US, JAPAN CONDUCT TEST OF JOINT MISSILE

The United States and Japan have conducted the first interception of a ballistic missile target using a jointly built system, amid heightened tensions over North Korea's missile program. The two nations have been working together since 2006 to develop a variant of the Standard Missile-3, a ship-launched missile that operates as part of the Aegis Ballistic Missile Defense System.

Friday's test off Kauai in Hawaii saw the Standard Missile-3 "Block IIA" successfully hit its target in space, the US Missile Defense Agency said.

According to the MDA, America has so far spent about $2.2 billion on the system and Japan about $1 billion.

"We are both deeply concerned about North Korea's capabilities, and we are constantly working to improve our defense capabilities," MDA spokesman Chris Johnson said Monday.

"It makes sense for the US and Japan to share some of that burden."

Mitsubishi and Raytheon both make parts of the missiles, which are assembled in the United States, and which are designed to defeat medium- and intermediate-range missiles.

The test occurred as Pentagon chief Jim Mattis was in East Asia on his first overseas trip as defense secretary.

He said Friday that any nuclear attack by North Korea would trigger an "effective and overwhelming" response, as he sought to reassure Asian allies rattled by President Donald Trump's isolationist rhetoric.

South Korea is working with the United States to install another system, the Terminal High Altitude Area Defense (THAAD) system, this year to prevent against any missiles from the North.

Air defense systems around Moscow were put on high alert Wednesday as part of a surprise nationwide combat readiness drill for the Russian Air Force. The Russian capital is one of the best-prepared areas of the country in terms of nuclear strike defenses.

“Units of the air defense force responsible for defending Moscow and the central industrial region have been put on highest combat alert,” the Russian Defense Ministry said in a statement. “The air defense mission involves fully-manned combat crews.”

The check involves the redeployment of batteries of S-300, S-400 and Pantsir-S air defense systems to backup positions in a simulation of area contamination, the ministry said. The guards of the batteries also conducted anti-saboteur maneuvers and trained to operate in hard terrain.

Moscow’s air defense system is among the most developed in Russia. When the US and USSR were restricted in deploying anti-ballistic missile systems by the ABM treaty signed in the 1970s, the capital was selected as the only site allowed an ABM shield. The US chose to preserve the Safeguard Complex in North Dakota, ensuring its second strike capability. The defenses have been significantly upgraded since the treaty was scrapped, following the US withdrawal under the George W Bush administration.

The air defense drill is part of the surprise Russian Air Force training ordered by President Vladimir Putin on Tuesday. It involves some 45,000 troops and 1,700 pieces of military equipment, including 150 aircraft and 200 surface-to-air missile launchers, according to Deputy Defense Minister Aleksandr Fomin, who met foreign military attaches on Wednesday to brief them on the situation.

STUTTGART, Germany -- As part of the United States' commitment to increased assurance and deterrence, U.S. Army Europe (USAREUR) will begin receiving continuous troop rotations of U.S.-based armored brigade combat teams (ABCT) to the European theater in February 2017, bringing the total Army presence in Europe up to three fully-manned Army brigades.

As discussed during the announcement of the Fiscal Year 2017 European Reassurance Initiative (ERI) budget proposal, the Army has decided to begin storing "static" equipment, known as Army Prepositioned Stocks (APS), within Europe for contingency operations.

General Phil Breedlove, U.S. European Command (EUCOM) commander said, "This is a big step in enhancing the Army's rotational presence and increasing their combat equipment in Europe. This Army implementation plan continues to demonstrate our strong and balanced approach to reassuring our NATO Allies and Partners in the wake of an aggressive Russia in Eastern Europe and elsewhere. This means our Allies and Partners will see more capability - they will see a more frequent presence of an armored brigade with more modernized equipment in their countries."

The ABCTs will be on nine-month rotations from the U.S. and will bring their own modern equipment to conduct exercises across Atlantic Resolve countries. These rotations will demonstrate our ability to rapidly deploy equipment and forces to Europe by sending U.S.-based rotational forces with their currently assigned equipment. This equipment will be the most modernized the Army has to offer and over the next year will replace the current training equipment in Europe.

When the first rotational armored brigade combat team arrives early next year, the equipment currently used by rotational forces, known as the European Activity Set (EAS), will remain in Europe, be repaired, upgraded, and converted into the core of the APS we announced in February. We plan to have APS stored in Belgium, the Netherlands and Germany.

This equipment will enable rapid deployment of ground forces in response to contingencies throughout the region. It provides additional combat power, if and when needed.

By the end of 2017, there will be a continuous presence of three fully equipped Army Brigade Combat Teams (one Armored, one Airborne, one Stryker); one prepositioned set of combat-ready equipment sufficient to support another Armored Brigade Combat Team; as well as division-level enablers in Europe.

Gen. Breedlove, is attending the Northern European Chiefs of Defense Conference in Riga, Latvia this week, where he is meeting with regional counterparts to reassure Allies of EUCOM's commitment and support to regional security.

(Washington, DC) – Judicial Watch announced today that it obtained documents from the United States Department of the Army revealing that in April 2015, 400 soldiers in the 67th Signal Battalion at Fort Gordon, Georgia, were subjected to a “white privilege” briefing, including a PowerPoint presentation instructing the attendees: “Our society attaches privilege to being white and male and heterosexual …

The slideshow also informed the soldiers: “Race privilege gives whites little reason to pay a lot of attention to African Americans.” It alleged that there are unspecified “powerful forces everywhere” keeping different kinds of people from being valued, accepted, and appreciated, but “we act as if it doesn’t exist.”

This alleged privilege creates a “yawning divide” in income, wealth, and dignity.  The material described a mythical African woman who isn’t aware that she’s black until she comes to America, encounters “white racism” and discovers the U.S. is “organized according to race.”

The Department of the Army documents were obtained in response to a Freedom of Information Act (FOIA) request seeking:

The response to the Judicial Watch FOIA request included the entire Equal Opportunity Training PowerPoint presentation entitled “Power and Privilege,” which states:

It creates a yawning divide in levels of income, wealth, dignity, safety, health and quality of life.

It promotes fear, suspicion, discrimination, harassment, and violence.

Consider the “black woman” in Africa who has not experienced white racism and does not identify herself as a “black woman”.  African, a woman, but not black.

She only became “black” when she came to the U.S. where privilege is organized according to race, where she is assigned to a social category that bears that name and she is treated differently as a result. [Emphasis added]

The trouble we’re in can’t be solved unless the “privileged” make the problem of privilege their problem and do something about it.

The fact that it’s so easy for me and other people in dominant groups not to do this is the single most powerful barrier to change.



Though news of the indoctrination incident was briefly reported in Stars and Stripes shortly after it occurred, only one of the above slides previously has been made public.  Confronted with the information at the time, an Army spokesperson claimed the presentation was not officially sanctioned.

Judicial Watch previously obtained Defense Department equal opportunity training materials that depict conservative organizations as “hate groups” and advise students to be aware that “many extremists will talk of individual liberties, states’ rights, and how to make the world a better place.”  And last month, Judicial Watch uncovered Air Force Academy documents that show how the Academy used its “Chapel Tithes and Offering Fund” to pay for cadets to participate in worship services featuring witchcraft, “Faery Magick,” and voodoo.

“Outrageous – that is the only word to describe this type of raw racist indoctrination,” said Judicial Watch President Tom Fitton.  “The Obama administration undermines the morale of our military with morally repugnant ‘equal opportunity training’ that makes many soldiers feel unwelcome because they are the wrong sex, race, religion or aren’t part of a politically correct group.”

NEW NATO UNITS WILL HELP US ARMY MOVE ACROSS EUROPE

HUNTSVILLE, Ala. – As the US Army grows its presence and steps up its activities and partnerships in Europe, the service has learned many lessons on navigating border crossings and securing diplomatic clearances across the region.

In fiscal year 2014, the Army processed about 2,000 diplomatic clearances, one for every border crossing, said Maj. Gen. Duane Gamble, commanding general of the 21st Theater Sustainment Command. That number almost tripled in fiscal 2015, with soldiers handling almost 5,700 diplomatic clearances as troops moved and trained in countries such as Poland, Latvia, Estonia, Romania and Bulgaria.

“It frustrates us all that we can’t move stuff rapidly across these borders, but they’re sovereign borders,” Gamble said Wednesday during a meeting here with reporters at the Association of the United States Army Global Force Symposium and Exposition. “The No. 1 friction point is diplomatic clearances.”

For example, it takes 15 to 30 days to get clearance to move materiel across the Polish border, he said.

But “the countries are listening,” Gamble said, adding that at least one is looking to ease its border restrictions for US troop movements.

The challenge of traveling across Europe, including in convoys of heavy armored vehicles, is an issue senior Army leaders in Europe have grappled with at least since the launch of Operation Atlantic Resolve, which sends soldiers across Eastern Europe to train with and reassure US allies in the face of Russian aggression.

Last year, Lt. Gen. Ben Hodges, commander of US Army Europe, said the highest demand for his soldiers seems to be for movement control teams.

“We have very few of them, and in order to ensure freedom of movement, all these convoys and in-and-out rotations, we have taken out of hide movement control teams and put them in each of the embassies.”

In March 2015, US Army Europe launched Operation Dragoon Ride, an unprecedented exercise that “road marched” columns of Stryker vehicles across Eastern Europe.

Dragoon Ride was designed to reassure America’s allies, but it also tested the Army’s ability to freely move from one country to another, Hodges said at the time.

“President Putin exercises freedom of movement all the time. He moves troops and stuff around Russia whenever he wants to,” Hodges has said. “For the alliance, you’ve got to do that by moving from country to country, and what we’ve discovered, even though these are all NATO countries and EU countries, each one still has different diplomatic clearance requirements.”

Strykers begin 'road march' across Eastern Europe

Since last spring, the Army has placed soldiers in National Movement Control Centers in each of the Eastern European countries, Gamble said. These soldiers specialize in working with their host nation partners on clearances and other movement control issues, he said.

In addition, NATO recently stood up six NATO Force Integration Units, with two more on the way for a total of eight units. Born out of the Wales summit about 18 months ago, these units each have about 40 people, including a major and lieutenant from the US Army. The units – currently in Estonia, Latvia, Poland, Lithuania, Romania and Bulgaria – are designed to be long-term coordination elements to aid with clearances and reception and staging of troops.

“Our National Movement Control Center soldiers are still there, but there’s a new node in the network,” Gamble said. “This node is not only on the network, but it has authority from the host nation, and it has the authority to coordinate NATO operations.”

As these NFIUs mature, the US Army will continue to place two officers in each unit to help.

“We have two years of experience moving forces in and out of those countries,” Gamble said. “We know where the friction is, what the bureaucracy requires.”
Other transportation and movement issues the Army is working through include the challenge of moving heavy vehicles across Europe, Gamble said.

The axle weight on the Army’s Heavy Equipment Transporter, or HET, exceeds European Union road limitations, he said.

“When we put an M1 Abrams tank on a US Army HET, we can’t drive it anywhere in Europe except for the Baltic countries,” Gamble said. “We’re limited in our freedom of movement currently to move in tanks [and they] have to go by rail.”

This leads to other challenges such as the 45-day lag time required to order rail from a private company in Germany.

The Army also lacks information about roadways and systems in Eastern Europe, Gamble said.

“During the Cold War, we reconned every route and marked them,” he said. “There were signs that said ‘this bridge can take XX weight.’ In Eastern Europe, that wasn’t the case.”

To fix that lack of information, military police and engineer soldiers from the 21st TSC have conducted route reconnaissance on more than 15,000 kilometers of roads in Eastern Europe and logged all of that information in a single database.

“The US is very well practiced in moving across the countries, but in the long run, the NFIUs will help the US with mobility,” Gamble said.

In addition to ensuring freedom of movement, the 21st TSC, which is tasked with sustaining US European Command and US Africa Command by opening ports and lines of communication and sustaining the theater with everything from laundry and showers to supplies and medical, is staying busy across Europe.

One of its priorities is preparing for the pending upgrade of the 2nd Cavalry Regiment’s Stryker vehicles.

The Army approved upgrades for 81 vehicles in response to urgent requests from the Germany-based brigade to replace its .50-caliber machine guns with a 30mm gun and turret amid fears the eight-wheel vehicles were being outgunned by their Russian counterparts.

Plans call for the new vehicles to begin fielding in fiscal 2018.

US Army Seeks New Stryker Capability Beyond Bigger Gun


The upgrade “is something everybody is looking forward to,” Gamble said.

“Anything to make our assigned forces more lethal is absolutely the right thing to do,” he said. “The Strykers give us a level of mobility that we don’t have in our mechanized forces in Europe.”

As 21st TSC prepares for the upgrades, it is working to make sure there is enough ammunition for training and combat loads, Gamble said. The command also is making sure the Stryker maintainers are ready for potential issues that may arise by the added weight on the new vehicles.

This includes sending welders for additional training on hull repair, he said.

“There’ll be more weight on the older Stryker hulls, and we are already taking measures now … to establish some capability organic in Europe to do hull repair on Strykers,” Gamble said.

The scenarios are many, the issues are complex. The current anger from the left, who are violently protesting against President Trump, is just one aspect of it.

But the Pentagon and the U.S. national security structure is increasingly looking towards the shifting demographics around the globe – people have moved from rural areas, and shifted into cities. Where ever conflict stirs, there will be a need for military and SWAT response to the call. Entire cities will be locked down; door to door sweeps will often have violent ends.

Increasingly, they are training for and expecting a homegrown conflict that will call for them to restore order in a major cities – and even hunt down suspects block to block, like in the Boston Marathon bombing incident, while making some significant infringement of our civil liberties.

During the past several years, there have been reports about unannounced urban warfare drills in major U.S. cities, sometimes in coordination with major events; there have also been military training scenarios that have maintained a consistent theme of civil unrest, economic breakdown and widespread riots.

La situation est tellement préoccupante dans l'Etat d'Espirito Santo que le gouvernement a décidé d'envoyer l'armée pour rétablir la situation

L'armée brésilienne a décidé le 9 février d'envoyer des parachutistes et des véhicules blindés vers l'Etat brésilien d'Espirito Santo (sud-est) où une vague de violence liée à une grève des policiers a déjà fait plus de cent morts.

«J'ai décidé de renforcer le dispositif avec des parachutistes, des blindés et l'aviation militaire. La mission sera accomplie», a annoncé sur Twitter le général Eduardo Villas Boas, commandant en chef de l'armée brésilienne. L’Etat d’d'Espirito Santo, située dans le sud-est du pays, est le théâtre de très violentes émeutes depuis plusieurs jours dans le sillage d’une grève des forces de police.



Son gouverneur, César Colnago, avait estimé le 8 février que le contingent de 1 200 hommes déjà sur place depuis le début de la semaine «n'était pas suffisant» pour garantir l'ordre public. Un renfort de 550 hommes avait alors été annoncé.

Depuis le 4 février, les familles des policiers bloquent les accès des commissariats pour demander une amélioration des salaires et des conditions de travail des agents, qui n'ont pas le droit, eux, de manifester.

Or, en l'absence de patrouilles, les agressions, les actes de vandalisme et les meurtres ont immédiatement explosé dans cet État situé à 500 km au nord de Rio de Janeiro.

Déjà une centaine de victime


Le nombre de morts violentes n'a pas été confirmé officiellement mais selon le syndicat local des policiers (Sindipol), 101 décès avaient été recensées entre le 4 et le 9 février.

Signe de la gravité de la situation, les autorités locales ont été jusqu’à lancer un appel aux dons du sang, expliquant que les stocks «ont été réduits au minimum ces derniers jours».

Les services du gouverneur ont informé sur leur site que des négociations avaient eu lieu avec les grévistes, sans résultat.

NORFOLK (NNS) -- The Navy recently announced all individual augmentees (IAs) serving in U.S. Central Command (CENTCOM) or U.S. Africa Command (AFRICOM) areas of responsibility will attend Warrior Transition Program (WTP) in Sembach, Germany.

Additionally, all IAs will now attend some form of WTP, either in Germany or Norfolk.

Nestled in the Rhineland-Palatinate state of Germany lies the small Army base of Sembach. A tenant command, Expeditionary Combat Readiness Center (ECRC) Sembach Det., hosts a 3-5 day Warrior Transition Program-Third Location Decompression (WTP-TLD) program which focuses on redeploying Sailors' transitional process amid farmland and rolling hills.

Capt. Joseph Rehak, ECRC commanding officer noted, "Germany provides an ideal location for our Sailors to reflect and rejuvenate after deployments down range in support of continuing operations. I am happy to say that we are now able to provide a much needed break to Sailors redeploying from the CENTCOM and AFRICOM theaters of operations."

Senior Chief Culinary Specialist John Conniff, a redeployer from Isa Air Base, said of his experience at Sembach following deployment, "It's been very relaxing. It's nice to have the decompression downtime before returning to the states."

The aim of WTP-TLD is time for the Sailor who is not on the battlefield or on the homefront. The process is designed to assist in an IA's reintegration into life out of the theater of operations, with their families, friends, and careers. The program consists of instructional time, meeting with mental health and religious program professionals, liberty visits to towns such as Trier and Heidelberg, and individual downtime.

Rehak said, "The Warrior Transition Program provides Sailors time to reflect, learn skills, and meet partner organizations that will support in the transition from deployment to home life."

Lt. j.g. Johnny Fugit, a redeployer from afloat forward staging base-interim USS Ponce (AFSB(I) 15), said, "I found it (WTP) really beneficial. Having a few days to catch my breath and reset has been important and enjoyable."

The addition of AFRICOM redeployers, as well as seeing those from more CENTCOM sites than before, may lead to the staff at Sembach seeing a noticeable impact on operations.

Cmdr. Patrick Doyle, ECRC Sembach Det. officer in charge said, "The staff here is really dedicated to this mission and making sure that every returning Sailor has the best experience possible, even as we expect to double the number of people passing through WTP. For us, it's a wonderful chance to have a positive impact on fellow Sailors."

Following their time at WTP in Sembach, Reserve IAs will report to ECRC to complete the demobilization process before returning to their Navy Operational Support Center (NOSC). Active-duty IAs will return to their parent commands.

The Warrior Transition Program facilitates IA Sailors' reintegration process following a Global Force Management (GFM) directed deployment by providing Combat and Operational Stress Control Continuum (COSC) workshops, collecting gear and weapons, and coordinating onward movement.

ECRC provides processing, equipping, training, certification, and proactive family support to active duty for special work (ADSW) Sailors, individual augmentees, and provisional units throughout all deployment phases in support of combatant command (COCOM) requirements, contingency operations, or national crises.

An unarmed Minuteman 3 missile that blasted off from a California launching facility is the most recent test of the intercontinental missile system, according to the US Air Force.

The Vandenberg Air Force Base, situated northwest of Los Angeles, hosted the launch which occurred around 11:39 a.m. Pacific Time on Wednesday, carrying test re-entry vehicles bound for a target area at Kwajalein Atoll in the Marshall Islands some 4,200 miles down range.

Stripes.com reports that personnel from the 91st Missile Wing at Minot Air Force Base in North Dakota and Vandenberg's 576th Flight Test Squadron assisted with the launch. Vandenberg is the westernmost launch site in the continental US for the Air Force to test the Minuteman missile.

After being delayed by an ongoing labor strike, the launch proceeded with replacement workers as 13 base employees who usually deal with planning and launch operations were still on the picket line.

Dans le même temps Vladimir Poutine a ordonné des « mises en état de combat » de plusieurs unités russes et le déploiement de bombardiers stratégiques russes depuis leurs bases jusqu’à des « points tactiques » pour être opérationnels rapidement. Dans un entretien télévisé Vladimir Poutine a indiqué au sujet de la situation en Novorossya, que sa « patience a des limites ».

Le principal sponsor de Kiev – les Etats-Unis – semble jouer un jeu trouble: d’une part Donald Trump déclare ne pas « savoir grand chose de la situation » en Ukraine, d’autre part les renforts militaires américains et l’OTAN affluent aux frontières européennes de la Russie. Poroshenko tente t-il de forcer la main à Trump en déclenchant une intervention russe, ou a-t-il l’accord des Etats-Unis pour attaquer la Novorossya, comptant sur la volonté russe de ne pas gâcher des – hypothétiques – chances de réchauffement des relations avec Washington? On ne peut que douter très sérieusement que Vladimir Poutine reste passif si Kiev attaque massivement les forces et les populations civiles pro-Russes de Novorossya!

Les jours qui viennent vont être cruciaux.

According to a Jan. 28 press release from the Order of Malta, their Sovereign Council - in an extraordinary meeting held Saturday to vote on Festing’s request to step down from office - “accepted his resignation” and informed Pope Francis of the decision.

They also announced the appointment of Grand Commander Fra' Ludwig Hoffmann von Rumerstein as the new “Lieutenant ad interim” until a new Grand Master is elected.
Along with Festing’s resignation, the decision to annul the decrees establishing “the disciplinary procedures” recently taken against former Grand Chancellor Albrecht Boeselager as well as “the suspension of his membership in the Order” was announced.

With the decision, “Albrecht Boeselager resumes his office as Grand Chancellor immediately,” the statement read.

According to media reports, the decision to reinstate Boeselager, who was dismissed in December, was requested by the Pope himself in a letter after meeting with Festing earlier this week to ask for his resignation.

In their statement, the Order of Malta said Pope Francis had written a Jan. 27 letter to Rumerstein and members of the Sovereign Council reaffirming “the special relationship” between the Order and the Apostolic See.

The Pope, it read, also affirmed that Rumerstein will assume the full responsibilities of Grand Master, “in particular regarding relationships with other States,” until a new leader is elected.

In his letter, Pope Francis made a point to emphasize that his special delegate, who has yet to be appointed, will be carrying out his role on “the spiritual renewal of the Order, specifically of its professed members.”

The Order ensured their “full collaboration” with the papal delegate, “whom the Holy Father intends to appoint” in due time.

In addition to announcing Rumerstein’s nomination and Boeselager’s reinstatement, the Order voiced their gratitude to Pope Francis and to Vatican Secretary of State Cardinal Pietro Parolin “for their interest in and care for the Order.”

“The Order appreciates that the Holy Father’s decisions were all carefully taken with regard to and respect for the Order, with a determination to strengthen its sovereignty,” the statement read.

Now that Rumerstein has officially taken charge of the Order, he will soon convoke “the Council Complete of State” to elect a new Grand Master.

The announcement comes after a Jan. 24 meeting between Pope Francis and Festing, during which the Pope asked the former Grand Master to tenure his resignation, to which Festing said yes.

Festing's agreement to resign follows a conflict between the Order of Malta and the Holy See over Boeselager's dismissal in December 2016.

Among the reported reasons for the dismissal was that under Boeselager’s watch, the Order's charity branch had inadvertently been involved in distributing condoms in Burma to prevent the spread of HIV.

However, a senior official of the Order has said that while the incident was a contributing factor in Boeselager’s resignation, the reasons – while confidential – are much broader.
The Holy See announced Dec. 22, shortly after Boeselager's dismissal, that Pope Francis had formed a group to investigate the matter.

Members of the group include Archbishop Silvano Tomasi, Fr. Gianfranco Ghirlanda S.J., Belgian lawyer Mr. Jacques de Liedekerke, Mr. Marc Odendall and Mr. Marwan Sehnaoui.
On Jan. 10 the Knights issued a statement defending their decision, calling Boeselager’s dismissal “an internal act of governance,” making the group established by the Holy See to investigate the decision “legally irrelevant” given the Order’s sovereignty.

The Holy See, in turn, reiterated Jan. 17 its confidence in its investigative group and indicated it was awaiting the group's report “in order to adopt, within its area of competence, the most fitting decisions for the good of the Sovereign Military Order of Malta and of the Church.”

The Order of Malta is a chivalric order which was founded in 1099, originally to provide protection and medical care to Holy Land pilgrims. It now performs humanitarian work throughout the world, and its two principle missions are defense of the faith and care for the poor.

It maintains sovereignty, holding diplomatic relations with more than 100 states and United Nations permanent observer status.

Festing had been elected Prince and Grand Master of the Order of Malta March 11, 2008, however, his resignation cuts short the lifetime appointment.

VATICAN CITY (CNS) -- Pope Francis named Archbishop Angelo Becciu, Vatican substitute secretary of state, as his special delegate and sole spokesman to the Sovereign Military Order of Malta.

"Until the end of your mandate, that is until the conclusion of the extraordinary chapter, which will elect the grand master, you will be my exclusive spokesperson in all matters relating to relations between the Apostolic See and the order," the pope wrote in a letter to Archbishop Becciu Feb. 2.

The special delegate, the pope said, also will work closely with Fra Ludwig Hoffmann von Rumerstein, the chivalric order's temporary head, to carry out "the appropriate renewal of the order's constitution."

Released by the Vatican Feb. 4, the pope's letter to Archbishop Becciu came after several tense weeks which led to the Jan. 24 resignation of Fra Matthew Festing as grand master of the order.

The pope's letter made no mention of how Archbishop Becciu's responsibilities would overlap with those of Cardinal Raymond L. Burke, the current cardinal patron of the order.

The mandate of the pope's special delegate to the order has similar responsibilities to that of the cardinal patron, who officially has "the task of promoting the spiritual interests of the order and its members and relations between the Holy See and the order," according to the order's constitution.

"I delegate to you, therefore, all the necessary powers to decide any issues that may arise concerning the implementation of the mandate entrusted to you," the pope told Archbishop Becciu.

Echoing his letter to members of the order Jan. 28, the pope said that as his special delegate, Archbishop Becciu "will take care of all matters relating to the spiritual and moral renewal of the order," particularly its professed members.

Pope Francis added that the Italian archbishop will work closely with von Rumerstein "for the greater good of the order and reconciliation between all its members, religious and lay."

The Order of Malta is made up of more than 13,500 knights and dames; about 50 of them are professed religious who have taken vows of poverty, chastity and obedience.

Trump ignored a shouted question about the developing situation as he, Abe and their wives posed for photos before heading to dinner at Trump's Mar-a-Lago estate in Florida. In Washington, public affairs officers for the Defence Department and the State Department had no immediate comment on the report.

The South's Joint Chiefs of Staff said in a statement the missile was fired from around Banghyon, North Pyongan Province, which is where South Korean officials have said the North test launched its powerful midrange Musudan missile on Oct. 15 and 20.

The military in Seoul said that the missile flew about 500 kilometres. But Yonhap reported that while determinations are still being made, it was not believed to be an ICBM.

The missile is believed to have splashed down into the sea between the Korean Peninsula and Japan. Japan's Chief Cabinet Secretary Yoshihide Suga told reporters the missile did not hit Japanese territorial seas. The North conducted two nuclear tests and a slew of rocket launches last year in continued efforts to expand its nuclear weapons and missile programs. Kim Jong Un said in his New Year's address that the country has reached the final stages of readiness to test an ICBM, which would be a major step forward in its efforts to build a credible nuclear threat to the United States.

Though Pyongyang has been relatively quiet about the transfer of power to the Trump administration, its state media has repeatedly called for Washington to abandon its "hostile policy" and vowed to continue its nuclear and missile development programs until the U.S. changes its diplomatic approach.

Just days ago, it also reaffirmed its plan to conduct more space launches, which it staunchly defends but which have been criticized because they involve dual use technology that can be transferred to improve missiles.

Kim Dong-yeop, an analyst at the Institute for Far Eastern Studies in Seoul, speculated the missile could be a Musudan or a similar rocket designed to test engines for an intercontinental ballistic missile that could hit the U.S. mainland. Analysts are divided, however, over how close the North is to having a reliable long-range rocket that could be coupled with a nuclear warhead capable to striking U.S. targets.

South Korea's Acting President and Prime Minister Hwang Kyo-ahn said that his country will punish North Korea for the missile launch. According to the Foreign Ministry, South Korea will continue to work with allies including the United States, Japan and the European Union to ensure a thorough implementation of sanctions against the North and make the country realize that it will "never be able to survive" without discarding all of its nuclear and missile programs.

HMS OCEAN, Persian Gulf — Over the course of five days, medical personnel from the 379th Expeditionary Medical Operations Squadron and Royal Navy worked together to test their capabilities during coalition exercise Azraq Serpent, recently.

In a joint effort between U.S. Central Command components, the United Kingdom Maritime Component Command and Commander Task Force 50, the purpose of the exercise was to demonstrate and evaluate the ability of joint medical assets to establish and integrate damage control surgery onboard coalition vessels.

To meet these ends, teams of medical specialists cooperated to complete several objectives throughout the exercise which took place onboard the HMS Ocean, the Royal Navy’s flagship.

“The basic principle was to simulate and practice receiving patients in the middle of the ocean via helicopter or vessel,” said Air Force Lt. Col. Sirikanya Sastri, a general surgeon with the 379th EMDOS and team lead for the participating mobile field surgical and expeditionary critical care team. “We needed to make sure that if we ever do have a real world situation like this, we would operate with a smooth process: receive patients, triage them, and treat them.”

The exercise pitted the MFST-ECCT with a plethora of difficulties, including working onboard an unfamiliar coalition vessel, and operating with a coalition medical team they had never worked with.

“It was challenging working onboard a ship,” said Sastri. “It is a huge vessel, and has several levels and stairwells. We had to learn to navigate patients to the ship’s medical ward, all the while dealing with ladders and stairwells.”

While onboard, the MFST-ECCT personnel integrated with Royal Navy medical personnel, requiring the teams to collaborate and assess their combined capabilities.

“The first thing we needed to do was understand who had what skills,” Sastri explained. “The Royal Navy medical team had personnel with varying degrees of knowledge, from those just getting past initial training to very experienced. We needed to know who had what skillsets and knowledge so that we could integrate and use those personnel to their full potential.”

Following familiarization, the teams went to work. Various casualty drills were completed involving an array of injuries and scenarios that would change at a moment’s notice to keep the teams on their toes.

“In a real world situation, a patient’s condition can change in seconds,” said Sastri, “so our teams needed to be able to adapt at a second’s notice.”

Through the various situations the teams encountered, both the MFST-ECCT and Royal Navy personnel were able to test their capabilities, look at where things went well, and find areas that they needed to improve.

"Our objective was to explore the viability of integrating the U.S. Air Force role two medical capability with the ships-based role one capability to determine feasibility of this type of platform in the future," said Air Force Lt. Col. Neva VanDerSchaegan, the Medical Operations Director for U.S. Special Operations Command Central Forward Headquarters. "I am pleased to say it was very successful."

By sharing skills, knowledge and personnel, the teams were able to learn together and build relationships, showing that the coalition partners will be ready should the need arise.

NAPLES, Italy (NNS) -- The George H.W. Bush Carrier Strike Group (GHWBCSG) commenced strike missions in support of Operation Inherent Resolve (OIR) from the eastern Mediterranean Sea, Feb. 13.

Carrier strike groups demonstrate the mobility, flexibility and power projection capability of the Navy's globally-deployed force -- anytime, anywhere.

The GHWBCSG operations in the eastern Mediterranean Sea in support of OIR demonstrate the capability of the U.S. Navy to conduct precision strikes on Islamic State of Iraq and the Levant (ISIL) targets from multiple theaters, highlighting the flexibility of the Navy's globally-deployed force.

Quick Facts:

The George H.W. Bush Carrier Strike Group entered the Mediterranean Sea Feb. 2, and will continue to provide support to allies and partners, deter potential threats and conduct strikes against ISIL operators and infrastructure in support of OIR.

The GHWBCSG consists of flagship aircraft carrier USS George H.W. Bush (CVN 77) with embarked staffs of CSG-2, Carrier Air Wing (CVW) 8 and Destroyer Squadron (DESRON) 22 and the squadrons of CVW-8; guided-missile cruisers USS Philippine Sea (CG 58) and USS Hue City (CG 66); and DESRON-22 guided-missile destroyers USS Laboon (DDG 58) and USS Truxtun (DDG 103).

The most recent aircraft carrier strike group to operate in the U.S. 6th Fleet area of operations was the Dwight D. Eisenhower Carrier Strike Group (Ike CSG). The Ike CSG conducted strikes in from the eastern Mediterranean Sea in support of OIR June 28-July 7, 2016, and Dec. 6-12, 2016, completing 1,899 sorties in support of OIR.

BALTIC SEA (NNS) -- Guided-missile cruiser USS Hue City (CG 66) and Swedish corvette HSwMS Harnsand (K33) conducted a passing exercise (PASSEX), Feb. 10.

PASSEX is an exercise in which multiple ships operate in close vicinity of one another. The exercise strengthened both crews' knowledge and practical application in ship handling and navigation.

"The Swedish navy is among the world's most capable naval forces, and it is mutually beneficial for the United States and Sweden to operate together," said Capt. Dan Gillen, commanding officer of Hue City. "This PASSEX allowed the Hue City crew to operate and train with other professional mariners and strengthen the relationship between our navies and our countries."

A PASSEX is unique because it allows navies to operate closely and in ways static exercises do not allow. Also, it provides the crews with real-life situations to practice their everyday watchstanding and communication skills with foreign vessels.

Hue City continues to conduct maritime security operations and theater security cooperation efforts in the U.S. Navy's 5th and 6th Fleet areas of operation as part of the George H.W. Bush Carrier Strike Group (GHWBCSG).

GHWBCSG is comprised of the staff of CSG-2; aircraft carrier USS George H.W. Bush (CVN 77); the nine squadrons and staff of Carrier Air Wing (CVW) 8; Destroyer Squadron (DESRON) 22 staff, guided-missile destroyers USS Laboon (DDG 58) and USS Truxtun (DDG 103), and Danish guided-missile frigate HDMS Peter Willemoes (F 362); and Mayport-based USS Philippine Sea (CG 58) and Hue City.

WASHINGTON (NNS) -- More than 120 members of Reserve units throughout the Navy Installations Enterprise participated in Solid Curtain-Citadel Shield 2017, an anti-terrorism/force protection exercise conducted across Navy installations within the continental U.S.

During the exercise, members of the Reserve force came alongside their active-duty counterparts to augment crisis action teams and security forces at the headquarters, region, and installation in order to expeditiously respond to threats presented to military assets.

"I truly think we are a force multiplier in everything we do and especially when the nation calls -- and they call in crisis," said Rear Adm. Matthew O'Keefe, Reserve deputy commander, Navy Installations Command. "There are a lot of Reservists who have tremendous talents outside of what they do in uniform."

An example of the Navy harnessing these talents can be seen throughout the Navy security force (NSF).

According to Navy Security Force Naval Station Everett Commanding Officer, Ensign Mark Smith, a 26-year veteran of the Phoenix Police Department, "Navy security force personnel bring a unique perspective because many are civilian police officers or detention personnel. Their unique skill sets and civilian experience can bring a different perspective. They are fully-qualified NSF personnel, and can serve as an immediate resource."

As the security condition of the base increases, there is an increased need for security personnel. In the event of a crisis, the 72 Reserve NSF units at the individual installations around the world surge to augment their active-duty counterparts and ensure their force protection levels are able to be sustained.

Since it is hard to predict when a crisis will happen, budgeting for the response to a crisis is challenging.

"You can't budget for a crisis; you can plan, but you can't budget for it," said O'Keefe. "When something happens and we need to activate those operations centers, whether it's a terrorist event or a natural disaster, those unit folks come in and assume roles in the crisis action teams."

The Navy Reserve provides essential naval warfighting capabilities and expertise, strategically aligned with mission requirements. The Reserve force's flexibility, responsiveness, and ability to serve across a wide spectrum of operations clearly enhances the Navy total force.

Navy Installations Command is comprised of approximately 3,500 Reservists spanning a wide range of units around the world.

Navy Installations Command is responsible for the operations, maintenance, and quality of life programs to support the Navy's fleet, Sailors, and their families.

14 février 2017 – Le Secrétaire général de l'ONU, António Guterres, a annoncé mardi l'établissement d'une équipe interne chargée d'étudier une réforme de la stratégie, du fonctionnement et de l'architecture du Secrétariat en matière de paix et de sécurité.

Cette équipe, qui sera dirigée par Tamrat Samuel, soumettra au Secrétaire général des recommandations d'ici juin 2017, « afin de lancer un processus de consultations avec les États membres et les entités concernées et, à terme, de prendre les mesures appropriées en temps voulu », a précisé M. Guterres dans une déclaration à la presse.

« Ce travail important nécessitera à la fois l'expertise et l'expérience des hauts responsables et de tous les membres du personnel », a-t-il ajouté.

En attendant la mise en oeuvre de ces changements, le chef de l'ONU a décidé de prolonger dans leurs fonctions jusqu'au 1er avril 2018 le Secrétaire général adjoint aux affaires politiques, Jeffrey Feltman, le Sous-Secrétaire général à l'appui à la consolidation de la paix, Oscar Fernandez-Taranco, et le Sous-Secrétaire général à l'appui aux missions, Atul Khare.

Le Secrétaire général adjoint aux opérations de maintien de la paix, Hervé Ladsous, a informé M. Guterres qu'il n'était pas disponible pour une prolongation de son contrat actuel qui expire le 31 mars 2017. Le chef de l'ONU a indiqué son intention de nommer Jean-Pierre Lacroix, qui est actuellement le Directeur pour les Nations Unies et les organisations internationales au Ministère français des affaires étrangères, pour le remplacer.

M. Guterres a exprimé à M. Ladsous sa gratitude « pour ses efforts inlassables et son dévouement au maintien de la paix, en particulier en ce qui concerne la modernisation des capacités tant pour faire face aux crises multidimensionnelles que pour protéger les populations civiles ».

La nouvelle administration américaine, qui qualifiait récemment l’Iran d’«État terroriste», compte inciter les pays arabes à créer un bloc militaire pour faire face à Téhéran. Pourtant, l’Arabie saoudite et les Émirats arabes unis sont déterminés à bien obtenir de solides contreparties…

L'administration de Donald Trump et certains pays arabes négocient la mise en place d'une nouvelle alliance militaire au Proche-Orient, a annoncé mercredi le Washington Post citant des sources arabes.

Basée sur le principe de l'Otan selon lequel une attaque contre l'un ou plusieurs des membres est considérée comme une attaque contre tous, la nouvelle organisation devrait réunir l'Arabie saoudite, les Émirats arabes unis, l'Égypte, la Jordanie et aura pour objectif de « faire face à leur adversaire commun, l'Iran », indique le média américain.

Il est pourtant à noter qu'en cas de réalisation de ce projet, les États-Unis et Israël s'engageraient à accorder à l'alliance leur aide militaire et en matière de renseignement, sans toutefois faire partie du bloc.

Quant à l'Arabie saoudite et des Émirats arabes unis, leur intention de rejoindre l'alliance n'est pas désintéressée. Selon le Washington Post, les deux pays cherchent à obtenir de Donald Trump l'annulation de la loi qui permet aux familles de victimes d'attentats organisés par les groupes terroristes internationaux d'attaquer en justice les pays qui les soutiennent.

Un document qui a été adopté en septembre par Barack Obama et qui représente une menace avant tout pour Riyad, car il autorise de nombreux Américains qui ont perdu leurs proches dans les attaques du 11 septembre 2001 à poursuivre l'Arabie saoudite.

WASHINGTON (NNS) -- An Ohio-class ballistic missile submarine assigned to Submarine Group 9 completed a Follow-on Commander's Evaluation Test (FCET) Feb. 16, resulting in four successful test flights of Trident II D5 missiles. Designated FCET-53, the operation spanned a three-day period.

The primary objective of an FCET is to obtain, under operationally representative conditions, valid reliability, accuracy, and performance of the missile system for use by Commander, Strategic Command and the Joint Chiefs of Staff.

Safety of the public was paramount throughout the mission. The missiles were unarmed and all launches were conducted from the sea, flew over the sea, and landed in the sea. At no time did the missiles fly over land.

A credible, effective nuclear deterrent is essential to national security and the security of U.S. allies and friends. The Trident II D5 missile is a submarine-launched ballistic missile which is one part of the nation's strategic deterrent triad. As the most survivable leg of the triad, it provides the national command authority with assured second-strike capability. Since its introduction to the fleet in 1989, the Trident II D5 missile has completed 165 successful test flights.

SINGAPORE (NNS) -- Staff from Navy Supply Systems Command, Fleet Logistics Center (NAVSUP FLC) Site Singapore are conducting load-out and logistical support for Military Sealift Command expeditionary fast transport USNS Fall River (T-EPF 4) in Singapore Feb. 16.

The load-out and support are initiating the final preparation phase for the 12th annual Pacific Partnership mission which will run March-June.

Fall River is the mission platform for Pacific Partnership 17, a multilateral mission which helps nations improve disaster response preparedness and capacity while enhancing partnerships throughout the Indo-Asia-Pacific region.

"We are handling all of the critical logistical support for Pacific Partnership, including husbanding services associated with the departure of Fall River from Singapore and the various port visits for each of the missions, lodging for the participating personnel, transportation, phones for communication purposes, engineering and medical supplies," said Carolyn McCloskey, FLC Site Singapore supervisory contracting officer, Husbanding Branch.

FLC Site Singapore manages the Navy's supply system throughout south and southeast Asia, providing logistical support to surface ships, submarines, aircraft, and expeditionary forces operating in the region. The Singapore team will manage all contracting actions associated with Pacific Partnership.

The logistical support provided by FLC Site Singapore throughout Pacific Partnership will enable the mission staff and team from Coastal Riverine Group 1, Task Force 73, and Military Sealift Command Far East to focus on completing the day-to-day operations, enhancing the overall effectiveness of the mission.

"Historically, logistical support determines the success of any mission," said Lt. Broward Maryan, deployed contracting officer for Pacific Partnership missions.

"By providing complete and thorough logistical support throughout the mission, we enable our partners from CTF 73 and MSCFE to put all their energy into ensuring Pacific Partnership 17 is successfully carried out."

NAVSUP FLC Yokosuka, one of eight fleet logistics centers under NAVSUP Global Logistics Support (GLS), is the western Pacific region's largest U.S. Navy logistics command. The enterprise networks more than 20 sites and fuel terminals from Misawa, Japan, to Sydney, Australia; Diego Garcia in the Indian Ocean to Guam, with a mission to serve the Indo-Asia-Pacific region's forward-deployed maritime forces with 24/7 operational logistics support integrating an extensive service provider network to deliver fuel, material, mail and supply chain services across the U.S. Navy's largest geographical AOR.

NAVSUP GLS provides global logistics for a global Navy. The organization is made up of approximately 6,300 military and civilian logistics professionals operating from 105 locations worldwide, providing an extensive array of integrated global logistics and contracting services to Navy, Marine Corps, joint operational units, and allied forces across all warfare enterprises.

WASHINGTON, Feb. 15, 2017 — Chairman of the Joint Chiefs of Staff Marine Corps Gen. Joe Dunford will meet with his Russian counterpart tomorrow in Baku, Azerbaijan, according to a statement from the chairman’s office.

The chairman and Chief of the Russian General Staff Gen. Valeriy Gerasimov will discuss a variety of issues, the statement said, including the current state of U.S.-Russian military relations and the importance of consistent and clear military-to-military communication to prevent miscalculation and potential crises.

NATO Secretary General, Mr. Jens Stoltenberg, will host the Vice President of the United States of America, the Honorable Michael Pence, at NATO Headquarters on Monday, 20 February 2017.

The press point will be streamed live on the NATO website and available free of charge on satellite in Europe, the Middle East and North Africa (EU7B or EU10A), the Americas (NS806 or IS34) and Asia (Asiasat5). The technical parameters of this transmission are available at www.eurovision.net/synopsis. The press conference will be available during live transmission and after the event in original sound, English, French, and Russian.

Still and video imagery of the meeting will be available after the event on the NATO website.

Accreditation

Access by the media is encouraged as of 13h30. Media representatives should bear in mind that security checks will take some time, and that space in the main entrance is limited. When full, media representatives will be able to follow the joint press point from the media filing centre on closed circuit television.

Journalists holding a 2017 NATO media pass will have access to the press conference as usual, upon presentation of their pass.

Media representatives who do not hold a 2017 NATO media pass will need to request accreditation directly at the main entrance of the NATO Headquarters on 20 February, starting from 12h00.

They will have to present an ID and a valid press card (provided by a recognized national professional body of a NATO country - i.e. government, professional association or union, etc.)


Media representatives that do not hold a valid press card (as listed previously) are invited to send a signed letter from their editor to NATO Press & Media Service, not later than 16h00 on Friday 17 February 2017 (Fax:+32.2.707.1399, email: moc@hq.nato.int).

Please note that a security check will take place, and security personnel will examine equipment and personal effects carried onto the site.
