Seven former Soviet republics will continue building up their joint air defense capability, the deputy head of Russia’s Air Space Command said.

“We have worked out recommendations on better coordination of our air defense forces, based on the results of the joint command-and-control drill we had in 2016,” Lt.-Gen. Pavel Kurachenko said after meeting with his colleagues from Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan in Bishkek.

The Commonwealth of Independent States, also called the Russian Commonwealth, is a regional organization formed after the dissolution of the USSR comprising of nine former Soviet republics as member states.

New Age, New Aims: CIS Air Defense to Be Upgraded for Aerospace Tasks

The CIS Joint Air Defense System held its annual combat readiness test in the airspace of Russia, Belarus and Kazakhstan in October 2016. Air defenders from the seven Commonwealth of Independent States (CIS) countries took part in the drill.

Amid the current political instability in the world, collective air defense could become a major factor of security in Eurasia.

However, many experts say that the planned unification of the CIS countries’ air defenses is being held up by the participants’ different military and economic potential and different ideas about how the system should be working.

A union of unequals

Pavel Kurachenko said that the integrated air defense network  of the CIS countries currently comprised 19 air squadrons, 38 air defense missile divisions, 15 radar units, nine air-defense brigades and three electronic warfare units.

Russia, which boasts one of the world’s most advanced air defense system, is the backbone of this integrated network.

Belarus comes second with dozens of long-range S-300 and now also a pair of S-400 air defense missile systems, Buk and Tor-M2E medium- and short-range systems and over 20 upgraded MiG-29 interceptors.

Kazakhstan is no slouch either boasting an impressive arsenal of S-300, S-200 and S-125 missile systems, dozens of MiG-29 and Su-27 fighters and six advanced Su-30SMs. In addition, Kazakhstan is the only country, after Russia, which has high-speed MiG-31 and MiG- 31BM interceptors.

Armenia too has an impressive array of air defense weapons, including five battalions of S-300PS and Buk-M2. Armenia also plays host to Russia’s 102nd military base in Gyumri with dozens of MiG-29 interceptors and the S-300B missile system ensuring 100-percent control over the country’s airspace.

Common cause

The air defense capability of the Central Asian republics is less impressive though, with Tajikistan relying on the veteran S-125 and S-75 missile systems and having no fighter planes at all. Kyrgyzstan and Uzbekistan fare no better.

Russia Builds Unified Air Defense for CIS Collective Security

There is also the problem of overlapping and insufficient coordination between the countries’ air defense forces and here much will depend on their ability to hold joint drills to hone their skills. Moscow-based military expert Mikhail Khodaryonok still believed that the CIS countries’ fledgling system of integrated air defense could eventually become a potent instrument of deterring a potential aggressor.

“The main thing we all need to realize is that we are building our common defense that will benefit us all,” Khodaryonok emphasized.

An integrated air defense network was set up by 10 CIS-member countries in 1995 and currently comprises air defense units and elements from Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan.

The main purpose of the network is to ensure the protection of member country airspace, as well as provide early warnings of missile attacks, and coordination of joint efforts to neutralize potential air threats.

An Important Message for All Military Leaders from the Executive Director of the International Center for Invincible Defense, Dr. John Hagelin" http://www.istpp.org/military_science/Hagelin_military_lecture.html et "NEPAL’S MILITARY SET TO USE TRANSCENDENTAL MEDITATION TO RELIEVE GLOBAL COLLECTIVE STRESS & STOP WAR" http://prepareforchange.net/2017/04/05/nepals-military-set-to-use-transcend… .

U.S. Air Force test drops inert nuclear bomb

Washington DC (UPI) Apr 14, 2017 - An inert B61-12 nuclear bomb was dropped by the U.S. Air Force over the Nellis Test and Training Range Complex in Nevada recently, officials announced this week.

The dropping of the bomb, the first of the upgraded B-61 variant, was to demonstrate the capability of an F-16 to employ the weapon and the functioning of the bomb's non-nuclear components, such as the arming and fire control system, radar altimeter, rocket motors and weapons control computer, the air Force said.

"The B61-12 gravity bomb ensures the current capability for the air-delivered leg of the U.S. strategic nuclear triad well into the future for both bombers and dual-capable aircraft supporting NATO," said Paul Waugh, AFNWC's Air-Delivered Capabilities director, said in a press release.

The test was conducted under a B-61 life-extension program the Air Force Nuclear Weapons Center, together with the Department of Energy's National Nuclear Security Administration. The B61-12 is to replace four versions of the B61 bomb in the U.S. nuclear stockpile.

B-2A, B-21, F-15E, F-16C/D, F-16 MLU, F-35 and PA-200 aircraft will be able to carry the weapon, the Air Force said.

Britain, India hold first meeting as part of 2015 defense pact

Washington DC (UPI) Apr 13, 2017 - Britain and India reaffirmed their 2015 agreement to collaborate on defense projects and training during a high-profile meeting on Wednesday.

The event, attended by U.K. Defense Secretary Michael Fallon and Indian counterpart Arun Jaitley, marked the inaugural meeting for the U.K.-India Defense and International Security Partnership. The pact aims to strengthen ties between the countries while also bolstering defensive capabilities.

According to the British Defense Ministry, the leaders discussed upcoming military exercises, global security, and procurement plans.

"As Britain steps up globally, we continue to develop our close security partnership with India," Fallon said. "Our nations face the same threats and we will work closely together to harness British expertise and Indian brain power to develop cutting edge technologies and equipment that benefit both of our armed forces."

The meeting took place during Fallon's three-day visit to the country. The trip also included a visit to an Indian naval ship and the India Gate in Delhi.

The U.K.-India Defense and International Security Partnership was announced in November 2015 as a means of reducing violent conflict in afflicted areas, scaling back the proliferation of weapons of mass destruction, and cracking down on organized crime.

Poland's president on Thursday hailed the launch of a US-led NATO multinational battalion in an area of his country bordering Russia's heavily militarised Kaliningrad exclave as an "historic moment". The battalion is one of four NATO is deploying for the first time to Poland and the Baltic states as tripwires against Russian adventurism on its eastern flank, a region formerly under Moscow's control and spooked by its actions in Ukraine.

"Generations of Poles have waited for this moment since the end of World War II, generations that dreamt of being part of the just, united, democratic and truly free West," President Andrzej Duda said at ceremonies in the northeastern Polish town of Orzysz.

Poland joined NATO in 1999, a decade after it peacefully shed communism as the Iron Curtain fell in 1989.

Speaking along side Duda, NATO Supreme Allied Commander US General Curtis Scaparrotti called the deployment "a clear demonstration of NATO's unity and resolve and sends a clear message to any potential aggressor."

"You now form NATO's eastern flank," he told troops.

Three similar NATO units, led by the Germany, Canada and Britain, are being deployed this year in Lithuania, Latvia and Estonia. Each unit includes around 800 troops.

The countries requested them after Russia's 2014 annexation of Crimea from Ukraine.

The Kremlin has denied any territorial ambitions and claims that NATO is trying to encircle Russia.

But Moscow's deployment last year of nuclear-capable Iskander missiles into its Kaliningrad exclave, which borders Lithuania and Poland, and frequent Russian military drills in the region have rattled nearby NATO members.

The Orzysz NATO base lies around 100 kilometres (60 miles) from the Kaliningrad exclave and a stone's throw from the strategically sensitive "Suwalki Gap", a land corridor critical to the security of the Baltic states.

The 65-kilometre stretch of border with Lithuania is sandwiched between Kaliningrad and Belarus.

Military strategists warn it is the Achilles' heel of NATO's eastern flank: its capture would amputate the alliance's three Baltic members and so shatter its credibility.

INDIA INKS WEAPONS DEAL WORTH NEARLY $2 BN WITH ISRAEL

by Staff Writers
New Delhi (AFP) April 7, 2017

India will buy nearly $2 billion worth of weapons technology from Israel in what's being described as the "largest defence contract" ever signed by the military exporting giant.

The deal will see state-owned Israel Aerospace Industries provide India with an advanced defence system of medium-range surface-to-air missiles, launchers and communications technology, the company said in a statement Thursday.

The "mega" missile agreement is "considered to be the largest defense contract in Israel's defense industries' history", the company said.

The Israeli firm will also supply a naval defence system including long-range surface-to-air missiles for India's first aircraft carrier, which is still under construction.

Comment was not immediately available from India's defence ministry.

Israel Aerospace Industries said some components will be assembled in India, in line with Prime Minister Narendra Modi's push to reduce reliance on costly imports.

Modi's government has raised the limit on foreign investment in the defence sector and encouraged tie-ups between foreign and local companies under a 'Make in India' campaign.

India -- the world's largest defence importer -- has been investing tens of billions in updating its Soviet-era military hardware to counter long-standing tensions with regional rivals China and Pakistan.

India has signed several big-ticket defence deals since Modi's Bharatiya Janata Party stormed to power in 2014.

Israel is a top weapons exporter, with sales last year surging to $6.5 billion.

India is a top market for its arms, as New Delhi has turned increasingly away from traditional ally Russia for its military hardware.

Last year India signed a contract to buy 36 Rafale twin-engine fighter jets from France for 7.9 billion euros ($8.8 billion) after major delays and obstacles over the cost and assembly of the planes in India.

BRAZIL BOOSTING DEFENSE INDUSTRY EXPORTS

by Richard Tomkins
Washington (UPI) Apr 6, 2017

Brazil plans to offer incentives -- including lines of credit --- to countries buying Brazilian defense products, Defense Minister Raul Jungmann announced. The lines of credit to buyers would be offered by the Brazilian Development Bank.

Insurance instruments for Brazilian manufacturers and a dedicated defense industry group within the Foreign Trade Chamber are also being eyed by the government to boost defense industry exports.

"We need to create a specific policy for this sector, with robust instruments that can create greater efficiency in our trade relations," he said.

Jungmann made this announcement Tuesday at the opening ceremony of LAAD Defense & Security 2017, a major defense industry exhibition and conference in Rio de Janeiro.

"These [defense industry exports] are different from the usual exports because they are done on a country-to-country basis," said Maria Sílvia Bastos Marques, president of the National Bank for Economic and Social Development. "What the Brazilian government is doing, in a coordinated way, with the Ministries of Finance, Defense, Foreign Relations and all other bodies involved, is to bring international competitiveness to our industry.

Bastos Marques said terms of financing for buying Brazilian defense products could be up to 25 years with a five-year grace period before repayments begin.

A senior North Korean official said Monday the U.S. has created “a dangerous situation in which a thermonuclear war may break out at any minute.”

Kim In Ryong, North Korea’s deputy United Nations ambassador, added that the Korean Peninsula is “the world’s biggest hot spot” due to American intrusions there.

“[North Korea] is ready to react to any mode of war desired by the U.S.,” he said Monday in Panmunjom, North Korea, according to The Associated Press.

Kim additionally derided the U.S.-South Korean military exercises being conducted as the “largest-ever aggressive war drill.”
Vice President Pence on Sunday vowed that “the era of strategic patience is over” between the U.S. and North Korea.

NATO's Summer Shield XIV drills got underway at the Adazi military base, Monday.

More than 1,200 soldiers from Latvia, the US, Bulgaria, Estonia, Canada, Lithuania, the UK and other NATO allied countries, are due to take part in the drills, which will last until April 30.

During this year's drills, the troops are due to engage in activities that test a wide range of combat and artillery support, air defence activities, protection against weapons of mass destruction, as well as anti-tank and engineering capabilities.

More than 1,200 troops from 12 countries, including the US and Sweden, are taking part in Latvia’s two-week NATO military drills, dubbed Summer Shield. The exercises, which began as drills for coalition forces invading Iraq, are now seen as serving to deter Russia.

Soldiers from Latvia, the US, Bulgaria, Estonia, Canada, Lithuania, the UK, Luxembourg, Romania, Slovakia, Germany and also non-NATO member Sweden are taking part in the drills
, which have been held in the country since 2004.

The servicemen are due to practice a range of combat support elements, including artillery, air defense, reconnaissance, defense against weapons of mass destruction, support of combat and construction engineers and anti-tank capabilities, LETA news agency reports, quoting the Latvian Defense Ministry.

Air support controllers, fire support observers, medical company and transport units will also show off their skills.

Initially set to prepare units for a coalition forces operation in Iraq, the annual drills have been included in NATO training and exercises program since 2014. Summer Shield, one of the country’s largest military exercises, is open to any member of the military bloc to participate.

The exercises are now said to be a part of Russia-deterrence policy, according to Latvian national armed forces commander, Leonidas Kalnins.

Spain plans to send 6 tanks & 350 troops to Latvia as part of NATO buildup – reports

In an interview to “Morning panorama” on state TV Kalnins referred to the upcoming Russian-Belarusian joint drills ‘Zapad 2017’ as a risk factor, noting that Latvia will be able to immediately respond to any Russia’s action.

The increasing NATO build-up in Eastern Europe, the largest of its kind since the Cold War, has been consistently criticized by Moscow.

“They always have one thing on their mind: the ‘Russian threat’ myth, ‘Russian aggression’ slander and endless mantras about the need to confront it collectively,” the Russian Foreign Ministry said in March following a recent NATO summit.

A decision to deploy thousands of troops along with multiple pieces of military hardware to Baltic States and Poland was reached during a NATO summit in Warsaw back July 2016. The forces were supposed to be first moved to Poland for war games and then scattered across seven countries, including Baltic States.

“This deployment is, of course, a threat for us,” Russian Deputy Foreign Minister Aleksey Meshkov said early April, arguing that the large-scale drills at Russia’s doorstep are bound to “gravely increase the risk of incidents.”

He vowed a proportionate response from Moscow to any kind of potential threat to its borders, saying that “their every action will be followed by either a positive or negative answer.”

Earlier this month, 1,350 NATO soldiers arrived in northeast Poland in line with the planned buildup. British RAF fighters are scheduled to be stationed to Romania in May.
In March, the UK began sending over a total of 800 soldiers to NATO member state Estonia, which borders Russia to the east.

“We deplore that deployment for it raises tensions in Europe along the border between NATO and Russia. Russia doesn’t pose any threat to Estonia nor any other NATO member state,” Russian ambassador to the UK Alexander Yakovenko told the Daily Mail.

NAVAL WAR COLLEGE, YALE PARTNER ON FIRST-OF-KIND HUMANITARIAN SIMULATION

Story Number: NNS170419-13Release Date: 4/19/2017 2:30:00 PM

From U.S. Naval War College Public Affairs

Official U.S. Navy file photo

NEW HAVEN, Conn. (NNS) -- Faculty members from Yale University's School of Medicine, School of Public Health, and U.S. Naval War College's (NWC) Civilian-Military Humanitarian Response Program conducted the first-ever "Consequences of Disease Outbreak" simulation in New Haven, April 12.

Nearly 30 students participated in a two-hour, multi-move simulation, which focused on challenges posed in the aftermath of a Category 5 hurricane in Central America.

For the simulation, students and faculty assumed roles as U.S. government and Navy representatives, national emergency management agencies, a major humanitarian nongovernmental organization (NGO), and emergency and public health interests.

An outbreak of cholera allowed students in the simulation to work on coordinating competing interests and limited resources.

"The unfolding cholera outbreak in disparate areas of the country provided students with a contextual opportunity to practice emergency medical response while facing competing demands for limited medical, public health, and security resources," said Dr. Hani Mowafi, assistant professor of emergency medicine and chief, section of Global Health and International Emergency Medicine at Yale.

A large floor map depicted the geography of Central America in the simulated hurricane-impacted region, and included physical models of U.S. Navy ships and aircraft.

Cmdr. Agustin Pajaro, Chilean navy and NWC international fellow, played the role of host nation emergency management director and added local perspective to the simulation.

Pajaro emphasized the importance of the host nation serving as the lead coordinating entity for all United States and humanitarian NGO response efforts. In his role, Pajaro also provided students with an understanding of how the U.S. Navy and other key entities would interact in a complex civilian-military environment.

In the simulation, the impacts of cholera were felt across the country and limited response capabilities led to security issues, allowing students to experience "the challenges posed by the lack of formal interaction between humanitarian and military pandemic entities," said Dr. Kaveh Khoshnood, associate professor of epidemiology at Yale School of Public Health. "This is an important learning point, and one that was underscored at last year's Civilian-Military Humanitarian Response Workshop held at the Naval War College in Newport last October."

This simulation is the second in a series of follow-on events stemming from that original workshop's recommendations. That workshop featured a Pandemics Working Group composed of key stakeholders from the humanitarian assistance arena, ranging from the Yale University to prominent international bodies and U.S. government agencies and NGOs.

NWC members taking part in the event included Operational Level Programs faculty members Dave Polatty, director of NWC's Civilian-Military Humanitarian Response Program; Hank Brightman, simulation designer; Tony Fox; Sean Henseler; and Lt. Marshall Kraft.

NWC is an upper-level professional military education institution that includes a one-year resident program that graduates 600 resident students a year, and a multifaceted distance education program that graduates more than 1,000 students per year. Students earn Joint Professional Military Education (JPME) credit and either a diploma or a master's degree in National Security and Strategic Studies or Defense and Strategic Studies. Established in 1884, NWC is the oldest institution of its kind in the world. More than 50,000 students have graduated since its first class of nine students in 1885 and about 300 of today's active duty admirals, generals and senior executive service leaders are alumni.

US NAVY SUCCESSFULLY CONDUCTS FIRST AN/SPY-6(V) AIR AND MISSILE DEFENSE RADAR (AMDR) BALLISTIC MISSILE TEST

Story Number: NNS170414-07Release Date: 4/14/2017 9:01:00 AM

From PEO Integrated Warfare Systems Public Affairs

WASHINGTON (NNS) -- The U.S. Navy successfully conducted a flight test March 15 with the AN/SPY-6(V) Air and Missile Defense Radar (AMDR) off the west coast of Hawaii.

During a flight test designated Vigilant Hunter, the AN/SPY-6(V) AMDR searched for, detected and maintained track on a short-range ballistic missile target launched from the Pacific Missile Range Facility at Kauai, Hawaii. This is the first in a series of ballistic missile defense flight tests planned for the AN/SPY-6(V) AMDR.

"This marked a historic moment for the Navy. It's the first time a ballistic missile target was tracked by a wideband digital beamforming radar," said U.S. Navy Captain Seiko Okano, Major Program Manager for Above Water Sensors, Program Executive Office Integrated Warfare Systems. "This radar will revolutionize the future of the U.S. Navy and is bringing a capability our Nation needs today."

Based on preliminary data, the test met its primary objectives. Program officials will continue to evaluate system performance based upon telemetry and other data obtained during the test.

The culmination of over a decade of rigorous engineering and testing effort in advanced radar technology, AN/SPY-6(V) AMDR is being designed for the DDG 51 Flight III destroyer to provide the U.S. Navy with state-of-the-art technology for Integrated Air and Missile Defense.

Program Executive Office (PEO) Integrated Warfare Systems, an affiliated PEO of the Naval Sea Systems Command, manages surface ship and submarine combat technologies and systems and coordinates Navy enterprise solutions across ship platforms.

USS STETHEM OPERATES IN SOUTH CHINA SEA

Story Number: NNS170414-04Release Date: 4/14/2017 8:45:00 AM

By Mass Communication Specialist 2nd Class Ryan Harper, USS Stethem (DDG 63) Public Affairs

SOUTH CHINA SEA (NNS) -- The Arleigh Burke-class, guided-missile destroyer USS STETHEM (DDG 63) forward-deployed to Yokosuka, Japan, is conducting routine operations in the South China Sea.

While in the area, Stethem completed a refueling at sea with Her Majesty's New Zealand Ship (HMNZS) Endeavour (A 11).

Command Senior Chief William Palmer IV said the replenishment allowed Stethem to remain mission ready.

"Conducting these types of operations with our allies builds proficiency and sustains our ability to maintain a persistent presence throughout the 7th Fleet area of operations," Palmer said.
During operations, Stethem has regularly communicated with naval vessels from the People's Republic of China. Nations utilize the Code for Unplanned Encounters at Sea (CUES) to communicate navigational intentions to ensure safe maneuvering.

Fire Controlman Senior Chief Robert Kline, a Tactical Actions Officer, said the experience working with foreign navies increases the responsiveness and effectiveness of the crew.

"As forward deployed naval forces you are constantly operating around ships from other navies," Kline said. "This provides vital operational experience that increases our proficiency in mission critical areas."

The United States is committed to the security of the Indo-Asia- Pacific. The U.S. Navy routinely conducts naval operations in oceans and seas worldwide. Our allies and partners value enduring U.S. Navy presence throughout the Pacific Fleet (PACFLT) area of operations.

Since departing Japan earlier this year, Stethem has operated extensively in the Western Pacific. In addition to the current operations in the South China Sea, the ship and its crew operated in the waters off the Korean Peninsula alongside the Carl Vinson Strike Group and the Republic of Korea (ROK) Navy during the 2017 Foal Eagle exercise. In conjunction with Foal Eagle, Stethem conducted routine port visits in the Republic of Korea, including the island of Jeju-do, where Stethem was the first foreign warship to visit the new Jeju Joint Civil-Military Complex.

Stethem, assigned to Commander, Destroyer Squadron 15, and is on patrol in the U.S. 7th Fleet area of operations in support of security and stability in the Indo-Asia-Pacific region.

STATEWIDE TORNADO DRILLS ARE A “GO” FOR TODAY
Test Tornado Warnings at 1:45pm and 6:45pm

(Madison) – The National Weather Service says today’s statewide tornado drills are a “Go”.

At 1:00pm, the National Weather Service will issue a statewide test tornado watch and at 1:45pm a statewide test tornado warning. This drill ends at 2pm. A second drill will occur at 6:45pm with another mock tornado warning. There is no risk of severe weather in the state on Thursday.

Many Wisconsin radio and TV stations will participate in the drill. In addition, NOAA Weather Radio All Hazards (also known as emergency weather radios) will issue alert messaging. Many outdoor warning sirens across the state will also be activated. This is an ideal opportunity for schools, businesses and families to practice safety procedures for severe weather.

These drills are possible through a partnership with the National Weather Service, Wisconsin Broadcasters Association and Wisconsin Emergency Management.
