28 mars 2013 – Le Conseil de sécurité a prorogé d'un an, jusqu'au 31 mars 2014, le mandat de la Mission des Nations Unies en République démocratique du Congo (MONUSCO) et décidé de la doter d'une « brigade d'intervention ».

Cette brigade comprendra notamment trois bataillons d'infanterie, une compagnie d'artillerie, une force spéciale et une compagnie de reconnaissance qui aura pour responsabilité de neutraliser les groupes armés, précise la résolution adoptée à l'unanimité de ses quinze membres par le Conseil aujourd'hui.

Parmi ces groupes opérant dans l'est de la RDC et au-delà de ses frontières, le M23, les Forces démocratiques de libération du Rwanda (FDLR), les Forces démocratiques alliées, l'Alliance des patriotes pour un Congo libre et souverain (APCLS), l'Armée de résistance du Seigneur (LRA) et les maï-maï sont accusés par le Conseil de graves atteintes aux droits de l'homme, notamment des exécutions sommaires, des violences sexuelles et le recrutement et l'emploi à grande échelle d'enfants.

La création d'une brigade d'intervention répond à une recommandation du Secrétaire général. Le Conseil se prononcera sur le maintien de sa présence en fonction des résultats qu'elle aura obtenus et des progrès que le gouvernement congolais aura accomplis dans la création d'une « force de réaction rapide » congolaise capable de prendre le relais de la brigade d'intervention et dans la mise en œuvre de l'Accord-cadre pour la paix, la sécurité et la coopération en RDC et dans la région.


Le 24 février, 11 pays de la région avaient signé ce document qui les engagent à protéger la souveraineté territoriale de la RDC et à préserver la paix et la stabilité dans ce pays. Le Conseil de sécurité a exigé aujourd'hui des États signataires qu'ils honorent leurs engagements de bonne foi.

Pour s'en assurer, il encourage la mise en place rapide d'un mécanisme de suivi régional « 11+4 » impliquant les dirigeants de la région, sous les bons offices des quatre garants de l'Accord-cadre, qui sont les Nations Unies, l'Union africaine, la Conférence internationale de la région des Grands Lacs et la Communauté de développement de l'Afrique australe (SADC).

Le Conseil de sécurité préconise en outre un « mécanisme national de contrôle » afin d'accompagner et de superviser la mise en œuvre des engagements pris dans le cadre de la réforme de la RDC.

Tout juste nommée par le Secrétaire général, l'Envoyée spéciale pour la région des Grands Lacs, Mary Robinson, est chargée par le Conseil de diriger, coordonner et évaluer l'application des engagements pris au titre de l'Accord-cadre, et invitée à conduire un processus politique global ouvert à toutes les parties prenantes en vue de remédier aux causes profondes du conflit dans la région.

Les signataires de l'Accord-cadre sont notamment tenus de ne pas s'ingérer dans les affaires intérieures des pays voisins; de ne tolérer aucun type de groupe armé ni fournir d'aide ou d'appui à ces groupes; et de ne pas offrir de refuge ou de protection de quelque type que ce soit aux personnes accusées de crimes graves.

Dans une déclaration transmise par son porte-parole à l'issue de cette réunion du Conseil, le Secrétaire général Ban Ki-moon a salué l'adoption de cette résolution « importante », « qui propose une approche nouvelle et globale en vue de s'attaquer aux causes profondes de l'instabilité dans l'est de la RDC et dans la région des Grands Lacs ».

« Le Secrétaire général espère que le renforcement du mandat de la MONUSCO, qui prévoit également la création d'une Brigade d'intervention pour répondre au problème des groupes armés, contribuera à la restauration de l'autorité de l'Etat et au retour à la stabilité dans l'est de la RDC », indique son porte-parole.

NAVADMIN 084/13 provided a summary on all Navy Working Unit Type I related guidance and announced the authorized wear of the aiguillette and the expanded wear of footwear with the NWU Type I. Below is what you need to know about the NWU Type I update.

What is the purpose of NWU Type I update?

We want to educate our Sailors on the proper wear of this uniform and we think it would be helpful to capture all of the guidance into one NAVADMIN. This NAVADMIN will provide a summary and give clarity to the uniform components, standards of appearance, occasions for wear and proper care instructions.

The NAVADMIN also provides new guidelines on footwear that you can wear with the NWU Type I and if you are assigned to a billet in which aiguillettes are a prescribed uniform item, your commanding officer may authorize you to wear it with the NWU shirt and parka.

What changes were made to the footwear now authorized?

Sailors can now wear with NWU Type I a black 9-inch leather (smooth) steel-toed boot, a black 9-inch rough side out leather steel toed boot and a black 8-inch aviation flight deck steel toed boot.

What is the change regarding wearing aiguillettes?

At the commanding officer’s discretion, those personnel who are assigned to billets where wearing an aiguillette is prescribed can now wear it with their NWU Type I shirt and parka. Sailors need to know that puncturing the outer shell of the parka will compromise the manufacturer’s water proof guarantee and void the lifetime warranty. It will be at the owner’s expense to replace or repair the parka if punctured or torn.

Plenty of pundits on the left and right still support targeted killing, as do voters, military brass, think-tank fellows, and Congressional majorities. It is nevertheless worth giving the issue another look, because the Obama Administration's apologists seldom acknowledge the strongest arguments against our particular drone policy. Their rhetoric, however effective, depends on a subtle, sometimes unconscious evasion. It's surprisingly easy for an interested observer to be led astray.

Can you spot the problem in the following arguments? Joshua Foust, a fellow at the American Security Project, acknowledges that unmanned aerial vehicles sometimes terrorize and kill innocents, but asks, "Is there a better alternative to drone strikes for counterterrorism in northwest Pakistan?" He concludes that, in the short run, there simply isn't. "The targets of drone strikes in Pakistan sponsor insurgents in the region that kill U.S. soldiers and destabilize the Pakistani state," he writes. "They cannot simply be left alone to continue such violent attacks."

Says David Frum, defending the extrajudicial killing of American citizens, "The practical alternative to drones isn't jury trials. It's leaving U.S. passport carrying terrorists alone unharmed to execute their plans." Max Boot in Commentary agrees that citizens are fair game. "Given the need to continue these drone strikes," he argues, "it would be silly and self-destructive to grant certain al-Qaeda figures immunity just because they happen to have American citizenship."

La Corée du Nord a transporté un 2e missile de moyenne portée sur sa côte orientale et l'a hissé sur un lance-missiles mobile, selon l'agence sud-coréenne Yonhap, alimentant les craintes d'un tir imminent qui aggraverait une situation déjà explosive.

«Il a été confirmé que la Corée du Nord a transporté par train, en début de semaine, deux missiles Musudan de moyenne portée, vers la côte est et les a installés sur des véhicules équipés d'un dispositif de lancement», a déclaré un haut responsable du gouvernement à Séoul cité vendredi par l'agence.

Le ministère de la Défense, qui avait confirmé la veille l'installation par Pyongyang d'un premier missile sur la côte est, n'a pas fait de commentaires sur cette nouvelle information.

Un responsable de la Marine a indiqué à Yonhap que deux destroyers sud-coréens équipés de radars perfectionnés avaient été déployés, un au large de la côte est et l'autre de la côte ouest. «Si le Nord lance un missile, nous suivrons sa trajectoire», a déclaré le militaire.

Le transport de missiles est le dernier geste en date de Pyongyang, qui multiplie les menaces apocalyptiques depuis quelques semaines, furieux du nouveau train de sanctions pris par l'ONU après un nouvel essai nucléaire, conduit début février.

Berlin a convoqué vendredi matin l'ambassadeur de Corée du Nord pour lui signifier «son inquiétude» face à l'aggravation quotidienne de la crise.

Face à ce barrage d'invectives, la Maison Blanche a fait savoir jeudi que les États-Unis prenaient «toutes les précautions nécessaires», tout en assurant ne pas être étonnée par le comportement de Pyongyang. «Il y a des éléments familiers» dans les déclarations du régime nord-coréen, a noté le porte-parole du président Barack Obama, Jay Carney.

Le Pentagone va envoyer des intercepteurs de missiles pour protéger ses bases à Guam, une île du Pacifique située à 3380 km de la Corée du Nord et où se trouvent 6000 soldats américains. Pyongyang la cite régulièrement parmi ses cibles potentielles.

Le missile Musudan, dévoilé pour la première fois à l'occasion d'un défilé militaire en octobre 2010, aurait une portée théorique de 3000 kilomètres, soit la capacité d'atteindre la Corée du Sud ou le Japon.

Sa portée pourrait atteindre les 4000 km en cas de charge légère, et il pourrait donc, théoriquement, frapper Guam.
«Le Nord est apparemment prêt à tirer ces missiles sans avertissement», a déclaré le haut responsable sud-coréen.

La presse sud-coréenne et japonaise rapportait jeudi que le Nord semblait avoir positionné sur ses côtes orientales toute une batterie de Musudan. Des sources militaires citées par Yonhap disaient que le Nord pourrait tirer un missile le 15 avril, date-anniversaire de la naissance du fondateur du régime communiste nord-coréen, Kim Il-Sung, mort en 1994.

En milieu de semaine, l'armée nord-coréenne avait prévenu qu'une guerre pourrait éclater «aujourd'hui ou demain». «Les Etats-Unis feraient mieux de réfléchir à la grave situation actuelle», ajoutait-elle, jugeant que les vols de bombardiers B-52 et B-2 américains au-dessus de la Corée du Sud, à l'occasion de manoeuvres communes américano-sud-coréennes, étaient à l'origine de l'aggravation de la crise.

Le secrétaire général des Nations unies Ban Ki-moon a rappelé jeudi que «la menace nucléaire n'(était) pas un jeu» et craignant que «toute erreur de jugement dans cette situation puisse provoquer une crise aux conséquences très graves».

Quant au site industriel intercoréen de Kaesong, devenu un pion stratégique dans la guerre des mots que se livrent Pyongyang et Washington, il était fermé vendredi pour un jour férié habituel.

Les 53 000 Nord-Coréens employés sur ce complexe industriel, situé à 10 km de la frontière entre le Nord et le Sud, côté Corée du Nord, ont pris leur journée comme c'était prévu, a précisé le ministère de l'Unification, chargé des relations entre les deux pays.

Depuis mercredi, Pyonyang interdit l'accès de Kaesong aux Sud-Coréens qui s'y rendent chaque jour pour y travailler. Il a autorisé les départs mais 608 Sud-Coréens ont décidé de rester sur place, rompus aux menaces apocalyptiques de la Corée du Nord et déterminés à faire tourner les machines.

Séoul est prêt à évacuer ses ressortissants «pour leur propre sécurité si la situation le requiert», a déclaré vendredi le ministre de l'Unification Ryoo Kihl-Jae, précisant que ce n'était pas le cas pour le moment.

(CNSNews.com) – The Council on American-Islamic Relations (CAIR) praised the Associated Press (AP) for revising its stylebook to forbid the use of the word “Islamist,” if it is used to describe Islamic militants or extremists.

In a press release on Friday, CAIR said revising the term is a “step in the right direction,” and that they helped influence the AP’s decision.

“Late last year, the Washington-based Council on American-Islamic Relations (CAIR) approached AP about modifying the reference, which had been added to its influential Stylebook,” the release said.

“That entry read: ‘Islamist — Supporter of government in accord with the laws of Islam. Those who view the Quran as a political model encompass a wide range of Muslims, from mainstream politicians to militants known as jihadi.’”

“CAIR suggested that AP change its Stylebook to incorporate language similar to that used in the reference to ‘fundamentalist,’ which states that the label should not be used unless a group applies the term to itself,” they said.

CAIR also encouraged the media to drop the term. “Unfortunately, the term ‘Islamist’ has become shorthand for ‘Muslims we don’t like,’” said CAIR. “It is currently used in an almost exclusively pejorative context and is often coupled with the term ‘extremist,’ giving it an even more negative slant.”

The group’s national communications director, Ibrahim Hooper, also wrote a commentary earlier this year, calling on AP to drop the term.

“No journalist would think of referring to the ‘Judaist government of Israel,’ the ‘Christianist leader Rick Santorum’ or ‘Hinduist Indian politician Narendra Modi,’ while use of ‘Islamist’ has become ubiquitous,” Hooper wrote. “It might be an interesting exercise to hold a contest, the winner of which would be the first to find a positive mainstream media reference to ‘Islamist.’”

A more interesting exercise would be to hold a challenge to any so-called journalist to investigate CAIR, its history, its leaders, its finances and to challenge attorney generals in all states to prosecute them for their terrorist links since Holder refuses to do so.

Back to the article, we know so-called journalists would and they do refer to non-Muslims in other snide and insidious ways but those leaders would never be ashamed to be described as Christianist or Hinduist. They have nothing to hide or be ashamed of. Unlike CAIR and Muslims who dedicate their lives to one thing and one thing only (after money that is) – forcing Islamic sharia law on everyone by whatever means necessary.


That said, there is no such thing as an Islamist although we all fall into the trap of using such a term. There are Muslims. Period. Muslims like those who join and support al Qaeda wage physical jihad. Muslims like CAIR leverage the threats of the jihad-waging Muslims and wage legal and cultural jihad shaking down corporations, law enforcement and the media. They work in conjunction with each other, feeding off each other. They have the same goal. All Muslims do. It is proscribed for them. Even if they dislike it – so says the Koran.

They have a choice to leave Islam – but Islam sharia law regulates that too. The penalty for leaving Islam is up to and including death.

ARLINGTON, Va. (NNS) -- Citing a series of technological breakthroughs, Navy leaders announced plans Apr. 8 at the Sea-Air-Space exposition to deploy for the first time a solid-state laser aboard a ship in fiscal year 2014.

"Our directed energy initiatives, and specifically the solid-state laser, are among our highest priority science and technology programs. The solid-state laser program is central to our commitment to quickly deliver advanced capabilities to forward-deployed forces," Chief of Naval Research Rear Adm. Matthew Klunder said. "This capability provides a tremendously affordable answer to the costly problem of defending against asymmetric threats, and that kind of innovative approach is crucial in a fiscally constrained environment."
The announcement to deploy the laser onboars USS Ponce (AFSB[I] 15) comes as Navy researchers continue to make significant progress on directed energy weapons, allowing the service to deploy a laser weapon on a Navy ship two years ahead of schedule. The at-sea demonstration in FY 14 is part of a wider portfolio of near-term Navy directed energy programs that promise rapid fielding, demonstration and prototyping efforts for shipboard, airborne and ground systems.

"Our conservative data tells us a shot of directed energy costs under $1," Klunder said. "Compare that to the hundreds of thousands of dollars it costs to fire a missile, and you can begin to see the merits of this capability."

The Office of Naval Research (ONR) and Naval Sea Systems Command recently performed demonstrations of high-energy lasers aboard a moving surface combatant ship, as well as against remotely piloted aircraft. Through careful planning of such demonstrations and by leveraging investments made through other Department of Defense (DoD) agencies, researchers have been able to increase the ruggedness, power and beam quality of lasers, more than doubling the range of the weapons.

"The future is here," said Peter A. Morrision, program officer for ONR's Sold-State Laser Technology Maturation Program. "The solid-state laser is a big step forward to revolutionizing modern warfare with directed energy, just as gunpowder did in the era of knives and swords."

Officials consider the solid-state laser a revolutionary technology that gives the Navy an extremely affordable, multi-mission weapon with a deep magazine and unmatched precision, targeting and control functions. Because lasers run on electricity, they can be fired as long as there is power and provide a measure of safety as they don't require carrying propellants and explosives aboard ships.

Lasers complement kinetic weapons to create a layered ship defense capability, providing improved protection against swarming small boats and unmanned aircraft at a fraction of the cost of traditional weapons.

The advancing technology gives sailors a variety of options they never had before, including the ability to control a laser weapon's output and perform actions ranging from non-lethal disabling and deterrence all the way up to destruction.

"We expect that in the future, a missile will not be able to simply outmaneuver a highly accurate, high-energy laser beam traveling at the speed of light," Klunder said.

Following the USS Ponce demonstration, the Navy and DoD will continue to research ways to integrate affordable laser weapons into the fleet.

NORAD EXERCISE PLANNED FOR NATIONAL CAPITAL REGION 

The North American Aerospace Defense Command and its geographical component, the Continental United States NORAD Region (CONR), will conduct exercise Falcon Virgo 13-07 a between midnight and 2 a.m. on Wednesday, April 10, in the National Capital Region, Washington, D.C.

The exercise is comprised of a series of training flights held in coordination with the Federal Aviation Administration, the National Capital Region Coordination Center, the Joint Air Defense Operations Center (JADOC), Civil Air Patrol, U.S. Coast Guard and CONR’s Eastern Air Defense Sector.

Exercise Falcon Virgo is designed to hone NORAD’s intercept and identification operations as well as operationally test the NCR Visual Warning System and certify newly assigned command and control personnel at JADOC. Civil Air Patrol aircraft and a U.S. Coast Guard MH-65 Dolphin helicopter will participate in the exercise.

In the event of inclement weather, the exercise will take place the following evening. If bad weather continues, officials will then make a decision to postpone or cancel the exercise.

LANGLEY AIR FORCE BASE, Va., April 9, 2013 – Air Force officials began to stand down active-duty combat units today to ensure the remaining units supporting worldwide operations can maintain sufficient readiness through the remainder of the fiscal year.

The stand down is the result of cuts to Air Combat Command's operations and maintenance account, which must be implemented in part by flying about 45,000 fewer training hours between now and Oct 1.

As the Air Force's lead for combat air forces, or CAF, Air Combat Command manages the flying-hour programs for four major commands. This decision to stand down or curtail operations affects about one-third of the active-duty CAF aircraft -- including those assigned to fighter, bomber, aggressor and airborne warning and control squadrons -- stationed in the U.S., Europe and the Pacific.

"We must implement a tiered readiness concept where only the units preparing to deploy in support of major operations like Afghanistan are fully mission capable," said Air Force Gen. Mike Hostage, the ACC commander. "Units will stand down on a rotating basis so our limited resources can be focused on fulfilling critical missions.

"Historically, the Air Force has not operated under a tiered readiness construct because of the need to respond to any crisis within a matter of hours or days," Hostage said. "The current situation means we're accepting the risk that combat airpower may not be ready to respond immediately to new contingencies as they occur."

Some units currently deployed -- including A-10 Thunderbolt IIs, B-1 Lancers, F-16 Fighting Falcons and F-22 Raptors -- will stand down after they return from their deployments. The remaining units stand down today. Active-duty aircrews assigned to Air Force Reserve or Air National Guard A-10 or F-16 squadrons under an arrangement known as "active associations" also will stop flying.

The stand down will remain in effect for the remainder of fiscal 2013, which ends Sept. 30, barring any changes to current levels of funding.

"We're entering uncharted territory in terms of how we've had to take this year's cuts and make adjustments to mitigate the most serious impacts," Hostage said. "Remaining as mission-ready as possible for combatant commanders is our priority, and we're prioritizing spending to ensure this imperative is met."

Units that are stood down will shift their emphasis to ground training. They will use flight simulators to the extent possible within existing contracts, and conduct academic training to maintain basic skills and knowledge of their aircraft. As funding allows, aircrews will also complete formal ground training courses, conduct nonflying exercises and improve local flying-related programs and guidance.

Maintainers will complete upgrade training and clear up backlogs of scheduled inspections and maintenance as possible, given budget impacts in other areas, such as stock of spare parts.

Although each weapon system is unique, on average aircrews lose currency to fly combat missions within 90 to 120 days of not flying. It generally takes 60 to 90 days to conduct the training needed to return aircrews to mission-ready status, and the time and cost associated with that retraining increases the longer that crews stay on the ground.

"This will have a significant and multiyear impact on our operational readiness," Hostage said. "But right now, there is no other acceptable way to implement these cuts."

Israel is set to send warships to the eastern Mediterranean for a joint military exercise with Cyprus, according to a report which appeared in the Cypriot Fileleftheros daily on Tuesday and which was cited by the Turkish Today’s Zaman.

Cypriot Defense Minister Fotis Fotiou confirmed that the joint exercise, which will include the participation of four or five Israeli warships, is due to start on April 25, the report said.

Fotiou also noted that the exercise will focus on the security of the eastern Mediterranean region and that of gas companies.

Turkey, which does not recognize Greek Cyprus as a sovereign country, strongly objects to natural gas exploration being conducted by Cyprus in the Mediterranean, noted Today’s Zaman.

However, noted the Turkish daily, in an unexpected announcement at a meeting on Monday, Turkish Energy Minister Taner Yıldız said that Turkey now considers it possible to cooperate with Cyprus and Israel in joint energy projects in the Mediterranean “so long as the political atmosphere allows it.”

Two years ago, Israel began exploratory drilling in Block 12 of the Tamar natural gas field, which extends into Cypriot territorial waters. This prompted strong protests from Turkey, causing the Turkish northern half of Cyprus to mark its marine borders with Turkey and issue licenses for offshore oil and gas drilling.

Cyprus and Israel have gotten closer in the last several years, as Israel has made an effort to tighten its ties with both Cyprus and Greece, particularly in light of the long-time row between the Jewish state and Turkey.

Russian President Vladimir Putin surprised his defense minister in the wee hours of Thursday morning last week with an order for surprise military drills to test battle readiness in the Black Sea. Defense Minister Sergei Shoigu was awakened at 4:00 a.m. local time with sealed orders to activate 7,000 troops, 36 ships, up to 20 fighter jets and helicopters and 50 pieces of artillery.

Aviation, paratroopers and special forces are involved in the exercises, which were launched immediately according to Putin spokesman Dmitry Peskov, who said “We are talking about major exercises, intended as a check,” according to Russian news agencies.

“According to international practice, exercises involving up to 7,000 people do not require us to inform our partners in advance,” Peskov noted. He added that the drills would take place on three military test ranges on Russian territory and are expected to last about a week.

Russia has been heavily involved in protecting Syria's President Bashar al-Assad from international ire at the United Nations Security Council, but as Assad's grip on power has increasingly weakened, and fragmented rebel forces gain control over more territory in the country, Moscow has begun to quietly evacuate its citizens from Damascus and surrounds. Likewise Putin has joined discussions over what may become of Syria's lethal arsenal of chemical weapons of mass destruction, a rising concern in the international community.

The Black Sea is a strategic waterway bounded by Europe, Anatolia and the Caucasus, and connects to the Atlantic Ocean via the Mediterranean and Aegean Seas and two straits known as the Turkish Straits – the Bosphorus and the Dardanelles. The Bosphorus Strait, which flows through the middle of Turkey, connects it to the Sea of Marmara. The Strait of the Dardanelles connects that sea to the Aegean Sea region of the Mediterranean, which separate eastern Europe and western Asia. Countries with shoreline along the Black Sea include Turkey, Ukraine, Bulgaria and Romania, in addition to Russia.

Late last year Turkey requested -- and received -- authorization to deploy a number of batteries of Patriot missile defense systems along its border with Syria. The batteries, contributed by NATO allies that included the United States, were installed in January 2013.

Laissez-moi vous dire que si le peuple avait autant de bases de pratiques et tous ses armements, il y aurait longtemps que la Gendarmerie Royale Canadienne, la Sûreté du Québec et peut-être aussi l'Armée Canadienne, auraient débarqué dans ses camps pour arrêter et désarmer tous ces gens et auraient sûrement été accusés d'être des terroristes qui mettent la Sécurité Nationale et le bon peuple en danger.

Mais les Jihadistes, qui eux ont leurs propre camps et qui s'entraînent aux États-Unis et dans plusieurs autres pays, et ce depuis des années, ne sont nullement inquiétés par les autorités gouvernementales en place. L'article pour se couvrir nous dit ceci "Mais les agents de renseignement mentionnaient alors que des «guides sur des tactiques criminelles et violentes» par d'autres extrémistes (anarchistes, militants de droite, etc.)» étaient tout aussi accessibles, même sur YouTube". On met tout le monde dans le même sac et c'est avec de tels arguments que le bon peuple continue à dormir, pendant que de l'autre côté, une campagne sans précédent sur le désarmement fait maintenant rage pour désarmer tous les citoyens américains. Moi, je n'ai vu aucun guide sur des tactiques criminelles qui viendrait du petit peuple. Tout ce que j'ai vu, à ce jour, ce sont des gens qui parce qu'ils savent ce qui vient sur l'Amérique se sont armés afin de pouvoir protéger leur famille. Et c'est exactement ceux-là qui sont considérés comme des êtres dangereux par le gouvernement. Les Jihadistes n'ont donc pas à s'inquiéter puisqu'ils sont protégés jusqu'au jour où ils pourront fondre sur le bon peuple. Le vice-président des États-Unis Joe Biden l'a clairement fait savoir ces derniers jours.  

La presse prostituée qui nous rapportent ces faits, ne nous montrent qu'un seul côté de la médaille afin de le convaincre de dénoncer les gros méchants qui ont des armes en leur possession. Cette propagande honteuse et mensongère va avancer de plus en plus car depuis le supposé massacre de Sandy Hook, où il a été démontré que cet événement était une mise en scène théâtrale complète, nous voyons une montée de violence et de meurtres aux États-Unis pour convaincre le public du danger de posséder une arme.

Paradoxe. Pendant que les services de renseignement occidentaux s'inquiètent du nombre croissant de citoyens qui se joignent à des groupes terroristes à l'étranger, Al-Qaïda diffuse depuis peu sur le web son guide pratique du parfait et efficace «djihadiste solitaire» à domicile.

Le Lone Mujahid Pocketbook, que La Presse a consulté, compte une soixantaine de pages en couleurs, et en anglais. Il est téléchargeable sur des forums djihadistes connus.

Al-Qaïda dans la péninsule arabique (AQPA), à qui l'on doit aussi le magazine Inspire, en revendique la paternité.

«Plusieurs croient que pour défendre la oumma [communauté], il est nécessaire de voyager afin de rejoindre les moudjahidines et s'entraîner dans leurs camps, lit-on. Mais nous disons aux musulmans en Amérique et en Europe qu'il existe une solution meilleure et plus facile.»

En l'occurrence, mener un combat individuel sur son propre sol.

Nidal Malik Hasan, psychiatre militaire qui a tué 13 soldats dans la base de Fort Hood, au Texas, en 2009, est cité en exemple.

«C'est le genre de matériel disponible sur le web qui peut nous causer des problèmes, s'inquiète Michel Juneau-Katsuya, ex-agent du Service canadien du renseignement de sécurité (SCRS). Les recruteurs d'Al-Qaïda s'en donnent à coeur joie pour abuser de notre liberté d'expression. C'est ainsi que les jeunes de London [morts en Algérie] se sont fait avoir.»

Le Canada figure parmi la dizaine de pays à viser, tout comme les États-Unis, Israël ou la France. Autant de pays ciblés à cause du soutien de leur gouvernement et de leur population à l'occupation israélienne de la Palestine et de l'invasion en Afghanistan, justifie-t-on.

Les auteurs expliquent d'abord comment réaliser des attaques et des actes de sabotage avec les moyens du bord. «Tout ce qui est nécessaire, c'est la volonté de donner une vie à Allah.»

Cela va de l'incendie de véhicules stationnés à différentes façons de causer des accidents de la route mortels - si possible un samedi soir, car c'est le moment où «les mécréants ont souvent bu».

Quelques pages sont aussi consacrées à l'entraînement et à l'utilisation d'armes de poing et du mythique AK-47.

Enfin, pour déjouer la surveillance du cyberespace par les services de police et de renseignement, le guide suggère l'utilisation d'un programme spécial pour sécuriser les communications.

Ni la Gendarmerie royale du Canada ni le ministre de la Sécurité publique, Vic Toews, n'ont voulu commenter la question.

«Inspire est juste l'un des nombreux véhicules de propagande utilisés pour promouvoir l'extrémisme violent, constate Tahera Mufti, porte-parole du SCRS. Notre mandat est de recueillir des renseignements sur les menaces à la sécurité du Canada et de nos alliés et, ce faisant, nous sommes au courant de cette publication.»

Dans l'un de ses rapports «d'évaluation de la menace», le SCRS a déjà étudié les moyens de «perfectionnement des compétences paramilitaires des extrémistes inspirés par Al-Qaïda» facilement accessibles dans internet.

Mais les agents de renseignement mentionnaient alors que des «guides sur des tactiques criminelles et violentes» par d'autres extrémistes (anarchistes, militants de droite, etc.)» étaient tout aussi accessibles, même sur YouTube.

Ceci nous démontre, encore une fois et très clairement, ce qu'est Alex Jones et ses nombreux amis, qui depuis des années appellent le bon peuple à résister contre cette tyrannie. Derrière tout cela, c'est un appel pur et simple à la révolution en s'associant avec des partenaires qui travaillent pour le camp ennemi. Soyez sur vos gardes, frères et soeurs, amis de la Justice et de la Droiture. Le Seigneur nous appelle à la repentance et à marcher dans ses voies premièrement, ce qui est complètement occulté dans leur message et à être en garde contre les nombreux pièges que l'ennemi nous tend.

DOD, INTERAGENCY REHEARSE HURRICANE RESPONSE PROCEDURES

WASHINGTON, April 12, 2013 – With projections of an active 2013 hurricane season and lessons of Hurricane Sandy still fresh in their minds, members of the military and their interagency partners met this week to fine-tune their coordinated response procedures.

Confronted with two nearly simultaneous notional hurricanes -- one making landfall near the Louisiana-Mississippi border and also near Norfolk, Va., and moving up the Chesapeake Bay -- they rehearsed their procedures to ensure a rapid, well-coordinated response, explained Tom LaCrosse, director of defense support to civil authorities in the Office of the Secretary of Defense.

U.S. Army North hosted the annual rehearsal of concept drill that wrapped up yesterday at Fort Sam Houston in San Antonio, Texas, on behalf of the Defense Department and U.S. Northern Command, the U.S. combatant command that coordinates military support in the homeland to civil authorities when requested.

In addition to members of Northcom and U.S. Army North, the 200-plus participants included 11 National Guard state adjutants general from hurricane-prone states and territories, and representatives of the interagency, nongovernmental organizations and the governments of Mexico and Canada.

The Federal Emergency Management Agency, the departments of Transportation, Health and Human Services and Justice, and the Coast Guard, American Red Cross and national voluntary organizations were among the key participants.

“The purpose of the exercise was to get the people who have responsibilities to respond together and to talk through in a time-phased, play-by-play, what each organization is doing” at progressive points of time, LaCrosse said.

Army Lt. Gen. William B. Caldwell IV, commander of U.S. Army North and Fifth U.S. Army, both based at Fort Sam Houston, championed this approach, which the Army uses regularly to plan overseas contingency operations and other large-scale events and also to prepare for a catastrophic domestic hurricane, Lacrosse said.

Joe Girot, representing the Federal Emergency Management Agency’s Region IV in Atlanta, said the opportunity for strategic-level collaboration with his counterparts at other organizations that would respond to a major hurricane promoted a better understanding of the capabilities they bring to the table.

“It allows us to coordinate, and we can adjust and make recommendations as to how FEMA would react and the courses of action we take,” Girot said. “It’s a win-win situation for everyone participating in this exercise.”

The rehearsal reflected what LaCrosse called the Defense Department’s new, more proactive approach to supporting civil authorities during crises.

“In the past, we would wait to do something, and when we were faced with the tyranny of time and distance to try to get our forces ... where they were needed,” he said. “Recently, we have taken the approach of leaning forward, trying to cut down that time and distance and propositioning capabilities that we think will be needed to save lives and prevent human suffering.”

DOD took a leap of faith before Hurricane Sandy made landfall along the mid-Atlantic coast last fall, LaCrosse said, prepositioning commodities and capabilities where they were likely to be needed.

“The aftermath of that is, we bet pretty well,” he said, shortening the timetable for providing support. “The devastating effects of the storm would have been more devastating as victims of the storm had to wait for some response.”

LaCrosse recognized the National Guard’s vital role in supporting state governors in times of crisis. “They have great equipment, they have great training, they have great leaders, and all of that will be brought to bear in their respective states,” he said.

But when a disaster exhausts what local and state first responders and National Guard forces can provide, LaCrosse said, federal troops, including reserve forces, are ready to step in.

“We are talking about DOD working with our federal partners at FEMA, at [the Department of] Health and Human Services, and providing DOD capabilities that have been honed in overseas contingency operations,” he said. This can range from medical and transportation assets to water-purification capabilities or logistics support, depending on the need, he added.

“Everything that the military does overseas, we are capable of doing it in a domestic emergency,” LaCrosse said.

Wrapping up the rehearsal yesterday, Caldwell told participants it is just the beginning of coordinated planning and preparations for what is expected to be an active hurricane season. Projections call for as many as three or four major hurricanes, compared to two last year, he said.

“This is the beginning of a relationship of whole-of-community,” Caldwell said, in support of FEMA and designated first responders.

“All of us recognize we have got to lean forward,” he added.

LaCrosse said this close cooperation is particularly critical during tight budget times.

“The fiscal environment we find ourselves in is all the more reason that exercises like this are critical,” he said. “The capabilities of not just the whole-of-government, but the whole-of-community are going to have to be brought to bear.

“No one organization has everything they need,” LaCrosse added. “So we have to find an economical way to bring all the capabilities to bear to support our fellow Americans.”

A citizen militia consisting of law enforcement, military and civilians founded by pro-2nd amendment Police Chief Mark Kessler to protect citizens against an over bearing federal government has now expanded to 38 chapters each in a different state.




Formally known as the Constitution Security Force Chief Kessler called upon the creation of a Citizen Reserve force to protect Americans from the ever growing plethora of threats to Life, Liberty and Justice Citizens face from the federal government in the draconian post 9/11 dark times we live in.




Chief Kessler proposed legislation to his town of Gilberton, Pennsylvania asserting the right to assert 2nd and 10th amendment rights despite in defiance in any orders coming from the Gestapo thugs in Washington, D.C taking orders from the notorious Obama regime.

Gilberton passed the chief legislation into law which has sparked a number of other law enforcement and military members to answer the Chief’s call to create a civilian reserve.

The reserve is prepared to fight any threats, foreign or domestic, attempting to pervert and subvert our already eroding constitutional rights which our forefathers guaranteed us and millions of Americans shed blood and gave their lives to protect.

Today I traveled to Pittsburgh to meet up with the chief and do a story on the training new recruits into the force are receiving.

POLICE CHIEF WANTS CITIZENS AS ‘RESERVE FORCE’ TO DEFEND AGAINST FEDS

My friends, there is hope. Law enforcement officers at the local level are making their stand and they want you to be a part of that. While I’ve written on various sheriffs that have made their own stance to protect their citizens from anyone attempting to confiscate guns, I recently ran across Police Chief Mark Kessler of the Gilberton Borough Police Department in Pennsylvania. He wants citizens to join with his police department in building a “reserve force” that will aid his police force should the need arise to resist Federal authorities when it comes to the Second Amendment.

I spoke with Chief Kessler and he is most definitely a patriot and a Constitutionalist. The police force is quite small in his town and, much like my own town, criminal activity is not rampant.

The reserve force will be made up of volunteers, they can be past or current police officers with act 120 training, along with non law enforcement personnel interested in joining the reserve force. All non law enforcement personnel won’t have any powers to arrest, but will be required to go through a background check, supply their own duty gear, uniform (military BDU, etc), weapons, ammunition. Everyone will be required to attend a firearms certification course to qualify with both long gun and hand gun at a rate set by the firearm instructor. There will also be hand to hand combat training, knife fighting training, urban combat training, sniper courses, search and rescue etc. The reserve force would only be called upon in the event of a Federal invasion or foreign invasion of the jurisdiction. They would not be called on in ordinary police work nor would they have arrest powers. This reserve force would be distinct from militia, according to Kessler.

Soldiers from the 3rd Battalion, 321st Field Artillery Regiment, XVIII Fires Brigade train last December to “respond to an escalating civil-disturbance situation caused by unhappy simulated hurricane victims.” According to an article produced by the 82nd Combat Aviation Brigade, the training was designed to prepare the soldiers “for their upcoming assignment as a quick reaction and rapid response force for U.S. Army North Command in support of emergencies in the United States.”

Public Intelligence

The Department of Defense has issued an instruction clarifying the rules for the involvement of military forces in civilian law enforcement. The instruction establishes “DoD policy, assigns responsibilities, and provides procedures for DoD support to Federal, State, tribal, and local civilian law enforcement agencies, including responses to civil disturbances within the United States.”

The new instruction titled “Defense Support of Civilian Law Enforcement Agencies” was released at the end of February, replacing several older directives on military assistance to civilian law enforcement and civil disturbances. The instruction requires that senior DoD officials develop “procedures and issue appropriate direction as necessary for defense support of civilian law enforcement agencies in coordination with the General Counsel of the Department of Defense, and in consultation with the Attorney General of the United States”, including “tasking the DoD Components to plan for and to commit DoD resources in response to requests from civil authorities for [civil disturbance operations].” Military officials are to coordinate with “civilian law enforcement agencies on policies to further DoD cooperation with civilian law enforcement agencies” and the heads of the combatant commands are instructed to issue procedures for “establishing local contact points in subordinate commands for purposes of coordination with Federal, State, tribal, and local civilian law enforcement officials.”

In addition to defining responsibilities for military coordination with local law enforcement, the instruction describes circumstances in which direct participation in civilian law enforcement is permissible. Under the Posse Comitatus Act of 1878, U.S military personnel are generally prohibited from assisting in civilian law enforcement functions such as search and seizure, interdiction of vehicles, arrest and interrogation, surveillance or using force except for in self-defense. Though the Posse Comitatus Act originally referred only to the Army, it was extended in 1956 to include the Air Force. Subsequent DoD regulations prevent the use of the Marine Corps or Navy for civilian law enforcement functions. In 1981, this principle was further codified in 10 USC § 375 which directs the Secretary of Defense to ensure that military activities do “not include or permit direct participation by a member of the Army, Navy, Air Force, or Marine Corps in a search, seizure, arrest, or other similar activity unless participation in such activity by such member is otherwise authorized by law.”


Though the Posse Comitatus Act is the primary restriction on direct DoD involvement in law enforcement functions, it does not prevent military personnel from participating in circumstances “authorized by the Constitution or Act of Congress.” This includes circumstances involving “insurrection, domestic violence, or conspiracy that hinders the execution of State or Federal law” as well as actions “taken under express statutory authority.” The DoD’s instruction includes a list of more than a dozen “laws that permit direct DoD participation in civilian law enforcement” including many obscure statutes that are more than a hundred years old. For example, a law passed in 1882 and codified under 16 USC § 593 allows for the President to use land and naval forces to “prevent the felling, cutting down, or other destruction of the timber of the United States in Florida.” Likewise, the Guano Islands Act of 1856 enables the President to use land and naval forces to protect the rights of a discoverer of an island covered by the Act.

Military commanders also have “emergency authority” to use military forces in civilian law enforcement functions “in extraordinary emergency circumstances where prior authorization by the President is impossible and duly constituted local authorities are unable to control the situation, to engage temporarily in activities that are necessary to quell large-scale, unexpected civil disturbances”.

This authority is limited to actions “necessary to prevent significant loss of life or wanton destruction of property and are necessary to restore governmental function and public order” and “provide adequate protection for Federal property or Federal governmental functions.” In fact, an enclosure to the DoD instruction describing requirements for support of civil disturbance operations states that military commanders “shall not take charge of any function of civil government unless absolutely necessary under conditions of extreme emergency.” According to the instruction, any “commander who is directed, or undertakes, to control such functions shall strictly limit DoD actions to emergency needs and shall facilitate the reestablishment of civil responsibility at the earliest time possible.”

Do not be alarmed if you see a lot of emergency vehicles setting up at Three Mile Island Tuesday afternoon.

Also, don't be concerned if you hear announcements from the nuclear power plant's public address system. It's all part of a drill.

Counties, municipalities and school districts within a 10-mile radius of the plant will take part in the drill, which simulates a variety of emergency scenarios. It's part of a plan to ensure emergency workers on and off site can be ready to respond in the event of a real emergency.

Federal officials will evaluate the responders performance.

The offsite emergency sirens will not be used during the drill. If you hear them, pay attention.

NORFOLK, Va. (NNS) -- The Navy's centralized program for Fleet Experimentation (FLEX), led by Navy Warfare Development Command (NWDC), held a fleet-wide live and virtual event last week to glean the fleet's priorities and plans for fiscal year (FY) 2014.

Other stakeholder organizations presented planned events that can be leveraged for future experimentation efforts, directly feeding the development of an FY14 execution plan.

"NWDC invited representatives from each numbered fleet and Warfare Center of Excellence to present their top priorities, and also to share planned events and exercises that could support experimentation," said Rear Adm. Terry B. Kraft, commander, NWDC. "Now more than ever, it is critical to pinpoint overlapping interest areas in order to deliver a comprehensive FLEX plan that will meet the warfighter's future needs."

The FLEX program, led by NWDC on behalf of U.S. Fleet Forces Command and U.S. Pacific Fleet, designs and executes collaborative, synchronized and relevant experimentation based on near-term fleet priorities and capability gaps. These experimentation events result in tangible products for the warfighter, frequently in the form of new and updated doctrine.

NWDC's director of Fleet Experimentation Capt. Steve Faggert led the workshop, hosted online to allow participation from around the globe with a small footprint at NWDC for commands located in the vicinity of Norfolk Naval Station.

"This was an opportunity for the fleet to tell us directly how our efforts in FY14 can get them one step closer to solving their biggest challenges," Faggert said. "The fleet's voice in this conversation is crucial. Our ultimate goal is to put a tangible product in the hands of the warfighter where a capability gap once existed."

FLEX harvests innovative ideas generated by members of the fleet and other military and government organizations. Submissions are accepted for review year-round through a classified Navy website, which is also used to promote awareness of all Navy experimentation efforts that involve fleet assets.

Scenario:

The North Central Texas region is impacted by a radiological catastrophe at Comanche Peak Nuclear Power Plant. The blast and residual fallout results in many injuries and fatalities within the immediate hazard area and the densely populated DFW Metroplex area is affected by blackouts and rolling brownouts due to loss of power generation. Blast and fallout damage results in a critical taxing of the medical community and generates a potential need for medical evacuation and vast number of worried well within the metropolitan population. Region 2 of the Texas Emergency Medical Task Force (EMTF) must activate and deploy its Ambulance, AMBUS and MMU Strike Teams to assist with the first response and contamination monitoring efforts of the medical community. NCTTRAC Objectives:


Objective 1: Coordinate an integrated EMTF medical response (EMOC, MMU, AMBUS, and AST) to a regional radiological catastrophe.
Objective 2: Demonstrate the capability to apply the fundamental knowledge, skills and abilities of ICS/NIMS command and control to coordinated Emergency Medical Task Force operations and logistical support (positions include: Task Force Leader, Operations Section Chief, Ambulance Strike Team Leader, Ambulance Staging Manager, Mobile Medical Unit Group Supervisor.

Objective 3: Measure capability to activate / notify, roster, muster and deploy essential Emergency Medical Task Force (EMTF) assets and personnel (i.e., Ambulance Strike Team, AMBUS, and Mobile Medical Unit.)

Objective 4: Evaluate the ability to integrate the EMTF Zumro MMU with the Base X MMU to achieve a Type 1 Mobile Medical Unit Strike Team.
Objective 5: Evaluate the ability to utilize Crisis Application tools (E*TRACS and WebEOC) for patient tracking, transport, and reporting measures due to a severe weather event.
