PENTAGON STUNNED AS THOUSANDS OF CHINESE TROOPS ENTER ISIS WAR

The Kremlin have announced that China are to send 5,000 of its most elite military forces into the Levant War Zone to help Russia in the fight against ISIS, which has left the Obama administration and the Pentagon “horrified”.



The “Siberian Tiger” Special Forces and “Night Tiger” Special Forces Units were given authorization to be deployed by China’s People’s Congress (NPC) on Sunday, after China passed its first anti-terrorism law allowing their army to take part in anti-terror missions abroad.

Most critical to China in entering this war, this report continues, is the “grave” national security threat it faces from both the Islamic State (ISIS/ISIL/Daesh) and Turkey’s National Intelligence Organization (MIT)—and as, perhaps, best described by the noted award winning American military-intelligence journalist Seymour M. Hersh who in his latest article warned of this threat by stating:
“China, an ally of [Syrian leader] Assad has committed more than $30 billion to postwar reconstruction in Syria. China, too, is worried about the Islamic State. China regards the Syrian crisis from three perspectives: international law and legitimacy; global strategic positioning; and the activities of jihadist Uighurs, from Xinjiang province in China’s far west.

Xinjiang borders eight nations – Mongolia, Russia, Kazakhstan, Kyrgyzstan, Tajikistan, Afghanistan, Pakistan and India – and, in China’s view, serves as a funnel for terrorism around the world and within China.

Many Uighur fighters now in Syria are known to be members of the East Turkestan Islamic Movement—an often violent separatist organization that seeks to establish an Islamist Uighur state in Xinjiang.

The fact that they have been aided by Turkish intelligence to move from China into Syria through Turkey has caused a tremendous amount of tension between the Chinese and Turkish intelligence and China is concerned that the Turkish role of supporting the Uighur fighters in Syria may be extended in the future to support Turkey’s agenda in Xinjiang.”

Though the US corporate-propaganda media continues to blackball from the American people Hersh’s “bombshell” article, this report notes, 2015 has become the year Russia exposed the barbaric nature of Western powers—from their criminal conspiracy for regime change in Syria, to aggression against Yemen, Iran, Russia, China and any country that does not toe the line—and has, also, exposed for the entire world to see that the Obama regimes fight against the Islamic State has all been pretended.

And with the Obama regime reported to be scrambling to come up with new lies to tell the American people about this war, this report says, only one person in that government, US Congresswoman Tulsi Gabbard, just weeks ago warned the American public that not only is the Obama regime lying to them, they may end up inadvertently starting World War III.

Echoing Congresswoman Gabbard’s fears, this report further notes, is billionaire investor George Soros, who warned the Obama regime this past summer that China might use the Levant War to mask its mounting economic problems and stated “should the external conflict escalate into a military confrontation with an ally of the United States such as Turkey or Japan, it is not an exaggeration to say that we would be on the threshold of a third world war.”

As to why the Obama regime is still protecting the terrorist-supporting nation of Turkey and daily sending in more NATO forces to defend risking world war, this report notes, is beyond insanity—especially when viewed of the light of Turkish leader Erdogan refusing President Obama’s order to remove Turkish troops who illegally invaded Iraq, and, just yesterday, Turkish intelligence servicesassassinating another journalist, Naji Jerf, editor-in-chief of the Hentah monthly, for exposing Erdogan’s support of Islamic State terrorists.

So as President Putin’s special envoy, Alexander Lavrentyev, continues today visiting and informing various Middle East nations of Russia’s new alliance with China against Turkey and the Islamic State, this report concludes, it is, also, preparing for the worst—and which is why the Western Military District, equipped with Iskander-M tactical ballistic missile systems, was put on alert just hours ago.

The Ministry of Defense (MoD) this afternoon released an “urgent action report” to all of its commands stating that President Putin has just ordered 10 regiments of Strategic Missile Forces (SMF) troops, along with their Topol, Topol-M and Yars mobile atomic missile systems, to their “highest alert” status over fears that the Obama regime is preparing to unleash a “false flag” chemical weapons strike in Syria in order to justify their invasion of this nation located in the Levant War Zone.



According to the MoD, prompting President Putin’s actions were intelligence reports received from the Levant War Zone overnight documenting that elite American chemical weapons troops belonging to the US Army’s Medical Research Institute of Chemical Defense (USAMRICD) and Edgewood Chemical Biological Center (ECBC) were landed overnight at the Rmeilan airfield in Syria’s northern province ofHasakah near the Turkish border.

Raising President Putin’s concerns even more about these US Army chemical weapons troops landing in Syria, this report continues, was that the US Air Force aircraft landing them at the Rmeilan airfield had made a previous stop in Kentucky in route to the Levant War Zone where the US has illegally stockpiled 524 tons of a spectrum of chemical weapons—including the deadly nerve agent Sarin.



Causing the Obama regime to even contemplate such a “grave escalation” of this conflict that could easily escalate into World War III, this report explains, was the total defeat of their “friendly terrorists” fighting in Syria this past week who succumbed to non-stop Aerospace Forces (Russian) bombings and lost control of the town of Sheikh Miskeen that is strategically located at a crossroads commanding aCIA southern supply route between the Jordanian border and the Syrian capital, Damascus.

In anticipating that their “friendly terrorists” would be utterly defeated at Sheikh Miskeen, this report continues, the Obama regimes Vice President, Joseph Biden, made an urgent flight to Turkey this past weekend where he warned that the US is ready to impose a military solution in Syria—a threat that is being backed up by their NATO ally Turkey’s massive military buildup along the Syrian border.



To what the Obama regimes true and ultimate goal is though, this report warns, is to use their planned massive invasion of Syria as “springboard” to ultimately destroy Russia—and as articulated by top Security Council (SC) member Nikolai Patrushev who this past week warned: “The United States’ leadership has set a goal of global dominance. They don’t need a strong Russia. On the contrary, they need to weaken our country as much as possible. To achieve this goal, the Russian Federation’s disintegration is not ruled out as well. This will open access to the richest resources for the United States, which believes that Russia possesses them undeservingly.”

Agreeing with Nikolai Patrushev’s grim assessment of what the Obama regime is actually doing, this report further notes, is the Professor Emeritus University of Arizona, Dr. Guy McPherson, who, likewise, this week warned that the United States is determined to lead Russia toward an escalation of tensions, putting the whole world at risk of a major military conflict.



With the US military, also, announcing this week that for the first time in their history they are changing how they will report civilian casualties in Iraq and Syria to make it impossible for anyone to ever know how many there are, this report further warns, nearly all of the pieces for the Obama regime to unleash “total hell” on this region (and the world) are now in place.

The one exception to this though, this report concludes, is President Obama’s actual legal authority to unleash World War III upon us all—but which the US Senate has taken a small step toward by making a new law authorizing the use of American military force against the Islamic State, but whose leaders said yesterday they will not actually pass legislation unless President Obama agrees not to limit where US troops can fight, how long the battle will last or whether ground troops can be used—in other words, Russia is up next.

25 janvier 2016 – Le Conseil de sécurité a décidé lundi de mettre en place en Colombie une mission politique de l'ONU, qui fera partie d'un mécanisme tripartite chargé de superviser et vérifier la mise en œuvre d'un futur accord sur un cessez-le-feu et la cessation des hostilités entre le gouvernement colombien et les Forces armées révolutionnaires de Colombie (FARC).

Dans une résolution adoptée à l'unanimité de ses quinze membres, le Conseil « décide de mettre en place, pour une période de douze mois, cette mission », qui « sera dirigée par un Représentant spécial du Secrétaire général et constituera la composante internationale du mécanisme tripartite ».

Selon la résolution, cette mission politique « sera composée d'observateurs internationaux non armés chargés de surveiller et de vérifier le dépôt des armes », et sera « une composante du mécanisme tripartite qui assurera la surveillance et la vérification du cessez-le-feu et de la cessation des hostilités bilatéraux et définitifs ». Toutes ses activités de surveillance et de vérification commenceront après la signature de l'Accord de paix final entre le gouvernement colombien et les FARC, la date correspondante marquant le début de la période de 12 mois.

La résolution précise que le Conseil « attend avec intérêt les contributions des Etats membres de la Communauté des Etats d'Amérique latine et des Caraïbes (CELAC) à la mission ».

Le gouvernement colombien et les FARC avaient émis, le 19 janvier à La Havane, un communiqué conjoint annonçant leur décision de demander au Conseil de sécurité de créer une mission politique de l'ONU en Colombie. Le Secrétaire général de l'ONU, Ban Ki-moon, avait approuvé cette décision.

« Le Secrétaire général se réjouit également de la demande présentée par les parties aux membres de la Communauté des Etats latino-américains et des Caraïbes (CELAC) pour qu'ils fournissent des observateurs internationaux à la future mission qui sera créée par les Nations Unies ».

M. Ban avait alors félicité le gouvernement colombien et les FARC pour « avoir accompli un nouveau pas important vers la résolution pacifique du conflit armé ».

According to an anonymous Japanese government official, North Korea may be preparing to launch a long-range missile in the coming days.


Citing an unnamed government official, Japan’s Kyodo news agency reports that satellite imagery appears to show Pyongyang preparing to launch a long-range missile from a test site known as Tongchang-ri.

UNSC Must Adopt New Resolution Over N Korean Nuclear Test

The official estimates that the launch could come as soon as one week from now.

If true, this would be North Korea’s first long-range missile launch since 2012, when it successfully placed an object into Earth orbit.

Pyongyang already faces sanctions over its missile programs, and a new test could intensify penalties implemented by the United Nations Security Council.

North Korea is also under intense scrutiny following a nuclear test conducted earlier this month. While the North Korean government claimed it had successfully tested a hydrogen bomb, experts doubt those claims, believing the blast to have been a less powerful atomic device.

Regardless, the UN is considering applying additional sanctions in relation to that incident. On Wednesday, US Secretary of State John Kerry met with Chinese Foreign Minister Wang Yi.

"We agreed on the importance of a strong UN Security Council resolution, and we agreed to accelerate our work at the UN immediately in order to try to reach an understanding of what should be in it and how we achieve our goal," Kerry told reporters.

WASHINGTON (NNS) -- Naval installations in the National Capital Region will participate in the United States Fleet Forces Command annual anti-terrorism/force protection exercise, Solid Curtain-Citadel Shield (SC-CS), Feb. 1-12.

SC-CS16 is a force protection exercise conducted by Commander, U.S. Fleet Forces Command (USFF) and Commander, Navy Installations Command (CNIC) on all Navy installations in the continental United States to enhance the training and readiness of Navy security personnel as well as establish a learning environment for security personnel to exercise functional plans and operational capabilities.

"Our primary goal is to test our anti-terrorism and force protection capabilities at the installations throughout the region as well as our communications going up and down our chain of command," said Naval District Washington Current/Future Operations Coordinator Matt Brown.

Solid Curtain is an exercise focused on command, control, and communication (C3) between all echelons Navywide. Citadel Shield is an installation-level training exercise to test the ability of naval security forces during an emergency.

The elevation of Force Protection Conditions (FPCONs) and increased security measures can be anticipated at all Navy installations for the duration of the exercise. While mitigations to alleviate traffic are in place, installations and base tenant commands are encouraged to highlight the potential for base-access delays within their local communities to visitors, retirees, the workforce, Sailors and their families.

During the SC-CS16 exercise, installation personnel and the surrounding communities may see an increase in delay at installation entry control points.

Local area residents may also see increased military activity, and possible traffic/pedestrian congestion, associated with the exercise.

Brown said his team will be looking for ways to improve the communication and bring in the experience of the local police and other agencies that work with similar situations on a daily basis.

"This is an anti-terrorism centric exercise, but we will be working together with the local police and fire, we also have some federal agencies like the Federal Bureau of Investigation that will be working with us especially on the soft targets because we're looking at those issues due to what has happened in recent events," said Brown.

Training events that will be taking place include waterfront threats, personnel trying to gain unauthorized access to installations, surveillance and others.

"We have a lot of new folks, right now I think there's going to be a lot of in-house training to bring people up to speed, one of my goals right now is to establish a baseline, so we understand what our capabilities are and where we stand at the moment training-wise," said Brown. "As we progress forward and we can put together a training plan for the future then we will we know what do we need to specifically focus on, so that what we are looking for."

Personnel should register for the AtHoc wide-area alert network if they have not already done so in order to be aware of force protection conditions and other emergency, environmental, or exercise related impacts on the area. Staggered entry and exit times for personnel working on installations should be considered in order to limit traffic at entry control points. Personnel should also familiarize themselves with their command or tenant command anti-terrorism plan to better know what to expect during the exercise.

The U.S. European Command issued an “updated theater strategy” document Tuesday, pointing to Russian aggression as a top concern and warning that the U.S. troop drawdowns of the past 25 years put the region’s stability at risk.

The 12-page document lays out EUCOM’s priorities for the next three to five years and lists a dizzying array of challenges that include refugee migration, financial crisis, cyber attacks and infectious diseases.

The most prominent challenge is Russia and its “disregard for the sovereignty of its neighbors in Europe” as well as its military aggression beyond the EUCOM region, including Syria.

“Russia is presenting enduring challenges to our allies and partners in multiple regions; therefore, it is a global challenge that requires a global response,” according to the report.

Tackling that challenge will require EUCOM to work carefully with other military components to ensure that “collective DoD deterrence efforts are synchronized and achieve the desired effect without causing unwarranted escalation or provocation.”

Beyond the top concern of “deterring Russian aggression,” EUCOM’s other strategic goals include shoring up the North Atlantic Treaty Organization alliance, countering transnational threats and maintaining U.S. military readiness in the region.

There are currently about 65,000 U.S. troops in Europe, down from a peak of more than 200,000 in the 1980s.

Despite Russian aggression, specifically its invasion of Ukraine's Crimea region in 2014, the Pentagon has been reluctant to divert more troops to Europe as new crises emerged in the Middle East and Pacific regions.

Yet EUCOM's new strategy warns that "fully addressing" Europe's security challenges "and their long-term implications requires a reformulation of the U.S. strategic calculus and corresponding resourcing levied towards Europe," the report said.

While the U.S. has been rotating some additional units into Eastern Europe in an effort to reassure NATO’s easternmost allies closest to the Russian border, the report states bluntly that temporary presence “does not substitute for an enduring forward deployed presence that is tangible and real. Virtual presence means actual absence.”

“Reduced U.S. forward presence and degraded readiness across the services are inhibiting the United States’ ability to favorably shape the environment. The size of the military presence requires difficult decisions on how best to use limited resources to assure, stabilize, and support the USEUCOM mission in the new European security environment,” according to the report.

The new strategy highlights Europe’s geography as an essential staging ground for global operations. “U.S. infrastructure in Europe enables not only USEUCOM to meet its assigned missions, but it is also essential for the transit of forces and materiel through Europe to support other combatant command missions and requirements.”

The Obama administration has found itself in an awkward position: the White House has long supported unsavory Islamist groups in Syria which are now spreading havoc in the region, New York-based independent foreign affairs correspondent Joe Lauria notes.

Ahead of the Geneva talks on Syria Washington should separate the wheat from the chaff and decide who the Syrian terrorists are that should be excluded from the negotiations, New York-based independent foreign affairs correspondent Joe Lauria remarks.

"The major obstacle is deciding who will represent the opposition across the table from the government. And that hinges on the question of who is a terrorist in Syria," Lauria writes in his article for Consortiumnews.com.

Heavy Burden: America Pays a High Moral & Material Price for Its Alliance With the Saudis

The White House has been caught in an awkward position: after excluding Daesh (Islamic State/ISIL) and al-Nusra Front (al-Qaeda in Syria) from participation in the upcoming negotiations the Obama administration should decide what to do with the myriad of other opposition groups, some of whom cooperate closely with al-Nusra Front and other jihadists.
 
To complicate matters further, many of them have long been backed by Washington.

While the Obama administration asserted that it was "vetting what groups it supports," the pro-neocon Daily Beast revealed that CIA-backed rebels were collaborating with al-Qaeda, the journalist points out.

Lauria recalls Vladimir Putin's September address to the UN General Assembly: the Russian President stressed that it was irresponsible "to manipulate extremist groups and use them to achieve your political goals, hoping that later you'll find a way to get rid of them or somehow eliminate them."

"Putin did not mention clear evidence he was certainly aware of from the US Defense Intelligence Agency. He also refers to former DIA chief Gen. Michael Flynn who noted in an interview with Al Jazeera, that it was a "willful decision" of the Obama administration to team up with Salafists, al-Qaeda and the Muslim Brotherhood in Syria back in 2012.
 
"I don't know that they turned a blind eye, I think it was a decision. I think it was a willful decision," Flynn said.

In this light Washington's unwillingness to form a coalition with Russia that targeted Daesh and al-Qaeda in Syria comes as no surprise. Furthermore, the Obama administration has repeatedly made attempts to accuse Russia of hitting the so-called "moderate rebels" in Syria.

"Washington leveled the tired charge that Putin is trying to reestablish the Soviet Empire and takeover the Middle East from the US: a duplicitous case of projecting imperial designs onto another," Lauria stresses.

The question then arises how to untie the Gordian knot of political and sectarian contradictions in the Middle East.
The Syria peace negotiations could potentially solve the problem.

United Nations Syria envoy Staffan de Mistura has issued official invitations Tuesday for Syria talks which are expected to begin on January 29 and last for six months.
 
Despite contradictions still surrounding the negotiations, the agenda has been finally set: it will include governance issues ("new governance, new constitution and new elections") and humanitarian matters — most notably broad ceasefire and humanitarian aid access in the country, US journalist Laura Rozen reported in an article for Al-Monitor.

"There are political risks. But those political risks and tensions… should take into account that our line… is clear: no preconditions, at least to start the talks…. The rest is open," Staffan de Mistura told journalists in Geneva on January 25.

Quick Facts:

Cutlass Express scenarios will test watchstanders' ability to respond to illicit trafficking, piracy, illegal fishing, and search and rescue situations.

Scenarios will take place in the vicinity of two operational hubs: Djibouti and Port Victoria.

The exercise, which is scheduled to last eight days, will include an in-port preparatory phase and three days of underway drills.

Maritime Operations Centers (MOCs) of participating nations will exercise tracking and reporting procedures of simulating suspect vessels.

The exercise leverages The Djibouti Code of Conduct, which 20 nations are signatory to, as a framework for exercising information sharing practices and enforcing international law of the sea.

Scenarios focused on the globally recognized Proliferation Security Initiative (PSI) will allow endorsing nations to develop capabilities to detect and disrupt the delivery of materials used to build and develop weapons of mass destruction (WMD).

The U.S. Naval War College (NWC) will facilitate a new 3-day seminar with Cutlass Express participating nations to promote the development of national maritime strategies and the development of operational concepts and capabilities to operationalize maritime strategy.

Exercise Cutlass Express is one of three Africa-focused regional "Express" series exercises facilitated by U.S. Naval Forces Europe-Africa/U.S. 6th Fleet (CNE-CNA/C6F). The exercise falls under Africa Partnership Station, the umbrella program for the Express series exercises and other capacity-building initiatives throughout Africa.

Participating nations in Cutlass Express 2016 include Australia, Canada, Comoros, Djibouti, France, Kenya, Madagascar, Mauritius, Rwanda, Seychelles, Somalia, South Africa, Sudan, Tanzania, Uganda, United Kingdom, and the United States, as well as representatives from the Eastern Africa Standby Force, EU Naval Force, International Maritime Organization (IMO), and Combined Task Force 150.

U.S. 6th Fleet, headquartered in Naples, Italy, conducts the full spectrum of joint and naval operations, often in concert with allied, joint, and interagency partners, in order to advance U.S. national interests and security and stability in Europe and Africa.

Japan orders military to prepare to destroy N. Korea missile: reports

Tokyo (AFP) Jan 29, 2016 - Japan has ordered its military to be ready to destroy any missile fired by North Korea that threatens the country, local media reported Friday, as concerns mount that Pyongyang is preparing a rocket launch.

Defence Minister Gen Nakatani issued the order, the Nikkei daily and Kyodo News reported, after reports of suspicious activity at Pyongyang's main satellite complex fuelled speculation a launch could come as early as next week.

A Japanese defence ministry spokeswoman declined to confirm the report when contacted by AFP, saying that "would reveal our strategy".

"But we are taking all possible measures to respond (to a missile launch) by collecting information and coordinating with countries concerned," she added.

North Korea is banned from using ballistic missile technology by UN Security Council resolutions, so any launch would further raise tensions among the international community only weeks after its latest nuclear test.

Two US defence officials confirmed to AFP on Friday there was ongoing activity at the North's Sohae satellite complex, which Pyongyang has been upgrading to handle larger, longer-range rockets since 2013.

Their comments came after Japan's Kyodo News, citing an anonymous government source, said satellite imagery showed increased movement at Sohae that could suggest a launch as early as next week.

Also on Friday, Japanese Foreign Minister Fumio Kishida held telephone talks with US Secretary of State John Kerry about the possible launch.

"We can't deny the possibility that North Korea will take further provocative action," Kishida told reporters, adding that he and Kerry had "exchanged information on how to cooperate from now on".

Japan deployed surface-to-air missile defences in 2012, the same year North Korea put a satellite into orbit with its Unha-3 carrier.

Although Pyongyang insisted it was a purely scientific operation, that launch was condemned by the international community as a disguised ballistic missile test and resulted in a tightening of UN sanctions.

Speculation mounted Friday that North Korea is preparing a rocket or long-range missile launch to follow its recent nuclear test, with Japan reportedly ordering its military to shoot down any projectile that threatened its territory.

With existing UN Security Council resolutions banning North Korea from the use of ballistic missile technology, any launch would be a further slap in the face of the international community which is struggling to find a united response to the January 6 nuclear test.

Following a Japanese report that cited government sources as saying a rocket launch could come as early as next week, two US defence officials confirmed ongoing activity at the North's Sohae satellite complex.
"The indications are that they are preparing for some kind of launch," one US official told AFP, speaking on condition of anonymity.

"Could be for a satellite or a space vehicle -- there are a lot of guesses. North Korea does this periodically -- they move things back and forth," the official said.

The United States regularly monitors North Korea from space, while Japan began satellite monitoring of the country in 2003.

North Korea successfully put a satellite into orbit with its Unha-3 carrier in December 2012.

Although Pyongyang insisted it was a purely scientific operation, that launch was condemned by the international community as a disguised ballistic missile test and resulted in a tightening of UN sanctions.

- Disguised ICBM test -

"Our concern is that when they do a space launch, it happens to be the same components that can be used in an ICBM (inter-continental ballistic missile)," a second US official said.

Since early 2013, North Korea has been upgrading the Sohae launch complex to handle larger, longer-range rockets with heavier payloads, but most experts say Pyongyang is still years away from obtaining a credible ICBM capability that could threaten the US mainland.

Citing an anonymous government source, Kyodo News in Japan said satellite imagery showed increased movement at Sohae that could suggest a launch as early as next week.

The main launch site also appears to have been covered over -- a precursor for launches in the past.

Analysts at the US-Korea Institute at Johns Hopkins University said the activity at Sohae was low-level, suggesting any launch preparations were in the "early stages."

"However, it is important to note that there is a high level of uncertainty about this judgement for a number of reasons and Pyongyang may be further along in its preparations," they added.

Other observers have noted that North Korea has yet to issue a maritime shipping alert -- a standard procedure it has adhered to with previous long-range tests.

Separate Japanese press reports said Defence Minister Gen Nakatani had ordered the shooting down of any missile seen as threatening Japan.

Tokyo had issued a similar destroy order at the time of the 2012 rocket launch.

Japanese Foreign Minister Fumio Kishida said he had discussed the situation in a phone call Friday morning with US Secretary of State John Kerry.

"We can't deny the possibility that North Korea will take further provocative action," Kishida told reporters afterwards.

- UN sanctions debate -

The prospect of a rocket launch comes with intense diplomatic efforts already under way to punish North Korea for its fourth nuclear test.

Washington is pushing for a strong UN response, including enhanced sanctions, but China, North Korea's chief diplomatic protector and economic benefactor, is reluctant.

Pyongyang said the blast was a miniaturised hydrogen bomb -- a claim dismissed by most experts who say the yield was far too low.

A US official quoted by CNN said the latest assessment, following further seismic analysis, suggested the test, while not of a full-fledged thermonuclear device, may have incorporated H-bomb "components" such as a detonator.

Kerry met with his Chinese counterpart Wang Yi in Beijing on Wednesday and said they had agreed to mount an "accelerated effort" to resolve their differences over a new UN resolution condemning the test.

Kerry, who said nuclear-armed North Korea poses an "overt threat, a declared threat to the world," acknowledged that the two diplomats had not agreed on the "parameters of exactly what (a resolution) would do or say."

The US-led coalition against the Islamic State jihadist group is to meet next week in Rome, the State Department said, confirming Secretary of State John Kerry will attend.

"Coalition partners will review progress to date and discuss ways to further intensify commitments across all lines of effort to degrade and defeat this terrorist group," the department said.

Kerry is due in Rome on Tuesday for the conference.

The coalition of mainly Western and Arab powers is training and arming Iraqi government and Syrian rebel forces to fight the IS group, while carrying out its own air strikes.

Officials are also considering a possible intervention against the jihadist group in Libya, perhaps led by Italy, the host of next week's conference.

According to the State Department, the members of the coalition to be represented will include Australia, Bahrain, Belgium, Britain, Canada, Denmark, Egypt, the European Union, France, Germany, Iraq, Italy, Jordan, Kuwait, New Zealand, the Netherlands, Norway, Qatar, Saudi Arabia, Spain, Sweden, Turkey and United Arab Emirates.

The United Nations will send observers.

After Tuesday's conference, Kerry will head on to London for a conference of donor countries looking to support aid and reconstruction in Libya, hosted by Britain, Germany, Norway, Kuwait and the United Nations.

For sure, besides affecting regional balances and dynamics, the appearance of Daesh on the international scene has had the effect of bringing to the fore a renewed and multifaceted threat against the West and NATO’s interests. In NATO’s perspective, it has become clear that the traditional threat on the eastern front, recently rekindled by the Ukrainian crisis, is matched today by the equally important and immediate threat stemming from the Alliance’ southern and south‑eastern flanks.

The resumption of terrorist activities in the MENA region, combined with Daesh’s ability to project its strategy into the heart of Europe – as in the case of the recent attacks in Paris, Copenhagen and Brussels – and its potential capacity to run illegal activities (such as trafficking), strongly confirms the need for reassessing the threat posed by Daesh to the Alliance.

This report aims at providing an overview of the most salient aspects of the Daesh phenomenon, addressing basic questions regarding its identity, goals, methods and strategy.

WASHINGTON (NNS) -- Chief of Naval Operations Adm. John Richardson will visit India Feb. 2 through Feb. 6 to help deepen maritime partnerships between the two countries.

In his first stop to New Delhi, CNO will meet with key national security officials from across the government of India to discuss Navy-to-Navy relations and opportunities for further technical and security cooperation.

CNO will then travel to Visakhapatnam to participate in the Indian Navy-hosted International Fleet Review, which will have participation from 50 countries with visiting warships, tall-masted ships, and Heads of navies. As such, the International Fleet Review is being promoted as the Indian Navy's premier international engagement event for 2016.

While in Visakhapatnam, CNO will meet with Sailors from USS Antietam (CG 54), a Ticonderoga-class guided missile cruiser, and USS McCampbell (DDG 85), an Arleigh Burke-class guided missile destroyer.

A central line of effort for CNO's is to "expand and strengthen our network of partners." The visit to India and interactions with Indian and other Navy leaders helps to deepen relationships and expand shared maritime interests.

This is Richardson's first visit to India.

Le chef du Pentagone Ashton Carter dévoilera mardi le projet de budget du Pentagone pour 2017, avec des financements supplémentaires pour lutter contre le groupe takfiriste Daesh, des nouveaux mini-drones, et un renforcement de la présence américaine en Europe de l'Est.

Selon un responsable du Pentagone lundi, le budget de base du Pentagone pour l'année fiscale 2017 (1er octobre 2016- 30 septembre 2017) devrait s'élever à 524 milliards de dollars, en augmentation de 59 milliards par rapport à l'an dernier.

Il abondera un "fonds pour des opérations à l'étranger", afin de financer ses opérations en Afghanistan et la lutte contre Daesh.

Un autre responsable, qui n'a pas souhaité être identifié, a précisé que le budget inclurait 7 milliards de dollars uniquement pour combattre les miliciens de Daesh, en augmentation de 35% par rapport à l'an dernier.

Le budget militaire des Etats-Unis est le plus important au monde et dépasse même les budgets de la défense combinés des huit autres plus grosses armées du monde.

Ashton Carter devrait souligner mardi "l'environnement des menaces" mouvant, notamment avec la Russie depuis qu'elle a annexé la Crimée en 2014, a ajouté le premier responsable militaire consulté par l'AFP, qui a souhaité conserver l'anonymat.

Celui-ci a noté que le chef du Pentagone allait également annoncer une augmentation conséquente de la présence militaire américaine en Europe de l'Est, notamment en Estonie et en Roumanie, pour faire face à la menace russe.

Ashton Carter s'apprête aussi à dévoiler de nouveaux appareils qui étaient jusque-là top secrets, des petits drones capable de voler en formation, selon un troisième responsable du Pentagone.

The United States will spend $3.4 billion next year to counter "Russia's aggression" and boost the US presence in eastern European nations, Defense Secretary Ashton Carter said Tuesday.

"We're reinforcing our posture in Europe to support our NATO allies in the face of Russia's aggression," Carter said, noting that the $3.4 billion was a quadrupling of funds from last year.

"That'll fund a lot of things. More rotational US forces in Europe, more training and exercises with our allies, more prepositioned war fighting gear, and infrastructure improvements to support it."

Russian paratroopers for the first time landed in Serbia

MOSCOW, February 2. /TASS/. The Russian-Serbian peacekeeping exercises will be held in Serbia in the first quarter of this year, the press service of the Russian Defense Ministry said on Tuesday.

The joint tactical peacekeeping exercises involving special task force of the Russian Airborne Troops and the Special Brigade of the Serbian Army are due to be held in Serbia in the first quarter of 2016," says the press service report obtained by TASS.

On Tuesday a delegation of Russian paratroopers has left for Belgrade to take part in a conference on planning joint exercises, the press service said.

Russian Airborne Troops commander Vladimir Shamanov earlier spoke about their plans to take part in the joint exercises with Serbia, Egypt and India http://tass.ru/en/defense/851128 .

According to him, Russian paratroopers are also expected to hold joint exercises with their Belarusian counterparts three times this year.

Today, Secretary of Defence Ash Carter announced that the US plans to increase significantly its military presence in Europe.



I strongly welcome this proposal.

The budget request will, if approved, lead to a quadrupling of funding to 3.4 billion US dollars in 2017 for the US force posture in Europe.

This will fund more rotational US forces, more training and exercises. More prepositioning, war fighting gear and infrastructure.

This is a clear sign of the enduring commitment by the United States to European security.

It will be a timely and significant contribution to NATO’s deterrence, and collective defence.

This proposal is a vivid demonstration of the strength of our transatlantic bond.

Aujourd'hui, le secrétaire américain à la Défense, Ash Carter, a annoncé que les États-Unis prévoyaient de renforcer de manière significative leur présence militaire en Europe.

Je me félicite vivement de cette proposition.

La demande de crédits, si elle est approuvée, entraînera un quadruplement du financement du dispositif des forces américaines en Europe, qui atteindra 3,4 milliards de dollars en 2017.

Cela permettra de financer plus de rotations des forces américaines, plus d'entraînements et d'exercices, plus de prépositionnements, de matériels de combat et d'infrastructures.

C'est un signe clair de l'engagement immuable des États‑Unis en faveur de la sécurité européenne.

Il s'agit d'une contribution opportune et significative à la posture de dissuasion et de défense collective de l'OTAN.

Les pays membres de la coalition internationale contre l’organisation de l’Etat islamique (EI), réunis mardi à Rome, ont réaffirmé leur détermination pour la vaincre, se disant toutefois préoccupés par sa montée en puissance en Libye.

“Nous sommes ici ajourd’hui (mardi) pour reconfirmer l’objectif que nous partageons tous, celui de battre Daesh (l’acronyme en arabe de l’EI)”, a déclaré devant la presse à l’issue de la réunion le secrétaire d’Etat américain, John Kerry. “Nous allons intensifier et accélérer notre campagne contre Daesh”, ont affirmé dans leur communiqué final les ministres des Affaires étrangères, ou leurs représentants, des 23 pays membres du groupe restreint de cette coalition de 66 pays. “Nous réaffirmons notre engagement à infliger une défaite durable à cette organisation barbare”, ont-ils ajouté. Les ministres ont dit leur volonté d’en faire plus: davantage de frappes aériennes, comme l’a réclamé le chef de la diplomatie française, Laurent Fabius, ou la formation des forces de sécurité, comme le fait l’Italie, le déminage dont s’occupera la Norvège, ou encore la fourniture de munitions, a expliqué M. Kerry.

Les détails seront discutés lors d’une rencontre des ministres de la Défense de cette coalition la semaine prochaine à Bruxelles. La coalition, formée il y a un an et qui s‘était réunie la dernière fois en juin à Paris, s’est félicitée des revers subis par l’EI sur le terrain. Selon le communiqué final, les jihadistes ont ainsi perdu en Irak quelque “40% des territoires” qu’ils contrôlaient précédemment, et la coalition a également obtenu des “résultats tangibles” en Syrie, grâce en particulier aux frappes aériennes.

“Nous avons lancé près de 10.000 frappes aériennes, nous pilonnons leur artillerie lourde, leurs camps d’entraînement, et nous avons entraîné quelque 20.000 soldats irakiens et peshmargas” kurdes, a affirmé M. Kerry. “Nous compliquons aussi les plans de Daesh pour regrouper les “foreign fighters”, ces volontaires du jihad qui peuvent représenter une menace à leur retour, a encore dit M. Kerry. “Mais nous ne sommes certainement pas ici pour nous vanter”, avait auparavant souligné M. Kerry. “Nous savons que nous avons devant nous une organisation qui est très résiliente et capable d’avoir un plan stratégique, et donc nous ne devons pas la sous-estimer”, avait prévenu son homologue italien, Paolo Gentiloni.

La coalition doit “aller de l’avant dans sa stratégie, dont nous savons qu’elle fonctionnera, et le faire sans relâche en ne donnant à Daesh aucune possibilité de se regrouper, de fuir, et aucun abri où se cacher”, a affirmé M. Kerry.

M. Gentiloni a aussi souligné la menace de l’EI en Libye, à mois de 350 km des premières côtes italiennes, pour mieux réaffirmer la nécessité de s’appuyer sur un gouvernement d’union nationale pour y remédier.

Le communiqué final souligne que la coalition continue à “suivre avec attention” tous les développements en Libye et “se tient prête à soutenir” un gouvernement unitaire. Mais il n’est pas question à ce stade de se lancer dans une intervention militaire.

A newly released investigative report reveals that Department of Homeland Security officials managed to lose track of at least 165 guns and more than 1,300 government agent badges and credentials in just over two years.

Todd Shepherd, investigative reporter for the libertarian think tank the Independence Institute and founder of Complete Colorado, relayed in his report:

Almost 900 of the 1,300 lost or stolen badges or credentials were from the sub-agency Customs and Border Protection (CBP); about 300 were under the responsibility of Immigration and Customs Enforcement (ICE), and approximately 200 were responsible to U.S. Citizenship and Immigration Services (USCIS).

NEWPORT, R.I. (NNS) -- On the morning of Feb. 4, a message went out over the airways that an active shooter incident was taking place within Naval Health Clinic New England (NHCNE) building 43 at Naval Station Newport.

The active shooter scenario was part of Exercise Solid Curtail-Citadel Shield (SC-CS) 2016, an annual training exercise designed to enhance the training and readiness of Navy security forces.

The automated telephone messages, computer generated emails, social media posts, texts and giant voice announcements all triggered a series of events within every building on board the installation.

Emergency procedures include an initial lock down of all facilities including the gates onto and off of the installation.

This level of training can have impacts on the community outside the gates, which can add to the realism of the training.

Installation officials made great efforts to inform the local community about the drill in advance, including how emergency crews would deal with the traffic back-ups. As a result, the scenario provided essential lessons to learn.

"Naval Station Newport is like another town on the island and we work closely with them on many actions," said Newport City Mayor Jeanne Marie Napolitano.

"Every time they drill, it provides us an opportunity to review our procedures and refine them as well," Napolitano said.

In past years, Newport, along with nearby Middletown and Portsmouth, participated in various exercises by sending their fire and emergency response personnel.

There are active mutual aid and response relationships between the Navy and these communities. The coordinated training strengthens those ties.

"Having the assistance of state and local agencies in training through these scenarios builds teamwork, helps the Navy better plan for how we would actually respond to events recognizing that we would need the assistance of our community partners and greatly improves the scenarios," said Capt. Dennis R.D. Boyer, Naval Station Newport commanding officer.

Once exercise participants confirmed NHCNE's building 43 as the location of the active shooter/mass casualty event, community and base restrictions in the surrounding areas eased, and traffic issues were barely noticeable.

Activity around building 43 was bustling beginning with NAVSTA Newport Police responding to the scene and establishing the Incident Command Post.

They were quickly followed by NAVSTA Fire Department and members of the Navy Criminal Investigative Service, who have an office at the installation.

In addition to members of the NAVSTA Newport Incident Management Team, five members of the R.I. Department of Health (DoH) had arranged to be part of the drill by simulating the local communities of Newport, Middletown, Portsmouth, Tiverton and Jamestown's emergency response teams.

"Hands-on training of putting patients in the system and coordinating through to the hospitals is invaluable," said Chris McGrath, Asst. Strategic National Stockpile Manager for R.I., DoH and emergency response team member.

McGrath had a portable computer with him and explained that had this been an actual event, as soon as the Incident Commander declared a mass casualty incident, either via the computer or on a radio, the R.I. DoH team would have mobilized.

R.I. DoH monitors emergency notification systems around the clock in an effort to make sure that hospitals and emergency facilities can handle emergency patient influx that would result with a mass casualty event.

"Triage, Transport and Treatment, we would have begun moving patients to Newport and then branched outward throughout the state as space was available," said Team Leader Joe Reppucci.

SC-CS 2016 is a planned annual exercise and not in response to any particular threat.

NAVSTA Newport is a major part of industry in Rhode Island with over 12,000 people working and training on the base, daily. NAVSTA Newport is the Navy's Center of Excellence for Officer and Senior Enlisted Education and Training.

JACKSONVILLE, Fla. (NNS) -- Naval Hospital (NH) Jacksonville participated in Solid Curtain-Citadel Shield 2016 (SC-CS16) an anti-terrorism/force protection exercise, Feb. 3, which included a simulated active shooter threat.

NH Jacksonville Executive Officer Capt. Christine Dorr said, "This exercise enabled us to not only test our ability to care for victims, but also respond to an active shooter threat right here at our facility."

Dorr underscored the importance of the training, "This is part of a continuous process to strengthen our emergency systems, to keep patients and staff safe during times of crisis."

NH Jacksonville partnered with Naval Air Station Jacksonville and other commands aboard the installation.

During the drill, the hospital received mock victims in a mock emergency room. One of the patients then became a simulated active shooter.

The drill is part of NH Jacksonville's emergency management program to continuously assess and enhance the command's readiness to protect patients and staff.

Throughout the training evolution, hospital staff implemented measures to minimize disruption to patient care.

NH Jacksonville encourages staff and patients to follow the guidance, "If you see something, say something."

Celebrating its 75th Anniversary this year, NH Jacksonville's priority since its founding in 1941 is to heal the nation's heroes and their families. The command is comprised of the Navy's third largest hospital and five branch health clinics across Florida and Georgia. Of its patient population (163,000 active and retired sailors, soldiers, Marines, airmen, guardsmen, and their families), about 85,000 are enrolled with a primary care manager and Medical Home Port team at one of its facilities.

DAHLGREN, Va. (NNS) -- The words of Naval Support Activity South Potomac (NSASP) Chief of Police Bob Brooks were still fresh in the minds of exercise participants at Wednesday's Solid Curtain/Citadel Shield security exercise at Naval Support Facility (NSF) Indian Head, Feb. 3.

"We have a number of different commands [that] are very active in supporting the warfighters," Brooks said. "It's a well-known fact that they operate within our fence line and any faction that considers the United States a potential enemy will be looking at us as a target."

That is how Brooks summed up why annual training with an exercise like Solid Curtain-Citadel Shield 2016 is so vital to the security of the command.

Solid Curtain is designed to test the emergency management skills and abilities of the NSASP first responders and ensure they are prepared for any situation. A Navywide annual event, the Solid Curtain-Citadel Shield exercise is designed to not only "test the mettle" of the emergency responders, but also to refine the installations' crisis management practices and enhance the security measures in place. The exercise is important to ensure that NSASP and all service members and civilians are prepared and protected and that Navy property is secure in a crisis event.

Even as the exercise was underway, a pre-brief held the week before ensured that those who would be taking an active role in the exercise were prepared for the event.

"It adds realism to the fact that 'hey, I have to lock a door or go through a window' and now I am in a situation where I actually have to do that it helps to identify any shortcomings or issues," Brooks said.

With Brooks' training guidance of, "Run, hide, fight," it becomes important for the participants to work out concerns they might encounter with contingencies they might have planned ahead of an event.

"We see shortcomings in plans, for instance if an office has planned to shelter in a particular room and during the exercise they discover that perhaps the door doesn't lock or realize the room is too small or even if they can't get to the room because the shooter is in between," Brooks said. "There are a lot of things that come out during these training evolutions that really highlight the ability of those inside the structures to learn what they should do in the event of an active shooter."

Brooks held rapt attention from participants at the pre-brief as he traced the historical evolution of "active shooter" events in the United States. As those types of events increased, law enforcement tactics evolved to meet the threat and Brooks explained how the role of police officers is often the difference between life and death.

"It's all well and good to have a plan," Brooks explained. "But if you don't take it out and exercise it, it's not worth the paper it's written on. Doing this kinetic work of actively and physically going through to identify the weaknesses and initiating that muscle memory of what we are actually going to do is critical."

The active exercise began at Naval Support Facility (NSF) Indian Head with an active shooter drill that took place in Building 1558. The premise of the scenario could have been taken straight from the headlines: a disgruntled employee decides to lash out violently. Portrayed by Gunner's Mate 1st Class Josef Muench for the training, the employee gained entrance into the secure building and systematically swept through the building in search of fellow co-workers with whom he had issue as well as taking aim at "collateral targets", individuals who happened to cross his path while on his way to his intended target.

Even though employees from Bldg. 1558 participated in the pre-brief and were prepared for the day's events, the view from the inside taken from a "victim's" perspective was tense and apprehensive. From the starting "shot" that began the exercise, the employees proceeded per their training, preparing to meet at a rally point at a nearby building. Left behind however, several employees who were unable to retreat took their training to heart and sought safety in offices, barricading themselves inside to wait out the "active shooter."

The acrid sulfur smell lingered in the hall from the starter pistol that alerted the workers that the exercise was actively underway. Life-sized dummies represented the victims who were unable to move out of the way of the gunman before he could reach them. As Muench moved through the building in search of his prey, he tested doors throughout the halls, finding some
securely locked and others open but empty.

Outside of the facility, the NSASP Police Special Response Force (SRF) was already on the move, calculating the safest entry in to the building. NSASP sent in relatively new staff to ensure that everyone on the NSASP SRF had the opportunity to experience this sort of event first hand. The team members worked in unison methodically sweeping through the building, checking the same doors that just moments before the gunman had rattled, in search of the perpetrator.

Following a brief "exchange of fire," the officers apprehended and cuffed the gunman. His victims were rapidly assessed and the information relayed back to dispatch and the Emergency Response Team (ERT) who were standing by for the all clear. Once the reported single gunman was neutralized, NSASP SRF began clearing the building, searching for potential other shooters and clearing the rooms of remaining staff trapped inside during the ordeal.

On this second sweep, responding to the alert from the officers, doors began to crack and the remaining employees nervously peered out to ensure that it was safe to exit their secured location. Workers streamed out with arms up, filed out, and made their way to the safe location in an adjacent building. As employees made their way to safety, they assessed their numbers and began to question the location of others who were co-workers.

"It was terrifying," Jonelle Walters said. "I knew it was a drill but it was still terrifying. It was pretty effective I think, better than I had expected."

Walters shared that prior to the event, she and her co-workers questioned the extensive preparations and briefings they had received, all agreeing it seemed very calculated.

"I don't think we could have handled it if it had not been as calculated," Walters said. "It would have seemed too real, now I understand." Walters went on to share how a phone call just minutes before the event brought home the seriousness of the event."

"Just literally two minutes before the exercise started I got a call from my husband," Walters said. "I told him I couldn't talk and that I had to go and as I hung up I thought, what if that was the last conversation we had?"

San Francisco has always been insane. But Super Bowl 50 has turned the city into the ultimate insane asylum police state on steroids.
 
With over 1 million people expected in the Bay Area for Super Bowl festivities, on-demand startups from Uber to Airbnb have a unique chance to show off. If they can manage stressful logistics, demonstrating their ability to handle large crowds of incoming fans, they can win new customers from around the country and world.

“With a big event like the Super Bowl, it’s probably the hardest, most challenging part of our job to match supply and demand,” Uber’s San Francisco general manager Wayne Ting told FORBES. “But if we do succeed, that’s where the magic happens.”

As befits Silicon Valley’s largest venture-backed private company, Uber is betting the most on the Super Bowl, including paying up to a reported $500,000 to be the Super Bowl’s first ever official ride-hailing app. That sponsorship gives Uber exclusive rights to a pick-up, drop-off parking lot near Levi’s Stadium on game day. But alone, it won’t ensure that the startup can effectively manage the stadium traffic.

Uber will try to forecast demand for this Sunday data it has gathered from large events like Coachella, as well as busy nights like Halloween and New Years Eve. But Ting admits the company can’t perfectly predict those crowds, and he anticipates surge pricing will be in effect this week in the Bay Area.

Airbnb, meanwhile, expects to have 15,000 total guests in the region on Super Bowl weekend, four times the number it hosted in Phoenix for last year’s game. Searches for lodging on Airbnb are spiking about 125% above average, and the company says the average booking is $225 per night in the region.

Valet parking app Luxe sees the incoming demand and is trying to match it. Luxe has been adding more valet employees and shifts in anticipation of the week’s crowds. It’s also trying to win new customers with a promotion: 25% off parking after 5pm and all day on weekends in San Francisco.

Such Super Bowl-related marketing is intense–especially in the ride-hailing category. Lyft released its latest “Undercover Lyft” driver video starring 49ers legend Jerry Rice on Tuesday. Meanwhile, Uber has a series of events this week, from delivering puppies to arranging a flag football game with Joe Montana. It also outfitted certain UberPool cars with a TV, XBox, and Madden NFL video game that riders can play against each other or even a handful of current NFL players riding along.

But success or failure will be judged on actual game day logistics. Google plans to provide its commuter fleet of more than 100 buses to pick up fans from around San Francisco and drive them to the game, but it can’t match public transportation like Caltrain. And neither Uber nor Lyft want people to request rides all the way from San Francisco to the stadium in Santa Clara, or vice versa.

So both ride-hailing apps are encouraging people to take Caltrain–and then request a driver from the station to the game. Lyft has a promotion that will give riders $5 off up to two rides between a Caltrain stop and Levi’s Stadium. Uber, on the other hand, is bringing shared rides to the suburbs. UberPool, normally reserved for trips within San Francisco, is expanding to the South Bay as “PoolTrain” through Super Bowl Sunday. Shared rides to and from Caltrain stations will be the first time Uber has opened a product specifically catered to public transit, but it might be a sign of things to come.

“If I’m super frank, Uber is still too expensive to take to work from the South Bay to San Francisco,” Ting says. ”But we can use this week with increased demand to test a proof of concept, to see if people will take UberPool to public transit. Caltrain benefits, riders benefit, and Uber benefits.”

One thing that you won’t hear from Uber or others: that the Super Bowl is an opportunity to make a profit off of tourists. Most on-demand startups are burning money to market themselves and grow, and this week is no different. “This is our home and the home city of ride-sharing, so if there’s a year to really play a part in the Super Bowl, it’s this year,” Ting says. “Whether that makes business sense or not.”
