A senior Tunisian police commander has been seconded to the Cologne force, commanding up to 100 German officers in a fight-back against immigrant criminals who have been terrorising the city.

Police academy director Major Emir Gharbi, an expert in breaking pick-pocketing rings, has been embedded in the North Rhine-Westphalia force since Tuesday this week as part of an effort by Cologne police to combat the imported crime wave. Local police have been seen to be on the back foot since the migrant sex attacks on New Year’s Eve which saw thousands of crimes committed and officers unable to react.

A Cologne police commissioner expressed his delight at the support from North Africa, telling press: “It is advantageous for our work, if we can rely on a colleague who knows the language and culture of the people with whom we often deal”.

Major Gharbi commanded a 100-officer raid on Cologne’s Kalk district on Wednesday night leading to six arrests, reports the Kölner Stadt-Anzeiger. Plainclothes and uniformed officers stormed internet cafes, bars, and casinos in the neighbourhood, and the street were cordoned off allowing immigration officials to inspect the people frequenting the area.

Speaking to press after the raid, the Cologne police director of operations explained this was the fourth raid on the area in the past couple of weeks, and that the Kalk neighbourhood is a recognised centre for migrant crime. Not only are these criminals found here overwhelmingly more than in other parts of the city, but the officer stated the perpetrators of the Cologne New Year’s attacks are thought to be primarily from the area.

Breitbart London has recently reported on Cologne’s Kalk neighbourhood, as the home of the radical Salafist mosque whose Imam went on the record after the New Year’s attacks to say “the events of New Year’s Eve were the girls’ own fault”. Remarking that the way Western women dressed did nothing but add “fuel to the fire”, Imam Sami Abu-Yusuf said their being “half naked and wearing perfume” had caused the sex attacks.

It is the special skills of Major Gharbi that come into play in this significantly immigrant neighbourhood. In Wednesday’s raid, the officer accompanied migration bureau officials into a Moroccan cafe where the patrons and staff were asked to identify themselves. When one customer protested in broken German that he was unable to understand the orders being given by police, Major Gharbi responded in Arabic: “That’s no problem, you can talk in their native language with me – you must identify yourself”.

German news magazine Focus reports Major Gharbi is enjoying his time in Cologne, telling the publication “The work is fun”. He also expressed surprise at how kindly German police treated his fellow countrymen when they were being dealt with, remarking they were seen with “a lot of respect”.

Major Gharbi will remain on the Cologne force for three weeks, at which point he will be replaced with another foreign crime expert from Morocco.

RIYADH: Armed forces from 20 countries have begun manoeuvres in northeastern Saudi Arabia that the official Saudi Press Agency described as one of the world’s biggest military exercises.

Troops from Pakistan, Malaysia, Turkey, Egypt, Morocco, Jordan and Sudan are among those participating in the “Thunder of the North” exercise, which began on Saturday and involves ground, air and naval forces, SPA reported.

India’s defence build-up will disturb stability in region: FO

Forces from the other five Gulf Arab states are also taking part in “one of the world’s most important military exercises based on the number of forces participating and the area of territory used,” the news agency added.

It said a major goal of the exercise was to improve training in responding to the threat posed by “terrorist groups.”

Saudi Arabia has carried out air strikes against the Islamic State group in Syria as part of a US-led coalition fighting the jihadists.

Last December, it also formed a new 35-member alliance to fight “terrorism” in Islamic countries.

Pakistan spent $735 million on arms imports in 2015

Since last March, it has been leading a military campaign against Iran-backed rebels in its southern neighbour Yemen.

ARLINGTON, Va. (NNS) -- Chief of Naval Research Rear Adm. Mat Winter met in Finland last week with counterparts from five nations in a first-ever gathering of senior defense officials to coordinate science and technology research in high latitudes.

Dubbed the International Cooperative Engagement Program for Polar Research (ICE-PPR), defense officials and scientists from partner nations with Arctic and Antarctic interests, including the United States, Canada, Denmark, Finland, Norway and Sweden met in Helsinki to advance collaboration on polar research that could prove pivotal to not only scientific understandings but also U.S. and international naval operations.

While the Navy has a long experience with polar operations, changing climates present new challenges, particularly for surface ships, as new water passages open up.

"Cooperative polar research is essential to ensuring safe maritime operations in these rapidly changing regions," said Winter. "ICE-PPR will allow the U.S. Navy and our partners to outline and coordinate our respective needs and priorities moving forward. The longstanding research and operational experience of our polar partners will play a key role in advancing U.S. knowledge and capabilities in these extremely challenging regions of the world."

The meeting answers the recent call from Chief of Naval Operations Adm. John Richardson to rapidly accelerate learning and provide new capabilities to the fleet. The "Design for Maintaining Maritime Superiority" specifically calls for expanding and strengthening the Navy and Marine Corps network of partners, including a directive to "prioritize key international partnerships through information sharing, interoperability initiatives and combined operations."

Ongoing research sponsored by the Office of Naval Research (ONR) is increasing the world's understanding of the changing environment in the Arctic, documenting a steady reduction in summer sea ice, with the resultant opening up of previously inaccessible waterways for extended periods of time each year.

At the gathering, representatives from each nation presented an overview of ongoing polar research activities, and outlined their top research priorities that could benefit from increased international science and technology collaboration.

Officials say the research collaboration will run the gamut from long-term fundamental research partnerships to applied research and even system prototypes, enabling more immediate opportunities to provide new technologies and capabilities to the fleet, a CNO priority.

The results could enhance capability for the Navy to support the U.S. Coast Guard in search and rescue operations, as well as the ability to more swiftly provide humanitarian and disaster relief around the world.

Long-term U.S. priorities discussed at the gathering included the enhancement of polar platforms, including surface ships and autonomous vehicles; the improvement of remote sensing in polar regions; and the exploration of how to enhance human performance in some of the most physically challenging regions of the world.

"The mutual sharing of science and technology will be essential, both short term and long term, to the U.S. Navy and Marine Corps, to the Department of Defense and to our international partners," said Winter.

ICE-PPR was developed by ONR Global and other Navy partners.

Le Royaume-Uni envoie vingt soldats en Tunisie pour aider ce pays à sécuriser sa frontière avec la Libye, a annoncé le ministre britannique de la Défense Michael Fallon, intervenant devant le parlement, rapporte la presse internationale.

"J'informe la Chambre qu'une équipe de formation composée de vingt soldats de la 4e Brigade d'infanterie part pour la Tunisie afin d'aider à lutter contre les entrées illégales transfrontalières depuis la Libye, en soutien aux autorités tunisiennes", a déclaré M.Fallon devant les députés.

Et d'ajouter que l'implantation en Libye de l'Etat islamique (EI, Daech) était extrêmement inquiétante. La Tunisie, qui partage près de 500 km de frontière avec la Libye, a été frappée en 2015 par trois attentats de grande ampleur revendiqués par l'EI.

Londres reconnaît l'inefficacité de ses frappes aériennes en Syrie

Les Occidentaux, inquiets de l'implantation de Daech à quelques centaines de kilomètres seulement de l'Europe, se disent prêts à contribuer au rétablissement de la sécurité en Libye à condition qu'un gouvernement d'union nationale en fasse la demande. Mais la mise en place de ce gouvernement se fait attendre.

La division de la Libye entre deux autorités rivales, celle basée à Tripoli et menée par une coalition de milices et l'autre reconnue par la communauté internationale et installée à Tobrouk, a largement contribué à l'implantation de l'EI dans ce pays.

The Telegraph a rapporté en amont que le Royaume-Uni avait secrètement envoyé en Libye un groupe de conseillers militaires pour accompagner et former des combattants locaux chargés de la lutte contre les cellules de l'EI.

Selon le journal, tout comme leurs collègues américains, les Britanniques opèrent à Misrata dans le secret le plus total, sans aucune officialisation de leur mission qui consiste notamment à combattre Daech.

Daech s'est emparé de larges pans de territoires syrien et irakien аu cours de l’été 2014, en y proclamant son califat.

A smash and grab crew of thieves emptied display cases and a wall of rifles Tuesday morning at Carter's County. Houston police say as many as ten suspects raided the store and got away with at least 50 weapons. The amount of weapons is not counting those they dropped in their haste to get out before police arrived.

The store, located on South Wilcrest, was burglarized around 4:30am. Total time for the burglary was about two minutes.

A large pickup truck rammed a plate glass window. A chain was used to pull out burglar bars. A wall display of rifles was empty when HPD arrived.

Carter's County is a federal firearms licensee, or FFL. Authorities say thefts and robberies at FFL's are increasing.

"We're seeing an uptick, not just in Houston and Harris County, but around the country," said Robert Elder, Special Agent In-Charge at Houston's ATF offices.

The size of the burglary crew was unusual, even to Elder.

"It would be troubling to me that you've got that many people involved because it means you've got that many people distributing firearms on the streets of Houston," he said.

Some weapons were recovered at subsequent crime scenes, after they changed hands for cash. Oddly enough, Elder said, a lot of the guns reported stolen in Houston never leave the city.

"Some have been found at homicide scenes," he said.

"You've got a criminal element that needs firearms to commit their crimes, sometimes associated with the drug trade or robberies," Elder added. That can also include cartel gangs.

Surveillance video was recorded at the store, which should provide clues about the suspects. A single pickup truck couldn't hold ten people, so it's believed another vehicle may have been involved.

The video will be made public. A Crime Stoppers reward will be posted for information leading to the arrest and conviction of those involved.

The EU is plotting a huge military merger if the UK votes to stay in the blocBrussels bureaucrats are railroading through contentious plans to vastly expand the European Union’s military scope which could ultimately end with the British army being subsumed into a vast continental force.

The UK military could also be forced to share highly sensitive weapons technology - which we have spent millions of pounds of taxpayers' money developing - with the rest of Europe under an agreement to boost military cooperation between member states.

Britain would also be expected to contribute around £375million to the scheme - enough to rehire all of the 20,000 soldiers the Government sacked in its last defence spending review.

Last night critics branded the plans "scandalous" and said only a vote for Brexit in the upcoming referendum can guarantee the future of the 356-year-old British army.

One former servicewoman, who asked not to be named, told Express.co.uk the proposals would require the the military to change the centuries old Oath of Allegiance for new soldiers, because they would no longer be "bearing true allegiance" to the Queen.

She raged: "It'll be like ashes in the mouths of service personnel.”

The Union Jack could be replaced by the EU flag on our uniforms The plans have been unveiled by bureaucrats who are preparing to revive proposals to draw up a legally binding "white book" which would vastly expand the military role of the EU.

Britain has by far the biggest and best equipped army in Europe and is to plough some £2.2bn into developing new weapons this year alone.

But under the new EU plans we could in future be blocked from researching new military technology which would benefit the British Army, instead being forced to plough money into projects for the wider benefit of the whole EU project.

Brussels bureaucrats are now calling for a "systematic and long-term policy framework" across Europe which would establish "a genuine harmonisation and coordination of operational and military requirements".

The bombshell proposal adds new laws should force member states to "fight off the temptation to add national specifications" to weapons development projects.

It is contained in an official EU report setting out recommendations for a new EU-wide defence R&D scheme with an astonishing 3.6bn euro budget to develop weapons for a future Brussels army.

The dossier has been put together by a "group of personalities" including politicians and businessmen hand-picked by the EU to deliver its dream of becoming a full military power.

Establishing a standing EU army is seen by Brussels as one of the final steps in the creation of a United States of Europe, with the continent already hurtling towards full fiscal and political union.

Both current EU Commission president Jean-Claude Juncker and former British prime minister Tony Blair, who wants to be his successor, have called for the bloc to have its own military.

The report is based on the presumption that the EU project will acquire its own army within decades and states that more cooperation between member states will be needed to "satisfy procurement needs".

It proposes an initial Preparatory Action (PA) plan, to be launched immediately with a budget of 100 million euros, which will pave the way for a fully-fledged EU-funded Defence Research Programme (EDRP) to begin in 2021.

The report states: "The PA and the EDRP should act as a catalyst for European cooperation in key capability areas, breaking down the barriers and overcoming the disincentives to cooperation that exist today.

"Effective coordination must ensure that the PA as well as the ensuing EDRP complements and supplements other research activities at the European, national or NATO levels, and does not lead to duplicated efforts at any level."

The authors argue setting up an EU defence project is of "critical importance for Europe's long-term security" and add that it needs a gargantuan 3.5 billion euro budget "in order to be credible and make a substantial difference".

They recommend setting up a European Defence Advisory Board, of which they would all be members, adding that they want "direct access to the highest level of the EU institutions" so they can "play an active part in the definition of a long-term European military capabilities blueprint, building on the ongoing debate about a possible European defence 'White Book'".

UKIP's Mike Hookem, himself a veteran, branded the plans 'scandalous' The report adds: "Since no European country can afford to maintain a full-spectrum defence industrial base on its own, the logical solution is to work with like-minded partners and improve defence cooperation by making the most effective use of the tools available to the Union.

"Shaping a shared European perspective as the best way to make use of both the budgetary resources and the economies of scale required to reinforce Europe¹s ability to keep up with the US and remain competitive worldwide.

"Europe's strategic autonomy depends on a more collaborative approach towards defence-related capability planning."

It concludes: "The European Union is a global player with global interests and responsibilities.

"Being an effective player, however, requires capabilities in critical military areas and an appropriate level of strategic autonomy, freedom of action and security of supply.

"Adequate strategic autonomy can only be obtained and preserved through sustained investment in research and development to ensure that European countries' armed forces have access to the kind of in-depth, system-level know-how that can only be acquired when cutting-edge military capabilities are developed domestically.

"Achieving an appropriate balance of strategic autonomy is therefore vital to ensuring security for all European citizens."

The plans were put together by the EU's Institute for Security Studies (ISS) and released just hours after a group of generals signed a letter written by the Government claiming Britain is safer in the EU.

But UKIP's defence spokesman Mike Hookem - himself a former serviceman in the RAF - warned an EU army would leave the UK unable to defend its own interests in the world, including the Falklands.
 

He said: "When you sign up you pledge allegiance to her Majesty the Queen. Who are you going to swear allegiance to in the future, Jean-Claude Juncker?
"Are we going to be pulling the Union Jack off our uniforms and stitching on the EU flag? It's scandalous.

"During the Falklands war France was selling weapons to the Argentinians. If they try to take back the Falklands again will France let us use this EU army to defend them? I doubt it.

"There's only one people who can defend the British, and that's the British themselves."

Asked about the 13 senior military figures who signed the pro-EU letter, Mr Hookem blasted: "They are looking for an EU army and I wonder if any of these generals actually know this.

"We're not scaremongering, this is true, this is what's happening and we're seeing it.

"We're not safer, we've seen barbed wire going up all across Europe, ISIS are coming through Greece and getting into Europe quite easily with no checks whatsoever.

"The world's the most dangerous it's been for a hell of a long while and that's why we need our own army."

Britain is set to vote on whether or not to remain part of the EU in a referendum held on June 23.

Recent opinion polls have put the in and out campaigns neck and neck, with David Cameron's shambolic reform deal with European leaders failing to convince people to stick with governance from Brussels.

ICE CAMP SARGO (NNS) -- Commander, Submarine Forces (COMSUBFOR) officially kicked off Ice Exercise (ICEX) 2016 in the Arctic Ocean with the construction of U.S. Navy Ice Camp SARGO March 2.

ICEX 2016 is a five-week exercise designed to research, test and evaluate operational capabilities in the Arctic region.

"ICEX allows us to assess our operational readiness in the Arctic, increase our experience in the region, develop partnerships and collaborative efforts, and advance our understanding of the Arctic environment," said Vice Adm. Joseph E. Tofalo, commander, Submarine Forces.

"The Arctic environment plays a key role in national defense. With over a thousand miles of Arctic coastline, the U.S. has strong national security and homeland defense interests in the region."

The Arctic is experiencing a trend of diminishing sea ice extent and thickness creating the likelihood of increased maritime activity in the region, including trans-oceanic shipping and resource extraction.

The Navy's Arctic Submarine Laboratory (ASL), based in San Diego, serves as the lead organization for coordinating, planning and executing the exercise involving four nations and over 200 participants over the five weeks of operations.

A temporary camp is being established on a sheet of ice, known as an ice floe, in the Arctic Ocean to maintain submarine readiness and support arctic objectives and initiatives.

"This exercise is the result of nearly two years of intense planning and hard work by everyone at the Arctic Submarine Laboratory," said Larry Estrada, Director of ASL. "This year's ICEX will include complex testing, demonstration and evaluation efforts that promote and align with broader Navy, DOD and national objectives in the region as well as increase participation. The camp will allow us to provide a stable platform supporting over 35 organizations."

Ice Camp SARGO, will serve as a temporary command center for conducting operations in the Arctic region. It consists of shelters, a command center, and infrastructure to safely house and support more than 70 personnel at any one time.

The camp gets its namesake from USS Sargo (SSN 583), the first submarine to conduct a winter Bering Strait transit in 1960 and a subsequent North Pole surfacing. Since the success of Sargo's voyage, arctic operations have been a crucial part of the missions conducted by nuclear submarines.

Submarines have conducted under-ice operations in the Arctic regions in support of inter-fleet transit, training, cooperative allied engagements and operations for more than 50 years. USS Nautilus (SSN 571) made the first transit in 1958. USS Skate (SSN 578) was the first U.S. submarine to surface through arctic ice at the North Pole in March, 1959.

Since those events, the U.S. Submarine Force has completed more than 26 Arctic exercises; the last being conducted in 2014.

MEDITERRANEAN SEA (NNS) -- The U.S. 6th Fleet command and control ship USS Mount Whitney (LCC 20) and the Republic of Cyprus Joint Rescue Coordination Center (JRCC) Lanarca conducted a combined search and rescue (SAR) exercise in the Eastern Mediterranean Sea, Feb. 29.

The purpose of the exercise was to increase response capabilities of Cypriot emergency personnel and rescue units and to enhance interoperability with the U.S. Navy to conduct these types of missions within the rescue region of the Republic of Cyprus and Eastern Mediterranean Sea.

Quick Facts:

Mount Whitney provided the training equipment by dropping human replicas into the water as the ship pulled out of port. Personnel involved in the exercise practiced MEDEVAC coordination procedures, recovery procedures using a helicopter, and combined communications to locate and track missing persons at sea.

Mount Whitney is currently underway conducting unit-level training, performing duties as the fleet command and control ship, and working to strengthen ties with partners and allies in the region.

Mount Whitney, forward deployed to Gaeta, Italy, operates with a combined crew of U.S. Navy Sailors and Military Sealift Command civil service mariners. The civil service mariners perform navigation, deck, engineering and supply service operations, while military personnel support communications, weapons systems and security. It is one of only two seaborne Joint Command Platforms in the U.S. Navy, both of which are forward deployed.

U.S. 6th Fleet, headquartered in Naples, Italy, conducts the full spectrum of joint and naval operations, often in concert with allied, joint, and interagency partners, in order to advance U.S. national interests and security and stability in Europe and Africa.

DAHLGREN, Va. (NNS) -- The Center for Surface Combat Systems (CSCS) has conducted strategic rating reviews for their eight enlisted ratings in support of the Ready Relevant Learning (RRL) initiative; "Right Training, Right Time, Right Place" March 1.

The goals of the reviews were to assess health of training, identify where in their career Sailors may better learn and understand material provided after they have gained experience and identify where new learning technologies could be implemented to make training more effective and accessible to the fleet.

CSCS is currently working with Surface Warfare Division (OPNAV N96) via the Surface and Expeditionary Warfare Training Committee (SEWTC) on three pillars of training technology that have been identified to facilitate a continuum of learning. These technology enablers will support high velocity learning and efforts are being led by Navy Education and Training Command (NETC) and Naval Air Warfare Center Training Systems Division (NAWC TSD).

"Onboard Individual Learning Systems, Distributed Training Technology and High Fidelity Shore Based Trainers in Fleet Concentration Areas will radically change the way the Navy executes combat systems training," said Capt. Bill McKinley, CSCS commanding officer.

Onboard Individual Learning Systems will make training available to Sailors onboard ship to preclude the need to go to a schoolhouse to receive training. The Submarine community already uses an approach of this type called the Submarine On Board Training (SOBT) System.

"CSCS would like for the surface community to mimic SOBT via a concept known as Ship Learning Continuum System (SLCS)," said David Tilley, the Training Simulation Requirements Analyst for CSCS. "While initial implementation will be stand alone, the ultimate end state of SLCS would be to run on the ship's existing Local Area Network Infrastructure and provide self-paced, highly interactive learning content. The content will serve to enhance a Sailor's skills and knowledge and provide just in time training in preparation for upcoming shipboard evolutions or maintenance actions and refresher training without having to spend time away from the ship."

The learning content will feature a variety of technologies such as virtual worlds, gaming and instructional how to videos such as those found on YouTube. SLCS will not only make training more effective and accessible, but also improve quality of life as it will preclude the need for Sailors to be away from their duty station.

Distributed Training Technology, such as Virtual Schoolhouse (vSchool), will enable students to be trained at multiple shore sites in a common virtual environment.

"It differs from traditional shore based learning," said Rozeta Fairchild, the Virtual Training Requirements Analyst for CSCS. "Instead of students assembling at a single geographic site, they can interact virtually as avatars from a specially configured electronic classroom in each homeport. vSchool learning aids instructor utilization efficiency, eliminates student travel cost and takes advantage of technology advances in instructional delivery methods to improve effectiveness of training."

High Fidelity Shore-Based Trainers enable accomplishment of training objectives ashore that are not effectively supported by ship systems and/or the objectives are not practical to accomplish onboard ship. An example is the Littoral Combat Ship Training Facility (LTF) San Diego which employs high fidelity training systems ashore that enable accomplishment of the Train to Qualify and Train to Certify requirements.

"The small crew size of LCS and lack of embedded systems on the ships mandate the use of high fidelity training systems ashore to achieve crew training and readiness objectives," explained Joe Shifflett, LCS Training Facility Program Manager.

The Aegis Ashore Team Trainer (AATT) in Gallery Hall onboard Naval Air Station Oceana Dam Neck Annex serves a similar role in training and certifying rotational Ballistic Missile Defense Crews to serve at the Aegis Ashore site in Romania today and eventually the site in Poland in 2018.

"AATT allows us to train, qualify, and certify our Sailors so when they arrive in Romania they are immediately prepared to stand their watch," said Larry Sharp, Director, AATT.

In our ever-advancing global society, we must implement a variety of technology enablers to achieve the ultimate goal of Ready Relevant Learning.

"We need to create an environment that institutionalizes training innovation so we can continue to provide the fleet with Sailors who have the cutting-edge skills to defend our waters and remain the best Navy in the world," McKinley said. "I believe CSCS has and will continue to harness emerging training technologies to map the future of combat systems training."

CSCS' mission is to develop and deliver surface ship combat systems training to achieve surface warfare superiority. CSCS headquarters' staff oversees 14 Learning Sites and provides nearly 70,000 hours of curriculum for 700 courses a year to more than 40,000 Sailors. CSCS delivers specialized training for Officer and Enlisted Sailors required to tactically operate, maintain, and employ shipboard and shore-based weapons, sensors, and command and control systems utilized in today's Navy.

US President Barack Obama is pushing for a significant military increase in Eastern Europe, citing fears of Russian "aggression." As American authors Lawrence Korb and Eric Goepel point out for Defense One, the plan is wasteful and an unnecessary provocation.


"…The [US] Department of Defense has fallen back on a tried-and-true Cold War boogeyman: the threat of Russian aggression against allies in Europe," Korb and Goepel, both with the Center for American Progress, write for Defense One.

Washington's Russia Witch Hunt Flies in the Face of EU's Own Interests

President Obama’s recently unveiled $600 billion defense budget includes $3 billion to boost the US military presence in Eastern Europe.

"Obama just asked Congress to fund the biggest military buildup by NATO in Eastern Europe since the Cold War," Korb and Goepel write.

"A NATO buildup of this magnitude also neglects to take into account just how provocative such a move would be; by concentrating troops on Russia’s border, we are playing into Putin’s long-standing criticisms of NATO encirclement."

The article also points out the absurdity of thinking that Russia has any interest in invading a NATO country.

"Claims that any NATO member is at risk of Russian invasion is a flawed reading of recent history," they write. "…The idea that [Russian President Vladimir Putin] would risk a war with NATO is ridiculous on its face."

Citing Russian "aggression" has more to do with justifying the Pentagon’s exorbitant budget, especially since that money could be put to better use.

"The Defense Department is inflating the threat Russia poses, which allows the Obama administration, senior military leaders, and supporters in Congress to justify maintaining the historic highs in defense spending, which in real terms is now more than the US spent during the Cold War," Korb and Goepel write.

"Billions that go to support placing more equipment in Eastern Europe and putting an armored brigade on rotation are billions that cannot be spent retraining US workers or rebuilding America’s failing infrastructure."

Also included in the new budget is a massive $1 trillion upgrade to the US nuclear weapons stockpile. Despite being a breach of the Non-Proliferation Treaty, the program is deemed necessary in light of, once again, imagined threats of Russian aggression.

The nuclear upgrades have received similar criticism.

"The United States is on the cusp of launching an unnecessary, expensive, and potentially dangerous plan to modernize its strategic nuclear forces," Professor Gordon Adams and Richard Sokolsky write for Defense One, "helping stimulate what is being called a 'new nuclear arms race.'"

L’arsenal nucléaire de la Corée du Nord doit être « prêt à chaque instant », a déclaré vendredi le leader nord-coréen Kim Jong-Un, en réaction à la résolution du Conseil de sécurité de l’ONU qui alourdit nettement les sanctions internationales contre Pyongyang.

« Nous devons être toujours prêt à chaque instant à utiliser notre arsenal nucléaire », a déclaré M. Kim cité par l’agence de presse officielle nord-coréenne KCNA, dans une nouvelle affirmation de sa volonté de défier le reste de la communauté internationale.

Le Conseil de sécurité des Nations unies avait imposé mercredi une nouvelle série de lourdes sanctions contre la Corée du Nord après les derniers essais nucléaire et balistique menés par le régime communiste.

Cette résolution du Conseil, présentée par les Etats-Unis, a été adoptée à l’unanimité, y compris par la Chine, seul allié de Pyongyang.

Le président américain Barack Obama a immédiatement salué cette décision du Conseil de sécurité, y voyant une réponse « ferme, unie et appropriée » à un essai nucléaire -le quatrième depuis 2006- et un tir d’une fusée effectués respectivement les 6 janvier et 7 février par la Corée du Nord, en violation de plusieurs résolutions onusiennes.

Quelques heures après l’adoption de la résolution, la Corée du Nord, de plus en plus isolée sur la question de son arsenal nucléaire, a tiré des projectiles à courte portée au large de ses côtes orientale selon le ministère sud-coréen de la Défense.

D’après le ministère sud-coréen, six projectiles dotés apparemment d’une portée de 100 à 150 kilomètres ont été tirés en mer du Japon.

Le comité ministériel restreint a approuvé vendredi le déploiement de 140 militaires chargés de la surveillance des centrales nucléaires. Cette mission est normalement réservée au nouveau corps de sécurité de la police fédérale qui n'est pas encore complètement opérationnel.

Les militaires seront affectés à la surveillance des centrales de Doel et Tihange ainsi que des installations de Mol, Dessel et Fleurus.

Des mesures supplémentaires relatives à la surveillance des sites nucléaires ont été prises à l'initiative du ministre de l'Intérieur, Jan Jambon, après les attentats de Paris. Récemment, un enregistrement vidéo réalisé à proximité du domicile d'un haut responsable du nucléaire en Belgique a été découvert chez un présumé terroriste. Toutefois, selon les autorités, il ne fallait pas y voir de menace spécifique contre les installations.

Le coût de la surveillance est porté par Electrabel.

Au total, 740 militaires sont affectés à la surveillance du territoire dans le cadre du maintien du niveau 3 par l'OCAM. Leur nombre avait été revu récemment à la baisse, de 700 à 600. Mais avec la surveillance des sites nucléaires, il est reparti à la hausse.

vidéo Le conseil des ministres a renouvelé vendredi d'un mois le déploiement d'un millier de militaires maximum - dont 740 tout au plus en rue - afin d'assurer des missions de surveillance dans le cadre de la lutte contre le terrorisme.

La décision a été prise après l'avis du Comité stratégique du renseignement et de la sécurité et vu le niveau général de la menace maintenu à 3 (sur une échelle de quatre).

Discrètement l'armée britannique vient de débarquer au port de Bécancour, dans le Centre-du-Québec, du matériel qui sera acheminé pour son entraînement annuel sur la base canadienne de Suffield dans le sud de l'Alberta.

Des véhicules blindés, des chars, des camions, des armements et des munitions ont été placés sur des wagons afin d’être acheminés par voie ferrée jusqu'en Alberta.

Les militaires britanniques s'entraînent à cet endroit depuis le début des années 70. La base de Suffield constitue le plus vaste terrain militaire du Commonwealth. On y conduit des exercices à tirs réels.

L'armée de Sa Majesté fait transiter ses équipements par Bécancour, dont le port est l'un des rares à détenir une désignation autorisant la manutention de produits explosifs. «C'est un permis spécial», a expliqué le président et chef de la direction de la Société du parc industriel et portuaire de Bécancour, Maurice Richard.

«Pour ce type de transport, on comprend qu'il y a des normes de sécurité très pointues et très techniques émises par les autorités du Canada et d'Angleterre pour recevoir des équipements et les retourner», a-t-il ajouté.

Tout l'attirail repassera par Bécancour à l'automne prochain pour retourner en Grande-Bretagne. L'entraînement qui regroupe jusqu'à 5000 soldats anglais se déroule de mai à octobre.

For the first time in the five-year Syrian conflict, Saudi Arabia is preparing to supply Syrian rebel groups with anti-air and anti-tank missiles in an attempt to stall Russia’s military efforts to extend Bashar Assad’s days in power. Deputy Crown Prince Mohammed bin Salman, the defense minister, is choreographing this escalated Saudi intervention in the Syrian war. He plans to arm Syrian rebels militias with missiles capable of striking the new Russian T-90 tanks, which debkafile’s intelligence sources disclose were shipped directly to the Syrian army’s armed divisions in the last two weeks from the Russian Black Sea base of Novorossiysk.

The big Russian landing craft Novocherkassk, which unloaded a further supply of tanks at Tartus port on Thursday, Thursday, March 3, also delivered a consignment of MLRS rocket launchers.

A second Russian vessel is heading for Syria with more hardware.

This is in line with Moscow’s decision to upgrade the Syrian army’s armaments and rebuild the units severely ravaged by five years of combat. For Riyadh, this is tantamount to the indefinite and unacceptable prolongation of Assad's days in power.

Most Western and Middle East observers think the Saudis may be bluffing about their plan to arm Syrian rebels with missiles, as a ploy to get Washington and Moscow to treat them seriously as a player on the Syrian stage and take their interests into account. Ideally, Riyadh would hope to break up American cooperation with Iran in Iraq and Russian cooperation with Iran in Syria.


The Saudis have so far pitched into this endlessly complex scenario with two tangible steps:

1. The deployment last week of four Saudi Air Force F-15 bomber fighters at the Turkish base of Incirlik near the Syrian border, to be followed by a contingent of ground troops for operations in Syria.

2. A direct challenge to Iran’s fighting arm in Syria, the Lebanese Hizballah and its leader Hassan Nasrallah,  by cancelling the $4 billion defense package Riyadh had pledged for the rehabilitation of Lebanon’s armed forces. The Lebanese high command is collaborating increasingly with Hizballah and a large slice of Saudi assistance funds would most certainly have reached its hands.

According to a high-ranking Saudi source, the decision to arm Syrian rebels with missiles is final. He said, “The Syrian opposition might soon acquire surface-to-air missiles, which will raise the wrath of Russia and Iran.” He added:: “No Saudi official will own up to these consignments but, just as 30 years ago, Saudi Arabia was not deterred from intervening in Afghanistan against the Russian army – and we came out the winners” - we will not hesitate to take on the Russian army in Syria too.

debkafile’s military sources point out that in the Afghan war, the Saudis acted with the full support of the United States, whereas in Syria, the Americans are solidly opposed to any Saudi intervention. That is a huge difference between the two cases.

The introduction of Saudi missiles in support of the anti-Assad opposition would create a new situation in the Syrian conflict, whereby Riyadh also has a say – not just Washington, Moscow and Tehran. And that is exactly what Defense Minister Mohammed was after. Saudi willingness to give the rebels missiles takes the oil kingdom’s intervention in the Syrian conflict a lot farther than Israel, the Gulf emirates, Jordan or Turkey have been ready to go until now.

Jean-Pierre Fabre-Bernadac a analysé, ici, la lettre ouverte que trois généraux (en deuxième section), et non des moindres, avaient envoyée au président de la République, leur supérieur hiérarchique, démontrant ainsi que la grande muette n’avait plus peur d’exprimer ce qu’elle ressent.

Mais cette lettre ouverte n’est que le dernier maillon d’une fronde commencée très tôt sous le mandat de François Hollande. Rappelons-nous, en juin 2013. Le général Dary, qui venait de quitter le poste de Gouverneur militaire de Paris, rejoint La Manif pour tous pour en diriger la logistique. Il accuse le gouvernement de truquer les chiffres, voire d’effacer sur les photos aériennes des milliers de participants. Pratiquement en même temps, en juin 2013, un blogueur spécialiste des questions de défense, Jean-Dominique Merchet, va imaginer dans la revue Arsenal que des généraux aussi importants que le sont Dary, Villiers et Benoît Puga, chef d’état-major particulier du Président, pourraient très bien avoir des idées de putsch. Un fantasme, certes, mais qui reflétait le malaise de nombreux officiers dont nombre d’entre eux avaient défilé contre le mariage gay.

Toujours est-il qu’un an plus tard, ce sont les quatre chefs d’état-major des armées qui menacent de démissionner si le Président ne revient pas sur sa décision de couper le budget de la Défense de 6 milliards d’euros sur trois ans. Une menace sans précédent ! Ces 4 cinq-étoiles étaient Pierre de Villiers, frère du créateur du Puy du Fou, chef d’état-major des armées, Bertrand Ract-Madoux, chef d’état-major de l’armée de Terre, l’amiral Bernard Rogel, patron de la Marine, et Denis Mercier, chef d’état-major de l’armée de l’Air. La démission de ces quatre hommes aurait été irréversible si Hollande n’avait pas cédé à leurs revendications légitimes. Bercy voulait brader la Défense alors que la France n’a jamais eu autant besoin de financer son armée, ses hommes et un matériel qui arrive à bout de souffle. Une vingtaine d’autres officiers généraux occupant les plus hautes fonctions dans les trois armées étaient prêts à emboîter le pas de leurs grands patrons. C’est peu si l’on sait que la France compte 663 généraux d’active, mais on peut supposer que cette action aurait fait boule de neige à travers nos casernes.

On se souvient aussi du général Bertrand Soubelet, numéro 3 de la gendarmerie nationale, qui a longuement protesté contre le laxisme du gouvernement, avec chiffres à l’appui, devant la commission parlementaire de lutte contre l’insécurité. C’était en décembre 2013. Six mois plus tard, il était mis dans un beau placard qui le voyait propulser à la tête de la gendarmerie de l’outre-mer !

Les écrits pertinents du général Antoine Martinez envahissent régulièrement la Toile pour dénoncer les abus de l’idéologie multiculturelle et la faiblesse du gouvernement actuel.

Le général Didier Tauzin, lui, a carrément pris la décision de faire acte de candidature à l’Élysée. Fin février, il a publié son programme sous forme d’un petit livre de 120 pages – Rebâtir la France – et au cours de ses différentes interventions à la presse, il n’hésite pas à déclarer que « François Hollande est indigne de diriger la France », que le régime est à l’agonie et que la guerre religieuse nous menace.

Voilà donc plus qu’un quarteron d’officiers généraux qui, rassemblés, devraient mettre le pouvoir actuel en difficulté. Le Président ne devrait pas oublier que ces généraux rebelles ne sont pas seuls. Ils sont 5.500 officiers généraux, certes en retraite, mais qui sont maintenus en activité par le biais de leur statut dit de 2e section. Cela fait beaucoup de monde potentiellement prêt à se rebeller…

L'Alliance atlantique élargit sa zone d'opérations aux eaux territoriales de la Turquie et de la Grèce pour empêcher l'activité des réseaux de passeurs et secourir les bateaux de migrants en détresse.

L'Otan envoie des navires supplémentaires en mer Egée pour renforcer son deuxième groupe naval, déployé dans la zone pour suivre les flots migratoires entre la Turquie et la Grèce et secourir les bateaux de migrants en détresse, a annoncé lundi le secrétaire général de l'Alliance Jens Stoltenberg.

"Nous augmentons le nombre de bâtiments dans notre groupe. Je salue la contribution annoncée par la Grande-Bretagne et la France sur l'envoi de leurs navires dans la zone", a déclaré M.Stoltenberg devant les journalistes à Bruxelles. 

Et d'ajouter que l'Otan élargissait sa zone d'action aux eaux territoriales de la Turquie et de la Grèce "en étroite coordination avec ces deux alliés". 
"Ainsi, l'Alliance entame aujourd'hui ses opérations dans les eaux territoriales", a précisé le secrétaire général. 

La décision de l'Otan de déployer en mer Egée son deuxième groupe naval, composé de quatre bâtiments, a été adoptée le 11 février dernier lors d'une réunion des ministres de la Défense des 28 pays membres de l'Alliance à Bruxelles.

La mer Egée est le principal point de passage de centaines de milliers de migrants entrés sur le sol européen depuis plus d'un an. L'Union européenne est préoccupée par le trafic illicite de réfugiés dans cette zone.

Le premier ministre britannique David Cameron a annoncé plus tôt lundi l'envoi en mer Egée d'un bâtiment militaire de transport, de deux vedettes d'interception et d'un hélicoptère Wildcat pour participer aux opérations de l'Otan contre les trafics illicites de migrants.

Paris a également annoncé samedi qu'un navire militaire français appareillerait la semaine prochaine pour rejoindre les bâtiments de l'Otan déjà sur zone.

Selon l'agence européenne de surveillance des frontières Frontex, en 2015, 1,8 million de migrants ont débarqué en Europe. La Commission européenne déclare que l'actuelle crise migratoire est la plus grave depuis la Seconde Guerre mondiale.

SOUTH CHINA SEA (NNS) -- The John C. Stennis Strike Group (JCSSG) is conducting routine operations in the South China Sea. The ships transited the Luzon Strait March 1 and have maintained a location in the eastern half of these international waters for four days.

USS John C. Stennis (CVN 74), USS Chung-Hoon (DDG 93), USS Stockdale (DDG 106) and USS Mobile Bay (CG 53) all conducted a replenishment-at-sea today receiving advanced biofuel, aviation fuel and supplies from USNS Rainier (T-AOE 7). Flight operations have occurred daily with Carrier Airwing (CVW) 9 conducting 266 sorties.

Numerous People's Liberation Army Navy (PLA(N)) vessels have remained in JCSSG's vicinity during this time period.

"We have Chinese ships around us that we normally didn't see in my past experience," said Capt. Greg Huffman, Stennis' commanding officer. Huffman previously deployed to the South China Sea in 2007.



"Everything I have heard over bridge-to-bridge channels has been good communications between professional mariners," he added.

In recent months, other U.S. Navy ships have conducted similar events in the 7th Fleet area of operations including the Arleigh Burke-class guided-missile destroyers USS Curtis Wilbur (DDG 54), USS Lassen (DDG 82), USS Preble (DDG 88) and USS McCampbell (DDG 85), the multi-purpose amphibious assault ship USS Essex (LHD 2), the amphibious dock landing ship USS Ashland (LSD 48), the Ticonderoga-class guided-missile cruiser USS Chancellorsville (CG 62), and the Freedom-class littoral combat ship USS Fort Worth (LCS 3).

JCSSG is the centerpiece of the Great Green Fleet, a year-long initiative highlighting the Navy's efforts to transform its energy use to increase operational capability. The strike group is using energy efficiency measures, to include technologies and operational procedures, and alternative fuel in the course of its normal operations.

JCSSG is on a regularly scheduled deployment to 7th Fleet. Associated units include USS Stennis with CVW-9 and Destroyer Squadron (DESRON) 21 embarked, guided-missile destroyers USS Stockdale, USS Chung-Hoon, and USS William P. Lawrence (DDG 110), and guided-missile cruiser USS Mobile Bay.

CVW-9 consists of Helicopter Maritime Strike Squadron (HSM) 71, Helicopter Sea Combat Squadron (HSC) 14, Airborne Early Warning Squadron (VAW) 112, Electronic Attack Squadron (VAQ) 133 and Strike Fighter Squadrons (VFA) 151, 97, 41 and 14.

MANILA, Philippines (NNS) -- U.S. 7th Fleet Commander Vice Adm. Joseph Aucoin hosted bilateral staff talks with officials from the Philippine Navy, aboard 7th Fleet flagship USS Blue Ridge (LCC 19) during a scheduled port visit, March 5.

The staff talks focused on growing and strengthening ties between the two nations, as participants discussed topics ranging from medical training, and legal practices to network security, logistics, and disaster relief coordination.

"[This visit] really represents the strong relationship between our two countries, the Philippines and the United States, which is growing stronger," said Aucoin at a reception aboard Blue Ridge, following the staff talks. "We are looking for opportunities on ways that we can strengthen this relationship and strengthen the peace and stability of this region."

The U.S. 7th Fleet conducts forward-deployed naval operations in support of U.S. national interests in the Indo-Asia Pacific area of operations. As the U.S. Navy's largest numbered fleet, 7th Fleet interacts with 35 other maritime nations to build maritime partnerships that foster maritime security, promote stability and prevent conflict.

GWANGYANG, Republic of Korea (NNS) -- Four Military Sealift Command (MSC) ships offloaded hundreds of pieces of U.S. Marine Corps equipment, containerized supplies and personnel in support of exercises Freedom Banner 2016 (FB16) and Ssany Yong 2016 (SY16), Feb. 24-March 4.

Freedom Banner 2016, a Navy and Marine Corps deployment and offload/backload exercise that is nestled within SY16, brought multiple commands together to offload Maritime Prepositioning Force (MPF) ships United States Naval Ship (USNS) Gunnery Sgt. Fred W. Stockham (T-AK 3017), USNS Pfc. Dewayne T. Williams (T-AK 3009) and dry cargo/ammunition ship USNS Sacagawea (T-AKE 2), while high-speed vessel MV Westpac Express (HSV 4676) delivered hundreds of service members from various locations in the Pacific region to Korea to participate in the exercises, which is scheduled to conclude March 20.

Ssang Yong 2016 is the largest multilateral amphibious exercise to date. It is a biennial exercise conducted by integrated Marine Expeditionary Brigade/Navy Expeditionary Strike Group, forward-deployed forces with the Republic of Korea (ROK) Navy and Marine Corps designed to strengthen interoperability and working relationships across a wide range of military operations ranging from disaster relief to complex expeditionary operations.

U.S. Marines will deploy cargo offloaded from the MSC ships to the field for their participation in SY16 exercise, which includes more than 19,000 joint and combined forces. The exercise takes place at various training areas primarily throughout southern and southeastern ROK.

At the port here, approximately 320 Marines were on hand to receive and offload the cargo from Williams in an expedient manner.

"When you work through these processes, and you're working with a group that you haven't worked with before, these exercises are great because you learn to speak each other's languages," said 1st Lt. Melissa K. Cooling, assistant operations officer, 3rd Maintenance Battalion, 3rd Marine Logistics Group, III Marine Expeditionary Force. "It's all about process improvement. I don't speak Navy and [Navy personnel] doesn't speak Marine Corps but when we get to meet like this, and we get to work that out and interface, we set ourselves up so we have successful relationships in the future."

In addition to offload activities three additional MSC ships will be conducting seabasing operations as part of SY16.

The Expeditionary Transfer Dock USNS Montford Point (T-ESD 1) is scheduled to conduct a skin-to-skin maneuver in which she connects side-by-side with Stockham and acts as a floating pier for a simulated offload where Stockham will discharge equipment onto the Montford Point through a connecting ramp, and the equipment will then be loaded into landing craft air cushions (LCAC) for transfer to shore, further enhancing Marine Corps and naval integration.

The Montford Point is categorized as an expeditionary floating pier-at-sea; the ship is tasked to the Marine Corps to provide a pier-at-sea to move and transfer from large, medium-speed, roll-on/roll-off ships to LCACs to provide seabasing capabilities for the Navy and the Marine Corps.

Offshore Petroleum Distribution System USNS Vadm K.R. Wheeler (T-AG 5001) and USNS Fast Tempo will also exercise their capabilities by delivering her eight-mile pipe from ship to shore in a simulated event in which she delivers water to Marines on the ground. The Wheeler can also transfer fuel from a tanker to depots ashore from up to eight miles off the coast.

FB16 and SY16 provide the Montford Point, Wheeler, Stockham, Williams and Sacagawea, all assigned to Pacific-based Maritime Prepositioning Ships Squadron (MPSRON) 3, with valuable training. The squadron's mission is to quickly deliver military cargo and supplies in response to a military contingency or to provide humanitarian assistance. Rolling Eyes

The Montford Point, Wheeler, Stockham and Williams are crewed by about 30-plus mariners apiece working for private companies under contract to MSC. The Sacagawea is carrying about 120 civilian mariners and currently the headquarters element of MPSRON-3 for the exercise.

"Having these MPSRON ships prepositioned in this region enables U.S. Navy and Marine Corps forces to maintain a presence in the Pacific, which allows the Navy and Marine Corps team to sustain operations far from our own shores," said Navy Capt. Robert A. Rochford, commodore, MPSRON-3. "Our presence here supports regional security and stability and provides us with opportunities to work with other countries while maintaining a high level of readiness to respond to crises."

MSC reservists also played an important role. Members from Expeditionary Port Unit 113 from Fort Worth, Texas, deployed in support of the exercises.

"The EPU is here to prepare the way for the ship before its arrival," said Lt. Cmdr. Paul D. Slotsema, strategic sealift officer, EPU 113.

The EPU's role is to ensure the proper contacts are made at the port, to direct the ship in where to go, and query as to what the ship is going to need when she arrives, according to Slotsema, a reserve-component officer from Grand Rapids, Michigan.

The reserve-component Sailors manned a mobile sealift operations command center (MSOC), a portable communications facility designed to operate and manage port operations, even if port infrastructure is damaged or destroyed. EPU's can quickly deploy to a contingency operation and manage the arrival and departures of cargo ships in port.

All units will return to their home base at the conclusion of the exercises.

MSC operates approximately 115 non-combatant, civilian-crewed ships that replenish U.S. Navy ships, conduct specialized missions, strategically preposition combat cargo at sea around the world and move military cargo and supplies used by deployed U.S. forces and coalition partners.

MPSRON-3, operating in the western Pacific, maintains tactical control of the 12 ships carrying afloat prepositioned U.S. military cargo for the U.S. Marine Corps, the U.S. Army and the U.S. Air Force. The squadron's mission is to enable force from the sea by providing swift and effective transportation of vital equipment and supplies for designated operations.
