Fifteen NATO and two partner nations will participate in the 44th iteration of the multinational maritime exercise BALTOPS 2016 in the Baltic regionEvents are scheduled to take place in Estonia, Finland, Germany, Poland, Sweden, and throughout the Baltic Sea, June 3-19, 2016.
 
Approximately 6,100 maritime, ground, and air force troops from participating nations will demonstrate maritime interdiction, anti-subsurface warfare, amphibious operations, and air defense in a joint environment to ensure regional security.
 
Designed to enhance flexibility and interoperability, as well as demonstrate resolve among NATO and partner forces to defend the Baltic region, BALTOPS 2016 will involve maritime, ground, and air forces to strengthen combined response capabilities necessary to ensure regional stability as well as promote friendship and mutual understanding.

OBAMA ADMINISTRATION AND UN ANNOUNCE GLOBAL POLICE FORCE TO FIGHT 'EXTREMISM' IN U.S.

On Wednesday, Attorney General Loretta Lynch announced at the United Nations that her office would be working in several American cities to form what she called the Strong Cities Network (SCN), a law enforcement initiative that would encompass the globe.

This amounts to nothing less than the overriding of American laws, up to and including the United States Constitution, in favor of United Nations laws that would henceforth be implemented in the United States itself – without any consultation of Congress at all.

The United Nations is a sharia-compliant world body, and Obama, speaking there just days ago, insisted that “violent extremismis not exclusive to Islam (which it is). Obama is redefining jihad terror to include everyone but the jihadists. So will the UN, driven largely by the sharia-enforcing Organization of Islamic Cooperation (OIC) and the pro-Islamic post-American President Obama, use a “global police force” to crush counter-jihad forces?

After all, with Obama knowingly aiding al-Qaeda forces in Syria, how likely is it that he will use his “global police force” against actual Islamic jihadists? I suspect that instead, this global police force will be used to impose the blasphemy laws under the sharia (Islamic law), and to silence all criticism of Islam for the President who proclaimed that “the future must not belong to those who slander the prophet of Islam.” = Not only sharia laws but all the Sustainable Development, Agenda 2030, Laudato Si' and to enforce the environmental pagan religion. In fact, it's the end of freedom in all domains for alls. Pamela Geller, the ones who "wrote"??? this article, is a 501 c3, a US governmental agency and be used to only spread the islamic propaganda threats in America and around the world, but she will never talk about the supremacy of the Jesuit/Vatican/UN who are behind all this global implementation and this enslavement of the entire humanity.

What is a global police force doing in our cities? This is exactly the abdication of American sovereignty that I warned about in my book, The Post-American Presidency: The Obama Administration’s War on America. The Obama Department of Justice made it clear that it was exactly that when it distributed a press release last week announcing the “Launch of Strong Cities Network to Strengthen Community Resilience Against Violent Extremism.” In that press release, the DoJ complained that “while many cities and local authorities are developing innovative responses to address this challenge, no systematic efforts are in place to share experiences, pool resources and build a community of cities to inspire local action on a global scale.”

So if the local and municipal effort to counter the euphemistic and disingenuous “violent extremism” is inadequate and hasn’t developed “systematic efforts are in place to share experiences, pool resources and build a community of cities to inspire local action on a global scale,” the feds – and the UN – have to step in. Thus the groundwork is being laid for federal and international interference down to the local level. “The Strong Cities Network,” Lynch declared, “will serve as a vital tool to strengthen capacity-building and improve collaboration” – i.e., local dependence on federal and international authorities
.

Lynch made the global (that is, United Nations) involvement clear when she added: “As we continue to counter a range of domestic and global terror threats, this innovative platform will enable cities to learn from one another, to develop best practices and to build social cohesion and community resilience here at home and around the world.”

This internationalist character was brought to the fore by the fact that the Strong Cities Network was launched on September 29 not at the White House or the Department of Homeland Security, or at the FBI headquarters or anywhere else that might be fitting for a national project, but at the United Nations.

Even more ominously, the DoJ press release says that the Strong Cities Network “will strengthen strategic planning and practices to address violent extremism in all its forms by fostering collaboration among cities, municipalities and other sub-national authorities.” Sub-national and international: the press release then quotes Governing Mayor Stian Berger Røsland of Oslo, Norway, a participant in the Strong Cities Network, saying: “To counter violent extremism we need determined action at all levels of governance. To succeed, we must coordinate our efforts and cooperate across borders. The Strong Cities Network will enable cities across the globe pool our resources, knowledge and best practices together and thus leave us standing stronger in the fight against one of the greatest threats to modern society.”

But what is that greatest threat, exactly? Remember, the DoJ presser says that the SCN will “address violent extremism in all its forms.” It also says that it will aid initiatives that are working toward “building social cohesion and resilience to violent extremism.” “Building social cohesion” is a euphemism for keeping peace between non-Muslim and Muslim communities – mostly by making sure that non-Muslims don’t complain too loudly about, much less work against, rapidly expanding Muslim populations and the Islamization of their communities. = Just one toll use for the destruction of christianity

The DoJ presser noted that at the launch of the Strong Cities Network, “welcoming remarks” would be offered by the United Nations High Commissioner for Human Rights, Prince Zeid Ra’ad Al Hussein and Mayor Bill de Blasio of New York City. The involvement of New York City’s Marxist internationalist mayor is yet another warning sign.

Assert American sovereignty and individual rights. Contact your representatives now. Exhort them to oppose SCN now. Exhort them to keep America free – while it still is.

A la veille de l’Euro en France et en prévision des prochains mouvements de protestation sociale, le ministre de l’Intérieur Bernard Cazeneuve a envoyé un courrier très explicite aux préfets sur les consignes et la conduite à tenir.

Entre les débordements entre supporteurs du championnat d’Europe de football, l’état d’urgence toujours en vigueur et la fronde sociale qui ne faiblit pas, les forces de l’ordre ont du pain sur la planche. Dans ce contexte, le ministre de l’Intérieur a cru bon de recadrer ses troupes.

C’est dans un télégramme à destination de tous les préfets de départements de France, auquel France Inter a pu avoir accès, que le ministre a demandé aux préfets de soutenir les forces de l'ordre et de leur faire savoir personnellement.



Il a ensuite fait un rappel à la déontologie des plus stricts avec la nécessité «d'un comportement exemplaire» : «quelles que soient les circonstances, la fatigue ou l'exaspération ne doivent pas prendre le pas car chaque mauvais geste, chaque emploi illégitime de la force par un seul fonctionnaire va rejaillir sur tous les autres».

Il a aussi souligné que la pratique de dissimuler son matricule, observée à Rennes par exemple, doit être «formellement proscrite». Pour rappel, 48 enquêtes judiciaires ont été ouvertes à ce jour par la police des polices à la suite d’accusation de violences policières.

CRYSTAL CITY, Va. (NNS) -- Representatives from the Navy, Marine Corps, Army, Air Force, Coast Guard and foreign militaries gathered at the Hyatt Regency Hotel in Crystal City, Virginia for the 29th annual Sea Services Leadership Association's (SSLA) Joint Women's Leadership Symposium (JWLS) June 14-15.

This year's theme, "Leading with Purpose: Impacting our Future!" works to prepare women to excel in the military of today and provides attendees opportunities for networking, education and mentorship from all five armed services.

JLWS has been recognized as the premier professional and personal development conference for women in the military. Past symposiums have featured senior leaders from the White House, Department of Defense, and private sector.

"The dynamic two-day professional development provided by the Joint Women's Leadership Symposium has never been more valuable, essential, and relevant to women and men in uniform than today," said U.S. Coast Guard Rear Adm. June E. Ryan, chairperson, SSLA Board of Directors. "For nearly three decades this event has readied thousands of service members to perform to their highest potential. And in today's military there's no limit to how high they can soar."

During JLWS 2016, attendees will have the opportunity to hear from guest speakers such as Secretary of the U.S. Air Force Deborah Lee James, Under Secretary of the U.S. Army Patrick J. Murphy, and the first female four star general in the U.S. military retired U.S. Army General Ann E. Dunwoody.

Vice Adm. Jan Tighe, commander, U.S. Fleet Cyber Command commander, U.S. 10th Fleet, was the Navy keynote speaker on the first day of the conference and spoke on the contribution of vulnerability to true leadership.

"If you want to build trust with your Sailors, Soldiers, Airmen Marines, [and] civilians you have to be willing to show yourself; building trust is fundamental to being a leader," said Tighe.

NATO TO DEPLOY 4 'ROBUST' BATTALIONS IN BALTICS, POLAND

NATO will deploy four international battalions to Poland and the three Baltic states as part of the wider pushback against Russia's intervention in Ukraine, alliance head Jens Stoltenberg said Monday.

"We will agree to deploy by rotation four robust multi-national battalions in the Baltic states and Poland," Stoltenberg told a news conference ahead of a meeting of NATO defence ministers in Brussels on Tuesday.

"This will send a clear signal that NATO stands ready to defend any ally," he said, referring to a whole series of measures the US-led alliance has taken since the Ukraine crisis to counter a more assertive Russia.

NATO leaders are due to sign off on the programme at a July 8-9 summit in Poland, which has pushed for a much harder line, including having permanent bases in the east to counter Russia.

Stoltenberg did not say how many troops would be deployed in the four battalions but officials previously have said they will number 2,500-3,000, acting as a tripwire to deter Russia and reassure nervous alliance members once ruled from Moscow.

The NATO chief stressed that the deployment -- to be made on a rotational basis, not permanent so as not to infringe existing treaties with Russia -- was part of a much wider response to the Ukraine crisis.

This includes tripling the NATO Response Force to 40,000 men ready to move at short notice, creating a Spearhead force of about 5,000 on a just few days standby.

It also includes pre-positioning equipment and headquarters units so these troops can hit the ground running in any fresh crisis.

Topping off the revamp is a commitment by NATO's 28 member states to reverse years of spending cuts and devote two percent of total national economic output to defence within a decade.

Stoltenberg said progress was being made in this crucial area, with the allies spending 0.6 percent more on defence last year and an increase of 1.5 percent expected in 2016.

He repeated that NATO's response to the Ukraine crisis was purely defensive and that it did not seek any "confrontation" with Russia. Rolling Eyes

NEWPORT, R.I. (NNS) -- Students, staff, faculty and distinguished guests participated in the 67th Current Strategy Forum (CSF), June 14-15, at U.S. Naval War College (NWC) in Newport, Rhode Island.

The two-day event, focused on "Strategy in Complex and Uncertain Times," served as the academic capstone event for students graduating June 17. It brought together NWC students with national security speakers from the military, academia, government and private industry to explore a wide range of national and international issues.

This year's event provided students with "an opportunity to connect their 10 months of schooling to something larger," said Michael Sherlock, CSF director and NWC professor of academic affairs.

According to Sherlock, NWC students were introduced to some of the key aspects of the Chief of Naval Operations' "A Design for Maintaining Maritime Superiority" by participating in three panel discussions -- "Lessons of the Masters," "Successes and Failures," and "The Strategic Environment and Challenges for the Indo-Pacific Region."

"CSF gives students an opportunity to step back and see the bigger picture, not only from some of the instructors that we had, but also from outside academics and professionals who deal with strategy everyday," said Air Force Maj. Andrew Cook, a NWC student and CSF participant.

The Honorable Janine Davidson, Under Secretary of the Navy, attended the event and provided a keynote address that stressed future strategy and deterrence.

"We need a strategy that works," said Davidson. "As I think of the type of Navy and Marine Corps we need for the future, I think about what we want that future to look like. At a minimum, I think about what we are trying to preserve -- our security, values and very way of life."

Additional keynote speakers included Andrew F. Krepinevich Jr., Center for Strategic and Budgetary Assessments; Ambassador Robert D. Blackwill, Council on Foreign Relations; Gen. Robert B. Neller, commandant, U.S. Marine Corps; and Elizabeth C. Economy, Council on Foreign Relations.

"Since CSF was established it has provided the opportunity for our nation's public servants, leaders of industry, leaders within the military and world of academia to join our nation's Naval War College student body and capture an event that focuses on strategies for America and its allies," said Rear Adm. P. Gardner Howe III, NWC president.

Ardent Sentry is an annual North American Aerospace Defense (NORAD) and U.S. Northern Command (USNORTHCOM) exercise focused on DSCA scenarios to support civil authorities with military capabilities to save lives, prevent human suffering, and mitigate property damage.

In this year's AS16 scenario, a simulated 9.0-magnitude earthquake occurred in the Cascadia Subduction Zone followed by a tsunami and several aftershocks along the Pacific Northwest coast of Washington, Oregon, and Northern California.

More than 100 Navy reservists supported AS16 at USFF, contributing their unique skill set to further help the Navy prepare for a natural disaster like the one in this year's scenario and ensure Sailors are prepared to respond. Reservists served in mission-critical areas including planning, operations, logistics, supply, public affairs, medical, legal, and more.

By fully integrating with their active duty counterparts, the combined team of reservists and active-duty Sailors replicated a real-world disaster relief situation in which reservists would be called upon to provide additional support.

"Following the initial 72 hours immediately after a situation like this occurs, reserve personnel are critical to sustain longer-term support and operations while enabling our active-duty counterparts to continue other critical missions," said Capt. Gerald Murphy, current operations officer at USFF.

Navy reservists at USFF and throughout the fleet consistently leverage both their military and civilian experiences to provide support and help commands achieve their missions.

"AS16 provided an eye-opening view on the magnitude of damage that could potentially impact millions of our fellow American citizens," said Capt. Larry Watkins, who served as a Crisis Action Team chief during the exercise. "It's always been an honor to serve, but it's especially satisfying to help right here at home."

"It's great to put our reserve training to use in a 'real-world' situation while working directly with our active-duty counterparts," said Cryptologic Technician Technical 2nd Class Dylan Harris. "It gives us a great sense of accomplishment when we can successfully come together to help our country during a time of need."

AS16 is part of NORAD and USNORTHCOM's annual exercise program and is designed to provide a highly complex, integrated training environment where the military can interface with federal, state and local emergency responders and practice their procedures and validate their processes. USFF serves as the Navy operational commander for USNORTHCOM during disaster preparedness/response and DSCA type exercises.

ARLINGTON, Va. (NNS) -- With support from the Office of Naval Research (ONR), researchers at the Georgia Institute of Technology have created an artificial intelligence software program named Quixote to teach robots to read stories, learn acceptable behavior and understand successful ways to conduct themselves in diverse social situations.

"For years, researchers have debated how to teach robots to act in ways that are appropriate, non-intrusive and trustworthy," said Marc Steinberg, an ONR program manager who oversees the research. "One important question is how to explain complex concepts such as policies, values or ethics to robots. Humans are really good at using narrative stories to make sense of the world and communicate to other people. This could one day be an effective way to interact with robots."

The rapid pace of artificial intelligence has stirred fears by some that robots could act unethically or harm humans. Dr. Mark Riedl, an associate professor and director of Georgia Tech's Entertainment Intelligence Lab, hopes to ease concerns by having Quixote serve as a "human user manual," teaching robots values through simple stories. After all, stories inform, educate and entertain -- reflecting shared cultural knowledge, social mores and protocols.

For example, if a robot is tasked with picking up a pharmacy prescription for a human as quickly as possible, it could: a) take the medicine and leave, b) interact politely with pharmacists, c) or wait in line. Without value alignment and positive reinforcement, the robot might logically deduce robbery is the fastest, cheapest way to accomplish its task. However, with value alignment from Quixote, it would be rewarded for waiting patiently in line and paying for the prescription.

For their research, Riedl and his team crowdsourced stories from the Internet. Each tale needed to highlight daily social interactions -- going to a pharmacy or restaurant, for example -- as well as socially appropriate behaviors such as paying for meals or medicine within each setting.

The team plugged the data into Quixote to create a virtual agent -- in this case, a video game character placed into various game-like scenarios mirroring the stories. As the virtual agent completed a game, it earned points and positive reinforcement for emulating the actions of protagonists in the stories.

Riedl's team ran the agent through 500,000 simulations, and it displayed proper social interactions more than 90 percent of the time.

"These games are still fairly simple," said Riedl, "more like 'Pac-Man' instead of 'Halo.' However, Quixote enables these artificial intelligence agents to immerse themselves in a story, learn the proper sequence of events and be encoded with acceptable behavior patterns. This type of artificial intelligence can be adapted to robots, offering a variety of applications."

Within the next six months, Riedl's team hopes to upgrade Quixote's games from "old-school" to more modern and complex styles like those found in Minecraft -- in which players use blocks to build elaborate structures and societies.

Riedl believes Quixote could one day make it easier for humans to train robots to perform diverse tasks. Steinberg notes that robotic and artificial intelligence systems may one day be a much larger part of military life. This could involve mine detection and deactivation, equipment transport and humanitarian and rescue operations.

"Within a decade, there will be more robots in society, rubbing elbows with us," said Riedl. "Social conventions grease the wheels of society, and robots will need to understand the nuances of how humans do things. That's where Quixote can serve as a valuable tool. We're already seeing it with virtual agents like Siri and Cortana, which are programmed not to say hurtful or insulting things to users."

Riedl's research falls under ONR's Science of Autonomy program, which explores human interaction with autonomous systems.

"For the past three days, there have been military convoys up and down the street in a rural residential area. Today as I was leaving my home, I saw soldiers posted in two different places around the corner from my home. I stop and asked them what they were doing and was told that they are doing a convoy and it was "nothing scary". They have been bringing all kind of equipment (in both directions) through. hummvee’s , tankers labeled flammable, etc. something is going on. Here is a short clip from yesterday. I am going to go back out and get footage of the soldiers posted."

Summary

In December, we described a new phase in the global threat environment, which has implications on the homeland. This basic assessment has not changed. In this environment, we are particularly concerned about homegrown violent extremists who could strike with little or no notice. The tragic events of Orlando several days ago reinforce this. Accordingly, increased public vigilance and awareness continue to be of utmost importance. This bulletin has a five-month duration and will expire just before the holiday season. We will reassess the threats of terrorism at that time.

  • Since issuing the first Bulletin in December, our concerns that violent extremists could be inspired to conduct attacks inside the U.S. have not diminished.
  • Though we know of no intelligence that is both specific and credible at this time of a plot by terrorist organizations to attack the homeland, the reality is terrorist-inspired individuals have conducted, or attempted to conduct, attacks in the United States.
  • DHS is especially concerned that terrorist-inspired individuals and homegrown violent extremists may be encouraged or inspired to target public events or places.
  • As we saw in the attacks in San Bernardino, Paris, Brussels, and, most recently, Orlando, terrorists will consider a diverse and wide selection of targets for attacks.
  • Terrorist use of the Internet to inspire individuals to violence or join their ranks remains a major source of concern.
  • In the current environment, DHS is also concerned about threats and violence directed at particular communities and individuals across the country, based on perceived religion, ethnicity, nationality or sexual orientation.
U.S. Government Counterterrorism Efforts
  • DHS and the FBI continue to provide guidance to state and local partners on increased security measures.  The public may observe an increased law enforcement and security presence across communities, in public places and at events in the months ahead. This may include additional restrictions and searches on bags, more K-9 teams, and the use of screening technologies.
  • The FBI is investigating potential terrorism-related activities associated with this broad threat throughout the United States.  Federal, state, and local authorities are coordinating numerous law enforcement actions and conducting community outreach to address this evolving threat.

A new Department of Homeland Security report urges rejecting use of Islamic terms such as “jihad” and “sharia” in programs aimed at countering terrorist radicalization among American youth.

EDITOR’S NOTE: Obama calls it his ‘CVE Program’, which stands for ‘Countering Violent Extremism’ program. But his program also mandates that words like ‘jihad’, ‘sharia’, ‘takfir’, etc should not and will not ever be used to describe exactly the type of extremism it is. So basically, the CVE Program is a program that covers up and defends Islam while all the while pretending that it’s not Islamic terrorists who are perpetrating the ‘extremism’. Obama fights terrorism with the same intensity that OJ Simpson went looking for the ‘real killer’ of Nicole Brown.

The Homeland Security Advisory Council report recommends that the department focus on American millennials by allocating up to $100 million in new funding. It also urges greater private sector cooperation, including with Muslim communities, to counter what is described as a “new generation of threats to the Homeland related to the threat of violent extremism.”

The funds would be used for hiring experts and new social media programs and technology to influence young people not to join terror groups. “The department’s CVE efforts are an attempt to protect our nation’s young people from extremists who prey upon the Millennial generation,” the report says.

“The department must reframe the conversation to reflect this reality and design a robust program around the protection of our youth, which must include predator awareness and an understanding of radicalization. In doing so, our citizens will be better equipped for this threat.”

Jihad is the Islamic concept of holy war that is the primary call to arms for Islamic terrorist groups around the world, including the Islamic State, al Qaeda, and the Muslim Brotherhood. Sharia law is the anti-democratic Islamic supremacist legal code that critics say has prevented U.S. Muslims from assimilating into American society. Takfir is the Arabic term for apostasy, and umma is the word used to describe the entire Muslim community.

The DHS report stated that to avoid a confrontational “us versus them” stance in public efforts to counter Islamic radicalization, government programs should use the term “American Muslim” instead of “Muslim American.”

The limits on counterterrorism terminology outlined in the report are the latest sign of verbal censorship within government imposed by President Obama. The president this week launched into an angry public denunciation of Republican critics of his policy of avoiding use of the expression “radical Islam.”

Obama sought to deny charges that political correctness was behind the policy of not linking Islamic terrorism to its religious roots, and dismissed those who favor highlighting the links as a Republican political ploy.

The comments prompted a backlash from counterterrorism experts who say that failing to publicly link Islamic terrorism to its religious tenets makes it more difficult to counter jihadist ideology.

President Obama’s program to counter ISIS came under fire from CIA Director John Brennan during a Senate hearing Thursday.

Some gains are being made in taking back territory controlled by ISIS and limiting its finances, according to Brennan. “Unfortunately, despite all of our progress against ISIL on the battlefield and in the financial realm, our efforts have not reduced the group’s terrorism capability and global reach,” he said.

“The resources needed for terrorism are very modest, and the group would have to suffer even heavier losses on territory, manpower, and money for its terrorist capacity to decline significantly.”


The DHS report said the average age for foreign fighters joining ISIS is 26, with the Internet “playing a primary or contributing role” in radicalization. Rep. Mike Pompeo (R., Kansas) a member of the House Permanent Select Committee on Intelligence, criticized the DHS language restrictions.

“The Department of Homeland Security’s (DHS) Interim Report makes the dangerous recommendation that the Obama administration continue to deny the threat that radical Islamic terrorism poses,” Pompeo said.

“Jihadists are the ones who have made this fight ‘us vs. them’ with every violent terrorist attack—from bringing down the World Trade Center towers, killing American soldiers overseas, beheading journalists, or shooting Americans in Orlando,” he added. “DHS’s emphasis here on political correctness is absolutely dangerous and places America and our military at risk.”

In the Senate, Sen. Ted Cruz (R., Texas) said the administration’s failure to properly address radical Islam has made the country less safe.

“Over and over again, we have seen the Obama administration having ample information to stop a terrorist attack, and yet because of the political correctness, because of the ideology of this administration that won’t even say the word ’jihad,’ won’t even say the words ’radical Islamic terrorism,’ they look the other way and the attacks go forward,” Cruz said in a Senate floor speech Thursday.

Sebastian Gorka, a counterterrorism expert, said that banning the jihadist terminology is similar to “Newspeak,” the fictional language used for totalitarian control in George Orwell’s book 1984.

“This is simply outrageous from the perspective of national security,” said Gorka, the Horner chair of military theory at Marine Corps University.

“Banning words that our political elite don’t like is not only a contravention of the First Amendment, it directly endangers the lives of Americans,” he added.

“When the enemy that slaughters our citizens in Orlando, San Bernardino, and Boston calls themselves ‘jihadis’ no one, not even the president, has the right to censor that reality and give them another name.”

Michael Rubin, a former Pentagon official now with the American Enterprise Institute, said the report’s concerns about terminology are hindering counterterrorism efforts.

The report also recommends using former terrorists in “programming and messaging” efforts, including “far right, anti-government, and other extremists groups.” The report also mentions white supremacist, sovereign citizen, and anarchist groups as posing a terror threat but makes no mention of left-wing extremist groups.

The report also calls for a focus on “gender diversity of youth through careful attention to the range of push and pull factors that attract individuals of differing gender.” The gender focus was not further explained.

On the use of social media, “the department must fully understand and leverage social media in its policy and programmatic activities,” the report said.

America’s children, the report says, will grow up in a world of expanding human ingenuity and knowledge. “As that process of human evolution, including the expansion of freedom and liberties across the globe proceeds, our government must remain vigilant, adapt, and evolve to protect them,” the report concludes, adding that “we must do so by demonstrating faith in the American people, in their government, and we must be confident in the power of America’s ideas.”

A DHS spokeswoman had no immediate comment.

The Cascadia Rising exercise is finally over.

What does it mean to us? Have we reduced the impact of a magnitude 9.0 Cascadia Subduction Zone earthquake and the resulting tsunami upon our communities? Will my community still be affected by a similar event? Can my local government sustain itself following such an incident? Many questions still remain unanswered.

Cascadia Rising turned out to be a great teaching platform for not only local communities but also for military response units assigned to participate this exercise.

Numerous communication barriers were uncovered between military units and the county Emergency Coordination Center (ECC), yet because amateur radio operators from Grays Harbor County and the radio operators from the military and county central services personnel all were able to meet face to face, solutions were found which will speed communication with response agencies and the state Emergency Operations Center.

Without this exercise we would have been hindered in our ability to obtain assistance for all jurisdictions of the county. The information discovered in this event will affect hundreds of jurisdictions nationwide and will be shared with all.

The two joint military and local search and rescue exercises held at the Satsop Business Park and at North Beach High School in Ocean Shores became extraordinary teaching platforms for our Grays Harbor County Volunteer Search and Rescue Teams, including the West Coast Search Dogs and search dogs from Washington Task Force-1 of the FEMA Urban Search and Rescue Program. Never before has such an interface taken place with hands-on training and the ability to show capabilities. All units involved are praising the accomplishments made at the event.

A hazardous material decontamination exercise took place at the Port of Grays Harbor at the Westway Facility and was attended by many fire districts and a military decontamination company. During the two-day exercise, Grays Harbor Community Hospital and Summit Pacific Medical Center participated with their decontamination units.

NATO PLANS FOR AFGHAN WAR THROUGH 2020

BRUSSELS — The war in Afghanistan — America’s longest conflict — will grind on for at least another four years as NATO allies are prepared to commit $5 billion through 2020 to train, equip and pay Afghan security forces, according to a senior NATO diplomat.

Last week, President Obama granted U.S. troops in Afghanistan expanded authority to attack Taliban insurgents. The new rules allow U.S. forces to advise regular Afghan combat units and to call in airstrikes. There are about 9,800 U.S. troops in Afghanistan, and Obama has pledged to reduce their number to 5,500 by year’s end.

Defense Secretary Ash Carter said the new, more aggressive approach put U.S. forces closer to the fight with the Taliban. The previous rules allowed, for example, for U.S. troops in Afghanistan to protect themselves and to aid Afghan forces in peril.

"We will more proactively support Afghan conventional forces in two critical ways: one, with more American firepower, especially through close air support; and two, by accompanying and advising Afghan conventional forces on the ground and in the air. In practical terms, this means that U.S. forces will have more opportunities to accompany and enable Afghan conventional forces — just like we have already been doing with Afghan special operations forces," Carter said.

The new expanded authorities will give U.S. commanders in Afghanistan more flexibility, by allowing them to identify and get pre-approval for air targets in advance, instead of just responding to emergencies, Gen. Mark Welsh, the Air Force chief of staff, told reporters in Washington.

"It will allow them to have aircraft planned to respond in support of a particular operation," Welsh said.

The Pentagon has said the new authorities will be limited to operations and missions that would have a significant impact on the battle and would not be used on a routine basis. Welsh said there are enough resources in Afghanistan now to support the expanded authority.

NATO will continue to deploy troops throughout Afghanistan into 2017, NATO secretary-general Jens Stoltenberg said Wednesday.

"We are now working on the final decisions for our exact force numbers into 2017," Stoltenberg said.

The security situation in Afghanistan remains “tough,” said the senior diplomat who spoke on condition of anonymity because officials were not authorized to speak publicly. Afghan troops still struggle to find competent leaders and supply troops in the field. Taliban insurgents continue to find safe haven in Pakistan and have exploited divisions in the Afghan government, the official said.

The official spoke to a small group of reporters at the meeting of NATO defense ministers here.

As a result of the Taliban’s resilience, NATO will continue its long-standing program to train Afghan forces, fund its military and continue to operate at air and training bases throughout the country beyond 2016, the diplomat said. Bases in the restive south at Kandahar and east in Jalalabad will remain open, the official said.

The request for authority to strike the Taliban more aggressively came from the new top commander in Afghanistan, Army Gen. John Nicholson. His assessment of security in Afghanistan and the forces he needs is expected to be announced soon.

It would not be a surprise if Nicholson asks to delay the drawdown of U.S. troops, the diplomat said. But even if the number of U.S. troops involved in training declines from 6,800 to 3,400 as scheduled, the major bases will remain open, the diplomat said. Thousands more troops are involved in counter-terrorism missions there.

Obama had planned on reducing troop levels to near zero in Afghanistan by the end of his administration. But continuing violence there has prevented that, keeping U.S. troops in combat that began in 2001.

Meanwhile, NATO defense ministers are prepared to send more trainers and aircraft to support the U.S.-led coalition fighting the Islamic State in Iraq and Syria, the official said.

Iraqi Prime Minister Haider al-Abadi has asked NATO to provide training inside Iraq, Stoltenberg said. Abadi has requested that NATO send personnel to Iraq to help its armed forces develop expertise in organizing its logistics, medical and counter-IED specialties, the diplomat said.

NATO is also prepared to offer use of its Airborne Warning and Control System (AWACS) aircraft to support the warplanes attacking ISIL targets in Iraq and Syria, Stoltenberg said.

PHILIPPINE SEA (NNS) -- Units from the Navy's Carrier Air Wing (CVW) 5, Destroyer Squadron (DESRON) 15, Commander Task Force (CTF) 70, and the Air Force's 18th Wing participated in a joint air defense exercise, June 20.

The hypothetical scenario helped improve interoperability between the Navy and Air Force. The evolution was created to defend a damaged unit from potential threats and further damage.

"The aircrew was focused on working together for this event," said Capt. John Enfield, commanding officer of CVW 5. "We were able to strengthen our interoperability with the Air Force and continue to refine procedures for joint operations in the Western Pacific."

The event was focused on establishing communications and exchanging tactical data with the participating aircraft and ships.

The ships and aircraft were required to meet certain communication standards in order to continue sharing information throughout the evolution.

"Chancellorsville acted as the CTF 70 Air Defense commander for this event," said Capt. Curt Renshaw, commanding officer of guided-missile cruiser USS Chancellorsville (CG 62). "It was our job to ensure all incoming threats were engaged by the aircraft and handled so that there was no chance of further engagement."

Renshaw said the Navy units conduct various air defense-focused trainings, but conducting this joint training exercise in a real-world environment gave the units a different perspective on how to work together.

"These exercises allow us to learn to work together as a team," said Lt. David Ash, a pilot from Strike Fighter Squadron (VFA) 115. "Through joint exercises, we are able to standardize the way we fight in order operate more effectively as a combined force."

Throughout the exercise, each unit was responsible for its own part of the larger joint effort, strengthening the interoperability and experience between military units.

The continued joint evolutions build the ties between the different military branches to improve their ability to support security and stability in the Indo-Asia-Pacific.

SOUDA BAY, Greece (NNS) -- Four ships from the Harry S. Truman Carrier Strike Group are conducting port visits in Greece to enhance U.S.-Greece relations as the two nations work together for a stable, secure and prosperous Europe.

Guided missile cruiser USS Anzio (CG 68) arrived in Rhodes, June 20. Aircraft carrier USS Harry S. Truman (CVN 75) and guided missile destroyer USS Bulkeley (DDG 84) will arrive, June 21, in Souda Bay and Santorini, respectively. The ships join guided missile destroyer USS Gonzalez (DDG 66), which is currently moored in Souda Bay.

"Enhancing interoperability happens at sea and ashore," said Rear Adm. Bret Batchelder, commander, Carrier Strike Group 8. "Port visits which allow a mutual, increased understanding of culture and ideology build partnership, which can be exercised in a range of environments."

In addition to enjoying the rich culture offered by Greece, Sailors will participate in community relations events, including restoration of a municipality medical center and a children's playground.

Harry S. Truman Carrier Strike Group is deployed in support of Operation Inherent Resolve, maritime security operations and theater security cooperation efforts in the U.S. 6th Fleet area of operations.

U.S. Attorney General Loretta Lynch says the Justice Department is determined to work with the Muslim community in America to identify self-radicalized jihadists before they can harm other Americans.

"It is very important for us to maintain our contacts within the Muslim community because often individuals, if they're from that community and they're being radicalized, their friends and families will see it first," Lynch told CNN's Dana Bash.

"They will see the activity first and we want that information to come to us," she repeated.

Lynch is doing what's known as the "Full Ginsburg," appearances on all five major Sunday morning news programs.

In the aftermath of the Orlando shooting, which was carried out by a self-radicalized 29 year old, presumptive Republican presidential nominee Donald Trump suggested the local Muslim community did not do its part in notifying law enforcement authorities to monitor Omar Mateen.

"You will find that many people that knew him felt that he was a whack job," Trump told CNN last week. "People that knew him, the ex-wife, other people. They don't report them. For some reason the Muslim community does not report people like this."

Lynch countered Trump on Sunday, claiming Muslim communities "are targeted as well [and] they are often swept up in this."

"So we want to make sure that every community in the United States knows that they are under our protection," she said.

The attorney general stressed the importance of the FBI and DOJ's outreach to the Muslim community, claiming that in "many investigations that we do involving individuals who were radicalized here or individuals who were radicalized overseas, all the information that we gain is from the Muslim community."

ATLANTIC OCEAN (NNS) -- The Navy's first expeditionary mobile base, USNS Lewis B. Puller (T-ESB 3) got underway from Naval Station Norfolk to perform airborne countermine deployment training, June 13-16.

Puller's hybrid crew of U.S. Navy Sailors and civil service mariners (CIVMARs) worked in concert with Sailors attached to the "Blackhawks" of Helicopter Mine Countermeasures Squadron (HM) 15 to hone mine elimination capabilities.

"This underway was the first opportunity to merge the Puller's full mission deck which included small boat operations, countermine sled launches and flight operations," said Lt. Cmdr. Matthew Muehlbauer, Puller's military crew officer-in-charge. "The underway was our first opportunity to simultaneously launch aircraft, small boats and anti-mine sleds."

"We got underway to train in preparation for a future Initial Operational Test and Evaluation," said Bryan Stoots, Puller's chief mate. "We performed a mock Airborne Mine Countermeasures (AMCM) mission, which included deployment of countermine assets from the ship's AMCM inventory."

The training battery during the four-day underway consisted of deploying and recovering two types of mine countermeasures from the deck of Puller.

One mine countermeasure deployed was a Mark 105 magnetic sled, which creates a magnetic field to destroy mines as it is towed behind a helicopter.

The second type of countermeasure system used during the training battery was the Magnetic Orange Pipe (MOP). This system is a shallow-water mine countermeasure which also uses magnetism to negate mine threats.

The deployment of each countermeasure was broken down into multiple phases. Puller's deck department Sailors and CIVMARs first launched three rigid-hull inflatable boats (RHIBs), manned by HM-15 Sailors. These boats were used to guide and maneuver the magnetic sled and MOP. The countermeasure devices were moved into position for towing. The sled was attached to one of HM-15's MH-53 Sea Dragon helicopters and towed through simulated mine target area.

"Prior to this underway, we developed these capabilities independently," said Muehlbauer. "We tested and qualified the crew to handle small boats and crafts. On the flight deck, we qualified the crew to launch and recover different types of aircraft."

After the designated target area was cleared, the mine countermeasures and the RHIBs were brought back aboard Puller.

"The Puller is designed to support anti-mine countermeasure mission sets," said Muehlbauer. "We are able to embark up to four MH-53 helicopters capable of towing different types of countermine equipment, such as different types of minehunting sleds or mine-finding sonars through the water."

"To support these anti-mine operations we are able to launch and recover small boats and different mine neutralization assets," added Muehlbauer. "This platform can be adapted very quickly to deploy the mine countermeasure assets required based on a particular situation."

Stoots explained his role as chief mate and the CIVMARs' responsibilities during Puller's underway.

"The chief mate is similar to an executive officer on a Navy combatant ship," said Stoots. "The position includes being the deck department head, [ensuring] safe navigation of the ship and leadership in the deck department. As the chief mate, I was responsible for the safety on deck and supervised the entire operation on deck in regards to launching rigid-hull inflatable boats, the mine countermeasure sled and Magnetic Orange Pole.

While Puller's crew was busy with mine countermeasure training evolutions, there were many critical tasks being performed behind the scenes by Puller's CIVMARs.

"The main function of the deck department is navigation of the ship," said Stoots. "At all times while we are underway, there is a licensed mate on the bridge. We have a helmsman, lookout, and rover on duty. The helmsman steers the ship and takes direction from the mate. The rover keeps the ship safe and ensures there are no fires, flooding, or injured personnel."

"The lookout is maintaining a proper lookout," continued Stoots. "Other aspects of the deck department include having the boatswain on scene and they manage the deck responsibilities such as operating the cranes, winches, and supervise the movement of cargo and equipment.

There were approximately 40 CIVMARs aboard during the underway.

"I felt like the mine countermeasure training evolution was very successful," said Stoots. "We were uncertain about certain elements of the evolution. This was the first time these types of mine countermeasures were deployed from a ship's deck while using a ship's crane to deploy the equipment instead of a ship's well deck, which is the norm. There was a lot of anticipation to see how the deployment of this equipment would work from Puller and I felt like it went very well."

"The Puller has 100 Sailors in its crew," said Muehlbauer. "The military crew is in charge of the aviation department, mission deck operations, launch and recovery of small boats and any other deployed mission assets, [and] ship's force protection. The Sailors also manage C4I (command, control, communications, computers and intelligence), and are capable of providing galley services for approximately 250 military personnel."

"The Puller's military crew supports the CIVMARs in the deck department with tasks such as line handling, logistic tasks include crane operations, and moving material on and off the ship," added Muehlbauer. "The military crew is made up of four officers and nine chief petty officers. The majority of our junior enlisted Sailors are aviation boatswain's mates [equipment, fuel, handling], information [systems] technicians, damage controlmen and aviation [structural] mechanics. To round it out, we have about 30 Sailors who work in the supply department."

"This underway was our first big integrated training event and it went very well," said Muehlbauer. "The training from this underway will lead us into our final testing and evaluation period later this year when we will certify the full capabilities of the Puller and crew."

Puller's crew is categorized as a hybrid as its members are both active-duty Sailors and CIVMARs. The success of the ship is dependent on a strong working relationship between the two distinctive cultures.

"A successful hybrid crew is definitely a team effort; I like to refer to the crew as 'Team Puller,'" said Stoots. "We are one ship and one crew, and work together on every aspect of every evolution. The military crew supports the CIVMARs on deck operation, and likewise we support the military crew on operations such as mine countermeasures."

"Early on there were times when we struggled with the crew interactions between the Sailors and CIVMARs," said Muehlbauer. "When the military crew arrived on the Puller, the mariners had already been on board for over a year. So when the military detachment arrived, we were very much the 'new kids on the block.' It took a little while to build trust, credibility, and rapport with the mariners."

"The ship's master and I worked together to lay down initial ground rules for the crew, but most of the real 'gelling' for the crew took place on the deck plates," continued Muehlbauer. "The more we placed Sailors and CIVMARs in situations where they had to work together, the better they understand each other's skillsets and how each does business. This was how we really started to build our team spirit. We put the right people in the right place and it worked very well for us. The formation of a successful hybrid crew for Puller was not dictated from the top, but was more of a grassroots effort which has proven to be very effective."

"Over the course of the last six months, the crew has gotten to the point where the Sailors and CIVMARs are able to predict how each is going to react or think during a variety of situations," said Muehlbauer. "The positive development of our hybrid crew has allowed Puller to maintain its very strict timeline and will ensure we are ready to deploy next year. I believe the Puller brings great capabilities to the Navy. This platform allows the Navy to sustain an expeditionary presence longer and will free up combatant ships to undertake missions which they are better suited for."

The future for Puller includes testing and evaluation. The vessel is also going to spend some time in the shipyard for upgrades and modifications prior to being permanently deployed to the U.S. 5th Fleet area of responsibility in 2017.

"The Puller is going to receive an upgrade which will enable special operations forces (SOF) to utilize the ship for operations," concluded Muehlbauer. "The Puller will be able to support maritime interdictions, operations potentially in-country, and different adaptive military packages to perform different types of SOF contingencies throughout the world."

In addition to countermine training evolutions, Puller's crew performed vertical replenishment training with the Afloat Training Group, practiced flight deck firefighting techniques, and trained to counter the threat of a small boat attack.
