Smarter smart bombs, mini railguns, and swarming robot boats to watch man-made islands are a few of the key technology areas that Defense Secretary Ashton Carter sees as vital to U.S. military superiority in the next decade.

In a preview of the Pentagon’s upcoming 2017 budget request, Carter said military research and development spending would rise to $71.4 billion from last year’s $71.3 billion request. Carter also listed areas where the Defense Department was already seeing “returns” on R&D spending through the Strategic Capabilities Office, or SCO.

“I’d like to tell you about a few projects SCO has been working on that we’re funding in the budget,” he said. “Some you may have heard of, and some we’re talking about here for the very first time” he said.

Sending Swarmboats to Watch Manmade Islands

Robotic autonomy is critical to the Pentagon’s ambitions to be in more places at less cost. Carter today highlighted “swarming, autonomous vehicles in all sorts of ways, and in multiple domains.

Many military technologists such as Center for a New American Security senior fellow Paul Scharre and New America’s Peter Singer see robotic teaming, or swarming, as a game-changing capability on the battlefield. The military has been researching swarmbots large and small, for years.

Swarming robots aren’t just in the air but also on the water. In 2014, on Virginia’s James River, the Office of Naval Research staged a key demonstration of the Control Architecture for Robotic Agent Command and Sensing, or CARACaS, system in which 13 self-driving boats conducted highly coordinated maneuvers.

Carter alluded to the demonstration in his Tuesday speech: “And for the water, they’ve developed self-driving boats, which can network together to do all sorts of missions, from fleet defense to close-in surveillance – including around an island, real or artificial, without putting our sailors at risk,” a clear (if indirect) reference to China’s manmade islands in the Pacific.

Smaller Railguns

The high cost of advanced ballistics is driving the military toward cheaper alternatives like direct energy and electromagnetic railgun that hurl shells at hypersonic speeds. The Navy is planning an at-sea demonstration of a BAE-designed railgun that can hurl 44-pound shells.

But Carter wants to shrink railgun technology until it can fit into “the 5-inch guns at the front of every Navy destroyer, and also the hundreds of Army Paladin self-propelled howitzers. This way, instead of spending more money on more expensive interceptors, we can turn past offense into future defense – defeating incoming missile raids at much lower cost per round, and thereby imposing higher costs on the attacker,” he said.

He noted a January demonstration that equipped a Paladin with railgun capabilities.


Smarter Smart Bombs

Helping bombs find their targets without relying on outside communications (or worse, dumb luck) could decrease errant strikes and save lives. Carter highlighted advanced navigation projects that would use “the same kinds of micro-cameras and sensors that are littered throughout our smartphones today, and putting them on our Small Diameter Bombs to augment their targeting capabilities. This will eventually be a modular kit that will work with many other payloads – enabling off-network targeting through commercial components that are small enough to hold in your hand.”

DARPA’s program in micro-technology for positioning, navigation and timing exemplifies this long-standing,growing research effort.

Arsenal Planes

And where will these smarter smart bombs descend from?

Carter said the Pentagon is working to turn “one of our oldest aircraft platforms” — understood to be the B-52 bomber — into “a flying launch pad for all sorts of different conventional payloads. In practice, the arsenal plane will function as a very large airborne magazine, networked to 5th-generation aircraft that act as forward sensor and targeting nodes – essentially combining different systems already in our inventory to create wholly new capabilities.”

Here’s what that might look like in a real-world mission. Next-generation stealth fighter jets like the F-22 and the F-35 would take the lead in a strike, slipping through and disabling enemy radar and electromagnetic weapons. The arsenal planes would follow to finish the job.

Fifth-generation fighter and older craft have difficulty communicating, which some have highlighted as a critical oversight in planning. Carter today acknowledged that fixing the problem is going to be key to keeping older aircraft relevant.

NEWPORT NEWS, Va. (NNS) -- The crew of Pre-Commissioning Unit Gerald R. Ford (CVN 78) held their first all-hands general quarters (GQ) damage control drill Feb. 4.

As the first shipwide drill aboard the new aircraft carrier, Ford focused on damage control and emergency responses -- a significant step in certifying the crew as they train to fight and take ownership of the ship.

"GQ is a meeting of the minds," said Damage Controlman 1st Class Letitia McKelvey. "It allows departments who don't normally work together a chance to become a team. They build teamwork and learn how to rely on each other for help."

This teamwork is important when a ship is underway. At sea, Sailors are responsible for all shipboard efforts. There is no other support coming to aid in damage control efforts. The crew itself serves as fire department, hospital and any other emergency response personnel who would usually be called upon.

"This first GQ is a great opportunity for us to assess ourselves," said Chief Damage Controlman Michael Lewis, the ship's assistant fire marshal. "Now we know where we are. This is all baby steps; we have to crawl before we can run."

During the GQ drill, Ford Sailors conducted training with damage control and medical training props, while others responded to simulations of shipboard emergencies.

"This GQ was a major milestone for Ford because it pushes the ship significantly forward in preparation for Crew Certification 2 and being able to get the ship underway and out of the shipyards", said Damage Controlman 1st Ryan Vanderstouw. "With Crew Certification 2 and Crew Certification 3 coming up in the future, we have to get everyone qualified and get everyone trained up and demonstrate to inspectors that we have what it takes to take the ship to sea and be successful during any hurdles we may encounter out there at sea."

Ford is currently under construction at Huntington Ingalls Newport News Shipbuilding.

Dans le sillage de l’Arabie saoudite et du Bahreïn, les Emirats arabes unis ont annoncé être prêts à envoyer des troupes au sol en Syrie dans le cadre d’une coalition internationale contre Daesh. Décision a aussitôt dénoncée par Damas.

L’information concernant la décision des Emirats arabes à déployer des troupes si nécessaire, a été confirmée par le ministre d'État émirati aux Affaires étrangères, Anwar Gargash lors d’un briefing dimanche. Il a aussi ajouté que le leadership américain serait dans ce cas une condition préalable.

«Nous ne parlons pas de milliers de soldats, mais de troupes sur le terrain qui mèneront la voie […] qui vont venir en soutien […] et je pense que notre position reste la même et nous devrons voir comment cela évolue», a-t-il ajouté, cité par Reuters.


Le Royaume-Uni a nié se préparer à une éventuelle confrontation avec la Russie


La semaine dernière, l’Arabie saoudite et le Bahreïn se sont dits prêts à participer à des opérations au sol en Syrie si l’alliance conduite par les Etats-Unis décidait d’entamer de telles actions.

Damas prévient

L’annonce n’a pas plu au gouvernement syrien, qui a de son côté prévenu que toute armée étrangère qui entrera sur son sol sans invitation sera considérée comme un adversaire.

«Qu’on ne pense pas qu’ils peuvent attaquer la Syrie ou violer sa souveraineté parce que je vous l’assure, tout agresseur retournera dans son pays dans un cercueil en bois», a expliqué samedi le ministre syrien des Affaires étrangères Walid Mouallem.

L’Iran, allié régional clé de Damas et rival de l’Arabie saoudite, a indiqué que Riyad manquait de courage pour réellement mettre son plan à exécution et prévenu ses troupes du danger.

«[Les Saoudiens] ont émis une telle affirmation mais je ne pense pas qu’ils soient assez courageux pour le faire […] Même s’ils envoient leurs troupes, elles seraient certainement détruites […] ce serait un suicide», a-t-il fait savoir.

Paix et Sécurité et la ruine qui arrive sous la gouverne des nazis de l'Otan. 

La chancelière allemande Angela Merkel et le Premier ministre turc Ahmet Davutoglu ont décidé lundi de demander l’aide de l’Otan pour endiguer le flux des migrants vers l’Europe, alors que 30.000 réfugiés syriens restaient bloqués à la frontière turque.

En difficulté dans son pays pour y avoir autorisé l’accueil de plus d’un million de migrants l’an dernier, Mme Merkel a évoqué à l’issue d’un entretien avec M. Davutoglu l’entrée en scène de l’Alliance pour mieux contrôler les côtes turques, d’où des centaines de personnes continuent chaque jour à s’élancer vers la Grèce.

« Nous allons utiliser la rencontre des ministres de la Défense de l’Otan (…) pour parler des possibilités et dans quelle mesure l’Otan peut aider en matière de surveillance en mer pour soutenir le travail de Frontex et des garde-côtes turcs », a-t-elle déclaré.

Berlin et Ankara se sont promis de « mieux coopérer », a répété lundi M. Davutoglu, après sa rencontre avec Angela Merkel.

La Turquie et l’Union européenne (UE) ont signé fin novembre un « plan d’action » qui prévoit une aide européenne de 3 milliards d’euros aux autorités turques en échange de leur engagement à mieux contrôler leurs frontières et à lutter contre les passeurs.

Lundi encore, un nouveau naufrage a fait au moins 24 morts, dont au moins 11 enfants, au large d’Edremit, a rapporté l’agence de presse Dogan.

Selon les dernières statistiques publiées par le Haut-commissariat de l’ONU pour les réfugiés (HCR), quelque 68.000 migrants sont parvenus à entrer en Grèce depuis la Turquie depuis le 1er janvier. L’Organisation internationale pour les migrations (OIM) a de son côté recensé 284 décès de migrants cette année sur la même route.

Dans ce contexte, les demandes pressantes de l’UE à la Turquie pour qu’elle ouvre ses portes aux réfugiés d’Alep a suscité l’irritation de dirigeants turcs.

– « Vous nous prenez pour des idiots? »-

« Vous demandez à la Turquie de contenir le flux de réfugiés vers vos pays et maintenant vous nous appelez à ouvrir grand notre frontière aux réfugiés. Vous ne prenez pour des idiots ? », s’est emporté lundi le vice-Premier ministre Yalçin Akdogan.

Une semaine après le début de l’offensive du régime de Damas, soutenue par les bombardements de l’aviation russe, autour de la deuxième ville de Syrie, quelque 30.000 personnes patientaient lundi devant le poste-frontière turc d’Oncupinar, a dit M. Davutoglu.

« Personne ne doit penser que, comme la Turquie accepte les réfugiés et assume cette responsabilité, elle doit porter toute seule le fardeau », a-t-il averti, alors que l’UE presse la Turquie d’en faire beaucoup plus pour endiguer le flot des migrants.

« Evidemment, comme toujours, nous allons subvenir aux besoins de nos frères syriens et les accepter quand ce sera nécessaire », a ajouté le chef du gouvernement islamo-conservateur, dont le pays abrite déjà 2,7 millions de Syriens.

Mme Merkel s’est dite pour sa part « horrifiée » par « les souffrances humaines » des Syriens bloqués à la frontière syro-turque.

Sur le terrain, les autorités d’Ankara s’efforcent pour l’instant d’accommoder aux mieux les réfugiés sur le sol syrien-même.

Depuis vendredi, la Fondation pour l’aide humanitaire (IHH), une ONG islamique turque très proche des autorités, et le Croissant-rouge turc ont livré à Bab al-Salama, la localité frontière syrienne, des tonnes de matériel et de nourriture.

« Nos opérations ont pour vocation de prendre soin des gens à l’intérieur du territoire syrien », a expliqué à l’AFP Serkan Nergis, un porte-parole d’IHH.

Ankara réclame depuis des mois, sans succès auprès de ses alliés, la création dans l’extrême nord de la Syrie, d’une « zone de sécurité » pour accueillir les déplacés qui échappent à la guerre en se réfugiant en Turquie.

– « Faim et froid » –

Malgré les efforts des ONG, les déplacés, surtout des femmes et des enfants, stationnent devant Oncupinar dans une situation précaire.

« Nous avons faim et froid. Les gens dorment dans la rue », a témoigné lundi à l’AFP, Mohamad Rahma, 15 ans, l’un des rares réfugiés autorisés à franchir la frontière pour se faire soigner côté turc. « La situation est terrible. Ils souffrent du froid », a renchéri un Turc, Necati Yildiz, dont la fille mariée à un Syrien est bloquée à Bab al-Salama.

Selon les autorités turques, le nombre de civils massés autour d’Azaz pourrait plus que doubler dans les jours qui viennent.

En Syrie, les troupes du régime de Bachar al-Assad soutenues par l’aviation russe ont continué lundi à avancer à progresser dans la province d’Alep à avancer vers la ville rebelle de Tall Rifaat, à une vingtaine de kilomètres de la frontière turque, selon l’Observatoire syrien des droits de l’Homme (OSDH).

Toujours autour d’Alep, les rebelles se sont retirés de trois localités menacées par les frappes russes, désormais occupées par les forces kurdes, a ajouté l’OSDH.

La bataille d’Alep pourrait constituer un tournant dans la guerre syrienne. La chute de la deuxième ville syrienne, divisée depuis 2012, porterait un coup très rude aux rebelles en difficulté sur d’autres fronts.

The British Army is to deploy 1,600 troops in Jordan to take part in war games which could be preparation for a potential ‘confrontation’ between Russia and NATO member countries in Eastern Europe, the Daily Telegraph has reported, citing sources according to RT.

Army sources told the paper that the exercise, which will simulate an Iraq invasion for the first time in over a decade, is not a prelude to sending ground troops to fight Islamic State (IS, formerly ISIS, ISIL), rather Exercise Shamal Storm could be seen as a practice routine to fight off any potential Russian invasion of Ukraine or Eastern Europe.

NORFOLK (NNS) -- The multipurpose amphibious assault ship USS Bataan (LHD 5) hosted 250 Marine junior officers from The Basic School (TBS), Feb. 5-7, as part of a War Familiarization Exercise (WARFEX).

Bataan's role in hosting TBS and purpose of the exercise was to familiarize the junior officers with the capabilities and limitations of multipurpose amphibious assault ships and orient them to what life will be like as part of a Marine Expeditionary Unit (MEU) on board Bataan.

"Part of Combat Cargo's responsibility to Bataan is coordinating the embarkation of landing forces, or any outside forces for that matter, and as such, we are honored to be able to host the future leaders of Marine Corps from The Basic School," said Chief Warrant Officer 3 Alan Gaddis, the combat cargo officer aboard Bataan. "For nearly all of these young officers, this is their first time aboard a ship, and giving them a positive first experience will help shape the way they view integration of the blue-green team, especially as the Marine Corps gets back to its amphibious roots and adheres to the commandant's planning guidance."

"This is the culminating exercise for the students of The Basic School," said Capt. Chris Flood, executive officer of class Fox Company 06-15 of TBS, a native of Ridgefield, Connecticut. "A backbone of the Marine Corps is being on a ship, and after six months of field exercises and classroom instruction here students will go through amphibious planning and coordination among staffs to reinforce what they have learned at TBS."

The second lieutenants started the visit by splitting up into two groups. Half of the junior officers toured the amphibious transport dock ship USS San Antonio (LPD 17) and the remaining half toured the Bataan. Afterwards, both groups spent the night in troop berthings aboard the Bataan.

"It was nerve-wracking and a lot to take in being my first time on a ship," said 2nd Lt. Sean Ryan, a native of Park Ridge, Illinois. "However, this is great because I am going to be able to get to know what my Marines are going to go through when they are living on the ship and experience it before I am actually in charge and expect them to know this."

2nd Lt. Ramzi Yatim, a native of Phoenix, shared that after six months of training at TBS, he was ready for WARFEX and to show his instructors and leadership what he had learned.

"We studied a lot about amphibious ships and while the instructors and captains tell us what it is like, I am ready to experience it first hand," said Yatim. "Being able to interact with the Navy and Sailors is enlightening and gives us an idea of what we are going to do when we deploy with the MEU."

Flood said that the remaining time the students spend on the Bataan will be planning and organizing for the field exercises that will close out WARFEX back on their base located in Quantico.

"My favorite part of the exercise is seeing everything come together," said Flood. "Students learn throughout the six months and now this is their show as we instructors and leaders stand back and watch them in action with minimal interference from us."

US TO DEPLOY TROOPS TO BALTIC “IN FACE OF RUSSIA’S AGGRESSION”

The United States has announced plans to double its military presence in Europe as part of a move to support NATO against increasing “Russian aggression”.

The plans are part of the European Reassurance Initiative outlined in the 2017 defense budget, which has been sent to congress for approval.

“We’re going to move to a so-called heel to toe basis, where we’re over there consistently on the ground exercising,” said Under Secretary of Defense Mike McCord in a Feb. 9 briefing, according to a transcript.

The Pentagon requested $800 million for a similar program last year, and they received nearly four-times that amount in this year’s budget, with $3.4 billion. The amount is close to half the $7.5 billion the budget allocates to secure Syria and Iraq.

In earlier remarks on Feb. 2, Secretary of Defense Ash Carter said the move aims to reinforce the U.S. posture in Europe “to support our NATO allies in the face of Russia’s aggression.”

The funds will be used for more operational U.S. forces in Europe and more training with U.S. allies, as well as for improvements in gear and infrastructure.
Carter said “all of this together by the end of 2017 will let us rapidly form a highly capable combined arms ground force that can respond across that theater, if necessary.”

The European Reassurance Initiative was announced by President Barack Obama on June 3, 2014, just three months after Russia invaded Ukraine.

The initiative was intended to maintain a U.S. military presence in Europe that could respond to threats, and provide security assistance to countries being threatened by Russia—including Georgia, Moldova, and Ukraine.

According to a statement from Obama on Feb. 2, however, previous U.S. military efforts in Europe “were all necessary, but they are not sufficient.”
As the 2016 NATO Summit in Warsaw draws near, he said, “it is clear that the United States and our allies must do more to advance our common defense in support of a Europe that is whole, free, and at peace.” Twisted Evil

The increased focus on Europe is in line with the overall direction of the new defense budget, which identifies Russia and China as two of the world’s leading security threats.

Deputy Secretary of Defense Bob Work in a Feb 9 press briefing said,according to a transcript, “today, we are faced by a resurgent, revanchist Russia and a rising China.”

Work noted that both Russia and China “are becoming more aggressive along their peripheries—Russia on its western borders abutting NATO, and China in its near seas.”

While the United States will continue to keep working with Russia and China “on issues of mutual interest to both countries,” Work said, “we concluded the Department must be prepared for a period of increased competition over the next 25 years.”

Under the new budget the United States will focus on quality over quantity, and the focus, Work said, is to “prioritize strengthening our conventional deterrent against the most advanced potential adversaries.”

European nations are also working out ways to deter growing threats from Russia, alongside the increased U.S. initiative.

NATO Secretary General Jens Stoltenberg spoke at a press conference at NATO headquarters in Brussels on Feb. 9, noting that “over the next two days, NATO defense ministers will make decisions to address the changed security environment we are facing.”

Stoltenberg said the defense officials are looking at threats from Russia to the east, and Islamic extremism to the south. They’re working out a strategy focused on deterrence and defense.

They’re also focused on deterring hybrid attacks, such as the type used by Russia in Ukraine. It used a mix of conventional military force, alongside subversion, cyberattacks, and propaganda.

“I expect ministers to agree to enhance our forward presence in the eastern part of our alliance,” Stoltenberg said. “This will bolster our collective defense, and at the same time send a powerful signal to deter any aggression or intimidation.”

He said the increased U.S. budget for its operations in Europe “is a significant step” that will fund “persistent rotational presence of air, land, and maritime forces and more training and exercises.”

Bruxelles - L'Alliance atlantique, qui avait jusqu'à ce jour refusé de participer directement à la coalition contre le groupe Etat islamique, explore la possibilité de rejoindre ses rangs, a affirmé jeudi le chef du Pentagone Ashton Carter.

Grâce au leadership du secrétaire général de l'Otan, Jens Stoltenberg, nous explorons la possibilité de l'Otan de rejoindre la coalition comme un membre à part entière, a déclaré le secrétaire américain à la Défense lors d'une conférence de presse à Bruxelles.

Les 28 pays membres de l'Otan participent tous individuellement à la coalition contre l'EI conduite par les Etats-Unis, mais l'Alliance en tant qu'organisation de défense collective avait jusqu'ici tenu à maintenir ses distances.

En tant que nouveau membre, l'Otan apporterait des capacités uniques à la coalition, ainsi que son expérience dans le renforcement des capacités chez des partenaires (missions d'entraînement et de conseil, ndlr), dans l'entraînement de forces au sol et dans la stabilisation post-conflit, a énuméré M. Carter.

Il a précisé que les Alliés discuteraient dans les jours et semaines à venir du rôle approprié que l'Otan pourrait jouer au sein de la coalition, qui effectue depuis plus de 18 mois des frappes aériennes contre l'organisation jihadiste en Irak et en Syrie.

M. Carter s'exprimait à l'issue d'une réunion avec ses homologues de 49 pays engagés en Syrie, dont l'Irak et l'Arabie saoudite, dans les locaux de l'Otan à Bruxelles.

Les Etats-Unis demandent à leurs partenaires de contribuer davantage en armements, équipements, troupes et contributions financières, pour mettre en oeuvre le plan de campagne militaire de la coalition, qui vise en premier lieu à reconquérir Mossoul, deuxième ville d'Irak, et le fief syrien de l'EI, Raqa, avait expliqué le secrétaire d'Etat américain en ouvrant la rencontre.

BETHESDA, Md. (NNS) -- The cries for help came from the stairwell.

Two security personnel were clearing Bldg. A on the Uniformed Services University of the Health Sciences (USU) campus when they heard someone yelling.

"Help! I've been shot. I think my friend is dead!" shouted one of the wounded actors in this active-shooter drill held on board Naval Support Activity Bethesda (NSAB), Feb. 4, during the Navywide Solid Curtain-Citadel Shield exercise.

The two officers went down the stairwell and passed the wounded and dead actors in this simulated scenario to make sure the building was clear. The shooter, played by Master-at-Arms 1st Class Nate Cable, had made his way through the building and down to the USU security office where he shot the pre-planned targets.

After he was apprehended by security, the officers went through the buildings to make sure the area was secure before an announcement was made over the base's loudspeakers that the exercise had been completed.

This active-shooter drill was one of many exercises during the two weeks of Solid Curtain-Citadel Shield 2016, a Navywide exercise that assesses law enforcement response in several different scenarios.

Master-at-Arms 1st Class Jonathan Cales, leading petty officer of NSAB's Security Training Department, said all the objectives of Solid Curtain-Citadel Shield are being met and they are learning from it as well.

Not only does Solid Curtain-Citadel Shield help the security team learn, but Cales said it helps those who come to the installation to know how to act during a real-world event.

According to Cales, USU hosted the active-shooter scenario this year because of the tough environment law enforcement would face if an actual incident occurred there. He pointed out several rooms and stairwells and how the buildings are all connected through hallways.

"When it comes to an active shooter, if you can hear gunshots and you can hear screaming then you kind of get a sense of which direction you need to go," Cales said. "In the event that you respond on scene and you don't hear that, then you have to systematically clear every floor, which means every room, every hallway, every staircase, until you clear the entire building. Then you would go from building to building to building until you can clear the entire facility."

Another reason the drill was at USU was that higher education facilities have become frequent targets for active shootings. A 2013 FBI report on active-shooter incidents in the United States lists educational environments, government facilities, and health care facilities as three of 11 categories where the public is at risk; all three of which are housed within NSAB.

"Our chances, statistically speaking, of that being a realistic threat for us is high," Cales said. "Yes, the Navy does say that we will conduct active-shooter exercises annually, and that we will do annual training for active shooters. However, it's not just a check in the box. It is us practicing for a very realistic threat that we face every day."

All the objectives were met during the drill, which had base security responding as if it were an actual event, Cales said.

"We're meeting our objectives and we're learning from it at the same time," Cales said. "Nothing is ever expected to be perfect. Had I just stood downstairs in the USU security office and said 'Okay, activate the [exercise] now' and made the call myself, my guys really aren't getting a lot out of the training."

Notices went out via Everbridge and the base's loudspeakers that an active-shooter exercise was happening and instructing people across the installation to shelter-in-place.

"I walked upstairs and it seemed that everybody sheltered in place," said Chris Mottler, USU security director. "Doors were locked where they could be and everyone did what the appropriate steps were for an active shooter."

12 février 2016 – Le Secrétaire général des Nations Unies, Ban Ki-moon, a rendu hommage vendredi à la première unité de police entièrement composée de personnel féminin à avoir été déployée dans le cadre d'une opération de maintien de la paix de l'ONU, à l'occasion de son départ imminent du Libéria.

« Grâce à leur dévouement indéfectible, leur professionnalisme et leur discipline, y compris durant l'épidémie d'Ebola, ces femmes courageuses ont gagné le respect à la fois du gouvernement et du peuple libérien », a salué M. Ban dans un communiqué de presse.

Constituée de 125 femmes, cette unité de police rentrera en Inde durant le weekend, a indiqué le Secrétaire général, précisant que ce départ marquera officiellement la fin de l'opération de maintien de la paix de l'Organisation au Libéria, après neuf ans de présence onusienne dans le pays.

Le chef de l'ONU a félicité l'unité de police pour avoir contribué à l'instauration d'un environnement permettant au gouvernement du Liberia d'assumer pleinement ses responsabilités en matière de sécurité, avant la date butoir du 30 juin 2016 fixée par le Conseil de sécurité des Nations Unies.

« De par leur travail, elles ont endigué la criminalité, dissuadé la violence sexuelle et sexiste, et contribué à réinstaurer la sécurité et la confiance au sein de la population », a salué le chef de l'ONU.

Cette unité, a-t-il ajouté, a en outre permis de montrer l'exemple sur la façon dont le déploiement de personnel en uniforme féminin est susceptible d'aider l'Organisation dans ses efforts pour lutter contre l'exploitation et les abus sexuels. Rolling Eyes

WASHINGTON (NNS) -- Military and civilian security and emergency services throughout Naval District Washington (NDW) concluded two weeks of extensive drills and crisis response training during the annual anti-terrorism and force protection exercise Solid Curtain-Citadel Shield (SC-CS) 2016, Feb. 12.

Solid Curtain is a Navy wide exercise led by U.S. Fleet Forces Command and Commander, Navy Installation Command and Citadel Shield is designed to evaluate installation-level responses to a range of force protection situations.

All installations throughout the region collaborated with their respective local law enforcement and emergency services agencies during active shooter, surveillance and mass casualty exercises.

"This exercise is a critical component of our training program," said Naval Support Activity (NSA) Annapolis Commanding Officer Capt. Logan Jones. "It allows us to validate and refine training we have conducted to date, and it allows us to integrate security operations with NCIS; police from local jurisdictions; local, city and county fire departments; and the Anne Arundel Medical Center."

Joint Base Anacostia-Bolling (JBAB) hosted a robust training schedule featuring an active shooter and hostage situation, in the 579th Medical Group Clinic.

"I was extremely pleased with the response from our JBAB law enforcement personnel during the active threat exercise held Feb. 3 on board JBAB," said JBAB Commanding Officer Capt. Frank Mays. "The actions they took to eliminate a possible active shooter at the base medical clinic provided an excellent training opportunity for a possible real-world scenario. I am equally proud of our first responders from NDW Fire and Emergency Services who were able to provide on-site emergency care to the event victim role-players. It is training events like this that allow our service members, civilians and mission partners to work in concert so they can take advantage of lessons learned and share best practices which ultimately enhances our overall readiness to better deter and defend against terrorist attacks."

Nearby at NSA South Potomac and NSA Bethesda, exercise leaders also focused on deterring falsely-credentialed intruders along installation perimeters, as well as participating in active-shooter scenarios within the bases.

To ensure safety and security during the training, role players acting as the shooters were escorted by training team personnel who oversaw and evaluated the events. SC-CS allows military and civilian responders alike to hone emergency skills as threats evolve, but in a safe environment, much like any other military drill.

Matt Brown, lead exercise planner for NDW, said SC-CS follows the classic military adage, 'train like we fight.'

"We learned a great deal about how effective our response is to numerous scenarios and also came away with some lessons learned," said Brown. "The event provided us an opportunity to train on our pre-planned responses and we were able to effectively integrate our Regional Operations Center Reserve Unit who provided invaluable support to our NDW team."

The overall exercise for NDW culminated with a large-scale active-shooter event designed to hone first responder skills and test the regions' ability to handle damages and devise protection plans for visitors, residents and staff.

"We need to continue to exercise coordination and communication with our civilian counterparts and all of our installations. There are many moving pieces including force protection, fire and emergency services and installation tenants. Achieving unity of effort among all of the entities can always be improved upon," said Brown. "This event was a successful one from the perspective of learning where we need to focus our training efforts as we move forward.

Brown emphasized the importance of the exercise saying that conducting the annual exercise ensures the region maintains a high state of readiness to ensure the safety and security of our Navy community.

A major part of SC-CS each year is communication and installations' ability get alerts to the workforce. Personnel within the National Capital Region are encouraged to sign up for the AtHoc alert network and follow the "If you see something, say something" rule if witnessing any suspicious activity.

FALLON, Nev. (NNS) -- Naval Air Station Fallon (NASF), in coordination with local law enforcement and emergency personnel conducted Exercise Solid Curtain/Citadel Shield 2016, Feb. 1 through Feb. 12.

Solid Curtain/Citadel Shield (SC/CS) is an annual two-part force protection exercise designed to test and train Naval Security Forces (NSF) to respond to a threat to their installation or units.

The exercise also tests communications between NSF, Emergency Operations Centers (EOC), and Regional Operations Centers (ROC).

During SC/CS 2016, security personnel on NASF responded to several realistic threat simulations, including an active shooter at the base chapel with a simultaneous knife attack at base housing, a hostage crisis with military dependents off base, and various attempts to penetrate base security.

Local law enforcement units from the Nevada Highway Patrol, Fallon Police, and Churchill Country Sherriff's Office, along with emergency medical personnel from Federal Fire, Banner Churchill Community Hospital, Humboldt General Hospital, and Care Flight assisted with the response.

"Coordinating this exercise with personnel on and off base and ensuring that all of the role players and opposing forces know their lines and places is incredibly challenging," said Installation Training Officer Chris Pierce. "One wrong line or failure to show up changes everything."

Planning for SC/CS 2016 began in the fall of last year and required extensive coordination with local emergency response units.

"We started planning this exercise in August of last year," said Installation Training Team member, Aviation Boatswain's Mate (Equipment) 1st Class Jonnie Morales. "Our biggest challenge was to maximize the training our NSFs received, with minimal impact on our daily operations while providing the best true-to-life scenarios we can. The joint efforts from NASF, local law enforcement, first responders, and all the volunteers made this a successful evolution. This exercise was one of the many ways we work with our neighbors to continue to build upon our strong relationship."

The exercises that occur during SC/CS help to improve NASF's ability to better respond to a real-world event, according to Pierce.

"We are fortunate to have a commanding officer, executive officer and support staff that encourages realistic training," said Pierce. "It allows us to test the 'moving parts' instead of simulating numerous events. Most importantly, it allows us to fix it through training so we can nail it when it counts.

"This isn't something one person can do on their own; it takes a team firing on all cylinders," said Pierce. "It is an extreme privilege to work with the best group of personnel I have ever worked with. "Without all of the support from the front office, all the way down to the role players, this would not have been possible. This is the best training team I have ever seen."

Polish border guards

The government of Catholic Poland has put officers on its borders in order to keep the Muslim refugees from entering their country from Germany. According to the report:

Local authorities in western Poland have increased the number of patrols on the border with Germany to reduce the number of illegal crossings by refugees, a Polish cultural center in Russia’s Kaliningrad said Monday in a statement.

“The local authorities in the west of the country want to protect themselves from the unlawful crossings of refugees from Germany to Poland. The security is provided by increasing patrols and information exchange with German colleagues,” the statement reads.

 According to the document, the Polish town of Gubin in the Lubusz region has already requested additional border police controls to cope with 600 refugees located nearby.The European Union is currently struggling to manage a massive refugee crisis, with hundreds of thousands of people leaving war and poverty in their home countries in the Middle East and North Africa for more prosperous EU states.



Germany is pushing Poland to absorb the refugees because it hates Poland, because Poland is Catholic and not of the Protestant tradition, as is Germany. I believe that Germany is an enemy country. I will write about this extensively one day in the near future. But I will explain this briefly. I believe that Germany’s investment in inundating Europe with Islamic refugees is being done for two possible reasons: (1) Germany could be brining in the refugees in order to create a societal chaos that will compel the populous to be more independent on government, thus justifying Germany to restore itself as a tyrannical super power.

Or (2), Germany wants to recreate a Nazi society, but because the youth are not conditioned for Nazism, it has to bring in millions of Muslims whose children will grow, speak the language, and thus become a whole generation of Germans who are already brainwashed to love Hitler and Nazi ideology. Either way, I believe Germany is using the refugees as a way to destabilize Europe and push the nations to disintegrate the EU, thus allowing Germany to individualize itself and not be burdened with the problems of other countries. This individualization will allow Germany to singularly make itself a domineering world power again.

Diplomat: Turkish ground operation in Syria, Iraq would lead to conflict escalation

MUNICH, February 12. /TASS/. Turkey last year dispatched its troops to Iraq without permission from the Iraqi authorities, Iraqi Prime Minister Haider al-Abadi told the Munich Security conference on Friday. This kind of action is impermissible, he said.

"We have no foreign troops or combat units in our territory. There are no Iranians, Saudis, Jordanians or British or US troops," he said. "There are only military servicemen who are prepared to work as instructors."

"Except for Turkey. It has dispatched combat units without consent from the Iraqi government. We believe this is intolerable," Al-Abadi said. "We are neighbors. If you wish to help Iraq, it is up to us to decide in what way you are to help us."

At the end of last December Ankara moved troops into Iraq. Originally 150 troops and two dozen tanks were said to have been redeployed there. Turkey claimed that Baghdad had asked to send in the contingent to help the troops fight against terrorists.

Russian snap check to involve 8,500 troops, 900 hardware units, 50 ships, 200 aircraft

OPUK RANGE /Crimea/, February 11. /TASS/. A total of 88 combat vessels, boats and service ships have put to sea as part of a check of combat readiness of the Southern Military District, Russian Armed Forces General Staff Chief Army General Valery Gerasimov said Thursday.

"Operational-tactical aircraft got redeployed to operational airfields where a group was formed to fulfill tasks to repel the hypothetical aggressor and make a massive airstrike. A total of 48 aircraft and 24 helicopters have been redeployed," Gerasimov reported to Russian President Vladimir Putin during a video conference call.

"A total of 88 combat vessels, boats and support ships were taken to sea areas," he said.

The snap check of the combat readiness of the Southern Military District’s troops, a number of formations of the Airborne Troops and military-transport aviation started Monday morning.

The Defense Ministry said the maneuvers involve up to 8,500 personnel, 900 units of military hardware, 200 aircraft and helicopters, as well as 50 vessels. The ministry said forces and facilities of the Central Military District are involved in the maneuvers.

YOKOSUKA, Japan (NNS) -- U.S. 7th Fleet flagship USS Blue Ridge (LCC 19) departed Commander, Fleet Activities Yokosuka to conduct sea trials prior to initiating its spring patrol season in the 7th fleet area of operations, Feb. 16.

During sea trials, Blue Ridge will execute a series of exercises, testing every aspect of the ship and crew, from full power runs and boilers flexes to seamanship training including man overboard and abandon ship drills.

Blue Ridge spent the last six months in selective restricted availability (SRA), making repairs and improvements throughout the ship, ranging from major systems upgrades in Information Systems Department and Engineering Department to habitability upgrades.

"Sea trials is an opportunity to test the crew in all areas of the ship," said Blue Ridge Operations Officer Lt. Daniel Kohlbeck. "We just spent the last six months tied to the pier for renovations and repairs and now, we need to switch our mindset to being at sea. Sea trials will give us the opportunity to adjust to the high-tempo daily routine that being underway demands."

Throughout sea trials, the crew will be expected to maintain and demonstrate its high standards of operability and attention to detail. They will also be tested to show that the ship is ready for patrol season.

"Sea trials is our opportunity to fully test the ship in a safe environment," said Blue Ridge Chief Engineer, Lt. Cmdr. Stephen Hartley. "Throughout dock trials and since the light-off assessment, the engineers are already fully engaged and ready to deploy. We will be doing a full power run to check that all of our systems work in tandem.

"The crews focus will be key in determining if there are any outstanding issues that need to be addressed prior to our deployment in support of 7th Fleet operations," said Hartley.

For many Blue Ridge Sailors, sea trials will be their first time spent underway and the first opportunity for them to familiarize themselves with life at sea, away from Yokosuka.

"It's my first time," said Yeoman 3rd Class Daniel Ross. "I'm pretty nervous and it's definitely a shift from shore command.

"Out at sea, the only people you have to rely on are your shipmates," he said. "I'm working to get my qualifications so I can contribute, especially my ESWS, but overall, I'm looking forward to experiencing life at sea and the challenges that come with it."

Blue Ridge has been forward deployed to Yokosuka, Japan, for 36 years. As the flagship for Commander, U.S. 7th Fleet, Vice Adm. Joseph Aucoin, Blue Ridge is committed to strengthening and fostering relationships within the Indo-Asia Pacific region.

Riyadh, Saudi Arabia – Saudi Arabia has announced the launch of the most massive military drill ever staged in the Middle East; with over 20 Gulf states and other allied nations participating in the incredible display of military might.

The official Twitter account for North Thunder said the exercises were being held at King Khalid Military City in Hafr Al Batin from February 14 until March 10.

“A military exercise will be commanded by the Kingdom of Saudi Arabia with the participation of 20 countries and the Peninsula Shield force as well,” the account said. “The main objective is to demonstrate the high combat readiness of the participating armed forces and their readiness and ability to function successfully in joint operations,” the account said.

The drill, coined “Northern Thunder,” will include up to 350,000 troops, 20,000 tanks, 2,500 warplanes and 450 helicopters, and will coordinate the use of ground forces, as well as naval and air force personnel.

The participating countries are Saudi Arabia, UAE, Bahrain, Kuwait, Qatar, Oman, Jordan, Senegal, Sudan, Maldives, Morocco, Pakistan, Chad, Tunisia, Comoro Islands, Djibouti, Malaysia, Egypt, Mauritania, and Mauritius, according to Gulf News.

The professed aim of the drill is to show that Saudi Arabia and its allies “stand united in confronting all challenges and preserving peace and stability in the region.”

“It will serve to boost fighting capabilities, exchange information, benefit from experiences and expertise and enhance coordination between the participating countries,” Saudi Arabia’s Brigadier General Ahmed al-Assiri said.





However, the reality underpinning the drill is far more convoluted than the House of Saud is willing to admit, and has little to do with regional stability.

What has actually taken place is that the Russian intervention into the Syrian conflict has usurped the Western-backed plan of providing material assistance to rebel groups attempting to overthrow the al-Assad government.

The Russian-backed offensive in Syria has resulted in the Azaz corridor, a major supply route for ‘covert’ CIA weapons shipments to the so-called “moderate rebels,” being shut down, which has left the U.S. scrambling for options to continue their campaign of regime change in Syria.

The Russians have cut off many of the pathways the C.I.A. has been using for a not-very-secret effort to arm rebel groups, according to several current and former officials.





With the CIA-backed rebels increasingly cut off from their arms supply — the US had to engage in new tactics to bolster the regime change strategy – escalation through client states.

Enter the Saudi coalition.

While the U.S. fears direct confrontation with Russia in Syria, due to the potential devolution of the conflict into a hot war between the two nuclear powerhouses, a proxy army raised by the Saudis would seemingly negate this potential and allow Western interests to continue their preferred strategy of regime change.

In a recent announcement, Saudi Arabia said that it had deployed U.S. made F-15s to Turkey under the auspices of fighting ISIS.

“The Saudi kingdom now has a presence at the İncirlik base in Turkey. Saudi warplanes are present with their crews to intensify aerial operations along with missions launched from bases in Saudi Arabia,” Al Assiri told Al Arabiya television prior to the commencement of the military drill.





Additionally, Saudi Arabia and Turkey have both lobbied for Western approval for a ground invasion of Syria – with Turkey openly acknowledging the planning of a joint attack.

But even as the Saudis attempt to flex their U.S. purchased military hardware as a warning to the Assad regime and the Russians, reality dictates that even those within the coalition understand exactly who is in control within the Syrian theater of war.

A Jordanian official confirmed that the country will not participate in any Turkish- or Arab-led Syrian invasion unless mandated by the United Nations, led by western forces and coordinated with Russia.

“Jordan is not going to send ground forces into Syria unless these troops are led by Americans and British,” the Jordanian official said, speaking on condition of anonymity. “We have very long borders with Iraq and Syria which are more than 550 kilometers. Any ground troops including Jordanian forces should be sent after a UN approval and after full coordination with Russia.”





Make no mistake that regardless of Western claims; intervention in Syria has very little, if anything, to do with ISIS – and everything to do with the power games of energy resources and strategic geopolitical control.

One could easily question whether this is truly a drill or the buildup of an invasion force; but could the Saudis really be foolish enough to endanger their entire regime by wading into a direct military confrontation with the Russians?

Only time will tell — but what’s certain is that a dangerous game is being played by the Western internationalists that could potentially result in a direct confrontation with Russia.

La Turquie est prête à participer à une intervention militaire terrestre en Syrie, seule capable à ses yeux de mettre un terme à la guerre civile en cours, mais uniquement aux côtés de ses alliés, a indiqué ce mardi un haut responsable turc.

   "Nous voulons une opération terrestre avec nos alliés internationaux. (...) Sans opération au sol, il est impossible d'arrêter les combats en Syrie", a déclaré à la presse ce responsable qui s'exprimait sous couvert de l'anonymat.

Il a toutefois confirmé qu'il n'était pas question pour la Turquie de se lancer seule dans une telle intervention. "Il n'y aura pas d'opération militaire unilatérale de la Turquie en Syrie", a-t-il souligné.

Samedi, le ministre turc des Affaires étrangères Mevlüt Cavusoglu avait déclaré que la Turquie et l'Arabie saoudite pourraient mener une intervention terrestre contre le groupe Daech (EI) en territoire syrien.

Depuis samedi, l'artillerie turque bombarde par ailleurs à un rythme quotidien des positions tenues par les combattants kurdes en Syrie, que le gouvernement d'Ankara considère comme des "terroristes".

Par ailleurs, le chef de la diplomatie turque, Mevlüt Cavusoglu, a fait part à son homologue français Jean-Marc Ayrault de son "malaise" après l'appel de Paris en faveur d'un arrêt des frappes turques contre les milices kurdes de Syrie, a-t-on appris ce mardi de source turque.

   Lors d'un entretien téléphonique lundi soir à sa demande, Cavusoglu a fait part à Ayrault de son mécontentement après les déclarations françaises et rappelé que la "Turquie combat les éléments terroristes en Syrie", a précisé cette source sous couvert d'anonymat.

   La France a appelé dimanche à la "cessation immédiate des bombardements" en Syrie, aussi bien ceux des Turcs contre les positions kurdes que ceux menés par Damas et son allié russe dans tout le pays.
