LE CANADA ACHETE LA TECHNOLOGIE DU SYSTEME ANTIMISSILE ISRAELIEN DÔME DE FER

Le contrat, d'une durée de 4 ans, est estimé à une valeur totale de 250 millions de dollars

Le Canada a choisi la technologie israélienne de défense antimissile Dôme de fer pour son système radar à moyenne portée destiné à ses forces armées, a annoncé mercredi le ministère de la Défense.

L'achat du système Dôme de fer de la société Israel Aerospace Industries (ELTA) va être exécuté par la filiale canadienne du groupe de défense allemand Rheinmetall. Le contrat porte sur 10 systèmes radars à moyenne portée et la maintenance en exploitation pour un montant de 243,3 millions de dollars canadiens (175 millions d'euros).

Cette technologie radar permettra aux forces armées canadiennes de «localiser les armes hostiles de concert avec d'autres capteurs acoustiques et radars que le Canada possède déjà», selon le communiqué du ministère de la Défense.

C'est la technologie qui équipe «les forces israéliennes de défense pour se défendre contre les roquettes lancées par le Hamas et par d'autres groupes terroristes», a souligné le ministère.

Depuis l'arrivée à la tête du gouvernement conservateur en 2006 du Premier ministre Stephen Harper, le Canada est devenu l'un des pays les plus favorables à Israël au sein de la communauté internationale. Il est l'un des très rares pays à avoir voté contre l'accession de la Palestine au statut d'Etat observateur à l'ONU le 29 novembre 2012.

La livraison des systèmes radars devrait commencer en 2017, selon la Défense canadienne.

Le groupe Rheinmetall a aussi annoncé mercredi un deuxième contrat avec le gouvernement canadien pour la fourniture de systèmes modulaires intégrés pour les soldats, basés sur des technologies de localisation et de communication.

Ce contrat durera quatre ans avec, si les phases de test sont validées par l'armée canadienne, des options pour une valeur totale de 250 millions de dollars.

BEIJING (Reuters) - China and Russia will hold joint naval and air defense drills in the Sea of Japan, China said on Thursday, the latest exercises between the two countries which could concern Japan, involved in a marine dispute with China to the south.

The maneuvers also come as the United States ramps up military cooperation with its allies in Asia in response to China's increasingly assertive pursuit of territorial claims in the disputed waters of the South and East China seas.

China and Russia are veto-wielding members of the U.N. Security Council, and have held similar views on key policy questions like the crisis in Syria, putting them at odds with the United States and Western Europe.

The exercises, which will take place from Aug. 20-28, will take place in the Gulf of Peter the Great, which lies off the strategic Far Eastern Russian port city of Vladivostok, and in the Sea of Japan, Chinese Defence Ministry spokesman Yang Yujun told a monthly news briefing.

The drills will include anti-submarine and anti-ship exercises. Chinese fighter jets, destroyers, frigates and supply vessels will take part, Yang said.

The Russian side plans to dispatch ships, submarines and fixed-wing aircraft, he added. Both sides will send helicopters and marines, Yang said.

The drills could especially alarm Japan, which is involved in an ongoing spat with China over a group of uninhabited islets in the East China Sea.

Last week, Japan called on China to halt construction of oil-and-gas exploration platforms in the East China Sea close to waters claimed by both nations, concerned that Chinese drills could tap reservoirs that extend into Japanese territory.

China responded by saying it had every right to drill.

Yang said that certain people in Japan were "hyping up" the issue as an excuse to promote legislation that could see Japanese troops sent to fight abroad for the first time since World War Two.

"We hope that certain people in Japan can calmly reflect on what they have done," he said.

INDIAN HEAD, Md. (NNS) -- Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) officially announced the command's first private-public partnership under the command's Center for Industrial and Technical Excellence (CITE) designation, July 30.

CITE is a statutory authority allowing public-private partnerships to perform work related to the command's core competencies. This designation allows the Navy to more efficiently maintain an organic energetics capability and manage under-utilized capacity.

"Under the four-year partnership with Chemring, our division may manufacture up to 11,000 double-base extruded N-5 propellant grains for the Anti-Personnel Obstacle Breaching System (APOBS). APOBS is used by Soldiers, Marines and allied ground troops to enable safe personnel transit through mine fields and razor wire protected zones," said NSWC IHEODTD Technical Director Ashley Johnson.

The APOBS propellant grain manufacturing is the first in a series of extruded double base propellant grain opportunities planned to be jointly manufactured by the partnership. Once the propellant grains are inspected, tested and certified, they will be provided to Chemring Ordnance for loading into APOBS.

"We received CITE arsenal designation in May 2014, for our core competencies of energetics, ordnance, naval gun systems, EOD technologies, ordnance packaging, handling, storage and transportation and the technical expertise required to acquire, maintain and sustain these systems," said NSWC IHEODTD Deputy Technical Director Amy O'Donnell.

NSWC IHEODTD is the first Navy activity to hold both depot- and arsenal-level designation.

"When industry or private organization approaches us, and if we have capacity that exists in our core mission areas, I can initiate a business case analysis," said NSWC IHEODTD Commanding Officer Capt. Vincent Martinez. "If I can demonstrate it is going to be in the best interest of the U.S. Navy, I ask senior leadership to review that business case analysis. Once permissions and negotiations are agreed on, we sign a public-private partnership, or P-3, document to formalize the partnership."

President of Chemring Ordnance, Mike Quesenberry, said the company was pleased to be the first industry to formalize a partnership with the warfare center under the CITE arsenal designation, for a critical component of the APOBS system.

"We look forward to expanding this partnership into additional opportunities to jointly manufacture EDB propellant grains for other weapon systems," he said. "Chemring Ordnance takes great pride in providing quality products to the warfighter and believes that this partnership is a win-win for all."

Johnson also emphasized that workforce safety will always remain the underlying priority for the command.

"Safety isn't negotiable; it is the most important aspect of what we do," he said. "Our partner in Chemring understands its importance, too, and we will never relinquish that as our responsibility."

NSWC IHEODTD is a field activity of the Naval Sea Systems Command and is part of the Department of the Navy's science and engineering enterprise. The Division is the leader in energetics, energetic materials, and Explosive Ordnance Disposal (EOD) knowledge, tools, equipment. ROSEAU, Dominica (NNS) -- The joint-military crew and non-governmental organization (NGO) volunteers serving aboard the Military Sealift Command hospital ship USNS Comfort (T-AH 20) commenced humanitarian-civil assistance operations July 28 in Dominica as part of Continuing Promise 2015 (CP-15).

An opening ceremony held at the Princess Margaret Hospital marked the start of the eighth mission stop during Comfort's six-month deployment and the first time that the Continuing Promise mission has visited Dominica.

"Building partnerships with each country is critical to the overall success of the mission. Since this is the first time that the Continuing Promise mission has visited Dominica, we look forward to the opportunity to foster goodwill and build partner capacity and capability through the dozens of collaborations with our Dominican counterparts," said Capt. Sam Hancock, Continuing Promise 2015 mission commander.

The CP-15 team, NGO volunteers, Dominican medical professionals and Ministry of Health volunteers provided no-cost medical and dental services to more than 1,000 patients during the first day of operations at two locations, the Dominica Grammar School in Roseau and the Roosevelt Douglas Primary School in Portsmouth. In addition to the medical services provided at the sites, 17 surgeries were conducted aboard Comfort.

"Medical site operations went smoothly today," said Capt. Mary White, officer in charge of the medical site established at the Dominica Grammar School. "We finished up surgical screenings and had the site up and running right on schedule. Working as a team, blending our NGO volunteers and Navy personnel, allowed us to see over 600 patients on the first day."

A subject matter expert exchange (SMEE) was conducted at Princess Margaret Hospital covering topics such as intensive care unit protocols and bed management.

Comfort nephrologists also collaborated with Dominican medical professionals to treat 11 dialysis patients. Additional SMEEs are planned to take place at the Regional Fitzroy Armor, Portsmouth Hospital and aboard Comfort.

"These exchanges allow us to connect with the Roseau and Portsmouth medical professionals and share information pertaining to various medical topics," said Ensign Jhermayne Bullock, assigned to the Navy Environmental Preventive Medicine Unit-2 in Norfolk, Virginia. "This collaboration not only strengthens ties with Dominica as a whole, but also impacts the local communities that we visit."

The CP-15 environmental health team visited the hospital and provided formal lectures on mosquito surveillance, biology, control, pathology, and insecticide resistance. They also distributed mosquito surveillance traps to the Dominican vector control team.

The veterinary team consisting of Army veterinarians, veterinary technicians and volunteer veterinarians from the NGO, World Vets, met with local veterinarians to discuss what services are currently needed in the region.

The engineering portion of the CP-15 mission in Dominica commenced at the Office of Disaster Management where the Navy Seabees, assigned to Construction Battalion Maintenance Unit (CBMU) 202 in Virginia Beach, Virginia, and Jacksonville, Florida, continue their work on the construction of a guard house and the installation of a perimeter fence.

Since deploying in April, Comfort has completed mission stops in Belize, Guatemala, Jamaica, Nicaragua, Panama, El Salvador and Colombia. Additional stops are planned for the Dominican Republic, Haiti, and Honduras.

Continuing Promise is a U.S. Southern Command-sponsored and U.S. Naval Forces Southern Command/U.S. 4th Fleet-conducted deployment to conduct civil-military operations including humanitarian-civil assistance, subject matter expert exchanges, medical, dental, veterinary and engineering support and disaster response to partner nations and to show the United States' continued support and commitment to Central and South America and the Caribbean.

SEATTLE (NNS) -- Commander, U.S. 3rd Fleet (C3F), Navy Region Northwest, local agencies and government officials gathered for a Defense Support of Civil Authorities (DSCA) seminar July 30 and 31.

The purpose of the seminar was to enhance coordination and cooperation between the U.S. military and civilian emergency management authorities, in the event of a catastrophic incident. DSCA support includes response to potential crises or natural disasters like wildfires, hurricanes and earthquakes. DSCA draws from existing warfighting capabilities of the Armed Forces for support operations in the homeland.

Representatives attended from the city of Seattle, King County, Pierce County, Washington State Emergency Management Division (EMD), Washington National Guard, U.S. Navy, U.S. Coast Guard, U.S. Army, U.S. Marine Corps, Royal Canadian Navy, Federal Emergency Management Agency (FEMA), and the Department of Health and Human Services.

"I think it is incredibly important what everyone here is doing. We have pulled together, and everyone who has got a stake in this and has built relationships understands that this is the most critical piece," said Commander, U.S. 3rd Fleet Vice Adm. Nora W. Tyson. "We've got to think about it in terms of what is the worst thing that can happen and how do we deal with that. We are ready to do whatever it is we need to do at a moment's notice and I am all in to develop those relationships that need to be developed."

Considering the scope of how many communities would be affected during a major earthquake on the West Coast, leaders emphasized the importance of communication on every level. They stressed that the coordination of resources is vital to an effective response.

"It's going to be a huge logistics challenge if a catastrophe strikes this region, we have so many people that have a vested interest in being prepared for a major earthquake," said Kenneth D. Murphy, regional administrator for Region Ten for the Department of Homeland Security's Federal Emergency Management Agency. "It doesn't matter who your bosses are, we work for the citizens of this country. FEMA Region Ten has four states and 271 tribal nations so everyone has a vested interest in how we are going to bring organization to chaos."

The common theme from this DSCA seminar was the importance of local, state, federal and military leaders staying connected with one another and continuing the conversation about how to be better prepared in case a major catastrophe strikes.

"It's about the dialogue. Everyone has to be on the same page," said Rear Adm. Richard T. Gromlich, commander, Thirteenth Coast Guard District. "It's critical we aren't stove-piping anything. It's venues like this that are really going to save the day and save lives because we understand what our capabilities are which makes us better prepared to respond."

The event is part of a series held to foster relationships and assist in preparing U.S. military and civilian personnel to respond, including immediate response, to imminent or no-notice events like wildfires, hurricanes, and earthquakes.

Joint interagency and international relationships strengthen U.S. 3rd Fleet's ability to respond to crises and protect the collective maritime interests of the U.S. and its allies and partners.

SURABAYA, INDONESIA (NNS) -- A U.S. Navy task group comprised of ships, aircraft, Sailors and Marines arrived in Indonesia to commence the 21st annual Cooperation Afloat Readiness and Training (CARAT) Indonesia 2015, Aug 3.

The exercise will take place from Aug. 3-10 on the ground in Surabaya and in the waters and airspace of the Java and Bali Seas.

"Our longstanding partnership with the Indonesian Navy and Marines has allowed us to enhance our bilateral cooperation and increase the complexity of CARAT," said Rear Adm. Charlie Williams, Commander, Task Force 73. "The diverse platforms and capabilities featured in this exercise will enable us to rehearse high-end tactical and integrated warfare scenarios in a realistic training environment both at sea and shore."

More than 1,000 U.S. military members will participate in CARAT Indonesia alongside their counterparts from the Indonesian Navy and Marines, known as Tentera Nasional Indonesia - Angkatan Laut (TNI-AL). The exercise will feature simultaneous amphibious landings and surface and anti-submarine warfare, visit, board, search and seizure (VBSS) demonstrations, mobile dive and salvage training, coastal riverine operations, maritime patrol and reconnaissance operations, a gunnery exercise, and an anti-air warfare missile live fire training exercise.

Additionally, personnel from both nations will exchange best practices on naval tactics during a series of military seminars ashore. Numerous civil action projects, aviation maintenance, sports exchanges, military law, and submarine warfare symposia are also planned during the shore phase of the exercise.

"CARAT is a practical way for our two navies to address shared maritime security priorities in a realistic training environment," said Capt. H.B. Le, deputy commodore, Destroyer Squadron 7. "We look forward to exchanging ideas and lessons learned with our Indonesian counterparts this week. Regional challenges increasingly require regional solutions, and it's through yearly engagements like CARAT where we are able to build and strengthen our interoperability."

U.S. units participating in the exercise include the Arleigh Burke-class guided-missile destroyer USS Preble (DDG 88), the littoral combat ship USS Fort Worth (LCS 3), the dock landing ship USS Germantown (LSD42),the rescue and salvage ship USNS Safeguard (T-ARS 50) with embarked Mobile Diving and Salvage Unit (MDSU) 1, a P-3C Orion, Naval Mobile Construction Battalion (NMCB) FIVE , Coastal Riverine Group (CRG) ONE, and U.S. Marines assigned to the 3rd Marine Expeditionary Brigade (III MEB.

Indonesia has been part of the CARAT exercise series since it began in 1995. After more than two decades of annual training events between the armed forces, CARAT Indonesia remains a model for cooperation that has evolved in complexity and enables both navies to refine operations and tactics in response to both traditional and non-traditional maritime security challenges.

CARAT Indonesia is part of a broader bilateral exercise series the U.S. Navy conducts with nine partner navies in South and Southeast Asia to address shared maritime security priorities, strengthen maritime partnerships and enhance interoperability among participating forces. Following CARAT Indonesia, additional bilateral phases of CARAT will occur from July through November 2015 with Bangladesh, Brunei, Cambodia, Malaysia and Thailand.

Commander, Task Force 73 and DESRON 7 staff conduct advanced planning, organize resources and directly support the execution of maritime exercises such as the bilateral CARAT series, the Naval Engagement Activity (NEA) with Vietnam, and the multi-lateral Southeast Asia Cooperation and Training (SEACAT) with Brunei, Indonesia, Malaysia, the Philippines, Singapore, and Thailand.

ALMOST 2,000-STRONG MULTI-NATIONAL FORCE HOLDING TRAINING DRILL IN WESTERN UKRAINE

 Ukrainian President Petro Poroshenko has told NATO’s top European commander that Kiev wants more defense cooperation as the east of the country remains split between government forces and pro-Russia rebels.

Poroshenko met NATO Supreme Allied Commander in Europe Philip Breedlove during the U.S. Air Force general's visit to Kiev on Thursday.

During the meeting, Poroshenko said that Ukraine had stuck to the Minsk cease-fire agreement but that the rebels should also adhere to the deal.

The pair meet as a major international military drill continues at Ukraine’s Yavoriv training center near Lviv, western Ukraine.

'Saber Guardian/Rapid Trident 2015' is seeing almost 2,000 soldiers from 18 different countries – including the U.S. – taking part in maneuvers.

Poroshenko said that Ukraine sought the expansion of such joint military exercises.

Breedlove said that the exercise was important but added that Ukraine’s defense ministry should continue reforms.

"It is hard to implement reforms at war," said Breedlove, adding: "But we support you and will support in the future also."

Pro-Russian separatists and the Ukrainian army have continued to clash in the eastern Donbas region despite a cease-fire agreement signed in the Belarusian capital Minsk in February.

More than 6,000 people have been killed in Donbas region since April 2014, according to the UN.

'NATO ALLIES STAND IN SOLIDARITY WITH TURKEY'



An emergency meeting of NATO is being held in Brussels at the request of Turkey on Tuesday.

Ambassadors of all 28 NATO allies are gathering amid police operations against terrorist organizations in the country. 

Turkey has also started operations against ISIL and the PKK in northern Syria and Iraq.

NATO Secretary General Jens Stoltenberg, in his opening remarks ahead of the meeting, expressed his solidarity with Turkey: "Our condolences go to the Turkish government and the families of the victims touched by these terrible acts of terror," 

"Terrorism in all its forms can never be tolerated or justified; it is right and timely that we hold this meeting today to address the instability on Turkey’s doorstep and NATO’s border," Stoltenberg added.

Under Article 4 of the NATO treaty, any member country can request consultations whenever it feels its security is under threat.

"NATO Allies follow developments very closely and stand in solidarity with Turkey," Stoltenberg said.

Over eight hundred people have been detained across Turkey in three days of police raids against terrorist organizations.

Turkey has had a bitter week with dozens of citizens dying in a wave of terror attacks.

On Wednesday, two police officers were found shot dead at their shared home in Sanliurfa's Ceylanpinar district - an attack for which the PKK terrorist organization claimed responsibility.

A day later, another policeman was killed in a gun attack in Diyarbakir.

The same day, gunfire from Syria killed a Turkish military officer and injured two troops in southern Kilis province, prompting Turkish forces to return fire.

On Friday, another police officer was kidnapped as he was heading from Mardin to Mus with his family on the Diyarbakir-Bingol Highway, police said.

US-Turkish coordination

A report in Al Jazeera also explaind Turkish warplanes last week started striking targets in Syria and entered a long-awaited agreement which allows the US to launch its own strikes from Turkey's strategically located Incirlik Air Base.

The US and Turkey on Monday are also finalising plans to push the ISIL group out of a strip of Syrian territory along the Turkish border.

Turkey has also been bombarding positions belonging to the Kurdistan Workers' Party (PKK) in northern Iraq.

While Turkey on Monday said that it willnot target Syrian areas under the control of PKK-affiliated People's Protection Units (YPG), some reports had emerged that Turkish tanks shelled Kurdish-held villages on Sunday night.

The Syrian Kurds are among the most effective ground forces battling the ISIL group and have been aided by US-led air strikes.

Erdogan calls for NATO to "do its part"

 Turkey's president on Tuesday called on NATO to “do its part” in helping address the country’s concerns over security on its borders.

Speaking before a flight to China, Recep Tayyip Erdogan told journalists at Ankara’s Esenboga Airport: “In case of any NATO member being attacked, NATO has to give support to this member country. Turkey, which is currently being attacked, is now exercising its right to self-defense and security and will continue to use it.

“We are using our rights under international law and will continue to use them. It is NATO's duty, which is why we demand NATO be prepared in this regard.”

Troops of Georgia are conducting military exercises with NATO countries including the United States at an airbase near the Tbilisi. The exercises are expected to continue until July 22.

Georgia and NATO countries, including the U.S., Bulgaria, Romania and Lithuania began a military exercise near the Georgian capital of Tblisi on Wednesday, Georgian media reports.

The exercise dubbed as "Agile Spirit 2015" will be held at the Vaziani military base that would focus on "protecting and supporting peace".
Georgia attended the NATO's Partnership for Peace program in 1994. The military exercises will continue until July 22.

30 naval vessels, 1700 military from Nato countries, join Bulgaria’s Breeze 2015 exercise in Black Sea

Bulgaria is currently hosting the Breeze 2015 naval exercise which will take place from 3 to 12 July 2015. According to Bulgarian minisry of Defence 30 warships from Bulgaria, Greece, Romania, Turkey and USA will take part.

Bulgarian Navy will contribute with 15 combat and auxiliary ships and boats, two helicopters and more than 1,000 personnel. Two air planes from the Bulgarian Air Force, troops from the Bulgarian Land Forces and an US patrol aircraft will also participate.

A report in Noinvite outlined that more than 30 ships and 1700 troops from the navies of Bulgaria, Greece, Romania, Turkey and the USA will participate in the exercise, Bulgaria's Defence Ministry informs. Among the participating vessels will be three frigates from the Standing NATO Maritime Group 1 (SNMG1) and four ships from the Standing NATO Mine Countermeasures Group 2 (SNMCMG2).

 The main goal of the exercise is improving the operational compatibility and interaction between the navies of the participating countries through performing an exercise on crisis response.

Lavrov, Kerry discuss US plans to bomb Syria government troops

DUBROVICHI RANGE /Ryazan region/, August 4. /TASS/. The Russian Airborne Troops are ready to assist Syria in countering terrorists, if such a task is set by Russia’s leaders, commander of the Airborne Troops Colonel-General Vladimir Shamanov told reporters on Tuesday.

"Of course we will execute the decisions set forth by the country’s leadership, if there is a task at hand," Shamanov said, in response to a Syrian reporter’s question about the readiness of the Russian Airborne Troops to render assistance to Syria’s government in its battle against terrorism.

Shamanov noted that Russia and Syria have "long-term good relations." "Many Syrian experts, including military, received education in the Soviet Union and in Russia," Shamanov added.

In which the Great State of Texas swallows itself whole.

We all had a good laugh at the folks down in Texas (and elsewhere) who got their camo longjohns in a knot over Operation Jade Helm, the military exercise that was interpreted by those with severe cases of the prion disease as a covert op aimed at the subjugation of American liberty, which was going to be hustled down through secret tunnels and into the basements of several abandoned Wal Mart outlets. I am only exaggerating this a little.
The governor of Texas actually took action to keep his state safe from the encroaching jackboots. Senator Ted Cruz, who is running for president and who will be part of the Main Event on Thursday night here in Cleveland, leaped forward to demonstrate his concern. And to make sure that people knew the president was to blame for the fact that a goodly chunk of his constituents are dangerous paranoids.

Authorities say a man in a pickup truck fired shots near a group of soldiers training at the Camp Shelby Joint Forces Training Center on Tuesday and again on Wednesday.

A large-scale training exercise is being held there as part of Jade Helm 15.

No one was injured, WDAM-TV reports. The Tuesday incident was reported at about 12:15 p.m., about 45 minutes after the shots were fired.

Police say they are searching for a white man who fired from a two-door red pickup truck.

On Tuesday, the soldiers were at a checkpoint on a county-owned road on the outskirts of Camp Shelby, Perry County Sheriff Jimmy Dale Smith said. The shots fired on Wednesday happened in the same area at about 8 a.m.

Here’s what you need to know:

1. Jade Helm Has Sparked Fears About Martial Law Among Conspiracy Theorists

Conspiracy theories about Jade Helm 15 spread rapidly across the Internet after plans about the exercise were leaked to the public. According to the Austin American-Statesmen, there was an “explosion of outrage on social media after the release of the map, which labeled Texas, Utah and the southern tip of California as ‘hostile.'”

A military official who went to a Bastrop, Texas, meeting about the exercises was told the government can not be trusted, and that the plan for the exercises is to put martial law in place.

“It’s the same thing that happened in Nazi Germany. You get the people used to the troops on the street, the appearance of uniformed troops and the militarization of the police,” a local resident, Bob Wells, told the Austin newspaper after the meeting. “They’re gathering intelligence. That’s what they’re doing. And they’re moving logistics in place for martial law. That’s my feeling. Now I could be wrong. I hope I am wrong. I hope I’m a ‘conspiracy theorist.’”

The Army Times detailed some of the “head-scratching” conspiracy theories, including that FEMA is building domes to house those who fight back against the government, that Blue Bell ice cream trucks could serve as rolling morgues, that recently closed Walmart stores could serve as military headquarters and that the military is secretly preparing for an imminent asteroid strike.

Some Texas residents told the New York Times last month that they are being extra vigilant as the training is conducted.

“With Obama being in there,” Scott Degenaer told he Times, “with the way he’s already stomped all over the Constitution, pushing his presidential authority to the max, it would only be just the stroke of a pen for him to do away with that. This man is just total anti-U. S.”

Degenaer was skeptical about the reporter and photographer who were interviewing him, the Times reported, wondering if they were part of the operation. “Spec Ops grows beards,” he said, while referring to the Times’ photographer’s facial hair. “Y’all got a military ID?”

Two North Carolina men were recently arrested on charges that they stockpiled weapons, ammunition and tactical gear in preparation for Jade Helm, the Associated Press reported.

2. A Truck Matching the Description Was Found Abandoned in a Neighboring Town

According to Ryan Moore of WDAM-TV, a pickup truck matching the description was found off Old Augusta Road in the neighboring town of New Augusta, Mississippi, but was later determined to not be the truck involved in the shooting. Two men were detained for questioning, but later released without charges.

Police are still looking for a pickup truck that rides low to the ground.

The Perry County Sheriff’s Department and the Mississippi Highway Patrol are investigating.

3. The Incidents Are Not Being Called an ‘Active Shooter’ Situation

Perry County Sheriff Jimmy Dale Smith told WDAM-TV that the gunman fired from the truck and did not stop. No one was hit in both incidents.

It’s not yet known how many shots were fired.

Lieutenant Colonel Christian Patterson, director of public affairs at the Mississippi Military Department, told the Clarion-Ledger that the incident is not being viewed as an active shooter situation. Increased security measures have been taken recently to protect soldiers, Patterson told the newspaper.

Camp Shelby is hosting a large-scale Army and National Guard training exercise this week, the Hattiesburg American reported on Sunday.

The training is part of the controversial Jade Helm 15 exercise, according to the Army Times. Jade Helm has led to numerous conspiracy theories and led Texas Governor Greg Abbott to order the Texas State Guard to monitor the training.

Journalists are not permitted to embed in the operation. Lastoria cited "the scope and scale and complex nature of the training exercise," which he said was not uncommon among training exercises.

"We look at all request for media visibility, and grant when and where possible. In this case it just wasn't possible," Lastoria said. "We have to take a balance of communication with the public and preserving operation security as well."
The training will take place, according to USASOC, in the following locations:
• Arizona: National Guard Training Centers and at an Army Reserve Center
• Florida: Eglin Air Force Base
• Louisiana: Camp Beauregard
• Mississippi: Camp Shelby, Naval Research Laboratory – Stennis Space Center, and U.S. Navy Seabee Base at Gulfport/Biloxi
• New Mexico: Cannon Air Force Base, and tentatively in Otero County
• Texas: Camps Bullis and Swift, and in Bastrop, Burleson, Brazos, Edwards, Howard, Hudspeth, Kimble, Martin, Marion, Real, Schleicher and Tom Green Counties
• Utah: Carbon and Emery Counties

Almost 60 teams from 17 countries participate in the International Army Games, hosted by Russia in the first half of August 2015. The International Army Games are held at 10 Russian military ranges. Les CRS seront prochainement accompagnés de tireurs d'élite.

Alors qu'ils seraient de plus en plus souvent amenés à faire face à des armes à feu lors d'émeutes ou de manifestations, les CRS français vont se doter de tireurs d'élite.

L'hebdomadaire Marianne, en kiosques ce vendredi, révèle la nouvelle tactique des compagnies républicaines de sécurité (CRS). Et le moins que l'on puisse dire, c'est que ces nouvelles procédures à disposition des forces de l'ordre ne font pas dans la douceur.

Ces nouveaux «principes tactiques relatifs à la réaction d'une unité prise sous un tir d'arme à feu», comme cela est écrit dans la note envoyée à toutes les compagnies de CRS, mettent en effet à disposition des CRS des tireurs d'élite. A la base, un constat fait par les CRS en 2013 : lors de leurs sorties, les CRS font de plus en plus face à des personnes armées. La note stipule donc la mise en place d'un « binôme, observateurs-tireur arme longue».

En 2007 en effet, lors d'émeutes urbaines à Villiers-le-Bel, les CRS avaient été visés par des armes à feu. «L’évolution des menaces auxquelles les compagnies républicaines de sécurité sont susceptibles d’être confrontées (...) impose une adaptation de nos méthodes de raisonnement tactique », expliquait ainsi en 2013 le directeur des CRS, Philippe Klayman.

C'est donc chose faite, et les services devraient très prochainement être dotés de ce nouveau matériel, alors que des stages de tireurs sont annoncés dans la note révélée par Marianne. Une stratégie qui bouscule la doctrine française du maintien de l'ordre. Depuis des années en effet, et surtout depuis la mort de Malik Oussekine lors d'une manifestation en 1986, l'objectif des compagnies de CRS et des gendarmes mobiles français est de maintenir les manifestants à distance, d'éviter de tuer, voire même de blesser.

Alors si pour la direction des CRS, ces tireurs sont vus, selon la note interne, comme «une aide au commandement» et «une possibilité de riposte», cette nouvelle tactique ne plaît pas à tout le monde. Interrogé par Marianne, Philippe Capon, secrétaire général d'UNSA police craint en effet que les CRS deviennent «une police à l'américaine. SAN FERNANDO CITY, Philippines (NNS) -- The Military Sealift Command joint high speed vessel USNS Millinocket (JHSV 3) arrived in San Fernando City, Philippines, Aug. 4 for its fourth stop of Pacific Partnership 2015.

Millinocket and embarked Task Force Forager, led by an expeditionary command element from the Navy's 30th Naval Construction Regiment (30 NCR) from Port Hueneme, California, are currently serving as the secondary platform for Pacific Partnership 2015. The primary platform for the mission is the Military Sealift Command hospital ship USNS Mercy (T-AH 19).

"We look forward to working with and learning from our host country partners," said Lt. Col. Greg Malone, deputy commander of Task Force Forager. "Pacific Partnership 2015 is about sharing best practices and learning about cultural differences. Our stay in the Philippines will no doubt be enjoyable and we hope to leave behind enhanced capabilities as well as a better understanding of the people of the Philippines."

The Medical Task Force on board Millinocket is comprised of 20 medical disciplines including dentistry, optometry, obstetrics and veterinary care.

"Our community health outreach teams, made up of Army and Navy doctors, nurses, dentists, and optometrists, will travel to selected barangays in San Fernando City and San Gabriel with the mission to help build medical capabilities in the outlying clinics and provide services to those in need," said Army Col. Christensen Hsu, commander of the Task Force Forager medical team.

The engineering team is composed of Seabees from Amphibious Construction Battalion (ACB) 1 and ACB-2, and Marines from the 7th Engineer Support Battalion. They will assist Naval Mobile Construction Battalion 5 in the renovation of Boy-Utan and Eulogio elementary schools and Caba High School during their mission in the Philippines.

"Our partnership will reach far beyond our time with the children. What they will take away is the memory of their military forces working alongside U.S. service members to invest in their future," said Lt. j.g. Nicolaas van Wyngaardt, officer in charge of Naval Mobile Construction Battalion 5 detachment.

The Army/Navy Joint Band under the direction of U.S. Pacific Fleet Band, will perform in multiple locations throughout San Fernando City.

"Our band will be performing at community relations and ceremonial events all throughout San Fernando City," said Musician 1st Class David Baine. "Wherever we go, we are able to connect with people through music. It is a common language that develops and fosters relationships for years to come."

Now in its tenth iteration, Pacific Partnership is the largest annual multilateral humanitarian assistance and disaster relief preparedness mission conducted in the Indo-Asia-Pacific Region. While training for crisis conditions, Pacific Partnership missions have provided medical care to approximately 270,000 patients and veterinary services to more than 38,000 animals. Additionally, the mission has provided critical infrastructure developments to host nations through the completion of more than 180 engineering projects.

 LT. GOVERNOR KLEEFISCH ACCEPTS 2015 WI EMERGENCY RESPONSE PLAN    
    
   Lt. Governor Kleefisch today accepted the 2015 Wisconsin Emergency Response Plan (WERP) during a presentation at the 115th Fighter Wing at Truax Field in Madison. The plan provides direction to state agencies in response to disasters and emergencies including new annexes for cyber and catastrophic events.

“This plan brings the best of Wisconsin together while we prepare for the worst things that could happen,” said Lt. Governor Kleefisch. “Wisconsin’s first responders work every minute of the day to protect us. This plan gives them the guidance and training they need to prepare for what may come our way. Along with our other community partners, we can save lives and minimize the damage caused by a disaster and bring a coordinated approach to the recovery.”

The WERP was presented to Governor Walker in 2011. The new plan reflects changes and new threats facing the state and our nation. “We face many challenges barely dreamed about just a few years ago,” said Major General Donald Dunbar, Adjutant General and Wisconsin Homeland Security Advisor. “We have to make sure our plans are in place and responders are equipped and trained to meet these new threats.”
 
The WERP was developed with input from stakeholders including state, tribal and local agencies, volunteer organizations, and the private sector. It was drafted in accordance with the Wisconsin Homeland Security Strategy 2015-2018, and informed by the latest guidance including the National Response Framework, the National Incident Management System and the Wisconsin Threat and Hazard Identification and Risk Assessment. It includes 15 emergency support functions that include transportation, public health, energy and long-term recovery.
 
“The Wisconsin Emergency Response Plan involves the whole community,” said Wisconsin Emergency Management Administrator Brian Satula. “It not only involves state, tribal, and local governments but also with private businesses, non-profit organizations, faith-based community, individuals and families. It is no longer a government-centric planning and response effort; it takes a unified effort to meet the consequences of a disaster and help our communities recover.”

Highlights of the 2015 WERP include:
  • Cyber Incident Annex – provides a standardized, flexible and scalable foundation for state agencies to mitigate, prevent protect and respond to actual or potential cyber-related threats and attacks. It also provides guidance to counties, tribes and local government regarding state assets and resources during a cyber event.
  • Mass Evacuation Incident Annex – While Wisconsin is not a coastal state that needs to worry about mass evacuations from events such as a hurricane, there could be a mass evacuation that would be more localized. That could include an EF5 tornado or a chemical spill that impacts all or part of a city or town. These incidents could require large-scale evacuation as well as shelter operations.
  • Radiological Incident Annex – Provides a coordinated and timely response by the state of Wisconsin to incidents involving nuclear or radioactive materials. This includes potential incidents at nuclear power plants, transportation accidents and terrorist incidents involving radiological dispersal devices or improvised nuclear devices.
  • Donations and Volunteer Management Plan – Working with Wisconsin Voluntary Organizations Active in Disasters (VOAD), the plan provides a framework and process to support local governments to effective coordination and distribution of donated goods and/or monetary donations during a major disaster. The plan also provides guidance for local agencies on preparing, deploying and tracking volunteers.
  • Updated Wisconsin Hazardous Material Response System: After 20 years, The system was recently restructured and expanded from the original eight teams to 25 state hazardous materials response teams strategically located to augment the local incident response and provide higher levels of technical and operational capability.  The goals of the restructuring are to improve response time, provide more uniform statewide coverage and align with the national system to ensure capability for all types of hazardous materials incidents.

CORONADO, Calif. (NNS) -- The aircraft carrier USS George Washington (CVN 73) is scheduled to arrive at Naval Air Station North Island Aug. 10 to initiate a crew and equipment swap with the aircraft carrier USS Ronald Reagan (CVN 76) before beginning its transit to Norfolk, Virginia, where it will prepare for its mid-life refueling and complex overhaul (RCOH).

George Washington's arrival in San Diego is part of the three-carrier swap announced by the Navy January 2014 involving George Washington, USS Theodore Roosevelt (CVN 71) and Ronald Reagan.

George Washington departed Japan in May to participate in Exercise Talisman Sabre 2015 with Australia and New Zealand. The ship has been forward deployed in the U.S. 7th Fleet area of responsibility since 2008.

In San Diego, George Washington will conduct a 10-day turn over period with Ronald Reagan before leaving the Southern California operating area for Naval Station Norfolk, where the ship is expected to begin mid-life RCOH at Newport News Shipbuilding, Huntington Ingalls Industries in fall 2016.

Ronald Reagan will depart San Diego as well and proceed to the U.S. 7th Fleet area of responsibility to serve as the fleet's forward deployed naval forces aircraft carrier out of Yokosuka, Japan. Ronald Reagan recently completed a maintenance period in which it had many of its systems upgraded.

"We are sending one of our most advanced carriers to join our forward deployed forces in Japan to support the security, stability and prosperity of the Indo-Asia-Pacific region," said Vice Adm. Mike Shoemaker, commander, Naval Air Forces. "Sending USS Ronald Reagan demonstrates our continued commitment to the region and ensures the Navy is where it matters, when it matters."

Theodore Roosevelt, which is currently conducting an around-the-world deployment after leaving Norfolk in March 2015, is expected to arrive to its new homeport of San Diego in late fall 2015. Theodore Roosevelt will replace Ronald Reagan as a U.S. 3rd Fleet rotational carrier.

Intense planning went into the three hull swap evolution. The crew swap allows geographic stability for many of the Sailors while providing a savings of approximately $41 million in permanent change of station (PCS) costs to the Navy.

Approximately two-thirds of each crew will remain in their original homeport while one-third will transfer with their ship. Reactor Department personnel will remain with their respective hull as well as a small number of personnel deemed critical to the ship's operations, such as the ship's commanding officer and executive officer. Command master chiefs will remain with their respective crews. Each ship will go through tailored training for the new crew following the personnel swap.

APRA HARBOR, Guam (NNS) -- The amphibious transport dock ship USS Green Bay (LPD 20) arrived in Guam for a port visit, Aug. 7.

The ship's crew visited Guam for some well deserved rest and relaxation, to view local attractions and to experience Guamanian culture. For many Sailors and Marines onboard, this port visit marks their first time experiencing Guam.

"We've been working hard, and this is going to be a perfect opportunity to unwind and recharge for the rest of the patrol," said Operation Specialist 3rd Class Osmar Torres, from El Paso, Texas. "I've never been to Guam before, but I'm sure we'll have a lot of fun."

Green Bay traveled to Guam from Australia after participating in Talisman Sabre 2015, a bilateral exercise executed with Australian military forces. While operating in the region, the crew had the opportunity to participate in visits in Darwin and one port visit in Fremantle.

Green Bay Sailors and embarked members of the 31st Marine Expeditionary Unit also conducted single ship training while transiting from the Indian Ocean. This training included a live-fire exercise of the vessel's MK46 30mm naval weapon system, vertical replenishment rehearsal on the ship's flight deck, and seamanship and medical training team drills.

Green Bay is assigned to the Bonhomme Richard Expeditionary Strike Group and is on patrol in the U.S. 7th Fleet area of operations.

ASAN, Guam (NNS) -- Through the coordination of the Federal Emergency Management Agency, the amphibious dock landing ship USS Ashland (LSD 48) will depart Guam and arrive in Saipan Aug. 8 to provide relief in the aftermath of Typhoon Soudelor, which devastated the island
Aug. 2-3.

Agencies including the Government of Guam, American Red Cross, Ayuda Foundation and other non-profit/non-governmental organizations have provided drinking water, bed sheets, food, generators, power lines and other electrical restoration supplies to aid in the effort.

Upon arriving in Saipan, the supplies will be sent to distribution sites, shelters and schools around the island to provide the much needed supplies to local residents and government agencies.

"Ashland, as part of the Bonhomme Richard Amphibious Readiness Group, has been underway in the region conducting routine training and exercises. We have precisely the capabilities and capacity, at the right place and time to respond," said Ashland Commanding Officer Cmdr. Daniel Duhan. "Along with the 31st MEU [Marine Expeditionary Unit], we are just one part of Typhoon Soudelor relief efforts. With the collaboration between the Navy, Marines, local and federal government agencies, we hope to make significant contributions to the effort."

Ashland, homeported in Sasebo, Japan, is the eighth and last of the Whidbey Island-class ships to be commissioned and the second U.S. Navy ship to bear that name. She is on patrol in the U.S. 7th Fleet area of operations with her crew of more than 600 Sailors and Marines.

From one Portland to another Portland, a local Maine newspaper details how Jade Helm military forces are training with local law enforcement in order to quell any “civil unrest”.



PORTLAND, Maine — — A new mobile command unit to be used by Portland and South Portland police and fire departments sits outside Portland City Hall on Monday. The unit doubles as a conference and communications center.

Jason Dewitt sent me publicly available information from Maine in which the police of Portland, Maine and the military police and local law enforcement will be training to prepare for civil unrest. Details were not available, but with what we already know about Jade Helm, details are not necessary.

Consider what happened on the Rick Wiles show the other night when a listener called in and talked about the fact that there was a temporary roadblock for people traveling to Washington from Idaho. This information is discussed at the 48:54 mark of the show.

Additionally, I received this email from a reader from Idaho who complained that his 68 year old aunt was traveling west from Idaho to Washington when she was detained and accosted by military forces.

My aunt and I read all of your articles and listen to your show every week. I never dreamed I would be writing to you.

My 68 year old aunt was traveling from Idaho to Washington when she was stopped at a Border Patrol type checkpoint. But it was not the Border Patrol, it was the military with people that my aunt suspected of being foreign military.

She was asked for her ID and she asked if she had done something wrong. The soldier said no but he had to see her ID. She asked if she was free to go and the soldier replied that she had to report to a side area and have her vehicle searched. She was told that she would consent to the search or she would be dragged from her vehicle and the car would be searched anyway. 

She began to call them communists and Nazis and this is America and they had no right to do this. They detained her for an hour. And then they released her. If this can happen to my aunt, it can happen to anyone. Thanks for all that you do.

Ft. Hood

You may already know about this, but here it is.   I have a employee who is in the Army Reserves, and he went to Ft. Hood Texas last weekend July 31- August 2 to qualify on the range.  He has been deployed 3X in the past, always out of Ft. Hood, so he knows the layout.  Usually when they are up there for the weekend training they stay in one of the barracks in “North” Ft. Hood, the area they use for deployments.  He normally stays in the barracks on his weekend training sessions, but this time they stayed in tents approx 1 mile away from the barracks because the barracks are full (of Jade Helm soldiers?).  The barracks he says are set up like row houses one after another.  Each one of the barracks NOW has its own 10 foot fence with razor wire (around each of the barracks individually). He could not figure why they would do that.  I asked if they had guard towers like you think of for concentration camps and he responded not yet, but that they are still building everywhere on the base. Said it was “creepy”, his words, as no one would tell then what was going on and why all the fence and wire. Said no one was talking.

Conclusion

This is just a small cross-section of what crosses my email every single day. The martial law take over of American is massive and it is proceeding at breakneck speed. The reports from each successive week or more disturbing that the reports from the previous week. These Jade Helm troops are emboldened and they are in violation of their sacred oath to enforce the Constitution.

I predict as we approach the Pope’s upcoming speech, we will see an increase in martial law troops and the scope of their mission as they prepare to enforce what is coming our way this fall.

MOSCOW, August 10. /TASS/. US President Barack Obama was the one who started talking about reviewing plans on deploying missile defense systems in Europe after settling the situation around Iranian nuclear program, no one forced him to raise this issue, Russian Foreign Ministry’s official spokesperson Maria Zakharova told Rossiya 24 TV channel on Monday.

"The Russian minister quoted the American president. No one forced him [US President Barack Obama] to raise this issue, and he said it himself several years ago - that solving the issue of Iranian nuclear program will allow reviewing plans on deploying missile defense systems in Europe," Zakharova said. "We only quote and remind the American leadership about what it said several years ago."

"All this quotes are available, it was announced officially. It will not be possible to get away now, one should take responsibility for his words. Or we can talk about how much worth these statements by a president really are," she noted.

At an EU-US summit in Prague in 2009, Obama said: "If the Iranian threat is eliminated, we will have a stronger basis for security, and the driving force for missile defense construction in Europe will be removed."

In July, the UN Security Council has unanimously adopted the resolution in support of the agreement on Iran’s nuclear program. According to the document, all international sanctions will be lifted from Iran in 10 years if Tehran fulfills all conditions agreed with P5+1 group of international mediators (five permanent members of UN Security Council and Germany) in Vienna.

The resolution also envisages easing sanctions against Iran after the International Atomic Energy Agency (IAEA) submits a report confirming Tehran’s compliance with the terms of the deal. The UN Security Council also reinforced the mechanism of returning all restrictions in case Iran violates the terms of the agreement.

À partir du 8 août et tout au long du mois, quelque 4800 soldats canadiens, principalement des membres de la Réserve de l’Armée canadienne, participeront à plusieurs exercices un peu partout au pays. Ces exercices visent à améliorer les capacités opérationnelles de l’Armée canadienne dans divers contextes et environnements. Une composante d’interopérabilité fait également partie des exercices; des soldats américains y prendront part.

L’entraînement est axé sur le perfectionnement et la mise à l’essai des aptitudes au combat fondamentales dans le cadre de scénarios réalistes, afin d’améliorer la cohésion et l’esprit d’équipe. Il s’agit d’une excellente façon pour le personnel des Forces armées canadiennes (FAC) de se préparer à des opérations internationales et à des urgences nationales.

Les réservistes de l’Armée canadienne ont apporté un soutien considérable aux opérations internationales et nationales du Canada. Ce sont des membres de la communauté ayant reçu la formation complète de soldat. De nombreux réservistes possèdent une expérience du combat. La plupart d’entre eux occupent des emplois à temps plein ou fréquentent un établissement d’enseignement et choisissent de servir au sein des FAC à temps partiel.
