In its 70th year of existence, the U.S. Air Force delivers an unrivaled power projection capability for America.

Our nation has come to expect America's Air Force will always be there, ready to respond at a moment's notice. Whether serving as America's insurance policy against would-be aggressors or as an ambassador in blue delivering relief and hope to those in need, the service is always prepared to handle any challenge with mission-ready airmen.

As a major investment in this capability to the nation, Air Mobility Command, headquartered at Scott Air Force Base, Illinois, developed Exercise Mobility Guardian. The exercise will prepare joint and allied forces to operate seamlessly and effectively in dynamic threat environments. The State of Washington is hosting the inaugural Mobility Guardian, July 31 to Aug. 11.

Joint Base Lewis-McChord and Fairchild Air Force Base, Washington, along with the state's McAllister Field, Yakima Training Center, and Moses Lake areas, provide ideal locations to train U.S. and international forces. Mobility Guardian will enhance the skills and abilities of more than 3,000 Total Force -- active duty, Guard, and Reserve -- airmen, joint military forces, and 30-plus international partners. The exercise focuses on the core mobility functions of aerial refueling, airlift, aeromedical evacuation, and mobility support. More than 40 mobility aircraft of all types, tanker and airlift, will be represented.

Exercise Mobility Guardian is crucial to national defense and readiness. Mobility Air Forces underpin the military's power for inspiration, deterrence, and incredible precision effects -- delivering joint forces, fuel, supplies, relief, weapons, and even the President of the United States to all points on the globe. Events like Mobility Guardian ensure mission-ready airmen and offer opportunities for discovery and learning before the world calls them into action.

Well-trained and equipped airmen will always be needed to meet the nation's call. Total Force Mobility Airmen do a lot of the heavy lifting for America and ensure its global reach.

While our airmen make the mission look easy, it takes years of continuous and quality training to deliver the precision and caliber of service or performance America has come to expect. Military readiness is key; its importance cannot be overstated. This major exercise will provide U.S., allied, and partner nation forces the best training available in the ideal location represented by the state of Washington.

Simply put, the state of Washington represents a power projection platform for America. Pacific Northwest bases are strategically located and well-positioned to provide timely response, standing as a testament of U.S. resolve and global reach to other worldwide nation-state actors. Conducting Mobility Guardian allows for exercise scenarios U.S. and partner forces or Airmen may face – whether that involves humanitarian assistance, disaster response or delivering kinetic effects in combat. Mobility Guardian is a required investment in national defense and military readiness. 

Air Mobility Command's role in national defense ensures America's ability to access any point on the globe quickly and precisely. Mobility Airmen are often the first to arrive and the last to depart. Twenty-four hours a day, seven-days-a-week, Mobility Airmen are engaged in Rapid Global Mobility, with an aircraft taking off every 2.8 minutes. This capability is achieved by well-trained, expeditionary airmen conducting missions in 77 countries worldwide. It involves professional aircrew flying tanker and airlift aircraft, experienced medical professionals providing care to patients in-flight, and dedicated maintainers skillfully ensuring an aging aircraft fleet remains mission ready and prepared to go at all times.

Exercise Mobility Guardian training is driven and influenced by real-world events and service. Training scenarios will be drawn from lessons learned by aircrews, mobility expeditionary airmen, as well as joint and international partner forces executing the fight against the Islamic State and operations worldwide. Rolling Eyes KC-135 tankers serve as the backbone of America's global reach. Tanker aircraft continue to fuel 90 percent of the missions in the fight against ISIS. Mobility airlifters ensure critical supplies and forces are available to combatant commanders around the world.

Aeromedical evacuation crews and critical care transport teams operating out of Fairchild AFB will move patients on U.S. and international partner Mobility Air Forces aircraft, practicing a critical life-saving mission. AE forces support the full range of military operations, humanitarian assistance, and disaster response.

The responsibility of enabling America's global reach rests with Air Mobility Command. No matter what is going on in the world, one constant remains … the need to reach any point on the globe quickly and precisely. Exercise Mobility Guardian is one way to ensure America's Air Force is always there, ready to respond to the nation's call, today and in the future.

Le commandant en chef de la flotte américaine du Pacifique, Scott Swift, s'est déclaré prêt jeudi à réaliser une frappe nucléaire contre la Chine si le Président Donald Trump le lui ordonne, relate Associated Press.

Deux bombardiers stratégiques US B-1B survolent la mer de Chine méridionale

«La réponse est oui», a-t-il indiqué lors d'une conférence sur la sécurité en Australie, en répondant à la question d'un scientifique qui voulait savoir s'il effectuerait une frappe nucléaire contre la Chine sur l'ordre de Donald Trump.

La Flotte américaine déployée dans le Pacifique compte trois porte-avions nucléaires et plus de vingt sous-marins nucléaires.

La veille, le directeur de la CIA, Mike Pompeo, a déclaré que la Chine pourrait être le principal concurrent des États-Unis. Parmi la Chine, la Russie et l'Iran, «je choisirai la Chine», a-t-il indiqué dans une interview au Washington Free Beacon. Ce pays pourrait le plus concurrencer les États-Unis dans une perspective à moyen et à long terme, selon lui.

Des chasseurs chinois obligent un avion espion US à changer de cap

Les relations entre la Chine et les États-Unis se sont beaucoup dégradées ces derniers mois. Les tensions les plus importantes sont liées à la mer de Chine orientale. La Chine et certains pays de la région dont le Japon, les Philippines et le Vietnam, ont des divergences concernant les frontières maritimes et les zones de responsabilité en mer de Chine orientale et en mer de Chine méridionale. Washington ne considère pas les territoires en litige comme chinois et insiste sur son droit de se déplacer et d'agir partout où cela est autorisé par le droit international.

Les autorités ukrainiennes ont lancé en 2014 une opération militaire contre les républiques de Lougansk et de Donetsk, qui avaient proclamé d'une manière unilatérale leur indépendance après le coup d'État en Ukraine en février de la même année. Selon l'Onu, le conflit a déjà fait 10.000 victimes.

Le règlement du conflit a été évoqué, entre autres, par un groupe de contact à Minsk, qui a adopté, depuis septembre 2014, trois documents réglementant les démarches visant à la désescalade du conflit. Toutefois, malgré les accords de cessez-le-feu, les échanges de tir continuent.

Pourquoi la clause Molière s’invite-t-elle sur les chantiers français?

Quelques jours seulement après la décision du gouvernement de «nationaliser» les chantiers navals STX afin de «défendre les intérêts stratégiques de la France», le ministre de l'Économie Bruno Le Maire annonce que la France propose à l'Italie d'élargir les négociations autour de ce dossier à une coopération militaire entre les deux pays. Dans la foulée de cette décision, Sputnik a réussi à rejoindre Gauthier Bouchet, député FN de Saint-Nazaire, et à recueillir son commentaire à ce sujet.

«On se dirige vers le projet de l'Europe de la Défense. M. Le Maire essaye de faire émerger le projet militaire franco-italien. On a l'impression que le gouvernement n'a pas envie de mentionner qu'il s'agit d'une nationalisation, même temporaire, des chantiers navals», a indiqué le député.

Toujours est-il que M.Bouchet se dit «circonspect» sur cette annonce pour bien des raisons:

Reprise des chantiers navals de Saint-Nazaire: le social toujours dans le flou

«Faire émerger un projet franco-italien dans le domaine de la Défense n'est pas forcément dans l'intérêt national. […] C'est une tentative maladroite de trouver une solution au différend qui a toujours existé autour des chantiers de Saint-Nazaire. Le gouvernement essaye de continuer ses arrangements avec l'Italie en faisant émerger le projet de la Défense». Selon lui, ce choix stratégique ne constitue pas «une bonne solution» et pis encore, cela donnerait à croire que «le gouvernement navigue à vue».

Un équipage russe s'est distingué lors de l'étape «course individuelle» du biathlon en chars de combat, une compétition internationale annuelle.

Un équipage russe a établi un record de vitesse et de tir de précision lors du biathlon en chars d'assaut qui se déroule actuellement dans les environs de Moscou, a annoncé l'arbitre principal des compétitions militaires internationales, le général Dmitri Gorbatenko.

«Pour aujourd'hui, le premier équipage de l'équipe russe du biathlon en chars de combat a montré un très bon résultat, le meilleur de toutes les compétions», a indiqué le général.

Selon lui, l'équipage a parcouru la distance en 19 min 10 s, n'ayant jamais raté ses cibles. L'année passée, l'équipage chinois s'est classé premier, avec un temps de 21 min 3 s, ayant toutefois raté toutes ses cibles.

Selon l'arbitre principal du biathlon, le colonel Roman Binioukov, au bout de deux jours de compétition, l'équipe russe est au premier rang, suivie par l'équipe chinoise. La troisième place appartient à l'équipe biélorusse.

L'étape «course individuelle», qui s'est déroulée du samedi au dimanche, a réuni 55 équipages de 19 pays: Russie, Azerbaïdjan, Angola, Arménie, Biélorussie, Venezuela, Zimbabwe, Inde, Iran, Kazakhstan, Kirghizistan, Chine, Koweït, Laos, Mongolie, Nicaragua, Serbie, Tadjikistan et Ouganda. = Ils ne sont pas si ennemis que cela quant on voit des choses comme ça. Jeu de guerre. Après on recommence à s'entretuer! Et pourtant, tout le monde semble être ennemi de la Russie, alors pourquoi ce biathlon en terre ennemi?

Les demi-finales auront lieu du 8 au 10 août. Les quatre meilleures équipes se qualifieront pour la finale qui se tiendra le 12 août.

La Turquie et le Qatar ont lancé mardi des exercices militaires conjoints dans le petit émirat mis au ban par ses voisins du Golfe emmenés par l'Arabie saoudite, ont rapporté les médias turcs.

Demandes rejetées

Quelque 250 soldats et véhicules blindés turcs participent à ces exercices dont la première phase mobilise des forces terrestres avant qu'ils ne s'ouvrent à des forces navales, a précisé la chaîne NTV.

L'Arabie saoudite, Bahreïn, les Emirats arabes unis et l'Egypte, qui ont coupé leurs relations diplomatiques avec le Qatar le 5 juin, accusent Doha de soutien actif aux islamistes extrémistes, d'être derrière des actions de déstabilisation dans la région et, au-delà, de se rapprocher de l'Iran chiite, le grand rival du royaume saoudien sunnite.

Ils ont présenté une série de demandes à Doha pour mettre fin à la crise parmi lesquelles la fermeture de la chaîne Al-Jazeera, la réduction de ses relations avec l'Iran ou la fermeture d'une base turque au Qatar. Doha et Ankara ont rejeté cette demande.

Rapports privilégiés

La Turquie entretient des rapports privilégiés avec le Qatar, notamment sur les plans économique et militaire, mais a aussi de bonnes relations avec les autres monarchies du Golfe, notamment l'Arabie saoudite.

Le président turc Recep Tayyip Erdogan a effectué une tournée dans le Golfe fin juillet pour tenter d'apaiser les tensions entre le Qatar et ses voisins.

Le Sénat américain a confirmé mardi la nomination de Christopher Wray à la tête de la police fédérale (FBI), trois mois après le limogeage surprise de son prédécesseur James Comey par le président Donald Trump.

Comme anticipé, la nomination de cet ancien avocat, brillant et peu marqué politiquement, n'a souffert de pratiquement aucune contestation au Sénat où elle a été approuvée par 92 voix contre 5.

Christopher Wray, 50 ans, s'était notamment assuré le soutien des parlementaires des deux camps en affirmant, lors de son audition de confirmation en juillet, qu'il préférerait démissionner plutôt que céder à d'éventuelles pressions de la Maison Blanche.

«Personne ne m'a demandé au cours de ce processus de lui prêter allégeance et je peux vous assurer que je n'ai fait aucun» serment de loyauté, avait alors déclaré l'ancien procureur fédéral.

Période compliquée

Il va prendre ses fonctions alors que le FBI traverse une période compliquée: il aura notamment pour but de prouver la non-«politisation» de la police fédérale et de rassurer l'opinion publique américaine.

Le limogeage de son prédécesseur James Comey avait vu le président Trump être accusé de vouloir entraver l'enquête sur une éventuelle collusion entre son équipe de campagne et la Russie l'année dernière. Cet épisode a mené à la nomination de Robert Mueller au poste de procureur spécial chargé d'enquêter au niveau fédéral sur l'affaire russe.

Christopher Wray entame un mandat de 10 ans comme chef de la police fédérale, un poste dont la durée inhabituelle est justement censée prémunir son détenteur des pressions extérieures.

Avant de travailler dans un cabinet d'avocats privé, il avait dirigé de 2003 à 2005 la division pénale du ministère américain de la Justice.

J.W. : Sans aucun doute. Le développement des capacités militaires chinoises ces dernières années en est la preuve. Le gouvernement chinois a beaucoup investi dans le renforcement de ses armées, et notamment de la marine. Le fait que la Chine soit capable de déployer des forces navales à des milliers de kilomètres de ses eaux territoriales est un puissant message, qui témoigne, entre autres, du renforcement de l’alliance entre la Russie et la Chine. Cela est d’autant plus logique que les deux pays sont confrontés à la menace impérialiste des Etats-Unis et de leurs alliés. Désormais, à chaque fois qu’un camp conduit des exercices militaires, l’autre réagit en déployant ses propres navires afin de montrer qu’il est capable de répondre à toute menace. Ce sont des situations à haut risque, surtout lorsque des incidents se déroulent dans le ciel. Il y a peu, nous avons vu, alors qu'il se rendait à Kaliningrad, l’avion du ministre russe de la Défense être suivi par un avion de l’OTAN qui s'en est rapproché dangereusement avant d'être chassé par l’escorte aérienne du ministre.

RT : Le fait que les navires chinois soient si loin de chez eux et manœuvrent en Europe est-il surprenant ?

J. W. : Oui, bien sûr, même si cela ne surprendra pas ceux qui suivent attentivement le cours des événements. Pour le moment, la Chine dispose de l'arme nucléaire, de cinq sous-marins nucléaires, de trois porte-avions (un qui vient d'être mis en service, un deuxième sur le point de l'être et un troisième en construction). Plusieurs experts pronostiquent qu’en 2020, la marine chinoise sera aussi importante que la marine américaine, dans toutes les catégories sauf la construction de porte-avions. En d'autres termes, la Chine est on ne peut plus sérieuse concernant sa montée en puissance militaire. Elle est en conflit avec les Etats-Unis et leurs alliés en mer de Chine méridionale, et leur envoie un message sans équivoque : elle est capable de veiller à ses intérêts nationaux, et ce en coopération avec son allié russe. La Russie et la Chine réagissent à la menace de l’impérialisme américain, les responsables de Washington refusant de reconnaître la réalité d’un monde multipolaire…

The US Air Force finished testing the deployment of leaflet bombs from B-52 Stratofortresses on July 25 at Edwards Air Force Base in California.

The leaflet bombs form a key component of psychological operations, according to the service, because they allow the US military to communicate with local populations. After being released from the plane’s wing, the PDU-5/B, a "repurposed cluster bomb," falls for a period until it explodes above ground, raining leaflets down from above.

The tests featured two B-52 sorties dropping 16 PDU-5/B munitions. Each canister can disseminate as many as 60,000 leaflets each.

The leaflets are used for information, propaganda and humanitarian purposes. Since World War II, leaflet bombs have been used to inform civilians of plans to strike a certain area and to evacuate, the Atomic Heritage Foundation reports. In certain instances, leaflets advocated local populations "to push their leaders to surrender," the foundation adds.

Pentagon Deploys B-52 Bombers, 400 Airmen for Iraq, Syria Air Campaign

Similar evacuation notes were sent to villages and neighborhoods during Operation Iraqi Freedom before US Air Force jets began a bombing campaign in Baghdad, Iraq, the US Air Force said in a statement.

In 2015, F-15 Eagles dropped leaflets on Daesh fighters in Syria, The Aviationist reported. Three years earlier, the US Army used information bombs in Afghanistan, the news outlet said. In 2011, USAF EC-130 electronic attack aircraft took to the airwaves to convince members of the Libyan armed forces to abandon former Libyan leader Muammar Gaddafi.

No Budget Space For US Air Force’s New B-52 Engines

The tests were designed to ensure the bombs "do not contact the aircraft, and/or each other,” which Kevin Thorn of the 419th Flight Test Squadron said could produce “an unsafe condition." Historically, only helicopters and fighter jets have dropped the PDU-5/B munitions, so the dry run was intended to see how well B-52 strategic bombers could execute the same task.

“Without the capability to carry PDU-5s on the B-52 aircraft, the impending shortfall on leaflet dispersal capacity will jeopardize Air Force Central Command information operations,” B-52 PDU-5 project manager Earl Johnson said.

Psychological operations can be used for "tactical, operational and strategic levels of operations," according to Military.com in addition to humanitarian purposes. Aims included decreasing enemy morale, gaining support for US efforts, and influencing the thoughts and emotions of local populations.

GRAYLING, Mich., Aug. 4, 2017 — For the last five years, the Michigan National Guard has hosted Northern Strike, a National Guard Bureau-sponsored exercise uniting about 5,000 service members from 13 states and five coalition countries at Camp Grayling Joint Maneuver Training Center in northern Michigan.

This year, the exercise features one of the most advanced and versatile pieces of military technology: the E-8C Joint Surveillance Target Attack Radar System, known as Joint STARS, an advanced and battle-management system.

The E-8C Joint STARS is a modified Boeing 707, an aircraft that was originally manufactured in the 1960s. Internally, it's equipped with 22 radios, seven data links, two internets and secure telephone capability, all operated by 21 personnel.

The Joint STARS team consists of the Georgia Air National Guard's 116th Air Control Wing, the active-duty 461st Air Control Wing, and Army Joint STARS personnel and it provides simultaneous wide-area joint airborne command and control, intelligence, surveillance, and reconnaissance support over land and water from a manned platform to combatant commanders around the globe.

The joint total-force integration unit operates the world’s only Joint STARS weapon system, based out of Robins Air Force Base, Georgia. Its role during Northern Strike 2017 is to provide battle-management command and control as well as intelligence, and reconnaissance data.

Realistic Scenarios

The realistic training scenarios during Northern Strike 2017 present the Joint STARS team with "abundant opportunities to hone our wartime capabilities while incorporating our joint and multinational partners," said Air Force Lt. Col. Kenneth Billings, mission crew commander with the 116th Air Control Wing's 128th Airborne Command and Control Squadron.

The newly accredited Northern Strike 2017 demonstrates the Michigan National Guard’s ability to provide , readiness-building opportunities for military units from all service branches to achieve and sustain proficiency in conducting mission command, air, sea, and ground maneuver integration, together with the synchronization of fires in a joint, multinational, decisive action environment, exercise officials said.

The US military is shifting towards a “more global” exercise program in preparation to deter what they term a “more assertive Russia” as well as countering other complex threats, a senior officer commanding the US forces in Europe has said.

“What we’re eventually going toward is a globally integrated exercise program so that we (are)... all working off the same sheet of music in one combined global exercise,” Air Force Brigadier General John Healy, who directs the drills of US forces in Europe told Reuters.

Healy said troops need to be prepared for increasingly complex threats across all domains of war – land, sea, air, space and cyber sphere. The general went on to say the training must include rehearsing possible conflicts and take into account the global nature of the military threats facing the US.

The goal of the Pentagon is to hold exercises that would involve troops from all nine US unified combatant commands instead of being limited to a specific region or a military branch, he said. Such drills could be staged as early as 2020, he added.


US to boost air & troop presence in Lithuania during Russia-Belarus drills

Healy said Russia was his primary concern in Europe and expressed the West’s unease over the September Zapad-2017 exercises involving Russian and Belarusian troops.
The US general, citing ‘experts’, claimed the joint Russian and Belarusian drills could involve about 100,000 soldiers. He then criticized Moscow for being “non-transparent” in its military exercises, referring to the the fact that Russia has not invited US and NATO observers to its war games.

“They’re not being as transparent as we are,” he said, adding, that Russian observers attended the recent US and NATO drills in the Black Sea region.

Healy, though, is not the first high-ranking US officer to speculate about the upcoming Russia-Belarus drills. Last month, another top military official, Lieutenant-General Ben Hodges, commander of US Army forces in Europe, called it “a Trojan horse” and said “people are worried” about the exercises.

Earlier, the Polish Ambassador to the US, Piotr Wilczek, claimed the maneuvers are potentially dangerous for Ukraine and other regional countries. The Baltic States also seemed to be particularly concerned over the drills as Estonia planned to host more US and other allied troops in light of the war games while Lithuania issued a report claiming it could be a provocation against the Baltic state.


US tanks head for Tbilisi as NATO flexes muscles in joint drills with Georgia

Moscow and Minsk have repeatedly issued assurances surrounding the planned war games. The joint exercises pose no threat to any other country and are defensive in nature, the Belarusian defense minister Andrei Ravkov said in July. Ravkov also pointed out that Zapad-2017 is far less modest than the Anaconda drills in Poland last year. Zapad-2017 involves around 12,700 troops alongside 680 pieces of weaponry compared to the more than 30,000 soldiers from NATO states and their allies with 3,000 items hardware involved in the 2016 NATO drills.

While the planned scale of the war games is below the threshold that requires the invitation of foreign military observers, the Belarusian foreign ministry spokesperson said last month that invitations will still be sent to military attaches accredited in Belarus.

Russian deputy foreign minister Grigory Karasin denounced the allegations concerning the drills by saying that they are aimed to “artificially justify” the NATO military buildup around Russia.

The alliance's buildup includes the modernization of airfields, ports and other military sites, as well as the deployment of new elements of the US missile defense system, Russia's defense minister Sergey Shoigu said.

In June, Shoigu also expressed concerns over NATO's “unjustified actions” and the "blatant unwillingness” of certain Western states to stop “pursuing an anti-Russian agenda” which together “leads to [an] erosion of the global security system.”


‘Trojan horse’: Top US commander in Europe says Russia might use Belarus drills to move weapons

Undeterred, NATO's presence and activities in the Baltic region, Eastern Europe and the Black Sea steadily gathers pace.

The military bloc particularly holds regular military exercises close to Russia's borders. On July 31, US tanks and armored vehicles headed to Tbilisi to take part in joint drills with Georgia. A week earlier, British and Turkish warships arrived in Ukraine for the joint NATO-Ukraine Black Sea drills.

In mid-July, less than a week before the bloc's naval drills in the Black Sea, NATO forces staged drills in Romania. On June 19, British, Polish, American and Lithuanian troops took part in military exercises on the border between Poland and Lithuania, “protecting” NATO’s soft spot from the “Russian threat” for the very first time.

Around the same time, another 10-day NATO exercise called Iron Wolf was staged in Lithuania. The two drills were part of a broader NATO exercise known as Saber Strike, playing out in the Baltic states and Poland, also aimed at deterring the alleged “Russian threat.”

And if this was not enough, the US military for the first time, deployed Patriot anti-aircraft systems to Lithuania as part of the ‘Tobruq Legacy 2017’ air defense drills in July.


‘NATO buildup on Russian borders erodes global security’ – Moscow

In his interview with Reuters, Healy confirmed that over 40,000 US and allied forces took part in the various military maneuvers performed across Europe this summer, adding, that the initial assessment of the exercises was positive.

The military buildup trend is apparently catching on. Sweden, which is not a NATO member, plans to hold what it calls the “first and largest” exercise of its kind in over 20 years involving all of its military branches together with several NATO members in September.

Healy also offered a glimpse of some of the US military's plans for next year. It involves 11 major exercises bringing together air, ground and naval forces that will be held in a number of the European countries, including the UK, the Baltic States and even Finland, which like Sweden, is also not a NATO member.

WASHINGTON, Aug. 4, 2017 — Pentagon spokesman Navy Capt. Jeff Davis updated the press here today on U.S. operations with local partners in Yemen against al-Qaida in the Arabian Peninsula and in Somalia against al-Shabab.

In Yemen’s Shabwah Governorate yesterday, according to the United Arab Emirates’ Ambassador to the United States, Yemeni government armed forces launched a major operation against al-Qaida in the Arabian Peninsula with support from UAE and U.S. forces.

Al-Qaida in the Arabian Peninsula

Today, Davis said, a small number of U.S. forces “are supporting our regional counterterrorism partners in ongoing operations in Yemen against [al-Qaida in the Arabian Peninsula] to degrade the group's ability to coordinate external terrorist operations and to use Yemen territory as a safe place for terror plotting.”

Shabwah Governorate has a heavy al-Qaida in the Arabian Peninsula presence, he added.

U.S. support in this part of Yemen is a continuation of what U.S. forces have been doing there since Jan. 29, when a raid by U.S. forces killed an estimated 14 al-Qaida in the Arabian Peninsula terrorists.

According to a U.S. Central Command news release at the time, “the raid is one in a series of aggressive moves against terrorist planners in Yemen and worldwide,” and that similar operations have produced intelligence on al-Qaida logistics, recruiting and financing efforts.

U.S. support to the Yemeni people enhances stabilization efforts in the region, he added, noting that eliminating the influence of al-Qaida in the Arabian Peninsula and the Islamic State of Iraq and Syria in the region “will significantly degrade extremist activity in the area and set conditions for stabilization efforts in Yemen.”

Davis said U.S. forces continue to conduct air strikes in Yemen against terrorist targets.

“Since Feb. 28 we've conducted more than 80 strikes against [al-Qaida in the Arabian Peninsula] militants, infrastructure, fighting positions and equipment, and this is based upon the authorities granted in the operation that began” with the January raid, he said.

Al-Shabab in Somalia

On July 30, U.S. forces took part in a raid near Tortoroow in southern Somalia that targeted a senior member of al-Shabab.

“We can now confirm,” Davis said, “that the strike killed one of al-Shabab's senior leaders, Ali Mohammed Hussein, also known as Ali Jabal.”

The senior al-Shabab terrorist was one of the organization’s leaders, he added, responsible for leading al-Shabab forces operating in the Mogadishu and Banadir regions, and planning and executing attacks against the Somali capital, Mogadishu.

Hussein used the Lower Shabelle region, a known al-Shabab safe haven, as a hub for these activities, Davis said, adding that his removal disrupts al-Shabab's ability to plan and conduct attacks in Mogadishu and to coordinate efforts among al-Shabab regional commanders.

“We continue to work there in Somalia in coordination with our partners with the Somali Defense Forces and other allies,” he said, “to systematically dismantle al-Shabab and to help achieve and bring stability and security throughout the region.”

EOD, BOMB SQUADS WRAP UP RAVEN'S CHALLENGE EXERCISE

CAMP PENDLETON, Calif., Aug. 4, 2017 — After a week of live-fire training in realistic scenarios, explosive ordnance technicians from the Army, Air Force, Marine Corps and the Belgian army, along with federal, state and local public safety bomb squads wrapped up the final iteration of Raven's Challenge XI here.

In addition to Camp Pendleton, Raven's Challenge took place at four other locations this year: Pinal Airpark in Marana, Arizona, in March; Muscatatuck Urban Training Center, North Vernon, Indiana, in April; Camp Dawson, Kingwood, West Virginia, in May; and Camp Shelby, Mississippi, in June.

The exercise is funded by the Army and led by the Bureau of Alcohol, Tobacco, Firearms and Explosives, with support from the FBI, the Defense Department, the Transportation Security Administration and state and local public safety agencies throughout the country.

"With the focus on tactical operations involving interoperable public safety bomb squads and EOD teams, the exercise continues to represent an annual pillar of counter-[improvised explosive device] preparedness -- both nationally and globally," said John Simpson, the Raven's Challenge program manager. "Feedback from the previous exercise showed that 99 percent of those who participated would recommend this exercise to peers.

"This year's rollout has continued on past Raven's Challenge successes by focusing on the tactical-level technician -- their proficiency, device exposure, knowledge and collaboration skills," he continued. "With the threat of an IED ever pervasive in the global and national landscape, Raven's Challenge remains an excellent tool to sharpen bomb technicians and war fighters for the battle against IEDs they will undoubtedly face year after year."

Training Scenarios

Throughout the week, the combined teams went through training scenarios, or lanes. One such scenario was a hostage situation, where a hostage in a stairwell had a bomb strapped to his body while other hostages were upstairs and there was a body booby-trapped on the ground floor. Teams also dealt with locating hidden devices, an aircraft with a device in the cabin or baggage area, improvised mortars located on rooftops and in vehicles, a cabin with booby traps and a suspicious package in a hospital.

Training was under realistic conditions, and included a no-light and low-light environment, where technicians had to use night-vision goggles while entering a village and disarming devices through the goggles or with the naked eye.

"The no-light, low-light was my favorite. because it's the most challenging thing an EOD tech can do -- walk through something you can barely see," said Army Spc. Seth Hamilton, an EOD technician from Fort Bliss, Texas. "You're hot, you're tired, they've booby-trapped an entire warehouse; so you're going through in the middle of the dark, just trying to get through without dying. It had the best training value."

Lanes were also focused on responding to the developing tactics of terrorists, such as the use of booby-trapped unmanned aerial systems.

"The UAS seems to be the emerging threat, … because of the widespread availability of unmanned systems. It's exciting for us to say, ‘Hey, this is a new emerging threat.'

We're going to be the people figuring out how to address it and come up with the [tactics, techniques and procedures] to become more proactive," said Marine Corps Gunnery Sgt. Brian Murphy, an EOD technician here.

"The new [unmanned aerial vehicle] threat, we're the first people in our company to get that knowledge and run that lane, and we can't do that at our home station," said Army Staff Sgt. Sean Mattes, an EOD bomb technician from Fort Bliss. "So now we can go back and help educate those guys and tell them what we've learned but until they come to something like this, they'll never get that training. You really broaden your skills with the site layout and coordination. You've got to get every tool out and use it, and that's what I like doing."

"The teams who went up against the UAVs for the first time had no procedures to use," said Col. David Schmitt, chief of the Army's adaptive counter-IED/EOD solutions division. "There was no logic tree to follow to get to the right solution, so they were working that out inside their heads, but if we do it right, then the issues will be captured in the after-action report, the review will go back into the process, so next year, they will have a logic train for this scenario."

Schmitt said Raven's Challenge is one of the largest DoD EOD counter-IED interoperability training exercises in the world. "Continuing to do this kind of training provides incredible benefits for the individual participants, but also for the services and the bigger institutions that sends the participants, because it feeds into the after-action reviews," he said. Self-Assessments

Because the goal of the Raven's Challenge exercise was to develop and foster a non-evaluative, no-fault training environment to foster innovation while concentrating on core skills of both disciplines for the military and public safety bomb squads, officials said the teams performed self-assessments after they finished each scenario, going over what they did right, what they did wrong and what they learned from it.

Simpson said most of the Raven's Challenge observers used a hands-off approach as much as possible, stepping in only when needed to answer questions or lend their expertise, but giving the teams room to learn. "We've had a tremendous year. Everything has really come together this year," he said of the Raven's Challenge iterations.

"The overall value to the public and to the military is the enhanced safety of our domestic world. We want public safety [teams] to know that when they call the military for help, they're going to get it," Simpson said. "And we want the military to know that the public safety teams trust their abilities to respond and know what their capabilities are. If we can accomplish those things -- find the sweet spot between those two doctrines -- get these guys downrange, engaged in an explosive situation and come back safely, we're very successful. The payoff is huge for the country and for the readiness of the forces, both public safety and military."

WASHINGTON, Aug. 3, 2017 — Deputy Defense Secretary Pat Shanahan discussed a variety of issues today in a phone call with Harriett Baldwin, the United Kingdom's undersecretary of state and defense procurement minister, Navy Cmdr. Sarah Higgins, Shanahan's spokesperson, said in a statement.

"The leaders discussed defense issues, including NATO, bilateral exercises, changing technologies and procurement innovation," Higgins said. "They also spoke about the restructure of the Department of Defense's acquisition, technology, and logistics and chief management officer organizations."

Close Partnership

Shanahan lauded the value of the close U.S.-U.K. security partnership, Higgins said, and he noted that bilateral capability cooperation will be instrumental in enabling their forces to better confront current and emerging threats.

In addition, Higgins said, Shanahan conveyed the high value the U.S. places on British investment in strong defense capabilities, including its two aircraft carriers and F-35B aircraft.

The two leaders agreed to maintain regular dialogue on shared security interests and the bilateral defense agenda, she added.

The Pentagon won’t rule out more troops being sent to Yemen in the coming weeks.

(ANTIWAR.COM) — A day after the US was reported to have participated in an anti al-Qaeda offensive in southern Shabwa Province of Yemen, the Pentagon is confirming that a “small number” of US ground troops have been deployed into Yemen for an ongoing operation against the al-Qaeda in the Arabian Peninsula (AQAP) force.

Details are still scant, but the operation is said to be taking place across central Yemen in a major al-Qaeda stronghold. The Pentagon said the main purposes of their presence is “intelligence sharing,” at least for now.

 

That’s because the Pentagon said they are not ruling out sending even more troops into Yemen in the coming weeks, as they appear to intend to continue escalating the fight against AQAP, in an offensive which apparently is being coordinated with the United Arab Emirates.

This operation is distinct from the Saudi-led war in Yemen, which is not focused on fighting against AQAP, but the presence of US ground troops in the country at all is likely to be controversial, given the human rights disaster the US-backed Saudi conflict has turned into.

Three former mercenaries who killed and injured 31 unarmed Iraqis in Nisour Square will be resentenced, and a fourth may be retried.

(COMMONDREAMS) — A federal appeals court on Friday threw out lengthy prison sentences of three former operatives for private mercenary firm Blackwater Worldwide—and ordered a retrial for a fourth operative who had received a life sentence—for their roles in the notorious 2007 Nisour Square massacre in Baghdad, which left 14 unarmed Iraqis dead and another 17 wounded.

“The men, Dustin Heard, Evan Liberty, Paul Slough, and Nicholas Slatten, were convicted in October 2014 after years of legal battles,” Common Dreams reported in 2015, when U.S. District Judge Royce Lamberth sentenced Slatten—who the government says fired the first shots—to life in prison and the other three men to “30 years and one day each on charges that included manslaughter, attempted manslaughter and using firearms while committing a felony.”
  
During the 10-week trial in 2014, “prosecutors said the four defendants, among 19 Blackwater guards providing security for State Department officials in Iraq, fired machine guns and grenade launchers in a reckless and out-of-control way after one of them falsely claimed their convoy, called Raven 23, was threatened by a car bomber,” the Washington Post reported.

“While defense lawyers have argued that the men were acting in self-defense, federal prosecutors wrote that the men’s ‘crimes here were so horrendous—the massacre and maiming of innocents so heinous—that they outweigh any factors that the defendants may argue form a basis for leniency,'” Common Dreams reported.

The federal appeals court, in a split decision issued Friday, claimed prosecutors misapplied a law during the lower court’s trial, the New York Times reported:

The three-judge panel declared the contractors’ sentences “grossly disproportionate to their culpability for using government-issued weapons in a war zone.” The court ordered the three men to be resentenced, a initial ruling that could significantly reduce their prison terms.

Mr. Slatten’s conviction was thrown out entirely. The appeals court ruled that he never should have been prosecuted in the same trial as his colleagues, one of whom said he—and not Mr. Slatten—fired the first shots.

By overturning his conviction, the court has forced the Justice Department to decide whether to prosecute again….Retrying Mr. Slatten will not be easy. Prosecutors tracked down dozens of Iraqi witnesses and flew them to Washington for the first trial and would probably have to do so again.



According to the Post, spokesmen for the U.S. Justice Department and U.S. Attorney Channing D. Phillips said Phillips’s office “is reviewing the opinion and has no further comment at this time.”

Paul Dickinson, an attorney who represented the families of six Iraqi massacre victims—including 9-year-old Ali Kinani, who was shot in the back of the head—shared their stories in a long series of tweets on Friday afternoon.

Les équipages russes ont remporté l'épreuve de course individuelle des compétitions de biathlon en chars d'assaut qui se tiennent dans le cadre Jeux militaires internationaux 2017.

Les Jeux militaires internationaux 2017 proposent 28 concours militaro-techniques et se déroulent du 29 juillet au 12 août sur 22 polygones dans 5 pays à la fois: en Azerbaïdjan (Coupe de la mer), en Biélorussie (Combattant de la communauté), au Kazakhstan (Tir d'élite, Maîtres d'artillerie, Compétition de drones) et en Chine (Poussée de Souvorov, Aviadarts, Section aéroportée, Armurier, Ciel clair, Environnement sûr). Les concours navals seront organisés dans les mers Noire, Caspienne et du Japon.

Au total, plus de 150 équipes représentant 28 pays d'Europe, d'Asie, d'Afrique et d'Amérique latine de participent aux Jeux. 22 pays ont envoyé aux Jeux 47 groupes d'observateurs.

L'Indonésie va échanger de l'huile de palme, du café et du thé contre des chasseurs russes, afin de profiter des nouvelles sanctions internationales frappant Moscou, a indiqué mardi un responsable local.

L'archipel d'Asie du Sud-Est a signé la semaine dernière avec la Russie un protocole d'accord prévoyant l'achat de 11 chasseurs russes Sukhoï en échange de produits de première nécessité, a indiqué un porte-parole du ministère indonésien du Commerce.

"L'idée a été lancée l'année dernière, certaines personnes suggérant que l'Indonésie devrait échanger les avions contre nos principales denrées" alimentaires, a déclaré à l'AFP le porte-parole, Marolop Nainggolan.

Les nouvelles sanctions prises au début du mois par l'Union européenne et les Etats-Unis visent la Russie pour son ingérence présumée dans l'élection présidentielle américaine et l'annexion de la région ukrainienne de Crimée par Moscou.

Cependant, le ministre indonésien du Commerce, Enggartiasto Lukita, a estimé que les sanctions, qui ont contraint la Russie à chercher de nouveaux marchés, pouvaient être une bonne nouvelle pour l'Indonésie.

"C'est une opportunité que nous ne devrions pas perdre de vue", a-t-il déclaré la semaine dernière à Moscou.

L'accord, qui doit être mis en application par le conglomérat public russe Rostec et l'indonésien PT Perusahaan Perdagangan Indonesia, pourrait ouvrir la voie à d'autres accords bilatéraux étendus à l'énergie et l'aviation, a souligné M. Lukita.

La valeur et le délai de ces échanges n'ont pas été précisés.

Ces informations interviennent alors que le ministre russe des Affaires étrangères, Sergueï Lavrov, entame mardi une visite de deux jours en Indonésie.

Senior members of the Hamas terror group met on Monday in Iran with representatives of the powerful Iranian Revolutionary Guard, according to Arabic media reports.

A high-level Hamas delegation arrived in Tehran on Friday in order to attend the inauguration of Iranian President Hassan Rouhani, and to “turn a new page in bilateral relations” between the two sides, according to a statement by Hamas.

This is the first Hamas visit to Iran since the group elected new leadership earlier in 2017. The rapprochement between Hamas and Iran is reportedly being facilitated by the Lebanese terror group Hezbollah, which is supported by Tehran.

The delegation consisted of Hamas political bureau members Ezzat al-Resheq, Saleh Arouri, Zaher Jabarin, and Osama Hamdan.

During its stay in Iran, the group met with Iranian Foreign Minister Mohammad Javad Zarif on Monday, as well as a number of other senior Iranian officials.

The Pan-Arab daily As-Sharq al-Awsat, which is Saudi-influenced, reported that members of the Hamas delegation representing the terror group’s military wing also met with members of the Iranian Revolutionary Guard – (IRGC) — a paramilitary force that answers directly to Iran’s supreme leader Ayatollah Ali Khamenei — and discussed “common issues.”

Relations between Hamas and Iran soured after the Sunni Palestinian group, whose ex-leader Khaled Mashaal was once based in Damascus, refused to back the non-Sunni axis led by Syrian president Bashar Assad in the ongoing civil war, which started in 2011. Iran is backing Assad in the war.

But, according to the report, Iran is keen to restore ties with Hamas after Ismail Haniyeh was elected as head of Hamas’s political bureau and Yahya Sinwar as the group’s Gaza chief. Both are considered to be more open to reconciliation with Iran than Mashaal was.

Hamas also needs to re-establish ties with Iran, as its current top backer Qatar is under fire from Gulf allies for supporting the Palestinian terror group.

During their meeting on Monday, Zarif told the Hamas delegation, according to a readout of the meeting from Hamas, that Iran was “ready to put aside all disagreements for the sake of supporting Palestine and the Palestinian people as well as the unity of the Muslim world.”

Zarif said that the Palestinian issue remains a top foreign policy priority for Iran.

Meanwhile, Resheq, who headed the Hamas delegation, framed the renewing of ties between Iran and Hamas as a priority for the Islamic world in its efforts to defeat Israel.

“Hamas believes that the Muslim world should be united and should put disputes aside and join forces against the joint enemy, which is Israel,” he said.

On Monday the Hamas delegation also met Khamenei’s top aide for international affairs Ali Akbar Velayati, who said that “Tehran stands with Hamas.”

A-Sharq al-Awsat reported in May that Hamas and Iran conducted intensive talks in Lebanon, in which members of the Iranian revolutionary guard participated.
According to the report, an agreement was struck between the two sides that would see diplomatic relations return to what they were prior to the outbreak of the Syrian civil war.

The agreement was reportedly supported by commander of the IRGC’s al-Quds Brigades Qassam Soleimani, Haniyeh, and Sinwar.
