Japan and the United States are mulling a joint military drill to simulate retaking a remote island from foreign forces, reports said Sunday, amid a festering row between Tokyo and Beijing over disputed islets.

The exercise, part of broader joint maneuvers to start in early November, would use an uninhabited island in Okinawa, southernmost Japan, Jiji Press and Kyodo News agencies quoted unidentified sources as saying.

The drill would involve Japanese and US troops making an amphibious and airborne landing to retake the island using boats and helicopters, Kyodo said.
Japan and China have long been at loggerheads over the sovereignty of rocky outcrops in the East China Sea known as the Senkaku Islands in Japan and the Diaoyu Islands in China.

The Tokyo-administered island chain is uninhabited, but is thought to be sitting on top of valuable resources.

The dispute flared in August and September with landings by nationalists from both sides and the subsequent nationalisation of the islands by Tokyo.

The exercise would reportedly use the uninhabited island of Irisunajima. The tiny island, used as a firing range for U.S. forces, is also in the East China Sea but hundreds of kilometres (miles) away from the disputed island chain.

Jiji said some Japanese and U.S. government officials were cautious about holding the drill, fearing a likely angry response from China.

The US and Israel will commence the largest-ever joint air defense drill of its kind in Israel on October 21, an army source said on Tuesday.

The exercise, named Austere Challenge 12, was originally scheduled for last spring but was postponed due to regional tensions with Iran.

On October 14, large numbers of American soldiers are expected to begin arriving in Israel, where they will set up aerial defense positions on Israeli territory and on US Navy vessels off the Israeli coastline.

The three-week drill will simulate various missile defense scenarios, and is expected to end with a live-fire interception of a decoy incoming Patriot missile.

TOKYO (AP) — Rich countries and international lenders on Friday promised $165 million to a fund to provide financing for stronger public institutions in Arab nations seeking to establish democracies.

The fund aims to help build economic institutions and promote reforms in countries where huge public uprisings ousted autocratic regimes. It is part of the Deauville Partnership that works to underpin democracy and economic reform in countries such as Egypt and Tunisia.

Major western economies and wealthy oil states are the founding donors of the fund announced in Tokyo alongside annual meetings of the IMF and World Bank.

The U.S. has pledged $50 million, Britain $25 million, Saudi Arabia $25 million and Japan and France $12 million each. Altogether commitments total $165 million out of a target of $250 million.

The group also announced that Yemen was joining the Arab Spring countries participating in the Deauville Partnership, which also include Egypt, Tunisia, Jordan, Morocco and Libya.

Numerous international lenders including the International Monetary Fund, World Bank, OPEC Fund For International Development and the Islamic Development Bank are supporting the partnership, which was set up in 2011 in Deauville, France, at a summit of the Group of Eight industrial nations.

HOUSTON — Disaster-proof domes that can sustain winds in excess of 250 mph will cost taxpayers more than $50 a foot.

FEMA has now offered to pick up the tab of at least $50 million dollars, to install disaster shelters in and around Houston that, according to the manufacturer, (ABC Domes based out of Sealy – Division of Golden Sands General Contracting out of Miami) are “almost impenetrable”.

The company has been building these type of shelters for decades.

The government has also offered to cover 75% of the cost on structures over 20,00 square feet in size. A facility of this size would cost around $1 million.

What is interesting is how recent reports vary in nature. Some say that the domes are to protect citizens from hurricanes while others say that FEMA equipment will be held in the domes.

If it is true that FEMA will store equipment in the domes, why now?

Another interesting aspect reported was the fact that extra security and fencing measures have been implemented around the construction sites for the domes.

Chron.com reported on a new 33,000 square foot structure that is raising eyebrows;

But the story of the 33,000-square-foot dome that’s risen like a blister on the prairie off Interstate 10 in Sealy is no work of fiction.
It’s the Texas home of ABC Domes, a company that specializes in helping banks get back to business in the wake of terrestrial disasters.
Inside will be stored generators, trucks, communications equipment and an array of repair supplies waiting to be dispatched as soon as the next hurricane or tornado (or wildfire, earthquake, etc.) has passed.

When there’s notice, as with a looming storm, workers will be housed there as well, ready to roll as soon as the wind dies down.



The domes are comprised of special fabrics and steel reinforced concrete materials and can get pretty intricate in design detail.

FEMA plans to build about 35 shelters along the Texas coast.

When the owner of ABC Domes Peter Fedele was asked what type of shelter does he live in he replied;

I have a farm in Jamaica where I go three or four times a year. My farmhouse is on a mountain and made of concrete and is hurricane-resistant.
In Jamaica, I live off the grid. I use solar and wind power, collect my own rainwater and grow my own fruits and vegetables and raise my own meat. I was good friends with the late mother of Bob Marley, Stella Marley Booker, and we lived in the same village. We built a school there and named it after her. We’re also planning to build domes in Jamaica.”

L'Ordinaire Militaire de Colombie, une des forces militaires du Pape qui nous est confirmé par ses liens avec Caritas International fera partie de la délégation qui se rendra en Syrie, la semaine prochaine. Le Président Hugo Chavez, un bon catholique soumis à "Sa Sainteté" ne cache nullement son support pour les frères musulmans.

Ce que je pense est que cette armée pourrait avoir été choisi pour être celle qui représentera cette fusion des forces militaires du monde entier et des frères musulmans sous une même bannière et ainsi boucler la boucle pour ce faux plan de PAIX et de SÉCURITÉ, sous la gouverne de Rome dont nous n'avons cessé de voir, ces derniers temps sa haute trahison envers Dieu par son support inconditionnel à la cause de la Palestine, qui ne cesse de lancer des attaques verbales et physiques dans de plus en plus de pays et qui appelle à la mort de tous les chrétiens et juifs dans le monde entier. Les populations du monde entier vont être touchées. Sous le joug de l'Empire Romain des temps de la fin, ses nombreuses armées et les frères musulmans vont faire régner la terreur via ce grand Calife mondial. La séduction qui se cache derrière cette nouvelle Année de la Foi est aussi un signe très important face à ce qui se met en place.

La visite de cette délégation pourrait être le signal pour tous les pays que l'heure est venu pour entreprendre la grande croisade de Rome.

Suivez donc de très près ce qui se passe, en rapport avec les 4 chevaux de l'Apocalypse (Apoc. 6) car ils nous donnent des indications très précises des ruses qui seront utilisées. Une Délégation du Pape Benoît XVI et du synode des évêques catholiques se rendra ces prochains jours en Syrie, annonce le cardinal secrétaire d’Etat, Tarcisio Bertone : « Prions, dit-il, afin que l'emportent la raison et la compassion ». Deux Français, le cardinal Tauran et Mgr Mamberti feront partie de cetet misison de solidarité.

Le cardinal Bertone est intervenu lors de la 14e congrégation générale du synode des évêques, le 16 octobre, après-midi.

« Nous ne pouvons, a-t-il dit, être de simples spectateurs d’une tragédie comme celle qui a lieu actuellement en Syrie. Certaines interventions entendues en salle en sont la preuve. Convaincus que la résolution de la crise ne peut être que politique et pensant aux souffrances immenses de la population, au sort des déplacés ainsi qu’à l’avenir de cette nation, un certain nombre d’entre nous ont suggéré que notre assemblée synodale puisse exprimer sa solidarité ».

« Le Saint-Père a ainsi décidé qu’une Délégation se rendrait ces prochains jours à Damas pour exprimer à toute la population, en son nom et en notre nom à tous, notre solidarité fraternelle, - avec une contribution personnelle des Pères synodaux et du Saint-Siège -, notre proximité spirituelle à nos frères et sœurs chrétiens, nos encouragements à ceux qui sont engagés pour chercher un accord respectueux des droits et des devoirs de tous, en étant particulièrement attentifs à ce qui est prévu par le droit humanitaire », a précisé le cardinal salésien.

La Délégation est composée de cinq pères synodaux de quatre continents: le cardinal congolais Laurent Mosengwo Pasinya, archevêque de Kinshasa, le cardinal français Jean-Louis Tauran, président du Conseil pontifical pour le dialogue interreligieux, le cardinal Timothy Dolan, des Etats-Unis, archevêque de New York, Mgr Fabio Suescun Mutis, ORDINAIRE MILITAIRE DE COLOMBIE, Mgr Joseph Nguyen Nang, évêque de Phat Diem, au Vietnam.

Font également partie de la Délégation Mgr Dominique Mamberti, Secrétaire pour les Rapports avec les Etats de la Secrétairerie d’Etat, et Mgr Alberto Ortega, Official de la Secrétairerie d’Etat.


C'est la première fois que le pape et le synode ensemble envoient une délégation aussi distinguée et importante pour soulager les souffrances d'une population en proie aux violences, et favoriser, au nom de la "raison" et de la "compassion", le retour à la paix.

Delegates to Express "Fraternal Solidarity to the Whole Population"

ROME, OCTOBER 17, 2012 (Zenit.org).- Opening yesterday's session of the XIII Ordinary Assembly of the Synod of Bishops, which is currently underway in Rome, Secretary of State of His Holiness, Cardinal Tarcisio Bertone made the announcement of a delegation in Syria.
"We cannot be mere spectators of a tragedy like the one that is unfolding in Syria," Cardinal Bertone said to the synod Fathers; "some of the interventions we have heard in the hall bear witness to this."
Activists say that more than 30,000 people have been killed in Syria in the course of the 19 month civil war between President Bashar al-Assad's regime and rebel forces. Many have fled the country to escape the violence.

The Cardinal Secretary of State continued: "Certain that the solution to the crisis cannot be but political and thinking of the immense suffering of the population, the fate of the evacuees as well as the future of that nation, some of us suggested that our synodal assembly might express its solidarity."

Pope Benedict XVI, he announced, has arranged for the delegation to make its way to Damascus in the coming days. Those in the delegation will be: Cardinal Laurent Mosengwo Pasinya of Kinshasa; President of the Pontifical Council for Interreligious Dialogue, Cardinal Jean-Louis Tauran; Cardinal Timothy Dolan of New York, USA; Military ORDINARY OF COLOMBIA, Bishop Fabio Suescún Mutis; Bishop Joseph Nguyen Nang of Phat Diem; Secretary for Relations with States of the Secretariat of State, Archbishop Dominique Mamberti; and Official Secretariat of State, Monsignor Alberto Ortega.

The aim of the delegation's journey to Damascus, said Cardinal Bertone, will be to express "our fraternal solidarity to the whole population, with a personal offering from the Synodal Fathers as well as from the Holy See; our spiritual closeness to our Christian brothers and sisters; our encouragement to all those who are involved in the search for an agreement that respects the rights and duties of all with particular attention to what is demanded by humanitarian law." = WAR LAWS

Agenzia Fides report - A few days before the start of the second phase of the negotiation process for PEACE (see Fides 05/10/2012), the Catholic Church in Colombia calls the faithful and all people of good will to pray for this to happen.

The note sent to Fides Agency by the Colombian Episcopal Conference reports the document, which will be read in all parishes in the country, where the Archbishop of Bogota and President of the Episcopal Conference, His Exc. Mgr. Ruben Salazar, asks for St. Francis of Assisi’s PRAYER OF PEACE to be recited at the end of every Eucharistic celebration. Through this prayer, said the Archbishop, "we will find a fruitful spiritual path that will help us build reconciliation in our families, in communities and in our Country."

The document recalls that the government and the FARC (Revolutionary Armed Forces of Colombia) will open PEACE talks to put an end to half a century of armed conflict, on October 16 in Oslo, Norway, and reads as follows: "Despite the difficulties that can arise on the negotiationg session or outside of it, we need to support this process. We cannot remain in the trenches of the logic of war for fear of failure. We can and must defeat, united, skepticism and despair.

As part of the expanding effort to merge police and military operations – and make Posse Comitatus irrelevant – police in Columbia, South Carolina, will use military police to control revelers after a football game this weekend.

“Columbia police are preparing for the big crowds expected after the Georgia-South Carolina football game Saturday night,” WISTV reports. “Officials say campus police, Richland County sheriff’s deputies, the South Carolina Highway Patrol and Fort Jackson’s military police will help with crowd control after the game.”

In addition to the military, officialdom in Columbia plan to establish Fourth Amendment busting DUI checkpoints, barricades, and an observation tower “to keep the crowd under control” and “ensure order.”

As Brandon Tuberville writes for Activist Post, the effort is “nothing more than a conditioning exercise designed to acclimate the American people to the sight of US Military troops acting as police and to see it as an ordinary event.”

In June, Capt. William Geddes of the U.S. Army Reserve in Missouri admitted that it is against federal law for [soldiers] to do police patrols.”

“Perhaps someone should remind Chief of Staff of the U.S. Army, General Raymond T. Odierno that it is illegal for troops to conduct law enforcement domestically,” Paul Joseph Watson wrote on June 27. “In a recent Foreign Affairs piece, a publication of the Council on Foreign Relations, Odierno suggested that the army be ‘transitioned’ into a more ‘flexible force’ by deploying in situations normally reserved for domestic law enforcement officials.”

Increasingly, police are working with the military to conduct domestic law enforcement operations. “Indeed, the Army and other branches of the military have already been deployed domestically for precisely that purpose on innumerable occasions,” Watson
notes.



He cites the following instances:
Military Police were tasked with conducting crowd control at the 2009 Kentucky Derby. Photographs showed MPs detaining a man who had run on the track. 


In March of the same year, U.S. Army troops were dispatched to patrol the streets of Samson, Alabama, after a murder spree.  
 
In December 2008, the Marine Corps Air and Ground Combat Center dispatched troops to work with police on checkpoints in San Bernardino County, California.  
 
In April 2009, we reported on the deployment of 400 National Guard Combat Support Battalion troops to “maintain public order” at the Boston Marathon.  
 
In the same month we highlighted how uniformed soldiers were involved in handling a car wreck in El Paso, Texas, during which a local ABC news reporter and his cameraman were arrested simply for something they routinely do every day as part of their job – filming traffic incidents.  
 
These are just a handful of the incidents we have documented over the last few years where the military has been illegally involved in domestic law enforcement.  
 
Back in 2008 the Washington Post reported how 20,000 U.S. troops returning from Iraq would be stationed inside America under Northcom for purposes of “domestic security” from September 2011 onwards.

The federal government calls them FEMA Corps. But they conjure up memories of the Hitler Youth of 1930’s Germany. Regardless of their name, the Dept of Homeland Security has just graduated its first class of 231 Homeland Youth. Kids, aged 18-24 and recruited from the President’s AmeriCorp volunteers, they represent the first wave of DHS’s youth corps, designed specifically to create a full time, paid, standing army of FEMA Youth across the country.

On September 13, 2012, the Department of Homeland Security graduated its first class of FEMA Corps first-responders. While the idea of having a volunteer force of tens of thousands of volunteers scattered across the country to aid in times of natural disasters sounds great, the details and timing of this new government army is somewhat curious, if not disturbing.
DHS raising an armed army

The first problem one finds with this ‘new army’ is the fact that they are mere children. Yes, 18 is generally the legal age a person can sign a contract, join the military or be tried as an adult. But ask any parent – an 18, 20 or even a 24 year-old is still a naïve, readily-influenced kid.

The second problem with this announcement and program is its timing. Over the past two years, President Obama has signed a number of Executive Orders suspending all civil and Constitutional rights and turning over management of an America under Martial Law to FEMA. Also in that time, domestic federal agencies under DHS, including FEMA, have ordered billions of rounds of ammunition as well as the corresponding firearms. Admittedly, these new weapons and ammunition aren’t to be used in some far-off war or to fight forest fires in California, but right here on the streets of America.

Strange Armored Fighting Vehicles

Individuals around the US have begun reporting the site of strange, new, heavily-armed FEMA fighting vehicles. What would a disaster relief agency like FEMA need with 2,500 brand new GLS armored fighting vehicles? According to the agency’s own mandate, as well as President Obama’s recent Executive Order, the answer is ‘population control’ during a time of Martial Law.

One set of images made available by Rense.com shows trailer after trailer carrying these new DHS and FEMA armored fighting vehicles, complete with machine gun slots. They’re labeled with the usual backward American flag and the title, ‘Homeland Security’. Below that and the DHS logo, it also reads, ‘Immigration & Customs Enforcement’. Joining those markings, the black vehicles with white lettering also display ‘POLICE/RESCUE’ on one side and ‘Special Response Team’ on the other.

FEMA Corps

FEMA Deputy Administrator Rich Serino gave the keynote address at the ‘Induction Ceremony’ for the inaugural class of FEMA Corps members. According to the DHS website, ‘Corps members assist with disaster preparedness, response, and recovery activities, providing support in areas ranging from working directly with disaster survivors to supporting disaster recovering centers to sharing valuable disaster preparedness and mitigation information with the public.’

Serino describes what the first FEMA Corps class has accomplished so far, as well as where they’ll be going next:

‘Yesterday, we welcomed 231 energetic members into the first ever FEMA Corps class. The members just finished off their first month of training with our partners at the Corporation for National and Community Service (CNCS) and are one step closer to working in the field on disaster response and recovery. They will now head to FEMA’s Center for Domestic Preparedness to spend the next two weeks training in their FEMA position-specific roles. Once they complete both the CNCS and FEMA training, these 231 dedicated FEMA Corps members will be qualified to work in one of a variety of disaster related roles, ranging from Community Relations to Disaster Recovery Center support.’

A standing army

Unlike most local disaster response teams who are volunteers, training periodically and only showing up when there’s a disaster, the FEMA Corps will be a paid, full time, standing army of government youth. FEMA Deputy Administrator Sarino goes on to explain, ‘The new members, who range in age from 18-24 years old, will contribute to a dedicated, trained, and reliable disaster workforce by working full-time for ten months on federal disaster response and recovery efforts.’

In closing his announcement of the first graduating class of FEMA Corps Youth, Sarino describes his and the agency’s vision of the future, one where ‘FEMA Corps sets the foundation for a new generation of emergency managers’.

DHS arms itself

As we detailed in the August 28 Whiteout Press article ‘History of DHS Ammunition Purchases’, federal emergency management agencies are looking more and more like a military army every day.

The federal government’s procurement website actually lists DHS’ requests for bids to supply it with ammunition and military weaponry. All of the orders listed in the above article, including the orders for hundreds of millions of rounds of ammunition, are publicly available at http://www.fbo.gov.

One look at a chart of DHS ammunition purchases over the past decade reveals a drastic spike in orders of bullets recently, totaling in the billions of rounds. Other charts available online show a similar drastic spike in the purchases of accompanying weaponry by the Department of Homeland Security.

What is the US federal government preparing for? And why does it feel it needs an army of brainwashed youth, millions of guns, thousands of armored fighting vehicles and literally billions of rounds of ammunition, just to provide relief to the American people during a natural disaster? Any historian will tell you it sounds more like the arming of the Hitler Youth than an army of first responders fighting forest fires and hurricanes.

High-tech gear for law enforcement is turning police officers into versions of RoboCop. Officers are being wired to wear wide-angle miniature cameras on their uniforms that see and hear what they are seeing and hearing. They are being issued new smartphone-like devices so video of suspects or tactical situations can be fed to them in the field.

RoboCop would be proud. Maybe even amazed. Like the main character of the then-futuristic 1987 movie about an all-seeing humanoid cop, patrol officers are being equipped with the kind of high-tech communications gear that puts them on the cutting edge.


Officers are being wired to wear wide-angle miniature cameras on their uniforms that see and hear what they are seeing and hearing. They are being issued new smartphone-like devices so video of suspects or tactical situations can be fed to them in the field. Their cars automatically scan license plates and tip off officers who are about to encounter an ex-con.

Police departments are jumping headlong into social media, connecting with the community to turn the tables on crime. They are even writing their own blogs from their patrol cars so officers can keep each other updated about new events on their beats.

Even wilder stuff is on the horizon. One inventor, for example, is marketing a sleeve with a built-in video display, a camera, a laser beam and a stun gun for self-defense.
 
"Tech is huge in all aspects of law enforcement," said Albuquerque Police Chief Raymond Schultz after surveying the high-tech gear on display at the International Association of Chiefs of Police conference here earlier this month. "We continue to try to take it to the next level."

In his 1,014-officer department, going to the next level will include mandating wearable video cameras for all his street cops and requiring that the video be switched on whenever a call is answered. Schultz also is issuing smartphone-like devices that can send video or photos directly to officers in the field. Before they leave the station, Albuquerque officers headed out on the beat can see changing crime patterns on electronic bulletin boards.

Eyes on Everything

Motorola Solutions, a huge supplier of police radios for decades and now also of laptops and other communications gear, is showing departments how a Ford Police Interceptor can be transformed into a rolling TV studio. A demonstration version of the car, Ford's law enforcement version of the Taurus sedan, is equipped with seven video cameras to cover every angle of an officer's encounters with the public, victims or suspects.

One camera, for instance, automatically scans license plates. That can be used to identify stolen vehicles or track down suspects. It also allows the car's computer
to warn officers when they are making a traffic stop that they are approaching a parolee, ex-felon, fugitive or crime suspect.



Another camera aimed at the back seat records an arrestee's words and actions on the way to the slammer.

Instead of storing those hours of video in the car, the Motorola Solutions version has it constantly uploaded to a data center where it can be processed and stored. "We're trying to make the police car their mobile
office," says Bob Schassler, a Motorola Solutions senior vice president.

If the police car sounds sophisticated, look what's coming for the cops themselves. Motorola Solutions not only envisions police wearing video cameras, but also heart-rate monitors so police operators know when the officer is in a high-stress situation. And a sensor records whenever they release the strap on their holster. That data, too, get fed back to the station.

The ideas and new gear are part of a drive -- called "next-generation 911" -- to modernize police dispatch and communications.
It is, in part, an effort to enable cops to use some of the same technology that the citizens they protect already use, such as sending text messages or video over secure channels.

Why shouldn't officers speeding to a crime scene be able to talk directly to victims without having to have all the information they need to know relayed through a dispatch center? Or if they encounter a barricaded suspect, why not be able to have schematic drawings of the location sent wirelessly to their smartphone screen?

"That's the future," says Michael Bostic, a former Los Angeles deputy police chief who works for Raytheon, another big tech supplier to law enforcement. "It's all going to be data."

The high-tech goodies aren't just going to officers in cruisers. Now, even police motorcycles are starting to be equipped with laptops that officers can use by the side of the road.

In a demonstration, Raytheon is equipping about 100 Los Angeles County Sheriff's motorcycles with laptops that deputies can pull out of a saddle bag during traffic stops and quickly fire up to use for license-plate checks and wanted-suspect inquiries.

High-Tech 'sleeve'

Big corporations aren't the only ones with new ideas for high-tech communications for law enforcement.

Entrepreneur David Brown gave up his job as a technician in the film industry to pursue his dream of developing a sleeve that police officers can wear with a built-in video screen and a camera, a sort of full-sleeve update of Dick Tracy's two-way wristwatch.

The sleeve also has a laser pointer to light up potential troublemakers and a stun gun. One advantage of the sleeve over other versions of such gear is that it would be much more difficult to wrest away in a struggle.

Brown's company, ArmStar, based in El Segundo, Calif., is trying to market the sleeve to police departments and corrections agencies.

While much of the new technology and capabilities are built on forms of video, personnel at the police chiefs convention saw risks as well as opportunities in greater use of video and other real-time communications.

Police officers worry that video shot with body cameras will be regularly sought and used, in or out of context, by defense lawyers trying to find fault with their techniques or to try to document alleged brutality.

Increasingly, though, there is support in the ranks for more video because "we want the public to know the full facts of what occurred" when it comes to a controversial encounter, says Capt. Mike Parker of the Los Angeles County Sheriff's Department.

A bigger issue for departments is cost. And not just for the equipment.

With budgets already decimated by the recession, they are trying to figure out how to catalog and manage what would be, for a big department, thousands and thousands of hours of mostly routine video, part of which could become evidence in court cases.
"Do you know what it would take to store all that video?" Parker asks.

While the answer to that is "big money," Parker's department and others are finding some information technology solutions can be had without having to shell out a lot money.

One of the best examples is surveillance of social media. Parker says his department uses Twitter, monitors chat rooms and uses other social media to try to get ahead of potential crime problems. "Big Brother has become the people themselves," he says.

Social-Media Payoff

Planning a riot? The invitations will probably go out on Facebook or Twitter -- and deputies will be watching.

The strategy paid off recently when sheriff's deputies discovered the invitation for a rowdy rave with gallons of cheap booze. A couple of officers paid a visit -- as full preparations were underway -- to issue a stern warning. That headed off what Parker says would have been the need for 20 deputies to show up in the middle of the night to break up the party.

"We get there before it's happening," he says. "We're not used to having that level of information."

In Tampa, police are putting social media to use in other ways. They have installed systems in their cars that create a department intranet.

Officers patrolling the community can type up their notes in a blog from their car and send them around to others. And officers returning from a few days off can use the blog to update themselves on issues that came up while they were off.

They can also use the system, called NC4 Safecop, to analyze neighborhood crime data -- right from the car.

"This is real-time information," says Tampa Police Chief Jane Castor. "Technology is invaluable for officers in the day-to-day crime fight."

Everyone shall be informed of the new changes once the new Global World Order is initiated. Then the current United States Corporation (USA on paper only) will be merged with Mexico, and Canada. Executive Order will Strengthen Further Partnership Between the Federal and State and Local Governments to Better Protect Our Nation

The President today signed an Executive Order (attached) establishing a Council of Governors to strengthen further the partnership between the Federal Government and State Governments to protect our Nation against all types of hazards. When appointed, the Council will be reviewing such matters as involving the National Guard of the various States; homeland defense; civil support; synchronization and integration of State and Federal military activities in the United States; and other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities.

The bipartisan Council will be composed of ten State Governors who will be selected by the President to serve two year terms. In selecting the Governors to the Council, the White House will solicit input from Governors and Governors’ associations. Once chosen, the Council will have no more than five members from the same party and represent the Nation as a whole.

Federal members of the Council include the Secretary of Defense, the Secretary of Homeland Security, the Assistant to the President for Homeland Security and Counterterrorism, the Assistant to the President for Intergovernmental Affairs and Public Engagement, the Assistant Secretary of Defense for Homeland Defense and Americas’ Security Affairs, the U.S. Northern Command Commander, the Commandant of the Coast Guard, and the Chief of the National Guard Bureau. The Secretary of Defense will designate an Executive Director for the Council.

The Council of Governors will provide an invaluable Senior Administration forum for exchanging views with State and local officials on strengthening our National resilience and the homeland defense and civil support challenges facing our Nation today and in the future.

The formation of the Council of Governors was required by the Fiscal Year 2008 National Defense Authorization Act which stated, “The President shall establish a bipartisan Council of Governors to advise the Secretary of Defense, the Secretary of Homeland Security, and the White House Homeland Security Council on matters related to the National Guard and civil support missions.” (NDAA FY2008, Sec 1822)

ARLINGTON, Va. (NNS) -- Touting a joint project to create a next-generation cruise missile with the Office of Naval Research (ONR) Oct. 22, the new director of the Defense Advanced Research Projects Agency (DARPA) stressed the need to find radical ways to shape the future battlefield.

Dr. Arati Prabhakar spoke at the 2012 ONR Naval Science and Technology (S&T) Partnership Conference and ASNE Expo, using the ONR/DARPA effort to develop a long-range anti-ship missile (LRASM) as an example of the strong partnership needed to give U.S. warfighters a decisive edge in the future.

"It's an approach to a new weapon system that fundamentally changes the way our Sailors will engage with a very sophisticated enemy defense capability," Prabhakar said.

The objective is to give Sailors the ability to strike high-value targets from longer ranges while avoiding counter fire. The program will use autonomous guidance to find targets, reducing reliance on networking, GPS and other assets that could be compromised by enemy electronic weapons.

Along with advances in electronic warfare, cyber-security and communications, LRASM is showing what the S&T community can accomplish by working together, Prabhakar said.

Collaboration with industry, academia and military service laboratories will help keep organizations such as ONR and DARPA vibrant and robust, she noted.

"The only way that happens is if we continue to engage this kind of very broad community," Prabhakar said. "That's how we'll put together the programs that really drive certain technology areas forward ... and take the big steps that show people what's possible."

Chief of Naval Research Rear Adm. Matthew Klunder praised Prabhakar for her dedication to innovation and a long-range vision for science and technology that goes beyond weapon systems. ONR and DARPA, for example, have also collaborated extensively to boost opportunities for students in science, technology, engineering and mathematics, commonly known as STEM.

One example is the RevCon Challenge, a competition among college students to design connectors that more effectively conduct heat from radars and other military electronic systems.

"This spirit of partnership and collaboration, specifically between ONR and DARPA, has never been better," Klunder said.

ONR provides the science and technology necessary to maintain the Navy and Marine Corps' technological advantage. Through its affiliates, ONR is a leader in science and technology with engagement in 50 states, 70 countries, 1,035 institutions of higher learning and 914 industry partners. ONR employs approximately 1,400 people, comprising uniformed, civilian and contract personnel, with additional employees at the Naval Research Lab in Washington, D.C.

Demain matin débutera l’exercice Austere Challenge 12, mené conjointement par Le United States European Command (US EUCOM) et par l’armée israélienne.

Austere Challenge 12 est le plus grand exercice de défense jamais organisé entre les deux armées. L’organisation de cet exercice a débuté il y a deux ans et ne consiste pas une réponse aux récents bouleversements régionaux.

Ces exercices sont prévus de longue date et intégrés aux entraînements pour accroître la coopération et l’interopérabilité entre les deux forces militaires.

Pendant l’exercice, des soldats de l’EUCOM seront déployés à différentes positions, y compris dans des zones civiles. Une intensification des activités militaires sera probablement ressentie et des routes seront fermées temporairement pour assurer la sécurité des véhicules civiles. Tous les soldats de l’EUCOM quitteront Israël à la fin de l’exercice.


En dépit des tensions entre Barack Obama et Benjamin Netanyahu sur la réponse à apporter au programme nucléaire iranien, les Etats-Unis et Israël veulent montrer leur cohésion face à Téhéran en organisant un exercice majeur de défense antimissiles.

Ces manoeuvres, baptisées « Austere Challenge 2012″, doivent débuter à la fin octobre et s’étaler sur trois semaines.

Elles impliqueront 3.500 militaires américains et un millier d’Israéliens et constituent « le plus important exercice dans la longue relation militaire entre les Etats-Unis et Israël », selon ses organisateurs, le général américain Craig Franklin et le général israélien Nitzan Nuriel.

Officiellement, il ne s’agit que « d’améliorer la coopération sur la défense antimissiles » entre les deux pays et de « promouvoir la stabilité dans la région », a affirmé mercredi le général Franklin lors d’une audioconférence.

L’exercice selon lui n’est lié à aucune menace en particulier ni ne constitue un message d’unité à l’approche de la présidentielle américaine et des législatives anticipées en Israël.

« Le scénario prévoit de faire face à des menaces venus de tous les fronts », a renchéri son homologue israélien, précisant que « chacun peut y voir le message qu’il veut. Le fait que nous nous entraînions et travaillions ensemble est un message fort en soi ».

Le menace, attisée par les tensions autour du programme nucléaire iranien, a conduit les autorités israéliennes à tester en août un système d’alerte par messages SMS pour prévenir la population en cas d’attaque.

En préparation depuis deux ans, l’exercice devait se tenir au printemps mais avait été reportée en début d’année à la demande du gouvernement israélien pour une raison non précisée.

Sa tenue à quelques semaines de la présidentielle américaine tombe à point nommé pour montrer un front uni face à Téhéran alors que Barack Obama est accusé par son rival Mitt Romney de manquer à l’allié israélien.

Il intervient en effet après des mois de relations glaciales entre le président américain et le Premier ministre israélien. Benjamin Netanyahu a maintes fois brandi la menace d’une attaque contre les installations nucléaires iraniennes, que Barack Obama veut éviter, plaidant pour laisser aux sanctions le temps d’agir.

Sur le terrain, l’exercice comprendra le recours à des missiles antimissiles Patriot américains et un croiseur antimissiles Aegis déployé en Méditerranée orientale. Les moyens américains dans la région ont été renforcés ces dernières années avec la présence permanente de deux navires Aegis dans la région, selon un haut responsable militaire, et la construction d’un radar de détection de tirs dans le désert du Néguev (Israël). Des radars similaires doivent être implantés en Turquie et au Qatar.

De leur côté, les Israéliens utiliseront au cours de l’exercice leur système antiroquettes Iron Dome et leurs missiles antibalistiques Arrow 2 (Hetz en hébreu). Ils testeront également par simulation leur nouveau système « Fronde de David », capable d’intercepter des missiles d’une portée de 40 à 300 km, selon le général Nuriel.

October 25, 2012 – A Terminal High Altitude Area Defense (THAAD) interceptor missile is launched from Meck Island on its way to an intercept of a ballistic missile target during MDA’s historic flight test on Oct. 24, 2012 (Oct. 25 on Kwajalein).





The Missile Defense Agency (MDA), U.S. Army soldiers from the 94th and 32nd Army Air and Missile Defense Command (AAMDC); U.S. Navy sailors aboard the USS FITZGERALD (DDG 62); and airmen from the 613th Air and Space Operations Center successfully conducted the largest, most complex missile defense flight test ever attempted resulting in the simultaneous engagement of five ballistic missile and cruise missile targets. An integrated air and ballistic missile defense architecture used multiple sensors and missile defense systems to engage multiple targets at the same time. All targets were successfully launched and initial indications are that the Terminal High Altitude Area Defense (THAAD) system successfully intercepted its first Medium Range Ballistic target in history, and PATRIOT Advanced Capability-3 (PAC-3) near simultaneously destroyed a Short Range Ballistic Missile and a low flying cruise missile target over water.



Oct. 25, 2012 – A PATRIOT Advanced Capability 3 (PAC-3) interceptor is launched from Omelek Island during MDA’s historic integrated flight test on Oct. 24, 2012 (October 25 on Kwajalein)


The live-fire demonstration, conducted at U.S. Army Kwajalein Atoll/Reagan Test Site, Hickam AFB, and surrounding areas in the western Pacific, stressed the performance of the Aegis Ballistic Missile Defense (BMD), THAAD, and PATRIOT weapon systems.

An Extended Long Range Air Launch Target (E-LRALT) missile was airdropped over the broad ocean area north of Wake Island from a U.S. Air Force C-17 aircraft, staged from Joint Base Pearl Harbor-Hickam, Hawaii. The AN/TPY-2 X-band radar, located with the THAAD system on Meck Island, tracked the E-LRALT and a THAAD interceptor successfully intercepted the Medium-Range Ballistic Missile. THAAD was operated by Soldiers from the 32nd AAMDC.

Another short-range ballistic missile was launched from a mobile launch platform located in the broad ocean area northeast of Kwajalein Atoll. The PATRIOT system, manned by soldiers of the 94th AAMDC, detected, tracked and successfully intercepted the target with a PAC-3 interceptor.

The USS FITZGERALD successfully engaged a low flying cruise missile over water. The Aegis system also tracked and launched an SM-3 Block 1A interceptor against a Short-Range Ballistic Missile. However, despite indication of a nominal flight of the SM-3 Block 1A interceptor, there was no indication of an intercept of the SRBM.

FTI-01 was a combined developmental and operational test. Soldiers, Sailors, and Airmen from multiple Combatant Commands operated the systems and were provided a unique opportunity to refine operational doctrine and tactics. Program officials continue to assess and evaluate system performance based upon telemetry and other data obtained during the test.

Ballistic Missile Defense System programs have completed 56 successful hit-to-kill intercepts in 71 flight test attempts since 2001.

When street signs fall and cell towers fail, the Pentagon is ready to dispatch a high-tech command center with digital mapmaking gear for federal emergency responders arriving in unfamiliar hurricane-ravaged regions.

In response to a civilian agency’s request, the Defense Department’s Domestic Mobile Integrated Geospatial-Intelligence System, or DMIGS, can discern the location of critical infrastructure. The 44-foot long vehicle is built like a fire truck and contains technology similar to the computers and communications available at the National Geospatial-Intelligence Agency headquarters.

The moving data center carries generators and a 2.4-meter satellite dish antenna. Inside, printers can deliver directions either on a computer screen or a piece of paper.

At the scene of a disaster, up to six analysts aboard the DMIGS consult the Homeland Security Infrastructure Program, or HSIP—a repository of about 500 layers of mapped-out features, including power plants, rivers and roads.

On Monday during Hurricane Sandy, wherever iPads, iPhones and Android-devices had connectivity, federal officials also were clicking on HSIP-enabled apps, said Russ Johnson, global director of public safety and disaster response for GIS contractor Esri. The company’s onsite specialists are helping Federal Emergency Management Agency officials mash up data feeds detailing live conditions with HSIP information.
They “pull together that which they understand would be most damaging if impacted, then they display the model of the hurricane, population effects data, shelter locations, road outages, power outages” and other updates, he said. The federal officials are focused on current factors affecting critical infrastructure that is necessary for continuity of government operations, such as subway systems and federal buildings, Johnson explained.

He said the DMIGS systems are positioned but did not know their exact locations.

A big concern logistically is trees on the ground. Federal officials “are working on some applications to identify dynamically in the field where trees are down so they can map that and send it down to the operation centers,” Johnson said. The resulting graphics would detail the size of fallen trees, whether trunks require heavy lifting, proximity to power lines and other issues of concern, he said.
Throughout past storms, when wireless devices were working, federal officials used similar HSIP-base apps. “During Hurricane Irene, when search-and-rescue teams were deploying, they were able to have all the map data that normally they would need huge paper atlases to see,” Dan Cotter, then Homeland Security Department chief technology officer told Government Executive Media Group in June. The DMIGS also was deployed during the August 2011 storm.

On Monday, NGA and DHS spokespeople could not comment on the mapping assets because emergency officials were not available to respond. The emergency officials were out in the field, the headquarters spokespeople said.

The Army deployed 84 personnel to New York, New Jersey and all six New England states to help coordinate the Defense Department’s response to Hurricane Sandy.

Army North, which supports the Federal Emergency Management Agency and helps manage disaster response, has personnel from its Defense coordinating elements on the ground at command centers in Trenton and Earl, N.J.; New York City and Albany, N.Y.; and Maynard, Mass., Army spokesman Randy Mitchell told Nextgov.

Mitchell said the New York/New Jersey Defense coordinating element is commanded by Col. Michael Miklos and is working out of the New Jersey state emergency operations center in Trenton and a FEMA command post at the Naval Weapons Station in Earle, 12 miles inland from Asbury Park.

Mitchell, based in Trenton for the response effort, said Army North also has personnel deployed to an operations center in the Manhattan federal building, the New York City emergency operations center and a state emergency center in Albany, with just under 50 personnel supporting FEMA and the two states.

Donald Manuszewski, an Army North spokesman based at a FEMA regional response coordination center in Maynard, 30 miles east of Boston, said the New England coordinating element, commanded by Col. Terence Hermans, has 42 personnel spread across all six New England states.

Manuszewski said the coordinating element in Maynard is using the satellite system installed in its Chevrolet Suburban emergency response vehicle for connections to Defense networks, “but when wind picks up, we’ll pull the dish down, and then put it back up, once the storm passes.”

Mitchell said staff in Trenton are using MiFi portable hot spots for network connectivity, and will use the satellite system in their emergency vehicle once the storm passes and the wind dies down.

The National Guard Bureau said it has 61,000 personnel on the East Coast ready to respond in the wake of Hurricane Sandy, along with 140 helicopters to perform search and rescue, reconnaissance and transport missions.

The Navy Fleet Forces Command canceled an order issued Friday for ships in Hampton Roads, Va., to head to sea to ride out the storm. The command said Saturday that “projected winds and storm surge in the Navy's ports in Hampton Roads will not exceed the ability of our ships to remain safely in port.”

Mitchell said the Defense coordinating element in New York and New Jersey is conducting extensive planning with state and federal officials to identify potential areas of support in aviation, transportation, medical support, engineering and communications.

Mitchell said military installations in the two states are working with local agencies to identify possible areas to provide immediate response forces to aid local communities.

Defense can assist in search and rescue missions, and facilitate evacuations, Mitchell said.

First and foremost, the men and women assigned to U.S. Fleet Cyber Command and U.S. TENTH Fleet (FCC/C10F) are warriors. I am proud of the work they do to defend the nation every day and the skills they bring to the fight.

While many Americans understand the importance of the network that connects them with the rest of the world, they may not be as familiar with our Navy cyber warfighters and what they do on a daily basis to maintain mission critical connectivity between our naval forces. Because the Navy’s combat power is drawn from a highly networked and electromagnetic spectrum dependent force, the Navy must continuously fight within cyberspace to preserve these networks to maintain our maritime superiority.

Think of it this way; cyberspace is the fifth warfighting domain that intersects the other four which are sea, land, air, and space. Commanding this domain is critical to the Navy’s core capabilities of forward presence, deterrence, sea control, power projection, maritime security and humanitarian assistance/disaster response. The U.S. Department of Defense defines cyberspace as “a global domain within the information environment consisting of the interdependent network of information technology infrastructures, including the Internet, telecommunications networks, computer systems, and embedded processors and controllers.” Controlling and defending this information flow is a warfighting imperative.
Just as the U.S. Navy dominates the sea domain, the FCC/C10F team of officers, enlisted, and civilian members fight each day to maintain our edge in cyberspace in defense and support of the Navy and Joint forces.
FCC/C10F warfighters contribute to the Navy’s overall mission by directing cyberspace operations to deter and defeat aggression while ensuring freedom of action in cyberspace. This means serving as the central operational authority for networks, cryptologic/signals intelligence, cyber, information operations, electronic warfare, and space capabilities for the Navy. We network widely dispersed forces to gain battle space awareness that extends our Navy’s operational reach to deliver massed and precision firepower at critical points – in other words, we fight the bad guys and empower our Navy and Joint partners in cyberspace by operating and protecting the networks that support the defense of our nation. To do this, we are continually striving to leverage technology and optimize our workforce through training and innovation to maintain our strategic, operational and tactical advantage in cyberspace.


We execute our mission set using the same traditional maritime warfighting organizations and mechanisms that the Navy uses in every other warfighting domain: a three-star numbered fleet that provides operational oversight and uses its Maritime Operations Center to execute command and control over its assigned forces, subordinate task forces that are organized to actually execute the actions necessary to achieving the mission within their assigned mission sets, and a highly motivated work force of uniformed and civilian teammates who are the cornerstone of our efforts in the cyber domain.

While networking our forces and cyber security is our focus every day, every military member and American citizen should understand the vulnerabilities in cyberspace and institute practical safeguards to protect their systems and information (from protecting your private information on social media sites to using unique and difficult-to-guess passwords). WASHINGTON, Oct. 30, 2012 – The Defense Department continues to be an active partner in response to Hurricane Sandy and its aftermath by providing the Federal Emergency Management Agency and state governors with capable, trained and accessible forces and equipment when requested.

As of 5:30 p.m. Oct. 29, there were about 6,700 National Guard Forces on state active duty, or in the process of activating for duty in support of the governors of New York, Massachusetts, Virginia, New Jersey, Delaware, Connecticut and Maryland. These forces were helping local first responders and FEMA including providing assistance with evacuation shelters, route clearance, search and rescue and delivery of essential equipment and supplies.

More than 61,100 National Guard members are available to assist civilian authorities in support of relief efforts, including aircraft for search and rescue, reconnaissance and personnel or cargo-carrying missions.

In addition, Defense Secretary Leon E. Panetta has authorized the following officers to serve as dual status commanders - those authorized to command both federal and state National Guard forces:

- New Jersey: Army Brig. Gen. James Grant, Army National Guard
- New Hampshire: Air Force Brig. Gen. Carolyn Protzmann, Air National Guard
- Massachusetts: Army Brig. Gen. Paul Smith, Army National Guard
- New York: Army Brig. Gen. Michael Swezy, Army National Guard
- Maryland: Air Force Brig. Gen. Timothy Gowen, Air National Guard
- Rhode Island: Air Force Brig. Gen. Mark Jannitto, Air National Guard


As part of DOD’s response, U.S. Northern Command has identified active duty deputies to deploy in support of any designated dual status commanders and is working with officials from Maine, Maryland, New Hampshire, New Jersey, New York and Rhode Island. These active duty deputies facilitate active duty force employment under DSC leadership should active duty assets be required.

DOD has activated Defense Coordinating Officers/Defense Coordinating Elements to support FEMA Regions I, II, and III. DCO/E from Regions VI, VII, and IX are providing additional surge support to Regions I, II, and III.

U.S. Northern Command has placed the following DSCA forces on 24-hour Prepare to Deploy Order status in response to anticipated FEMA requests to mitigate or respond to effects of Hurricane Sandy: light/medium lift helicopters;

medium/heavy lift helicopters; para-rescue teams; Information Awareness & Assessment aircraft; Tactical Common Data Link; Rover video receiver systems; and fixed-wing aircraft.

U.S. Northern Command also is deploying Joint Regional Medical Planners to the impacted FEMA regions.

In other support activities:

- FEMA has requested the use of Westover Air Reserve Base, Mass., Joint Base McGuire/Dix/Lakehurst, N.J., and Dover Air Force Base, Del., as incident support bases for staging federal support equipment and supplies. Fort Devens, Mass., has been designated a federal team staging facility.

- Air Force North's National Security Emergency Preparedness directorate deployed emergency preparedness liaison officers to assist civil authorities in preparing for relief efforts.

- Air Force North officials deployed Joint Air Component Coordination Elements in response to Hurricane Sandy. The Air Force North JACCE teams deployed to Philadelphia, Boston, and Trenton, N.J., to support Hurricane Sandy relief preparation efforts. JACCE members are Air Force subject matter experts who serve to coordinate Air Force assets to assist wherever needed during times of crisis.

- U.S. Northern Command's Joint Personnel Recovery Center, in support of Air Force North's Joint Force Air Component commander, is prepositioning search and rescue forces for possible Hurricane Sandy activities. The JPRC is one of several resources the JFACC employs in its Defense Support of Civil Authorities role. The JPRC has the capability to conduct large-scale search and rescue operations during contingencies such as hurricanes or other natural or man-made disasters, making the JPRC a valuable asset to the DSCA mission.

- All DOD installations have been directed to offer support to local community requests for assistance, to include providing staging and bed-down for utility recovery teams assigned to restore power.

- The following installations relocated aircraft in advance of Hurricane Sandy:
Dover Air Force Base, Del.;
Joint Base McGuire-Dix-Lakehurst, N.J.;
Stewart Air National Guard Base, N.Y.;
New Castle Air National Guard Base, Del.;
Joint Base Andrews, Md.;
Martin State Airport (Air National Guard), Md.; and
Harrisburg International Airport (Air National Guard), Pa

I've been a long time lurker, so this is my first diary here.

Science fiction has long been a passion of mine, even longer than politics has been for me. However, there are some works of science fiction that folds into politics quite neatly. The rebooted version of Battlestar Galactica (BSG) by Ronald Moore is one of my all time favorites because it takes the viewer into a post-apocalyptic drama where the last humans are running from the Cylons, who they originally created and previously engaged in a war 40 years prior to the show. It's understandable that science fiction is not for everyone, but BSG is different in the sense that the characters, human and Cylon, are intertwined in an epic war of destruction and this creates unforeseen problems for the humans.

In one of the early episodes, Commander Adama (Edward James Olmos) and President Laura Roslin have a discussion over the use of military forces for policing the Colonials.

Recently in the Senate, Senators McCain and Levin passed their version of the National Defense Authorization Act in a 93-7 vote with one particularly controversial amendment. Senator Rand Paul, who voted "nay" on the bill said of the amendment the following:

Under the provisions, wouldn't it be possible, then, that an American citizen could be declared an enemy combatant and sent to Guantanamo Bay and detained indefinitely.


Now it seems that President Obama just might veto bill due the the amendment in question. I must admit that I'm not fond of Senator Paul's politics, but I must admire him (and the other six senators) in this case for standing against the NDAA's provision.

Which now brings me back to William Adama's quote from a episode that aired in 2005. It's sad to see that a fictional military leader facing a situation far worse than anything we are experiencing has the guts to warn the civilian leader that it's dangerous to turn the military into police against it's own citizens. It's sad because a fictional character has more conviction than 93 senators who might make it a reality.

Adama's quote on the military is the overarching theme of BSG. Hopefully, this bill will not pass this session. Moreover, it would be good if the Senate spent part of the holidays enjoying the masterpiece that is Battlestar Galactica and get some perspective on what is and is not right for our country.

Edit: thanks for praise and the rec's for my first diary. Also, BSG touches on a plethora topics such as torture, terrorism, rape, child trafficking, assassinations, military coups, labor abuses, insurrections, racism, and other lovely things. It's worth watching again and again.

Most Americans have never heard of the National Response Coordination Center, but they’re lucky it exists on days of lethal winds and flood tides. The center is the war room of the Federal Emergency Management Agency, where officials gather to decide where rescuers should go, where drinking water should be shipped, and how to assist hospitals that have to evacuate.

Disaster coordination is one of the most vital functions of “big government,” which is why Mitt Romney wants to eliminate it. At a Republican primary debate last year, Mr. Romney was asked whether emergency management was a function that should be returned to the states. He not only agreed, he went further.

“Absolutely,” he said. “Every time you have an occasion to take something from the federal government and send it back to the states, that’s the right direction. And if you can go even further and send it back to the private sector, that’s even better.” Mr. Romney not only believes that states acting independently can handle the response to a vast East Coast storm better than Washington, but that profit-making companies can do an even better job. He said it was “immoral” for the federal government to do all these things if it means increasing the debt.

It’s an absurd notion, but it’s fully in line with decades of Republican resistance to federal emergency planning. FEMA, created by President Jimmy Carter, was elevated to cabinet rank in the Bill Clinton administration, but was then demoted by President George W. Bush, who neglected it, subsumed it into the Department of Homeland Security, and placed it in the control of political hacks. The disaster of Hurricane Katrina was just waiting to happen.

The agency was put back in working order by President Obama, but ideology still blinds Republicans to its value. Many don’t like the idea of free aid for poor people, or they think people should pay for their bad decisions, which this week includes living on the East Coast.

Over the last two years, Congressional Republicans have forced a 43 percent reduction in the primary FEMA grants that pay for disaster preparedness.

Representatives Paul Ryan, Eric Cantor and other House Republicans have repeatedly tried to refuse FEMA’s budget requests when disasters are more expensive than predicted, or have demanded that other valuable programs be cut to pay for them. The Ryan budget, which Mr. Romney praised as “an excellent piece of work,” would result in severe cutbacks to the agency, as would the Republican-instigated sequester, which would cut disaster relief by 8.2 percent on top of earlier reductions.

Does Mr. Romney really believe that financially strapped states would do a better job than a properly functioning federal agency? Who would make decisions about where to send federal aid? Or perhaps there would be no federal aid, and every state would bear the burden of billions of dollars in damages. After Mr. Romney’s 2011 remarks recirculated on Monday, his nervous campaign announced that he does not want to abolish FEMA, though he still believes states should be in charge of emergency management. Those in Hurricane Sandy’s path are fortunate that, for now, that ideology has not replaced sound policy.
