USS CARL VINSON, At Sea (NNS) -- Crew members aboard aircraft carrier USS Carl Vinson (CVN 70) conducted a live-fire exercise with the ship's RIM-116 Rolling Airframe Missile weapons systems and Phalanx Close-In Weapons System Nov. 2.

Carl Vinson fired at two drones using the ship's aft RAM launcher and fired the CIWS as part of a pre-aim calibration firing evolution during Carrier Strike Group 1's Composite Training Unit Exercise.

"The firing exercise tested the strike group's entire self-defense capability, from the radars to the missile systems and everyone operating them," said Petty Officer 2nd Class Kelly Smith, the defensive weapons coordinator for the exercise. "We also verified the ship's self-defense capabilities to track and engage a threat."

During the RAM live-fire portion of the exercise, Team Vinson successfully tracked and engaged two targets, and fired two missiles.

The CIWS PAC fire served a dual purpose -- allowing Carl Vinson Sailors to perform a maintenance check, as well as readying the mounts for a rogue drone situation, according to Smith.

"If we're under attack, today's evolutions prove we can defend ourselves against an air strike," said Smith. "Exercises like this are vital to the constant improvement of the strike group's effectiveness, and Carl Vinson's combat readiness."

NEWPORT, R.I. (NNS) -- An international group of academics, military members, and humanitarian response practitioners attended the Civilian-Military Humanitarian Response Workshop held at U.S. Naval War College (NWC) in Newport, Rhode Island, Oct. 26-27.

This humanitarian-focused workshop was designed to help the U.S. Navy, Marine Corps, Coast Guard, international maritime forces, United Nations Office for the Coordination of Humanitarian Affairs, humanitarian organizations, and academia develop robust research, professional education, training, and development agendas to improve civilian-military (civ-mil) coordination during humanitarian crises.

Dave Polatty, director of NWC's Civilian-Military Humanitarian Response Program and co-chair of the event, said these goals are important to all organizations that respond to complex emergencies and natural disasters.

"We were very fortunate to have some of the leading experts from around the world taking part in these important discussions," he said. "The intent of this event was to create actual research agendas that humanitarian organizations and universities can take away from here and actually start digging into. Those agendas might look at how to create more effective information communications technologies, how to potentially create new education and training programs, how to begin to think through dealing with climate change and urbanization, and other areas of research in civ-mil engagement that can help save lives and alleviate the suffering of vulnerable people impacted by conflicts, complex emergencies, and natural disasters."

The workshop had four specific goals -- enhance the response capacity of key organizations; expand a network of humanitarian response practitioners, academics, and leaders; highlight key opportunities for professional education, training, and development for decision makers to identify best practices; and develop a comprehensive research agenda on civ-mil coordination.

Polatty thinks the wide range of interests represented will help gain a greater understanding for the group.

"The diversity of organizations attending and the expertise of every single person in the room made this a truly extraordinary event," he said. "We had leaders from the United Nations, United States Agency for International Development, U.S. and other militaries, faculty from many of the best universities in the world, and most importantly, practitioners from humanitarian non-governmental organizations that are dealing with complex emergencies and natural disasters every day across the globe."

Dr. Jennifer Leaning, director of the Harvard University FXB Center for Health and Human Rights agrees that wide range of experience among participants benefited everyone.

"It was a robust and vibrant group in terms of experience, knowledge, and commitment to this complicated topic," said Leaning. "I am learning a good deal from some of the experts in the military and the UN about civ-mil collaboration."

This conference will have long-lasting effects, according to Leaning. There will be a road map for future collaborations by providing "not just a guidebook for how civilian humanitarian responders and military can collaborate," she said, "but a set of principles, and case studies, and actual joint experience that will provide us with lessons learned."

Michael Marx, senior civ-mil coordination advisor for the UN Office for the Coordination of Humanitarian Affairs, agrees.

"The workshop has gone a long way in helping build trust and relationships within the humanitarian ecosystem that will help us respond more efficiently and predictably in the future," said Marx.

The workshop included attendees from Brown University's Humanitarian Innovation Initiative, Providence, Rhode Island; Harvard University, Cambridge, Massachusetts; Massachusetts Institute of Technology (MIT), Cambridge, Massachusetts; MIT Lincoln Laboratory, Lexington, Massachusetts; Stanford University, Palo Alto, California; University of Oxford, England; Yale University, New Haven, Connecticut; U.S. Navy; U.S. Marine Corps; Uniformed Services University of the Health Sciences; medical facilities; private industry, humanitarian organizations; U.S. Coast Guard; the International Committee of the Red Cross; Rhode Island Emergency Management Agency; Brigham and Women's Hospital; The Carter Center; U.S. Agency for International Development's Office of Foreign Disaster Assistance; and the United Nations Office for the Coordination of Humanitarian Affairs.

This event was supported by the U.S. Naval War College Foundation, through life member and long-time contributor Edward Polk.

NWC is a one-year resident program that graduates about 600 resident students and about 1,000 distance learning students each year. Its missions include educating and developing leaders, helping define the future of the Navy, supporting combat readiness, and strengthening maritime partnerships. Students earn Joint Professional Military Education (JPME) credit and either a diploma or a master's degree in national security and strategic studies, or defense and strategic studies. Established in 1884, U.S. Naval War College is the oldest institution of its kind in the world. More than 50,000 students have graduated since its first class of nine students in 1885 and about 300 of today's active-duty admirals, generals, and senior executive service leaders are alumni.

PACIFIC OCEAN (NNS) -- U.S. forces are set to partner with the Japan Self-Defense Forces (JSDF) in amphibious operations off Guam and Tinian as part of Keen Sword 17, Nov. 1-11.

Keen Sword is a joint and bilateral exercise held between the U.S. military and JSDF in an effort to increase operational readiness and interoperability to enhance the Japan-U.S. alliance.

U.S. Navy and Marine Corps units and personnel will combine with JSDF units to conduct a range of amphibious missions for the first time since the inception of Keen Sword. Accompanying surface ships will conduct live-fire exercises and other maritime missions to simulate protecting the amphibious task force, and providing supporting fires to ground forces ashore.

"We're honored to work together with our Japanese Self-Defense Force counterparts and learn from each other," said Rear Adm. Marc H. Dalton, commander, Amphibious Force 7th Fleet. "By improving our bilateral amphibious capability, we increase interoperability and readiness as part of our deep and longstanding military cooperation in support of the U.S.-Japan defense alliance."

Personnel assigned to Amphibious Force 7th Fleet, 3rd Marine Expeditionary Brigade, and 3rd Marine Division have embarked on Japan Maritime Self-Defense Force (JMSDF) helicopter destroyer JS Hyuga (DDH-181) to assist in integration of U.S. forces into the amphibious task force and overall build on bilateral relationships.

Hyuga will be the flagship for a four-ship Japanese amphibious task force, complimented by amphibious dock landing ship USS Comstock (LSD 45) and embarked 11th Marine Expeditionary Unit Marines.

A platoon of 3rd Battalion, 3rd Marine Regiment based out of Kaneohe Bay, Hawaii and forward-deployed under 3rd Marine Division are embarked on tank landing ship JS Osumi (LST-4001) and integrate with Japan Ground Self-Defense Force (JGSDF) forces there to conduct bilateral amphibious operations.

The culminating amphibious landing will include an insertion of ground forces via combat rubber raid craft and a helicopter-borne assault.

Conducting bilateral amphibious operations in a training environment increases proficiencies in mobilizing people and equipment from a sea base to shore, enhancing bilateral capability to jointly respond within the framework of the U.S.-Japan alliance.

PUBLIC SERVANTS OR CORPORATE SECURITY? AN OPEN LETTER TO LAW ENFORCEMENT AND NATIONAL GUARD IN NORTH DAKOTA

So you joined law enforcement or the National Guard because you wanted to uphold the law, protect innocent civilians against the bad guys, and help your community in times of need. Instead, they’re having you blockade unarmed people who are trying to hold a prayer vigil, chasing them with armored vehicles and ATVs, raiding their tipis and sweat lodges at gunpoint, and shooting them (and their horses) with pepper spray, concussion grenades, tasers, and rubber bullets. You thought you’d be the cop on the beat or the citizen soldier, and they’ve made you into the cavalry riding in with Custer.

If you signed up for the National Guard, you swore a solemn oath to “support and defend the Constitution of the United States…against all enemies, foreign and domestic.” This is a good time to read the text of that Constitution, including the First Amendment that prohibits abridging the free exercise of religion, or “the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.” Article Six of the Constitution defines “all Treaties made” (including those with Native nations) as “the supreme Law of the Land.”

The religious rights of Native people are further enshrined in the Indian Religious Freedom Act and the Native American Graves Protection and Repatriation Act, both of which have been literally plowed under by the Dakota Access Pipeline. Energy Transfer Partners and Enbridge even hired private security goons, who on September 3 unleashed attack dogs on Native people praying to “petition the Government for a redress of grievances.” On October 27, praying people holding tobacco and sage had their arms stomped until they released the offerings. Impersonal numbers were written on the arms of the arrestees, who were held in dog kennels. Genuine law enforcement or military wouldn’t take sides or turn a blind eye to these shameful violations of constitutional rights, but protect the lives and property of all residents, whether Native or non-Native. If you deny others their humanity, you lose your own humanity.

Yes, some of the water protectors are trespassing on private property and locking themselves to pipeline construction equipment. Their actions are part of a long tradition of nonviolent civil disobedience in the face of tyranny, from Henry David Thoreau to Martin Luther King Jr. Remember the Boston Tea Party, in which rebellious Americans posing as Indians took direct action against British tea taxes? The only real difference at Standing Rock is that they’re not posing as Indians. When we visited there, we met many prayerful people who were justifiably angry—what if an explosive oil pipeline or train threatened your home, your drinking water, or your kids’ school?

Yes, many of the water protectors are from out of state, but they were invited by the Standing Rock Sioux Tribe, with one of the conditions that they don’t have weapons. The state of North Dakota has invited out-of-state armed police and unaccountable private security thugs, all to defend a corporation from Texas. Some of the police have come as far as Ohio and Wisconsin (and what self-respecting Packers fan would side with a corporate franchise based in Dallas?). Why is that that armed white militia members, from out of state and uninvited, are acquitted in Oregon, but invited, unarmed Native people are being criminalized and assaulted in North Dakota?

The trend of state security forces being turned into private corporate security is hardly unique to North Dakota. In his book Resource Rebels, Al Gedicks documents how Nigeria set up a special internal security force to crush Ogoni protests against oil leaks and pipeline explosions. Shell Oil not only admitted funding and arming the military force, but provided access to its boats and helicopters. The commander of the force wrote that Shell operations would be “impossible unless ruthless military operations are undertaken for smooth economic activities to commence.” When Ijaw women led protests against Chevron’s oil pollution, the company flew in police and military personnel that killed unarmed protesters.

Gedicks also documented how in Colombia, “human rights abuses have risen dramatically in the areas with the most intense oil activity,” such as death squad killings and disappearances. BP and Occidental contracted with military units and private security firms to guard their oil pipelines, and BP gave photos and videotape of Indigenous community organizers to Colombian military units, which proceeded to arrest and kidnap them as “subversives.” One army unit even sported a shoulder patch with an oil derrick.
In Ecuador, police and military units have recently repressed protests by Amazon Indigenous communities against oil drilling and oil access roads in the Yasuní rainforest reserve. The repression echoes previous governments’ militarization around ARCO and Texaco drilling operations, including detention without charge and torture. Are these the kind of security forces that you’d be proud to be part of, merely appendages of Big Oil? These governments criminalize dissent not because they’re afraid of illegality; it’s because they’re afraid of legal dissent winning the day. They know, just as North Dakota Governor Dalrymple knows, that if the movements grow and gather support, they have the power to stop oil pipelines from damaging their land and water.

It seems impossible that the mostly-built $3.7 billion Dakota Access Pipeline could be defeated. But that’s what happens when industries go into decline–corporations lose some of their enormous profits. The Bakken oil fracking boom is already starting to bust, from lower oil prices and declining well yields. When the nuclear power industry similarly went bust in the 1980s after the Three Mile Island accident, utilities abandoned mostly-built reactors worth up to $2.5 billion ($6 billion in today’s dollars). Why violate treaties and the Constitution for a pipeline that may carry less oil than anticipated, and eventually none at all? In a so-called “free enterprise” system, it’s not your job to prop up energy companies and guarantee returns for their shareholders. It’s your duty to defend the Constitution.

In North Dakota, National Guard personnel are ordered to staff checkpoints, with concrete barriers and lights modeled on Traffic Control Points in war zones like Iraq. At least one of the private security firms guarding the pipeline, TigerSwan, has also worked in Iraq and Afghanistan. Police officers are given trainings that demonize citizens exercising their First Amendment rights as the enemy, and are deployed to prevent legal demonstrations from taking place, even on public property. Outside agencies come in with hyped-up intel briefings and sensationalized scary videos that blow a few of the pipeline confrontations out of proportion.

But guess what? If the Native water protectors continue to be injured or worse, the conflict will only polarize and escalate, and you (and your department) will be left holding the bag. After the outside briefers fly home, you’ll be left with the public relations disasters, crippling security costs, and expensive lawsuits. And are you absolutely certain that your own department won’t hang you out to dry, by refusing to stand behind its “bad apples” who violently violated constitutional rights?

For Guard personnel, the Uniform Code of Military Justice (Article 92) establishes a duty to obey lawful orders, but also a duty to disobey unlawful orders to that are clearly contrary to the Constitution. “I was just following orders” is not a legal defense for harming or violating the rights of civilians. If you feel you are being given an unlawful order to do so, you can legally send an “appeal for redress” to Congress that is protected under the Military Whistleblower Protection Act. You probably know quiet, creative ways to “work-to-rule,” and share vital information about unlawful actions, to help slow down the madness. And if in doubt, you can always kneel and pray for guidance.

You’re probably being kept in a bubble of skewed briefings and biased media coverage. But it is our hope that this letter will be shared widely so it reaches you through your friends and family (DoD Directive 1325.6 allows military personnel to possess one copy of unauthorized printed material that is “critical of government policies or officials”). We hope that you read it with an open mind, and act according to your conscience. As the German playwright Bertolt Brecht wrote on the eve of World War II, “General, your tank is a powerful vehicle. It smashes down forests and crushes men. But it has one defect: It needs a driver….General, man is very useful. He can fly and he can kill. But he has one defect: He can think.”

UN TROOPS LANDING AT US AIR FORCE BASES

(B.K. Hyland)  There have been multiple civilian sightings of strange planes landing at American Air Force bases, all carrying UN troops and/or having UN markings (or none).

My husband, a Vietnam vet, has been back and forth to Overton-Brooks VA Medical Hospital three times a week this month. Barksdale Air Force Base, one of the most secure Strategic Air Command (SAC) bases in the nation, has had unusual C-130s or C-136s fly into Barksdale AFB and land at all hours.

The interstate runs in front of the side and front of the base and is clearly visible with no restraints. (Barksdale is where President George W. Bush landed on 9/11, it is such a safe, secure, and well-guarded installation.)

These flights have been reported by other citizens and several of the military men who work inside the base have reported that the UN troops are given US military clothing and name tags. When our servicemen question this, the soldiers are told they did NOT see what they just saw. Base operations refused to confirm or deny or discuss these sightings.

Lately, rumors and reports regarding the presence of foreign troops in the US working with our armed forces have been hitting public awareness. Originally government sources denied these reports, but now official reports are confirming what eye witnesses had been reporting. (www.SaveAmericaFoundation.com) Russia herself confirms that the Obama administration has requested 15,000 Russian troops to train with FEMA in the event of a SHTF scenario, particularly in the Washington D.C., Maryland, and Virginia area.

The question is why? It appears that foreign troops are working with US troops, practicing on urban warfare, civil unrest, and civil disturbance scenarios. In Colorado, rumors of Russian troops practicing to deal with terrorist raids and martial law scenarios have been proven correct by our own US armed forces. Peterson AFB in Colorado is another base being used.

Located in Germany is the Marshall Center, named after General George C. Marshall, who was quite the UN/NWO devotee. At this present time, the Department of Defense is conducting classes in counterterrorism. Of course, the definition of “terrorism” belongs to new world order advocates. According to the definition used by the NWO, a terrorist is anyone who opposes a takeover of their nation. That would make all NWO resistors and/or anyone who disagrees with the new world order plans potential terrorists.

Do you believe in our national sovereignty and national Constitution? Do you believe in religious liberty and freedom of speech? Do you believe in the right to own guns and bear arms? Are you prepared to stand up and fight for your freedom if an order of martial law is imposed?

Then by UN/NWO definition, you are a terrorist!

The problem with these foreign troops being trained to intervene on American soil in SHTF scenarios which might occur here is that they have no loyalty to our Constitution, they have no loyalty to the inherent rights that have always been ours as American citizens, and they have no basis for restraint in any action they might perceive as necessary, regardless of our laws. They have no constitutional right to interfere in the internal events of our country.

NATO and the UN have the same goal, mission, and function: to subvert the sovereignty of the United States and the rest of the world, turning us all into a fascist worldwide state. Our government officials have proven time and again here lately that they are not to be trusted. Congress is nothing more than a rubber stamp for what the administration wants, not the representative body of the citizenry as it should be.

What catastrophic event is this administration preparing to implement now in order to seize the control they so desperately want?

Selon une source militaire de haut rang,  cité par le  site « Iran Today »,  le gouvernement égyptien aurait envoyé des forces militaires en  Syrie dans le cadre de la lutte contre le terrorisme et la coopération militaire et la coordination avec l’Etat syrien, a rapporté le site d’informations Syria-scop.com.

La source a affirmé que » l’Egypte est  désireuse de fournir une aide militaire et d’envoyer des forces en Syrie pour participer aux batailles du gouvernement syrien contre les terroristes, surtout  aprés avoir constaté que ses différends avec l’Arabie Saoudite sont profonds  concernant l’aide de cette dernière qu’elle fournit aux terroristes en Irak et en  Syrie sans compter sa guerre  menée contre le Yémen ».

La source a poursuivi que « les gouvernements syrien et égyptiens comptent annoncer cette coopération dans la  lutte contre le terrorisme officiellement et trés prochainement ».

Toujours selon la source , » l’Egypte a également envoyé des armes à la Syrie  pour soutenir le régime du président Bachar al-Assad dans la purification de la terre syrienne de la présence des terroristes ».

Il convient de noter , que la semaine dernière, le général Ali Mammlouk, chef du Bureau de la sécurité nationale syrienne a visité l’Egypte et a tenu des réunions  avec de hauts responsables égyptiens.

Dans le même contexte, un groupe d’officiers de l’armée égyptienne s’est rendu mardi dans la ville portuaire syrienne de Tartous pour s’entraîner avec des conseillers militaires russes, près de la ligne de front de l’Etat islamique a rapporté ce Jeudi Mehrnews.

Selon plusieurs rapports d’activistes locaux, les officiers égyptiens étaient accompagnés par des militaires russes à leur arrivée à Tartous, mardi.
Les armées égyptienne, russe et syrienne n’ont pas confirmé ces informations.

Ohio Gov. John Kasich is catching some flak for the dispatching of 37 state troopers to a pipeline protest near a Native American reservation in North Dakota.

In addition to nearly 24,000 signatures on an online petition demanding that Kasich recall the troopers, Cincinnati City Council and State Rep. Nickie Antonio, D-Lakewood, also have objected.

The troopers were sent to the ongoing protest near the Standing Rock Sioux Reservation on Saturday in response to a request for assistance from North Dakota authorities.

Dozens of arrests have occurred as protesters square off against police in a bid to stop the construction of the Dakota Access pipeline to carry crude oil to terminals in Illinois.

Native Americans and environmentalists contend the pipeline will threaten water supplies and harm sacred tribal land and burial grounds near the reservation.

A majority of Cincinnati council members issued a letter Tuesday asking Kasich, a Republican, to order the troopers returned to Ohio to help fight the state's opioid crisis and and curb traffic fatalities.

"The images of militarized police facing off against unarmed Native Americans protecting their water and their history recalls back to the worst time period of American history — a time when the federal government committed genocide against native tribes in an attempt to gain control over their land and their resources," the letter stated.

Antonio also issued a statement this morning, objecting to sending troopers "to defend the private property interests of a Fortune 500 natural gas corporation against a race of people who have been systemically discriminated against and marginalized for centuries."

She said the troopers would be better remaining home in Ohio to help deal with the heroin addiction crisis.

Kasich spokeswoman Emmalee Kalmbach responded: "Ohio is investing $800 million a year to fight drug abuse and addiction at the state and local level and has worked to develop one of the nation’s most aggressive and comprehensive approaches to this complex epidemic, so we have little time to engage in the cheap, partisan politics that an overheated election season brings.”

State Highway Patrol officials said Ohio responded to the call for the assistance, which a spokesman likened to police agencies across the country sending officers to Cleveland this summer to help monitor protests at the Republican National Convention.

The patrol will be reimbursed for its costs and the temporary loss of 37 troopers has not led to a manpower shortage on Ohio's roads, said Lt. Robert Sellers. The troopers are working "along the side of our law enforcement partners to protect the rights of everyone involved," he said.

Troopers are not neglecting Ohio, Sellers said, pointing to the patrol's seizure of nearly 117 pounds of heroin and 33,000 opiod pills this year -- a jump of 35 percent. The patrol also has made more than 10,000 drug arrests, an increase of 11 percent from the same time last year, he said.

The US Army will deploy nearly 6,000 troops, along with tanks, infantry vehicles, heavy howitzers, and combat helicopters to step up its “armored presence” in Eastern Europe, where a massive NATO buildup to counter an “assertive” Russia is underway. 

The 3rd Armored Brigade Combat Team (3rd ABCT) of the Colorado-based 4th Infantry Division will deploy 4,000 soldiers in the region in January of next year, the US Army said in a press release.

In addition, the Army will send more than half of the New York-based 10th Combat Aviation Brigade, comprising 1,750 airmen, along with 60 aircraft, including CH-47 Chinooks, UH-60 Blackhawks, and medevac helicopters, according to Stars and Stripes.

Both units will be part of Operation Atlantic Resolve, the US-led buildup on Russia’s borders whose stated goal is “reassuring” America’s Eastern European allies, which claim to perceive a threat from Russia.

The 3rd ABCT is said to be the first “rotation” armored brigade that will be deployed in Europe. It will first arrive in Poland, where the brigade’s headquarters will be set up, along with an armored cavalry unit and a field artillery battalion wielding self-propelled M109 Paladin howitzers.

Other brigade elements will spread across the region, Army Lieutenant Colonel Jason Brown, a 4th Infantry Division spokesman, told the newspaper.

One battalion with M1 Abrams tanks will be stationed in Estonia and Latvia, while another will operate in Germany. A mechanized infantry battalion with M2 Bradley infantry fighting vehicles and M1 Abrams tanks will move to Romania and Bulgaria.

“I am confident we are the right heavy brigade to continue the armored presence in Europe,” Colonel Christopher R. Norrie, commander of the 3rd Armored Brigade, said on Thursday.

In the meantime, the 10th aviation brigade is expected to be headquartered in Germany, while its units will be forward-based at undisclosed locations in Latvia, Romania, and Poland, Stars and Stripes reported.

This is the latest in a series of recent US and NATO-led deployments in the Baltic states and Eastern Europe. Earlier, the bloc sent up to 4,000 troops to the region as part of a multinational unit that includes US, German, British, and Canadian battalions.

NORFOLK (NNS) -- The Navy Warfare Development Command (NWDC) concluded its semi-annual Warfighting Development Center (WDC) Leadership Huddle and Advanced Warfighting Summit events Nov. 2.

The Leadership Huddle brought together commanders of the Navy's WDCs to identify military problems or opportunities for capability development Nov. 1.

"While previous Leadership Huddles focused on the Pacific Command area of operations, the focus this week was maritime command and control (C2) and C2 challenges in the European Command area of operations," said Capt. Jim Loper, NWDC Operations Department head. "Attendees explored current and future concepts, warfighting concepts of operations, and doctrine through the framework of a tabletop wargame."

The next day, carrier strike group and expeditionary strike group commanders joined the group for the Advanced Warfighting Summit to discuss progress made in advanced warfighting in the last year, and to plan for near-term future efforts for wargaming, modeling and simulation, experimentation, and doctrine/tactics, techniques and procedures development.

"The WDC Leadership Huddle and Advanced Warfighting Summit are unique opportunities to bring together flag leadership to identify today's warfighting challenges, and to align force development, force generation, and force employment efforts to deliver solutions to the fleet," said Loper.

NWDC is the proponent for advanced, cross domain warfighting capability development and serves as the WDC for the Operational Level of War.

NWDC develops and integrates innovative solutions to complex naval warfare challenges to enhance current and future warfighting capabilities.

 Le groupe de télécommunications allemand Deutsche Telekom présentera au public son système de défense antidrone à la fin de l’année 2016. Une telle contremesure est déjà sollicitée par de nombreux acteurs privés comme publics.

La société allemande Deutsche Telekom prévoit de lancer cette année un système de défense spécial destiné à protéger les aéroports, les stades, les pistes d'essais d'automobiles et les infrastructures critiques des drones non-autorisés, a annoncé dimanche l'hebdomadaire allemand Welt am Sonntag.

L'utilisation croissante de drones à des fins commerciales et de divertissement a entraîné une augmentation des incidents où ces aéronefs compacts ont failli percuter des avions ou sont entrés dans des zones d'exclusion aérienne, incitant les entreprises et les institutions publiques à chercher des moyens de les repousser.

En particulier, les constructeurs automobiles ont demandé à Deutsche Telekom de fournir des systèmes antidrones qui pourraient empêcher leur utilisation pour prendre des photos de prototypes de voitures qu'ils testent dans des zones spécifiques.

Un autre exemple est le club de football Bayern Munich qui recherche un système pour repousser les drones lors des matchs de football.

Les médias allemands ont annoncé en juin que le club avait même négocié avec le groupe de défense allemand Rheinmetall au sujet d'un éventuel achat de systèmes électromagnétiques pour combattre les drones.

Deutsche Telekom a confirmé au journal allemand ses plans pour commencer la production des systèmes de défense antidrones. En juillet, l'entreprise a également invité, à une démonstration de sa technologie, un certain nombre de sociétés-développeuses des systèmes antidrones, y compris l'Américaine Dedrone, l'Autralienne Droneshield, la Norvégienne Squarehead Technology et Airbus Rohde & Schwarz. Les militaires russes se doteront d'un nouveau casque de réalité virtuelle permettant de voir les images transmises par le drone, mais aussi de piloter l'engin, annoncent les médias russes.

Un prototype de drone super-léger apparaît en Russie Conçu par le Centre principal des essais des robots du ministère russe de la Défense, le casque est baptisé Svarog (dieu du Soleil, du ciel, du feu et de la métallurgie dans la mythologie slave). Le nouveau dispositif de 400 g facilite le pilotage des drones de surveillance et offre une meilleure présentation des données collectées par le drone.

Le casque Svarog offre une résolution de 5210 par 2180 pixels.

L'utilisateur du casque voit la scène virtuelle en vision stéréoscopique, ce qui permet au soldat de mieux s'orienter sur le terrain. D

 Le casque est en outre doté de capteurs et d'accéléromètres capables de suivre le regard de l'utilisateur. Les données recueillies par ces capteurs servent à piloter le drone. L'opérateur peut notamment faire monter ou descendre le drone en levant ou baissant la tête et le faire tourner en portant son regard à gauche ou à droite.

Le nouveau casque sera remis aux militaires pour de nouveaux essais d'ici le début 2017.

Il s'agit du premier cas d'utilisation de la technologie de suivi du regard pour les drones.

What would we do if we discovered a large asteroid on course to impact Earth? While highly unlikely, that was the high-consequence scenario discussed by attendees at an Oct. 25 NASA-FEMA tabletop exercise in El Segundo, California. The third in a series of exercises hosted jointly by NASA and FEMA - the Federal Emergency Management Agency - the simulation was designed to strengthen the collaboration between the two agencies, which have Administration direction to lead the U.S. response. "It's not a matter of if - but when - we will deal with such a situation," said Thomas Zurbuchen, Associate Administrator for NASA's Science Mission Directorate in Washington. "But unlike any other time in our history, we now have the ability to respond to an impact threat through continued observations, predictions, response planning and mitigation."

The exercise provided a forum for the planetary science community to show how it would collect, analyze and share data about a hypothetical asteroid predicted to impact Earth. Emergency managers discussed how that data would be used to consider some of the unique challenges an asteroid impact would present-for preparedness, response and public warning.

"It is critical to exercise these kinds of low-probability but high-consequence disaster scenarios," FEMA Administrator Craig Fugate said. "By working through our emergency response plans now, we will be better prepared if and when we need to respond to such an event."

Exercise attendees included representatives from NASA, FEMA, NASA's Jet Propulsion Laboratory, the Department of Energy's National Laboratories, the U.S. Air Force, and the California Governor's Office of Emergency Services.

The exercise simulated a possible impact four years from now - a fictitious asteroid imagined to have been discovered this fall with a 2 percent probability of impact with Earth on Sept. 20, 2020. The simulated asteroid was initially estimated to be between 300 and 800 feet (100 and 250 meters) in size, with a possibility of making impact anywhere along a long swath of Earth, including a narrow band of area that crossed the entire United States.

In the fictitious scenario, observers continued to track the asteroid for three months using ground-based telescope observations, and the probability of impact climbed to 65 percent. Then the next observations had to wait until four months later, due to the asteroid's position relative to the sun. Once observations could resume in May of 2017, the impact probability jumped to 100 percent. By November of 2017, it was simulated that the predicted impact would occur somewhere in a narrow band across Southern California or just off the coast in the Pacific Ocean.

While mounting a deflection mission to move the asteroid off its collision course had been simulated in previous tabletop exercises, this particular exercise was designed so that the time to impact was too short for a deflection mission to be feasible - to pose a great future challenge to emergency managers faced with a mass evacuation of the metropolitan Los Angeles area.

Scientists from JPL, Lawrence Livermore National Laboratory, Sandia National Laboratories, and The Aerospace Corporation presented predicted impact footprint models, population displacement estimates, information on infrastructure that would be affected, as well as other data that could realistically be known at various points throughout the exercise scenario.

"The high degree of initial uncertainty coupled with the relatively long impact warning time made this scenario unique and especially challenging for emergency managers," said FEMA National Response Coordination Branch Chief Leviticus A. Lewis. "It's quite different from preparing for an event with a much shorter timeline, such as a hurricane."

Attendees considered ways to provide accurate, timely and useful information to the public, while also addressing how to refute rumors and false information that could emerge in the years leading up to the hypothetical impact.

"These exercises are invaluable for those of us in the asteroid science community responsible for engaging with FEMA on this natural hazard," said NASA Planetary Defense Officer Lindley Johnson. "We receive valuable feedback from emergency managers at these exercises about what information is critical for their decision making, and we take that into account when we exercise how we would provide information to FEMA about a predicted impact."

NASA provides expert input to FEMA about the asteroid impact hazard through the Planetary Defense Coordination Office. NASA and FEMA will continue to conduct asteroid impact exercises and intend to expand participation in future exercises to include additional representatives from local and state emergency management agencies and the private sector.

Elite fighters from Iran are being sent to infiltrate Europe and the United States, a military leader in the Middle East state has reportedly said.

Salar Abnoush, a senior figure in the Iranian Revolutionary Guards Corps (IRGC) claims military personnel will be operating 'very soon', thwarting plots against the Islamic Republic.

He told state-controlled media: 'The whole world should know that the IRGC will be in the US and Europe very soon.'

IRGC operatives will be sent out on the orders of Iran's Supreme Leader, Ali Khamenei, it has been claimed.

Abnoush continued, Fox News reports: 'The IRGC is [the] strong guardian of the Islamic Republic.

'The Fedayeen of Velayat [fighting force] are under the order of Iran’s Supreme leader.

The military leader claimed the step was being taken in order to protect the regime against efforts to destroy it.

He said: 'Our enemies have several projects to destroy our Islamic revolution, and have waged three wars against us to execute their plans against our Islamic Republic.

'The IRGC has defeated enemies in several fronts. The enemy surrendered and accepted to negotiate with us.

'And now all of our problems are being solved and our country is becoming stronger in all fronts.

'Some believe the holy defense ended. They are wrong; the holy defense continues, and today, it is more complicated than before.'

Saeed Ghasseminejad, an expert from the Foundation for Defense of Democracies, told the Washington Free Beacon: 'If we look at Iran’s previous terror attacks and assassination campaign around the world, such a statement is alarming.

'The Islamic Republic has killed hundreds of Iranians and non-Iranians around the world in a coordinated campaign of terror.

'Iran may decide to restart the project now that many western companies are going to Iran and Iran feels its action in Europe may not be punished strongly.'

Après la police, la gendarmerie, et les douanes, c'est au tour de l'administration fiscale de rémunérer ses informateurs.

Le fisc pourra désormais récompenser ses indics. Les députés ont autorisé, ce jeudi, l'administration fiscale à "rémunérer des informations adressées par des personnes étrangères aux administrations publiques afin de révéler un comportement frauduleux". L'expérience durera deux ans.

"Jusqu'en 2003, les personnes communiquant ce type d'informations à l'administration fiscale étaient susceptibles d'être rémunérées. En l'absence de base juridique, ce dispositif a été supprimé", soulignent dans leur exposé des motifs la trentaine de députés PS auteurs de cet amendement au projet de budget 2017.  
 
"Aujourd'hui, la sophistication de la fraude fiscale, notamment dans sa dimension internationale, nécessite de permettre à l'administration fiscale de pouvoir recueillir de telles informations lorsque la personne subordonne leur communication au versement d'une indemnisation, eu égard aux risques qu'elle estime prendre", ajoutent-ils.

Cadre juridique de rétribution

"De nombreux pays européens rémunèrent ces personnes. De même, en France, les services de police et de gendarmerie et ceux de la direction générale des douanes et droits indirects disposent d'un cadre juridique de rétribution", rappellent-ils.

Ces députés ont estimé que le montant des indemnités pour l'année 2017 serait de 2,7 millions d'euros. "A titre d'exemple de 2010 à 2016, le land allemand de la Rhénanie-du-Nord-Westphalie a acheté 11 CD ou clés USB à des banques aux pratiques indélicates. Coût total de 18 millions d'euros pour un retour sur investissement de plus de 6 milliards d'euros pour le budget fédéral et de 2,1 milliards d'euros pour les seules finances de la région."

Pour les lanceurs d'alerte


Les informateurs devraient être rémunérés suivant un forfait précis. "Tout ça doit être très calé en termes de procédures", avait préciséMichel Sapin en décembre dernier au Parisien, alors que le ministère des Finances planchait encore sur le texte.

Qui pourra devenir un "indic"? "Ceux qui révèlent au fisc des scandales de grande ampleur", avait-il ajouté. Le texte concerne donc davantage les futurs lanceurs d'alerte que les voisins délateurs. "Il ne faut pas de dérapage. Pas question que chaque voisin se considère comme l'aviseur de ce qui se passe chez sa voisine."  Rolling Eyes

Un mois de protestation. Une centaine de policiers ont manifesté vendredi soir à Paris, du parvis du Trocadéro à l’Arc de Triomphe, pour exprimer leur « colère » En civil, portant souvent un brassard orange, les policiers, accompagnés de proches, et malgré le froid, s’étaient réunis vers 21h30 pour manifester une nouvelle fois après l’agression de quatre policiers aux cocktails Molotov le 8 octobre à Viry-Châtillon, en Essonne, près de la cité de la Grande Borne.

Partis du parvis du Trocadéro, qui surplombe le Champs de Mars, ils ont entonné à plusieurs reprises la Marseillaise, ils ont marché jusqu’à l’avenue des Champs-Elysées qu’ils ont remontée jusqu’à l’Arc de Triomphe, aux cris de « policiers en colère, citoyens solidaires », et « Hollande t’es foutu, la police est dans la rue ». Un enfant tenait une pancarte sur laquelle il était écrit: « mon papa n’est pas une cible ». Sur une autre on lisait: « la police protège le peuple, qui protège la police? »

« Le plan annoncé » par le gouvernement fin octobre pour répondre à la grogne « est insuffisant », « la mobilisation ne fait que commencer », a assuré à l’AFP Guillaume, l’un des organisateurs, qui travaille dans une BAC en banlieue parisienne. Un autre policier, Aziz, masqué, a défendu un « mouvement apolitique et asyndical ».

LAHAD DATU, Malaysia (NNS) -- Sailors aboard amphibious assault ship USS Makin Island (LHD 8) and Marines with the embarked 11th Marine Expeditionary Unit (MEU) joined members of the Malaysian armed forces for Exercise Tiger Strike 16 in Lahad Datu, Malaysia, Nov. 10-13.

Tiger Strike 16, formally known as Malaysia-United States Amphibious Exercise (MALFEX), is a Malaysia-led, bilateral training exercise between the Malaysian forces and U.S. forces with emphasis on increasing combat readiness and conducting amphibious operations within the context of a stability and security operations. Tiger Strike allows participating forces to share their best training practices across a wide variety of military skills, conduct a bilateral amphibious landing, and improve communication and coordination.

Makin Island Commanding Officer Capt. Mark Melson said the amphibious assault ship brought added training value to the exercise.

"With Makin Island's ship-to-shore capability, U.S. and Malaysian forces were able to rehearse the planning and execution of a variety of amphibious scenarios, whether that was a combat operation or humanitarian assistance mission," said Melson. "It was an honor to participate in this exercise with Malaysia, and I am confident both countries learned a great deal from one another."

Members of the Makin Island and 11th MEU medical departments, along with embarked Fleet Surgical Team 5 personnel, provided medical facility tours and familiarization events aboard Makin Island. U.S. and Malaysian medical personnel also conducted a bilateral medical civil affairs project at a local clinic near Lahad Datu.

"Our ability to receive patients via air and surface, and provide life-saving surgical treatment here on board means we bring a critical capability to any area we operate within," said FST 5 Officer-in-Charge Capt. John Crabill. "The embarked team of medical professionals and Makin Island's full medical suite allowed U.S. and Malaysian forces to exchange best practices and lessons learned about at-sea medical operations, including casualty reception, combat trauma care, and operational stress."

Aboard Makin Island, the 11th MEU conducted operational planning evolutions with their counterparts of the 7th Battalion, Royal Malay Regiment. While training ashore, Marines and soldiers focused on jungle survival, non-lethal weapons, the Marine Corps Martial Arts Program, helicopter loading and off-loading drills, landing zone security and control, and combat service support.

"Tiger Strike was an opportunity for U.S. Marines and Sailors to interact with soldiers from the Malaysian armed forces and share best training practices across a wide variety of military skills," said Col. Clay C. Tipton, commanding officer, 11th MEU. "These bilateral exercises allow our militaries to increase combat readiness and enhance coordination and communication between forces, which are important steps to maintaining regional security and stability."

The exercise included approximately 300 soldiers from the 7th Battalion, Royal Malay Regiment, and 300 U.S. Marines and Sailors from the Makin Island Amphibious Ready Group and 11th MEU.

"This side-by-side training with our counterparts is invaluable," said Melson. "Relationships become stronger, and both sides gain skills and knowledge that enable coordinated and effective bilateral operations."

Makin Island, the flagship of the Makin Island ARG, is operating with the embarked 11th MEU in the U.S. 7th Fleet area of operations in support of security and stability in the Indo-Asia-Pacific region.

The MKI ARG/11th MEU provides senior U.S. military leadership and coalition partners with a flexible force which can rapidly respond to contingencies and crises within a region. With ships, aircraft, troops, and logistical equipment, the ARG/MEU is a self-contained and self-sustained task force capable of conducting everything from combat operations to providing humanitarian assistance.

The 7th Fleet area of operations includes more than 48 million square miles of the Pacific Ocean, running from the international dateline to the eastern coast of Africa, and from the Antarctic to the Kuril Islands, northeast of Japan.

While in 7th Fleet, the Makin Island ARG and 11th MEU will be assigned to Commander, Amphibious Force U.S. 7th Fleet, the Navy's only forward-deployed amphibious force, headquartered at White Beach Naval Facility, Okinawa.

MUARA, Brunei (NNS) -- Navy and Marine Corps personnel from the United States and Brunei Darussalam commenced the 22nd iteration of Cooperation Afloat Readiness and Training (CARAT), Nov. 14.

CARAT Brunei 2016 will continue through Nov. 18, and features 5 days of shore-based and at-sea training events designed to strengthen maritime partnerships and enhance cooperation between the U.S. and Royal Brunei navies and armed forces.

"The United States deeply values our relationship with Brunei, centered on a defense partnership that underpins our shared commitment to the peace and security of the Indo-Asia-Pacific region," said Rear Adm. Don Gabrielson, commander, Task Force 73. "Twenty-two years of CARAT solidified our relationship with the Brunei armed forces, building genuine friendships and a strong partnership based on common interests."

CARAT is an adaptable, flexible exercise; its scenarios are tailored with inputs from the United States and partner nations to meet shared maritime security priorities such as counter-piracy, counter-smuggling, maritime interception operations, and port security. The exercise series is also a venue to share the latest best practices in search and rescue, military law and medicine, amphibious warfare, diving and salvage operations, and humanitarian assistance/disaster response (HADR).

"We have a very diverse exercise planned this year that includes training and operations in multiple naval warfare areas," said Capt. Lex Walker, deputy commodore, Destroyer Squadron 7. "This is the 22nd year that our navies have trained side-by-side in CARAT, and each year we've increased the complexity in an effort to strengthen interoperability between our forces."

During the sea phase, ships from Brunei and the U.S. will conduct deck landing qualifications and formation ship maneuvers. Mobile diving and salvage personnel will also operate side-by-side while embarked aboard Military Sealift Command rescue and salvage ship USNS Salvor (T-ARS 52). Ashore, U.S. Marines from the 3rd Battalion, 2nd Marine Regiment will work alongside soldiers from the Royal Brunei landing force (RBLF) during a jungle warfare exercise. Additional community exchanges and skills symposia will occur throughout the exercise to increase professional development of all participating forces.

U.S. forces participating in CARAT Brunei include personnel assigned to guided-missile destroyer USS McCampbell (DDG 85); expeditionary fast transport vessel USNS Millinocket (T-EPF 3); Salvor; a P-8A Poseidon maritime patrol aircraft; staff from Commander, Task Force (CTF) 73 and Destroyer Squadron (DESRON) 7; the U.S. 7th Fleet Band, Orient Express; and U.S. Marines from the 3rd Battalion, 2nd Marine Regiment.

CTF 73 and DESRON 7 staff conduct advanced planning, organize resources and directly support the execution of maritime exercises such as the bilateral CARAT series, the Naval Engagement Activity (NEA) with Vietnam, and the multi-lateral Southeast Asia Cooperation and Training (SEACAT) with Brunei, Indonesia, Malaysia, the Philippines, Singapore, and Thailand.

In its 22nd year, CARAT is a bilateral exercise series between the U.S. Navy, U.S. Marine Corps, and the armed forces of nine partner nations in South and Southeast Asia including Bangladesh, Brunei, Cambodia, Indonesia, Malaysia, the Philippines, Singapore, Thailand, and Timor-Leste.

« ISRAËL » PARTICIPE A UN EXERCICE DE L'OTAN, POUR LA 1ère FOIS DEPUIS 6 ANS

« Israël » a été autorisé, pour la première fois depuis six ans, à participer cette semaine à un exercice de l’Otan, rapporte dimanche le Jerusalem Post, cité par le site israélien i24.

Des équipes israéliennes ont participé pleinement à un entraînement de grande envergure mené au Monténégro afin d’évaluer la disponibilité et les capacités de l’OTAN en cas de catastrophe naturelle.

Selon le Jerusalem Post, « Israël », qui entretient des relations diplomatiques avec le Monténégro, a un vif intérêt pour le pays et toute la région des Balkans.

Et puis, comme par hasard les autorités des pays de la région ont annoncé cette semaine avoir arrêté, avec l’aide du renseignement israélien, des dizaines de membres présumés du groupe takfiro-wahhabite Daesh qui projetaient de mener des attaques à l’occasion de matchs de football internationaux, notamment celui qui a opposé samedi « Israël » et l’Albanie.

680 personnes venant de 32 pays ont participé à l’exercice, au cours duquel ont été simulées de fortes inondations et des coulées de boue.

« Israël » a été autorisé à participer à l’exercice de terrain grâce à l’accord de réconciliation signé il y a quatre mois entre « Israël » et la Turquie.

Ankara, qui est membre de l’Otan avait opposé son véto à toute participation israélienne aux opérations de l’organisation, suite à l’assaut israélien du Mavi Marmara qui a couté la vie à neuf militants turcs.

Avec l’accord de normalisation, Ankara a levé son opposition et « Israël » est de nouveau autorisé à participer aux différentes activités de l’Otan.

Si l’entité sioniste ne fait pas partie de l’Otan, il y est lié par un statut spécial appelé « dialogue méditerranéen », créé en 1994 par le Conseil de l’Alliance de l’Atlantique Nord après les Accords d’Oslo et le début du processus de paix.

Families and friends of USS Sampson,

At the request of the Government of New Zealand, USS Sampson and her crew are heading to contribute to the ongoing recovery efforts occurring on New Zealand’s South Island after the devastating earthquake that occurred Nov. 14.

While the ship was originally scheduled to enter Auckland Harbour to participate in the 75th anniversary commemoration ceremony hosted by the Royal New Zealand Navy, we now join ships from New Zealand, Australia, Canada, Japan and Singapore to offer assistance.

Our prayers go out to the families in New Zealand who have lost loved ones, and for those who were affected by the earthquake – we stand with you. Know that this crew is energized and heading in your direction immediately to dutifully offer assistance if asked.

While we do not yet know how long we will remain in the area to assist or in what capacity we will help, we are fully prepared and eager to aid those in need.

Days like today humble me as the commanding officer of such a capable, enthusiastic and resilient crew. When the Government of New Zealand asked for help, the crew responded selflessly, wanting only to know how we could help and how quickly we could respond.

My sincere thanks to the families and friends of Sailors assigned to Sampson. Your unwavering support allows us to remain focused on this worthy mission.

At the request of the New Zealand Ministry of Defence the U.S Navy is providing maritime patrol and reconnaissance aircraft to assist in life-saving efforts. A P-3C Orion assigned to Patrol Squadron (VP) 47 was participating in Exercise Mahi Tangaroa as part of the New Zealand International Naval Review when the earthquake occurred and has been tasked with assessing the area surrounding Kaikoura, New Zealand. The P-3C is currently operating from Royal New Zealand Air Force Base Auckland located in Whenuapai, New Zealand.
