OBAMA, IN FINAL VISIT TO UNITED NATIONS, TO FOCUS ON REFUGEES

NEW YORK — President Obama will push world leaders to do more to meet the needs of the world's swelling throngs of refugees on Tuesday, telling the United Nations that the entire world has a responsibility to help families displaced by war and persecution.

"The gap between the funds that we have and the funds that we need remains enormous," Secretary of State John Kerry told the United Nations Summit for Refugees and Migrants Monday. "We would be even more satisfied if the need were ended."

The United Nations adopted a non-binding declaration Monday, signed by 193 nations, that calls on countries that can accept more refugees for resettlement to do so, and for wealthier nations to spend more on humanitarian aid. Kerry said Obama will call on leaders to go even further with specific commitments on Tuesday. "Make no mistake: Additional efforts are urgently needed," he said.

But refugee groups remained skeptical that the U.N. action — known as the New York declaration — was adequate.

"Let's not be fooled by what we heard at the United Nations today. Focus on what we did not hear," said Nobel laureate and human rights activist Malala Yousafzai. "The declaration does not include any new, substantive commitments for refugees. Away from the cameras, in refugee camps and roadways, in boats and out of school around the globe, the world’s refugee children were hoping for more. They deserve more."

The refugee issue tops Obama's agenda during his three-day trip to New York this week — a visit that will also provide one of his final opportunities to to define his legacy on the world stage, touting progress made on climate and nuclear non-proliferation.

He'll also talk to world leaders about the civil war in Syria, Russian occupation of Ukraine, and North Korea's nuclear tests. And bombings in New York and New Jersey also underscored the urgency of the global fight against the Islamic State.

The instability in Syria and Iraq is a root cause of both the terror threat and flood of refugees fleeing the Middle East and North Africa, which has been called the worst refugee crisis since World War II.

Obama plans big boost in refugees the U.S. will accept over next year

"From Syria alone, nearly 5 million refugees have crossed the Syrian border trying to seek safety from barrel bombs and chemical weapons attacks and terrorist attacks," said Samantha Power, the U.S. ambassador to the United Nations. "And all of these individuals, every one of these numbers, is a face and a person with a family. They are facing very uncertain futures and they’re looking to the rest of the world and to the U.N., of course, for help."

With more than 65 million people displaced from their homes around the world, Obama will convene a Refugee Summit on Tuesday with leaders from Canada, Ethiopia, Germany, Jordan, Mexico and Sweden. The Obama administration hopes to secure agreements to pay for food aid and to double the number of refugees resettled in third countries each year.

The Obama administration itself has signaled it will raise the worldwide limit on the number of refugees entering the U.S. to 110,000 next year, up from 85,000 this year. Officials have not said how many will come from Syria.

Also on Tuesday, Obama will deliver his eighth and final speech — as president — to the United Nations General Assembly, and is expected to talk about the progress made on global issues during his presidency.

In his first speech in 2009. he acknowledged that he was "well aware of the expectations that accompany my presidency around the world."

"Every moment is unique," Deputy National Security Adviser Ben Rhodes said Friday. "At that time, a lot of the focus on U.S. foreign policy was tied to the fact that we had 180,000 troops in Iraq and Afghanistan. Today, it's obviously very different. The question is what are the approaches that we're taking to deal with different challenges, and that's what he'll lay out in the speech."

Away from the United Nations General Assembly chamber, Obama will also spend the week conducting one-on-one diplomacy with leaders of China, Iraq, Nigeria, Israel and Colombia.

The meeting with Israeli Prime Minister Benjamin Netanyahu, a late addition to the schedule, might be the last sit-down between the two leaders, whose relationship has been fraught with tension over the years.

But the meeting comes a week after the two nations signed a new 10-year defense agreement that will provide Israel with $38 billion in U.S. aid, the single largest pledge of military assistance in U.S. history. They'll also discuss the Israeli-Palestinian conflict and the Iran nuclear deal, White House Press Secretary Josh Earnest said Sunday.

Obama's first order of business upon arriving in New York Sunday was appearing at a $25,000-and-up fund-raiser for Democratic presidential nominee Hillary Clinton. He also appeared at a fundraiser for Senate Democrats at a luncheon Monday.

ISRAËL A DESORMAIS UN AMBASSADEUR AUPRES DE L'OTAN







L'ambassadeur d'Israël auprès de l'Union européenne à Bruxelles est désormais également ambassadeur à l'Otan, une première pour ce pays qui n'avait jusque là pas de représentation diplomatique auprès de l'Alliance, a annoncé lundi la mission d'Israël auprès de l'UE.
   
L'ouverture de cette mission diplomatique au siège de l'Otan, à Bruxelles, avait été annoncée au printemps.
   
C'est une des conséquences de la normalisation des relations entre Israël et la Turquie, officialisée il y a trois mois, à l'issue d'une période de brouille de six ans. La Turquie, qui est un des piliers de l'Otan, s'opposait jusqu'alors à la présence de cette mission diplomatique.
   
Lors d'une cérémonie officielle vendredi au siège de l'Alliance, Aharon Leshno-Yaar a été "le premier ambassadeur israélien à présenter ses lettres de créances au secrétaire général de l'Otan", Jens Stoltenberg, indique dans un communiqué la mission d'Israël auprès de l'UE.
   
Les deux hommes ont discuté de "la formulation d'un nouveau Plan d'Action commun entre Israël et l'Alliance", est-il souligné, Israël insistant sur le fait qu'il "partage les valeurs sur lesquelles l'Otan a été fondée et se considère comme un membre de la famille transatlantique".
   
"C'est une étape importante dans le renforcement du dialogue politique et de la coopération pratique de l'Alliance avec Israël", a fait valoir dans un communiqué Carmen Romero, une des porte-parole de l'Otan.
   
Elle a rappelé que ce pays était "depuis plus de vingt ans un partenaire actif" de l'Otan dans le cadre du Dialogue méditerranéen, un forum lancé par l'Alliance en 1994 pour favoriser sa coopération en matière de sécurité avec sept pays de la rive sud de la Méditerranée (Israël et six pays arabes: Egypte, Mauritanie, Maroc, Algérie, Tunisie, Jordanie).  
   
Né à Tel Aviv en 1955, Aharon Leshno-Yaar est arrivé au début du mois à Bruxelles comme ambassadeur auprès de l'UE, après avoir été en poste dans la division des Organisations internationales au ministère israélien des Affaires étrangères.
   
Sa carrière de diplomate, entamée en 1981, l'a mené auparavant à Washington, Canberra, Singapour ou encore Genève, où il a été ambassadeur
auprès des Nations Unies de 2008 à 2012.

New York City is increasing security as world leaders converge for the U.N. General Assembly by deploying an additional 1,000 police and National Guard troops in the wake of bombings in Manhattan and New Jersey.

New York Gov. Andrew Cuomo on Sunday said he and other officials made the decision to increase security deployment though there is "no reason to believe at this time that there is an immediate threat" following an explosion on Saturday in Manhattan's Chelsea neighborhood that injured 29.

The 1,000 additional security personnel will be deployed to bus terminals, airports and subway stations throughout the state.

GAETA, Italy (NNS) -- The U.S. 6th Fleet has begun exercise Silent Response 2016, a regularly scheduled training exercise.

The purpose of the exercise is to ensure the staff is ready to respond to real-world events, even when experiencing degraded communications capabilities, or from alternate locations.

"Exercise Silent Response is designed to test the ability of the U.S. 6th Fleet staff to adapt and innovate. The staff will exercise command and control over the full spectrum of naval operations in degraded communications environments. In a first for 6th Fleet, the exercise scenario will force the staff to move from the command ship to an alternate location. This unique training will challenge us to maintain continuity of operations, which will improve our skills and make our team stronger." - Capt. Quick Facts:

U.S. 6th Fleet regularly trains and prepares its staff in order to conduct the full spectrum of joint and naval operations, often in concert with allied, joint, and interagency partners, in order to advance U.S. national interests and security and stability in Europe and Africa.

Exercise Silent Response 2016 has been conducted since 2015 and is not in response to any specific threat or real-world activity. The training conducted allows U.S. 6th Fleet staff to practice its routine functions in degraded communications environments, as well as at alternate locations for flexibility.

Approximately 200 U.S. 6th Fleet personnel will be involved in Silent Response 2016.

U.S. 6th Fleet, headquartered in Naples, Italy, conducts the full spectrum of joint and naval operations, often in concert with allied, joint, and interagency partners in order to advance U.S. national interests and security and stability in Europe and Africa.

UNITAS 2016 is a multinational maritime exercise conducted to enhance security cooperation and improve coalition operations. Held off the coast of Panama from Sept. 18 - 28, 2016, UNITAS will train forces from the Western Hemisphere in a variety of maritime scenarios. Ships, aircraft and personnel from the United States and 10 countries are participating in the exercise. Latest Sept. 19: Annual UNITAS Naval Exercise Kicks Off In Panama (Navy.mil)
Overview
 
This year’s exercise, hosted by Panama, is designed to train each navy and public security force to conduct joint naval operations, through the execution of littoral warfare, anti-piracy, maritime interdiction operations, countering transnational organized crime, anti-surface warfare, electronic warfare, communications exercises and air operations in order to increase interoperability and capability between participating naval forces.

Participating Nations
 
Naval, maritime and public security forces from the United States, Panama, Chile, Colombia, El Salvador, Honduras, Mexico and Peru are expected to participate in UNITAS this year. Personnel from Costa Rica, Dominican Republic, and United Kingdom are also scheduled to participate within the multinational staff element.

U.S. Forces in UNITAS 2016 Background
 
UNITAS, which is Latin for “unity,” was first executed in 1960 and has been held every year since. This year marks the 57th iteration of the world’s longest running annual multinational maritime exercise.

UNITAS develops and sustains relationships that improve the capacity of our emerging and enduring partners’ maritime forces to achieve common desired effects. This annual exercise fosters friendly, mutual cooperation and understanding between participating navies and public security forces.

NATO Secretary General Jens Stoltenberg attended the opening of the annual General Debate of the United Nations General Assembly (UNGA) on Tuesday (20 September 2016). This year’s debate focuses on the Sustainable Development Goals – an important step towards addressing the root causes of instability and conflict, such as poverty and inequality.



The Alliance is playing its part in tackling global security challenges together with the United Nations. In 2015, NATO pledged enhanced support to UN peace operations. Over the past year, NATO experts have supported the United Nations in better preparing peacekeepers for the challenges they face in the field. NATO and the UN have improved training to counter roadside bombs and the Alliance has helped the UN to develop enhanced training for its field headquarters. NATO will continue to work closely with the UN Secretariat to provide effective and tailored support in this field.

On Wednesday, the Secretary General is scheduled to meet with several high-level officials in the margins of the UNGA, including UN Secretary General Ban Ki-moon, OSCE Secretary General Lamberto Zannier, Ukrainian President Petro Poroshenko, and Russian Foreign Minister Sergey Lavrov. Mr. Stoltenberg will also hold talks with Iraqi Prime Minister Haider al-Abadi, Libyan Prime Minister Fayez al-Sarraj, and UK Foreign Secretary Boris Johnson.

NATO NEEDS 'POSITION OF STRENGTH' FOR RUSSIA

SPLIT, Croatia, Sept. 18, 2016 — NATO needs to approach Russia from a "position of strength," while keeping the channels open for discussions and possible collaboration, the alliance's supreme allied commander for Europe said here yesterday.

Army Gen. Curtis M. Scaparrotti, who is dual-hatted as a NATO commander and as commander of U.S. European Command, spoke to reporters after a daylong meeting here of the NATO Military Committee, the alliance's highest military authority.

"In the view of the allies, I can tell you from this conference that they recognize Russia's a challenge in many areas," he said.

However, opportunities to collaborate with Russia do exist, Scaparrotti noted. For example, he said, the United States and Russia brokered a ceasefire in Syria and a joint U.S.-Russian operations center could be established to coordinate information in the fight against the Islamic State of Iraq and the Levant.

These kinds of efforts seek to reduce the suffering of the population and find an opportunity to bring some peace, Scaparrotti said.

"To find an opportunity for the players in Syria to begin to work together to a common end, I think it's fair to say that all of us think that's a good move, and it's an opportunity that you got to take advantage of," he said.

The chairman of the Joint Chiefs of Staff, Marine Corps Gen. Joe Dunford, led the U.S. delegation at the NATO Military Committee Conference.

Pragmatic, But Firm in Dealing with Russia

Gen. Petr Pavel of the Czech Republic, the chairman of the NATO Military Committee, said alliance members must stay "pragmatic," but also "firm," in their principles in dealing with Russia.

"We simply cannot talk about and think about Russia in black-and-white format," he told reporters, echoing that there are areas of opportunity with Moscow. "The fact that we have different foundations with Russia, we have different views on many things, doesn’t mean that we can entirely exclude any cooperation with Russia," he said.

Areas of mutual concern include fighting terrorism and ending the suffering in Syria, Pavel said, even though Russian propaganda might seek to explain the ceasefire in Syria as a sign of legitimization.

"But from our side, it is clearly a necessity to facilitate the situation of the civil population in Syria that is desperately in need of humanitarian assistance," he said.

Beyond Alliance's Borders

Alliance military leaders had productive discussions on addressing the instability that is threatening NATO's eastern and southern flanks, Scaparrotti said.

"They pulled it to the strategic level, and I think that's very positive and it helps us to think about not only the region itself, but where the linkages are globally," he said.

The challenges -- Russia, refugees and extremism -- have impacts throughout Europe and beyond, Scaparrotti said, adding that he was encouraged by what he heard at the conference.

Pavel underscored the importance of an outward-looking approach. "To protect our territory and populations, we must also project stability beyond our borders," he said.

Iraq, Afghanistan, NATO Forces

In other topics, alliance members discussed the establishment of a NATO presence in Iraq to focus on institution building at the ministerial level and training at the troop level, Pavel said. Also under discussion was increased NATO troop presence in Eastern Europe.

In addition, the chiefs of defense exchanged views on NATO's Resolute Support mission. There were "no surprises" with regard to the train, advise and assist mission in Afghanistan, a senior NATO official said. "They reaffirmed the approach that we had," the official added.

The NATO Military Committee conference was hosted in this picturesque town on the Dalmatian Coast by the Croatian chief of defense, Gen. Mirko Šundov. A Military Committee conference is hosted each year by an alliance nation. The alliance members examined decisions made at the NATO summit in July in Warsaw, Poland, and are providing military advice in implementing those decisions and addressing those concerns.

A full week of United Nations meetings are getting underway today in New York just as NYPD Chief of Department Carlos Gomez confirms “we’re at a level of alert that this city has never seen since 9/11.”  While there is always heightened security around the UN meetings, Mayor Bill De Blasio confirmed this year would be exceptional in light of the recent bombings in New York and New Jersey telling reporters: "We would normally have an expanded presence for the General Assembly. You will see an even stronger presence now.”

 The NYPD is also warning New Yorkers to expect heavy travel delays.   Per ABC, the NYPD is organizing a joint task force of local, state and federal law enforcement agencies, including heavy weapons teams and canines, that will add 1,000's of cops to the New York streets to conduct enhanced bag checks at subway stations throughout the city and monitor major traffic intersections.

  Meanwhile, areas around Chelsea are still cordoned off and completely inaccessible to commuters with residents having to show a utility bill to get back into their buildings.

Per Bloomberg, New York and New Jersey public transit authorities are warning commuters that while most infrastructure is operational, apart from stops around Chelsea, that commuters should “plan for delays.”  Per Bloomberg, below is the latest on delays:

L’ex-secrétaire général de l’Otan estime toutefois que « parmi toutes les puissances mondiales, seule l'Amérique est capable d’assumer ces rôles car seule l'Amérique jouit d'une crédibilité suffisante pour donner forme aux réponses à long terme à apporter aux défis posés", a-t-il jubilé. « Le monde sombre dans le chaos » et seuls les États-Unis possèdent la « grandeur morale » suffisante pour arrêter ce processus, a résumé l'ancien secrétaire général de l'Otan cité par The Wall Street Journal.

South Korea and the United States will conduct a mock attack on a nuclear facility next month, an official with the South Korean Defense Department told CNN.

Though the official said the drills are not aimed particularly at North Korea, the announcement comes less than two weeks after North Korea claimed to have successfully tested a nuclear warhead — its second nuclear test this year and fifth one ever.

The US and South Korea will also simulate what to do in the event of a sudden missile attack.

North Korea’s nuclear test prompted a strong rebuke from the international community, with South Korea saying it was “getting ready for the worst case scenario.”
The simulation, dubbed joint exercise “Red Flag,” will take place in Alaska from October 3 until October 21.

North Korean state media called the South “puppet warmongerers” when reporting the upcoming military drills.

The munitions

In its announcement, South Korea said the nuclear facility attack simulation will take place using a GBU-31 Joint Direct Attack Munition, a kit that converts bombs that normally just free-fall from planes into guided munitions.

The weapon system made its debut during NATO’s air campaign in the Kosovo conflict and was most recently used in NATO’s 2011 Libya campaign, according to the US Air Force.

Another show of force

The US on Wednesday also announced that it conducted its second show of force operation in two weeks in South Korea to send North Korea a message.

It sent two B-1B bombers to fly alongside the Korean demilitarized zone, a source told CNN.

“The bond between the United States and the Republic of Korea is ironclad and the strength of that commitment will not be shaken by North Korea’s aggressive behavior,” said Lt. Gen. Thomas W. Bergeson, 7th Air Force commander.

“What we are showing today is just one tool we have to choose from a wide array of options,” Bergeson said.

The US flew B-1 bombers over Seoul on September 13th in a show of force responding to the recent North Korean nuclear test.

A day after that flyover, North Korea accused the US of “bluffing” and “blustering” with the flyover and said such actions were inflaming tensions on the Korean Peninsula.

PHILIPPINE SEA (NNS) -- Air and surface units from the U.S. Navy, U.S. Marine Corps and U.S. Air Force conducted a concept of operations simulated exercise during Valiant Shield 2016, Sept. 17.

The concept of operations simulation is designed to improve the interoperability and tactics between multiple U.S. military branches.

Units participating in the exercise included, Carrier Strike Group 5 including USS Ronald Reagan (CVN 76), Carrier Air Wing 5, USS Chancellorsville (CG 62), USS Barry (DDG 52), USS John S. McCain (DDG 56), USS Stethem (DDG 63), USS Benfold (DDG 65), USS McCampbell (DDG 85), USS Curtis Wilbur (DDG 54), the Wasp-class USS Bonhomme Richard (LHD 6), the San Antonio-class USS Green Bay (LPD 20), and the Whidbey Island-class USS Germantown (LSD 42), aircraft from the 199th Fighter Squadrons (FS), 18th Fighter Squadron (FS), 44th Fighter Squadron (FS) and the 67th Fighter Squadron (FS).

"The goal of this exercise was to test and stress the joint and integrated air and missile defense of a Carrier Strike Group and Expeditionary Strike Group," said Capt. Wilson Marks, commanding officer of Chancellorsville.

The Ticonderoga-class guided-missile cruiser USS Chancellorsville (CG 62), Commander, Task Force 70's Air Defense Commander, led the exercise. The ship gave guidance and direction to the units and coordinated between surface and air units.

"Valiant Shield furthered joint interoperability concepts among the branches by planning and executing in several mission areas with emerging and existing tactical systems from the Navy, Air Force and Marine Corps," said Cmdr. Michael Posey, one of Valiant Shield's main planners. "This exercise set the conditions to further refine tactical integration of new weapons systems, deconfliction measures, and procedures. Additionally, the exercise fostered the warrior ethos of the Joint Force, by integrating liaison officers across services."

Throughout the exercise the units were required to work together to protect the targeted unit. Protecting the unit was completed through using a number of ballistic missile defense tactics and air defense tactics.

Simulated exercises, like the one conducted during Valiant Shield, help create situations that cannot be replicated in the physical world. The simulation uses a number of factors and places them into a sequence of events to test all capabilities of each unit within the exercise.

VS16 is a biennial, U.S.-only, field training exercise (FTX) with a focus on joint training among U.S. forces to conduct a range of missions in the air, sea, land, and cyberspace.

Units participating include: CTF 76/Expeditionary Strike Group 7 including USS Bonhomme Richard (LHD 6), USS Green Bay LPD 20), USS Germantown (LSD 42), Helicopter Sea Combat Squadron 25, and 31st Marine Expeditionary Unit and associated Marine-Air-Ground Task Force units; CTF 70/Carrier Strike Group 5 including USS Ronald Reagan (CVN 76), Carrier Air Wing 5, USS Chancellorsville (CG 62), USS Barry (DDG 52), USS John S. McCain (DDG 56), USS Stethem (DDG 63), USS Benfold (DDG 65), USS McCampbell (DDG 85), USS Curtis Wilbur (DDG 54), and other associated units.

WASHINGTON, Sept. 20, 2016 — Russia and China are America’s biggest threats, but North Korea and Iran are the most likely threats, President Barack Obama’s choice to be the next commander of U.S. Strategic Command told the Senate Armed Services Committee today in his confirmation hearing.

If the Senate confirms his nomination, Air Force Gen. John E. Hyten, now the commander of Air Force Space Command, would succeed Navy Adm. Cecil D. Haney as the commander of Stratcom, which is responsible for the nuclear command and control mission; space operations; global strike; global missile defense; and global command, control, communications, computers, intelligence, surveillance and reconnaissance, as well as combating weapons of mass destruction.

“The way I look at the threats across the world, … I think Russia is the most dangerous threat, China is a close second, but the most likely threats and most concerning are North Korea and then Iran,” Hyten said.

North Korea is unpredictable, the general said. “It’s hard to tell exactly what they are going to do,” he added.

Nuclear Capabilities

North Korea is building a capability that could mean a nuclear strike on the United States. North Korean dictator Kim Jong Un is developing a rocket that could launch a nuclear warhead at the United States, Hyten said.

But all potential adversaries are investing in their militaries, the general told the senators.

As our potential adversaries upgrade their own capabilities, it is essential that we move forward to update and modernize the three elements of the nuclear triad and also ensure our plans are fully integrated with the other combatant commands,” he said.

U.S. Cyber Command also comes under the aegis of Stratcom, and Hyten said if confirmed he would participate in “extensive and intensive” cooperation across the government and with allies to prepare for, defend against and answer cyberattacks.

Space a Concern

Space also is a concern, and Hyten said Russia and China are building capabilities targeting U.S. assets in space – assets that are key to the military advantage America currently enjoys.

“We must not only be ready to respond, but we must build a more resilient national security space enterprise,” he said.

DoD has developed responses to the threats foreseen in space from China and Russia, Hyten said. “I believe it is essential that we go faster with our responses,” he added. “We’ve worked with the National Reconnaissance Office, and all our joint space forces and developed … a joint space vision that looks out and says,’ This is the kind of capability we need to operate in a world where conflict extends into space.’”

Speed Essential

Speed is essential, the general said. “We are moving much slower in certain areas than our adversaries,” he told the Senate panel. “We need our industries and our acquisition process to move faster.”

Russia is modernizing its military and its nuclear capabilities, and the United States must be aware of this process and keep pace, the general said. “The second piece of this is they’ve watched the power of our alliances – the power of our partnerships,” he said. “They are challenging the status quo across Europe and in Crimea and a number of areas, pushing and creating tension within our partnerships and alliances.”

OK, we all know the KGB never really “went away.”

But now it is coming back out of the closet in style.

Russia just held its national elections, and the results are solid for Putin and his Russia United party.

His mandate has been reaffirmed. There are two years or so remaining, officially, in his third term, and a fourth is possible.

The notorious agency in which Vladimir Putin started his path to power is now in the process of being revived under his presidency, at a time when warfare is reaching new threshold of sophistication and specificity. Media and communications, as well as electronic warfare now plays a pivotal role, and modern Russia has spent a fortune to be on the cutting edge. The cyber and information war that the Pentagon has initiated formally in the age of Obama, was pioneered by Putin and his comrades in the Cold War spying days in East Germany.

Today, Putin sits as the ranking senior figure among intelligence community-statesmen, and is planning a major overhaul of his national security structure that will restore KGB powers to the fullest level. One never leaves the KGB, after all.

Russia plans effectively to revive the KGB under a massive shake-up of its security forces, a respected business daily has reported.

A State Security Ministry, or MGB, would be created from the current Federal Security Service (FSB) , and would incorporate the foreign intelligence service (SVR) and the state guard service (FSO), under the plans. It would be handed all-encompassing powers once possessed by the KGB, the Kommersant newspaper said, citing security service sources.

Like the much-feared KGB, it would also oversee the prosecutions of Kremlin critics, a task currently undertaken by the Investigative Committee, headed by Alexander Bastrykin, a former university classmate of President Putin. The Kremlin has not commented.

The MGB is expected to be in operation before the 2018 presidential elections, which could see Mr Putin secure a fourth term of office that would keep him in power until 2024.

Mr Putin served as a KGB officer in Soviet-era East Germany, and is also thought to have been responsible for keeping tabs on dissidents in his hometown of Leningrad, now St Petersburg. He headed the FSB from July 1998 to August 1999, before becoming prime minister,





On the global front, Putin has been pushed to the brink by NATO & co and repeatedly antagonized.

The provocations keep on coming, and Russia has responded in kind, with a massive build up in Ukraine, and new rules to the game in Syria where the U.S. and Russia are nominally allies but clearly at odds. Things are coming to a head.

 Auparavant, le porte-avions Amiral Kouznetsov a été déployé à plusieurs reprises dans l'est de la Méditerranée pour accomplir différentes tâches.

22 septembre 2016 – Le Conseil de sécurité a demandé jeudi aux Etats, lors d'un débat ministériel inédit sur la sécurité aérienne, de prendre des mesures à la fois collectives, dans le cadre de l'Organisation de l'aviation civile internationale (OACI), et individuelles, pour répondre efficacement à la menace terroriste.

L'aviation civile étant devenue une cible de choix pour les groupes terroristes, et par voie de conséquence une menace contre la paix et la sécurité internationales, le Conseil de sécurité, par la résolution 2309 (2016), adoptée à l'unanimité, demande par exemple aux États de « veiller à ce que des mesures efficaces et fondées sur les risques soient en place dans les aéroports relevant de leur juridiction, notamment en renforçant les contrôles de sécurité, le filtrage et la sécurité des installations ».

Les États sont appelés à « renforcer les procédures de contrôle de sécurité » et à « maximiser la promotion, l'utilisation et l'échange de technologies nouvelles et de techniques novatrices permettant de détecter au mieux les explosifs et autres menaces ».

Le Conseil leur demande de « renforcer leur coopération internationale et régionale afin d'intensifier l'échange d'informations, les contrôles aux frontières, le maintien de l'ordre et la justice pénale afin de mieux contrer la menace que constituent les combattants terroristes étrangers, notamment ceux qui rentrent au pays ».

L'OACI et la Direction exécutive du Comité contre le terrorisme (DECT) sont invités à « poursuivre leur coopération pour déceler les lacunes et failles touchant la sécurité de l'aviation ». Le Conseil prie le Comité contre le terrorisme de tenir dans les 12 mois, en coopération avec l'OACI, une réunion spéciale sur la question des menaces terroristes contre l'aviation civile.

À l'occasion du débat, que présidait le Ministre néo-zélandais des affaires étrangères, M. Murray McCully, ministres et représentants ont souligné l'évolution de la menace terroriste contre l'aviation civile et les défis qu'elle représente, échangeant leurs vues sur la façon de renforcer la coopération internationale, en particulier sous les auspices de l'OACI.

L'OACI, instauré par la Convention relative à l'aviation civile internationale, signée à Chicago le 7 décembre 1944 (la « Convention de Chicago »), est l'organe mondial qui élabore les normes internationales de sécurité aérienne et en surveille l'application.

Elle est l'une des 38 entités de l'Équipe spéciale de lutte contre le terrorisme qui a pour mandat de renforcer la coordination et la cohérence des efforts de lutte contre le terrorisme dans le système des Nations Unies, a rappelé, dans son exposé, sa Secrétaire générale, Mme Fang Liu.

Les plus de 12.000 normes et pratiques recommandées contenues dans 19 annexes de la Convention contribuent, a-t-elle expliqué, à aider les États, les compagnies aériennes, les aéroports et d'autres à coopérer dans la gestion de plus de 100.000 vols quotidiens, permettant ainsi à 3,5 milliards de passagers par an, soit 10 millions de voyageurs par jour, et à un tiers du commerce mondial, d'atteindre leur destination dans le monde, en toute sécurité et en toute efficacité.

MUSCAT, Oman (NNS) -- U.S. Marines and Sailors from the Wasp Amphibious Ready Group (ARG) and 22nd Marine Expeditionary Unit (MEU) with U.S. Embassy-Muscat and Royal Omani Police conducted the first non-combatant evacuation operation (NEO) exercise in Muscat, Sept. 20-21.

NEO exercises serve to enhance a critical mission set by the U.S. Navy and Marine Corps to quickly provide security and safety to U.S. citizens abroad during a natural disaster or contingency. Marine group forces help safely evacuate personnel to the ship as Sailors aboard provide food and medical attention.

The exercise consisted of amphibious transport dock USS San Antonio (LPD 17) and amphibious dock landing ship USS Whidbey Island (LSD 41) supporting an amphibious landing and evacuation of select participants from the U.S. Embassy in coordination with the Royal Omani Police. Ship maneuvers and planning occurred from Sept. 18.

The ARG/MEU provides a balanced and scalable sea-based crisis response force capable of accomplishing any mission ranging from combat to humanitarian assistance.

"The teamwork exhibited between USS San Antonio, USS Whidbey Island and the chief of mission, U.S. Embassy Muscat, Oman is the foundation behind conducting a timely and effective non-combatant evacuation," said Brig. Gen. Francis L. Donovan, commander, Task Force 51 Naval Amphibious Force/5th Marine Expeditionary Brigade.

As the first NEO exercise conducted in Oman by U.S. Navy and Marine Corps assets, the exercise validated the capabilities of the ARG/MEU to execute the critical mission set of crisis response.

"Our units are integrated with the U.S. Embassy in Muscat, Oman to ensure that we are ready to respond to any contingency as an integrated naval amphibious force," said Donovan. "While this is an unlikely mission in Oman, it's important to work with all our regional embassies to ensure our plans are up to date and our procedures are well practiced."

The NEO exercise strengthened the solid relationship with the Sultanate of Oman, demonstrating commitment to conducting future cooperative exercises.

 The drills were part of the massive eight-day Joint Sea-2016 naval war games in the South China Sea, the single largest joint maritime military exercise between Russia and China ever.

On Saturday, Chinese and Russian naval forces carried out joint air defense and anti-submarine drills in the South China Sea near Guangdong Province as part of an eight-day naval war game, Joint Sea-2016, the largest naval military exercise ever between the two countries.

 The drills featured a number of warships including a missile destroyer, anti-submarine vessels and conventional submarines joined in part by helicopters flying overhead.

 A senior officer told China’s Xinhua news agency that the drill was carried out under a "background of actual combat." The official went on to say that the objective of the naval drill was successfully accomplished.

The massive naval war games come at a time of heightened tensions between China and the West regarding the disputed South China Sea following a ruling by The Hague arbitrational tribunal finding against Beijing’s historic claims to the water. China swiftly denounced the ruling as illegitimate citing the fact that the Philippines sought unilateral arbitration at the behest of the United States.

 The naval drills, which were planned several months in advance, coincide with joint US-Japan “Freedom of Navigation” naval exercises in the South China Sea that has become a point of contention for China who warned Japan that participation in maritime military exercises in the disputed waters with the United States was a red line over which Japan may suffer consequences.

“Nobody believes in it. You’re like, ‘Fuck this,’” a former Green Beret says of America’s covert and clandestine programs to train and arm Syrian militias. “Everyone on the ground knows they are jihadis. No one on the ground believes in this mission or this effort, and they know they are just training the next generation of jihadis, so they are sabotaging it by saying, ‘Fuck it, who cares?’”

“I don’t want to be responsible for Nusra guys saying they were trained by Americans,” the Green Beret added. A second Special Forces soldier commented that one Syrian militia they had trained recently crossed the border from Jordan on what had been pitched as a large-scale shaping operation that would change the course of the war. Watching the battle on a monitor while a drone flew overhead, “We literally watched them, with 30 guys in their force, run away from three or four ISIS guys.”

The Special Forces personnel ordered to train up Syrian 'anti-ISIS rebels' are so disgusted with their mission -- which they believe amounts to training future al-Nusra terrorists -- that they feel they serve America best by passively sabotaging their mission

A former US Army Ranger over at Sofrep.com which bills itself as a kind of unofficial newsletter of the US Special Forces has a fascinating scoop on the attitudes of American soldiers to their Syria training mission. Read the opening paragraph:

Nobody believes in it. You’re like, ‘Fuck this,'” a former Green Beret says of America’s covert and clandestine programs to train and arm Syrian militias.

Everyone on the ground knows they are jihadis. No one on the ground believes in this mission or this effort, and they know they are just training the next generation of jihadis, so they are sabotaging it by saying, ‘Fuck it, who cares?'”



That's right. Reportedly US special forces on the ground detest the work they've been ordered to do. The 7,000-word article is really much more than that -- it chronicles much of the CIA's war in Iraq and Syria including its early failure to take the ISIS threat seriously, and its continued failure to devote meaningful resources to going after the group. Instead, Murphy explains CIA has kicked that job to Special Operations Forces while becoming obsessed with toppling the Syrian government:

ISIS was now on the CIA’s radar. CTC [CIA’s targeted the organization, but not often enough to have any tangible effect on the battlespace. [u]Toward the end of 2014, the CIA had less than 20 targeting officers and analysts [/u]dedicated to fighting ISIS. As of early 2016, the situation had improved little.

According to several sources, the CIA simply does not care about ISIS
. Using an excuse that ISIS is an army rather than a terrorist organization, they have punted the job to Army special operations-the men of Special Forces and Delta Force.

In Syria, the overwhelming priority for the CIA is what some CTC officers call Director John Brennan’s baby: the removal of the Assad regime.



It then chronicles how America got embroiled in a proxy war versus the Syrian state via the CIA noting that:

Distinguishing between the FSA and al-Nusra is impossible, because they are virtually the same organization. As early as 2013, FSA commanders were defecting with their entire units to join al-Nusra. There, they still retain the FSA monicker, but it is merely for show, to give the appearance of secularism so they can maintain access to weaponry provided by the CIA and Saudi intelligence services. The reality is that the FSA is little more than a cover for the al-Qaeda-affiliated al-Nusra.



And:
Citation:


The fact that the FSA simply passed American-made weaponry off to al-Nusra is also unsurprising considering that the CIA’s vetting process of militias in Syria is lackluster, consisting of little more than running traces in old databases. These traces rely on knowing the individuals’ real names in the first place, and assume that they were even fighting-age males when the data was collected by CTC years prior



Basically the gist of the matter is that while CIA has an anti-terrorist program it has been grossly neglected as resources were almost exclusively devoted to its Syrian Task Force which -- you guessed it -- is tasked with Syria regime change:

Brennan was the one who breathed life into the Syrian Task Force, which was able to draw upon resources from CTC/SI. “John Brennan loved that regime-change bullshit
,” a former CIA officer commented. CTC/SI focuses on counterterrorism, while the Syrian Task Force conducts espionage, influence operations, and paramilitary activities in conjunction with the Special Activities Division (SAD) as needed in pursuit of regime change, including the covert arming of militia groups inside Syria.


The CIA’s Ground Branch paramilitary component was being treated like a bunch of toddlers in Syria, with case officers acting as if they were just hired help. Composed of former special operations personnel, Ground Branch has been very active in combat while working alongside Afghan commandos assigned to that country’s NDS intelligence service, but in Jordan, they were not trusted to do anything more than observe and report. They could ask rebel leaders who came across the border how things were going, but not much else.



With CIA unwilling to pick up the slack the job fell down to commandos of one of the Special Forces outfits, the 5th Special Forces Group which is based in Jordan and Turkey. Their job was not to fight ISIS but instead to train Syrians who showed up saying they were willing to do so:

By 2015, U.S. Special Forces were established in both Jordan and Turkey with the task of working by, with, and through surrogate forces to attack ISIS. In this instance, they rarely, if ever, fought alongside indigenous forces, but rather by them, training them in a host nation and then deploying them or working through third-country nationals such as Turkish and Jordanian Special Forces to train the Syrian militias who were then sent across the border.



The special soldiers entrusted with the task, however, quickly grew disillusioned. One complaint was the seeming low quality of the recruits, another their apparently questionable loyalties:

The rebels know how to sell themselves to the Americans during such interviews
, but they still let things slip occasionally. “I don’t understand why people don’t like al-Nusra,” one rebel told the American soldiers. Many had sympathies with the terrorist groups such as Nusra and ISIS. Others simply were not fit to be soldiers. “They don’t want to be warriors. They are all cowards. That is the moderate rebel,” a Green Beret told SOFREP. “A bunch of farmers and retards who could not hack it in ISIS, and the Syrian Army would not want them either.”


Training 'anti-ISIS rebels' in Jordan

Among the rebels that U.S. Special Forces and Turkish Special Forces were training, “A good 95 percent of them were either working in terrorist organizations or were sympathetic to them,” a Green Beret associated with the program said, adding, “A good majority of them admitted that they had no issues with ISIS and that their issue was with the Kurds and the Syrian regime.” Like the militias being trained in Jordan, the rebels being trained in Turkey were not ready for combat. “It is not in their blood to be fighters. A large majority of them are criminals,” a Green Beret said. Many were foreign fighters, some from Iraq. One even turned out to be a Lebanese drug smuggler.

“The majority of these guys have been coached on what to say at the training site and give cookie-cutter answers,” the Special Forces soldier told SOFREP. They would portray themselves as being secular, but the Americans could tell who the hardliners were because they didn’t smoke (jihadis follow Wahhabi Islam, which does not permit it) and looked at the Green Berets with disdain.


The Americans' relationship with the Turks is complicated to say the least:

The relationship with the Turks was, and is, extremely complicated. In the tactical operations center (TOC) run by U.S. Special Forces in Turkey, there are also Turkish military officers present. The Americans have to pretend that they are not working with the Kurds, while other 5th Group members and Delta Force operators are, in fact, embedded with the Kurdish YPG militia. Likewise, the Turkish military turned a blind eye and pretended not to know that the Americans were with the YPG militia in Syria. To make a strange situation even stranger, the Green Berets also had to pretend not to know that the Turkish Special Forces were training their own jihadi force in northern Turkey.

Turkey sponsors groups like Ahrar al-Sham (the CIA has tracked al-Qaeda members from the federally administered tribal areas in Pakistan joining them), and the Turkish Special Forces train them and then send them across the border into Syria using the Jarabulus corridor. When the jihadis come through, the Turkish military transmits the code word “lights out” to tell the border guards to let their proxy force through. 



Bizarrely it's as if the brass itself, not just the rank-and-file does not believe in the mission either:

Pallets of weapons and rows of trucks delivered to Turkey for American-sponsored rebel groups simply sit and collect dust because of disputes over title authorities and funding sources while authorization to conduct training for the militias is turned on and off at a whim. One day they will be told to train, the next day not to, and the day after only to train senior leaders
. Some Green Berets believe that this hesitation comes from the White House getting wind that most of the militia members are affiliated with Nusra and other extremist groups. Those given arms by Special Forces are given American-made weaponry in order to keep the militias dependent on the United States for ammunition resupply.

While the games continue on, morale sinks for the Special Forces men in Turkey. Often disguised in Turkish military uniform, one of the Green Berets described his job as, “Sitting in the back room, drinking chai while watching the Turks train future terrorists.”



To be sure Jack Murphy does not name a single officer or soldier he spoke to for the article. However, you wouldn't expect a serving special forces soldier to be at liberty to talk to a journalist in this manner.

Moreover Murphy shares such a wealth of insider information, eg on the buerocrating infighting and the continuous search of raison d'etre among the various units and branches of the special forces, that it is inconcievable that he made the story out of whole cloth -- it's obvious the author is intimately familiar with the US Special Forces and retains contacts there. This is just a tiny example of the information Murphy reveals:

In regards to Syria, 5th Group leaders see ISIS as the only game in town. The war in Syria keeps them relevant and gives them a purpose to remain in the Middle East. Initially, they deployed to Jordan with the excuse that they would be there to secure weapons of mass destruction from the Assad regime, which was redundant since JSOC has a specialized unit for that task. In reality, 5th Group wanted to be on the leading edge for a potential invasion of Syria.



So here's your take-away; soldiers ordered to train up Syrian rebels to fight ISIS are so disgusted with their mission, they think it's their patriotic duty not to follow orders, but to pull a Good Soldier Švejk and passively sabotage their mission:

For the time being, the Special Forces soldiers assigned to carry out Title 10 programs feel as if they have to make it look like they are doing their job while actually doing nothing. With their hands tied behind their backs, options are few and far between. Many are actively sabotaging the programs by stalling and doing nothing, knowing that the supposedly secular rebels they are expected to train are actually al-Nusra terrorists.
