BERLIN (Reuters) - For the first time since the end of the Cold War, the German government plans to tell citizens to stockpile food and water in case of an attack or catastrophe, the Frankfurter Allgemeine Sonntagszeitung newspaper reported on Sunday.

Germany is currently on high alert after two Islamist attacks and a shooting rampage by a mentally unstable teenager last month. Berlin announced measures earlier this month to spend considerably more on its police and security forces and to create a special unit to counter cyber crime and terrorism.

"The population will be obliged to hold an individual supply of food for ten days," the newspaper quoted the government's "Concept for Civil Defence" - which has been prepared by the Interior Ministry - as saying.

The paper said a parliamentary committee had originally commissioned the civil defense strategy in 2012.

A spokesman for the Interior Ministry said the plan would be discussed by the cabinet on Wednesday and presented by the minister that afternoon. He declined to give any details on the content.

People will be required to stockpile enough drinking water to last for five days, according to the plan, the paper said.

The 69-page report does not see an attack on Germany's territory, which would require a conventional style of national defense, as likely.

However, the precautionary measures demand that people "prepare appropriately for a development that could threaten our existence and cannot be categorically ruled out in the future," the paper cited the report as saying.

It also mentions the necessity of a reliable alarm system, better structural protection of buildings and more capacity in the health system, the paper said.
A further priority should be more support of the armed forces by civilians, it added.

Germany's Defence Minister said earlier this month the country lay in the "crosshairs of terrorism" and pressed for plans for the military to train more closely with police in preparing for potential large-scale militant attacks.

SINGAPORE (NNS) -- The 15th annual Southeast Asia Cooperation and Training (SEACAT) exercise commenced at the Republic of Singapore Navy's Multinational Operations and Exercises Centre (MOEC) Aug 22.

SEACAT focuses on regional cooperation to address shared maritime security challenges like smuggling, piracy and other illicit activities at sea by bringing together liaison officers (LNOs) from Singapore, Brunei, Indonesia, Malaysia, the Philippines, Thailand, Bangladesh, Cambodia, and the United States to collaborate and execute practical maritime responses to multiple realistic scenarios.

"SEACAT enables nations to work through complex maritime security challenges in a cooperative and inclusive environment," said Rear Adm. Don Gabrielson, commander, Task Force 73. "Sharing ideas, innovation and experience allows us to learn from each other and capture best practices to prepare for real-world contingencies."

During the five-day command post exercise, liaison officers will receive simulated reports of suspect vessels in the Straits of Singapore and Malacca, the Andaman Sea or the South China Sea. After sharing information from all available sources such as Singapore's Information Fusion Centre, Malaysia's International Maritime Bureau, or the Philippines' Coast Watch System, the LNOs will develop and implement response plans during a concurrent field training exercise. Based on the situation, aircraft and ships from participating navies and coast guards will investigate and conduct on-scene boardings as necessary.

SEACAT 2016 continues the trend of increasing complexity and increased participation in the exercise. This year, coast guard personnel from the U.S., the Philippines, Bangladesh, Indonesia, and the Malaysian Maritime Enforcement Agency are also participating in the exercise.

Also participating in SEACAT for the first time is USNS Montford Point (T-ESD 1), which was re-designated by Secretary of the Navy Ray Mabus as an expeditionary transport dock. ESDs are part of the new Expeditionary Support class of ships and can be utilized for various scenarios in expeditionary logistics, as well as maritime security platforms for exercises and operations.

SEACAT, which began in 2002 under the name "Southeast Asia Cooperation Against Terrorism," was renamed in 2012 to expand the scope of training among regional navies and coast guards.

"Effective communication and coordination is essential when multiple nations are working together in response to maritime security issues," said Captain H.B. Le, commodore, Destroyer Squadron 7. "SEACAT provides the opportunity for multiple nations to enhance these skills so that we are better prepared to respond together when faced with real-world challenges."

Other U.S. assets participating in SEACAT 16 include fleet replenishment oiler USNS Walter S. Diehl (T-AO 193), two P-8A Poseidon aircraft, and staff from Task Force 73 and Destroyer Squadron 7.

Commander, Task Force 73 and Destroyer Squadron 7 staff conduct advanced planning, organize resources and directly support the execution of maritime exercises such as SEACAT, the bilateral Cooperation Afloat Readiness and Training (CARAT) exercise series, and the Naval Engagement Activity (NEA) with Vietnam.

"This is a historic and dangerous development which only increases the chances of total war."

Over the last 24 hours, the United States has made clear its status as a hostile occupational force in Syria. Yesterday, the US issued a communique to the legitimate Syrian government and the Russian anti-terrorist coalition assisting the Syrians. The United States has indicated that it has carved out a swath of Syria with boots on the ground fulfilling the roles of active duty personnel, such as special ops forces, advisors, trainers, mechanics, and supporting units. The US has declared a no fly zone and threatened to target and shoot down Syrian and Russian planes within Syrian airspace [[i]over the Kurdish autonomous region - ed[/i]].

As RT reports, US Commander of American forces in Iraq and Syria Lt. General Stephen Townshend stated: "“We’ve informed the Russians where we’re at ... (they) tell us they’ve informed the Syrians, and I’d just say that we will defend ourselves if we feel threatened." Since, as Reuters reports, clashes between Kurdish and Syrian forces have intensified.

A number of analysts previously forecasted that the US would take this route given the success of the Syrian and allied Russian campaign in general and in particular in light of souring US-Turkish relations, the possibility of the US losing access to the Turkish Incirlik base, and the dire situation of Takfiri forces holed up in Aleppo. Different international news agencies have already run a version of the story which presents the US forces' communique as a "warning for Russia and Syria" (CNN) or a "defensive threat" (IBT), but they have failed to distinguish the de facto meaning of this development. Nor have they included that the US military's official statement is in stark violation of international law, constituting an illegal occupation of a sovereign state. 

It has long been assessed that the reason that the US had simultaneously backed ISIS and Kurdish forces was for the purpose of using ISIS as a "place holder" to be defeated, either virtually or in actuality, only to then carve out a US occupation zone under the pretext of forming an independent Kurdish state. Previously last year, representatives of the Kurdish autonomous region made an unconstitutional and unilateral announcement of federalization. This turn was used to create a seemingly legal ambiguity, or 'gray area', to confuse public discourse at the media level. However, the anti-terrorist coalition's foreign ministers as well as international legal experts are under no illusions that the unilateral declaration of federalization is just as much a violation of Syrian sovereignty as would be a breakaway republic made possible only thanks to a war of US occupation. Under the international legal norms of the Geneva convention as well as subsequent parallel agreements, a foreign occupying country does not have the right to divide, separate, occupy, or carve out a section of a country regardless of what the occupying army terms such as. 



Moreover, the most recent communique from the US Lt. General Townshend in Northern Syria laid out plans to increase the area of what the US considers "Kurdistan." Under the present Syrian Constitution, Kurds are represented both in the government in Damascus and have a semi-autonomous status within the central Syrian state.

A major collision course

The brazen and illegal warnings issued by the US commander pose the real possibility of creating a direct confrontation between Syrian, Iranian, Russian, and other independent forces on the one hand, and the US military and their Kurdish puppet outfits on the other. This dramatic increase in hostilities would deal a major blow to hopes for a diplomatic resolution to the crisis. 

In 2011, the US, alongside its Israeli, Turkish, Qatari, and Saudi allies and with assistance from Jordan,  organized, sponsored, and financed the launch of an illegal invasion by non-uniformed regular soldiers, mercenaries, child soldiers, and armed religious fanatics (many of whom themselves were shipped into the region from Europe where they have legal residence). A 2011 protest movement which had blossomed out of the efforts of the US National Endowment for Democracy and UN-sanctioned NGO's financed by the House of Saud and Qatari monarchy took advantage of Syria's liberal and open society, infiltrating civic organizations and manipulating Syria's secular pluralism against itself. This created the possibility for a media simulacrum in which international observers and media, both intentionally and unintentionally, conflated a protest movement comprised mainly of Syrians with a military operation which very quickly became nothing more than a foreign invasion.



Russian involvement upon the invitation of the legitimate government of Syria was the source of a serious setback to US aims in the region. Now what remains to be seen is what the US is actually prepared to do. Syrian and Russian military planners no doubt long ago gamed out multiple scenarios and developed some kind of responsive contingency plans. It is only natural that, while such responsive plans exist, they would not be a matter of public disclosure. At issue is the capacity of the US, a once global hegemon which geostrategic analysts around the world have assessed to now be in a waning phase, to maintain an occupational foothold in the Kurdish region of Syria. Both Syria and Turkey may find that they have a common interest in opposing a US puppet Kurdish state.

Prior to the outbreak of the present conflict, Syria and Turkey maintained a treaty which allowed Turkish security forces to pursue Kurdish separatist terrorists who would at times flee to Syria from operations in Turkey. After the conflict began, both Syria, and Turkey and the United States (to the extent to which the latter two can be considered to have divergent interests) all engaged in the game of playing the Kurdish card. Each side in the conflict hoped to be able to use the support of armed Kurdish groups to their own ends. While there is much information that suggests that Turkey is in the process of reorienting itself away from Euro-Atlanticism and NATO, especially in light of Turkey's moves during and after the failed coup attempt, there is always the possibility that recent Turkish moves are actually part of a long term plan to cast a specter of uncertainty over Turkey's future plans in concert with the US. Such would not at all be unprecedented in the history of geopolitical alliances.

In conclusion, the US' announcement marks a turning point in this conflict. If before there had been any ambiguity about the US' intentions in Syria - a plan to divide Syria which had been publicly elaborated in numerous pro-Atlanticist think tank publications such as those of the Brookings Institute or Council on Foreign Relations - then now the US has revealed its hand. This is a historic and dangerous development which only increases the chances of total war.

While Obama was golfing in the midst of another Louisiana natural disaster, and is set to end his vacation so he can do what is truly important, support Hillary Clinton in the presidential race, Putin has been busy making new friends: first he did the seemingly impossible, having rekindled relations with Turkey to the point where Ankara itself is warning it may quit NATO to seek "military cooperation" with Russia, followed quickly by strengthening relations with Iran so that Moscow can now use an Iranian airbase to strike ISIS, much to the angry dismay of the US and the United Nations, the latest stunning pivot toward Russia comes from yet another civil war-torn nation, Yemen, whose former president, Abdullah Saleh, said its newly-formed governing council could work with Russia to "fight terrorism" by allowing Moscow use of the war-torn country's military bases.

What makes the announcement even more striking is that Ali Abdullah Saleh, Yemen's ex-president who was toppled by mass protests in 2011 as part of the Arab Spring launched by none other than the US when it "intervened" in Libya and Egypt, was a former staunch counter-terrorism ally of the US; it is this former US ally who told state-owned channel Russia 24 that Yemen was ready to grant Moscow access to air and naval bases.

"In the fight against terrorism we reach out and offer all facilities. Our airports, our ports... We are ready to provide this to the Russian Federation," Saleh said in an interview in Sanaa.

While the ex-strongman may lack the clout to implement such an offer, Reuters admits that officials from the party he heads now run a political council that controls much of the country along with the Houthi movement allied to Iran.

The offer takes place 48 hours after the U.S. officials told Reuters the Pentagon has withdrawn from Saudi Arabia its personnel who were coordinating with the Saudi-led air campaign in Yemen, and sharply reduced the number of staff elsewhere who were assisting in that planning. Fewer than five U.S. service people are now assigned full-time to the "Joint Combined Planning Cell," which was established last year to coordinate U.S. support, including air-to-air refueling of coalition jets and limited intelligence-sharing, Lieutenant Ian McConnaughey, a U.S. Navy spokesman in Bahrain, told Reuters.

Incidentally, while U.S. officials said the reduced staffing was not due to the growing international outcry over civilian casualties in the 16-month civil war that has killed more than 6,500 people in Yemen, the Pentagon, in some of its strongest language yet, also acknowledged concerns about the conflict, which has brought Yemen close to famine and cost more than $14 billion in damage to infrastructure and economic losses.

Meanwhile, Russia remains the only major country that maintains a diplomatic presence in Yemen where a 16-month war between a Saudi-led coalition and the Houthi rebels has killed over 6,500 people and raised the prospect of famine in the Arab World's poorest country. Russia abstained from a United Nations Security Council resolution in 2015 that imposed an arms embargo on the Houthi rebels.

Many have condemned ongoing Saudi airstrikes which have led to thousands of civilian casualties, culminating last week with the death of over a dozen hospital workers killed in a Saudi bombing raid at a Doctors without Borders facility. Ironically, just two months ago, the Saudis had threatened to leave the UN over human rights criticism in Yemen.

The Yemen civil war, stoked by the Saudi airstrikes, has allowed Islamist militants including al Qaeda and the Islamic State to flourish, even though the United States has for years launched drone strikes against groups in Yemen.


Moscow's relations with Yemen date back decades and until the break-up of the USSR, Reuters recalls: thousands of Soviet military advisers and trainers worked in the formerly-independent south.

On Saturday tens of thousands of Yemenis rallied in the capital to show support for the Houthi-led bloc as the head of the group's new governing council vowed to form a full government in the coming days.

In an apparent response to the Houthi show of force, ambassadors from the G18 group of nations, including Russia, that has backed U.N. peace talks to end Yemen's civil war issued a statement condemning "unconstitutional and unilateral actions in Sanaa."

As for the latest Yemeni pivot, it confirms that far from content with its recent diplomatic success in Turkey and Iran, Putin continues to expand his middle-east axis, in the process sending Saudi Arabia a message that going forward any Saudi attacks against Yemen may be frowned upon by the Kremlin, which is additionally becoming an increasingly dominant military force in the region, with military presence in Syria and Iran, and - perhaps soon - in Turkey and Yemen as well.

Finally, the Yemen pivot takes place just 5 days after China appears to have finally joined the Syria proxy war, announcing it would provide "aid and military training" to the Assad government, in effect siding with Russia's "vision" on the future of Syria, and perhaps the entire region.

Working together as a team to stand against national enemy aggression was the focus for more than 3,000 Soldiers from 3rd Armored Brigade Combat Team, 4th Infantry Division, and supporting units during the Iron Strike field exercise July 5-21, 2016.

The brigade took to Fort Carson’s training area to refine operations in preparation for an upcoming rotation to the National Training Center (NTC) at Fort Irwin, California.

SINGAPORE (NNS) -- The Naval War College and Naval Postgraduate School partnered with Task Force 73 to host a maritime operations training symposium in Singapore Aug. 15-21.

The symposium brought liaison officers from partner navies across Southeast Asia together for a week of information sharing and collaboration. It preceded the multilateral exercise Southeast Asia Cooperation and Training (SEACAT) that began Aug. 22 in Singapore featuring nine regional partner nations.

"This week starts the Maritime Operations Center (MOC) training, with a focus on maritime domain awareness (MDA)," said Lt. Cmdr. Jeremy Crestetto, assistant chief of staff for Theatre Security Cooperation at Task Force 73. "We have three professors here with us from the Navy War College and Naval Postgraduate School teaching basic maritime operation center concepts, how we have developed maritime domain awareness in the United States Navy, and how we can take those lessons and apply them to our SEACAT exercise next week."

The training symposium allowed officers from partner nations to share their experiences of working in a maritime operations center, and the challenges of creating a common operational picture that is often required for real-world contingency operations and exercises like SEACAT.

Focusing on topics such as human trafficking, drug smuggling and piracy, SEACAT brings together liaison officers (LNOs) from multiple countries in Southeast Asia to promote regional cooperation and to share maritime security challenges. This year's participants include the United States, Brunei, Indonesia, Malaysia, the Philippines, Singapore, Thailand, and new participants Bangladesh and Cambodia.

"The main goal of this training and next week's exercise is information sharing," said Crestetto. "It's about all of the representatives from the different nations looking at common threats and deciding how to act on them, and to share how each of us would respond. In this way we learn about each other and ourselves, and can apply that knowledge to future operations."

During the SEACAT exercise, LNOs will receive simulated reports of suspect vessels in the Straits of Singapore and Malacca, the Andaman Sea or the South China Sea. After sharing information from all available sources, such as Singapore's Information Fusion Centre, Malaysia's International Maritime Bureau, or the Philippines' Coast Watch System, the LNOs will develop and implement response plans during a concurrent field training exercise. Based on the situation, aircraft and ships from participating navies will investigate and conduct on-scene boarding as necessary.

"It's important for us to be ready for these kinds of possibilities and to have a plan to combat them," said Crestetto. "These possible threats don't just affect one country, it affects all of us."

Commander, Task Force 73 and Destroyer Squadron 7 staff conduct advanced planning, organize resources and directly support the execution of maritime exercises such as SEACAT, the bilateral Cooperation Afloat Readiness and Training (CARAT) exercise series, and the Naval Engagement Activity (NEA) with Vietnam.

NORFOLK (NNS) -- Navy Warfare Development Command (NWDC) is supporting execution of the U.S. Fleet Forces (USFF) Command and U.S. Marine Forces Command (MARFORCOM) co-sponsored exercise Bold Alligator 2016 (BA16).

NWDC is hosting the BA16 Joint Exercise Control Group and cells from the Combined Forces Maritime Component Commander (CFMCC) in its Navy Center for Advanced Modeling and Simulation (NCAMS) facility and administrative spaces.

This year's 11-day synthetic, scenario-based simulation exercise began Aug. 15. The exercise scenario is based on joint forcible entry operations (JFEO) in a medium-threat environment. Exercise participants include major U.S. Navy and Marine Corps staffs along with coalition partners.

NWDC, together with USFF and MARFORCOM, is coordinating the observations and analysis (O&A) activities of more than 30 Navy and Marine Corps personnel who are closely monitoring staff functions in NCAMS, the USFF Maritime Operations Center (MOC), Tactical Training Group Atlantic (TTGL), Expeditionary Warfare Training Group Atlantic (EWTGLANT), II Marine Expeditionary Force Simulation Center, and aboard amphibious assault ship USS Bataan (LHD-5) and SS Wright (T-AVB 3).

Observation teams deployed across the force during the exercise include subject matter experts from USFF, MARFORCOM, NWDC, Carrier Strike Group (CSG) 4, Expeditionary Warfighting Development Center (EXWDC), II Marine Expeditionary Force (MEF), Expeditionary Warfare Collaborative Team (EWCT), TTGL, Marine Corps Warfighting Lab (MCWL), and the Combined Joint Operations from the Sea Centre of Excellence (CJOS-COE).

"During the exercise, observation teams are monitoring United States and coalition force participants' communications and actions to capture salient lessons learned and further enhance U.S. and coalition combat effectiveness," said Capt. William Minter, NWDC department head for Doctrine, Future Concepts and Concepts of Operation (CONOPS), Analysis and Navy Lessons Learned. "The BA16 O&A effort will culminate in an exercise final report delivered by commander, Navy Warfare Development Command to COMUSFF and COMMARFORCOM. Our observations will also be used to improve Bold Alligator series exercise design and control in preparation for live exercise BA17."

First conducted in 2011, the Bold Alligator series of amphibious warfare exercises is revitalizing and reinforcing the Navy and Marine Corps' traditional role as "fighters from the sea." This year, Expeditionary Strike Group (ESG) 2 and Second Marine Expeditionary Brigade (2d MEB) staffs are planning and executing a MEB-sized amphibious assault from a sea base in a medium-land and maritime threat environment and anti-access/area denial (A2AD) environment. The final exercise report will capture significant observations and lessons learned, document successful initiatives, and identify gaps and/or shortfalls across the spectrum of doctrine, organization, training, material, leadership and education, personnel, facilities and policy (DOTMLPF-P).

Minter said BA16 participants are highly encouraged to submit their own observations via the Navy or Marine Corps lessons learned systems. Exercise participants will also take part in post-exercise events to help capture insights and prepare detailed documentation for inclusion as appendices in the final exercise report.

After the exercise, NWDC will host a Waterfront Symposium organized by CSG-4 to bring together participants to discuss outcomes. The next full-scale, live Bold Alligator exercise is scheduled for 2017.

Au cours des dernières 24 heures, les États-Unis ont rendu très clair leur statut de force d’occupation hostile en Syrie.


Hier, les USA ont transmis un communiqué au gouvernement légitime de la Syrie et à la coalition anti-terroriste essentiellement russe qui assiste les Syriens. Ce communiqué fait savoir que les USA ont prélevé à leur usage une bande du territoire syrien, qu’ils entendent occuper militairement en y maintenant des troupes en service actif, des forces d’opérations spéciales, des conseillers, des mécaniciens et des unités de soutien ; ils ont également décrété une zone d’exclusion aérienne (« no fly zone ») et averti qu’ils abattraient tout avion syrien ou russe qui survolerait cet espace réservé [au-dessus de la zone déclarée « zone kurde autonome », NdT ].

Comme le rapporte RT, le commandant des forces US en Irak et en Syrie, le lieutenant-général Stephen Townshend a déclaré : « Nous avons informé les Russes d’où nous en sommes (where we’re at…)… ils nous ont dit qu’ils en avaient informé les Syriens, et tout ce que j’ai à dire est que nous nous défendrons si nous nous sentons menacés ». Depuis lors, comme le rapporte Reuters,  les affrontements entre forces kurdes et syriennes se sont intensifiés.

Un certain nombre d’analystes avaient prévu que les USA adopteraient cette voie, étant donnés les succès de la campagne des Syriens et de leurs alliés russes en général et de la détérioration des relations américano-turques en particulier, celles-ci entraînant la possibilité, pour les Américains, de perdre l’accès à la base d’Incirlik, le tout s’ajoutant à la situation désastreuse des forces takfiristes bloquées dans Alep. Différentes agences d’information internationales font déjà circuler une version de l’histoire qui présente le communiqué des forces US comme « une mise en garde à la Russie et à la Syrie » (CNN) ou une  « menace défensive » (IBT), mais elles omettent de préciser l’aspect de facto de ce développement. Elles ne croient pas devoir mentionner non plus que la déclaration officielle des États-Unis viole outrageusement les lois internationales et que ce qu’elle annonce n’est rien d’autre que l’occupation illégale d’un état souverain.


Les observateurs ont compris depuis longtemps que la raison pour laquelle les USA ont financé et soutenu à la fois l’Etat islamique et les forces kurdes était qu’ils voulaient se servir de l’Etat islamique comme vaincu de substitution, virtuel ou réel, pour ensuite découper une tranche de Syrie à occuper sous le prétexte d’y former un état kurde indépendant. En prévision de quoi d’ailleurs, des représentants de la « région autonome kurde » ont annoncé anti-constitutionnellement et unilatéralement sa fédéralisation.

Ce tour de passe-passe a été utilisé pour donner une apparence de légalité, si ambiguë soit-elle, à l’annexion d’une « zone grise », afin de pouvoir embrouiller le discours public au niveau des médias. Cependant, les ministres des Affaires étrangères de la coalition anti-terroriste [la vraie, NdT], tout comme d’ailleurs les experts en droit international, ne se font aucune illusion sur la déclaration de fédéralisation unilatérale : il s’agit ni plus ni moins que d’une violation de la souveraineté syrienne par l’équivalent d’une république séparatiste, qui n’a pu être rendue possible que par une guerre d’occupation des États-Unis.

Selon les dispositions légales de la Convention de Genève, comme en vertu de tous les accords parallèles, aucun pays n’a le droit d’occuper ni de morceler un pays souverain, quels que soient les termes que la puissance agresseuse forge pour se justifier.

The quiet German militarization continues to escalate.

One day after Germany's DPA broke the news that the Merkel government is considering "bringing back nationwide conscription in times of crisis", such as situations in which the country needs to "defend NATO’s external borders", strongly hinting at the possibility of a future war, which in turn followed this weekend's shocking announcement that Germans should prepare to stockpile several days of food and water "in case of an attack of catastrophe" as part of the country's revised "Civil Defense Concept, today NBC reports that "Germany Debates Putting Troops on Streets to Protect Against ISIS."

To be sure, plans to involve soldiers in counterterrorism operations. and the suggestion troops could also be used to beef up security in public places, have proved controversial in a country only seven decades "removed from totalitarian rule that's still grappling with guilt from the Nazi era." However, Wolfgang Bosbach, a lawmaker from Merkel's CDU party, dismissed an such concerns.

"During the recent terror threat in Munich the German armed forces, and also the military police, were put on alert," he told NBC News. "They have been deployed in other crises, so why should the military not help with domestic security as well?"

A court decision in 2012 allowed Germany's armed forces to be deployed at home for peacetime missions under an "extraordinary emergency situation of catastrophic dimension."

While "Bundeswehr" solders have since helped during flooding as well as providing logistical support during the migrant crisis, deploying troops in peacetime among the broader population is sure to lead to far broader populist concerns.

While some politicians suggested the influx of migrants and refugees had created security risks and called for tighter border controls, others warned against overreacting. Boris Pistorius, the justice minister in the state of Lower Saxony, told Die Welt newspaper that the three incidents in a week span "should clearly be distinguished" and that he would refrain from describing "the series of very different attacks as a wave of violence."

He added: "We are not there yet."

But Interior Minister Thomas de Maiziere stated that Germans are "living in difficult times" and that police forces are already "overstretched."

Defense Minister Ursula von der Leyen recently announced that the German military would conduct counterterrorism training with police later this year. "There are scenarios we couldn't imagine before the attacks of Paris or Brussels but that we must address openly and for which we must prepare," she said.

A full blown military deployment may face logistical difficulties: with an overall contingent of under 200,000 personnel, the country's armed forces are spread thin while fulfilling peacekeeping missions in Afghanistan, Kosovo, Mali and in the the Mediterranean Sea. According to the German Armed Forces Association, many servicemen don't want to be used as "stopgaps at home."

"We favor the planned training under the leadership of police forces in order to assess a potential role of the armed forces in a large-scale terror scenario," said Lt. Col. André Wuestner, the group's head. "But it should not be our goal to protect train stations."

Wuestner said his counterparts in France and Belgium have warned that their domestic security duties — such as patrolling city centers — have kept them from training for their main responsibilities, such as missions abroad.

Some tried to push their own agenda: the head of Germany's police union suggested that better equipment and weapons offered a better answer than troops on the streets of Berlin, Frankfurt and Hamburg.

"What we don't need is for that the armed forces to fill a personnel gap, which would lead to a militarization of inner security," Rainer Wendt said.

Yet despite the seeming acceleration by Germany to militarize at any cost, some more sover voices did emerge, such as that of Christian Moelling, a security expert at the German Marshall Fund of the United States, told NBC News that conservative politicians appeared to be trying to capitalize on recent events as they sought to achieve their longstanding goal of allowing the military to deploy within the country's borders.

He noted that since the end of World War II, high hurdles had been established governing how the armed forces can be used and was skeptical that any push to change that would be successful.

"To use Germany's military for interior security, including the use of force, would necessitate a large majority for a constitutional change, and this majority doesn't exist," Moelling said, adding that at least two-thirds of parliamentarians would have to approve such a measure.

It can, however, quickly be achieved should there be a few more terrorist attacks on German soil, which will promptly provide the needed cover if not to change the constitution, than to implement an indefinite state of emergency, bypassing such pesky things as laws. As a reminder, France has had once since last November.

Just days after the German government advised citizens to stock up on food and water, the Czech government has followed suit.

Hello? HELLO??? Can you hear me now???? Something is clearly hurtling down the pipe.

Czech news channel CT24 broadcast a message from the government telling citizens to ‘prepare for the worst’.

Czech media sources are reporting that in the event of a national crisis, the food needs of the country will not be met. They’ve never really recovered from the failed Communist government there, and the Czech Republic is already beset by food shortages.

In the video below, Czech resident Steven Ben-DeNoon  told Israeli News Live that the Czech government is telling citizens to “be prepared for the worst case possible scenario” such as a large scale terrorist attack or snuclear disaster.

« Maintenant que les négociations sont terminées, un effort tout aussi déterminé et exemplaire sera nécessaire pour mettre en œuvre les accords », a déclaré le porte-parole du Secrétaire général dans une déclaration à la presse publiée mercredi soir. « Le Secrétaire général appelle la communauté internationale à apporter son plein appui à la Colombie lors de cette étape nouvelle et cruciale du processus de paix ».

M. Ban a également félicité les équipes de négociations du gouvernement colombien et des FARC-EP à La Havane, à Cuba, pour « leur travail acharné et leur patience » qui ont permis d'arriver à cette étape du processus ainsi que les nombreuses organisations et citoyens colombiens qui ont contribué aux discussions avec leurs propositions et leurs encouragements.

Il a aussi salué le « soutien infaillible » de Cuba, de la Norvège, du Chili et du Venezuela tout au long des pourparlers de paix.

« L'ONU s'efforcera de poursuivre et d'intensifier le soutien qu'elle a apporté aux efforts de paix au fil des ans avec ses agences, fonds, programmes, et la Mission des Nations Unies en Colombie, qui est chargée de vérifier le cessez-le-feu et le dépôt des armes », a souligné le porte-parole du Secrétaire général.

« Nous serons aux côtés de la Colombie dans ses efforts pour construire un avenir dans la paix », a-t-il conclu.

Ban Ki-moon avait assisté en juin à La Havane à la signature d'un accord de cessez-le-feu bilatéral entre le gouvernement de Colombie et les rebelles des FARC-EP, prélude à la conclusion définitive des négociations de paix.

RUSSIA SENDS A SURPRISE MESSAGE TO NATO WITH SUDDEN, MASSIVE MILITARY EXERCISE 



Russian Army units in the south and west, as well as the Air Force and the Navy’s northern fleet, have been placed on high alert as part of a massive snap exercise aimed at checking the troops’ readiness, Russia’s Defense Ministry said Thursday.

At a press briefing with top military commanders, Defense Minister Sergey Shoigu stated the move came by way of “the decision of the Commander-in-Chief of the Armed Forces”Vladimir Putin — and that Troops in the Southern Military District, some units of the Western and Central Military Districts, as well as the Northern Fleet, the Air Force and the Airborne Troops, are to be put on full alert.”

Shoigu said the war games, which are slated to run through August 31, will allow troops to be prepared to defend Russia’s interests amid emerging security threats,”meaning those in the western and southwestern regions where the Russian units are now on high alert.

The threats being referred to are those posed by the increasingly militarized NATO forces in Eastern Europe, along the western border of Russia, and the endless warfare happening along the country’s southwest, where the U.S.-backed government in Kiev ensures eastern Ukraine remains a constant warzone.

Now, with Defense Minister Shoigu talking about forming “sustainable task forces” to deal with crisis situations and instituting a “viable command-and-control chain” to communicate with troops on the move, it seems Russia has finally felt the need to have troops at the ready on its border.

Meanwhile, North Korea — following a successful test firing of a ballistic missile — issued another threat to the United States on Thursday, warning that it would bring nuclear hammers of justice down if the U.S. hints at aggressive action in Southeast Asia, according to a statement from North Korea’s KCNA news agency.

“The [North] Korean people would deal merciless blows at them with nuclear hammers of justice,” the KCNA statement reads, “so that nails of injustice may not come out again, once an opportunity is given, now that the DPRK has in place all substantial means capable of standing up against the US nuclear hegemony.”

The North Korean threat highlights the posturing taking place in the South and East China seas. The U.S. and China have been brought to the brink of naval warfare in the South China Sea over territorial disputes, and China and Japan — a U.S. ally — are ratcheting up tensions in the East China Sea over similar questions of sovereignty.

And hanging above all that is the fact that China recently joined the Russian alliance with Bashar al-Assad in Syria — in direct opposition to the United States.

The Syria war, incidentally, got a little hotter yesterday when Turkish tanks officially crossed the border into northern Syria in support of a U.S.-led coalition campaign to, purportedly, root out ISIS.

Turkey, however, who just pledged to militarily support the U.S. coalition in a new campaign in northern Syria, also has big economic plans in the works with Russia — who’s on the other side of the Syrian conflict.

One thing is for certain, however: Russia is preparing. On August 19 it was reported that Russian troops carried out an exercise in which they commanded “NATO” soldiers to “lay down your arms. A loudspeaker recording also told the “enemy” that their “treacherous attack is disturbing a peaceful nation” and that they should “stop being pawns for your leaders.”

Les exercices surprise des Forces armées russes n'ont pas pu échapper aux commentaires du Pentagone. Moscou a rétorqué.

Moscou a qualifié ce vendredi de déplacées toutes les prétentions des Etats-Unis relatives à l'inspection surprise des troupes russes.

"Nous espérons que les Etats-Unis combleront leurs propres failles dans ce domaine au lieu de faire des histoires autour des actions de la Russie qui — nous le soulignions encore une fois — remplit strictement toutes ses obligations", a déclaré la diplomatie russe dans un communiqué.

 Le ministère russe des Affaires étrangères a souligné que toutes les prétentions formulées à l'égard de la Russie étaient mal placées compte tenu du fait que les références des Etats-Unis en matière du contrôle des armements étaient loin d'être irréprochables.

Et de préciser que la Russie avait, à plusieurs reprises, attitré l'attention de la partie américaine sur de nombreuses "libertés" dans la manière avec laquelle Washington remplissait ses engagements.

Rappelons que la Russie a initié une inspection surprise de l'aptitude au combat de ses forces armées qui se poursuivra jusqu'au 31 août. Il s'agit des manoeuvres les plus importantes depuis un an et demi. Le vice-ministre de la Défense Anatoli Antonov avait plus tôt annoncé que les exercices se tenaient en strict respect du Document de Vienne, dans le cadre duquel les pays de l'OSCE échangent, entre autres, d'informations sur les forces armées et les budgets militaires.

 Or, suite au début de l'inspection, les Etats-Unis ont déclaré qu'ils espéraient que la Russie remplirait ses engagements face aux pays voisins.

"Nous espérons que la Russie remplira tous ses engagements dans le cadre des accords existants et fournira des garanties nécessaires aux voisins ainsi que des informations sur l'envergure et le caractère de ces actions", a déclaré à l'agence RIA Novosti Michelle Baldansa, porte-parole du Pentagone.

Signe du double discours du gouvernement socialiste et de la présidence française, la protection de la mosquée de l’imam radical de Brest, le salafiste Rachid El Jay dit “Abou Houdeyfa”, a été considérablement renforcée.
 
François Hollande avait pourtant déclaré en avril dernier que ce “lieu de haine” avait été “fermé”.

En réalité, cet auxiliaire des Frères Musulmans et de l’UOIF (lire ici) participe de la politique pro-islamiste.

C’est donc sans surprise que le prédicateur salafiste, protégé par la mairie PS de Brest et son chef de file, François Cuillandre, a pu bénéficier d’une protection renforcée suite aux innombrables appels à la fermeture de la mosquée fondamentaliste et de l’école coranique qu’il anime.

Rachid Abou Houdeyfa s’était encore illustré la semaine dernière en prenant fait et cause pour la “burqa de plage” – dite “burkini”…

Le président américain Barack Obama rencontrera dimanche en Chine son homologue turc Recep Tayyip Erdogan pour évoquer la situation en Syrie où le conflit a encore gagné en complexité avec l’intervention turque. Lors de cette rencontre en marge du sommet du G20 de Hangzhou, les deux dirigeants « aborderont la campagne contre le groupe Etat islamique et la nécessité de rester unis », a déclaré lundi au cours d’un point de presse Ben Rhodes, proche conseiller de M. Obama.

L’offensive des forces turques en Syrie contre le groupe Etat islamique, qui vise aussi à stopper l’avancée des Kurdes syriens à leur frontière, contraint Washington au grand écart entre son allié turc et ses partenaires kurdes. Le Pentagone a jugé que les affrontements entre la Turquie et les forces arabo-kurdes soutenues par les Etats-Unis en Syrie étaient « inacceptables », appelant toutes les parties à cesser les combats.

PHILIPPINE SEA (NNS) -- Guided-missile destroyers USS Decatur (DDG 73) and USS Spruance (DDG 111) conducted bilateral training exercises in the Philippine Sea with the Japan Maritime Self-Defense Force (JMDSF), Aug. 22-26.

The Ship Anti-Submarine Warfare Readiness Effectiveness Measuring (SHAREM) program is a series of events focused on anti-submarine warfare procedures and tactics designed to measure how effectively surface ships and aircraft can detect and track submarines. It also served as a joint exercise with JMSDF naval assets, with both countries embarking liaison officers from the other to maximize communication and understanding throughout the evolution.

"SHAREM was an exceptional opportunity to improve our anti-submarine warfare skills and work alongside our Japanese allies," said Lt. j.g. Sean Quirk, anti-submarine warfare officer, Destroyer Squadron (CDS) 31. "These unique exercises improve our bilateral capabilities, making us a stronger combined force to deter any adversary."

Decatur and Spruance were joined by the Japanese Akizuki-class destroyer JS Teruzuki (DDG 116), an Oyashio-class diesel-electric submarine and a Los Angeles-class nuclear submarine. In the initial days of the event, the ships took advantage of their close proximity and ran maneuvering drills and visit, board, search, and seizure (VBSS) exercises.

"The relationship with JMSDF is a crucial aspect of our overall partnership with the Japanese," said Capt. Charles Johnson, commander, CDS 31. "I believe that by conducting the SHAREM and other exercises together, and analyzing the effectiveness of our tactics it will further improve our interoperability."

Decatur and Spruance, along with USS Momsen (DDG 92) and the embarked "Devil Fish" and "Warbirds" detachments of Helicopter Strike Squadron (HSM) 49 are part of the 3rd Fleet Pacific Surface Action Group (PAC SAG), led by CDS 31 and operating under Commander, U.S. 3rd Fleet, as demonstrating the "3rd Fleet Forward" concept.

Since departing on deployment in April, the 3rd Fleet PAC SAG executed various naval activities and routine missions in the Western Pacific, including Oceania Maritime Security Initiative (OMSI) as well as joint exercises with the U.S. Air Force and the U.S. Marine Corps and bilateral exercises with several countries, including the Republic of Korea, Australia and Japan, which helped strengthen international maritime relations.

The U.S. Navy maintains a presence in the Indo-Asia-Pacific region to help preserve peace and security and to further partnerships with friends and allies. The 3rd Fleet PAC SAG initiative leverages the technological and tactical assets of the three modern destroyers, allowing for a quick response to virtually any situation in the region.

U.S. 3rd Fleet leads naval forces in the Pacific and provides the realistic, relevant training necessary for an effective global Navy. 3rd Fleet works constantly with U.S. 7th Fleet. The forces of both fleets complement one another across the spectrum of military operations in the Pacific.
