Securing the Complex Air Domain: Requirements for Sustainable, Global, and Reliable Solutions to Next Generation Air & Missile Threats

The global security environment is changing. Proliferation and development of air and missile technologies by potential adversaries has created complex security challenges that make protecting our interests at home and abroad increasingly difficult. While the current state of defense is considered satisfactory to combat imminent threats, military and government officials agree that there is much still to be done in terms updating, developing and integrating new air and missile initiatives.

Now is a crucial point in the development of air and missile defense policy, research, and development. Leaders are deciding where to commit their focus, from updating antiquated operating systems with new centralized Battle Command Systems, to developing advanced interceptors like the Redesigned Kill Vehicle (RKV), and Multi-Object Kill Vehicle (MOKV). Large allocations of money and research are being poured into the expansion of integrated air and missile defense technology, and there is ample opportunity to shape and influence the direction of this vital defense priority.

Help contribute to updates in policy and technical design that are going through dramatic overhauls for the first time in decades, and will significantly increase the posture of national security.

Aug 11, 2016 – Two newest ships of Russia’s Black Sea Fleet armed with the Kalibr cruise missiles will begin an exercise in the eastern part of the Mediterranean in several days’ time. In part, they will conduct artillery and missile firing practice, the Russian Defense Ministry has told the media.

Starting from August 15, 2016 a naval group will begin a tactical exercise in the eastern part of the Mediterranean. The group includes two newest missile-carrying ships The Serpukhov and The Zelyony Dol.

Several logistic ships will be involved,” runs an official statement obtained by TASS.

The U.S. State Department has approved the potential sale of more than 130 Abrams battle tanks, 20 armored recovery vehicles and other equipment, worth about $1.15 billion, to Saudi Arabia, the Pentagon said on Tuesday.

The approval for land force equipment coincides with Saudi Arabia leading a military coalition in support of Yemeni forces loyal to the exiled government of President Abd-Rabbu Mansour Hadi who are trying to oust Iran-allied Houthi forces from the capital, Sanaa. Human rights groups have criticized the coalition's air strikes because of the deaths of civilians.

The U.S. Defense Security Cooperation Agency, which implements foreign arms sales, said that General Dynamics will be the principal contractor for the sale.

"This sale will increase the Royal Saudi Land Force’s (RSLF) interoperability with U.S. forces and conveys U.S. commitment to Saudi Arabia's security and armed forces modernization," the agency said in a notice to lawmakers posted on its website.

Lawmakers have 30 days to block the sale, although such action is rare.

Saudi Arabia and its mostly Gulf Arab allies intervened in Yemen's civil war in March 2015 after the Houthi movement had pushed the Hadi administration into exile in Saudi Arabia.

On Tuesday, the Saudi-led military coalition conducted air strikes on Sanaa for the first time in five months, residents said, after U.N.-backed peace talks to end the conflict broke down at the weekend.

Medics said nine civilians were killed in a strike on a potato chip factory in the Nahda district of the capital.

Amnesty International and Human Rights Watch called on the United Nations General Assembly in June to suspend Saudi Arabia from the U.N. Human Rights Council until the military coalition stops killing civilians in Yemen.

"The Saudi-led coalition’s campaign in Yemen has been devastating for civilians (and) the U.S. should be suspending arms sales to Saudi Arabia, not approving more," said Kristine Beckerle, a researcher with Human Rights Watch.

U.S. Senator Chris Murphy, a Democrat from Connecticut who has been critical of arms sales to Saudi Arabia, said in a statement that he was concerned about the high civilian casualty rate in Yemen. Murphy said Saudi Arabia had "largely backed away from" the fight against Islamic State militants "and I’d like to see them commit to rejoin that fight as part of major new military sales."

Speaking from the flight deck of USS Kitty Hawk (CV 63) in 1963, President John F. Kennedy addressed the crew of the carrier and stated, “Any country which wishes to protect its security and the security of those allied with it must maintain its position on the sea.” His remarks aboard Kitty Hawk are relevant today. In order for the U.S. Navy to continue to “maintain its position” on the seas, our warfare communities must work together, blending and optimizing our respective skills and tools.
It was fitting, then, that the theme for this year’s Surface Warfare Flag Officer Training Symposium was “Return to Sea Control.” The discussions during the two-day symposium focused on controlling the sea, because sea control is the great enabler of all other naval missions necessary to secure the maritime commons, maintain regional stability, protect our security interests, and prepare to fight and win wherever and whenever required.

I’m proud to say that some of our most senior leaders joined us as we focused on sea control, including Chief of Naval Operations Adm. John Richardson; Commander of U.S. Fleet Forces Adm. Phil Davidson; assistant to the Chairman of the Joint Chiefs of Staff Vice Adm. Frank Pandolfe; Commander, U.S. Naval Air Forces Vice Adm. Michael Shoemaker; Commanding General Marine Corps Combat Development Command Lt. Gen. Robert Walsh; deputy chief of Naval Operations for Information Warfare and Director of Naval Intelligence Vice Adm. Jan Tighe; and director of Undersea Warfare Division Rear Adm. Charles Richard. These senior leaders provided their insights into their warfighting roles and participated in positive and frank discussions regarding the challenges the Navy and the United States face in the rapidly evolving security environment.

While we discussed these challenges, we also focused on the missions at hand, and how whole of our efforts can – and must – be greater than the sum of our individual contributions. We had constructive conversations about how to capitalize on each warfare community’s strengths and how to find innovative ways to strengthen integration in order to preserve our nation’s military superiority.

Today in an era with new challenges and constrained resources we all need to ask ourselves every day “what can we do to make each other better, more distributed, and more lethal?”

Mark Twain is sometimes attributed with saying, “history does not repeat itself, but it does rhyme.” As I’ve grown older, I’ve seen the wisdom of Twain’s words proven time and time again.

I’m reminded of a time in the early eighties when in the middle of my summer training as a Naval Academy Midshipman 1st Class, I had the opportunity to meet one of our great naval leaders, Vice Adm. Hank Mustin aboard USS Miller (FF 1091). During our interaction, he left me with guidance that has stuck with me for more than 30 years. He simply said, “The United States Navy exists to control the sea.” More than 30 years later, his words have never been more relevant.

But with the ending of the Cold War that so many of us in the 80’s remember, the Surface Navy saw some of its core sea control missions and competencies deemphasized as new power projection missions gained prominence. Adversaries changed and strategies shifted to address the new challenges. With new challenges to our security, came new ways of approaching solutions. Sometimes these new approaches meant less focus on our traditional role of sea control. Yet, sea control is where we must head once again, something our senior leaders are aggressively supporting.


The Secretary of Defense and the Chief of Naval Operations have both spoken eloquently of the re-emergence of competition at sea. Defending critical assets such as carriers, amphibious ships, and logistics vessels, remains at the top of our priority list. But we can and will do so much more, leveraging capabilities we already have with modest investments that provide significant capability upgrades. We will hold more of the adversary’s fleet and infrastructure at risk from more angles across a wider expanse of geography. We cannot project power, we cannot secure the commons, we cannot deter aggression and we cannot assure allies without the ability to control the seas when and where we desire.

So I think it was fitting that the leaders of all of our warfighting communities – not just surface warfare officers – joined together to discuss how we can enhance our unity of effort, actions and mindset in the pursuit of sea control. As a collective maritime force, we must find ways to integrate across all domains in order to increase the combat effectiveness in establishing sea control, better articulate the value of our Navy as a deterrent force as other great power competitors emerge, and through our combined efforts, maintain a persistent forward presence posture to ensure regional stability.

Our responsibilities are great, but so are our capabilities and talents. We recognize that while we are members of the world’s finest Navy, we can always do better when we work together. To paraphrase a well-known Japanese proverb, “All of us are smarter than one of us.”

C’est aujourd’hui que l’Occident braille au sujet du pacte Molotov-Ribbentrop. Pourtant au moment, où le pacte a été signé, il était enthousiaste devant la ruse de Staline. Non seulement juste après la signature du pacte, mais aussi une fois que la guerre contre l’Hitler avait commencé.

Ainsi, je suis tombé sur une grande analyse bien faite des relations germano-soviétiques. Elle a a paru dans Times il y a un peu plus de 75 ans. A savoir le 1er mai 1945, c’est-à-dire, un mois et demie avant le début de la Grande Guerre Patriotique (NDT : le lancement par Hitler de l’attaque Barbarossa contre l’URSS le 22 juin 1941). Comme vous pouvez constater, l’article a pour titre « La tactique dilatoire de Staline contre Hitler. Deux ans de manœuvres astucieux ».

En regardant de près les motivations de Staline, l’auteur écrit : « Il y a deux ans, au 1er mai, la Russie avait l’air d’un pays se trouvant sous une très grosse menace ». Et il le fait suivre d’une tête de chapitre : « Menaces écartées ».

En parlant de Staline, Times lui rend justice : « Il se peut que son esprit d’origine caucasienne, fort, complexe et pragmatique soit moins enclin à la théorisation qu’à des faits stratégiques. Depuis 1939, la Russie Soviétique a réussi à contourner de grandes menaces. Lorsque Staline s’aperçut que l’Allemagne avait décidé de marcher à l’Est, il sortit des négociations avec la Grande Bretagne et la France et rencontra l’Allemagne à mi-chemin, en facilitant ainsi aux Allemands le chemin vers la guerre, tout en retenant l’Union Soviétique en dehors de celle-ci ».

Ceci étant, l’auteur écrit directement que l’Allemagne continue les préparatifs à la guerre contre les Soviets. Ce, dont les officiers allemands parlent partout très ouvertement. Il évoque également l’entrainement des combattants nationalistes ukrainiens en vue de la lutte contre les Soviets. Et même fait une allusion sans équivoque à la date possible de l’agression allemande contre l’Union Soviétique : l’été prochain.

Il raconte aussi comment les Russes, profitant du répit, se préparent activement à la guerre imminente. Aussi bien, sur le plan militaire qu’idéologique.

Notamment, il note que depuis quelque temps les médias soviétiques parlent moins de la « révolution mondiale », mais plus de la « Patrie soviétique » qu’il faut défendre….

Une analyse très sensée. Sans la moindre hystérie au sujet du « complot diabolique » et du « nouveau tyran ». Je tiens à attirer votre attention sur le fait que les Anglais se trouvaient à l’époque en état de guerre avec les Allemands depuis presque deux ans !

WASHINGTON (Sputnik) — The National Defense Department explained that warships would also partner with the Canadian Coast Guard, the Arctic Research Foundation and other services to carry out hydrographic surveys. "The deployment of these ships continues Canada’s stated commitment to assert our sovereignty over our northernmost regions," Skjerpen stated.

The deployment of the two ships, the coastal defense vessels Moncton and Shawinigan, will last seven weeks, according to the release.

LES TRAINS BLINDES RUSSES DE NOUVEAU SUR LES RAILS

Ce lundi, des exercices militaires démarrent dans la région russe de Volgograd. Retirés des voies de rechange, des trains blindés y prendront part pour la première fois depuis 15 ans.

Ce retour n'a rien de surprenant. Le train blindé est tout à fait idéal pour la destruction des groupes terroristes opérant sur des chemins de fer, l'évacuation des blessés, ainsi que lors des opérations de déminage.

Selon les données disponibles, les trains blindés modernes sont modifiés sur la base d'anciens wagons blindés. Les trains sont dotés de lance-grenades automatiques et de mitrailleuses lourdes. En outre, le cas échéant, on peut installer encore des armes lourdes ou de multiples systèmes de lance-roquettes sur les plates-formes de chemin de fer.

La question de l'artillerie du plus gros calibre est résolue d'une manière originale: au centre du train, il y a une plate-forme avec un char qui peut mener des tirs circulaires avec ses armes à feu. Il est à noter qu'outre le char, tout véhicule blindé avec un large éventail d'armes, qui peut être modifié en fonction des objectifs et de la situation, pourrait y être placé.

Le train blindé moderne comprend également un wagon avec des éléments du système de brouillage, qui, entre autres, permet de "désactiver" le passage des signaux radioélectriques provenant de fusées radar.

Dans le passé, quatre trains blindés "Baïkal","Terek","Amur" et "Don" se sont montrés sous un jour favorable lors des opérations antiterroristes en Tchétchénie, assurant le soutien des militaires, la défense des sapeurs réalisant le déminage des voies ferrées, ainsi que la protection de sites ferroviaires importants.

Sur fond de litige territorial qui l'oppose à d'autres Etats asiatiques, la Chine fait face à des problèmes de sécurité nationale qui lui font prêter le flanc à une menace potentielle à sa souveraineté.

Les Chinois devraient se préparer à une guerre en mer afin de protéger la souveraineté et l'intégrité territoriale du pays, a déclaré le ministre chinois de la Défense Chang Wanquan, lors de l'inspection des zones côtières dans l'est de la Chine.

Il a également souligné les graves problèmes de sécurité nationale, notamment en mer, qui persistent actuellement.

"L'armée, la police et le peule doivent être prêts à se mobiliser pour protéger la souveraineté et l'intégrité territoriale du pays", a martelé le ministre de la Défense.
Outre cela, M.Wanquan a ordonné de promouvoir les cours de défense civile pour les citoyens chinois.

Le litige territorial opposant la Chine et d'autres Etats d'Asie se poursuit depuis plusieurs années. Des revendications sur certains territoires situés en mer de Chine méridionale, entre autres, les îles Paracels et les îles Spratleys riches en hydrocarbures, ont été émises par la Chine, Taïwan, le Vietnam, les Philippines, le Brunei et la Malaisie.

Pékin refuse de reconnaître la légitimité de la décision de la Cour permanente d'arbitrage de La Haye qui affirme que la Chine ne possède aucun droit historique sur la majorité des eaux stratégiques de la mer de Chine méridionale dans les limites de la ligne en neuf traits.

In the wake of the civil unrest and violence that has broken out in Milwaukee overnight, the Milwaukee County Sheriff David Clarke has requested the mobilization of the National Guard.  the sheriff made the request after consulting with Gov. Scott Walker and Major Gen. Donald Dunbar of the Wisconsin National Guard. This is the second request made by officials recently hinting at or suggesting the deployment of National Guards in the wake of violence in the streets of America.

The last time this talk came up was when Atlanta police and Mayor Kasim held a news conference back in July to discuss plans for the marches and protests that took place that weekend, Resulting in 15,000 protesters that attended events over a four-day span resulting in over a dozen arrested. As a result, when asked if additional help would be needed to contain the violence, his response was that “officials will reassess to see where they are regarding manpower.” and claimed that calling in the National Guard wasn’t out of the question.

As we continue to see things unravel in the streets of America the “Martial Law” footsteps seem to be getting louder and louder as they near America’s doorstep! One must wonder what event or events will push America to the “Tipping Point” to send us to a full blown civil war and breakdown of society? Another story that has circulated out of Chicago is very disturbing in light of what’s happening as well.

Chicago police officers are being warned about a security threat involving possible attacks by gangs on the city’s West Side. ABC7 has obtained a warning that the department sent out to every police officer on Friday. The warning described a summit between senior West Side gang members in which they “agreed to use automatic weapons against Chicago police officers.” The alert also said one gang provided guns and placed a sniper at an unknown location.

JOUNIEH, Lebanon (NNS) -- U.S. service members are participating in Exercise Resolute Response (RR) 16 with Lebanese armed forces (LAF) at Jounieh Naval Base, Lebanon, Aug. 8-17.

The U.S. Navy, U.S. Coast Guard, U.S. Army and LAF are sharing strategic insights throughout RR 16 involving explosive ordnance disposal (EOD), diving and visit, board, search and seizure procedures.

RR 16 allows the U.S. to build diplomatic relations with partner nations for both sides to better appreciate one another's efforts in having a common goal to counter adversaries, said Lt. Andrew Heckel, adaptive force commander for Exercise RR 16, assigned to Commander, Task Group 56.1.

"My unit is here to support the Lebanese armed forces with maintaining stability within the region through sharing our knowledge and experiences," said Heckel. "My hope is that our efforts here will continue to demonstrate the United States' commitment to the Lebanese and will further aid them in countering the militant threat within Lebanon."

The exercise also helps improve U.S. military readiness with partner nations in the 5th Fleet area of operation, said Lt. Stephen Honan, EOD mobility platoon commander for RR 16, assigned to Commander, Task Group 56.1.

"We are only halfway through the exercise and we have already learned a lot from each other," Honon said.

The U.S. military participates in more than 60 exercises with partner nations in the U.S. Central Command area of responsibility each year. RR 16 is just one of many exercises that demonstrates U.S. commitment to strengthening maritime capabilities, supporting freedom of navigation throughout the region and promoting long-term regional security and stability.

This annual bilateral exercise is part of a routine theater security cooperation engagement plan with the primary focus of reassuring regional nations of the U.S. commitment to security and stability.

SABER GUARDIAN

Saber Guardian 2016 is a multinational military exercise involving approximately 2,700 military personnel from 11 participating nations. The exercise is part of U.S. European Command's Joint Exercise Program designed to enhance joint combined interoperability between Romanian, U.S., NATO Allies and other Partnership for Peace (PfP) nations.

WHAT IS SABER GUARDIAN?

Exercise Saber Guardian 2016 will be held July 27-Aug. 7, 2016 at the Romanian Land Force Combat Training Center (RLF-CTC) in Cincu, Romania. This year approximately 2,700 personnel from 11 nations will participate.

This exercise is an annual multinational exercise that rotates among Romania, Bulgaria and Ukraine. The exercise is part of U.S. European Command's Joint Exercise Program designed to enhance joint combined interoperability with allied and partner nations.

Saber Guardian is part of the U.S. Army Europe's annual training and exercise program and has been conducted since 2013.

Last year's exercise was combined with Exercise Rapid Trident and was held at the International Peacekeeping and Security Center near Yavoriv, Ukraine.

WASHINGTON, Aug. 3, 2016 — Globalization is a process as old as humanity itself.

It goes in fits and starts and probably began when one tribe of homo sapiens explored new territory and found another set of homo sapiens already living there. That exchange of commerce, culture, ideas and views was the beginning of the globalization process.

Globalization affects everything and it is inherently neither good nor bad -- it just is. The difference today, as opposed to the days of sail or steam, is the speed of globalization. Ideas, capital and culture move at Internet speeds today. The tyranny of distance has evaporated and more than 3 billion people on the globe have access to the information and opportunities of the Web.

New-Era Threats

It is no surprise that globalization also affects threats -- requiring new looks, new strategies and new tactics. Marine Corps Gen. Joe Dunford, the chairman of the Joint Chiefs of Staff, has repeatedly spoken about “transnational and transregional threats.” He says threats that once could be isolated to a specific country have now routinely spread across the national and regional boundaries.

Dunford cites North Korea as an example, saying that once a conflict on the Korean Peninsula could be isolated to that area. Today, that is no longer the case, and if North Korea initiated conflict, it would quickly spread to include the capabilities of U.S. Pacific Command, U.S. Northern Command, U.S. Strategic Command and U.S. Cyber Command.

The continent of Africa puts substance to this. Africa is a huge, diverse continent with some long-established nations but with most still in the process of forming, Amanda J. Dory, the deputy assistant secretary of defense for African affairs, said in a recent interview.

Developing Transregional Strategies

The newest combatant command -- U.S. Africa Command that stood up in 2007 -- finds itself at the forefront of this effort to develop transregional strategies.
“The ingredient for success in dealing with transnational, transregional threats is all about the network of partners you build to deal with them,” Dory said.

Africom works with the nations of the continent individually and encourages the nations to act together, she said.

“There’s nothing that stays in the boundary of a country anymore,” said former U.S. Africa Command commander Army Gen. David Rodriguez in an interview earlier this year. “All of the threats end up being regional and transregional in nature …
.”
He added, “In addition to ‘regionalizing’ [the effort] on the African continent, we ‘internationalize’ it with the other partners -- the European Union, France, the U.K., the Italians.”

The command coordinates the efforts as much as it can, “and we look at the gaps and see where we can fill them in,” Rodriguez said.

The current commander sees things much the same way. “Ethnic strife, poverty, mass atrocities and illicit trafficking threaten stability and economic growth, particularly in nations with weak governments,” said Marine Corps Gen. Thomas D. Waldhauser in testimony before the Senate Armed Services Committee last month. “Consequently, Africom must continue to work with national and international partners to disrupt these transnational threats and prevent the export of terror on the continent, in the region and ultimately to our homeland.”

“If you parse the idea of transregional threats, what we are seeing are the attacks that are happening on state sovereignty coming from a variety of different directions,” Dory said.

More Challenges

Technical advances shared via globalization means sovereign states have more challenges to deal with than they did in the past either in economic competition or in security. “In Africa the challenge you have is with sovereign states whose sovereignty came so recently,” Dory said. “They have the huge challenge of creating effective governance structures in the globalized context.”

The threats are constantly shifting and the ability of individuals and small organizations to penetrate borders easily is problematic and will be for decades to come, Dory said.

Therefore, “the security piece has to progress in tandem with governance development,” she said.

States where security is overemphasized tend to smother public participation and democratic process, Dory said.

Partnerships

This is the question, she said, that the U.S. government asks partners in Africa. “What is it we can do as external partners to keep both of those moving in parallel?” Dory said.

This must start with the political will of individual countries, she said, but the Department of Defense including U.S. Africa Command can do a lot to help the process along.

The effort is paying off, Dory said. In September last year, Burkino Faso faced a military coup. It failed. The coup failed, she said, because the Burkinabe people didn’t accept it, and second, because the regional countries and organizations such as ECOWAS and the African Union brought pressure on the coup leaders. Banding together to say the coup was unacceptable helped turn the tide, Dory said.

“The [AU] organization is essentially saying, in regards to coups, we believe in the voice of the people and this is not acceptable in our membership,” Dory said. “The AU amplifies international laws and norms and that has a huge impact.”

Another example was the presidential election in Nigeria. “Predictions were that it would go poorly, that it would be hijacked, there would be tremendous amounts of violence,” Dory said. “None of that came to pass and you had a peaceful transfer of power from one party to a different one for the first time. Nigerians breathed a sigh of relief. So did the region. It was an example of transfer of power to an opposition party not seen often.”

The real need in Africa is the need for strategic patience, whether it’s the need for security engagements or economic and governance cooperation, Dory said.

“[In the U.S.] We measure things in four-year timescales because that’s relevant to our democratic process,” she said. “That doesn’t work well with the support we are providing in Africa and many other areas of the world. Decades would be a better timescale.”

Multinational Joint Task Force

Africom has worked diligently with the African Union, and that, too, is paying off, Dory said. “Organizations like the African Union have really come into their own,” she said. The AU is working with many African nations to identify problems and build security capabilities.

The AU is also working closely with sub-regional groupings. The most recent success is with respect to combating Boko Haram by establishing a Multinational Joint Task Force in N’Djamena, Chad, Dory said. The nations involved are Nigeria, Cameroon, Chad, Benin and Niger.

The impetus, she said, was the rise of the deadly terrorist group in Nigeria and its spillover into neighboring countries. “The region, when faced with the threat of Boko Haram … began the diplomatic process to repair some badly damaged relations,” Dory said. “It is no secret that Nigeria and Cameroon in particular had long-standing grievances and territorial disputes, but both realized that the current threat environment required them to work together.”


A Nigerian commander currently leads the organization and the headquarters creates a location where the international community can plug in to provide support, Dory said. Along with the AU, the United Kingdom, France and the United States work with the task force to provide practical support -- advice, information, intelligence and some equipment.

“You have a transnational community coming together to deal with a transnational threat -- a network to deal with a network,” Dory said.

Success breeds success, and Dory said she’d like to see more of this type of cooperation on the continent. It will be needed to oppose not only Boko Haram, she said, but also the Islamic State of Iraq and the Levant in Libya.

It will also help nations establish control over ungoverned or weakly governed areas on the continent, she said, and it will also help nations benefit from the accelerated pace of globalization.

The benefits of globalization far outweigh the debits, said Dory, noting that’s true in the United States and it is also true in Africa. But its pace and complexity require the development of adaptive strategies and consistent implementation by the U.S. and African partners alike, she said.

High-level PLA officer says China to continue exchanges and cooperation with Syrian military

The Chinese military will provide aid and training assistance to the Syrian government, as a Chinese military envoy agreed with Syrian defence minister in Damascus on Sunday.

The latest move is another step taken by Beijing to strengthen engagement in the Middle East. Beijing appointed Xie Xiaoyan, its former ambassador to Iran, as its special envoy to Syria in March.

The Chinese military delegation to Syria, headed by rear admiral Guan Youfei, director of international cooperation at the Central Military Commission, met Fahd Jassem al-Freij, Syrian vice prime minister and minister of defence, Xinhua reported on Tuesday.

“They reached consensus on enhancing personnel training, and Chinese military offering humanitarian aid to Syria,” the Xinhua report said without given more details.

Al-Freij thanked the Chinese government and military for their help, while Guan said the Chinese military was willing to continue exchanges and cooperation with the Syrian military.

Guan also met Lieutenant General Sergei Chvarkov, chief of the Russian centre for reconciliation of opposing sides in Syria on Monday.

The Pentagon has identified eight staging areas in Russia where large numbers of military forces appear to be preparing for incursions into Ukraine, according to U.S. defense officials.

As many as 40,000 Russian troops, including tanks, armored vehicles, and air force units, are now arrayed along Ukraine’s eastern border with Russia.

Additionally, large numbers of Russian military forces will conduct exercises in the coming days that Pentagon officials say could be used as cover for an attack on Ukraine.



“Russian units will likely practice reinforcing the [Crimean] peninsula through such activities as amphibious landings and air defense exercises, and this may involve the change out of equipment and long convoys of military vehicles,” one defense official said.

The military exercises are an ominous sign. Similar large-scale Russian exercises were conducted near Ukraine a month before Moscow carried out the covert military operation to take over the strategic Black Sea peninsula in March 2014.

Navy Capt. Danny Hernandez, a spokesman for the U.S. European Command, told the Washington Free Beacon that the upcoming Russian exercises are being closely monitored.

“We are extremely concerned about the increased tensions near the administrative boundary between Crimea and the rest of Ukraine,” Hernandez said. “We urge both sides to avoid provocative steps or rhetoric that could escalate the situation.”

Russian forces do not appear to be building up inside the occupied Crimean Peninsula along the border with Ukraine, he said.

However, over the past several months large numbers of Russian troops and tanks have been moving into eight bases stretching from Yelnya, near Smolensk and northeast of Ukraine, southward through Rostov—a city located very close to eastern Ukraine.

Defense officials said it is not clear whether the massing of forces is saber rattling by Moscow designed to coerce Ukraine into accepting the takeover of Crimea or preparations for further conflict. “Regardless of the reason, the warning time for Russian action has been greatly reduced” by the staging of forces near Ukraine, a second defense official said.

Russian military forces were identified by the officials at eight locations near the Ukrainian border: Yelnya, Klintsy, Valuyki, Boguchar, Millerovo, Persianovskiy, and bases called Rostov-1 and Rostov-2.

Rep. Mike Pompeo (R., Kan.) a member of the House Permanent Select Committee on Intelligence, said Russia is continuing aggression and threats against the rest of Ukraine after invading Crimea.

“This is unacceptable and will only serve to further instability in the region,” Pompeo said. “Unfortunately, President Obama is once again ‘leading from behind’ and is doing nearly nothing to buttress the Ukrainian people. Mr. Putin must respect the sovereignty of other nations. This is a non-negotiable lesson most countries learned long ago.”

Wire service reports and online blogs have revealed satellite photos of the Russian military buildup at the eight locations.

Reuters reported in June on the deployment of troops to Klintsy, and the website InformNapalm reported July 30 that armored units of the 28th Motorized Rifle Brigade were moved to a base near Valuyki, and at Rostov.

A Russian military training camp reportedly was set up at Persianovskiy, located about 28 miles north of Rostov, according to a report by the online news outlet Bellingcat. Troops and aircraft at Millerovo also have been identified in satellite photos since 2015.

Reuters reported in September that a Russian military base was being set up near Boguchar, and the blog Russian Military Analysis reported that a motorized rifle brigade was deployed last year to Yelnya.

Mark Schneider, a former Pentagon official, said the troop movements are worrying signs that Moscow may be preparing for war with Ukraine.

“There is lot of press in the last week about a possible Russian invasion of Ukraine including massing of troops,” said Schneider, now with the National Institute for Public Policy.

Russia has denied reports that Moscow is considering breaking diplomatic relations with Ukraine. Ukraine’s government has ordered troops mobilized and placed on alert.

Russia last week accused Ukraine of conducting covert sabotage operations against infrastructure inside Crimea, charges the Kiev government denied. Russian President Vladimir Putin announced that Russian forces in Crimea would be fortified as a result of the attempted sabotage. Putin is expected to visit Crimea later this week, Reuters reported from Moscow.

Schneider said another troubling sign of possible Russian military action was the recent firing of Putin’s chief of staff, Sergei Ivanov, a former official of the KGB and FSB intelligence services. “Ivanov’s firing could be related to Putin’s desire not to have a powerful KGB/FSB general running the Kremlin when he is going to do something risky,” he said.

Phillip Karber, a former U.S. arms control official who has traveled extensively in Ukraine war zones, identified several new military units at the eight locations, including up to two brigades of the newly established Russian First Guards Tank Army at Yelnya and Klintsy in the north, elements of the 20th Army located to the south of those units, and forces from the 49th Army deployed further south near Rostov.

“The fact that a full scale Russian invasion is still a plausible scenario after 30 months of conflict is an abject repudiation of an American policy of ‘leading from behind’ and West European fetish for trying to find ‘off-ramps’ that Putin hasn’t the slightest interest in taking,” said Karber, now head of the Potomac Foundation.

Karber believes Russian military action against Ukraine could take place and that Moscow’s trumped-up claims of a recent Ukrainian “terrorist” attack in Crimea could be used as a pretext.

Russia appears to be shoring up forces in Crimea and eastern Ukraine, he said. The upcoming military exercises will likely be conducted from areas that could facilitate an attack, using Russian forces deployed in Moldova’s Transnistria region and marine units on ships in the Black Sea, Karber said.

“For the next month the terrain is perfect for armor moving cross-country and the skies are clear for air,” Karber said. “The 24th of August is Ukraine’s Independence Day, which is when the Russians attacked in 2014. A successful campaign, with U.S. and NATO doing nothing but verbiage, re-establishes Russia as a major European Power that has to be dealt with and increases Putin’s popularity at home.”

Karber said a full-scale Russian military offensive likely would aim to seize key military-industrial areas such as the tank plant at Kharkiv, the missile factory at Dnepropetrovsk, the shipyard at Mykolyev, and the port of Odessa.

Russian forces also could drive into Ukraine from the northeast to the outskirts of Kiev and place the capital within artillery range in a bid to force a change of government.

“Loss of that much population, around 14 million people, and territory would effectively end Ukraine as a viable state,” Karber said, adding that the action would involve full-scale war, large numbers of refugees, and heavy casualties. It could also trigger anti-Russian guerrilla warfare.

Still, Russia does not appear to have all the forces in place for a major military operation, he said.

“The more aggressive and ambitious the attack, the further and longer it will isolate Russia from Western Europe, and it would gravely embarrass Putin’s favorite American presidential candidate and make his pro-Russian statements look naive and foolish at best, or worse, an apologist for the aggressor,” Karber said, referring to Republican presidential nominee Donald Trump.

South Korea is set to conduct its largest-ever artillery drill near the border with North Korea amid nail-biting tensions in the Korean peninsula. The exercises are set to take place on Friday, 19 August.

The South Korean military said the event will establish its readiness to respond to any provocations from its northern neighbour.

A statement from the South Korean military read: "Some 300 artillery pieces from 49 artillery battalions are planning to take part in the live-fire exercise. The drill that will kick off at 5.04pm will involve the K-9 and K-55 self-propelled artillery pieces," according to Seoul's Yonhap news agency.

The drill marks one year since the demilitarised zone (DMZ) – the world's most heavily-militarised zone – between the two Koreas witnessed heavy shelling. Military forces from both the countries fired artillery shells towards each other on 20 August, 2015. The shelling took place following a land-mine attack last August which injured two South Korean troops.

The two Koreas are still technically at war with each other as the three-year-long conflict between 1950 and 1953 never ended in a peace treaty but only in an armistice.

The South's plans to hold its annual artillery drill have come just ahead of the joint military exercises, Ulchi Freedom Guardian (UFG), with the US.

Seoul has also begun talks with South Korean allies on how to punish the North following claims that the reclusive nation has achieved production capability of weapons-grade plutonium. "If North Korea's claims are true, it's a violation of United Nations Security Council resolutions. Discussion with allies on ways to respond has been started," an unidentified South Korean government official was quoted as saying.

Earlier, a spokesperson for North Korea's Atomic Energy Institute told Japan's Kyodo news agency that Pyongyang has resumed its production of weapons-grade plutonium and has no plans to pursue its nuclear ambitions. The Korean peninsula has been volatile in recent months with hectic activity and a fierce war of words.

Après une réunion de défense, il a été décidé que l'armée chinoise soutiendrait le gouvernement syrien en apportant une aide humanitaire d'une part, mais aussi en collaborant avec l'armée arabe syrienne pour ses entraînements.

 La délégation militaire chinoise, menée par le directeur du Bureau pour la coopération militaire internationale de la Chine (l'amiral Guan Youfei), a rencontré Fahd Jassem al-Freij, le vice-Premier ministre syrien et ministre de la Défense afin de renforcer la lutte contre le terrorisme.

«Ils sont arrivés à un consensus concernant l'intensification de l'entraînement des militaires, et de l'aide humanitaire apportée par l'armée chinoise à la Syrie» a indiqué l'agence Xinhua. Le vice-Premier ministre a remercié le gouvernement chinois et son armée pour leur aide, tandis que l'amiral Guan Youfei a indiqué vouloir continuer les échanges et la coopération avec l'armée syrienne.

L'amiral Guan Youfei a aussi rencontré le général russe Sergueï Chvarkov, qui coordonne les troupes russes sur le sol syrien. Bien que la Chine ne soit pas militairement impliquée dans le conflit syrien, Beijing a salué l'engagement de Moscou aux côtés des troupes syriennes.

La Chine est aussi confrontée à des terroristes islamistes, issus du peuple Ouïghour vivant dans la région du Xinjiang. Certains de ces combattants ont rejoint les rangs de l'Etat islamique en Syrie et en Irak.

Soldiers from Company A, 4th Battalion, 9th Infantry Regiment, traveled to the Gulf Coast region for a rare opportunity to train with U.S. Marine Corps Forces, Special Operations Command (MARSOC) July 22 to Aug. 3, 2016.

The MARSOC Raven unit readiness exercise focused on special operations and advanced infantry skills while training at Camp Shelby, Mississippi, and in Gulfport, Mississippi, and Slidell, Louisiana.

The 10-day realistic military training exercise was designed to enhance the 4th Bn., 9th Inf. Reg, 1st Stryker Brigade Combat Team, 4th Infantry Division, Soldiers’ readiness for worldwide support to global security.

Company A Soldiers served as a notional partner nation force (PNF) throughout the exercise while the Marines refined their advising and assisting roles in foreign internal defense.

The exercise provided MARSOC the ability to exercise its core capabilities including direct action raids, special reconnaissance and foreign internal defense while exercising counter­terrorism and information operations.

Training included fast roping out of an MV-22 Osprey, close-quarters combat, patrolling, communications, conducting a raid, tactical site exploitation, tactical casualty care, improvised explosive device detection and defeat, and live-fire small arms training in urban shoot houses.

Capt. Jordan Allison, commander, Company A, 4th Bn., 9th Inf. Reg., said he was impressed with his Soldiers’ performance.

“The MARSOC Marines were able to provide our Soldiers with tactics, techniques and procedures and standard operating procedures that are different than our own,” he said. “This challenged us to seriously look at how we do things.

Additionally, we were able to conduct training that we would not typically be able to do.”

After spending a few weeks in the field Aug. 2016 conducting combined-arms maneuvers during Iron Strike 16, the 3rd Armored Brigade Combat Team, 4th Infantry Division, is on the move again.

The “Iron” Brigade is heading to the National Training Center at Fort Irwin, California, for a full-scale training exercise. The rotation will test nearly 4,000 of its Soldiers and supporting units from across the Army in a decisive-action combat scenario against simulated near-peer conventional and guerilla forces.

Led by the brigade’s 1st Battalion, 66th Armor Regiment, Soldiers from across the brigade spent Aug. 2-12, 2016, at the Fort Carson railhead loading about 1,200 vehicles, including Abrams main battle tanks, Bradley fighting vehicles and Paladin mobile artillery, onto rail cars.

“For our Soldiers, this is another opportunity to hone our skills to be able to package our equipment, get our personnel ready to go, get loaded up, and get ready to move forward for any mission we are called to do,” said Lt. Col. John Gilliam, commander, 1st Bn., 66th Armor Reg.

At the railhead, Soldiers first staged vehicles at the post’s Bronco yard — one train load’s worth each day — then moved to the rail spurs to guide tanks, other tracked equipment and support vehicles such as fuel tankers and Humvees to be secured onto rail cars.

Efforts to load the trains each day went smoothly, said 1st Lt. Ken Kloeppel, unit movement officer, 1st Bn., 66th Armor Reg., who was placed in charge of railhead operations.

“Everyone, regardless of what battery, troop or company they come from, has really focused on being part of a brigade effort to expedite the process to load up the trains,” he said. “It’s great to see everyone focus on being the Iron Brigade and working with a single purpose to load all this equipment.”

The rail-load operations, the second such mass movement of the entire brigade in the past month, exhibits 3rd ABCT’s ability to mobilize quickly, said Gilliam.

He noted that the NTC load-up this week followed the Iron Brigade’s movement in July of 3,000 Soldiers and about 1,000 pieces of equipment to various locations throughout the Fort Carson training area during Iron Strike. That three-week exercise saw each of the unit’s seven battalions “jump” tactical operations on multiple occasions.

Following the field exercise, which was an immersive home-station test of synchronized offensive and defensive maneuvers, the NTC rotation now serves as final validation that 3rd ABCT is prepared for full-spectrum operations anywhere in the world, Gilliam said.

“When we get to the National Training Center, which is the premiere training facility for the United States Army, we’ll get to test our mettle against a very skilled opposition force,” he said.

“During our rotation, we’ll still see some of the same irregular forces (like those) we’ve battled in Iraq and Afghanistan, but in general we’re fighting this high-intensity threat — tanks and mechanized warfare — which is something as a heavy force that we’re recalibrating ourselves to fight as a different threat,” he said.

The brigade sent its first group of about 300 Soldiers to NTC Tuesday as an advance, or “torch,” party to prepare the way for the rest of its forces.

Spc. Andre Sanchez, M1 armor crewman, Company A, 1st Bn., 68th Armor Reg., left with that first group to help offload vehicles once they arrive at NTC.

“I’m pretty excited. I’m excited to see what this unit can do,” said Sanchez, who is making his third trip to NTC in five years. “Being on the torch party, this responsibility gives me a sense of pride because I’ll be able to help receive the brigade as it comes in, and set the foundation for our rotation.”
