does he offer the logical alternative of say: stop preemptively invading and destroying countries for no reason (Iraq, Libya to name a few).Perhaps then foreign policy decisions won’t create ISIS in the first place.

This is an important lesson in how statists operate. They only offer you statist choices. Kind of like being forced to choose between a Clinton and a Bush for President.

The Draft Act is highly unlikely to be law, given the nation’s post-Vietnam resistance to the mandatory military service and the relative success of an all-volunteer armed forces. Which leads me to the year-of-service plan: It stops far short of a draft while drawing on the ethos of communal sacrifice.



Notice how he cleverly started the piece by mentioning the Peace Corps, Teach for America, etc, and only listed the military at the end? Pure smoke and mirrors. His entire point is to push for mandatory military service. No one wants to fight any more unnecessary wars to boost corporate profits, and any statists worth his or her salt knows full well mandatory conscription will be necessary in order to maintain the power position and wealth of status quo going forward.

Finally, just in case you think this is merely some hack journalist mouthing off, Mr. Fournier makes it clear that this is being discussed at the highest levels of government.

Stanley McChrystal, who commanded forces in Afghanistan and Iraq and now chairs the Franklin Project, part of the Aspen Institute that is trying to position a year of full-time national service—a service year—as a “cultural expectation, a common opportunity, and a civic rite of passage for every young American.” His logic tracks with mine.
Second, if this president or his successor gets serious about ISIS, McChrystal said the effort would require an international coalition and more U.S. troops. “Even if we didn’t need a draft” to drum up the required troops, McChrystal said, “I would argue we need a draft, because it forces national commitment.”




Forced national commitment to a government nobody believes in. Can’t wait to see how that works out.

“A problem in America is we’ve let the concept of citizenship diminish into a series of gripes,” McChrystal told me. “One of the ways we can rebuild that sense of ownership, sense of shared ownership, is through experience, and so I believe that every young person deserves—I don’t think this is an onerous thing—deserves the experience of being part of something bigger than themselves.”

Furthermore, you don’t “rebuild ownership” by forcing citizens to serve an oligarchy they hate, you “rebuild ownership” by dismantling the oligarchy.

This paragraph unintentionally says a lot. You want to fight an army of radical volunteers created by your own foreign policy crimes by forcing people who have no trust in their government to join the military? It’s an idea so stupid and destructive, only a rabid statist could conceive it.

Before concluding, I want to emphasize how dangerous this line of thinking is. It is precisely because I see these sorts of things coming down the road that I do what I do with this website. The only way to stop statist plans like this is to win the war of ideas before they have a chance to dazzle you with their next bit of propaganda.

Conservative government watchdog Judicial Watch have published formerly classified documents from the U.S. Department of Defence which reveals the agencies earlier views on ISIS, namely that they were a desirable presence in Eastern Syria in 2012 and that they should be “supported” in order to isolate the Syrian regime. 

Levantreport.com reports:

Astoundingly, the newly declassified report states that for “THE WEST, GULF COUNTRIES, AND TURKEY [WHO] SUPPORT THE [SYRIAN] OPPOSITION… THERE IS THE POSSIBILITY OF ESTABLISHING A DECLARED OR UNDECLARED SALAFIST PRINCIPALITY IN EASTERN SYRIA (HASAKA AND DER ZOR), AND THIS IS EXACTLY WHAT THE SUPPORTING POWERS TO THE OPPOSITION WANT, IN ORDER TO ISOLATE THE SYRIAN REGIME…”.

The DIA report, formerly classified “SECRET//NOFORN” and dated August 12, 2012, was circulated widely among various government agencies, including CENTCOM, the CIA, FBI, DHS, NGA, State Dept., and many others.

The document shows that as early as 2012, U.S. intelligence predicted the rise of the Islamic State in Iraq and the Levant (ISIL or ISIS), but instead of clearly delineating the group as an enemy, the report envisions the terror group as a U.S. strategic asset.

While a number of analysts and journalists have documented long ago the role of western intelligence agencies in the formation and training of the armed opposition in Syria, this is the highest level internal U.S. intelligence confirmation of the theory that western governments fundamentally see ISIS as their own tool for regime change in Syria. The document matter-of-factly states just that scenario.

Forensic evidence, video evidence, as well as recent admissions of high-level officials involved (see former Ambassador to Syria Robert Ford’s admissions here and here), have since proven the State Department and CIA’s material support of ISIS terrorists on the Syrian battlefield going back to at least 2012 and 2013 (for a clear example of “forensic evidence”: see UK-based Conflict Armament Research’s report which traced the origins of Croatian anti-tank rockets recovered from ISIS fighters back to a Saudi/CIA joint program via identifiable serial numbers).

The newly released DIA report makes the following summary points concerning “ISI” (in 2012 “Islamic State in Iraq,”) and the soon to emerge ISIS:
  • Al-Qaeda drives the opposition in Syria
  • The West identifies with the opposition
  • The establishment of a nascent Islamic State became a reality only with the rise of the Syrian insurgency (there is no mention of U.S. troop withdrawal from Iraq as a catalyst for Islamic State’s rise, which is the contention of innumerable politicians and pundits; see section 4.D. below)
  • The establishment of a “Salafist Principality” in Eastern Syria is “exactly” what the external powers supporting the opposition want (identified as “the West, Gulf Countries, and Turkey”) in order to weaken the Assad government
  • “Safe havens” are suggested in areas conquered by Islamic insurgents along the lines of the Libyan model (which translates to so-called no-fly zones as a first act of ‘humanitarian war'; see 7.B.)
  • Iraq is identified with “Shia expansion” (8.C)
  • A Sunni “Islamic State” could be devastating to “unifying Iraq” and could lead to “the renewing facilitation of terrorist elements from all over the Arab world entering into Iraqi Arena.” (see last non-redacted line in full PDF view.)

THE GENERAL SITUATION:
A. INTERNALLY, EVENTS ARE TAKING A CLEAR SECTARIAN DIRECTION.
B. THE SALAFIST [sic], THE MUSLIM BROTHERHOOD, AND AQI ARE THE MAJOR FORCES DRIVING THE INSURGENCY IN SYRIA.
C. THE WEST, GULF COUNTRIES, AND TURKEY SUPPORT THE OPPOSITION; WHILE RUSSIA, CHINA AND IRAN SUPPORT THE REGIME.



3. (C) Al QAEDA – IRAQ (AQI):… B. AQI SUPPORTED THE SYRIAN OPPOSITION FROM THE BEGINNING, BOTH IDEOLOGICALLY AND THROUGH THE MEDIA…



4.D. THERE WAS A REGRESSION OF AQI IN THE WESTERN PROVINCES OF IRAQ DURING THE YEARS OF 2009 AND 2010; HOWEVER, AFTER THE RISE OF THE INSURGENCY IN SYRIA, THE RELIGIOUS AND TRIBAL POWERS IN THE REGIONS BEGAN TO SYMPATHIZE WITH THE SECTARIAN UPRISING. THIS (SYMPATHY) APPEARED IN FRIDAY PRAYER SERMONS, WHICH CALLED FOR VOLUNTEERS TO SUPPORT THE SUNNI’S [sic] IN SYRIA.



7. (C) THE FUTURE ASSUMPTIONS OF THE CRISIS:
A. THE REGIME WILL SURVIVE AND HAVE CONTROL OVER SYRIAN TERRITORY.
B. DEVELOPMENT OF THE CURRENT EVENTS INTO PROXY WAR: …OPPOSITION FORCES ARE TRYING TO CONTROL THE EASTERN AREAS (HASAKA AND DER ZOR), ADJACENT TO THE WESTERN IRAQI PROVINCES (MOSUL AND ANBAR), IN ADDITION TO NEIGHBORING TURKISH BORDERS. WESTERN COUNTRIES, THE GULF STATES AND TURKEY ARE SUPPORTING THESE EFFORTS. THIS HYPOTHESIS IS MOST LIKELY IN ACCORDANCE WITH THE DATA FROM RECENT EVENTS, WHICH WILL HELP PREPARE SAFE HAVENS UNDER INTERNATIONAL SHELTERING, SIMILAR TO WHAT TRANSPIRED IN LIBYA WHEN BENGHAZI WAS CHOSEN AS THE COMMAND CENTER OF THE TEMPORARY GOVERNMENT.



8.C. IF THE SITUATION UNRAVELS THERE IS THE POSSIBILITY OF ESTABLISHING A DECLARED OR UNDECLARED SALAFIST PRINCIPALITY IN EASTERN SYRIA (HASAKA AND DER ZOR), AND THIS IS EXACTLY WHAT THE SUPPORTING POWERS TO THE OPPOSITION WANT, IN ORDER TO ISOLATE THE SYRIAN REGIME, WHICH IS CONSIDERED THE STRATEGIC DEPTH OF THE SHIA EXPANSION (IRAQ AND IRAN)

KIEL, Germany (NNS) -- The Arleigh Burke-class guided-missile destroyer USS Jason Dunham (DDG 109) arrived in Kiel, Germany, for a scheduled port visit, June 19.

Jason Dunham's visit to Kiel marks the conclusion of exercise Baltic Operations (BALTOPS) 2015, a large-scale naval exercise between 17 regional partners and NATO allied nations, which ended June 18.

"I am extremely excited to make this visit during Kiel Week. I can't think of a better way to celebrate the hard work and dedication of my crew and every other crew that participated in BALTOPS 2015, than to gather here together with our friends and allies, and take part in this rich cultural experience. Over the past 10 days, we trained together with our naval counterparts from other nations as a collective fighting force and now we will have the opportunity to celebrate together," said Cmdr. Darren Dugan, USS Jason Dunham commanding officer.

Quick Facts:

The visit is scheduled during the city's annual Kieler Woche celebration, the largest sailing event in the world.

Tours of the ship are to be open to the public June 20 and 21.

U.S. Sailors are scheduled to play a soccer match with service members of other allied and partner nations.

During BALTOPS 2015, Jason Dunham participated as a member of a task group comprised of Danish, U.K. and German navy ships. The ship participated in exchange visits with vessels from Denmark and Germany.

The port visit to Kiel demonstrates the shared commitment the U.S. has toward promoting safety and stability within the region, while seeking opportunities to enhance interoperability with its NATO allies and partners.

Jason Dunham is currently operating in the Baltic Sea, working with allies and regional partners to help develop and improve our maritime forces, maintain regional security, and work toward mutual goals in order to advance security and stability in Europe.

Jason Dunham, homeported in Norfolk, is conducting naval operations in the U.S. 6th Fleet area of operations in support of U.S. national security interests in Europe. The ship deployed from Naval Station Norfolk, Jan. 27.

U.S. 6th Fleet, headquartered in Naples, Italy, conducts the full spectrum of joint and naval operations, often in concert with allied, joint, and interagency partners, in order to advance U.S. national interests and security and stability in Europe and Africa.

PUERTO PRINCESA, Philippines (NNS) -- Members of the U.S. Navy and Marine Corps along with their Armed Forces of the Philippines (AFP) counterparts kicked off the 2015 Cooperation Afloat Readiness and Training (CARAT) exercise series during an opening ceremony in Puerto Princesa, Philippines, June 22.

The AFP have participated in CARAT since the exercise series began in 1995 and this year's training reflects more than two decades of increasingly sophisticated training ashore, at sea, and in the air.

"CARAT remains a practical way to address shared maritime security priorities, enhance our capabilities, and improve interoperability between our forces," said Rear Adm. William Merz, commander, Task Force 74. "We look forward to operating alongside our Philippine partners as we celebrate the 21st anniversary of the CARAT exercise series."

CARAT Philippines will take place from June 22-26 on the ground in Puerto Princesa and in the waters and airspace of the Sulu Sea. The exercise will focus on combined operations at sea, mobile dive and salvage training, coastal riverine operations, and maritime patrol and reconnaissance and will feature the inaugural participation of littoral combat ship USS Fort Worth (LCS 3) along with rescue and salvage ship USNS Safeguard (T-ARS-50) and forward-deployed P-3 Orion aircraft.

Additionally, personnel from both nations will also exchange best practices on naval tactics during a series of military seminars ashore. Numerous civil action projects, community service events, and joint military band engagements are also planned in the local Puerto Princesa community.

"We are pleased to host our U.S. Navy partners in Puerto Princesa City this year for CARAT Philippines 2015," said Rear Adm. Leopoldo Alano, commander of the Philippine Fleet. "This is a great training opportunity for both nations to gain valuable experience and increase our interoperability."

Now in its 21st year, CARAT is the premier naval engagement in South and Southeast Asia. The bilateral and multilateral exercises provide a regional venue to develop strong maritime partnerships that contribute to the greater peace and stability of the region.

"CARAT is a terrific venue to strengthen our relationship with the AFP and to enhance at-sea readiness through a two-day underway phase," said Capt. H.B. Le, deputy commodore, Destroyer Squadron (DESRON) 7. "Not only is this the first CARAT of 2015, but it's also the first time an LCS has participated in CARAT Philippines. We're looking forward to getting Fort Worth out to sea and operating hull-to-hull with BRP Ramon Alcaraz, BRP Gregorio del Pilar and BRP Apolinario Mabini."

Following CARAT Philippines, additional bilateral phases of CARAT will occur from July through November 2015 with Bangladesh, Brunei, Cambodia, Indonesia, Malaysia, Singapore, Thailand and Timor-Leste.

Each CARAT exercise features several days of shore-based exchanges, professional symposia and tactical scenarios culminating in combined training at sea. Phases vary based on exercise locations, mutual training goals and participating assets.
