VENICE (NNS) -- Chief of Naval Operations (CNO) Adm. John Richardson attended the 10th Regional Seapower Symposium (RSS) for the Navies of the Mediterranean and Black Sea Countries host by the Italian Navy in Venice, Italy Oct. 22.

Richardson participated in a panel discussion which focused on the symposium's main theme, "Enhancing maritime security in the wider Mediterranean."

The event included two sessions, the first focusing on the wider spectrum of maritime challenges, while the second focused on improving maritime security through dialogue and cooperation.

CNO, on the tail end of a nearly two-week international trip, cited the insight he gained from his discussions with U.S. Naval forces and international counterparts.

"What becomes clear on such a trip is that in each place that is stopped, there is a growing sense of the importance of the maritime domain as a global system that seamlessly and effectively connects global nations," said Richardson. "Our economies, our people, our access to resources, our markets all flow on the superhighway that we call part of the global commons."

Richardson stated that the seas however are no longer the only medium that connects people around the world.

"There is a new system," said Richardson. "A vast global information network that also binds us together. As seamless as the oceans, with a structure and flow all its own."

He went on to add that one "only has to consider the explosion in cyber, electromagnetic and unmanned technologies to get a sense of what I am talking about."

Richardson stated that navies are fundamentally important to governing the increasing activity and competition occurring at sea.

"This is exactly the terrific work I saw being done by the multinational naval coalitions - by your navies - around the world," said Richardson.

CNO told those in attendance that there were three purposes of naval forces in the modern maritime domain: to promote and protect freedom of the seas; advocate for and demonstrate the benefits of international laws and standards; and to deter conflict and coercion.

Richardson closed by noting that there was one universal factor that served as the cornerstone of the day's discussions regarding the security environment and technical possibilities.

"As it's been said in a couple of the lectures already, at the end of the day this is a human endeavor, fueled by trust and confidence."

RSS is the leading forum in the wider Mediterranean region, hosting the largest gathering of navy leaders, organizations and agencies with a key role in the maritime dimension. This year's event was attended by 49 navies and 10 organizations and agencies.

Richardson became the 31st CNO, Sept. 18, serving as the Navy's most senior officer, a member of the Joint Chiefs of Staff, and a principal advisor to the Secretary of the Navy, Secretary of the Defense and the President.

(NaturalNews) American tradition, values and mores continue to erode thanks to constant pressure by the political left to destroy a culture they see as illegitimate and dangerous to the globe — despite our nation's appeal to millions around the world and the opportunities we create for ourselves and for others.

Now, the liberals who run New York City are even prepared to cede at least some policing power to "a new global, terror-busting network to try to combat homegrown extremism," according to a September 29 press statement, The New American reports.

In an announcement made at the United Nations, avowed socialist Mayor Bill DeBlasio declared New York City's intent to join the UN and the United States Department of Justice in their bid to combat "all forms of violent extremism, whether it's based in religious, or racial, or nationalistic or ideological intolerance."

With this, de Blasio has effectively ruled that American patriotism is an "intolerance" he won't tolerate. Save for 9/11, however, when was the last time we've seen a major act of "extremism" in New York City (that hasn't come from the mayor himself), anyway?

As The New American further reported, the Obama Justice Department is claiming that this new law enforcement partnership program — dubbed "Strong Cities" — is really aimed at inspiring "action on a global scale."

Guns, ammunition and right-wing extremists

"The Strong Cities Network will serve as a vital tool to strengthen capacity-building and improve collaboration," said Attorney General Loretta Lynch. "As we continue to counter a range of domestic and global terror threats, this innovative platform will enable cities to learn from one another, to develop best practices and to build social cohesion and community resilience here at home and around the world."

Under this initiative, cities around the world would be happily "integrating" their efforts to "safeguard" citizens.

The globalist approach to civilian law enforcement was also praised recently by the mayor of Oslo, Norway.

"To counter violent extremism, we need determined action at all levels of governance," said Governing Mayor Stian Berger Rosland. "To succeed, we must coordinate our efforts and cooperate across borders. The Strong Cities Network will enable cities across the globe to pool our resources, knowledge and best practices together and thus leave us standing stronger in the fight against one of the greatest threats to modern society."

Speaking at the launch of the Strong Cities program, Lynch said it would be "run by the Institute for Strategic Dialogue (ISD)," a think tank based in Europe. She also considers conservatives the "enemy," so to speak. As reported by The New American:

"Americans of a constitutionalist bent, knowing how the Department of Homeland Security looks at patriots, might be interested to read one of the ISD's primary points of emphasis.

From the group's 2014 report entitled Old Threat, New Approach: Tackling the Far Right Across Europe: 'The project will also develop an online tool to provide practical training for practitioners, and will seed a long-term network of experts and practitioners working to counter far-right extremism.' "

NYC, the first globalist partner

What is even more disturbing — but wholly predictable — is that the ISD, as a Leftist instrument, made sure to associate "far-right extremism" with firearms. Now that the Justice Department and the European think tank have been given significant control over setting law enforcement policies in the nation's largest city, gun owners might want to think about voting with their feet before certain gun control policies are enforced after this ISD observation:

"Worryingly, Europol confirms that many members of the extreme right-wing scene have been found in possession of a significant amount of firearms, ammunition."

Said "extremists" even had the temerity to engage in "target practice." Gads! We wouldn't want anyone who owns a gun to actually know how to use it — right?

The Left is coming for our freedom, our heritage, our culture and our values, America. And now, they've even signed up their first globalist partner to help close the deal.

Washington (CNN)Domestic terror groups pose a greater threat to America than ISIS or al Qaeda, a Justice Department official said Wednesday.

To help combat them, the department has created a new counsel that will coordinate the investigation and prosecution of anti-government and hate groups.

Assistant Attorney General John Carlin, who oversees national security at the Justice Department, announced the new position -- the Domestic Terrorism Counsel -- following a number of violent attacks or plots against the U.S. that he said were motivated by "anti-government views, racism, bigotry and anarchy, and other despicable beliefs."

More Americans have died at the hands of domestic terror than the international terror groups that federal law enforcement focuses so much attention on, Carlin said, pointing to such high-profile attacks as the racially motivated Charleston church shooting in June or the murder of two Las Vegas police officers by anti-government extremists last year.

    "Looking back over the past few years, it is clear that domestic terrorists and homegrown violent extremists remain a real and present danger to the United States," he said. "We recognize that, over the past few years, more people have died in this country in attacks by domestic extremists than in attacks associated with international terrorist groups."

    While many similarities exist between domestic and international terror groups, such as recruitment and reach on social media, one difference lies in the way the Justice Department is able to prosecute them.

    Groups such as ISIS and al Qaeda, who are inspired by religious extremism, are designated by our federal government as terror organizations, which makes it illegal to support or assist them. But no such statute exist to prosecute white supremacists, the Ku Klux Klan or anti-government extremists, forcing federal law enforcement to find more concrete charges to lock them up.

    "What causes some confusion is that 'domestic terrorism' is not an offense or a charge," Carlin said. Therefore, domestic terror groups or actors must be prosecuted with firearms or explosives offenses, hate crimes or murder.

    It is the hope of the Justice Department that the counsel will not only help to coordinate the prosecution of domestic terrorists, but also "to identify trends to help shape our strategy, and to analyze legal gaps or enhancements required to ensure we can combat these threats," Carlin said.

    The Justice Department identified white supremacists as the most violent of the domestic terror groups and Carlin raised concerns that the narrow focus the U.S. has on Islamic extremist terrorism can take the attention away from threats which warrant more resources.

    "I do worry sometimes that the coverage hypes the threat in such a way that it induces the fear that the terrorist is attempting to accomplish," Carlin said. "Yet, while we continue to address this evolving international threat of violent extremists, we have not lost sight of the domestic terrorism threat posed by other violent extremists."

    Les forces de bénévoles luttant contre les terroristes takfiri de l’Etat islamique (EI) disent avoir vu des avions militaires étatsuniens qui ont parachuté des armes dans les zones tenues par le groupe terroriste en Irak.

    Des hélicoptères américains ont parachuté des caisses d’armes à Yathrib et Balad dans la province de Salahuddin en Irak, selon les combattants.

    Ces informations surviennent alors que les combattants de l’armée et des volontaires irakiens semblent prendre le dessus et faire des avancées importantes contre l’EI.

    En octobre, une vidéo a montré que le groupe terroriste a capturé un stock d’armes US largué dans la ville frontière syrienne de Kobani.

    L’armée étatsunienne a admis qu’il était tombé 28 caisses remplies de grenades, des obus de mortier et d’autres fournitures qui étaient destinées aux combattants kurdes.

    La vidéo montre des terroristes masqués inspectant l’équipement militaire, qui a été parachuté dans les zones contrôlées par l’EI près de Kobani.

    Le Commandement central US a déclaré que les parachutages des armes, des munitions, et des fournitures médicales, étaient « destinés à permettre à la résistance de continuer sa lutte contre l’EI pour empêcher ceux-ci de prendre Kobani. »

    Les États-Unis et leurs alliés ont mené des frappes aériennes contre l’EI en Irak et en Syrie. Ces pays déclarent qu’ils mènent les frappes aériennes contre les Takfiris dans les deux pays afin de freiner leur progression dans la région.

    Cependant, les raids aériens n’ont jusqu’à présent pas permis d’arrêter les avancées militaires des insurgés.

    The U.S. Navy sent a destroyer within 12 miles of one of China's man-made islands in a contested area of the South China Sea on Tuesday, a U.S. defense official told CNN. The operation has since concluded, the official said.

    The U.S. Navy plans to send a destroyer within 12 miles of China's man-made islands in the South China Sea within the next 24 hours, a U.S. defense official confirmed to CNN.

    The official said the mission now has the approval of President Barack Obama.

    News of the ship's plan was first reported by Reuters.

    The ship could make the pass as soon as Monday night, barring any unforeseen circumstances, a U.S. military source told CNN. There will be air cover as well as reconnaissance in the air, flying in international airspace, the source said.

    The aircraft will watch the ship and be there, if needed, to record and deal with any problems. The Chinese have not been informed, the source said, adding that no trouble is expected.

    "This idea of what we call freedom of navigation operations is routine. As a former naval officer I can tell you I did it many, many times myself," said State Department spokesman John Kirby on Monday. "It's one of the reasons you have a Navy. To be able to exert influence and defend freedom of navigation on international waters."

    Kirby said one country doesn't need to consult with another "when you are exercising the right of freedom of navigation in international waters."

    "The whole point of freedom of navigation in international waters is that it's international waters and you don't need to consult with anybody to do that. That's the idea," he said.

    But Chinese Embassy spokesperson Zhu Haiquan said, "Freedom of navigation and overflight should not be used as excuse to flex muscle and undermine other countries' sovereignty and security."

    "We urge the United States to refrain from saying or doing anything provocative and act responsibly in maintaining regional peace and stability," Haiquan said in a statement Monday night.

    The South China Sea is the subject of numerous rival -- often messy -- territorial claims, with China, Brunei, Malaysia, the Philippines, Taiwan and Vietnam disputing sovereignty of several island chains and nearby waters.

    In June, China had said that island building in the South China Sea was "almost complete," although it did say that it would continue to build facilities on the islands it has already created.

    China has repeatedly said its activity in the South China Sea does not target any other country or affect freedom of navigation by sea or air.

    Chinese navy ships entered U.S. territorial waters off Alaska earlier this month, coming within 12 miles of the coastline during President Barack Obama's visit to the state, U.S. officials told CNN.

    The officials emphasized that China's actions were consistent with "innocent passage" under international maritime law.

    However, in the South China Sea, the United States has yet to breach the 12-mile limit accorded under maritime law -- even though the U.S. doesn't recognize the islands as Chinese territory, and their man-made nature may disqualify them from having any maritime zone.

    WATERS TO THE EAST OF THE KOREAN PENINSULA (NNS) -- The Ronald Reagan Carrier Strike Group and the Republic of Korea Navy (ROKN) conducted air defense exercises (ADEX), Oct. 26-29, during bilateral training off the east coast of the Korean peninsula.

    The four-day ADEX was a bilateral effort between the two nations' naval and air forces to operate together and work through different airborne threat scenarios that the ships may encounter at sea.

    "Every chance we get to work with our naval allies is a step in the right direction in keeping with security and freedom of navigation in the Western Pacific," said Capt. Curt Renshaw, commanding officer of the Ticonderoga-class guided-missile cruiser USS Chancellorsville (CG 62). "We learn a bit more from each other each time and strengthen our maritime partnerships through these exercises."

    The main participants in this exercise were the Nimitz-class aircraft carrier USS Ronald Reagan (CVN 76), Chancellorsville, the Arleigh Burke-class guided-missile destroyers USS Mustin (DDG 89), USS Fitzgerald (DDG 62), and USS Curtis Wilbur (DDG 54), and ROKN ships ROKS Sejong the Great (DDG 991), ROKS Yulgok Yi I (DDG 992), and ROKS Yang Manchun (DDH 973).

    Along with the surface ships, Carrier Air Wing (CVW) 5 embarked on Ronald Reagan, and Electronic Attack Squadron (VAQ) 132, the Republic of Korea Air Force, and other squadron entities participated in the event.

    The exercise utilized an array of different rotary and fixed-winged aircraft, such as the MH-60R Seahawk helicopter, F/A-18E/F Super Hornets, EA-18G Growlers, and Korean F-16 fighter jets.

    "For this exercise, we separated the aircraft into two groups, red and blue forces; red playing the part of the threat," said Operations Specialist 1st Class Hubert Beecher, the air intercept controller supervisor aboard Chancellorsville. "This allows us to test tactics and procedures while simultaneously engaging and communicating with the ROKN in a controlled environment."

    The exercise played out in Chancellorsville's combat information center, where Sailors experienced and worked through each of the five scenarios over the course of three days.

    Chancellorsville is is participating in bilateral training with the ROKN to strengthen the U.S.-ROK alliance and improve regional security.

    GULFPORT, Miss. (NNS) -- More than 200 reservists from Naval Mobile Construction Battalion (NMCB) 22 began their mobilization process aboard Naval Construction Battalion Center (NCBC) Gulfport, Oct. 19.

    A team of 40 personnel from the Expeditionary Combat Readiness Center (ECRC), headquartered in Norfolk,Va., flew to Gulfport to assist.

    ECRC's mission is to provide processing, equipping, training, certification and proactive family support to active duty for special work (ADSW) Sailors, individual augmentees (IA) and provisional units such as NMCB 22, throughout all deployment phases in support of combatant command (COCOM) requirements, contingency operations, or national crises.

    According to ECRC Commanding Officer Capt. Joseph Rehak, this is normally done in Norfolk.

    "We're here in Gulfport to exercise ECRC's strategic mission for a large-scale reserve mobilization," the captain said. "NMCB 22 gave us the opportunity to move the strategic responsibility out of Norfolk, which allows us to shape the mobilization towards the specific mission."

    According to Rehak, sending 40 personnel from ECRC to Gulfport, in lieu of sending more 200 Seabees to Norfolk then on to Gulfport, not only saves the Navy money, but also allows the battalion to mobilize as a unit.

    Rehak said he feels that this test of mobilizing a large reserve unit was successful because everyone was engaged in the process.

    "This has been a team effort," he added. "Navy Expeditionary Combat Command, Naval Construction Group TWO, Naval Mobile Construction Battalion 133, Naval Construction Battalion Center, Gulfport, and tenant commands on base such as Personnel Support Detachment and the Naval Branch Health Clinic, Gulfport made this effort a success."

    According to NMCB 22 Executive Officer Lt. Cmdr. Ed Simmons, battalion members felt this was a better process as well.

    "From what we've heard from the troops who have mobilized before, this is a much easier process," Simmons said. "From my past experience, this is light years ahead. We were able to establish relationships with NMCB 133 earlier [and] go through training, personal gear issue and medical here, instead of Norfolk."

    NMCB 22 Command Master Chief Jimmy Cochran shared the sentiments of his shipmates.

    "It's easier for everyone involved since they only have to unpack once," the master chief said. "It's nice coming here because, on top of everything else, it's where we've mobilized in the past, and the troops have an extra week to establish relationships and learn the lay of the land."

    NMCB 22 will supplement NMCB 133 during their upcoming deployment to the AFRICOM and CENTCOM areas of operation.

    PACIFIC OCEAN (NNS) -- Nuclear-powered aircraft carrier USS George Washington (CVN 73), Carrier Strike Group (CSG) NINE, and embarked Carrier Air Wing TWO hosted several Chilean officers, Oct. 13-24, as part of UNITAS Pacific (PAC).

    Working alongside U.S. Sailors while aboard Washington, guest officers participated in several exercises, such as Blue Sky V, an exercise designed to improve relations through cooperative airborne tactical engagements.

    "Our job here is to be the link between the carrier and our task forces," said Lt. Alejandro Ramos, a Chilean naval officer. "We maintain communications with our commands by sharing the knowledge we gain here."

    The experience of UNITAS PAC brings forth knowledge that can be applied to each nation's respective militaries.

    "Something we are taking away from this experience is how to run a large force," said Lt. j.g. Cristian Figari, another Chilean naval officer. "There are so many people aboard, and it is impressive how smoothly it all works. We've compared their leadership to our own and realized that we have many similarities and that we face the same challenges they do."

    Sailors from both nations realized the many correlations and opportunities to learn from each other.

    "This was my first time working with the [Chilean officers] and the UNITAS exercise," said Lt. Anne Domko, assigned to CSG-9. "It took some coordination to integrate them into the work we were doing for the exercises but they were a valuable asset. We learned a lot from each other about the way our countries do business. The more we continue to increase interoperability between countries the better."

    Just as Domko hopes to continue relations between other countries, the Chilean officers said they look forward to future UNITAS exercises.

    "UNITAS has been effective for many years and we hope it continues for many more," added Figari.

    UNITAS 2015, the U.S. Navy's longest running annual multinational maritime exercise, is part of the Southern Seas deployment planned by U.S. Naval Forces Southern Command/ U.S. 4th Fleet. This 56th iteration of UNITAS is conducted in two phases: UNITAS Pacific, hosted by Chile, Oct. 13-24, and UNITAS Atlantic, hosted by Brazil and scheduled for November.

    Germany and Israel have conducted several joint exercises in urban warfare as part of the largest-ever collaborative training held between the two nations.

    More than 100 German soldiers came to Israel to train at the Tze’elim army base in the south of the country, bringing with them five heavy military vehicles. The soldiers arrived several weeks ago and will stay in Israel until Friday.

    “We’ve had experience in that over the past 10 years—in Afghanistan and Kosovo. The Israeli army also has experience,” said German Brig. Gen. Ernst-Peter Horn, who came with the soldiers to Israel, according to Haaretz.

    The exercises are being held despite the ongoing violence in Israel. The German soldiers were also invited to Friday night Shabbat dinners with Israeli families. “I didn’t know what to expect, but it wasn’t different from my family back home,” one soldier said.

    Le président palestinien Mahmoud Abbas a appelé mercredi la communauté internationale à créer de toute urgence "un régime de protection internationale du peuple palestinien", dénonçant des exécutions extra-judiciaires menées par les forces de sécurité israéliennes.

    "Il est essentiel que chacun assume ses responsabilités avant qu'il ne soit trop tard, je pense notamment aux Nations unies (...) et aux Etats membres de l'ONU", a déclaré M. Abbas, s'exprimant lors d'une réunion spéciale du Conseil des droits de l'Homme de l'ONU, demandée par les Palestiniens.

    "Je m'adresse au Conseil de sécurité, qui plus que jamais est prié de mettre en place un régime de protection internationale du peuple palestinien immédiatement et de toute urgence", a-t-il ajouté, sans donner de précision.

    "Nous avons besoin de votre protection. Protégez-nous, protégez-nous. Nous avons besoin de vous", a-t-il lancé, jugeant "inutile de perdre du temps dans des négociations juste pour le plaisir des négociations".

    Pour M. Abbas, "il est inacceptable d'imaginer que la situation actuelle persistera car cela annihilera tous les espoirs d'une paix fondée sur une solution de deux Etats". Il a également déploré le fait que "la communauté internationale ne rende pas justice à notre peuple".

    S'exprimant également devant les membres du Conseil, le Haut-Commissaire de l'ONU aux droits de l'Homme, Zeid Ra'ad Al Hussein, a estimé que la crise entre Israël et Palestiniens était "extrêmement dangereuse" et allait mener à une "catastrophe" si rien n'est fait pour que cessent immédiatement les violences.

    "La violence entre Palestiniens et Israéliens va nous amener à la catastrophe si elle ne cesse pas immédiatement", a déclaré M. Zeid.

    Pour le Haut-Commissaire, "cette crise est extrêmement dangereuse parce que c'est une confrontation qui puise dans le mécanisme humaine le plus émotif: la peur".

    Il a appelé aussi les parties à cesser les violences. "Il faut cesser les attaques terroristes, que les gens ne soient plus poignardés. Les actions des colons à Jérusalem-Est doivent cesser, l'emploi excessif de la police israélienne doit cesser, les démolitions de maison doivent cesser, et le blocus de Gaza aussi", a-t-il dit.

    Il a par ailleurs dénoncé un "recours disproportionné à la force" par les forces de sécurité israéliennes "qui nous amènent à soupçonner fortement des exécutions extra-judiciaires".

    M. Abbas a également accusé les "forces d'occupation" israéliennes d'avoir "récemment intensifié ses pratiques criminelles au point de mener des exécutions extra-judiciaires contre des civils palestiniens sans défense".

    Depuis le 1er octobre, les territoires palestiniens, Jérusalem et Israël sont le théâtre d'une spirale de violences qui a fait près d'une soixantaine de morts.

    L'esplanade des Mosquées, site à Jérusalem sous la garde de la Jordanie mais dont Israël contrôle tous les accès et y fait la police, est au coeur de cette escalade des violences qui a réveillé le spectre d'une troisième intifada.

    Plus d’une centaine de soldats allemands sont arrivés en Israël, à la base militaire de Tzeelim, dans le Néguev, afin de participer à des exercices de combat conjoints. L’Allemagne a envoyé des soldats d’infanterie, des soldats du corps de logistique ainsi que cinq véhicules militaires. La ministre allemande de la Défense, Ursula Von Der Leyen, avait annoncé, durant sa visite en mai en Israël, que les liens sécuritaires les plus proches de son pays étaient ceux avec Israël. C’est les « antisionistes » qui vont être contents…

    The Oklahoma Chapter of the Council on American-Islamic Relations has a float, and a member of conservative organization Tulsa 912 Project said it is “atrocious” to ask veterans to “march alongside people who represent our enemies in a current war.”

    For the first time, Oklahoma Muslims will have a float in the Veterans Day Parade in downtown Tulsa on Nov. 11, and not all parade participants are happy about it.

    “It’s something we have been wanting to do for years,” said Adam Soltani, executive director of the Oklahoma Chapter of the Council on American-Islamic Relations, based in Oklahoma City.

    Soltani said the float is sponsored by CAIR-Oklahoma but will “represent the Oklahoma Muslim community, which is a very diverse community of people from all walks of life, immigrants, indigenous people.”

    “We support all veterans, and we support our country, so I don’t see why anyone should have any concerns about CAIR being involved,” he said.

    “We are an American Muslim organization, and American Muslims support their government, support their country and definitely support our troops who are working to defend our constitutional rights and our freedoms,” he continued.

    Soltani said many U.S. Muslims have served in the armed forces and that two veterans are on the CAIR-Oklahoma board.

    Larry Williamson, a member of the Tulsa 912 Project, a conservative organization, said it is “atrocious” to ask veterans to “march alongside people who represent our enemies in a current war.”

    “I believe all American entrants who the parade is intended to honor should be made aware as soon as possible that they are being asked to share their honor with the Muslim Brotherhood, sworn enemy of the United States and our ally Israel and an enemy in our current war on the Islamic jihad in which American soldiers are fighting and dying,” he said in a letter to the Tulsa World.

    Williamson said he has been told that his Tulsa 912 Project float is scheduled to be in line next to the CAIR float in the parade.

    “I’m not a spokesman for Tulsa 912, but I won’t march alongside the Muslim Brotherhood,” he said.

    Asked why he uses the term Muslim Brotherhood instead of CAIR, Williamson said the FBI has identified CAIR as an arm of the Muslim Brotherhood in America. CAIR has consistently stated that it has no connections with any terrorist groups.

    Patsy Varnell, vice president of the Tulsa Veterans Day Parade Association, confirmed that CAIR-Oklahoma’s application to be in the parade has been accepted.

    “The parade is nonreligious,” she said.

    “We feel that we are exercising the rights established by the Constitution of freedom of speech, and this group has the right to participate. We do not want any problems, but we have to be fair to everybody,” Varnell said.

    Ronda Vuillemont-Smith, president and founder of the Tulsa 912 Project, said the group is not asking that CAIR be removed from the parade but that parade organizers “be honest and open and let people know that they are in.”

    “My concern is that the parade committee was trying to keep this information out of the public eye,” she said.

    WASHINGTON – A federal judge has determined that the Justice Department provided “ample evidence” to designate the most prominent Muslim group in America as an unindicted terrorist co-conspirator.

    According to a federal court ruling unsealed Friday, the Washington-based Council on American-Islamic Relations has been involved in “a conspiracy to support Hamas,” a federally designated terrorist group that has murdered at least 17 Americans and injured more than 100 U.S. citizens.

    The 20-page order, signed by U.S. District Judge Jorge A. Solis, cites “ample evidence” that CAIR participated in a “criminal conspiracy” led by the Holy Land Foundation, Hamas’s main fundraising arm in the U.S. As a result, the judge refused CAIR’s request to strike its name from documents listing it as an unindicted co-conspirator in the case.

    “The four pieces of evidence the government relies on do create at least a prima facie case as to CAIR’s involvement in a conspiracy to support Hamas,” Solis wrote in his July 2009 ruling.

    Air forces from around the world have gathered deep in the Arava desert in the south of Israel for the past week and a half to take part in the largest aerial exercise in the history of the Israeli Air Force.

    The “Blue Flag” exercise, which is continuing through November 3, pits the Israeli Air Force, the United States Air Force, Greece’s Hellenic Air Force and the Polish Air Force against a fictional enemy state, the captain in charge of all IAF exercises told The Times of Israel Thursday night.

    A number of other countries, including Germany, also sent pilots and officers to observe the exercise, but did not take part.

    This joint drill is the second “Blue Flag” exercise; the first took place in 2013 and was the largest multi-lateral exercise the IAF had ever hosted.

    The various air forces collaborated closely through every step of the current exercise, the IAF captain said, from planning to execution and finally to debriefing.

    Though the exercise began on October 18, planning for it started nearly eight months ago, the Israeli official said, with an IAF representative contacting each participating country and initially asking, “What do you want to train for?”

    Those requests came together to form the plan for “Blue Flag,” which sent Israeli and American F-15 squadrons, along with Israeli, Hellenic and Polish F-16 squadrons, flying through nearly all of Israel’s air space, firing simulated weapons against fictional enemy missile launchers, convoys and aircraft, he said.

    Though the drill was intensive and demanding, it was designed more to test the mettle of the men and women behind the controls than to test the technical capabilities of the fighter jets themselves.

    “We wanted it to be challenging for the airmen, rather than for the machines,” said the IAF captain, who cannot be named for security reasons.

    In order to “put the airmen through their paces,” he explained, the people running the exercise tried to surprise them, putting them in situations where “the pilot doesn’t know where their target is coming from.”

    “Blue Flag” ends next Thursday.

    Norfolk, Va. (NNS) -- The Center for Surface Combat Systems (CSCS) Detachment (Det) East, who manages and operates electronics technician (ET) "C" school, recently hosted the ET Combat Systems Strategic Training Ratings Review (CSSTRR) onboard Naval Station Norfolk, Oct. 27 - 29.

    Fourteen U.S. Navy commands and four ships, including USS Mitscher (DDG 57), USS Eisenhower (CVN 69), USS Leyte Gulf (CG 55) and PCU Gerald R. Ford (CVN 78), attended to discuss current and future ET manning, training and technology initiatives.

    Representatives from fleet, expeditionary and training commands, including Afloat Training Group (ATG) Norfolk, Naval Sea Systems Command (NAVSEA), Commander, Naval Air Forces (CNAL), Naval Air Technical Training Center (NATTC), Joint Communications Unit (JCU), Special Boat Team (SBT) and Naval Special Warfare Development Group (NSWDG), were present, as well as community mangers from Navy Personnel Command.

    Capt. Bill McKinley, CSCS commanding officer, oversees 14 learning sites, including CSCS Det East, and is responsible for combat systems training across the ratings of Fire Controlman, Operation's Specialist, Gunner's Mate, Sonar Technician (Surface), Mineman, Interior Communications Electrician, and Electronics Technician.

    In December 2014, CSCS developed the CSSTRR to review each rating in a series of strategic reviews that will serve to form the basis for a formal learning approach. The ET CSSTRR is the seventh review to be completed.

    Cmdr. Henry Pierce, CSCS Det East officer-in-charge, says the review was very productive.

    "This opportunity to bring together and leverage fleet subject matter experts in this deliberate planning effort to establish a strategic plan for the ET rating was a huge step in the right direction for the Navy," Pierce said. "Our collaborative efforts in educating and informing, debating, and collaboration will directly support and influence the full implementation of Block Learning and ready relevant Learning.

    The result of the reviews will be presented to leadership for resourcing via the Surface and Expeditionary Warfare Training Committee (SEWTC) where they will be reviewed by both Type and Fleet commanders for priority.

    Lt. Amanda Norton, ET division officer and ET CSSTRR staff officer for CSCS Det East, says the review was a fantastic opportunity to have so many subject matter experts together who have a wide range of fleet, expeditionary, training and staff experience.

    "It was motivating to be able to work with many passionate individuals in order to develop a plan to implement ready relevant Learning and the Sailor 2025 initiative, along with improving the ET rating as a whole," Norton said.

    The review of the FC Non Aegis rating, will be hosted by CSCS Unit Dam Neck, Nov. 17-19, onboard Naval Station Norfolk.

    CSCS' mission is to develop and deliver surface ship combat systems training to achieve surface warfare superiority. CSCS headquarters' staff oversees 14 learning sites and provides nearly 70,000 hours of curriculum for 700 courses a year to more than 40,000 Sailors.

    CSCS delivers specialized training for Officer and Enlisted Sailors required to tactically operate, maintain, and employ shipboard and shore-based weapons, sensors, and command and control systems utilized in today's Navy.

    CHINHAE, Republic of Korea (NNS) -- The U.S. and Republic of Korea (ROK) navies will participate in Exercise Clear Horizon, Nov. 9-13, in waters south of the Korean peninsula.

    Clear Horizon is an annual bilateral exercise between the U.S. and ROK navies designed to enhance cooperation and improve capabilities in mine countermeasure operations.

    Approximately 330 U.S. Navy personnel assigned to Mine Countermeasures Squadron 7, along with MH-53E helicopters from Helicopter Mine Countermeasures Squadron (HM) 14 and teams from Explosive Ordnance Disposal Unit 5, will join ROK navy forces for the bilateral training.

    During the exercise, U.S. and ROK units will practice clearing routes for shipping and conduct training surveys for clearing operational areas. Mine clearing helicopters will also be utilized to rehearse mine countermeasure operations from the air.

    Clear Horizon is one of approximately 20 annual bilateral training exercises held each year between the U.S. and ROK navies aimed at strengthening the alliance and preserving stability and peace around the Korean peninsula and throughout Northeast Asia.

    CNFK is the United Nations Component Commander during Armistice and the U.S. and UNC Sending States navies routinely plan, exchange information, train and operate together to strengthen coordination and improve combined capabilities.

    SAN DIEGO (NNS) -- A multi-disciplined Navy audit team conducted a CYBERSAFE initial pilot at the Space and Naval Warfare Systems Command (SPAWAR) during the week of Nov. 2-6.

    The week long effort was a two-phased process that included a "functional audit" of the Office of the Chief of Naval Operations (OPNAV), Program Executive Office Command, Control, Communications, Computers and Intelligence (PEO C4I) and SPAWAR to make certain the organizations have identified the right personnel, granted sufficient authority and established through processes to execute the CYBERSAFE program. The second phase of the "test-drive" was an end-to-end review of each organization's processes to ensure program managers understood and were able to identify, develop and certify CYBERSAFE material solutions, as well as identify and modify in-service programs through material or non-material solutions.

    "The purpose of the CYBERSAFE program is to provide maximum reasonable assurance of the survivability and resiliency of critical warfighting information systems and platforms," said Ed Lazarski, SPAWAR Office of the Chief Engineer and director of Cybersecurity for PEO C4I. "The joint effort addresses the security controls for a subset of mission-critical Navy systems. The result will be more secure Navy networks."

    CYBERSAFE is modeled after SUBSAFE which is the rigorous submarine safety program begun after the loss of the USS Thresher in 1963. Like the submarine program, CYBERSAFE will harden a critical subset of warfighting components, which could be certain computer systems or parts of the network. CYBERSAFE will apply more stringent requirements to these components before and after fielding to ensure they are secure. CYBERSAFE will also require changes in crew proficiency and culture to implement these requirements.

    As a first test case, the audit team used PEO C4I's Automated Digital Network System (ADNS) to walk through the process, which helped them identify how existing procedures, such as the Enterprise Change Request process, can be used to implement new security controls. During the exercise, the team assessed the processes for CYBERSAFE certification to include establishing the CYBERSAFE grade, identifying and implementing security controls, certifying CYBERSAFE and continuously monitoring CYBERSAFE compliance.

    "Because of the interconnected nature of today's Navy systems, a new approach is required," said Lazarski. "Adversaries are able to exploit weaknesses in any of these systems, including the cyber gaps between them, to access weapons and platforms tasked with network security. In order to ensure comprehensive protection, the Navy needs to protect all the critical systems from the various forms of attack."

    To accomplish that goal, material and software solutions, plus procedural compliance, must be instituted so that cyber incidents are adequately prevented, detected, analyzed, reported, responded to and restored from without abruptly or unexpectedly impacting mission capability, in other words that they are CYBERSAFE.

    According to SPAWAR CYBERSAFE Program Director Sudha Vyas, the audit helped determine the level of readiness for the organization, the first of the Navy systems commands to take a program like ADNS and put it through a CYBERSAFE test drive.

    "We selected ADNS as the first program to put through the audit process, because we wanted to identify who has a role in execution and what their role would be," said Vyas. "The functional audit included leveraging draft policies into auditable attributes in order to demonstrate that the necessary authorities are in place. Although we may not have enough people yet, the test drive showed us that we have enough structure to implement CYBERSAFE."

    The team conducted individual functional audits of OPNAV, SPAWAR and PEO C4I to assess compliance with the draft CYBERSAFE Instruction. During their review, they uncovered no major process deficiencies and determined that all three organizations are positioned to begin execution of the CYBERSAFE program.

    "The team was great. At one point, we had 40-50 people in the room working through the various processes," said Vyas. "SPAWAR did much of the initial heavy lifting and we found no major deficiencies or roadblocks to prevent implementation and execution of CYBERSAFE."

    Secretary of Defense Ash Carter held an extensive bilateral meeting today with Japanese Minister of Defense Gen Nakatani in Kuala Lumpur, Malaysia, where the Association of Southeast Asian Nations Defense Ministers’ Meeting – Plus (ADMM-Plus) was held.

    Secretary Carter welcomed the enactment of the Peace and Security Legislation in Japan.  Both ministers expressed support for the establishment of the new Alliance Coordination Mechanism (ACM) and the Bilateral Planning Mechanism (BPM), a key implementation effort for the new bilateral defense guidelines, which were released in April this year. 

    Secretary Carter and Minister Nakatani also discussed U.S. force realignment; both expressed strong commitment to the Futenma Replacement Facility

    They also exchanged views on the ongoing host nation support negotiations, trilateral cooperation with Southeast Asian partner countries, and defense equipment and technology cooperation. Secretary Carter particularly praised Minister Nakatani’s recent meeting with ROK Defense Minister Han Min-koo, highlighting the importance of trilateral cooperation between Japan, the ROK, and the United States for regional stability

    The two leaders also discussed the rapidly evolving security environment in the Asia-Pacific region, including the East China Sea and the South China Sea.  They affirmed both governments’ determination to conduct maritime operations in accordance with international law

    New Delhi: The Islamic State, like Osama bin Laden and al Qaeda has been consciously created by the U.S. This has now been confirmed by the release of classified documents of the US Defense Intelligence Agency by Judicial Watch that obtained these through a federal lawsuit in the US.

    It was doubly confirmed in an interview to Al Jazeera more recently by Lt General Michael T.Flynn , the director of the Defense Intelligence Agency, commander of the Joint Functional Component Command for Intelligence, Surveillance and Reconnaissance, and chair of the Military Intelligence Board from July 24, 2012, to August 2, 2014.

    The first reports of this filtered out from the Syrian government over three years ago under the US-Turkey sponsored siege by rebel groups. Senior advisor to President Bashar al Assad, Bouthaina Shaaban told this writer in Damascus in 2012 that the al Qaeda had joined the rebels being pumped with arms and money by the governments opposing the Syrian government. Shortly after she said that new forces had joined the Opposition and could be more dangerous than even the al Qaeda.

    These claims from the Syrian government were stoutly denied by the U.S, Turkey and other countries involved in pushing the rebels through the conflict. A denial that has continued till recent days, despite the emergence of the more lethal Islamic State that is controlling large tracts of land now in both Syria and Iraq.

He said that the war had given rise to the Islamic State, and the US should have focused not on conflict but perhaps on solutions. He agreed that the ‘system’ was guilty of war crimes in Iraq and Afghanistan, and the prisons in Iraq had contributed directly to the rise of the Islamic State.

    General Flynn confirmed in the interview that the US had information about the Islamic State in 2012 saying, “I don’t know that they turned a blind eye, I think it was a decision. I think it was willful decision… It was a willful decision to do what they’re doing”.

    Northrop Grumman will build the Air Force’s new stealth bomber, which will be one of the most futuristic planes ever built — and for a while, at least, among the most secret.

    On Tuesday, the service announced the winner of the contract to develop the Long Range Strike-Bomber, a deal that includes options to buy the first five production lots, totaling 21 of a planned 100-plane fleet. The independent cost estimate for this development phase is $23.5 billion (in today’s dollars), and the Air Force is aiming to bring that down, said William LaPlante, the service’s acquisition head. Service officials have estimated the total value of the program at $80 billion.

    The winner beat out a Boeing-Lockheed Martin team.

    “The Long Range Strike-Bomber will support America’s defense strategy by forming the backbone of the Air Force’s future strike and deterrent capabilities,” Defense Secretary Ashton Carter said at a Pentagon briefing Tuesday announcing the winner.

    The LRS-B, which will be the military’s first bomber since the B-2 was built in secret in the 1980s, is coming together under a similar veil of secrecy. On Tuesday, the Pentagon released an independent cost estimate of $564 million per aircraft ($511 million in 2010 dollars), down from an earlier estimate of $606 million ($550 million in 2010 dollars), but the actual budget remains classified. The Air Force declined even to release an artist’s conception from the winning bid.

    “You can always argue it’s too classified or not classified enough, but the simple idea behind the classification of the program is we need to preserve, as long as we can, the advantage of what we’re doing so that adversaries can’t already be trying to build defenses against it,” LaPlante told reporters last Wednesday.

    Some have called the plane the B-3, but Air Force officials said that has not been decided yet. Even when the plane flies at an airshow for the first time, it, like most military aircraft, will have certain equipment that will remain classified.

    LaPlante dropped just one hint: “We’re going to do something that, as far as we know, has never been done before on a major platform.”  

    Over the past four years, the Air Force has spent $1.9 billion on the secret bomber project, Lt. Gen. Arnold Bunch, the Air Force’s military deputy for acquisition, said.

    “As the company that developed and delivered the B-2 Spirit stealth bomber, we look forward to providing the Air Force with a highly-capable and affordable next-generation Long Range Strike-Bomber,” Wes Bush, chairman, CEO and president of Northrop Grumman, said in a statement.

    Boeing and Lockheed, in a joint statement, said they were disappointed with the decision. ”We are interested in knowing how the competition was scored in terms of price and risk, as we believe that the combination of Boeing and Lockheed Martin offers unparalleled experience, capability and resources for this critically important recapitalization program.”

    For the Air Force, the selection of Northrop Grumman marks a huge milestone. A decade ago, the service had hoped to have a new bomber battle-ready by 2018. But Pentagon officials decided that such a plane required so much new and unproven technology that it was more likely to be canceled than reach the battlefield.

    “I stopped one new bomber program [in 2009] because I thought it was headed down the wrong path,” former Defense Secretary Robert Gates said during a rare appearance in Washington last week.

    Two years later, Gates approved the LRS-B.

    “I said … you’ve got to design it so you buy at least 100,” the former defense secretary told senators. “And … you have to start with technology that you understand.”

    That was an attempt to avoid repeating the B-2’s fate: as technology-development costs mounted, the service’s 100-bomber purchase was cut to 21, and the per-plane price soared past $2 billion.

    With the LRS-B, Air Force officials say they are budgeting for 100 planes and will keep the production cost of each bomber at $550 million in 2010 dollars. (That’s $606 million today.) That doesn’t include development costs. The Air Force’s cost estimates peg the program at nearly $80 billion. Todd Harrison, a budget analyst with the Center for Strategic and International Studies, projects the entire project to have consumed $111 billion when it finishes 25 years from now.

    The plane will initially use mature or existing technologies, which should forestall the kinds of cost increases and delays that have afflicted the F-35 Joint Strike Fighter and other programs.

    “Just because they’re existing and mature doesn’t mean that they’re in the open. It doesn’t mean that any of you even know about them,” LaPlante said.

    Still, the plane’s most valuable asset is likely not any single whiz-bang gadget, but its modular operating system. The bomber is meant to be the Linux of aircraft, easily and cheaply upgradeable over the next three decades.

    “You deliberately make the first version of it have the basic capabilities that you want and you have all the hooks in there and you have plans to upgrade the next version of it,” LaPlante said.

    And a solid plan for easy upgrades helps stave off the impulse to goldplate the initial aircraft. As Gates said, the new bomber “needs to be something that we know we can get off the ground for a reasonable price and then as new technologies become available, integrate them into that system.”
