SATTAHIP NAVAL BASE, Thailand (NNS) -- The 21st annual Cooperation Afloat Readiness and Training (CARAT) exercise between the U.S. Navy, U.S. Marine Corps, and the Royal Thai Armed Forces began Aug. 27 in the vicinity of Sattahip Naval Base.

The Thailand phase of CARAT 2015 consists of eight days of shore-based and at-sea training events, through Sept. 3, designed to address shared maritime security concerns, build relationships, and enhance interoperability among participating forces.

"CARAT Thailand continues to be a great venue to promote regional security cooperation," said Rear Adm. Charlie Williams, commander, Task Force 73. "Twenty-one years of CARAT brings complexity and sophistication to this exercise, which allows our navies to refine tactics and enhance readiness to meet emerging maritime challenges."

CARAT is a series of bilateral naval exercises between the U.S. Navy, U.S. Marine Corps, and the armed forces of Bangladesh, Brunei, Cambodia, Indonesia, Malaysia, the Philippines, Singapore, Thailand and Timor-Leste.

More than 1,000 U.S. military members will participate in CARAT Thailand alongside their counterparts from the Royal Thai Armed Services. The exercise will feature amphibious landings, surface warfare drills, visit, board, search and seizure demonstrations, maritime patrol and reconnaissance operations, coastal riverine training, diving and salvage operations, and community outreach engagements by U.S. Navy Seabees and the U.S. 7th Fleet Band.

While CARAT Thailand focuses on legacy maritime security training, this year's exercise will have increased emphasis on Humanitarian Assistance/Disaster Relief (HA-DR), search and rescue, and community outreach activities.

After more than two decades of annual CARAT training engagements between U.S. and Thai armed forces, the exercise reflects the maturity of regional defense cooperation between the two nations.

"CARAT 2015 will allow our forces to continue enhancing our interoperability while addressing shared maritime security priorities," said Capt. H.B. Le, commodore, Destroyer Squadron 7. "The exercise demonstrates our commitment to our regional partnerships and stability and security in the Asia-Pacific."

American units participating in the exercise include the amphibious dock landing ship USS Germantown (LSD 42), a P-3C Orion, Naval Mobile Construction Battalion 5, Explosive Ordnance Disposal Mobile Unit 5, Coastal Riverine Group 1, Mobile Diving and Salvage Unit 5 and U.S. Marines assigned to the 3rd Marine Expeditionary Brigade.

Commander, Task Force 73 and Destroyer Squadron 7 staff conduct advanced planning, organize resources and directly support the execution of maritime exercises such as the bilateral CARAT series, the Naval Engagement Activity with Vietnam, and the multilateral Southeast Asia Cooperation and Training with Brunei, Indonesia, Malaysia, the Philippines, Singapore, and Thailand.

PENSACOLA, Fla. (NNS) -- The U.S. Navy's single point of accountability for developing, delivering and supporting aviation technical training recently implemented the final phase of a five-year effort to streamline aircraft corrosion control courses.

The Center for Naval Aviation Technical Training (CNATT), after several business case analysis studies at CNATT units, began offering corrosion control training in August at CNATT Unit Detachment Atsugi, the last of five sites offering courses in what is a naval aviation mainstay.

According to Joe Meehan, Naval Air Technical Data and Engineering Service Center (NATEC) liaison to CNATT, the additional teaching sites will result in decreased training times and provide a significant improvement in corrosion control practices throughout the fleet.

"The increased training of Navy and Marine Corps technicians will improve aircraft material condition and ultimately increase fleet readiness," he said. "CNATT courses will continue evolving to address valid fleet training requirements."

A corrosion control course was pioneered in the 1970s. In 1998, Naval Aviation Maintenance Training Group Detachment Norfolk, Virginia, was asked to teach the corrosion and paint final finish courses in the Norfolk region. The two courses were eventually transitioned to proper format, assigned course numbers and ultimately taught.

With the expansion of fleet corrosion training requirements, courses were taught through CNATTU Norfolk, Naval Air Systems Command (NAVAIR) and remotely by NATEC representatives. A significant backlog - sometimes approaching nine months - was noticed for service members needing the course. To address this issue, in 2010, NAVAIR and CNATT leadership investigated the possibilities of expanding the CNATTU Norfolk corrosion course to CNATTUs in Lemoore and Ocean. CNATT approved the proposal in 2012 after a business case analysis reflected a major cost savings.

Meehan added that with the success of those two initiatives, CNATT approved the expansion of the course to CNATTU Whidbey Island, Washington, and the CNATT Detachment in Atsugi, Japan.

A decade ago, less than 150 students completed aircraft corrosion control courses in a calendar year. Today, almost 1,000 students finish the requisite coursework each year, a number Meehan said is ensuring that the best trained and best qualified service members are working corrosion control issues throughout naval aviation.

CNATT is a technical training agent for the Naval Aviation Enterprise, an organization designed to advance and sustain naval aviation warfighting capabilities. The center and its many units provide operational and maintenance training that supports ashore and afloat operations. This includes specialized skills training for enlisted ratings and officer designators, supporting all facets of aviation maintenance and support.

YORKTOWN, Va (NNS) -- Naval Weapons Station (WPNSTA) Yorktown is known for providing "Ordnance on Target" to the warfighters, but the 15,000-acre facility plays another important role in today's military. With more than 19 training zones, two small arms ranges, an explosive ordnance disposal (EOD) range, and two helicopter landing pads, WPNSTA Yorktown is prime real estate for training of the armed forces.

In 2014, 55 military units and civilian government agencies conducted more than 67,000 man-hours of training. Jerry Griffin, range training officer at WPNSTA Yorktown, explained that the installation offers unique opportunities for military commands needing specific types of training. "We have training sites that are unique to Hampton Roads and that's bringing people up here," Griffin added.

One of the recent additions to the installation's training capabilities is the renewed level of use at one of two helicopter landing pads, LZ Mason and LZ Pinto, at WPNSTA Yorktown. According to Griffin, helicopter squadrons are always looking for new venues. They operate at the LZ's for "touch and go" training while Marine Corps Security Force Regiment (MCSFR), a tenant command at WPNSTA Yorktown, has increasingly used the helo-pads for "fast rope" and aircraft transition training for the FAST (Fleet Antiterrorism Security Team) companies.

"The Marines utilize our training zones 50% of the year, followed by the Navy at 47%, Army at 2% and all others less than 1%," Griffin said. "However, if you add in the small arms range, those are almost exclusively used by the Navy."

The small arms range at Cheatham Annex (CAX) is used year-round for pistol, rifle, and shotgun qualifications. Its primary purpose is for training the WPNSTA Yorktown Security Force, but when they're not using it, it is booked solid by visiting ships, ships in the Newport News Shipyard, and installation tenant commands on the peninsula.

The two largest training zones on WPNSTA Yorktown belong to two tenant commands under Navy Expeditionary Combat Command (NECC). The Home Station Training Lanes (HSTL) provides counter- improvised explosive device (IED) training to NECC Sailors, as well as Sailors from deploying units and service members from other branches of the armed forces. HSTL Manager, Mike Cobble, told Sailors undergoing counter-IED training that, "the procedures we're teaching you are written in blood."

The other training zone is at CAX and is primarily used by Navy Expeditionary Logistics Support Group (NAVELSG) for their "tent city" set up. Tent city gives deploying units the chance to train and live in a self-sufficient, expeditionary environment similar to what they would experience overseas.

"The NAVELSG schoolhouse offers basic and advanced cargo handling, shipboard pedestal cranes, air cargo, expeditionary fuels training at Fort Lee, along with field messing, expeditionary cargo operations, explosive driver and weapons training to three regimental and six battalion reserve component personnel comprising over 2700 members across the United States," said Chief Master-at-Arms Duane Piercy, NAVELSG Training Department School House leading chief.
This is also practiced by Navy Expeditionary Medical Support Command (NEMSCOM) for their fleet hospitals. These hospitals can range from 20-200 beds with full medical and dental capabilities to support deployed forces.

"About everything we do crosses both operational commitments and training," Griffin said. "These training sites can be used not only for training but also for equipment testing."

NEMSCOM and NAVELSG combine both operational and training commitments annually during "Exercise Trident Arch" where fleet hospitals, packed into connex boxes, are loaded onto cargo ships to be rotated from staging areas overseas. Additionally, the fleet hospitals were put to the test in 2013 with a collective protection exercise, under the Bureau of Navy Medicine, exercising chemical, biological and radiological capabilities during a mass casualty drill.

"NAVELSG represents the central training point for all mobilizing reserve component personnel in support of expeditionary logistics cargo operations for the Navy and Joint Service Customer," said Chief Mass Communication Specialist Edward Kessler, NAVELSG public affairs officer.

Training opportunities at WPNSTA Yorktown have, at times, reached personnel as far away as Chicago, Illinois, and New Orleans, Louisiana. The EOD range has hosted training courses conducted by the Federal Bureau of Investigation (FBI) in forensic examination. The range was first used to detonate an improvised explosive device (IED), allowing students to study the blast area and separate materials needed to identify the bomb and its components.

"The EOD range is considered a training range for specialized training under EOD," Griffin said.

Overall, the training capabilities of WPNSTA Yorktown have proven to be a vital asset to our Navy and our nation in defense of our country. Though ordnance remains the primary mission for the installation, training is becoming a major factor in its ongoing mission.

SANTO DOMINGO, Dominican Republic (NNS) -- U.S. Army veterinarians, technicians, and volunteers with non-governmental organization (NGO) World Vets, partnered with Dominican Republic (D.R.) military members and veterinarians to perform surgeries, vaccinations, treatment and training, Aug. 15-21, during Continuing Promise 2015.

The veterinary team collaborated with the Ministry of Health and the Humane Society of the Dominican Republic to conduct veterinary civil affairs programs (VETCAPs) for local residents at Hospital Clinico Veterinario and multiple locations throughout Santo Domingo, which were selected based on their need for vaccination assistance.

"Being at the local clinic where we can interact with pet owners and their animals, allows us a chance to get immediate feedback and see how our work impacts the people of the Dominican Republic," said U.S. Army Capt. Emily Corbin, a veterinarian assigned to Public Health Command District Fort Meade, Maryland.

During the VETCAPs, vets worked closely with local NGOs to provide in-depth training on surgical procedures, preventative medicine and vaccinations, helping strengthen working relationships between the U.S. and the D.R.

"The vet team was a tremendous help to our veterinarians," said Patricia Valerio, chief veterinary epidemiologist at the Dominican Republic National Anti-rabies Center. "The skills they shared with us are greatly appreciated by everyone. The staff and students were able get more hands-on training with canine surgeries and examinations."

Medications and supplies were donated to the clinic, and more than 30 surgeries were performed side-by-side with local veterinarian staff, allowing both groups to sharpen their skills while treating animals in the community.

"I enjoyed having the team working alongside us, because every procedure was used as an opportunity to teach each other," said Valerio. "They were willing to help as many animals as they could while here in Santo Domingo."

The team also facilitated behavioral training with D.R. military working dogs at Unidad Canina de Operaciones Especial de la Policia Nacional, and Escuela Regional de Entrenamiento. Lessons on diet, nutrition and first aid were presented to help handlers keep their working dogs in top form; something Corbin said she believes will make a difference even after the mission.

"Seeing how the Dominican handlers operated at their facilities helped us identify what techniques could be adapted to fit their specific environment, and that sense of collaboration is really how we strengthen the working relationship in each country we visit," she added.

Comfort's veterinary team has conducted VETCAPs in Belize, Guatemala, Jamaica, Nicaragua, Panama, El Salvador, Colombia, Dominica and the Dominican Republic. More are planned to take place at the final mission stops in Haiti and Honduras.

Continuing Promise is a U.S. Southern Command-sponsored and U.S. Naval Forces Southern Command/U.S. 4th Fleet-conducted deployment to conduct civil-military operations including humanitarian-civil assistance, subject matter expert exchanges, medical, dental, veterinary and engineering support, and disaster response to partner nations and to show the United States' continued support and commitment to Central and South America and the Caribbean.

The idea of weaponized drones has long been a dystopian, yet fictional idea. However, thanks to House Bill 1328, in North Dakota, this police state hell from above is now a horrid reality.

Thanks to a police union lobbyist, the idea of police using drones for “less than lethal” weapons is now written into North Dakota law.

WASHINGTON (NNS) -- Naval Sea Systems Command approved Milestone B for the Advance Explosive Ordnance Disposal Robotic System (AEODRS) Tactical Operations variant (Increment 2) Aug. 18.

The AEODRS program is developing a new family of interoperable EOD robotic systems. Rear Adm. Thomas Kearney, director for Acquisition and Commonality at NAVSEA approved the Increment 2 for Milestone B which allows the Tactical Operations variant to proceed to the engineering and manufacturing development phase.

The AEODRS' interoperable approach is based on a Government-owned common architecture that utilizes common physical, electrical, and logical interfaces. This enables the creation of a family of unmanned ground vehicle systems with a high degree interoperability and interchangeability to enable rapid integration of new technologies across the three AEODRS EOD robots.

The Dismounted Operations system (Increment 1) is the smallest variant and must be light enough to be transported via a backpack. The primary mission focus of this system is on reconnaissance.

The Tactical Operations variant (Increment 2), which received Milestone B approval, is a medium-sized system that must be transportable via an EOD response vehicle and capable of being carried by two technicians over a moderate distance. The primary mission focus of this variant is on in-depth reconnaissance and wide-range item prosecution. The Increment 2 robot will replace the EOD Man Transportable Robotic System that first went into full rate production in 2005.

The Base/Infrastructure Operations system (Increment 3) is the largest variant and requires transportation via a large response vehicle/trailer. Increment 3's primary mission includes maximum load/lift capabilities and the widest-range of EOD neutralization, render-safe, and other special capabilities.

"Through the adoption of this modular, open architecture approach across all three Increments we will be better able to integrate emergent technologies and improve overall capability of EOD warfighters," said Capt. Aaron Peters, program manager, NAVSEA Expeditionary Missions Program Office.

The Milestone B Approval comes one month after the program conducted a successful Prime System Integrator Industry Awareness day to exchange AEODRS Increment 2 technical specifications, industry access to system test bed, the draft solicitation and program schedule.

The AEODRS program is managed by PMS408 Expeditionary Missions Program Office as part of the Naval Sea Systems Command's Directorate for Acquisition and Commonality. The directorate brings together personnel dedicated to bridging communication gaps between government and industry, in order to enable cost and variance reductions throughout the acquisition lifecycle. The directorate also provides leadership support to expeditionary missions, and the Explosive Ordnance Disposal and special warfare communities.

PATUXENT RIVER, Md. (NNS) -- Three teams of developmental engineers and scientists from Naval Air Warfare Center Aircraft Division (NAWCAD) demonstrated their proof-of-concept technology projects Aug. 19, wrapping up the command's participation in Naval Air Systems Command's (NAVAIR) inaugural Innovation Challenge.

Following six months of focused research and development, the teams presented their findings, recommendations and lessons learned to NAVAIR Commander Vice Adm. David Dunaway, NAWCAD Commander Rear Adm. Dean Peters, Commander, Fleet Readiness Centers Rear Adm. David Sohl and other senior leaders.

"There is one constant in this business, and it's that things are changing," said Dunaway to the teams in his opening remarks. "Our goal was to get you to think about that change, giving you a chance to develop unique solutions to specific technical challenges, and you came through with flying colors."

"This has really been an experiment to foster innovation," said Anthony Cifone, NAVAIR deputy assistant director for research and engineering. "We want to solve problems for the Navy and the command, but we also want to show our folks -- especially our young folks -- that we value innovation."

In fall 2014, 26 NAWCAD teams submitted proposals. Three were ultimately selected.

Team NOID (No-Oil Innovation Demonstration) examined technologies and innovative materials that could potentially allow gearboxes to run without oil lubrication. Its results showed promise in extending the time that a gearbox could operate in a loss-of-lubrication situation, potentially saving lives.

Team NOISE-HD (NOvel Innovative Sound Energy Harvesting Device) successfully harnessed sound energy from jet engines in a field environment and demonstrated that it could be stored via battery. With future development, an optimized device could collect and store acoustic energy on board ships, reducing dependence on energy transported across long distances.

Team SEAM (Sensor Embedding for Additive Manufacturing) demonstrated that it is possible to get reliable, accurate data for structural health monitoring of metallic "3-D printed" parts. In fact, during testing, the team's embedded sensors outlasted the conventional strain gauges that they used as benchmarks.

"This showed me that there are tremendously good ideas out there that our young folks have," said Cifone, who first conceived the Innovation Challenge together with then-NAWCAD commander Rear Adm. Mark Darrah. "Ultimately, what we got out of this were great ideas with some results behind them."

In addition to addressing military technical issues, the Innovation Challenge provided a unique professional development opportunity for 14 NAWCAD employees who are part of NAVAIR's Engineer and Scientist Development Program or the Navy Acquisition Development Program.

"I've learned a lot about how NAVAIR as a whole works, and also the process of forming a project," said Denise Orthner of Team SEAM. "It was kind of surprising getting so much responsibility when I had only been here a couple of months. It was, 'You have a great idea. Okay, here you go. We're handing over the reins to you.' But really, we've been able to get everything that we have accomplished done because we've received so much support from everyone here."

"It gives me a lot of respect for the engineers on this base and on other bases who work to make the Navy systems that we have today," said Jazmin Myres of Team NOISE-HD. "To think about all of the effort and all of the work that has gone into an aircraft -- or any system -- it's incredible to see."

NAWCAD leaders were pleased with the results of the challenge, both in what the teams developed and in how they developed as teams.

"I'm so proud of our team members," said Antonella Thompson, Innovation Challenge Program manager, who coordinated and mentored all three teams, ensuring they had the facilities, materials, and staff support they needed throughout the Challenge. "These young men and women have grown professionally and personally, and they've really come together in a focused way to hopefully benefit our men and women who serve."

"Innovation starts with a solid foundation in the mission and in the technical aspects of the mission," said Peters. "With limited resources, there is always pressure to attack problems in a traditional manner instead of pursuing ideas that may or may not come to fruition. The Innovation Challenge provides an opportunity to attack problems in creative ways. In essence, the Innovation Challenge is not only about launching teams to work on promising ideas, it's also about developing a workforce that thinks a certain way. I'm proud of the teams for their creative approaches, and I thank the experts from across the command who provided guidance and encouragement throughout the project."

"I think it has been a tremendous success," said Cifone. "It really points to the skills and capabilities of our young folks. It's a reflection on the great people we have. I'm highly encouraged, and I'm very excited looking forward to the next Innovation Challenge round."

NAWCAD is now preparing to evaluate submissions for the next Innovation Challenge. As with the first challenge, teams of developmental employees can submit white papers to Thompson for evaluation by a selection board. White papers are due Oct. 15.
Team members from the first round encouraged others to consider applying for future Innovation Challenges.

"It's definitely a good opportunity," said Ian Gallagher of Team SEAM. "You get the chance to work on one thing for six months straight, which is pretty rare. You really get to see it through from beginning to end."

Archbishop Luis A. Castro Quiroga Says Representatives Must First Be Approved by Both Parties

The president of the Colombian Bishops Conference confirmed that Pope Francis has proposed to send an Observer of the Holy See in the peace negotiations between the Colombian government and the Revolutionary Armed Forces of Colombia (FARC) currently taking place in Havana, Cuba.

In an interview with a local radio station, Archbishop Luis A. Castro Quiroga stated that the move "is the form in which Pope Francis can support the Colombian peace process."
"The acceptance of this figure must have the consent of both parties, the Colombian government and the FARC," he said.

The announcement comes several days after representatives of the FARC requested to meet with the Holy Father during his visit to Cuba in September. Antonio Lozada, one of the negotiators representing the FARC also requested that a delegate from the Holy See be present during the negotiations. “We want to study the possibility of a meeting (with the Pope), but we know it’s something the Vatican and the Cuban Government must study,” Lozada said in a statement.

The conflict in Colombia, which has spanned almost 50 years between the Revolutionary Armed Forces of Colombia (FARC) and the Colombian government, has left an estimated 220,000 dead, over 25,000 missing and 30,000 people kidnapped.

For his part, Pope Francis has expressed his hope that the negotiations can finally lead to peace in the country.

In a message sent earlier this month to participants of the 18th Meeting of the Ordinary Jurisdiction on “Transitional Justice, Peace and Post-Conflict” in Cartagena, the Holy Father said that the peace process requires “courage and creativity.”

NORFOLK, Va. (NNS) -- Twenty-three executive-level professionals from a broad spectrum of career fields and expertise visited local Navy commands as part of Senior Leader Engagement Program (SLEP), the week-long engagement hosted by the Secretary of Defense.

Designed to acquaint participants with the strength and readiness of the United States Armed Forces, participants toured multiple commands including Naval Special Warfare East Close Quarter Combat (CQC) Training Range on Fort Story, Virginia.

Designed for local SEALs to conduct live-fire training for basic to advanced CQC qualification skill levels in both urban and maritime environments, the SLEP participants were impressed with the three-story facility which includes 16 reconfigurable rooms with movable walls, making different sized spaces for training.

Next on the tour included one of the Navy's premier Joint Deployment and Maritime Operations Center located at U.S. Fleet Forces Command, where the group was briefed on naval operations before heading down to the waterfront to visit naval assets up close.

The group visited three U.S. Navy warships, starting with the USS Wasp (LHD 1) which provided an exciting opportunity for the group to see the first amphibious ship that will deploy with the F-35B Lighting II Joint Strike Fighters. The ship most recently completed the first shipboard phase of operational testing.

USS Gonzalez (DDG 66) hosted the group and provided them with the opportunity to meet and talk with the crew, "to gain a better understanding of who we are, what our mission is and the professionals onboard not only this ship, but the Navy," said Cmdr. Les Sopol, executive officer of Gonzalez.

"SLEP members were introduced and briefed by two Ensigns who had checked onboard the ship only two weeks ago and were immediately put in charge of a rapid innovation program to incorporate the RQ-20A Puma AE, a battery-powered, hand-launched Small Unmanned Aircraft System," said Sopol.

Sopol continued, "the SLEP members were awed by the amount of responsibility these two young officers were given. Twelve civilian contractors working on the system reported to these recent U.S. Naval Academy graduates."

The group also visited USS Newport News (SSN 750) to experience the submarine community, viewed naval aircraft and met with naval aviators and naval flight officers.

"The SLEP program gives the opportunity for the Navy to educate participants on the challenges and sacrifices faced by service members and their families," said Capt. Jack Hanzlik, Public Affairs Officer for U.S. Fleet Forces Command.

Participants are nominated for the competitive program by the armed forces branch secretaries and include leaders from business, community and academia.

For most of the years since 1948, the secretary has invited American business, community and academic leaders to the Pentagon, and to directly observe and engage with members of all five of the armed services at facilities in the United States and sometimes internationally.

The program began as the Joint Civilian Orientation Conference and now is called the Secretary of Defense Senior Leader Engagement Program, or SLEP.

        The Chinese and Russian navies completed a nine-day joint exercise in Peter the Great Gulf, waters off the Clerk Cape and the Sea of Japan on Friday, and then held a joint naval military parade.

        "The drill not only meets the preset targets of consolidating the China-Russia comprehensive strategic partnership, deepening pragmatic cooperation and improving the joint response to security threats at sea, but also demonstrates the expansive space, potential and future for China-Russia military cooperation at sea," said Wang Hai, deputy commander of the Chinese navy and also the director of the drill from the Chinese side.

        The success of the drill is another step toward making China-Russia joint sea drills more regular and more like real battle scenarios, Wang said. The two have held five joint naval exercises since 2005.

        The Chinese and Russian navies share the goal of keeping the world's seas safe and stable, said Aleksandr Fedotenkov, deputy commander of the Russian navy and also the Russian director of the drill.

        The navies must maintain close cooperation so as to deal with new challenges and new threats at sea, he said.

        The China-Russia Joint Sea-2015 (II) exercise from Aug 20 to 28 involved more than 20 vessels, dozens of pieces of amphibious equipment and more than 400 marines, who completed joint beach landings, anti-submarine combat and air defense among other exercises.

        Liu Xueda has been working on the destroyer Shenyang for seven years and participated in China-Russia drills in 2013 and 2014.

        "Such drills help us keep vigilant and always prepared for wars," Liu said.

        Participants in the joint naval parade at the conclusion of the drills included the Chinese Shenyang and Taizhou, frigates Linyi and Hengyang, landing craft Changbaishan and Yunwushan and supply ship Taihu. The Russian flotilla included the cruiser Varyag, the destroyer Bystriy, the landing ship Peresvet, the anti-submarine ships Marshal Shaposhnikov and Metel, and a missile vessel.

        "Chinese and Russian soldiers won victory in World War II 70 years ago by joining hands, and I'm confident that we can jointly maintain regional peace and stability and deal with security threats at sea today," said Wang, the deputy commander.

        The Chinese air force also participated in the drill with two J-10 and two JH-7A fighters.

    BEIJING, Aug. 27 (Xinhua) -- China, Australia and the United States will conduct a trilateral military exercise in Australia on Thursday.

        Exercise Kowari will run in Darwin, Australia, until September 14, Chinese Defense Ministry spokesman Yang Yujun told a monthly press briefing.

        This is the second defense exercise between the three armies. The inaugural one was held in October.

        Chinese and Australian troops will also hold bilateral defense exercise Exercise Panda-Kangaroo in Canberra and Sydney, Australia, from September 20 to 28, Yang said.

        "Both exercises are aimed at enhancing mutual understanding and friendship, deepening defense cooperation and strengthening the armies' operational abilities," he said.

        According to Yang, both exercises focus on field survival training. Exercise Kowari includes predation and making fire in the wild, positioning in the jungle and building shelters, while Exercise Panda-Kangaroo includes canoeing, cavern survival and mountain climbing.

        A fourteen-member team from the Guangzhou Military Area Command of the People's Liberation Army set off for the exercises in Australia on Wednesday.

NORFOLK (NNS) -- The guided-missile destroyer USS Gravely (DDG 107) departed Naval Station Norfolk, Sept. 2, to participate in a scheduled composite training unit exercise as part of the Harry S. Truman Carrier Strike Group.

While at sea, the ship and crew, assigned to Destroyer Squadron (DESRON) 28, will conduct presence and combat exercises across the full spectrum of warfare mission areas.

"We have had a couple of group sails with our destroyer squadron and strike group, but this will help us raise the bar in our integrated operations and ensure combat readiness at the highest level," said Cmdr. Alysa L. Ambrose, Gravely 's commanding officer. "This is a great opportunity to rehearse some of the possible missions that we will be tasked with while deployed."

These missions are uniquely tailored to the challenges the strike group may face while overseas. Sailors will participate in such evolutions as maritime interdiction operations with the visit, board, search and seizure team, and anti-terrorism/force-protection with the small caliber action team.

For the Sailors, the element of the unknown is the most realistic part of COMPTUEX. "We are excited to get out there," said Sonar Technician Surface 1st Class Ariane Burrow. "This is when we get to practice all that we have learned during our work ups."

Gravely is a multi-mission ship with anti-air warfare, anti-submarine warfare and anti-surface warfare surface combatant capabilities, designed to operate independently or with an associated strike group.

The ship is homeported in Norfolk and is expected to deploy later this year.

The Harry S. Truman Carrier Strike Group is composed of Carrier Strike Group 8, Destroyer Squadron (DESRON) 28, Carrier Air Wing 7, USS Anzio (CG 68), USS Bulkeley (DDG 84), USS Gonzalez (DDG 66), USS Gravely (DDG 107), and USS Ramage (DDG 61).

ATSUGI, Japan (NNS) -- Each year since the Great East Japan earthquake of 2011, the government of Japan and the U.S. military have participated in disaster preparedness and emergency response drills to ensure a swifter and stronger response to future natural disasters.

During the Big Kanagawa Rescue exercise, hosted by the Kanagawa Prefectural government and conducted around the Kanagawa prefecture on Aug. 31, U.S. Navy Sailors stationed at Naval Air Facility (NAF) Atsugi lent their expertise to the practice efforts. Pilots and aircrew from Helicopter Maritime Strike Squadron (HSM) 51 coordinated a joint effort to fly HSM-51 helicopters from NAF Atsugi to Commander, Fleet Activities Yokosuka (CFAY), transporting medical personnel around the prefecture for simulated medical care and treatment.

"This is the first time I've been able to participate in a drill like this," said HSM-51 pilot Lt. Alex Stone. "Having the opportunity to engage with our host nation and learn to operate alongside them has been an incredible asset, not only to me, but to our whole squadron."

Throughout the drill, Sailors navigated simulated obstacles and difficulties in an attempt to reflect real life scenarios such as downed power lines and gas and propane tank explosions.

"Just being out there doing non-standard operations is mutually beneficial, and we want to be good guests in our host nation," HSM-51 Naval Aircrewman (Helicopter) 1st Class Chris Miller said. "The time we spend now practicing, is helping us to be better prepared to respond to any call."

HSM-51 routinely participates in evacuation and disaster relief drills hosted by both the Japanese government and the Japan Self-Defense Force, in addition to all exercises conducted by the U.S. Navy in Japan.

Plusieurs nouvelles se télescopent à propos de la Russie, qui pourraient bien être le prologue de grandes manœuvres de déstabilisation, afin d'anéantir son contre-pouvoir au niveau mondial visant en particulier la politique indépendante inaugurée par Vladimir Poutine. 

D'une part l'Union européenne annonçait lundi, la mise en œuvre d'une cellule chargée de contrer les informations en provenance de Russie, comme si la propagande massive des chaines de télévision et de la grosse presse n'y suffisait pas. D'autre part des exercices militaires, entre parachutistes, baptisés « Fraternité slave », sont lancés auxquels participent la Russie, la Serbie et la Biélorussie afin de prévenir toute opération du genre des « révolutions colorées », telle que celle qui a déstabilisé l'Ukraine à partir de la place Maïdan en 2013-14, avec ses effets tragiques qui se poursuivent actuellement. Grâce à ces exercices anti-terroristes, un plan détaillé des actions à appliquer sera dressé pour prévenir des opérations de déstabilisations dirigées de l'étranger.

Dans le même temps, l'Otan déploie ses « troupes d'occupation dans un pays après l'autre » , et se prépare à la guerre contre la Russie dans les pays baltes. Le premier septembre le porte-parole du ministère lituanien de la Défense, Asta Galdikaite a déclaré à L'agence de presse balte BNS (Baltic News Service), « Nous confirmons qu'aujourd'hui l'Otan a officiellement lancé ses unités d'intégration des forces en Lituanie, en Lettonie, en Estonie, en Pologne, en Bulgarie et en Roumanie ». En présence du secrétaire général de l'Otan, le norvégien Jens Stoltenberg dont le gouvernement avait pris la décision de fermer la base sous-marineoccupée actuellement par la Russie.

Poutine dans le viseur 

Ces déploiements de forces en forme de menaces, tant militaires que psychologiques, démontrent que plus que jamais, Poutine est dans le viseur de l'Empire US. Il faut dire qu'il y met de la bonne volonté. Non content d'avoir lancé, conjointement avec la Chine,un réseau swift avec le Yuan et le rouble, d'avoir conclu des échanges en monnaies locales avec les pays des BRICS (Brésil, Russie, Inde, Chine et Afrique du Sud) et de l'Union Eurasiatique, il vient de lancer le projet de loi d'échange systématique en monnaies locales au niveau de la CEI, alliance commerciale qui unit la Russie, la Biélorussie, le Kazakhstan, le Kirghizistan, le Tadjikistan et qui pourrait s'étendre à d'autres pays, notamment de l'ancien bloc soviétique. Il s'agit ni plus ni moins que d'éliminer le dollar comme monnaie d'échange entre ces divers pays, et de créer un système bancaire duquel l'étalon-dollar sera supprimé. Autant de casus belli, pour l'empire du chaos. 

Souvenons-nous du tragique destin de Mouamar Kadhafi, (et de son pays la Libye), qui avait émis le projet de La création d'un nouveau Dinar-Or étendu à toute l'Afrique, ou de la haine implacable qui poursuit Bachar el Assad pour s'être privé du crédit des banques internationales pour son pays. Toucher au dollar est un crime de lèse-majesté, le crime suprême pour l'Empire de Mammon. 

Mais Poutine ne se contente pas de promouvoir une alternative au dollar partout où il passe: en Egypte, en Turquie, jusqu'au Vietnam etc., en bon joueur d'échecs il n'avance ses pions qu'après avoir assuré ses arrières. Sur le plan militaire il a paralysé les forces US et françaises prêtes à intervenir contre la Syrie, en 2013, simplement par la paralysie des systèmes missiles, radars et autres technologies de pointe sans lesquelles la force de frappe alliée se retrouve sourde et aveugle, incapable de diriger un missile sur une cible donnée, ou même de se protéger d'une attaque. 

Rapport de forces 

Lorsque Obama fort du blanc seing du Congrés allait enfin lancer l'offensive définitive chargée de faire le même sort à Bachar el Assad et à la Syrie que celui qui a été réservé à Kadhafi et à la Libye, il a été forcé d'y renoncer parce que l'empire le plus puissant de la terre s'est fait doubler sur la technologie de l'armement. 


Cette cuisante leçon, afin qu'elle soit bien comprise, a été renouvelée en mer Noire lorsqu'un navire de guerre américain, suite au rattachement de la Crimée à la Russie, s'est avancé prés des côtes russes. Tout son système de détection et d'action a été paralysé par un avion russe qui le survolait. Alors que le navire de guerre était paralysé l'avion russe a simulé à plusieurs reprises une attaque. Le navire US, suite à cette mésaventure, a regagné aussitôt son port d'attache en Roumanie. 

Si lors de l'attaque de la Libye, la Russie de Poutine n'était pas encore au point pour contrer les forces du chaos, en revanche elle n'entend pas abandonner la Syrie où sa marine dispose de la base de Tartous, même si les forces de Bachar el Assad semblent de plus en plus acculées vers Damas. 

Selon plusieurs sources, d'ailleurs, notamment une en provenance, hier, d'Israël, la Russie serait actuellement prête à s'impliquer directement auprès de Damas où elle aurait envoyé des avions et des hommes, contre l'Etat islamique.

ADS-B surveillance and some TCAS operations in the airspace over Virginia, North and South Carolina, Georgia and Florida might become unreliable as of September 2 at 1 a.m. EDT, according to a Notam the FAA issued on September 1. The outages are due to events the agency labeled as “late notice from the Department of Defense of military exercises.” NBAA “voiced its concern to the FAA that these sort of significant impact tests need much more notice to operators in the National Airspace System.”

The outages are scheduled to last until midnight October 1. In addition to the areas of concern noted in domestic airspace, the FAA said the outages might well extend up to 200-nm offshore.

The agency said one outage symptom could be the tracks of nearby aircraft first appearing close to the primary aircraft that immediately switch to a traffic alert/resolution alert status on TCAS. Pilots should maintain a heightened watch on the airspace around them and report any incidents of nearby aircraft they believe should have generated alerts, but did not. The relevant Notam numbers are 5/2817, 5/2818, 5/2819, 5/2820 and 5/2834.

They were the mischievous creatures blamed for causing mechanical failures and faults on aircraft during World War Two and later the destructive monsters in a hit film franchise.

So Gremlins might not seem like the first choice for a fleet of robotic aircraft being developed by the US military.

But the US Defense Advanced Research Projects Agency is developing swarms of re-usable drone aircraft that can work together to perform a mission, which it has called the Gremlins program.

Ukraine's National Security and Defense Council has approved the country’s new military strategy, which defines Russia as a “military adversary”. Ukraine is also officially dropping its non-aligned status, and placing itself on course to join NATO.

The new document, unveiled in a Wednesday statement, “emphasizes the need to improve” the professional skills of the country’s army, and warns of the “high probability” of foreign military involvement in its internal conflict.

The Ukrainian Defense Council also supported the suggestion of the Cabinet and security officials to expand the list of economic sanctions imposed on Russian “legal bodies and individuals”, TASS news agency reported.

According to the statement, Russian nationals were “involved in financial support of terrorists and other criminal activities, as well as in the violation of the international law, having supported the annexation of the Ukrainian territory by the Russian Federation”.

Ukrainian officials referred to Crimea's decision to join Russia after a local referendum showed overwhelming support for the move last March.

Other points of the draft document, which will be handed over to Ukrainian President Poroshenko, define the signs of a military conflict inside the country, consider the increasing role of informational and psychological operations, and point out the necessity of an upgrade of the current system of mobilization and mobilization training.

Commenting on the new doctrine, President Poroshenko said that its novelty is based on a shift of emphasis to a more complex use of military and non-military instruments.

“It fundamentally changes the character of the armed struggle. As a matter of fact, it is what we call hybrid warfare,” he said, as cited by TASS.

Russia was accused of leading a “hybrid war” against Ukraine by Western countries. The concept, introduced in 2000s, stands for a complex military strategy that unites conventional and irregular warfare, such as terrorism, as well as cyber and information warfare.

Poroshenko also noted that a “common thread” of the document is the Euro-Atlantic integration, adding that by year 2020 the Ukrainian military forces would have to be “fully compatible” with the military of the NATO member states, and envisages its “comprehensive membership.”

Kiev has long accused Russia of a “secret war” in the southeast of Ukraine, where local rebel forces fight against the military of the coup-imposed government. Moscow denies the allegations, pointing to the fact that no evidence has been provided to prove the claims.

Meanwhile, this summer the Ukrainian president managed to estimate a new number of Russian troops allegedly fighting on Ukrainian territory, indicating a 22-fold increase in just one month. While on June 4, he stated to Ukraine’s parliament that there were about 9,000 Russian troops, in an interview published at the end of the month the number jumped to a considerably greater figure of 200,000.

In June, President Poroshenko introduced changes to the country's legislation, allowing foreign troops to be stationed in Ukraine, with the possibility of nuclear weapons deployment. Currently, the US, Canada and the UK have provided the Ukrainian troops with dozens of their military trainers and non-weaponized hardware.

In May, Ukraine’s Deputy Economy Development Minister Aleksandr Borovik said in an interview that Russia would have to pay Ukraine $350 billion in damages for the “aggression.” He compared the situation in his country with Iraq’s invasion of Kuwait back in 1991.

A Union of Donbas Volunteers has been established in Russia, the new organization’s head and former prime minister of the Donetsk People’s Republic, Alexander Borodai, announced on Thursday.

“The organization is undergoing registration,” Borodai said. “We are planning the union’s first congress in late September.”


Any Russian national who took part in the Donbas events may join the union, he added. According to Borodai, the number of Donbas volunteers varies between 30,000 and 50,000. “Russian volunteers should be socially protected and united, that is why we are establishing this organization.”

The Russian government has never denied presence of its nationals in Donbas stressing that these people were volunteers, not mercenaries. According to a poll conducted by the state-run Russian Public Opinion Research Center (VTsIOM), most Russians (65%) approve volunteers in eastern Ukraine.

Over 1,000 mechanized infantry, artillery troops, and army pilots are taking part in a snap military drill in northwestern Russia, a Western Military District spokesman said Monday.

Russia's Northern Fleet Kicks Off Arctic Drill

MOSCOW (Sputnik) — The troops will work on countering simulated enemy sabotage, repelling air strikes and overcoming simulated toxic contamination of the terrain.

Some 200 units of military equipment, and around 10 Mi-8 and Mi-24 combat helicopters are used in the drill.

"Units were alerted and began a march on standard vehicles to practical training sites in the city of Luga, Leningrad region," Col. Oleg Kochetkov said.

NATO Drills in E Europe to Bring Minsk Deal to Naught - German Lawmaker

The snap drills in Luga coincide with the August 24-28 Collective Security Treaty Organization-wide exercises dubbed Interaction-2015 in nearby Pskov Region, involving over 2,000 personnel and 200 pieces of hardware. In Europe, NATO is holding Swift Response 15 exercises across Germany, Italy, Bulgaria and Romania. The drills incorporating over 4,800 soldiers from 11 nations, including the United States and the United Kingdom, are scheduled to wrap up on September 13.

RUSSIA GEARING UP TO BE FIRST WORLD POWER TO INSERT GROUND FORCES INTO SYRIA

Russian airborne troops for Syria

Despite strong denials from Moscow, Russian airborne troops are preparing to land in Syria to fight Islamic State forces. The surprise attack on Monday, Aug. 31, by ISIS forces on the Qadam district of southern Damascus, in which they took over parts of the district - and brought ISIS forces the closest that any Syrian anti-Assad group has ever been to the center of the Syrian capital - is expected to accelerate the Russian military intervention.


Moscow is certainly not ready to endanger the position of President Bashar Assad or his rule in Damascus, and views it as a red line that cannot be crossed. If Russia intervenes militarily in this way, Russia will be the first country from outside the Middle East to send ground forces into the Syrian civil war.   


debkafile’s military sources report that discussions by the Russo-Syrian Military Commission, which was established last month in Moscow to coordinate the intervention, accelerated during the last few days.

Our intelligence sources point out that the concerted activities of the commission are taking place amid the nearly complete paralysis of the US Central Command-Forward-Jordan (CCFJ), where operations against the rebels in southern Syria, including those holding positions across from Israel’s Golan, are coordinated. Officers from Jordan, Saudi Arabia, Qatar and Israel are attached to the CCFJ.  

Most of the operations of the CCFJ have been halted due to a conflict that erupted between the Syrian rebels and the U.S. Central Command, CENTCOM. The US military is opposed to the rebels cooperating with Al-Qaeda-linked groups, such as the Al-Nusra front, while the rebels claim that this cannot be avoided if they are to defeat the forces of Bashar Assad and Hizballah.

The paralysis of the CCFJ is spurring the Russians to try to show that their “central command” for Syria is operating without any difficulties.

In recent weeks, the Russians have taken four military steps related to Syria:      

1. On Aug. 18, six of Russia’s advanced MIG-31 Foxhound interceptor aircraft landed at the Syrian Air Force’s Mezze Airbase, which is the military section of Damascus international airport. After the fighters landed, they were immediately followed by giant Russian Antonov AN-124 Condor cargo planes carrying 1,000 of Russia’s 9M133 Kornet anti-tank missiles.

The advanced jets are intended to serve as air support for the Russian units that arrive in Syria. 

2. Before the Russian planes landed in Damascus, Moscow reached an agreement with Washington for the removal of NATO’s Patriot missile batteries from Turkey. The removal was carried out gradually during the month of August, thus preventing the possibility that NATO Patriot missiles could hit Russian fighters carrying out operations in Syrian airspace.  

3. During the last week of August, a large number of Russian troops, mostly logistical teams whose job is to lay the groundwork for the arrival of the combat units, arrived in Syria. The troops were seen in Damascus and in Jablah district of Lattakia province, where the Russian forces are building a military base. 

4. Our intelligence sources also report that Moscow has started to supply Damascus with satellite imagery of the ground situation on the different fronts.

debkafile’s military and intelligence sources report that all of these preparatory steps by Moscow for the introduction of ground forces are being carried out in coordination with Washington and Tehran.

The more that the three capitals tighten their coordination in support of Assad, the sooner the Russian intervention is expected to take place.

Le Dakota du Nord est devenu le premier état aux Etats-Unis à autoriser explicitement la police locale à installer des armes (pistolets taser, canons à son, gaz lacrymogène, et armes qui tirent des balles en caoutchouc) sur des drones.

Ironiquement, la législation qui autorise cette escalade sécuritaire était censée protéger la vie privée, en forçant la police à présenter des mandats pour justifier la surveillance par drone. Ce projet de loi aurait interdit d’armer les drones, mais les lobbyes policiers se sont alliés à l’industrie des drones pour le transformer.

Les drones policiers peuvent espionner la vie privée des citoyens d’une manière sans précédent. Armés, ils ont servi à l’administration Obama lors d’assassinats ciblés au Pakistan, au Yémen, en Irak, et en Syrie. Un missile Hellfire (« Feu d’enfer ») lancé par un drone Prédateur a assassiné le citoyen américain Anwar al Awlaki au Yémen en 2011.

C’est la base aérienne de Grand Forks, dans le Dakota du Nord, qui dirige l’usage des drones Prédateur à ces fins meurtrières et les fabricants de drones sont situés à proximité de la base.

Malgré leur popularité grandissante, les drones échappent largement à un encadrement légal. En 2013, la police de San José en Californie a utilisé des subventions fédérales pour s’acheter un drone de surveillance.

L’Administration Fédérale de l’Aviation (FAA) a accordé des permis pour drones à plus de 100 agences policières, dont le bureau du sheriff au comté de Ventura et la police de Los Angeles.

La Californie est l’un des états qui n’impose aucune restriction sur les drones policiers. Son gouvernement, dominé par le parti démocrate, a jusqu’ici refusé de passer la moindre loi qui limiterait les capacités des départements de police locaux d’utiliser des drones de surveillance sans soupçon préalable d’activité criminelle, ou de stocker indéfiniment les données.

Le 24 août, l’assemblée de l’Etat a approuvé une législation qui empêcherait des drones privés de survoler des propriétés privés sans le consentement du propriétaire. Ils ont cependant refusé d’examiner un autre projet de loi qui aurait forcé la police à obtenir des mandats avant de lancer des opérations avec des drones et à encadrer le stockage et la destruction des données de surveillance.

Ces atteintes à la vie privée et à la sécurité de masses de gens se poursuivent à l’insu du peuple et ne font face qu’à une opposition symbolique et généralement lâche des groupes des droits civiques.

L’usage généralisé et illimité des drones de police fait partie d’une conspiration qui monte contre la classe ouvrière. Les tensions sociales aux USA continuent de se développer et les méthodes répressives utilisées d’abord à l’étranger dans le cadre de la prétendue « guerre contre la terreur » apparaissent maintent sur le sol national.
