500 REBELLES SYRIENS PASSENT LA FRONTIERE TURQUE POUR SE RENDRE DANS LA VILLE SYRIENNE D'AZAZ

Beyrouth - Au moins 500 rebelles syriens ont traversé mercredi la frontière turque pour se rendre dans la ville syrienne d'Azaz dans la province d'Alep, où la rébellion a subi une série de revers face à l'armée et aux forces kurdes, selon une ONG.

Au moins 500 rebelles ont traversé le poste-frontière de Bab al-Salamé pour se rendre dans la ville d'Azaz à partir de laquelle ils veulent prêter main forte aux insurgés face à la progression des forces kurdes dans le nord de la province, a indiqué à l'AFP Rami Abdel Rahmane, directeur de l'Observatoire syrien des droits de l'Homme (OSDH).

Le transfert des rebelles s'est fait sous la supervision des autorités turques, a-t-il ajouté.

Il s'agit de combattants islamistes et non islamistes, tous armés, a-t-il poursuivi, sans plus de précision.

Le 14 février, près de 350 rebelles étaient déjà passés à travers le poste-frontière d'Atmé, munis d'armes légères et lourdes.

A la suite d'une vaste offensive de l'armée appuyée par les frappes aériennes russes, les rebelles ont perdu plusieurs villes et localités de la province d'Alep qui était considérée comme leur fief.

Profitant de l'affaiblissement des insurgés, les forces kurdes, qui cherchent à réaliser leur propre projet autonomiste, ont également progressé dans cette province morcelée entre régime, rebelles, jihadistes et kurdes. Elles ont pris notamment la ville de Tall Rifaat.

Il ne reste comme principal bastion rebelle qu'Azaz, proche de la frontière turque, et Marea, plus au sud, et qui est aujourd'hui quasiment encerclée par les forces kurdes à l'ouest et les extrémistes de l'Etat islamique à l'est.

Alarmée par la progression des forces kurdes près de sa frontière, la Turquie, qui soutient la rébellion contre Bachar al-Assad, bombardait après minuit pour le cinquième jour consécutif leurs positions notamment à Tall Rifaat.

Le titre est trompeur. Le but de cette nouvelle télé-réalité a pour but de conditionner le cerveau des jeunes afin de les préparer pour la mobilisation obligatoire qui devrait suivre très bientôt. Quant au sondage, on sait qui contrôle ses sondages.

Les Français sont attachés au service militaire. Une étude réalisée par l'Ifop en janvier dernier le prouve encore : vingt ans après sa suspension, 70,5% des sondés sont favorables à un retour du service militaire obligatoire. 77,9% pensent qu'il pourrait améliorer la mixité sociale ou la cohésion nationale. 85,6% estiment que les valeurs qui y sont prônée serait bénéfique aux jeunes d’aujourd’hui. Enfin, 78,7% des sondés gardent un bon souvenir de leur service militaire.

Le principe ?  Dix-neuf jeunes garçons de 18 à 25 ans, de tous milieux sociaux et de toutes origines, vont revivre pendant trois semaines le service militaire de leurs aînés. Au cours de cette expérience, ils vont découvrir la solidarité et l’entraide.

Autorité et dépassement de soi

Mais comment cette génération, qu’on dit ne plus être habituée à l’autorité, va réagir au cadre très strict d’une instruction militaire ? Ces jeunes vont-ils supporter le dépassement de soi que le service militaire impose ? Au terme de ces trois semaines de service militaire, quels enseignements cette génération va-t-elle tirer de cette expérience ?

The Islam-critical vigilante group, Soldiers of Odin, which was born in Finland last year, has begun to establish itself in several Norwegian cities.

NRK has in recent weeks reported branching of the group in Vestfold, in southern cities, and in Tromsø.

But while police in the south say they're going to expel Soldiers of Odin, if they start patrolling the streets in the southern cities, the police chief in the Finnmark Police, (far north), Morten Daae, says that «much of what Soldiers of Odin intend to do is unproblematic seen from the police's point of view».

- This clearly has some problematic aspects, and it is the line between what we traditionally call a vigilante group. However, this also has a positive side, in the sense that there are people who in a way want to help ensure that we have safe towns and cities all across the country, says Daae, and adds:

- There are several things that need to be seen against each other, but basically these are things that may be fine with the police. But I have to consider this more before I can be absolutely sure of everything.

- If you get an establishment of Soldiers of Odin in Finnmark, in Alta, how will the police follow up?

- We will see how this develops. If they are peaceful it is unproblematic. It is the line between a vigilante group I see as problematic, says Daae.

The Soldiers of Odin "uniform" is a black hoodie with a logo on the back.

GULF OF THAILAND (NNS) -- Civilian mariners aboard Military Sealift Command (MSC) Maritime Prepositioning Force ship USNS 1st LT Jack Lummus (T-AK 3011) participated in a zero-visibility drill in the Gulf of Thailand, Feb. 17.

The drill instructed the crewmembers on the proper methods for using teamwork and communication to conduct a search in a situation in which vision is obscured.

"It was very informative for the ship's crew," said Able-Body Seaman Bryan Howell, drill participant. "We all got to experience the same training. We donned the masks, we donned the air packs and we went through the spaces together, learning how to work together throughout the drill."

The drill involved participants wearing vision-obscuring masks as well as self-contained breathing apparatus (SCBA) tanks in order to accurately simulate a plausible zero-visibility situation, such as a fire in the ship's spaces. The main focus of the drill was to prepare the crew for a real-life zero-visibility situation by demonstrating the importance of cooperation and preparation.

"When we all do the training together, it gives us the outlook of what the scenario is going to be like if we were really going through this situation," said Howell. "If everyone had to go through a space searching for a crew member, we know how to do it; how to go about it. Everything should go smoothly. We should be able to get the crew member out of there, and it should go the way we planned it."

The drill included instructions on how to sweep the room by touch in order to rescue a person who cannot be seen and cannot respond to verbal commands. It also included a tutorial on how to use a thermal imager to search for body-heat signatures in a smoke filled room.

Howell advised all ships to integrate a zero-visibility drill into their regular training schedules so that all MSC ships can reap the benefits of this unique training.

"Definitely, if they are not doing it, they should participate in this," said Howell. "It is very informative, and everybody should be in-tune with what we are doing here. It helps out the crew a lot if something like this ever happens; teaching them what to do and how to do it."

CTF 55 CONDUCTS IRAQI BILATERAL EXERCISE IN THE ARABIAN GULF

ARABIAN GULF (NNS) -- U.S. maritime forces aboard the Arleigh Burke-class guided-missile destroyer USS Russell (DDG 59) and the Island-class Coast Guard cutter USCGC Monomoy partnered with an Iraqi navy Swift Boat (P-310) to complete a monthly bilateral exercise in the Arabian Gulf, Feb. 14-15.

The exercise provided a surface warfare experience with the partnering nations by exchanging subject matter experts (SME) and conducting live-fire exercises in a tactical environment.

"The goal of this exercise is to build interoperability and work together with Iraq," said Lt.j.g. Samuel Ross, a bilateral liaison assigned to Commander, Task Force 55. "The relationships we build through these bilaterals are what allow the Navy to grow and be able to operate in the Arabian Gulf."

U.S. forces in the U.S. 5th Fleet area of operations have been conducting various Iraqi bilateral exercises over the past 18 months. Each exercise introduces a variety of elements from surface and air warfare, to visit,, board, search, seizures (VBSS) and interdiction operations.

"An important factor in our operations is communications," said Ross. "In the maritime domain, which is the Arabian Gulf, communications help us level the playing field and work together as a cohesive unit."

Continuing the theme of strong communication, SMEs from the U.S. and Iraqi maritime forces worked together, going from ship to ship, demonstrating tactics, and synchronizing weapons systems to promote combined-joint interoperability.

"Having similar weapons systems, we can share the knowledge with our allies so that we both can use our weapons effectively and safely," said Gunner's Mate 1st Class Christopher Lamotte, Russell's armory lead petty officer. "With technology always changing, we can rely on our partners. If they have a new system, we can share the knowledge, and this is what makes us into a stronger Navy."

During the two-day exercise, coalition forces performed weapons synchronization, maritime infrastructure protection exercises (MIPEX), and combined-joint gun exercises.

"MIPEX provides an opportunity to practice our force protection tactics with joint and international partners," said Lt. Andrew Corwell, U.S. Coast Guard Patrol Forces Southwest Asia's current operations officer. "The U.S. Coast Guard understands coastal operations, and this helps our ability to interact with various navies and coast guards in this area that are uses to these coastal environments."

Coalition partners completed live-fire exercises, from basic to more advanced operations. The three ships involved were capable of integrating formation tactics in targeting a simulated surface contact.

"This bilateral was a big success. We reached all of our mission objectives," said Ross. "We were able to complete multiple scenario-based exercises, and we were able to build on our existing relationship with Iraq. This was a big Bravo Zulu to all of the joint-combined units, and we look forward to our next monthly exercise."

Commander, Task Force 55 controls surface forces including U.S. Navy coastal patrol craft and U.S Coast Guard patrols boats in the U.S. 5th Fleet area of operations. U.S. 5th Fleet continues to expand its relationship with the Iraqi navy through key leader engagements, professional exchanges and by conducting exercises in the Arabian Gulf.

In a shocking development, Saudi Arabia has now publicly admitted they possess NUCLEAR BOMBS.  The bombs will protect the ground invasion of Syria by Turkey and Saudi Arabia. . . which puts the Russians in the unenviable position of having to use nuclear weapons to defend themselves and Syria.

Speaking in a television interview Dahham Al-'Anzi of the Kingdom of Saudi Arabia was discussing why many in the Arab world feel the need for Syrian President Bashar al-Assad to be removed from power, and that a ground invasion was not only necessary, but is going to take place!

In the context of the pending invasion, Dahham Al-'Anzi outlined the missiles, planes and other war-fighting equipment the Kingdom has acquired and then revealed "We have a nuclear bomb" and asked the TV Interviewer, "Why do you think we have all these weapons?" He then answered his own question "to protect Arabs and Muslims."

Not content to have revealed this staggering information, Dahham Al-'Anzi went further and stated "We may test it within weeks."



The stunned TV Interviewer said "This is breaking news, I haven't heard this before" to which Dahham Al-'Anzi replied "This isn't breaking news, the super powers have known about this for awhile."

Austria now puts an upper limit on the number of migrants and refugees the country is willing to accept. Slovenia reacts by upgrading at the border.

The Slovenian government said on Wednesday that it has asked the parliament to approve the deployment of armed forces at the border to help the police.

- It is one of the initiatives set in motion to gradually step up controls on the flow of migrants, the Slovenian news agency STA writes, citing the Slovenian Defence Minister, Andreja Katic.

The parliament in Slovenia can supposedly vote on the proposal at the beginning of next week. If the proposal is adopted, which would require a two-thirds majority, the military at the border will get police authorization, writes STA.

The announcement comes shortly after neighboring Austria announced that the country from Friday, will not allow more than 3,200 refugees and migrants to cross the border a day. The announcement came from the country's Interior Minister Johanna Mikl-Leitner, according to the news agency Reuters.

Austria will also limit the number of people who are allowed to seek asylum, to 80 a day.

- Austria is one of the EU countries that are under most pressure, and we are reaching a breaking point. It goes without saying that you will have to secure your own borders when there is no European solution, says the Minister.

Already Tuesday, Johanna Mikl-Leitner, announced that the country will introduce daily quotas for the number of people who can cross the border.

- There will be a daily quota and a hourly quota and as soon as they are reached, we'll stop letting people through, said Austria's interior minister on Tuesday, at a news conference at the country's busiest border crossing, which is the border with Slovenia.

Last year up to 14,000 migrants and refugees crossed the border every day.

Austria with almost nine million people received 90,000 asylum applications in 2015. It is one of the highest per capita in the EU.

In January, the government said there will put a limit on the number of asylum seekers in the country to 37,500 people a year, and at least 12,500 migrants who have come will be deported.

On Wednesday, the Interior Minister called for countries at the Balkan route to also act more strict.

Au lendemain de la promesse faite par la Russie qu’elle continuerait à aider Damas à combattre les groupes « terroristes » en Syrie, le secrétaire d’Etat américain John Kerry, arrivé samedi soir en Jordanie, s’entretient dimanche avec le roi Abdallah II.

Le souverain recevra M. Kerry dans sa résidence d’Aqaba, au bord de la mer Rouge. Aucun détail sur le contenu des discussions n’a été communiqué, mais la Syrie devait être au centre des entretiens.

Début février, le roi Abdallah II, dont le royaume accueille des centaines de milliers de réfugiés syriens, avait prévenu que son pays avait atteint le point de rupture.

Les Occidentaux, notamment les Etats-Unis et l’Union européenne, tout comme Ankara, soutiens de la rébellion syrienne qui pose comme condition à une trêve l’arrêt des opérations des alliés du régime, exhortent de leur côté la Russie à cesser ses bombardements en appui à Damas, ceux-ci visant selon eux en premier lieu l' »opposition modérée ».

A cet égard, John Kerry a plaidé samedi auprès de son homologue russe Sergueï Lavrov pour qu’un cessez-le-feu en Syrie soit mis en oeuvre le plus tôt possible, condamnant une nouvelle fois les frappes de l’aviation russe.

Le Kremlin a prévenu que la Russie, qui a déclenché ses raids aériens fin septembre, allait continuer d’aider Damas à combattre les « terroristes ».

– Nouveaux bombardements turcs –

La guerre s’est internationalisée dans ce pays, rendant de plus en plus illusoire la « cessation des hostilités » prévue par un accord parrainé par les Etats-Unis et la Russie, les 11 et 12 février à Munich en Allemagne, et qui devait intervenir en principe vendredi.

Il y a une semaine, le conflit syrien a connu un nouveau rebondissement lorsque la Turquie a commencé à bombarder dans le nord du territoire syrien les positions des milices kurdes, qualifiées de « terroristes ».

Samedi, les Turcs ont encore bombardé des positions kurdes dans le nord de la province septentrionale d’Alep, a déclaré l’Observatoire syrien des droits de l’Homme (OSDH). La Turquie considère les milices kurdes syriennes comme des organisations « terroristes » proches du Parti des travailleurs du Kurdistan (PKK) qui poursuit depuis 1984 une rébellion meurtrière sur le sol turc.

Moscou, qui soutient une participation des Kurdes syriens à des négociations de paix, a présenté vendredi devant le Conseil de sécurité de l’ONU un projet de résolution visant à faire cesser les opérations turques en Syrie, mais celui-ci a été rejeté.

« Le Kremlin est préoccupé par la montée des tensions à la frontière syro-turque », a indiqué le porte-parole du Kremlin, Dmitri Peskov, qualifiant d' »inacceptables » les tirs d’artillerie turcs.

– Opposition affaiblie –

Début février, les forces gouvernementales syriennes ont déclenché une offensive d’envergure qui leur a permis de resserrer encore un peu plus l’étau autour des rebelles à Alep et de reprendre des territoires au nord de la ville, provoquant un exode massif de la population.

Samedi, les troupes du régime se sont emparées de 18 villages de part et d’autre d’un axe d’environ 40 km reliant l’est d’Alep à Raqa (nord), le fief du groupe Etat islamique (EI) en Syrie, selon l’OSDH.

L’offensive du régime a affaibli la rébellion qui, après avoir conquis des territoires un peu partout en Syrie au début de la guerre, a vu ses capacités de plus en plus réduites ces derniers mois, devant également affronter l’EI.

La coalition chapeautant les principaux groupes de l’opposition a annoncé samedi qu’elle serait prête à une « trêve » proposée par les grandes puissances, à condition d’obtenir la garantie de l’arrêt des opérations militaires des alliés du régime.

« Il n’y aura de trêve que si tous les belligérants cessent le combat de manière simultanée, si le siège des régions et des villes est levé, si l’aide humanitaire est livrée à ceux qui en ont besoin et si les prisonniers » sont libérés, a affirmé dans un communiqué le chef du Haut comité de négociations (HCN), Riad Hijab.

Le conflit syrien, qui entrera le mois prochain dans sa sixième année, a fait en cinq ans 260.000 morts et poussé des millions de personnes à l’exil.

Les négociations sous l’égide de l’ONU entre le régime et l’opposition, suspendues le 3 février, sont au point mort.

PSKOV, February 19. /TASS/. Russia’s airborne troops will continue drills near Russia’s western borders over the tense situation in the Baltic republics, a top-ranking Russian military said on Friday.

"The training plans of the Russian airborne troops include intensive use of Strugi Krasnye firing range and other shooting grounds in the Western Military District," Commander of the Russian Airborne Troops Vladimir Shamanov said summing up the results of the airborne troops exercised in the Pskov region in northwestern Russia.

He said that Russian airborne troops are acting "with due account of the tense situation in the Baltic Republics, which has a tendency towards aggravation." "For instance, a Stryker brigade combat team is being deployed in Lithuania," he said.

The joint US-South Korean exercises scheduled for March will be largest military drills ever staged on the Korean Peninsula and are both a warning to Pyongyang and an effort to reassure the jittery public in the South.

The parallel Key Resolve and Foal Eagle exercises are scheduled to commence on March 7, with the field-training exercises that make up Foal Eagle lasting until April 30. The drills will involve 15,000 US troops, twice the number of previous years, and will serve to demonstrate Washington's firepower.

The US will deploy a combat aviation brigade to South Korea for the duration of the manoeuvres, as well as a mobile US Marine brigade, an aircraft carrier and its attendant fleet, a nuclear-powered submarine and aeriel tankers to refuel fighter aircraft.

South Korea will commit some 290,000 personnel, including special forces, more than double its usual deployment for the annual drills.

The joint exercises will commence just weeks after North Korea carried out its fifth underground nuclear test and launched a rocket in what analysts claim was a disguised test of long-range ballistic missile technology.

In an additional shot across Pyongyang's bows, the drills will for the first time simulate scenarios in which the regime of Kim Jong-un, the North Korean leader, has collapsed.

The multiple-stage exercises will require the US and South Korean forces to react to war breaking out, operations in and around Pyongyang and the recovery of "key facilities that are located deep within North Korea", a Defence Ministry official told The Korea Herald.

North Korea's two rocket facilities are in the far north of the country, while analysts believe that many of its military assets are also concealed in networks of tunnels and bunkers close to the Chinese border.

This year's amphibious manoeuvres - known as the Ssangyong exercises - will be larger and more elaborate than ever before, with 7,000 US troops practicing coming ashore aboard Osprey tilt-rotor aircraft and from landing craft from the USS New Orleans.

As well as sending a message to Pyongyang, the exercises are designed to reassure the South Korean public of their security, said Rah Jong-yil, a former head of South Korean intelligence and an expert on the regime in Pyongyang.

"Recent events here have made South Korean people feel a little insecure, especially the rapid development of the North's nuclear and missile programmes, so the exercises are a welcome sign of Washington's guarantee of the alliance", he told The Telegraph.

North Korea is expected to express its displeasure at the drills through its state media. In previous years, Pyongyang has described the exercises as the prelude to a pre-emptive nuclear strike "to infringe on the sovereignty and dignity of the DPRK".

SAN DIEGO (NNS) -- The West Coast's annual premier naval conference and exposition (WEST 2016) came to a close Feb. 19 at the San Diego Convention Center.

The three-day conference highlighted security and information warfare for the 21st century Sailor and warfighter, to include advances in technology in an ever-changing and fast-paced environment.

"We need commanders who can operate in uncertain contested environments," said Vice Adm. Ted Branch, deputy chief of naval operations for information warfare. "These commanders must posses four traits. They must have integrity, accountability, initiative and toughness."

The exposition welcomed West Coast sea service members free of charge to learn about how their jobs will be affected due to new innovations and improvements in security technology.

"I'm here with the expeditionary combat command booth and we are showcasing some of our everyday tools," said Explosive Ordinance Disposal Technician 1st Class Jeremy Bixsby, Explosive Ordnance Disposal Unit 1. "This technology benefits the fleet because it helps us keep the waterways safer for commercial and military transit and transportation."

Also featured at WEST 2016 was the convention's new interactive smart phone application that gave users real-time notifications about the schedule of events, information about the speakers and locations of events happening throughout the convention center.

"This application has been very helpful," said Lt. j.g. Jessica Hafey, assigned to USS Cape St. George. "I've used it mainly for the biographies of the keynote speakers and when they will be speaking. My favorite feature was the map which was very helpful with transiting the venue."

Over the course of three days, topics addressed during various keynote speeches, briefs and panel discussions were defense budgets, threats to cyber security, and how leaders are working to improve these issues through a series of procedures and defense postures.

"We cannot wallow in our fears and our concerns," said Vice Adm. Joseph P. Mulloy, deputy chief of naval operations for integration of capabilities and resources. "It is a brave and dangerous world, but we are the right people to stand up and move ahead because we have the smarts in this room and the smarts in the fleet."

Intervenant lors d’une manifestation qui rassembla plus de 80 000 militants, le 19 février 2016, le secrétaire général du Congrès national africain (ANC), Gwede Mantashe, a dénoncé les activités irrégulières de l’ambassade des États-Unis et mis en garde face à une action de déstabilisation des services secrets US en Afrique du Sud.

L’ANC est la parti président Jacob Zuma.

Revenant sur ces accusations, le porte-parole de l’ANC, Keith Khoza, a déclaré que Washington avait recruté et envoyé aux États-Unis pour un stage de formation de six mois un groupe de jeunes sud-africains qui avait ensuite été dispersé dans le pays. Il a précisé que l’ambassadeur Patrick Gaspard avait organisé plusieurs réunions avec diverses ONG en vue de préparer un « printemps sud-africain », sur le modèle du « printemps arabe ».

L’ambassade des États-Unis a nié en bloc les accusations de l’ANC. Selon elle, ces jeunes gens et les réunions qui ont suivies font partie d’un programme d’éducation.

SAN DIEGO (NNS) -- During a keynote speech at the West 2016 Conference in San Diego, Naval Information Forces (NAVIFOR) Commander, Rear Adm. Matthew J. Kohler, discussed how the Navy's Information Warfare (IW) Type Command (TYCOM), is improving the generation and sustainment of IW force readiness across the Navy.

"NAVIFOR has matured significantly as a TYCOM over the last 18 months, we still have more to do but we're moving forward in several areas that will enable us to further evolve and expand information warfare (IW) readiness and capabilities across the fleet and the Navy," said Kohler.

As part of that evolution, Kohler announced last month that Navy Information Dominance Forces would be changing its name to Naval Information Forces after Deputy Chief of Naval Operations for IW and Director of Naval Intelligence Vice Adm. Ted Branch replaced the term "Information Dominance" with "Information Warfare".

Kohler's decision to change the name was in response to Chief of Naval Operations (CNO) Adm. John Richardson's Jan. 5 release of 'A Design for Maintaining Maritime Superiority,' a document that addresses how the Navy will adapt to changes in the security environment and continue to fulfill its mission.

During his speech, Kohler said NAVIFOR is moving out on several key initiatives to support the design - specifically, the task of further advancing and instilling IW into Navy warfighting and expanding the electromagnetic maneuver warfare concept to encompass all IW.

"The CNO's guidance was clear, IW 'as' and 'in' warfare will be critical to the Navy's success in all mission areas," said Kohler. "IW is integrated in all of the design's lines of effort [LOE], but is most prominent in what's known as the Warfighting LOE, which is to 'strengthen naval power at and from the sea'."
Kohler said NAVIFOR is currently developing Lines of Operation (LOO) that will focus on critical areas that support the CNO's Design.

Kohler went on to discuss other command initiatives including the establishment of a new Information Warfare Development Center (IWDC) in early 2017.

"The IWDC will develop and implement IW tactics, techniques and procedures [TTP] across all warfare and mission areas," said Kohler. "It will provide advance warfighting training to IW forces afloat and ashore, and will provide operational subject-matter expertise support to strike groups, fleet and combatant commands." Kohler went on to say that the IWDC will conduct training and warfighting assessments -- particularly in the areas of Command and Control (C2), Cyber Operations, Electronic Warfare (EW), Information Operations (IO), Intelligence, Meteorology/ Oceanography (METOC) and Space.

Kohler also discussed efforts to clarify and advance the Information Warfare Commander Afloat role as part of the Composite Warfare Commander Concept.

"Throughout this effort, NAVIFOR will look to develop and standardize a CSG/ESG IW Commander structure that will address such aspects as defining IWC responsibilities, needed training and career progression," said Kohler. "We will accomplish this through harnessing lessons learned from past and current ESG efforts, as well as focused objective experimentation with current ESG's."

Kohler said NAVIFOR will continue to work closely with several key stakeholders, including the fleets and John C. Stennis and Eisenhower ESG's.

Another key area Kohler discussed was to advance TYCOM integration on the West Coast by expanding the commands footprint in San Diego. "We want to more effectively deliver IW readiness to the Pacific Fleet and other West Coast commands and organizations," Kohler said.

The expansion will improve interaction with West Coast organizations while allowing greater coordination in real time, within the same time zone.

Kohler closed his remarks by emphasizing the increasing role of IW capabilities in naval warfare.

"There is clear recognition of the vital importance of existing and emerging capabilities that the IW community brings to the table," said Kohler. "IW is a family of mutually supportive capabilities. It is a community that has never been more important and is critical to our Navy's and our nation's 21st century warfighting capability." Kohler said.

Les avions de combat chinois ont été observés ces derniers jours sur l'île Woody, dans l'archipel des Paracels, a déclaré le commandement militaire américain dans le Pacifique, confirmant des informations de Fox News.

"Cela fait quelque temps qu'ils volent là-bas", a fait savoir le capitaine de vaisseau Darryn James, un porte-parole du commandement. Ils ont fait cela dans le passé sur cette île avec des avions de ce type, a-t-il souligné.

Pour les militaires américains, la présence ponctuelle de ces avions est toutefois moins inquiétante que l'installation de radars plus au sud dans l'archipel des Spratleys, révélée par un centre d'études américain, lit-on aujourd'hui dans le Figaro.

Des images satellites du récif de Cuarteron (Huayang en chinois) situé dans l'archipel des Spratleys et publiées par le Centre d'études stratégiques et internationales (CSIS) montrent apparemment un radar à haute fréquence, un phare, un bunker souterrain, une plateforme pour hélicoptère et des équipements de télécommunications. D'autres clichés de récifs proches (Gaven, Hughes, Johnson South) sont présentés comme montrant des installations similaires.

Woody (appelée Yongxing, en chinois), est la principale île de l'archipel des Paracels, contrôlée par Pékin mais également revendiquée par Taïwan et le Vietnam. Un responsable américain avait confirmé la semaine dernière que les Chinois avaient déployé sur cette île des missiles sol-air.

Les Chinois disposent d'une piste sur cette île depuis 1990 et ont fait des travaux pour pouvoir accueillir des avions de combat modernes chinois comme le J-11 en 2014-2015, selon le Pentagone.

Les informations concernant les avions déployés surviennent alors que des pourparlers entre la Chine et les Etats-Unis se tiennent à Washington. Le statut des îles contestées de la mer de Chine méridionale en est l'un des sujets principaux. Selon les observateurs, pour l'instant, les deux pays, présentés par le ministre chinois des Affaires étrangères Wang Yi et le secrétaire d'Etat américain John Kerry, n'ont pas réussi à trouver un compromis.

Le chef de la diplomatie chinoise a confirmé l'intention de son pays  de résoudre les questions litigieuses par le dialogue et la consultation. Néanmoins, il a déclaré que la Chine conservait une souveraineté indéniable sur les îles en mer de Chine méridionale et un droit légitime à l'intégrité territoriale.

It started with a reporter’s attempt to learn whether problem police officers were moving from department to department. It resulted in legislation that is again bringing national scrutiny to the Virginia General Assembly: a bill that could keep all Virginia police officers’ names secret.

In a climate where the actions of police nationwide are being watched as never before, supporters say the bill is needed to keep officers safe from people who may harass or harm them. But the effort has drawn the attention of civil rights groups and others who say police should be moving toward more transparency — not less — to ensure that troubled officers are found and removed.

If it is made law, experts say the restriction would be unprecedented nationwide.

The Virginia Senate has already approved Senate Bill 552, which would classify the names of all police officers and fire marshals as “personnel records,” exempting them from mandatory disclosure under the state’s freedom of information law. The Republican-dominated Virginia House will consider the bill in hearings starting Thursday. Gov. Terry McAuliffe (D) has not taken a position on the bill yet, his spokesman said.

State Sen. John A. Cosgrove Jr. (R-Chesapeake) — citing that he knew many police officers and their families — said: “The culture is not one of respect for law enforcement anymore. It’s really, ‘How, how can we get these guys? What can we do?’ . . . Police officers are much more in jeopardy. There’s no nefarious intent behind the bill.”

Pushback has been strong. “To say every officer’s name ought to be confidential,” said Claire Gastañaga, executive director of the American Civil Liberties Union of Virginia, “is just a step too far in government secrecy. We are dangerously close to a police state in some respects.” She said shootings and attacks on police are rarely committed by anyone using public records.

Although other states have made moves to shield the identities of some officers, none would go as far as the proposal in Virginia.

In Oregon, the state House passed a bill last week allowing the name of an officer involved in a police shooting to be withheld for 90 days if a judge finds there is a credible threat to the officer. This followed the killing of a protester from the Malheur National Wildlife Refuge, held by armed occupiers for more than a month this year. And the Pennsylvania House passed a bill in November mandating the withholding the name of an officer involved in a shooting while the investigation is pending — which would be a change from the Philadelphia Police Department’s policy of releasing the name within three days.

Kevin Carroll, president of the Virginia Fraternal Order of Police union, said he knew of one instance when a citizen had taken an officer’s name and committed financial fraud, adding that the potential existed in other cases for danger to an officer’s family. “This is not about trying to keep information from the public, to have secret police,” Carroll said.”But it is about wanting to keep our officers safe.”

Carroll said: “With the current trend across the country, law enforcement officers have been attacked and even assassinated because of issues being driven in the media. . . . With technology now, if you have a name, you could find out where they live. It puts them at risk.”

Completely withholding officers’ names from the public is a new step nationally, according to Dan Bevarly, interim executive director of the National Freedom of Information Council. “Usually legislation is related to a specific incident, but not as a preventive measure,” he said. “To do such a blanket exemption for a high-profile government employee, what are you trying to accomplish?”

John Worrall, a criminology professor at the University of Texas at Dallas specializing in policing in legal issues, said that in his review of state freedom of information laws, “none that I’ve found have gone to this extreme. In fact, the opposite is occurring” in many states, Worrall said, with more governments and police agencies posting information promptly about police-involved shootings.

Although police supporters fear the use of publicly available records against them, “that’s largely based on a total lack of data,” Worrall said. “There’s no data on retaliatory actions against police officers. And even if the problem exists, I’m not convinced that hiding their names is the solution.”

Worrall and others noted that keeping officers’ names secret seems to conflict with the idea of community policing and building trust with citizens. “I don’t know how you have community policing,” Gastañaga said, “when nobody knows your name.”

Should the Virginia bill become law, the practical implications still aren’t clear. Some worry it would allow an officer who pulls over a driver, or stops someone in the street, to refuse to provide his or her name. Officers’ names would still appear on traffic tickets or court documents.

Police would still have the discretion to release any officer’s name if they wanted, and police officials said they would not withhold names without specific reasons. Fairfax County Police Chief Edwin C. Roessler Jr. said he and the Fairfax County Board of Supervisors remains “committed to increasing our transparency.” He said that officers would never be removing their names from their uniforms, as some have suggested the bill would allow, and that he would withhold a name only to protect a particular officer’s safety or the sanctity of an ongoing investigation. Fairfax police waited 16 months to release the name of the officer who shot an unarmed Springfield man, John Geer, in 2013. The release came only after a judge ordered it.

Dana Schrad, executive director of the Virginia Association of Chiefs of Police, said police in the commonwealth already have the option to withhold names, and Cosgrove’s bill merely codifies that discretion. She and Carroll, the police union president, both noted that 1,500 Virginia state employees had fraudulent tax returns filed last year, which officials think originated with an online database of employee names and salaries.

“We do not expect this to be abused,” said Schrad, who sent an email to state police chiefs saying: “We caution all of our agencies to use discretion in exercising this exemption. In order to build a trust relationship with communities, agencies should make sure that the communities know who their officers are. This exemption should only be exercised when trying to protect the identity of an undercover officer or when protecting the integrity” of an internal affiars investigation.

Schrad and Carroll helped launch the bill after the Virginian-Pilot newspaper and the state Department of Criminal Justice Services reached an agreement last summer for the state to release the names, agencies and dates of employment of every law enforcement officer in Virginia. Schrad opposed the release because she said the database was old and inaccurate, saying that providing the mass data was her chief reason for pursuing the bill.

Virginian-Pilot reporter Gary Harki said he wanted to check tips he had received that officers who were fired from one department were simply rejoining a police force elsewhere, similar to the reporting done by the Boston Globe on reassignment of pedophilic Catholic priests in Massachusetts. The newspaper negotiated an agreement with the state to obtain the names of only current officers, not to publish the entire database or share it with anyone, and to indemnify the state from any legal claims.

After the agreement was signed, Schrad and Carroll objected, and the state changed its mind. No deal. But the state failed to cite a legal exemption for its refusal in the required time under the state Freedom of Information Act, and a Norfolk judge ruled that the data had to be given to Harki. The judge also ruled that police names are personnel records that can be exempt under FOIA, but he said the state had already agreed to release them. The ruling at the circuit-court level does not have the weight of legal precedent and so Schrad and Carroll sought to put it into law.

“The public has a right to know who their police officers are,” Harki said. “To me, it’s just a fundamental principle of democracy [to know] who our public officials are.” He said that the database he got was “just a piece of a larger puzzle to a problem that may or may not exist” and that he hasn’t published anything about it since the Virginian-Pilot won the court ruling in November.

When Harki worked as a reporter in West Virginia, a similar investigation of troubled officers moving between departments resulted in legislation adding oversight to the movement of officers.

Megan Rhyne of the Virginia Coalition for Open Government noted that many public servants take actions that could anger citizens — prosecutors, social service workers, judges — but their names remain public. She also said that withholding names would result in a lack of accountability for a variety of unsavory acts, such as profligate spending or hiring friends and family, actions that often are caught only when names are linked to illegal deeds.

The bill is scheduled for a hearing Thursday afternoon before a subcommittee of the House General Laws Committee, chaired by Del. James M. LeMunyon (R-Fairfax). He declined to offer his views on the bill, but he said if it passed, it would be heard again next Thursday before the entire committee, then possibly sent to the full House.

We have just agreed the modalities of NATO’s support in responding to the refugee and migrant crisis.

NATO Defence Ministers took a swift decision two weeks ago to respond to the proposals by Germany, Greece and Turkey. Since then, intense work has been underway.

We will participate in international efforts to cut the lines of illegal trafficking and illegal migration in the Aegean Sea. Because this crisis affects us all. And we all have to find solutions.

NATO’s Standing Maritime Group 2 arrived in the Aegean Sea within 48 hours of the Ministers’ decision. It is conducting reconnaissance, monitoring and surveillance activities. Our ships will be providing information to the coastguards and other national authorities of Greece and Turkey. This will help them carry out their duties even more effectively to deal with the illegal trafficking networks.

We are also establishing direct links with Frontex, the European Union’s border agency.

We will conduct our activities in the Aegean Sea. Our commanders will decide the area where they will be operating, in coordination with Greece and Turkey. NATO vessels can deploy in the territorial waters of Greece and Turkey.

Greek and Turkish forces will not operate in each other’s territorial waters and airspace.

NATO’s task is not to turn back the boats. We will provide critical information. To enable the Greek and Turkish coastguards, as well as Frontex, to do their job even more effectively.

Our added value is that we can facilitate closer cooperation and assist in greater exchange of information between Greece and Turkey, as both are NATO Allies, but only Greece is in the EU. Today’s agreement also means that we are working closer with the EU than ever before. So NATO has a unique role to play as a platform for cooperation.

Let me also address the issue of Search and Rescue. The obligation to help people in distress at sea is a general, universal responsibility. It applies to all vessels. Regardless of whether they are part of a NATO or national mission. If Allied vessels encounter people in distress at sea, they have to live up to their national responsibility to assist.

In case of rescue of persons coming via Turkey, they will be taken back to Turkey. In carrying out their tasks, our nations will abide by national and international law.

The refugee and migrant crisis is a humanitarian tragedy. This is a complex challenge. And it requires all of us to work together to find solutions.
NATO is playing its part.

More than four years ago, Gen Martin Dempsey, former chairman of the Joint Chiefs of Staff, asked an assembled Military Education Coordination Council, "What's after joint?" His principal concern was that the worldwide flood of powerful, inexpensive, and readily available technology was rendering invalid the historical approaches to achieving superiority in the air, land, and sea domains. This article recommends a subtle but significant transition to multidomain operations as a necessary and evolutionary adaptation to the joint operations framework. Its primary argument is that although the United States has undergone dramatic changes in technology in the past, we are only in the nascent stages of understanding the monumental impact of Moore's Law on future military operations and domain interdependencies. As advanced technology continues its proliferation, domain superiority will be much more difficult to attain, and both state and nonstate actors will acquire capabilities that can offset current US military strengths across all domains. The result is an emerging requirement for Airmen to think across domains and possess a clear understanding of how to exploit simultaneous maneuver in multiple domains to achieve success.

Since the end of the Cold War, the relevance of US nuclear weapons has been the subject of immense debate. Today, the need to initiate recapitalization programs for key elements of the US nuclear enterprise gives this debate added meaning and urgency. This article evaluates minimum deterrence as an alternative nuclear posture for the United States and concludes that, ultimately, it is inadequate to America's strategic needs. Specifically, minimum deterrence would subvert the long-standing US commitment to a counterforce retaliatory capability, leave the United States ill prepared to deter the limited use of nuclear weapons in otherwise conventional wars, and neglect US extended-deterrence commitments. Instead, this article proposes a posture of dual deterrence made up of both existential deterrence and escalation deterrence. Existential deterrence utilizes the intercontinental ballistic missile (ICBM) and submarine-launched ballistic missile (SLBM) legs of the triad to ensure the basic security and survival of the United States. Escalation deterrence utilizes dual-capable bombers and fighters to keep conventional wars conventional and to provide extended deterrence to critical US allies. In doing so, dual deterrence offers a much-needed basic framework for understanding the increasingly important recapitalization of the US nuclear enterprise.

This seemingly arcane shift could trigger a collapse in the US dollar, which, as economist Peter Schiff put it “will be the single largest event in human history.”

The fact is that 84% of the US workforce is in the service sector (banking, government, retail etc.), meaning they do not actually make anything. In other words, the Americans do not make enough stuff to pay for the stuff they are getting from the rest of the world. The corporate propaganda media still cling to the lie that the US is the world’s biggest economy and China is number two. That is outright fiction. The Chinese, for example, produce 11 times more steel than the US and, in the last 3 years alone, have produced more concrete than the US used during the entire 20th century. The Chinese have decided enough it [is] enough and demanded real payment for their goods, not so-called US dollars.

The significance of the shift has been underlined by the double digit collapse in world trade in January and the shutting of US ports. Chinese exports in January fell by 11.2% year on year while imports fell 18.8%. Most of this was related to the US. The message was clear, the US was not going to be allowed any more to pay for stuff with money printed out of thin air.

This Chinese move is what prompted US Corporate Government Presidential spokesperson Barack Obama to ask Chinese elders and the Rothschild family for permission to devalue the US dollar, which was, as reported here last week, denied.

The failure to get permission to devalue the US dollar prompted Obama’s handlers to call an unscheduled emergency summit meeting of ASEAN heads of state last week in California.

In fact, the real meeting that took place in California was between General Joseph Dunford, head of the US military and General Mulyono, chief of staff of the Indonesian armed forces. The purpose of this meeting was to discuss gold, lots of gold, according to US based Pentagon sources and Indonesian based CIA sources. As a result of this meeting, the US was given the right to finance itself by exporting gold to China from the gigantic Freeport McMoRan mine in Papua. According to the CIA source, the gold ore is turned into slurry and pumped straight into ships that take it to Hong Kong for refining. The amount is unknown but apparently enough to keep the US government functioning.

Furthermore, at this meeting the US military was given permission to develop a massive new platinum and gold deposit and set up bases on Indonesian islands near the South China Sea. The Indonesians will get a large piece of the action, plus protection, in exchange for their cooperation, the sources said.

The bigger story behind all of this is that the US military has been building a global military alliance to make sure we do not end up with a one China world.

On February 11th, before the meeting with the Indonesian army chief, General Dunford met with the heads of the Japanese and South Korean armed forces, ostensibly to discuss “North Korean missiles.”

The real point of the meeting was to ensure the Japanese and Korean armed forces aligned with the Russian, US and European military alliance that was sealed when the Pope met with the Russian Orthodox Patriarch Kiril on February 12th, White Dragon Society sources say.

This alliance, in addition to keeping China in check, is aiming to straighten out the Middle East. On that front Obama was instructed to tell the world that Saudi Arabia has nuclear weapons. The message being sent, according to Pentagon sources, was that it would be OK for the Russians to use nuclear weapons to attack Saudi Arabia. There is also a secret understanding that NATO will not defend Turkey if Russia attacks, the sources say.

The Turks and the Saudis, along with their Nazi allies in the Ukraine, have assembled an army over a million strong with up to 3500 tanks, over 3000 high performance aircraft and advanced missile systems.

They also have at least 200 nuclear weapons supplied by Israel or stolen from NATO arsenals in Turkey. This army has been assembled to create an Islamic super state or caliphate. This state is intended to include Northern Africa, the Middle East and large parts of central Asia. The floods of Muslim refugees being poured into Europe are almost certainly being used as pressure to get European acquiescence to this plan.

However, the Turkish and Saudi military brass have told their US counterparts they will overthrow their political leaders if they try to order them to use this vast army in a suicidal move against the US/Russian military alliance.

Saudi Arabia and Turkey are also feeling a financial pinch respectively from drops in oil prices and drops in trade and tourism. This pinch forced Saudi Arabia to cancel $4 billion worth of military aid to Lebanon, Pentagon sources. The losers in this case were, the Pentagon sources said: “the Jewish mafia behind the French arms companies.” In addition, the Iranian aligned Hezbollah is being armed by Russia and, the sources say, “may act as a proxy for Russia to nuke Israel.”

Furthermore, the Italians have started probing Turkish President Recep Erdogan’s son Bilal for money laundering. The message being sent to the Turkish leadership is that they are not above the law. Some sort of Muslim federation will arise when the dust settles but it will arise through negotiations and plebiscites, not war, WDS sources say.

Meanwhile, the Pope’s airplane “was lasered by drug cartel operatives,” in Mexico last week to signal their displeasure at his efforts to cut off drug money.

There also appears to be some serious X-files type of stuff going on in relationship to all of this. Recall that the Vatican was hit by lighting during the deliberations that ended up in the selection of Pope Francis. Then, Mecca in Saudi Arabia, was hit by lightning leading to over 100 deaths last September.

L’aide humanitaire que l’ONU a larguée par voie aerienne mercredi et destinée aux habitants de la ville de Deir Ezzor dans l'est de l'Syrie a raté sa cible et se trouve désormais entre les mains de Daesh.

C’est ce qu’a affirmé un habitant de cette ville assiégée par la milice wahhabite takfiriste, selon l’agence russe Ria Novosti, rapporté par le site de la télévision russe Russia Today.

Seules deux palettes sur les 21 contenant chacune une tonne de nourriture ont atterri dans les zones loyalistes, alors que toutes les autres devraient en pricnipe être tombées dans les zones conquises par Daesh.

Selon l’AFP, l'ONU a reconnu ce jeudi par la voix de Jan Egeland, principal conseiller de l'émissaire des Nations unies pour la Syrie que le premier largage aérien d'aide humanitaire sur la ville de Deir Ezzor de 200.000 habitants avait été un échec.
   
"Des palettes ont dérivé avec leur parachute et donc ont manqué leur cible. Et pour d'autres, le parachute ne s'est pas ouvert et la nourriture a été perdue", a-t-il déclaré aux journalistes, à l'issue de la 3e réunion de la "task force sur l'accès humanitaire en Syrie", deuxième volet de l'accord conclu il y a deux semaines à Munich par le Groupe international de soutien à la Syrie (ISSG).
   
En fait, le Programme Alimentaire Mondial a indiqué à l'AFP que 10 des 21 palettes contenant chacune une tonne de vivres n'avaient pas été retrouvées, que 4 autres avaient été détruites et que les 7 restantes avaient atterri dans des zones inaccessibles.
   
"L'équipage de l'avion est très expérimenté et a déjà fait de nombreux largages, mais c'était leur premier largage à haute altitude en Syrie (7.000 mètres) et ce genre d'opération n'est pas sans risque", a expliqué une porte-parole du PAM, Bettina Luescher, dans un e-mail. Assurant qu’il y aura d’autres essais.
Le PAM a prévu un programme de largage sur 3 mois.

Force est de constater que dans leurs déclarations rapportées par l'AFP, les responsables de l'ONU évitent de dire que certaines palettes ont été récupérées par Daesh

Dimanche prochain, des missiles s’abattront sur tous les territoires occupés par Israël, et les deux armées israélo-américaines s’efforceront pour contrer les salves de missiles grâce au système de défense antiaérienne. Ce scénario sera au cœur des manœuvres baptisées « Juniper Cobra 16 », lancées depuis quelques jours et qui atteindront leur apogée dimanche.

Ces manœuvres, auxquelles participent 1500 soldats et officiers sionistes ainsi que 1700 soldats et officiers américains, simulent une attaque aux missiles venant de toutes les directions, du nord, du sud et de l’Est.

Malgré ces préparatifs, Tel Aviv admet ouvertement que « ces systèmes seront incapables de lui assurer la protection nécessaire » !

Selon la presse israélienne, rapportée par le site al-Akhbar, ces manœuvres font partie de l’aide opérationnelle fournie par l’armée US à l’Entité sioniste. Elles simulent une aide américaine directe offerte à Tel Aviv au cas d’une guerre globale avec ses ennemis, et visent à contrer surtout les missiles à haute précision du Hezbollah.

Les Américains ont déployé dans le cadre de ces exercices leur système de défense antiaérienne Patriot, aux côtés des systèmes israéliens.

Cité par le journal israélien Yediot Aharonot, le commandant israélien de la division aérienne, le général Zvika Haimovich, -- responsable des formations  de multiples systèmes de défense israéliennes -- n’a pas caché ses craintes face aux efforts déployés « par les ennemis d’Israël au sud » pour performer leurs moyens de combat.

« Les scénarios de la guerre prochaine porteront sur une guerre globale et plus compliquée que jamais. Même si l’on multiplie le nombre des systèmes de défense antiaérienne chargés d’intercepter les missiles, la défense ne sera pas parfaite. Certes, des missiles s’abattront sur les territoires israéliens », a-t-il reconnu.

Selon lui, « la mission des systèmes d’interception de missiles est de réduire les dégâts au maximum, et de défendre les sites stratégiques, puisqu’on ne peut pas tout défendre ».

Pour leur part, des sources militaires israéliennes ont informé le Yediot Aharonot que le scénario de ces manœuvres est consacré « au traitement de toutes les menaces présumées, dont les missiles du Hamas dans la Bande de Gaza et ceux du Hezbollah. Les exercices portent sur l’interception des missiles de longue portée et à haute précision déployés dans les territoires libanais, ainsi que des centaines de drones en action, et du recours probable au missile iranien Chehab ».

Zvika Haimovich s’est toutefois voulu rassurant aux Israéliens : Il a déclaré qu’Israël sera capable de riposter convenablement aux menaces du secrétaire général du Hezbollah Sayed Hassan Nasrallah de frapper les réservoirs du gaz d’ammoniac dans le golfe de Haïfa. « Les capacités défensives et offensives d’Israël se sont nettement améliorées depuis la fin de la deuxième guerre du Liban il y a dix ans », a-t-il dit.

The biggest multi-agency training exercise in our history

On behalf of the London Resilience Partnership, we are hosting Exercise Unified Response, the biggest multi-agency training exercise in our history.

What is Exercise Unified Response?

Exercise Unified Response is a large scale and complex, live and command post exercise, which will be held between 29 February 2016 and 3 March 2016.

The exercise will be conducted simultaneously at four separate venues in central and south east London as well as at a disused power station located near the Dartford river crossing.

The scenario will be based on a significant building collapse, incorporating heavy transport and mass casualties.

Who will be taking part?

All of London's emergency response organisations including local and national authorities will be involved, together with specialised teams from across the UK and from Hungary, Italy and Cyprus.

The Emergency Response Coordination Centre will also take part and the exercise is designed to validate protocols and coordination arrangements at the responder, tactical and strategic level.

Can I watch the exercise?

Our visitor programme offers people the opportunity to view the UK's largest ever civil protection exercise.

There will also be plenty of photographs and video captured on the day that we will share via our social media channels.
