WASHINGTON (NNS) -- The Office of the Chief of Naval Operations released the Leadership Development Framework Jan. 25.

Strengthening and broadening leadership development is a key objective of the gold line of effort in "A Design for Maintaining Maritime Superiority," and the 10 page framework outlines how the Navy will develop leaders to demonstrate both operational excellence and strong character.

"Leaders have always been essential to the Navy's success," Chief of Naval Operations, Adm. John Richardson said. "The strategic environment is such that our leaders must think more clearly and learn more rapidly than our adversaries. Developing leaders will remain the principal focus of our Navy."

The framework explains the most important characteristic of a leader is drive - the relentless pursuit of "best ever" performance. Navy leaders should focus their development down two lanes: warfighting competence and character.

The best way to develop these two is through formal schools, on-the-job training and self-guided learning. "World-class leadership is our Navy's decisive advantage," Richardson writes. "Some Navy leaders are already world-class; many more can become world-class with the right focus."

NORFOLK (NNS) -- Exercise Solid Curtain-Citadel Shield 2017 (SC-CS17) will be conducted on naval installations within the Navy's Mid-Atlantic Region, Jan. 30-Feb. 10.

SC-CS17 is a two-part, linked anti-terrorism/force protection exercise conducted by Commander, U.S. Fleet Forces Command and Commander, Navy Installations Command on all Navy installations in the continental U.S.

This annual exercise is designed to enhance the readiness of Navy security forces and ensure seamless interoperability among the commands, other services, and agency partners. Exercise SC-CS17 is not in response to any specific threat, but is a regularly scheduled exercise.

"Solid Curtain-Citadel Shield is an important annual exercise that tests our ability to prepare for, deter, and respond to changing and dynamic threats," said Rear Adm. Jack Scorby, the commander of the Navy's 20-state Mid-Atlantic Region.

The Navy's exercise planners have taken measures to minimize disruptions within local communities and to normal base operations, but there may be times when the exercise causes increased traffic around bases or delays in base access.

Area residents may also see or hear security activities associated with the exercise.

Advanced coordination has taken place with local communities, law enforcement, and first responders.

SASEBO, Japan (NNS) -- Amphibious transport dock USS Green Bay (LPD 20) departed its forward-deployed base of Sasebo, Japan, Jan. 25 for a routine patrol in the Indo-Asia-Pacific region.

While on patrol, Green Bay and Marines with the 31st Marine Expeditionary Unit (MEU) will participate in exercises and training meant to increase combat readiness and enhance partnerships with allies in the region.

"Embarking, training, and operating with the 31st MEU remains our number one priority," said Capt. Nathan Moyer, Green Bay's commanding officer. "As we soon embark our Marines, I look forward to seamless integration as we train and work together while building stronger ties with partners in the region."

Green Bay returned to Sasebo from a patrol with the Bonhomme Richard Expeditionary Strike Group in November 2016 after completing Valiant Shield, Philippine Amphibious Landing Exercise (PHIBLEX), and Blue Chromite.

Since that time, Green Bay has welcomed many new junior Sailors who are looking forward to upcoming operations.

"I'm excited to go underway because this will give me the opportunity to do my job in a deployed environment," said Quartermaster Seaman Josephine Sablan. "I can't wait to get rolling and also visit future ports."

Moyer shared the optimistic sentiments of his crew and recognized the benefits of being on patrol.

"Although it is always difficult to say goodbye to loved ones, I can speak for the crew that we are all very excited about the opportunity to work side-by-side with our Marines and also the opportunity to experience different cultures," said Moyer.

Green Bay is part of Amphibious Force 7th Fleet, the Navy's only forward-deployed amphibious force, headquartered at White Beach Naval Facility, Okinawa.

Les supporters suédois devront faire attention à ce qu'ils portent, désormais

Pour lutter contre la violence entre supporters de football, Stockholm va bannir des stades les accessoires permettant de dissimuler le visage, mais pas le voile, une exception qui fait grincer des dents du côté de la police.

En Suède, toute personne qui dissimulera «tout ou partie du visage de telle façon qu'il est plus difficile d'être identifié» dans une enceinte sportive risquera jusqu’à six mois de prison, et ce à compter du 1er mars 2017.

Le texte, adopté par le Parlement, précise toutefois que certaines personnes sont exemptées de l’obligation, à savoir celles «qui se couvrent le visage pour des motifs religieux ou celles qui, pour des raisons de service, portent un équipement», tels les pompiers ou les policiers.


Lors de sa présentation en juin 2016, le projet de loi avait suscité une polémique parmi les forces de l’ordre. «Nous pensons qu'il sera compliqué pour les spectateurs de savoir où se situe la limite entre ce qui est autorisé et ce qui ne l'est pas […] Il sera par ailleurs inutilement difficile pour les policiers sur le terrain de déterminer quand un visage masqué est l'expression d'une conviction religieuse ou quand la personne invoque un faux prétexte», avait alors fait remarquer le directeur juridique de la police nationale, Lars Tonneman, ajoutant qu’il était rare de rencontrer «des femmes en burqa dans les enceintes sportives».

Les affrontements entre les hooligans supportant des clubs de football différents sont récurrents dans le pays, où un Suédois était mort en 2014, agressé par un supporter rival.

Le documentaire sur les Casques blancs est nommé aux Oscars, malgré le nombre accablant de liens entre ce groupe et des organisations terroristes en Syrie. Quelles implications pour le prix prestigieux ? L'écrivain Patrick Henningsen analyse.

Patrick Henningsen est un écrivain, journaliste, analyste géopolitique et cinéaste de 21st Century Wire. Il a également écrit pour The Guardian, GlobalResearch.ca, et Infowars.com.

RT : Que pensez-vous de la nomination du documentaire sur les Casques blancs aux Oscars ?

Patrick Henningsen (P. H.) :Je pense que la catégorie a été mal choisie. Au lieu de le nominer comme meilleur documentaire, il faudrait peut-être choisir la catégorie «meilleure représentation théâtrale», ou en créer une nouvelle – «meilleur film de propagande». Ce film n’est pas un vrai documentaire, toutes les images utilisées dans le film ont été données aux réalisateurs par les Casques blancs eux-mêmes. Netflix production n’a en réalité filmé aucune des soi-disant scènes de secours. Ce film est, en effet, une œuvre de relations publiques pour couvrir 150 millions de dollars avec lesquels l’ONG a été financée par USAID, le ministère des Affaires étrangères britannique, divers Etats membres de l’UE, le Qatar et des personnalités qui, à mon avis, ont été trompées pour donner leur argent à ces groupes de sauvetage. Mais la fonction essentielle de ces groupes c’est le soutien au Front al-Nosra, à Nourredine al-Zinki et d’autres organisations terroristes connues qui opèrent en Syrie. Cela a été prouvé par les témoignages des personnes qui les ont vus, celles que nous avons interviewées sur le terrain, à Alep. Ils nous ont tous dit la même chose : ils coopéraient avec le Front al-Nosra et n’aidaient pas la population. C’était donc au fond une unité de défense civile d’Al-Qaïda.

RT : Comment un groupe de nature aussi controversée a réussi à être nominé aux Oscars ?


Alépins : «Quand les caméras s’éteignent, les Casques blancs laissent les gens sous les décombres»

P. H. : Tous les témoignages que possèdent les médias indépendants ont été bloqués par les principaux médias, parce que ces derniers avaient largement investi dans cette rhétorique décrivant les Casques blancs comme défendeurs de l’humanité. L’idée a été préparée au cours de ces trois dernières années et propagée par CNN, NBC, la BBC, Al Jazzera... et la liste continue. Ces réseaux et Hollywood sont les pom-pom girls de ceux qu’ils appellent «les rebelles», mais qui ne sont en réalité que des branches des groupes terroristes. Les qualifier de «défenseurs de la liberté», c’est couvrir les opérations islamistes radicales qui se déroulent à l’intérieur de la Syrie, financées par un nombre d’Etats, l’OTAN et des pays du Golfe. Les Casques blancs sont une sorte d’instrument de relations publiques. Ils ont aidé à recruter des combattants terroristes, des gens pour al-Nosra. Des gens en Europe occidentale regardent les vidéos et se disent : «Ces gens sont oppressés, ils sauvent des vies.» Par contre, les Casques blancs ne peuvent pas confirmer avoir sauvé 82 000 personnes comme ils le prétendent, car il n’y a pas de liste de noms, pas d'endroits, pas de dates. Il n’y a donc aucun moyen de retrouver le lien entre ces  82 000 «personnes sauvées» et de réelles frappes aériennes effectuées, selon eux, par la Russie et la Syrie. En plus, ils sont exclusivement présents à proximité des groupes terroristes, il existe de nombreuses preuves vidéo. Et même une chaîne comme Channel 4 au Royaume-Uni a montré dans son journal télévisé une séquence d'Al-Qaïda avec Nourredine al-Zinki au moment de la planification d'un attentat suicide à Alep-Est, et l’a vite retirée de sa chaîne Youtube, lorsqu'un certain nombre d'analystes des médias indépendants ont pointé du doigt l'incohérence.

On peut dire que lorsque George Clooney ou une autre célébrité connue soutient les Casques blancs, les gens vont les écouter et leur faire des dons. Ils continuent de façon agressive à collecter des fonds, même après avoir reçu, d’après ce que nous en savons, bien plus de 100 millions de dollars. Ca en revient en quelque sorte à financer le terrorisme.

P. H. :C’est déjà arrivé, les Casques blancs ont été il y a quelques mois nominées au prix Nobel de la Paix. Certains membres du comité Nobel ont découvert leur vrai visage, d’après ce que nous avons entendu, à la veille de la cérémonie, et les Casques blancs ont perdu leur position dans le classement de tête. Je pense que la même chose va encore se passer. Cela montre vraiment à quel point Hollywood et le complexe gouvernemental des médias sont déconnectés de la réalité, de la vraie information, parce qu’ils ont cru que c’était une bonne cause et que le film était excellent.

Je ne pense pas qu’ils vont gagner, parce qu’il y a un nombre accablant de preuves qu’ils coopèrent avec des groupes terroristes connus, qui décapitent des civils, les attaquent sans distinction. Pour moi, c’est une belle œuvre de propagande pour soutenir une grande opération du gouvernement censée promouvoir les Casques blancs et les faire passer pour quelque chose qu’ils ne sont clairement pas.

The Syrian peace talks in Astana Khazakhstan, closed on Tuesday, January 24th, with a resounding repudiation of both ISIS and Al Nusra (Al Qaeda in Syria), in a statement by all three signatory nations — Russia, Iran, and Turkey — which also is an implicit repudiation of the longstanding American position on Syria.

The U.S. (which was not invited to these talks) had demanded that the Syrian public be prohibited from being allowed to vote for Bashar al-Assad when elections for Syria’s Presidency will next be held. The U.S. government and its allies have held polls throughout Syria, all of which show that Assad is by far the preferred person, among all Syrians, to lead the nation. The declaration in Astana commits Syria unqualifiedly to democracy, and also opposes the breaking-up of Syria into ethnic enclaves — Sunni, Shia, and Kurdish — which the U.S. regime (such as in a recent Rand Corporation commentary, but actually ever since at least 1957) had striven for (as the likeliest way to enable the American aristocracy’s allies, the royal families of Saudi Arabia and Qatar, to pipeline their oil and gas through Syria into Europe).

commitment to the sovereignty, independence, unity and territorial integrity of the Syrian Arab Republic as a multi-ethnic, multi-religious, non-sectarian and democratic State, as confirmed by the UN Security Council.



The statement also explicitly condemns Al Qaeda in Syria — the Obama Administration’s chief “boots on the ground” organization fighting to overthrow and replace Syria’s present government — and not only condemns ISIS/ISIL/Daesh, which even the U.S. regime condemned. This statement says that the signatories:

Reiterate their determination to fight jointly against ISIL/DAESH and Al-Nusra and to separate them from armed opposition groups.



U.S. Secretary of State John Kerry’s attempts to negotiate with Russia’s Foreign Minister Sergei Lavrov a path for ending the Syrian war all failed because of U.S. President Barack Obama’s insistence upon there being no bombing of Al Nusra’s forces in Syria: that only ISIS’s forces could be bombed while peace negotiations proceeded with the other armed groups (“rebels”).

The statement does not exclude participation in Syria’s political future by the other rebel groups, some of which are fundamentalist Sunnis, and others of which are Kurds (who are religiously diverse and generally secular).

The statement asserts that the three governments:

Support the willingness of the armed opposition groups to participate in the next round of negotiations to be held between the government and the opposition under the UN auspices in Geneva as of February 8, 2017



The Syrian representative, Bashar al-Jaafari, was quite blunt in saying at the end of the talks: “For our part, we insisted on the issue of secularism being one of the features of the coming Syrian state that Syrians will agree upon, and our Iranian and Russian friends agreed to that; only the Turkish delegation and the armed groups’ delegation rejected that.”

Not even the Shiite fundamentalists, in Iran, were opposed to Syria’s being a non-Sharia-law, secular and religiously diverse, country — only the U.S. and its allies (Saudi Arabia, Qatar, and the other fundamentalist-Sunni royal kingdoms) oppose that, and they seem now to be pretty clearly the losers in this.

It was a complete repudiation of the position taken by the United States, Saudi Arabia, and Qatar, all of which aristocracies insisted upon victory for Al Nusra, and for the other jihadist groups that have been led by Al Nusra. But now, those groups will either need to separate themselves from Al Nusra, or else continue to be bombed by the coalition of Syria, Russia, and now also Turkey.

The new U.S. President, Donald Trump, has not yet made clear whether he will continue his predecessor’s Syria-policy — or, if so, how it would be done.

Black leather safety boots (steel-toed) are the standard boots worn with the Navy Working Uniform Type III.

WASHINGTON (NNS) -- On Jan. 26, the Navy released NAVADMIN 015/17 that updates several previously announced uniform policy changes.

These include specifics for the occasion for wear of Navy Security Force (NSF) identification badges/patches, revised implementation schedule for the Navy fitness suit, policy clarification for combination covers, female Service Dress Blue (SDB) covers and black slacks, safety boot wear, coyote brown command ball cap manner of wear requirements, and Cold Weather Parka insignia.

Below are some of the key uniform policy updates:

1. Badges. Effective immediately, the eligibility criteria to wear NSF identification badges and patches is as follows:

* Security Limited Duty and Chief Warrant Officers and (649X/749X) and Master-At-Arms can only wear the Security Force Identification Badge while they are in the Navy Security Force career field. Personnel who change designators or transition out of the security career field will no longer be authorized continuous wear of the NSF badge.

* Correction Specialist badge/patch. Sailors with the Navy Enlisted Codes (NEC) of 2008, 9575 or 9516 and performing correction specialist duties will wear the correction specialist badge or patch only when assigned to a corrections facility.

* Chief Master-At-Arms (CMAA) is the new name for the Command Master-At-Arms and those with Permanent Change of Station to CMAA duties are authorized to wear the CMAA badge and patch only for the duration of their assignment.

2. Navy Fitness Suit. Production challenges delayed recruit issue of the new Navy Fitness suit at Recruit Training Command (RTC) Great Lakes from the previous target issue date of Oct. 1, 2016. The new target date to issue the fitness suit is now April 1, with fleet availability for personal purchase at Navy Uniform and call centers to follow at a later date. A future NAVADMIN will provide an update to RTC introduction and fleet availability.

3. Dress Covers. The new deadline for mandatory wear of the Alternate and Unisex Combination Covers for female officers and Chief Petty Officers is extended from Oct. 31, 2016, to Oct. 31, 2018. The enlisted White Hat remains mandatory for wear with jumper style uniforms only. The Navy continues to rollout previously announced uniform changes as scheduled.

4. Female Officer and Chief Petty Officer SDB Uniform. Effective immediately, the optional wear of male officer's and chief petty officer's SDB Trousers is authorized with the female SDB uniform. We are continuing our efforts to redesign women's pants that will result in an improved fit.

5. Enlisted SDB. Enlisted female Sailors E-1 - E-6 and below Sailors may wear the SDB uniform with four button jacket and slacks or skirt until Dec. 31, 2019. When wearing the optional SDB uniform, the female enlisted combination cover shall be worn. The White Hat is not authorized for wear with this uniform. The new jumper style female enlisted SDB began introduction at RTC Oct. 1 and Fleet availability is expected to commence in February.

6. Safety Boots. As previously announced, the black leather safety boots (steel-toed) are the standard boots worn with the Navy Working Uniform (NWU) Type III. Commanding officers may authorize the optional wear of the Navy certified desert tan or coyote brown rough-side-out leather non-safety boots when wear of safety boots is not required. Sailors must buy these optional brown boots if they are not issued them by their commands as organizational clothing. Optional boots not required as organizational clothing will be procured at the expense of the Sailor and not the authorizing command.

7. Coyote Brown Command Ball Cap. Guidance was provided on the manner and occasion for wear of the Coyote Brown Command Ball Cap with the NWU Type III to be consistent with how the Blue Command Ball Cap is worn. For officers O-5 and above, visor ornamentation for Navy head gear shall be gold in color, consistent with Navy standards.

8. Cold Weather Parka. Sailors E-4 through O-10 will wear rank insignia, either a metal rank insignia or NWU Type I slip-on rank insignia, centered on the rank tab of the Cold Weather Parka. A black slip-on rank insignia is being developed for the cold weather parka to replace the NWU Type I insignia.

GREAT LAKES (NNS) -- Naval Service Training Command (NSTC) has introduced the inaugural Basic Military Training Core Competencies Manual (BMTCCM) at the Navy's only boot camp, Recruit Training Command.

The manual was written to ensure basic military training is aligned with senior leadership principles while defining the knowledge, skills, and abilities required of all enlisted Sailors entering the naval service.

"The BMT Core Competencies Manual is the culmination of two years hard work," said Rear Adm. Stephen C. Evans, commander, NSTC. "Our training directorate conducted a formal Training Requirements Review (TRR) of basic military training, included feedback from the fleet, and enhanced the 'Sailorization' process to meet the needs of our 21st century Navy."

During the initial TRR phases, recruit training curriculum was categorized into learning objectives. Each learning objective was displayed in an online, game-like forum for Sailors in the fleet to rank in priority and provide their own feedback. A total of 864 players across the globe provided feedback via 4,872 "idea cards," which discussed whether training materials and methods were effective to achieve learning objectives. NSTC first harnessed this innovative crowd-sourcing platform, formally known as Massive Multiplayer Online Wargame Leveraging the Internet (MMOWGLI), to support a training review which resulted in the Officer Professional Core Competency Manual in August 2015.

Fleet feedback was compiled and briefed to the Enlisted Board of Advisors (EBOA), which is comprised of the Navy's fleet and force master chiefs. EBOA members analyzed and prioritized the feedback, then developed recommendations for the Executive Steering Committee (ESC) on how to improve basic military training. The ESC, comprised of Navy flag officers and Senior Executive Service (SES) officials, met August 2016 to make final decisions on the training of today's U.S. Navy recruits.

"A formal training review of this magnitude has not been conducted since 1999, and we wanted to clearly define what it means to be a basically-trained Sailor," said Lt. Cmdr. Michael Keppen, NSTC training director. "The result is our manual, which structures Navy basic training into core competency areas and incorporates recommendations from the EBOA."

Ultimately the ESC approved creation of the BMTCCM, which encapsulates training at RTC under the following six categories:

* Section I -- Militarization
* Section II -- Seamanship
* Section III -- Programs and Policies
* Section IV -- Firefighting and Damage Control
* Section V -- Watchstanding
* Section VI -- Personal Financial and Professional Development

The BMTCCM also includes changes which replace 12-gauge shotgun training with more 9mm service pistol familiarization and live-fire training. Additionally, the Navy 3rd Class Swim Qualification has been modified to allow recruits the option to conduct the survival float portion of the test in either the supine (back) position or the previously required prone (face down) position.

The final recommendation from the ESC established Battle Stations 21, the "capstone" training event for Basic Military Training, as a fleet requirement. While participating in Battle Stations 21, each recruit must complete 17 scenarios during a 12-hour, overnight period. The scenarios encompass all training learned during boot camp, including firefighting and damage control. There are also evaluations in casualty evacuations, watchstanding, underway replenishment, and line handling.

Completion of BST-21 provides a contextually relevant training experience which sets the conditions for success of the Sailor in follow-on initial skills training and the Sailor's first operational assignment.

Evans and his NSTC staff are headquartered at Naval Station Great Lakes and oversee 98 percent of initial officer and enlisted accessions training for the Navy, as well as the Navy's Citizenship Development program. NSTC includes RTC at Naval Station Great Lakes, NROTC at more than 160 colleges and universities, Officer Training Command (OTC) at Naval Station Newport, Rhode Island, Navy Junior ROTC, and Navy National Defense Cadet Corps (NNDCC) citizenship development programs at more than 600 high schools worldwide.

 Washington - Donald Trump a signé vendredi au Pentagone un décret pour entamer la "reconstruction" des forces armées des Etats-Unis, qui sont déjà les plus importantes du monde.

Le décret demande notamment au Pentagone de préparer dans les 30 jours un audit sur l'état opérationnel des forces américaines, en matière notamment d'entraînement, de munitions, de maintenance ou d'infrastructures.

Il demande également de préparer un amendement au budget 2017 pour pouvoir améliorer dès cette année cet état opérationnel.

Il s'agit "d'entamer une grande reconstruction des forces armées des Etats-Unis, pour développer un plan pour de nouveaux avions, de nouveaux navires, de nouvelles ressources et de nouveaux outils pour nos hommes et femmes en uniforme", a déclaré Donald Trump.

Le président américain a signé le décret juste après la cérémonie de prise de fonctions de son nouveau secrétaire à la Défense, l'ancien général James Mattis.

Même si les Etats-Unis ont le plus important budget du monde, et de loin, les militaires américains pointent régulièrement un certain sous-équipement au regard de l'ampleur des missions qui leur sont confiées.

Ils déplorent souvent des problèmes de maintenance, dus à l'usure de matériels éprouvés par plus d'une décennie de guerre au Moyen-Orient.

Et ils s'inquiètent également des investissements de défense de la Chine et de la Russie, qui font reculer selon eux la supériorité militaire américaine.

"Je pense que nous avons une remise à niveau à faire après beaucoup d'années d'usage intensif de nos matériels", avait déclaré James Mattis lors de son audition au Sénat.

"Cette remise à niveau n'a pu être faite. Nous avons aussi en ce moment un problème de maintenance, avec des bateaux qui restent en mer plus longtemps parce que ceux qui sont censés les relever ne sont pas prêts", avait-il ajouté.

Pendant sa campagne, le président Trump a promis de porter la flotte américaine à 350 navires et sous-marins dans les prochaines années, contre un objectif fixé à 310 navires par l'administration Obama, et un niveau actuel de 274 bateaux.

Il a aussi promis d'augmenter le nombre d'avions de combat et le nombre de soldats dans l'armée de terre (US Army), la branche la plus importante de l'armée américaine.

Les dépenses militaires américaines, de l'ordre de 3,3% du PIB aujourd'hui, sont malgré tout sans égales à travers le monde. Le budget militaire proposé par Barack Obama pour 2017 était de 582,7 milliards de dollars.

Ces dépenses sont près de trois fois supérieures à celles de la Chine, la deuxième puissance militaire mondiale, et plus de huit fois supérieures à celles de la Russie, selon les chiffres de l'institut suédois Sipri, référence en la matière.

De manière séparée, le général Mattis a demandé vendredi à ses services de rechercher des économies dans le programme de l'avion furtif F-35, le plus coûteux programme d'armement de l'histoire militaire, et dans le programme du futur avion présidentiel Air Force One.

Le président russe Vladimir Poutine a déclaré qu'il fallait renforcer le potentiel militaire des Forces armées russes et accélérer le déploiement des unités.

« Parallèlement aux forces aériennes et navales, l'importance des forces terrestres dans le cadre de possibles conflits armés est bien sûr très haute. Notre tâche est alors de leur accorder les meilleurs armements, de les doter d'équipement moderne, de renforcer considérablement leur potentiel militaire », a estimé Vladimir Poutine lors d'une réunion de la commission militaro-industrielle russe.

Alors que l'une des caractéristiques clés de l'Armée de terre est sa mobilité lors des déploiements sur de longues distances et dans des délais très courts, aujourd'hui le but est d'assurer la promptitude de ces actions.

En cela, les armements que reçoivent les troupes doivent être fiables et de qualité, et livrées à un rythme régulier. Le président a d'ailleurs pointé l'importance pour l'armée des systèmes robotiques de production russe.

L'objectif qui se pose toujours crûment « c'est la fourniture aux forces permanentes de moyens de communication modernes », a-t-il souligné. « Il y a du progrès mais en pratique il reste encore des problèmes à résoudre en la matière ».

ctuellement, la Russie élabore un nouveau programme national d'armement pour une période allant jusqu'à 2025. Ainsi, le programme prévoit que jusqu'à 2020, le niveau d'équipement de l'armée et de la flotte atteigne 70 % au minimum.

La chancelière allemande Angela Merkel et le président français François Hollande se sont engagés, vendredi, à travailler ensemble pour résoudre le nombre croissant de défis auxquels l’Union européenne (UE) doit faire face.

S’exprimant au cours d’une conférence de presse conjointe à Berlin, aux côtés du chef d’Etat français, Merkel a souligné l’importance de l’unité entre Etats membres du bloc européen.

« L’Union européenne fait face à de grands défis internes et externes, et tous deux [Merkel et Hollande] partageons la conviction que nous ne pouvons relever ces défis qu’en travaillant ensemble » a estimé la dirigeante allemande.

Merkel affirmé que pour défendre l'ordre démocratique libéral et le libre-échange, ainsi que pour affronter les divers défis économiques, les Etats membres de l’UE se doivent de poursuivre leur collaboration étroite et chacun d’entre eux devrait assumer ses responsabilités.

Hollande a, pour sa part, décrit que le terrorisme comme l’un des défis les plus importants auxquels l’Europe doit faire face et souligné que la France et l’Allemagne continueront à être solidaires dans la lutte contre le terrorisme.

PORT HUENEME, Calif. (NNS) -- Seabees assigned to Naval Mobile Construction Battalion (NMCB) 4 participated in a Defense Support of Civil Authorities (DSCA) Loading Exercise (LOADEX) aboard amphibious transport dock USS San Diego (LPD 22) at the Naval Base Ventura County Port Hueneme Harbor, Jan. 26.

The DSCA LOADEX was designed to train and familiarize Sailors on rapid response capabilities to support recovery efforts and assist local authorities following man-made and natural disasters, such as industrial accidents, hurricanes, and earthquakes.

"This exercise was important because it allowed the Seabees and San Diego Sailors to become familiar with each unit's capabilities and limitations in regards to loading and storing equipment," said NMCB 4 Embark Officer, Lt. j.g. William Hennings. "The success of this exercise will allow us to provide valuable lessons learned to help improve DSCA plans in the southwest region."

Before the exercise began, San Diego Sailors simulated training for the Seabees on the correct operating procedures for securing a landing craft utility (LCU), including line handling, mooring, and off-loading equipment from the LCU.

"We also conducted training on-loading support equipment onto the ship, which could be anything from a backhoe to a grader," said Equipment Operator 3rd Class Nathan Gillilan. "Today we loaded eight humvees and properly secured the equipment to the deck using chains and gripes. Since this is the first time we've done this, it was a foreign concept at first. Now that we know what to do, we can take what we learned back to the battalion to train others."

The exercise provided an opportunity for experts to train together by practicing loading and unloading operations in a controlled environment. It gave the team a better understanding of how to prepare an amphibious ship for deployment in response to a real-world event.

"This type of exercise has not been done before between Naval Construction Group (NCG) 1, U.S. 3rd Fleet (C3F) and Expeditionary Strike Group (ESG) 3 units," said NCG 1 DSCA Plans Officer, Lt. Rodney Inciong. "By conducting the LOADEX in Port Hueneme, NCG 1 can provide information and data that C3F planners can use to improve their DSCA contingency plan. C3F and ESG-3 planners will know how long it will take to prepare our equipment and get it ready to be loaded on the ship."

Not only did the Seabees gain knowledge on ship operations, they also gained experience working aboard a ship.

"One thing I liked about this exercise was getting the chance to go aboard the ship, because for most of us this was our first time," said Gillilan. "I think our air detachment team worked very well with the ship's crew members, and I can't wait for our next opportunity to do something like this again."

NMCB 4 provides general engineering, disaster relief and humanitarian assistance, and civil support to Navy, Marine Corps, and joint operational forces through planned deployments and contingency response.

NAPLES, Italy (NNS) -- Maritime forces from East Africa, West Indian Ocean nations, Europe, and the United States, as well as several international organizations will begin the sixth iteration of the annual multinational maritime exercise Cutlass Express, Jan. 31.

Cutlass Express 2017, sponsored by U.S. Africa Command (AFRICOM) and conducted by U.S. Naval Forces Africa (NAVAF), is designed to assess and improve combined maritime law enforcement capacity and promote national and regional security in East Africa, inform planning and operations.

Quick Facts:

Cutlass Express 2017 (CE17) will test participating nations' ability to respond to illicit trafficking, piracy, illegal fishing, and search and rescue situations. Maritime operations centers (MOCs) of participating nations will exercise tracking and reporting procedures of simulating suspect vessels.

The exercise will take place in the vicinity of two operational hubs: Djibouti, Djibouti, and Port Louis, Mauritius.

CE17, which is scheduled to last nine days, will include an in-port preparatory phase and three days of underway drills.

The exercise leverages The Djibouti Code of Conduct, of which 20 nations are signatory to, as a framework for exercising information sharing practices and enforcing international law of the sea.

Scenarios focused on the globally-recognized Proliferation Security Initiative (PSI) will allow endorsing nations to develop capabilities to detect and disrupt the delivery of materials used to build and develop weapons of mass destruction (WMD).

The U.S. Naval War College (NWC) will facilitate a 4-day senior leaders' seminar with Cutlass Express participating nations to promote the development of national maritime strategies and the development of operational concepts and capabilities to operationalize maritime strategy.

Exercise Cutlass Express is one of three Africa-focused regional "Express" series exercises facilitated by U.S. Naval Forces Europe-Africa/U.S. 6th Fleet (CNE-CNA/C6F). The exercise falls under Africa Partnership Station, the umbrella program for the Express series exercises and other capacity-building initiatives throughout Africa.

CE17 participating nations include Comoros, Djibouti, Kenya, Madagascar, Mauritius, Mozambique, Seychelles, Turkey, Canada, Uganda, Denmark, France, the Netherlands, and the United States.

Le président américain Donald Trump a rencontré la Premier ministre britannique Theresa May le 27 janvier. Les deux chefs d'Etat ont évoqué les sujets de l'Etat islamique et de la Syrie.

Au terme de cette rencontre, Trump «a confirmé qu'il était à 100% derrière l'OTAN», a déclaré Theresa May aux journalistes. «Nous allons voir ce qui se passe», a quant à lui déclaré le président américain au sujet de son entretien téléphonique avec le président russe Vladimir Poutine prévu pour le 28 janvier. «Nous souhaitons, dans l'idéal, avoir une excellente relation avec tous les pays», a signifié Donald Trump.

Donald Trump a également insisté sur le fait qu'il espérait arriver à une politique commune avec la Russie pour détruire une bonne fois pour toute l'Etat islamique. 
«Je pense que nous allons très bien nous entendre [avec Vladimir poutine] et pour ma part, je vais représenter le peuple américain avec tout l'entrain que cela nécessite», a ajouté Donald Trump.

Trop tôt pour parler de la levée des sanctions contre Moscou

Le sujet des sanctions de l'Occident contre la Russie a également été abordé par les deux chefs d'Etat. En effet, si dès le soir du 26 janvier, le chercheur pour le centre analytique Atlantic Council Fabrice Pothier affirmait sur Twitter que l’administration Trump avait «préparé un décret pour lever les sanctions contre la Russie», Donald Trump, lors de sa rencontre avec Theresa May, a déclaré qu'il était «trop tôt» pour en discuter.


Theresa May a, quant à elle, déclaré que les sanctions anti-russes devraient se poursuivre jusqu'à ce que l'accord de Minsk soit pleinement mis en œuvre».

Par ailleurs, avant que Theresa May et Donald Trump ne s'expriment à la Maison Blanche, une éventuelle levée des sanctions contre Moscou avait déjà été évoquée par l'entourage du nouveau président américain. «Tout cela est envisagé», avait ainsi déclaré la conseillère Kellyanne Conway sur la chaîne Fox News.

Du côté de Moscou, «concernant la levée de sanctions, on n'en sait rien [...] Je ne sais pas dans quelle mesure [cela] correspond à la réalité», a affirmé le porte-parole du Kremlin Dmitri Peskov.

Le «merveilleux Brexit»

«Le Brexit va être une chose merveilleuse pour votre pays [...] quand ça va s'aplanir, vous allez avoir votre propre identité, et vous allez avoir les gens que vous voulez dans votre pays [...] et vous allez pouvoir conclure des accords de libre-échange sans avoir quelqu'un qui vous surveille et regarde ce que vous faites», a affirmé le président américain.



Theresa May promet que les Etats-Unis et le Royaume-Uni n'envahiront plus personne  Rolling Eyes

Donald Trump avait affiché quelques jours avant son investiture sa volonté de conclure «rapidement» un accord commercial avec le Royaume-Uni, qui négocie actuellement les conditions de sa sortie de l'Union européenne.

«C'est rapide, facile et efficace d'obtenir les autorisations du pays. Mais c'est très très difficile d'obtenir les autorisations du grand groupe - je les appelle le consortium», a-t-il détaillé.

Le Brexit «au final sera un formidable atout, pas un énorme frein», a conclu le président américain.

La Première ministre Theresa May a pour sa part expliqué avoir «en commun» avec Donald Trump de «mettre les intérêts des travailleurs ordinaires sur le devant de la scène».
«Ces gens qui, vous savez, ont de longues journées de travail. Ils font tout leur possible pour leurs familles et, parfois, ils se sentent purement et simplement lésés», a-t-elle déclaré.

Le président américain Donald Trump s'est entretenu par téléphone avec son homologue russe Vladimir Poutine. D'après les premières déclarations du Kremlin, ils auraient évoqué la guerre contre Daesh et la restauration des relations commerciales.

Donald Trump et Vladimir Poutine on tenu un premier entretien téléphonique samedi 28 janvier. Le début de l'appel a été annoncé par Sean Spicer, secrétaire de presse de la Maison Blanche, dans un message sur Twitter.

«Les présidents ont appelé à l'établissement d'une véritable coordination des actions américaines et russes pour vaincre l'Etat islamique et d'autres groupes terroristes en Syrie et ont souligné l'importance de la restauration du commerce mutuellement bénéfique et des liens économiques entre les communautés d'affaires des deux pays, ce qui pourrait en outre stimuler le développement progressif et stable des relations bilatérales», a annoncé le service de presse du Kremlin dans un communiqué. 

L'un des principaux sujets considérés avant l'appel téléphonique entre les dirigents russe et américain était notamment de savoir si la Maison Blanche comptait lever les sanctions américaines imposées à la Russie après la crise en Ukraine.

Un chercheur du centre d'analyse du Conseil de l'Atlantique, Fabrice Pothier, a tweeté jeudi 26 janvier que l'administration Trump «a un ordre exécutif prêt» pour lever les restrictions sur Moscou, mais le lendemain, vendredi 27 janvier, Donald Trump a déclaré qu'il était «très tôt pour parler de cela».

Toutefois, plus tôt au mois de janvier, Donald Trump a déclaré qu'il envisagerait de lever les sanctions si Moscou coopérait avec Washington sur certaines questions, comme la réduction des armes nucléaires.

Construire une relation de confiance avec Moscou

Donald Trump a maintes fois fait l'éloge des qualités de dirigeant de Vladimir Poutine et dit espérer avoir une «très bonne relation» avec lui. Le président russe a pour sa part déjà qualifié Donald Trump d'«homme brillant et plein de talent», disant apprécier qu'il soit «prêt à rétablir entièrement les relations russo-américaines».

Lors de sa rencontre avec le Premier ministre britannique, Theresa May, vendredi 27 janvier, Donald Trump avait déclaré qu'il espérait avoir une «relation fantastique» avec le président russe et qu'il souhaitait que Moscou participe à un effort commun pour combattre l'Etat islamique.

«Je ne connais pas Poutine, mais si nous pouvons nous entendre avec la Russie ce serait une grande chose. Ce serait bon pour la Russie, comme pour nous c'est bon pour nous», avait-il également déclaré dans une interview accordée à la chaîne Fox News.

Donald Trump vient de procéder à la plus importante réforme des structures administratives aux États-Unis depuis 69 ans. Il vient de mettre un terme au projet impérial et de refaire de son pays, un État comme les autres.

Modifiant le système de gouvernement établi en 1947, le président Trump a publié un Mémorandum relatif à l’organisation du Conseil de Sécurité nationale et du Conseil de Sécurité de la patrie (Homeland Security) [1].

Le principe adopté jadis était de gérer la « Sécurité nationale » sous l’autorité conjointe de la Maison-Blanche, de l’état-major interarmées et de la CIA qui fut créée à cette occasion.

De 1947 à 2001, le Conseil de Sécurité nationale fut le centre de l’Exécutif. Le président y partageait le Pouvoir avec le directeur de la CIA qu’il nommait et avec le chef d’état-major interarmées sélectionné par ses pairs. Depuis le 11 septembre 2001, le Conseil était de facto placé sous la supervision du « Gouvernement de continuité » de Raven Rock Mountain.

Désormais le chef d’état-major interarmées ne sera pas systématiquement représenté aux réunions, mais uniquement lorsque le sujet traité exigera sa présence. En outre, la CIA perd sa place au sein du Conseil où elle sera éventuellement représentée par le directeur nationale du Renseignement.

La CIA, qui était jusqu’ici l’arme du président pour conduire des actions secrètes, devient enfin une agence de Renseignement au sens propre du terme, c’est-à-dire chargée d’étudier les acteurs internationaux, d’anticiper leurs actions et de conseiller le président.

Selon un rapport annuel d’activité, le Conseil avait ordonné en 2015 des assassinats politiques dans cent trente-cinq pays.

Durant la période transition, le président Trump avait solennellement affirmé que les États-Unis n’organiseraient plus de changement de régime tels qu’ils l’ont fait ou tenté depuis 1989 en utilisant les techniques de Gene Sharp.

Le président Trump a, en outre, assigné un siège permanent à son stratège en chef à égalité avec son chef de cabinet.

L’ancienne conseillère de Sécurité nationale, Susan Rice, a vivement réagi sur son compte Tweeter. La plupart des anciens directeurs de la CIA sont déjà montés au créneau pour protester.

Organization of the National Security Council and the Homeland Security Council

As President, my highest priority is to ensure the safety and security of the American people.  In order to advise and assist me in executing this solemn responsibility, as well as to protect and advance the national interests of the United States at home and abroad, I hereby direct that my system for national security policy development and decision-making shall be organized as follows:
  1. The National Security Council, the Homeland Security Council, and Supporting Staff

The National Security Act of 1947, as amended, established the National Security Council (NSC) to advise the President with respect to the integration of domestic, foreign, and military policies relating to the national security.  There is also a Homeland Security Council (HSC) -- established through Executive Order 13228 of October 8, 2001, and subsequently codified in the Homeland Security Act of 2002 -- that has the purpose of advising the President on matters pertaining to homeland security.  Each Council is also responsible for the effective coordination of the security-related activities and functions of the executive departments and agencies.

The security threats facing the United States in the 21st century transcend international boundaries.  Accordingly, the United States Government's decision-making structures and processes to address these challenges must remain equally adaptive and transformative.  Both Councils are statutory bodies that the President will continue to chair.  Invitations to participate in specific Council meetings shall be extended to those heads of executive departments and agencies, and other senior officials, who are needed to address the issue or issues under consideration.  When the President is absent from a meeting of either Council, the Vice President may preside at the President's direction.


The Assistant to the President for National Security Affairs (National Security Advisor) and the Assistant to the President for Homeland Security and Counterterrorism (Homeland Security Advisor) shall be responsible, as appropriate and at the President's direction, for determining the agenda for the NSC or HSC, respectively, ensuring that the necessary papers are prepared, and recording Council actions and Presidential decisions in a timely manner.  When international economic issues are on the agenda of the NSC, the National Security Advisor and the Assistant to the President for Economic Policy shall perform these tasks in concert.

The NSC and HSC shall have as their regular attendees (both statutory and non-statutory) the President, the Vice President, the Secretary of State, the Secretary of the Treasury, the Secretary of Defense, the Attorney General, the Secretary of Energy, the Secretary of Homeland Security, the National Security Advisor, the Homeland Security Advisor, and the Representative of the United States to the United Nations.  When international economic issues are on the agenda of the NSC, the NSC's regular attendees will include the Secretary of Commerce, the United States Trade Representative, and the Assistant to the President for Economic Policy.  The Director of National Intelligence and the Chairman of the Joint Chiefs of Staff, as statutory advisers to the NSC, shall also attend NSC meetings.  The Assistant to the President and Chief of Staff, the Assistant to the President and Chief Strategist, the Counsel to the President, the Deputy Counsel to the President for National Security Affairs, and the Director of the Office of Management and Budget are invited as attendees to any NSC meeting.

In addition to the NSC and HSC, there is also a single NSC staff within the Executive Office of the President that serves both the NSC and HSC.  The staff is composed of regional, issue-focused, and functional directorates and headed by a single civilian Executive Secretary, pursuant to 50 U.S.C. 3021, who is also the Chief of Staff.  All policy and staff activity decisions will be transmitted to the Executive Secretary for appropriate distribution and awareness.  The purpose of the NSC staff is to advise me, the National Security Advisor, the Homeland Security Advisor, the NSC members, the HSC members, and others in the White House; to facilitate the implementation of Administration policy; and to help coordinate the national-security-related activities of the executive departments and agencies. 
  1. The Principals Committee

The Principals Committee (PC) shall continue to serve as the Cabinet-level senior interagency forum for considering policy issues that affect the national security interests of the United States.  The PC shall be convened and chaired by the National Security Advisor or the Homeland Security Advisor, as appropriate, in consultation with the appropriate attendees of the PC.  The Chair shall determine the agenda in consultation with the appropriate committee members, and the Executive Secretary shall ensure that necessary papers are prepared and that conclusions and decisions are communicated in a timely manner.  Invitations to participate in or attend a specific PC shall be extended at the discretion of the National Security Advisor and the Homeland Security Advisor, and may include those Cabinet-level heads of executive departments and agencies, and other senior officials, who are needed to address the issue under consideration.

The PC shall have as its regular attendees the Secretary of State, the Secretary of the Treasury, the Secretary of Defense, the Attorney General, the Secretary of Homeland Security, the Assistant to the President and Chief of Staff, the Assistant to the President and Chief Strategist, the National Security Advisor, and the Homeland Security Advisor.  The Director of National Intelligence and the Chairman of the Joint Chiefs of Staff shall attend where issues pertaining to their responsibilities and expertise are to be discussed.  The Counsel to the President, the Deputy Counsel to the President for National Security Affairs, and the Director of the Office of Management and Budget may attend all PC meetings.

The Assistant to the President and Deputy National Security Advisor (Deputy National Security Advisor), the Deputy Assistant to the President and National Security Advisor to the Vice President, and the Executive Secretary (who shall serve as the Executive Secretary of the PC) shall attend all of the meetings of the PC, and the Representative of the United States to the United Nations and the Assistant to the President for Intragovernmental and Technology Initiatives may attend as appropriate.

When international economic issues are on the agenda of the PC, the Committee's regular attendees will include the Secretary of Commerce, the United States Trade Representative, and the Assistant to the President for Economic Policy (who shall serve as Chair for agenda items that principally pertain to international economics).\

  1. The Deputies Committee

The Deputies Committee (DC) shall continue to serve as the senior sub-Cabinet interagency forum for consideration of, and where appropriate, decision-making on, policy issues that affect the national security interests of the United States.  The DC shall be convened and chaired by the Deputy National Security Advisor or the Deputy Assistant to the President and Deputy Homeland Security Advisor (Deputy Homeland Security Advisor), as appropriate.  The Chair shall determine the agenda in consultation with the regular DC members, and the Executive Secretary shall ensure that necessary papers are prepared and that conclusions and decisions are communicated in a timely manner.  Invitations to participate in or attend a specific DC meeting shall be extended by the Chair to those at the Deputy or Under Secretary level of executive departments and agencies, and to other senior officials, who are needed to address the issue under consideration.

The DC shall have as its regular members the Deputy Secretary of State, the Deputy Secretary of the Treasury, the Deputy Secretary of Defense, the Deputy Attorney General, the Deputy Secretary of Homeland Security, the Deputy Director of the Office of Management and Budget, the Deputy Director of National Intelligence, the Vice Chairman of the Joint Chiefs of Staff,  the Deputy Assistant to the President and National Security Advisor to the Vice President, the Deputy National Security Advisor, the Deputy Homeland Security Advisor, and the Administrator of the United States Agency for International Development.

The Executive Secretary shall attend the DC meetings.  The Deputy Counsel to the President for National Security Affairs may attend all DC meetings.  The relevant Deputy Assistant to the President for the specific regional and functional issue under consideration shall also be invited to attend.  Likewise, when and where appropriate, the Deputy Assistant to the President for Strategic Planning, the Deputy Assistant to the President for Strategic Communication, the Deputy Assistant to the President for International Economic Affairs, the Deputy Assistant to the President for Transnational Issues, and the Deputy Representative of the United States to the United Nations, shall also be invited to attend.  Other senior officials shall be invited where appropriate.

The DC shall review and monitor the work of the interagency national security process, including the interagency groups established pursuant to section D below.  The DC shall help to ensure that issues brought before the NSC, HSC, and PC have been properly analyzed and prepared for decision.  The DC shall also focus significant attention on monitoring the implementation of policies and decisions and shall conduct periodic reviews of the Administration's major national security and foreign policy initiatives.  The DC is responsible for establishing Policy Coordination Committees (PCCs) and for providing objectives and clear guidance.

  1. Policy Coordination Committees

Management of the development and implementation of national security policies by multiple executive departments and agencies typically shall be accomplished by the PCCs, with participation primarily occurring at the Assistant Secretary level.  As the main day-to-day fora for interagency coordination of national security policies, the PCCs shall provide policy analysis for consideration by the more senior committees of the national security system and ensure timely responses to the President's decisions.

Regional and issue-related PCCs shall be established at the direction of the DC.  Members of the NSC staff (or National Economic Council staff, as appropriate) will chair the PCCs; the DC, at its discretion, may add co-chairs to any PCC.  The PCCs shall review and coordinate the implementation of Presidential decisions in their respective policy areas.  The Chair of each PCC, in consultation with the Executive Secretary, shall invite representatives of other executive departments and agencies to attend meetings of the PCC where appropriate.  The Chair of each PCC, with the agreement of the Executive Secretary, may establish subordinate working groups to assist that PCC in the performance of its duties.

An early meeting of the DC will be devoted to establishing the PCCs, determining their memberships, and providing them with mandates and strict guidance.  Until the DC has established otherwise, the existing system of Interagency Policy Committees shall continue.

  1. General

The President and the Vice President may attend any and all meetings of any entity established by or under this memorandum.

This document is part of a series of National Security Presidential Memoranda that shall replace both Presidential Policy Directives and Presidential Study Directives as the instrument for communicating relevant Presidential decisions.  This memorandum shall supersede all other existing Presidential guidance on the organization or support of the NSC and the HSC.  With regard to its application to economic matters, this document shall be interpreted in concert with any Executive Order governing the National Economic Council and with Presidential Memoranda signed hereafter that implement either this memorandum or that Executive Order.

The Secretary of Defense is hereby authorized and directed to publish this memorandum in the Federal Register.

The Vice President hosted His Majesty King Abdullah II of Jordan for a working breakfast at the Vice President's Residence at the Naval Observatory this morning. King Abdullah is the first foreign leader that the Vice President has hosted at his personal residence. The Vice President thanked the King for his efforts to advance peace and stability in the Middle East and reaffirmed the United States' commitment to Jordan's security and economic development. The two leaders discussed events in the region, including ways to accelerate the Coalition's efforts to defeat ISIS and promote a political solution to the Syrian conflict.

They also discussed the King's views on potential changes involving the U.S. Embassy in Israel and how best to make progress towards a comprehensive agreement between Israel and the Palestinians. The Vice President and King Abdullah agreed on the importance of continuing to strengthen the US-Jordan partnership, and pledged to stay in close touch on events in the region.

To build his highly touted deportation force, President Donald Trump is reviving a long-standing program that deputizes local officers to enforce federal immigration law.

The program received scant attention during a week in which Trump announced plans to build a border wall, hire thousands more federal agents and impose restrictions on refugees from Middle Eastern countries.

But the program could end up having a significant impact on immigration enforcement around the country, despite falling out of favor in recent years amid complaints that it promotes racial profiling.

More than 90 police and sheriff’s agencies had the special authority as of 2009, applying for it as the nation’s immigration debate was heating up. Since then, the number has been halved and the effort scaled back as federal agents ramped up other enforcement programs and amid complaints officers weren’t focusing on the goal of catching violent offenders and instead arrested immigrants for minor violations, like driving with broken tail lights.

Sheriff Joe Arpaio used the program most aggressively in metro Phoenix, and he became arguably the nation’s best-known immigration enforcer at the local level in large part because of the special authority. In a strange twist, he was thrown out of office in the same election that vaulted Trump to the presidency, mostly because of mounting frustration over legal issues and costs stemming from the patrols.

In his executive order this week, Trump said he wants to empower local law enforcement to act as immigration officers and help with the “investigation, apprehension, or detention” of immigrants in the country illegally.

The move comes at a time when the country is sharply divided over the treatment of immigrants. Cities such as Chicago and San Francisco have opposed police involvement in immigration while some counties in Massachusetts and Texas are now seeking to jump in.

Proponents say police departments can help bolster immigration enforcement and prevent criminals from being released back into their neighborhoods, while critics argue that deputizing local officers will lead to racial profiling and erode community trust in police.

Cecillia Wang, an American Civil Liberties Union attorney, said police bosses who want to get into immigration enforcement should consider what happened when 100 of Arpaio’s deputies were given the federal arrest power.

The longtime sheriff used the authority to carry out traffic patrols that targeted immigrants. The patrols were later discredited in a lawsuit in which a federal judge concluded Arpaio’s officers had racially profiled Latinos. The lawsuit so far cost county taxpayers $50 million.

“There are people like Joe Arpaio who have a certain political agenda who want to jump on the Trump bandwagon,” Wang said, adding later that the Arizona sheriff was “most vocal and shameless offender” in the program.

When asked to comment on Trump’s effort to revitalize the program, a Department of Homeland Security spokeswoman said the executive orders would speak for themselves.
Traditionally, police stayed out of immigration enforcement and left those duties to federal authorities. But a 1996 federal law opened up the possibility for local agencies to participate in immigration enforcement on the streets and do citizenship checks of people in local jails.

Immigration and Customs Enforcement trained and certified roughly 1,600 officers to carry out these checks from 2006 to 2015.

The Obama administration phased out all the arrest power agreements in 2013, but still let agencies check whether people jailed in their jurisdiction were citizens. If they find that an inmate is in the country illegally, they typically notify federal authorities or hand them over to immigration officers. Today, more than 30 local agencies participate in the jail program.

WASHINGTON (NNS) -- The chief of Naval Personnel announced Jan. 30 new training for 2017 that expands on existing efforts to prevent destructive behaviors across the fleet.

The training entitled, Full Speed Ahead, is designed to reinforce the Navy's core attributes and help build a strong foundation for professional and resilient Sailors. It follows Chart the Course and Bystander Intervention training that was conducted the past two years.

"The goal of Full Speed Ahead is to continue the positive work we've done combating destructive behaviors while reinforcing our core attributes," said Rear Adm. Ann Burkhardt, director, 21st Century Sailor Office. "Behavior change takes leadership and practice. This is about building the strong foundation of a resilient and professional force.

Like earlier efforts, Full Speed Ahead blends scenario-based videos with facilitator-led discussions to focus on all Sailors, with a unique emphasis on the critical role of mid-level leaders in addressing and preventing destructive behaviors and their associated effects on individuals, work centers, and commands.

But unlike the peer-led sessions of Chart the Course and Bystander Intervention, the new training will consist of small groups of less than 30 Sailors that are drawn from all paygrades.

Training will be delivered to all Sailors by facilitators selected by their commands. All facilitators will receive the training from Naval Education and Training Command's (NETC) Master Mobile Training Teams (MMTT) starting in February.

As the training rolls out to the commands across the Navy, leaders are encouraged to regularly assess how their Sailors are incorporating these lessons in their day-to-day lives.

Training must be completed for all Sailors no later than Dec. 31, 2017. Civilians and other service personnel assigned at Navy commands are encouraged to participate in accordance with their mission requirements and command direction.

WASHINGTON (NNS) -- The Department of the Navy (DoN) released its Diversity and Inclusion Roadmap Jan. 23, providing a roadmap to harness diversity as a force multiplier and to foster a culture of inclusion.

"Our Department's strength relies upon the diverse talents and perspectives of our Sailors, Marines and civilian personnel," said Victoria Bowens, director of diversity and inclusion management for the Department of the Navy. "Our differences foster respect and trust, promote a free flow of ideas and enhance collaboration and cooperation between and within organizations."

To help leverage the potential of the Navy enterprise, the DoN's roadmap outlines three strategic imperatives to guide efforts to maximize and improve diversity and inclusion programs. These strategic imperatives serve as the cornerstone for improving warfighting presence at the right time, with the most skilled team, ready for decisive operations and combat.

The first strategic imperative is a promise to recruit and access from a diverse group of applicants to secure a high-performing, innovative workforce that reflects all segments of society.

The second is a promise to cultivate an inclusive culture that accelerates opportunities to empower each individual's maximum impact, encourages innovation and collaboration, enhances developmental opportunities, and retains the best talent to enable uniformed and civilian personnel to contribute to their full potential.

The third imperative promises to develop strategies to equip leaders with the ability to effectively manage diversity, be accountable, measure results, and refine approaches to engender a sustainable culture of inclusion.

"In an organization like ours - so reliant on our people - creating a diverse and inclusive community isn't only the right thing to do, it's critical to the successful implementation of our readiness mission," said Bowens.

As we embark upon the uncertain and ambiguous security challenges for tomorrow, she added, our global readiness priorities rests upon our ability to lead and manage a multi-generational, multi-cultural workforce.

NAVAL STATION MAYPORT, Fla. (NNS) -- The humanitarian mission Continuing Promise 2017 (CP-17) departed Naval Station Mayport, Florida, Jan. 26, for its stop in Puerto Barrios, Guatemala.

A team of 169 Army, Navy, Air Force and Marine Corps service members will spend roughly two weeks in the city located on the nation's Atlantic coast. While there, they will provide veterinary and medical services to local communities, including preventative treatments, dental care, optometry screenings and women's health services.

"Our visit gives us the chance to build on the previous missions' successes while working with our partners to leave a positive impact in local communities," said Capt. Errin Armstrong, CP-17's commander, who also participated in Continuing Promise 2015's visit to Guatemala.

"The relationships created during operations like Continuing Promise build trust and cooperation within the region," added Armstrong, who also serves as commander, Destroyer Squadron (DESRON) 40. "This stop will also help ensure we are prepared to provide relief as a team when a disaster strikes."

The team's departure aboard the Military Sealift Command's USNS Spearhead (T-EPF 1) capped off nearly a week of training in Mayport. Service members were taught local customs and courtesies, and got a little dirty practicing the set up of the living and support facilities that will make up their temporary camp during mission stops.

CP-17 is scheduled to run from January to April and will visit Guatemala, Honduras and Colombia.

CP-17 is a U.S. Southern Command-sponsored and U.S. Naval Forces Southern/U.S. 4th Fleet-conducted deployment to conduct civil-military operations including humanitarian assistance, training engagements and medical, dental and veterinary support, in an effort to show U.S. support and commitment to Central and South America.

Washington - Le Maison Blanche a affirmé mardi que la politique américaine en matière de frappes de drones dans des pays tiers restait inchangée, après avoir dans un premier temps affirmé l'inverse par la voix de Sean Spicer, porte-parole de Donald Trump.

"La politique américaine concernant le possible ciblage de citoyens américains n'a pas changé", a indiqué à l'AFP Sarah Sanders, porte-parole de l'exécutif, rappelant la position explicitée par Eric Holder, ancien ministre de la Justice de Barack Obama, selon laquelle cette option était légale dans certains cas précis.

Sean Spicer avait affirmé un peu plus tôt qu'aucun Américain ne serait "jamais pris pour cible".

"Les Etats-Unis ne prennent pas et ne prendront pas délibérément pour cible des membres de la famille de terroristes", a par ailleurs ajouté Mme Sanders. Fin 2015, durant la campagne, Donald Trump avait affirmé qu'il était favorable une telle approche.

En septembre 2011, la mort de l'imam américano-yéménite Anwar al-Aulaqi au Yémen, tué par une frappe de drone, avait soulevé une controverse aux Etats-Unis.

Certains experts s'étaient interrogés sur le droit ou non du président d'autoriser le meurtre d'un ressortissant américain à l'étranger au nom de la lutte contre le terrorisme.

"Lorsqu'un Américain part à l'étranger pour mener la guerre contre les Etats-Unis, et que ni les Etats-Unis, ni nos partenaires ne sont en position de le capturer avant qu'il ne mène à bien un complot, sa nationalité ne devrait pas le protéger, pas plus qu'un tireur isolé en train de faire feu sur la foule ne devrait être protégé d'un commando de la police", avait argumenté plus tard Barack Obama, défendant sa décision.

Au moins 14 combattants présumés d'Al-Qaïda et un soldat américain ont été tués dimanche dans la première opération commando menée par les Etats-Unis au Yémen depuis l'arrivée au pouvoir de Donald Trump.

Une fille d'Anwar al-Aulaqi figure parmi les victimes, a indiqué un membre de sa famille.

Les policiers français expriment régulièrement leur colère depuis plusieurs mois

Adopté par le Sénat le 25 janvier, le projet de loi concernant l’usage des armes par les forces de l’ordre en cas de légitime défense a été qualifié de «pas adapté» par Jacques Toubon, Défenseur des droits. Le texte sera à l'Assemblée le 7 février.

Jacques Toubon n'est pas fan du projet de loi sur la légitime défense des policiers. Dans un avis datant du 24 janvier, le Défenseur des droits juge qu’il «ne peut être considéré comme une réponse satisfaisante au malaise exprimé par les policiers».

S’il est définitivement validé, le texte alignera les conditions d'usage des armes à feu des policiers sur celles des gendarmes. Ils pourront alors faire feu en cas «d'absolue nécessité» en plus des situations de légitime défense.



De nombreuses organisations de policiers demandent une évolution de la législation. Les terribles incidents de Viry-Châtillon en octobre 2016 ont notamment motivé cette revendication. Une quinzaine d’agresseurs avaient incendié deux voitures de police brûlant grièvement deux agents. Une vague de mobilisation inédite avait ensuite déferlée à travers l’Hexagone.

«La loi n'est pas le moyen adapté. Elle ne peut être utilisée uniquement comme un outil de management et les outils affichés ne peuvent justifier la modification d'une notion aussi essentielle que la légitime défense», a déclaré le Défenseur des droits.

Jacques Toubon met notamment en avant ce qu’il considère comme un manque de clarté du projet de loi. D’après lui, il «complexifie le régime juridique de l'usage des armes en donnant le sentiment d'une plus grande liberté pour les forces de l'ordre, au risque d'augmenter leur utilisation, alors que les cas prévus sont déjà couverts» par les textes actuels.

L’ancien Garde des Sceaux prend pour exemple le drame de Viry-Châtillon en le retournant en contre-argument contre le texte. Jacques Toubon estime qu’une fois adopté, le texte ne permettrait pas aux policiers d’avoir une «plus grande protection».

Doublement des peines en cas d’outrage à agent

Un autre point chagrine particulièrement le Défenseur des droits. Il s’agit du doublement des peines prévues pour outrage commis contre des dépositaires de l'autorité publique. Elles passeraient de un an de prison et 15 000 euros, voire deux ans d'emprisonnement et 30 000 euros d'amende si l'outrage est commis en réunion.

Alors que le taux de réponse pénale pour ces faits atteint déjà 95,5%, l'aggravation des peines encourues, une mesure «avant tout symbolique», «apparaît non nécessaire et disproportionnée», explique-t-il. Elle risque en outre de «creuser le fossé déjà existant entre la force publique et la population».

Jacques Toubon souhaite également une clarification concernant le champ d'application d'un autre article du projet de loi, qui élargirait grandement la possibilité pour les forces de l'ordre de «rédiger des actes de procédure», «déposer» ou «comparaître» comme témoins anonymes.

Le texte sera examiné par l’Assemblée nationale à partir du 7 février. L’objectif affiché est une adoption définitive avant la clôture de la session parlementaire à la fin février.

“These ‘Iron Soldiers’ … send a clear signal of our commitment as they round out our joint team’s capability in a very significant way,” the general said. “The events in 2014, and the trans-Atlantic declarations from the Wales and Warsaw Summits, demonstrate the indivisibility and unity of the alliance in light of Russia’s invasion into Ukraine. These events forged a commitment, and a plan, to build our defense and deterrence posture in Europe.”

Ray added, “Know that our commitment to defense is rock-solid. We must maintain the territorial integrity of our alliance and maintain a Europe that is whole, free, prosperous and at peace.”

The unit’s deployment to Europe is part of Operation Atlantic Resolve, which was designed to reassure NATO allies and partners in the region after Russia invaded Ukraine. Ray said the arrival of the combat team was just one aspect of America’s commitment to the region.

Increased Presence

“The thousands of Iron Soldiers here are a key part of our joint land, naval, air, space and cyberspace team,” the general said. “Be assured, the full weight of the U.S. military stands behind these sentinels of freedom.”

Deployed from Fort Carson, Colorado, the 3,500 soldiers and 2,000 vehicles of the 3rd Armored Brigade Combat Team join a recently increased land, sea and air presence in the region. The arrival of the 3rd ABCT begins a series of back-to-back rotations of U.S. troops and equipment to the region. The soldiers and vehicles will mass in Poland and then disperse via convoy across seven locations in Eastern Europe for training and exercises with European allies.

These forces represent one element of America’s commitment to European security, and it is ready to defend that security if called upon, officials said.

The U.S. forces, officials added, will train with U.S. allies and partners, ultimately leading to greater interoperability.

“We are invested … from infrastructure upgrades across the continent, to airfields and ranges; we’re also prepositioning supplies and equipment and exercising with our allies and partners,” Ray said in a previous statement. “We will also increase the scope and complexity of many exercises in our portfolio focusing on joint interoperability, missile defense and crisis-response operations.”

Le nouveau secrétaire américain à la Défense a l’intention de réviser le budget militaire du pays dans le but de renforcer les efforts de Washington dans le cadre de la lutte contre l’organisation terroriste État islamique.

Le secrétaire américain à la Défense, James Mattis, a ordonné au Pentagone d'augmenter les dépenses pour combler les lacunes et pour se conformer aux « nouvelles exigences », qui sont nécessaires pour accélérer la campagne anti-Daech, selon un communiqué officiel publié mercredi 1er février.

« L'amendement abordera des lacunes urgentes en termes de préparation au combat dans l'ensemble des forces interarmées, et de nouvelles exigences provoquées par l'accélération de la campagne contre l'État islamique », indique le document.

En plus de l'amendement budgétaire proposé, M. Mattis a également demandé un examen plus large du budget et de la stratégie pour répondre aux défis futurs, en outre, il n'a donné aucune estimation exacte.

Le 20 janvier, Donald Trump a été investi 45e président américain. Dans son discours d'investiture, M. Trump a annoncé que les États-Unis avaient l'intention de « renforcer les alliances existantes et d'en créer d'autres pour unir le monde civilisé dans la lutte contre le terrorisme islamique radical ».
