L'Allemagne va déployer 1200 militaires pour lutter contre l'Etat islamique

Rarement engagée dans des opérations militaires extérieures, l'Allemagne a changé de position suite aux attentats de Paris et va envoyer 1200 soldats pour participer à la guerre contre l'Etat islamique.


A la demande de Hollande, Merkel promet d’agir vite contre le terrorisme en Syrie et en Irak


Longtemps réticente à s’engager en Syrie, l’Allemagne semble avoir changé d’avis en raison des attentats de Paris. L'armée allemande a ainsi indiqué, dimanche, qu'elle allait se déployer en Syrie pour lutter contre l’Etat islamique aux côtés de la coalition internationale.

Les Allemands vont donc déployer quelque 1200 militaires pour aider ses alliés, ce qui en fera sa mission la plus importante en cours à l'étranger. «Du point de vue militaire le nombre de soldats nécessaire pour assurer le fonctionnement des avions et navires devrait tourner autour de 1.200», a déclaré l'inspecteur général de la Bundeswehr, le plus haut gradé de l'armée allemande, Volker Wieker à l'édition dominicale du quotidien Bild.

Il a aussi précisé que la mission allemande en Syrie pourrait débuter «très rapidement après l’octroi d’un mandat», confirmant cet engagement. Ce changement de position de l’Allemagne a été annoncé jeudi, et le pays a d’ores et déjà annoncé son intention d’envoyer en Syrie une frégate, qui protégera le porte-avions Charles de Gaulle en Méditerranée, et des avions de reconnaissance et de ravitaillement dans le cadre des bombardements.

Au total, l’Allemagne devrait envoyer, entre quatre et six avions de reconnaissance Tornado qui seront basés sur des bases de l’OTAN en Jordanie et en Turquie.
Désormais, et avant l’envoi de troupes, le conseil des ministres allemand doit valider cet engagement militaire. Ce qui devrait être une formalité en raison de la large majorité dont dispose Angela Merkel.

Cet engagement en Syrie reste une chose rare dans le pays en raison de son passé. Ce n'est qu'en 1999, après un feu vert de la Cour constitutionnelle fédérale, que l'Allemagne fut pour la première fois depuis la Deuxième guerre mondiale engagée militairement à l'étranger, dans le cadre des frappes aériennes au Kosovo, sous mandat de l'OTAN. Actuellement, une centaine d’Allemands sont engagés en Irak pour former et équiper les combattants kurdes.

"The Navy has an astonishing sense of entitlement to public lands and waters," Sullivan said about how the Navy has approached the public's concerns over its operations. "Northwest Training and testing range manager Kent Mathes told me last year after a public meeting, 'We own the airspace and there's nothing anyone can do about it.'"

Dozens of naval EA-18G Growler supersonic jet warplanes will fly as low as 1,200 feet above the ground in some areas in order to conduct war games with 14 mobile towers on the ground in national forests. Medical doctors, scientific reports and even the Navy's own documents show that enough electromagnetic radiation will be emitted to be capable of damaging human eye tissue, causing breast cancer, causing childhood leukemia and damaging human fetuses, let alone impacting wildlife in the area. The Navy has denied that these impacts will occur.

Medical doctors also told Truthout that noise from the Navy's jets is a major health risk.

John Mosher, the Navy's northwest environmental manager for the U.S. Pacific Fleet, has stated that its planes will be flying as low as 1,200 feet above the ground.

Rep. Derek Kilmer (D-Washington State) requested that the Navy undertake a sound study under the auspices of the Federal Interagency Committee on Aviation Noise (FICAN). But according to Sullivan's group, "The Navy failed to do so. Instead it reconstituted an older study using data from Prowler jets, which are no longer being flown, to justify no significant impacts on the soundscapes of Olympic National Park.

Sullivan explained to Truthout that the Navy's EIS is "fatally flawed" for a number of reasons. One of the requirements of the law is for the Navy to give the public reasonable time to read and comment on their proposed operations, before the review period ends.

doctors have shown that the intense jet noise from the Navy's warplanes causes our bodies to go into functions that cause hypertension, increased triglycerides, lack of sleep, anxiety, lack of enough REM and other negative impacts. Several medical studies also show that the higher the decibels and the longer the hours, the higher potential for increased myocardial infarction, hypertension, anxiety and other issues.

WASHINGTON - L'annonce par la Russie qu'elle allait déployer des missiles antiaériens dernier cri sur sa base de Hmeimim en Syrie soulève «de sérieuses inquiétudes» chez les militaires américains, selon un haut responsable mercredi.

Moscou a annoncé envoyer ces systèmes de défense antiaérienne S-400 sur sa base près de la cité balnéaire de Lattaquié, dans l'ouest de la Syrie. Les missiles S-400 ont une portée de 400 kilomètres et représentent une menace éventuelle pour les avions de la coalition emmenée par les États-Unis.

«Il s'agit d'un système d'armement performant qui représente une menace significative pour tout le monde», a regretté un responsable militaire américain sous couvert d'anonymat. «Nous avons de sérieuses inquiétudes sur les opérations aériennes en Syrie».

Les États-Unis sont à la tête d'une coalition d'une soixantaine de pays qui a mené depuis plus d'un an environ 8 000 frappes en Irak et en Syrie contre les jihadistes du groupe État islamique (EI).

La Russie bombarde également depuis plusieurs semaines le groupe EI ainsi que les opposants au régime de Bachar al-Assad en Syrie, mais dans des zones différentes de celles visées par la coalition.

Russie et États-Unis se sont mis d'accord sur un minimum de coopération afin d'éviter tout risque d'accident entre pilotes des deux pays, mais la perspective de voir des batteries de missiles antiaériens déployées en Syrie n'est pas faite pour rassurer le Pentagone.

Un autre responsable américain, qui s'exprimait également sous couvert d'anonymat, a toutefois estimé que les missiles russes ne devraient pas affecter les vols de la coalition: «Nous n'allons pas nous immiscer dans les opérations russes et ils ne vont pas perturber les nôtres».

Ce responsable a aussi noté que la Russie avait livré plus de 30 chars T-90 et T-72 à Lattaquié. On ne sait toutefois pas s'ils seront utilisés par des forces russes ou s'ils seront mis à la disposition de l'armée syrienne.

Tension à la frontière turque
 
L'annonce du déploiement des missiles S-400 intervient au moment où l'aviation turque a abattu mardi un chasseur-bombardier russe le long de la frontière syrienne. Ankara affirme qu'il se trouvait dans l'espace aérien turc, tandis que Moscou assure à l'inverse qu'il a été abattu dans le ciel syrien.

La Russie a repris mercredi ses bombardements, notamment près de la frontière turque. Dans la province d'Alep, au nord, des frappes vraisemblablement russes ont touché des camions transportant de l'aide humanitaire, selon l'Observatoire syrien des droits de l'homme (OSDH). Un militant basé dans la région, Maamun Al-Khatieb, a précisé que ces bombardements avaient fait trois morts et six blessés, la plupart des chauffeurs de camions.

Selon M. Khatieb et l'OSDH, la zone n'avait pas été visée par l'aviation russe et syrienne depuis un certain temps.

Un responsable américain a déclaré être «au courant de rapports selon lesquels des véhicules transportant de l'aide humanitaire ont été touchés par une frappe aérienne aujourd'hui aux alentours de la ville d'Azaz».

Ce responsable a noté qu'aucun avion de la coalition n'avait volé dans cette zone dans les dernières 24 heures.

 Ashwini Bhatia/Associated Press Tibetan spiritual leader the Dalai Lama says humankind bears some responsibility for the emergence of terrorism.

Prayer alone will not be enough to stem terrorist attacks like the shootings and bombings last week that devastated Paris and shocked the world, the Dalai Lama said.

The Buddhist spiritual leader from Tibet said in an interview with German media outlet Deutsche Welle on Monday that terrorism is a problem caused by humans and, thus, must be fixed by mankind without God's intervention.

"People want to lead peaceful lives. The terrorists are short-sighted, and this is one of the causes of rampant suicide bombings. We cannot solve this problem only through prayers," the Dalai Lama said as part of a response to a question about how he viewed the attacks.

"I am a Buddhist and I believe in praying. But humans have created this problem, and now we are asking God to solve it," the Nobel Peace Prize winner said. "It is illogical. God would say, solve it yourself because you created it in the first place."

Other religious leaders, like Pope Francis, have encouraged followers to join him in prayer after Friday's series of shootings and bombings that killed at least 129 people and injured more than 300.

It would also be unwise to expect politicians to devise solutions too, the Dalai Lama said.

"So let us work for peace within our families and society, and not expect help from God, Buddha or the governments," he said.

Though the conflict between Western secular countries and radicalized Islamist terrorists is often depicted as a clash of civilizations with irreconcilable differences, the Dalai Lama said the struggle is not nearly as stark.

"The problems that we are facing today are the result of superficial differences over religious faiths and nationalities. We are one people."

The Dalai Lama's comments echo remarks he made in New York on his first visit to the city after the Sept. 11 terrorist attacks.

During that trip, The New York Times reported that he said "compassion, dialogue — peaceful means" are the "real antidote" to terrorism
"'Terrorism comes out of hatred, and also short-sightedness," he said.

Vladimir Putin has ordered 150,000 Russian Troops to Syria; to put down all Terrorist groups and put an end to the Civil War there. The Russian president is reportedly mounting an enormous military mission to take control of the terror group's stronghold of Raqqa. The city is the self-declared capital of ISIS in Syria and is patrolled by as many as 5,000 jihadi members.

Putin is set to mobilize the 150,000 reservists who he conscripted into military service in September.

To make matters worse, Turkey has begun a de facto blockade of Russian naval vessels, preventing transit through the Dardanelles and the Strait of Bosporus, between the Black Sea and Mediterranean.

According to the AIS tracking system for the movement of maritime vessels, only Turkish vessels are moving along the Bosphorus, and in the Dardanelles there is no movement of any shipping at all.

At the same time, both from the Black Sea, and from the Mediterranean Sea, there is a small cluster of ships under the Russian flag, just sitting and waiting

In addition, shipping inside the Black Sea from Novorossiisk and Sevastopol in the direction of the Bosphorus, no Russian vessels are moving.

This indirectly confirms the CNN statement that Turkey may have blocked the movement of Russian ships on the Dardanelles and the Strait of Bosphorus under the Treaty of the Montreux Convention Regarding the Regime of the Straits.

The UPS Foundation, the philanthropic arm of UPS (NYSE: UPS), today announced an initial commitment of $500,000 (US) to aid in response and recovery efforts following the devastating earthquake on April 25 in Nepal. The UPS Foundation will contribute a combination of cash and in-kind support to enable the provision of urgent relief supplies as well as potential on-the-ground logistics support for long-term recovery needs.

Through its Humanitarian Relief & Resilience Program, The UPS Foundation already has contributed a significant portion of these funds toward the immediate activation of emergency funds, enabling the purchase and distribution of critical relief supplies in the region. These funds have gone to the United Nations High Commissioner for Refugees (UNHCR) to secure shelter supplies and solar lanterns as well as to The World Food Programme for emergency food assistance such as high energy biscuits, and to CARE for the purchase of supply kits including tarps, blankets, jerry cans and toiletries.

UPS is also coordinating a consolidated relief charter flight to Nepal in support of the Dubai International Humanitarian City (IHC) partner organizations. Additionally, The UPS Foundation is working closely with the United Nations Logistics Cluster and the UN Office for the Coordination of Humanitarian Affairs (UNOCHA) to identify additional logistics support needs once further immediate and long-term recovery needs are determined.

“The devastation in Nepal is heartbreaking, and our condolences go out to all of the people impacted by this terrible tragedy,” said Eduardo Martinez, president of The UPS Foundation. “As recovery efforts continue, we will work closely with our partner organizations and the United Nations Logistics Cluster to evaluate additional ways that UPS can help through critical logistics support.”

Most recently engaged in the relief efforts in Vanuatu, The UPS Foundation’s Humanitarian Relief & Resilience Program supported more than 263 humanitarian relief shipments across 43 countries with particular focus on Typhoon Haiyan and the Ebola outbreak throughout 2014. Une invasion terrestre de la Syrie est entrain d’être préparée entre acteurs arabes, turc et américain, à l’instar de ce qui s’est passé au Yémen, affirme le journal libanais al-Akhbar, au moment où se multiplient les déclarations qui y font allusion.

Aussi bien Ankara, que Riad et Abu Dhabi ne cessent de marteler cette thèse. Surtout depuis que deux membres du Congrès américain l’ont  évoquée dernièrement.

La semaine passée à Bruxelles, le Premier ministre turc Ahmet Davutoglu n’a pas mâché ses morts, assurant que son pays allait entamer une nouvelle opération aux côtés de l’Arabie saoudite et d’un pays tierce dont il n’a pas dévoilé l’identité, pour lutter contre le terrorisme en Syrie.

Il a tenu ses propos aux côtés du patron de l’Otan, Jens Stoltenberg, assurant que les frontières de la Turquie avec les Syrie étaient elles-mêmes celles de l’Otan.

Sans tarder, l’Arabie saoudite s’est manifesté, exprimant par le biais d’un responsable du ministère des AE saoudien qu’elle soutenait l’intensification des efforts pour une coalition internationale pour soi-disant combattre Daesh en Syrie et en Irak, insistant sur la nécessite de la participation de la Grande Bretagne.

Quant aux Emirats arabes Unis, ils ont affiché leur volonté franche de faire part à un tel effort, écartant par la voix du ministre des AE, Anouar Karakech le scénario d’une intervention qui ressemble à celle qui avait été mise au pied pour libérer le Koweït de l’invasion irakienne au début des années 90 du siècle dernier.

« La coalition arabe au Yémen sous le commandement de l’Arabie saoudite est l’exemple à  suivre pour nous en tant qu’Etats », a-t-il signifié.

Avant ces déclarations turques, saoudiennes et émiraties, ce sont  les deux congressemen républicains , John McCain et Lindsey Graham, très critiques à l'égard de la politique d'Obama, qui s’étaient attardés pour exposer dans les détails ce scénario.

La formation d’une force de 100 mille soldats étrangers, dont la majeure partie devraient être originaires des pays arabes et musulmans, dont l’Arabie saoudite, l’Egypte et la Turquie en particulier. Au côté de 20 mille militaires américains dépêchés en Syrie et en Irak pour leur prêter main forte.

Pour l’Irak seulement, les deux hommes ont réclamé une augmentation des effectifs américains pour qu'ils atteignent les 10 mille militaires, sachant que leur nombre actuel est de l’ordre de 3.500 conseillers militaires.


Arabes sunnites contre les autres


Dans les propos de McCain, l’un des soutiens avérés aux milices takfiristes en Syrie pour renverser le président syrien, et de Graham, l’accent est fortement mis sur les différences communautaires et nationalistes, quoique les turcs devraient en principe faire partie de cette forces suggérée : « la mobilisation de nos alliés arabes dans une force terrestre suggérée pour la Syrie est quelque chose de très possible sans être  facile pour autant… le fait d’isoler Assad est la seule voie pour que les pays arabes sunnites puissent soutenir la force terrestre proposée », a affirmé le premier, en allusion à une proposition qu’il avait faite auparavant : la formation d’une force européenne et arabe soutenue par 10.000 conseillers et formateurs américains.

Et Graham de poursuivre pour expliquer le rôle de ces conseillers, prenant bien soin d’être provoquant : « ils fourniront les potentialités que les arabes ne possèdent pas », a-t-il indiqué, en s’interrogeant non sans hypocrisie : «  Depuis quand une armée arabe a-t-elle effectué des manœuvres ? ».

Toujours avec autant de duplicité, Graham prend soin de faire la distinction entre le scénario proposé et les deux autres guerres, celles d’Afghanistan et d’Irak, aux résultats mitigés pour les Etats-Unis et leurs alliés régionaux.

«Cette fois-ci, il est question d’une force formée d’une armée régionale importante avec une petite force occidentale. Alors que durant les deux autres guerres il y avait des forces occidentales importantes et une force régionale très petite ».

Et de verser lui aussi dans l’approche communautaire : « à mon avis, la force qui va rester sera une force internationale et les Arabes sunnites pourront contrôler une partie de la Syrie où ils seront accueillis après le départ de Daesh ».


Grignotage du principe "no boots on the ground"

Quoique les positions de ce tandem républicain ne reflètent pas la politique de l'administration américaine démocrate,  l’AFP constate dans les positions américaines officielles un renforcement de l'implication des forces spéciales américaines en Syrie et en Irak. Lequel   «grignote un peu plus le principe du "pas de soldats sur le terrain" (no boots on the ground) posé par le président Obama ».

En effet, l'implication se fait petit-à-petit, et sa révélation avec une grande précaution, comme si elle voulait passer inaperçue, surtout en Syrie. 

Ce mardi, Washington a déclaré être "prêt à renforcer" la cinquantaine de soldats des forces spéciales envoyés dans le nord de la Syrie, et révélé qu’il a déployé une unité de forces spéciales en Irak pour des raids contre la milice wahhabite takfiriste Daesh.
   
En Syrie, "là où nous trouverons de nouvelles opportunités de développer" le groupe des forces spéciales déjà sur place, "nous serons prêts à le renforcer", a déclaré le secrétaire à la Défense Ashton Carter devant la commission des forces armées de la Chambre des représentants.
   
En Irak, les Etats-Unis "sont en train de déployer" une "unité spécialisée" des forces spéciales pour "aider les forces irakiennes et kurdes peshmergas" à mener des raids sur le terrain contre le groupe Etat islamique, a-t-il ajouté.
 
Selon lui, ces forces spéciales seront à terme capables de conduire des raids, libérer des otages, obtenir du renseignement et capturer des responsables du groupe Etat islamique.
   
Cette unité de forces spéciales "sera également en position de conduire des opérations unilatérales" en Syrie, a-t-il assuré.

L'équipement militaire de ces nazis de l'Otan et des Etats-Unis sont arrivés bien avant le déploiement des missiles antiaériens russes.  En Juin dernier avait déjà commencé à envoyer des troupes en Europe. Il y a également un exercice militaire de grande envergure présentement de la part de l'Otan, en Europe "La porte-parole de l’OTAN Oana Lungescu et plusieurs hauts représentants militaires de l’OTAN se sont adressés à la presse mercredi 15 juillet 2015 pour annoncer la tenue de l’édition 2015 de Trident Juncture, qui sera le plus grand et le plus ambitieux des exercices organisés par l’Alliance depuis plus de dix ans. Les nombreux exercices militaires ont servi de paravent pour le déploiement des troupes et de l'équipement partout dans le monde. Et que des dires des soldats à l'Intelligence Artificielle qui elles aussi sont de plus en plus déployés et qui joueront un rôle majeur dans la suite des mois et années. COP21, est en fait la grippe finale sur ce que fut ce monde jusqu'à ce jour. Satan, le dieu de la guerre et de la destruction, va maintenant étendre ses griffes sur tous les pays et amener un esclavage pesant pour tous les peuples. Nous pouvons donc nous attendre  qu'après COP21, les forces de Satan, au nom de la lutte contre le terrorisme, vont fondre sur les nations toutes en même temps, avec l'aide de ISIS. Il est à prévoir dans ce scénario, une guerre thermo-nucléaire afin de pouvoir déclarer un état d'urgence global. Avec ce qui vient, la Terre entière sera imbibée de sang. Nous entrons maintenant dans l'âge de la grande noirceur et de la grande déception!

L'Otan invoque le déploiement de missiles sol-air russes en Syrie pour justifier le renforcement sa présence militaire en Europe de l'Est.

Le déploiement de systèmes de missiles antiaériens russes S-400 en Syrie constitue l'une des raisons qui ont poussé l'Alliance atlantique à renforcer sa présence en Europe de l'Est, a déclaré le secrétaire général de l'Otan, Jens Stoltenberg, en arrivant à la rencontre des chefs de diplomatie des 28 pays de l'Alliance qui se tient pendant deux jours à Bruxelles.

Selon le secrétaire général, l'implantation de S-400 en Syrie "fait partie d'un scénario selon lequel la Russie cherche à déployer ses armements ultramodernes en Syrie et en Europe".

Trouble-fête: le S-400 russe bouscule les plans américains en Syrie

"L'Otan continue à s'adapter à une Russie de plus en plus offensive, qui a déployé des armements dernier cri. C'est une raison parmi tant d'autres pour laquelle nous avons mis nos troupes en état d'alerte renforcée et avons augmenté notre présence militaire dans l'est de l'Alliance", a indiqué Jens Stoltenberg.
 
La Russie a installé des systèmes antiaériens en Syrie et équipé ses bombardiers de missiles air-air en représailles à l'attaque perpétrée par un chasseur turc contre un Su-24 qui participait à un raid contre les terroristes de l'Etat islamique. Le pilote de l'avion russe a été tué, le navigateur a été sauvé.

Les relations entre la Russie et l'Otan se sont dégradées suite aux divergences sur l'Ukraine. Moscou a à plusieurs reprises signalé le renforcement sans précédent de la présence militaire de l'Alliance le long des frontières russes. L'Otan affirme pour sa part qu'il s'agit d'une réponse à la "menace" émanant de la Russie.

Les alliés de l'Otan ont décidé mardi de maintenir les effectifs de leurs troupes en Afghanistan au même niveau en 2016, soit 12.000 hommes, et ont lancé une campagne pour financer les forces afghanes aux prises avec les taliban.

Quatorze ans après l'opération militaire américaine qui avait renversé le régime taliban à l'automne 2001, les pays de l'Otan doutent de l'aptitude de l'armée et de la police locales à assurer la défense de l'Afghanistan face aux taliban, qui se sont brièvement emparés de Kunduz, dans le Nord, en septembre.

De ce fait, l'Alliance atlantique a renoncé à son projet de réduction de ses effectifs en Afghanistan d'ici la fin de cette année.

"Nous sommes en Afghanistan pour empêcher que ce pays ne redevienne le havre du terrorisme international (...) Il est aussi dans l'intérêt de notre propre sécurité que cela ne se produise pas", a déclaré le secrétaire général de l'Otan, Jens Stoltenberg, lors d'une réunion des ministres des Affaires étrangères des 28 pays membres de l'Alliance.

En excluant les forces antiterroristes américaines, l'Otan disposera de 12.000 hommes en Afghanistan pendant la majeure partie de l'année prochaine, soit 7.000 Américains et 5.000 militaires des autres pays de l'alliance mais aussi de partenaires de l'Otan comme la Géorgie.

Lors de la réunion des ministres à Bruxelles, l'Otan a lancé d'autre part une campagne pour trouver trois milliards d'euros destinés au financement des forces de sécurité afghanes à partir de 2018.

Le budget des forces de sécurité afghane, financé par les Etats-Unis et leurs alliés de l'Otan, est bouclé jusqu'à la fin 2017. L'Otan souhaite annoncer la poursuite du financement pour la période 2018-2020 lors de son prochain sommet, au mois de juillet.

"L'Afghanistan demeure l'un des pays les plus pauvres au monde et je pense donc que nous faisons là un bon investissement", a dit Jens Stoltenberg au cours d'une conférence de presse.

Comme convenu lors du sommet de Chicago en 2012, les pays de l'Otan hors Etats-Unis, et des partenaires comme le Japon, versent au total un milliard de dollars par an (940 millions d'euros) en plus des 4,1 milliards de dollars (3,8 milliards d'euros) que Washington consacre annuellement au financement des forces afghanes. Jerusalem (AFP) - Prime Minister Benjamin Netanyahu admitted for the first time Tuesday that Israeli forces have been operating in Syria, where the Iran-backed regime is battling rebels including the jihadist Islamic State.

"We occasionally carry out operations in Syria to prevent that country from becoming a front against us," Netanyahu told reporters during a visit to northern Israel.

"We also do everything to prevent weapons, particularly lethal ones, being moved from Syria to Lebanon," he added.

Netanyahu did not provide further details and his comments were the first public recognition that Israel has been active in conflict-riddled Syria.

Several purported strikes have occurred in recent months, targeting alleged Iranian arms transfers from Syria to Lebanon and destined for Israel's arch-foe, the Lebanese Shiite movement Hezbollah.

But these strikes were not officially acknowledged by Israeli authorities.

Israel opposes the regime of Syrian President Bashar al-Assad, which has been battling an armed rebellion since March 2011, but has sought to avoid being dragged into the war in neighbouring Syria.

Russia, an ally of the Assad regime along with Iran, launched an air campaign against his opponents in late September.

On Sunday, Defence Minister Moshe Yaalon said a Russian warplane had recently entered Israeli-controlled airspace from Syria but the intrusion was resolved without incident.

"It was apparently an error by the pilot who was flying near the Golan," Yaalon said.

Israel seized most of the Golan Heights from Syria in 1967 and later annexed the territory in a move never recognised by the international community.

Yaalon said Israel and Russia had made arrangements to avoid clashes over Syria, with the agreement said to include a "hotline" and information sharing.

Netanyahu echoed his comments on Tuesday, saying the Israeli and Russian military forces "are in close coordination to avoid such incidents".

Their remarks came in the aftermath of the downing by Turkey over a Russian warplane which Ankara said had entered Turkish airspace -- a claim denied by Moscow.

WATCH US Military's New Goal to Fight ISIS

Defense Secretary Ash Carter told Congress today that the U.S. would establish a special operations "targeting force" in Iraq as part of the intensified military effort to fight ISIS.

The special operations force would conduct raids, could free hostages held by ISIS, gather intelligence and capture ISIS leaders in both Iraq and Syria.

It is part of the broader role for U.S. special operations forces that Carter said would occur in the wake of the raid in late October where U.S. special operations forces helped free 70 ISIS hostages in northern Iraq. That same raid resulted in the death of Master Sergeant Joshua L. Wheeler, the first American fatality from combat in Iraq since the return of U.S. forces to that country in mid-2014.

Some U.S. Special Operations forces currently operate inside Iraq in an advise-and-assist role with Iraqi and Kurdish forces, but have not engaged in unilateral raids, U.S. officials said. The American forces that participated in the October rescue raid in Hawija, Iraq, were accompanying Kurdish forces when they became involved in the fight.

Carter told the House Armed Services Committee today that "we're deploying a specialized expeditionary targeting force to assist Iraqi and Kurdish Peshmerga forces and to put even more pressure on ISIL."

ISIS is also known as ISIL or the Islamic State.

Carter said their operations in Iraq would create "a virtuous cycle of better intelligence, which generates more targets, more raids, and more momentum."

A U.S. official told ABC News that initial planning for the new special operations task called for roughly 200 personnel in Iraq. The official also said it was unclear if that number of personnel would fall under the current authorized cap of 3,550 U.S. troops in Iraq or might lead the White House to authorize a larger number of troops to serve in a training and advise and assist role in Iraq.

General Joseph Dunford, the chairman of the Joint Chiefs of Staff, told the committee today any military recommendations in the war on ISIS are not limited by that troop cap.

"I can assure you that I don't feel at all inhibited about making recommendations that would cause us to grow greater than 3,500, or would I were to believe that would help us to defeat ISIL,” Dunford said.

Much as special operations forces operated against al Qaeda in Iraq during the previous U.S. military in Iraq, “our operations will be intel driven,” said Dunford. "Our assessment is that this force and the operations this force will conduct will provide us additional intelligence that'll make our operations much more effective. And I think that's what the secretary refers to when he talks about the virtuous cycle.”

“The enemy doesn't respect boundaries; neither do we. We are fighting a campaign across Iraq and Syria. So we're going to go where the enemy is and we're going to conduct operations where they most effectually degrade the capabilities of the enemy," Dunford said.

Carter said the force would "also be in a position to conduct unilateral operations into Syria." Over the past year, U.S. special operations forces have already conducted two targeted raids into Syria.

The force's operations in Syria would be separate from the scheduled deployment of up to 50 special operations forces that will soon be deployed to northeastern Syria. In October, the Pentagon announced that it would send up to 50 special operations forces there to work with the Syrian Arab Coalition, a force of 5,000 Arab rebels that has been fighting ISIS.

Carter said the special operations task force had been established with the cooperation of the Iraqi government. "The raids in Iraq will be done at the invitation of the Iraqi government and focused on defending its borders and building the ISF's (Iraqi Security Forces) own capacity," he said.

In an appearance before the Senate Armed Services Committee in October, Carter had included "raids" as one of the "Three R's" that would guide the intensified effort against ISIS. The other two R's described putting military pressure on Raqqa, ISIS's de facto capital in Syria, and Ramadi, the western Iraqi city seized by ISIS earlier this year.

The U.S. Government failed to deter them through threats of criminal prosecution, and clumsy attempts to intimidate their families. Now four former Air Force drone operators-turned-whistleblowers have had their credit cards and bank accounts frozen, according to human rights attorney Jesselyn Radack.

“My drone operators went public this week and now their credit cards and bank accounts are frozen,” Radack lamented on her Twitter feed (the spelling of her post has been conventionalized). This was done despite the fact that none of them has been charged with a criminal offense – but this is a trivial formality in the increasingly Sovietesque American National Security State.

Michael Haas, Brandon Bryant, Cian Westmoreland and Stephen Lewis, who served as drone operators in the US Air Force, have gone public with detailed accounts of the widespread corruption and institutionalized indifference to civilian casualties that characterize the program. Some of those disclosures were made in the recent documentary Drone; additional details have been provided in an open letter from the whistleblowers to President Obama, Defense Secretary Ashton Carter, and CIA Director John Brennan.

“We are former Air Force service members,” the letter begins. We joined the Air Force to protect American lives and to protect our Constitution. We came to the realization that the innocent civilians we were killing only fueled the feelings of hatred that ignited terrorism and groups like ISIS, while also serving as a fundamental recruiting tool similar to Guantanamo Bay. This administration and its predecessors have built a drone program that is one of the most devastating driving forces for terrorism and destabilization around the world.”

Elsewhere the former drone operators have described how their colleagues dismissed children as “fun-sized terrorists” and compared killing them to “cutting the grass before it grows too long.” Children who live in countries targeted by the drone program are in a state of constant terror, according to Westmoreland: “There are 15-year-olds growing up who have not lived a day without drones overhead, but you also have expats who are watching what’s going on in their home countries and seeing regularly the violations that are happening there, and that is something that could radicalize them.”

By reliable estimates, ninety percent of those killed in drone strikes are entirely harmless people, making the program a singularly effective method of producing anti-American terrorism. “We kill four and create ten,” Bryant said during a November 19 press conference, referring to potential terrorists. “If you kill someone’s father, uncle or brother who had nothing to do with anything, their families are going to want revenge.”

Haas explained that the institutional culture of the drone program emphasized and encouraged the dehumanization of the targeted populations. “There was a much more detached outlook about who these people were we were monitoring,” he recalled. “Shooting was something to be lauded and something we should strive for.”

Unable to repress his conscience or choke down his moral disgust, Haas took refuge in alcohol and drug abuse, which he says is predictably commonplace among drone operators. At least a half-dozen members of his unit were using bath salts and could be found “impaired” while on duty, Haas testifies.

Among the burdens Bryant now bears is the knowledge that he participated in the mission that killed a fellow U.S. citizen, Anwar al-Awlaki. Identified as a radical cleric and accused of offering material support for al-Qaeda, al-Awlaki was executed by a drone strike in Yemen. His 16-year-old son, Abdulrahman, was killed in a separate drone strike a few weeks later while sitting down to dinner at the home of a family friend. Asked about the killing of a native-born U.S. citizen – who, at age 16, was legally still a child – former White House press secretary Robert Gibbs appeared to justify that act by blaming it on the irresponsibility of the innocent child’s father.

As Bryant points out, as a matter of law the elder al-Awlaki was innocent, as well.

“We were told that al-Awlaki deserved to die, he deserved to be killed as a traitor, but article 3 of section 2 of the U.S. Constitution states that even a traitor deserves a fair trial in front of a jury of his peers,” Bryant notes, lamenting that his role in the “targeted killing” of a U.S. citizen without a trial was a violation of his constitutional oath.

Investigative reporter Jeremy Scahill has produced evidence suggesting that the White House-approved killing of Anwar al-Awlaki’s son may have been carried out as retaliation against the family for refusing to cooperate in the search for the cleric. There are indications that the government has tried to intimidate the whistleblowers by intimidating their families.

In October, while Brandon Bryant was preparing to testify about the drone program before a German parliamentary committee, his mother LanAnn received a visit in her Missoula, Montana home from two representatives of the Air Force’s Office of Special Investigations. The men claimed that her personal information was in the hands of the Islamic State, which had placed her name on a “hit list.” She was also told not to share that disclosure with anyone – a directive she promptly ignored by informing Ms. Radack, who represents Brandon and the other whistleblowers.

According to Radack, a very similar episode occurred last March in which the stepparent of another whistleblower received a nearly identical visit from agents of the Air Force OSI. “This is the US government wasting taxpayer dollars trying to silence, intimidate and shut up people. It’s a very amateurish way to shut up a whistleblower … by intimidating and scaring their parents. This would be laughable if it weren’t so frightening.”

Given the role played by the U.S. government in fomenting, equipping, and abetting the growth of ISIS, such warnings have to be perceived as credible, albeit, indirect death threats.

Robert Ménard

Il s'était fait remarquer par la publicité faite autour de l'armement de la police municipale de Béziers, Robert Ménard veut maintenant créer une "garde" chargée de patrouiller dans la ville.


L'appel aux volontaires est lancé et sera placardé dès jeudi dans les rues de Béziers: Robert Ménard veut mettre en place une "garde biterroise", révèle mardi le Midi Libre. Sa  mission sera de patrouiller, à pied, dans les rues de la ville. "Comme partout ailleurs, il y a une demande de sécurité, les gens ont peur, ils sont angoissés, ils ont besoin de gens en uniforme", a assuré l'élu mardi soir sur BFMTV.

Cette garde sera non armée et composée de bénévoles, anciens policiers, gendarmes ou pompiers. Tous seront placés sous le statut de collaborateurs occasionnels du service public. Les candidats seront sélectionnés après un entretien individuel avec l'adjoint à la sécurité de la ville et le directeur de la police municipale, précise encore le média. Elle sera chargée de signaler tout acte suspect, a expliqué la mairie, et a vocation à exister tant que l'état d'urgence sera maintenu.

Polémiques en série


Depuis son élection à la mairie de Béziers en mars 2014, Robert Ménard a été à l'origine de plusieurs polémiques, notamment pour avoir annoncé le pourcentage d'élèves de confession musulmane dans les écoles publiques de sa ville, instauré un couvre-feu dans certains quartiers pour les mineurs de moins de 13 ans non accompagnés, ou organisé une campagne d'affichage faisant d'un énorme pistolet le "nouvel ami" de la police municipale.
La semaine dernière, le maire a demandé aux dirigeants des mosquées de sa ville de signer une "charte" en six points, leur demandant notamment de ne prêcher qu'en langue française.

Operations Security (OPSEC) as a concept is probably as old as war itself. Nevertheless, the fact that poor OPSEC practices have been costly in loss of human life and lost objectives in every American war demonstrates that, despite its venerated age, Operations Security as a doctrine needs to be learned afresh by each generation.

FORT GEORGE G. MEADE, Md. (NNS) -- The Navy released its new mobile Operations Security app designed to make annual training requirements more accessible to Sailors December 3.

The Naval OPSEC Support Team (NOST) from Navy Information Operations Command (NIOC) Norfolk, worked closely with Navy Education and Training Center (NETC), Sea Warrior Program (PMW 240) and TRACEN Technologies to develop the app.

Sailors can not only complete required training on the OPSEC app, but also access related resources and policies.

"Practicing OPSEC and understanding the OPSEC process will facilitate protecting critical information," said Jim Magdalenski, director of the Naval OPSEC Support Team. "If shared or not protected, we leave this information vulnerable to adversary collection and aggregation, which could result in actions taken against us and ultimately result in mission failure or even worse, loss of life."

Military family members play an active role in OPSEC and are responsible for protecting unclassified critical information.

"One of the biggest benefits for this particular app is that family members can also access the information and complete the training, if they desire," said Magdalenski. "Family members play a vital role in protecting critical information, and also are the groups most frequently requesting OPSEC training briefs."

The app gives Sailors an alternative to completing their required GMT.

Upon completing the training, Sailors and DON civilians will be given instruction on how to automatically update their electronic training jackets. Updates occur within two days.

"OPSEC Officers will have all the appropriate reference material at their fingertips to enhance their ship or shore command programs," said Magdalenski. "The ultimate goal is persistent training and educating for Sailors, civilians and family on OPSEC, ultimately enhancing the readiness of the Navy."

The OPSEC app features:

* Policy/Guidance: Includes Joint, DOD, Navy and Marine Corps Policies; Navy Tactics, Techniques, and Procedures; Marine Corps Warfighting Publication; and handbooks.

* Training: Features links to three computer-based training modules, as well as information on courses offered by the Naval OPSEC Support Team Norfolk and other OPSEC agencies. This includes "Uncle Sam's OPSEC" (USOPSEC), a 14-section GMT video-based course designed to educate service members and their families on vulnerabilities and risks associated with sharing too much information, particularly on social media sites and via mobile devices.

* Products: Includes training videos/links on a multitude of OPSEC topics, training briefs, smart cards that provide synthesized information and best practices at a quick glance, and brochures and posters to assist OPSEC program managers.

* Assessments: Features information and resources to assist OPSEC program managers on how to conduct OPSEC assessments at their command. A step-by-step guide, briefing tools, assessment checklists, sample questionnaires, and instructions are included.

* Favorites/FAQs: Highlight parts of the App the user finds most valuable. The Frequently Asked Questions module addresses some of the most common and prevalent OPSEC issues affecting DON personnel today, like spear phishing, social engineering, and computer hacking.

The Naval OPSEC Support Team (NOST), located at Navy Information Operations Command (NIOC) Norfolk, provides command OPSEC program development, awareness resources, assessment assistance, guidance and support training that promotes an understanding of OPSEC among both active duty and dependent personnel. The NOST supports these programs worldwide through a one-stop website for reach-back support to improve capabilities that strengthen war fighting effectiveness.

CAMP BUEHRING, Kuwait — Soldiers with 2nd Armored Brigade Combat Team, 1st Infantry Division and the Camp Buehring Troop Medical Clinic partnered with Soldiers from 1st Brigade Combat Team, 10th Mountain Division to create a realistic and challenging training exercise to give Army medical personnel sophisticated experience dealing with trauma injuries here, recently.

Along with U.S. Army Central personnel, service members from the Navy, Air Force and Canadian military took part in the weeklong trauma lanes to better prepare their medical personnel for a mass casualty situation.

“The scenarios [are based] around an attack on a forward operating base that is attacked by a vehicle-borne improvised explosive device, followed by small arms gunfire within the base itself.” said Army Capt. Michael Chamberlin, who participated as a trainee and training observer-controller. Chamberlin, a native of El Paso, Texas, is a physician with 2nd Battalion, 22nd Infantry Regiment, 1st Bde., 10th Mtn. Div.

The medical personnel are called to the site and are faced with simulated human casualties and moulage dummies, a mannequin with visible injuries and simulated blood. The combat related injuries ranged from amputation to gunshot wounds and more, said Chamberlin.

“Whenever you’re in a stressful environment, your fine motor skills are the first to go.” said Chamberlin. “We are trying to stress them and get them to practice using the medical equipment in a stressful environment. They are getting hands on training, cutting clothes, opening up ACUs and equipment and fumbling with it now as opposed to doing it when they have a live patient bleeding out in front of them.”

Among the simulated casualties, one of the more unique injuries was a Soldier who suffered a traumatic brain injury. For many of the teams going through the lane, it took some time before recognizing the Soldier playing the role was also a patient.

“The TBI guy threw me off for a minute,” said Army Spc. Nicholas Graves, a senior line medic with 1st Battalion, 32nd Inf. Reg., 1st Bde., 10th Mtn. Div. “I thought he was just an infantryman asking if he could help. I gave him a tourniquet to assist me with my patient, then I looked up and he was putting it on himself. He had his weapon turned in the wrong direction when I asked him to pull security. That’s when I realized he was out of it. I’ve never dealt with a TBI where the guy was that out of it.”

The medics work as a team to assess and evaluate casualties in a care under fire scenario before moving to a casualty collection point for tactical field care. The medical teams are able to conduct an in-depth medical intervention at the CCP before moving the patients to a role-one aid station, where doctors are able to provide mass casualty trauma care.

“Communication is always the number one challenge, you have to be able to communicate with your team,” said Army Maj. Tina Osborne, a physician assistant attached to 115th Combat Support Hospital. “As a doctor, a medic, or PA, you should be running these kinds of drills all the time to improve communication between your team. The more times you run through these drills with your team, the more familiar they get with the course of treatment the doctor wants to take on a patient.”

Throughout the course of the exercise, each medic is actively treating a patient, some with multiple patients. A provider acting as a training observer-controller is assigned to each patient, critiquing the medical teams and providing updates on the patient’s condition and treatment as the lane progresses.

“It really helps prepare you for real situations,” said Graves. “This is one of the best training scenarios I’ve gone through. Normally it’s one evaluator [for the event], with this training you had an OC overseeing the patient right with you, you’re not having to wait for them to evaluate the whole team.”

After stabilizing the patients, the team then calls a nine-line medical evacuation to transport the casualties to more definitive care to conclude the training.

“I have been pleasantly surprised,” said Chamberlin. “What I have seen working with them and as an OC, it’s been overwhelmingly successful. I’m very proud of their actions and reactions to the very difficult situations we are putting them in. It increases my confidence in both my guys and some of the others around base in responding to these situations and doing things appropriately.”

The leaders of Afghanistan and Pakistan agreed to work together to revive stalled peace talks with Taliban insurgents after meeting on the sidelines of a climate change conference in Paris, officials said.

Pakistan Prime Minister Nawaz Sharif and Afghan President Ashraf Ghani met Monday amid heightened tensions over Kabul's accusations that Islamabad aided the Taliban in their brief capture of the northern Afghan city of Kunduz in late September.

Pakistan, which wields considerable influence over the militants, hosted a historic first round of peace negotiations in July.

But the talks stalled soon thereafter when the Taliban belatedly confirmed the death of their longtime leader Mullah Omar.

The United States and China have been pushing for the process to restart, but frosty ties between Islamabad and Kabul have been hampering those efforts.

A Pakistan government statement late Monday said Ghani and Sharif had discussed the negotiations while they were in Paris.

"Both leaders agreed to work with all those who would enter such a process as legitimate political actors and act, alongside the Afghan government, against those who refuse to take the path of peace," the statement said.

Hopes for better ties were high after Ghani's election last year. But they have since plummeted, with Kabul blaming Islamabad for a surge in Taliban violence in 2015.

The Pakistani statement said Monday's talks were held "in an atmosphere of warmth and cordiality".

Sharif also met his Indian counterpart Narendra Modi at the conference, the government said in a statement issued in Paris late Monday.

"The Indian Prime Minister approached Premier Nawaz Sharif and had a brief meeting with him," the statement said, adding that the leaders seemed "friendly" and parted with a "warm handshake".

India and Pakistan have been arch-rivals since gaining independence from Britain in 1947 and have fought three wars.

Speaking at the UN General Assembly on Wednesday, Sharif outlined a four-point initiative to ease tensions between the two nuclear-armed countries.

The US-led coalition has made Iraqi and Syrian Kurdish forces primary allies against the Islamic State jihadist group, but over-reliance on the Kurds carries risks, analysts warn.

As the world seeks to turn up the heat on IS, some of the West's main partners on the ground are the peshmerga forces from Iraq's autonomous Kurdish region and the Kurdish People's Protection Units (YPG) in Syria.

The first soldiers officially deployed by the United States in Syria arrived last week in the north to train the YPG, a group which has close ties to Turkey's terror-listed Kurdistan Workers' Party (PKK) rebels but which has also notched up significant military successes against IS.

In the aftermath of the deadly November 13 attacks claimed by IS in Paris, French Prime Minister Manuel Valls emphasised the need to support Kurdish forces on the ground.

After IS took over swathes of Iraq in 2014, Washington launched air strikes alongside a programme to train and equip local forces.

The US "picked the Iraqi Kurds because they were strategic partners during the 2003 invasion and were, at least in their eyes, the most trustworthy," said Maria Fantappie, Iraq senior analyst with International Crisis Group.

More than a year on, multi-million-dollar attempts to groom Sunni Arab forces in both Iraq and Syria have yielded limited results at best and failed to sabotage IS' self-proclaimed "caliphate".

Attacks in France, elections in the US and a migrant crisis across Europe converge to up public pressure for swift and decisive action against the increasingly global threat of IS.

- Bargaining chips -

Kurdish forces are among the most skilled, organised and determined to battle IS in the region.

But analysts warn military action should be matched with political planning for the post-IS era in Iraq and Syria, and that relying too heavily on the Kurds could backfire.

The lack of a roadmap addressing Kurdish statehood aspirations is an incentive for groups to secure as many future bargaining chips as possible by winning military brownie points now.

Fantappie said that explains why the YPG might be prepared to push beyond Kurdish areas and take part in an offensive to recapture the IS hub of Raqa, an almost entirely Arab city.

"Definitely this is on their mind, especially for the YPG, which strives to gain international recognition," she said.

In neighbouring Iraq, forces loyal to the regional Kurdish president Massud Barzani last month retook the town of Sinjar, the main hub of Iraq's Yazidi minority.
Before IS swept across Iraq last year, it was under Baghdad's authority, not part of the autonomous Kurdish region, but Barzani is now pushing plans to maintain control of the area.

Barzani "effectively announced Sinjar's annexation into the Iraqi Kurdistan region," Patrick Martin, Iraq researcher at the Institute for the Study of War, said.
"There have been no indications that Kurdish fighters are prepared to hand control of the district to the Iraqi federal government," he said.

- 'Imbalanced relationship' -

Michael Knights, a fellow at the Washington Institute, which focuses on US policy in the Near East, said any operation to free Iraq's second city Mosul from IS would be headquartered on Kurdish real estate.

"Until (IS) is removed from Mosul, the Kurds will remain a key ally. Thereafter, their future is much harder to gauge," he said.

Knights said that Kurdish expansion was already close to peaking in Iraq and would be limited by a negative reaction from Baghdad, which also receives help from the coalition against IS.

The same limitation applies to Syria, where too much consolidation of Kurdish influence in the north would not sit well with NATO member Turkey.

Even where the coalition is trying to foster Kurdish-Arab alliances against the jihadists, the relationship is tilted in the Kurds' favour, Fantappie said.

"By picking the Kurds as strategic allies, you have created an imbalanced relationship between the Kurds and the other communities living with the Kurds," she said.

In northern Syria, the Syrian Democratic Forces alliance brings together the YPG and Arab forces, but the Kurds have direct access to funds and weapons while their partners do not, she said.

"And this is dangerous because this military support can have unintended consequences..., can redraw borders within those countries and create the premises for future conflicts and tensions between the Kurds and their neighbours."

It may come as a shock to some but the United States military has ordered troops serving in Muslim countries overseas to observe the Muslim holy month of Ramadan – as required by Sharia Law.

The order comes at a time when military regulations ban Bibles, the wearing of crosses or other religiously theme jewelry and even Christmas cards from home. If these items appear in parcels or packages sent to U.S. military personnel, they will be confiscated.

The Ramadan order, which appeared in a statement on U.S. Central Command website that has since been scrubbed, said soldiers are expected to:

“…be familiar with host-nation customs and courtesies to help facilitate a .” “U.S. military members serving in countries that observe Ramadan are required to adhere to certain practices while outside U.S. installations.”

“Members should be respectful of local customs and be patient with host nation personnel,” said Capt. Dan Sickles, host nation officer in-charge.”

Ramadan is a countrywide religious celebration. Members should not make light of local customs and should also expect that during daylight hours host nation customer service will be abbreviated and less accommodating.”

Sickles said most stores off base would be closed during daylight hours and that Ramadan observances include fasting from dawn until sunset.

As part of the military’s desire to comply with Sharia Law, U.S. military members are cautioned that when outside U.S. controlled areas, eating and drinking in public during daylight hours is against the law and that failure to obey could result in fines up to $685 or a sentence of up to two months in jail.

Sickles also said:

The commander’s policy dictates that airmen will adhere to local law, which prohibits eating, drinking or tobacco use off base in public.”

As Airmen and other personnel here adjust to this, Brig. Gen. John Quintas, 380th Air Expeditionary Wing commander, outlined the type of conduct he expects throughout the holy month.

As ‘Airmen-Ambassadors’ representing American and U.S. military values around the world, we are committed to the concepts of tolerance, freedom and diversity.”

RED SEA (NNS) -- A French flag officer embarked in the nuclear-powered aircraft carrier FS Charles de Gaulle took command of U.S. Naval Forces Central Command's Task Force 50 Dec. 7, leading coalition naval strike operations for Operation Inherent Resolve -- the fight to degrade and ultimately destroy the ISIL terrorist organization.

Commander, French Maritime Force, Rear Adm. Rene-Jean Crignola, embarked in Charles de Gaulle, took command of CTF 50, which plans and conducts strike operations in the U.S. 5th Fleet area of operations.

This integration of France's premier naval strike force into a critical leadership role in the NAVCENT command and control structure demonstrates its exceptional interoperability with U.S. and other coalition forces.

Charles de Gaulle's presence in the region signals the return of carrier-based naval aviation to the fight against ISIL. The carrier and embarked air wing, along with the other ships in her battle group, will support strike operations over Iraq and Syria. She will also provide a range of flexible and adaptable capabilities to perform theater security cooperation efforts and maritime security operations aimed at increasing the French navy's interoperability with allies in the region.

The battle group left its home port of Toulon, France, Nov. 18.

Escorting Charles de Gaulle are the air defense destroyer (FN) Chevalier Paul; the anti-submarine frigate (FN) La Motte-Picquet; the anti-submarine frigate (BN) Leopold Ier, the anti-submarine frigate (GN) Augsburg; the command and supply ship (FN) Marne; and a (FN) nuclear attack submarine.

U.S. Naval Forces Central Command is responsible for approximately 2.5 million square miles of area including the Arabian Gulf, Gulf of Oman, North Arabian Sea, Gulf of Aden and the Red Sea. NAVCENT's mission is to conduct maritime security operations, theater security cooperation efforts, and strengthen partner nation's maritime capabilities in order to promote security and stability in the U.S. 5th Fleet AOO.

MANAMA, Bahrain (AP) — The United States ramped up its support for Syria’s opposition with a pledge of nearly $100 million in fresh aid on Saturday. Meanwhile, Saudi Arabia’s top diplomat described the timing of the departure of Syrian President Bashar Assad and the withdrawal of foreign fighters as top sticking points to finding a lasting resolution to the civil war in Syria.

Deputy Secretary of State Antony Blinken announced the additional assistance at the Manama Dialogue security conference in the Gulf island nation of Bahrain, where discussion of Syria dominated the gathering of mostly Western and Arab officials.

The American promise of cash, which it says brings to nearly $500 million the amount it has pledged to the opposition since 2012, came a day after the U.S. announced it was intensifying its fight against the Islamic State group in Syria with the deployment of up to 50 special operations troops.

It also coincided with the completion of international talks in Vienna to pursue a new peace effort involving Syria’s Iranian-backed government and opposition groups. The negotiations left open the thorny question of when Assad might leave power, and it was unclear whether he or disparate rebel groups fighting to topple him would sign on to any peace proposal.

A new round of talks was expected to take place within two weeks.

The new U.S. funds will support local and provincial councils, civil society activists, emergency services and other needs on the ground inside Syria.

Saudi Foreign Minister Adel al-Jubeir told delegates gathered under tight security at a Bahraini luxury waterfront hotel that the timing of Assad’s departure and the withdrawal of foreign fighters remain the main sticking points to finding a lasting resolution to the civil war in Syria.

British Foreign Secretary Philip Hammond said the fact that the talks in Vienna included regional rivals Saudi Arabia and Iran was an achievement in itself.

But Al-Jubeir, who arrived from Vienna overnight, seemed to downplay the significance of what had been accomplished, declaring in Bahrain, “We have not been able to reach agreement.”

He said the oil-rich kingdom’s policy toward Syria has not changed, and that it would continue to support what he called the moderate Syrian opposition.

He described the presence of foreign forces, particularly Iranian troops, as a roadblock to ending the fighting in a war that has killed more than 250,000 people and forced 11 million from their homes.

Shiite powerhouse Iran, like Russia, is a longtime ally of Syria. The Islamic Republic has given Assad’s government billions of dollars in aid and large amounts of weapons since fighting began.

Iran has deployed what it says are military advisers to support the government and has had casualties in the conflict, though it denies the presence of Iranian combat troops in Syria.

Pro-Iranian fighters from Lebanon, Iraq and Afghanistan also have traveled to Syria to fight alongside Assad’s forces.

Al-Jubeir also made clear that the negotiations had done nothing to change Saudi Arabia’s position that Assad must go.

“Ideally he should leave this afternoon. The sooner the better,” al-Jubeir said.

Blinken was less blunt when it came to a timetable for Assad’s departure.

He suggested that Russia’s military intervention in Syria, though widely seen as a strong sign of support for Assad, could end up incentivizing Moscow to work toward a political transition that removes him from power.

Russia began conducting airstrikes in Syria in late September that benefit Assad’s forces, though it has also said it is ready to aid rebel groups that are fighting the Islamic State group.

“Russia cannot afford to sustain its military onslaught against everyone opposed to Assad’s brutal rule. The costs will mount every day in economic, political, and security terms — but at best only to prevent Assad from losing,” Blinken said.

He predicted a “quagmire” that draws Russia deeper into a conflict alongside Syria’s allies Iran and the Shiite militant group Hezbollah, and which alienates Sunni Muslims both in the region and in Russia itself.

Reconnaissance, neutralisation des explosifs et munitions, combat armé: les trois robots présentés par la compagnie chinoise HIT Robot Group à la conférence internationale World Robot Conference de Pékin marquent une nouvelle étape dans le développement des technologies militaires.

Selon les médias, ces trois robots peuvent travailler individuellement ou en groupe, en coordonnant leurs actions entre eux.

Le premier robot est destiné aux missions de reconnaissance et d'observation, il est doté de caméras et de divers capteurs capables de détecter des explosifs.

S'il découvre un engin explosif ou un objet suspect, le robot de neutralisation des explosifs et munitions (EOD) prend le relais. Grâce au système de contrôle à distance, l'opérateur pourra déminer l'objet suspect ou le transporter en lieu sûr à l'aide de son bras mécanique.

Le troisième robot de combat armé dispose d'une plateforme dotée d'un fusil d'assaut et d'un lance-grenades de petit calibre. La visée optique, la détente électrique et le système de contrôle à distance permettent à l'opérateur de tirer avec précision tout en restant à couvert.

Les développeurs expliquent que le trio de robots a été créé sur la base d'un même châssis mobile à chenilles. Les trois machines se différencient donc seulement par les équipements installés. Le poids du robot de reconnaissance et du robot EOD avoisine les 12 kg, ce qui permet de les transporter facilement dans un sac-à-dos spécial.

L'équipe de robots chinois coûtera 235 000 dollars. Le Bureau de la sécurité publique de Pékin fait partie des acquéreurs potentiels de cette invention.

Le Président russe, Vladimir Poutine, a donné l’ordre du déploiement de 7.000 soldats, sur les frontières turco-arméniennes.

Selon le journal turc, « Zaman »,  » Poutine a fini par tenir sa promesse et a positionné près de 7.000 soldats, sur les frontières de la Turquie avec l’Arménie. Selon certains analystes, cette initiative constitue une réponse de Moscou au crash d’un de ses « Sukhoi », abattu par les chasseurs turcs. Ces forces sont dotées de batteries de missiles anti-aériens, de missiles anti-char et de lance-missiles. Cette initiative russe a été prise, dans le cadre des accords de défense aérienne commune, signés avec l’Arménie.
