Dans le cadre d’une lutte conjointe contre le terrorisme et d’une coopération militaire plus étroite, Téhéran s’engage à permettre à Moscou d’utiliser «au cas par cas» ses installations militaires pour combattre les djihadistes.

Le ministre iranien des Affaires étrangères Mohammad Javad Zarif a indiqué mardi que la Russie serait autorisée « au cas par cas » à utiliser des bases aériennes en Iran pour mener des opérations en Syrie.

Une délégation iranienne, conduite par le président Hassan Rohani et comprenant M. Zarif, est arrivée lundi à Moscou. La crise syrienne et d'autres sujets d'ordre régional seront abordés aujourd'hui au Kremlin lors d'une rencontre avec Vladimir Poutine, a ajouté le ministre iranien. « La Russie ne possède pas de base militaire (en Iran, ndlr). Nous avons une bonne coopération, au cas par cas. Lorsque les Russes devront utiliser des installations iraniennes pour combattre le terrorisme, nous prendrons une décision », a expliqué M. Zarif.

Les positions de Moscou et de Téhéran coïncidant sur une série de questions primordiales, la République islamique d'Iran aspire à une alliance stratégique avec la Russie dans la région du Proche-Orient, a déclaré début février dans une interview à la chaîne libanaise Al Mayadeen le président du parlement iranien, Ali Larijani.

L'Iran, la Russie et la Turquie sont les garants de la trêve en Syrie, pays déchiré depuis six ans par un conflit armé. C'est grâce à la médiation de ces que la capitale kazakhe, Astana, a accueilli les premiers pourparlers directs entre les autorités syriennes et l'opposition.

Des plots et des barrières empêchent d'éventuels véhicules de foncer sur ces places touristiques de Londres

La mairie de Londres a décidé d'installer des plots et des barrières autour de deux des sites les plus touristiques du pays, afin d'éviter que ne se reproduise une attaque terroriste similaire à celle survenue à Westminster le 22 mars.

Dans la crainte d'une réplique de l'attentat commis à Westminster le 22 mars dernier, les autorités britanniques ont décidé de placer des barrières de protection aux abords du château de Windsor et du palais de Buckingham, à Londres.


Ces mesures de sécurité visent notamment à protéger la très touristique cérémonie de la relève de la garde, qui attire de nombreux curieux chaque jour au centre de la capitale britannique. Des plots en métal ont ainsi été installé face à l'entrée du bâtiment.



Permettant de laisser circuler les piétons ainsi que les véhicules occasionnellement autorisés à accéder à la zone, ces barrières tranchent avec le décor pittoresque de ces lieux emblématiques du centre de Londres.



Le 22 mars 2017, Khalid Masood a foncé en voiture dans la foule sur le pont de Westminster, avant de poignarder un policier à proximité du Parlement britannique. Il a ensuite été abattu par les forces de l'ordre. Le bilan de l'attaque, revendiquée par Daesh, est de cinq morts (dont l'assaillant) et une quarantaine de blessés.

En février dernier, c'est la ville de Paris qui avait annoncé qu'elle installerait un mur de verre pare-balles de 2,50 mètres de haut à partir de l’automne 2017 autour de la tour Eiffel. Ce dispositif permanent, élargi et plus «esthétique», a pour ambition de renforcer la sécurité du monument emblème de Paris.

Le Brexit n'a pas entamé la volonté franco-britannique de coopération sur le domaine stratégique militaire

La France et le Royaume-Uni ont signé le 28 mars un accord pour le lancement d'un projet de futurs missiles avec le groupe européen MBDA, confirmant la solidité de la coopération stratégique franco-britannique, malgré le Brexit.

C’était l’un des arguments favoris des opposants au Brexit : en sortant de l’UE, le Royaume-Uni risquait de se retrouver isolé sur la scène européenne. Reste que le 28 mars, l'accord, signé à Londres en présence de Harriett Baldwin, ministre britannique des Acquisitions de défense, et Laurent Collet-Billon, directeur général de l'armement (DGA), scelle une nouvelle collaboration franco-britannique dans le domaine des missiles.

Date symbolique, l’accord intervient à la veille de l'activation de l'article 50 du Traité de Lisbonne qui lancera officiellement le processus de sortie de l'Union européenne du Royaume-Uni.

100 millions d’euros sur la table

Financé à parts égales par la France et le Royaume-Uni, le programme de Futur missile antinavire/Futur missile de croisière (FMAN/FMC) «est un nouvel exemple du travail en commun dans le cadre du traité de Lancaster House», indique un communiqué du ministère britannique de la Défense (MoD).

D'une valeur de 100 millions d'euros, la phase de conception du FMAN/FMC sera partagée entre les deux nations à égalité en quantité et qualité de charge de travail. La DGA agira en tant qu'autorité contractante pour cette phase de conception auprès du missilier européen MBDA.

«Notre relation avec la France est forte et durable. Nous avons une longue histoire de coopération en matière de défense et de sécurité avec notre allié européen», a déclaré Harriett Baldwin. «Le Royaume-Uni est fermement attaché à la sécurité de l'Europe, comme il le montre en ayant le budget de défense le plus élevé du continent, et nous continuerons de coopérer sur des programmes de défense européens», a-t-elle ajouté.

Londres et Paris n'ont eu de cesse depuis le vote britannique en faveur du Brexit de marquer leur attachement à la relation stratégique franco-britannique, et d'assurer qu'elle ne serait pas affectée par la sortie du Royaume-Uni de l'Union européenne.

«Nous lançons aujourd'hui une nouvelle phase majeure de notre coopération bilatérale», a de son côté déclaré Laurent Collet-Billon.

Le PDG de MBDA, Antoine Bouvier, a lui estimé que «seule la coopération permettra sur le long terme à l'industrie européenne de garder la masse critique pour continuer d'offrir à l'Europe un accès indépendant aux technologies de souveraineté».

MBDA est une coentreprise d'Airbus Group (37,5%), du britannique BAE Systems (37,5%), et de l'italien Leonardo (ex-Finmeccanica, 25 %).

Les extrémistes, qui ont fait le djihad au Proche-Orient, rentrent en Europe, mais la justice des pays européens a du mal à les poursuivre. :roll: D’après la chaîne TV Sky News, au moins 400 djihadistes seraient dernièrement rentrés au Royaume-Uni.

Plus de 400 Britanniques partis faire le djihad en Irak ou en Syrie se trouveraient actuellement sur le sol britannique, d'après des sources sécuritaires citées lundi par la chaîne de télévision Sky News.

Selon les autorités, la menace terroriste est en hausse au Royaume-Uni. Le pays pourrait être la cible d'attaques à la bombe et de fusillades pareilles à celles perpétrées en France et en Belgique, vue que beaucoup de djihadistes rentrés dans leur pays natal savent manier les armes et fabriquer des bombes artisanales.

Le retour des djihadistes en France: ses causes et ses effets


Les services de sécurité et la police œuvrent pour éviter de nouveaux attentats organisés par des terroristes comme Khalid Masood, auteur de l'attaque à la voiture bélier du 22 mars à Londres, qui a été revendiquée par le groupe terroriste Daech. Lutter contre les djihadistes rentrés du Proche-Orient n'est pas une mission facile, d'autant plus que les mains de la police sont liées par des restrictions légales, d'après Tony Long, ancien expert des armes à feu à Scotland Yard. Une petite proportion des djihadistes britanniques rentrés au Royaume-Uni sont poursuivis par la justice, rappelle la chaîne. Les autorités manquent souvent de preuves quant à la nature de leurs activités à l'étranger.

« Il s'agit de soldats endurcis par le combat, ils ne sont peut-être pas si bien entraînés que les soldats de l'Otan, mais ils ont vu plus de combats rapprochés et de rue que la plupart des militaires britanniques. Il faut en tenir compte », estime M. Long.

La France, terreau des djihadistes ou comment Valls justifie l’état d’urgence

Le Royaume-Uni n'est pas le seul pays européen à faire face à une menace terroriste. En novembre dernier, les services de renseignement français ont fait état de la présence de quelque 700 djihadistes français en Irak et en Syrie. Quelque 200 personnes sont déjà rentrées dans l'Hexagone. La Belgique a évoqué en février le nombre de 117 djihadistes belges ayant regagné leur pays. Or, selon le journaliste David Thomson, auteur de l'ouvrage Les Revenants sur le sujet, les djihadistes rentrant de Syrie ou d'Irak ont rarement abandonné leur idéologie islamiste.

Il y a plus de dix ans, des groupes de terroristes d'Al-Qaïda ont organisé des attaques en Europe et aux États-Unis. Les auteurs des attentats perpétrés à Londres le 7 juillet 2005 avaient suivi une formation dans des camps d'entraînement d'Al-Qaïda au Pakistan et en Afghanistan.

Lithuania is determined to increase its defense spending amid US calls to meet the alliance's 2 percent defense spending target, Lithuanian Foreign Minister Linas Linkevicius told reporters on Tuesday.

WASHINGTON (Sputnik) — When asked whether Lithuania supports the US call to increase contributions to the NATO, Linkevicius said, "We have decided on it ourselves, because for a long time there was lack of the funding."

"We have an interparty agreement with all the parties of the whole spectrum, and this plan will be supported by political will," he added. "So, it is not just that we agree, we made this decision ourselves."

Linkevicius added that next year the country’s defense budget will amount to 2,07 percent of GDP.

Lithuania’s defense budget in 2017 stands at 723 million euros ($762.3 million) or 1.8 percent of GDP. In February, the Lithuanian State Defense Council suggested allocating 149.2 million euros ($157.1 million) for the defense ministry in the state budget of 2018.

The issue of the contributions to the alliance has been raised repeatedly by the new US administration, insisting on all countries honoring their NATO budget responsibilities.

The target of spending 2 percent of the GDP mandated by NATO was adopted at the alliance's September 2014 Summit in Wales, with only five countries, including the United States, meeting the required standard, according to NATO figures.

COLOMBO, Sri Lanka (NNS) -- 11th Marine Expeditionary Unit (MEU) arrived in Colombo, Sri Lanka, for a Theater Security Cooperation (TSC) engagement.

This is the second military-to-military exchange with Sri Lanka for the Makin Island Amphibious Ready Group (ARG) and 11th MEU during their multimonth deployment to both the Indo-Asia-Pacific and Middle East regions. USS Somerset (LPD 25) and embarked Marines of the 11th MEU participated in a TSC with Sri Lanka Marines and sailors at Trincomalee Naval Base in November 2016.

This iteration of ongoing U.S.-Sri Lanka military exchanges focuses on the infantry and logistical skills necessary to implement humanitarian assistance and disaster relief operations. The training will culminate with a full scale, bilateral humanitarian assistance mission exercise.

"This is a great opportunity to continue our partnership with the Sri Lankan Marine Corps," said Lt. Col. Patrick Reynolds, commanding officer, Combat Logistics Battalion 11, 11th MEU, and commander of troops embarked aboard USS Comstock. "This exchange is a unique experience for our young non-commissioned officers to impart our history, traditions, and training to the world's newest Marine Corps. The training will focus on the fundamentals of security operations and considerations for planning and executing humanitarian assistance/disaster relief operations."

U.S. Marines will also work to provide increased familiarization of Marine Corps tactics and equipment to advance Sri Lanka Marine Corps' knowledge and expertise. Topics of exchange include basic offensive and defensive tactics; combat lifesaving skills; tactical convoy operations; humanitarian assistance and disaster relief training; and amphibious assault vehicle familiarization.

The Comstock crew will host their Sri Lankan navy counterparts for shipboard tours and familiarization of naval damage control procedures.

Additionally, Sailors and Marines will have an opportunity to conduct an outreach project at an orphanage and experience the culture of Sri Lanka. Finally, sporting activities and a concluding BBQ reception will round out the activities, allowing forces from both nations to build bonds in parallel with training.

"The U.S. Navy has a good relationship with the Sri Lanka navy and specifically with the Makin Island ARG-11th MEU team," said Cmdr. Bradley Coletti, commanding officer, USS Comstock. "Our counterparts aboard USS Somerset recently conducted a meaningful exchange with the Sri Lankan navy, which was a great success for both of our militaries and countries. We hope to build upon that success and do what we can to exchange best naval practices for regional security and humanitarian assistance, and to ensure a bright future for further bilateral engagements like this."

Approximately 325 Marines and Sailors from the Makin Island ARG/11th MEU and 175 Marines and Sailors from the Sri Lankan navy and Marine Corps are expected to participate in the TSC. The U.S. units involved are Company B, Battalion Landing Team 1st Bn., 4th Marines; Combat Logistics Detachment 113, Combat Logistics Battalion 11; and USS Comstock.

The Sailors and Marines of Comstock and 11th MEU will also have the opportunity to experience the sites and history of Sri Lanka as part of the visit.

USS Comstock, assigned to the Makin Island ARG, and embarked 11th MEU are on scheduled deployment to the U.S. 7th Fleet and 5th Fleet area of responsibilities.

ARG/MEUs provide senior U.S. military leadership and coalition partners with a flexible force, which can rapidly respond to contingencies and crises within a region. With ships, aircraft, troops, and logistical equipment, the ARG/MEU is a self-contained and self-sustained task force capable of conducting a variety of missions from combat operations to providing humanitarian assistance.

ARABIAN SEA (NNS) -- In the 21st century, Americans have increasingly recognized the value of diversity in the workplace and the U.S. Navy is no exception. The Judge Advocate General (JAG) Corps has taken an active part in developing this initiative through their involvement with the National Black Law Students Association (NBLSA).

In order to develop a more diverse Navy, the JAG Corps recently launched a revamped diversity organization liaison program. A key architect of this initiative is Lt. Cmdr. Mishonda Mosley, judge advocate on board USS George H.W. Bush (CVN 77).

"The Navy JAG Corps launched this diversity initiative because we've realized over the years that a diverse group of lawyers makes for a good group of lawyers for the Navy, and I wanted JAG Corps recruiting efforts to reflect that," said Mosley. "The Navy is diverse and therefore we want to make sure that its lawyers represent the entire fleet."

Through the program, judge advocates who have served with distinction are assigned as liaisons to different diversity organizations. Those selected are tasked with building strong and lasting relationships with these organizations over a number of years.

"Different groups need to be represented, whether it's women, Native Americans, Hispanics, African-Americans, Asian-Americans and so on," said Mosley. "I am one of two JAG Corps liaisons to the National Black Law Students Association (NBLSA) because I have long-standing ties to the organization, which I hope to strengthen now as Navy judge advocate."

Founded in 1968, the NBSLA's goal is to increase the number of African American and minority attorneys by providing them with educational resources and opportunities. As a liaison, Mosley attended NBLSA's national convention in Houston, Texas, March 8-10 to recruit graduating students for service in the JAG Corps and to lay the groundwork for the program.

"It was quite an honor to find out that the liaison program I had developed would be the one that other diversity organizations would follow," said Mosley. "I have quite an intimate knowledge of how NBLSA works. I was elected to the position of national chair in my first year of law school and re-elected the year after, so I do have some significant historical ties with the organization."

One of the challenges the liaison program faces in recruiting minorities for the military is finding students who have graduated, or are about to graduate, who have not already received job offers from law firms or other government entities. Additionally, many lawyers are the first in their family to achieve this milestone and are concerned with family obligations.

"The revamped liaison program allows us to stay engaged with organization members early on," said Mosley. "[At] Every major meeting, event or retreat, we engage with them to keep an open dialogue and put to rest any concerns they may have about the military option."

Transitioning to a reworked program, in addition to being a liaison and representative of the Navy, GHWB and the JAG Corps is a role that Mosley does not take lightly.

"I am extremely grateful to the commanding officer for supporting the effort," said Mosley. "I'm glad we have the kind of leaders that look at the bigger picture for the Navy. Loaning their assets during a deployment is unusual, but they realized how it would serve the greater good."

The Navy, like the nation it serves, is ever-changing and progressing with the times. Like Mosley, men and women who serve are looked upon to spearhead the drive for a more diverse team.

The George H.W. Bush Carrier Strike Group is conducting naval operations in the U.S. 5th Fleet area of operations in support of U.S. national security interests.

WASHINGTON (NNS) -- Chief of Naval Operations (CNO) Adm. John Richardson met in London with the First Sea Lord of the United Kingdom, Adm. Sir Philip Jones, Royal Navy and Chief of Naval Staff, Adm. Christophe Prazuck, French Navy, March 27.

This is the first time the three chiefs have held such an event. The importance of such collaboration can't be overstated given the increase in maritime competition worldwide and recent geo-political events.

As a result of the half-day session, the three chiefs of Navy affirmed their commitment to increased interoperability in a signed agreement that stated, "We believe this increased trilateral cooperation will help secure a future that is not only in the interests of our three nations, but in the common interests of our allies, partners, and all likeminded nations who are committed to peace, prosperity, and maritime security."

The U.S., U.K. and French navies have regularly operated together around the world. During this trilateral event, the three chiefs agreed there is room for more joint operations and for enhanced cooperation in the undersea domain and power projection.

Each navy is committed to an open and free maritime system based on respect for international law. Continued trilateral engagement and cooperation is in the interest of each individual country, NATO and the overall maritime community.

WATERS SURROUNDING THE KOREAN PENINSULA (NNS) -- U.S. Navy and Republic of Korea (ROK) Navy ships commenced the maritime portion of exercise Foal Eagle 17, March 21.

The Arleigh Burke-class guided-missile destroyers USS McCampbell (DDG 85), USS Barry (DDG 52) and USS Stethem (DDG 63) participated in Foal Eagle 2017 with the ROK Navy. Capt. Jeff Bennett, commander, Destroyer Squadron (DESRON) 15, embarked on McCampbell to lead the event. The Carl Vinson Strike Group and various units from the U.S. Army and U.S. Air Force also participated in the exercise.

Foal Eagle 17 is a series of annual defense-oriented training events designed to increase readiness to defend the ROK, protect the region, and maintain stability on the Korean Peninsula. The exercise is conducted by ROK-U.S. Combined Forces Command and United States component commands in Korea, to include ground, air, naval and special operations.

"We continue to advance the complexity and combined level of effort for this mission. This is the best level of effort we have achieved in recent years; perhaps ever," said Bennett, "It is truly impressive to see the combined effort in this mission and great teamwork between U.S. Army AH-64s, all-day and night support from U.S. Air Force A-10s, Commander Task Force (CTF) 72 and ROK Navy Maritime Patrol Reconnaissance Aircraft (MPRA), U.S. Air Force JSTARS, our destroyers, and ROK Navy units."

During Foal Eagle 17, DESRON 15 was the U.S. lead for maritime operations in the waters to the west of Korean Peninsula.

DESRON 15 and ROK Navy 2nd Fleet improved interoperability skills through events that focused on command-and-control skills, anti-air defense, anti-surface warfare, anti-submarine warfare, opposed replenishments, and maritime interdiction operations.

While conducting the exercise at sea, McCampbell's embarked MH-60R Seahawk helicopters, attached to the "Warlords" of Helicopter Maritime Strike Squadron (HSM) 51, operated with U.S. Air Force A-10 Thunderbolt II planes, U.S. Army AH-64 Apache helicopters, and U.S. Army UH-60 Blackhawk helicopters.

"This exercise greatly advanced our interoperability skills," said Cmdr. Ed Angelinas, McCampbell's commanding officer. "It was a great opportunity for McCampbell to work with other DESRON 15 destroyers, and U.S. Army and U.S. Air Force counterparts in a combined maritime operation with the ROK Navy."

McCampbell, Barry, and Stethem, each with crew of about 300 Sailors, are conducting routine patrols to support security and stability within the Indo-Asia-Pacific region.

NORFOLK (NNS) -- Commander, Naval Information Forces (NAVIFOR), Rear Adm. Matthew Kohler, announced the initial operational capability of the Naval Information Warfighting Development Center (NIWDC) in Norfolk, Virginia, March 27.

"The establishment of the Naval Information Warfighting Development Center is a significant step forward for Information Warfare and Navy warfighting," said Kohler.

"Among other capabilities, NIWDC will deliver advanced Information Warfare training; tactics, techniques and procedures; as well as Information Warfare tactics instructors. Above all, it will be a place for innovation," he continued.

First at the helm to lead the NIWDC is Capt. John Watkins, originally from San Diego who recently served on Commander, Third Fleet Staff as the Assistant Chief of Staff for Command, Control, Communications, Computers and Intelligence (C4I).

Watkins has served in the U.S. Navy since his commissioning in 1991 and obtained a Master of Science in Information Technology Management. In 1997, he transferred from the Surface Warfare Community to eventually become an Information Professional Officer.

"This is a significant milestone in Naval Information Warfare history and I am humbled and honored to be a part of it and the first to lead this command," said Watkins, a Navy Reserve Officers Training Corps graduate from the University of San Diego.

Watkins went on to say, "a key objective of the NIWDC is to provide hard-hitting, Fleet-relevant information warfighting effects as soon as possible; the demand signal is strong and we are ready to deliver."

Similar to other warfighting development centers, NIWDC's mission will include training and assessing information warfare forces in advanced tactics, techniques and procedures at the individual, unit, integrated or advanced, and joint levels, ensuring alignment with the information warfare training continuum.

NIWDC will also support and coordinate information warfare initiatives that are advancing capabilities in the other warfighting development centers - Naval Aviation Warfighting Development Center, Naval Surface and Mine Warfighting Development Center, Navy Warfare Development Command, Undersea Warfighting Development Center and Navy Expeditionary Warfighting Development Center.

The NIWDC will be one of 74 commands under NAVIFOR. Per tasking from U.S. Fleet Forces Command, NIWDC is to achieve full operational capability by April 2019.

A new batch of French military hardware and vehicles has arrived in Estonia as part of a massive military buildup by NATO in Eastern Europe to deter “Russian aggression.”

According to a statement released by Estonia’s Ministry of Defense, more than 30 units of military equipment of the French contingent, including four Leclerc tanks, 13 infantry fighting vehicles, and dozens of armored carriers and all-terrain vehicles, arrived in the railway station of the Estonian mid-northern town of Tapa on Wednesday.

Last Saturday, the Estonian military had announced that the first French contingent of the international NATO battalion had reached the training base in Tapa, where the French will be based.

Fifty French soldiers have also been stationed in Estonia, with another 250 troops due to arrive in April.

British soldiers have also been deployed to Estonia. Britain sent its first group of troops to the Baltic country on Friday. The 120 British soldiers are part of a total of 800 troopers to be sent from the UK to Estonia.

In July 2016, the US-led military alliance decided to deploy a so-called Enhanced Forward Presence force to three Baltic states — Estonia, Lithuania, and Latvia — as well as Poland.

The military alliance has been particularly boosting its military presence in Eastern Europe since the outburst of the Ukrainian crisis some three years ago, claiming that Russia’s alleged interference in that conflict has been the reason behind the military buildup.

Crimea declared independence from Ukraine on March 17, 2014, and formally applied to become part of Russia following a referendum. Its subsequent integration with Russia has been perceived by the US and other Western countries as an “annexation,” and, since then, the West has imposed several rounds of sanctions against Moscow to force it to return control of the peninsula to Ukraine. The Western countries also accuse Russia of having been involved in an armed conflict in Ukraine’s east, which broke out when Kiev launched military operations to crack down on pro-Russia demonstrations there. Moscow denies the accusations.

Russia has described the deployment of NATO forces near its borders as a threat and has on numerous occasions warned against NATO’s eastward expansion. Moscow says deploying an expected 4,000 troops plus many types of military hardware in Estonia, Latvia, Lithuania, and Poland would only lead to a security imbalance in Europe.

Earlier this month, military chiefs from Russia and the Western alliance held their first high-level contact after NATO unilaterally froze ties with Moscow over the crisis in Ukraine.

"NATO is offering jobs to Russian-speaking actors ready to play civilians in the alliance’s military drills ... it’s seeking actors to represent Russian-speaking 'Civilians on the Battlefield,' such as farmers or shopkeepers, in unspecified conflict regions. The actors are needed for the upcoming exercises at the American training base in Hohenfels, Bavaria, set to start on April 28 and run through May 15. The description states that the engagement of Russian-speaking actors will provide a 'realistic practice scenario and therefore ideal preparation for upcoming deployment of the soldiers to conflict regions.' It does not give any further details on the regions the actors will represent ... The ad also says some 10 'villages,' consisting of about 10-30 houses, will be built for the war games, and applicants are expected to stay there for three weeks to create conditions for the US military 'as close as possible to the real ones.' Some 30 to 100 extras are required for each village, indicating the approximate scale of the exercise ... The actors are banned from leaving the territory of the training base during the drills, as well as from using mobile phones and other gadgets 'for security reasons.' The ad even states the actors will be provided with special vests with infrared sensors for the military to calculate how many civilians 'suffered' during the 'fighting'"

Perhaps FSB or GRU operatives will volunteer to participate. They tend to be fluent in Russian and knowledgeable of Russian culture. Perhaps Russia will desire to monitor the exercise in an official capacity as well, via observers.

"We are particularly looking for employees with German and English skills ... Good English and German skills are required for all participants. In addition, good language skills in Russian, Polish or Czech are of great advantage ... The participants play small extras such as a cattle breeder, shopkeeper or even the mayor of a village in Afghanistan, which sometimes mediates and negotiates with the present US armed forces ... You should bring the following skills: Good language skills in Russian, Basic English skills"

Interesting that this exercise is to simulate operations in Afghanistan, but Farsi is neither a required nor desired language skill. Despite contradictions, there does seem to be an emphasis on Russian language proficiency.

The Kremlin is not tracking upcoming NATO drills in Germany, which is recruiting Russian-speaking extras, Kremlin spokesman Dmitry Peskov said Friday, expressing confidence that the relevant special services are doing that job.

MOSCOW (Sputnik) — On Thursday, the German company Optronic HR confirmed recruiting Russian speakers for upcoming NATO drills involving US troops. A US army representative then told Sputnik the war games were not rehearsals for specific combat scenarios but were designed to train troops to deal with civilians from different countries while executing various assignments.

"There is no tracking in the Kremlin. We have special services, we have intelligence, we have military intelligence. I am convinced they have all the possible information," Peskov told reporters.

Russian-Speaking Extras at NATO Drills in Germany Aimed to Practice 'Possible Hostilities'

The job ads offered Russian speaking extras a daily 88-120 euros ($94-$129) for pretending to be farmers, shop owners and other improvised local residents in fictitious villages that were set up at the Hohenfels training grounds for upcoming NATO drills due to take place on April 28-May 15. The relevant job ad is still up on the Optronic HR website us-statisten.de and states that the extras will represent the local population of a crisis-hit region in order for NATO troops to prepare for missions abroad. The extras are expected to have a basic knowledge of English, German, Polish or Czech aside from Russian. They will wear infrared detectors to determine if they would have been hit by soldiers on battlefield.

MOSCOW (Sputnik) – On Thursday, NATO Secretary General Jens Stoltenberg said that the Alliance had never imposed any programs or actions on Moldova and respected its neutral status. "The Moldovan side reaffirms readiness to discuss possible signing of respective political declarations on the permanent neutral status of the Republic of Moldova as an element of mutually beneficial conditions for Moldova-NATO cooperation," the statement said.

Moldova is constitutionally neutral, which means it does not participate or support any belligerents in wars. Moldova cooperates with NATO after joining the Partnership for Peace in 1994 and under the Individual Partnership Action Plan.

According to the results of the poll released by the Public Opinion Fund of Moldova on March 23, some 53 percent of voters would not support Moldova joining NATO, with only 23 percent voting in favor of it.

L’intention des États-Unis d’organiser des exercices en Allemagne avec la participation de figurants jouant le rôle de Russes témoigne des projets de préparatifs à des opérations militaires à l’encontre la Russe, estime le sénateur russe Alekseï Pouchkov.

Alekseï Pouchkov, membre de la commission de la défense et de la sécurité du Conseil de la Fédération (chambre haute du parlement russe), a déclaré à Sputnik que l'intention de l'Otan, notamment de l'armée des États-Unis, d'organiser en Allemagne des exercices avec la participation de figurants jouant le rôle de Russes témoignait des intentions hostiles de l'alliance axées sur les préparatifs d'opérations militaires contre la Russie.

Le sénateur a ajouté que la Russie devait exprimer sa position à l'égard de ces exercices par le biais des ministères des Affaires étrangères et de la Défense et du Conseil Russie-Otan.

« J'estime que nous devons, certes, faire une notification par le biais du Conseil Russie-Otan et par le biais du ministère des Affaires étrangères et du ministère de la Défense, car une information de ce genre traduit, sans aucun doute, des intentions hostiles axées sur les préparatifs en vue d'opérations militaires contre la Russie, bien que leurs déclarations publiques affirment le contraire », a déclaré Alekseï Pouchkov.

L’Otan organise un casting pour le rôle de Russes pendant ses manœuvres

L'agence de recrutement allemande Optronic GmbH avait confirmé précédemment avoir organisé un casting pour le rôle de Russes pendant des manœuvres militaires américaines en Allemagne. L'agence proposait une rémunération journalière allant de 88 à 120 euros pour une durée de deux semaines. L'agence a précisé sur son site que la connaissance du polonais et du tchèque était appréciée et que les personnes enrôlées participeraient à des « exercices d'entraînement de l'armée US » et « représenteraient la population civile dans des régions en proie à la crise ».

« Cela (la participation de figurants, ndlr) permettra de rapprocher de la réalité le scénario des exercices pour les militaires et, ainsi, de leur assurer un entraînement optimal pour des missions étrangères », explique l'agence sur son site.

Pour ses premiers pas à l'Otan, le secrétaire d'Etat américain Rex Tillerson a exigé vendredi de ses alliés européens qu'ils dépensent plus pour leur défense afin de préserver le lien transatlantique, et dénoncé l'"agression" russe contre l'Ukraine.

Le nouveau chef de la diplomatie américaine a passé à peine cinq heures à Bruxelles pour sa première réunion des ministres des Affaires étrangères des 28 pays de l'Alliance atlantique, au moment où les Européens s'inquiètent pour leur sécurité collective depuis l'arrivée au pouvoir de Donald Trump, perçu comme isolationniste.

Les Etats-Unis, première puissance militaire mondiale - avec un budget annuel que le président américain veut porter en 2018 à 639 milliards de dollars - assurent 68% des dépenses de défense cumulées des membres de l'Otan.

Depuis des années, bien avant l'arrivée à la Maison Blanche du républicain, Washington estime qu'il contribue trop au "partage du fardeau" par rapport à ses alliés européens. A la suite de son prédécesseur démocrate Barack Obama, Donald Trump réclame donc que tous les pays de l'Alliance consacrent à leur défense au moins 2% de leur Produit intérieur brut (PIB).

Les Européens s'y étaient engagés sur dix ans lors d'un sommet de l'Otan au Pays de Galles en 2014. A ce jour, seuls cinq pays y sont parvenus.

A son arrivée à Bruxelles, le discret Rex Tillerson a aussitôt réclamé que l'Europe "augmente" ses dépenses et investissements militaires d'ici à 2024.

Accélérer les efforts


"Les alliés qui n'ont pas de programmes concrets pour dépenser 2% du PIB en matière de défense d'ici à 2024 doivent les mettre en place maintenant. Ceux qui ont un programme pour atteindre 2% doivent accélérer leurs efforts et produire des résultats", a martelé l'Américain.

Il a indiqué que les chefs d'Etat et de gouvernement devaient approuver cet objectif au cours de leur sommet, avec le président Trump, prévu le 25 mai à Bruxelles. Il faut "que d'ici à la fin de l'année tous les alliés aient rempli leurs engagements ou mis en oeuvre des programmes qui précisent clairement comment" y arriver, a insisté M. Tillerson.

Car, a-t-il prévenu, "les États-Unis ne peuvent plus maintenir une part disproportionnée des dépenses de défense de l'Otan". Pour Washington, elles représentent 3,6% de son PIB.

Sans véritables moyens de pression sur les Européens, Rex Tillerson a averti que "la capacité de l'Alliance pour la sécurité (...) transatlantique en dépendait".

Son homologue britannique Boris Johnson, dont le pays est l'allié historique des Etats-Unis et qui a déjà atteint les 2%, a réclamé que l'Otan soit "correctement financée".

- L'Allemagne fulmine -

En revanche, l'Allemand Sigmar Gabriel a fulminé contre un objectif qu'il juge "irréaliste". Lorsque Donald Trump avait reçu mi-mars la chancelière Angela Merkel, il avait accusé Berlin de devoir d'"énormes sommes d'argent" à l'Otan et à Washington.

L'Allemagne avait sèchement démenti.

De son côté, le Français Jean-Marc Ayrault a mis en garde contre la tentation "de faire des dépenses pour faire des dépenses".

C'est l'avis aussi du secrétaire général de l'Otan Jens Stoltenberg qui a souligné que les dépenses de défense des Européens et du Canada avaient "grimpé de 10 milliards de dollars" en 2016.

Il a demandé de "poursuivre sur cette dynamique", vantant une Alliance atlantique aussi "vitale" pour l'Amérique que pour l'Europe.

Le sommet de l'Otan du 25 mai à Bruxelles sera le premier déplacement de Donald Trump en Europe. Il y verra des Européens troublés par ses déclarations fracassantes sur le "merveilleux" Brexit et sur l'Otan "obsolète".

Mais Rex Tillerson l'a assuré: "le président et le Congrès des Etats-Unis soutiennent l'Otan", comme depuis sa création en 1949 au début de la Guerre froide entre les Occidentaux et le camp soviétique.

Occupation russe

Après des années glaciales entre l'administration Obama et le Kremlin, Donald Trump a maintes fois plaidé pour un rapprochement avec son homologue russe Vladimir Poutine.

Toutefois, ses ministres ont été aussi fermes vis-à-vis de Moscou que sous l'ère Obama.

Après une rencontre entre le chef de la diplomatie de Kiev, Pavlo Klimkine, et l'Otan, Rex Tillerson a dénoncé "l'agression de la Russie en Ukraine", son "hostilité" en Europe de l'Est et son "occupation" en Crimée, qui "compromettent notre vision commune d'une Europe libre et en paix".

En visite à Londres, le chef du Pentagone James Mattis a tonné contre "les violations par la Russie du droit international".

Enfin, M. Tillerson a demandé à l'Otan de jouer un rôle plus important contre l'organisation Etat islamique (EI) et en matière d'"antiterrorisme".

Members with the Hiroshima and Yamaguchi Prefectural Police Headquarters traveled to Iwakuni to observe the Marine Corps Air Station Iwakuni Special Reaction Team conduct high-risk training scenarios at MCAS Iwakuni, Japan, March 28, 2017

Teaming with the two police headquarters offered an opportunity for all parties included to better comprehend the use of tactics in detaining high-profile suspects, suicide prevention and hostage scenarios. 

Prior to conducting hands-on training, Marines with the Provost Marshal’s Office held an informative brief on tactics. The brief covered step-by-step details on each situation and displayed weapons and gear used by SRT.

“The training was really helpful,” said Koichi Ueshin, Hiroshima Prefectural Police Headquarters Criminal Investigation Department First Investigation Division chief. “The briefing was very informative and actual training was different from what we do here in Japan. Even the equipment was very different, and I’d like to do research on that.” 

Ranging from room-clearing, breaching, communication and non-lethal take down techniques, the Marines thoroughly displayed how to properly assess each situation with minimal risk. 

“It’s important for our counterparts to visit the air station and gain insight on what we do here,” said U.S. Marine Corps Lance Cpl. Ryan Ashe, an SRT breacher. 

Ashe said whenever the chance arises to train with the host nation they get to see what each other has to offer. He also said there’s a lot to learn from one another and it builds confidence in the capabilities of those involved. 

“It allows them to discover things we do differently and adapt to a different training style,” said Ashe. “Styles such as using rifles and non-lethal tasers when breaching, opposed to just handguns.”

Breaking down every scenario and giving in-depth instructions allowed the Japanese to evaluate and grasp the concepts of why specific tactics are used on a case-by-case basis. 

“We are very inexperienced in a lot of stuff,” said Ueshin. “The training has given us a new perspective to draw experience from and strengthen our team force.” 

Ueshin said he expresses his most sincere appreciation to PMO who dedicated an abundance of time putting the training together, and he will continue supporting U.S.-Japan relations. 

Training between the air station and Japanese has been a milestone that the Marines have strived to meet. Continuing joint training in support of the U.S.-Japan alliance allows the growth of friendships and professionalism. 

Ashe said it was a great training environment, and safety was paramount throughout the whole evolution. He felt that being able to go hands on allowed the Marines to show the Japanese how effective the techniques are. 

“The most important thing to take away from the training was that you have to keep an open mind,” said Ashe. “Reach out to those resources you have to cross train and increase your knowledge every day.”

March 22, 2017 -- Marines with 3rd Force Reconnaissance Company executed a day and night dive and ship-to-shore advancement operation at Pensacola, Fla., March 22-23, 2017.

Diving operations are one of the few methods used by reconnaissance Marines to infiltrate and access a coastline in order to provide forward observation and reconnaissance.
Over the course of a two-day training period, the Marines executed a series of training exercises in order to sustain and enhance their readiness and proficiency, review standard operation procedures, and as refine techniques and tactics on ship-to-shore operations.

The training days began with a detailed dive brief, which covered administrative procedures, scheme of maneuvers for each training evolution, safety considerations, and emergency procedures. Marines began their training by preparing and equipping their gear, conducting equipment inspections and heading to the open water site to begin the training evolutions.

Throughout the exercise Marines focused on transitioning from small crafts to shore and completion of mission objective.

Marines entered the water, linked up as a team, sub surfaced and began their navigation toward the beach landing site. Upon reaching the shore, Marines exited the water together, while maintaining security and moving clandestinely into the hinterland, established an objective rally point, removed their diving gear and began movement toward their objective.

The Marines conducted the same exercise multiple times during the day in order to better prepare for the night training evolution.

“Day dives are not something we generally do; they are usually not a real world scenario,” said Gunnery Sgt. Thomas Lanier, platoon sergeant with 3rd Force Reconnaissance Co. “We mostly only use day dives for training in order to prepare for the night time.”

When planning and executing missions during a dive operations exercise, Marines strive to create missions in a scenario as realistic as possible. The difficulty of a mission increases drastically during the night due to limited visibility above and under water.

 “When executing a mission in an open water environment, the divers must deal with several different challenging elements such as tides, currents, weather, unknown terrain and water temperature,” said Staff Sgt. Hunter Stafford, dive chief with 3rd Force Reconnaissance Co. “It really benefits the Marines to get somewhere that simulates what they may experience in a real world scenario, should they ever have to execute these skills in a mission.”

With a very limited amount of time to execute operations and exercises, Reserve Reconnaissance Marines must overcome the challenging task to balance their rigorous training with their life outside the Marine Corps as a civilian, explained Lanier. Realistic scenarios help Reserve Marines meet the same standards held by their active component counterpart.

“All it takes to be a reconnaissance Marine is all you got,” said Lanier. “It takes a great deal of discipline, work ethic, will and pride.”

By the end of day, the Marines accomplished all their missions according to Capt. Cody Carrol, platoon commander with 3rd Force Reconnaissance Co. They left the exercise with all the sustainment and skillsets required to perform up to the highest standards in case they are called to a deployment to augment an active duty unit.

Recent terror attacks carried out or inspired by the Islamic State have made Western countries, including the United States, reluctant to accept refugees. Following the November 2015 Paris attacks, more than half of U.S. governors vowed to close their doors to refugees citing concern that militants could pose as refugees to enter the United States. In response, policymakers are considering legislation that includes banning the entrance of Syrian refugees altogether, increasing screening of incoming refugees, and reducing the number of admitted refugees.

For other European allies, the continued flow of refugees also poses significant concerns, such as the growing fear of a terrorist attack, or riots between refugees, host communities, and the police. Considering the close relationship between the United States and many European countries, an attack or sudden instability in the EU may require a response from United States. The United States, under the NATO defense treaty, is responsible to assist and protect any of the twenty-six European countries within the alliance, including by use of armed force. Approximately 62,000 U.S. military personnel are stationed in the EU, while another 4,200 troops have been continually rotating in and out of the region since 2014.

The same technology that allows Google and Uber to put driverless cars on the road may soon hit the battlefield.

After 14 years of development, Lockheed Martin Corp.’s Autonomous Mobility Applique System, a kit that allows vehicles and convoys to operate with little or no human input, is a strong candidate for rapid fielding, Lockheed’s vice president of tactical missiles, Frank St. John, told Military.com.

“We’re working right now with [the Army%20%20Tank%20Automotive%20Research%20Development%20and%20Engineering%20Center] and [the Army Tank-automotive & Armaments Command] to find a path to rapidly field some of this capability,” St. John said. “It turns out that outside of full-scale conflict, one of the most dangerous things you can do in the Army is drive a truck.”[/url]

In May 2014, a demonstration at the Department of Energy’s Savannah River location in South Carolina featured seven vehicles traveling at speeds of up to 40 miles per hour in a convoy formation.

This summer, St. John said, the AMAS system will feature in Army warfighting experiments, giving soldiers the opportunity to evaluate the technology in the field during normal training scenarios.

“At the end of that experiment, assuming that goes well, I’d look for some sort of early fielding — 100 units, 200 units — some sort of action being taken by TARDEC and TACOM to get it out into the field,” he said.

The three-part system involves an environment sensor, actuators that move the vehicles and pump the brakes, and a central computer that processes the sensor data and gives driving commands. St. John said demonstrations had proven the system’s ability to safely complete tasks including obstacle avoidance, following a lead vehicle, following the road, and maintaining a set distance between convoy vehicles.

Still under development, he said, is software that will allow vehicles to navigate over land to find a specific unit and drop off basic supplies such as food and water, then find their way back to a dispatch location. While the Army has been the primary collaborator on AMAS, St. John said the Marine Corps, which has done its own experiments with unmanned vehicle technology, has received several briefs on Lockheed’s technology.

“They’re following this pretty closely. They might — because of this autonomous convoy operation and putting Marines ashore and then having to supply them — they might be an early adopter of this,” he said. “They see the benefit of this almost right off the bat.”

Je vous rappelle que ce sont les Etats-Unis qui sont allés foutre le bordel en Libye. Enquêtez sur ce qui s'est vraiment passé au derniers jours de Kadhafi et des envahisseurs venus de l'Amérique. Cet article biaisé nous parlent d'un accord de paix alors que dans les faits c'est la soumission et le contrôle parfait de ce pays qui se met en place.

Voyez tous les pays impliqués dans les différents accords et de mise en place d'une autre dictature. Pourquoi tous ces pays s'unissent ensemble et pour qui? Pour Rome bien sûr qui avance de plus en plus dans sa conquête finale de ce monde.

Quant à ces flots de réfugiés, je vous ai démontré, je ne sais combien de fois, qui contrôle tout ce programme. Que des milliers meurent, dans des conditions misérables, cela leur importe peu, mais ils s'en serviront pour mettre en place encore plus de lois, de camps de réfugiés, d'oppression et de contrôle sur les peuples.  Plus de sécurité et encore plus de militarisation alors que l'on vous et nous font croire que nous vivons dans un monde libre....

Des tribus du sud de la Libye ont signé vendredi à Rome un accord de paix, qui prévoit un contrôle des 5.000 kilomètres de frontières du Sud, où agissent notamment des passeurs de migrants, a confirmé dimanche le ministère italien de l'Intérieur.

Le ministère, qui hébergeait cette rencontre, a confirmé à l'AFP des informations parues dimanche dans plusieurs journaux italiens, évoquant un accord en douze points conclu à l'issue d'un marathon secret de négociation de 72 heures à Rome.

"Une garde frontalière libyenne sera opérationnelle pour surveiller les frontières du sud de la Libye sur 5.000 kilomètres", a précisé le ministre italien de l'Intérieur Marco Minniti au journal La Stampa. "Sécuriser la frontière au sud de la Libye signifie sécuriser la frontière au sud de l'Europe", a-t-il ajouté.

Ce dispositif nouveau, dont les effectifs ne sont pas encore définis, complétera au Nord l'action des garde-côtes. Quelque 90 gardes-côtes libyens sont actuellement en train d'achever leur formation sous l'égide de l'UE et l'Italie s'apprête à leur rendre 10 vedettes libyennes saisies en 2011. Ils devraient être opérationnels fin avril-début mai.

Le vaste tour de table a réuni à Rome soixante chefs de clans, notamment les chefs de la communauté toubou, de la tribu arabe des Awlad Suleiman et des Touareg. Etait également présent un représentant du gouvernement libyen d'union nationale, basé à Tripoli.

Depuis la chute du régime de Mouammar Kadhafi en 2011, le Sud libyen est le théâtre d'une lutte fratricide entre la communauté toubou et plusieurs tribus arabes pour le contrôle des routes transfrontalières, par lesquelles transitent produits manufacturés, vivres, bétail mais aussi migrants, cigarettes, drogue et armes.

Vaste région désertique aux confins de l'Algérie, du Niger et du Tchad, le Sud libyen échappe à l'autorité de Tripoli, même si la plupart des responsables politiques et militaires ont fait allégeance au gouvernement d'union nationale de Fayez al-Sarraj.

L'initiative de médiation italienne vise à combattre "une économie basée sur les trafics illicites, qui entraîne des centaines de morts en Méditerranée, des milliers de désespérés à la recherche d'une vie meilleure, une poussée populiste (en Europe) et la menace jihadiste dans le désert" :roll: , indique le document final de cette rencontre, cité par le journal Corriere della Sera.

L'accord spécifie l'engagement de mettre en place au plus tôt des opportunités de formation professionnelle pour les jeunes afin de "les éloigner de leur unique moyen de subsistance, la criminalité".

Le Premier ministre Fayez al-Sarraj, du gouvernement libyen d'union (GNA), et son homologue italien Paolo Gentiloni ont signé le 2 février un memorandum d'accord visant à renforcer la lutte contre l'immigration clandestine depuis la Libye et prévoyant notamment la création de camps pour accueillir les migrants et les inciter à retourner dans leurs pays lorsqu'ils ne peuvent prétendre au statut de réfugié.

L'Union européenne avait indiqué dans la foulée, lors d'un sommet européen à La Vallette, qu'elle chercherait la collaboration des tribus nomades établies dans le sud de la Libye afin de limiter les flux de migrants. La grande majorité des quelque 500.000 migrants ayant atteint les côtes italiennes au cours des trois dernières années provenait de Libye. = Et qui les a fait entrer via les couloirs humanitaires?

Le 20 mars, les ministres de l'Intérieur italien, français, allemand, autrichien, slovène, suisse et maltais côté européen, libyen et tunisien côté africain, s'étaient en outre retrouvés à Rome.
